SO THIS PRESENTATION IS FOR THE ATLANTIC BOULEVARD INTERCHANGE IMPROVEMENTS AND THE ASSOCIATED WIDENING OF THE SAWGRASS EXPRESSWAY FROM NORTH OF COMMERCIAL BOULEVARD TO NORTH OF ATLANTIC BOULEVARD.

TODAY, I'LL PROVIDE AN OVERVIEW OF THE PROJECT DEVELOPMENT PROCESS, PROJECT BACKGROUND AND PROPOSED IMPROVEMENTS, AS WELL AS DETAILS REGARDING MAINTENANCE OF TRAFFIC, LANE CLOSURES, TEMPORARY DETOUR ROUTES AND THEN FINALLY, THE PROJECT SCHEDULE AND TAKE QUESTIONS AT THE END.

THE FLORIDA'S TURNPIKE ENTERPRISE FOLLOWS A FIVE PHASE PROJECT DEVELOPMENT PROCESS AND DELIVERING NEEDED INFRASTRUCTURE IMPROVEMENTS TO THE COMMUNITIES THROUGHOUT THE STATE.

THIS PROCESS CONSISTS OF FIVE PHASES PLANNING, PROJECT DEVELOPMENT AND ENVIRONMENT DESIGN, RIGHT OF WAY ACQUISITION AND CONSTRUCTION.

THE PLANNING PHASES IDENTIFY THE PROJECT'S PURPOSE AND NEED.

A PROJECT BEGINS BY IDENTIFYING TRANSPORTATION NEEDS OR DEFICIENCIES THROUGH A PLANNING PROCESS THAT PRIORITIZES SHORT AND LONG RANGE TRANSPORTATION IMPROVEMENTS.

THE PD&E PHASE IS THE BRIDGE BETWEEN PLANNING AND DESIGN, THE PLANNING AND DESIGN PHASES AND HELPS GUIDE DECISION MAKING BY EVALUATING POTENTIAL IMPACTS THAT A TRANSPORTATION PROJECT MAY HAVE ON THE ENVIRONMENT, AND IT'S DOCUMENTED THROUGH A PD&E STUDY.

THE PD&E STUDY FOR THE SAWGRASS CORRIDOR FROM SOUTH OF SUNRISE BOULEVARD TO SOUTH OF

STATE ROAD 7 U.S.

441 WAS COMPLETED IN JULY OF 2017.

THE PROJECT IS CURRENTLY IN THE DESIGN PHASE.

THE DESIGN PHASE IS WHEN CONSTRUCTION PLANS, SPECIFICATIONS AND FINAL ESTIMATES TO BUILD THE PROJECT ARE DEVELOPED, WHICH WE ANTICIPATE THAT TO BE COMPLETED BY DECEMBER OF THIS YEAR. THE NEXT PHASE IS RIGHT OF WAY ACQUISITION, WHERE WE PURCHASED PROPERTY NEEDED FOR THE PROJECT. AND THEN THE FINAL PHASE OF THE PROJECT DEVELOPMENT PROCESS IS THE CONSTRUCTION PHASE WHEN THE PROJECT IS ACTUALLY BUILT.

THE SAWGRASS EXPRESSWAY NEXT SLIDE PLEASE IS A 21 LIMITED ACCESS FACILITY LOCATED IN NORTHERN BROWARD COUNTY THAT PROVIDES A VITAL LINK TO SOUTHWEST FLORIDA, SOUTHERN BROWARD AND MIAMI-DADE COUNTIES.

THIS ROADWAY IS PART OF THE FLORIDA STRATEGIC INTERMODAL SYSTEM AND THE NATIONAL HIGHWAY SYSTEM. THE WIDENING OF THE SAWGRASS EXPRESSWAY FROM SOUTH OF NORTHWEST 8TH STREET, MILEPOST ZERO TO WEST OF STATE ROAD 7, MILEPOST 18 AND CORRESPONDING INTERCHANGE AND IMPROVEMENTS WILL OCCUR THROUGH A SERIES OF PROJECTS, AS SHOWN ON THIS MAP.

THE PROJECT LOCATION SHOWN HERE IN AQUA IS ALONG THE SOUTHWEST EXPRESSWAY FROM MILEPOST SEVEN POINT FIVE NORTH OF COMMERCIAL BOULEVARD TO MILEPOST EIGHT POINT NINE NORTH OF ATLANTIC BOULEVARD, AND IS INCLUDING THE INTERCHANGE OF THE ATLANTIC BOULEVARD.

