MEMBERS OF THE BOARD, THANK YOU, IT'S AN HONOR TO BE BEFORE YOU GIVING YOU A BRIEF UPDATE ON OUR SURTAX SERVICES.

JANUARY 28TH, THE BOARD ADOPTED THE SECOND AMENDMENT TO THE ILA BETWEEN US, THE CITIES AND THE COUNTY, AND SO WE STARTED TO MOVE FORWARD AS OF, I BELIEVE, THIS WEEK, IT HAS BEEN FILED AND IT IS RECORDED AND ACTIVE AT THIS POINT.

SO A SUMMARY OF THE CHANGES ACCORDING TO THE SECOND ILA IS THERE ARE NO SWAP OUTS, THE PROCESS MUST START BY APRIL 1ST.

THERE'S GOING TO BE NO REHAB AND MAINTENANCE APPLICATIONS TO BE ACCEPTED UNTIL THE CURRENT LIST OF SIXTY ONE PROJECTS IS COMPLETED.

WE WILL BE USING THE SAME RANKING PROCESS AS USED IN CYCLE ONE.

AND THE FIVE YEAR PLAN WILL FUND BE FUNDED BY THE MINIMUM ANNUAL GUARANTEE.

ALL NEW PROJECTS, INCLUDING THOSE THAT WERE RANKED ONE HUNDRED AND ELEVEN AND HIGHER, ARE ACTUALLY GOING TO BE CONSIDERED NEW PROJECTS AND IT WILL GENERATE A SECOND LIST.

SO IT'S BEEN ADOPTED.

WE KNOW THE SCOPE OF WORK TO BE DELIVERED.

ON THE APRIL 1ST EXECUTIVE BOARD MEETING COMING UP A WEEK FROM TOMORROW.

WE HAVE A CONTRACT AMENDMENT WITH THE WHITE HOUSE GROUP TO PROVIDE NECESSARY SERVICES TO DELIVER THE REQUIRED GOODS TO BROWARD COUNTY, WHICH THEIR DEADLINE, ACCORDING TO THE SECOND AMENDMENT, IS JUNE 1ST, 2021.

AND BEFORE I GO TO ANY QUESTIONS, I JUST WANTED TO POINT OUT THAT YOU ALL SHOULD HAVE ALL RECEIVED INFORMATION FROM ME RECENTLY ABOUT THE TRAINING SESSION THAT IS GOING TO OCCUR TOMORROW BETWEEN ONE AND THREE.

IT WILL BE RECORDED AND IT WILL BE ON OUR LANDING PAGE FOR YOU TO VIEW.

AND ON FRIDAY, WE ARE OPENING THE PORTAL.

WE WILL BE ALLOWING YOU TO SUBMIT ANY NEW PROJECTS FOR US TO WORK THROUGH FOR TWENTY EIGHT DAYS OR FOUR WEEKS.

AND THEN THEY WILL BE DELIVERED TO THE COUNTY FOR AN INITIAL REVIEW BY THEIR LEGAL DEPARTMENT, AND IF YOU HAVE ANY QUESTIONS, I'M HAPPY TO TAKE THEM AT THIS TIME.

DOES ANYONE HAVE ANY QUESTIONS FOR MR. CALETKA? I DO NOT SEE ANY.

CAN YOU JUST CLARIFY IN TERMS OF THE OTHER HUNDRED AND ELEVEN, DO THE CITIES HAVE TO RESUBMIT THOSE PROJECTS AGAIN WITH UPDATED INFORMATION OR ARE THEY STILL ON THE LIST? SO THEY ARE STILL ON THE LIST.

I'VE TRIED TO MAKE IT AS SIMPLE AS POSSIBLE FOR THE CITIES, YOUR CITY HAS THE MOST.

SO. IT WOULD OVERWHELM YOU, BUT SO WE ARE LEAVING THEM IN THERE UNLESS YOU GO INTO THE PORTAL AND WITHDRAW THEM.

SO WE HAVE A LITTLE LINK THAT SAYS WE NO LONGER WANT THIS PROJECT, WE'RE WITHDRAWING THEM. BUT THE GREAT THING ABOUT THIS DATABASE IS THAT IT'S GOING TO BE AVAILABLE FOR ALL MUNICIPALITIES, EVEN OUTSIDE OF THE PORTAL OPENING PERIOD FOR YOU TO GO AND UPDATE AS NEEDED.

SO IF YOU GET SOME MORE DESIGN DONE AND YOU CAN UPDATE THAT, IT WILL BE CONSIDERED IN THE FOLLOWING ROUND FOR RERANKING.

GREAT, AND THEN HOW MANY IS IT GOING TO BE THE NEXT FIVE YEAR PLAN, OR ARE YOU PROGRAMING A YEAR AT A TIME? HAVE YOU FIGURED THAT OUT? SO WE HAVE THE FIVE YEAR PLAN THAT WAS ADOPTED BY THE COUNTY COMMISSION.

SO WE ARE GOING TO BE UPDATING THE FIFTH YEAR OF THIS PLAN BY JUNE 1ST.

AND ALL OF THOSE PROJECTS WILL COME DIRECTLY FROM CYCLE ONE, WHICH WERE THE ONE THROUGH

AND THEN ONCE ALL OF THOSE PROJECTS OF CYCLE ONE HAVE BEEN FUNDED, THEN WE MOVE TO THE FIVE YEAR PLAN, UPDATING FROM THE NEW PROJECT LIST THAT WE'RE GENERATING.

