THANK YOU. ALL RIGHT.

WE HAVE A ROLL CALL.

[2. Electronic Roll Call]

AND YOU WANT TO TELL WHO'S ABSENT.

ELECTRONIC ROLL CALL, PLEASE.

AND WHO DO WE HAVE AS ABSENT ANY? WHERE IS. WHERE IS MY.

I AM TRYING.

WHERE'S. MINE WON'T TAKE PRESENT? OH, YEAH.

OKAY. THERE. YOU GOT IT.

ALL RIGHT. CHAIR ORTIS, MEMBERS OF THE BOARD, REBECCA SCHULTZ, BROWARD MPO.

GOOD MORNING. WELCOME BACK.

I KNOW IT'S A BRAND NEW YEAR.

PLEASE REMEMBER TO CLICK THE PRESENT IN THE BOTTOM LEFT HAND CORNER WITH YOUR MOUSE.

WE UNFORTUNATELY DO NOT HAVE A TOUCH SCREEN, SO YOU DO HAVE TO USE YOUR MOUSE TO CLICK PRESENT.

THANK YOU. OKAY.

THANK YOU. I NEED A MOTION FOR THE APPROVAL OF THE MINUTES.

[3. Approval of Minutes - November 2, 2023]

WE DO HAVE IT. WE DO HAVE A QUORUM.

AND ALSO I HAVE JABBOW MARTIN FROM LAUDERHILL WHO IS ATTENDING VIRTUALLY.

OKAY. AND, APPROVAL OF THE MINUTES.

ANYBODY? WHERE IS IT? OKAY. MOTION BY COMMISSIONER COLBOURNE, SECOND BY COMMISSIONER CAPUTO.

ANY DISCUSSION? HEARING NONE.

ALL IN FAVOR? AYE.

WHAT'S THAT? YOU. WHAT? PLEASE USE YOUR MIC.

SO IT COULD BE. IT COULD BE HEARD.

TURN IT ON ON THE SCREEN.

YOU HAVE TO. ALL RIGHT, WE GOT YOU IN THE QUEUE.

OKAY. THANK YOU.

HOW ABOUT EXCUSED ABSENCES, SIR.

WELL, WE STILL NEED TO FINISH VOTING ON THE MINUTES, BUT.

WELL HE ASKED FOR DISCUSSION, AND THAT'S WHYI ASKED TO BE IN THE QUEUE, SO I.

I DIDN'T SEE YOUR NAME, THAT'S WHY.

OKAY. THANK YOU.

SORRY. MAYOR ORTIS.

AND I WATCHED YOU ON THE SCREEN LAST NIGHT.

SO SEE HOW YOUR COMMISSION OPERATES.

IT WAS IT WAS VERY GOOD.

I DID WANT TO MAKE ONE COMMENT ABOUT THE MINUTES, AND IT WAS ON THE ACTION ITEM NUMBER TWO OF.

AS WE HAD THE MEETING IN NOVEMBER, AND I MADE THE REQUEST FOR AN AMENDMENT AND DUE TO THE IT FAILED, BUT DUE TO THE COMMENTS OF SOME OF THE COLLEAGUES ABOUT CONTINUING WITH THE PROJECT AND, ASSUMING THAT THE TURNPIKE WOULD WORK WITH US IN THE CONCERNS THAT WE HAD.

I JUST WANTED YOU TO KNOW THAT IN AS EARLY AS DECEMBER, WHEN THEY AND THE BOARD OF DIRECTORS FOR THE SOS VILLAGES, THE GROUP OF FOSTER HOMES THAT ARE THERE AT THE CORNER OF THE SAWGRASS AND TURNPIKE, WE HEARD ONE THING ABOUT THE EIGHT LANES COMING INTO BROWARD COUNTY, AND THAT IT WOULD STAY EIGHT LANES UNTIL THE FUTURE, WIDENING LIKE SOME OF THE OTHER TOWARDS ATLANTIC BOULEVARD.

AND THEN IN OUR CITY MEETINGS IN JANUARY, IT HAD CHANGED.

IT'S NOW BECOME TEN LANES CLOSER TO THAT VULNERABLE AREA.

AND I JUST WANT TO SAY THAT WE'RE ALL FOR MOVING IT FORWARD AND WORKING WITH THEM.

BUT, YOU KNOW, IT'S JUST NOT ALWAYS WORKING WELL.

AND I APPRECIATE ANY LOCAL SUPPORT THAT WE HAVE.

AND I ALSO WANT TO GO ON THE RECORD AGAIN, THAT THE INTERCHANGE THAT IS TAKING PLACE AND BEING PROPOSED FOR BLOUNT ROAD AND COCONUT CREEK PARKWAY, I MEAN, IT IS NOT ONLY FOR SAFE TRAFFIC, FOR COMMERCE, BUT WE HIGHLY SUPPORT IT BECAUSE OF, TRAFFIC THROUGH THERE AND THE UNSAFE CONDITIONS THAT ARE THERE CURRENTLY.

SO THAT WAS MY COMMENTS, MAYOR.

THANK YOU. THANK YOU FOR THE COMMENTS.

ALL RIGHT. LET'S GO TO THE APPROVAL OF THE.

MR. CHAIR. YES, WE DO HAVE A REPRESENTATIVE FROM THE FLORIDA TURNPIKE ENTERPRISE, IF YOU'D LIKE TO, BECAUSE THAT'S SURPRISING TO ME.

[00:05:04]

I THOUGHT THAT THEY HAD A SETTLED ON AN AGREEMENT A-LINES.

OKAY. GOOD MORNING, JAMES BROWN, THE MPO LIAISON OF FLORIDA'S TURNPIKE.

I WILL TAKE THAT BACK TO THE PROJECT TEAM.

I DO I CAN CONFIRM WITH BOTH MEETINGS THAT WE HAD HAD WITH THE SOS VILLAGES AS WELL AS CITY OF COCONUT CREEK, AND I'LL GET A CLARIFICATION ON THAT WITH REGARD TO THE EIGHT VERSUS TEN LANE.

IT MAY BE EIGHT LANES WITH, AN AUXILIARY LANE GOING IN EACH DIRECTION.

THAT MAY BE WHAT'S THE TEN LANES THAT WE'RE LOOKING AT.

BUT I'LL GET A CLARIFICATION ON THAT.

SURE. THANK YOU.

YEP. ALL RIGHT.

APPROVAL OF THE EXCUSED ABSENCES.

[4. Approval of Excused Absences]

SANDY JOHNSON, ANDREA MCGEE, AND BOB HARTMAN NEEDED JUST A APPROVAL MOTION.

ALL IN FAVOR AYE.

OKAY. APPROVAL OF THE AGENDA.

[5. Approval of Agenda]

HOLD ON, MR. MAYOR.

THE FANCY EQUIPMENT HERE.

LET'S. [INAUDIBLE] ELECTRONIC VOTE, PLEASE.

PLEASE SELECT YES OR NO.

WE HAVE TO MAINTAIN OUR RECORDS.

SO ELECTRONIC VOTING.

ALL RIGHT. WE HAVE A RECORD.

ALL RIGHT, LET'S GO TO PUBLIC COMMENTS.

ARE YOU COMPLETED? YES.

I'M SORRY REBECCA. PUBLIC COMMENTS.

NO PUBLIC COMMENTS OKAY.

MUNICIPAL CAPITAL PROJECTS, MR.

[7. Municipal Capital Projects: www.my-mcps.org]

CALETKA.

WE HAVE THE AGENDA.

WHAT'S THAT? YEAH, OKAY.

I'M CLICKING. SO GOOD MORNING, HONORABLE CHAIR AND HONORABLE BOARD MEMBERS BRYAN CALETKA WITH THE BROWARD MPO, MUNICIPAL CAPITAL PROJECTS.

THESE ARE THE PROJECTS THAT EACH OF YOUR MUNICIPALITIES PUT FORTH.

TO GET SURTAX FUNDED IN 2018, BROWARD COUNTY PASSED A $0.01 SALES TAX TO SUPPORT TRANSPORTATION INITIATIVES.

AND I'M GOING TO DESCRIBE THAT THE NEW PROCESS THAT IS COMING FORTH FOR THIS YEAR'S, PROGRAM.

SO JUST AS A REMINDER, AND YES, THE PROPER MAYOR AND VICE MAYOR HAVE BEEN UPDATED FOR THIS SLIDE.

THE SURTAX 90% GOES TO BROWARD COUNTY.

10% IS WHAT IS CALLED THE MINIMUM ANNUAL GUARANTEE THAT GOES TO SERVICES PROGRAM.

OUT OF THAT 10%, THAT MINIMUM ANNUAL GUARANTEE, THOSE DOLLARS GO INTO FOUR DIFFERENT PROGRAMS COMMUNITY SHUTTLE, THE R AND M, OR WHAT THEY CALL REHABILITATION AND MAINTENANCE, AND ALSO A CONTINGENCY FUND.

THE BROWARD MPO IS ONLY RESPONSIBLE FOR THE MUNICIPAL CAPITAL PROJECTS, SO THE OTHER THREE ARE ACTUALLY CONTROLLED BY THE MAP ADMINISTRATION.

AND THEN WE HANDLE THE MUNICIPAL CAPITAL PROJECTS.

OUR FUNCTION IS TO RANK ALL OF THE PROJECTS THAT YOUR STAFF PUT INTO THE PROGRAM ANNUALLY.

AND THEN WE RECOMMEND PROJECTS TO BE FUNDED BASED ON THEIR RANKING, WITHIN THE MINIMUM ANNUAL GUARANTEE.

SO THE MONEY THAT'S LEFT OVER AFTER THE COMMUNITY SHUTTLES ARE FUNDED.

SO THIS IS THE PROCESS WHICH IS APPROVED BY THE COUNTY ADMINISTRATOR ANNUALLY.

WE DO AN ELIGIBILITY PRELIMINARY ELIGIBILITY REVIEW, WITH REGARD TO THE SECOND AMENDMENT THAT ALL OF YOUR COMMUNITIES HAVE PASSED ALREADY.

WE DO AN EVALUATION OF EACH APPLICATION SO YOUR CITIES IMPORT IT, AND THEN WE REVIEW EACH OF THE STEPS OF THE WAY TO MAKE SURE THAT IT IS A VIABLE PROJECT. WE EVALUATE, BASED ON THE CURRENT FISCAL YEAR FUNDING.

WE LEARNED THAT FROM ADMINISTRATION IN APRIL.

MID APRIL IS WHEN SHE TELLS US HOW MUCH MONEY THAT WE HAVE TO SPEND THIS YEAR.

WE EVALUATE THE COST ESTIMATES AND, WE THEN RANK AND RECOMMEND TO THE BROWARD COUNTY MAP ADMINISTRATOR.

I'M NOT GOING TO GO OVER THIS, BUT THIS IS THE ACTUAL PROCESS IS OUTLINED IN THE SECOND AMENDMENT THAT ALL OF YOUR COMMUNITIES HAVE PASSED.

YOU CAN SEE THAT THERE'S RESPONSIBILITIES OF THE MPO.

THERE'S RESPONSIBILITIES OF YOUR STAFF, OF BROWARD COUNTY STAFF.

AND ON THE RIGHT HAND SIDE, YOU SEE THE RESPONSIBILITIES OF THE OVERSIGHT BOARD, WHICH IS AN INDEPENDENT OVERSIGHT BOARD, THAT REVIEWS EACH OF THESE PROJECTS AS WE RECOMMEND THEM FOR FUNDING.

THIS IS THE WEBSITE THAT YOU CAN GO TO MY-MCPS.ORG OR MUNICIPAL CAPITAL PROJECTS.

THE REASON WHY I WOULD LIKE YOU TO VISIT THIS AT YOUR LEISURE IS BECAUSE IT'S REALLY GEARED TOWARDS TRANSPARENCY OF THE PROCESS AS WELL AS THERE'S INFORMATION FOR THE AVERAGE JOE OR JANE ON THE STREET.

THERE'S INFORMATION FOR YOU AS ELECTED OFFICIALS.

YOU CAN GO ON THERE AND SEE ALL OF THE ACTIVITY, SUCH AS IF YOUR STAFF HAS MET WITH US OR IF THEY HAVE ATTENDED TRAINING SESSIONS OR THERE ARE UPCOMING TRAINING SESSIONS. AND THEN THERE'S ALSO A PORTAL FOR YOUR STAFF TO LOG INTO AND START BUILDING NEW APPLICATIONS, AND SUBMIT THEM FOR CONSIDERATION OF THIS YEAR'S PROGRAM.

SO WHEN YOUR STAFF LOGS IN, THIS IS JUST TO GIVE YOU AN IDEA OF WHAT'S REQUIRED.

[00:10:04]

WE HAVE THREE STEPS AND THEY DO STEP ONE, WHICH IS KIND OF JUST A GENERIC.

THIS IS A PROJECT IN HALLANDALE.

THIS IS ON, YOU KNOW, DIXIE HIGHWAY.

THEY FILL IN THE PARAMETERS, WE REVIEW THAT INFORMATION AND THEN CLEAR THEM FOR STEP TWO.

WE USUALLY DO THAT WITHIN A 24 HOUR TURNAROUND.

AND I'M USING THAT LIGHTLY BECAUSE WE USUALLY TURN IT AROUND IN AN HOUR OR TWO.

THEY CAN THEN PROCEED TO STEP TWO, WHICH SHOWS THAT THE BOARD OR YOUR COMMISSION OR COUNCIL APPROVE OF THIS PROJECT.

SO THEY GET THEY UPLOAD A RESOLUTION OF SUPPORT.

YOU'VE PROBABLY SEEN THESE, COME FORWARD ANNUALLY.

ALSO, IF THERE'S A PUBLIC ENDORSEMENT TO MAKE SURE THAT THE PUBLIC IS AT LEAST AWARE OF IT AND THAT THERE'S NO SERIOUS OBJECTIONS TO IT, THEY SUBMIT THAT WE APPROVE IT, THEY MOVE ON TO STEP THREE, AND THEY FILL OUT THE INFORMATION ABOUT HOW MUCH FUNDING THAT THEY NEED, YOU KNOW, COST ESTIMATES, WHEN IT'S GOING TO BEGIN, WHEN IT'S GOING TO END, AND THEN WHEN ALL OF THESE ARE ARE COMPLETED, WE CHECK THEM OFF AGAIN.

AND THEN FROM FEBRUARY 9TH UNTIL, MARCH 8TH, ALL THEY HAVE TO DO IS LITERALLY LOG IN AND PUSH THE SUBMIT BUTTON.

IT'S AS EASY AS THIS. SO THIS WHOLE PROJECT THIS WHOLE TIME DOESN'T TAKE BUT AN HOUR OR TWO TOTAL.

IT'S NOT ARDUOUS BY ANY MEANS.

IT'S GEARED TO BE EASY FOR YOUR STAFF BECAUSE WE KNOW THAT THEY'RE ALL VERY BUSY.

SO WE MAKE IT AS EASY AS POSSIBLE FOR THEM.

SO FEBRUARY 9TH, THAT'S WHEN THE PORTAL OPENS AT 9 A.M..

IF YOUR STAFF HAS ALREADY GOT THE PROJECTS THAT ARE ALREADY IN THE DATABASE, ALL THEY HAVE TO DO IS PUSH SUBMIT AND IT'LL BE SUBMITTED TO US.

IT CLOSES ON MARCH 8TH AT 5 P.M..

IT AUTOMATICALLY CLOSES IT SO THEY CAN'T DO IT.

SO THEY BASICALLY THEY GET AN EXTRA DAY THIS YEAR BECAUSE IT'S A LEAP YEAR.

THEY GET 29 DAYS TO SUBMIT THOSE PROJECTS FOR CONSIDERATION.

WE THEN RANK WE RECOMMEND ON JUNE 1ST, WE PROVIDE THE MAP ADMINISTRATOR A LIST OF THE RECOMMENDATIONS THAT WE HAVE BASED ON THE MINIMUM ANNUAL GUARANTEE FUNDS THAT ARE AVAILABLE THAT YEAR.

SO FEEL FREE TO VISIT OUR WEBSITE.

THERE'S MY CONTACT INFORMATION IF YOU HAVE ANY QUESTIONS.

YOU'RE YOU KNOW, MOWING THE LAWN AND YOU SAY, OH, I JUST HAD A QUESTION ABOUT SURTEX.

WELL, THERE'S THE INFORMATION.

THAT'S HOW YOU CAN REACH ME AT ANY TIME.

AND I'LL GET THE INFORMATION THAT YOU REQUESTED.

AND I'M HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE RIGHT NOW.

IF YOU DON'T HAVE A LAWN, YOU CAN STILL ASK.

[LAUGHTER] ALL RIGHT.

QUESTIONS. QUESTIONS.

HEARING NONE.

OH, I'M SORRY, I'M NOT HEARING.

SOMEBODY'S NOT PUSHING A BUTTON.

ALL RIGHT, GO AHEAD. COMMISSIONER.

THANK YOU. THANK YOU.

MIC ON. I KNOW IT'S MISSING.

TAP HIS NAME.

OH MY FAULT, MY FAULT.

THANK YOU SIR. GO AHEAD. THANK YOU, MR. CALETKA. CAN YOU GO BACK? JUST A QUICK QUESTION ON SLIDE 21 WHERE IT SAYS THE 10% MAG.

YES SIR.

AND 10% SEEMS LIKE A SMALL NUMBER, BUT IT'S REALLY ACTUALLY A LARGE NUMBER BECAUSE IT'S PART OF THE SURTAX DOLLARS.

COULD YOU JUST GIVE US AN EXAMPLE OF SOME OF THE PROJECTS THAT WOULD FALL UNDER THAT COMMUNITY SHUTTLE SERVICE, OR THE R&M OR THE CONTINGENCY, BECAUSE THOSE CAN BE SOME PRETTY BIG PROJECTS FOR OUR MUNICIPALITIES.

OFF THE TOP OF MY HEAD, I WOULD BALLPARK THE COMMUNITY SHUTTLE COSTS ARE ABOUT $20 MILLION A YEAR.

SO IT'S A SIGNIFICANT AMOUNT.

AND ALSO ANY NEW COMMUNITY OR ANY NEW SERVICE THAT A COMMUNITY WANTS WOULD ACTUALLY THEN INCREASE THAT AMOUNT.

AND THEN IT FLUCTUATES BECAUSE THEY ALSO HAVE WHERE THEY REPLACE THE SHUTTLES AT A VERY HIGH FREQUENCY.

AND OPTIMAL FREQUENCY IS WHAT I WOULD SAY.

SO THAT WAY THEY'RE ALWAYS NICE NEW EQUIPMENT WITH LOW MILES, FOR EFFICIENCY.

SO WE USUALLY HAVE BALLPARK ABOUT $20 MILLION FOR PROJECTS EVERY YEAR.

AND THEN THE R&M THAT'S MORE LIKE ROADWAY MILLING PROJECTS.

CORRECT? CORRECT.

SO, BUT THE R&M IS HANDLED BY THE COUNTY.

WE ONLY HANDLE THE MCPS.

OKAY. RIGHT.

FURTHER DISCUSSION.

HEARING NONE. LET'S GO TO OUR CONSENT ITEMS.

[ CONSENT ITEMS (All Items Open for Public Comment) ]

ITEM ONE. SIR. MR. CHAIRMAN, I'M JUST GOING TO READ IN THE TWO ITEMS FOR THE RECORD.

A MOTION TO APPROVE AN INTERLOCAL AGREEMENT BETWEEN THE BROWARD AND METROPOLITAN PLANNING ORGANIZATION, THE CITY OF SUNRISE, FLORIDA, FOR TRANSPORTATION, PLANNING AND RELATED SERVICES. AND ITEM TWO IS MOTION TO APPROVE THE MEMBERSHIP APPOINTMENTS TO THE TRANSPORTATION DISADVANTAGED LOCAL COORDINATING BOARD, THE LCB.