THE PROJECT SEGMENT IS LOCATED IN THE CITIES OF CORAL SPRINGS AND TAMARAC.

NEXT SLIDE, PLEASE.

THE LANES WITHIN THE LIMITS OF THE PROJECT WILL BE WIDENED FROM SIX TO 10 LANES TO MEET THE ULTIMATE TYPICAL SECTION OF THE SAWGRASS EXPRESSWAY, SINCE THE REMAINDER OF THE SAWGRASS WILL NOT BE WIDENED UNTIL A LATER DATE.

THE END TWO THE TWO INSIDE LANES IN EITHER DIRECTION WILL BE OPEN TO TRAFFIC AFTER CONSTRUCTION OF THE ADJACENT WIDENING PROJECTS.

THE PROJECT ALSO CONSISTS OF THE FOLLOWING FEATURES.

BOTH THE SAWGRASS AND ATLANTIC BOULEVARD ARE BEING RAISED TO ENHANCE FLOOD PROTECTION AT THE INTERCHANGE.

RECONSTRUCTION OF THE ATLANTIC BOULEVARD INTERCHANGE INCLUDES CONSTRUCTION OF A NEW BRIDGE OVER THE ATLANTIC BOULEVARD.

CONSTRUCTION OF A BULKHEAD WALL AROUND THE POND WEST TO THE INTERCHANGE.

AND THEN WIDENING OF RAMPS OF THE ON RAMP AND OFF RAMPS FROM ONE LANE TO TWO LANES.

REPAIRING OF THE EXISTING BRIDGE CULVERT AND THEN ALSO NEW DRAINAGE PIPES SHOWN THROUGH THE ORANGE CIRCLES LOCATED HERE.

AS FAR AS THE IMPROVEMENTS ON THE ATLANTIC BOULEVARD, WE WILL.

THERE WILL BE AN ADDITION OF A LEFT AND RIGHT TURN LANE AT THE INTERSECTION OF ATLANTIC BOULEVARD AND LAKEVIEW DRIVE.

AN ADDITION OF BIKE LANES ALONG ATLANTIC BOULEVARD, AS WELL AS SEVERAL SEVERAL SIGNAL IMPROVEMENTS, AS SHOWN HERE.

NEXT SLIDE, PLEASE.

THE EXISTING SIX LANE SAWGRASS MAIN LINE WILL BE WIDENED TO 10 LANES, AND THE EXISTING GREEN EXISTING GRASS GREEN GRASS MEDIAN WILL BE CONVERTED TO A PAVED MEDIAN WITH A CONCRETE MEDIAN BARRIER.

THE INSIDE LANES WILL BE STRIPED SINCE THEY WILL BE OPEN TO TRAFFIC AFTER CONSTRUCTION OF THE ADJACENT PROJECTS.

THE TWO EXISTING SAWGRASS MAINLINE BRIDGES OVER ATLANTIC BOULEVARD WILL BE REPLACED WITH ONE MAIN STRUCTURE THAT WILL CONSIST OF FIVE 12 FOOT LANES AND 12 FOOT SHOULDERS ON EITHER SIDE IN EACH DIRECTION.

THE PROPOSED ROADWAY TYPICAL SECTION ALONG ATLANTIC BOULEVARD BENEATH THE SAWGRASS EXPRESSWAY, ACCOMMODATES THREE LANES IN EACH DIRECTION AND INCLUDES PROVISIONS FOR SEVEN FOOT BICYCLE LANES ON EITHER SIDE OF THE ROAD AND A SIX FOOT SIDEWALK ALONG THE NORTH SIDE OF ATLANTIC BOULEVARD.

WHEN THE PROJECT REACHES THE CONSTRUCTION PHASE, SIGNAGE WILL BE PLACED TO INFORM DRIVERS OF DETOURS BEFORE WORK BEGINS.

THE TURNPIKE WILL CONTINUE COORDINATION WITH LOCAL AGENCIES AND THE PUBLIC DURING CONSTRUCTION OF THE PROJECT.

TRAFFIC WILL BE MAINTAINED DURING CONSTRUCTION TO MINIMIZE DISRUPTIONS TO THE TRAVELING PUBLIC. CONSTRUCTION ALONG THE TURNPIKE MAINLINE WILL OCCUR IN PHASES.

EXISTING MAINLINE TRAVEL LANES WILL REMAIN OPEN DURING PEAK PERIODS AND LANE CLOSURES.

LANE CLOSURES WILL OCCUR WHEN NEEDED DURING OFF PEAK HOURS.

