THE SHORT VERSION IS THAT EVEN THOUGH IT'S COME TO YOU A NUMBER OF TIMES, WE HAVE DEFERRED IT A COUPLE OF TIMES, AS I MENTIONED, FOR THE OPPORTUNITY FOR THE MPO TO HAVE FURTHER DISCUSSIONS WITH THE COUNTY ATTORNEY'S OFFICE AS WELL AS THE COUNTY ADMINISTRATOR. YES. ACTUALLY, INITIALLY THERE WAS LANGUAGE THAT WAS PROVIDED BY THE COUNTY THAT WOULD PROHIBIT THE MPO FROM PROVIDING SERVICES TO THE MUNICIPALITIES IN BROWARD COUNTY.
THE CONCERN FROM THE MPO STANDPOINT WAS ANYTHING THAT WE DID ON BEHALF OF THE CITY WITH REGARD TO MPO REGULAR SERVICES COULD BE ANTICIPATED OR POTENTIALLY BE IDENTIFIED AS SOMETHING THAT WOULD BE IN VIOLATION OF WHAT WAS THE ORIGINAL LANGUAGE THAT WAS IDENTIFIED BY THE COUNTY AFTER HAVING RUN THROUGH VARIOUS ITERATIONS OF THE CONFLICT PROVISIONS THAT THE COUNTY AND THE COUNTY ATTORNEY'S OFFICE, WE WERE ABLE TO LIMIT THAT LANGUAGE, STILL IDENTIFY THAT IF THERE'S ANY KIND OF CONFLICT AS WELL AS THE COUNTY IN THE SECOND AMENDMENT TO THE LOCAL AGREEMENT THAT WAS ADOPTED BY THE COUNTY THAT MPO PREVIOUSLY, AS WELL AS MUNICIPALITIES IS SPECIFICALLY IDENTIFIED THAT THERE WAS NO CONFLICT, THAT THERE'S NO CONFLICT BETWEEN THE PARTIES AT ALL, AND THAT THERE WAS NO ISSUES TO BE CONCERNED OF.
THAT WAS THE LANGUAGE THAT SATISFIED THE MPO AND MYSELF, ACTUALLY, THAT ALLOWED US TO PROCEED, SUBJECT ONLY TO POTENTIAL ISSUES COMING UP IN THE FUTURE, WHICH WE'RE NOT ANTICIPATING. BUT THAT'S THE REASON FOR ASKING FOR A DEFERRAL AS OPPOSED TO REMOVING IT.

AND SO WITH THE RECOMMENDATION TO THIS BOARD, WHAT YOU'RE GOING TO SEE IS THAT AS WE LEARN MORE AND THERE'S ALWAYS OPPORTUNITIES TO LEARN MORE, IT'S GOING TO BE.

AND IT WAS WELL RECEIVED AND IT WAS ASKED TO BE PUT ON THE NEXT REGULAR AGENDA FOR APPROVAL. I WANT TO BE CLEAR THAT THIS IS GOING TO BE A SLOW MOVING PROJECT BECAUSE THE TURNPIKE AUTHORITY IS GOING TO BE UPGRADING THE ATLANTIC BRIDGES.
THEY'RE ACTUALLY DOING BRIDGE REPLACEMENTS THERE AND THAT THAT PROCESS IS EXPECTED TO TAKE ABOUT EIGHT YEARS.

AND WE JUST GOT THOSE NUMBERS UPDATED ON TUESDAY THAT ACTUALLY SHOWED THAT WE HAVE TWO BILLION DOLLARS MORE THAN WHAT WE THOUGHT WE HAD IN DECEMBER THAT EFFECTIVELY WIPES OUT THE BUDGET DEFICIT.
AND ACTUALLY WITH THE THE FEDERAL DOLLARS COMBINED, WE HAVE A SURPLUS OF A BILLION DOLLARS, ALTHOUGH WE'RE STILL WAITING ON THAT FEDERAL GUIDANCE, OBVIOUSLY, ON HOW WE CAN SPEND THE NEW ROUND OF SURPLUS DOLLARS.

