WE I'D LIKE TO OPEN THIS UP IN OUR SERIES OF THREE PRESENTATIONS WITH OUR 2021 FEDERAL LEGISLATIVE INITIATIVES. NOW, THIS IS A TWO PART SESSION.
FIRST, WE'RE GOING TO BE DOING OUR LEGISLATIVE INITIATIVES.
THEN WE'RE GOING TO BE LOOKING AT THE STATE INITIATIVES.
SO FOR THE FIRST HALF, I'M JOINED BY OUR LOBBYIST AT HOLLAND AND KNIGHT, LAURI HETTINGER AND LISA BARKOVIC. THEY'LL BE INTRODUCING THEMSELVES.
WE'RE GOING TO START OFF WITH AN UPDATE OF THE FEDERAL ELECTIONS AND HOW THAT'S AFFECTED NOT JUST THE PRESIDENT SEATS, BUT ALSO THE SENATE AND HOUSE REPRESENTATIVES.
SO THIS PRESENTATION HAS BEEN UPDATED ACTUALLY TWICE SINCE IT'S BEEN MAILED OUT TO YOU.
AND WE'LL MAKE SURE WE GET THAT TO YOU LATER THIS AFTERNOON.
SO WITH THAT, LET'S TURN IT OVER TO LAURI AND LISA.

WE'RE GOING TO GET STARTED OFF BY TALKING ABOUT THE PRESIDENTIAL RACE.
PRESIDENT-ELECT BIDEN HAS SECURED THE 270 ELECTORAL VOTES NEEDED TO BECOME OUR NEXT PRESIDENT, BUT AS YOU KNOW, PRESIDENT TRUMP IS STILL HAVING SOME LEGAL CHALLENGES THAT IN VARIOUS STATES ACROSS THE COUNTRY CHALLENGING THOSE ELECTION RESULTS.
REGARDLESS, PRESIDENT-ELECT BIDEN IS MOVING FORWARD WITH HIS TRANSITION TO THE PRESIDENCY. JUST YESTERDAY, HE ANNOUNCED HIS CHIEF OF STAFF WILL BE RON KLAIN.
AND THEN EARLIER THIS WEEK, HE ANNOUNCED HIS TRANSPORTATION AGENCY REVIEW TEAMS. IT'S GOING TO BE LED BY PHIL WASHINGTON, WHO IS THE CEO OF L.A.
METRO. OTHER NOTABLE NAMES ON THE AGENCY REVIEW TEAM FOR THE DEPARTMENT OF TRANSPORTATION IS POLLY TROTTENBERG, WHOM THE MPO DID MEET WITH AT SOME TIMES WHEN SHE WAS WORKING AS THE UNDERSECRETARY FOR POLICY UNDER PRESIDENT OBAMA.
OTHER NAMES ARE TERESA MCMILLAN, WHO IS THE ACTING FTA ADMINISTRATOR UNDER PRESIDENT OBAMA. SO THERE ARE QUITE A FEW THINGS THAT ARE GOING ON AND THESE AGENCY REVIEW TEAMS TAKE A DEEP DIVE INTO UNDERSTANDING WHAT IS NEEDED AT THE DEPARTMENTS AND WITHIN THE AGENCIES TO PROVIDE A SMOOTH TRANSITION COME IN JANUARY.
NEXT SLIDE. HERE ARE THE ELECTION RESULTS FOR THE HOUSE OF REPRESENTATIVES.
WE HAVE 15 SEATS THAT HAVE NOT CALLED YET, BUT YOU'LL NOTE HERE IS THAT SO FAR WHAT WE HAVE IS A SLIMMER MAJORITY FOR THE DEMOCRATS IN 2021.
RIGHT NOW, DEMOCRATS HAVE 218 SEATS CALLED FOR THEM.
REPUBLICANS HAVE ALREADY INCREASED THEIR NUMBER OF MEMBERS AT 202.
WE STILL EXPECT THAT NANCY PELOSI WILL BE THE SPEAKER OF THE HOUSE.
WE DON'T EXPECT THAT WITH THESE UNCALLED RACES BECAUSE THE DEMOCRATS HAVE SECURED THE 218 NEEDED FOR MAJORITY, BUT OBVIOUSLY A SLIMMER MAJORITY FOR THE SPEAKER TO BE WORKING WITH COME 2021. NEXT SLIDE.
HERE'S JUST A QUICK SNAPSHOT OF THE FLORIDA HOUSE RACE RESULTS.
MANY OF OUR SAME MEMBERS ARE RETURNING, PARTICULARLY.

