BEFORE WE BEGIN, I JUST WANT TO GIVE A SHAMELESS PLUG TO A PROGRAM THAT'S GOING ON HERE AT THE MPO AND WEARING A SHIRT CALLED TRANSPORTATION ACADEMY.

THERE ARE EIGHT ELECTED OFFICIALS THAT ARE GOING THROUGH THIS FIVE-WEEK ACADEMY, OUR FIVE-MONTH LONG PROCESS ACADEMY WHERE WE'RE ACTUALLY TEACHING THEM THINGS THAT YOU ALL ALREADY KNOW. YOU KNOW, WHAT IS A LEVEL OF SERVICE, THOSE KIND OF THINGS ABOUT TRANSPORTATION.

SO THAT WAY THEY BECOME BETTER BOARD MEMBERS.

SO, IF SOME OF YOUR ELECTED OFFICIALS COME BACK AND START SAYING THINGS LIKE, OH, I KNOW ABOUT LEVEL OF SERVICE, THEY PROBABLY LEARNED IT HERE.

SO ONCE AGAIN, I'M BRIAN COLETTA, I WORK AT THE BROWARD MPO, AND I'M HERE TO TALK ABOUT THE 2024 MUNICIPAL CAPITAL PROJECT CYCLE.

IT'S ALSO KNOWN AS CYCLE FIVE IF YOU'VE BEEN KEEPING UP WITH THEM.

SO, THIS IS JUST A REMINDER.

IF THERE IS A DOLLAR OF SURTAX FUNDS THAT ARE COLLECTED FROM THAT $0.01 SALES TAX FOR TRANSPORTATION PASSED IN 2018, $0.90 OF IT GOES

TO BROWARD COUNTY TO USE FOR ADVANCEMENT OF TRANSPORTATION PROJECTS FOR THE COUNTY.

THE 10% THAT REMAINS IS THE MINIMUM ANNUAL GUARANTEE.

THAT IS THE GUARANTEE THAT THE COUNTY MADE TO EACH OF THE CITIES THAT THEY WOULD GET SOME FUNDS TO USE.

OF THAT 10% COMMUNITY SHUTTLE COMES OUT OF IT, AS YOU REMEMBER A FEW YEARS AGO, IT WAS A SHARED COST.

NOW IT'S TOTALLY PAID FOR BY THE COUNTY, EXCEPT FOR A COUPLE OF SMALL EXCEPTIONS THAT THE COUNTY DIDN'T PAY FOR.

AND THEN THE REMAINING FUNDS GO TO THE MUNICIPAL CAPITAL PROJECT.

SO THESE ARE THE PROJECTS THAT YOU ALL WANT TO BUILD.

OUR SOLE JOB IS TO RANK AND TO RECOMMEND WITHIN THAT FUNDING OF THE MINIMUM ANNUAL GUARANTEE.

SO, EVERYBODY AGREED TO WHAT WE CALL THE SECOND AMENDMENT.

AND THERE ARE SEVEN THINGS THAT MUST BE ACCOMPLISHED EVERY YEAR FOR THAT SECOND AMENDMENT, THE COUNTY ATTORNEY HAS TO EXAMINE EACH OF YOUR PROJECTS TO MAKE SURE THAT THEY ARE ELIGIBLE TO RECEIVE SURTAX FUNDS.

WE DO AN EVALUATION OF EACH OF THOSE PROJECTS AS YOU BUILD THEM.

I'LL TALK A LITTLE BIT MORE ABOUT HOW TO BUILD THEM LATER.

THE MAP ADMINISTRATOR PUTS IT INTO A FIVE-YEAR PLAN.

WE RANK AND WE RECOMMEND TO THE COUNTY WITHIN THE MINIMUM ANNUAL GUARANTEE OF FUNDS THAT THEY GIVE US APPROXIMATELY MID-APRIL EVERY YEAR.

IT'S KIND OF A COMPLICATED PROCESS, BUT IT STARTS WITH THE CITIES BUILDING AN APPLICATION ON OUR WEB PAGE THROUGH THE PORTAL.

YOU BUILD IT, I DO A THREE-STEP CHECK TO MAKE SURE THAT EVERYTHING IS SUBMITTED AS IT'S SUPPOSED TO BE.

SUCH AS IF THERE'S A RESOLUTION OF SUPPORT FROM THE GOVERNING BODY.

I MAKE SURE THAT THAT ACTUALLY IS APPLICABLE TO THAT PROJECT, AS OPPOSED TO UPLOADING A BLANK SHEET OF PAPER OR SOMETHING ELSE.

SO, I DO THIS CHECK FOR THREE DIFFERENT STEPS DURING THE OPEN ENROLLMENT PERIOD, WHICH IS WHERE WE'RE IN RIGHT NOW.

YOU CAN AFTER YOU FINISH THOSE THREE STEPS, YOU HAVE TO PUSH SUBMIT TO SUBMIT THAT AND HAVE THAT RANKED BY US.

WE IMMEDIATELY SEND IT OVER TO THE COUNTY ATTORNEY.

THEY DO THEIR ELIGIBILITY REVIEW FOR ALL THE PROJECTS.

AND IF ALL THE PROJECTS THAT ARE ELIGIBLE, WE THEN RANK AND THEN WE RECOMMEND IN THAT EXACT ORDER THAT THEY ARE RANKED UNTIL WE RUN OUT OF MONEY OF THAT MINIMUM ANNUAL GUARANTEE.