YOU HAVE BEFORE YOU, WHICH WILL BE A REQUEST UNDER CONSENT UNLESS YOU WISH TO PULL ANY OF THOSE ITEMS. ONE SINGLE VOTE WILL ACCOMMODATE APPROVAL OF BOTH ITEMS OR NOT.

I ALSO HAVE VIRTUAL ATTENDANCE.

THERE'S A NUMBER OF MEMBERS WHO ARE PRESENT ON VIRTUALLY ATTENDING IF WHEN THE MOTION IS MADE TO APPROVE.

IF YOU ANYONE ATTENDING VIRTUALLY IF YOU'RE VOTING AGAINST OR HAVE OPPOSITION TO THE VOTE, YOU NEED TO SPEAK UP TO BE HEARD OR IT WILL BE EXPECTED AND UNDERSTOOD THAT YOU'RE VOTING WITH THE MAJORITY.

THANK YOU, MR. CHAIR.

OKAY. NEED A MOTION?

[00:15:03]

YOU GOT A MOTION BY COMMISSIONER GANZ AND SECOND BY TIM FADGEN.

THIS IS TO APPROVE BOTH ITEMS. ALL RIGHT. THAT'S FOR BOTH ITEMS. EVERYBODY OKAY WITH THAT? ALL RIGHT. ALL IN FAVOR, PLEASE SAY YES.

ALL RIGHT. 25 YES.

YOU KNOW, MINE'S NOT WORKING.

IT'S. THE SCREEN IS NOT SHOWING UP.

I HAVE 25 YES VOTES.

OH, OKAY.

I GUESS WE MOVED IT THEN.

ALL RIGHT. VERY GOOD.

ALL RIGHT. THANK YOU, THANK YOU.

ACTION ITEMS ONE.

ACTION ITEM ONE IS A PUBLIC MEETING AND MOTION TO APPROVE AMENDMENTS TO THE 2045 METROPOLITAN TRANSPORTATION PLAN,

[1. PUBLIC MEETING AND MOTION TO APPROVE Amendments to the 2045 Metropolitan Transportation Plan (MTP)]

MTP. NEED A MOTION.

MOTION BY COMMISSIONER COLBOURNE.

STAFF HAS A PRESENTATION IF YOU'D BE INTERESTED.

HOLD ON A SECOND. MOTION BY COMMISSIONER COLBOURNE, SECOND BY COMMISSIONER ALSTON.

GO AHEAD. THANK YOU.

PETER GIES WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION DON'T HAVE A FORMAL PRESENTATION AS SUCH, BUT JUST WANTED TO GIVE YOU ALL A REMINDER, SINCE I KNOW WE PRESENTED THESE MTP AMENDMENTS LAST YEAR, TOWARDS THE END OF THE YEAR, WE HAD MTP AMENDMENT REQUESTS COME FROM BROWARD COUNTY AVIATION DEPARTMENT FOR THEIR AUTOMATED PEOPLE MOVER, OR APM AND INTERMODAL CENTER IMC.

SO THEY WERE GETTING THOSE PROJECTS AMENDED INTO THE METROPOLITAN TRANSPORTATION PLAN.

AND THERE WERE ALSO SOME PROJECTS FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION STRATEGIC INTERMODAL SYSTEM THAT HAD SOME COST CHANGES THAT ARE BEING REFLECTED.

PER FEDERAL LAW, WHEN THEY TRIGGER OR WHEN THEY EXCEED CERTAIN THRESHOLDS FOR TIME WHEN THE PROJECT IS GOING TO BE IMPLEMENTED AND ALSO COST INCREASES OR DECREASES WE HAVE TO DO A FORMAL AMENDMENT PROCESS TO THE METROPOLITAN TRANSPORTATION PLAN, AND THAT IS WHAT YOU ALL ARE APPROVING TODAY.

WE HAVE REPRESENTATIVES BOTH FROM FDOT AND BROWARD COUNTY AVIATION DEPARTMENT HERE.

IF YOU HAVE ANY QUESTIONS.

THANK YOU, MR. CHAIR. QUESTIONS.

ALL RIGHT. LET'S VOTE.

ALL RIGHT.

WE APPROVED THAT MOTION.

THANK YOU. ITEM TWO SIR.

[2. MOTION TO APPROVE Amendments to the Fiscal Year (FY) 2024 - 2028 Transportation Improvement Program (TIP): A. FM# 4485741 SR-A1A FROM SHERMAN STREET TO SR-822/SHERIDAN STREET B. FM# 4485761 SR-A1A FROM FRANKLIN STREET TO WALNUT STREET C. FM# 4528651 5310 CAPITAL - MIAMI URBANIZED AREA (UZA) - MORSELIFE D. FM# 4511592 5310 CAPITAL - MIAMI UZA (BROWARD/WEST PALM BEACH (B/WP) - CHRISTINA G SMITH COMM MHF E. FM# 4511593 5310 CAPITAL - MIAMI UZA (B/WP) - CHRISTINA G SMITH COMM MHF]

ITEM TWO IS A MOTION TO APPROVE AMENDMENTS TO THE FISCAL YEAR FY 2024 THROUGH 2028 TRANSPORTATION IMPROVEMENT PROGRAM.

THE TIP THERE ARE ACTUALLY SIX INDIVIDUAL ITEMS THAT ARE ARE PART OF THE AGENDA.

I CAN READ THOSE INTO THE RECORD OR IT'S PART OF THE AGENDA.

WHAT'S YOUR PREFERENCE? I THINK IT'S PART OF THE AGENDA.

THANK YOU SIR, I APPROVE IT.

I AGREE WITH THAT. ALL RIGHT.

I NEED A MOTION BY COMMISSIONER COLBOURNE AND COMMISSIONER FADGEN.

IS THERE A DISCUSSION? LET'S VOTE. ALL RIGHT.

WE APPROVE THAT AS WELL.

ITEM THREE SIR. MR. CHAIR, YOU HAVE TWO REQUESTS TO SPEAK.

ONE FROM MAYOR COOPER AND THE OTHER ONE.

OH, MY FAULT, MY FAULT.

MAYOR COOPER.

GOOD MORNING EVERYONE.

JUST REALLY QUICKLY.

I'M IN SUPPORT OF THE ITEMS, OBVIOUSLY, BUT I'M CURIOUS BECAUSE THESE ARE ALL UPDATES TO, DRAINAGE ISSUES, PARTICULARLY THE TOP TWO, WHICH I'M FULL SUPPORT OF. BUT, ARE WE GOING TO REEVALUATE SOME OF OUR PROGRAMS FOR THIS? I KNOW WE HAVE SOMEONE LIST CRITICALLY, BEING REDONE ON US 1 AS WELL AS MAYBE ATLANTIC SHORES.

AND I THINK COMPREHENSIVELY, PARTICULARLY BECAUSE OF FLOODING AND INFRASTRUCTURE WE NEED TO TAKE A RELOOK AT A LOT OF OUR PROGRAMING OF WHAT WE'RE DOING, BECAUSE THIS IS IN MILLIONS OF DOLLARS, NOT A LITTLE CHUNK OF CHANGE.

SO JUST MY OBSERVATION AND.

THANK YOU. IF ANYBODY HAS FEEDBACK.

THANK YOU.

SHUHAM. THANK YOU.

YOUR MIC PLEASE.

I DON'T KNOW WHY THE MIC ISN'T ON.

YEAH, I DON'T HAVE IT.

OH, THERE WE GO. GO AHEAD.

I JUST WANTED TO EXPRESS, APPRECIATION FOR THESE, THIS ITEM PARTICULAR AS, MAYOR COOPER MENTIONED, THE FIRST TWO THE AREA IMPACTED HERE IS, IN MY DISTRICT AND IS PRETTY MUCH, IMPASSABLE, NOT ONLY IN HIGH RAINS BUT IN, HIGH TIDES. AND I THINK THAT, YOU KNOW, IT'S AN EXAMPLE OF THE WORK OF THIS BODY, REALLY TOUCHING THE LIVES OF RESIDENTS OF OUR COMMUNITY.

AND I JUST WANTED TO EXPRESS THE, APPRECIATION FOR THE DIRECT IMPACT THAT YOU HAVE ON PEOPLE'S LIVES.

SO THANK YOU. THANK YOU.

FURTHER DISCUSSION. THANK YOU, I APPRECIATE IT.

ITEM THREE.

[3. MOTION TO APPROVE the Complete Streets and Other Localized Initiatives Program (CSLIP) Cycle 8 Priority List of Projects, Directing MPO Staff to Work with Florida Department of Transportation (FDOT) Staff on the Vetting and Programing of Viable Projects]

CONTINUING THEN WITH THE ITEM THREE, ACTION ITEM THREE IS A MOTION TO APPROVE THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM.

CSLIP CYCLE EIGHT PRIORITY LIST OF PROJECTS DIRECTING MPO STAFF TO WORK WITH FLORIDA DEPARTMENT OF TRANSPORTATION FDOT STAFF ON THE VETTING AND PROGRAMING OF VIABLE

[00:20:06]

PROJECTS. I NEED A MOTION.

MOTION BY COMMISSIONER SIMMONS.

BY VICE MAYOR COLBOURNE.

AND WE HAVE STAFF AVAILABLE HERE TOO.

DISCUSSION. ANYBODY WANT TO QUESTIONS.

ANYBODY WANT TO ANSWER? ALL RIGHT.

HEARING NONE. LET'S ALL VOTE.

CONGRATULATIONS. GOOD JOB PETER.

ALL RIGHT. ALL RIGHT.

MOTION PASSES.

HOW ABOUT THE REGULAR ITEM, SIR? I'VE BEEN. OH, THAT'S SCREEN.

I'M NOT LOOKING AT [INAUDIBLE].

ALL RIGHT, SO FIRST TIME I ACTUALLY GOT A MOTION, SO.

HOORAY! THANK YOU EVERYONE.

I'VE BEEN TRYING. I'VE BEEN TRYING.

IT WON'T HAPPEN AGAIN.

NO IT WON'T, IT WON'T.

BUT I WILL TAKE THAT.

I'M GOOD WITH THAT. SECOND, I JUST WANT TO SAY, SPEAKING TOWARDS THE CSLIP.

AND I KNOW THERE'S STILL PROGRAMING AND VETTING THAT HAS TO GO.

THIS ISN'T A FINAL LIST OR, YOU KNOW, A FINAL, YOU KNOW, GOING FORWARD WITH THESE PROJECTS.

HOWEVER, JUST SPEAKING SPECIFICALLY TOWARDS, THE ITEM THAT IS ON THERE FOR CORAL SPRINGS, IT'S A PART OF AN AMBITIOUS PROJECT THAT WE ARE WORKING ON CALLED THE EVERGLADES LOOP, WHICH WILL TRANSFORM NORTHWEST BROWARD COUNTY AND MOVE CLOSER TOWARDS, THE ENVIRONMENTAL TOURISM, WHICH IS WHAT THE STATE IS GOING TOWARDS.

AND SO THIS IS AN INCREDIBLE OPPORTUNITY.

ONE OF THE FIRST STEPS IN MAKING SURE THAT WE CREATE THIS INCREDIBLE PROJECT.

AND IF YOU WANT TO KNOW MORE ABOUT THE EVERGLADES LOOP, FEEL FREE TO ASK ME, WE CAN TALK ABOUT IT BECAUSE IT'S SOMETHING THAT WILL BE A DESTINATION NOT JUST FOR CORAL SPRINGS, BUT FOR THE ENTIRE STATE.

SO THANK YOU, EVERYONE.

THANK YOU, COMMISSIONER JAFFE.

THANK YOU. I JUST WANT TO THANK STAFF FOR THEIR WORK ON PRIORITIZING THESE THINGS.

AND I KNOW WE TALKED ABOUT IN THE PAST BEFORE THE BLUE LINE, THE DEATH LINE, AND WE SAT IN THE YOU KNOW, I MY COMMUNITY HAS SAT AT THE BOTTOM AND BELOW THAT BLUE LINE AT THE BOTTOM AND AT THE LAST ONE ON THE ABOVE THE BLUE LINE.

BUT EVERYBODY HAS AN OPPORTUNITY.

AND I JUST WANT TO THANK THESE ARE IMPORTANT PROJECTS THAT REALLY DO IMPACT THE COMMUNITY AS A CSLIP.

AND I JUST WANT TO ACKNOWLEDGE THAT I APPRECIATE THE STAFF, AND THAT'S AN IMPORTANT IF YOU'RE BELOW THE BLUE LINE, THE DEATH LINE, YOU WILL BE ABOVE IT ON THE NEXT ONE PROBABLY.

SO.

VERY GOOD. FURTHER DISCUSSION.

LET'S VOTE.

OH I CAN'T GET IT.

I'M TRYING. YES.

OKAY. WE APPROVED.

LET'S GO TO REGULAR ITEMS. NO COMMENTS FROM THE CHAIR EXCEPT, GOOD MORNING.

[8. Comments from the Chair]

MEMBER COMMENTS.

[9. Member Comments Click here to submit a comment to go before the Board.]

ANYBODY HAVE A COMMENT? ALL RIGHT. EXECUTIVE DIRECTOR'S REPORT.

I HAVE ONE, SORRY. YOU HAVE TO PUSH YOUR BUTTON.

YOU HAVE TO PUSH YOUR BUTTON.

YEAH. THAT'S WHY CAN'T GET TWO MOTIONS.

I KNOW I DID. I JUST WANT TO SAY, LAST WEEK, I PARTICIPATED AN SOME OF OUR COLLEAGUES HERE, PARTICIPATED IN THE FIRST, TRANSPORTATION ACADEMY MEETING.

AND IT WAS A GOOD DAY.

WE GOT TO LEARN HOW PERILOUS IT IS TO PROGRAM BUS ROUTES FROM WORK, TO HOME AND BACK AND FORTH.

AND SO, LOOKING FORWARD TO THE REST OF THE PROGRAM, LOOKING FORWARD TO THE REST OF THE ACADEMY.

AND, VERY APPRECIATIVE FOR THAT OPPORTUNITY TO LEARN AND BECOME MORE CONNECTED TO TRANSPORTATION ISSUES.

SO THANK YOU.

THANK YOU FOR YOUR COMMENTS.

EXECUTIVE DIRECTOR'S REPORT, AND I'M DONE.

[10. Executive Director’s Report]

NOTHING ELSE. GOOD.

FOR NOW. ACTUALLY, I WANT TO THANK ALL THE MEMBERS THAT HAD A CHANCE TO ATTEND THE INAUGURAL, ACADEMY.

TRANSPORTATION ACADEMY.

MAYOR COOPER BROUGHT THAT IDEA UP ABOUT A YEAR AGO AND SAID, WOULDN'T THIS BE A GOOD IDEA? AND EXECUTING IS PROBABLY ONE OF THE MOST DIFFICULT THINGS SHE TOLD ME.

AND SHE I THINK WE GOT A THUMBS UP.

RIGHT. SO WE'RE GOING TO HAVE THAT PROGRAM FOR A FEW YEARS TO HAVE THE TRAINING.

SO THERE'S LOTS OF OPPORTUNITIES IN THE FUTURE YEARS TO GO AHEAD AND JOIN THAT.

I WANT TO ALSO REMIND THE MEMBERS THAT WE DO HAVE TRAINING AVAILABLE AS WELL AT THE STATE LEVEL AVAILABLE.

IT WILL BE IN ORLANDO OR TAMPA.

IT'S DONE THROUGH THE CENTER FOR URBAN TRANSPORTATION RESEARCH.

THEY ACTUALLY WILL, YOU KNOW, WILL FLY UP OR DRIVE YOU UP, AND YOU'LL GET TO STAY IN A HOTEL AND NO YOU CAN'T ORDER ROOM SERVICE, BUT YOU CAN, YOU KNOW, HAVE A GOOD.

YOU'LL PAY FOR IT.

YEAH. BUT, YOU KNOW, THE BIGGER PICTURE IS IT GIVES YOU A CHANCE TO ALSO MEET WITH YOUR COLLEAGUES FROM AROUND THE STATE.

AND I THINK THAT'S PROBABLY ONE OF THE MOST BENEFICIAL PARTS FOR THAT.

ALSO, BUILDING ON THAT, WE ACTUALLY ARE ESTABLISHING AT THE NATIONAL LEVEL A TRAINING PROGRAM FOR MPOS AROUND THE COUNTRY.

AND SO WE'RE GOING TO BE OFFERING YOU ALSO THE OPPORTUNITY TO ATTEND THE ASSOCIATION OF METROPOLITAN PLANNING ORGANIZATIONS ANNUAL

[00:25:02]

CONFERENCE, WHERE WE'LL ACTUALLY HAVE TRAINING FOR ELECTED OFFICIALS.

YOU'LL BE ABLE TO SIT WITH REPRESENTATIVES FROM SAN DIEGO, FROM CHICAGO, FROM BOSTON, FROM ATLANTA, AND SHARE YOUR EXPERIENCES AS MPO BOARD MEMBERS, BUT ALSO UNDERSTANDING ACTUALLY WHAT'S IN THE FEDERAL LAW AND HOW THINGS ACTUALLY ARE SUPPOSED TO BE OPERATING.

SO THIS IS AN IMPORTANT OPPORTUNITY AS WELL.

WE'LL BE REACHING OUT FIRST WITH EXECUTIVE AND THEN ULTIMATELY WITH THE OTHER BOARD MEMBERS TO SEE, YOU KNOW, IF THERE'S A LEVEL OF INTEREST, YOU KNOW, WE HAVE TO HAVE BUDGET AVAILABLE TO MAKE THAT HAPPEN, WHICH WE'RE MAKING THAT HAPPEN.

YOU'LL BE SEEING THAT IN UPCOMING BUDGET YEARS.

BUT WE'RE REALLY EXCITED ABOUT THAT OPPORTUNITY.

AND THAT ALSO HAS A VIRTUAL COMPONENT.

FOR THOSE OF YOU WHO DON'T LIKE GETTING ON AIRPLANES, WHERE YOU CAN ACTUALLY PARTICIPATE VIRTUALLY WITH YOUR PEERS AS WELL.

SO THAT GIVES YOU ANOTHER OPPORTUNITY TO EXCHANGE IDEAS.

I DO WANT TO LET YOU KNOW WE'RE IN SEPTEMBER.

THIS THE SEPTEMBER 10TH BOARD MEETING IS ACTUALLY GOING TO BE AT THE MUSEUM OF SCIENCE AND DISCOVERY.

VERY COOL.

WE'RE GOING TO ACTUALLY BE SHOWING THE LATEST TECHNOLOGY AND WHERE WE'RE HEADED THROUGH THE LONG RANGE TRANSPORTATION PLAN.

I THINK IT'S IMPORTANT THAT IF YOU HAVE THE OPPORTUNITY, YOU KNOW, THIS IS A REGULAR BOARD MEETING.

WE'RE GOING TO DO REGULAR VOTES AND HAVE IT RECORDED.

AND THEN AFTER THAT POINT, WE'LL GO INTO ALL THE TECHNOLOGY THAT WE SEE COMING IN THE FUTURE.

MR. BEDELL BROUGHT OR EXCUSE ME, LAUREN BROUGHT UP UP IN TALLAHASSEE THAT, YOU KNOW, THE VEHICLE TAKEOFF AND LANDING.

WE HAVE ALL OF THESE DIFFERENT THINGS THAT ARE COMING DOWN THE PIKE THAT YOU NEED TO BE AWARE OF.

YOU KNOW, TEN YEARS AGO, WE WERE ALL TALKING ABOUT DRIVERLESS CARS.

