SO IT IS A LIVING DOCUMENT IN THAT REGARD WHERE WE UPDATE IT EVERY YEAR TO REFLECT THOSE CHANGES. WE USE THAT MULTIMODAL PRIORITIES LIST TO PROVIDE FDOT WITH A GUIDEBOOK TO PROGRAM THE AVAILABLE REVENUES THAT THEY HAVE. THOSE AVAILABLE REVENUES DO TYPICALLY OCCUR IN THE NEW FIFTH YEAR SINCE FDRT DOES HAVE A FIVE YEAR WORK PROGRAM, NEW REVENUES ARE ALWAYS AVAILABLE ON THE NEW FIFTH YEAR. SO THIS MULTIMODAL PART IS JUST TO HELP PROGRAM PROJECTS. IN THAT NEW FIFTH YEAR, WE BRING THE MULTIMODAL PRIORITIES LIST TO THE MPO BOARD FOR APPROVAL. AND THEN THAT HELPS US DEVELOP THE FINAL TRANSPORTATION IMPROVEMENT PROGRAM, WHICH YOU WILL SEE THEN THE FOLLOWING YEAR. SO THE TRANSPORTATION IMPROVEMENT PROGRAM THAT YOU'RE GOING TO SEE ADOPTED HERE IN JUNE NEXT MONTH IS ACTUALLY BEEN DEVELOPED WITH PROJECTS FROM THE MULTIMODAL PRIORITIES LIST THE PREVIOUS YEAR. SO THE MULTIMODAL PRIORITIES LIST KIND OF KICKS OFF THE BEGINNING OF THE NEW WORK PROGRAM CYCLE. SO THINK OF THIS PRESENTATION AS THE START TO NEXT YEAR'S WORK PROGRAM DEVELOPMENT CYCLE. SO WE HAD SOME CHANGES FOR THE FISCAL YEAR 2022 MULTIMODAL PRIORITIES LIST CYCLE THAT WE JUST WANTED TO MAKE YOU AWARE OF. AND THEY'RE MORE JUST FUNCTIONAL CHANGES AS A RESULT OF SOME OF THE THINGS THAT HAVE HAPPENED WITH PROJECT DELIVERY AND ONCE AGAIN, OUR MTP FUNDING PROGRAMS. SO I'M SURE MANY OF YOU ARE FAMILIAR WITH THE LAP TRANSITION FOR THE COMPLETE STREETS AND LOCALIZED INITIATIVES AND COMPLETE STREETS MASTER PLAN FUNDING PROGRAMS. THAT'S THE CSLIP AND CSMP PROGRAMS WHERE FDOT EXPRESSED THE DESIRE FOR ALL OF THOSE PROJECTS TO TRANSITION TO THE LOCAL AGENCY PROGRAM DELIVERY MECHANISM. AND WE HAVE TO MAKE SURE THAT THE MULTIMODAL PRIORITIES REFLECTED THAT PROJECTS THAT WERE ONCE BEING DELIVERED BY DOT ARE NOW BEING DELIVERED BY THE LOCAL AGENCY PROGRAM AND THAT THEY HAD ALL THE NECESSARY RESOLUTIONS AND COMMITMENTS IN PLACE IN ORDER TO DELIVER THE PROJECT VIA THE LOCAL AGENCY PROGRAM. SO WE ALSO ARE ACTIVELY REPROGRAMING PROJECTS THAT WERE INITIALLY TAKEN OUT OF THE DRAFT TENET OF WORK PROGRAM BECAUSE THEY WERE WAITING FOR THIS LOCAL AGENCY PROGRAM COMMITMENT. WE ARE NOW REPROGRAMING THOSE PROJECTS IN PRIORITY ORDER THAT THEY WERE ALWAYS HELD IN IN PREVIOUS YEARS AS PART OF THIS EFFORT. AND WE DO WANT TO ACKNOWLEDGE YOU AND YOUR STAFF'S PATIENCE AND HARD WORK DURING THIS PROCESS. SO TO DATE, THERE WERE 18 PROJECTS AWARDED TO 10 DIFFERENT AGENCIES IN CYCLE ONE, WHICH I BELIEVE WAS BACK IN 2016 FOR A TOTAL OF THIRTY SIX AND A HALF MILLION DOLLARS, CYCLED TO 12 PROJECTS, WERE AWARDED TO 10 AGENCIES FOR A TOTAL OF THIRTY THREE POINT TWO MILLION DOLLARS. AND CYCLE THREE 15 PROJECTS WERE AWARDED TO 13 DIFFERENT AGENCIES FOR A TOTAL OF THIRTY ONE POINT NINE MILLION DOLLARS. WE LOOK WHERE ALL THE TRANSIT RIDERS ARE GOING. AND WE ALSO LOOK AT, YOU KNOW, WE TRY TO PLACE THE MOBILITY HUBS IN AREAS OF EITHER HIGH DEVELOPMENT ALREADY EXISTING OR IN AREAS THAT HAVE HIGH REDEVELOPMENT POTENTIAL THEMSELVES AND JUST QUITE HAVEN'T MAYBE BEEN DEVELOPED OUT YET. NEXT SLIDE. OK. AND SO THIS RIGHT HERE, THIS IS IN DOWNTOWN FORT LAUDERDALE. THIS IS AT NORTHWEST SECOND STREET. AND THIS IS PART OF THE THREE POINT FIVE MILLION DOLLAR MOBILITY HUB PROJECT THAT WE RECENTLY COMPLETED CONSTRUCTION ON. SO AS YOU CAN SEE FROM YOU KNOW, THE EXISTING STREET PRIOR, IT WAS DESIGNED ENTIRELY AROUND CARS. YOU KNOW, IF YOU'VE GOT A BUNCH OF VEHICLES, YOU'VE GOT TWO LANES GOING DOWN TO A DEAD END ROAD THERE. SO NEXT SLIDE. THIS IS THE AFTER PHOTO OF THE PROJECT THAT I JUST MENTIONED, NOW THAT WE'VE COMPLETED IT AND AS PART OF THE IMPROVEMENTS, THIS AREA IS ABOUT FOUR SQUARE BLOCKS. AND AS YOU SEE, WE HAVE WIDER SIDEWALKS. WE HAVE PROTECTED BICYCLE LANES, LED PEDESTRIAN LIGHTING, SHADE TREES AND LANDSCAPING THAT WERE INSTALLED. AND IT REALLY, REALLY TRANSFORMED THE AREA. AND THE REASON WE SELECTED THIS AREA IN PARTICULAR IS BECAUSE, AS I MENTIONED, HIGH CONCENTRATION OF EXISTING TRANSIT ACTIVITIES. YOU HAVE THE CENTRAL BROWARD COUNTY BUS TERMINAL LOCATED THERE THAT HAS ONBOARDING AND OFFBOARDING FOR TRI- RAIL SHUTTLES AND OTHER LOCAL COMMUNITY SHUTTLES. YOU ALSO HAVE BRIGHTLINE RIGHT ACROSS THE TRACKS AND THE POTENTIAL FOR THE TRI RAIL COASTAL LINK STAFF TO BE IN THIS AREA AND ALONG WITH ALL OF THE SCOOTERS