THE ATLANTIC BOULEVARD BRIDGE WILL BE CONSTRUCTED IN PHASES, MAINTAINING THREE LANES OF TRAFFIC IN BOTH DIRECTION AT ALL TIMES.

AGAIN, THE TURNPIKE DOES NOT PERMIT CLOSURE DURING HOLIDAY HOLIDAYS AND SPECIAL EVENTS, AND HERE WE'RE SHOWING YOU THE TIME FRAMES IN THE DAYS FOR THOSE PERMITTED TEMPORARY DETOUR ROUTES.

AGAIN, THE TIME FRAME BEING FROM 12:30 A.M.

TO 5:00 A.M..

HERE WE'RE SHOWING YOU THE TEMPORARY DETOURS, THE ONE SHOWN IN DASHED PURPLE BETWEEN WEST SAMPLE ROAD AND ATLANTIC BOULEVARD WILL BE USED BY SOUTHBOUND TRAVELERS DURING CONSTRUCTION OF THE SAWGRASS SOUTHBOUND OFF RAMP WHERE YOU SEE OUR SAMPLE WORK ZONE AREA AT ON HERE.

AND BASICALLY, THIS DETOUR WILL BE USED FOR THE CONSTRUCTION OF THE OFF RAMP INSTALLATION OF THE OVERHEAD STRUCTURES AND DEMOLITION OF EXISTING OVERHEAD SIGN STRUCTURES ON THE SAWGRASS EXPRESSWAY.

THE AQUA IS SHOWING FOR THE NORTHBOUND TRAVELERS AND AGAIN, THAT WILL BE FOR THE NORTHBOUND ON RAMP INSTALLATION AND INSTALLATION, OVERHEAD SIGNAGE, STRUCTURES AND DEMOLITION OF EXISTING STRUCTURES ON THE SAWGRASS EXPRESSWAY.

AND AGAIN, WE'VE PROVIDED MORE DETAILED INFORMATION.

NEXT SLIDE. AS FAR AS OUR LOCAL COORDINATION THAT HAS TAKEN PLACE, WE'VE HELD OUR PUBLIC INFORMATION MEETINGS, WHICH WERE HELD IN JULY.

WE DID A HYBRID APPROACH WITH A VIRTUAL MEETING ON JULY 8TH AND AN IN-PERSON MEETING ON JULY 15TH.

AND THEN WE'VE ALSO HAD MOT MEETINGS WITH THE CITY OF CORAL SPRINGS AND BROWARD COUNTY TRAFFIC. NEXT SLIDE.

THE PROJECT'S DESIGN AND RIGHT OF WAY ACQUISITION PHASES WILL BE COMPLETED BY DECEMBER OF 2021, AND THE CONSTRUCTION OF THE PROJECT WILL BEGIN AUGUST OF 2022 AND IS ANTICIPATED TO LAST FOR APPROXIMATELY THREE YEARS.

THE NEXT SLIDE THAT WE'RE SHOWING IS TENTATIVELY OUR STARTING DATE AND CONSTRUCTION DURATION FOR ALL OF THE 10 LANE WIDENING PROJECTS ON THE SAWGRASS ON THE SAWGRASS EXPRESSWAY FROM SOUTH OF NORTHWEST 8TH STREET TO TO WEST OF STATE ROAD SEVEN AND U.S.

441. THE GREEN BAR SHOWS THE SCHEDULE FOR THE ATLANTIC BOULEVARD INTERCHANGE PROJECT COMPARED TO THE OTHER PROJECTS.

IT WILL BE THE FIRST PROJECT TO BE COMPLETED ON THE CORRIDOR AND THE ADJACENT PROJECT WILL BEGIN WILL BE COMPLETED BETWEEN 2025 AND 2028.

AS MENTIONED PREVIOUSLY, THE ATLANTIC BOULEVARD INTERCHANGE WILL CONSTRUCT THE 10 LANES, BUT THE 10 LANES WILL NOT BE OPEN TO TRAFFIC UNTIL THOSE ADJACENT WIDENING PROJECTS ARE COMPLETED. ONCE THOSE ADJACENT PROJECTS ARE COMPLETED, WE WILL WORK WITH OUR CONTRACTORS TO OPEN THE 10 LANES AS THEY BECOME AVAILABLE.

SO THERE ARE A NUMBER OF THINGS THAT ARE ACTUALLY HAPPENING ALONG THE CORRIDOR AS WE GET CLOSER TO RELAUNCH.

