THIS IS TOTAL 8 PROJECTS GRADUATED FROM THE MPO IS NOT KERRIED OVER INTO THIS MPO.

SO WE'RE GOING DOWN.

THE OTHER PERFORMANCE MEASURES ON THE PM2 WHICH IS THE INFRASTRUCTURE CONDITION.

SAFETY AND SECURITY PROJECTS, WHICH CAN INCLUDE TRAFFIC CALMING, INTERSECTION RECONFIGURATION, SUSTAINABILITY INITIATIVES WHICH COULD INCLUDE MOBILITY HUBS AND GREENWAYS AND TECHNOLOGY ADVANCEMENTS, THINGS LIKE ITS INTELLIGENT TRANSPORTATION SYSTEMS AND TRANSIT SIGNAL PRIORITY AND TRAFFIC CONTROL DEVICES.

JUST A QUICK RECAP OF THE PREVIOUS CYCLES.

CYCLE ONE 18 PROJECTS WERE AWARDED OVER 10 DIFFERENT AGENCIES AT A TOTAL OF THIRTY SIX AND A HALF MILLION DOLLARS.

CYCLE 2, 12 PROJECTS AWARDED TO 10 AGENCIES FOR THIRTY THREE MILLION DOLLARS.

AND CYCLE THREE 15 PROJECTS WERE AWARDED TO 13 AGENCIES FOR THIRTY ONE POINT NINE MILLION DOLLARS. AND JUST A QUICK MENTION THAT CYCLE 4 PRIORITY LIST HAS BEEN APPROVED AND THE PROJECTS HAVE BEEN VETTED.

AND THEN CYCLE FIVE, PROJECTS ARE IN THE VETTING PROCESS.

OK, THE CSLIP PROCESS, I'LL TRY TO GO THROUGH THIS RATHER QUICKLY, BUT WE'LL HAVE TIME FOR QUESTIONS AT THE END, IF ANYBODY HAS ANY QUESTIONS, WE'D BE HAPPY TO GO BACK.

SO APPLICATION DEVELOPMENT, AT THIS STAGE, THE APPLICANT WILL HAVE A PRE APPLICATION MEETING WITH THE MPO AND THE MPO OFFERS A WORKSHOP EVERY CYCLE, AND THEN, OF COURSE,

THERE'S A DEADLINE APPLICATION SUBMISSION.

I BELIEVE THE MINIMUM TIME FRAME ALLOWED IS SIX WEEKS FOR THAT APPLICATION SUBMISSION WINDOW. AND THE EVALUATION RANKING FIRST AN INITIAL ELIGIBILITY CHECK IS RAN AND THEN THE EVALUATION RANKING OCCURS AND FURTHER DETAILS CAN BE FOUND ON THE CSLIP POLICIES.

AND THEN THE BOARD WILL APPROVE, THE MPO BOARD WILL APPROVE THE TENTATIVE RANKED LIST OF PROJECTS AND THEN THE PROJECT VETTING PROCESS BEGINS AND THEN, OF COURSE, PROGRAMMING.

AND THEN AFTER PROJECT PROGRAMMING, THE MPO BOARD WILL APPROVE FUNDED PROJECTS AND THOSE ARE APPROVED WITH [INAUDIBLE] PROGRAM.

NEXT SLIDE, PLEASE. ALL RIGHT, CSLIP POLICIES, SO JUST HAVE A COPY HERE OF THE MOST UP TO DATE POLICIES THAT ARE ON THE WEBPAGE AS OF JUNE 2020.

THE POLICIES, A COUPLE OF THINGS TO POINT OUT IS THERE'S A THREE MILLION DOLLAR CAP ON THE CONSTRUCTION COSTS FOR THE PROJECTS.

THE POLICIES GO OVER THE REQUIRED DOCUMENTATION.

