WE'RE ABLE TO FUND TRANSIT ELEMENTS THAT THAT ARE PART OF MOBILITY, SAFETY OR PLACEMAKING ELEMENTS. AS PART OF THE PROGRAM, WE ANTICIPATE USING FTA FLEX FUNDS.
SO WITH WITH THAT COMES SOME STRINGS ATTACHED BECAUSE IT'S FEDERAL MONEY, EXCUSE ME, THERE'S A TRANSIT NEXUS THAT WE ALWAYS HAVE TO BE MINDFUL OF.

YOU CAN COME IN AND APPLY FOR A DESIGN AND CONSTRUCTION FUNDS FOR YOUR MOBILITY HUB.

THE MAXIMUM AMOUNT THAT YOU CAN REQUEST FOR THE PLANNING STUDIES IS FOUR HUNDRED THOUSAND. THERE'S NOT A MINIMUM, BUT THERE IS A MAXIMUM.

BUT WHAT A MOBILITY HUB CAN HELP DO IS THERE'S A LOT OF UNDEVELOPED PARCELS IN THAT AREA.
SO WE'VE BEEN ABLE TO COME BACK IN, REDO THE SIDEWALKS THAT THE DEVELOPER PREVIOUSLY MIGHT HAVE BEEN ON THE HOOK FOR. SO WE'RE ABLE TO BUY DOWN THE COST FOR SOME OF THESE DEVELOPMENTS THAT COME IN. SO, AS YOU HAD MENTIONED, DOING A DEVELOPMENT OR SOME TYPE, WE CAN'T NECESSARILY USE OUR FEDERAL FUNDS TO BUILD A HOTEL OR SOMETHING LIKE THAT.

SO I WANTED TO TOUCH ON THAT ON THE CYPRESS CREEK MOBILITY HUB BECAUSE WE WERE TALKING ABOUT A LOT OF THE STREETSCAPE ELEMENTS AND TRANSIT ELEMENTS THAT CAN BE PART OF A MOBILITY HUB. WE HAVE LOOKED AT OPPORTUNITIES ALSO FOR PUBLIC PRIVATE PARTNERSHIPS, FOR JOINT DEVELOPMENT. WE LOOKED AT SOMETHING LIKE THAT IN DOWNTOWN FORT LAUDERDALE.
THE SECOND ONE WE LOOKED AT WAS HERE AT THE CYPRESS CREEK MOBILITY HUB AREA.
WE HAVE SFRT WITH THEIR PARKING LOT OVER HERE AND FDOT WITH THE PARKING LOT TO THE BACK.
AND THERE ARE DEVELOPERS THAT ARE INTERESTED IN DOING PROJECTS IN THOSE AREAS.
AND SO WE LOOK AT HOW WE CAN USE THE FEDERAL FUNDS THAT WE HAVE, USE IT FOR CERTAIN ELIGIBLE COSTS THAT ARE SUPPORTIVE OF TRANSIT THAT CAN HELP FACILITATE THAT REDEVELOPMENT. WE'RE HOPING WITH THIS PROGRAM WE'VE TALKED TO SOMEBODY THAT'S GOING TO BE DOING SOME WORK OVER ON THE FDOT LOT OVER THERE.
AND WE'RE HOPING THAT SOME OF THE FUNDS MIGHT BE AVAILABLE AS CHADWICK SAID TO BUY DOWN