WE HAVE A TWO ADDITIONAL IN-LINE STATIONS UNDERWAY AVENTURA AND BOCA, WHICH I'LL TALK ABOUT LATER IN THIS PRESENTATION.

WE'RE WORKING WITH MIAMI-DADE AND BROWARD COUNTIES ON A COASTAL LINK COMMUTER RAIL SYSTEM. I KNOW YOU HAVE A PRESENTATION AFTER THIS ON THAT, SO I WON'T GO INTO TOO MUCH DETAIL. AND THEN WE'RE MORE THAN 60 PERCENT COMPLETED ON OUR ORLANDO EXPANSION.

NEXT SLIDE. SO WHEN WE RELAUNCH IN NOVEMBER, WE ARE FOCUSED ON ENHANCING THE GUEST EXPERIENCE.

PRIOR TO COVID, BRIGHTLINE WAS ACTUALLY PAVING THE WAY IN CLEANLINESS AND IN WAYS TO KEEP OUR GUESTS SAFE AS IT RELATES TO BEING ON BOARD THE TRAIN.

WE ARE ONLY INCREASING THOSE PROTOCOLS ON BOARD.

SO THIS IS AGAIN ONE OF THE MOST SIGNIFICANT INFRASTRUCTURE PROJECTS IN THE UNITED STATES, AND WE'RE VERY HAPPY TO SAY THAT BY THE END OF NEXT YEAR, WE ANTICIPATE SUBSTANTIAL COMPLETION.

SO WE ARE THANKFUL.

BUT OUR WORK IS NOT OVER AND IS NEVER OVER BECAUSE WE ARE ALWAYS TRYING TO MAKE THIS CORRIDOR THE SAFEST THAT IT CAN BE AND ALSO EDUCATE THE PUBLIC ABOUT HOW TO STAY SAFE ON ACTIVE RAILROAD TRACKS.

WE JUST WON A BUZZBOXX AN AWARD TO CONTINUE THE BUZZBOXX.

IT WILL ADD ADDITIONAL EXIT GATES IN SOME LOCATIONS, DELINEATORS, STRIPING AND THEN ALSO A PILOT PROJECT, WHICH IS VARIABLE MESSAGE SIGNS AT GRADE CROSSINGS THAT SAY WE'RE GOING TO HAVE SUICIDE PREVENTION LANGUAGE ON THOSE SIGNS AND THEN ALSO TRAIN APPROACHING, STAY OFF THE TRACKS. WE HAVE A PARTNERSHIP WITH OUR SOUTH FLORIDA SCHOOL DISTRICTS.

THEY ARE HELPING US DISTRIBUTE INFORMATION.

WE HAVE GOOD PARTNERSHIPS WITH THE LAW ENFORCEMENT AGENCIES.

THEY ARE ALSO HELPING US DISTRIBUTE THE INFORMATION.

WE ARE DOING A RED LIGHT CAMERA PILOT IN NORTH MIAMI.

SUNRAIL IN ORLANDO DID A RED LIGHT CAMERA PROJECT WHERE THEY SET UP A MACHINE AT SEVERAL GRADE CROSSINGS, AND PEOPLE RECEIVED A LETTER IN THE MAIL LETTING THEM KNOW THAT THEY HAD VIOLATED THE LAW, BROKEN THE LAW BY STOPPING ON THE TRACKS OR GOING AROUND THE GATES.

AND WE'RE GOING TO IMPLEMENT THE SAME TYPE OF PROJECT DOWN HERE BEFORE WE LAUNCH IN NOVEMBER. SO NEXT MONTH, YOU'LL SEE SAFETY AMBASSADORS AND BMS SIGNS AT THE CROSSINGS.

I SHOW THE DIFFERENT DIVISION OF OF WORKSTREAMS WHERE FDOT IS LEADING THE PROJECT DEVELOPMENT IN ENVIRONMENTAL STUDY FOR WHAT WE'RE TERMING BROWARD COMMUTER RAIL, SO I'LL USE BCR QUITE A BIT MOST LIKELY, BUT THAT'S THAT'S WHAT IT STANDS FOR.

AND IT REALLY STEMS FROM THE I THINK AT ONE POINT IT WAS A TRI RAIL COASTAL LINK AND IT WAS A TRI COASTAL LINK STUDY THAT COVERED THREE COUNTIES, INCLUDING DADE COUNTY AND PALM BEACH COUNTY, AND THAT WAS EIGHTY FIVE MILES OF TRACK.