IT THEN GOES TO THE OVERSIGHT BOARD FOR ELIGIBILITY REVIEW.

ONCE THEY APPROVE IT, IT GOES TO THE COUNTY COMMISSION FOR TWO BUDGET ADOPTIONS IN SEPTEMBER AFTER THEY APPROVED BOTH OF THOSE.

THEN IT GOES TO THE MAP ADMINISTRATOR TO BE PUT INTO THE FIVE-YEAR PLAN.

IF YOU GO TO OUR WEBSITE, MY-MCPS.ORG YOU'LL FIND GUIDANCE ON HOW TO BUILD AN APPLICATION.

WE HAVE FILMED SOME TRAINING THAT IS UPLOADED ON THAT WEB PAGE FOR YOUR REVIEW.

SO, IF THE COUNTY ATTORNEY COMES OUT WITH A DOCUMENT THAT'S RELEVANT TO BUILDING THESE PROJECTS, WE WILL RELEASE IT TO THE SINGLE POINT OF CONTACTS AS WELL AS ANYBODY WHO HAS SIGNED UP FOR THE INFORMATION.

AND THEN THE COMMISSION CHANGES THEIR MIND EVEN THOUGH IT'S THE SAME COMMISSION.

AND THEN FINALLY, THE STEP THREE IS JUST THE FUNDING.

HOW MUCH MONEY YOU NEED? WHEN DO YOU PLAN ON STARTING THIS PROJECT? AND THE SCOPE OF WORK.

ARE YOU USING A CONSULTANT OR NOT? AND AFTER YOU GET THOSE THREE, YOU'LL SEE ON THE WEB PAGE THAT YOU'LL HAVE GREEN FOR THOSE THREE STEPS.

THERE WILL BE A PRESENTATION MADE BY RAJ SHANMUGAM FROM FDOT.

OKAY, GREAT. WELL, GOOD AFTERNOON, MR. CHAIR. AND THE TAC MEMBERS.

MY NAME IS RAJ SHANMUGAM.

HE GOT THE PRONUNCIATION RIGHT.

SO, KUDOS TO HIM.

AND I'M CURRENTLY WITH FDOT PLANNING DEPARTMENT.

AND I LIKE TO GO THROUGH THE STEPS AND THE EFFORTS THAT BEEN PUT IN GOING THROUGH THE URBAN BOUNDARY DESIGNATION.

AS YOU ALL KNOW, THE CENSUS HAPPENS EVERY TEN YEARS.

WE HAD THE CENSUS COMPLETED IN 2020.

THE ONE BEFORE WAS IN 2010.

WELL, I WASN'T AT FDOT IN 2010.

I WAS NOT DOING ANYTHING RELATED TO URBAN BOUNDARY OR FUNCTIONAL CLASSIFICATION AT THAT TIME.

SO, BUT WE ARE FORTUNATE TO HAVE CONSULTANTS WHO HAVE WORKED ON IT.

OUR CONSULTANT GENELIA LIU AND TINA MCKINNEY, WHO ARE HERE.

THEY DID THE HEAVY LIFT ON THIS.

SO, YOU KNOW, ANY DIFFICULT QUESTIONS? I'LL TRY TO GIVE IT TO THEM.

EASY QUESTIONS. I'LL ANSWER THEM.

SO, THEY ARE HERE, AND WE ARE FORTUNATE TO HAVE THEM.

AND TINA WAS A FORMER FDOT CENTRAL OFFICE EMPLOYEE WHO USED TO REVIEW THIS FOR AT THE CENTRAL OFFICE.

SO, WE ARE GLAD SHE'S IN OUR ON OUR SIDE.

AS I SAID, THE URBAN AREA BOUNDARY IS DONE EVERY TEN YEARS.

THE URBAN AREA BOUNDARY THIS TIME AROUND WAS BASED ON 5000 PEOPLE PER CENSUS BLOCK.

IT USED TO BE 2000 PER CENSUS TRACT.

SO THAT DESIGNATION HAS CHANGED.

SO, WE'RE GOING BY A DIFFERENT SET OF CRITERIA THAT'S BEEN PROVIDED TO THE FHWA.

I DON'T THINK THAT MADE MUCH OF A DIFFERENCE IN THE OUTCOME.

YOU'LL SEE IT LATER ON WHEN I SHOW IT, BECAUSE THE ENTIRE BROWARD COUNTY IS WITHIN THE URBAN AREA, SO NOT GOING TO MAKE ANY DIFFERENCE.

FUNCTIONAL CLASSIFICATION WILL BE COMING AFTERWARDS.

WE ARE KIND OF DONE SOME PRELIMINARY WORK IN FUNCTIONAL CLASSIFICATION BUT HAVEN'T GONE INTO A DEEP END YET.

BUT WHEN WE GET INTO THE DEEP END OF FUNCTIONAL CLASSIFICATION, WE WILL BE COORDINATING WITH THE MUNICIPALITIES AS WELL AS THE MPO TO MAKE SURE THAT YOUR ASPIRATIONS ARE TAKEN CARE OF.

SO, IN JANUARY 2023.

LOOKS LIKE A LONG TIME AGO, RIGHT? OVER A YEAR AGO WE GOT THE DATA, OR THE CENTRAL OFFICE RECEIVED THE DATA.

CENSUS DATA, AND THEY DISTRIBUTE IT TO THE DISTRICT OFFICE.

AND WE'VE BEEN WORKING WITH THE MPO PARTNERS AND TRYING TO COME UP WITH THE SMOOTHING.

