WHAT WE HAVE DONE IS WE'VE ASKED ALL OUR LOCAL PARTNERS TO PREPARE PROJECTS, SCHEDULE ONE ON ONE MEETINGS WITH US THAT WE'VE BEEN HOSTING HERE AT THE MPO AND THEN ATTEND OUR WORKSHOP, WHICH WAS A TAC MEETING WHERE WE WENT THROUGH THE APPLICATION TOOL TO SHOW AND TO DEMONSTRATE HOW TO SUBMIT PROJECTS TO THE 2050 PLAN AND THEN FINALLY TO SUBMIT THOSE PROJECTS.

SO SOME OF THE RESULTS WERE CURRENTLY IN POST-PROCESSING RIGHT NOW, BUT I CAN GIVE YOU A HIGH LEVEL OF WHAT WE RECEIVED.

OH, BEFORE THAT, THESE ARE ALL THE MEETINGS THAT WE'VE ACCOMPLISHED.

SO WE'VE ACCOMPLISHED 31 MEETINGS WITH ALL OF OUR LOCAL PARTNERS.

SO THANK YOU ALL SO MUCH FOR DOING THAT.

THAT'S A BIG LIFT AND I APPRECIATE EVERYONE COMING IN TO CHAT WITH US.

THE ORIGINAL DEADLINE WAS SUPPOSED TO BE APRIL 14TH, BUT BECAUSE WE HAD ALL OF THAT TERRIBLE FLOODING THAT HAPPENED TO US DURING THAT WEEK, WE EXTENDED THE DEADLINE TO APRIL 18TH, WHICH ALLOWED FOR US TO COLLECT A COUPLE MORE PROJECTS, WHICH IS VERY GOOD.

FROM ALL OF OUR LOCAL PARTNERS WE RECEIVED 202 PROJECTS AND OF THOSE MEETINGS THAT WE HAD 22 UNIQUE MUNICIPALITIES SUBMITTED PROJECTS TO THE PLAN. SO WE'RE CURRENTLY IN A POST-PROCESSING PHASE RIGHT NOW WHERE WE'RE GOING OVER ALL THE INFORMATION OF THAT PROJECT AND MAKING SURE THOSE LIMITS ARE CORRECTLY DRAWN. AND THEN ONCE WE'VE FINISHED THAT, WE'LL PRESENT BACK TO YOU EVERYTHING THAT WE'VE COLLECTED.

THE ASTERISK HERE IS THAT IT DOES NOT ACCOUNT FOR THE PROJECTS THAT FDOT AND BROWARD COUNTY HAD SUBMITTED.

SO LET'S START WITH THE OVERVIEW OF THE 2023 APPLICATION PERIOD, WHICH I LOOKING AT THIS CHART APPEARS TO HAVE CLOSED ON MARCH 10TH.

IT LOOKS LIKE ABOUT HALF OF THE MUNICIPALITIES DID ATTEND.

THERE WAS AN MPO LIAISON TEAM THAT MET WITH ABOUT A THIRD OF THE MUNICIPALITIES TO TALK ABOUT THE OPPORTUNITIES AND ULTIMATELY 20 MUNICIPALITIES PURSUED AN APPLICATION.

SO, YOU KNOW, I WON'T READ THIS SLIDE TO YOU, BUT YOU CAN SEE THAT THERE WERE SEVERAL THERE WAS AN OPPORTUNITY HERE FOR SOME TRAINING ON THE NEW PROCESSES.

I KNOW THAT IT HAS BEEN EACH YEAR KIND OF AN EVOLUTION WITH THE SURTAX AND HOW IT WORKS.

SO I'M SURE THAT THAT WAS WHY THEY PROVIDED THAT ADDITIONAL TRAINING.

SO SOME OF THE APPLICATIONS HERE, YOU CAN SEE THAT THERE WAS ULTIMATELY A 52 THAT WERE SUBMITTED FOR A PRETTY BIG DOLLAR NUMBER.

AND I'M SURE SOMEWHERE ON THIS SLIDE IT WILL TELL YOU HOW MUCH WAS ACTUALLY AVAILABLE.

