I AM GOING TO PROVIDE A VERY BRIEF SURTAX SERVICES UPDATE.

SURTAX PLANNING STAFF WAS MOVED TO THE CITY SERVICES DIVISION IN JULY.

I WAS HIRED TO MANAGE SURTAX SERVICES JULY TWENTY SEVENTH AND REPLACED MR. BILL CROSS AS THE SURTAX MANAGER.

THE FIVE YEAR PLAN WAS DELIVERED TO MY ADMINISTRATION ON JULY THIRTY FIRST TWENTY TWENTY, WHICH WAS THE FRIDAY OF THE FIRST WEEK OF MY EMPLOYMENT AT THE BROWARD MPO.

NEXT SLIDE. SO THE NEXT ROUND OF WORK BEGINS.

IN AUGUST, TWENTY TWENTY, THE MPO STARTED TO PURSUE A CONSULTANT TO PROVIDE SURTAX SERVICES.

OF OUR FOUR CONSULTING FIRMS ONLY THE WHITE HOUSE GROUP SUBMITTED.

THE MAP ADMINISTRATOR AND I HELD AN INTERVIEW AND WE BOTH FOUND THE CONSULTANT SUITABLE TO PROVIDE THE NEEDED SERVICES.

AND THIS CONTRACT WAS APPROVED BY THE EXECUTIVE COMMITTEE AT THE MPO ON DECEMBER 3RD T WENTY TWENTY. KICKOFF MEETING WAS HELD BETWEEN MYSELF, THE CONSULTANT MAP ADMINISTRATION, ON DECEMBER 10TH.

TWO MEETINGS HAVE BEEN HELD SINCE THEN.

AND BASED ON THE ANTICIPATION OF THE SECOND SURTAX, ILA PASSING THE COUNTY MPO IN THE MAJORITY OF CITIES.

WE HAVE STARTED FORMING THE POLICY FOR THE NEXT ROUND OF SUBMISSIONS.

SO THAT IS WHERE WE'RE AT AT THIS TIME, AND HERE IS MY CONTACT INFORMATION AND I CAN TAKE QUESTIONS AT THIS TIME.

THE NEXT ITEM IS A PUBLIC ITEM AND A MOTION TO RECOMMEND OR APPROVE AN AMENDMENT TO THE TWENTY FORTY FIVE METROPOLITAN PLANNING TRANSPORTATION PLAN, OR THE MTP, IS TO AMEND THE SCOPE FOR THE SAWGRASS EXPRESSWAY.

YOU JUST PASS IT OVER TO YOU TO MAKE SURE THAT WE DO FORMALLY OPEN THIS FOR PUBLIC MEETING AND COMMENT, SO WE'LL START WITH THAT.

IN LAST YEAR, WE AS THE MPO DECIDED THAT WE WERE GOING TO HAVE AN ANNUAL METROPOLITAN TRANSPORTATION PLANNING AMENDMENT CYCLE.

THIS WAS PRESENTED TO THE MPO BOARD IN SEPTEMBER.

WE CLOSED OUR SUBMISSIONS CYCLE FOR MTP AMENDMENTS IN NOVEMBER AND RECEIVED ONE SUBMISSION FROM THE FLORIDA TURNPIKE ENTERPRISE WITH FIVE DIFFERENT REQUESTS.

OF THE FIVE REQUEST, ONE OF THEM CONSTITUTED AN AMENDMENT FOR THE LONG RANGE TRANSPORTATION PLANNING AMENDMENT THRESHOLD GUIDANCE PUBLISHED BY FHWA ON THE FLORIDA DEPARTMENT OF TRANSPORTATION.

AND THAT IS THE PROJECT THAT YOU SEE IN FRONT OF YOU.

THE REMAINING FOUR PROJECTS WERE DEEMED TO BE MTP MODIFICATIONS, WHICH MAY BE DONE AT THE STAFF LEVEL. AND THE REASON WHY THEY WERE DEEMED TO BE MODIFICATIONS IS THAT THEY DID NOT CHANGE THE OVERALL SCOPE OF THE PROJECT, NOR DID THEY AFFECT THE COST ESTIMATE OF THE PROJECT. WHEREAS THIS ONE PROJECT HERE THAT YOU SEE BEFORE YOU IS AMENDING THE SCOPE OF THE PROJECT WITH THE REMOVAL OF THE EXPRESS LANES FROM THIS PROJECT.

AND THAT IS ALSO CONSISTENT WITH THE ACTION THAT THE MPO BOARD HAS TAKEN RELATIVE TO THE SOUTHWEST 10TH STREET PROJECT.