WE HAVE A SMOOTHING THAT DONE FOR BROWARD COUNTY AS WELL, FOR THE ENTIRE DISTRICT FOR BECAUSE OF THE TIMELINE, WE DID SEND IT TO THE CENTRAL OFFICE BECAUSE THEY ARE THE ONE WHO'S GOING TO BE REVIEWING IT FIRST BEFORE IT'S SENT OUT TO FHWA.

BUT IF WE DO RECEIVE ANY COMMENTS TODAY, WE'LL INCORPORATE THAT TO BEFORE IT GETS OUT TO FHWA, IF THE FHWA APPROVES IT.

GOOD. WE ARE GOOD TO GO TO THE NEXT STEP, WHICH IS THE FUNCTIONAL CLASSIFICATION.

IF NOT, WE'LL BE COMING BACK TO US.

WE'LL GO THROUGH ANOTHER ROUND OF CHECKING AND MAKING ADJUSTMENTS AND SEND IT BACK TO, TO BRING IT BACK TO YOU ALL FOR YOUR APPROVAL.

WE ARE ALMOST NEARING MARCH, BUT WE ARE NOT BEHIND BECAUSE WE HAVE STARTED WITH THE FUNCTIONAL CLASSIFICATION.

SO, WE ARE OVERLAPPING THE EFFORT THAT WE ARE PUTTING INTO FUNCTIONAL CLASSIFICATION.

THEREFORE, WE'RE NOT GOING TO BE MISSING ANYTHING.

ONCE WE GET THE ASSIGNED DOCUMENTATION FROM THE FHWA, WE'LL BE DISTRIBUTING IT BACK TO THE MPO.

THE MAP FOR COPIES, MAP COPIES WILL BE UPDATING THE RCI ROADWAY CHARACTERISTICS INVENTORY, ONE OF THE MAIN THINGS THAT HAS TO HAPPEN TO RECORD IT.

AND THAT WILL BRING THE URBAN BOUNDARY DESIGNATION TO THE FINAL.

SO, HERE'S THE TIMELINE THAT WE HAVE.

YOU SEE THE OVERLAP BETWEEN THE FUNCTIONAL CLASSIFICATION DESIGNATION THAT'S IN THE LET ME CALL IT GREEN ON THE RIGHT SIDE.

AND THE BLUE IS THE URBAN BOUNDARY DESIGNATION.

AND WE'RE IN THAT OVERLAP PERIOD RIGHT NOW.

SO, ONE OF SOME OF THE CONSIDERATIONS THAT THAT WERE GIVEN IN CREATING THE URBAN BOUNDARY ROADWAY SHOULD NOT BE SPLIT OR THE RAMPS SHOULD NOT BE SLIPPED BY THE BOUNDARY, MEANING THAT WE DID RECEIVE AN URBAN BOUNDARY THAT WAS SHOWN RIGHT THROUGH THE MIDDLE OF A ROADWAY.

THAT'S A NO-NO.

WE YOU KNOW, WE WENT THERE AND ADJUSTED THAT SO THAT WE CAPTURE THE ENTIRE ROADWAY AS PART OF THE URBAN BOUNDARY.

IT SHOULD BE CONTIGUOUS AREA.

WE DON'T WANT TO HAVE SMALL SPECKS OF URBAN AREAS AND SAY, OKAY, THIS IS OUR URBAN AREA.

IT DOES. IT'S NOT GOING TO WORK.

AND THAT'S PART OF THE SMOOTHING PROCESS.

WE TAKE THOSE SPECKS AND SMOOTH IT OUT SO THAT IT IS A CONTINUOUS URBAN AREA.

IT SHOULD BE EASY TO DISCERN, SHOULD BE SIMPLE WITHOUT IRREGULARITIES.

THAT WAS ONE OF THE MAIN THINGS THAT WE RECEIVED.

THERE WERE A LOT OF IRREGULARITIES, NOT MUCH IN BROWARD COUNTY, IN OTHER COUNTIES.

IN IN DISTRICT FOUR, THERE WERE IRREGULARITIES.

WHEN I SAY IRREGULARITIES, IT DOESN'T MEAN ANYTHING WRONG WITH IT.

BUT THE WAY DESIGNATED, THE WAY THEY DESIGNATED THE BLOCKS, IT COMES OUT AS IRREGULAR, BUT WE HAVE TO SMOOTH IT OUT SO THAT IT DOESN'T SHOW AS IRREGULAR.

IT SHOULD FOLLOW THE MUNICIPAL BOUNDARIES OR THE OTHER PHYSICAL FEATURES.

FORTUNATELY, BROWARD IS NOT, YOU KNOW, NOT IN THAT.

BUT WE DO HAVE OTHER COUNTIES IN THE IN THE DISTRICT.

WE HAVE BOTH RURAL AND URBAN DESIGNATION WITHIN THE WITHIN THE MUNICIPAL BOUNDARIES.

THEREFORE, THERE ARE PLACES WE HAD TO USE AN EXCEPTION FOR THAT RULE.

IT SHOULD INCLUDE AREAS WITH URBAN CHARACTERISTICS SUCH AS THE AIRPORTS, INDUSTRIAL AREAS, TRANSPORTATION TERMINALS, MAJOR ACTIVITY CENTERS, ET CETERA. SO, WHAT DOES THE URBAN BOUNDARY DESIGNATION DOES IN PRACTICAL SENSE? OF COURSE, THE FUNCTIONAL CLASSIFICATION WILL BE CHANGED.