WE'RE VERY HAPPY TO SEE OUR BROWARD CORE DELEGATION MEMBERS RETURN.WE HAVE TWO NEW MEMBERS IN THE DELEGATION.
CARLOS GIMENEZ AND MARIA ELVIRA SALAZAR WILL BE JOINING THE DELEGATION IN THE NEW YEAR.
NEXT SLIDE. AND THE SENATE IS WHERE WE'RE ALL ALSO FOCUSING OUR ATTENTION RIGHT NOW.
THE REPUBLICANS ARE EXPECTED TO MAINTAIN MAJORITY AND WE STILL HAVE SOME RACES THAT ARE UNCALLED FOR. AND AS YOU CAN LOOK AT THE NUMBERS HERE, IT IS VERY CLOSE TO THE DEMOCRATS BEING ABLE TO CLAIM A MAJORITY OF THE SENATE, WHICH THEN YOU'LL HAVE A SUPERMAJORITY OF THE DEMOCRATS WITH WHITE HOUSE, WITH THE HOUSE AND THE SENATE.
OBVIOUSLY, WE'RE ALL LOOKING TO SEE WHAT GEORGIA DOES.
WHO KNEW THAT GEORGE WAS GOING TO BE A BATTLEGROUND STATE? BUT WE HAVE TWO RUN OFF RACES SCHEDULED FOR JANUARY 5TH AND THEN WE'LL KNOW CLOSER TO WHETHER REPUBLICANS HAVE KEPT THE MAJORITY OF THE SENATE OR NOT.
AND THIS IS A BIG THOUGH, BECAUSE IT WILL DETERMINE EXACTLY WHAT THE POLICY AGENDA WOULD LOOK LIKE FOR PRESIDENT-ELECT BIDEN.
HIS AGENDA WILL BE DIFFERENT IF THE DEMOCRATS CAN CLAIM MAJORITY OF THE SENATE.
NEXT SLIDE. SO THIS IS JUST A QUICK SHOT OF THE KEY SENATE RACES AND HOW THEY WERE CALLED.
YOU CAN SEE THE GEORGIA SEATS THAT ARE STILL LEFT OUT THERE.

THIS IS IMPORTANT, TOO, BECAUSE OBVIOUSLY, AS WE'VE SEEN THROUGH ALL ADMINISTRATIONS, SOMETIMES CHALLENGES TO LAWS AND LEGISLATION START AT THE STATE LEVEL.
AND WHO IS YOUR GOVERNOR OF THE STATE.
SO JUST A QUICK SNAPSHOT HERE THAT THERE ARE 27 REPUBLICAN GOVERNORS TO 23 DEMOCRATS AT THIS TIME. NEXT SLIDE.
AGAIN, JUST A QUICK SNAPSHOT OF THE STATE ATTORNEY GENERAL RACE RESULTS, AND WE'RE JUST MENTIONING THIS, TOO, BECAUSE, LIKE I SAID, WHEN ONE ADMINISTRATION STARTS, THERE CAN BE CHALLENGES TO THE POLICY THAT CONGRESS AND THE ADMINISTRATION IS PUTTING FORWARD.
AND THIS IS KIND OF ORGANICALLY STARTS AT THE STATE LEVEL.
NEXT SLIDE, SO THAT BRINGS US TO THE CONTROL OF STATE LEGISLATURES.
WE THOUGHT THAT THERE WAS GOING TO BE A FEW MORE WINS FOR THE DEMOCRATS TO FLIP CURRENT REPUBLICAN LED STATE LEGISLATURES.
THAT ONLY HAPPENED IN NEW HAMPSHIRE.
SO JUST KIND OF SOMETHING TO KIND OF KEEP IN MIND MOVING FORWARD.
I'M GOING TO PASS THIS OFF TO MY COLLEAGUE LAURI TO TALK ABOUT WHAT THE RESULTS OF THESE ELECTIONS, WHAT THAT WILL MEAN FOR THE LAME DUCK SESSION.
LAURI? GOOD MORNING, EVERYONE.
GLAD TO MEET YOU, SEE YOU AGAIN, VIRTUALLY.
WE'RE SAD WE WEREN'T ABLE TO SEE YOU IN PERSON.
BUT IT IS GOOD TO CATCH UP WITH ALL OF YOU TODAY.
TO SETTLE THINGS ARE GOING TO HAPPEN IN THE LAME DUCK SESSION, AS LISA SAID, IS STILL UNCLEAR RIGHT NOW, WHICH [INAUDIBLE] LEADERSHIP OF THE SENATE, BUT IS LOOKING MORE AND MORE LIKE REPUBLICANS WILL PROBABLY RETAIN CONTROL.
CUZ LOOKS AT THE GEORGIA RACES.
ONE OF THEM IS TRENDING REPUBLICAN.
BOTH SPEAKER PELOSI AND MAJORITY LEADER MCCONNELL HAVE SAID THEY DO WANT TO TACKLE COVID THIS YEAR.
NOW THAT THE ELECTION IS OVER, HOPEFULLY IS LESS PARTISAN AND CONGRESS CAN ACTUALLY WORK TOGETHER TO GET SOMETHING DONE.
SO WE'RE VERY HOPEFUL THAT THAT CAN GET DONE.
THE SENATE JUST RETURNED ON MONDAY AND THE HOUSE IS RETURNING NEXT WEEK.
SO WE SHOULD KNOW MORE NEXT WEEK ON WHAT THAT COULD LOOK LIKE.
APPROPRIATIONS IS STILL OUT THERE OPERATING UNDER A CONTINUING RESOLUTION UNTIL DECEMBER 11TH. THIS HOUSE HAS PASSED ALL OF ITS APPROPRIATION BILLS AND THE SENATE JUST RELEASED ITS APPROPRIATION BILLS ON TUESDAY.

SORRY, JUST RELEASED ITS APPROPRIATION BILLS ON TUESDAY.
I'LL GO IN A SECOND, TALK MORE ABOUT THAT.
SO WE'RE HOPING THERE'LL BE A BIG OMNIBUS AND THEN I KNOW MANY OF YOU CARE VERY MUCH ABOUT PORTS. THE WATER RESOURCES DEVELOPMENT ACT CONFERENCE REPORT, WHICH PROVIDES MONEY FOR PORT INFRASTRUCTURE, WILL ALSO BE JOINING LAME DUCK.
AND THEN LASTLY, THE NATIONAL DEFENSE AUTHORIZATION ACT AS WELL.
SO THEY'RE HOPING TO ADJOURN AT THE END OF DECEMBER FOR THE HOLIDAYS.
NEXT SLIDE. LOOKING AT NEXT YEAR, AS YOU KNOW, THE FAST ACT EXPIRES SEPTEMBER 30TH, BUT THE SENATE AND HOUSE HAVE INTRODUCED THEIR BILLS THIS PAST YEAR. THE HOUSE WAS ABLE TO PASS ITS BILL.
FROM THE SENATE SIDE, ONLY ONE COMMITTEE PASSED ITS BILL, EPW ENVIRONMENT PUBLIC WORKS.