AND [INAUDIBLE] CYCLES THAT ARE ALL AROUND THIS AREA. SO WE THOUGHT THAT THIS WOULD BE A GREAT AREA TO TRY TO IMPROVE THE PEDESTRIAN EXPERIENCE BY OFFERING SAFE CONNECTIONS TO ALL THESE TRANSIT AMENITIES. NEXT SLIDE, PLEASE. THIS IS A LIST OF THE CURRENT MOBILITY PROJECTS THAT THE BROWARD MPO IS WORKING ON. AS YOU CAN SEE, WE HAVE QUITE A FEW SOME ARE IN THE PROCESS OF DEVELOPING THE MOBILITY HUB MASTER PLAN AND OTHERS ARE MOVING TOWARDS CONSTRUCTION. SO, AS I MENTIONED, FORT LAUDERDALE, IT'S JUST COMPLETED CONSTRUCTION. THIS PHOTO ON THE RIGHT IS AT STATE ROAD SEVEN AND HOLLYWOOD BOULEVARD. THERE'S A MOBILITY HUB IN HOLLYWOOD THAT WILL BE GOING UNDER CONSTRUCTION, HOPEFULLY IN THE FALL IF ALL GOES WELL WITH PROCUREMENTS WE ARE VERY EXCITED ABOUT THAT. AND IT WILL INCLUDE PEDESTRIAN LIGHTING, NEW SHELTERS AND SOME OTHER PEDESTRIAN AMENITIES. NEXT SLIDE, PLEASE. AND THIS SLIDE JUST TALKS ABOUT A LITTLE BIT ABOUT WHAT THE PROCESS INVOLVED IN GOING THROUGH MOBILITY ENTAILS AND SO IN THE BEGINNING WE DO A PLANNING FRAMEWORK THAT INCLUDES A MARKET ANALYSIS. WE LOOK AT EXISTING SITE CONDITIONS, AND ONE OF THE MOST IMPORTANT THINGS THAT WE DO IS WE DO A LOT OF PUBLIC OUTREACH AS A PART OF THAT. I DON'T PARTICULARLY LIKE WHEN PLANNERS COME INTO COMMUNITIES AND TELL THE LOCAL COMMUNITY WHAT THEY NEED. SO WE MAKE SURE TO, AS I MENTIONED, DO THE OUTREACH HEAR WHAT THEY WANT TO DO, AND THEN WE MOVE FORWARD IN THE DEVELOPMENT OF THE PLAN. AND SO, AS YOU SEE, THAT THEN GETS YOU INTO THE MASTER PLAN WHERE YOU START TO WORK ON YOUR DESIGN CONCEPTS, YOU GET TO DO FUN STUFF WITH NEPA AND NATIONAL ENVIRONMENTAL PROTECTION ACT, AND THEN THAT MOVES US ON TO 30 PERCENT DESIGN WHERE WE RESEARCH RIGHT OF WAY AND JURISDICTION, IDENTIFY ANY PERMANENT NEEDS THAT WILL BE DONE AND ADDITIONALLY WITH ANY TRAFFIC STUDIES. AND THEN THAT LEADS US INTO FINAL DESIGN AND CONSTRUCTION, WHICH OF COURSE, I DON'T NEED TO EXPLAIN. BUT AS A PROPONENT OF THAT, WE DO ENTER INTO A RECIPIENT AGREEMENT BETWEEN THE BROWARD MPO AND THE MUNICIPALITY THAT OUTLINES EACH AGENCY'S ROLES AND RESPONSIBILITIES. AND THEN THE LAST STEP AFTER THE PROJECT IS DONE, YOU KNOW, IT'S LIKE ANYTHING ELSE IN LIFE, IT'S NEVER REALLY DONE BECAUSE THERE'S THE MAINTENANCE OF ALL THE ASSETS THAT NEED TO BE HANDLED FOR THEIR USEFUL LIFE. SO CONTINUING TO MONITOR AND CONTROL WITH COMPLIANCE. AND BELOW THAT, YOU CAN SEE WHERE SOME OF THOSE MUNICIPALITIES FALL THAT I HAD PREVIOUSLY SHOWN YOU, WHERE THEIR PROGRESS IS CURRENTLY. BUT AS I MENTIONED, WE DO BELIEVE THAT AT THIS POINT THEY WILL HAVE THE WAITING FOR THAT BELOW BECAUSE WE DON'T NECESSARILY WANT TO PENALIZE A CITY THAT HAS HAD SOME PROBLEMS IN THE PAST. BUT WE DO WANT TO SOMEHOW BE ABLE TO MAKE NOTE OF IT. AND SO IF THEY ARE AWARDED A MOBILITY HUB PROJECT, WE'RE AWARE THAT THEY MAY NEED A LITTLE EXTRA HELP. SEFTC IS THE SOUTHEAST FLORIDA TRANSPORTATION COUNCIL, COMPRISED OF THE THREE MPO'S, MIAMI-DADE TRANSPORTATION PLANNING ORGANIZATION, PALM BEACH TRANSPORTATION PLANNING AGENCY, AND, OF COURSE, OUR OWN BROWARD METROPOLITAN PLANNING ORGANIZATION. THE WORKSHOP HAD A NUMBER OF PRESENTERS, AND THIS SLIDE GIVES YOU AN IDEA OF THE PARTICIPANTS. SO WHAT IS THE COASTAL LINK? PREVIOUSLY KNOWN AS THE TRI RAIL COASTAL LINK, THE GOAL IS TO BRING COMMUTER RAIL ON THE FLORIDA EAST COAST RAILWAY AND IF YOU LOOK AT THE MAP, THE GREEN LINE IS WHERE THE CSX LINE IS, AND THAT'S WHERE TRI-RAIL RUNS CURRENTLY. AND THE BLUE LINE IS THE FECR LINE. AND THAT'S WHERE THE COASTAL LINK WILL TRAVEL ON. ALTHOUGH THERE IS A LOT OF HISTORY, I JUST WANT TO HIGHLIGHT A FEW MILESTONES BETWEEN 2013 AND 2018. AT THAT TIME, AN MOU WAS CREATED BETWEEN THE THREE AGENCIES, FDOT SFRTA REGIONAL PLANNING COUNCILS BRIGHTLINE, FORMERLY ALL ABOARD FLORIDA, STARTED REVENUE SERVICE IN 2018 AND BROWARD PASSED THE TRANSPORTATION SURTAX. SO WHERE DO WE STAND ON COMMUTER RAIL? WELL, SFRTA STANDS READY TO ASSIST THE COUNTIES TO COMPLETE AN INTEGRATED COASTAL LINK SYSTEM SEAMLESSLY CONNECTED. IT WOULD BE A TRUE REGIONAL COMMUTER RAIL. [01:25:03] BUT THE TAKEAWAY ON THIS IS THE COUNTIES WILL DECIDE WHO WILL BE THE OPERATOR AND THE BRANDING OF THE COASTAL LINK. BRIGHTLINE PRESENTED A ROAD MAP MOVING FORWARD, BRIGHTLINE HAS ENTERED INTO AN MOU WITH THE COUNTY, THE COUNTY