MAYBE THAT'S ON THE NEXT SLIDE.

BUT 118 WAS REQUESTED FOR CONSTRUCTION, AND THEN THE PROJECTS IN THE PLANNING PHASE ONLY MAKE UP ABOUT 2%.

SO A VERY SMALL I'M PRESUMABLY, YOU KNOW, MANY OF THE MUNICIPALITIES ARE DOING SOME OF THE DESIGN IN-HOUSE TO GET YOURSELF PREPARED. GEOGRAPHIC DISTRIBUTION.

I CAN'T READ THAT.

HOPEFULLY YOU CAN.

I GUESS THAT'S SHOWING HOW IT IS ACROSS THE DIFFERENT CITIES BY THE DIFFERENT PHASES THERE; PLANNING, DESIGN, CONSTRUCTION.

A PERCENTAGE OF THE PROJECT PHASES THAT WERE SUBMITTED NEW.

AGAIN, YOU CAN SEE THE BREAKDOWN THERE ACROSS THE 52 PROJECTS AND THEN ACROSS THE DOLLARS.

AND CLEARLY THE VAST MAJORITY OF THE REQUESTS WERE FOR CONSTRUCTION FUNDING AT 87% MULTIMODAL IMPROVEMENTS, WHICH WE ALWAYS LIKE TO SEE THOSE.

SO PROJECTS WITH THE SIDEWALKS AND OR BIKE LANES.

AND AGAIN, YOU CAN SEE THAT THAT'S AN OUTSIZED REQUEST WHICH ACTUALLY MATCHES UP PRETTY WELL WITH AN AWFUL LOT OF THE WORK THAT THE MPO IS DOING TO FUND PROJECTS OFF THE STATE HIGHWAY SYSTEM. CLIMATE CHANGE.

I'M NOT SURE HOW THEY DID THIS ANALYSIS, BUT THIS IS KIND OF INTERESTING TO SEE HERE.

YOU KNOW THAT A MAJORITY OF THESE ARE IN HIGH RISK FLOOD AREAS AND OUT OF THE DOLLAR AMOUNT, 77%.

SO VERY HIGH PERCENTAGE.

SO HOPEFULLY SOME OF THAT IS MITIGATION OF RESILIENCY TYPE IMPROVEMENTS.

OKAY. PROJECTS AND ZIP CODES.

AGAIN, YOU CAN SEE NOW IT SAYS ECONOMIC CHALLENGES.

I THINK IN THE MPO SPEAK THAT WOULD PROBABLY BE EQUITY AREAS.

AND AGAIN, YOU CAN SEE THAT THERE'S A PRETTY SUBSTANTIAL BY DOLLAR AMOUNT, 44% INTO THAT AREA, NOT QUITE 50%.

SCHOOL ZONES.

I'M GOING TO CALL THAT ALMOST 50 / 50 ON A DOLLAR BASIS THAT YOU'RE SUPPORTING.

PRESUMABLY, AGAIN, PROBABLY CONNECTIONS WALK BIKE CONNECTIONS TO SCHOOL.

THIS IS THE ONE I WAS CURIOUS ABOUT.

SO YOU KNOW, HOW MUCH MONEY IS AVAILABLE VERSUS HOW MUCH WAS REQUESTED.

SO IT APPEARS ONLY ABOUT $20 MILLION DOLLARS WAS AVAILABLE FOR THIS CYCLE.

AND I THINK, AGAIN, LIKE THE MPO, THEY ARE FUNDING AN OUTER YEAR.

I DON'T KNOW IF THEY WOULD CALL THIS NEW FIFTH OR HOW THEY DEFINE THAT, BUT OF COURSE WE ALL KNOW THAT OUR NEEDS HERE IN THE REGION OUTSTRIP OUR FUNDING CAPACITY. BUT STILL, 20 MILLION IS A SIGNIFICANT IMPROVEMENT OF BIKE PED TYPE INVESTMENTS.

SO THESE ARE THE GOALS AS THEY ARE PRESENTED TO YOU TODAY FOR ADOPTION.