SOME OF THE COST OF THE INFRASTRUCTURE THAT THEY'RE DOING.WHAT ENDED UP ALSO COMING OUT OF THE CYPRESS CREEK STUDY WAS THIS PARTICULAR PARCEL FOR SFRTA IT'S IN THE CITY, FORT LAUDERDALE.
THE LAND USES AT THAT TIME DID NOT SUPPORT ANYTHING BUT INDUSTRIAL.
SO THE CITY DEVELOPED A PLAN FOR THIS AREA.
THEY'VE APPROVED IT. THERE'S A NEW ZONING IN PLACE THAT THAT CAN BE APPLIED AS PEOPLE COME AND DO THIS DEVELOPMENT.
THE MARKET WASN'T RIGHT FIVE YEARS AGO.
SO SO THERE'S QUESTIONS OF HOW THE HUB MONEY CAN BE USED AND THE LEVEL OF INVOLVEMENT, IT WOULDN'T GO IN TO NECESSARILY BUILD THE HOTEL ITSELF, BUT IT COULD BUILD SOME OF THAT SUPPORTING INFRASTRUCTURE THAT ALSO WORKS TOWARDS TRANSIT.
BUT WE'RE STILL SEEING BCT DRIVING THIS WHOLE THING.
IT'S WHERE BUSSES COLLIDE OR COLLECT.
AND THROUGH OUR PREVIOUS MOBILITY HUB STUDIES, PART OF THOSE STUDIES, WE ALWAYS MEET WITH BCT STAFF THROUGHOUT THE BEGINNING OF JUST BECAUSE IT WOULD YOU KNOW, IT WOULD BE PRETTY CRAZY FOR US TO IGNORE THE LARGEST TRANSIT OPERATOR IN THE COUNTY.
AND WE KNOW THAT THEY HAVE SO MANY PLANS.
SO, AS I MENTIONED, WE WE DON'T JUST LOOK AT THE EXISTING SERVICE, BUT THAT COMMITTED SERVICE, THAT COMING AS WELL.
AND BASICALLY, COMMISSIONER, I ALSO WANT TO KIND OF LOOK AT WHAT WE TALKED ABOUT WITH FORT LAUDERDALE IN DOWNTOWN FORT LAUDERDALE, THAT AREA THAT'S ALREADY BEEN BUILT, AND IT CONNECTS THE BRIGHT LINE STATION TO BROWARD COUNTY'S TRANSIT OPERATIONS AS WELL INTO [INAUDIBLE] VILLAGE, A HOTEL WAS ACTUALLY BUILT ADJACENT TO SOME OF IT.
AND THEN IT ACTUALLY TIES INTO A LARGER CYCLE TRACK THAT WILL GO FROM DOWNTOWN FORT LAUDERDALE, NORTH UP INTO WILTON MANORS AND OAKLAND PARK EVENTUALLY, AND THEN SOUTH OF THE NEW RIVER AND INTO DANIA BEACH.
SO THERE'S OTHER CONNECTIVITY THAT THIS COULD HAPPEN.
AS A PRIME EXAMPLE I KNOW THAT BROWARD COUNTY AND FDOT ARE MEETING WITH MANY OF THE CITIES ON THE EAST COAST DISCUSSING COASTAL LINK, THESE TYPE OF PROJECTS WOULD BE ELIGIBLE FOR THIS TYPE OF FUNDING AS WELL SHOULD THAT MOVE FORWARD AS WELL AS EXISTING TRANSIT OPPORTUNITIES. AND THAT'S WHAT I THINK CHAD'S TALKING ABOUT WHEN IT IS, YOU KNOW, IS IT YOUR COMMUNITY SHUTTLE SYSTEM, WHICH IS WHAT WE'RE DOING WITH PEMBROKE PINES? YOU KNOW, WE'VE HAD CONVERSATIONS WITH MAYOR STONER OUT IN PLANTATION AS WELL.
SO WE'RE MOVING THINGS FORWARD.
BUT THE APPLICATION PROCESS ITSELF IS WHAT YOU'RE VOTING ON TODAY AND THE CRITERIA FOR THAT. AND WE'RE GETTING YOU READY FOR ALSO WHEN BROWARD COUNTY TRANSIT DOES HAVE A NEW TRANSIT SYSTEM PROPOSAL BASED ON THE [INAUDIBLE] SALES TAX FOR OTHER CONNECTIVITY OPTIONS FOR YOU AS WELL. SO THERE IS THERE'S A LOT OF MOVING PARTS AND PARCELS.
AND THE REASONS WHY IT'S NEBULOUS IS BECAUSE THEY'RE YOU KNOW, WE'RE WAITING.
THERE'S SOME OF THE THINGS IS LIKE, OK, WELL, YOU KNOW, WHAT IS THIS NEW TRANSIT SYSTEM THE COUNTY IS GOING TO PROPOSE? WHAT IS IT GOING TO LOOK LIKE? WHERE THOSE STATIONS ARE GOING TO BE? HOW DOES THAT THEN FIT INTO YOUR COMMUNITY? AND, YOU KNOW, SO THIS IS ALL PART AND PARCEL OF DIFFERENT ASPECTS THAT ARE GOING ON.
THAT'S WHY IT LOOKS AS NEBULOUS AS IT DOES.
AND IT'S GETTING CLEARER, WHICH IS I DON'T LIKE TO TAKE THINGS TO THE PARKING LOT, AND THAT'S WHY I COME TO THE MEETING TO DISCUSS.
AND SO WOULD YOU LET US KNOW IF THE BEAUTIFUL NEW TERMINAL IN COMMISSIONER LAWRENCE'S CITY LAUDERHILL, WAS ANY OF YOUR FUNDS? WERE ANY OF YOUR FUNDS USED TO SUPPORT THAT PROJECT? FEDERAL DOLLARS WERE USED TO SUPPORT THAT, BUT NOT THIS PROGRAM.
THE COUNTY PUT MONEY INTO IT AS WELL.