AND THIS IS THE HIGHWAY PORTION OF THE BILL.WE STILL HAVE TWO MORE COMMITTEES ON THE SENATE SIDE THAT NEED TO CONSIDER THEIR BILL.
SENATE BANKING, WHICH OVERSEES TRANSIT.
SENATE COMMERCE, WHICH OVERSEES RAIL AND GOODS MOVEMENT.
BUT MOST IMPORTANTLY, CONGRESS HAS NOT DECIDED HOW TO PAY FOR IT.
BOTH COMMITTEES HAVE SAID IN LEADERSHIP THAT THEY WANT TO GET THIS DONE IS SOMETHING THEY CAN GET DONE ON A BIPARTISAN [INAUDIBLE] NEXT YEAR.
WE HAD A LOT OF WINS IN BOTH THE HOUSE AND SENATE BILLS LAST YEAR, INCLUDING ONE OF YOUR TOP PRIORITIES, THE CREATION OF A PILOT PROGRAM FOR MPO'S A LARGER SLOT, A LARGER SIZE, INCLUDING BROWARD TO DIRECTLY RECEIVE MONEY FROM DOT INSTEAD OF GOING TO THE STATE DOT, FOR DOT. THAT IS IN THE HOUSE BILL.
AND WE'RE GOING TO WORK REALLY CLOSELY WITH OUR SENATORS TO MAKE SURE IS INCLUDED IN THE SENATE BILL AS WELL. NEXT, AS PRESIDENT BIDEN, PRESIDENT-ELECT BIDEN WILL SOON START ANNOUNCING HIS NOMINEES FOR THE FEDERAL AGENCIES AND THE SENATE IS IN CHARGE OF CONFIRMING THAT.
THIS IS IMPORTANT BECAUSE THE CONGRESSIONAL COMMITTEES WILL HOLD HEARINGS, WITH EACH, WITH EACH OF THESE NOMINEES AND THE SENATORS WILL ALSO HAVE AN OPPORTUNITY TO MEET WITH THEM ON A PERSONAL BASIS.
SO THIS COULD GIVE US ANOTHER OPPORTUNITY FOR BROWARD TO ASK QUESTIONS FOR SENATORS TO ASK THE DOT HEADS.
PRESIDENT-ELECT BIDEN AND CONGRESS HAS ALSO SAID AN INFRASTRUCTURE BILL IS A TOP PRIORITY AS WELL. WITH THE REPUBLICANS PROBABLY RETAINING CONTROL OF THE SENATE.
WE'RE PROBABLY NOT GOING TO SEE A LARGE BILL LIKE ARRA, THE AMERICAN RECOVERY AND REINVESTMENT ACT, BUT WE STILL COULD SEE SOME TYPE OF INFRASTRUCTURE BILL, IF THE ECONOMY CONTINUES TO DO POORLY IN NEXT QUARTER OF NEXT YEAR.
AND IF UNEMPLOYMENT CONTINUES TO BE HIGH, THERE COULD BE ADDITIONAL MONEY IN THE VARIOUS APPROPRIATION BILLS, OR WE COULD SEE A BILL FOR MORE MONEY FOR TRANSPORTATION AND WATER AND BROADBAND AND THAT AND THAT SORT OF THING.
SO WE'LL KEEP YOU CLOSELY UP TO DATE ON THAT TO MAKE SURE THE PROGRAM Y'ALL RELY ON FROM DOT ARE INCLUDED IN THAT BILL.
NEXT SLIDE. THIS IS JUST A QUICK OVERVIEW OF COVID, THE PRIORITIES OF WHAT THE HOUSE AND SENATE HAVE BEEN ASKING FOR.
BUT JUST AT A HIGH LEVEL SNAPSHOT FOR BROWARD AND FOR MANY OF YOUR COMMUNITIES, MORE MONEY FOR LOCAL GOVERNMENTS IS TOP PRIORITY.

