SO WHAT YOU SEE IS A CHANGE FROM THE TERMINOLOGY OF EXPRESS LANE, BECAUSE WE'RE NOT GOING TO INCORPORATE DYNAMIC TOLLING IN ANY OF THE TURNPIKE FACILITIES.
WE ARE, HOWEVER, GOING TO PUT TOGETHER A OF THE ABILITY FOR MANAGED LANES TO CONTINUE.

AND WE ESSENTIALLY WE COLLABORATE.
WE HAVE AN ACTUAL AGREEMENT WHERE THE STATE COLLECTS THE DATA AND DISSEMINATES IT TO US THAT WE LOOK AT YEARLY TO SEE HOW WE'RE DOING AS FAR AS PERFORMANCE MEASURES.
AND WE'RE IN SOME OF THOSE TARGETS.
WE'RE REQUIRED TO SET TARGETS ON A YEARLY BASIS.
HOPEFULLY, YOU APPROVE TODAY IS THE SAFETY TARGET, ESSENTIALLY THE SAFETY OF THE ROADWAYS IN THE STATE OF FLORIDA, ALL OF THE ROADWAYS, FEDERAL AID, HIGHWAYS.

BUT WHEN I FIRST SAW THE DRAFT AS SEVERAL COUNTY COMMISSIONERS NOW, I WAS REALLY PLEASED AT THE LANGUAGE THAT WAS PROPOSED AND WE WANTED TO BRING THIS FORWARD.
SO THAT WAY THE COUNTY CAN MOVE FORWARD WITH FUNDING CITY PROJECTS AS RAPIDLY AS POSSIBLE. YES.
THANK YOU. SO IN REALITY, THIS IS THE SECOND AMENDMENT TO THE INTERLOCAL AGREEMENTS THAT HAVE BEEN EXISTING BETWEEN THE BROWARD MPO AND THE MUNICIPALITIES.
IT WAS AN INITIAL APPROVAL THAT IT WAS ADOPTED IN AUGUST OF 2018 FOR THE INTERLOCAL AGREEMENT WITH BROWARD COUNTY, MPO AND MUNICIPALITIES WITH THEN WE HAD THE VOTE THAT CAME FORWARD WITH THE PUBLIC AND THEY ADOPTED THE SURTAX.
THEREAFTER THE BROWARD COUNTY ENTERED INTO A SERVICES AGREEMENT WITH THE MPO TO PROVIDE PRIORITIZATION OF THE PROJECTS AND OTHER OTHER SURTAX SERVICES.
AND THEN IN JUNE, 2019, THE COUNTY IN THE MS. COUNTIES ADOPTED THE FIRST AMENDMENT TO THE SURTAX INTERLOCAL AGREEMENT.
SO THIS IS THE SECOND AMENDMENT.
THE SECOND AMENDMENT IS SUPPOSED TO TAKE ALL OF THOSE INTERLOCAL AGREEMENTS THAT WE'VE JUST IDENTIFIED AND RESTATE THEM, BRING THEM INTO ONE SINGLE DOCUMENT AND CLARIFY SOME OF THE ISSUES THAT HAVE BEEN ONGOING BETWEEN THE MUNICIPALITIES AND THE COUNTY.
WE ARE VERY HAPPY TO IDENTIFY IN THIS AGREEMENT THAT WITH REGARD TO THE MPO, WITH THE MPO IN PARTICULAR, THAT WE'VE ADDRESSED A LOT OF THE SERVICES ISSUES THAT WE HAD.
IT'S BEEN CLARIFIED TO OUR SATISFACTION AND THE COUNTY HAS AND STAFF HAVE BEEN VERY HELPFUL IN WORKING THROUGH THAT.
AND WITH REGARD TO THE ISSUES ASSOCIATED WITH THE CONFLICT, WHICH WE'LL DISCUSS AT THE NEXT ITEM AS WELL, THEY HAVE ACTUALLY PUT STATEMENTS IN THE SECOND AMENDMENT THAT