SO WE HAVE OUR FIRST GOAL OF SAFELY MOVE PEOPLE AND GOODS, CREATE JOBS AND STRENGTHEN COMMUNITIES.

AS I MENTIONED LAST TIME, WE WERE ADDING IN GOAL STATEMENTS FOR THESE AND YOU CAN SEE NOW UNDERNEATH EACH ONE OF THE GOALS, THERE IS A GOAL STATEMENT TO KIND OF DESCRIBE WHAT THAT GOAL IS MEANT TO ACHIEVE OR WHAT WE'RE TRYING TO ACCOMPLISH.

AND I DID MENTION AT THE BEGINNING OF MY PRESENTATION THAT THERE WAS A SUGGESTION THAT WAS MADE.

SO I WILL EMPHASIZE AGAIN HERE THAT THE ACTION ITEM AS IT SITS BEFORE YOU TODAY IS TO ADOPT THESE GOALS AND THEN THE ASSOCIATED OBJECTIVES AND INDICATORS.

SO INSTEAD OF HAVING STRENGTHENED COMMUNITIES, THEY WANTED TO STRENGTHEN THE LANGUAGE AROUND RESILIENCY, BOTH NATURAL AND BUILT ENVIRONMENT AND ALSO CULTURAL AND DEMOGRAPHIC RESILIENCY.

SO THEY CHOSE THE TERMINOLOGY OF FOSTER RESILIENT COMMUNITIES, AND WE MADE A SMALL TWEAK AS WELL TO THE GOAL STATEMENT AS A RESULT.

IN MY OPINION, FUNCTIONALLY, THAT DOESN'T NECESSARILY CHANGE WHAT THE GOAL IS, BUT I THINK IT FOCUSES MORE ON THE RESILIENT ASPECT OF IT THAT WE'RE LOOKING TO MAKE BOTH THE NATURAL AND BUILT ENVIRONMENT MORE RESILIENT AND ALSO OUR CULTURAL AND DEMOGRAPHIC ENVIRONMENT MORE RESILIENT AS WELL.

SO MAKING SURE THAT THINGS LIKE EQUITY ARE INCORPORATED IN THERE.

AGAIN, ALL THINGS THAT WE'RE ALREADY AN OBJECTIVE AND HAD ASSOCIATED INDICATORS IN THIS, BUT I THINK WE'RE JUST CHANGING THE TERMINOLOGY A LITTLE BIT.

IT IS A KIND OF A UNIQUE OPPORTUNITY TO TEAM WITH OUR FRIENDS IN THE CITY OF FORT LAUDERDALE MUSEUM OF DISCOVERY AND SCIENCE.

THEY'RE DOING AN UPDATE THAT THEY DO INFREQUENTLY, KIND OF LIKE ON A DECADE BASIS OF THEIR DISPLAYS AND WHAT THEY HAVE IN THE MUSEUM.

SO THERE'S AN OPPORTUNITY HERE TO TO TEAM WITH THEM TO GET A TRANSPORTATION RESILIENCY BASED PROGRAM AND EXHIBIT PUT IN PLACE THAT WOULD BE THERE FOR ABOUT A DECADE.

OKAY. WE JUST LEARNED TODAY THAT FDOT IF YOU WIN A DISCRETIONARY GRANT FOR TRANSPORTATION, THAT GRANT NEEDS TO BE IN TIP.

SO FACTOR IN A POTENTIAL TIP AMENDMENT SHOULD YOU WIN A FEDERAL GRANT.

I'D ALSO LIKE TO POINT OUT THAT LAST WEEK I WAS IN WASHINGTON, DC WITH THE ASSOCIATION OF METROPOLITAN PLANNING ORGANIZATIONS, AND WE HAD MPOS FROM ALL ACROSS THE COUNTRY, VARIOUS SIZES, LARGE, SMALL, MEDIUM.

AND THERE WAS A COMMONALITY IN THE FRUSTRATION OF THESE DISCRETIONARY GRANT PROGRAMS. COMMON THEMES IS THE ACKNOWLEDGMENT THAT DEVELOPING LOCAL OR COMING UP WITH LOCAL MATCH IS A CHALLENGE.