ARE YOU ABLE TO EXPLAIN THE DIFFERENCE? I KNOW IT'S CHANGING IT TO MANAGE LANES FROM EXPRESS LANES AND JUST WHAT THAT MEANS.

SURE, I'D LIKE TO CALL ON VICTORIA WILLIAMS, WHO'S HERE FROM THE TURNPIKE AUTHORITY, WHO MAY BE ABLE TO SPEAK TO THAT SPECIFICALLY.

GOOD AFTERNOON, THANK YOU, YES, I'M THE LIAISON FROM THE TURNPIKE TO THE MPO.

MANAGED LANES IS A BROAD TERM THAT'S USED TO DESCRIBE ANY KIND OF HIGHWAY LANE THAT USES AN OPERATIONAL STRATEGY TO MANAGE THE TRAFFIC FLOW.

AND THIS IS AN EFFORT TO RELIEVE CONGESTION.

WHEN WE THINK OF EXPRESS LANES, PARTICULARLY I-95 EXPRESSWAY I-75, THOSE ARE MANAGED LANES THAT USE A TYPE OF DYNAMIC TOLLING TO MANAGE TRAFFIC FLOW AS WELL AS ELIGIBILITY BIG TRUCKS CAN'T GET IN THERE AND SEPARATED LANES AND ACCESS CONTROL.

YOU NEED A TRANSPONDER.

SO TOLLING ON EXPRESS LANES CAN CHANGE WITH TRAFFIC CONDITIONS.

THE REASON THAT THE TURNPIKE IS REMOVING EXPRESS LANES FROM OUR FACILITIES IS THE TERM ENCOMPASSES DYNAMIC TOLLING.

AND THERE WAS A DECISION MADE BY OUR ADMINISTRATION TO ALLOW FOR THE TRAVEL IN THOSE

LIMITED ACCESS LANES WITHOUT CHARGING MORE MONEY ON THE TOLL THAT IS PAID TO ENTER THE TURNPIKE. YOU CAN GET IN THOSE LANES WITHOUT ADDITIONAL TOLL, AND THE BENEFIT IS MAKING A LONGER TRIP WITH LESS FREQUENT INGRESS, EGRESS, AND IS MEANT TO IMPROVE THE FLOW OF TRAFFIC WITHOUT CHANGING THE PRICING.

SO THAT'S THE DESCRIPTION AND THAT'S THE CHANGE.

SO I JUST WANT TO KIND OF INTRODUCE THIS ITEM THAT THIS IS A WORK PROGRAM ITEM, USUALLY WE HEAR THIS IN DECEMBER AND SOMETIMES IT COMES EARLIER IN OCTOBER.

BECAUSE OF THE PANDEMIC SITUATION, THIS ITEM GOT DELAYED TILL THIS TIME.

BUT REMEMBER, THIS IS A COMBINATION OF WE SUBMIT OUR PRIORITIES LIST IN JULY AND THEN FDOT DEVELOPS THEIR WORK PROGRAM BASED ON THE PRIORITIES THAT WE SET AND SENT OVER TO FDOT. AND TODAY I KNOW WE HAVE FDOT WHO'S GOING TO GIVE A, I BELIEVE, A BRIEF PRESENTATION ON THEIR WORK PROGRAM.

WE ALSO HAVE MPO STAFF HERE WHO CAN ALSO ADDRESS THE ISSUES.

WE DID SAY IN THE AGENDA ITEM THAT STAFF WAS REVIEWING IT.

SO WE BEGIN THE CYCLE IN THE SPRING TIME WITH INFORMAL MEETINGS WITH THE MPO AND LOCAL AGENCIES. WE RECEIVED YOUR LIST OF PRIORITY PROJECTS AND WE THANK YOU FOR PROVIDING THIS TO US. IT'S LIKE I'VE MENTIONED, IT HAS BEEN A CHALLENGING YEAR.

AND I'D LIKE TO GO BACK TO JANUARY OF TWENTY TWENTY WHEN THE DEPARTMENT ANNOUNCED IT WOULD BE TRANSITIONING FROM DELIVERING [INAUDIBLE] PROJECTS TO THE MUNICIPALITIES DELIVERING PROJECTS THROUGH LABS DUE TO THE INCREASE OF STATE COMMITMENTS SUCH AS RESURFACING PROJECTS AND DEPARTMENT RESOURCES.

SO DURING THE DEVELOPMENT OF THE PRIORITY LIST, THE [INAUDIBLE] TRANSITION COORDINATION HAD STARTED BETWEEN THE MPO, THE DEPARTMENT AND THE MUNICIPALITIES.