I HAVE HAD CONDUCTED CONTINUING DISCUSSIONS WITH THE COUNTY ATTORNEY'S OFFICE AND WE HAVE TECHNICALLY BETWEEN THE LAWYERS, CAME TO A UNDERSTANDING AS TO WHAT THE LANGUAGE WOULD BE OR WHAT IT SHOULD BE. AND IT'S SUBJECT NOW TO THE COUNTY ADMINISTRATOR'S REVIEW AND APPROVAL. WE HAVE BEEN WAITING FOR THAT REVIEW AND APPROVAL TO COME FORWARD, BUT HAS NOT COME FORWARD YET. SO SO THEREFORE, AS A RESULT, WE'RE ASKING AS THE MPO THAT WE FURTHER DEFER THIS MATTER TO THE NEXT COUNTY, TO OUR NEXT MPO MEETING SO THAT IT STAYS ALIVE SO WE CAN ADDRESS IT. IT WAS JUST A LOT OF OTHER THINGS ON THE PLATE, AS WELL AS THIS HUGE WORK PROGRAM AND THE REVENUE REDUCTIONS THAT WE SAW.
THEY'VE BEEN REALLY GREAT PARTNERS WITH US.
AND AS GERRY THE SECRETARY ALLUDED TO 13 YEARS AGO, WE STARTED RECOGNIZING THAT WE NEEDED TO HELP OUT THE CITIES AND THE COUNTY IN DELIVERY OF PROJECTS.
AND THAT'S WHEN WE STARTED THE EFFORTS TO ACTUALLY HELP DOT DELIVER THE PROJECTS, TO ACTUALLY SAVE MONEY ON THE CITY SIDE, BECAUSE WE HAVE A LOT OF CITY PROJECTS THAT, YOU KNOW, WE WERE THROUGH GOING THROUGH A RECESSION AT THE TIME AND EVERYONE WAS LIKE, WE DIDN'T HAVE THE MONEY, WE DON'T HAVE THE MONEY.
AND SO WE MADE THE CALCULATED DECISION THAT I THINK, GERRY, YOU WERE DIRECTOR OF OPERATIONS AT THE TIME.
BUT, YOU KNOW, WE SAID THIS IS SOMETHING WE WANTED TO DO AND NOW WE'RE DOING IT.
AND WE JUST FOUND A NEW WAY TO DELIVER BECAUSE THE OTHER GOOD THING THAT GOES UNMENTIONED IN THIS IS OUR DISTRICT IS GOING TO BE VERY BUSY RESURFACING AND PUTTING IN SAFETY IMPROVEMENTS INTO OUR REGION.
AND, YOU KNOW, JUST THEIR STAFFING IS ISN'T THERE.
SO THE FACT WE CAN HELP ALLEVIATE SOME OF THE STAFFING FOR THE PROGRAM AND FOR THE CEI FOR CONSTRUCTION IS JUST A GREAT EFFORT THAT WE CAN PROVIDE THE CITIES.
AND, YOU KNOW, THAT'S GOING TO BE USEFUL AS WE MOVE FORWARD, ESPECIALLY AS WE SEE A POTENTIAL STIMULUS, AS WELL AS THE REAUTHORIZATION ACT, WHICH I HAVE FORMER SENATOR FORMER, I WAS GOING TO MAKE YOU A SENATOR.

PERIMETER ROAD UP THERE IN GAINESVILLE IN THE LAST YEAR.TWO, SPECIFICALLY IN THE LAST THREE WEEKS.
AND I REACHED OUT TO SOME OF THE GAINESVILLE COMMISSIONERS, THE FDOT SECRETARY UP THERE, AS WELL AS THE GAINESVILLE POLICE DEPARTMENT, OFFERED OUR ASSISTANCE, WHATEVER WE COULD, BECAUSE AS SOON AS I MENTIONED THAT I SIT ON THIS BOARD HERE IN BROWARD COUNTY, ALONG WITH FDOT SECRETARY O'REILLY AND MR. STUART RIGHT AWAY, IT'S A REPUTATION THAT IS WELL RECEIVED AND THE ENTIRE STATE AS AND IT'S JUST AN ISSUE THAT'S GOING ON OUT THERE.
THEY'RE TRYING TO MAKE SOME SAFETY ENHANCEMENTS.
THEY'VE DONE A LOT ALREADY THROUGH TRAFFIC ENFORCEMENT, TRAFFIC OPERATIONS.
BUT IT PROVES THE IMPORTANCE OF THE SERVICES THAT WE PROVIDE DOWN HERE AT THIS LEVEL FOR THE SAFETY OF NOT JUST DRIVERS, BUT PEDESTRIANS, ANY TRANSPORTATION MODE.
AND IT'S A VERY SAD THING THAT'S HAPPENED UP THERE.