HAS HIRED A CHIEF NEGOTIATING OFFICER AND FDOT HAS INITIATED A P D&E STUDY. BUT IF YOU LOOK AT IT, BRIGHTLINE STILL NEEDS TO COMPLETE A NUMBER OF STEPS, WHICH INCLUDE DEFINING STATION LOCATIONS, CORRIDOR APPRAISALS, RIDERSHIP DESIGN, TO NAME A FEW OF THE ITEMS. IF YOU TAKE A LOOK TO THE SOUTH, MIAMI-DADE COUNTY HAS ALREADY INITIATED THE FIRST OF ADDITIONAL STOPS AVENTURA TO MIAMICENTRAL IS UNDER CONSTRUCTION AND THIS IS THE FIRST OF ADDITIONAL STOPS PLANNED IN MIAMI-DADE. IN BROWARD COUNTY, THE PD&E STUDY IS UNDERWAY. YOU CAN SEE WHERE WE'RE AT MAY LATER IN THE YEAR, THERE WILL BE A PUBLIC KICKOFF MEETINGS FOLLOWED IN 2022 WITH PUBLIC WORKSHOPS AND A PUBLIC HEARINGS. THE STUDY LIMITS ARE HIGHLIGHTED WITH THE PD&E STUDY, AND IF YOU LOOK AVENTURA TO DEERFIELD BEACH IS PART OF THIS, INCLUDING THE POMPANO CROSSOVER AND THE POMPANO CROSSOVER IS WHERE THE TWO RAIL LINES CAN INTERCHANGE CSX AND FEC. THERE'S GOING TO BE CONTINUED EVALUATION OF THE CROSSING OF THE NEW RIVER IDENTIFYING STATION LOCATIONS AND OF COURSE, THE ANALYSIS OF THE EAST AND WEST TRAFFIC FOR CROSSINGS AND THE STATIONS. IN 2019, THERE WAS A STUDY THAT WAS COMPLETED BY FDOT AND IT PROVIDED 4 SOLUTIONS FOR THE NEW RIVER CROSSING AND THIS IS BEING REEVALUATED AGAIN WITH THE NEW PD&E STUDY. TO THE NORTH PALM BEACH COUNTY IS LOOKING FOR FUNDING, SO THEY'RE A LITTLE BEHIND THE OTHER TWO COUNTIES. AND OBVIOUSLY THAT THE PHRASE REASONABLE PROBABLE IS QUITE SUBJECTIVE. SO WHEN EMINENT DOMAIN ORDINANCES DO NOT EXIST THAT GRANT A CONDEMNING AUTHORITY, THE ABILITY TO SUBMIT A CURE PLAN FOR A FORMAL REVIEW AND APPROVAL, ESTABLISHING THAT REASONABLE PROBABILITY REQUIRES OTHER MEASURES. NORMALLY, IT INVOLVES RESEARCHING PAST VARIANCE APPROVALS WITHIN A GIVEN CITY TO SEE IF THERE ARE ANY RECORDS OF SIMILAR APPROVALS BEING GRANTED THAT WOULD MIRROR WHAT IS BEING SOUGHT AS PART OF A CURE AND ALSO TO OBTAIN STAFF LEVEL ENDORSEMENT OF THE PROPOSED CURE PLANS. NEITHER OF THOSE OFTENTIMES ARE BINDING NOR PROVIDE THE DESIRED LEVEL OF ASSURANCE THAT ALL PARTIES IN PART OF AN EMINENT DOMAIN PROCESS WOULD SEEK. THE ABSENCE OF THOSE APPROVALS CREATES SOME DEGREE OF UNCERTAINTY REGARDING THE CURE'S ULTIMATE OF PROVABILITY, AND THIS UNCERTAINTY UNDERMINES, TO SOME EXTENT CREDIBILITY AND WEAKENS NEGOTIATION POTENTIAL AND CREATES DOUBTS AND RIGHTFULLY SO, CREATES SOME DOUBTS IN THE MINDS OF LANDOWNERS AND BUSINESS OWNERS THAT ARE ULTIMATELY IMPACTED BY THESE PARTIAL ACQUISITIONS. THIS UNCERTAINTY CAN BE MITIGATED TO SOME EXTENT WITH A WELL CRAFTED ORDINANCE AND NUMEROUS MUNICIPALITIES HAVE ADOPTED ORDINANCES SUCH AS THIS, THESE ORDINANCE CAN CREATE A FORMAL PROCESS. IT'S AN ORDERLY PROCESS THAT ALL PARTIES AFFECTED BY THESE THINGS CAN FOLLOW ELIMINATES THAT UNCERTAINTY, AS I SAID, AND THE APPROVABILITY OF A CURE. IT CREATES A TANGIBLE ASSURANCE THAT THE PROPOSED CURE UPON WHICH OF JUST COMPENSATION IS BASED IS SOMETHING THAT WOULD BE PERMITTED AND COULD BE IMPLEMENTED AND ALLOWS FOR THE CONTINUED LEGAL USE OF PROPERTIES MADE NONCONFORMING BY A PARTIAL ACQUISITION AND OFFERS A FIRM FOUNDATION UPON WHICH THESE APPRAISALS AND COMPENSATIONS OFFERS ARE BASED AND NEGOTIATIONS. NOW, THAT DOES NOT MEAN OR SUGGEST THAT AN OWNER AFFECTED BY AN EMINENT DOMAIN ACQUISITION WOULD BE OBLIGATED TO IMPLEMENT THAT CURE. BY ALL MEANS, OWNERS HAVE THE ABILITY TO SUBMIT THEIR OWN CURE PLANS FOR CONSIDERATION AND APPROVAL, AND THEIR EXPERTS WILL ADVISE ALL THE COST AND IMPACTS RELATED TO ALL THAT. AND NEGOTIATIONS WOULD FLOW FROM THERE. AND THERE IS SOME LEVEL OF MINDSET THAT ONLY ONE CURE COULD WORK. BUT OFTENTIMES THERE MAY BE MORE THAN ONE WAY TO CURE A PROPERTY. AND A CITY MAY BE IN A POSITION TO SAY EITHER ONE OF THESE WILL WORK FOR US. PD&E STUDY IS LOOKING AT NEW OR ADDITIONAL CONNECTIONS AT THAT INTERCHANGE. SO SW 10TH STREET IS THE CONNECTION, THE EXTENSION OF THE SAWGRASS TO GET TO I-95 IF YOU GO TO THE NEXT SLIDE. SO WE'VE HAD SOME SIGNIFICANT CHANGES THROUGHOUT THE YEARS WORKING ON THE STUDY, DIRECT RESULT OF PUBLIC ENGAGEMENT, THE FIRST THREE ITEMS YOU SEE THERE HAPPENED A LITTLE EARLIER IN THE PROCESS WHERE WE WERE ABLE TO MOVE AN OVERPASS FOR MOTORWAYS COMMUNITY FURTHER TO THE WEST, OUTSIDE OF THEIR INTERSECTION. ALSO, WE REMOVED THE TRUCK RESTRICTIONS TO THE CONNECTOR LANES