THERE WILL BE A RACE BECAUSE OBVIOUSLY YOU CAN SEE ON OUR LIST HERE, CONGRESSWOMAN DELAURO FROM CONNECTICUT, MARCY KAPTUR FROM OHIO, ALSO WANT TO BE CONSIDERED FOR THAT CHAIRMANSHIP SLOT.
SO IT WOULD BE GREAT IF WE COULD GET THE CONGRESSWOMAN AS CHAIRWOMAN.
IF YOU REMEMBER THE DAYS LONG AGO WHEN BILL YOUNG FROM PINELLAS COUNTY WAS THE CHAIRMAN OF THE APPROPRIATIONS COMMITTEE, HE REALLY TOOK A APPROACH THAT HE REPRESENTED ALL OF FLORIDA WHEN HE WAS CHAIRMAN.
BUT PARTICULARLY IF WE WOULD HAVE CONGRESSWOMAN DEBBIE WASSERMAN SCHULTZ FROM BROWARD, THAT WOULD BE TOP NOTCH.
JUST A QUICK OVERVIEW. THERE ARE GOING TO BE THE SENATE COMMITTEE LEADERSHIP, THERE ARE GOING TO BE A NUMBER OF CHANGES IN COMMITTEES.
REPUBLICANS REQUIRE MEMBERS TO BE TERM LIMITED ON THEIR COMMITTEES.
WE ALSO HAVE A FEW RETIRING MEMBERS TOO.
THE COMMITTEE WE CARE ABOUT ENVIRONMENT PUBLIC WORKS, WILL HAVE A NEW CHAIR.
SENATOR BARRASSO IS GOING TO MOVE OVER TO THE ENERGY COMMITTEE.
IT WILL BE SENATOR SHELLEY MOORE CAPITO.
BOTH LISA AND I HAVE GREAT RELATIONSHIPS WITH THAT OFFICE.
SHE IS SHE WORKS VERY WELL WITH THE RANKING MEMBER, TOM CARPER OF DELAWARE, WHO WILL REMAIN RANKING MEMBER.
SHE CARES VERY MUCH ABOUT ROADS AND BRIDGES AND INFRASTRUCTURE LIKE THAT IN RAIL.
AND WE THINK SHE COULD BE A GREAT ALLY FOR US.

I THINK WE'RE OPEN FOR ANY QUESTIONS YOU MIGHT HAVE.
WELL, ACTUALLY, AT THIS TIME, NO PROBLEM. SO NOW THAT WE SET THE STAGE THAT THERE'S EFFECTIVELY A LOT OF CHANGE COMING,

WE WANT TO REVIEW OUR PRIORITY INITIATIVES AND LAURI AND LISA, IF YOU COULD JUST GIVE SOME BACKGROUND ON WHY WE'RE KEEPING THESE IN.SO THE FIRST SLIDE ARE WHAT WE'VE BEEN WORKING ON FOR THE PAST COUPLE OF YEARS AND MAKING GAINS ON AND THEN THE NEXT SLIDE ARE OUR NEW PROPOSALS BASED ON THIS CHANGE IN THESE CHANGES IN LEADERSHIP.
I'LL DO THE FIRST ONE LISA, IF YOU WANT TO DO THE SECOND ONE.
INCREASING THE MONEY FOR THE SURFACE TRANSPORTATION BLOCK GRANT PROGRAM HAS ALWAYS BEEN A PRIORITY FOR BROWARD BECAUSE THIS IS YOUR BREAD AND BUTTER.
THIS IS THE MONEY IS THE MOST FLEXIBLE FORM OF PROGRAM THAT EXISTS FROM DOT.
SO THIS MONEY CAN BE SPENT ON ROADS OR BRIDGES.
IT ALSO CAN BE USED FOR TRANSIT, YOU'RE ALLOWED TO FLUX OVER THAT MONEY, TOO.
IT CAN BE USED FOR COMPLETE STREETS AND VISION ZERO.
GOOD NEWS. BOTH THE HOUSE AND SENATE BILLS DO HAVE A GOOD INCREASE FOR THIS PROGRAM.
RIGHT, THE SECOND INITIATIVE IS TO CREATE A PILOT PROGRAM TO ALLOW MPOS WITH LARGE URBANIZED AREAS LIKE BROWARD, WITH A POPULATION OF AT LEAST FIVE MILLION.
AND THERE'S ONLY ABOUT 10 OF THESE MPOS ACROSS THE COUNTRY WITH A POPULATION OF AT LEAST FIVE MILLION, TO DIRECTLY RECEIVE 50 PERCENT OF THEIR STVG APPORTIONMENT.
SO A COUPLE OF THINGS ABOUT THIS ONE, IT INCREDIBLY SPEEDS UP THE TIME PROCESS ON THIS.
AND TWO, THERE'S NO MONEY THAT'S TAKEN OFF THE TOP BECAUSE THE STATE IS THEN ADMINISTRATING YOUR 50 PERCENT PORTION OF THE STPD.
SO RIGHT NOW, WE HAVE THIS LANGUAGE IN THE FAST ACT REAUTHORIZATION BILL THAT THE HOUSE PASSED EARLIER THIS YEAR.
THEY EDITED IT A BIT IN THE HOUSE TRANSPORTATION APPROPRIATIONS BILL.
AND SO BECAUSE WE'RE WAITING ON, WELL THEY'RE GOING TO HAVE TO REINTRODUCE THE FAST ACT REAUTHORIZATION BILL NEXT CONGRESS.
SO THIS IS WHY THIS IS ON THE LIST, BECAUSE THE APPROPRIATIONS BILL LANGUAGE, IT'S NOT AS FINAL AS WE WOULD LIKE.
SO WE WANT TO MAKE SURE WE'RE CONTINUING TO WORK THIS INTO THE NEXT FAST ACT REAUTHORIZATION. AND I'LL QUICKLY GO OVER THE LAST THREE BEFORE I GO TO THE NEW ONES.
THE TRANSPORTATION ALTERNATIVES PROGRAM, TAP IS ANOTHER VERY FLEXIBLE SOURCE THAT'S ALLOCATED FROM THE STBG PROGRAM AND THAT WAS INCLUDED IN BOTH THE HOUSE AND SENATE BILLS.
WE'RE CONTINUING TO ASK FOR INCREASING THE FEDERAL GAS TAX.
PERHAPS IT WILL HAPPEN THIS YEAR.
CHAIRMAN DEFAZIO, OF HOUSE TNI IS VERY SUPPORTIVE.