AND THEN IT GIVES THEM ABOUT 12 MONTHS, EVERYBODY ABOUT 12 MONTHS TO REPLACE IT.
PARTICULAR MIDBLOCK CROSSWALKS.
THE SENATE BILL IS BEING NARROWED DOWN EVEN MORE TO WHERE IT HAS TO BE SIGNED OFF BY PROFESSIONAL ENGINEER.
THE STUDY IN ORDER TO SPECIFY THE NEED FOR FOR A CROSSWALK.
SO THAT MEANS IF THE ENGINEER DOES SAY THAT THE CROSSWALK IS NEEDED THERE, THEN WE COULD STILL GO FORWARD WITH PUTTING THAT CROSSWALK THERE.

WE ACTUALLY GOT AN EXEMPTION CARVED OUT IN THE SENATE BILL.
BUT THE HOUSE BILL, WE ARE STILL WORKING ON GETTING THAT EXEMPTION.
BUT WHAT IT WOULD DO IS IT WOULD PREEMPT LOCAL PUBLIC WORKS PROJECTS THAT RECEIVE ANY STATE FUNDING. CURRENTLY, IT'S 50 PERCENT STATE FUNDING.
BUT IF THEY RECEIVE ANY STATE FUNDING AND THEY'RE ABOVE THREE HUNDRED THOUSAND, THEN THAT THEN THEY WOULD PREEMPT LOCAL REGULATION OF OF HOW TO BID THOSE PUBLIC WORKS PROJECTS.
AND RIGHT NOW IN THERE, THEY'VE PUT IN LOCAL PREFERENCE.
SO WE'RE TRYING TO, AGAIN, CONTINUE TO WORK ON GETTING CONCESSIONS ON THAT BILL.
AND FOR MORE THAN JUST THE SORT OF TAX REASONS, OBVIOUSLY.
BUT THAT IS JUST SOMETHING TO BE AWARE OF AS WELL.
AND I KNOW SANDY MICHAEL HAS A LOT OF CONCERNS ABOUT THAT AS WELL.
SO JUST TO HAVE IT ON YOUR RADAR, EARLIER THIS YEAR, WE WERE VERY, VERY BUSY WITH SEAPORT RELATED BILLS. THERE WAS A PREEMPTION OF LOCAL GOVERNMENT REGULATION OF SEAPORTS, WHICH REALLY IMPACTED OUR COUNTY RUN SEAPORT, AS YOU CAN IMAGINE.
BUT THANKFULLY, WE'VE WORKED WITH THE SPONSORS AND WE'VE BEEN ABLE TO GET THE CARVE OUT FOR PORT EVERGLADES OR TO HAVE THE LANGUAGE WRITTEN IN SUCH A WAY THAT IT DOES NOT IMPACT PORT EVERGLADES. WHAT IT WOULD DO IS JUST PREEMPT ANY LOCAL REFERENDA OR BALLOT INITIATIVE FROM REGULATING COMMERCE AT.
A SEAPORT, AND THAT'S BECAUSE IT WAS IN RESPONSE TO A KEY WEST BALLOT INITIATIVE THAT RESTRICTED CERTAIN CRUISE SHIPS FROM COMING INTO THEIR PORTS, BUT THANKFULLY, WE NO LONGER HAVE TO WORRY ABOUT THAT BILL.
THERE WAS ANOTHER BILL THAT AFFECTED PORT EVERGLADES AS WELL THAT PREEMPTED LOCAL REGULATION OF TRANSPORTATION ENERGY INFRASTRUCTURE.
AND OBVIOUSLY THAT WAS A BIG CONCERN BECAUSE WE DO SUPPLY THE PETROLEUM TO OUR NEIGHBORS IN ALL OF SOUTH FLORIDA, BASICALLY.
BUT WE'VE BEEN ABLE TO, AGAIN, WORK WITH THE SPONSORS AND NARROW THAT BILL DOWN TO WHERE NOW IT ONLY PREEMPTS THAT YOU CAN'T BAN GAS STATIONS WITHIN YOUR JURISDICTION OR REQUIRE THEM TO HAVE A CERTAIN TYPE OF INFRASTRUCTURE LIKE AN EV CHARGING STATION.
WHAT WE BELIEVE THAT THROUGH THE DIFFERENT EV MASTER PLANS AND WHAT THE MARKET'S GOING TO LOOK LIKE IN A FEW YEARS, THAT THAT'S PROBABLY GOING TO BE A DIFFERENT CONVERSATION.
BUT FOR NOW, IT'S JUST NARROWLY TAILORED TO THOSE SPECIFIC ITEMS. SO WE WERE ABLE TO THANKFULLY REMOVE THE IMPACTS, THE MAJOR IMPACTS FROM THAT BILL.