AND REMOVED OR WE'RE NOT TOLLING THE CONNECTOR LANES. THE LAST THREE CAME ABOUT REALLY WHEN THE CITY CHALLENGED THE DOT AND CHALLENGED THE TEAM THAT WE CAN DO BETTER. THEY ALSO WORKED WITH US TO DEVELOP SOLUTIONS TO ADDRESS THEIR CONCERNS, WHICH INCLUDES INCORPORATING A 12 FOOT SHARED USE PATH THROUGH THE LIMITS OF THE PROJECT. AND ALSO THE MOST SIGNIFICANT IN MY MIND IS THE I-95 CONNECTION TO NOT ONLY THE EXPRESS LANES, BUT ALSO THE GENERAL USE LANES. THIS HELPED REALLY TAKE EVEN MORE TRAFFIC OFF OF THE LOCAL LANES, AND IT ALSO HELPED CREATE THE OPPORTUNITY TO MAKE A LARGER BUFFER AND MORE LANDSCAPE OPPORTUNITIES AS THE PROJECT MOVED FORWARD, WHICH YOU'RE GOING TO SEE IN THE SHORT VIDEO WE HAVE, WHICH IS COMING UP NEXT. THE FLORIDA DEPARTMENT OF TRANSPORTATION IS NEARING COMPLETION OF THE SOUTHWEST 10TH STREET CONNECTOR PD&E STUDY AND REACHED A DECISION ON A PREFERRED ALTERNATIVE. SW 10TH STREET CONNECTOR STUDY LIMITS SHOWN HERE IN BLUE BEGINS AT THE SAWGRASS EXPRESSWAY NEAR THE INTERCHANGE WITH FLORIDA'S TURNPIKE AND EXTENDS TO I-95 IN BROWARD COUNTY, AN ADJACENT STUDY ALONG I-95 SHOWN IN GREEN WILL ADD EXPRESS LANES AND CONNECTOR RAMPS TO I-95. THE FLORIDA DEPARTMENT OF TRANSPORTATION HAS EVALUATED SEVERAL ALTERNATIVES THROUGHOUT THE STUDY, AND AFTER CONSIDERING ALL INPUT TO DATE, FDOT SELECTED THE WITHOUT RAMP ALTERNATIVE, WHICH PROVIDES THE BEST BALANCE OF BENEFITS WHILE MINIMIZING IMPACTS. ALTHOUGH ADDITIONAL LOCAL ACCESS RAMPS EAST OF POWERLINE ROAD OF THE WIDTH RAMP ALTERNATIVE PROVIDES MORE ACCESSIBILITY. THEY DO NOT PROVIDE BETTER TRAFFIC FLOWS. BY CONTRAST, THE PREFERRED ALTERNATIVE MEETS ALL THE NEEDS OF THE PROJECT, WHILE ALSO MINIMIZING THE IMPACTS ALONG THE LOCAL LANES AND STILL PROVIDES LOCAL ACCESS TO AND FROM THE CONNECTOR LANES EAST OF MILITARY TRAIL. THE PREFERRED ALTERNATIVE HAS BOTH REGIONAL AND LOCAL BENEFITS. BY COMPLETING THE REGIONAL TRANSPORTATION NETWORK, THE PREFERRED ALTERNATIVE REDUCES CONGESTION AND DELAY ALONG LOCAL SOUTHWEST 10TH STREET, WHILE ALSO IMPROVING TRAFFIC FLOW, OPERATIONS, SAFETY, EMERGENCY RESPONSE, EVACUATION AND PROMOTING [01:40:07] ECONOMIC DEVELOPMENT. IN FACT, THE PREFERRED ALTERNATIVE WILL HAVE 22 PERCENT LOWER TRAFFIC LEVELS IN 2040 THAN IN 2016 ALONG LOCAL SW 10TH STREET, A CLOSE UP VIEW OF THE LOCAL LANES LOOKING EAST HELPS VISUALIZE SOME OF THE BENEFITS AND REDUCTION OF IMPACTS AND THE PREFERRED ALTERNATIVE ACHIEVES, INCLUDING A CONTINUOUS 12 FOOT WIDE SHARED USE PATH ALONG THE SOUTH SIDE. INCREASE IN BUFFER AREAS FROM THE ROAD TO THE COMMUNITIES, MORE OPPORTUNITIES FOR LANDSCAPING, PRIVATE PROPERTY AND EXISTING LARGE TREES CAN BE AVOIDED AT WATERFORD COURTYARD'S, TRANSMISSION POLES REMAIN IN APPROXIMATELY THE SAME LOCATION. THE PREFERRED ALTERNATIVE IS ANTICIPATED TO BE APPROVED BY THE FDOT OFFICE OF ENVIRONMENTAL MANAGEMENT BY GRANTING LOCATION AND DESIGN CONCEPT ACCEPTANCE THIS SUMMER, THE PROJECT WILL MOVE INTO THE FINAL DESIGN PHASE, WHERE ADDITIONAL PROJECT DETAILS WILL BE DEVELOPED AND SHARED WITH THE PUBLIC. WELL, I KNOW THIS MIGHT SEEM OBVIOUS, BUT YET I JUST NEED TO ASK IT IS, ARE YOU NOT WORKING IN TANDEM WITH THEM IN REGARD TO THE SAWGRASS AND THE TURNPIKE? LIKE I SAID, IT'S VERY UNPOPULAR IN MANY AREAS HERE IN THE CITY OF DEERFIELD BEACH. BUT WE UNDERSTAND THAT THE REGIONAL IMPACT IS THERE. WE KNOW THAT THIS IS GOING TO BENEFIT TRAFFIC TIMES IN THE FUTURE. WE WENT THROUGH THE REAUTHORIZATION PROCESS AND HERE ARE ALL THE PROJECTS THAT BROWARD COUNTY ALL THE MUNICIPALITIES THE MPO'S SUBMITTED TO THE FEDERAL GOVERNMENT FOR THE REAUTHORIZATION PROCESS, AND YOU CAN SEE THEIR SPREAD FAIRLY EVENLY THROUGHOUT THE COUNTY. YOU NOTICE A GAP IN THE MIDDLE. AND THAT'S BECAUSE DUE TO CONGRESSMAN ALCEE HASTINGS UNTIMELY PASSING HIS SINCE THERE'S NO ELECTED OFFICIAL IN THAT OFFICE, STAFF IS NOT ALLOWED TO SELECT PROJECTS FOR THAT AREA. SO IT'S VERY UNFORTUNATE THAT WE WEREN'T ABLE TO GET PROJECTS IN THERE. BUT WE'RE HOPING THAT THIS PROCESS CONTINUES. AND NEXT TIME WE'LL BE ABLE TO FILL IN THESE GAPS. AND YOU'LL SEE ON HERE THERE'S ALSO SEVERAL CITIES THAT SUBMITTED NEW REAUTHORIZATION REQUESTS AND THE BROWARD MPO'S [INAUDIBLE] SUPPORT TO THE RESPECTIVE CONGRESSIONAL DISTRICTS. AND THESE ARE ALSO GOING TO BE FUNDED. AND I REALLY NEED TO GIVE A