THANK YOU SO MUCH, I'M STEPHANIE GARCIA, AND WITH THE BROWARD MPO, I'M THE [INAUDIBLE] MANAGER AND I'M LEADING THIS EFFORT.

THE BROWARD TACTICAL URBANISM PROGRAM, MOST KNOWN AS B TACTICAL.

LET'S GO TO THE NEXT SLIDE.

OK, SO HOW EVERYTHING STARTED.

RIGHT. THESE ARE THE QUESTION, AND THE BROWARD MPO ACTUALLY IDENTIFY THESE QUICK BUILD PROJECTS BACK IN 2018 AS PART OF THE BICYCLE AND PEDESTRIAN SAFETY ACTION PLAN AS PRIORITY ACTION ITEM. SO FIRST, WE STARTED WITH THE [INAUDIBLE] MASTER PLAN TO SET THE STAGE, IDENTIFY THOSE PROJECTS, THAT IT WOULD BE IDEAL TO ADD TO THE NETWORK, BICYCLE AND PEDESTRIAN NETWORK OF BROWARD COUNTY.

AND THEN WE THOUGHT, OK, HOW CAN WE IMPLEMENT PROJECTS QUICKER? SO THE ANSWER TO THAT IS THROUGH THAT TACTICAL URBANISM.

SO AND I THINK AS SOME OF YOU ARE FAMILIAR WITH THE PICTURE IN THE IN THE RIGHT, WE A TTENDED OUR COMMUNITY [INAUDIBLE] BACK IN 2019.

AND ONE OF THE GOALS IDENTIFIED AS PART OF THE PLAN WAS TO IMPLEMENT [INAUDIBLE] PROGRAM AS PART OF THE MPO WITH THE SUPPORT OF ELECTED OFFICIALS, [INAUDIBLE] MEMBERS AND OTHER TRANSPORTATION PARTNERS.

IN THE PICTURE, YOU WILL SEE [INAUDIBLE] REPRESENTATION THE CAC CHAIR AND ALSO ARP REPRESENTATIVE FOR FLORIDA AND AN ELECTED OFFICIAL IN THESE CASES IN THE CITY OF MIRAMAR, COMMISSIONER [INAUDIBLE] AND OF COURSE, THE BROWARD REGIONAL PLANNING COUNCIL, HEALTH COUNCIL. AND SO THIS IS ALL HAPPENING 2018, 2019 AND FINALLY 2021.

WHAT WE DO HAVE A PROGRAM AND I WILL PROVIDE MORE INFORMATION LATER ON IN THE PRESENTATION, BUT I WOULD LIKE TO TURN IT OVER TO OUR GREAT TEAM, KIMLEY HORN, AND TO INTRODUCE THE ENTIRE TEAM THAT WILL BE WORKING WITH US IN ORDER TO IMPLEMENT THE FIRST [INAUDIBLE] FOR 2021.

WE ARE SO HAPPY TO REMAIN INVOLVED WITH THE MPO'S COMPLETE STREETS INITIATIVE, HAVING COMPLETED THE MASTER PLAN, AS WELL AS UPDATING THE COMPLETE STREETS DESIGN GUIDELINES 2.0, GETTING THAT PUBLISHED, WE ARE NOW READY TO MOVE IN TO B TACTICAL.

AND I THINK THIS WILL BE A GREAT WAY TO SHOWCASE A SAFE STREETS IMPROVEMENT IN BROWARD.

WE HAVE TEAMED WITH STREET PLANS COLLABORATIVE, AND I'D LIKE TO INTRODUCE MR. TONY GARCIA, WHO LITERALLY HAS WRITTEN THE BOOK ON TACTICAL URBANISM.

NOT ONLY IS TONY A COAUTHOR OF THE TACTICAL URBANISM BOOK, BUT ALSO IS WITH STREET PLANS COLLABORATIVE, WHO SPECIALIZE IN HELPING JURISDICTIONS TO IMPLEMENT TACTICAL URBANISM AND CREATE SHOWCASES FOR WHAT IS THE ART OF THE POSSIBLE FOR SAFE STREETS IMPROVEMENTS.

I'M GOING TO HAVE TONY TALK ABOUT OUR TACTICAL URBANISM PLANS FOR THIS PROJECT.

WE SPENT THE FIRST PART OF OUR OF OUR CAREER IN OUR PRACTICE DOING MASTER PLANS.

AND WE STILL THAT'S THE THE CORE PART OF OUR BUSINESS IS ACTUALLY TRANSPORTATION PLANNING. AND WE DO TACTICAL WORK TO ADVANCE AND ACCELERATE THAT INFRASTRUCTURE.

AND SOMETIMES IT'S IMAGES.

THESE ARE ALL PROJECTS THAT WE'VE WORKED ON THAT I PERSONALLY HAVE BUILT WITH MY OWN TWO HANDS. AND AND I'LL GO BACK TO THAT SUBJECT FREQUENTLY THAT THAT THIS IS A HANDS ON PARTICIPATORY PROCESS.

IT'S NOT ABOUT HAVING A MEETING, A WORKSHOP WHERE WE MEET ON WEDNESDAY NIGHT AT A LIBRARY SOMEWHERE.

THAT HAS TO HAPPEN TOO.

THERE'S NOTHING WRONG WITH THAT.