AND DID THAT GET THERE? NOT SO MUCH.

BUT YOU KNOW, WE'RE STILL MOVING FORWARD WITH THAT.

SO YOU'LL SEE.

ACTUALLY ON MARCH 28TH, WE HAVE THE, STATE OF THE REGION ANNUAL AWARDS EVENT.

I'M HOPING THAT ALL OF YOU HAVE A CHANCE TO ATTEND.

WE APPRECIATE THOSE OF YOU WHO HAVE ALREADY BOUGHT TABLES.

FOR THOSE OF YOU WHO DON'T, PLEASE SEE, CARYL.

SHE'LL BE VERY HAPPY TO ARRANGE FOR YOUR PARTICIPATION.

WE'RE GOING TO BE HONORING A LIFETIME ACHIEVEMENT FOR DR.

HANBURY. YOU KNOW, DR.

HANBURY BASICALLY HAS DONE A LOT OF AMAZING THINGS DURING HIS CAREER FOR OUR REGION.

AND I THINK THAT'S IMPORTANT TO UNDERSTAND AND SEE.

LORI BAER FROM THE PORT EVERGLADES ASSOCIATION IS ANOTHER PERSON WE'RE GOING TO BE HONORING, AND THAT IS UNDER A COMMUNITY IMPACT AWARD, BECAUSE LORI WAS ACTUALLY THE FIRST FEMALE PORT DIRECTOR IN PALM BEACH, AND THEN SHE ACTUALLY WENT ON TO HER CAREER MOVING FORWARD, AS, YOU KNOW, REALLY MAKING THINGS HAPPEN AT PORT EVERGLADES.

AND I THINK THAT OUR COUNTY COMMISSIONERS, AS WELL AS THE MEMBERS FROM FORT LAUDERDALE AND HOLLYWOOD, WOULD KNOW WHO LORI IS AND JUST AMAZING PERSON.

THEN WE ALSO HAVE RUFUS JAMES, WHO RUNS THE AIRPORT JUST OUT THE WINDOW HERE.

AMAZING CONVERSATION WITH HIM AS WELL, HIS CAREER PATH AND HOW HE ENDED UP HERE AT FORT LAUDERDALE EXECUTIVE.

WE'RE VERY HAPPY TO GIVE HIM THE CHAMPION AWARD.

AND THEN ULTIMATELY, SOMEBODY THAT SITS ON THE SURTAX BOARD ACTUALLY IS OUR GOOD FRIEND, ALAN HOOPER.

ALAN IS BEING AWARDED AS A VISIONARY.

YOU KNOW, ALAN AND I HAD THE CHANCE TO ATTEND UNIVERSITY TOGETHER UP IN TALLAHASSEE A THOUSAND YEARS AGO THAT SAID, YOU KNOW, HE HAS A LOT OF REALLY GREAT IDEAS.

AND SOMETIMES YOU SIT DOWN AND YOU SIT AND TALK WITH HIM.

IT'S REALLY FASCINATING WHERE HE WANTS TO TAKE THINGS.

YOU KNOW, YOU MAY AGREE, YOU MAY DISAGREE ON SOME THINGS, BUT THAT'S OKAY.

THAT'S WHAT LIFE IS ALL ABOUT.

BUT THE BIGGER PICTURE IS HAVING THAT VISION AND UNDERSTANDING HOW TO GO FORWARD AND IMPLEMENT VISION IS A VERY BIG THING.

LATER THIS MONTH, WE HAVE THE SAFE STREETS SUMMIT DOWN IN MIAMI.

FOR THOSE OF YOU WHO ARE INTERESTED IN ATTENDING, PLEASE SEE RICARDO GUTIERREZ OR YOU KNOW, OR KERRIE MACNEIL ON OUR STAFF BECAUSE WE CAN GET YOU FREE TICKETS TO ATTEND.

FOR THOSE OF YOU, WE DO NOT PAY OVERNIGHT.

IT IS IN DOWNTOWN MIAMI, SO IT'S A TWO DAY SUMMIT.

MOST OF THE EVENTS WILL BE TAKING ON THURSDAY, AND THEN FRIDAY ARE GOING TO BE LIKE MOBILE WORKSHOPS WHERE YOU GET ON A BIKE AND EXPLORE MIAMI.

SO WISH YOU THE BEST OF LUCK IF YOU CHOOSE TO DO THAT.

AND WITH THAT, THAT'S ALL I HAVE TO SAY FOR TODAY.

OTHER THAN, YOU KNOW, THIS HAS BEEN AN AMAZING YEAR AGAIN, AND WE HAVE SO MUCH MORE TO DO.

AND WE'RE MOVING FORWARD WITH OUR SMART CITIES AI PROGRAMING.

WE'RE ACTUALLY HAVING A MEETING WITH, THE COUNTY ADMINISTRATOR AND SEVERAL FOLKS FROM DIFFERENT JURISDICTIONS TO ACTUALLY LOOK AS WE MOVE FORWARD WITH THIS ADVANCED TECHNOLOGY AND ITS ROLES THAT IT CAN PLAY, FROM EVERYTHING IN TRANSPORTATION TO EMERGENCY MANAGEMENT TO ACTUALLY ENVIRONMENTAL ISSUES LIKE STREET FLOODING AND THAT WE'RE FACING EVERY DAY WITH MEAN HIGH TIDES.

SO WITH THAT, THAT'S MY UPDATE FOR NOW.

I DON'T KNOW, BRYAN, IF YOU HAVE ANYTHING ELSE YOU WANT TO KIND OF GIVE TO THE BOARD.

CALETKA. OKAY.

ALL RIGHT. SCHEDULE.

[00:30:01]

ALL RIGHT. HEARING NONE, MONTHLY LEGISLATIVE REPORTS.

[11. Monthly Legislative Reports]

LET ME JUST SAY THAT THE LEGISLATURE'S ALMOST DONE.

THANK GOD. THREE WEEKS LEFT, AND THE FLORIDA LEAGUE HAS MONDAY MORNING A REPORT YOU CAN CALL IN ON MONDAY MORNING.

THEY TELL YOU WHERE LEGISLATION IS THAT AFFECTS MUNICIPALITIES.

SO PLEASE PARTICIPATE.

OKAY. YES, SIR.

GOOD MORNING, PAUL CALVARESI, INTERGOVERNMENTAL MANAGER AT THE BROWARD MPO.

I'LL BE BACK IN A SECOND TO GIVE THE STATE UPDATE, BUT WE ARE JOINED BY ANTHONY BEDELL FROM YOUR FEDERAL ADVOCATES AT BECKER, WHO IS GOING TO GIVE OUR FEDERAL UPDATE. GOOD MORNING.

I KNOW THE EXECUTIVE COMMITTEE HEARD THIS FIRST, BUT THANK YOU FOR HAVING ME IN PERSON, BECAUSE WHEN I LEFT WASHINGTON YESTERDAY, IT WAS 29 DEGREES.

AND WHEN I FLY BACK IN A COUPLE OF HOURS, IT'S CREEPED UP TO 37.

SO WE'VE ENJOYED MY SHORT STINT HERE.

YEAH. ANYWAY, I WISH THAT I HAD MUCH MORE TO UPDATE YOU ON, BUT AS YOU'VE PROBABLY SEEN ON TV, NOTHING MUCH HAS CHANGED FROM LAST MONTH THIS MONTH.

THEY ARE OUR CONTACTS HAVE TOLD US THEY ARE WORKING ON FY 24 APPROPRIATIONS TO BRING IT TO A CLOSE.

THEY HAVE TOP LINE NUMBERS, WHICH MEANS THEY'VE AGREED ON THE FRAMEWORK.

NOW THEY HAVE TO FILL IN THE GAPS.

WHAT'S IMPORTANT TO THE MPO IS, COMMUNITY FUNDED PROJECTS, ALSO KNOWN AS EARMARKS, ARE REMAINING INTACT.

SO THAT'S VERY GOOD FOR FOR THIS MPO AS OF THIS POINT.

I THINK THEY WILL COME TO A DEAL.

THE TRICK IS GOING TO BE CAN THEY GET IT OVER THE FINISH LINE, AS YOU'VE SEEN WITH SOME MACRO ISSUES WITH FUNDING FOR ISRAEL OR YOUR UKRAINE OR THE BORDER SECURITY, THEY SOMEHOW SEEM TO GET DEALS AND THEN IT ALL BLOWS UP.

SO THAT'S KIND OF THE THINGS THAT ARE GOING ON, IS WHAT WE LIKE TO CALL WASHINGTON DC NOW IS KNOWN AS ANGRY TOWN.

SO WE'LL SEE HOW THEY WILL MANAGE ALL THAT OUT.

ANY QUESTIONS? QUESTIONS. ALL RIGHT.

THANK YOU. THANK YOU. COMMISSIONER MALLOZZI A QUESTION.

I MAKE A COMMENT ABOUT TALLAHASSEE, NOT DC.

GO AHEAD. WHEN I WAS IN, I WAS UP FOR THE LEAGUE FOR THE LEGISLATIVE DAYS, AND I STAYED AT THE ROUND HOTEL.

I CAN'T THINK OF THE NAME. DO YOU REMEMBER THE HOLIDAY INN? OKAY. THEY HAD A PLAQUE IN THERE.

IT WASN'T A HOLIDAY INN.

WHATEVER IT WAS.

[LAUGHTER]. IT WAS THE TALLAHASSEE HOTEL.

IT WAS. IT ACTUALLY USED TO BE IN HOLIDAY INN WHEN I WAS A KID.

RIGHT? IT DID. IT STARTED OUT AS THAT.

THAT'S WHERE I MET CLOGGERS FOR THE FIRST TIME.

THEY HAD A PLAQUE IN THE LOBBY AND IN THE LOBBY IN ON THE PLAQUE, IT SAID THAT THEY HAD, BICYCLES THAT WERE FREE IF YOU WANTED TO USE THEM.

SO I ACTUALLY INQUIRED.

AND THE MANAGER SAID THAT IS THE QUESTION THAT WE GET ASKED BY ALMOST EVERY SINGLE PERSON THAT READS THAT EVERYBODY WANTS THE BICYCLES, BUT THAT WAS THE HOLIDAY INN. WE DON'T HAVE THAT, BUT EVERYBODY WANTS IT.

EVERYBODY WANTS TO USE THESE THINGS, BUT WE DON'T HAVE THEM.

SO I JUST WANT TO WHEN WE GO BACK TO WASHINGTON, WHEN WE GO, EVERYBODY WANTS THEM, BUT IF WE PROVIDE THEM, THEY WILL BE USED.

THANK YOU. BICYCLE IN TALLAHASSEE.

LISTEN, I WALKED, IT WAS AWESOME.

I WOULD BICYCLE IN TALLAHASSEE. WALKING IS BETTER SAFER.

OKAY. FURTHER COMMENTS.

ALL RIGHT. ON OUR STATE UPDATE, CHAIR.

GO AHEAD. SO THERE'S A COUPLE OF BILLS IN TALLAHASSEE I KNOW YOU HEARD THIS PREVIOUSLY, SO I'LL DO A QUICK SUMMARY.

THERE'S THE ROAD BUILDERS BILL, WHICH TAKES THE LAP PROCESS AND CODIFIES IT INTO LAW.

THERE'S ALSO THE GOVERNOR'S BILL, WHICH DOES IMPACT, MIGHT IMPACT MPO PLANNING AND PROGRAMING.

SHOULD THAT PASS, THE BILL THAT THE MPO IS FOLLOWING MOST CLOSELY IS ONE THAT DIRECTLY IMPACTS MPOS ON OPERATIONS.

THAT'S THE ONE THAT ALSO LOOKS AT ASSESSING MPOS, CREATING PERFORMANCE MEASURES.

THE EXECUTIVE DIRECTOR AND I HAVE, THROUGH YOUR STATE ADVOCATES, HAVE BEEN IN CLOSE CONTACT WITH THE BILL SPONSOR.

WE MET WITH HER WHILE WE WERE IN TALLAHASSEE FOR BROWARD DAYS.

AND THEN EVEN LAST WEEK WE HAD ABOUT, WHAT, AN HOUR LONG ZOOM CALL, DISCUSSING THE INS AND OUTS OF THE BILL.

SHE WAS ACTUALLY VERY AMENABLE.

WE PROVIDED PAGES OF COMMENTS AND REWRITES, AND SHE WENT THROUGH EVERY SINGLE LINE AND WITH US.

SO, WE DO HAVE A VERY GOOD WORKING RELATIONSHIP WITH OUR PARTNERS UP IN TALLAHASSEE.

LASTLY, THERE ARE SOME OTHER BILLS THAT LOOK AT EV CHARGING EV VEHICLE FEES.

THE SENATE IS LOOKING AT DOING A FLAT FEE FOR EV VEHICLES.

THE NEXUS BEING THAT EVS DON'T PAY TAX OR GAS TAX, THE HOUSE IS LOOKING AT DOING A STUDY ON THAT TO SEE WHAT THE REAL IMPACTS ARE. I DO WANT TO ADD ONE THING ABOUT THE BILL WITH, MCFARLAND, REPRESENTATIVE MCFARLAND THAT HAS TO DO WITH THE MPOS.

IT WAS KIND OF FUNNY BECAUSE ONE OF THE FIRST EARLIER VERSIONS ACTUALLY HAD THE DEPARTMENT OF TRANSPORTATION.

IF WE WERE FAILING ON DEALING WITH CONGESTION, THAT THE DISTRICT SECRETARY WOULD BECOME THE EXECUTIVE DIRECTOR OF THE MPO AND THEY WOULD REMOVE THE EXECUTIVE.

[00:35:07]

AND I TALKED TO STEVE BRAWN ABOUT THAT.

I'M LIKE, WE REALLY DO YOU REALLY WANT TO DO THIS? AND HE GOES, IT BEGAN WITH AN H AND ENDED IN AN L AND SAID, NO.

SO THAT HAS BEEN DROPPED.

I REALLY DO APPRECIATE THEIR PASSION, THOUGH, OF WHAT THEY'RE TRYING TO ACCOMPLISH, BECAUSE I THINK, YOU KNOW, BASICALLY WHAT REPRESENTATIVE MCFARLAND IS TRYING TO DO IS SHOW TRUE ACCOUNTABILITY ON GETTING PROJECTS DONE.

AND THAT IS ACTUALLY STILL IN HER BILLS AND IN THE SENATE BILL WITH MCGRUDER ON THE SENATE SIDE.

AND, YOU KNOW, HONESTLY, THERE'S NOTHING WRONG WITH THAT TO BE MEASURED IN THAT WAY.

SO WE'RE EXCITED TO SEE HOW THE BILL FALLS OUT.

BUT WE REALLY APPRECIATE, YOU KNOW, THE WORK THAT OUR FRIENDS AT, TRIPP SCOTT [INAUDIBLE] HAVE BEEN DOING, DEALING WITH THE FLORIDA LEGISLATURE AND ACTUALLY GETTING INVOLVED ON THE TRANSPORTATION SIDE WITH THAT.

THAT'S MY COMMENT. HEY, MAYOR TRANTALIS.

OKAY. CAN I ASK YOU A QUESTION ABOUT, ELECTRIC VEHICLES? YES, SIR. YOU KNOW, IT'S YOU KNOW, EVERY TIME I GO AND LOOK AT THE PRICE TAG OF AN ELECTRIC VEHICLE, IT SEEMS TO BE LIKE, SIGNIFICANTLY MORE THAN A GAS POWERED VEHICLE.

AND YET WE'RE TRYING TO PUSH PEOPLE INTO EVS AS A WAY OF LIFE, CHANGE THE CULTURE.

WE'RE SEEING WHERE IN SOME CASES, THE MAINTENANCE OF EVS IS GREATER THAN A GAS POWERED VEHICLE.

THERE WAS AN ARTICLE IN THE NEWSPAPER A WEEK OR SO AGO HOW ONE PARTICULAR TYPE OF VEHICLE YOU HAVE TO CHANGE THE TIRES EVERY 7,000 MILES.

OKAY. I MEAN, IF I WANT TO GO BUY AN ELECTRIC VEHICLE, IT'S GOING TO COST ME, YOU KNOW, 80 OR $90,000.

IF YOU TRY TO GET A TESLA, YOU KNOW, IN THE 35, $40,000 RANGE, YOU HAVE TO WAIT, YOU KNOW, MONTHS, SOMETIMES YEARS TO BE ABLE TO GET THAT THERE'S AND THEY'RE NOT MANUFACTURING ENOUGH TO MEET DEMAND.

WHAT POLICY DECISIONS ARE COMING FORWARD TO TRY TO, MINIMIZE THE IMPACT, THE FINANCIAL IMPACT ON THE CONSUMER, TO TRY TO ENCOURAGE MORE AND MORE DEMAND FOR ELECTRIC VEHICLES BECAUSE THE AVERAGE FAMILY CANNOT AFFORD AN ELECTRIC VEHICLE.

IT'S JUST AN EXPENSIVE COMMODITY COMPARED TO A A GAS POWERED VEHICLE.

YET WE WANT TO CHANGE THE CULTURE.

WE WANT TO CHANGE THE DYNAMIC.

SPEAKING OF EVS, TELL US WHAT YOU HEAR THAT WE CAN BE ENCOURAGED TO WHERE THIS IS GOING.

SO IF YOU DON'T MIND, I'LL START WITH A PERSONAL STORY.

I OWN AN EV. I BOUGHT MINE USED.

I DID NOT SPEND 80 $90,000 ON IT.

GOVERNMENT JOB.

BUT. I'M A GOVERNMENT EMPLOYEE TOO.

[LAUGHTER] PART TIME. BUT WE GO AHEAD.

BUT YOU'RE RIGHT.

THEY THERE IS A CERTAIN PRESTIGE TO IT.

I WILL TELL YOU THAT WHAT'S REALLY PUSHING THE PRICES DOWN ARE EUROPE AND CHINA.

CHINA IS HEAVILY INVESTING IN ELECTRIC VEHICLES, TO THE POINT WHERE CERTAIN CAR MAKERS, SUCH AS VOLKSWAGEN ARE ALMOST PRICED OUT OF THE MARKET BECAUSE THEY CAN'T MEET THE DEMAND AT THE PRICE POINT THAT THAT THE CHINESE MANUFACTURERS HAVE BEEN DOING THEIR ELECTRIC VEHICLES.

ALSO, EUROPE IS MAKING A LOT OF HEADWAY ON ELECTRIC VEHICLES AND MAKING THEM, NORMALIZING THEM.

SO AND YOU'RE RIGHT, RIGHT.

IN THE AMERICA'S, A CERTAIN PRESTIGE, THERE'S ALSO A LOT OF OTHER FACTORS, CHARGING FOR IT CAN BE A BIT OF A PAIN.

AT THE FEDERAL LEVEL, WE'RE TRYING TO PUSH, ALTHOUGH WE FULLY SUPPORT THE EV CHARGERS, THAT THE PROGRAMS THAT ARE GOING IN TO PUT CHARGERS IN PUBLIC AREAS, I'LL BE HONEST.

MY CAR SLEEPS. IT SLEEPS AT HOME JUST LIKE I DO.

SO I'M NOT GOING TO PARK I'M NOT DOING SEVEN HOURS OF SHOPPING JUST SO I CAN WAIT FOR MY CAR TO CHARGE.

THAT'S THE POINT. SO AND YOU MENTIONED CHINA, WHO'S HEAVILY SUBSIDIZING THE MANUFACTURE OF THESE VEHICLES WITH THE POLITICS THE WAY THEY ARE.

I DOUBT WE'LL SEE A LOT OF THOSE VEHICLES ENTERING OUR MARKET.