INCLUDED IN THAT IS PUBLIC OUTREACH AND RESOLUTIONS OF SUPPORT, MANDATORY MEETINGS ARE REQUIRED WITH THE APPLICANT TO MEET WITH THE MPO STAFF PRIOR TO APPLICATION SUBMITTAL AND THE EVALUATION RANKING CRITERIA, THE POLICY SPEAK TO THE WEIGHTING OF THE DIFFERENT CRITERIA. AND WE WILL LOOK AT REVISING OR UPDATING THESE POLICIES AS WE GO THROUGH REVISING THE EVALUATION CRITERIA.

SO IF THERE'S ANYTHING THAT NEEDS TO BE UPDATED, WE WILL TAKE A LOOK AT THIS AND WE'LL BRING IT TO YOU. NEXT SLIDE, PLEASE.

OK, PROGRAM IMPROVEMENTS, ALWAYS LOOKING TO IMPROVE, I THINK DEVELOPING BRANDING, HOST WEBPAGES, INTERNALIZING THE CSLIP APPLICATION, IT WILL STILL BE AN ONLINE FILLABLE APPLICATION AND THEN THE IN-HOUSE EVALUATION TOOL.

SO THE MPO HAS A INTERNAL STAFF WHO'S WORKING ON A PROGRAM EVALUATION TOOL WHICH WILL EVALUATE NOT JUST CSLIP PROJECTS, BUT OTHERS AS WELL.

SO WORKING TO IMPROVE COORDINATION WITH THE PROGRAM EVALUATION TOOL.

AND WE'RE ALSO LOOKING TO SEE CONSISTENCY AMONG THE VARIOUS MPO PROGRAMS. SO I WILL GO A LITTLE BIT MORE INTO WHAT WE'RE GOING TO PLUG INTO THE TOOL IN A MINUTE.

OK, SO WE ARE LIKE I SAID, WE ARE PROPOSING MODIFICATIONS TO THE EXISTING CSLIP SCORING CRITERIA TO BRING THEM IN LINE WITH THE SIX CRITERIA FOR PROJECT PRIORITIZATION FROM THE TWENTY FORTY FIVE METROPOLITAN TRANSPORTATION PLAN, OR MTP 2045.

AND THESE PROPOSED MODIFICATIONS ALSO INCORPORATE LESSONS LEARNED AND UPDATE OLDER DATA SETS USING THE EVALUATION TOOL.

SO HAVE SOME LESSONS LEARNED THAT LEFT US WITH AND LOOKING TO IMPROVE.

AND THEN THE LAST TWO ECONOMIC VITALITY, LOOKING AT THE REGIONAL ACTIVITY CENTERS OR THE MTP ACTIVITY CENTERS FOR CSLIP, SPECIFICALLY LOOKING AT MOBILITY HUBS, COMMUNITY REDEVELOPMENT AREAS, OR CIAS AND THE BROWARD NEXT ACTIVITY CENTERS AND THEN ENVIRONMENTAL STEWARDSHIP.

ALL RIGHT, SO WHAT I WANT TO TALK ABOUT TODAY IS, FIRST OF ALL, WHAT A MOBILITY HUB IS, BUT ALSO REAL QUICK, THE FACT THAT WE HAVE A MOBILITY HUBS PROGRAM HERE AT THE MPO, BUT WE'RE LOOKING TO TURN IT INTO MORE OF A COMPETITIVE ANNUAL PROCESS LIKE CSLIP. NOW, THAT'S JUST A FANCY WAY OF SAYING WE'RE LOOKING FOR AN AREA WITH A CONCENTRATION OF TRANSIT ACTIVITIES.

THAT INCLUDES HIGH TRIP GENERATION, HIGH TRANSFER RATES AND ALSO IN AREAS OF HIGH ECONOMIC REDEVELOPMENT POTENTIAL.

THIS IS NORTHWEST SECOND STREET.

NEXT SLIDE. SO THIS IS A RECENTLY COMPLETED DOWNTOWN FORT LAUDERDALE MOBILITY PROJECT, SO YOU CAN SEE WHAT WE'VE DONE HERE.