THERE'S A LOT OF THAT HAPPENS IN THE LEAD UP TO THIS.

BUT WE ALSO GO OUT AND BUILD STUFF.

AND THAT'S I THINK THE THE FUN PART OF THIS WORK IS PUTTING BRINGING PLANS OFF OF PAPER AND INTO THE REAL WORLD.

SO HERE'S JUST A SLICE OF THOSE DIFFERENT TYPES OF PROJECTS THAT COULD BE BIKE LANES OR CURB EXTENSIONS OR SIDEWALK EXTENSIONS.

AND THERE ARE TECHNICAL DRAWINGS AND THERE IS AN ELEMENT TO THIS THAT THAT IS UNSEEN TO GET TO THIS POINT. IT'S NOT IT'S REALLY NOT ABOUT GUERILLA URBANISM.

THIS IS NOT ABOUT A GROUP OF PEOPLE GOING OUT IN THE MIDDLE OF THE NIGHT AND DOING SOMETHING. THERE'S A LOT OF PLANNING AND CARE THAT GOES INTO EXECUTING THESE PROJECTS, ESPECIALLY TO MAKE THEM LOOK AS POLISHED AND PROFESSIONAL AS WHAT YOU'RE SEEING HERE.

AS STUART SAID, WE'VE DOCUMENTED THIS ALL AROUND THE WORLD AND WE DO PUBLICATIONS ON AN ONGOING BASIS. SOME OF THE THE MOST RECENT ACTUALLY WERE FOR [INAUDIBLE] AND AND BLOOMBERG. WE'RE ONE OF THE BLOOMBERG TECHNICAL CONSULTANTS FOR MUNICIPALITIES THAT ARE LOOKING TO THERE'S A GRANT PROGRAM ACTUALLY RIGHT NOW THAT BLOOMBERG'S RUNNING FOR TWENTY FIVE THOUSAND DOLLARS FOR MUNICIPALITIES TO DO ASPHALT ART PROJECTS.

SO THAT MIGHT BE A FUNDING MECHANISM.

AS PART OF THIS PROGRAM, I WILL HAVE TO RECUSE MYSELF BECAUSE I'M ONE OF THE REVIEWERS, BUT I'M HAPPY TO TO ENCOURAGE OUR MEMBER CITIES AND SOME OF THESE APPLICANTS TO TO MOVE THAT FORWARD.

YOU CAN GO TO THE NEXT SLIDE. SO WHAT IS TACTICAL URBANISM? IT'S SUCH A WONKY TERM.

RIGHT. AND IT REALLY IS ABOUT PROJECTS THAT ARE SHORT TERM, LOW COST, SMALL SCALE THAT ARE TRYING TO ACHIEVE A LONG TERM GOAL.

AND WHEN WE TALK ABOUT THE WHEN WE SEE AND WE THINK ABOUT WHAT WHAT TACTICAL PROJECTS ARE, THEY HAVE FOUR MAIN QUALIFICATIONS AND CHARACTERISTICS.

ONE IS THAT THEY'RE INEXPENSIVE.

AND THAT COULD MEAN STILL IN THE IN THE RANGE OF TWENTY THOUSAND DOLLARS.

WE'RE WORKING ON A PROJECT IN CALIFORNIA RIGHT NOW THAT IS ALMOST SEVEN HUNDRED THOUSAND DOLLARS OF MATERIAL EXPENSES.

BUT BUT IN OUR WORLD OF TRANSPORTATION PROJECTS, WHAT WE TALK ABOUT MILLION DOLLAR PROJECTS, WE'RE STILL TALKING ABOUT RELATIVELY INEXPENSIVE WORK.

THESE PROJECTS ARE TEMPORARY.

AND THAT DOESN'T MEAN THAT THEY GO AWAY AFTER A DAY.

THERE ARE PROJECTS THAT GO AWAY AFTER A DAY.

THOSE POP UP TYPE PROJECTS, THE PROJECTS THAT WE'RE TALKING ABOUT HERE ARE JUST NOT PERMANENT. WE'RE NOT MOVING CURBS AND GUTTERS.

WE'RE NOT DOING ANY SORT OF CONCRETE OR OR CHANGES TO THE RIGHT OF WAY.

WE'RE WORKING WITHIN THE EXISTING CURB TO CURB LINES.

BUT THE MATERIALS ARE GOING TO LAST FOR SEVERAL YEARS AND THEY SHOULD LAST FOR SEVERAL YEARS. THAT'S WHAT TEMPORARY MEANS.

AND I THINK IMPORTANT FOR THIS CROWD, THE MPO WAS ONE OF THE MAIN ROLES IS TO PRODUCE DOCUMENTS AND PLANNING EFFORTS THAT THAT LEAD TO REAL WORLD RESULTS.

TOO OFTEN IN OUR PROFESSION, WE SEE THOSE PLANS JUST SIT ON THE SHELF.

SO WE USE THIS EFFORT AND THIS METHODOLOGY AS A WAY OF GETTING THOSE PLANS OFF THE SHELF AND WE BASE OUR WORK OFF OF EXISTING PLANS.

SO THE COMPLETE STREETS MASTER PLAN, AS STUART WAS SAYING, IS ONE OF THE CRITERIA HERE AND THE THINGS THAT WE'RE TRYING TO ADVANCE.

AND FINALLY, IT'S PEOPLE DRIVEN.