A LOT OF THOSE DETAILS ARE LEFT UP TO THE FUNDING ENTITIES IN THIS CASE.
A MAJORITY OF IT IS ACTUALLY THROUGH THE US DEPARTMENT OF TRANSPORTATION.
THERE'S GOING TO BE ABOUT ONE HUNDRED AND FIFTEEN BILLION DOLLARS FOR MODERNIZATION OF BRIDGES, HIGHWAYS, ROADS AND MAIN STREETS THAT NEED REPAIR OF THAT.

WE HAVE HAD ONE HUNDRED AND FIFTY EXCUSE ME, WE HAVE ABOUT 10,000 SMALL BRIDGES THAT THEY HAVE COMMITTED TO REPAIR OR REPLACE OR PUT INTO PLACE.SO THAT SAID, WE'RE GOING TO BE WORKING TOGETHER IS PROBABLY WITHIN THE NEXT SEVERAL MONTHS TO IDENTIFY WHERE THESE SMALL BRIDGES ARE HERE IN OUR REGION AND COME UP WITH A FORMULAIC WAY OF BEING ABLE TO GET THOSE THOSE DOLLARS FOR SOME OF OUR BRIDGES HERE.
THAT'S ACTUALLY A SEPARATE FUND THAT WILL BE PROCESSED THROUGH STATE APPLICATION.
AND SO WHEN I'M TALKING LARGE BRIDGES, IT BE LARGER THAN LIKE ATLANTIC BOULEVARD AT THE INTERCOASTAL OR ANY OF OUR INTERCOASTAL BRIDGES.
WE'RE TALKING MASSIVE BRIDGE AT THAT POINT.
THERE'S ABOUT TWENTY THOUSAND MILES OF HIGHWAY THAT THEY WANT TO MODERNIZE, AND THAT INCLUDES AREAS HERE IN BROWARD.
ONE OF THE THINGS WE'D LIKE TO WORK WITH THE DEPARTMENT OF TRANSPORTATION IS TO NOT ONLY KEEP OUR ROADS IN PRISTINE CONDITION THAT THEY ARE AS THEY'VE BEEN EXPANDED, BUT ALSO POTENTIALLY COME IN WITH NEW IMPROVEMENTS TO FURTHER THE EV MOVEMENT, WHICH IS ACTUALLY PUTTING IN CHARGING INTO THE PAVEMENT.
SO THAT WAY, AS THE CARS MOVE ALONG, THEY'D ACTUALLY BE ABLE TO TAKE THE ELECTRICAL CHARGE AND KEEP MOVING.
AND THAT'S ACTUALLY ONE OF THE PARTS THAT WE'RE REALLY EXCITED ABOUT WORKING TOGETHER WITH ALL OF OUR PARTNERS ON.
THERE'S ANOTHER 20 BILLION DOLLARS FOR ROADWAY SAFETY IMPROVEMENT, AND THAT IS THE SAFE STREETS PROGRAM.
MY CONVERSATION WITH THEM YESTERDAY WAS SINCE THIS MPO, WITH ALL 31 CITIES IN THE COUNTY, CREATED A SAFE STREETS MASTER PLAN AND THEN CREATED BUNDLES OF PROJECTS TO THE TUNE OF ABOUT 30 MILLION, MAYBE A LITTLE BIT MORE. THERE'S ACTUALLY, CAN WE ACTUALLY GET THAT MONEY DIRECTLY AND THEN HAVE ALL OF THAT CONSTRUCTED ALL AT ONCE? AND SO THAT THEY'RE GOING TO GET BACK WITH ME NEXT WEEK? I'M ACTUALLY GOING TO BE MEETING WITH USDOT ONCE A WEEK FOR UNTIL THIS BILL PASSES AND PROBABLY AFTERWARDS AS THEY COME UP WITH THE WAY TO ADMINISTER THE FUNDS.
WE HAVE ANOTHER HUNDRED AND NINETY BILLION DOLLARS FOR PUBLIC TRANSPORTATION, THAT'S TO MODERNIZE EXISTING TRANSIT AND EXPAND REPAIR AND BACKLOG.
SO TRY RAIL AND BCT AND MDT AND PALM TRAN WILL BE BENEFITING FROM THESE FUNDING OPPORTUNITIES. AND WE'RE ACTUALLY TALKING TO THEM ABOUT THE POTENTIAL FOR THE COASTAL LINK PROJECT, WHICH IS PASSENGER RAIL ON THE FEC LINE, WHICH IS THE EASTERN RAIL LINE RUNNING THROUGH BROWARD.
THERE'S ANOTHER FORTY TWO BILLION THAT'S GOING TO BE FOR WATERWAYS, PORTS AND AIRPORTS.
AND THAT'S ALL ABOUT CONNECTORS.
80 BILLION DOLLARS FOR RAIL AND FREIGHT, WHICH ALSO COULD BENEFIT FEC CORRIDOR AS WELL, THEN ONE HUNDRED AND SEVENTY FOUR BILLION FOR ELECTRICAL PREPARATION.
SO THAT WAY EV CHARGING STATIONS, ALL THE INFRASTRUCTURE NECESSARY FOR THAT CAN BE FUNDED ALL AT ONCE. AND ACTUALLY MOVING FORWARD, THERE'S GOING TO BE A GRANT AND INCENTIVE PROGRAM FOR STATE AND LOCAL GOVERNMENTS, AS WELL AS THE PRIVATE SECTOR TO BUILD ABOUT A HALF A MILLION EV CHARGERS BY 2030.
BROADBAND AND DIGITAL INFRASTRUCTURE.