WE'VE TAKEN THAT FOUR LANE DEAD END.

YOU DON'T NEED FOUR LANES TO GO TO THE DEAD END THERE.

SO WE'VE SHRUNKEN THAT DOWN.

WE'VE RECLAIMED SOME OF THE STREET.

WE'VE INCLUDED BUFFER BICYCLE LANES.

CONSTANTLY, THAT'S THE THING THAT THE CITY HAS COME TO US ASKING FOR PROTECTED BICYCLE LANES OF SOME TYPE BECAUSE PEOPLE FEEL MORE COMFORTABLE FOR OBVIOUS REASONS.

AND ALSO, YOU'LL SEE GAPS ON THE SIDEWALK WERE FILLED IN, THE LANDSCAPING WAS ADDED ALONG WITH PEDESTRIAN LIGHTING, AND THIS AREA IN PARTICULAR WAS RIPE FOR THIS, BECAUSE YOU HAVE POTENTIALLY THE TRI-RAIL COASTAL LINK STATION COMING INTO THIS AREA.

BUT YOU YOU HAVE BRIGHTLINE ALREADY THERE.

YOU HAVE THE TMA SEND TROLLEYS, YOU'VE GOT ALL THE SCOOTERS, THE DOWNTOWN INTERSECTING IN THIS AREA, DEPENDING ON WHAT MONTH IT IS, IF THOSE ARE ALLOWED OR NOT.

BUT AND THEN ALSO, OF COURSE, THE BROWARD COUNTY CENTRAL BUS TERMINAL RIGHT THERE.

SO, YOU HAVE ALL THESE KIND OF THINGS GOING ON, BUT IT'S KIND OF LIKE EVERYTHING WAS IN A LITTLE BIT OF A VACUUM. SO WE TRIED TO BRING IT ALL TOGETHER AS BEST WE COULD.

ALSO KNOWING AT THE SAME TIME THAT THERE ARE EMPTY PARCELS AND THE SURROUNDING AREA THAT WILL ABSOLUTELY BE DEVELOPED WITHIN THE NEXT FIVE YEARS OR SO.

NEXT SLIDE, PLEASE. AND SO JUST TO GIVE YOU A LITTLE OVERVIEW OF SOME OF THE PLANS AND PROJECTS THAT THE MPO HAS CURRENTLY GOING ON; THIS IS THE LIST.

SO, AS I MENTIONED, FORT LAUDERDALE, THAT WAS OUR FIRST MOBILITY HUB.

THAT WAS THE BABY. AND WE JUST FINISHED CONSTRUCTION LAST MONTH ON THAT, SUBSTANTIAL CONSTRUCTION. SO WE'RE VERY EXCITED ABOUT THAT.

THEN, WE ALSO HAVE PLANS FOR CYPRESS CREEK.

THERE'LL BE SOME IMPROVEMENTS AROUND THE MPO OFFICE AND HOLLYWOOD AT [INAUDIBLE] 7 AND 84. THEY'RE MOVING FORWARD WITH SOME MOBILITY HUB WORK.

THEY'LL BE LOOKING TO GO INTO PROCUREMENT, HOPEFULLY LATE THIS FALL.

AND THEN PEMBROKE PINES HAVE JUST COMPLETED A MOBILITY HUBS MASTER PLAN IDENTIFIED SOME SHELTER IMPROVEMENTS ON PINES BOULEVARD, ALONG WITH SOME MULTIUSE PASS AND SOME ADDITIONAL PEDESTRIAN IMPROVEMENTS.

AND THEN CORAL SPRINGS, JUST FINISHED A MOBILITY HUB MASTER PLAN THAT, YOU KNOW, GAVE THE CITY A LOT TO THINK ABOUT.

THEY'RE DEALING WITH SOME DEVELOPMENTS TAKING PLACE AROUND THEIR CITY HALL RIGHT NOW.