WE GET PEOPLE OUT OF THE THE VERY PASSIVE PUBLIC ENGAGEMENT.

EXERCISES THAT WE NORMALLY DO AS PLANNERS TO GET OUT AND HELP DO THE WORK, AND WE DO THIS TO LEARN FROM FROM PEOPLE AS THEY'RE DOING THE WORK AND ALSO TO GET THEM TO BUY INTO IT, BECAUSE TOO OFTEN WE SEE PEOPLE PEOPLE GET UPSET ABOUT SOMETHING THAT WE AS PLANNERS DO, ONLY TO FIND THAT, YOU KNOW, IF WE INVOLVE THEM IN THE ACTUAL CONSTRUCTION, THEY TEACH US SOMETHING AND THEN THEY BECOME OWNERS OF THE PROJECT AND DEFENDERS.

AND I HAVE SO MANY STORIES OF THAT HAPPENING.

PEOPLE ARE REALLY UPSET AT THE START OF A PROJECT.

WHEN THEY SEE ME OUT THERE PAINTING SOMETHING, SOMEBODY WILL COME OUT OF THEIR HOUSE AND GET UPSET. AND WHEN YOU GIVE THEM THE CAN AND WE EXPLAIN WHAT TO DO AND THEY GO DO IT, THEN YOU JUST WON SOMEBODY OVER.

AND THAT HAPPENS ALL THE TIME.

YOU GO TO THE NEXT SLIDE. SO IN TERMS OF THE NOMENCLATURE, AND I KNOW THIS IS ALL IS VERY WONKY AND WE'RE TRYING TO BE MORE DISCIPLINED ABOUT THE TERMINOLOGY THAT WE USE.

WHEN WE TALK ABOUT TACTICAL URBANISM.

THERE ARE A RANGE OF OF TYPES OF PROJECTS AND THEY RELATE TO THE DURATION OF THE MATERIALS, THE DURABILITY OF THOSE MATERIALS AND THE THE FINANCIAL INVESTMENT, THE AMOUNT OF TIME INVESTED ON BEHALF OF CITY STAFF AND ALSO THE POLITICAL INVESTMENT.

SO MOST PEOPLE AND MUNICIPALITIES ARE VERY FAMILIAR WITH DEMONSTRATION PROJECTS.

THAT IS THOSE POP UP PROJECTS.

THEY GO AWAY AFTER A DAY OR TWO.

WE USE TEMPERA PAINT, IT WASHES AWAY.

NOTHING IS BOLTED INTO THE GROUND.

THERE'S NOTHING LOST IN TERMS OF THE EXECUTION OF THOSE PROJECTS.

IT'S JUST A PROOF OF CONCEPT THAT'S VERY QUICK.

BUT THERE ARE THESE OTHER INCREMENTS.

AND WHAT WE'RE ALWAYS TRYING TO SAY IS LET'S NOT JUMP INTO PERMANENT DESIGN.

TOO OFTEN OUR PROJECT PLANS AND OUR ENGINEERING JUMPS RIGHT TO PERMANENT.

AND WE SPENT DECADES AND MILLIONS OF DOLLARS DOING THESE PROJECTS THAT ARE CONSTRUCTED ONLY TO FIND OUT THAT THEY DON'T WORK THE WAY THAT THAT WE THOUGHT THEY WERE GOING TO WORK. SO HOW CAN WE BREAK DOWN PROJECT DELIVERY INTO SMALLER INCREMENTS? AND SO WE LIKE TO WORK IN THE PILOT AND INTERIM DESIGN PHASE.

AND FOR THIS PROJECT, WE'RE GOING TO BE SQUARELY IN THE PILOT CATEGORY, WHICH IS REALLY SIX MONTHS TO A YEAR, NOW.

THERE'S NOT A PAINT TYPE THAT'S GOING TO ONLY LAST SIX MONTHS.

ONCE WE JUMP FROM DEMONSTRATION TO PILOT, WE'RE WORKING WITH REAL MATERIALS, THEY'RE GOING TO BE IN THE GROUND FOR A CERTAIN AMOUNT OF TIME, BUT IT'S NOT GOING TO BE.

WE'RE NOT MOVING CURBS AND GUTTERS, AS I SAID, AND THERE'S JUST A DIFFERENT EXPECTATION.

SO BETWEEN PILOT AND INTERIM DESIGN, THERE IS ROOM TO MAKE ADJUSTMENTS AND CHANGES AS YOU GO TOWARDS PERMANENT DESIGN.

SO YOU CAN GO TO THE NEXT SLIDE.

SO JUST TO SUMMARIZE, AND THIS IS REALLY A VERY HIGH LEVEL 101 FOR YOU FOLKS, AND I'M HAPPY TO ANSWER QUESTIONS, THE REASONS WE DO THIS WORK ARE MANY.

BUT HERE IS JUST A SUMMARY.

AND FOR ME, AS SOMEBODY WHO'S BEEN DOING THIS SINCE MY MID TWENTIES, I JUST TURNED 40.

I DON'T KNOW IF I'M EMBARRASSED TO SAY THAT, BUT IT IS WHAT IT IS, IS TO EXPEDITE THE DELIVERY OF PUBLIC BENEFITS.

I, I FEEL AS A AS A AS AN ADVOCATE MYSELF IN MY COMMUNITY, I DON'T WANT TO WAIT 20 YEARS FOR THINGS TO GET OFF OF THE OFF OF THE LONG TERM PLAN INTO REALITY.