SO AS THAT PROJECT GOT TO A CERTAIN LEVEL, THE COUNTIES, PALM BEACH, DAYTON AND BROWARD DIDN'T REALLY HAVE FUNDING IN PLACE TO MOVE IT MUCH FURTHER.

AND SO IT KIND OF I DON'T WANT TO SAY IT'S STALLED OUT, BUT IT WAS JUST PUT ON HOLD.

MIAMI-DADE STARTED THEIR PIECE A FEW YEARS AGO AND HAVE BEEN PROGRESSING WITH NEGOTIATIONS WITH BRIGHTLINE. I'M GOING TO EXPLAIN THE LOGISTICS WITH THE DIFFERENT STAKEHOLDERS ALONG

THE CORRIDOR IN JUST A SECOND.

BROWARD COUNTY IS BEGINNING THOSE CONVERSATIONS NOW, BUT BROWARD COUNTY WILL BE DEVELOPING THE FINANCE PLAN FOR THE PROJECT.

AND AGAIN, THE DOT IS LEADING THE PD&E STUDY, AND I'M THE PROJECT MANAGER ON THAT FOR THE DOT. AS YOU CAN SEE, ON THE RIGHT HAND SIDE, OUR PROJECT IS BASICALLY SPAN THE COUNTY.

WE DO DIP INTO DADE COUNTY.

THE MIAMI-DADE PIECE IS BEING MOVED FORWARD AND THEIR PROJECT IS NAMED THE NORTHEAST CORRIDOR, AND THEY HAVE A STATION AT AVENTURA.

SO WE'LL BE PICKING UP AT THAT AVENTURA STATION AND BRINGING IT UP TO DEERFIELD AND EXTENDING MOST LIKELY TO THE COUNTY LINE.

YOU GO TO THE NEXT SLIDE.

SO AS FAR AS THE BENEFITS, I THINK MOST ARE FAMILIAR WITH SOME OF THE BENEFITS THAT COMMUTER RAIL CAN BRING, INCLUDING THE SUPPORT FOR ECONOMIC AND POPULATION GROWTH.

WHERE WE HAVE MIXED USE OF LANDS WITH THE DIFFERENT COMMERCIAL AND RETAIL SPACES, AS WELL AS THE RESIDENTIAL HELPS ATTRACT JOBS, PROVIDES A GOOD OPPORTUNITIES FOR INVESTMENT ALONG THE CORRIDOR, BUT ALSO IT HELPS THE PEOPLE ALONG THE CORRIDOR AND ENHANCES THAT QUALITY OF LIFE WHERE YOU GIVE THEM THAT MODE CHOICE BETWEEN VEHICLES AND RAIL HELPS REDUCE THE OVERALL CARBON FOOTPRINT.

AND GIVES PEOPLE THAT OPTION, LIKE I SAID EARLIER, IF YOU GO TO THE NEXT SLIDE.

SO, SO THE CORRIDOR ITSELF IS THE FEC CORRIDOR, AND SO YOU SEE BRIGHTLINE IN THE LOWER RIGHT THERE. THEY OWN A PASSENGER RAIL EASEMENT FROM FEC ALONG THE RAIL LINE.

SO SO THE UNDERLYING FEE OWNER IS FEC.

BRIGHTLINE OWNS THE PASSENGER RAIL EASEMENT, SO MIAMI-DADE, BROWARD COUNTY.

ULTIMATELY, PALM BEACH WILL ALL WORK OUT AN AGREEMENT, HOPEFULLY IN UNISON AT SOME POINTS, RECOGNIZING EVERYBODY WILL BE WANTING TO MOVE COMMUTER RAIL FORWARD, BUT WORKING OUT AN AGREEMENT WITH BRIGHTLINE TO ALLOW THAT TO HAPPEN.

BRIGHTLINE'S TRAINS ARE CONSIDERED INTERCITY PASSENGER RAIL, SO THEIR STATIONS ARE SPREAD OUT QUITE A BIT, WHEREAS COMMUTER RAIL WE'RE LOOKING AT TWO AND A HALF TO FIVE MILES BETWEEN STATIONS.

NEXT SLIDE. SO WITH OUR STUDY, WE UNDERSTAND THERE'S A LOT GOING ON IN ORDER TO MAKE A FEASIBLE PROJECT, SO WE'RE BALANCING ALL THE IMPACTS THAT WE HAVE NOT ONLY WITH FREIGHT TRAFFIC, SO WE HAVE THE FREIGHT TRAFFIC, WE HAVE THE BRIGHTLINE TRAFFIC, WE HAVE THE COMMUTER RAIL LINE TRAFFIC, BUT WE ALSO HAVE SEVERAL GRADE CROSSINGS ALONG THE QUARTER THAT WE HAVE TO EVALUATE AS PART OF OUR STUDY AND LOOK AT WHERE WE HAVE IMPACTS OR IF IMPROVEMENTS ARE NEEDED.