ESSENTIALLY, THEY NEED TO REFUND OR SORRY KEEP USDOT FUNDED FOR ANOTHER FIVE YEARS.
ON A PARALLEL PATH WHERE FOR NOW, A PARALLEL PATH IS THE PRESIDENT'S INFRASTRUCTURE BILL, [INAUDIBLE] THAT CAME OUT, IT WAS MULTIPLE TRILLION DOLLARS HAS BEEN PARED BACK.
THERE ARE A LOT OF DISCUSSIONS ON WHAT COUNTS AS INFRASTRUCTURE.

BUT IN THE NEXT TWO WEEKS, THE THE SENATE IS LOOKING TO PASS, IS LOOKING TO PASS THEIR SIDE OF THE TRANSPORTATION BILL AND WE ARE HOPING THAT THEY DON'T HAVE TO DO AN EXTENSION ON THE FAST ACT, WHICH IS A TECHNIQUE THEY'VE COMMONLY USED TO EFFECTIVELY KICK THE CAN DOWN THE ROAD.
BUT WE ARE REALLY HOPING THAT THIS PRESIDENT, THIS SENATE AND THIS HOUSE ARE GOING TO WANT TO PASS EVERYTHING IN AUGUST, SEPTEMBER, WHICH WILL BE REALLY GREAT FOR US, BECAUSE, AS GREG SAID, WE'RE LOOKING AT AT LEAST A 30 PERCENT INCREASE ACROSS OUR PROGRAMS. AND THAT'S ON THE CONSERVATIVE SIDE, AND THAT IS I MEAN, LITERALLY THERE WAS ONE WHERE WE WERE OVER 60 PERCENT INCREASE AND THAT'S A YOU KNOW, YOU JUST DON'T SEE THOSE THINGS.
THIS IS A ONCE IN A 50 TO 60 YEAR LIFETIME EVENT AND MAYBE MORE.
AND I REALLY AM EXCITED TO GET A SET UP OF THAT PROGRAM READY FOR PROJECTS TO GET DONE AND THE EARMARKING SIDE OF THINGS.
EACH ONE OF THE EARMARKS ACTUALLY DID GO OVER TO THE SENATE SIDE.
THE HOUSE BILL IS SITTING OVER THERE.
THEY MAY ATTACH THE INFRASTRUCTURE BILL DIRECTLY TO THAT HOUSE BILL.