BUT I HAVE TO SAY THAT THIS GROUP DOES IT TIME AND TIME AGAIN, AND IT'S AN HONOR AND A PRIVILEGE TO BE REAPPOINTED BY THE SCHOOL BOARD TO THIS GREAT GROUP.

THIS IS A VERY BIG YEAR FOR TRANSPORTATION AND TRANSPORTATION FUNDING.
OBVIOUSLY, THE ELECTION CHANGED THE WAY USDOT IS GOING TO BE OPERATING AND THE FOLKS THAT ARE BEING INSTALLED INTO USDOT, I USED TO SAY WHEN WE WOULD APPLY FOR GRANTS WITH THE COUNTY FOR PORT EVERGLADES AND WE WOULD SCORE PERFECTLY AND IT WOULD GO TO THE SECRETARY'S DESK AND THE DECISION WAS MADE THAT THE GRANT WOULD GO TO KENTUCKY.
SO I ACTUALLY USED TO SAY, WELL, WE HAVE A KENTUCKY FRIED CHICKEN NEAR THE PORT THAT DIDN'T NECESSARILY WORK SO WELL.
BUT NOW WITH THE NEW STAFF GOING IN, THERE IS A DEFINITE BIAS BACK TO SOUTHEAST FLORIDA AND TO OTHER COMMUNITIES, LARGE COMMUNITIES IN THE COUNTRY.

SO YOU'VE GOT MAJORITY DEMOCRAT CONTROL IN THE HOUSE WITH JUST LITERALLY FIVE, SIX VOTES DIFFERENCE BETWEEN DEMOCRAT AND REPUBLICAN, WHICH MEANS ALTHOUGH NANCY PELOSI HAS THE GAVEL, THERE'S NO ROOM FOR ERROR IN TERMS OF NOT HOLDING HER CAUCUS TOGETHER AND OR WORKING AS MOST ISSUES.
I KNOW IT DOESN'T LOOK THIS WAY ALWAYS, BUT MOST ISSUES DO GET WORKED OUT IN A MORE BIPARTISAN WAY.
TRANSPORTATION ISSUES USUALLY ARE NOT PARTISAN OTHER THAN THE FUNDING SIDE OF IT, WHICH HAS BEEN THE PROBLEM. BUT GENERALLY SPEAKING, PEOPLE SUPPORT INFRASTRUCTURE AND TRANSPORTATION DEVELOPMENT.
THE COMMITTEE WORKS NICELY TOGETHER.
IN THE SENATE 50 50 AFTER THE GEORGIA RACES.
AND AS YOU I'M SURE MOST OF YOU KNOW, THAT MEANS THAT THE VICE PRESIDENT HAS THE DECIDING VOTE. BUT SUFFICE IT TO SAY THAT THE DEMOCRATS, WITH NO VOTES TO SPARE, HAVE TO HOLD.
IF IT'S A PARTISAN KIND OF SITUATION, IT WOULD HAVE TO HOLD EVERYBODY TOGETHER.
SO, AGAIN, I THINK THAT LENDS ITSELF, FROM MY EXPERIENCE, INTO FORCING THE PARTIES ON THINGS LIKE TRANSPORTATION TO WORK TOGETHER AND FIND 60, 70, 80 VOTES ON A BILL THAT WILL HOPEFULLY MOVE FORWARD AT SOME POINT, WHICH YOU'LL HEAR ABOUT.
SO EXPECTATION WISE, DON'T THINK THAT JUST BECAUSE THE DEMOCRATS HAVE SORT OF CONTROL OF THE CONGRESS, IT'S JUST SOME MASSIVE DEMOCRAT MOVE, YOU KNOW, IN A PROGRESSIVE DIRECTION OR ANYTHING ELSE. IT ISN'T.
IT'S GOING TO BE MORE OF A CENTER POSITIONING BECAUSE OF THE FACT THAT THE VOTES ARE VERY TIGHT ON BOTH SIDES.
AND AGAIN, I DON'T THINK THAT'S A BAD THING.
THAT'S PROBABLY A REASONABLE THING ON THINGS LIKE TRANSPORTATION.
LOCALLY, ALL OF OUR LOCAL MEMBERS THAT WE RELY ON AS OUR FACES OF THESE ISSUES, WE'RE ALL REELECTED. WASSERMAN SCHULTZ, ALCEE HASTINGS, MARIO DIAZ-BALART, TED DEUTCH, SOME OTHERS IN THE REGIONAL AREA HERE ALSO THAT WERE ALSO REELECTED.
SO MIAMI HAD SOME TURNOVER, BUT NOT SO MUCH IN THE BROWARD AREAS OF PRETTY MUCH AS BEFORE. SO WHAT THAT MEANS IS THESE ARE FRIENDS OF OURS.
THESE ARE PEOPLE THAT TAKE UP OUR ISSUES.
YOUR STAFF HAS BUILT RELATIONSHIPS OVER THE YEAR AND WE GO IN WITH THEM TO DOT.
A LOT OF THE CAREER PEOPLE ARE STILL PEOPLE THERE THAT ARE NOT POLITICAL APPOINTMENTS TO COME AND GO WITH THE ADMINISTRATION, NEW ADMINISTRATION.
SO A LOT OF FRIENDS THAT ALREADY KNOW BROWARD ARE ALREADY IN PLACE AND WILL CONTINUE TO BE OUR FRIENDS. BUT THE HIGHER LEVEL PEOPLE ARE THE PEOPLE THAT WE'LL REACH OUT TO AND WE KNOW SOME OF THEM THROUGH OUR HOLLAND & KNIGHT CONNECTIONS IN WASHINGTON.