LOT OF CREDIT TO OUR INTERNAL STAFF AND OUR STAFF AT HOLLAND AND KNIGHT, WHO WE PROVIDED ALL THE TECHNICAL INFORMATION WE GAVE TO THEM, THEY ENTER THIS. A LOT OF THESE ARE PROCESSES THAT HAD GONE AWAY FOR A WHILE, SO THEY DID A LOT OF HANDHOLDING ON THE FEDERAL SIDE TO GET THESE THROUGH. AND AS A REGIONAL NOTE, ALL THREE MPO'S SUBMITTED TO THEIR RESPECTIVE CONGRESSIONAL LEADERSHIP AND LOOKS LIKE WE'RE GOING TO BE ABLE TO PROVIDE TRI RAIL WITH MORE ROLLING STOCK MEANING ADDITIONAL TRAINS TO TAKE ADDITIONAL CAPACITY SO THEY CAN RUN MORE SERVICE DOWN THE CORRIDOR. THOSE ARE THE EARMARK REQUESTS FOR THE ANNUAL APPROPRIATION BILL. SO THESE ARE SMALLER IN SIZE AND ARE FOR PROJECTS THAT CAN BE COMPLETED IN THE NEXT ONE TO TWO YEARS. THE HOUSE APPROPRIATIONS COMMITTEE IS GOING TO BEGIN MARKING UP THEIR BILLS IN JUNE. AND THEN THE SENATE HAS FORMALLY ANNOUNCED THEIR PROCESS TO SUBMIT THE COMMUNITY PROJECT FUNDING REQUEST FOR THE SENATE APPROPRIATIONS COMMITTEE SIDE. BUT JUST ONE NOTE HERE. BOTH SENATORS, SENATOR RICK SCOTT AND SENATOR MARCO RUBIO ARE NOT PARTICIPATING IN THAT PROCESS. SO JUST WANTED TO KIND OF FLAG THAT FOR YOU ALL. AND THEN WE SHOULD FIND OUT, TOO, ONCE THE HOUSE TRANSPORTATION AND INFRASTRUCTURE COMMITTEE STARTS TO RELEASE THEIR BILL AND MARKUP THEIR BILL. WE SHOULD OBVIOUSLY SEE WHAT THOSE DOLLAR ALLOCATION AMOUNTS WILL BE FOR EACH MEMBER AND HOW THOSE PROJECTS WILL BE FUNDED. WE'VE ALREADY KIND OF DONE AN INTERNAL ANALYSIS ON THIS AND YOUR BROWARD COUNTY DELEGATION FOR THE PROJECTS THAT THEY'VE ALL SUBMITTED THEY WERE HITTING THAT SWEET SPOT BETWEEN THE 15 TO 20 MILLION DOLLARS. SO THE DOLLAR AMOUNTS THAT WE WERE REQUESTING, I THINK, IT'S SOMETHING THAT WE CAN SEE, YOU KNOW, BE APPROVED IN THE LEGISLATION AS IT MOVES FORWARD. AND JUST ONE MORE NOTE ON THE TRI RAIL ROLLING STOCK. CONGRESSWOMAN LOIS FRANKEL, SHE'S NOT ON THE LIST BECAUSE SHE REPRESENTS MOSTLY PALM BEACH COUNTY, BUT DID WANT TO HIGHLIGHT THAT SHE ALSO SUBMITTED A FUNDING REQUEST FOR THE TRI RAIL ROLLING STOCK. SO BETWEEN ALL THE VARIOUS DIFFERENT MEMBERS OF CONGRESS THROUGHOUT THE BROWARD, PALM BEACH AND MIAMI, WE WILL SEE, YOU KNOW, A GOOD AMOUNT OF MONEY FOR THE TRI RAIL [02:00:06] ROLLING STOCK. AND THEN WE ARE ALL KIND OF VERY POSITIVE ABOUT THIS PROCESS. WHEN WE STARTED IT, THERE WERE LOTS OF RESTRICTIONS PUT ON TO FUNDING. FOR EXAMPLE, THEY'RE NOT EXPECTING THAT THEY WOULD NOT FUND PROJECTS MORE THAN ONE PERCENT OF THE DISCRETIONARY BUDGET. AND THEY JUST DID ANALYSIS OF ALL THE REQUESTS THAT GOT SUBMITTED AND THEY'RE UNDER BUDGET. SO EVERYBODY IS FEELING KIND OF GOOD SO FAR WHERE WE'RE AT ON THIS. AND THEN LASTLY, ONE OF THE THINGS THAT WE DID FLAG FOR PAUL AND GREG THIS MORNING IS THAT THERE WAS LEGISLATION INTRODUCED EARLIER THIS WEEK MAKING MPO'S INCLUDE GREENHOUSE GASES IN THEIR LONG RANGE PLANNING. AND SO THIS WAS A BILL THAT WAS INTRODUCED BY CONGRESSMAN LLOYD DOGGETT FROM TEXAS, ALONG WITH 20 OTHER MEMBERS OF CONGRESS. AND IT IS SOMETHING THAT I THINK YOU COULD POSSIBLY SEE IN A SURFACE TRANSPORTATION REAUTHORIZATION BILL. SO THAT'S IT FROM WASHINGTON. AND JUST A QUICK UPDATE ON INFRASTRUCTURE, AS YOU KNOW, THE PRESIDENT INTRODUCED HIS INFRASTRUCTURE PACKAGE, AMERICAN JOBS PLAN, WHICH IS 2.25 TRILLION OVER EIGHT YEARS. AND THEN A COUPLE OF WEEKS AGO, THE SENATE REPUBLICANS HAD A COUNTEROFFER AND THEIR BILL WAS FIVE HUNDRED AND SIXTY EIGHT BILLION DOLLARS OVER FIVE YEARS. THE DIFFERENCE IS REPUBLICANS FOCUSED ON TRADITIONAL INFRASTRUCTURE SUCH AS TRANSIT AND RAIL AND HIGHWAYS, AVIATION AND WATER, WHEREAS THE PRESIDENT NOT ONLY INCLUDED TRADITIONAL, BUT ALSO ADDITIONAL FUNDING FOR SCHOOLS AND HOUSING IN THE POWER GRID AND BROADBAND AS WELL. TODAY, THE PRESIDENT HAS INVITED THE REPUBLICAN LEADERSHIP OF THE AUTHORIZATION COMMITTEES WHO OVERSEE TRANSPORTATION, AND HE HAD A GOOD MEETING YESTERDAY WITH SENATE AND HOUSE REPUBLICAN LEADERSHIP. THEY VERY MUCH WANT TO DO THIS ON A BIPARTISAN BASIS. FINGERS CROSSED. NOT SURE THAT COULD HAPPEN, BUT IT LOOKS LIKE WE'RE BECOMING CLOSER AND CLOSER TOGETHER. SO WE'LL KEEP YOU POSTED ON THAT TOO. WE DO WISH WE WERE HOME. UNFORTUNATELY, WE HAVE NOT LEFT TALLAHASSEE. SO GREETINGS. IT'S A RAINY DAY HERE. SO WE'VE BEEN OUT HERE SINCE JANUARY. SO LOOKING FORWARD TO COMING HOME