I'M NOT GOING TO GO INTO IT SPECIFICALLY.
BUT ONCE A PROJECT BECOMES PROGRAM READY AND IT BECOMES ELIGIBLE FOR FUNDING AND THE PROJECT GETS PROGRAMED IN THE FIFTH YEAR OF DEPUTY TIP, IT ROUGHLY TAKES ABOUT NINE YEARS FOR PROJECT TO GO FROM PROGRAMING TO COMPLETION.
ONE THING THAT I WANT TO HIGHLIGHT IS, IS THE MPO 30 YEAR CHECK.
THIS IS A PRACTICE AND AN INITIATIVE THAT WE HAVE THAT WE STARTED ABOUT TWO YEARS AGO WHERE ABOUT SIX MONTHS BEFORE A PROJECT GETS ADVERTISED FOR DESIGN, WE ACTUALLY MEET WITH FDOT AND THE LOCAL MUNICIPALITIES TO TO REASSERT THEIR SUPPORT FOR THESE PROJECTS AND TO ALSO REEVALUATE THE SCOPE TO MAKE SURE THAT THE SCOPE THAT WE'RE IMPLEMENTING ALSO MEETS THE NEEDS OF THAT LOCAL MUNICIPALITY AND THE NEEDS OF THE RESIDENTS.
AS MANY OF YOU ALL KNOW, LAST YEAR DURING THE WHOLE COVID PANDEMIC, WE STARTED THIS EDUCATIONAL MESSAGING CAMPAIGN WHERE WE POST PROGRESS OR CONSTRUCTION PROGRESS PICTURES ON OUR VARIOUS SOCIAL MEDIA PLATFORMS, WHERE WE TALK ABOUT THE LOCATION OF SOME OF THESE PROJECTS, THE SCOPE OF THESE PROJECTS, WHEN THE PROJECT IS GOING TO BE COMPLETED, AND ALSO SOME OF THE BENEFITS ASSOCIATED WITH THESE IMPROVEMENTS.
CURRENTLY RIGHT NOW, WE JUST FOR MOBILITY PROJECTS, NOT CSLIP PROJECTS, BUT JUST FOR MOBILITY PROJECTS, WE HAVE FOUR PROJECTS THAT HAVE NOT BEGUN DESIGN, THREE OF THESE PROJECTS. AS OF RIGHT NOW, WE HAVE GONE THROUGH THE WHOLE OR WE'RE CURRENTLY IN THE 30 YEAR CHECK PERIOD.
AND JUST JUST FOR EVERYONE'S KNOWLEDGE, THE PRODUCTION DATE IS WHEN THE DESIGN IS EXPECTED TO BE COMPLETED.
AND THE LETTING DATE IS WHEN THE PROJECT IS EXPECTED TO BE ADVERTISED FOR OR THE PROJECT IS EXPECTED TO BE AWARDED TO A CONTRACTOR.
GENERALLY A FEW MONTHS AFTER THE LETTING DATE IS WHEN THE PROJECT IS GOING TO BEGIN CONSTRUCTION. ALL RIGHT, SO I'M JUST GOING TO QUICKLY GO OVER TO THE 19 DIFFERENT DESIGN PROJECTS WE HAVE UNDERWAY, SOME OF THESE PROJECTS ARE SOME OF THESE PROJECTS JUST STARTED. SOME OF THEM ARE IN 30, 60, 90 PERCENT.
SOME OF THEM HAVE ALREADY COMPLETED DESIGN.
HOWEVER, WE KEPT SOME OF THESE PROJECTS ON THIS LIST BECAUSE THEY STILL HAVE NOT BEEN AWARDED TO A CONTRACTOR.
SO FOR US AND FOR OUR TRACKING PURPOSES, WE KEPT IT UNDERNEATH DESIGN UNTIL IT MOVES, UNTIL IT'S AWARDED TO A CONTRACTOR AND IT BEGINS CONSTRUCTION.
I'M JUST GOING TO QUICKLY GO OVER A COUPLE OF PROJECTS THAT WE HAVE CURRENTLY IN DESIGN.
TWO PROJECTS I WANT TO HIGHLIGHT IS THE PROJECTS IN PLANTATION AND THE PROJECT IN MIRAMAR ALONG UNIVERSITY DRIVE.
THE PROJECT ON THE RIGHT IS THE PROJECT IN THE CITY OF PLANTATION, WHERE WE WERE ABLE TO SUCCESSFULLY IMPLEMENT BUFFER BIKE LANES THROUGHOUT THE CORRIDOR WHILE WHILE ADDING PEDESTRIAN LIGHTING, TRAINS AND AMENITY IMPROVEMENTS AND THEN ALSO WITH THE WITH.
WITH A LOT OF COORDINATION WITH THE CITY OF PLANTATION.
WE WERE WE DECIDED TO ADD A 10 FOOT SHARED USE PATH ON THE WEST SIDE, WHICH IS WHERE ALL THE DESTINATIONS ARE, WHICH IS WHERE THE BROWARD MALL IS, AND SOME OF THE OTHER DESTINATIONS WHERE A LOT OF RESIDENTS GO.
ON THE ON THE LEFT, WE HAVE THIS PROJECT ON UNIVERSITY DRIVE IN THE CITY OF MIRAMAR, WHERE WE IMPLEMENTED SOME OF THOSE SAME IMPROVEMENTS.
HOWEVER, FOR THIS PROJECT, WE ALSO IMPLEMENTED A PEDESTRIAN BRIDGE WHICH HELPED CONNECT THE COMMUNITY ON THE ON THE EAST SIDE OF THE CANAL OVER TO UNIVERSITY DRIVE.
AND WE ALSO CONNECTED INTO A PARK THAT'S ON THE SOUTH END OF THE PROJECT.
THESE ARE JUST SOME OF THE ELEMENTS, SHARED USE PATH, BIKE LANES, SOME OF THE DRAWINGS FOR THE TRANSIT AMENITIES AND THEN ALSO FOR THE PEDESTRIAN LIGHTING.