SO AT THIS MOMENT, THE TIMING DIDN'T SEEM QUITE RIGHT TO MOVE FORWARD WITH SOME OF THOSE IMPROVEMENTS. BUT, AS I MENTIONED, THEY HAVE A COMPLETED MOBILITY HUB MASTER PLAN THAT GIVES THEM GUIDANCE ONCE CERTAIN THINGS COME ONLINE FOR THEM.

AND THE SAME FOR PLANTATION SUNRISE.

THEY HAD RECENTLY COMPLETED MOBILITY HUB MASTER PLANS WITH BOTH OF THOSE MUNICIPALITIES.

CAN YOU GO BACK ONE? AND THEN I'M SORRY, THIS PHOTO RIGHT HERE, THESE ARE SOME OF THE IMPROVEMENTS THAT WILL BE GOING INTO THE HOLLYWOOD, AS I MENTIONED, [INAUDIBLE] SEVEN EIGHTY FOUR.

THEY'LL BE GETTING NEW SHELTERS AND FDOT HAS ALREADY I CAN'T TAKE CREDIT FOR THE BICYCLE LANES. FDOT IS PUTTING THOSE IN THEMSELVES.

BUT YOU CAN SEE HOW WE'RE TRYING TO TIE IN THESE VARIOUS TRANSIT IMPROVEMENTS THAT ARE HAPPENING BY OTHER AGENCIES.

NEXT SLIDE, PLEASE. AND SO THIS SLIDE SHOWS KIND OF TYPICALLY WHAT HAPPENS WHEN WE DO A MOBILITY HUB MASTER PLAN, AND SO IT STARTS OFF WITH THIS THING CALLED PLANNING FRAMEWORK.

ESSENTIALLY THE MPO THIS IS AN EFFORT THAT'S LED THROUGH THE MPO WITH THE PARTNERSHIP WITH THE CITIES. WE HIRE A SUBCONSULTANT.

IN THE PAST WE USED HTTB AND WHAT THEY WERE ABLE TO DO IS, AS I MENTIONED, THEY DO A PLANNING FRAMEWORK. SO THEY LOOK AT THE ENTIRE EXISTING CONTEXT OF THE STUDY AREA THAT WE'RE LOOKING AT. THEY GATHER ALL THE PLANS, ALL THE TRANSIT PLANS, ANYTHING THEIR CRAS HAVE BEEN DOING. WE TRIED TO LEAVE NO STONE UNTURNED TO REALLY UNDERSTAND WHERE THEY ARE AND SORT OF WHERE THEY'RE GOING.

AND AS PART OF THAT ALSO COMES A MARKET ANALYSIS.

AND MANY TIMES THAT INCLUDES VALUE CAPTURE.

WE'RE ABLE TO FIND SOME LOW HANGING FRUIT FOR THIS CITY, BUT ALSO SOME LONG TERM GOALS.

AND AS PART OF THIS, THERE'S A LOT OF OUTREACH THAT'S DONE.

SO TYPICALLY WE DO ONLINE SURVEYS AND THEN WE GO OUT IN PERSON WITH IPADS AND SUCH AND TRY AND REALLY CONNECT WITH THE TRANSIT RIDERS BECAUSE AS TRANSPORTATION PLANNERS, WE CAN SIT HERE ALL DAY AND KIND OF, YOU KNOW, COME UP WITH SUGGESTIONS AND THINGS TO DO.

BUT IF YOU'RE NOT REALLY TALKING TO WHO'S ACTUALLY RIDING THE BUSSES AND FINDING OUT WHAT THEY WANT, YOU'RE MISSING A BIG PART OF THE EQUATION.

SO AFTER THE PLANNING FRAMEWORK, THAT LEADS US INTO THE MASTER PLAN, WHICH GIVES US OUR DESIGN CONCEPTS AND THE PRETTY PICTURES AND RENDERINGS EVERYONE'S ALWAYS HAPPY TO SEE.