AND SO WHAT ARE WE AS AMERICANS WHAT CHOICES ARE WE LEFT WITH IN TERMS OF TRYING TO, ADAPT TO A NEW MENTALITY OF TRYING TO BUY, YOU KNOW, ELECTRIC VEHICLES WE'RE SEEING, YOU KNOW, TELL US WHAT ARE THE CONVERSATIONS THAT ARE HAPPENING? SO I CAN ALSO SAY, WELL, ONE YOU VOTE WITH YOUR DOLLARS, SO AS THEY ARE, THEY DO BECOME MORE POPULAR AND MORE PEOPLE ARE GETTING INTO THEM, THEIR PRICES ARE COMING DOWN, BELIEVE IT OR NOT. ALSO OTHER STATES ARE DOING EVEN MORE INCENTIVES.

SO FLORIDA HAS NO INCENTIVES FOR EV VEHICLES.

IF YOU TAKE A STATE LIKE NEW JERSEY.

THE EV VEHICLES CAME WITH NO SALES TAX.

IN ADDITION TOO ITS AMERICAN MADE, YOU GOT THE ADDITIONAL MONEY OFF.

ONE OF THE THINGS THAT COULD BE A POLICY DIFFERENCE IS THAT THE I BELIEVE IT'S A $7,500 TAX CREDIT IF YOU BOUGHT AN EV VEHICLE.

THE DIFFERENCE IS, IF YOU BUY THE CAR, THE $7,500 COMES BACK IN YOUR TAXES WHEN YOU FILE THEM LATER.

[00:40:05]

IF YOU LEASE THE CAR, YOU AUTOMATICALLY GET THAT DEDUCTION AND IT BRINGS DOWN THE PRICES.

SO PART OF IT WOULD BE A POLICY CHANGE MAYBE WHERE THAT 75 COMES OFF THE TOP.

SO IF YOU DO FINANCE THE VEHICLE YOU'RE FINANCING LESS.

SO THERE. AND I THINK WHAT YOU'RE GETTING AT IS THERE'S A LOT OF LITTLE THINGS THAT COULD BE CHANGED.

SO PART AT THE FEDERAL LEVEL, WILL SPEAK WITH OUR FEDERAL ADVOCATES TO GET THOSE THROUGH.

AT THE MACROECONOMIC LEVEL.

IT'S JUST ON THE CONSUMER SIDE.

OKAY. THANK YOU. I DO WANT TO ADD TO THAT, MAYOR, BECAUSE THAT'S A REALLY INTERESTING DYNAMIC THAT'S HAPPENING DOWN IN MEXICO RIGHT NOW.

AND THIS COMPANY CALLED JACK, WHICH IS OWNED PARTIALLY BY VOLKSWAGEN AND A CHINESE GOVERNMENT, THEY'VE ACTUALLY STARTED MANUFACTURING ELECTRIC VEHICLES IN MEXICO THAT THEY'RE EXPORTING DOWN TO BRAZIL AND VENEZUELA.

WE HAVE THAT NAFTA AGREEMENT IN PLACE.

SO EVENTUALLY JACK WILL START MOVING THINGS IN HERE.

CARLOS SLIM, WHO IS REALLY HEAVILY INVESTED IN THAT.

AND THEN THERE'S THREE OTHER CHINESE MANUFACTURERS THAT ARE GOING INTO MEXICO AS WE SPEAK TO BUILD MORE MANUFACTURING FACILITIES.

SO THAT ALSO PROBABLY WILL DRIVE DOWN THE COST.

BUT I'M SURE THAT OUR FRIENDS IN WASHINGTON MAY HAVE OTHER ISSUES WITH THAT TOO.

BUT WE KEEP I MEAN, YOU JUST [INAUDIBLE] CHINA AND AUTOMATICALLY YOU'RE BLACKBALLED.

I MEAN, IT'S JUST RIDICULOUS.

EVEN THOUGH THIS IS MADE IN CHINA.

YEAH. WHAT? MAYOR.

SO IS MY UNDERWEAR. BUT I CAN'T.

[LAUGHTER] THANK YOU FOR THAT. YOU'RE WELCOME.

TMI, I KNOW, TMI, OKAY.

ARE YOU DONE, MAYOR? YES, SIR. OKAY.

WHILE WE WERE JUST. ANYBODY.

I'M SORRY, MAYOR.

WHILE WE WERE TALKING, I GOT A TEXT FROM LAUREN JACKSON SAYING THAT THE STATE IS ACTIVELY WORKING AGAINST EV INCENTIVES.

YEAH. ALL RIGHT.

ANYBODY HAVE CHIPS FOR SALE? WE CAN GET THOSE CARS RIGHT AWAY.

COMMISSIONER JAFFE. THANK YOU.

LET ME SEE IF I CAN PHRASE THIS CORRECTLY MR. DIRECTOR, I DIDN'T THE COMMENTS ABOUT THE REPRESENTATIVE SPEAKING ABOUT OR HAVING THE DISTRICT SECRETARY.

YES. PERFORM THE FUNCTIONS OF THE CHAIR OF THE MPO THAT YOU MENTIONED IN YOUR COMMENTS.

THE. CHAIR AND THE EXECUTIVE DIRECTOR BOTH.

WAS THAT AT A STATEWIDE LEVEL? THOSE COMMENTS, BECAUSE I DIDN'T SEE IT IN PRINT OR WAS IT DIRECTED AT SPECIFICALLY SOUTH FLORIDA? NO, IT WAS STATEWIDE. IT WOULD HAVE BEEN STATEWIDE.

OBVIOUSLY, THEY'VE KIND OF PARED IT BACK.

OKAY. THE REALITY OF THAT STATEMENT IS VERY.

YES, I AGREE.

THANK YOU. ALL RIGHT, COMMISSIONER SHUHAM.

OH, COMMISSIONER COLBOURNE WAS BEFORE.

WHAT'S THAT? IS AFTER.

OKAY. NO, I PUSHED THE BUTTON THERE.

CAN YOU HEAR ME NOW? NOW WE CAN.

WE WERE JUST TALKING BRIEFLY ABOUT THE LIVE LOCAL ACT, AND I WAS CURIOUS.

IN THE LIVE LOCAL ACT, THERE ARE CERTAIN PROVISIONS THAT SPECIFY DEVELOPMENTS THAT ARE PROPOSED NEAR TOD'S TRANSIT ORIENTED DEVELOPMENTS, WHICH I DON'T THINK IS REALLY DEFINED THERE. BUT I WAS JUST WONDERING FROM THE PERSPECTIVE OF THE MPO, IF YOU'RE FOLLOWING THAT LEGISLATION AND IT'S PASSED, YOU KNOW, LAST YEAR, AND THAT LANGUAGE IS IN THE ORIGINAL BILL, TOO. SO, IS THERE ANY THOUGHT GIVEN TO HOW THAT MIGHT IMPACT DEVELOPMENT AND IMPACT TRANSIT ORIENTED DEVELOPMENT IN BROWARD? SO, I MIGHT INVITE JAMES CROMAR TO COME UP.

SO I'M LETTING YOU YES, WE ARE FOLLOWING IT.

I KNOW WE PASSED LAST YEAR.

THERE'S A CLEANUP BILL GOING ON NOW.

SO WE'RE TRYING TO SEE WHAT EXACTLY THAT THAT CLEANS UP.

I WOULD INVITE JAMES CROMAR, WHO LEADS OUR.

GO AHEAD. YOU TELL THEM WHAT YOU DO.

HI. JAMES CROMAR WITH THE BROWARD MPO.

WHEN I WAS WORKING WITH THE RESILIENCY AND AFFORDABLE HOUSING COMMITTEE, THAT EXACT QUESTION CAME UP.

AND I'VE BEEN IN CONTACT WITH SOME DIFFERENT PEOPLE FROM THE SOUTH FLORIDA REGION.

OUR PARTNERS UP IN THE TREASURE COAST, WE'RE LOOKING AT A DEFINITION TO SEE HOW THAT APPLY.

I HAD SOME CONTACT WITH PEOPLE SOUTH OF THAT, AND I DON'T KNOW IF IT'S ALL RESOLVED YET, BUT THEY ARE LOOKING TO GIVE A DEFINITION.

SO IT'LL BE CLEAR.

I THINK IT TALKS A LITTLE BIT ABOUT MAJOR TRANSIT STOPS TOO WHAT DOES THAT MEAN? AND THE DEFINITION THAT WE'VE USED.

WELL, BROWARD COUNTY LET ME BROWARD COUNTY HAD A POLICY OF INSTALLING BUS SHELTERS WHERE THERE WERE 25 OR MORE BOARDING'S A DAY.

SO THAT GIVES YOU A LEVEL.

AND THEN OUR MOBILITY HUB, WE'RE LOOKING AT A CERTAIN FREQUENCY OF SERVICE, YOU KNOW, NUMBER OF BUSSES PER HOUR.

SO A LITTLE STOP THAT ONE PERSON GETS ON A DAY ISN'T NECESSARILY THE SAME AS ONE THAT HAS OAKLAND PARK AND STATE ROAD SEVEN THAT HAS 3000 PEOPLE A DAY.

THANK YOU. ANY FURTHER.

VICE MAYOR COLBOURNE.

THANK YOU.

I WAS JUST WONDERING, DO WE HAVE THIS IN OUR PRIORITY IN TERMS OF, LOBBYING THE STATE? IN TERMS OF OUR EV VEHICLES.

ARE WE ACTIVELY WORKING AGAINST THOSE LEGISLATIONS?

[00:45:03]

I DON'T BELIEVE WE HAVE A SPECIFIC POLICY FOR EV.

ONCE THE WHEN OUR.

SORRY. WHEN OUR, STANCE HAS COME AROUND AGAIN IN JUNE THE DRAFT.

I'LL MAKE SURE WE PUT SOMETHING IN THERE FOR THE BOARD.

OKAY. BUT IN THE MEANTIME, ARE WE ARE A LOBBYIST REALLY WORKING TOWARDS.

I KNOW THEY'RE MONITORING THESE LEGISLATIONS, BUT ARE THEY WORKING TOWARDS SUPPORTING, EV VEHICLES OR INCENTIVES FOR EV VEHICLES ? AS STAFF? WE'RE A REFLECTION OF THE WILL OF THE BOARD.

IF THAT'S SOMETHING THAT YOU'RE DIRECTING ME TO CONVEY TO YOUR STATE ADVOCATES, THEN I'LL GLADLY TELL THEM.

I'LL GLADLY TELL THEM.

YEAH, I THINK I THINK IT'S APPROPRIATE, I CERTAINLY IF I CAN MOTION THAT.

YEAH. OKAY.

OKAY. WE DON'T NEED A MOTION.

SO JUST TO BE CLEAR, WE'RE GOING TO JUST LOOKING FOR CONSENSUS.

WE'RE GOING TO DIRECT OUR STATE ADVOCATES TO PROMOTE POLICIES THAT PROMOTE EV USAGE.

ANYBODY OBJECT.

AND INCENTIVES.

INCENTIVES. OKAY, THAT PROMOTE AND INCENTIVIZE EV USAGE.

RIGHT OKAY.

ANYBODY OBJECT. WE HAVE CONSENSUS.

THANK YOU MAYOR. ALL RIGHT.

GENERAL COUNSEL'S REPORT.

[12. General Counsel’s Report]

THANK YOU, MR. CHAIRMAN. BOARD MEMBERS, SO FIRST, MY MONTHLY REPORT IS ALWAYS IS ALWAYS PART OF YOUR AGENDA.

SO IT ACTUALLY SHOWS WHAT INFORMATION, WHAT ITEMS I'M WORKING ON ACTIVELY ON BEHALF OF THE MPO AND THE STAFF.

SO IF YOU EVER HAVE A QUESTION ABOUT ANY OF THOSE ITEMS AS THEY COME FORWARD, YOU HAVE A HEADS UP AS TO WHAT'S COMING TO YOU.

IF YOU LOOK AT THAT.

I DON'T ALWAYS TALK ABOUT THIS, BUT I'M GOING TO BRING IT UP AGAIN.

YOUR MEMBERSHIP.

ACTUALLY, THE MPO MEMBERSHIP IS MADE UP OF 38 TOTAL MEMBERS.

OF THE 38 TOTAL MEMBERS, 32 ARE MUNICIPALITIES AND MUNICIPALITY REPRESENTATIVES.

NOW, WE ALSO HAVE 31 MUNICIPALITIES.

BUT FORT LAUDERDALE IS LUCKY ENOUGH AS THE LEADING POPULATION MUNICIPALITY HAS TWO REPRESENTATIVES.

WE ALSO HAVE NON MUNICIPAL REPRESENTATIVES AND THAT'S THE SCHOOL BOARD MEMBER AS WELL AS WE HAVE FIVE COUNTY COMMISSIONERS AS WELL.

TODAY WE'RE LUCKILY ENOUGH TO HAVE 26 MEMBERS PRESENT IN OUR AUDIENCE TODAY, IN THE ROOM TODAY.

AND WE ALSO HAVE OTHER VIRTUAL MEMBERS WHO ARE PARTICIPATING.

SO YOU SEE ME COUNTING AND GOING THROUGH THE PROCESS TO TRY AND FIGURE OUT WHO'S AVAILABLE, WHO CAN VOTE AND WHO'S NOT AVAILABLE, OR WE ALL VOTE.

BUT SOMETIMES YOUR VOTE DOESN'T COUNT NECESSARILY TO THE TOTAL BECAUSE OF THE WAY WE'RE LIMITED BY STATE STATUTE.

STATUTE LIMITS US TO 25 MEMBERS FOR VOTING PURPOSES.

SO IT'S A FORMULA THAT WE USE REGULARLY.

LUCKILY FOR US, MOST OF OUR VOTES ARE UNANIMOUS, OR SO THAT WE DON'T HAVE A CLOSE VOTE.

BUT WHEN WE HAVE THAT, WE ACTUALLY HAVE TO GO BACK INTO THE ROOM AND VERIFY WHO VOTED AND WHO'S AVAILABLE FOR VOTING PURPOSES.

SO THAT'S PART OF THE BACKGROUND.

IF YOU EVER HAVE A QUESTION ABOUT THAT, I'M HAPPY TO SHARE THAT WITH YOU AND SHOW YOU HOW WE MANAGE THE VOTING.

AND THAT'S THE REASON WE HAVE THE ELECTRONIC VOTING AND WHY IT'S IMPORTANT.

BECAUSE YOU CAN IMAGINE IF YOU ALL KIND OF RAISED YOUR HAND, IT WOULD BE IMPOSSIBLE FOR US TO KEEP TRACK OF THAT AND UNDERSTAND WHAT'S HAPPENING.

SO HAVE A GREAT DAY. GOOD TO SEE YOU ALL AGAIN AND THANK YOU.

WELCOME BACK. YOU MIGHT CHECK THOUGH PEMBROKE PINES AT 182,000 PEOPLE.

SO THERE'S A QUESTION ABOUT FORT LAUDERDALE TO SEE IF THEY WERE BEHIND US, WHICH WE THINK THEY ARE.

THE CENSUS HASN'T TAKEN HASN'T ALLOWED YOU TO TAKE OVER.

ALL RIGHT. [LAUGHTER] MPO BOARD LEADERSHIP.

[13. MPO Board Leadership Succession]

GOOD MORNING ONCE AGAIN, HONORABLE CHAIR AND MEMBERS OF THE BOARD, BRYAN CALETKA, BROWARD MPO.

WE ARE VERY LUCKY TO HAVE A VERY TENURED CHAIR AND VICE CHAIR.

THEY HAVE CHOSEN NOT TO SEEK REELECTION.

SO NEXT MONTH WILL BE THEIR LAST SHOWING.

AND SO I WANTED TO GIVE THE ENTIRE BOARD AN OVERVIEW OF THE PROCESS THAT'S GOING TO OCCUR.

IT'LL START WITH THE VACANCIES ACCORDING TO OUR RULES, WHICH ARE RULES FOUND IN 2.0, 3.2, YOU CAN ACTUALLY GO TO OUR BROWARD MPO ORG WEB PAGE AND TYPE IN RULES, AND IT'LL SHOW UP FOR YOU.

SO I'VE ALSO PASTED IT INTO THIS, AGENDA ITEM FOR YOU TO REVIEW AS WELL.

BUT BASICALLY WHAT WILL HAPPEN IS SINCE THE CHAIR AND THE VICE CHAIR, WILL NO LONGER BE AVAILABLE BECAUSE THEY'RE GOING TO ENJOY THEMSELVES, GOING SKIING AND EVERYTHING THAT THEY WANTED TO DO INSTEAD OF PUBLIC SERVICE.

DEPUTY VICE CHAIR COLBOURNE REPRESENTING MIRAMAR WILL ACTUALLY AUTOMATICALLY BECOME THE CHAIR AT THE APRIL MEETING.

SHE'LL BECOME CHAIR, WHICH WILL LEAVE THE VICE CHAIR AND THE DEPUTY VICE CHAIR.

[APPLAUSE] THAT'S WHY WE HAVE MORE THAN ONE OFFICER.

SO THOSE.

NO, WE HAD ARMSTRONG AS CHAIR FOR A WHILE TOO.

[00:50:03]

DON'T INTERRUPT HIM. SO AT THE APRIL MEETING, WE'VE TRIED TO KEEP IT AS LIGHT AS POSSIBLE.

THE INTENT IS THE ONLY ACTION ITEM SO FAR STAFF IS TO HAVE THE ELECTIONS AT THE APRIL MEETING.

SO WE WILL FILL THE VICE CHAIR AND THE DEPUTY VICE CHAIR THROUGH VOTES.

IF AN EXECUTIVE EXISTING EXECUTIVE BOARD MEMBER FILLS ONE OF THOSE OFFICER POSITIONS, THEN WE WILL ALSO HAVE TO HAVE A VOTE TO FILL THE EXECUTIVE POSITION. SO THERE IS WE'RE GOING TO GUARANTEE TWO ELECTIONS AT THE APRIL MEETING.

AND THERE MAY BE UP TO FOUR DEPENDING ON WHO TAKES THOSE POSITIONS.

AND THEN THE ONLY THING LEFT ON THE AGENDA WILL BE INFORMATIVE AND PRESENTATIONS TO FOLLOW.

SO I'D LIKE TO ENCOURAGE YOU TO COME TO THE APRIL MEETING SO YOU CAN PARTICIPATE IN THE PROCESS OF HAVING OUR NEW OFFICERS.

AND UNFORTUNATELY, IN JUNE WE HAVE TO DO A FULL ELECTION.

THAT'S WHEN WE DO OUR ELECTIONS AGAIN.

SO BUT THOSE USUALLY GO A LOT EASIER.

SO I'M HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE ABOUT THE PROCESS MOVING FORWARD.

ANY QUESTIONS. THANK YOU FOR BEING HERE VERY GOOD.

THANK YOU. ALL RIGHT.

NOW LET'S GO TO ITEM ONE, ROUTE TWO METROPOLITAN TRANSPORTATION PLAN.

[1. Route to 2050 Metropolitan Transportation Plan (MTP) Resiliency Update]

MR. RESTREPO. MR. RESTREPO.

GOOD MORNING.

MY NAME IS CHRISTOPHER RESTREPO, PRINCIPAL PLANNER, ONE OF THE TWO PROJECT MANAGERS FOR ROUTE TO 2050, ALSO KNOWN AS OUR 2050 METROPOLITAN TRANSPORTATION PLAN.

AND TODAY, I'M GOING TO BE GIVING YOU AN UPDATE ON OUR RESILIENCY PROGRAM.

YES. GREGORY.

ABSOLUTELY. I WORE THIS SUIT SO THAT I CAN MATCH YOUR TUMBLER.

WOW. WOW.

IT DOES MATCH A LITTLE BIT.

SO THERE'S TWO THINGS I'M GOING TO DO TODAY.

