IT IS NOW HERE AT THIS MEETING AS AN ACTION ITEM TO APPROVE THE FISCAL YEAR 2022 MULTIMODAL PRIORITIES LIST AND JUST A QUICK OVERVIEW OF THE MULTIMODAL PRIORITIES.
MULTIMODAL PRIORITIES HELPS US DEVELOP THE NEXT DRAFT TENTATIVE WORK PROGRAM.
WE'RE READY STARTING ALL THE WAY BACK HERE IN JUNE TO PREPARE FOR THE NEXT DRAFT TENTATIVE WORK PROGRAM THAT'S GOING TO BE DEVELOPED IN NOVEMBER.
THESE ARE THE MPO'S PRIORITIES ON HOW TO SPEND FEDERAL AND STATE FUNDING.
WE BASICALLY USE OUR METROPOLITAN TRANSPORTATION PLAN AND PRIORITIZED LIST OF PROJECTS TO POPULATE THE MULTIMODAL PRIORITIES LIST.
WE PUT THOSE IN PRIORITY ORDER AND THEN DOT USES THAT AS A GUIDE TO FUND PROJECTS IN THE WORK PROGRAM FOR THE NEXT CYCLE AND FUND PROJECTS WITH THE AVAILABLE NEW FUNDING IN THE NEW FIFTH YEAR OF THE DRAFT TENTATIVE WORK PROGRAM.
BETWEEN NOW AND WHEN WE LAST PRESENTED THE MULTIMODAL PRIORITIES LIST TO YOU, THERE WERE A COUPLE OF CHANGES THAT WE WANTED TO BRING TO YOUR ATTENTION.
THEY'RE ALL POSITIVE CHANGES, MAINLY IN THE FORM OF ADDITIONAL FUNDING THAT HAS BECOME AVAILABLE.
AS YOU ALL ARE AWARE, THERE'S A LOT GOING ON IN CONGRESS AT THE MOMENT, ESPECIALLY WITH RESPECT TO STIMULUS FUNDING AND ADDITIONAL FUNDING THAT'S BEING MADE AS A RESULT OF CORONAVIRUS RELIEF.
WE HAVE ADDED ADDITIONAL CARES FUNDING TO THE MULTIMODAL PRIORITIES LIST AND INDICATED WHICH PROJECTS THOSE FUNDS SHOULD BE APPLIED TO.
HERE'S A QUICK OVERVIEW SIDE ABOUT THE CARES FUNDS.
WE USE THE TERM CARES FUNDS, BUT IT'S REALLY TWO DIFFERENT AVENUES OF FUNDING THAT WE CREATED.
ONE THROUGH A USDOT APPROPRIATION, AND ONE THROUGH A CONGRESSIONAL APPROPRIATION KNOWN AS THE CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS ACT.
THAT RESULTED IN AN ADDITIONAL $12,312,904 AMOUNT OF FUNDING THAT WE COULD APPLY TO PROJECTS HERE IN THE BROWARD REGION AND THESE FUNDS NEED TO BE OBLIGATED BY SEPTEMBER 30TH, 2024.
WE HAVE A RELATIVELY SHORT TIMEFRAME TO APPLY THIS FUNDING TO PROJECTS.
WHAT THE PLANNING TEAM DID HERE AT THE MPO, WORKING TOGETHER WITH OUR PARTNERS AT DOT AND OTHER PARTNERS WHO ARE INVOLVED IN THE PROJECTS IS WE TRIED TO IDENTIFY PROJECTS THAT WERE EITHER GOING TO HAVE A DESIGN PHASE OR CONSTRUCTION PHASE THAT WOULD BE COMPLETED BEFORE SEPTEMBER 30TH, 2024 OBLIGATION DATE TO MAKE SURE THAT WE WERE ON TRACK TO SPEND THOSE DOLLARS IN A TIMELY MANNER.
NEXT SLIDE. I THINK I JUST MENTIONED THIS THAT WE WORKED TOGETHER WITH OUR PARTNERS TO MAKE SURE THAT WE IDENTIFY THE RIGHT PROJECTS, MAKE SURE THAT WE WERE USING THOSE FUNDS IN A TIMELY MANNER.
THE PRIORITIES THAT WE APPLY THE FUNDING TO WERE CONSISTENT WITH THE STRATEGIC PLAN THAT WAS ADOPTED BY THE MPO BOARD AND THE 2045 METROPOLITAN TRANSPORTATION PLAN AS WELL.
THIS IS JUST OUR WAY OF MAINTAINING CONSISTENCY WITH THE FEDERAL GUIDANCE AND THAT WE'RE APPLYING THESE FUNDS IN THE RIGHT WAY. NEXT SLIDE.
THIS IS HOW WE SHOWED THE CARES FUNDS IN THE MULTIMODAL PRIORITIES LIST.
THE THING THAT I WANT TO BRING TO YOUR ATTENTION HERE IS THE BLUE LINE THAT YOU SEE WHERE WE INDICATED THE PHASE AND THEN PUT A DASH CARE IS NEXT TO IT.
THIS IS HOW WE'RE INDICATING TO DOT THAT WE WOULD LIKE THE CARES FUNDING TO BE APPLIED TO THE PROJECT.