HOPEFULLY NEXT WEEK. BUT WOULD THAT REALLY JUST WANTED TO SAY IT WAS A VERY BUSY SESSION, BUT IT WAS NON-CONTROVERSIAL REALLY ON THE TRANSPORTATION FRONT. YOU KNOW, WE'RE CONSTANTLY WORKING TO ENSURE THAT THE MPO HAS A SEAT AT THE TABLE, NOT ONLY WITH THE TRANSPORTATION GROUPS IN TALLAHASSEE, BUT ALSO AROUND THE STATE. SO AND I'LL GIVE A LITTLE EXAMPLE OF KIND OF WHAT WE'VE BEEN INVOLVED WITH THIS SESSION AS WELL. BUT WE ARE CONSTANTLY, LIKE I SAID, MAKING SURE THAT THE MPO HAS ITS OWN VOICE, BECAUSE I KNOW OBVIOUSLY WE'VE HAD THIS CONVERSATION BEFORE WHEN WE PRESENTED THAT MANY OF YOU THAT SIT ON THE MPO BELONG TO OTHER ORGANIZATIONS SUCH AS THE CITY, SUCH AS THE COUNTY, SUCH AS SFRTA THAT HAVE DIFFERENT AGENDAS, SAME AGENDAS, SOMETIMES SIMILAR A LITTLE BIT HAVE FLAP OVER. BUT REALLY, THE MPO HAS ITS OWN AGENDA. SO WE ARE REALLY MAKING A STATEMENT AND UNIQUELY MAKING SURE THAT PEOPLE KNOW THAT THE BROWARD COUNTY MPO HAS A SEAT AT THE TABLE, THEY HAVE AN AGENDA AND THEY HAVE ISSUES THAT AFFECT THEM. AND SO THAT'S WHAT WE'VE BEEN DOING NOT ONLY THIS SESSION, BUT OBVIOUSLY IN PREVIOUS SESSIONS. BUT THE MAIN THING IS I DO WANT TO SAY THANKS TO ESPECIALLY TO REBECCA, BUT ALSO TO GREG AND PAUL AS WELL, AND TO EVERYBODY HERE. [02:05:01] THEY WERE AND YOU GUYS WERE WONDERFUL AT HOSTING THE BROWARD DAYS PLATFORM THIS YEAR. AND IT WAS VERY NERVE WRACKING FOR ME BECAUSE OBVIOUSLY HAVING EVERYBODY TRY AND DO THAT SEAMLESSLY UP HERE AND ACTUALLY BRINGING IN THE DELEGATION AND BRINGING IN, OBVIOUSLY, SECRETARY THIBEAULT, IT WAS WONDERFUL TO HAVE GREG THERE FOREFRONT WITH THE SECRETARY ALSO AS THE POINT OF TRANSPORTATION. BUT WE HAD OBVIOUSLY, FOR MANY OF YOU WHO ATTENDED, I WANT TO THANK YOU FOR THAT. WE HAVE THE DELEGATION, LIKE I SAID, WE HAVE THE SECRETARY, BUT WE ALSO HAD THE MAJORITY OF ALL THE AGENCY HEADS. WE HAD THE CABINET INVOLVEMENT. WE HAD THE SENATE PRESIDENT. WE HAD THE NEXT SPEAKER OF THE HOUSE. SO REALLY, IT WAS WONDERFUL TO HAVE ALL THAT. WE REALLY KEPT ATTENDANCE PRETTY MUCH THROUGHOUT THE ENTIRE FIVE HOURS. SO JUST A BIG SHOUT OUT TO YOUR TEAM THAT ACTUALLY MADE A WONDERFUL, WONDERFUL EVENT HAPPEN UP HERE, BUT SURROUNDING AND KNOWING THAT THE MPO WAS HOSTING IT. SO IT WAS A WONDERFUL EVENT FOR THAT, BUT ALSO FOR KIND OF A SPOTLIGHT ON THE MPO. SO A FEW THINGS THAT WE'VE ALSO BEEN WORKING ON THIS YEAR. I GOT INVITED TO A NEW GROUP, WHICH IS WONDERFUL ON BEHALF OF THE MPO AND [02:10:43] OTHERS, BUT IT'S THE TRANSPORTATION ADVOCACY GROUP WHICH REALLY THESE REPRESENTATIVES, THEY ARE THE ROAD BUILDERS, THE TRUCKING ASSOCIATION, THE FLORIDA TRANSPORTATION COMMISSION, PORTS COUNCIL, FLORIDA PUBLIC TRANSPORTATION, SPACE FLORIDA RAIL AND OTHER AUTHORITIES. AND WE HAVE TWO OTHER FORMER SECRETARIES OF DOT THAT SIT WITH US WEEKLY ON TUESDAYS AND DISCUSS LEGISLATION AND DISCUSS POSSIBLE LEGISLATION. SO I KNOW THAT MANY OF YOU KNOW THAT WE HAVE BEEN WORKING ON FLEXIBILITY LANGUAGE UP HERE IN TALLAHASSEE, AS LAUREN LIKES TO SAY TO ME CONSTANTLY, THAT EVERYBODY IN TRANSPORTATION KNOWS THAT THE MPO WANTS MORE FLEXIBILITY. AND SO WE ARE WORKING ON THAT CONSTANTLY WITH THE SECRETARY AND HIS OFFICE UP HERE. I JUST SPOKE TO THEM AGAIN YESTERDAY. SO I THINK WE'RE MOVING IN THE RIGHT DIRECTION TO GETTING ON THE SAME PAGE IS SOMETHING THAT WE CAN REALLY MOVE THE NEEDLE ON FOR NEXT YEAR. MOVING INTO THE SUMMER I'M GOING TO SEND IT OVER TO LAUREN IN A COUPLE OF MINUTES, JUST TALK ABOUT THE SESSION. BUT I DO WANT EVERYBODY TO BE AWARE THAT MOVING INTO THE SESSION THIS SUMMER AND IN THE NEXT MONTH AND A HALF, WE HAVE ALREADY SET UP MEETINGS WITH LEGISLATORS THAT HAVE HELD THE DOT PACKAGES THIS SESSION AND ALSO THE CHAIRS AND THE PEOPLE WHO ARE GOING TO BE SITTING ON THIS COMMITTEE. CLEARLY, AS I MENTIONED IN OUR LAST PRESENTATION, WE HAVE A NEW SENATE PRESIDENT AND A NEW SPEAKER, AND THEY'VE CREATED ALL NEW COMMITTEES. [02:15:34] SO PEOPLE WHO HAVE BEEN ON TRANSPORTATION IN THE PAST, AREN'T IN TRANSPORTATION CURRENTLY RIGHT NOW. SO EDUCATING THEM AND EDUCATING THEM ABOUT US IS VERY, VERY IMPORTANT. SO WE SPENT THE SESSION DOING THAT AS WELL. AND THEN ALSO FLORIDIANS FOR TRANSPORTATION IS HAVING THEIR BIG CONFERENCE THAT WE WILL BE ATTENDING. AND THAT'S ALSO IN THE AREA WHERE THE NEXT SENATE PRESIDENT AREA IS IN THE STATE OF