AND IT PROVIDES FUNDING FOR DOT AND OTHER AGENCIES ON THE WATER RESOURCES DEVELOPMENT ACT, WHICH I KNOW IS IMPORTANT TO MANY OF YOU THAT HAVE PORTS.
AND THIS IS AN ARMY CORPS OF ENGINEERS OWN POLICY BILL AND ENERGY ACT AND ALSO ADDITIONAL MONEY FOR COVID.
ON THIS SLIDE. YOU'LL SEE, THANKFULLY, THERE IS MONEY FOR TRANSPORTATION 14 BILLION DOLLARS FOR TRANSIT THAT WAS GIVEN OUT TO THE URBANIZED AREAS, AND I'VE ALREADY GIVEN GREG HIT THE ALLOCATION FOR THIS AREA, TEN BILLION DOLLARS FOR HIGHWAYS AND THEY SHOULD BE GETTING PART OF THAT THROUGH THE STBG PROGRAM.
AND FEDERAL HIGHWAYS IS EXPECTED TO GIVE OUT THAT MONEY TODAY.
AND THEN TWO BILLION DOLLARS FOR AIRPORTS NEXT SLIDE.
JUST A QUICK SUMMARY OF THE APPROPRIATIONS BILL FOR TRANSPORTATION AND THINGS THAT ARE REALLY IMPORTANT TO YOU.
FORTY SIX POINT THREE DOLLARS BILLION FOR HIGHWAYS OF AN ADDITIONAL TWO BILLION DOLLARS FOR HIGHWAYS. THEY ARE [INAUDIBLE] OUT THE TREASURY VERSUS THE HIGHWAY TRUST FUND, AND THIS IS CONSIDERED THEIR INFRASTRUCTURE SINCE WE WERE ABLE TO DO AN INFRASTRUCTURE BILL PREVIOUSLY. AND SO THIS IS GOOD NEWS FOR BROWARD BECAUSE ALL THESE PROGRAMS UTILIZE SDBG, [INAUDIBLE] COMPETITIVE GRANT PROGRAM FOR BRIDGES AND ALSO FOR RAIL GRAD CROSSINGS, WHICH I KNOW IS REALLY IMPORTANT TO PEDESTRIAN SAFETY IN BROWARD COUNTY.
A BILLION DOLLARS AGAIN FOR BUILD GRANTS AND THEN TWO HUNDRED THIRTY MILLION DOLLARS FOR MARAD PORT INFRASTRUCTURE.
AND THIS COULD BE VERY IMPORTANT TO EVERGLADES [INAUDIBLE].
FOR TRANSIT, 13 BILLION DOLLARS, A SLIGHT INCREASE FROM LAST YEAR FOR THE FTA.
AND THEN ONCE AGAIN, EXTRA MONEY FROM TREASURY.
AND THAT INCLUDES TWO HUNDRED FIFTY MILLION DOLLARS FOR BUS AND BUS FACILITIES, WHICH I ALSO KNOW IS IMPORTANT TO THE REGION.