THIS WILL HELP US DELIVER PROJECTS ON LOCALS' BEHALF.

THESE ARE CORRIDOR IMPROVEMENTS THAT WERE IDENTIFIED AS PART OF OUR CORRIDOR STUDY ALONG STATE ROAD 7.
WE HAVE CONSTRUCTION FUNDING THAT WAS IDENTIFIED FOR THOSE PROJECTS AND WE WOULD LIKE TO SUPPLEMENT THE CONSTRUCTION FUNDING THAT HAS BEEN IDENTIFIED WITH CARES FUNDING TO THE TUNE OF FOUR MILLION AND $1.37 MILLION ON EACH OF THESE PROJECTS IN FISCAL YEAR '24.
NEXT SLIDE, PLEASE. THEN WE HAVE OUR MOBILITY HUB AT CYPRESS CREEK ROAD, WHICH IS JUST OUTSIDE OF OUR OFFICES HERE.

THE NEXT PROJECT, OUR SAFETY IMPROVEMENT OFF SYSTEM.
WE HAVE CREATED A SAFETY PROGRAM WITHIN OUR 2045 METROPOLITAN TRANSPORTATION PLAN THAT FUNDS BOTH ON SYSTEM, MEANING ON THE STATE HIGHWAY SYSTEM, AND OFF-SYSTEM PROJECTS ON OUR LOCAL ROADS.
WE WOULD LIKE TO JUMPSTART THAT PROGRAM AS WELL AND PUT ASIDE SOME FUNDING TO DESIGN PROJECTS OFF THE STATE HIGHWAY SYSTEM USING A RANKED LIST OF PROJECTS THAT WAS IDENTIFIED AS PART OF THE METROPOLITAN TRANSPORTATION PLAN.
YOU'LL SEE WE HAVE A DESIGN PHASE IDENTIFIED FOR FISCAL YEAR '23 AND '24 IN THE AMOUNT OF $200,000.
THEN SUBSEQUENTLY WE WILL UTILIZE STATE FUNDING AND THEN POTENTIALLY ALSO SOME OF OUR FEDERAL FUNDS TO CONSTRUCT THOSE PROJECTS IN LATER YEARS.
FINALLY, THE SOUTHWEST TENDS TO BE CONNECTOR TSM&O SMART WORK ZONE.
THIS WAS THE TIP AMENDMENT THAT YOU JUST PASS IN THE PREVIOUS ITEM.
THERE WAS AN OPPORTUNITY TO REPLACE SOME OF THE EXISTING STATE FUNDING THAT WAS ALLOCATED TO THAT PROJECT WITH CORRESPONDING TO THE TUNE OF ABOUT $2.4 MILLION IN FISCAL YEAR '23.
THIS IS HOW WE ALLOCATED ALL $12,312,904 OF CARES ACT FUNDING TO PROJECTS THAT ARE ON OUR MULTIMODAL PRIORITIES SYSTEM.