FLORIDA. SO IT'S OVER ON THE WEST COAST. YOU'LL BE INVOLVED IN THAT. AND I ALSO WANT TO THANK THE MPO FOR SOMETHING THAT THEIR INVOLVEMENT AND THEIR DIRECTION. SO MAINLY THE SUPPORT THAT THEY HAVE GIVEN REGARDING THE DELEGATION LEGISLATION UP HERE. ALSO THIS SESSION, FOR AN EXAMPLE, LIKE WITH THE PEDESTRIAN AND BICYCLE SAFETY LEGISLATION BY REP HUNSCHOFSKY, GREG AND I SPOKE. WE WERE ABLE TO HELP WITH THAT. BUT THE MAIN THING WAS THAT THE FACT IS SUPPORTING OUR DELEGATION AND SUPPORTING THE THINGS THAT ARE IMPORTANT TO BROWARD AND THINGS THAT WE NEED TO DEAL WITH UP HERE IN BROWARD, I THINK ARE EXTREMELY IMPORTANT. AND THEN ALSO LASTLY, BEFORE I SEND IT OVER TO LAUREN AGAIN, I JUST WANTED TO SAY THAT WE HAVE THE WASHINGTON SUMMIT COMING UP, WHICH I KNOW IS A FEDERAL ISSUE. BUT YET I'M WORKING CLOSELY WITH WITH GREG AND PAUL ON THAT BECAUSE I CHAIRED THE TRANSPORTATION COMMITTEE FOR THE CHAMBER. BUT I ALSO SIT ON THE ISSUES COMMITTEE. SO MAKING SURE THAT OBVIOUSLY THE RIGHT HAND AND THE LEFT HAND KNOWS WHAT THEY'RE DOING IN COLLABORATION, I THINK IS VERY IMPORTANT. SO WITH THAT, I'LL TURN IT OVER TO LAUREN AND SHE'LL GO OVER THE LEGISLATION THAT WE'VE BEEN WORKING ON AND WHAT HAPPENED UP HERE IN TALLAHASSEE AND WHERE WE ARE RIGHT NOW. AND WE'LL COME BACK FOR QUESTIONS FOR ANYBODY WHO HAS ANY OR ANY ADDITIONAL INFORMATION. HEY EVERYONE AND I'LL TRY TO BE REALLY QUICK, BECAUSE I KNOW THIS IS THE FINAL END OF THE PRESENTATIONS TODAY, BUT THE BUDGET ENDED UP IN A REALLY GREAT SPOT. THEY PASSED ONE HUNDRED AND ONE BILLION DOLLAR BUDGET AND THAT WAS ABOUT TWO POINT THREE BILLION OF STATE FUNDING. AND THEN THE REST WAS FEDERAL FUNDING. IN TERMS OF THAT INCREASE THAT WE SAW, THEY ALSO ALLOCATED SIX POINT SEVEN BILLION OF THE AMERICAN RESCUE PLAN DOLLARS THAT WE CAN ANTICIPATE GETTING AND THEN SET ASIDE THE REST OF THAT INTO OUR RESERVE FUNDS. SO WE HAVE ABOUT SIX BILLION IN RESERVES AT THIS POINT OR AFTER THE FEDERAL FUNDING AND ALL IS SAID AND DONE. THE WORK PROGRAM WAS NINE POINT TWO BILLION, AND THEN THERE WAS AN ADDITIONAL TWO BILLION IN THE AMERICAN RESCUE PLAN DOLLARS THAT WAS ALLOCATED TO THAT TO BACKFILL ANY ISSUES WITH THE WORK PROGRAM. AND THOSE PROJECTS THAT WERE DELETED OR DEFERRED DURING THE COVID-19 CRISIS. AND ALSO PART OF THAT IS AN EARMARK. TWO HUNDRED AND FIFTY MILLION DOLLAR EARMARKED TO SEAPORTS AS WELL FOR ANY SEAPORTS THAT WERE IMPACTED FOR CRUISE OR CARGO TRAFFIC THAT WAS IMPACTED DURING COVID-19. THAT WAS PRETTY CRITICAL BECAUSE SEAPORTS WERE NOT INCLUDED IN ANY OF THE FEDERAL PACKAGES THAT HAVE PASSED JUST YET. HOPEFULLY THERE MIGHT BE SOMETHING IN THIS INFRASTRUCTURE PACKAGE FOR THE SEAPORTS, BUT OBVIOUSLY THEY WERE VERY IMPACTED BY COVID AND SO WE WERE ABLE TO GET THAT 250 MILLION EARMARKED TOWARDS THEM. ONE OF THE BIGGEST BILLS THAT PASSED THIS YEAR WAS THE STATE WIDE FLOODING AND SEA LEVEL RISE INITIATIVE. THAT WAS A HUGE EFFORT. AND THE SPEAKER WORKED VERY CLOSELY WITH THE AMERICAN FLOOD COALITION ON THAT BILL. I KNOW A LOT OF YOU ARE PART OF THE AMERICAN COALITION, AND THE SPEAKER GAVE A LOT OF INFLUENCE TO THEM IN THAT PACKAGE. SO THAT WAS REALLY HUGE. IT'S ONE OF THE MOST AGGRESSIVE PLANS IN THE COUNTRY FOR TACKLING SEA LEVEL RISE INFRASTRUCTURE. AND ALSO, AS PART OF THAT DEAL, THE LEGISLATURE DECIDED TO GUARANTEE AN ALLOCATION ONE HUNDRED AND ELEVEN POINT SEVEN MILLION DOLLAR ALLOCATION ANNUALLY FROM DOCK STAMPED TAX REVENUE TO THE RESILIENCY GRANT FUND THAT'S CREATED IN THAT PACKAGE. SO THAT'S ONE HUNDRED MILLION GUARANTEED EVERY YEAR GOING TO THAT. THEY ALSO ALLOCATED FIVE HUNDRED MILLION IN AMERICAN RESCUE PLAN DOLLARS TO GET THAT GRANT FUNDING STARTED. SO THAT WAS AN EXCITING. A BILL THAT CAME OUT OF THIS SESSION THIS YEAR AND THE GOVERNOR ACTUALLY SIGNED IT YESTERDAY. IN TERMS OF TRANSPORTATION, AS CANDICE SAID IT WASN'T SO CONTROVERSIAL THIS YEAR, THE DOT WAS ABLE TO GET ITS PACKAGE THROUGH THE DEPARTMENT OF HIGHWAY SAFETY AND MOTOR VEHICLES WAS ABLE TO GET ITS PACKAGE THROUGH. THEY WERE SUBSTANTIALLY SIMILAR TO WHAT THEY HAD ATTEMPTED TO PASS LAST YEAR. AND THEN THERE WAS ALSO ANOTHER TRANSPORTATION PACKAGE THAT WAS NOT FROM EITHER AGENCY, WHICH ALSO PASSED AS WELL. AND THAT PACKAGE INCLUDED SEVERAL ISSUES. ONE OF THOSE WAS AN ISSUE THAT CANDICE AND I HAD ACTUALLY HAD