AND WE DON'T HAVE TO WAIT.

SO THERE'S WAYS OF ACCELERATING THIS INFRASTRUCTURE.

AND ALSO, NUMBER TWO, AS A PLANNER, I WANT TO TEST THINGS OUT.

I GO INTO THIS WORK WITH A LITTLE BIT OF HUMILITY, KNOWING THAT I KNOW THAT I DON'T KNOW EVERYTHING AND NO ONE HERE DOES.

SO SHOWING PEOPLE WHAT THAT CHANGE MIGHT BE IS ONE OF THE BEST WAYS OF REACHING SOME SORT OF FINAL NEGOTIATED COMPROMISE AND THEN FINALLY WIDENING PUBLIC ENGAGEMENT AND GATHERING REAL WORLD DATA. TOO OFTEN WE RELY ON ALGORITHMS AND CALCULATIONS THAT ARE DISCONNECTED FROM THE REAL WORLD OF REALITY.

AND WE HAVE GREAT SUBMITTALS FROM 11, NO, 10 CITIES, WE GOT 11 PROJECTS IN TOTAL.

SO WE CONDUCTED A SURVEY WITH THE GOAL OF UNDERSTANDING WHAT EXACTLY ARE THE NEEDS OF THE MUNICIPALITIES, WHERE AND WHAT TYPE OF PROJECTS ARE THEY LOOKING TO IMPLEMENT THROUGH QUICK BUILD PROJECTS.

AND IF YOU CAN SEE, WE HAVE WE RECEIVE PROJECTS FROM DEERFIELD BEACH, FORT LAUDERDALE, WEST PARK, COOPER CITY , MIRAMAR, WILTON MANNERS AND EVEN PROJECTS FROM BROWARD COUNTY.

AND IF WE GO THE NEXT SLIDE.

THE TYPOLOGY, THIS IS I WAS EXPECTING THIS, I WAS LIKE, I KNEW YOU NEED TO KNOW WHAT EXACTLY [INAUDIBLE]. SO SOME OF THE PROJECTS THAT WE RECEIVE ARE WITHIN THESE A FRAME.

SO WE WE GOT INTERSECTION IMPROVEMENTS FILLING THE GAPS.

SO MUNICIPALITIES REQUESTED TO FILL THE SIDEWALK GAPS OR THE BIKE LANES, A GAP WITHIN THE NETWORK, MID BLOCK CROSSINGS, BUS STOP ENCASEMENTS, AND OTHER.

THE OTHER ARE POP UP GLASSES, PICK UP DROP OFF AREAS FOR UBER OR LYFT AND TRAFFIC COMING.

SO IT IS REALLY INTERESTING AND WE ARE GLAD THAT WE CONDUCTED THE SURVEY BECAUSE WITHOUT THE SURVEY, WE WILL NEVER UNDERSTAND WHAT WHAT WHAT EXACTLY THE CITIES WERE NEEDING.

AND THE OTHER THING IS THAT AS PART OF THE SURVEY, WE INCLUDED CERTAIN CRITERIA IN ORDER TO CHECK THE LIST.

SOME OF THE CRITERIA, OF COURSE, WERE THE ONES PREVIOUSLY MENTIONED, HIGH IN YOUR NETWORK, JURISDICTION, BUT ALSO WE INCLUDED THE PUBLIC SUPPORT.

SO ONE OF THE QUESTIONS THAT WE INCLUDED WAS, IS THIS PROJECT PART OF A PLAN OR EXISTING STUDY? THESE PROJECTS SUBMITTED HAS ANY PUBLIC SUPPORT OR AN ELECTED OFFICIAL'S SUPPORT.

SO THESE QUESTIONS ARE KEY FOR US BECAUSE IT WILL HELP US PRIORITIZE THIS LIST AND COME UP WITH UP TOP. LET'S GO TO THE NEXT SLIDE.

SO WE HAVE MET WITH THE MUNICIPALITIES THAT SUBMITTED PROJECTS, IN ORDER TO UNDERSTAND, TO BETTER UNDERSTAND WHAT EXACTLY ARE THEY ASKING.

SO THIS MEANS WORKING WITH DIFFERENT STAKEHOLDERS LOCATED IN THE AREA THAT THE CITY PROPOSED, SO FOR EXAMPLE, SCHOOLS, HOSPITALS AND BUSINESS OWNERS, HOA, ETC.

OF COURSE, A WALKING AUDIT AND A WORKSHOP, BECAUSE WE NEED TO HEAR FROM THE FROM THE COMMUNITY IN ORDER TO COME UP WITH A CONCEPTUAL PLAN.

THEN WE HAVE, OF COURSE, THIS PARTICULAR SECTION IS STATING THE PLAN, MAKING A CHECKLIST OF MATERIALS AND THE INSTALLATION ITSELF.

THE MPO WILL BE THERE HELPING TO BUILD THIS IDEA, THE ON SITE MANAGEMENT AND OPERATION COLLECTING DATA AND OF COURSE, CREATING A REPORT BECAUSE WE NEED TO REPORT BACK.

AND AS YOU CAN SEE IN THE PHOTOS, THIS WAS A TEAMWORK.

WE WERE TOGETHER FOR MORE OR LESS, THREE MONTHS, AND THIS WAS REALLY SUCCESSFUL AND WE ARE REALLY PROUD OF IT. SO WE ARE RESPECTING TEAMWORK.