ONE OF THE RESIDENTS FROM THAT COMMUNITY ASKED IF WE COULD, AS AN MPO, ENTERTAIN DOING SOMETHING WITH THE UNDERPASSES TO CONVERT THEM FROM GRAY MATTER TO SOMETHING THAT'S MORE INVITING, MORE EXCITING, PLACE-MAKING, BRANDING FOR THE COUNTY.
I TOLD HIM THAT I WOULD BRING IT TO THE MPO AND ASK FOR SOME CONSIDERATION, OF COURSE, A CONVERSATION WITH MR. STUART'S STAFF FIRST, ABOUT CONSIDERING HALLANDALE BEACH BOULEVARD ALL THE WAY TO HILLSBOROUGH BEACH BOULEVARD.
TO TAKE A LOOK AT SOME OF THE THINGS THAT ARE BEING DONE AROUND THE COUNTRY WITH LIGHT, WITH COLOR, WITH ARTWORK UNDERNEATH THESE PASSES THAT CONVERT THEM TO AN INTEGRATED PART OF THE CITY VERSUS JUST SOME CONCRETE TO PASS THROUGH TO GET TO WHERE YOU'RE GOING IN THE CITY.

RECENTLY IN CDOS, WE HAD A VERY TRAGIC EVENT WHERE A BICYCLIST WAS OUT IN THE BIKE LANE ON A SUNDAY MORNING AND SHE WAS HIT AND KILLED BY A VEHICLE TRAVELING THAT WENT UP INTO THE BIKE LANE AND ONTO THE SWELL AND KILLED HER, AND IT'S VERY IMPORTANT THIS BOARD CONTINUES THE GOOD WORK THAT WE'RE DOING OUT HERE IN THE COUNTY, ESPECIALLY WHEN IT COMES TO THE BIKE LANES, THE CYCLISTS, AND THE SHARING OF THE ROADWAYS WITH ALL THE VEHICLE TRAFFIC AS WELL AS THE PEDESTRIANS.
ESPECIALLY WHAT YOU'RE SAYING ABOUT THESE TIMING OF THE TRAFFIC SIGNALS, THE PEDESTRIAN CROSSWALK TIMINGS, ALL THAT STUFF, THAT THE BOARD HERE WORKS ALONG WITH FDOT AND ALL OF US OUT HERE IN THE MUNICIPALITIES, ESPECIALLY COMING OUT OF COVID, THIS FLORIDA AND BROWARD COUNTY IS VERY PRONE TO HAVING A LOT OF CYCLISTS ON THE ROAD AND THERE'S A LOT MORE VEHICLE TRAFFIC NOW, A LOT OF SPEED IS GOING ON.