THE LAST PROJECT I WANT TO HIGHLIGHT IS THE [INAUDIBLE] ROAD PROJECT, WHERE WE WERE ABLE TO SUCCESSFULLY WITH COORDINATION WITH FDOT, BROWARD COUNTY AND WITH COCONUT CREEK TO IMPLEMENT A COMPLETELY SEPARATED BICYCLING FACILITY ALONG A COUNTY ROAD.THIS WAS ONE OF THE FIRST PROJECTS WHERE WE WERE ABLE TO DO THIS TYPE OF PROJECT WITH FDOT. AND WE BELIEVE THIS.
AND IN THIS DESIGN ALSO FOLLOWED CLOSELY TO WHAT OUR COMPLETE STREET GUIDELINES 2.0 STATES, WHICH WE COMPLETED A COUPLE OF YEARS AGO.
CURRENTLY IN CONSTRUCTION. WE ONLY HAVE FIVE PROJECTS.
HOWEVER, AS YOU CAN SEE ON THE SCREEN, THIS IS JUST ONE PROJECT WITH 11, 12 DIFFERENT SEGMENTS.
ON THIS SCREEN IS THE OTHER FOUR PROJECTS THAT ARE CURRENTLY UNDERNEATH CONSTRUCTION.
HOWEVER, IT SHOULD BE NOTED THERE'S MANY PROJECTS.
THERE'S MANY OF THOSE 19 PROJECTS THAT ARE IN DESIGN ARE GOING TO MOVE OVER TO CONSTRUCTION THIS THIS YEAR.
ONE PROJECT GOING TO HIGHLIGHT REALLY QUICK IS A NORTH, THE NORTH FIFTY SIXTH AVENUE PROJECT IN THE CITY OF HOLLYWOOD.
THIS PROJECT WE WE WERE PUTTING WE ARE PUTTING BUFFER BIKE LANES THROUGHOUT THIS COMMUNITY. AND ALSO WE ARE FILLING IN SOME OF THE SIDEWALK GAPS.
AND THIS PROJECT WILL CONNECT TO A LOT OF OTHER PROJECTS THAT WE HAVE IN THE CITY OF HOLLYWOOD THAT WILL EITHER CONNECT TO THIS PROJECT OR PROJECTS ARE GOING TO COME IN THE FUTURE THAT WILL CONNECT TO IT.
I'M VERY EXCITED TO SAY THAT OUR TIGER PROJECTS ARE FINALLY UNDERNEATH CONSTRUCTION.
AND IF YOU DON'T KNOW, THIS WAS A GRANT THAT WE THAT WE RECEIVED FROM THE FEDERAL GOVERNMENT BACK IN 2016.
MANY OF OUR MUNICIPAL PARTNERS ALSO CONTRIBUTED A LOT OF FUNDS TOWARDS THIS PROJECT, SUCH AS BROWARD COUNTY, FORT LAUDERDALE, POMPANO, OAKLAND PARK AND LAUDERDALE LAKES.
AND THIS AND AND THE FEDS ALSO CONTRIBUTED A LOT OF MONEY.
AND THEN WITH OUR PARTNERSHIP WITH FDOT, THEY ARE DELIVERING THE PROJECT ON EVERYONE'S BEHALF. AND THIS PROJECT WAS IS TWENTY ONE POINT FOUR MILLION DOLLARS.
ALL RIGHT, THE MOST EXCITING IS ALL THE PROJECTS THAT WE HAVE COMPLETED.
LAST YEAR WE COMPLETED 12 DIFFERENT PROJECTS ALL AROUND THE COUNTY.
THERE IS IN OUR PROJECTS WERE PRETTY EQUITABLE EVERYWHERE.
AND, YOU KNOW, THAT'S REALLY EXCITING.
AND I'M GOING TO GO OVER SOME OF THE PROJECTS THAT WE COMPLETED.
NORTHWEST TWENTY FIRST AVENUE IS A GREAT EXAMPLE.
WE WERE ABLE TO INSTALL BUFFER BIKE LANES THROUGHOUT.
WE WERE ABLE TO FILL IN SOME OF THE SIDEWALK GAPS, PROPOSE NEW SIDEWALKS, AND ADD SOME ADA FEATURES AND WE EVEN WIDEN A BRIDGE TO ENSURE THAT WE HAVE A CONTINUOUS BUFFER BIKE LANE THROUGHOUT THE CORRIDOR. THAT'S IN OAKLAND PARK.
ONE OTHER PROJECT THAT WE HAD WAS A ROCK ISLAND ROAD IN THE CITY OF CORAL SPRINGS, WHERE WE WERE ABLE TO INSTALL A FIVE FOOT BIKE LANE IN EACH DIRECTION.
AND THEN ALSO WE WERE ABLE TO REPLACE SOME OF THE OLD ASPHALT SIDEWALKS WITH CONCRETE ONES, WHICH WHICH THEY'LL LAST LONGER.
AND WE ALSO PROPOSED SOME OF THESE SIDEWALKS UNDERNEATH SOME OF THE EXISTING SHADE AREAS THAT ARE ALREADY OUT THERE.
LAST BUT NOT LEAST, IS THE PROJECT ALONG PROSPECT ROAD.
THIS PROJECT WENT FROM COMMERCIAL BOULEVARD ALL THE WAY TO DIXIE HIGHWAY.
WE WERE ABLE TO IMPLEMENT A LANE ELIMINATION IN BETWEEN POWERLINE ROAD AND DIXIE HIGHWAY WHERE WE WERE ABLE TO USE THAT EXTRA LANE WHICH FOR BUFFER BIKE CONTINUOUS GREEN BUFFER BIKE LANES THROUGHOUT. AND IN SOME OF THESE [INAUDIBLE] AREAS, THESE [INAUDIBLE] AREAS, BROWARD COUNTY AND AND THE CITY OF OAKLAND PARK ARE WORKING TOGETHER IN ORDER TO COME BACK LATER ON AND INSTALL SOME LANDSCAPING.
AND THEY'RE DOING THE SAME THING FOR NORTHWEST 21ST AVENUE AS WELL.
I'M EXCITED TO SAY THAT THIS PAST YEAR WE WERE ABLE TO COMPLETE 11 MILES OF NEW SIDEWALK AND 20 MILES OF BIKE LANES.
AND THIS IS JUST A SUMMARY OF HOW MUCH FUNDS ARE SO HOW MUCH CONSTRUCTION FUNDS ARE ASSOCIATED WITH EACH OF THE PROJECTS AND THE VARIOUS PHASES THIS PAST YEAR.