SO SAFETY LOOKING AT MORE FUNDING FOR PROVISION ZERO, ADDITIONAL HIGHWAY GRADE CROSSING SAFETY RAIL, AND THEN ALSO LOOKING AT HOW WE CAN INCREASE OUR FUNDING FOR INFRASTRUCTURE, THAT WE CAN ALSO APPLY TO SAFETY PROGRAMS. AND THEN IN THE NEXT ONE. ONCE AGAIN, FUNDING WE'RE REALLY LOOKING HERE IS FOR FLEXIBILITY IN FUNDING.

AND THIS REALLY PARALLELS WHAT YOU'VE HEARD THROUGH OUR NTP PROCESS, WHICH IS WHERE PRETTY MUCH OUR FUNDING DICTATES SOME OF THE PROJECTS THAT WE CAN SELECT.

WE WANT TO GIVE AS MUCH FLEXIBILITY TO OUR TECHNICAL, OUR TECHNICAL COMMITTEES AND OUR BOARD AS POSSIBLE TO PROGRAM THE PROJECTS THAT ARE NEEDED.

AND THEN THE LAST ONE WE DIVIDE INTO INFRASTRUCTURE AS, I DON'T KNOW IF YOU KNOW THIS BUT THE BROWARD MPO LEADS THE STATE IN OUR FREIGHT AND OUR STATEWIDE FREIGHT COMMITTEE.

THE SURFACE TRANSPORTATION BLOCK GRANT PROGRAM, STBGP, SORRY IT'S A LOT OF RHYMING LETTERS, IS OUR MAJOR SOURCE OF FUNDS THAT WHAT'S FUNDED THROUGH THE GAS TAX, BUT ALSO LOOKING AT HOW CAN WE INCREASE THOSE ALLOCATIONS TO OUR URBANIZED AREAS.

AND THEN ONE OF THE OTHER ONES IS [INAUDIBLE] AND AS YOU MAY KNOW, PETE BUTTIGIEG WAS APPOINTED THE SECRETARY FOR USDOT, AT THE MPO.

WE'RE VERY EXCITED ABOUT THIS BECAUSE AS A MAYOR OF SOUTH BEND, HE DID SERVE ON MPO AND HE WAS AN ADVOCATE FOR COMPLETE STREETS AND VISION ZERO WHILE A MAYOR.

SO IT WAS REALLY EXCITING TO HAVE HIM IN THIS TOP POSITION.

SO NOW WHAT'S GOING ON THE FEDERAL LEVEL? SO EARMARKS HAVE RETURNED.

THAT'S WHERE LEGISLATURES CAN SET ASIDE FUNDING FOR SPECIFIC LOCAL PROJECTS, AND THIS IS GOOD, SO THE MPO'S LOOKING AT SUBMITTING FOUR PROJECTS.

ONE IN ALCEE HASTINGS'S DISTRICT, TWO IN DEBBIE WASSERMAN SCHULTZ'S DISTRICT AND ONE IN TED DEUTCH'S DISTRICT. NOW, IF ANY OF OUR CITIES, ANYBODY ON THE CALL IS ALSO PLANNING ON SUBMITTING EARMARKS FOR TRANSPORTATION, PLEASE LET US KNOW SO WE CAN COORDINATE THAT WITH OUR FEDERAL LOBBYING TEAM.

ANOTHER THING THAT WE'RE WORKING TOWARDS IS A PILOT PROGRAM WHERE LARGE TMAS TRANSMISSION MEASUREMENT AREAS, SO THOSE YOU DON'T KNOW, BROWARD, PALM BEACH, MIAMI, WE ARE THE SIXTH LARGEST URBAN AREA IN THE COUNTRY.

WE'RE LOOKING AT HOW CAN WE DIRECTLY GET OUR STBGP FUNDING? AND THEN THIS WAY WE CAN PROGRAM FASTER AND RESPOND BETTER TO THE NEEDS OF OUR OF OUR MUNICIPALITIES. AND THIS PROGRAM HAS BEEN CREATED AND WE'RE CURRENTLY WORKING WITH THE USDOT STAFF TO CRAFT THE ENABLING LANGUAGE, THE REGULATORY LANGUAGE AROUND IT, HOW THIS PROGRAM IS EXECUTED. AND SO NOW IN THE STATE SIDE, SO SAME THING WE GO THROUGH OUR STATE LEGISLATIVE PRIORITIES.

AND A NEW ONE FOR THIS YEAR IS LOOKING AT CLIMATE MITIGATION.

CAME BACK THIS YEAR. WE DON'T REALLY THINK IT'S GOING TO PASS, BUT YOU NEVER KNOW WHAT COULD BE ADDED OR CHANGED TO IT.

AND THAT'S PRETTY MUCH LIKE I SAID, DO A HIGH LEVEL, THIS IS ABOUT THE END OF THE PRESENTATION. IF YOU HAVE ANY QUESTIONS, ANY SPECIFIC BILLS SHOOT ME AN EMAIL.

AND HAVE THERE BEEN CONVERSATIONS AT THE REGIONAL LEVEL ABOUT PREPARING FOR IF THAT FUNDING COMES DOWN AND WHAT OUR EV CHARGING STATION NEEDS ARE AS A REGION? [INAUDIBLE] SO GOING GOING BACK TO THAT ONE BILL THAT HAD THE DOLLAR AMOUNT ATTACHED, THAT ONE PROBABLY WON'T PASS. OK.