THERE STILL SEEMS TO BE A CONCERN ON HOW TO PAY FOR IT.
THEY HAVE SAID THAT THEY'RE NOT GOING TO TOUCH THE PRESIDENT TRUMP'S TAX PACKAGE AT ALL.
THEY WOULD LIKE TO [INAUDIBLE] FOR EXAMPLE, PERHAPS INCREASING BACK TAX THAT THE PRESIDENT ALREADY SAID AND IS ON THE TABLE AS WELL.
SO WE'RE GOING TO SEE WHERE THIS LEADS US.
AS WE'VE SAID BEFORE, MAIN PROGRESSIVE MEMBERS SENATOR MARKEY, AND CONGRESSWOMAN AOC, HAVE URGED THE PRESIDENT TO END THESE BIPARTISAN DISCUSSIONS AND JUST CONTINUE AND LET HIS PLAN GO OUT, THE AMERICAN JOBS ACT AND AMERICAN FAMILIES ACT.
HOWEVER, TWO MEMBERS, SENATOR MANCHIN OF WEST VIRGINIA, SENATOR SINEMA OF ARIZONA, MODERATE DEMOCRATS, ARE STILL PUSHING FOR THE BIPARTISAN DISCUSSIONS AND EVEN WITH DUE RECONCILIATION WITH 50-50, WE NEED ALL DEMOCRATS TO VOTE FOR THE PACKAGE.
THAT'S THE REASON WHY THE ADMINISTRATION IS ALLOWING THESE BIPARTISAN DISCUSSIONS GO FORWARD.
PIVOTING NOW TO SURFACE TRANSPORTATION.
THE HOUSE TRANSPORTATION INFRASTRUCTURE COMMITTEE PASSED ITS BILL YESTERDAY.
THIS BILL ON [INAUDIBLE] FUNDING INCREASES A LITTLE BIT MORE THAN THE SENATE BILL HAS.
BUT OUR PILOT PROGRAM FOR MPOS, ALLOWING MPOS TO DIRECTLY RECEIVE FUNDING FROM THE US DOT.
WORKING IN COORDINATION WITH THE STATE DOT WAS INCLUDED.
THEY INCLUDED ACTUALLY OUR DIRECT LANGUAGE AS WE HAVE DRAFTED IT.
SO THAT WAS GREAT NEWS, AND SOME OTHER PRIORITIES TOO FOR THE MPO, INCLUDING EVEN MORE INQUIRIES OF ALLOCATIONS FROM STP, MORE INQUIRIES OF ALLOCATIONS FOR MPOS IN GENERAL, AND SOME GREAT RESILIENCY GRANT PROGRAMS AS WELL, AND ADDITIONAL GRANT PROGRAMS FOR VISION ZERO, COMPLETE STREETS, WHICH I KNOW DEFINITELY IS A PRIORITY AS WHEN THE BOARD MEMBERS JUST MENTIONED.

ON THE BUDGET APPROPRIATIONS, PRESIDENT BIDEN AT THE END OF MAY, FINALLY SUBMITTED HIS FULL FY22 BUDGET REQUEST TO CONGRESS THAT INCLUDES SOME NEW PROGRAMS TOO THAT WE'LL ALSO SEE IN THE SURFACE TRANSPORTATION BILL, FOR EXAMPLE, 110 MILLION FOR THRIVING COMMUNITIES GRANT PROGRAM.THIS IS A NEW GRANT PROGRAM THAT IS LOOKING AT HOW TO HELP COMMUNITIES ELIMINATE TRANSPORTATION BARRIERS TO PROVIDE MORE EQUITY FOR NEIGHBORHOODS THAT HAVE BEEN PREVIOUSLY CUT OFF.
THIS NOW FORMALIZES THE START OF THE APPROPRIATION SEASON.
NEXT WEEK, THE HOUSE APPROPRIATIONS COMMITTEE IS GOING TO START MARKING UP THEIR ANNUAL BILLS.
AT THAT POINT, THEY HAVE 12 BILLS.
IT WILL PROBABLY TAKE, IN TERMS OF SUBCOMMITTEE AND FULL COMMITTEE MARKUPS, THROUGH MID OF JULY.
WHEN WE KNOW EXACTLY WHAT DAY THE TRANSPORTATION APPROPRIATIONS BILL WILL BE MARKED UP, WE WILL LET YOU KNOW BECAUSE WE ARE EXPECTING TO SEE SOME OF OUR FUNDING REQUESTS INCLUDED THROUGH THE APPROPRIATIONS PROCESS, AND WE'LL LET YOU KNOW WHAT THAT WILL LOOK LIKE AT THAT TIME.