AND SO RIGHT NOW, BROWARD IS USING ITS OWN MONEY FOR THESE IMPORTANT PROJECTS.
SO ADVOCATING FOR MORE MONEY JUST FOR GRADE CROSSINGS ACROSS THE COUNTRY WOULD BE VERY HELPFUL. TO CLARIFY, THE HIGHWAY GRADE CROSSINGS ARE FOR OUR RAILROAD CROSSINGS.
THEY'RE RUN THROUGH OUR HISTORIC DOWNTOWNS IN OUR DENSEST PARTS OF THE COUNTY.

THERE'S A BID, THE FEDERAL TRAINS ADMINISTRATION HAS A PROGRAM CALLED THE CAPITAL INVESTMENT GRANT PROGRAM, AND THIS IS FOR TRANSIT SUCH AS LIGHT RAIL, COMMUTER RAIL.
AND THAT COULD BE ONE POTENTIAL PROGRAM.
NEW STARTS IS FOR PROJECTS THREE HUNDRED MILLION AND OVER, AND SMALL STARTS FOR PROJECTS UNDER THREE HUNDRED MILLION.
THERE IS AN APPLICATION THAT YOU MUST DO WITH FTA TO GET INTO THE PIPELINE.
AND THEN CONGRESS PROVIDES APPROPRIATIONS EACH YEAR FOR THAT PROGRAM.
AND THEN ONE OTHER IDEA FOR IT.
AND A BRIGHTLINE HAS BEEN PURSUING FOR OTHER PROJECTS IS A TIFA PROGRAM.
ONE OF THE BOAT AMERICA BUREAU AT DOT, AND THIS IS A LOAN GUARANTEE PROGRAM THAT YOU COULD DO FOR 20, 30 YEARS AT THE TREASURY RATE, WHICH IS PRETTY LOW RIGHT NOW, AT ONE POINT FIVE PERCENT.
AND THE PRIVATE SECTOR CAN ACTUALLY PAY THE MONEY BACK.
AND THEN THERE'S ANOTHER RAIL LOAN TO THROUGH FEDERAL RAILROAD ADMINISTRATION.
SO THERE'S A COUPLE IDEAS, BUT WE'D LOVE TO GET SOME MORE INFORMATION ON THESE PROPOSALS OF THE TUNNEL VERSUS A BRIDGE, AND WE CAN BRAINSTORM AND LISA, AM I MISSING ANYTHING ELSE? NO.

SO WITH THAT, WE'LL GO INTO SOME OF THE PRIORITIES AND WORKING WITH STAFF, AS PAUL SAID, THERE WAS THE TEAM PRIORITIZED THE POLICIES FOR THIS UPCOMING YEAR.

SO THE SECOND THING, AND THIS IS THERE'LL BE A LITTLE BIT OF A THEME IN KIND OF THE WAY THAT WE'RE APPROACHING THIS UPCOMING YEAR.

WE DO BELIEVE THAT SPEAKER SPROWLS HAS TAKEN AN INTEREST IN TRANSPORTATION AND LOOKING AT HOW WE CAN ENSURE THE MPOS ARE OPERATING AS EFFECTIVELY AS POSSIBLE.
SO WE THINK THAT THERE ARE SOME OPPORTUNITIES FOR THIS GOING FORWARD.
WE DO BELIEVE THAT IN PARTICULAR, THE CHALLENGES THAT WE'RE FACING WITH THE TRIP PROGRAM IN THE HOOPS THAT THE MPO HAS TO JUMP THROUGH MAKES IT SO THAT IT'S NOT THE MOST EFFICIENT AND EFFECTIVE USE OF TAXPAYER DOLLARS.
SO WE DO BELIEVE THAT THE GOAL WITHIN THIS IS TO INCREASE TRANSPARENCY AND TO GET DIRECT FUNDING DIRECTLY TO THE MPO AND SORRY TO THE TMAS AND MPOS TO BE ABLE TO ACTUALLY GET THAT MAXIMIZED FUNDING.
LET'S GO TO THE NEXT SLIDE, THE LOW PRIORITIES.
SO WE HAVE THESE LOW PRIORITIES.
WHILE THEY'RE IMPORTANT TO US, WE DO KNOW THAT THERE'S CHALLENGES WITH THE STATE HAVING AN APPETITE FOR THESE TWO PARTICULAR PRIORITIES.
NUMBER ONE, WE KNOW THAT THE FUEL TAX THAT'S GOING TO DEPARTMENT OF TRANSPORTATION IS INDEXED TO INFLATION, BUT THE FUEL TAX THAT GO TO THE LOCAL ENTITIES ARE NOT.
AND WHILE WE ACTUALLY WE KNOW IT MAKES SENSE ON THE SURFACE AND IT'S SOMETHING THAT WE REALLY DO WANT TO PUSH FOR AND WE ARE GOING TO CONTINUE TO PUSH FOR.
WE KNOW IT'S A CHALLENGE THAT THE LEGISLATURE VIEWS THAT AS A POTENTIAL TAX INCREASE, AND THAT'S SOMETHING THAT THERE HAS NOT BEEN AN APPETITE FOR IN THE REPUBLICAN LED LEGISLATURE. THE SECOND THING IS TO JUST TO BE IS TO REALLY BE THOUGHTFUL ABOUT WHEN WE'RE INVESTING IN HIGH CAPACITY TRANSIT, THAT WE'RE LINKING IT TO A TO THOUGHTFUL LAND USE POLICIES.
AND THAT'S, WE HAVE THIS, AGAIN, AS A LOW PRIORITY, BECAUSE THE STATE LEGISLATURE HAS REALLY NOT SHOWN AS MUCH OF AN INTEREST IN ACTUALLY DOING AND SETTING FORTH LAND USE POLICIES. BUT AGAIN, WE ALWAYS WANT TO BE THOUGHTFUL ABOUT LINKING THE TWO TOGETHER.
AND THAT'S WHY WE HAVE THIS ON HERE AS ONE OF OUR POLICY INITIATIVES.