BEEN WORKING ON FOR OUR AIRPORT, WHICH EXEMPTS THEM FROM A PROHIBITION ON THE SAME COMPANY, DOING BOTH DESIGN, INSPECTION, DESIGN, BUILD AND INSPECTION SERVICES ON THE SAME CONTRACT. WE WERE ABLE TO GET THE SEAPORTS EXEMPTED A COUPLE OF YEARS AGO. AND SO THIS WAS FOLLOWING UP AND AT THE REQUEST OF OUR AIRPORT, GETTING THEM EXEMPTED, AIRPORTS EXEMPTED AS WELL FROM THAT PROHIBITION. IT ALSO INCLUDED A REPEAL ON MIAMI-DADE'S TBA. THEY HAVE A PROHIBITION CURRENTLY TO WHERE THEY CAN'T ASSESS THEIR GOVERNMENTAL MEMBERS, GOVERNMENTAL ENTITY MEMBERS FEES. AND SO THAT WAS ACTUALLY REPEALED IN THAT BILL AS WELL. AND THEN FINALLY, IT ALSO INCLUDED A PREEMPTION ON BALLOT INITIATIVES THAT REGULATE [02:20:01] COMMERCE AT SEAPORTS. AND WHILE THAT PREEMPTION APPLIES TO ALL SEAPORTS, IT ONLY APPLIES TO BALLOT INITIATIVES. ORIGINALLY, THAT BILL WOULD HAVE PREEMPTED ALL LOCAL GOVERNMENT REGULATION OF SEAPORTS, WHICH WAS A HUGE PROBLEM FOR PORT EVERGLADES, OBVIOUSLY, BECAUSE WE ARE A COUNTY RUN SEAPORT. AND SO WE WORKED VERY EXTENSIVELY ON THAT BILL TO ENSURE THAT PORT EVERGLADES WAS CARVED OUT OF THAT PREEMPTION. BUT AT THE END OF THE DAY, THE BALLOT INITIATIVE LANGUAGE PASSED AND THAT IS TARGETING SPECIFICALLY KEY WEST BECAUSE THE CITY OF KEY WEST HAD PASSED A BALLOT INITIATIVE THAT RESTRICTED THE SIZE OF CRUISE SHIPS AND ALSO REQUIRED CERTAIN ENVIRONMENTAL RECORDS FROM THOSE CRUISE SHIPS. SO THAT'S WHAT THAT IS TARGETING. FOR EMERGING TECH THERE WAS A BILL THAT WOULD HAVE CREATED AN ELECTRIC VEHICLE GRANT PROGRAM AND WOULD HAVE CREATED FEES FOR ELECTRIC VEHICLES. AND THAT BILL DID NOT PASS. BUT THEY DID EXPAND THE USE OF DRONES. THEY AUTHORIZED AUTONOMOUS DELIVERY VEHICLES. AND ALSO THERE WERE SEVERAL BILLS THAT PREEMPTED LOCAL GOVERNMENTS FROM REGULATING ENERGY AND UTILITIES AND POWER FOR TRANSPORTATION. SO THE MAIN THING IS THEY DIDN'T WANT CITIES BANNING GAS STATIONS IN THEIR JURISDICTIONS OR MANDATING ANY CERTAIN TYPE OF TRANSPORTATION ENERGY, SUCH AS ELECTRIC VEHICLE CHARGING STATIONS AT GAS STATIONS OR PREVENTING PEOPLE FROM USING NATURAL GAS IN THEIR HOMES. I GUESS APPARENTLY A COUPLE OF LOCAL GOVERNMENTS HAD BEEN CONSIDERING THOSE TYPES OF ORDINANCES. AND SO THE LEGISLATURE WANTED TO GET OUT IN FRONT OF THAT. SO THAT WAS ALSO AN INTERESTING DEVELOPMENT AS WELL. FOR SAFETY CANDICE MENTIONED THAT THE BICYCLE AND PEDESTRIAN SAFETY PACKAGE FROM REPRESENTATIVE HUNSCHOFSKY AND SENATOR BOTH PASSED. SO THAT WAS A REALLY GREAT THING. ONE BILL THAT DID NOT PASS WAS THE MID BLOCK CROSSWALK BILL. THAT WAS THE BILL THAT WOULD HAVE REQUIRED DOT TO REQUEST AUTHORIZATION TO CHANGE ALL THE MID BLOCK CROSSWALKS FROM YELLOW FLASHING LIGHTS TO RED FLASHING LIGHTS. AND EVEN IF THEY DID NOT GET THAT AUTHORIZATION FROM THE FEDERAL GOVERNMENT, THAT MEANT THAT THEY WOULD THEN HAVE TO TAKE THEM DOWN OR REMOVE THEM. IT ALSO WOULD HAVE REQUIRED AN ENGINEER TO SIGN OFF BEFORE ANY MID BLOCK CROSSWALKS WERE NEEDED. BUT THAT WAS ACTUALLY A CHANGE THAT WAS MADE FOR THE LEAGUE OF CITIES OR THAT THE LEAGUE OF CITIES WAS ABLE TO NEGOTIATE OUT OF THAT PACKAGE. BUT THAT PACKAGE ULTIMATELY DID FAIL. IT PASSED THE HOUSE, BUT NOT THE SENATE. ANOTHER PACKAGE THAT DID PASS THAT'S ACTUALLY REALLY HUGE IS PIP REFORM, WHICH I KNOW IT'S JUST FOR EVERYONE TO KNOW YOUR CAR INSURANCE WILL BE CHANGING. THEY'VE CHANGED FROM PERSONAL INJURY PROTECTION, THE NO FAULT SYSTEM THAT FLORIDA HAS HAD FOREVER AND EVER IS NOW GOING TO MANDATORY BODILY INJURY COVERAGE. SO JUST AN FYI ON THAT AND THEN JUST TO ROUND IT OUT WITH GOVERNMENTAL ENTITY ISSUES, THEY PASSED THE COVID-19 LIABILITY PACKAGE, WHICH WAS A REALLY BIG BILL AS WELL, AND THAT GRANTED STRONG COVID-19 LIABILITY PROTECTIONS TO GOVERNMENTAL ENTITIES ALONG WITH HEALTH CARE ENTITIES AND EDUCATIONAL INSTITUTIONS, ET CETERA. AND THEN ANOTHER THING THAT FAILED JUST TO BE AWARE OF WAS ALSO AN FRS REFORM PACKAGE THAT THE SENATE PRESIDENT IS A PRIORITY FOR THE SENATE PRESIDENT. WE DO EXPECT THAT BILL TO COME BACK. WE ALSO EXPECT THE MID BLOCK CROSSWALK BILL TO COME BACK AS WELL. SO JUSTIFY FYI ON THAT. BUT BUT THE HOUSE NEVER ENTERTAIN THE FRS REFORM PACKAGE. BUT WE DO EXPECT FOR THE SENATE PRESIDENT TO CONTINUE HIS EFFORTS ON THAT NEXT SESSION. AND I THINK THAT'S REALLY IT IF ANYONE HAS ANY QUESTIONS. THANK YOU.