WE HAVE A LOT OF ISSUES, NOT ISSUES, BUT CONTROVERSY, SO TO SPEAK, DIFFERENT OPINIONS ON HOW WE CROSS THE NEW RIVER CROSSING.

SO WE NEED TO BALANCE THAT BECAUSE THAT ALSO IMPACTS OR CAN PROVIDE DIFFERENT LEVELS OF BENEFITS TO THE MARINE INDUSTRY.

SO THERE'S A LOT TO BALANCE WITH ALL THAT, AND OUR GOAL IS TO HAVE A LOCALLY PREFERRED ALTERNATIVE THAT EVERYBODY CAN BUILD AROUND AND GO THROUGH THIS STUDY OBJECTIVES AND CLEARING IT THROUGH NEPA SO THAT IT CAN BE ELIGIBLE FOR FEDERAL FUNDS, BUT ALSO MAKE IT COMPETITIVE FOR FEDERAL FUNDS.

SO WE'VE MADE THOSE RECOMMENDATIONS FOR THE SIX LOCATIONS PRESENTED THAT AT THE KICKOFF MEETINGS. WE HAVE EXHIBITS ONLINE ON THE PROJECT WEBSITE AS WELL, WHERE YOU CAN SEE THOSE SPECIFIC LOCATIONS.

TWENTY SEVEN MILES A QUARTER, BUT WE DO HAVE TO CROSS THE RIVER AND TO CROSS A NEW RIVER.

IT'S COMPLICATED.

THERE'S AN EXISTING FREIGHT LINE ON THE TRACKS AND THEY HAVE THEY HAVE A CROSSING THAT'S ONLY FOUR FEET ABOVE THE WATERLINE.

WE'RE LOOKING AT SEVERAL OPTIONS FOR THE PASSENGER RAIL AND THE BRIGHTLINE RAIL TO CROSS THE NEW RIVER. ONE INCLUDES A TUNNEL UNDER THE RIVER, AND THEN THERE'S THREE BRIDGE OPTIONS A LOW LEVEL BASCULE BRIDGE, A MID-LEVEL BRIDGE, AS WELL AS A HIGH LEVEL BRIDGE.

SO YOU CAN SEE AT THE BOTTOM WE HAVE SOME PRELIMINARY COSTS AND WE'RE CONTINUALLY REFINING THOSE AS WE DEVELOP THESE ALTERNATIVES IN MORE DETAIL.

WE ALSO CONTINUE TO NEED AND HAVE COORDINATION WITH FECR, WHO OWNS THE FREIGHT LINE AND OWNS THE RAIL BRIDGE THAT IS OUT THERE.

SO WE'RE WORKING OUT OPTIONS WITH THEM THAT WOULD ALLOW US TO MINIMIZE THE IMPACTS BECAUSE THERE'S A HISTORICAL AREA HERE ON THE NORTH WEST QUADRANT, AS WELL AS THE RESIDENTIAL THAT WE HAVE ON THE RIGHT WITH WITH THE APARTMENT COMPLEXES.

AND THEN EACH ALTERNATIVE HAS DIFFERENT CONNECTIVITY ISSUES AND CHALLENGES THAT WE'RE TRYING TO MITIGATE RIGHT NOW.

I'LL EXPLAIN AT THE END.

AS FAR AS WHAT OUR NEXT STEPS ARE FOR CONTINUED OUTREACH ON THAT, BUT JUST WANT TO HIGHLIGHT SOME OF THE CHALLENGES HERE BECAUSE THE FREIGHT LINE WILL REMAIN, WE ARE LOOKING TO TRY AND SHIFT THAT LINE OVER, BUT IT'S STILL GOING TO REMAIN A VERY LOW LEVEL BRIDGE. BUT IF WE CAN PULL THE BRIGHTLINE TRAINS OFF OF THAT AND GET THEM TO A HIGHER LEVEL THAT HELPS FACILITATE SOME OF THE MARINE TRAFFIC THAT NEEDS TO GET THROUGH THERE BECAUSE IT IS A HEAVILY TRAVELED MARINE ROUTE.