AND THEY WANT BASICALLY THE FEDS WANT TO GET TO 100 PERCENT COVERAGE FOR EVERYBODY IN THE COUNTRY TO HAVE ACCESS TO THE DIGITAL INFRASTRUCTURE, WHICH WILL REALLY KIND OF PREPARE US FOR THE FUTURE. AND WITH THE COVID EVENT, WE KNOW HOW MANY OF US HAVE BEEN RELYING ON INTERNET AND OUR HOMES AND DIFFERENT PLACES.
SO THIS ACTUALLY WE HAD A PREVIEW OF WHERE WE HAVE NEEDS AND WHERE THINGS NEED TO GO FORWARD. THERE IS ABOUT FORTY FIVE BILLION AND I THINK IT'S TITLED OTHER PROVISIONS, BUT MY CONVERSATIONS WITH USDOT YESTERDAY IS ACTUALLY ON EQUITY AND THAT MONEY IS ACTUALLY TO RECONNECT COMMUNITIES THAT HAVE BEEN DIVIDED BY THE INTERSTATE HIGHWAY, DIVIDED BY RAIL OR DIVIDED BY LARGE SCALE INFRASTRUCTURE PROJECTS THAT WE'VE PUT IN.

IT ALLOWS FOR US TO FUND PEDESTRIAN AND VEHICLE CONNECTIVITY ACROSS RAILROADS AND UNDER OR ABOVE INTERSTATES.
SO THAT'S GOING TO BE ONE OF THOSE THINGS THAT WE HAVE ANOTHER REALLY GREAT OPPORTUNITY.
AND AGAIN, THAT'S FORTY FIVE BILLION AROUND THE COUNTRY.
INFRASTRUCTURE AND RESILIENCY ALSO IMPORTANT FOR EVERY COMMUNITY HERE IN SOUTHEAST FLORIDA. THERE'S FIFTY BILLION DOLLARS FOR INFRASTRUCTURE RESILIENCY.
YOU KNOW, FORT LAUDERDALE'S PROPOSED A RESILIENCY PROJECT ON THE BEACH.
WE HAVE SOME OTHER PROJECTS WE MUST DO ELSEWHERE HERE IN THE AREA, HOLLYWOOD, POMPANO, ALL THE CITIES ON THE EAST AT THIS POINT IN TIME, DANIA BEACH, YOU KNOW, YOU'RE GOING TO HAVE A LOT OF INFRASTRUCTURE THAT NEEDS REPLACED.
BUT OUR WESTERN COMMUNITIES ARE ALSO GOING TO BE IMPACTED AS CLIMATE CHANGES AND OUR ENVIRONMENT BECOMES MORE HOSTILE TO OUR OUR SURVIVAL.
THAT'S ACTUALLY AT 50 BILLION DOLLARS.
AND I'M LOOKING FORWARD TO THAT.
BUT THAT ALSO TIES TO THE COMMITTEE THAT WE ESTABLISHED.
SO THAT COMMITTEE AND ITS RECOMMENDATIONS COMING BACK TO THIS BOARD WILL HELP DECIDE WHAT TYPE OF INFRASTRUCTURE WILL COME IN RETROFITTING HOMES AND COMMERCIAL BUILDINGS.