WE DON'T HAVE TO WORRY ABOUT BROWARD COUNTY BECAUSE THE ENTIRE COUNTY IS IN THE URBAN AREA, SO NOTHING IS GOING TO BE IN THE RURAL.

THEREFORE, THE FUNCTIONAL CLASSIFICATION AS IT IS RIGHT NOW NOT GOING TO CHANGE MUCH EXCEPT THERE ARE REQUESTS THAT ARE GOING TO COME FROM MUNICIPALITIES, AS WELL AS THE DATA THAT WE'RE GOING TO BE LOOKING AT WOULD PUSH US TO MAKE A CHANGE IN THE FUNCTIONAL CLASSIFICATION.

THEY'RE USED FOR THE HIGHWAY PERFORMANCE MONITORING SYSTEM.

SO, IF WE WERE TO CHANGE OR IF WE WERE TO REDUCE THE AMOUNT OF URBAN AREA, YOUR STATISTICS ARE GOING TO CHANGE AS WELL.

BUT WE DON'T HAVE TO WORRY ABOUT IN BROWARD COUNTY THE BLOCK GRANTS THAT YOU GET FOR PROJECTS WITHIN THE URBAN AREA BE AFFECTED IF YOU IF YOU REDUCE THE URBAN AREA.

AGAIN, WE DON'T HAVE TO WORRY ABOUT THAT IN BROWARD COUNTY BECAUSE EVERYTHING IS WITHIN THE URBAN AREA.

SO, THIS IS THE RESULTS WE HAVE.

SO, I'LL TALK ABOUT WHAT WE FOUND IN OUR RESILIENCY ASSESSMENT AND HOW WE'RE PLANNING FOR THAT.

SO, OUR SAFETY EMPHASIS AREA AS A CAVEAT TO THIS PRESENTATION, THAT OUR ASSESSMENT THAT WE PRESENTED OR THAT WE PUT TOGETHER WAS DONE BEFORE WE HAD OUR SAFE STREETS FOR ALL GRANTS APPLIED TO US.

SO AS PART OF THIS ASSESSMENT, YOU KNOW, OUR GOAL IS TO IDENTIFY WHERE ARE THOSE HOT SPOTS WITHIN OUR COUNTY THAT HAVE SOME OF THE MOST SEVERE AND FATAL CRASHES THAT WE SEE ON OUR LOCAL ROADWAYS AND OUR STATE ROADWAYS.

WE DID AN ASSESSMENT THAT LOOKED AT CRASHES FROM THE YEARS 2017 ALL THE WAY TO THE YEAR 2021.

THERE WERE ABOUT 300,000 CRASHES THAT WE HAD TO GO THROUGH TO IDENTIFY TRENDS.

ABOUT 1000 OF THOSE WERE RESULTED IN FATAL RESULTS.

AND THEN ABOUT 4000 OF THEM WERE INCAPACITATING.

SO HIGH INJURY CRASHES.

SO OUT OF ALL THE 300,000, 1000, 4000, THAT'S KIND OF CREATING OUR SEVERE NETWORK THERE.

SO, 5000.

I DON'T KNOW IF THAT'S A GOOD NUMBER.

OF COURSE WE WANT VISION ZERO.

BUT AND WHEN YOU THINK ABOUT ALL THE 300,000, 5000 IS A LOT LESS.

SO, STATE ROADWAYS AND 48.4% ARE ON THE OFF SYSTEM.

SO, THE LOCAL AND COUNTY ROADWAYS SOMETHING TO NOTICE.

THERE IS WE DO HAVE LESS STATE ROADS THAN WE HAVE OFF SYSTEM ROADS.

SO MAYBE THERE IS A LITTLE BIT OF OVERREPRESENTATION OF SEVERE CRASHES ON THE ON-STATE SYSTEM WHEN IT COMES TO THE ON STATE-ON-STATE SYSTEM WE HAVE AN OVERREPRESENTATION OF SEVERE PEDESTRIAN CRASHES.

ALSO, REAR END AND SIDESWIPE CRASHES.

AND THEN FOR THE OFF-STATE SYSTEM, WE HAVE PEOPLE INTERACTING A LOT WITH FIXED OBJECTS.

FDOT DOES A REALLY GOOD JOB OF IDENTIFYING THEIR TRENDS WITH THEIR OWN PRACTICES.

SO, WE TOOK IT UPON OURSELVES TO FOCUS ON WHAT DOT IS NOT DOING AS A BETTER USE OF OUR FUNDS.

SO, WHEN WE LOOK AT SEVERE CRASHES THAT INVOLVE PEDESTRIANS ON THE OFF SYSTEM, THEY'RE MORE LIKELY TO RESULT 15 TIMES MORE IN SERIOUS INJURY OR FATALITY.

LANE DEPARTURES OCCUR FOR ABOUT 30%.

36% OF ALL SEVERE CRASHES THAT WE HAVE.

14% OF ALL SEVERE CRASHES RESULT FROM.

REAR ENDS, AND 31% OF THEM RESULT FROM ANGLE LEFT TURN CRASHES.

AND WE ALSO HAVE 11.2 OR SO CRASHES INVOLVING SPEEDING, OR 11.2 TIMES MORE LIKELY TO RESULT IN SERIOUS OR FATAL INJURY.