AND IN DECEMBER OF TWENTY TWENTY, THE DEPARTMENT AND THE MPO MUTUALLY AGREED THAT WE WOULD BE FUNDING DESIGN AND [INAUDIBLE] FOR LAB PROJECTS.

SO DUE TO THE TIME CONSTRAINTS AND THE DEVELOPMENT OF THE DRAFT TENTATIVE WORK PROGRAM, THESE CONSTRUCTION FUNDS WERE PLACED IN A RESERVE FOR EXISTING AND NEW MPOC SLIP AND MOBILITY PROJECTS.

WE ARE CURRENTLY PRESENTING THE DRAFT TENTATIVE WORK PROGRAM AT ALL THE TAX MPOS WITHIN OUR DISTRICT. YESTERDAY, WE HAD A PUBLIC HEARING HERE AT THE DISTRICT.

AND THEN UPON COMPLETION OF ALL THE VARIOUS PUBLIC MEETINGS THROUGHOUT THE STATE, TALLAHASSEE WILL COMPILE ALL THE DISTRICT'S WORK PROGRAM INFORMATION AND CONDUCT A PUBLIC HEARING ON MARCH 1ST OF TWENTY TWENTY ONE.

THE NEXT DAY, THE LEGISLATION SESSION CONVENES AND THEN THE SECRETARY ADOPTS THE WORK PROGRAM IN JULY.

SO WE'LL BE STARTING THIS PROCESS ALL OVER AGAIN STARTING THIS SPRING.

SO THAT KIND OF BRINGS US TO WHERE WE ARE TODAY.

SO LIKE I MENTIONED, IT'S BEEN A LITTLE BIT OF A CHALLENGING YEAR, AND AT THE AUGUST REVENUE ESTIMATING CONFERENCE STATEWIDE, WE'VE HAD REDUCED ALLOCATION AND COMMITMENTS OF ABOUT ONE POINT THREE SIX BILLION DOLLARS THROUGH FISCAL YEAR TWENTY SIX.

THIS IS DUE TO REVENUE REDUCTIONS ACROSS THE BOARD.

THIS IS DUE TO LESS GAS TAX BEING COLLECTED DUE TO DECREASED CONSUMPTION OF MOTOR FUEL AND OTHER FUELS, YOU KNOW, LESS PEOPLE WERE ON THE ROAD THIS CALENDAR YEAR.

PEOPLE ARE DRIVING MORE FUEL EFFICIENT VEHICLES, HYBRIDS AND ELECTRIC VEHICLES.

SO [INAUDIBLE] HAVE BEEN STABLE, THESE ARE REVENUES COLLECTED WITH REAL ESTATE TRANSACTIONS.

THERE'S BEEN SIGNIFICANTLY LESS RENTAL CAR SURCHARGES OR TAX COLLECTED AND LESS INITIAL VEHICLE REGISTRATIONS.

SO WE ALSO HAVE SEEN AN INCREASE IN OUR DESIGN [INAUDIBLE] CONSTRUCTION COSTS AND RIGHT OF WAY COSTS ACROSS THE BOARD.

SO THAT'S MORE ON THE STATE SIDE OF THINGS AS IT RELATES TO STATE FUNDING.

ON THE FEDERAL SIDE THERE IS A CONTINUING RESOLUTION OF THE [INAUDIBLE] TO THIS SEPTEMBER 30TH, 2020, AND THAT'S PRETTY MUCH BUSINESS AS USUAL ON THE FEDERAL SIDE.

SO EVERY YEAR, IN PREPARATION FOR THE DRAFT TENTATIVE WORK PROGRAM, WE ARE REQUIRED TO UPDATE ALL OUR CONSTRUCTION AND RIGHT OF WAY COST ON AN ANNUAL BASIS.

AND AS I'VE MENTIONED, OUR RIGHT OF WAY COST ESTIMATES HAVE INCREASED BOTH ON THE CONSTRUCTION SIDE OF THINGS AND FOR RIGHT OF WAY.

SO DUE TO THESE FUNDING REVENUE DECREASES AND OUR COST ESTIMATE INCREASES, OUR GOAL THIS YEAR WAS REALLY TO MAINTAIN OUR COMMON FOUR YEARS AS IT RELATED TO SAFETY, PRESERVATION AND MAINTENANCE. THE PROJECTS THAT WERE MOSTLY IMPACTED WERE CAPACITY PROJECTS IN THE AREA. SO OVERALL, WE DID HAVE SEVERAL RESURFACING JOBS PROGRAM THIS CYCLE AND RESURFACING IN GENERAL SINCE THAT IS MAINTENANCE OF OUR ROADWAYS THAT HAS NOT BEEN IMPACTED.