REALLY, THE DECEMBER BILL LEFT OUT STATE AND LOCAL FUNDING.
SO THERE'S A HUGE PUSH TO MAKE THAT THE NUMBER ONE PRIORITY IN THIS BILL IS TO PROVIDE FUNDING FOR STATE AND LOCAL.
ADDITIONAL RELIEF UNEMPLOYMENT INSURANCE RUNS OUT ON MARCH 14TH.
SO THIS IS WHY PRESIDENT BIDEN WANTS THIS BILL TO BE DONE BY CONGRESS AND ON HIS DESK BY THAT SO HE CAN GET THAT THROUGH.
SO THERE'S A COUPLE OF DIFFERENT WAYS.
AND HERE'S JUST SOME OF THE MONEY THAT'S KIND OF PROPOSED RIGHT NOW.
THERE'S A COUPLE OF DIFFERENT WAYS THAT THEY CAN GET THIS LEGISLATION DONE.
AND THE NUMBER ONE TARGET IS THE BUDGET RECONCILIATION PROCESS.
AND SO SENATOR BERNIE SANDERS IS CHAIR OF THE SENATE BUDGET COMMITTEE.
HE IS LOOKING TO START BRINGING UP HIS BILL NEXT WEEK.
AND THE BUDGET RECONCILIATION RECONCILIATION PROCESS IS IMPORTANT BECAUSE IT ONLY ALLOWS THEM TO NEED FIFTY ONE VOTES VERSUS THE 60 VOTES THAT IS TRADITIONALLY REQUIRED IN THE SENATE. SO WE ARE HOPEFUL THAT THAT WILL MOVE FORWARD.

AND THIS WAS A REAL EXECUTIVE ORDER THAT THE PRESIDENT USED TO EXPEDITE FEDERAL PERMITS.
AND PRESIDENT BIDEN IS CONCERNED ABOUT EXPEDITING SOME PERMITS THAT THAT DOES AFFECT THE CLIMATE AND ENVIRONMENT.
NEXT. AND THEN A COUPLE MORE, HE HAS DONE THAT RELEVANT TO THE MPO IS HE'S DONE A BUY AMERICA A COUPLE OF DAYS AGO AND THAT HE WANTS TO MAKE SURE FEDERAL AGENCIES ARE PURCHASING PRODUCTS THAT ARE MADE HERE IN THE USA.

AND LAST YESTERDAY, HE INTRODUCED ONE FOR ENVIRONMENTAL JUSTICE.
AND THIS IS IMPORTANT BECAUSE AS YOU CAN SEE, WELL, THE PRESIDENT IS PRIORITIZING ENVIRONMENTAL JUSTICE, EQUITY, MAKING SURE THAT DISADVANTAGED COMMUNITIES GET ITS FAIR SHARE, AND THEN ALSO CLIMATE.

