CYCLE 2, 12 PROJECTS AWARDED TO 10 AGENCIES FOR THIRTY THREE MILLION DOLLARS.

AND THEN THE BOARD WILL APPROVE, THE MPO BOARD WILL APPROVE THE TENTATIVE RANKED LIST OF PROJECTS AND THEN THE PROJECT VETTING PROCESS BEGINS AND THEN, OF COURSE, PROGRAMMING.
AND THEN AFTER PROJECT PROGRAMMING, THE MPO BOARD WILL APPROVE FUNDED PROJECTS AND THOSE ARE APPROVED WITH [INAUDIBLE] PROGRAM.

INCLUDED IN THAT IS PUBLIC OUTREACH AND RESOLUTIONS OF SUPPORT, MANDATORY MEETINGS ARE REQUIRED WITH THE APPLICANT TO MEET WITH THE MPO STAFF PRIOR TO APPLICATION SUBMITTAL AND THE EVALUATION RANKING CRITERIA, THE POLICY SPEAK TO THE WEIGHTING OF THE DIFFERENT CRITERIA. AND WE WILL LOOK AT REVISING OR UPDATING THESE POLICIES AS WE GO THROUGH REVISING THE EVALUATION CRITERIA.

OK, SO WE ARE LIKE I SAID, WE ARE PROPOSING MODIFICATIONS TO THE EXISTING CSLIP SCORING CRITERIA TO BRING THEM IN LINE WITH THE SIX CRITERIA FOR PROJECT PRIORITIZATION FROM THE TWENTY FORTY FIVE METROPOLITAN TRANSPORTATION PLAN, OR MTP 2045.
AND THESE PROPOSED MODIFICATIONS ALSO INCORPORATE LESSONS LEARNED AND UPDATE OLDER DATA SETS USING THE EVALUATION TOOL.
SO HAVE SOME LESSONS LEARNED THAT LEFT US WITH AND LOOKING TO IMPROVE.

CONSTANTLY, THAT'S THE THING THAT THE CITY HAS COME TO US ASKING FOR PROTECTED BICYCLE LANES OF SOME TYPE BECAUSE PEOPLE FEEL MORE COMFORTABLE FOR OBVIOUS REASONS.
AND ALSO, YOU'LL SEE GAPS ON THE SIDEWALK WERE FILLED IN, THE LANDSCAPING WAS ADDED ALONG WITH PEDESTRIAN LIGHTING, AND THIS AREA IN PARTICULAR WAS RIPE FOR THIS, BECAUSE YOU HAVE POTENTIALLY THE TRI-RAIL COASTAL LINK STATION COMING INTO THIS AREA.
BUT YOU YOU HAVE BRIGHTLINE ALREADY THERE.
YOU HAVE THE TMA SEND TROLLEYS, YOU'VE GOT ALL THE SCOOTERS, THE DOWNTOWN INTERSECTING IN THIS AREA, DEPENDING ON WHAT MONTH IT IS, IF THOSE ARE ALLOWED OR NOT.
BUT AND THEN ALSO, OF COURSE, THE BROWARD COUNTY CENTRAL BUS TERMINAL RIGHT THERE.