AND AS PART OF THAT, YOU KNOW, WE PUT TOGETHER AN IMPLEMENTATION STRATEGY TO OUTLINE HOW THE CITY OR THE MUNICIPALITY CAN ACHIEVE THE VISION THAT'S OUTLINED IN THE MOBILITY MASTER PLAN. AND ALSO PART OF THIS IS OBTAINING NEPA CLEARANCE, WHICH ISN'T ALWAYS VERY FUN, BUT IT IS NEEDED WHEN USING FEDERAL FUNDS.

AND SO ONCE THAT'S COMPLETED, THEN WE GET TO MOVE INTO 30 PERCENT DESIGN, WHERE WE START TO RESEARCH ALL THE PERMITTING THAT THE CITY WILL NEED TO UNDERTAKE IN ORDER TO LEAD THE CONSTRUCTION EFFORTS IF ANY TRAFFIC STUDIES ARE NEEDED.

AND OF COURSE, THE MOST IMPORTANT THING IS FINALLY TO GENERATE COST ESTIMATES.

ONCE THAT'S DONE, WE MOVE TO THE NEXT PHASE, WHICH IS THE FINAL DESIGN AND CONSTRUCTION.

AND THIS IS WHERE YOU SEE SORT OF THE ADMINISTRATIVE WORK GOING ON, SUCH AS THE SUBDISCIPLINE AGREEMENT BETWEEN THE MUNICIPALITY AND THE MPO, OUTLINING EACH AGENCY'S ROLES AND RESPONSIBILITIES FROM THE INCEPTION OF THE PROJECT TO THE COMPLETION.

AND ALSO AS PART OF THIS, BECAUSE THE MOBILITY HUB FUNDS USED FTA 5307 FUNDS.

THE MPO STAFF IS REQUIRED TO SUBMIT AN APPLICATION IN TRAMS, WHICH IS THE TRANSIT AWARD

MANAGEMENT SYSTEM THAT USES.

WE FILL OUT AN APPLICATION, THEY REVIEW IT, AND ONCE THEY HAVE, YOU KNOW, RUBBER STAMP THAT OR APPROVED IT, THAT'S WHEN THE FUNDS THEN BECOME AVAILABLE FOR THE CITY TO DRAW DOWN ON. AND THEN THAT LEADS US TO THE LAST STEP, WHICH IS THE PROJECT COMPLETION.

IT'S NEVER REALLY OVER EVER, YOU KNOW, IN LIFE.

AND SO EVEN WHEN THE PROJECT'S DONE, THE MUNICIPALITIES ARE RESPONSIBLE FOR MAINTAINING WHATEVER ASSETS HAVE BEEN INSTALLED FOR THEIR USEFUL LIFE.

AND BESIDES, YOU KNOW WHAT I MENTIONED ABOUT THE USEFUL LIFE.

THERE'S ALSO A NATIONAL TRANSPORTATION DATABASE REPORTING THAT NEEDS TO BE DONE ANNUALLY.

SO THERE'S JUST A FEW LOOSE ENDS TO ALWAYS BE MINDFUL OF.

WHILE THE HUBS, OUR MAIN FOCUS IS ON MOBILITY AND THE EXISTING TRANSIT ROUTES, YOU KNOW, AS I MENTIONED WITH FORT LAUDERDALE, WE WANTED TO BRING ALL OF THE TRANSIT OPTIONS THAT ARE FLOATING AROUND, KIND OF INDEPENDENT TOGETHER IN A WAY.

AND SO GOING BACK TO THIS SHEET THAT YOU SEE HERE, THIS IS HOW WE ARE ANTICIPATING OR THINKING AT THIS POINT HOW WE'D LIKE TO WRITE THE APPLICATIONS THAT WILL BE RECEIVING SOMETIME LATER ON THIS SUMMER WHEN WE OPEN THIS PROGRAM UP.

SO STARTING FROM THE TOP, YOU CAN SEE, YOU KNOW, WE'VE GOT THE MARKET READINESS.