SO, WHAT DOES THAT MEAN FOR US WHEN WE START LOOKING AT THESE TRENDS? WHAT ARE WE GOING TO DO WITH THIS ANALYSIS? SO, THE FIRST THING TO DO IS TO FIGURE OUT WHERE THOSE HOT SPOTS ARE, AND TO FIND OUT WHAT ARE THE TRENDS THAT WE'RE SEEING WITHIN THOSE HOT SPOTS.

SO, WE FIRST IDENTIFIED SPECIFIC AREAS THAT ARE RISING TO THE TOP.

THOSE ARE OUR ANGLE LEFT TURNS, OUR AGING ROAD USERS, LANE DEPARTURES, PEDESTRIAN BICYCLISTS, REAR ENDS AND MOTORCYCLE.

USING THOSE THEMES OR CRITERIA, WE ARE DEVELOPING OUR PRIORITY LIST THAT WILL BE USED TO AT THE TIME WAS TO USE TO CREATE STUDIES TO IDENTIFY WHAT ARE THE PROBLEMS THERE AND PROPOSE SOLUTIONS THAT WOULD EVENTUALLY BUILD PROJECTS.

AND THAT RESULTED IN 58 CORRIDORS AND 36 SIGNALIZED INTERSECTIONS.

NOW, THAT'S CHANGED A LITTLE BIT BECAUSE WE HAVE OUR SAFE STREETS FOR ALL GRANT.

SO OUR GOAL WITH THIS IS TO EVENTUALLY CREATE A PRIORITIZED LIST OF CORRIDORS OR INTERSECTIONS THAT SHOULD BE LOOKED AT FIRST AND DEVELOP SOME KIND OF EQUITY ANALYSIS TO PUT INTO THOSE CORRIDORS FOR PRIORITIZATION.

THIS WILL BE THE FOUNDATION OF THOSE HIGHLIGHTED AREAS FOR OUR BROWARD SAFETY ACTION PLAN AS PART OF OUR SAFE STREETS FOR ALL GRANT, SO THEY'LL BE ABLE TO LOOK AT THESE HOTSPOT AREAS, TAKE A FURTHER DEEP DIVE, AND THEN PROPOSE SOLUTIONS FOR THEM.

SO, LET'S TALK ABOUT SAFE STREETS FOR ALL REAL QUICK.

THEY'LL EXPLORE MULTIPLE AVENUES FOR FUNDING.

SO NOT ONLY OUR MPO ATTRIBUTABLE FUNDS, BUT POTENTIAL GRANTS IN THE FUTURE THAT COULD BUILD OFF OF WHAT THE WORK IS DONE.

AND THEN ONCE WE HAVE THAT ANALYSIS DONE WHERE WE HAVE PROPOSED SOLUTIONS TO THESE PRIORITY CORRIDORS, WE'LL EVENTUALLY BE ABLE TO PUT THEM INTO OUR 2050 METROPOLITAN TRANSPORTATION PLAN AS PART OF AN AMENDMENT THAT WE DO ANNUALLY, SO THAT THEY WILL BE PROJECTS THAT WILL FIGHT FOR OUR MPO ATTRIBUTABLE FUNDS.

THAT'S WHAT WE'RE THINKING ABOUT TECHNOLOGY HOLISTICALLY.

AND WHAT YOU'RE GOING TO HEAR ME TALK ABOUT AS PART OF THE METROPOLITAN TRANSPORTATION PLAN IS REALLY SUPPORTING WHAT IS BEING DONE BY OTHER PARTNERS THROUGHOUT THE REGION.

SO, THE FIRST TIER BEING POWERING THE FUTURE, WHICH REALLY FOCUSES ON UTILIZING ALTERNATIVE ENERGY SOURCES IN ORDER TO MOVE OURSELVES AROUND.

SO THAT INCLUDES THINGS LIKE ELECTRIC VEHICLES, BUT ALSO HYDROGEN VEHICLES AND ANYTHING ELSE THAT MAY BE ON THE HORIZON IN TERMS OF ALTERNATIVE FUELS.

THE SECOND TIER IS A DATA DRIVEN FUTURE.

SO, THIS IS ONE WHERE WE WANT TO LEVERAGE MORE SENSORS, MORE TECHNOLOGY OUT THERE TO GATHER DATA SO THAT WE CAN REALLY DO WHAT WE WANT TO DO IN THE THIRD TIER, WHICH IS DECISION MAKING IN THE FUTURE, WHERE WE LEVERAGE THEN THAT DATA AND USE TOOLS IN ORDER TO RUN SIMULATIONS AND MODELS THAT HELP US MAKE BETTER DECISIONS IN THE FUTURE AS WELL.

SO GOING THROUGH EACH ONE OF THESE TIERS, I'LL JUST DIVE A LITTLE BIT MORE INTO IT.

POWERING THE FUTURE, AS I MENTIONED, IS REALLY LOOKING AT DIFFERENT ALTERNATIVE FUEL SOURCES AND HOW WE CAN HOW WE CAN PROMOTE THAT WITHIN THE SYSTEM.

SO IN THE SHORT TERM, WE'RE REALLY LOOKING AT ELECTRIC VEHICLES.

WE KNOW THAT THAT'S A MAJORITY OF THE ALTERNATIVE FUEL VEHICLE SALES IS IN THE ELECTRIC VEHICLE REALM.