SOUTHWEST 10TH STREET WAS DEFERRED A YEAR, BUT IT REMAINS IN OUR WORK PROGRAM.

AND SEVERAL I-95 INTERCHANGE PROJECTS WITHIN THE COUNTY HAVE BEEN DEFERRED.

BUT MAINTENANCE BUT REMAIN IN OUR WORK PROGRAM.

SABRINA ALSO ALLUDED TO A PROJECT THAT WAS INCLUDED IN THE WORK PROGRAM THAT IS TITLED [INAUDIBLE] PRESERVE FOR FUNDING, AND THAT IS WHERE SOME OF THOSE PROJECTS HAVE ENDED UP.

ONE OF THE THINGS THAT WE'RE GOING TO HAVE TO DO AS THE MPO AND FDOT COORDINATE TOGETHER IS WORK OVER THE NEXT YEAR TO MAKE SURE THAT WE PROGRAM THESE PROJECTS IN MPO PRIORITY ORDER ACCORDING TO HOW THEY WERE LAID OUT IN THE MULTIMODAL PRIORITIES LIST.

SO WE WILL HONOR THAT MPO PRIORITY AND WE WILL WORK TO MAKE SURE THAT THOSE FEASIBILITY PROJECTS ARE INCORPORATED BACK IN ONCE AGAIN IN THAT PRIORITY ORDER.

NO SURPRISE THAT ROADWAY IS TAKING A LARGE CHUNK OF THAT FUNDING DUE TO THE SCALE OF SOME OF THOSE PROJECTS, INCLUDING RIGHT OF WAY PD&E, THOSE TYPES OF ITEMS. I AM PLEASED TO REPORT, THOUGH, THAT THE COMPLETE STREETS MASTER PLAN IS ONE HUNDRED AND TWENTY SEVEN MILLION DOLLARS IS CONSUMING ABOUT 10 PERCENT OF THE OVERALL FUNDING FOR BROWARD MPO PROGRAMS. THIS INCLUDES THE PROJECTS THAT HAVE RESULTED FROM THE QUARTER STUDIES, AS WELL AS THE PRIORITIES THAT HAVE BEEN PROGRAMED THROUGH THE COMPLETE STREETS MASTER PLAN PROGRAM.

WE'RE GOING TO ENHANCE OPERATIONS.

WE HAVE THREE RESURFACING ON THE MAINLINE TURNPIKE AND ONE AT THE VERY TOP OF THE SAWGRASS EXPRESSWAY. THESE, AS SABRINA MENTIONED, ARE SAFETY ENHANCEMENT TO MAKE SURE THE PAVEMENTS IN GOOD DRIVING CONDITION.

WE'RE ALSO PARTICIPATING WITH THE FUNDING ON THE SAWGRASS CONNECTOR.

SO WE HAVE BELIEVE THAT PROJECT IS BEING MANAGED, OF COURSE, BY THE DISTRICT.

SO REALLY SEEING THAT CHANGE IN THE PEDESTRIANS USED TO BE HALF OF FATALITIES.

SO THE PROJECTS ARE RANKED OBJECTIVELY FIRST, AND THAT'S DONE THROUGH THE FIRST GEOCODING THE PROJECTS AND THEN INPUTTING A SET OF SEVERAL DIFFERENT DATA SETS AND EVALUATING THE PROJECTS AGAINST EACH OTHER USING THOSE DATA SETS.

AND THAT OBJECTIVE RANK IS WHAT YOU SEE HIGHLIGHTED IN BLUE TO THE LEFT SIDE OF THE TABLE. NEXT SLIDE, PLEASE.

SO YOU CAN SEE, ALTHOUGH THE CITY OF [INAUDIBLE] PROJECT GOT TWO HUNDRED ELEVEN POINTS, IT'S STILL ABOVE HOLLYWOOD'S STREET PROJECT, WHICH GOT THREE HUNDRED TEN POINTS JUST BECAUSE HOLLYWOOD ALSO HAD A HIGHER RANKING PROJECT AT THE TOP THERE AT NUMBER TWO.

AND AGAIN, THIS IS DONE TO JUST GEOGRAPHICALLY SPREAD THE PROJECTS OUT, MAKING SURE THAT NO ONE MUNICIPALITY IS GETTING TWO PROJECTS EVERY YEAR WHILE ANOTHER AGENCY DOESN'T GET ANY. SO NEXT SLIDE, PLEASE.

AND THE LAST THING THAT WE DO IS WHAT WE CALL THE POLICY RANK.