I MEAN, IT'S SOMETHING THAT WE CERTAINLY WOULD ENCOURAGE AND SEEK OUT.

THAT WOULD BE GREAT, BUT IN REALITY, IT JUST IT DOESN'T HAPPEN.

OFTENTIMES, PROPERTY OWNERS ARE REPRESENTED BY LEGAL COUNSEL TO ENCOURAGE THEM NOT TO PURSUE THAT. SO THAT'S THE HINDRANCE FOR US, SO WHEN WE DON'T HAVE THAT, WE GO THROUGH THE OTHER MEANS BY WHICH WE ESTABLISH A REASONABLE PROBABILITY OF THOSE CURES BEING APPROVED. AND THOSE ALWAYS HAVE THAT UNCERTAINTY BECAUSE EVEN THOUGH WE MIGHT HAVE SOME RECORDS OF PAST HISTORY OF THINGS BEING APPROVED SUCH AS THAT.

AND WE HAVE THE LOCAL PLANNING AND ZONING DIRECTOR OR STAFF MEMBERS SAYING THAT THEY WOULD THEY WOULD ADVOCATE THIS IN FAVOR FOR APPROVAL BEFORE A BOARD OR COMMISSION.

AND IN THE END, IT'S NOT A BINDING THING.

SO THERE HAVE BEEN TIMES WHERE WE MAKE OFFERS TO OWNERS AND FOR WHATEVER REASON, THINGS CHANGE, OPINIONS CAN CHANGE OR PERSONNEL CHANGE.

A STAFF MEMBER WHO MIGHT HAVE GRANTED THAT VERBAL APPROVAL OR EVEN WRITTEN APPROVAL MIGHT LEAVE EMPLOYMENT WITH THAT PARTICULAR CITY OR COUNTY.

AND A NEW PERSON COMES IN, MAY HAVE A DIFFERENT OPINION.

AND WHEN PROPERTY OWNERS AND BUSINESS OWNERS RAISE THESE ISSUES, I THINK THEY'RE LEGITIMATE CLAIMS. THEIR CONCERNS ARE THAT WHAT THE DEPARTMENT'S COMPENSATION FIGURE, THROUGH CONSULTING APPRAISERS AND LAND PLANNERS AND ENGINEERS, ARE BASED ON A PLAN THAT THEY'RE NOT ASSURED THEY CAN BUILD. I'VE OFTEN SAID THAT THE OWNER THEMSELVES COULD TAKE IT IN, TAKE THE DEPARTMENT'S CURE PLAN TO THE CITY AND RUN IT THROUGH THEMSELVES WHEN THERE'S NO STANDING. BUT THAT DOESN'T HAPPEN.

AND BY VIRTUE OF THAT, WE'RE LEFT TO NEGOTIATE WITH WITH THAT LEVEL OF UNCERTAINTY.

NEXT SLIDE. THESE ARE SOME CITIES THAT THERE ARE OTHERS, THESE ARE JUST SOME EXAMPLES OF CITIES THAT HAVE ADOPTED EMINENT DOMAIN POLICIES THAT HAVE THAT STANDING LANGUAGE IN.

IF YOUR CITY DOESN'T HAVE THESE, I WOULD STRONGLY ENCOURAGE YOU TO AT LEAST LOOK INTO IT WHEN THESE PROJECTS ARE COMING, AND IT'S NOT JUST FOR THE DOT, THE BENEFIT OF DOT; IT'S ANY CONDEMNING AUTHORITY, AND QUITE FRANKLY, IT'S FOR PROPERTY OWNER AND ANY TENANT ON THOSE PROPERTIES THAT WANT TO KNOW THAT THE CURE PLAN THAT THE CONDEMNING AUTHORITY IS OFFERING AND THE COMPENSATION ASSOCIATED WITH THAT PLAN IS ONE THAT THEY COULD GO AND GET A PERMIT AND BUILD OUT WITHOUT WITHOUT ANY ISSUES.

AND THAT CONCLUDES MY PRESENTATION.