SO, YOU HAVE ALL THESE KIND OF THINGS GOING ON, BUT IT'S KIND OF LIKE EVERYTHING WAS IN A LITTLE BIT OF A VACUUM. THERE'LL BE SOME IMPROVEMENTS AROUND THE MPO OFFICE AND HOLLYWOOD AT [INAUDIBLE] 7 AND 84. THEY'RE MOVING FORWARD WITH SOME MOBILITY HUB WORK.
THEY'LL BE LOOKING TO GO INTO PROCUREMENT, HOPEFULLY LATE THIS FALL.
AND THEN PEMBROKE PINES HAVE JUST COMPLETED A MOBILITY HUBS MASTER PLAN IDENTIFIED SOME SHELTER IMPROVEMENTS ON PINES BOULEVARD, ALONG WITH SOME MULTIUSE PASS AND SOME ADDITIONAL PEDESTRIAN IMPROVEMENTS.
AND THEN CORAL SPRINGS, JUST FINISHED A MOBILITY HUB MASTER PLAN THAT, YOU KNOW, GAVE THE CITY A LOT TO THINK ABOUT.
THEY'RE DEALING WITH SOME DEVELOPMENTS TAKING PLACE AROUND THEIR CITY HALL RIGHT NOW.
SO AT THIS MOMENT, THE TIMING DIDN'T SEEM QUITE RIGHT TO MOVE FORWARD WITH SOME OF THOSE IMPROVEMENTS. BUT, AS I MENTIONED, THEY HAVE A COMPLETED MOBILITY HUB MASTER PLAN THAT GIVES THEM GUIDANCE ONCE CERTAIN THINGS COME ONLINE FOR THEM.
AND THE SAME FOR PLANTATION SUNRISE.
THEY HAD RECENTLY COMPLETED MOBILITY HUB MASTER PLANS WITH BOTH OF THOSE MUNICIPALITIES.
CAN YOU GO BACK ONE? AND THEN I'M SORRY, THIS PHOTO RIGHT HERE, THESE ARE SOME OF THE IMPROVEMENTS THAT WILL BE GOING INTO THE HOLLYWOOD, AS I MENTIONED, [INAUDIBLE] SEVEN EIGHTY FOUR.
THEY'LL BE GETTING NEW SHELTERS AND FDOT HAS ALREADY I CAN'T TAKE CREDIT FOR THE BICYCLE LANES. FDOT IS PUTTING THOSE IN THEMSELVES.
BUT YOU CAN SEE HOW WE'RE TRYING TO TIE IN THESE VARIOUS TRANSIT IMPROVEMENTS THAT ARE HAPPENING BY OTHER AGENCIES.

IN THE PAST WE USED HTTB AND WHAT THEY WERE ABLE TO DO IS, AS I MENTIONED, THEY DO A PLANNING FRAMEWORK. SO THEY LOOK AT THE ENTIRE EXISTING CONTEXT OF THE STUDY AREA THAT WE'RE LOOKING AT. THEY GATHER ALL THE PLANS, ALL THE TRANSIT PLANS, ANYTHING THEIR CRAS HAVE BEEN DOING. WE TRIED TO LEAVE NO STONE UNTURNED TO REALLY UNDERSTAND WHERE THEY ARE AND SORT OF WHERE THEY'RE GOING.
AND AS PART OF THAT ALSO COMES A MARKET ANALYSIS.
AND MANY TIMES THAT INCLUDES VALUE CAPTURE.
WE'RE ABLE TO FIND SOME LOW HANGING FRUIT FOR THIS CITY, BUT ALSO SOME LONG TERM GOALS.
AND AS PART OF THIS, THERE'S A LOT OF OUTREACH THAT'S DONE.
SO TYPICALLY WE DO ONLINE SURVEYS AND THEN WE GO OUT IN PERSON WITH IPADS AND SUCH AND TRY AND REALLY CONNECT WITH THE TRANSIT RIDERS BECAUSE AS TRANSPORTATION PLANNERS, WE CAN SIT HERE ALL DAY AND KIND OF, YOU KNOW, COME UP WITH SUGGESTIONS AND THINGS TO DO.
BUT IF YOU'RE NOT REALLY TALKING TO WHO'S ACTUALLY RIDING THE BUSSES AND FINDING OUT WHAT THEY WANT, YOU'RE MISSING A BIG PART OF THE EQUATION.
SO AFTER THE PLANNING FRAMEWORK, THAT LEADS US INTO THE MASTER PLAN, WHICH GIVES US OUR DESIGN CONCEPTS AND THE PRETTY PICTURES AND RENDERINGS EVERYONE'S ALWAYS HAPPY TO SEE.
AND AS PART OF THAT, YOU KNOW, WE PUT TOGETHER AN IMPLEMENTATION STRATEGY TO OUTLINE HOW THE CITY OR THE MUNICIPALITY CAN ACHIEVE THE VISION THAT'S OUTLINED IN THE MOBILITY MASTER PLAN. AND ALSO PART OF THIS IS OBTAINING NEPA CLEARANCE, WHICH ISN'T ALWAYS VERY FUN, BUT IT IS NEEDED WHEN USING FEDERAL FUNDS.
AND SO ONCE THAT'S COMPLETED, THEN WE GET TO MOVE INTO 30 PERCENT DESIGN, WHERE WE START TO RESEARCH ALL THE PERMITTING THAT THE CITY WILL NEED TO UNDERTAKE IN ORDER TO LEAD THE CONSTRUCTION EFFORTS IF ANY TRAFFIC STUDIES ARE NEEDED.
AND OF COURSE, THE MOST IMPORTANT THING IS FINALLY TO GENERATE COST ESTIMATES.
ONCE THAT'S DONE, WE MOVE TO THE NEXT PHASE, WHICH IS THE FINAL DESIGN AND CONSTRUCTION.