THIS IS TIED BACK TO TRANSPORTATION AS WELL.
AND THE LAST COMMITTEE, TWO HUNDRED AND THIRTEEN BILLION DOLLARS ARE BEING ASSIGNED TO THAT. AND THAT IS TO TIE NOT ONLY TO REBUILD THE EXISTING HOUSING STOCK, TO BE MORE RESILIENT, BUT IT'S ALSO FUTURE HOUSING STOCK.
AND THE IDEA THAT THE ADMINISTRATION IS [INAUDIBLE] AFFORDABLE HOUSING TO TRANSPORTATION, TO ASPHALT, AS COMMISSIONER CARN SAID, IS ACTUALLY GOING TO BE ONE OF THE BIGGEST THINGS THAT WE'RE GOING TO ACTUALLY BE WORKING ON, BECAUSE WHAT WILL HAPPEN THROUGH HUD FUNDING AND THE CDBG PROGRAM IS THEY'RE GOING TO ACTUALLY TIE IT BACK TO THE TRANSPORTATION PROGRAM AND SAY, DO YOU HAVE MASS TRANSIT? DO YOU HAVE BIKE PATHS? DO YOU HAVE SIDEWALKS TO CONNECT TO THE OTHER INFRASTRUCTURE TO ALLOW PEOPLE OF LESSER MEANS THAT ACTUALLY NEED TO HAVE THIS TYPE OF HOUSING, HAVE ACCESS TO JOBS, EDUCATION, HEALTH CARE. SO THAT'S ALL GOING TO TIE TOGETHER AND THAT IS ACTUALLY JUST ALL PART OF THE JOBS BILL.
AND SO THE COMMITTEE THAT WE FORMED TODAY, AND I THANK YOU FOR THAT.
WE'LL BE ADDRESSING A LOT OF THOSE CONCERNS AND THEN BRINGING THEM BACK WITH BEST PRACTICES FROM AROUND THE COUNTRY AS WELL AS OUR OWN INNOVATIONS THAT WE CAN MOVE FORWARD WITH. SO WE'RE REAL EXCITED ON THAT SIDE.

THE REAUTHORIZATION BILL SHOULD BE COMPLETE BY JULY, AND THEIR DESIRE IS TO HAVE IT IN EFFECT ON OCTOBER ONE.
SO THAT TAKES OUR EXISTING FUNDING AND ALMOST DOUBLES.
THAT'S WHAT WE'RE ANTICIPATING.
WHAT WE CURRENTLY HAVE THROUGH WHAT WE'RE GOING TO BE GETTING.
SO WHEN TSE JUST PRESENTED AND SAID, WELL, WE HAVE THAT EXTRA BILLION DOLLARS AND WE'RE WHOLE AND THEN WE'RE GOING HAVE AN EXTRA BILLION IN THE BUDGET, THEN WE'RE GOING TO HAVE THE JOBS BILL AND.
THEN WE'RE GOING TO HAVE THE REAUTHORIZATION BILL.