>> BASICALLY, THE SECOND AMENDMENT WAS PASSED BY THIS GOVERNING BODY ON JANUARY 28TH, AND IT BASICALLY SERVES AS THE MASTER DOCUMENT THAT WE GO FOR SURTAX SERVICES MOVING FORWARD.
ON MARCH 10TH, THE BROWARD MPO RECEIVED APPROVAL BY THE COUNTY ADMINISTRATOR TO MOVE FORWARD IN THIS YEAR'S PROCESS.
WE OPENED THE PORTAL ON MARCH 26TH AND CLOSED IT ON APRIL 22ND.
NEXT SLIDE. WE HAD A TOTAL OF 181 PROJECTS THAT WERE SUBMITTED TO THE MPO.
TEN PROJECTS WERE INCOMPLETE AND WERE REMOVED, SO IT LEFT 171.
WE SEND IT OVER TO THE MAP ATTORNEY, AND THIS ACTUALLY IS A SMALL REVISION.
FORTY-THREE PROJECTS WERE INITIALLY APPROVED BY THE MAP ATTORNEY, TO BE FULLY OR PARTIALLY ELIGIBLE UNDER THE SECOND AMENDMENT.
WE HAVE RECOMMENDED THE CYCLE 1 PROJECTS TO BE FUNDED IN YEAR 2026, AND THOSE ARE GOING TO BE PRESENTED TO THE OVERSIGHT BOARD TOMORROW MORNING BY MYSELF.
THE ACCOUNTING HAS A DEADLINE OF US PROVIDING THOSE RECOMMENDATIONS BY JUNE 1ST.
OUR INITIAL RECOMMENDATIONS WERE ISSUED ON MAY 14TH, AND AFTER THEY HAD A VOTE PUT ON TOP AND MADE PRETTY, THEY WERE DELIVERED ON JUNE 1ST, SO WE'RE IN COMPLIANCE WITH THE REQUIREMENTS OF THE SECOND AMENDMENT FOR SURTAX SERVICES.
NEXT SLIDE. I WANTED TO GIVE A THANKS TO MRS. CASSINI AND MRS. WALLACE.

IN OUR MIND, I HOPE THAT IT WILL BE GIVEN SOME THOROUGH AND EXTENSIVE CONSIDERATION BECAUSE WHILE WE'RE DOING IT, WHY NOT? WHY NOT PRESENT ALL OF THE THINGS THAT CAN MAKE ANY PROJECT THAT WE'RE THERE TO DO AND ENHANCE IT TO THE FULLEST.
IT'S NOT THAT BIG THAN EXPENDITURE AND I THINK THE RETURN ON THE INVESTMENT WOULD BE HUGE.