ONE IS GIVE YOU AN OVERVIEW ON SOME OF THE WORKINGS THAT WE'VE BEEN DOING IN OUR RESILIENCY PROGRAM.

AND THEN AT THE END OF THE PRESENTATION, I WOULD LOVE TO HEAR SOME FEEDBACK AT AN APPROACH THAT WE ARE SUGGESTING TO IDENTIFY OUR RESILIENCY NETWORK.

SO ALL OF THE PRIORITIZED CORRIDORS FOR OUR RESILIENCY PROGRAM.

SO LET'S GET INTO IT.

FIRST THINGS FIRST I WANT TO REMIND EVERYONE WHAT OUR PROGRAMS ARE.

RESILIENCY NOT ONLY IS AN EMPHASIS AREA FOR THE 2050 MTP, BUT IT IS ALSO GOING TO BE A PROGRAM THAT WE WILL BE SETTING ASIDE, MPO ATTRIBUTABLE DOLLARS FOR.

SO IF YOU LOOK TO THE RIGHT, THERE'S TWO PROGRAMS CALLED SAFETY AND RESILIENCY.

THEY'RE EACH GOING TO HAVE THEIR OWN FRAMEWORK FOR DEVELOPING WHAT PROJECTS GO INTO THE PROGRAM.

ALL OF THE PROJECTS THAT WE RECEIVED THROUGH OUR CALL FOR PROJECTS EFFORT FROM ALL OF THE DIFFERENT MUNICIPALITIES AND LOCAL AGENCIES ARE GOING TO BE FITTING IN THE FOUR PROGRAMS YOU SEE TO THE LEFT COMPLETE STREETS, ROADWAY, TRANSIT & HUBS, AND TECHNOLOGY.

THOSE PROJECTS ARE CURRENTLY GOING THROUGH, NEEDS ASSESSMENT RIGHT NOW WHERE THEY'RE BEING RANKED AND PRIORITIZED AS WE SPEAK.

SO FOR RESILIENCY, WHAT WE'RE GOING TO TALK ABOUT TODAY, WE DON'T HAVE PROJECTS YET.

AND THAT'S WHAT WE NEED THE FEEDBACK FOR TODAY.

SO RESILIENCY EMPHASIS AREA.

THE WHOLE GOAL FOR OUR EMPHASIS AREA IS TO IDENTIFY THE CLIMATE STRESSORS THAT WE HAVE HERE IN BROWARD AND WAYS THAT WE CAN, MITIGATE THOSE CLIMATE STRESSORS.

SO THE FIRST THING THAT WE NEED TO DO TO IDENTIFY WHAT THOSE STRESSORS ARE IS TO DEVELOP A VULNERABILITY SCORE.

SO TO DEVELOP THIS VULNERABILITY SCORE, WE LOOK AT THINGS LIKE ADAPTIVE CAPACITY.

SO LOOKING AT SOME DATA THAT INCLUDES OUR ANNUAL AVERAGE DAILY TRAFFIC AND DETOUR LENGTH FOR EXPOSURE.

THESE ARE THE PHYSICAL STRESSORS THAT THE ROADWAY NETWORK HAS.

SO SEA LEVEL RISE, EXTREME HEAT, STORM SURGE, AND ALSO FUTURE GROUND WATER ELEVATION.

AND THEN WE LOOK AT THINGS LIKE SENSITIVITY.

BROWARD COUNTY HAS A LOT OF BRIDGES.

WE HAVE A LOT OF CANALS.

WE HAVE A LOT OF RIVERS THAT WE CROSS OVER.

SO BRIDGE CONDITION IS A HUGE SENSITIVITY THAT WE HAVE.

SO IT'S COMING UP AT 20% OF THE TOTAL VULNERABILITY SCORE.

SO OUT OF OUR RESILIENCY ASSESSMENT, WE HAVE TWO PRODUCTS THAT WE'RE GOING TO HAVE.

FIRST IS OUR VULNERABILITY NETWORK.

THIS IS A NETWORK THAT'S GOING TO BE A DATA DRIVEN.

IT'S A GIS DATABASE THAT CONTAINS ALL OF THE DATA THAT YOU SAW BEFORE.

SO RIGHT HERE, THIS VULNERABILITY SCORE, ALL THESE DIFFERENT DATA SETS PUT INTO A DATA SET THAT WILL BE USED FOR THE PRIORITIZATION CRITERIA FOR THE 4 FUNDING PROGRAMS THAT YOU SAW TO THE LEFT. SO ROADWAY COMPLETE STREETS, TECHNOLOGY AND TRANSIT AND HUBS.

AND IT WILL ALSO BE USED AS A ROUTE MARKER.

I'LL GET INTO THAT INTO THE NEXT SLIDE.

SO STAY TUNED.

SO THAT IS GOING TO BE JUST A GIS FILE THAT HAS THE MAJORITY OF THE ROADWAYS OF BROWARD COUNTY IN THEM.

THE NEXT PRODUCT THAT WE WANT TO HAVE IS OUR RESILIENCY NETWORK.

AND THIS IS GOING TO BE A LIST OF PRIORITIZED PROJECTS THAT WILL HAVE A COUPLE FILTERS APPLIED TO THE VULNERABILITY NETWORK.

SOME OF THOSE FILTERS COULD BE OUR REGIONAL NETWORK THAT'S IDENTIFIED BY SEPTEC.

IT COULD ALSO HAVE A SCORE THAT'S PUT INTO IT, LIKE OUR EQUITY TOOL THAT WE HAVE THAT'S GOTTEN A LOT OF GOOD REVIEWS AND BASED OFF OF ALL OF THOSE THINGS, PLUS THE VULNERABILITY

[00:55:06]

SCORE, WE'LL BE ABLE TO HAVE A PRIORITIZED LIST OF PROJECTS TO FILL UP THE PROGRAM.

SO VULNERABILITY NETWORK, LET'S TALK ABOUT THAT.

THE MAP TO THE RIGHT SHOWS ALL OF THE SCORES THAT THE VULNERABILITY NETWORK HAS ASSESSED HERE IN BROWARD.

THE DARKER PINK IS THE HIGHEST VULNERABILITY OR THE DARKER PURPLE.

THE PINK IS THE HIGH VULNERABILITY.

AND THEN AS YOU GO DOWN THE COLORS, YOU SEE THE LOWEST VULNERABILITY AT BLUE.

THE TEAL IS A LOW VULNERABLE AND THE GREEN IS A MODERATELY VULNERABLE.

WHAT WE ARE USING THIS DATA SET FOR IS FOR PRIORITIZATION CRITERIA FOR THE FOUR PROGRAMS THAT YOU SEE HERE.

AND ALSO A ROUTE MARKER.

YOU MIGHT ASK WHAT A ROUTE MARKER IS.

WE ALSO HAVE IN PARENTHESES THAT IT'S CALLED A CONTEXT MARKER.

WHAT THIS WILL DO IS THAT WHEN YOU SEE A PROJECT IN OUR DRAFT COST FEASIBLE PLAN, IF A PROJECT FALLS IN A HIGH OR HIGHEST VULNERABILITY CORRIDOR, IT'LL MARK THAT PROJECT AS AN AREA WHERE IT NEEDS A LITTLE BIT MORE, EMPHASIS WHEN IT COMES TO RESILIENCY.

TRADITIONALLY, WHEN WE GET A PROJECT, IT'S JUST A PROJECT NAME WITH ITS LIMITS, A LITTLE BIT OF SCOPE AND A COST ESTIMATE.

IF A PROJECT FALLS ON A HIGH OR HIGHEST VULNERABILITY, IT'LL RAISE THE MARKER AND IT'LL SIGNAL TO EITHER US AT THE BROWARD MPO WHEN WE'RE DOING CONCEPT DEVELOPMENT TO FDOT, WHEN THEY'RE DOING PD&E OR A LOCAL AGENCY, WHEN THEY'RE GOING THROUGH THE LAP PROCESS, THAT THEY NEED TO ADD A LITTLE BIT MORE SCOPE TO MITIGATE SOME OF THESE RESILIENCY ISSUES.

SO THAT'S THE ROUTE MARKER.

OKAY. THE NEXT THING IS OUR RESILIENCY NETWORK.

SO WE ARE PROPOSING THAT WE FOCUS OUR RESILIENCY PROGRAM ON OUR REGIONAL NETWORK.

WHY ARE WE DOING THIS.

BECAUSE THERE'S A LOT OF ROADS A LOT OF NEEDS.

AND WE REALLY WANT TO MAKE SURE THAT WE'RE HITTING WHERE THE MOST IMPORTANT NEEDS ARE.

THERE'S A LOT OF PROJECTS THAT COULD GET PROPOSED FOR THIS, RESILIENCY PROGRAM.

WE ONLY HAVE A LITTLE BIT OF MONEY TO ADDRESS ALL OF THAT.

SO FOCUSING ON THE REGIONAL NETWORK FEELS LIKE A GOOD STRATEGY TO MAKE SURE THAT WE ARE DOING THE BEST FOR EVERYONE.

SO NOW THE QUESTION I HAVE FOR ALL OF Y'ALL TODAY IS HOW DO WE DEVELOP OUR RESILIENCY NETWORK? FIRST WE CAN LOOK AT THE FILTER AT THE REGIONAL NETWORK.

ONCE WE GET THAT, DO WE DO AN EVALUATION OF OUR PRIORITIES THAT SOLELY FOCUSES ON PHYSICAL VULNERABILITIES.

SO SAYING YOU DO THE FIRST DATA SET 100%, VULNERABILITY THAT TAKES IN ALL OF THE PHYSICAL STRESSORS WITHOUT ANY EQUITY.

OR DO WE APPLY EQUITY TO OUR PRIORITIZATION FOR THE RESILIENCY NETWORK? WHY WOULD WE LOOK AT, EQUITY FIRST WHEN WE GO TO APPLY FOR GRANTS? IT'S ALWAYS A GOOD LOOK THAT WE APPLIED THAT IN THERE.

BUT ALSO SECOND, IF YOU NOTICE HERE ON THIS MAP WE HAVE FIVE TIERS THE BLUE, TEAL, GREEN, PINK AND PURPLE.

EACH ONE OF THOSE TIERS GIVES AN ASSIGNED SCORE TO EACH ONE OF THE ROADWAYS ONE THROUGH FIVE.

FIVE BEING THE HIGHEST VULNERABILITY, ONE BEING THE LOWEST VULNERABILITY.

IF WE APPLY EQUITY TO THAT TIER, IT THEN BREAKS CERTAIN TIES WITHIN THE TIER.

SO EVERYTHING THAT WOULD HAVE ALL OF FIVE, YOU APPLY THE EQUITY, THEN YOU THEN HAVE 5.1, 5.4 OR 5.6, ALL OF THAT ADDITIONAL SCORE.

SO IT BREAKS TIES IN THE SENSE THAT THEY'RE TOGETHER.

NOT THAT THEY NEVER WANT TO SEE EACH OTHER AGAIN, BUT, SO IT BREAKS TIES AND IT HELPS CREATE THAT PRIORITIZATION WITHIN EACH ONE OF THE TIERS.

SO NOW LET'S LOOK AT SOME MAPS TO SEE HOW THESE TWO SCENARIOS LOOK.

THE MAP TO THE LEFT IS, WHEN YOU LOOK AT VULNERABILITY AT 100% AND 0% EQUITY, IF YOU'RE LOOKING AT JUST THE PHYSICAL STRESSORS, WITHIN THE NETWORK, THE MAP TO THE RIGHT IS LOOKING AT 85% PHYSICAL STRESSOR, THAT VULNERABILITY PLUS THE 15% SOCIAL EQUITY COMPONENT THERE.

NOW, I'LL GIVE YOU GUYS A COUPLE OF SECONDS TO LOOK AT THESE MAPS AND SEE IF YOU CAN IDENTIFY ANY DIFFERENCES.

OKAY. YOU CAN'T. AND YOU KNOW, THAT'S KIND OF BY DESIGN, RIGHT.

BECAUSE RESILIENCY IS SO IMPORTANT.

IT'S REALLY DOES HAVE THE EMPHASIS ON THE PHYSICAL VULNERABILITY.

THAT'S SOMETHING WE REALLY WANT TO ADDRESS.

THIS IS A GOOD WAY THAT WE CAN INCORPORATE EQUITY BUT STILL KEEP THE THEMES OF THOSE PHYSICAL STRESSORS THERE.

NOW THERE ARE TWO ROADS THAT ARE DIFFERENT BETWEEN THE TWO MAPS.

AND I WOULD SAY RAISE YOUR HAND IF YOU CAN FIND IT, BUT I'LL HELP POINT THOSE OUT.

IT'S ALL THE WAY TO THE WESTERN PART OF THE COUNTY.

IF YOU LOOK AT, US 27 AND I-75 OUT IN THE EVERGLADES, THEY GO FROM HIGHEST VULNERABILITY TO HIGH VULNERABILITY.

THEY'RE STILL VERY HIGH ON THE LIST.

THEY WOULD STILL RANK UP PRETTY HIGH.

BUT THOSE ARE THE ONLY TWO ROADS THAT DROPPED HERE.

SO BEFORE WE GET INTO THE FEEDBACK PART OF THIS, OUR NEXT STEPS FOR A RESILIENCY PROGRAM IS TO BUILD OUT THOSE CORRIDORS THAT WILL BUILD THE PROGRAM, EVALUATE THEM BASED OFF OF THE FRAMEWORK THAT WE HAVE.

WE HAVE A TOOLBOX OF COUNTERMEASURES FOR EACH ONE OF THE STRESSORS, AND THEN HOPEFULLY GET ALL OF THESE CORRIDORS PUT TOGETHER SO THAT WE CAN GO AFTER PROTECT GRANTS.

[01:00:10]

AND I'M OPEN TO HEARING YOUR SUGGESTIONS, FEEDBACK AND YES, EVERYTHING.

ANYBODY? YES.

NO, MAYOR GO AHEAD.

I MEAN, COMMISSIONER. THANKS.

YOU KNOW, I.

HOLD ON A SECOND.

GO AHEAD. HELLO. HERE WE GO.

YOU KNOW, I'M SURE YOU KNOW THIS, BUT THE COUNTIES IN THE MIDDLE OF A VULNERABILITY ASSESSMENT, AND I ASSUME WE'RE WORKING TOGETHER ON THIS.

CORRECT. THAT'S WHERE WE GOT ALL OUR DATA SETS.

THAT'S WHAT I JUST WANTED. I JUST WAS HOPING THERE WAS NOT REDUNDANCY.

I MEAN, WE'RE ASSUMING CORRECT.

YEAH. AND SECOND IS WHEN WE ARE LOOKING AND THIS IS A LITTLE OFF TOPIC, BUT WHEN WE'RE LOOKING AT CREATING THE ROAD AGGREGATE FOR THAT ONE AND I'M TYING THIS TO GARBAGE.

BUT THE THINGS THAT WE CAN USE, LIKE RECYCLED GLASS AND ALL THE DIFFERENT THINGS WE COULD USE TO MAKE, ROADS WITH IS THERE ANY IS THERE ANY TIE IN HERE, ANY TRYING TO MAKE ANY CONNECTION WITH THAT? SO, SORRY.

SO YOU'RE SAYING THE PAVEMENTS.

YEAH. YEAH, THERE'S LOTS OF WAYS OF PUTTING OF CREATING ROAD AGGREGATE.

WE'RE TRYING TO GET RID OF ALL OF US ARE TRYING TO GET RID OF SOME OF THE GARBAGE.

SOME OF IT CAN GO INTO THE ROADWAY.

YEAH. YEAH.

YES. OH, YEAH. YEAH.

YOU CAN USE. NO, THAT'S.

YEAH, IT'S VERY INTERESTING.

IT'S USED IN A LOT OF PLACES.

YOU USE, USE RECYCLED MATERIALS INTO ROAD AGGREGATE.

SO, IT WOULD MAKE SENSE TO BE A PART OF THIS IS WHAT I'M TRYING TO SAY.

YEAH I LIKE THE SUGGESTION.

WE DO HAVE A TOOLBOX FULL OF LIKE, COUNTERMEASURES FOR MOSTLY ABOUT WATER.

BUT I DON'T KNOW IF INCORPORATING TRASH INTO OUR ASPHALT IS PART OF IT, SO I DEFINITELY LOOK AT ADDING THAT TO IT.

YOU'LL SEE IT THROUGHOUT THE COUNTRY.

ALL RIGHT. THANKS.

THAT'S WHY EVERYBODY THROWS EVERYTHING OUT THE WINDOW.

OH NO. BECAUSE IT ENDS ON THE ROAD.

COMMISSIONER SHUHAM. CAN YOU HEAR ME? NOT YET. I DON'T KNOW.

THIS THING KEEPS GOING BACK AND FORTH.

HOW IS THAT? OKAY? FIRST OF ALL, I LOVE THAT.

AND I THINK ALSO, TOO IF WE WERE TO PUT, RECYCLING AND THINGS LIKE THAT AS PART OF OUR GRANT APPLICATIONS OR IN OUR PROCUREMENT POLICIES, IT WOULD REALLY BE A WOW FACTOR.

I TOTALLY DID NOT EXPECT ANY DIFFERENCE BETWEEN THOSE TWO MAPS.

SO IF YOU NEED SUPPORT FROM THIS GROUP TO GO WITH PLAN B, YOU KNOW YOU GOT IT.

SO THAT'S A, YOU KNOW, REALLY NOT SURPRISING AT ALL.

THAT'S WHY WE HAVE EQUITY, FOCUS WHEN WE LOOK AT RESILIENCY, BECAUSE WE FIND THAT IT'S THE DISADVANTAGED COMMUNITIES THAT ARE MOST AT RISK RIGHT NOW.

CITIES ALSO ARE DOING VULNERABILITY STUDIES.

SO I JUST WANT YOU TO MAKE SURE YOU COLLECT ALL OF THAT DATA.

I WANTED TO JUST TAKE THIS MOMENT TO GIVE A SHOUT OUT TO LEVI AND HIS TEAM, BECAUSE WE'RE IN THE MIDST OF A HOLLYWOOD BOULEVARD HARDENING PROJECT THAT IN DARK PURPLE HERE, IF IT COULD GET ANY DARKER, WE WOULD TAKE THAT.

AND THAT TEAM IS DOING A REALLY OUTSTANDING JOB WITH COMMUNITY OUTREACH AND INPUT.

SO I WANTED TO SAY THANK YOU.

AND FINALLY, I HAD A FASCINATING PHONE CALL REGARDING OUR DIGITAL TWINNING, PROJECT.

AND, IT SOUNDS LIKE YOU'RE GOING TO REALLY NEED THAT DATA.

AND I ENCOURAGED THAT GROUP FROM DELOITTE TO REACH OUT TO, DR.

[INAUDIBLE] AT THE COUNTY, BECAUSE, YOU KNOW, THAT WHAT THEY ARE TRYING TO ACCOMPLISH IS GOING TO DEPEND SO MUCH ON, RESILIENCY AND SEA LEVEL RISE DATA THAT THE COUNTY IS, YOU KNOW, DEEP INTO.

SO THOSE ARE MY COMMENTS.

THIS WAS A GREAT PRESENTATION.

AND, YOU KNOW, IT'S INTERESTING TO SEE HOW MUCH OF THE COUNTY IS IN PINK AND PURPLE.

SO, SO IMPORTANT WHAT YOU'RE DOING.

THANK YOU. THANK YOU.

MAYOR COOPER. YEAH, I'M GOING TO SOUND LIKE A BROKEN RECORD, BUT, THANK YOU FOR YOUR WORK AS WELL, COMMISSIONER SHUHAM.

AND I KNOW WE'RE IN THAT DEEP PURPLE, TOO.