YOU KNOW, MYSELF, I'D RATHER BE ON A SEPARATE FACILITY COMPLETELY AWAY FROM TRAFFIC.
BUT STILL, SOME CYCLISTS THAT PREFER TO BE NEXT TO TRAFFIC, THEY'RE STILL THE MOST MOST OF THE EXPERIENCED CYCLISTS.
THEY WANT TO GO FAST. SO THOSE TYPE OF FACILITIES WILL BE FOR THEM.

AND I KNOW THERE ARE A COUPLE MEMBERS HERE THIS MORNING THAT HAVE WORKED WITH US ON THIS PROGRAM AND ITS DEVELOPMENT.HOW DO WE GET STARTED? THIS CAME ABOUT ALL THE WAY BACK IN 2018 WHEN WE JOINTLY HOSTED A TRANSPORTATION ROUNDTABLE HERE.
THERE WERE SOME MEMBERS THAT WANTED TO DO A LITTLE BIT OF A DEEPER DIVE TO SEE HOW THEY COULD HELP THEIR COMMUNITIES.
AND SO THAT THEN RESULTED IN THE MAYORS AND ELECTED OFFICIALS, TRANSPORTATION ROUNDTABLE SUBCOMMITTEE. THESE ARE OUR MEMBERS.
AND THIS GROUP, AGAIN, HAS BEEN MEETING ON A PRETTY REGULAR BASIS SINCE 2018 TO LOOK AT LOCAL ISSUES FROM FROM A TRANSPORTATION STANDPOINT.
SO SOME OF THE KEY ISSUES THAT WERE IDENTIFIED OVER THIS PERIOD WAS THAT SOME OF THE SMALLER MUNICIPALITIES, THEY JUST DO NOT HAVE THE SAME RESOURCES TO DELIVER TRANSPORTATION NEEDS FOR THEIR COMMUNITIES AT THE LARGER.
YOU KNOW, WE HAVE A LITTLE BIT OF A UNIQUE SITUATION HERE IN BROWARD COUNTY WITH 31 DIFFERENT MUNICIPALITIES.
EACH MUNICIPALITY HAS DIFFERENT RESOURCES, DIFFERENT STAFFING LEVELS, DIFFERENT CAPABILITIES. SO WHEN IT COMES TO AN EQUITY STANDPOINT, SOME OF THE MOST NEED MAY BE IN SOME OF THE COMMUNITIES THAT HAVE THE LEAST RESOURCES.
SO THIS GROUP WANTED TO FOCUS ON THESE ELECTED OFFICIALS, WANTED TO FOCUS ON HOW DO WE FIND A SOLUTION TO THAT? ONE OF THE OTHER PROBLEMS, NUMBER TWO THERE THAT WE IDENTIFIED THAT THE GROUP IDENTIFIED WAS THAT OUR CSLIP PROGRAM HERE AT THE MPO, WHILE VERY SUCCESSFUL FOR EACH OF THE THIRTY ONE CITIES, YOU MIGHT ONLY GET A PROJECT ONCE EVERY FEW YEARS.
NOW THAT WE'VE TRANSFERRED THAT OVER TO A LAB PROCESS, THERE'S PAPERWORK, THERE'S A LEARNING CURVE, A STEEP LEARNING CURVE WITH THAT.
AND AGAIN, SO THERE'S KIND OF INEQUITY THERE BETWEEN THE DIFFERENT SIZES OF THE MPOS AND FINALLY THE DELIVERY.
THE PROJECTS TAKE QUITE A BIT OF RESOURCES.
DURING THIS TIME, WHILE WE WERE MEETING AND HAVING THESE DISCUSSIONS, AND THIS WOULD HAVE BEEN THE BEGINNING OF LAST YEAR, DOT TOOK THE DECISION THAT FOR A RESOURCE REASONS THAT THEY WOULD NO LONGER BE DELIVERING OUR OUR OFF SYSTEM FEDERALLY FUNDED PROJECTS.
SO THIS JUST ADDED FURTHER REASON AND JUSTIFICATION FOR MOVING FORWARD WITH MTECC AS A SOLUTION, BECAUSE NOW IT PUT EVEN MORE BURDEN ONTO THE LOCAL COMMUNITIES TO DELIVER THEIR OWN PROJECTS. SO THE SUBCOMMITTEE, AGAIN, THEY EXPLORED SOME OPTIONS.
WHAT COULD THEY DO? WELL, WE KNOW DOT IS TELLING US THEY'RE RESOURCE CONSTRAINED.