NEXT SLIDE. SO THESE ARE JUST RENDERINGS THAT WERE DONE BACK IN 2019 AS PART OF A FEASIBILITY STUDY, THIS SHOWS THE FOUR OPTIONS I TALKED ABOUT WITH THE LOW LEVEL BRIDGE IN THE UPPER LEFT, THE MID LEVEL IN THE UPPER RIGHT, AND THEN THE FIXED BRIDGE IN THE LOWER LEFT. AND YOU CAN SEE THE FREIGHT LINE.

IT STANDS OUT MORE IN THE UPPER LEFT.

THAT FREIGHT LINE IS REMAINING THERE AND IT'S CENTERED IN THE RIGHT OF WAY.

SO IF WE WERE TO CONSTRUCT THE NEW BRIDGES TO THE WEST OF THAT, WE HAVE AN IMPACT, FAIRLY GOOD IMPACT ON THE STREET NORTHWEST SECOND RIGHT NEXT TO THE HISTORICAL AREA AND THEN ALSO TO THE SOUTH.

THAT'S ONE OF THE REASONS WHY WE'RE LOOKING TO TRY AND SLIDE THAT FREIGHT BRIDGE OVER TO THE EAST, BUT WE'RE STILL WORKING OUT SOME OF THE DETAILS AND LOGISTICS OF BEING ABLE TO DO THAT WITH FECR.

THE LOWER RIGHT IS A TUNNEL OPTION AND AT THE TIME OF THE FEASIBILITY, IT WAS FOCUSED ON A SINGLE TUNNEL.

YEAH. AND THEN AS AS WE LOOK AT CONSTRUCT ABILITY ISSUES AND COSTING, IT WAS DETERMINED THAT SMALLER TUNNELS WOULD BE MORE APPROPRIATE.

THESE ARE STILL ABOUT TWENTY FIVE FEET OUTSIDE OUTSIDE, TWENTY THREE FEET INSIDE DIAMETER THAT NEEDS TO ACCOMMODATE THAT DIESEL FREIGHT LINES AND ALSO POTENTIALLY MAKE ACCOMMODATIONS FOR ELECTRIFIED RAIL IF IT EVER WERE TO GO TO THAT.

NEXT SLIDE. SO WHAT ARE OUR NEXT STEPS? AS I MENTIONED, WE HAVE A LOT OF COORDINATION TO DO WITH FECR.

WE'VE HAD SEVERAL COORDINATION MEETINGS WITH BRIGHTLINE AS THEY HAVE THE DOWNTOWN FORT LAUDERDALE STATION.

ONE OF THE THINGS I DIDN'T MENTION IN THOSE NEW RIVER CROSSING OPTIONS IS THE SIGNIFICANT IMPACT THAT MANY OF THE ALTERNATIVES BRINGS TO THAT STATION.

WE'D ALSO BE LOOKING TO HAVE A COMMUTER RAIL STATION THAT WOULD COEXIST WITH THE BRIGHTLINE STATION, AND EACH ONE OF THOSE ALTERNATIVES HAS DIFFERENT IMPACTS ON IT, AND MOST OF THEM ARE SIGNIFICANT IF WE GO WITH A TUNNEL OPTION THAT REQUIRES AN UNDERGROUND STATION ABOUT 60 FEET IN THE GROUND.

IF WE GO WITH AN ELEVATED CROSSING THAT'S EITHER MID-LEVEL OR FIXED, THAT REQUIRES THE STATION TO BE ELEVATED BECAUSE WE CAN'T GET DOWN IN TIME FOR BROWARD.

AND SO WE CAN'T GET DOWN IN TIME FOR THE STATION, SO WE HAVE TO ELEVATE THE STATION.

SO SIGNIFICANT IMPACTS TO THE STATION IN THOSE THREE OUT OF THE FOUR OPTIONS.

BUT WE DO WANT TO WORK THROUGH THE DETAILS AND WE'RE GOING TO BE CONDUCTING A NEW RIVER CROSSING WORKSHOP OR CHARRETTE WITH THE STAKEHOLDERS IN THE AREA.

WE'RE HOPING TO DO THAT WITHIN THE NEXT TWO, TWO TO THREE WEEKS.

WE'RE TRYING TO FIGURE OUT THE LOGISTICS BECAUSE WE DO WANT TO OFFER THAT AS A VIRTUAL OPTION. I KNOW A LOT OF PEOPLE AREN'T COMFORTABLE MEETING IN PERSON, EVEN THOUGH WE'RE TRYING TO MAKE THESE SMALL STAKEHOLDER GROUPS.