FIRST OF ALL, WITH REGARD TO PROJECTS, THE COUNTY FUNDED ALLOCATED FUNDING FY 19 AND FY 2020 FUNDING IN THE AMOUNT OF APPROXIMATELY $125 MILLION FOR 97 MUNICIPAL CAPITAL PROJECTS AND 40 MUNICIPAL REHAB AND MAINTENANCE PROJECTS IN JUNE OF LAST YEAR.
FOR THOSE PROJECTS, WE HAVE NOT RECEIVED 56 OUT OF THE 97 CAPITAL PROJECTS.
WE HAVEN'T RECEIVED ANY DOCUMENTATION, NO CHECKLISTS, NO REQUESTS FOR FUNDING FROM THE MUNICIPALITIES.
THERE IS A PROCESS THAT'S IN PLACE AND THE MUNICIPALITIES HAVE TO FOLLOW THE PROCESS AND SUBMIT THE REQUIRED DOCUMENTATION IN ORDER TO RECEIVE THE FUNDING FOR THOSE PROJECTS.
OUT OF 97 CAPITAL PROJECTS, 56 CAPITAL PROJECTS WE HAVEN'T RECEIVED ANYTHING, OUT OF 40 MUNICIPAL REHAB AND MAINTENANCE PROJECTS WE HAVEN'T RECEIVED ANYTHING FOR 24 OF THOSE PROJECTS.
THERE ARE ALSO PROJECTS THAT WERE FUNDED.
CYCLE ONE IS 19 AND 20, AND THEN CYCLE TWO IS 21, AND THE COUNTY COMMISSION ALLOCATED FUNDING FOR PROJECTS WITHIN THE MAG IN 21 BEGINNING OCTOBER 1 OF LAST YEAR.
THERE ARE LOTS OF FUNDING ALLOCATED FOR PROJECTS AND WE JUST NEED FOR EVERYONE TO FOLLOW THROUGH AND PROVIDE THE DOCUMENTATION NECESSARY TO PREPARE THE AGREEMENTS FOR THOSE PROJECTS.
NOW, THE SECOND AMENDMENT, AT THE REQUEST OF THE MUNICIPALITIES, THE 97 PROJECTS THAT WERE RANKED BY THE MPO LAST YEAR MAINTAINED THEIR RANKING UNTIL THEY ARE COMPLETELY FUNDED.
WHAT MR. CALETKA INCLUDED IN HIS PRESENTATION FOR 2026 IS THE ROLLING FIFTH YEAR OF A FIVE-YEAR PLAN.
THEY ARE RECOMMENDATIONS FOR FUNDING OVER FIVE YEARS SO 2022, THE SECOND AMENDMENT PROVIDES FOR A MINIMUM ANNUAL GUARANTEE, THERE IS A MINIMUM OF 10 PERCENT, THAT THE COUNTY HAS COMMITTED TO FUND MUNICIPAL PROJECTS.
THE FIVE-YEAR PLAN, WHICH WAS DEVELOPED LAST YEAR AND WILL ROLL EVERY YEAR, ADDING A YEAR TO THE BACKEND OF THE PLAN INCLUDES PROJECTS WITHIN THAT 97 THAT WERE RANKED BY THE MPO AND RECOMMENDED FOR FUNDING NEXT YEAR.
IT'S JUST THE NEXT PHASES OF THE RANK PROJECTS.
THAT'S CONSISTENT WITH THE INTER-LOCAL AGREEMENT AMONG THE COUNTY, THE MUNICIPALITIES, AND THE MPO.
THERE ARE PROJECTS THAT HAVE BEEN FUNDED, THERE ARE CONTRACTS FOR THE FUNDING THAT ARE BEING PREPARED AS WE SPEAK AS LONG AS WE RECEIVE THE NECESSARY DOCUMENTATION.
NO ONE IS WAITING FIVE YEARS UNTIL CONSTRUCTION OR PROJECTS CAN BE DEVELOPED.
IT'S JUST THAT BECAUSE OF THE NUMBER OF PROJECTS THAT EXIST AND THE PARAMETERS WITHIN THE SECOND AMENDMENT WHICH ARE BEING FOLLOWED THAT WE ARE RIGHT NOW DEALING WITH THE ROLLING FIFTH YEAR OF THE FIVE-YEAR PLAN, AND THAT'S WHAT THOSE RECOMMENDATIONS CONSIST OF.

THERE'S A SECTION OF THE AGREEMENT THAT PROVIDES THAT A MUNICIPALITY, IF THERE'S A RECOMMENDATION WITHIN THE FIVE-YEAR PLAN FOR FUNDING OF A PARTICULAR MUNICIPAL PROJECTS THE MUNICIPALITY WANTS TO FUND IN ADVANCE, CAN SUBMIT A REQUEST TO THE COUNTY ADMINISTRATOR IN WRITING TO ADVANCE THAT PROJECT.
AS LONG AS YOU COMPLY WITH THE TERMS OUTLINED IN THE COUNTY'S PROCESS, THEN YOU CAN SEEK REIMBURSEMENT ONCE THE COUNTY COMMISSION ALLOCATES THE FUNDING FOR THAT PROJECT.

BUT ONLY FOR FISCAL YEAR 21 AND BEYOND.IT HAS TO BE IN THE FIVE-YEAR PLAN.
THE CYCLE ONE PROJECTS ARE NOT ELIGIBLE FOR REIMBURSEMENT.