SO FROM OUR PERSPECTIVE THE FEDERAL GOVERNMENT PROVIDES US SOME FLEXIBILITY IN THE USE OF OUR SURFACE TRANSPORTATION BLOCK GRANT FUNDING OR MPO ATTRIBUTABLE FUNDING TO FUND EV INFRASTRUCTURE. AND THAT'S SOMETHING THAT WE WOULD LIKE TO DO AS PART OF THIS.

SO WITHIN THIS SECTION OF THE TECHNOLOGY FUNDING PROGRAM, WE WOULD LIKE TO BE ABLE TO FUND REGIONAL EV CHARGING INFRASTRUCTURE.

AND WE'RE THINKING OF DOING THAT IN A COMPETITIVE WAY AND USING THE EXISTING COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM IN ORDER TO SET UP A PORTION OF THAT PROGRAM WHERE LOCAL GOVERNMENTS CAN COME TO THE MPO AND APPLY FOR EV INFRASTRUCTURE FUNDING, THAT WOULD INCLUDE CHARGING STATIONS THAT WOULD INCLUDE THE UTILITIES THAT ARE REQUIRED TO SUPPORT THAT, AGAIN, ALL INCLUDED AS ELIGIBLE EXPENSES WITHIN THE NEW TRANSPORTATION BILL THAT CAME OUT.

SO WE WANT TO MAKE SURE THAT WE WE MAKE THAT ACCESSIBLE.

WE'RE LOOKING INTO DIFFERENT MECHANISMS BY WHICH WE CAN DO THAT.

AND THAT INCLUDES HAVING OUR OWN CONTRACTOR ON BOARD THAT WOULD BASICALLY COME OUT AND DO IT FOR YOU, SOUP TO NUTS, BECAUSE WE KNOW THAT THE LAP PROCESS FOR SOMETHING LIKE THIS WOULD BE RATHER DIFFICULT AND CUMBERSOME.

THE FURTHEST THAT WE COULD POSSIBLY GO IS LIKE USING SOLAR PANELS OVER THE ELECTRIC CHARGERS IN ORDER TO HELP, LIKE OFFSET SOME OF THE MAYBE CARBON-BASED FUELS THAT ARE USED TO POWER THE EV CHARGERS.

BUT IN TERMS OF LIKE JUST PUTTING OUT SOLAR PANELS, SAY YOU KNOW, OVER A PARKING LOT OR SOMETHING LIKE THAT, IT GETS A LITTLE TRICKY.

THIS FUNDING WOULD DEVELOP THE SMART METRO AND INNOVATIVE TRANSPORTATION MODELING PLATFORM THAT WILL INTEGRATE TRADITIONAL AND EMERGING DATA SOURCES, ANALYTIC AND MODELING TOOLS, AND ARTIFICIAL INTELLIGENCE TO CREATE AN IT BASED PLATFORM TO GUIDE NEAR MID- AND LONG-TERM TRANSPORTATION INVESTMENT DECISIONS.

IN THE CONTEXT OF BROWARD COUNTY'S DYNAMIC, MARKET DRIVEN LAND USE, RESILIENCY NEEDS, DEMOGRAPHIC SHIFTS, EQUITY, AND THE GROWING NEED FOR AN EFFECTIVE MULTIMODAL TRANSPORTATION SYSTEM.

SO SORRY. BECAUSE WE'RE AN MPO, WE CAN GET MORE MONEY THAN IF WE WERE NOT AT AN MPO.

SO, BROWARD MPO IS ELIGIBLE TO ASK FOR 5 MILLION INSTEAD OF 1 MILLION.

AND THEN WE ARE PARTNERING WITH BROWARD COUNTY, WHO PROVIDED THE LOCAL MATCH FOR US IN TERMS OF SOME PROJECTS, SOME STUDIES THAT THEY ARE ALREADY DOING.

THREE THAT STUDIES THAT THE INFORMATION WILL THEN FEED INTO WHAT IT IS THAT WE'RE DOING WITH THE SAFETY ACTION PLAN.

SO, EVERYTHING IS TRYING TO BE COMPLEMENTARY.

THE CONSULTANT PROCUREMENT PROCESS WE COMPLETED IN NOVEMBER, THE BOARD APPROVED THE CONTRACT, GOT THE CONTRACT SIGNED THE NEXT COUPLE OF MONTHS.

WE'RE DOING SOME OF THE STARTUP.

AND THEN THE CONSULTANTS HAVE DEVELOPED A PRETTY AGGRESSIVE 18-MONTH SCHEDULE SO THAT WE CAN BE COMPLETE BY JUNE 2025 AND TO LINE UP FOR THE NEXT ROUND, NOT THIS ROUND, BUT THE NEXT ROUND OF SS FOR IMPLEMENTATION FUNDING.

SO, FROM NOVEMBER, SOME OF THE BASIC ACTIVITIES WE GAVE THE NOTICE TO PROCEED TO OUR CONSULTANTS STARTED, YOU KNOW, REGULAR MEETINGS, A KICKOFF MEETING, STARTED GATHERING DATA CREATED THE PROJECT MANAGEMENT PLAN THAT DETAILS THE SCOPE AND THE CALENDAR AND THE AND THE SCHEDULE.

BUT WE ALSO HAD TWO COMMITTEES, AND YOU'LL HEAR A LITTLE BIT MORE ABOUT THOSE, BUT AN OVERSIGHT COMMITTEE AND A TECHNICAL WORKING GROUP AS PART OF THIS PROCESS, THE CONSULTANTS WERE ABLE TO LOOK THROUGH THE SCOPE AND IDENTIFY THAT THERE WERE 29 DIFFERENT DELIVERABLES.