OKAY. ALSO, THE TIMING ON THESE ONCE ESPECIALLY WITH THE NEW PROGRAMS THAT WE DIDN'T KNOW WHAT THEY WERE GOING TO LOOK FOR.

THEY WOULD COME OUT AND THEN YOU'D HAVE THREE MONTHS.

YOU'D HAVE THREE MONTHS TO ANALYZE IT, RESPOND, AND HOPEFULLY YOU'RE CORRECT.

SO WE ARE WORKING AT A NATIONAL LEVEL TO TRY AND MAKE SUGGESTIONS TO THE US DOT TO MAKE THESE PROGRAMS WORK BETTER FOR OUR LOCALITIES.

SO GOOD UPDATE.

YOU ALL KNOW THAT WE'VE WON THESE SAFE STREETS AND ROADS FOR ALL.

JAMES CROMAR AND HIS TEAM ARE WORKING WITH BROWARD COUNTY AND THE CITIES TO DRAFT TO DRAFT A SCOPE.

I CAN'T SAY THIS ENOUGH.

WE ARE ONE OF ONLY TWO APPLICANTS TO WIN THE LARGEST AWARD FOR THE PLANNING.

ON THAT NOTE, THE PLANNING FUNDS WERE UNDERSUBSCRIBED, SO THEY ARE ROLLING OVER TO THIS YEAR.

SO WE EXPECT MORE APPLICANTS TO WIN.

BUT ONCE AGAIN, THE SAME CHALLENGE IS ON LOCAL MATCH AND WHATNOT THAT WE HAVE ARE ALSO FELT THROUGHOUT THE COUNTRY.

THROUGH AMPO WE ARE WORKING TO SEE IF WE CAN CHANGE SOME OF THE FORMULA BECAUSE THE SPLIT BETWEEN PLANNING AND CAPITAL STAYS FIXED FOR THE ENTIRE FIVE YEARS OF THE [INAUDIBLE] AND WE'RE HOPING THAT THEY COULD SHIFT THAT.

SO AS THIS PROGRAM GROWS, MORE FUNDING BECOMES AVAILABLE FOR CAPITAL.

ALSO GOOD NEWS, WE WON THE THRIVING COMMUNITIES PROGRAM.

THAT'S A TECHNICAL ASSISTANCE WHICH WILL HELP OUR COMMUNITIES WITH THE LINK BETWEEN TRANSPORTATION AND HOUSING.

IS THERE A GOVERNANCE STRUCTURE THAT YOU HAVE, OR IS IT ONCE AGAIN, DOES IT JUST SHOW UP ON YOUR DESK AND SAY, DO THIS? DO YOU WANT ME TO GO FIRST? LIKE ANYBODY TO GO IN IT? SURE. I DON'T KNOW THAT WE HAVE A STRATEGIC PLAN FORMALLY FOR GRANTS, BUT WE DO HAVE A GRANTS OFFICE CITYWIDE.

AND WITHIN THE TRANSPORTATION DEPARTMENT, WE HAVE A GRANTS MANAGER WHO REGULARLY LOOKS FOR WE GIVE HER THE PROJECTS WE HAVE ON OUR LONG UNFUNDED LIST, AND THEN SHE CONTINUALLY LOOKS FOR GRANTS AND WE MEET REGULARLY TO UNDERSTAND WHAT'S COMING UP NEXT.

AND ARE WE ELIGIBLE? DOES IT WORK FOR US? DOES IT MAKE SENSE? KIND OF A SMALLER VERSION OF THAT CHECKLIST.

ARE WE READY? CAN WE DO ANYTHING WITH IT? GOVERNANCE STRUCTURE.

WE DO HAVE A WHOLE PROCESS WITHIN THE CITY THAT WE HAVE TO GO THROUGH IN TERMS OF GETTING DO PRE APPLICATIONS, GETTING ALL THE DIFFERENT DEPARTMENTS, FINANCE, BUDGET, EVERYBODY TO SIGN OFF AND IMPROVE THAT.

WE CAN EVEN APPLY.

AND IT GOES THROUGH THE CITY MANAGER'S OFFICE.