WE ACTUALLY OPENED UP THE PORTAL LAST THURSDAY AND IT'S GOING TO REMAIN OPEN UNTIL APRIL 22ND FOR ALL THE MUNICIPALITIES TO UPDATE THEIR EXISTING PROJECTS AS WELL AS SUBMIT NEW.
THERE'S LOTS OF REHAB AND MAINTENANCE PROJECTS THAT THE COUNTY HAS ALREADY RECEIVED.
THEY'VE PRIORITIZED UP TO BELIEVE IT'S TWENTY ONE TO BE COMPLETED FIRST AND AFTER THEY COMPLETE ALL OF THE MAINTENANCE AND REHABILITATION PROJECTS AND THEY'RE GOING TO MOVE FORWARD WITH TAKING APPLICATIONS AGAIN.
BUT IT DOESN'T APPLY TO THIS ROUND.
WE'RE GOING TO USE THE SAME PROCESS AS LAST TIME SO THAT THE MUNICIPALITIES ALREADY FAMILIAR WITH IT. AND WE'RE GOING TO RECOMMEND PROJECTS FOR BEING PROGRAMMED BASED ON THE SURTAX MINIMUM ANNUAL GUARANTEE.
HOWEVER, THE HISTORY OF THIS PROGRAM SHOWS THE GENEROSITY OF BROWARD COUNTY.
THEY'VE TYPICALLY VASTLY EXCEEDED THE MINIMUM ANNUAL GUARANTEE AND ARE ANTICIPATED TO DO THAT IN THE FUTURE AS WELL AS WELL AS IN THIS ROUND.

SO A LOT OF THIS STUFF YOU CAN FIND ONLINE AND I'M SURE AS WE GO THROUGH THIS PROJECT, YOU ALL WILL BE INSPIRED AND SEE PROJECTS IN YOUR OWN COMMUNITIES THAT WILL BE ABLE TO DO IN THE YEARS TO COME. SO WHAT IS THIS TERM, THIS VERY WONKY SORT OF TERM, TACTICAL URBANISM. AND REALLY ALL IT MEANS IS WE'RE USING LOW COST, VERY INEXPENSIVE MATERIALS IN SERVICE OF A LONG TERM CHANGE OR IN SERVICE OF OF YOUR PLANNING DOCUMENTS.
AND WHEN WE LOOK AT WHAT TYPES OF PROJECTS WE CONSIDER TACTICAL, THEY ARE THEY'RE INEXPENSIVE AND RELATIVE TO REAL CAPITAL IMPROVEMENT PROJECTS, WE MIGHT BE SPENDING ONE HUNDRED THOUSAND DOLLARS, BUT THAT IS STILL A DROP IN THE BUCKET IN COMPARISON TO A MILLION DOLLARS OR TEN DOLLARS MILLION CAPITAL IMPROVEMENT PROJECT.
NOW, THAT DOESN'T MEAN THEY GO AWAY AFTER A DAY.
I'M SURE EVERYBODY HERE IS FAMILIAR WITH THE POP UP TYPE OF OF TACTICAL URBANISM.
THAT'S NOT WHAT THIS IS. WHAT WE'RE TALKING ABOUT IS REAL INFRASTRUCTURE THAT'S IN THE GROUND FOR ONE TO THREE YEARS SO THAT WE CAN REALLY TEST WHAT'S WORKING AND NOT WORKING.
AND THEN THE OTHER TWO ELEMENTS OF THIS ARE THERE BASED ON EXISTING PLANS, WHICH I THINK, AS I SAID, IS A CORE PART OF WHY WE DO THIS WORK IS TO TO EXECUTE THE PLANS THAT THAT WE'VE SPENT A LOT OF TIME DEVELOPING AND THEN ALSO TO GET THE PEOPLE OF OUR IN IN OUR COMMUNITIES WHO ARE GOING TO USE THE INFRASTRUCTURE INVOLVED IN THE CREATION AND DESIGN OF THAT INFRASTRUCTURE. TOO OFTEN WE DESIGN THINGS IN A VACUUM AND WE DO PUBLIC MEETINGS.
BUT THAT'S SUCH A PASSIVE OUTREACH METHOD.
THIS IS A WAY OF GETTING PEOPLE OUT OF THAT OFTENTIMES VERY ADVERSARIAL FORUM AND ACTUALLY HELP IMPLEMENT THE THE THE WORK AND BE INVOLVED IN THE DECISION MAKING PROCESS SO THAT THEY UNDERSTAND WHY CERTAIN THINGS LOOK THE WAY THAT THEY DO.
AND WE FIND SUCH GREAT SUCCESS IN THAT METHODOLOGY.
SO WHEN WE TALK ABOUT HOW TACTICAL URBANISM FITS INTO OUR NORMAL PROJECT DELIVERY PROCESS AND ALL OF YOU, I THINK OUR EXPERTS BY NOW IN HOW THIS ALL WORKS, WHEN THERE'S A PROJECT THAT THAT COMES UP, EITHER SOMEBODY CALLS FOR SOMETHING, A PROBLEM IN THEIR COMMUNITY OR A PROJECT IS IDENTIFIED IN A PLAN.
WE BASICALLY PUT IT INTO YOUR LONG RANGE PLANNING AND IT GETS IN LINE BEHIND ALL THE OTHER CAPITAL PROJECTS AND IT'S A PERMANENT IMPROVEMENT.
IT'LL TAKE YEARS TO EXECUTE AND HUNDREDS OF THOUSANDS, IF NOT MILLIONS OF DOLLARS.
AND WHAT WE'RE SAYING IS THAT YOU CAN USE A QUICK BUILD METHODOLOGY, WHICH IN THIS CASE IS THE PILOT PROJECT, AN INTERIM DESIGN.