SO THIS IS WHERE WE ALLOW OUR LOCAL PARTNERS TO ESSENTIALLY RANK PROJECTS WITHIN THEIR OWN CITY. SO IF YOU'RE SUBMITTING MORE THAN ONE PROJECT, IF YOU WOULD LIKE TO RANK YOUR PROJECT OR PRIORITIZE YOUR PROJECTS VIA RESOLUTION, YOU CAN DO THAT YOURSELF.

SO IN THIS INSTANCE, THEY HAD A PHASE ONE AND A PHASE TWO OF THE MIRAMAR PARKWAY COMPLETE STREETS PROJECT. AND OBVIOUSLY THEY WANT THAT PHASE ONE TO GO FIRST ABOVE THE PHASE TWO.

SO THEY MADE THAT LOCAL PRIORITIZATION AND THEY DID A ONE FOR ONE SWAP.

SO ALTHOUGH PHASE ONE WAS RANKED AT 16, THEY SWAPPED IT WITH PHASE TWO, WHICH WAS RANKED

THIS IS OUR IMPLEMENTATION PROCESS FOR GETTING PROJECTS FUNDED AND DELIVERED FOR, AS MOST OF YOU ALL KNOW, WE'VE BEEN PRETTY CLOSE COMMUNICATION FOR A LOT OF NEW PROJECTS THAT WE'RE TRYING GET PROGRAM READY.

THIS PROVIDES A GOOD SUMMARY OR A GOOD QUICK SNIPPET OF WHERE OUR PROJECTS ARE IN CONSTRUCTION DURING THIS WHOLE COVID PANDEMIC.

WE'RE THE ONES THAT WERE FUNDED FOR FEASIBILITY.

BUT HOPEFULLY BY THE NEXT PRESENTATION THAT WE DO, I WILL PROVIDE THE UPDATED LIST OF PROJECTS THAT ARE IN FEASIBILITY AND HOPEFULLY WE'LL KNOW WHICH PROJECTS ARE PROGRAMED.

AS OF RIGHT NOW, WE HAVE MANY DIFFERENT PROJECTS AND DESIGN.

SO FAR WE HAVE 17 PROJECTS THAT ARE CURRENTLY UNDERWAY.

A LOT OF THESE PROJECTS ARE IN DIFFERENT PHASES AND A LOT OF THESE PROJECTS HAVE MULTIPLE SEGMENTS AS WELL.

THIS IS A QUICK RENDERING FROM ONE OF THE DESIGN ARTICLES THAT WE HAVE RECEIVED IN THE PAST. RIGHT NOW, WE HAVE 14 PROJECTS THAT ARE CURRENTLY UNDER CONSTRUCTION.

THESE PROJECTS AMASS ABOUT SIXTY SIX MILLION DOLLARS OF CONSTRUCTION FUNDS.

AS YOU SEE, A LOT OF THESE PROJECTS HAVE A LOT OF DIFFERENT SEGMENTS AS WELL.

THE PROJECTS THAT SHOW UP IN RED ARE PROJECTS THAT ARE GOING TO BE COMPLETED HOPEFULLY THIS QUARTER IN QUARTER THREE.

AS YOU CAN SEE, THEY'RE ALL OVER THE COUNTY THERE IN PALM BEACH, CORAL SPRINGS, SOME OF THEM IN HOLLYWOOD, [INAUDIBLE] BEACH.

THIS IS JUST A PICTURE FROM ONE OF OUR PREVIOUS FROM ONE OF THE PROJECTS THAT ARE IN CONSTRUCTION RIGHT NOW IN [INAUDIBLE].

AND SO FAR THIS YEAR, WE'VE HAD TWO PROJECTS THAT HAVE BEEN COMPLETED AND ONE OF THOSE PROJECTS WERE [INAUDIBLE] AND THE OTHER ONE WAS IN HOLLYWOOD.

AND THIS IS JUST A PICTURE OF SOME OF THE SIDEWALK CONSTRUCTION THAT OCCURRED IN THE CITY OF POMPANO. THROUGHOUT FOR OUR ENTIRE PROGRAM, WE HAVE FORTY TWO PROJECTS THAT EQUATED TO SEVENTY ONE MILLION DOLLARS OF MPO FUNDING.

THE TWO PROJECTS THAT WE HAVE COMPLETED, WE ACTUALLY HAVE SEVEN MORE PROJECTS THAT ARE GOING TO BE COMPLETED THIS QUARTER.

SO FOR US, THIS HAS BEEN A PRETTY SUCCESSFUL YEAR.

AND HOPEFULLY WE CAN KEEP MOVING OUR PROJECTS FORWARD NEXT YEAR AND FOR THE REST OF THE YEAR. AND WITH THAT, I GUESS I CAN OPEN IT UP FOR QUESTIONS.