AND SOME OF THESE WILL BE INDEPENDENT PIECES.

YOU KNOW, THEY DELIVER THEM ONCE AND THEY GO ON.

BUT NUMBER SIX, COMMITTEE MEETING AGENDAS, PRESENTATIONS THAT WILL BE AN ONGOING THING.

SO, THROUGH THE LENGTH OF THE PROJECT, WE'LL HAVE 29 DIFFERENT DELIVERABLES AND A FAIRLY AGGRESSIVE SCHEDULE TO MAKE SURE THAT WE'RE COMPLETE BY JUNE 2025.

SO, OVERSIGHT COMMITTEE MEETS QUARTERLY HIGH-LEVEL REVIEW.

TECHNICAL WORKING GROUP IS MONTHLY MEETINGS.

AND THEY'RE GOING TO BE IN THERE, YOU KNOW UP TO THEIR ELBOWS DEALING WITH SOME OF THE DETAILS.

SINCE WE'VE GOTTEN THE, THE, THE NOTICE TO PROCEED AND SINCE NOVEMBER, DECEMBER, WE'VE COMPLETED THESE DIFFERENT THINGS, SOME DIFFERENT DELIVERY OF DELIVERY OF PROJECTS, DIFFERENT COMMITTEE MEETINGS DRAFTING THINGS CAN KICKING OFF DIFFERENT TOPICS SUCH AS WEBSITE AND RAIL SAFETY.

AND SO, WE WANTED TO LEARN FROM EACH OTHER.

SO, WE'VE REACHED OUT TO ORLANDO, SARASOTA, JACKSONVILLE, SOME COMMUNITIES AROUND PALM BEACH AND MIAMI.

TO LEARN FROM EACH OTHER, TO SHARE INFORMATION AS MUCH AS POSSIBLE.

SO, IF WE HAVE IN OUR STUDY HAVE DONE SOME ANALYSIS OF SOMETHING, WE CAN SHARE THAT WITH THEM.

THE IDEA IS WITH THE DEMONSTRATION GRANT, IT'S NOT NECESSARILY A PERMANENT IMPROVEMENT, BUT THE FEDS HAVE ALSO LET US KNOW IF YOU DO A TEST AND IT WORKS WELL, THEY DON'T NECESSARILY WANT YOU TO TAKE IT OUT.

THEY'D LIKE TO SEE IF YOU CAN MAKE IT A LITTLE MORE PERMANENT.

SO, THIS YEAR FOR US, BECAUSE WE DON'T HAVE A FINISHED SAFETY ACTION PLAN, WE CAN'T APPLY FOR THE IMPLEMENTATION GRANT.

OUR FRIENDS IN DEERFIELD BEACH HAVE ADOPTED A VISION ZERO PLAN AND ARE DOING A DEMONSTRATION GRANT PROJECT THIS YEAR, AND THEN WE'LL BE GOING AFTER AN IMPLEMENTATION GRANT TO, I GUESS, MAKE IT MORE PERMANENT.

SO THAT'S WHERE WE WANT TO COORDINATE BUT BE READY BY NEXT YEAR WHERE WE CAN APPLY FOR IMPLEMENTATION GRANT FUNDING, THE DEMONSTRATION GRANTS, YOU CAN ASK FOR UP TO $10 MILLION, WHEREAS THE IMPLEMENTATION GRANTS ARE UP TO 25 MILLION.

YOU KNOW, WHAT DO THEY SEE AS A-1A'S ROLE IN THEIR COMMUNITY, AND HOW DO THEY USE IT, AND WHAT KINDS OF ISSUES ARE THEY SEEING THAT COULD POTENTIALLY BE LOOKED AT THROUGH THIS PROJECT AND THE FOLLOW ON BETWEEN BACK IN THE SUMMER OF LAST YEAR, WE CONVENED A MEETING RIGHT HERE AT THE MPO, CONVENED A SERIES OF TWO MEETINGS HERE AT THE MPO WHERE WE HELD ROUNDTABLES WITH EACH OF THE COMMUNITIES AND SPENT ABOUT TWO HOURS IN A ROOM JUST GOING THROUGH THOSE THINGS, WRITING THINGS UP ON A WALL.

AND WHAT WE DISTILLED DOWN FROM THAT WAS THERE WERE FOUR GENERAL AREAS THAT THAT THE COMMUNITIES AND THE SPECIAL USERS HAD IN MIND, ONE HAVING TO BE RELATED TO THE, THE SIDEWALK CONTINUITY AND HOW THEY FUNCTIONED.

AND ADA ANOTHER HAD TO DO WITH THE MULTIMODALITY OF THE CORRIDOR, YOU KNOW, IN SOME PLACES IS VERY VEHICLE CENTRIC.

HAD ISSUES WITH DELIVERY VEHICLES, NON-CONTINUOUS OR NONEXISTENT BICYCLE FACILITIES.

SO WANTED US TO LOOK AT THAT AS WELL.

ANOTHER THING WAS THE, THE CONFLICTS BETWEEN OFTENTIMES FAST VEHICULAR TRAFFIC AND SLOW-MOVING VULNERABLE USERS ON PEDESTRIANS AND BICYCLES. SO HOW DO WE MAKE THAT MORE COMFORTABLE? SLOWING THE SPEEDS REDUCING THE FACT OF THAT, THE FACT OF A-1A BEING A BARRIER.