I DO WANT TO JUST LET EVERYBODY KNOW, THERE IS A NEW DASHBOARD THAT'S UP, AND GRETCHEN MAY WANT TO SPEAK TO THIS, THAT SHOWS EVERYTHING THAT IS GOING ON PRESENTLY WITH ALL THE PROJECTS THROUGHOUT THE SURTAX, NOT JUST A MUNICIPAL, BUT ALL THE OTHER PROJECTS.
IT'S WORTH GOING TO JUST SO YOU GET A SENSE OF ALL THE DIFFERENT THINGS GOING ON, AND I DON'T KNOW IF GRETCHEN MIGHT WANT TO SPEAK TO THIS, BUT IT MAY BE WORTH ANOTHER PRESENTATION SO THAT ALL OF US CAN THEN GO BACK TO OUR BOARDS AND SAY, HERE'S WHAT'S GOING ON.
THE DASHBOARD IS REALLY A PHENOMENAL TOOL FOR ELECTED OFFICIALS AND STAFF AND FOR MEMBERS OF THE PUBLIC.
IT DOES PROVIDE DETAILS ABOUT ALL OF THE PROJECTS THAT ARE IN PLAY, SO ALL THE WAY THROUGH 2025 AND IT'LL BE UPDATED WHEN WE ADOPT THE NEW FIFTH YEAR.
IT WILL THEN REFLECT OUT TO 2026.
A LOT OF THE QUESTIONS THAT I HEARD TODAY ARE NOT NECESSARILY GOING TO BE ANSWERABLE ON THE DASHBOARD BECAUSE THE DASHBOARD IS VERY PROJECT-SPECIFIC, AND WHAT I'M HEARING FROM THE MEMBERS OF THE MPO BOARD OR SOME QUESTIONS ABOUT ELIGIBILITY AND PROCESS TIMING.
I WANTED TO ENCOURAGE ALL OF YOU, IF YOU HAVE STAFF THAT ARE SURTAX-SPECIFIC FOCUSED, WE HAVE A WORKSHOP.
WE HAD ONE ON MAY 25TH THAT WAS INCREDIBLY WELL ATTENDED.
WE HAD A 150 RSVPS FROM THE 2009 PARTICIPATING MUNICIPALITIES.
WE HAVE ANOTHER ONE THAT'S SCHEDULED ON JUNE 16TH AT 9:00 A.M, AND IT'S VERY PROCESS SPECIFIC.
IT REALLY TALKS THROUGH HOW THE CONTRACTS GET DEVELOPED, HOW THE FUNDING IS DISTRIBUTED, THE WAY THAT SURTAX GRANTS WILL BE MANAGED, AND IT WILL GIVE YOUR STAFF AN OPPORTUNITY TO GET SOME CLARITY AROUND SOME OF THESE ISSUES AND WE'LL CONTINUE HAVING THOSE PERIODICALLY.
WE ARE ALSO GOING TO SCHEDULE ONE-ON-ONES WITH YOUR SURTAX POINTS OF CONTACTS TO WALK THROUGH EACH PROJECT FUNDING AGREEMENT AND THE TERMS. I'M HOPING THAT WILL HELP CLARIFY SOME OF THESE PROCESS-RELATED ISSUES.