IT IS STILL A PRIORITY FOR US LOCALLY.

THEY CREATED THIS TRIP PROGRAM WHERE THE MPOS CAN THEN ESSENTIALLY REAPPLY FOR THEIR FUNDING.
THE TRANSPORTATION REGIONAL INCENTIVE PROGRAM AND THE STRINGS ATTACHED WITH THIS PROGRAM IS THAT IN ORDER TO QUALIFY FOR THESE FUNDS, THE PROJECT MUST BE ON A PRE-IDENTIFIED FACILITY, SO THERE'S A REGIONAL NETWORK MAPS.
THE PROJECT HAS TO BE ON ONE OF THOSE FACILITIES ON THE REGIONAL NETWORK MAP.
IT NEEDS TO INCREASE CAPACITY.
OUR DISTRICT HAS INTERPRETED THAT AS INCREASING SPECIFICALLY ROADWAY CAPACITY.
AND IT CAN BE NO MORE THAN 50 PERCENT MATCH, AND BECAUSE THESE ARE STATE FUNDS, THE OTHER 50 PERCENT MATCH CAN ONLY BE FEDERAL OR LOCAL.
GIVE US AN EXAMPLE OF AN EXAMPLE OF A PROJECT THAT WE'VE USED THESE FUNDS.
UNIVERSITY DRIVE NORTH OF WILES WHERE WE'RE DOING A ROADWAY EXPANSION, SO WE'RE GOING FROM FOUR LANES TO SIX LANES, IS A PREVIOUS TRIP PROJECT.
OK, SO YOU GOT TO BEING, PUT MORE CARS ON THE ROAD? THAT'S AND THAT'S BEEN THE INTERPRETATION OF OUR DISTRICT.
WE HAVE HEARD FROM OUR COLLEAGUES ACROSS THE STATE THAT OTHER DISTRICTS INTERPRET CAPACITY AS ANYTHING THAT ADDS THAT, ANYTHING THAT ADDS ROOM FOR PEOPLE TO USE.
BUT OUR DISTRICT HAS BEEN VERY NARROW IN THEIR FOCUS.
AND WE'RE TALKING ABOUT RESILIENCY AND CLIMATE CHANGE AND ALL OF THAT? NOTHING IN HERE TO TALK ABOUT.
CAPACITY COULD BE MOVING PEOPLE VERSUS A VEHICLE.
SO HOW DO WE APPROACH? I THINK WE ARE BIFURCATED IN OUR COMMITMENTS HERE TO THE PLANET WHEN WE JUST KEEP TALKING ABOUT ADDING LANES TO ROADS.
IS THAT THE OVERALL? PHILOSOPHY MOVING FORWARD? I DON'T LIKE IT.
THAT'S THE ACTUAL STATE PRIORITIES.
THAT'S WHY WE HAVE STATE AND FEDERAL.
LIKE EVEN GOING BACK TO THE TAP PROGRAM.
ONE OF THE THINGS THAT ARE ALLOWABLE ARE MITIGATION FOR RESILIENCY, BUT IT HAS TO BE LIMITED TO BASICALLY NON-DRIVING INDIVIDUALS, SUCH AS BICYCLISTS OR PEDESTRIANS.
SO AT THE FEDERAL LEVEL, IT'S RECOGNIZED AS A GOAL.
ONE OF THE THINGS THAT WE WERE WE WERE LOOKING FOR IS TO RELEASE SOME OF THE STRINGENCY THAT THEY CURRENTLY HAVE.
FOR EXAMPLE, IF YOU HAVE AN INTERSECTION THAT HAS A HIGH NUMBER OF PEDESTRIAN STRIKES, YOU CAN REDESIGN THE TRAIL OR THE SIDEWALK ADJACENT TO THE INTERSECTION, BUT YOU CANNOT USE THAT TAP MONEY TO ACTUALLY REDESIGN THE WHOLE INTERSECTION.
SO WHERE THE FEDERAL GOVERNMENT PROVIDES SOME ASSISTANCE WITH RESILIENCY AND NON MOTOR VEHICLE PROJECTS, THE STATE PROVIDES FOR CAPACITY.

SO WE MOVED THESE PROJECTS INTO PD&E STUDIES TWO PD&E STUDIES ABOUT THREE YEARS AGO, A LITTLE BIT DIFFERENT TIME FRAME FOR EACH OF THEM.
BUT RIGHT NOW THEY'RE FOLLOWING THE SAME TIME FRAME.

AGAIN, IT'S A SEPARATE STUDY, BUT THEY ARE GOING ON CONCURRENTLY.
AND I-95 STUDY GOES FROM NORTH OF HILLSBOROUGH BOULEVARD TO SOUTH OF SOUTHWEST 10TH STREET. SO [INAUDIBLE] ON THE NEXT SLIDE, PLEASE.
SO MANY OF YOU KNOW, OVER THE LAST YEAR, WE'VE BEEN MEETING REALLY CONSISTENTLY WITH THE CITY OF DEERFIELD BEACH, THEY'VE BEEN VERY HELPFUL.
WE'VE MADE SOME SIGNIFICANT CHANGES TO THE PROJECT SINCE A YEAR AGO.
WE COME TO THE MPO AND PRESENTED THE PROJECT.