[INAUDIBLE] I THOUGHT YOU WERE TALKING ABOUT SOME OF THE REGULATIONS FOR THE ONE BILL THAT HAS A DOLLAR VALUE, PROBABLY WON'T PASS BECAUSE WE'RE IN A BUDGET CRUNCH.

WE WE JOINTLY HOSTED A MAYOR'S ELECTED OFFICIALS ROUNDTABLE AND ONE OF THE OUTCOMES OF THAT WAS A DISCUSSION ABOUT CREATING A SUBCOMMITTEE STEERING COMMITTEE TO WORK ON SOME RELEVANT TRANSPORTATION ISSUES.

NEXT SLIDE, PLEASE. THIS WAS THE INITIAL GROUP THAT SELF SELECTED AND VOLUNTEERED TO MAKE UP THAT GROUP. AND YOU COULD SEE THEY'RE ALL ELECTED OFFICIALS, IN MANY CASES, THE MAYORS OF THEIR RESPECTIVE CITIES.

AND WE STARTED FAIRLY REGULAR MEETINGS.

YOU KNOW, THEY WERE MONTHLY, BI MONTHLY FROM TIME TO TIME.

WE WENT A LITTLE BIT, HAD FURTHER BREAKS, BUT IT WAS A GOOD OPPORTUNITY TO LOOK AT WAYS THAT WE COULD COLLECTIVELY WORK TOGETHER TO TACKLE TRANSPORTATION ISSUES.

SO ONE OF THE KEY ISSUES THAT STARTED TO TO BUBBLE UP IN THIS GROUP AND SEEMS TO BE A SHARED CHALLENGE OF MANY OF OUR MUNICIPALITIES, IN PARTICULAR, SOME OF THE SMALLER ONES, IT REALLY RELATES TO THEIR CAPABILITIES IN-HOUSE AND THE RESOURCES THAT THEY HAVE AVAILABLE TO HELP DELIVER PROJECTS.

THIS GIVES CITIES AN OPPORTUNITY TO PROPOSE GENERALLY SMALLER SCALE PROJECTS WITHIN THEIR LOCAL JURISDICTION.

AND FOR MANY YEARS THOSE PROJECTS WERE DELIVERED BY FDOT.

BUT THAT'S NOT GOING TO BE THE CASE MOVING FORWARD.

AND THIS GROUP, YOU KNOW, IDENTIFIED THAT AS BEING A CHALLENGE BECAUSE FOR THEM TO RAMP UP SCALE AND BRING ON STAFF AND SUCH, YOU KNOW, THERE'S A SIGNIFICANT COST TO THAT.

AND THE PROJECTS THAT MIGHT COME TO A GIVEN CITY, YOU KNOW, THEY'RE THEY'RE INFREQUENT.

THERE MIGHT BE A PROJECT EVERY ONCE A DECADE IN A SOME OF THE SMALLER CITIES.

SO THERE'S SOME CHALLENGES TO HOW DO THEY DELIVER THE PROJECTS.

SO THIS SUBCOMMITTEE DECIDED TO EXPLORE AND SPENT THE BETTER PART OF TWO YEARS LOOKING AT DIFFERENT ORGANIZATIONAL STRUCTURES THAT COULD ALLOW THEM TO BASICALLY POOL RESOURCES TO GET SOME OF THESE PROJECTS DONE.

AND THESE WERE SOME OF THE ORGANIZATIONAL STRUCTURES THAT WERE EXPLORED.

I WON'T BORE YOU WITH THE DETAILS, BUT LET'S KEEP MOVING.

THE THE ONE THAT WE WE ULTIMATELY KIND OF SETTLED ON WAS THIS FLORIDA INTER LOCAL

COOPERATION ACT, AND YOU CAN SEE THIS IS ALL THE WAY BACK IN 1969 AND IT'S ONE OF THE FIRST AMENDMENTS THAT WAS DONE TO CHAPTER 163 THAT DEALS WITH MUNICIPALITIES.

AND FUNDAMENTALLY, YOU KNOW, WHAT I'VE HIGHLIGHTED HERE IN RED IS IT MAKES THE MOST EFFICIENT USE OF THEIR POWERS, MEANING THE CITY'S POWERS TO ENABLE THEM TO COOPERATE WITH OTHER LOCALITIES ON A BASIS OF MUTUAL ADVANTAGE.

AND WE FELT THAT AND CERTAINLY OR STEERING COMMITTEE FELT THAT THIS WAS CONSISTENT WITH THEIR INTENT OF TRYING TO LEVERAGE EACH OTHER'S LOCAL POWERS TO BETTER DELIVER TRANSPORTATION PROJECTS.

NEXT SLIDE, PLEASE. SOME OF THE BENEFITS AND ONE OF THE REASONS THAT THIS IS THE PROPOSED PATH FORWARD IS THAT IT'S A WELL-ESTABLISHED AND LEGALLY KNOWN PROCESS.

THERE'S A LONG HISTORY OF LEGAL DECISIONS.

SO THIS IS MOSTLY THOUGHT OUT.

AND, YOU KNOW, IT'S BEEN AROUND A LONG TIME AND WELL UNDERSTOOD.

IT HAS A FAIRLY SIMPLE FORM.