THE COUNTY HAS THEIR OWN SURTAX AND A LARGE PROGRAM OF PROJECTS TO DELIVER THERE.
SO WHAT CAN WE DO FOR THE LOCAL CITIES? WE WORKED WITH AN ATTORNEY AND WE IDENTIFIED SEVERAL DIFFERENT OPTIONS.
AT THE END OF THE DAY, WHAT WE CAME UP WITH WAS AN OPPORTUNITY UNDER FLORIDA STATUTE ONE SIXTY THREE POINT ONE, WHICH ALLOWS FOR COOPERATION BETWEEN CITIES TO DELIVER PROJECTS FOR THE JOINT BENEFIT OF THEIR COMMUNITIES.
THIS IS SOMETHING IT'S VERY OLD.
IT'S BEEN AROUND IN THE STATE OF FLORIDA FOR A LONG TIME.
CITIES USE IT FOR ALL TYPES OF THINGS.
IT COULD BE THAT TWO CITIES ADJACENT TO EACH OTHER, THEY WANT TO FORM A JOINT ORGANIZATION TO DELIVER DRINKING WATER FOR BOTH COMMUNITIES, THAT TYPE OF THING.
SO IT'S VERY COMMON. IT'S VERY WELL UNDERSTOOD AND IT'S VERY WIDELY USED IN THE STATE OF FLORIDA. SO THE BENEFITS, AGAIN, KNOWN LEGAL PROCESS, IT'S VERY SIMPLE TO SET UP.
IT'S JUST A SIMPLE INTER LOCAL AGREEMENT THAT THAT'S BETWEEN CITIES AND IT'S PROVIDES A NICE, FLEXIBLE STRUCTURE FOR US SO THAT AS WE GROW AND LEARN, WE'RE ABLE TO ADJUST.
SOME OF THE BENEFITS THAT THE SUBCOMMITTEE IDENTIFIED FOR THIS.
IT WOULD PROVIDE FOR THE CENTRALIZED ENGINEERING, DESIGN, CONSTRUCTION, ET CETERA, CENTRALIZED PROCUREMENT.
AND THESE ARE IMPORTANT, AGAIN, FOR SOME OF THE SMALLER CITIES WHO MIGHT NOT HAVE THAT STAFF OR THAT KNOWLEDGE OF HOW TO DELIVER FEDERALLY FUNDED PROJECTS.
WE ALL KNOW THE OLD SAYING, RIGHT.
DON'T MAKE A FEDERAL CASE OUT OF IT.
WELL, YOU KNOW, WHEN YOU TAKE THE FEDERAL MONEY, YOU'RE GOING TO YOU'VE GOT A LOT OF PAPERWORK TO DO.
AGAIN, BACK TO THE FLEXIBILITY.
THE CITIES ARE ONLY THEY ONLY BUY WHAT THEY WANT TO.
SO MEMBERSHIP IS COMPLETELY OPTIONAL.
WE DO HAVE FIVE MEMBER GOVERNMENTS THAT HAVE AGREED TO STAND THIS UP, BUT WE WELCOME ALL CITIES TO JOIN, BUT NOBODY HAS TO JOIN.
SO, AGAIN, THE METRO TRANSPORTATION ENGINEERING COOPERATIVE IS THE NAME.

THIS IS GOING TO BE RUN IS A VERY, VERY LEAN ORGANIZATION.
THERE'S NOT A LOT OF OVERHEAD HERE, SO THERE'S NOT A LOT OF COSTS.
THE THE COST THAT WE WILL BE INCURRING WILL BE THROUGH CONSULTANTS AND THOSE COSTS WILL BE PRIMARILY COVERED BY THE FEDERAL GOVERNMENT REIMBURSEMENT.
THESE ARE ELIGIBLE PROJECTS AND THE COST TO DESIGN AND CONSTRUCT AND DELIVER THESE PROJECTS ARE ALL ELIGIBLE EXPENSES AND WILL BE REIMBURSED.
THE MPO'S INVOLVEMENT MOVING FORWARD WILL SIMPLY BE PROVIDE SOME ADMINISTRATIVE TYPE SERVICES. AGAIN, TRYING TO KEEP THE ORGANIZATION LEAN WILL ALLOW THEM TO BUY SOME SERVICES OFF OF OUR ORGANIZATION, SOME LEGAL, INSURANCE, ADMINISTRATIVE AND PROBABLY MOST IMPORTANTLY, PROCUREMENT.
AND THOSE WILL BE PROVIDED AT COST.