SO HE SHOULD BE AWARE OF EVERYTHING THAT'S HAPPENING.

SO THE REGION GOT $5 MILLION WORTH OF GRANT AND BUT YOU EMPHASIZE HOW THERE'S A LOT MORE MONEY FOR THE PLANNING GRANTS OUT THIS YEAR.

CAN YOU TALK TO EVERYBODY ABOUT IS THAT SOMETHING YOU WOULD RECOMMEND A CITY TO DO THEIR OWN OR WE NEED TO STAY AWAY FROM THAT BECAUSE WE GOT WELL OVER OUR FAIR SHARE.

SO BECAUSE THIS WENT TO BROWARD COUNTY, TOO, AND IT'S GOING TO COVER ALL THE CITIES.

THE IDEA FOR THE PLANNING GRANT IS THAT YOU FINISH THE PLANNING GRANT AND THEN THAT LEADS INTO CAPITAL.

SO MY FEAR WOULD BE IF YOU GET THE PLANNING GRANT AND THERE'S SOMETHING THAT CONFLICTS WITH WHAT'S GOING ON AT THE REGIONAL LEVEL OR IT CANNIBALIZES POTENTIAL CAPITAL FUNDING.

AND I'M JUST TALKING ABOUT THIS FROM A REGIONAL FROM A REGIONAL STANDPOINT, ONCE AGAIN, UNFORTUNATELY, AND THIS IS A FRUSTRATION NOT JUST SHARED HERE, BUT ALSO NATIONALLY IS WE DON'T QUITE KNOW WHAT THE INTENT OF A LOT OF THESE GRANTS ARE.

WE KNOW WHAT IT IS ON PAPER, BUT THERE'S ALSO THAT, YOU KNOW, CLOSED DOOR POLITICS OF IT.

AND WE'RE NOT QUITE SURE LIKE HOW THINGS ARE BEING DISTRIBUTED CERTAIN WAYS.

SO THERE'S NO HARM IN APPLYING FOR APPLYING FOR IT.

IT'S VISION ZERO TYPE AND IT'S LOW COST, HIGH IMPACT PROJECTS, WHICH ONCE AGAIN, WE'RE WE'RE REALLY COVERING AT THE COUNTY LEVEL.

SO THERE WAS A LOT OF QUESTIONS, A LOT OF PAPERWORK EXCHANGED HANDS BACK AND FORTH, AND THERE WAS A LOT OF BEHIND THE SCENES WORK THAT WENT ON.

SO THAT ALL HAPPENS BEFORE WE SIT DOWN AND HAVE THAT THAT ONE DAY MEETING.

DURING THE SITE VISIT, DISCUSSIONS WERE HAD ON THE VARIOUS TOPICS IN ADDITION TO THE MPO AND TRANSIT PARTNERS, EACH HAVING AN OPPORTUNITY TO SHARE THEIR BEST PRACTICES AND OTHER DEVELOPMENTS TAKING PLACE IN OUR REGION.

I'M GOING TO SAY OVERALL THE SITE VISIT WAS VIEWED AS A SUCCESS.

THE FEDERAL TEAM'S PRELIMINARY FINDINGS CONSISTED OF PRAISE NOTE OF OUR NOTEWORTHY PRACTICES, A COUPLE RECOMMENDATIONS, BUT THESE WERE MINOR AND CERTAINLY THEY HAD NO CORRECTIVE ACTION.

SO A CORRECTIVE ACTION IS KIND OF WHEN THEY YOU GET A LITTLE BIT OF A DEMERIT, YOU KNOW, AND THEN YOU'VE GOT TO DO SOMETHING TO FIX SOMETHING YOU'RE NOT QUITE DOING RIGHT TO MEET FEDERAL REQUIREMENTS. SO AGAIN, AND I THINK I DON'T WANT TO SAY THIS, I'M GOING TO LEAVE THIS FOR GREG AT SOME POINT, BUT IT'S BEEN NUMEROUS YEARS SINCE WE'VE, I BELIEVE, SINCE WE'VE HAD A CORRECTIVE ACTION.