AND SO THE PROJECTS THAT WE'RE LOOKING AT AS PART OF THIS BTACTICAL PROGRAM ARE PILOT PROJECTS, THAT IS THAT THEY'RE REALLY MEANT TO BE IN THE GROUND FOR A MINIMUM OF SIX MONTHS. WE'RE TALKING ABOUT REAL TRAFFIC PAINT, DELINEATORS, PLANTERS.
WE'RE NOT GOING TO BE DOING ANY CURB TO CURB RECONSTRUCTION.
THAT'S NOT THE THAT'S NOT TACTICAL.
RIGHT. BUT WE ARE DOING MAJOR INFRASTRUCTURE THAT IS PAINT BASED.
YOU CAN GO TO THE NEXT SLIDE. SO WHY WE DO THIS WORK? WE WANT TO EXPEDITE THE DELIVERY OF PUBLIC BENEFITS, AND THAT TO ME IS IS ONE OF THE REAL REASONS WHY I DO THIS.
I'VE BEEN DOING THIS ALREADY SINCE I WAS A YOUNG MAN, AND I KNOW MY CAMERA'S NOT ON, BUT YOU'LL SEE THAT I'M I THINK I'M ALMOST FULLY GRAY NOW IN MY BEARD.
AND I'VE BEEN DOING IT SINCE I DIDN'T HAVE ANY GRAY HAIR BECAUSE IN MY COMMUNITY, I'M AN ADVOCATE FOR BETTER BICYCLE INFRASTRUCTURE.
I DON'T THINK IT NEEDS TO TAKE 10 OR 15 YEARS TO GET SOME OF THIS STUFF DONE.
AND I KNOW THERE IS AN URGENCY ON BEHALF OF THE COMMUNITY TO HAVE BETTER INFRASTRUCTURE.
SO THIS IS A WAY OF ACCELERATING THAT INFRASTRUCTURE, TESTING WHAT WORKS AND DOESN'T WORK, GETTING PEOPLE OUT OF THE VENUE OF THE TUESDAY NIGHT PUBLIC MEETING AT A CAFETERIA.
I MEAN, YOU KNOW, WE SHOULDN'T BE SURPRISED THAT PEOPLE DON'T WANT TO ENGAGE OUR PUBLIC PROCESSES WHEN THAT'S THE ONLY WAY THAT WE HAVE FOR THEM TO ENGAGE.
AND THIS IS A WAY THAT'S FUN AND ACTUALLY PRODUCES SOMETHING IN THE PROCESS.
NEXT SLIDE. AND FINALLY, I THINK THIS IS GOING BACK TO THAT HUMILITY QUESTION AND TOPIC, WE DON'T GET IT RIGHT SO OFTEN AND SO PEOPLE WILL USE THE INFRASTRUCTURE THE WAY THAT MAKES SENSE TO THEM. AND SO THIS IS JUST A WRAP UP AND A SUMMARY, YOU KNOW, YOU THINK ABOUT ALL THE DEVICES IN OUR WORLD, OUR PHONES, COMPUTERS, OUR CARS ALL GO THROUGH PROTOTYPING AND TESTING.
AND WHAT WE'RE JUST SAYING IS THIS IS A WAY YOUR TACTICAL PROGRAM AND THIS METHODOLOGY IS A WAY OF PROTOTYPING INFRASTRUCTURE BEFORE YOU PUT IN THE QUOTE UNQUOTE, FINAL VERSION.