WHAT WE FINALLY LANDED ON WAS FOUNDING MEMBERS ARE GOING TO CONTRIBUTE ONE HUNDRED THOUSAND DOLLARS. THAT HELPS GET A LITTLE BIT OF MONEY IN THE BANK SO THAT WE CAN OPERATE . NON FOUNDING MEMBERS.

OF THE ONE SIXTY THREE STATUTE THAT WE'VE ORGANIZED UNDER, THERE HAS TO BE SOME TYPE OF A DECISION MAKING BODY.
THEY NEED TO BE AN ELECTED OFFICIAL ATTACHED TO THIS BOARD AGENDA ITEM IS A COPY OF THE [INAUDIBLE]. WE WE WORKED WITH OUR GENERAL COUNSEL'S LAW FIRM TO DEVELOP THAT [INAUDIBLE] AND THAT LEGAL STRUCTURE.

THAT SAID, ONCE THOSE PROJECTS ARE RANKED AND FUNDED AND THEN YOU GO TO DESIGN AND DELIVER THEM AGAIN, HISTORICALLY, WE HAD DOT IN PARTNERSHIP HELPING US TO DO THAT.
UNFORTUNATELY, THAT'S NO LONGER THE CASE.
SO THOSE PROJECTS WOULD NOW BE GOING TO THE CITIES UNDER A LAP AGREEMENT AND THEN THIS ORG THIS NEW ORGANIZATION, MTECC WOULD ASSIST WITH WITH THE DELIVERY OF THOSE.
BUT THE THE ROLE OF THE MPO IS IS NOT CHANGING.
AND YOUR ROLE HERE, AS AS APPROVING THE PRIORITIES, THE FUNDING PRIORITIES IS IS ABSOLUTELY STAYING WITH THIS ORGANIZATION.

AND SO DOT, RECOGNIZING THAT WE WERE HAVING A WHOLE BUNCH OF FAILING PROJECTS.
RIGHT WE PUSHED IT ON THE MUNICIPALITIES.
CORRECT. AND THIS IS THIS IS THE RESPONSE TO THAT.
BUT THEY TOOK IT BACK AT THAT TIME.
THEY DELIVERED AND NOW THEY DON'T HAVE THE RESOURCES TO DELIVER.

IN TERMS OF STRUCTURE, DOES THIS BOARD REPORT TO THE MPO? DOES THAT MPO REPORT TO THIS BOARD, DOES IT HAVE ANY REPORTING TO FDOT OR OTHERWISE? NO, IT IS AN INDEPENDENT ORGANIZATION THAT IS SET UP BY THE CITIES AND THE BOARD, AGAIN, IS MADE UP OF THE CITY MEMBERS AND THAT BOARD HAS THE AUTHORITY SO THEY WILL NOT BE REPORTING TO FDOT.
THEY WILL NOT BE REPORTING TO THE MPO.
THEN WHAT IS MPO INVOLVEMENT WITH IT? IT'S VERY LIMITED IN THAT WE HAVE, AGAIN, TRYING TO KEEP THE ORGANIZATION SLIM.
YOU KNOW, WE'RE BASICALLY LOOKING AT AN ORGANIZATION PRETTY MUCH WITH WITHOUT ANY STAFF.
SO MTECC WILL BUY A COUPLE OF THINGS THAT THEY NEED TO FUNDAMENTALLY OPERATE LIKE A LITTLE BIT ADMINISTRATIVE, A LITTLE BIT OF FINANCE SUPPORT, SOME LEGAL SUPPORT.
THE INTENT, THE THOUGHT WOULD BE THAT THE MTECC BOARD WILL ENTER AN AGREEMENT WITH THIS BOARD. TOTO DIRECTLY PURCHASE AT A AT OUR COST SOME OF THOSE SERVICES, WHICH IS WHAT GREG MENTIONED EARLIER. WE ALREADY DO THAT WITH WITH OTHER ORGANIZATIONS AND OTHER ORGANIZATIONS. SO IT'S NOT UNCOMMON BETWEEN GOVERNMENT AGENCIES TO SHARE THOSE TYPE OF RESOURCES.