IT'S IT'S A SIMPLE INTER LOCAL AGREEMENT THAT YOU CAN UTILIZE TO SET THE TERMS OF THE STRUCTURE FOR WHAT THAT COOPERATION LOOKS LIKE.

AND IT ALSO, IT'S A VERY FLEXIBLE STRUCTURE SO THAT, YOU KNOW, WE KNOW WE PROBABLY WON'T GET IT EXACTLY RIGHT IN THE FIRST ITERATION.

BUT THIS STRUCTURE PROVIDES US GOOD FLEXIBILITY TO KIND OF ADJUST AND TO MEET THE REAL WORLD CHANGES THAT THAT WE MIGHT DISCOVER AS WE MOVE FORWARD.

SO THEY HAVE ALL THE FEDERAL REQUIREMENTS ATTACHED TO IT.

AN ADDITIONAL BENEFIT IS THE CENTRALIZED PROCUREMENT OF MANY OF THE CITIES EXPRESSED CONCERN OVER THEIR ABILITIES TO TO DEAL WITH ALL OF THE FEDERAL REQUIREMENTS ASSOCIATED WITH DELIVERING A FEDERALLY FUNDED PROJECT AND ENSURING THAT THEIR PROCUREMENT MET ALL OF THOSE THOSE STANDARDS.

AGAIN, COULD THEY DO IT.

ABSOLUTELY. IS THE EFFORT OF THEM MAKING SURE THAT THEY DOT ALL THEIR I'S AND CROSS ALL THEIR FEDERAL T'S FOR A PROJECT ONCE EVERY 10 YEARS? YOU KNOW, IT'S A LEARNING CURVE.

THEY FELT THAT THIS COULD DO IT MORE EFFICIENTLY.

OF COURSE, EFFICIENT AND TIMELY PROJECT DELIVERY.

THAT WAS THAT'S CERTAINLY PART OF THE GOAL OF A CENTRALIZED PUBLIC INVOLVEMENT TEAM COULD BE AVAILABLE. AND AGAIN, THE BENEFIT HERE IS THAT CITIES WHO JOIN THIS, YOU KNOW, ARE NOT LOCKING THEMSELVES INTO HAVING TO USE THIS ORGANIZATION TO DELIVER PROJECTS.

IT BECOMES AN OPTION FOR THEM AND THEY ONLY BUY THE SERVICES THAT THEY'RE INTERESTED IN HAVING THIS ORGANIZATION DELIVER FOR THEM.

THIS IS A SEPARATE ENTITY THAT IS CREATED AND ALLOWED UNDER 163, WHICH IS THE POWERS OF THE CITIES. SO IT IS A IT IS A GROUP, A COOPERATIVE OF OF CITIES THAT ARE JOINING TOGETHER. THE MPO, OF COURSE, HAS BEEN PROVIDING SUPPORT TO GET THIS THING STARTED.

SELF FUNDING BY MEMBERS.

SO, YOU KNOW, WHAT THAT MEANS IS THAT, AGAIN, THERE'S SEED MONEY THAT'S GOING TO BE REQUIRED BY THE FOUNDERS.

BUT ONCE THIS GETS UP AND RUNNING, YOU KNOW, IT WILL FUND ITSELF THROUGH THE COST OF DELIVERING THE PROJECTS AND THE THE ADMINISTRATIVE FEES THAT ARE ALLOWABLE WITH THE WITH THE FEDERAL GRANTS. THERE WILL ALSO BE SOME LEVEL OF MEMBER ANNUAL DUES.

SO CITY THAT'S A MEMBER WILL HAVE TO PAY AN ANNUAL DUE.

AND WHO WILL DO THAT WILL COVER OVERHEAD EXPENSES.

THE THE WAY THIS ORGANIZATION IS STRUCTURED IS THAT.

THE BOARD WILL MEET EACH YEAR TO REVIEW THE FINANCES OF THE ORGANIZATION AND DEPENDING ON THE STRENGTH OF THE WEAKNESS OF THE OF THE CASH BALANCE WITHIN THE ORGANIZATION, THEY WILL THEN SET THE ANNUAL DUES EACH EACH YEAR.

I BELIEVE THE TIME FRAME IS AROUND MARCH IN ORDER TO GIVE THE CITIES PLENTY OF TIME TO BUDGET FOR THE NEXT YEAR.

SO THE NEXT ITEM ON HERE HAS CHANGED A LITTLE BIT SINCE THIS WAS ORIGINALLY DRAFTED.

SO MANY OF THE ADMINISTRATIVE SERVICES THIS GROUP HAS DECIDED THEIR PREFERENCE WOULD BE TO PURCHASE INSURANCE, LEGAL AND ADMINISTRATIVE SUPPORT THROUGH THE MPO.

SO AT THIS POINT IN TIME, THAT'S WHERE WE ARE.

YOU KNOW, WE HAD CERTAINLY WORKED WITH THOSE FIVE FOUNDING CITIES TO TRY TO FIND A MEMBER THAT WAS WILLING TO PROVIDE THAT TO SUPPORT THIS ORGANIZATION.

BUT YOU KNOW THE PREFERENCE OF THE GROUP WAS THAT THAT FOR NOW WE START OUT WITH THE MPO SUPPORTING THAT. THAT WILL, OF COURSE, TAKE AN ACTION OF THE BOARD.

AND SO THAT'S A FUTURE DISCUSSION THAT THAT STILL HAS TO OCCUR.