BUT MOST IMPORTANTLY, IT'S GOING TO GO BACK TO, FOR EXAMPLE, I THINK THIS EVENING THERE'S GOING TO BE A MEETING IN HALLANDALE BEACH ABOUT RESURFACING HALLANDALE BEACH BOULEVARD.

OUR GREATEST ISSUE IS HALLANDALE BEACH.

AND FDOT HAS NOT DONE ANY DRAINAGE INFRASTRUCTURE ON THAT ROADWAY FOR AT LEAST 30 YEARS.

AND WHEN THEY REHABBED IT, 30 YEARS.

SAME THING WITH FEDERAL HIGHWAY.

WE'RE LOOKING AT AN ACTUAL CONDUIT NOW THAT'S COLLAPSING.

THAT IS AN OCEAN OUTFALL CONDUIT.

WHICH IN MY MIND, ALL OF THEM NEED TO, DON'T SHOOT ME, BUT NEED TO BE REMOVED EVENTUALLY.

AND IT'S MILLIONS AND MILLIONS OF DOLLARS.

AND THE REASON WE HAD THAT CONDUIT WAS BECAUSE OF THE ELEVATION OF US 1.

US 1 IS IMPASSABLE DURING SOME OF THESE STORMS, THE 1000 YEAR STORM.

FORGET IT. WE WEREN'T.

NO ONE WAS GETTING ANYWHERE.

BUT, WE NEED TO FIGURE OUT, HOW WE CAN INCORPORATE, YOU KNOW.

[01:05:04]

GREAT THEY'RE DOING PRETTY PAINT AND LINES.

I DON'T SEE ANY DRAINAGE INCORPORATED IN BOTH THESE ROADWAYS.

AND THEY'RE ALSO DOING US 1 RESURFACING AS WELL.

SO I DON'T KNOW WHO TO GET WITH, WITH OUR STAFF.

YOU KNOW, WE HAVE SOME LEGACY PUMPS THAT PUMP OUT, MAYBE THERE'S SOME WAY TO OPEN UP, SOME KIND OF PROGRAM, PARTICULARLY FOR US 1 WITH DRAINAGE.

SO I JUST WANTED TO GO ON RECORD AGAIN THAT THESE PURPLE ROADS ARE THERE.

THEY ARE STATE HIGHWAY ROADS.

I'M GLAD THEY'RE TAKING CARE OF 95, BUT THEY HAVEN'T DONE ANYTHING ON OUR SIDE ROADS.

THANK YOU. OKAY.

THANK YOU. MR. CHAIR.

IF I MAY. GO AHEAD.

MAYOR COOPER, I HEARD YOUR COMMENTS.

I HAVE A MONTHLY MEETING WITH THE NUMBER ONE OVER AT FDOT, AND I WILL PASS ON YOUR REQUEST.

YEAH. GOOD. YEAH. IT'S TIMELY AT THIS POINT BECAUSE WE'RE IN NEGOTIATIONS, BECAUSE GULF STREAM DOESN'T NEED IT.

THEY HAVE THEIR SURFACE WATER PROGRAM.

SO THIS IS REALLY A LEGACY PIPE FROM FDOT THAT'S CONNECTED TO OUR SYSTEM.

SO THANK YOU.

AND VICE CHAIR COLBOURNE.

THANK YOU.

RESILIENCY IS VERY IMPORTANT.

AND I THINK IT'S A GOOD THING.

I JUST WONDERING HOW IS IT GOING TO IF IT'S APPLIED TO, I GUESS, ALL OUR PROJECTS.

DOES IT MEAN, YOU KNOW.

OTHER PROJECTS WILL BE AT A DISADVANTAGE IF IT'S NOT IN AN AREA, WHERE WE'LL GET WHERE WE WILL GET POINTS FOR RESILIENCY.

I KNOW THE CITY OF MIRAMAR, WE HAVE A LOT OF INFRASTRUCTURE THAT NEEDS TO BE DONE, BUT WE HAVE INVESTED A LOT IN IMPROVING OUR INFRASTRUCTURE, SO THIS WOULD WORK AGAINST US, I SUPPOSE, ALL OUR INVESTMENT IN IT.

SO. OH, SORRY.

YEAH. SO RESILIENCY, THIS NETWORK THAT YOU SEE RIGHT IN FRONT OF YOU RIGHT HERE, ONE OF THE DATA SETS THAT WE USE IS ONE CRITERIA OF A LOT OF OTHER CRITERIA THAT WE USE TO RANK AND PRIORITIZE OUR PROJECTS INTO THESE FOUR PROGRAMS. OTHER THINGS YOU SEE ARE EQUITY, SAFETY, PROXIMITY TO ACTIVITY CENTERS.

ALL OF IF THE PROJECT THAT YOU'RE PROPOSING, IS SOMETHING OF A MULTIMODAL IN NATURE, TAKING VEHICLES OFF THE ROAD, ALL OF THOSE OTHER KIND OF FACTORS GO INTO PRIORITIZING PROJECTS. SO THIS IS JUST ONE PIECE OF A LARGER PIE.

RIGHT, COMMISSIONER WELCH.

THANK YOU, I APPRECIATE IT.

EVEN THOUGH, I MEAN, COCONUT CREEK IS NOT IN ANY OF THE PINK OR PURPLE I NOTICED TO OUR EAST THE TURNPIKE AND THEN THE SOUTHWEST 10TH AND THEN SOUTH TO POWERLINE ROAD, WHICH IS MULTIPLE, TRUCK TRAFFIC. AND I KNOW A LOT OF WORK HAS ALREADY BEEN DONE ON POWERLINE ROAD IN THE PAST YEAR OR SO.

AND OF COURSE, WE KNOW THE TURNPIKE FROM THE SAMPLE NORTH TO THE SAWGRASS IS GOING TO BE EXPERIENCING A GREAT DEAL OF, CONSTRUCTION IN THE YEARS TO COME, AS AS WELL AS THE SOUTHWEST 10TH HOOKING UP TO THE 95.

SO HOW IS ALL OF THIS OR IS THIS A PART OF WHAT THE WIDENING AND THE EXPANSION OF THE LANES ARE WE TAKING INTO ACCOUNT THE VULNERABILITY, AS WELL AS WHAT THE OTHER, COMMISSIONERS AND MAYORS WERE SPEAKING ABOUT THE FLOODING AND, THE MITIGATION FOR WHAT IS ALREADY THERE FOR FUTURE.

AND THEN TO PIGGYBACK ON WHAT SOME OF THE OTHERS HAVE ALREADY MENTIONED, WE TONIGHT GET OUR VULNERABILITY ASSESSMENT AS WELL AS OUR GREENHOUSE GAS REPORT. SO, I MEAN, I THINK WE DEFINITELY IN AS A REGIONAL PROJECT, NEED TO KEEP ALL EYES ON THE TURNPIKE, THE SOUTHWEST 10TH AND THEN THE POWER LINE THAT'S ALREADY BEEN MITIGATED, BUT MAYBE IT WASN'T ENOUGH BECAUSE I'VE BEEN ON POWERLINE EVEN AFTER THE IMPROVEMENTS, AND THERE'S STILL A GREAT DEAL OF FLOODING.

SO I UNDERSTAND WHY IT'S IN THE PINK.

YES, POWERLINE ROAD IS RANKING VERY HIGH IN ALL CATEGORIES RANDOMLY, AND THIS MIGHT BE ONE OF THE ISSUES.

WHY? BUT TO ANSWER YOUR QUESTION, THAT'S WHY WE HAVE THIS ROUTE MARKER CONCEPT OR OUR CONTEXT MARKER CONCEPT.

BECAUSE IN THE PAST, MAYBE IT HASN'T ALWAYS BEEN A HIGH PRIORITY TO ADDRESS RESILIENCY.

FIRST IN MIND. FIRST IN MIND.

SO IF WE HAVE THIS ROUTE MARKER THAT FLASHES ON OUR PRIORITY LIST THAT SAYS THERE IS AN ISSUE HERE, GO BACK TO THIS MAP, IDENTIFY WHAT IT IS.

WHAT ARE SOME OF THOSE MITIGATIONS THAT WE CAN USE TO PUT AS PART OF THE PROJECT, TO MAKE THAT SCOPE A LITTLE BIT BETTER SO THAT PROJECT CAN ADDRESS THE RESILIENCY ISSUE.

[01:10:01]

BECAUSE IT WAS APPARENT IN SOME OF THE WIDENING OF THE TURNPIKE, YOU KNOW, IT WAS REALLY GOING TO LEAVE LESS SPACE FOR ACCOMMODATIONS OF RAIN EVENTS EVEN NOT EVEN, YOU KNOW, SOMETHING ADDITIONAL.

SO, I MEAN, IT'S WE JUST SIMPLY CAN'T TAKE OUR EYES OFF OF IT.

OKAY. THANK YOU.

THANK YOU, COMMISSIONER ROGERS.

CAN YOU HEAR ME? NO. GO AHEAD.

GO AHEAD.

BRYAN. MR. MAYOR. CHAIRMAN.

YOUR HONOR. PUSH YOUR BUTTON.

I'M ON? YOU ARE ON.

WELL I TOUCHED SOMETHING.

DON'T KNOW WHAT THAT WAS AT WORK.

OKAY, AS WE LOOK AT RESILIENCY AND CLIMATE CHANGE, I DON'T SEE CLIMATE STRESSORS.

I'M GOING TO USE THAT. RIGHT? I SEE AND I HEAR THE DISCUSSIONS AROUND SEA LEVEL RISE, BUT I'M NEVER HEARING ANY CONVERSATION AROUND OUR CANAL BANKS, THE CANALS.

WHERE IS THAT DISCUSSION? BECAUSE WE RECOGNIZE WATER RUNS OFF OUR ROADWAYS INTO THE CANALS TO CREATE FOR ALL OF US TO TRAVEL WHEREVER WE WANT TO GO.

BUT THERE ARE NO DISCUSSIONS ON THE IMPACT OF CLIMATE CHANGE ON THE CANALS WHERE WHEN I GO DOWN THERE, THE WATER IS HOT.

THAT'S A DIFFERENT WHAT IS HAPPENING? WHERE IS THE DISCUSSIONS AROUND THE IMPACT OF TEMPERATURE ON OUR WATER? NOT JUST IN THE OCEAN.

WE HAVE CANALS BEHIND HOMES, PROPERTIES ERODING BECAUSE OF CLIMATE CHANGE.

WHERE IS THE DISCUSSION? AND THAT'S MY COMMENT FOR TODAY.

OKAY. WOULD YOU LIKE ME TO RESPOND? OF COURSE. OKAY. OKAY. GOOD.

SO TO SPEAK, SPECIFICALLY ABOUT THE CANALS.

I DON'T KNOW IF I CAN DO THAT, BUT I CAN SPEAK TO WHAT GOES INTO OUR DATA SET THAT WE HAVE AS PART OF OUR EXPOSURE WHEN WE DEVELOP OUR VULNERABILITY, NETWORK AND EXTREME HEAT.

RIGHT HERE IS ONE OF THOSE FACTORS WHERE WE IDENTIFY WHERE SOME OF THOSE TEMPERATURES ARE HIGHER THAN THEY SHOULD BE IN RELATION TO THE REST OF THE COUNTY.

SO THAT'S DEFINITELY SOMETHING THAT'S THERE.

ALSO, WE HAVE THE STORM SURGE AND PRECIPITATION INDUCED FLOODING.

SO IF THE CANALS ARE GETTING OVERFLOWED, IF THE WATER IS SITTING FOR TOO LONG, THOSE ARE ALL CONSIDERATIONS THAT GO INTO THAT CATEGORY THAT MAKE UP ALONG WITH SEA LEVEL RISE AND FUTURE GROUNDWATER ELEVATION THE BULK OF WHAT OUR VULNERABILITY SCORE IS.

SO DO WE HAVE SPECIFIC COUNTERMEASURES FOR CANALS? I WOULD HAVE TO LOOK TO LEVI.

I DON'T KNOW IF HE'S HERE IF WE DO HAVE THAT.

OH, WELL, FOR CANALS, I DON'T KNOW IF WE HAVE THOSE KINDS OF THINGS, BUT SOMETHING WE COULD LOOK INTO AND MAKE IT A LITTLE BIT BETTER.

JAMES CROMAR WITH THE BROWARD MPO.

I'VE BEEN WORKING WITH LEVI AND ANDREW AND OTHERS ON THE RESILIENCY ISSUE.

SO, AND SIMILAR TO WHAT COMMISSIONER FURR MENTIONED ABOUT USING THE COUNTY DATA, YES, WE ARE COORDINATING WITH ALL OUR PARTNERS, INCLUDING THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT. THERE'S A WHOLE LOT OF INFORMATION ABOUT ISSUES WITH THE FLOW OF THE CANALS.

AND WHEN THEY OVERFLOW AND THEN WITH STORM SURGE, HOW THAT AFFECTS NEIGHBORHOODS.

SO WE'RE INCORPORATING ALL THAT INFORMATION, BUT IT'LL LOOK LIKE PRIMARILY ON THE STORM SURGE.

AND THEN, YEAH, WE'LL HAVE TO UPDATE IT AS THEY UPDATE THEIR APPROACH TO DEALING WITH PUMPS AND SUCH WITH THE CANALS.

FINAL COMMENT THEN.

OKAY. ALL RIGHT.

COMMISSIONER SHUHAM AND MR. CHAIR, I HAVE TO LEAVE.

WELL, I WANT TO, COMMISSIONER ROGERS.

OOP. HOLD ON.

GO AHEAD. THANK YOU, MR. CHAIR. HOW DO WE ARTICULATE.

HOW DO WE GET THAT INFORMATION OUT TO CITIES THAT ARE ASKING THE QUESTION, WHERE IS THE DISCUSSION? WHEN ARE YOU HAVING THOSE DISCUSSIONS? WE WANT FOR THAT TO BE AT THE SAME LEVEL THAT WE PUT SEA LEVEL RISE, THE CANALS AND THE BACK OF OUR HOMES, OLDER NEIGHBORHOODS.

RIGHT. WHAT'S HAPPENING? THINGS ARE CHANGING.

WE WANT THAT TO HAVE THE SAME LEVEL OF URGENCY THAT WE PUT TO SEA LEVEL RISE.

OKAY. YEAH. WE ARE GOING TO DO A SECOND ROUND OF PUBLIC OUTREACH AS PART OF OUR UNVEILING OF OUR DRAFT COST FEASIBLE PLAN.

AND WHEN WE'RE DOING THAT, WE WILL BE ASKING FOR FEEDBACK ON THOSE PROJECTS.

BUT FOR OUR DATA SET THAT WE HAVE HERE, WHERE WE'RE PRETTY MUCH RUNNING WITH IT, TO START DEVELOPING A RESILIENCY PROGRAM.

BUT THAT DOESN'T MEAN THAT WE CAN'T INCLUDE CERTAIN COUNTERMEASURES AS PART OF A PROJECT.

SO IF WE HEAR THAT FEEDBACK, WE CAN ADD THAT TO SOME OF THOSE PROJECTS.

YOU HEARD IT. YES.

THANK YOU, THANK YOU.

[INAUDIBLE] THE ONLY ONE HAVING TROUBLE WITH THAT.

WHO WAS THAT? BUZZ.

[01:15:04]

YOU'RE ON. HELLO? BEAR WITH ME HERE. HI.

I'M FROM TOWN OF LAUDERDALE BY THE SEA.

WHICH, A SMALL FISH IN THE POND.

BUT I WANT TO TAKE ONE MOMENT.

I APOLOGIZE, I DIDN'T DO THIS EARLIER, BUT, A FEW MOMENTS OF FAME AND ATTENTION TO OUR TOWN.

WE ARE ON THE FRONT COVER OF THE CURRENT ISSUE OF SOUTHERN LIVING MAGAZINE.

IT'S AN EXCLUSIVE ARTICLE.

[APPLAUSE] FRONT PAGE SOLD OUT AT BARNES AND NOBLE.

YOU CAN'T GET A COPY, SO YOU HAVE TO BUY A SUBSCRIPTION.

THANK YOU. CONGRATULATIONS.

AND I'M NOT SELLING IT.

NOT MARKETING SOUTHERN LIVING.

BUT IT'S QUITE AN ACCOMPLISHMENT.

AND I THANK OUR TOWN STAFF AND AND OUR COMMISSION FOR BEING VERY SUPPORTIVE.

I'M SORRY. IS THAT NORTH FORT LAUDERDALE.

[LAUGHTER] SPEAKING OF BAYVIEW DRIVE AND COMMERCIAL.

OH, NO. ON MY WAY HERE.

AND ALL SERIOUSNESS, IN THE COMPARISON OF THE MAPS HERE IN THE COLORS AND THE CONCENTRATION, I JUST WANTED TO UNDERSTAND.

MAYBE I'M MISSING SOMETHING IS WHY THE A1A NORTH AND SOUTH OF COMMERCIAL HAS BEEN DROPPED FOR THE COLOR CODING.

GOOD. I WAS HOPING SOMEBODY WOULD BRING THIS UP.

SO ONE OF THE FILTERS THAT WE SUGGESTED AS STAFF IS THAT WE FOCUS ALL OF THESE BEAUTIFUL SCORES THAT YOU SEE IN THIS MAP, FILTER OUT EVERYTHING THAT'S NOT ON OUR REGIONAL NETWORK.

AND OUR REGIONAL NETWORK IS SOMETHING THAT'S AGREED UPON BY BROWARD COUNTY, MIAMI DADE COUNTY, AND ALSO PALM BEACH COUNTY THROUGH THE EFFORT THAT SEFTC IS THE THREE OF THEM COMING TOGETHER. AND THEY'VE ESTABLISHED THAT THIS IS THE REGIONAL NETWORK FOR THE REGION.

SO IF WE FOCUS ON THIS MAP, IT DOES TAKE OUT A1A AND SOME OF THE OTHER, MAJOR ROADS THAT CONNECT TO A1A FROM US 1 . PART OF THE FEEDBACK THAT WE WOULD LIKE TO HEAR FROM ALL OF Y'ALL, IS THIS A GOOD STRATEGY? SHOULD WE BE LOOKING AT INCLUDING OTHER ROADWAYS FROM THE TAC? WE DID HEAR THAT THEY WANTED TO INCLUDE A1A AND CERTAIN EVACUATION ROUTES THAT ARE PART OF BROWARD NEXUS COMPREHENSIVE PLAN, SO WE CAN DO THAT, BUT IT'S UP FOR DISCUSSION HOW MUCH MONEY WE WANT TO BE SPENDING ON ALL THE ROADS, OR SHOULD WE BE FOCUSING ON WHAT WE HAVE HERE IN THE REGIONAL NETWORK? SO Y'ALL TELL ME.

DON'T CALL ALL AT ONCE.

JUST TO SHARE WITH YOU THE SEFTC IS THE REGIONAL MPO.

SO THESE ROADS HAVE BEEN, BASICALLY ON THAT SIDE OF THE AISLE FOR OVER 15, MAYBE 20 YEARS.

AND A1A HAS ALWAYS BEEN ABSENT ON THAT.

SO THIS ISN'T UNUSUAL FOR US, BUT, YOU KNOW, LIKE, YOU KNOW, MY GOOD FRIEND CHRISTOPHER WAS SAYING, IT REALLY DOES MATTER IF YOU'RE GOING TO PUT THIS.

AND THEN IT'S LIKE, WHERE DO YOU SPEND THE MONEY? BECAUSE THERE'S ONLY SO MUCH MONEY WE HAVE.

I DON'T THINK IF YOU LOOK AT WHAT HAPPENED IN FORT LAUDERDALE WITH HURRICANE SANDY AND THEY PULLED OUT, YOU KNOW, THE BEDROCK UNDERNEATH A1A, THAT WAS AN EMERGENCY FUNDING.