SO THERE HAVE BEEN TIMES WHERE WE MAKE OFFERS TO OWNERS AND FOR WHATEVER REASON, THINGS CHANGE, OPINIONS CAN CHANGE OR PERSONNEL CHANGE.
A STAFF MEMBER WHO MIGHT HAVE GRANTED THAT VERBAL APPROVAL OR EVEN WRITTEN APPROVAL MIGHT LEAVE EMPLOYMENT WITH THAT PARTICULAR CITY OR COUNTY.
AND A NEW PERSON COMES IN, MAY HAVE A DIFFERENT OPINION.
AND WHEN PROPERTY OWNERS AND BUSINESS OWNERS RAISE THESE ISSUES, I THINK THEY'RE LEGITIMATE CLAIMS. THEIR CONCERNS ARE THAT WHAT THE DEPARTMENT'S COMPENSATION FIGURE, THROUGH CONSULTING APPRAISERS AND LAND PLANNERS AND ENGINEERS, ARE BASED ON A PLAN THAT THEY'RE NOT ASSURED THEY CAN BUILD. I'VE OFTEN SAID THAT THE OWNER THEMSELVES COULD TAKE IT IN, TAKE THE DEPARTMENT'S CURE PLAN TO THE CITY AND RUN IT THROUGH THEMSELVES WHEN THERE'S NO STANDING. BUT THAT DOESN'T HAPPEN.
AND BY VIRTUE OF THAT, WE'RE LEFT TO NEGOTIATE WITH WITH THAT LEVEL OF UNCERTAINTY.
NEXT SLIDE. THESE ARE SOME CITIES THAT THERE ARE OTHERS, THESE ARE JUST SOME EXAMPLES OF CITIES THAT HAVE ADOPTED EMINENT DOMAIN POLICIES THAT HAVE THAT STANDING LANGUAGE IN.
IF YOUR CITY DOESN'T HAVE THESE, I WOULD STRONGLY ENCOURAGE YOU TO AT LEAST LOOK INTO IT WHEN THESE PROJECTS ARE COMING, AND IT'S NOT JUST FOR THE DOT, THE BENEFIT OF DOT; IT'S ANY CONDEMNING AUTHORITY, AND QUITE FRANKLY, IT'S FOR PROPERTY OWNER AND ANY TENANT ON THOSE PROPERTIES THAT WANT TO KNOW THAT THE CURE PLAN THAT THE CONDEMNING AUTHORITY IS OFFERING AND THE COMPENSATION ASSOCIATED WITH THAT PLAN IS ONE THAT THEY COULD GO AND GET A PERMIT AND BUILD OUT WITHOUT WITHOUT ANY ISSUES.