THE MPO HAS HAS IDENTIFIED DIFFERENT CRITERIA COMING FROM THE [INAUDIBLE] MASTER PLAN AND [INAUDIBLE] THAT WE CONSIDER IS NECESSARY TO ANALYZE.
SO FIRST, WE, OF COURSE, CONSIDER THE [INAUDIBLE] AREAS IDENTIFYING THE [INAUDIBLE] MASTER PLAN AND ALSO THE HIGH [INAUDIBLE] NETWORK.
SO THE IDEA IS TO OVERLAP THE HIGH [INAUDIBLE] NETWORK WITH THE [INAUDIBLE] BY THE MUNICIPALITIES. IDENTIFY THOSE PLACES OR LOCATIONS THAT NEED SAFER STREETS.
CONNECTIVITY, MOBILITY, SAFETY, ECONOMIC DEVELOPMENT AND JURISDICTION, AS WELL AS PROXIMITY TO SCHOOLS.
THIS IS REALLY IMPORTANT AS WELL AN THIS IS [INAUDIBLE] READINESS AND WILLINGNESS OF THE MUNICIPALITY TO WORK WITH THE MPO AND HOW THEY AND THEIR KNOWLEDGE OF TACTICAL URBANISM.
AND WE WILL DO THE NEXT SLIDE. AND OF COURSE, WE CONDUCTED A SURVEY BACK IN FEBRUARY OF 2021, AND THE IDEA OF THE SURVEY WAS TO UNDERSTAND THE INTERESTS OF THE DIFFERENT MUNICIPALITIES IN THE BROWARD REGION AND ALSO THE TYPOLOGY OF PROJECTS.
AND WE ARE REALLY GLAD TO SAY THAT WE RECEIVED 11 SUBMISSIONS FROM THE FOLLOWING CITIES.

SEVEN CITIES IN BROWARD COUNTY.SO THIS IS WHAT THIS WAS A GOOD SURPRISE FOR US.
THE TOPOLOGY [INAUDIBLE] BETWEEN [INAUDIBLE] TO [INAUDIBLE], TO A BIKE LANE AND AND CROSSWALKS. SO THERE ARE DIFFERENT TYPOLOGIES.
BUT THOSE ARE THE ONES THAT I WOULD LIKE TO HIGHLIGHT.
OF COURSE, AFTER IDENTIFYING THESE PROJECTS THE IDEA IS TO SELECT THE PILOT PROGRAM FOR 2021. AND THIS PROJECT HAS TO BE IMPACTFUL BECAUSE IT WILL HELP US WITH THE IMPLEMENTATION OF FUTURE PROJECTS.
AND AS TONY MENTIONED BEFORE, THIS WILL BE A SIX MONTH PILOT PROJECT.
AND THE IDEA IS THAT THIS PROJECT WILL BE FIRSTLY IMPLEMENTED AS A PILOT FOR SIX MONTHS.
BUT EVENTUALLY WE WILL ENCOURAGE THE MUNICIPALITY TO APPLY FOR SURTAX [INAUDIBLE] AND OTHER FUNDING RESOURCES TO IMPLEMENT THIS PILOT AS A LONG TERM PROJECT.
AND WE WILL DO THE NEXT SLIDE.
PARTNERSHIP. THE PARTNERSHIP IS IMPORTANT.
SO THE IDEA IS THAT THE MUNICIPALITY SELECTED FOR THE FIRST PILOT WILL BE PARTNERING WITH THE MPO AND IT IS A COLLABORATIVE APPROACH.
WE'RE GOING TO BE WORKING TOGETHER AS A TEAM, THE MPO, THANKS TO THE SUPPORT OF [INAUDIBLE] KIMELY HORN WILL BE PROVIDING TECHNICAL ASSISTANCE.
SO THIS IS IN TERMS OF STAKEHOLDER COORDINATION, STAGING THE PLAN, THE CONCEPTUAL PLAN, THE DEVELOPMENT OF THE CROSS SECTION, [INAUDIBLE] SECTION, THE BUILD AND THE PRE BUILD, THE ON SITE MANAGEMENT AND OPERATION.
METRICS. AND OF COURSE, THE FINAL REPORT.