THIS BOARD WAS REALLY QUICK AT MAKING SURE THAT THE MONEY COULD COME FROM TALLAHASSEE TO ACTUALLY HAVE USD OR FDOT FIX THAT ROAD.

SO THERE'S A DIFFERENT FACTOR THAT GOES INTO GETTING EMERGENCY MONEY FOR A1A BECAUSE OF THE ECONOMIC IMPACTS, ON OUR TOURIST ECONOMY. SO THERE'S JUST DIFFERENT WAYS OF LOOKING AT IT.

YEAH. OKAY. EXACTLY.

NEXT WE HAVE MAYOR KIRDAHY.

HELLO. OH, OKAY.

ANOTHER TINY TOWN.

THOSE WHO DON'T KNOW HILLSBORO BEACH.

I'M SURE MOST OF YOU DO.

IT'S JUST A TINY BARRIER ISLAND.

AND WE'RE BETWEEN THE OCEAN AND THE INTRACOASTAL.

AND I WOULD CAUTION, MR. CALETKA, THIS IS MY LAST MEETING SO I COULD SAY WHAT I WANT.

EIGHT YEARS, I'M TERMED OUT.

AND, WHEN WE FIX OUR SECTION OF A1A, I STARTED THAT PROJECT.

GREG KNOWS, EIGHT YEARS AGO.

AND YOU HAVE TO DO THE INFRASTRUCTURE.

I MEAN, ALL THESE TOWNS ARE OLD.

WE HAVE NEW WATER LINES, NEW SEWERS, ALL OF THAT.

AND I WAS TOLD BY FDOT AND I MEAN, BASICALLY THEY KNOW WHAT THEY'RE DOING.

I'M NOT TRYING TO KNOCK THEM, BUT THEY SAY, WELL, THEY THOUGHT AT THE LOWEST POINT, WHICH WAS THE SOUTHERN END GOING TOWARDS POMPANO BEACH, WE WOULD NEED A RAISE OF ABOUT SIX INCHES. SO I'M OUT THERE AND I'M LOOKING AT THIS AND I'M FIVE FOOT EIGHT, AND IF IT'S UP TO MY KNEES, YOU NEED MORE THAN SIX INCHES.

SO WHAT IT WOUND UP BEING WAS 2.5FT.

IT'S QUITE A DIFFERENCE.

SO I'M JUST CAUTIONING ALL OF YOU THAT I KNOW THIS IS A LONG PROJECT.

WE WENT FROM THE DARKEST PURPLE OR WHATEVER THAT COLOR IS BLACK, MAYBE TO KIND OF PINKY BECAUSE

[01:20:03]

WE DID MANAGE TO RAISE ALL OF THAT.

AND THE INTERCOASTAL COMES OVER AS YOU WERE SPEAKING TO THE CANALS.

MY KITCHEN WINDOW FACES THE SAMPLE ROAD CANAL.

IT ALL JUST IT'S GOT NO PLACE ELSE TO GO AND IT ISN'T GOING TO GET BETTER.

SO YOU'VE GOT A LONG PROJECT ON YOUR HANDS, AND YOU REALLY HAVE TO GET, AN INDEPENDENT PERSON TO LOOK AT THE STATISTICS AS THEY START TO COME UP.

THAT'S IT.

THANK YOU, THANK YOU.

NO ACTION REQUIRED ON THIS.

NO OTHER SPEAKERS.

NEXT ITEM.

[2. Report from Partner Agency - Broward County Transit - Transit Development Plan]

PARTNER AGENCY FROM BROWARD COUNTY TRANSIT FOR TRANSIT DEVELOPMENT PLAN.

GOOD MORNING, BARNEY MCCOY, ASSISTANT GENERAL MANAGER, SERVICE AND STRATEGIC PLANNING FOR BROWARD COUNTY TRANSIT.

I'D LIKE TO THANK YOU FOR THE OPPORTUNITY THIS MORNING TO PROVIDE AN UPDATE ON A MAJOR PLANNING EFFORT THAT WE COMPLETED LATE LAST FALL, AND ALSO ONE THAT WAS APPROVED BY OUR COUNTY COMMISSIONERS.

BROWARD COUNTY TRANSIT IS A TRANSIT OPERATORS REQUIRED BY THE STATE OF FLORIDA TO COMPLETE WHAT'S CALLED A TRANSIT DEVELOPMENT PLAN TO QUALIFY FOR STATE BLOCK GRANT FUNDING. THIS PLAN ITSELF IS A STRATEGIC VISION PLAN, REQUIRES AN ANNUAL UPDATE AND A MAJOR UPDATE EVERY FIVE YEARS.

TO ASSIST US WITH THIS EFFORT, WE HIRED THE FIRM BENESCH, WHICH YOU MAY KNOW FORMERLY AS TINDALE, OLIVER AND ASSOCIATES.

WE'VE GOT OUR PROJECT MANAGER HERE THIS MORNING, MISS LAURA EVERETT.

AND WHAT I'M GOING TO ASK LAURA TO DO IS COME UP AND WALK YOU THROUGH A BRIEF PRESENTATION, AND THEN WE'LL BE MORE THAN HAPPY TO FILL ANY QUESTIONS AT THAT TIME.

THANK YOU BARNEY.

OKAY, SO LAURA EVERETT, SENIOR PROJECT MANAGER WITH BENESCH.

THANK YOU FOR HAVING US TODAY.

AS BARNEY MENTIONED, WE'RE TALKING ABOUT THE TRANSIT DEVELOPMENT PLAN FOR BROWARD COUNTY.

IT IS A REQUIREMENT TO RECEIVE STATE FUNDING, AND IT DOES COVER A TEN YEAR PLANNING HORIZON FROM 2024 TO 2033.

THE RECOMMENDATIONS IN THE PLAN ARE RELATED TO SERVICE INFRASTRUCTURE, TECHNOLOGY PLANS AND POLICIES FOR ALL MODES WITHIN THE BCT NETWORK.

AND YOU DID HAVE, WE ARE THANKFUL THAT AS A KEY PARTNER, THE MPO PROVIDED STAFF FOR OUR ADVISORY REVIEW COMMITTEE AND IT WAS APPROVED BY THE COUNTY COMMISSION IN DECEMBER.

SO WITH TRANSIT, WE ALWAYS LIKE TO TALK ABOUT RIDERSHIP.

JUST QUICKLY, THE FIXED ROUTE AND THE COMMUNITY SHUTTLE NETWORKS ARE STILL BUILDING BACK RIDERSHIP FROM PRE-COVID.

THEY HAVEN'T QUITE COME BACK ALL THE WAY FROM PRE-COVID LEVELS, WHEREAS THE PARATRANSIT SERVICE IS BACK AT PRE-PANDEMIC LEVELS.

SO JUST WANTED TO PROVIDE THAT UPDATE.

WE DID DO SIGNIFICANT PUBLIC OUTREACH, WHICH WAS BUILDING ON THE OUTREACH THAT WAS DONE FOR PREMO.

SO THERE WAS A LOT OF OUTREACH DONE FOR PREMO THAT FED INTO THE TDP, AS WELL AS, PUBLIC OUTREACH THAT WAS DONE SPECIFICALLY FOR THE TDP.

THAT INCLUDED DISCUSSION GROUPS AND INTERVIEWS WITH STAKEHOLDERS, AS WELL AS PUBLIC WORKSHOPS AND AN ON BOARD SURVEY WITH MORE THAN 3800 RESPONSES.

THE ADVISORY REVIEW COMMITTEE WORKED ON THE GOALS FOR THE TDP FOR BCT.

THEY LOOKED AT THREE PRIMARY SOURCES AND INPUTS TO THOSE GOALS, ONE BEING THE PRIOR TDP COMPLETED IN 2018, THE SECOND BEING THE MPOS, MTP, AND THEN THE THIRD BEING THE PREMO.

THE GOAL SET FOR PREMO.

SO YOU HAVE THOSE ON THE SCREEN IMPROVING SAFETY AND SECURITY, IMPROVING MOBILITY FOR ALL, AND IMPLEMENTING EQUITABLE TRANSIT SOLUTIONS, STRIVING TO BE AN EMPLOYER OF CHOICE, ENSURING RESILIENCY AND MAINTAINING A STATE OF GOOD REPAIR AND SUPPORTING ECONOMIC DEVELOPMENT AND ENSURING FINANCIAL STABILITY.

SO THOSE ARE BCT'S GOALS.

QUICKLY GOING INTO THE IMPLEMENTATION AND FINANCE PLANS THESE ARE THE THE MEAT AND POTATOES, IF YOU WILL, OF THE PLAN.

SO PREMO, WAS THE STUDY THAT COVERED THE PREMIUM TRANSIT SERVICES AND THAT FED DIRECTLY INTO THE TDP.

SO THIS IS THE IMPLEMENTATION TIMELINE FOR PREMO.

THIS JUST A CAVEAT THAT THIS IS THE TEN YEARS COVERED IN THE TDP.

THE RECOMMENDATIONS FOR PREMO DO GO BEYOND THE TEN YEAR TDP TIME FRAME, BUT THESE ARE THE ONES SPECIFIC TO THE TDP.

IN ADDITION, THERE IS BCT IS CURRENTLY UNDERTAKING A COMPREHENSIVE OPERATIONS ANALYSIS.

THE COA IS GOING TO LOOK AT CHANGES TO THE NETWORK RELATED TO POST PANDEMIC TRAVEL TRENDS, AND ALSO KIND OF NETWORK SHIFTS RELATED TO IMPLEMENTING THOSE PREMIUM SERVICES RECOMMENDED IN PREMO.

THAT IS NOT COMPLETE YET.

SO THOSE SPECIFIC RECOMMENDATIONS ARE NOT NOTED IN THE TDP.

THEY WILL BE PRESENTED IN AN ANNUAL UPDATE AT A LATER DATE, BUT WE DID PROVIDE FOR FINANCIAL RESOURCES TO SUPPORT THOSE RECOMMENDATIONS FROM THE COA.

SO THAT IS INCLUDED IN THE FINANCE PLAN.

THERE ARE TWO PIECES TO THE FINANCE PLAN CAPITAL AND OPERATIONS.

YOU CAN SEE THE CAPITAL ON THE SCREEN NOW.

THIS INCLUDES BOTH FLEET REPLACEMENT AND ELECTRIFICATION.

THE INFRASTRUCTURE RELATED TO PREMO.

[01:25:02]

IT INCLUDES SHELTERS AND BENCHES AT BUS STOPS, ALL OF THE THINGS THAT GO INTO PROVIDING SERVICE.

IT IS $8.2 BILLION OVER THE TEN YEAR TIME FRAME.

I DO WANT TO NOTE THAT 2.4 BILLION OF THAT IS ACTUALLY MOVED OVER FROM THE CAPITAL INTO THE OPERATING PLAN, SO YOU'LL SEE THAT HERE.

THE OPERATING PLAN IS AROUND $4 BILLION, INCLUDING THAT 2.4 FROM THE CAPITAL SIDE OVER THAT TEN YEAR PERIOD, AND INCLUDES ALL OF THE CURRENT SERVICES AND ANY CHANGES RECOMMENDED TO THOSE, PLUS THE PREMO PLAN COMING INTO ALIGNMENT.

SO WITH THAT, I WANT TO THANK YOU FOR ALLOWING US TO BE HERE.

WE ARE HAPPY TO ANSWER QUESTIONS AT THE PLEASURE OF THE CHAIR.

ANY QUESTIONS? THANK YOU SO MUCH FOR YOUR PRESENTATION.

NEXT WE HAVE A REPORT FROM PARTNER AGENCY, MUSEUM OF DISCOVERY AND SCIENCE.

[3. Report from Partner Agency - Museum Of Discovery and Science - Think Like a Planner]

THINK LIKE A PLANNER.

GOOD MORNING, EVERYONE.

JOE COX, PRESIDENT AND CEO OF THE MUSEUM OF DISCOVERY AND SCIENCE.

SO WE ARE REALLY EXCITED ABOUT THIS NEW PARTNERSHIP WITH THE BROWARD MPO, WHICH IS CREATING A THINK LIKE A PLANNER OUTREACH PROGRAM, WHICH IS REALLY DESIGNED TO RAISE AWARENESS ABOUT PROJECTS LIKE COMPLETE STREETS AND WORK TO MAKE OUR COMMUNITY MORE RESILIENT TO RESILIENCY STRESSORS SUCH AS SEA LEVEL RISE, FLOODING AND EXTREME HEAT.

SO WE ARE WORKING ON THIS PROJECT UNDER ONE OF OUR FOUR EDUCATIONAL PILLARS.

SO AT THE MUSEUM WE FOCUS ON EARLY CHILDHOOD EDUCATION.

WE FOCUS ON ENVIRONMENTAL SUSTAINABILITY, HEALTH AND WELLNESS, AND THEN PHYSICAL SCIENCE WHICH IS BLOWING THINGS UP MOSTLY.

SO WE DO A LOT OF BLOWING THINGS UP IN OUR EDUCATION PROGRAMS, BUT NOT IN THE ONE WE'RE DOING WITH THE MPO.

SO OUR PROGRAMS ARE REALLY FOCUSED ON INCLUSIVITY AND ACCESS.

83% OF OUR OUTREACH PROGRAMS ARE ACTUALLY DELIVERED AT NO COST THANKS TO OUR PARTNERS.

SO ACCESS TO OUR PROGRAMS IS REALLY IMPORTANT.

THE MUSEUM'S GOT A LOT OF BIG ANNUAL PROGRAMS AND PARTNERSHIPS.

SO LAST YEAR WE SAW 425,000 ALMOST VISITORS TO THE MUSEUM AND ALMOST 70,000 IN OUTREACH THIS YEAR.

HAPPY TO REPORT WE'RE TRENDING 17% HIGHER IN PEOPLE THROUGH THE DOOR THAN LAST YEAR, MOSTLY SINCE WE OPENED OUR NEW EARLY CHILDHOOD EXHIBIT IN AUGUST.

SO LOTS OF GREAT THINGS WE'RE WORKING ON.

ONE WE'RE PARTICULARLY PROUD OF IS LAST YEAR WE GOT THE OPPORTUNITY TO GO TO THE WHITE HOUSE.

THE MUSEUM WAS RECOGNIZED WITH THE NATIONAL MEDAL FOR MUSEUM AND SERVICE, WHICH IS THE HIGHEST HONOR A MUSEUM CAN GET IN THE US.

[APPLAUSE] THANK YOU.

AND IT WAS REALLY DOWN TO TWO THINGS.

THE WORK THAT WE'RE DOING AROUND ENVIRONMENTAL SUSTAINABILITY THAT WILL TOUCH ON A LITTLE MORE, AND THE WORK THAT WE'RE DOING IN DIVERSITY, EQUITY, ACCESS AND INCLUSION.

SO OUR HUB FOR RESILIENCE EDUCATION, WE STARTED THIS PROJECT AND FORMED A PARTNERSHIP WITH THE COMMUNITY FOUNDATION TO REALLY ESTABLISH A PLACE IN OUR COMMUNITY WHERE PEOPLE CAN HEAR ABOUT ALL OF THE PROJECTS THAT ARE GOING ON.

YOU KNOW, WITH THE NUMBERS OF PEOPLE COMING THROUGH OUR DOORS, WE CAN RAISE AWARENESS OF PROJECTS LIKE COMPLETE STREETS.

WE CAN RAISE AWARENESS ABOUT THE PROJECTS THE MUNICIPALITIES ARE WORKING ON AND SHARE THAT WITH A WIDER AUDIENCE.

SO WE PUT TOGETHER A COMMITTEE THAT'S GOT ABOUT 30 PEOPLE AND GROWING, WHICH IS OUR HUB FOR RESILIENCE EDUCATION COMMITTEE, AND THIS INCLUDES LEADERSHIP FROM MUNICIPALITIES FROM THE MPO, FPL, THE LOCAL UNIVERSITIES, EVEN THE LEGO FOUNDATION, WHICH IS WHY THERE'S SOME LEGO DOWN ON THE TABLE NEXT TO GREG.

AND SO WE ARE REALLY WORKING ON RAISING AWARENESS.

SO YOU CAN BE MY [INAUDIBLE] THAT WOULD.

[LAUGHTER] SO WE'RE REALLY WORKING ON INCREASING ENVIRONMENTAL LITERACY TO MAKE OUR COMMUNITY MORE RESILIENT.

AND HOW ARE WE DOING THIS? WE'VE GOT PROGRAMS AND EXHIBITS COMING SOON THAT ARE RAISING AWARENESS, AND ONE OF THE ONES THAT IS MOST VISIBLE IS OUR STEMOBILE PROGRAM. SO OUR STEMOBILE, WE HAVE FIVE OF THESE NOW DRIVING AROUND SOUTH FLORIDA DELIVERING PROGRAMS. SO WHAT HAPPENS IS THE STEMOBILE PULLS UP OUT POP OUT TENTS, TABLES, STEM EDUCATORS AND ALL THESE COOL BELLS AND WHISTLES.

GREAT TOYS THAT WE CAN TAKE TO SCHOOLS, LIBRARIES, COMMUNITY CENTERS.

[01:30:02]

AND AS I MENTIONED, OVER 80% OF THESE ARE DELIVERED FREE OF CHARGE TO SCHOOLS, COMMUNITY CENTERS, LIBRARIES.

THANKS TO THE PHILANTHROPIC PARTNERSHIPS, THE CORPORATE SPONSORSHIPS, AND PARTNERSHIPS WITH CITIES LIKE THE CITY OF FORT LAUDERDALE, WHO'S ACTUALLY UNDERWRITING US, GOING TO EVERY SINGLE CITY OF FORT LAUDERDALE ELEMENTARY SCHOOL AND PROVIDING FREE PROGRAMING.

YOU KNOW, WE FIRST STARTED THIS TO COMBAT THE COVID LEARNING LOSS, GET KIDS MORE EXCITED ABOUT LEARNING, BUT IT'S BEEN SO POPULAR.

WE'RE NOW IN OUR THIRD YEAR OF PARTNERSHIP WITH THE CITY OF FORT LAUDERDALE TO SEE THIS PROGRAM.

WE ALSO WORK WITH BROWARD UP TO TAKE THE PROGRAMS TO THE 11 ZIP CODES THAT THEY'VE IDENTIFIED AS MOST AT NEED OF, YOU KNOW, RAISING EDUCATIONAL ATTAINMENT.

SO PROGRAMING ALL KINDS OF FUN STUFF, FROM CODING TO A ROBOT PETTING ZOO.

A ROBOT PETTING ZOO IS ADORABLE.

IT'S ADORABLE, IT'S ADORABLE.

AND WE ARE ACTUALLY ONE OF THE FIRST SCIENCE MUSEUMS IN THE COUNTRY THAT IS DOING CODING WITH PRESCHOOL CHILDREN.

SO LOTS OF REALLY GREAT CONTENT.

AND OUR NEWEST PROGRAM IS THINK LIKE A PLANNER.

SO THINK LIKE A PLANNER.

WE ARE REALLY EXCITED.

THIS IS GOING TO TRANSFORM STUDENTS INTO REAL WORLD PLANNERS, ENGINEERS, ARCHITECTS.

AS WE HEARD, THESE ARE LONG TERM PROJECTS THAT THE MPO IS WORKING ON.

WE'VE GOT TO FILL THE PIPELINE SO THAT WE HAVE FUTURE ENGINEERS, FUTURE ARCHITECTS, FUTURE URBAN PLANNERS WHO CAN HELP BRING THESE PROJECTS TO LIFE. SO THE THINK LIKE A PLANNER PROGRAM, WE'VE PUT TOGETHER A ABOUT 40 PAGE CURRICULUM, WHICH WE WORKED ON WITH THE MPO TEAM THAT'S GOING TO BE GOING OUT TO SCHOOLS.