YOU HAVE A LOT OF PEOPLE THAT ARE ON THE BUSINESS SIDE THAT WANT TO GET TO THE BEACH.

AND SO, YOU HAVE A LOT OF PEOPLE CROSSING A-1A ALL ALONG THE 28 MILES.

AND FINALLY, ONE OF THE THINGS THAT WAS ON, ON EVERYBODY'S MIND WAS THIS IDEA OF YOU KNOW, SEEING MORE WATER THAN THEY USED TO AND SEEING PONDING, FLOODING ISSUES THAT HADN'T BEEN THAT, THAT THEY'D SEEN OVER THE PAST COUPLE OF YEARS THAT THEY REALLY HADN'T SEEN BEFORE.

AND SO, ARE THERE WAYS THAT THAT DIFFERENT CONCEPTS COULD, COULD ADDRESS THAT? SO, WE TOOK ALL OF THAT INPUT AS A TEAM, AND WE WENT BACK AND PUT OUR PENCILS TO PAPER AND CAME UP WITH A BUNCH OF IDEAS AND THEN BROUGHT THIS, THESE INITIAL CONCEPTS BACK TO THE COMMUNITY IN A SERIES OF OPEN HOUSES.

AND THE ONE OPEN HOUSE WAS HELD IN NOVEMBER RIGHT ACROSS THE HALL HERE.

HAD INVITED ALL OF THE COMMUNITY STAKEHOLDERS TO COME BACK IN, SEE IT.

DID WE GET THIS RIGHT? WHAT DO YOU THINK MADE A LOT OF REFINEMENTS BASED ON THAT? WENT BACK, MADE ALL THOSE REFINEMENTS, AND THEN CAME BACK AGAIN TO THE SAME ROOM AT THE END OF JULY AND SAID, OKAY BROUGHT IN ALL THE STAKEHOLDERS AGAIN, HELD ANOTHER OPEN HOUSE.

ARE WE ON THE RIGHT TRACK HERE? GENERALLY, WE GOT A LOT OF THUMBS UPS.

WE GOT SOME OTHER COMMENTS THAT WE NEED TO TAKE A LOOK AT THIS.

AND THAT'S WHAT WE'VE BEEN WORKING ON OVER THE PAST COUPLE OF MONTHS AS WELL.

SO, SAFETY, ESPECIALLY FOR CRASHES, THAT'S, THAT'S RELATED TO PEOPLE WALKING AND BIKING AND SEVERE INJURY CRASHES AND FATALITY CRASHES, THOSE HOTSPOTS WHERE THE PROBLEMS ARE AND TRANSPORTATION RESILIENCY WHERE WE HAVE ISSUES WITH DRAINAGE, WITH KING TIDE, FLOODING WITH EXTREME HEAT AND ALSO TRAFFIC OPERATION AND CAPACITY.

SO THOSE ARE ALSO PART OF THE.

USE OF THE A-1A CORRIDOR.

AND I WANT YEAH, TRANSIT USERS, OF COURSE, TRANSIT QUALITY OF SERVICE IS PART OF THE ANALYSIS.

SO THAT ANALYSIS COVERS THE KIND OF QUALITATIVE ASSESSMENT OF HOW, WHAT QUALITY OF SERVICE THAT WE'RE PROVIDING ALONG PROVIDING THE, THE BICYCLE, THE BICYCLE RIDERS AND PEDESTRIANS ALONG THE CORRIDOR.

SO, WITH THIS INPUT TOGETHER WITH, YOU KNOW, SORRY WRONG BUTTON TOGETHER WITH SO THE ANALYSIS TOGETHER WITH THE INPUT WE GOT FROM THE LOCAL AND OBSERVATION FIELD OBSERVATION, WE SEE WE MADE QUITE A FEW ROUNDS OF OBSERVATION AND QUALITATIVE ASSESSMENT.

AND ALSO, THE ROADWAY CONTEXT.

WE COME UP WITH TWO GROUPS OF CONCEPTS AND GROUP ONE.

WE CALL IT A CORRIDOR WIDE STRATEGY, WHICH REALLY APPLIES TO THE ENTIRE 28 MILES OF A-1A AND THE TOP TWO OF THE GROUP ONE NUMBER ONE IS WE WANT TO ESTABLISH A TARGET SPEED OF 30MPH.

AND NUMBER TWO IS REINFORCING THAT TARGET SPEED BY INCORPORATING SOME CONSISTENT.

THIS IS A VERY IMPORTANT FACTOR.

CONSISTENT AND FREQUENT SPEED MANAGEMENT DEVICES, INCLUDING VERTICAL AND HORIZONTAL DEFLECTION AND ENHANCED CROSSWALK AND SOME SIGNAL ADJUSTMENT.

SO, WE REALLY NEED TO DESIGN FOR THAT FOR IN ORDER TO ACHIEVE THE 30MPH DESIGN SPEED.

WE BELIEVE BY DOING THAT WE REALLY HAVE OPPORTUNITY TO BRING THE, THE REALLY TO BRING IN THE TRAFFIC SPEED, TO SLOW DOWN THE TRAFFIC SPEED AND BRING THEM MORE IN LINE WITH HOW OTHER USERS ARE USING THIS CORRIDOR DINING, SHOPPING, VISITING, RIDING BUSSES RIDING BUSSES AND, AND ALSO SCOOTER SCOOTERING REALLY AND THAT REALLY GAVE US A LOT OF GREAT OPPORTUNITIES.