AS AS A SOME OF YOU ALL MAY REMEMBER DURING THIS WHOLE COVID PANDEMIC, WE STARTED A NEW EDUCATIONAL MESSAGING CAMPAIGN THROUGH OUR SPEAK UP BROWARD SOCIAL MEDIA PAGES, THIS IS JUST ONE QUICK EXAMPLE OF A POST WHERE WE SHOW A PROJECT THAT'S CURRENTLY UNDERNEATH CONSTRUCTION, ESTIMATED COMPLETION DATE, THE CITIES THAT ARE BEING AFFECTED.
AND THEN SOME OF THE SCOPES OF WORK.
AND THEN WE ALSO PROVIDE SOME EDUCATIONAL MESSAGING ON THE BENEFITS OF THESE IMPROVEMENTS, ONLY AS A CAPTION.
AND THIS IS JUST ANOTHER EXAMPLE OF SOME OF THE POSTS THAT WE SEND OUT.
SO CURRENTLY, RIGHT NOW, WE HAVE NINE PROJECTS THAT ARE THAT ARE PROGRAMED THAT HAVE NOT STARTED, THE PROJECTS THAT ARE IN GREY AT THE BOTTOM, THESE ARE ALL THE PROJECTS THAT WERE ORIGINALLY SUPPOSED TO BE IN A FEASIBILITY STUDY. HOWEVER, THE ONES THAT ARE IN RED WERE REMOVED FROM FEASIBILITY AND THEY WILL HOPEFULLY GO STRAIGHT TO DESIGN IN THE NEXT WORK PROGRAM.
THESE PROJECTS IN RED ARE SOME OF OUR PROJECTS THAT WE AS A MOBILITY TEAM, AS WE START A NEW INITIATIVE CALLED THIRD YEAR CHECK, WHERE WE MEET WITH THE LOCAL MUNICIPALITIES BEFORE THE PROJECT IS ACTUALLY ADVERTISED FOR CONSULTING ACQUISITION.
SO THEN WE'RE ABLE TO MAKE SOME MODIFICATIONS TO THE SCOPES AND WE'RE ABLE TO ENSURE THAT THERE'S NO OTHER PROJECTS THAT ARE OVERLAPPING, SUCH AS LIKE SURTAX OR CSLIP OR A LOCAL AGENCY PROJECT.
CURRENTLY RIGHT NOW, WE HAVE 17 PROJECTS THAT ARE IN DESIGN, A LOT OF THESE PROJECTS ARE ARE MOVING FAIRLY QUICKLY THROUGHOUT.
SOME OF THESE PROJECTS HAVE ALREADY FINISHED DESIGN, BUT HAVEN'T, QUOTE UNQUOTE, GONE IN TO CONSTRUCTION AS OF YET.
SO THEY ARE STILL ON THIS LIST.
THIS IS JUST A TYPICAL SECTION OF WHAT OF A RENDERING THAT WE NORMALLY SHOW DURING SOME OF OUR PUBLIC OUTREACH WORKSHOPS AND DESIGN PROCESS.
CURRENTLY RIGHT NOW, WE HAVE 14 PROJECTS THAT ARE IN CONSTRUCTION.
AS YOU CAN SEE, A KIT OF OUR PROJECTS RIGHT NOW HAVE A LOT OF DIFFERENT SEGMENTS.
SOME OF THESE PROJECTS ARE ARE GETTING PRETTY CLOSE TO COMPLETION, SOME OF THESE PROJECTS ARE IN THE RED TEXT ARE ACTUALLY PROJECTS THAT WILL BE COMPLETED IN THE NEXT MONTH OR SO.
THERE ARE SOME MORE OVER HERE.
THIS IS JUST THE CONSTRUCTION OF THE PICTURE FROM 14TH AVENUE AND HOLLYWOOD BOULEVARD.
SO FAR THIS YEAR, WE HAVE COMPLETED TWO PROJECTS, ONE IN POMPANO BEACH WAS JUST A SIDEWALK PROJECTS AND THEN ONE IN HOLLYWOOD BOULEVARD, WHERE WE PLACED [INAUDIBLE] ON SOME ROADS, WE CONSTRUCTED SOME BIKE LANES.
WE ALSO DID SOME SIDEWALK IMPROVEMENTS AND IMPROVEMENTS THROUGHOUT WITH SOME [INAUDIBLE] WORK. AND THIS IS JUST A CONSTRUCTION PICTURE OF THE COMPLETED POMPANO JOB, OBVIOUSLY IT LOOKS A LOT BETTER THAN WHAT IS SHOWN ON THE SCREEN.
THIS WAS ACTUALLY DURING CONSTRUCTION.
SO CURRENTLY RIGHT NOW, WE HAVE AS OF AS OF THE BEGINNING OF THIS YEAR, WE HAD FORTY TWO PROJECTS IN DIFFERENT PHASES OF FOR A TOTAL OF TWO HUNDRED AND SEVENTY ONE MILLION DOLLARS OF CONSTRUCTION FUNDS.
AS I HAD STATED, WE HAVE SOME PROJECTS THAT ARE THAT ARE ABOUT TO FINISH UP IN CONSTRUCTION. SO HOPEFULLY BY THE NEXT UPDATE THERE WILL BE MINIMUM SEVEN MORE PROJECTS THAT WILL BE ADDED TO THE COMPLETION LIST.
SOME PROJECTS WE DROP OFF OUR CONSTRUCTION.
AND SOMEONE WILL HAVE MOVE FROM DESIGN TO CONSTRUCTION.