SO WE'RE GOING TO BE EXPLORING AWESOME AQUIFERS, BUILD A BETTER BUS STOP, COMMUNITY BUILDERS, COMPLETE STREETS AND WEATHER THE STORM.

AND I HAVE TO SHOW YOU THIS BUILD A BETTER BUS STOP.

AFTERWARDS. THE KIDS DO LEGOS.

GREAT. YOU CAN BUILD IT BACK AGAIN.

SO THIS IS A BUS STOP.

AND WE'VE DEVELOPED, IN PARTNERSHIP WITH THE LEGO FOUNDATION, A 45 MINUTE PROGRAM THAT GOES OUT TO SCHOOLS, LIBRARIES. WE DO IT AT THE MUSEUM, AND IT CAME FROM OUR HIGH SCHOOL INTERNSHIP PROGRAM.

WE HAVE A PROGRAM FOR 80 HIGH SCHOOL INTERNS, PAID INTERNSHIP TO LEARN ABOUT CAREERS IN ENVIRONMENTAL SUSTAINABILITY.

AND WE SAID TO THEM, YOU KNOW, WHAT IS AN ISSUE THAT YOU DEAL WITH? AND A LOT OF THESE INTERNS ARE TAKING THE BUS TO GET TO THE MUSEUM.

AND SO THEY STARTED SHARING PICTURES OF THEIR BUS STOP, AND THEY'RE LIKE, IT'S NOT THE BEST, AS THE WORLD IS GETTING WARMER AND WETTER.

SO WE'VE COME UP WITH THIS PROGRAM WHERE IT'S AN EQUITY DRIVEN PROJECT TO INSPIRE KIDS TO DESIGN A BUS STOP.

AND SO IT'S GOT COMMUNITY GATHERING SPACES.

THIS ONE HAS A LITTLE COOLING STATION.

YOU KNOW, THEY HAVE TO BE ACCESSIBLE.

SO WE HAVE THESE GREAT CONVERSATIONS WITH CHILDREN IN ELEMENTARY SCHOOL ABOUT URBAN PLANNING AND DESIGN.

WE TALK ABOUT URBAN ZONING.

SO REALLY EXCITING PROJECT.

THIS IS SOMETHING THAT I REALLY WANT TO THANK THE MPO FOR, STANDS TO BE A NATIONAL MODEL FOR HOW WE TALK ABOUT URBAN PLANNING WITH CHILDREN. SO THANK YOU.

REALLY APPRECIATE THE TIME.

COME SEE THIS PROGRAM IN ACTION.

AND THANK YOU.

WOW. THANK YOU SO MUCH.

I DO HAVE FOUR INDIVIDUALS IN THE QUEUE.

DO I NEED TO TAKE THOSE OR DO I NEED TO CALL ON GREG? I NEED TO OKAY.

COMMISSIONER HAZEL ROGERS.

I CAN USE THIS WORKS NOW.

OKAY, WELL, JUST SAY HELLO.

YEAH? YEAH.

OKAY. THANK YOU FOR THAT PRESENTATION.

AND MPO I KNOW YOU GUYS ROCK, BUT THIS IS THE BEST, OKAY? BECAUSE, YOU KNOW, WE'RE TALKING TO BUSINESSES ABOUT MAKING SURE YOU TRAIN YOUR NEW WORKFORCE, AND THE ENGINEERS ARE NOW TAKING OFF.

ALL RIGHT. SO I LOVE IT.

BUT I AM ALWAYS CURIOUS ABOUT INCLUSION AND ALL OF THAT GOOD STUFF.

SO TELL ME, HOW WERE YOU? WHAT ARE YOU DOING IN A SMALL CITY LIKE THE ONE I'VE LIVED IN?

[01:35:02]

WHAT ARE YOU DOING? BECAUSE IT'S IN THAT ZIP CODE THAT IF YOU LOOK AT THAT CITY, IT NEEDS YOUR HELP.

YEAH, THAT ZIP CODE THAT EVERYONE USES TO GAIN FUNDING.

BUT IF I SHOULD ASK HOW MUCH OF THAT FUNDING GOES INTO THE ZIP CODE, WE MIGHT SEE SOME DISPARITIES THERE.

SO WE ARE LOOKING AT THAT AND WE'RE SAYING, OKAY, I LOVE THIS, BUT I NEED TO SEE WHERE YOUR PILOT PROGRAM IS GOING TO BE IF IT'S GOING TO START IN THE AREAS THAT NEEDS YOU THE MOST.

YES. SO LAST YEAR, WE SAW ALMOST 70,000 CHILDREN IN OUTREACH AND TOUCHED ALL OF THOSE 11 ZIP CODES THAT WE PARTNER WITH.

YOU KNOW, IT'S AND WE CAN GET SPECIFIC NUMBERS FOR THE ELEMENTARY SCHOOLS IN YOUR COMMUNITY AND ABSOLUTELY HAPPY TO SHARE THOSE A FTERWARDS. WE REACH OUT, YOU KNOW, WITH THE CITY OF FORT LAUDERDALE, WE'VE GOT THIS PARTNERSHIP WHERE WE CAN PROVIDE FREE PROGRAMING TO EVERY OF THE CITY OF FORT LAUDERDALE SCHOOLS.

AND SO THEN WE'VE GOT WE REACH OUT AND IT'S GOT TO FIT INTO THE SCHEDULE.

WE WORK WITH THE PRINCIPALS, BUT WE GO TO LIBRARIES, COMMUNITY CENTERS.

WE GO TO, YOU KNOW, PRACTICALLY EVERY YMCA.

WE GO TO BOYS AND GIRLS CLUB, JACK AND JILL, YOU KNOW, WE ARE ALL OVER THE PLACE AND IT IS ONE OF OUR TOP PRIORITIES.

YOU KNOW, WITH 83% OF THE PROGRAMS BEING DELIVERED AT NO COST, WE WANT TO MAKE SURE THAT A CHILD IN A YMCA AND BOYS AND GIRLS CLUB, YOU KNOW, DOESN'T HAVE TO PAY FOR THIS PROGRAMING.

AND SO IT'S THANKS TO SUPPORT LIKE THE MUNICIPALITIES, LIKE FPL EARLY LEARNING COALITION AND CSC, SO MANY OTHERS THAT WERE ABLE TO PROVIDE THOSE. SO IF WE'RE NOT IN EVERY SCHOOL THAT WE SHOULD BE IN YOUR NEIGHBORHOOD, LET US KNOW AND WE'LL GET THERE.

BUT WE'LL FOLLOW UP, COMMISSIONER, AND FIND OUT WHERE WE ARE.

SO HAVING THAT CONVERSATION AND FOR THE KIDS NOT TO HAVE TO DRIVE OR RIDE TO THE LOCATION FOR IT TO BE IN THE AREAS.

YEAH. ONE OF THE THINGS THAT WE DO WITH THE CITY OF FORT LAUDERDALE, WHICH IS SO WONDERFUL, IS THE GRANT THAT THEY PROVIDE US, ALSO PROVIDES TRANSPORTATION.

SO, YOU KNOW, SCHOOL BUS TRANSPORTATION IS SO INCREDIBLY DIFFICULT.

SO WE ACTUALLY PAY FOR CHILDREN FROM THE SCHOOLS TO COME TO THE MUSEUM AND THE MUSEUM AND THE CITY OF FORT LAUDERDALE FUND THAT.

HAVE A LIBRARY FOR THE LEGO.

WE HAVE LOTS OF LEGO.

WE HAVE 850,000 BRICKS IN THE MUSEUM RIGHT NOW.

WOW. THANK YOU.

IT'S A LOT. THANK YOU, THANK YOU.

I DEFINITELY WANT TO CHECK AND SEE IF YOU'RE IN MIRAMAR SCHOOLS.

NEXT WE HAVE LISA MALLOZZI.

OH MY GOODNESS. LOVE THE LOVE THE PROJECT.

I THINK IT'S FANTASTIC.

BUT I ALSO WANT TO MAKE SURE THAT WHILE I KNOW THAT CHILDREN THAT ARE NOT IN A, UNDERPRIVILEGED AREA COULD PAY FOR IT, BUT I THINK THEY THAT THEY COULD ALSO BENEFIT FROM IT.

SO I'D LIKE TO MAKE SURE THAT THAT'S GOING EVERYWHERE, BECAUSE I KNOW THAT CHILDREN ALL OVER COULD BECOME PLANNERS, COULD BECOME ANYTHING IF GIVEN THE OPPORTUNITY TO SEE.

AND THIS LOOKS LIKE IT'S AN INCREDIBLE, DIFFERENT WAY TO APPROACH THINGS THAT IS NOT SOMETHING THAT'S OUT THERE. AND I'D HATE FOR ANYONE TO BE LEFT OUT, SO I'D LOVE TO.

AGAIN, I DON'T THINK THAT, YOU KNOW, OTHER COMMUNITIES WOULD HAVE AN ISSUE IF THEY HAD TO PAY FOR IT, BUT I JUST WANT TO MAKE SURE THAT IT'S EVERYWHERE.

ABSOLUTELY. AND WE'RE HAPPY.

SHAMELESS PITCH. WE'RE HAPPY TO SPEAK.

COME SPEAK TO ANY OF THE COMMISSIONS, ANY OF THE CITIES ABOUT BRINGING THIS PROGRAM TO YOUR COMMUNITIES.

AND I'D LOVE TO SEE THE THE PETTING ZOO.

THANK YOU, THANK YOU.

DON'T FORGET, WE'RE GOING TO BE AT THE SCIENCE AT THE MUSEUM IN SEPTEMBER, SO THERE'S AN OPPORTUNITY, SO WE'LL GET TO SEE THEM.

THEN WE WILL HAVE THE PETTING ZOO OUT FOR YOU.

AND I WON'T NEED ALLERGY PILLS.

THANK YOU, BOARD MEMBER COOPER.

I AM JUST SIMPLY IN AWE OF THIS AMAZING, OBVIOUSLY PROBABLY ONE OF THOSE COMMUNITIES IN 3309 DOWN SOUTH WITH THE K THROUGH EIGHT AND A HIGH SCHOOL THAT'S STRUGGLING.

SO I'M SEEING YOU PROBABLY ARE THERE, BUT I AM GLAD I'M HEARING BECAUSE I'M SITTING HERE GOING LIKE, HOW CAN I GET MY KIDS THERE? SO DEFINITELY GOING TO BE REACHING OUT TO YOU BECAUSE, THERE'S AMAZING THINGS GOING ON AND THE YOUNGER KIDS TODAY ARE JUST ALL OVER IT.

I MEAN, YOU KNOW, I'M GOING TO BOAST A LITTLE BIT.

WE JUST OPENED A VERIZON PARTNERED AND WE HAD A FULLY OPENING FOR A VERIZON LAB, AND THEY'RE JUST ALREADY CODING AND BUILDING CARS AND, YOU KNOW, DOING, YOU KNOW, PLASTIC RECYCLING, 3D PRINTING.

SO, IT'S NEEDED.

BUT I'M INTRIGUED BY THE HIGH SCHOOL COMPONENT ESPECIALLY ESPECIALLY I MEAN, I JUST TEXTED LIKE, WE NEED THIS AT OUR HIGH SCHOOL, SO.

[01:40:07]

YEAH IT'S AN AMAZING PROGRAM, 80 PAID HIGH SCHOOL INTERNS WHO SPEND 25 HOURS A MONTH WITH US.

AND THEY'RE BRILLIANT.

YOU KNOW, YOU HEAR ABOUT THE KNUCKLEHEADS A LOT OF TIMES, BUT THERE ARE BRILLIANT KIDS COMING OUT OF THESE SCHOOLS AND THEY'RE DOING WHAT THEY HAVE TO DO.

AND, YOU KNOW, TO ME, I LEARNED A LONG TIME AGO, WHEN I MOVED TO HALLANDALE, I WENT TO THE ELEMENTARY SCHOOL AND WAS TALKING ABOUT THE BEACH.

IT'S ONLY FOUR MILES AWAY, AND THERE'S KIDS THAT HAVEN'T EVEN HAD THE EXPOSURE.

YOU KNOW, THEY HADN'T GONE TO THE BEACH.

THEY HADN'T BEEN TO A BEACH PARK.

I'M LIKE, YEAH.

SO EXPOSURE IS EVERYTHING.

IT JUST OPENS UP THE POSSIBILITY.

SO THANK YOU FOR YOUR PASSION AND SHARING THIS.

THANK YOU.

COMMISSIONER, IS IT COMMISSIONER BOARD MEMBER JAFFE.

I JUST WANT TO SAY THANK YOU SO MUCH FOR THIS PRESENTATION.

IT'S AWESOME. THE PARTNERSHIP.

WHOEVER CAME UP WITH THIS IDEA, I LOVE IT.

THE PARTNERSHIP BETWEEN THE MPO AND THE SCIENCE AND DISCOVERY.

I'VE SEEN SOME OF THE VIDEOS ONLINE OF WHAT YOU DO DOWN THERE WITH THE HIGH SCHOOL STUDENTS AND ALL THE STUDENTS COMING TO VISIT, AND WE'RE DEFINITELY LOOKING TO SEE IF WE CAN GET THIS OUT IN OTHER SCHOOLS AND OTHER COMMUNITIES BESIDES WHERE YOU'RE GOING RIGHT NOW.

AND FOR THOSE MEMBERS WHO LEFT PRIOR TO YOUR PRESENTATION THERE AT THE BOTTOM OF THE LIST, WE'RE ALL WE'RE GOING FIRST.

[LAUGHTER] THANK YOU.

THANK YOU SO MUCH.

I THINK EVERYBODY'S GOING TO BE CALLING YOU BOARD MEMBER DANIEL.

AM I ON? YES.

OKAY. JUST WANTED TO SAY THANK YOU.

I'M A SCHOOL PRINCIPAL, AND THE MOBILE HAS BEEN TO MY SCHOOL SEVERAL TIMES.

I EVEN HAVE IT AT FAMILY EVENTS.

YOUR WORKERS COME OUT.

THEY TRAINED LITTLE STATIONS FOR THE KIDS TO WORK.

IT'S FANTASTIC. IT'S ALWAYS A HIT.

I WAS EVEN WONDERING IF MAYBE ON A SATURDAY YOU COULD COME TO THE CITY, YOU KNOW, AND DO IT FOR THE KIDS IN THE CITY.

SO THAT WAY WE COULD ALL MAKE SURE IT'S THERE.

BUT IT'S EASY TO CONNECT.

YOU JUST CALL AND IT'S BASICALLY, HOW DOES YOUR SCHEDULE WORK? I LIKE THE MOBILE BECAUSE THEN I DON'T HAVE TO PAY FOR A BUS, EVEN THOUGH WE STILL GO TO THE SCIENCE MUSEUM.

BUT YOU DON'T HAVE TO PAY FOR A BUS.

YOU COME TO US AND VERY CONVENIENT, WELL TRAINED WORKERS.

WE APPRECIATE YOU. KEEP IT UP.

THANK YOU. THANK YOU.

BOARD MEMBER LONERGAN.

HEY. GOOD MORNING.

VERY MUCH APPRECIATE THE PRESENTATION.

EXCELLENT. I'M REALLY EXCITED ABOUT THIS.

I'M GOING TO ASK STAFF TO BE IN CONTACT WITH YOU.

ONE QUESTION I WOULD HAVE IS WHEN THE CITIES WORK WITH OUR LOCAL SCHOOLS, YOU KNOW, THE SCHOOL BOARD MAKES THE FINAL DECISIONS IN THOSE LOCAL SCHOOLS.

ARE YOU DOING ANY COMMUNICATIONS DIRECTLY WITH THE SCHOOLS OR THE SCHOOL BOARD? I SHOULD SAY.

SO WE DO. WE WORK REALLY CLOSELY WITH THE SCHOOL DISTRICT.

THE SUPERINTENDENT, HAS BEEN TO THE MUSEUM, YOU KNOW, LOTS OF TIMES VERY FAMILIAR WITH THIS PROGRAM.

WE'VE GOT REALLY GREAT CONNECTIONS WITH THE SCHOOL BOARD.

SO, DEBBIE HIXON FROM THE SCHOOL BOARDS ON OUR BOARD.

SO GREAT RELATIONSHIP.

EXCELLENT. WONDERFUL JOB.

I'LL BE HAVING OUR CITY REACH OUT TO YOU.

THANK YOU. THANK YOU.

THANK YOU SO MUCH FOR THE PRESENTATION.

AND THANK YOU FOR ALL THE GREAT QUESTIONS.

GREG THAT WAS AWESOME.

THANK YOU. THANK YOU SO MUCH, EVERYONE.

GOOD IDEA. [APPLAUSE] OKAY.

AND GREG, YOU HAVE A PRESENTATION.

YES. VERY BRIEFLY AS, MAYOR OR VICE MAYOR KIRDAHY, BASICALLY SAID SHE IS LEAVING US AND MAYOR KIRDAHY. EXCUSE ME.

SO SHE IS RETIRING, TERM LIMITED OUT.

AND HONESTLY, IF YOU THINK ABOUT THE NUMBER OF YEARS, EIGHT YEARS OF BEING ON THIS MPO, SHE WAS ABLE TO GET THE ENTIRE A1A PROJECT, NOT JUST THROUGH THE PLANNING STAGES, BUT FUNDED AND BUILT AND.

WOW.

THAT'S A GREAT STORY, BUT IT'S WHAT IT IS REALLY A GOOD STORY.

AND IN BIGGER PICTURE, YOUR VOICE IS GOING TO BE MISSED HERE.

AND A LOT OF TIMES VERY MODESTLY.

SHE GOES, OH, BUT I'M FROM A SMALL TOWN.

I DON'T THINK THAT MATTERS.

IT REALLY HONESTLY.

AND YOU LOOK AT WHAT YOUR PREDECESSOR ACTUALLY WE'RE GOING FORWARD WITH THE SAWGRASS EXPRESSWAY CONNECTION BECAUSE SOMEBODY FROM A SMALL TOWN SAID, HEY, WHY DON'T WE DO THIS? AND ACTUALLY THAT MOVED FORWARD AS WELL.

AND THAT'S $1 BILLION PROJECT.

SO EVERYBODY HAS A VOICE, EVERYBODY HAS THE ABILITY TO GET SOMETHING DONE AND EVERYBODY HAS A CHANCE TO TOUCH THE REGION.

CAN I ASK THE BOARD MEMBERS TO MAYBE GATHER IN THE CENTER HERE? I'D LIKE TO PRESENT, OR I'D LIKE OUR INCOMING CHAIR TO PRESENT YOU WITH THIS LOVELY LITTLE PLAQUE OF THANKS FOR YOUR TIME WITH US, AND WE REALLY DO APPRECIATE IT, EVERYBODY.

[APPLAUSE]

[01:45:08]

GO IN THE MIDDLE.

GO UP THERE.

IT'S TALL. YOU'RE TALL.

YOU CAN ALL SQUEEZE IN AS MUCH AS YOU CAN, PLEASE.

YEAH. THAT'S ALRIGHT. YEAH.

HOLD ON. ONE MORE. ONE MORE.

EYES OPEN.

ALL RIGHT.

123. LET'S DO ANOTHER ONE.

JUST IN CASE. ONE.

TWO. THREE. THANK YOU. THANK YOU.

WELL, SHE TURNED OUT SHE MIGHT NOT BE.

SHE MIGHT HAVE THANK YOU. GREAT.

CONGRATULATIONS. THANK YOU.

WE CAN GET OFF THE ISLAND NOW.

BUT THE MEETING IS ADJOURNED AT 11:20.