WHILE I'M ALWAYS GRATEFUL THAT THE COUNTY IS TITHING IT TO THE MUNICIPALITIES FOR THESE PROJECTS, I THINK THE BIGGEST ISSUE AND WHY WE CONTINUE TO HAVE SO MANY QUESTIONS IS THAT, IT SEEMS THAT SO MANY THINGS THAT IT'S CONTINUED TO CHANGE OR THERE'S SO MANY DIFFERENT PROCESSES VERSUS HOW WHEN IT WAS ALL PRESENTED TO THE MUNICIPALITIES, THE SURTAX PLAN.
IF WE GET THIS ADDITIONAL PENNY, YOU'RE GOING TO GET TRANSPORTATION AND OTHER KINDS OF TRANSPORTATION PROJECTS IN YOUR CITY SOMEWHAT FUNDED.
I THINK WHEN WE STARTED TALKING ABOUT CYCLE TWO IF WE'RE EVER GET TO THAT, IT'S NOT THE FUNDING ITSELF, BUT IT'S HOW ARE THESE PROJECTS GETTING APPROVED OR WHY ARE THEY NOT GETTING APPROVED OR WHY THERE'S SUCH A LOW LEVEL OF APPROVAL OF CERTAIN AMOUNT OF PROJECTS GRANTED.
I'M PRETTY SURE CITIES ARE LOOKING AT ALL THE REQUIREMENTS AND TRYING TO FULFILL THEM.
I GET THAT NOT EVERY SINGLE PROJECT CAN'T GET FUNDED, THAT'S WHY THERE IS A PROCESS OR THERE ARE REQUIREMENTS.
BUT WHEN YOU LOOK AT JUST THE AMOUNT OF PROJECTS THAT ARE NOT BEING APPROVED OR NOT BEING FUNDED OR BEING TAKEN OFF AND PEOPLE AREN'T UNDERSTANDING EXACTLY WHY, AND THEY FEEL LIKE THEY'RE MEETING THESE REQUIREMENTS AND THINGS LIKE THAT.
THAT'S SOMETHING THAT WE HAVE TO TALK ABOUT BECAUSE, I KNOW THAT MYSELF AND A FEW MY COLLEAGUES IN HERE TODAY FEEL LIKE WHAT WAS TOLD TO US TO GET THIS PENNY SALES TAX, BECAUSE I KNOW I WENT OUT AND OTHER FOLK WENT OUT WHEN I WAS A CANDIDATE AND WAS SELLING THIS PENNY SALES TAX TO THE VOTERS, IS THAT WE'RE NOT GETTING WHAT WAS OWED TO US AT THE OUTSET TO SELL THIS TO THE PEOPLE TO PASS THIS.
I THINK IN THE FUTURE WE'RE GOING TO HAVE TO FIGURE OUT A MORE SIMPLER WAY OF EXPLAINING THIS OR SOMETHING, AND YOU GOT TO FIGURE OUT A DIFFERENT WAY OR DIFFERENT PROCESSES, SOMETHING LIKE THAT.

BECAUSE I THINK WE'RE GOING TO CONTINUE TO HAVE A LOT OF QUESTIONS WHEN IT COMES TO THIS BECAUSE THERE'S JUST TOO MANY VARIABLES OR TOO MANY THINGS THAT ARE HAPPENING AND EVERYONE'S LIKE, WAIT WHAT? OR IF THIS HAS CHANGED OR THIS HAS CHANGED, AND IT'S JUST A LOT OF CONFUSION AROUND THE PROCESS.I CAN UNDERSTAND THAT BECAUSE THERE'S A LOT OF DETAIL INTO IT.
THERE'S A LOT OF PROCESS, BUT WE HAD TO BE VERY CAREFUL HOW THE MONEY IS SPENT, AND WE JUST SAW ANOTHER COUNTY THAT HAD PASSED A SURTAX, HAD THEIR ENTIRE SURTAX ELIMINATED.
THE COURTS RULED AGAINST IT IN HILLSBOROUGH BECAUSE SOME THINGS WEREN'T DONE RIGHT FROM MY UNDERSTANDING.
WE HAVE TO MAKE SURE WE DO IT RIGHT, PROCESS IS RIGHT.
PROCESS IN THIS CASE IS VERY IMPORTANT AND TAXPAYERS DESERVE TO MAKE SURE THAT THE MONEY'S BEING SPENT RIGHT.
THAT SAID, IT'S FRUSTRATING BECAUSE THERE'S A LOT OF DETAIL AND THERE'S A LOT OF PROCESS.