SO WE MET WITH THEM OVER A PERIOD, A COUPLE MONTHS INITIALLY TO REALLY HAVE A BETTER UNDERSTANDING OF THOSE CONCERNS AND WHAT KIND OF MODIFICATIONS WE COULD LOOK TO ANALYZE AND LOOK TO BRING IT INTO THE PROJECT IN ORDER FOR US TO KIND OF MOVE THINGS FORWARD IN A MORE BALANCED PROJECT, REALLY A BETTER WAY TO FULFILL THE NEEDS OF BASICALLY ALL OF OUR STAKEHOLDERS, BOTH LOCALLY AND REGIONALLY.
SO WE MET REALLY CONSISTENTLY OVER THE LAST YEAR.
WE CONTINUE TO MEET WITH THE CITY STAFF AS WELL AS ELECTED OFFICIALS, UNCERTAIN TIMES.
AND WE HAVE INCORPORATED AS MUCH OF THESE MODIFICATIONS AS WE CAN.
AND WE'VE KIND OF UPDATED THE PROJECT AND WE UPDATED THAT THROUGH OUR STAKEHOLDERS, THROUGH A NUMBER OF DIFFERENT TYPES OF MEETINGS.
AND WE'LL GET ON TO THAT INTO THE IN THE NEXT COUPLE OF SLIDES.
BUT ONE LAST THING. THE CITY'S ALSO BEEN VERY HELPFUL AS FAR AS DEVELOPING THE OUTREACH AND HOW WE CAN PRESENT THAT.

SO AFTER THOSE SUMMER WEBINARS, WE CONTINUED THROUGHOUT THE SUMMER WITH HOA MEETINGS TO INDIVIDUAL GROUPS.
WE ACTUALLY DID A HYBRID MEETING FOR ONE OF THEM, WHICH AGAIN WAS VERY EFFECTIVE.
AND IT GOT IT ALLOWED US TO HAVE MORE OF A DIALOG DURING THOSE MEETINGS, WHEREAS IN THE LARGER PUBLIC WEBINARS THAT WE WERE DOING, IT WAS MORE GETTING THE QUESTIONS IN ADVANCE AND NOT HAVING A TRUE DISCUSSION.
SO WE CONTINUED THROUGHOUT THE SUMMER TO MEET WITH STAKEHOLDERS, INCLUDING DIFFERENT BUSINESS ASSOCIATIONS, GIVING UPDATES TO SOME OF THE SURROUNDING CITIES THAT HAD ASKED FOR IT. AND AGAIN, THE CITY OF DEERFIELD BEACH BEEN VERY ACCOMMODATING AND PROVIDING INPUT AND INSIGHTS TO HELP US THROUGH THIS PROCESS.
IN FACT, EVEN WHEN WE GOT TO A TIME TO DO A PUBLIC HEARING, WE PROVIDED MULTIPLE SESSIONS. SO WE HAD NINE VIRTUAL MEETINGS.
SO WE HAD THREE DAYS OF VIRTUAL MEETINGS WHERE WE HAD THREE SESSIONS A DAY.
WE HAD WE HAD THREE HUNDRED AND FORTY ATTENDEES ON THOSE AND THE IN-PERSON MEETING WE HAD FOUR SESSIONS, WHICH HAD TWENTY SEVEN ATTENDEES.
AND PRIOR TO THIS WE HAVE ALL THE PUBLIC DOCUMENTS ON DISPLAY.
SO AS FAR AS THE FORMAT OF A VIRTUAL SESSION OR EVEN THE IN-PERSON SESSION, THE VIRTUAL OPEN HOUSE, AGAIN, IN THE TYPICAL PUBLIC HEARING, WE WILL HAVE AN OPEN HOUSE WHERE PEOPLE CAN COME EARLY, HAVE TIME WITH PROJECT STAFF TO ASK QUESTIONS, SEEK CLARIFICATIONS.
SO WE WANTED TO REPLICATE THIS IN A VIRTUAL MEETING.
SO WHAT WE DID WAS TAKE SOME OF THE MOST COMMON TOPICS, PROVIDE A BRIEF EXPLANATION ON THAT, BUT THEN OPEN UP THE MICROPHONE SO THAT WE COULD HAVE A DISCUSSION AND CLARIFICATIONS PROVIDED.

AND WE'RE GLAD THE CITY HAD TAKEN THE INITIATIVE FOR THAT.
SO THE IN-PERSON SESSIONS, AS YOU CAN SEE FROM SOME OF THE PICTURES, WE HAD A LOT OF SPACE AT THE FDOT DISTRICT OFFICE.

AND WHILE WE'RE STILL TAKING A PUBLIC INPUT, I HOPE THAT.
EVEN IN THIS LATE STAGE, THE INPUT THAT WE'RE GETTING IS STILL GOING TO BE APPLIED TO THE DESIGN OF THIS PROJECT.
I KNOW THE UM SYLVESTER CANCER CLINIC THAT HAS DONE THE EXPANSION OVER THE NEWPORT CENTER HAS NOW COME FORWARD WITH SOME SERIOUS ISSUES THEY HAVE WITH HOW WE'RE HANDLING THE TRAFFIC THERE THROUGH THE NEWPORT CENTER.
AND I HOPE THAT IT'S MY UNDERSTANDING FROM STAFF THAT FDOT IS OPEN TO THIS.
I HOPE WE TAKE THEIR COMMENTS AND CONCERNS TO HEART AND LOOK FOR A SOLUTION THAT CAN ADDRESS SOME OF THEIR ISSUES THAT THEY HAVE.
THIS PROJECT, NO MATTER WHAT, THIS PROJECT IS GOING TO HAVE A, IT'S GOING TO BE A TREMENDOUS BURDEN ON THE RESIDENTS ALONG THIS CORRIDOR, THROUGH THIS PHASE.
WE REALIZE THAT RIGHT NOW THE WORK THAT'S BEING DONE.
IS SOMETHING THAT IS GOING TO BEAR A LOT OF FRUIT DOWN THE ROAD, BUT IN THE SHORT TERM IT'S GOING TO BE IT'S GOING TO BE BRUTAL FOR THE RESIDENTS OVER HERE WITH CONSTRUCTION AND EVERYTHING. AND I HOPE THAT SAME COOPERATIVE SPIRIT THAT WE'VE NOW GOT WITH FDOT WILL CONTINUE FORWARD.
I KNOW THERE'S STILL SOME ISSUES REGARDING WHERE SOUND WALLS WILL GO.
SO, YOU KNOW, THESE ARE ALL THINGS I THINK WE CAN WORK OUT.
I THINK IT'S A LITTLE DISINGENUOUS AT THIS POINT TO CONTINUE TO TELL RESIDENTS THAT A NO BUILD OPTION IS AN OPTION.
I BECAUSE I SERIOUSLY DOUBT UNLESS FDOT COMPLETELY THROWS OUT ALL THE HARD WORK THAT'S BEEN DONE AND TAKES A HARD TURN ON THIS, THAT THE MPO WOULD NOT BE SUPPORTIVE OF THAT.

THE SOUND WALL, I DON'T KNOW IF IT WAS ACTUALLY TOUCHED ON THIS, BUT THIS SOUND WALLS ARE WARRANTED FOR ALL THE RESIDENTIAL AREAS ALONG THE CORRIDOR.
SO THAT PUTS US IN A POSITION THAT WE CAN LOOK AT EACH INDIVIDUAL AREA, EITHER HOA OR PARTICULAR SITUATION, WORK WITH THEM DIRECTLY TO COME UP WITH A SOLUTION AS FAR AS THE PLACEMENT, THE HEIGHT, THE ESTHETIC TREATMENTS.
SO THAT IS SOMETHING THAT WE WILL HANDLE AND PROJECT MOVING FORWARD INTO THE DESIGN PHASE. AND WE'RE LOOKING FORWARD TO THAT.

THE DEPARTMENT OF TRANSPORTATION HAS A PREFERRED OPTION, AND THAT IS THE BUILD OPTION.

THIS IS ON A LITTLE SELFISH NOTE, NOT JUST TO GIVE ACCOLADES TO EVERYONE, BUT IS THERE ANY THOUGHT INTO CONNECTING THE STUDIES FOR THE SOUTHWEST CONNECTOR CONSTRUCTION TOGETHER WITH THE TURNPIKE INTERCHANGE AND THE SAWGRASS WIDENING? OR IS THAT GOING TO BE ENTIRELY SEPARATE? [INAUDIBLE] THANK YOU BOARD MEMBER WELCH, THE TURNPIKE, AS YOU MENTIONED, DO HAVE A SEPARATE PD&E STUDY THAT'S CURRENTLY ONGOING TO ADD CAPACITY OR WIDEN THE TURNPIKE EXPRESSWAY, AS WELL AS THE SAWGRASS EXPRESSWAY.
THAT PROJECT IS FUNDED FOR THE PD&E STUDY, BUT IT IS CURRENTLY UNFUNDED FOR CONSTRUCTION.
SO WE DON'T ANTICIPATE THAT THAT PROJECT WILL MOVE FORWARD IN THE SAME TIME LINES THAT THE SOUTHWEST 10TH STREET CONNECTOR PROJECT WOULD MOVE FORWARD.
SO ALTHOUGH WE DO CONTINUE TO COORDINATE VERY CLOSELY WITH THE TURNPIKE, WE HAVE A

STANDING MEETING WITH THEM EVERY TWO WEEKS.WE BASICALLY WORK WITH THEM ON THEIR PROJECT AND THEY'RE INTERFACING BETWEEN THE TWO BETWEEN THE TWO PROJECTS. AND I ALSO KNOW THAT OBVIOUSLY THE TURNPIKE PROJECT IS IMPORTANT TO OTHER CITIES.
CERTAINLY COCONUT CREEK [INAUDIBLE] DEERFIELD BEACH AND THEY HAVE MET WITH THOSE CITIES AS WELL. AND THEY WILL CONTINUE TO DO SO AS THEY DEVELOP THEIR STUDY FURTHER.
ONE THING ABOUT THEIR STUDY IS IT'S THEY HAVEN'T HAD THEY CALL THEIR ALTERNATIVES PUBLIC WORKSHOP YET. SO THEY'RE STILL WORKING ON DIFFERENT ALTERNATIVES, STILL ANALYZING A NUMBER, I THINK I KNOW THEY STARTED WITH CLOSE TO WELL OVER 50 ALTERNATIVES, I THINK WAS CLOSE TO ONE HUNDRED, CERTAINLY PARED IT DOWN.
AND THEN ONCE THEY'VE KIND OF GOTTEN THEIR ANALYSIS TO A CERTAIN POINT, THEY'LL BE MEETING PUBLICLY AND SHOWING THE DIFFERENT ALTERNATIVES THEY HAVE AND BEGIN THEIR FEEDBACK PROCESS.