WE DO WANT TO MAKE SURE EVERYBODY HAS A CHANCE TO TALK AND EVERYBODY CAN HEAR EVERYBODY ELSE'S CONCERNS AND OPINIONS THAT WILL HELP US ALL MOVE TOWARD WHAT WE'RE TERMING OUR LOCALLY PREFERRED ALTERNATIVE.

AND WE NEED TO GET THAT LOCALLY PREFERRED ALTERNATIVE WHICH WOULD BE VOTED ON.

WE WOULD HOPEFULLY BE ABLE TO PRESENT THAT DECEMBER AT A PUBLIC ALTERNATIVES WORKSHOP AND THEN HAVE THE COUNTY COMMISSION VOTE ON AN LPA IN EARLY 2022, MAYBE AS EARLY AS JANUARY.

AND THEN WE'D BE LOOKING FOR THE MPO TO ENDORSE THAT LPA SHORTLY THEREAFTER.

ONCE WE HAVE THOSE PIECES IN PLACE, WE CAN ENTER INTO WHAT'S CALLED PROJECT DEVELOPMENT WITH FTA, AND THEN WE CAN START COMPETING FOR THOSE FUNDS THAT ARE OUT THERE FROM A FEDERAL LEVEL. THE LARGER AMOUNT FUNDS AND THEN WE CAN CLOSE OUT THE PUBLIC HEARING WITH A CLOSE OUT THE PD&E ASPECTS WITH OUR PUBLIC HEARING NEXT SUMMER IN AUGUST OF 2022.

THE DESIGN PHASE COULD OVERLAP SOMEWHAT WITH EVERYTHING ELSE THAT'S GOING ON AND WE EXPECT THAT TO GO 2022 AND 2023, THE CONSTRUCTION AND PHASING OF CONSTRUCTION POTENTIALLY IS ALL GOING TO BE TIED TO FUNDING.

AND WHAT YEAR'S FUNDING IS ALLOCATED FOR AND HOPEFULLY SUCCESSFUL FUNDING.

I THINK THAT WAS ALL I HAD, HOPE I DIDN'T RUN OVER TOO MUCH.

SO I'M OPEN TO ANY QUESTIONS THAT PEOPLE MAY HAVE.

AND THEN AFTER THAT WE GO THROUGH AN EVALUATION AND RANKING PROCESS.

SO WE LOOK AT THE PROJECTS.

WE APPLY A OBJECTIVE RANKING TOOL RANKING PROCESS TO EVALUATE THE PROJECTS, AND THEN WE PRODUCE A FINAL PRIORITIZED LIST.

SO THIS THEN GETS THE PROJECTS ARE THEN VETTED AND THEN THEY MOVE INTO THE PROGRAMING STAGE. AGAIN, FOR THE RANKING JUST TO GO FOR THAT PROCESS THAT WE GO THROUGH, WE APPLY AN OBJECTIVE RANKING PROCESS TO PRODUCE A RANK [INAUDIBLE] FOR THAT WE START OFF WITH.

AND SO THIS IS THE UPDATED CSLIP EVALUATION CRITERIA AT TABLE.

SO THIS WAS RECENTLY APPROVED BY THE MPO BOARD AT THE BEGINNING OF THIS MONTH.

SO PROJECTS ARE SUBMITTED.

APPLICANTS PROVIDE THEIR PROJECT LIMITS.

WE DIGITIZE THOSE PROJECTS ARE DIGITIZED IN GIS AND THEN WE APPLY BASED ON THE THE CRITERIA. A BUFFER IS APPLIED TO THE PROJECT AND WE SEE HOW EACH PROJECT SCORES IN EACH IN EACH CATEGORY.

AND AGAIN, THAT PRODUCES A RAW SCORE, WHICH WE THEN WORK WITH TO CREATE.

THAT'S THE BEGINNING OF CREATING THIS RANKED AND PRIORITIZED LIST, WHICH THEN IS ULTIMATELY APPROVED BY THE MPO BOARD.

REALLY QUICKLY. THE VETTING PROCESS.

SO WE GO THROUGH TYPICAL VETTING PROCESS IS A FIRST A PRE-REVIEW OF THE PROJECT SEE IF IT'S ELIGIBLE, FEASIBLE AND THEN WE GO OUT WE'LL CONDUCT SITE VISITS WITH FDOT AND THEN WE COME BACK AND REVIEW THE SITE, VISIT FINDINGS, COORDINATE, COORDINATE WITH OTHER AGENCIES, ENVIRONMENTAL PLANNING, ENGINEERING, ETC.

AND THEN LASTLY, THE VETTING CLOSE OUT.

SO JUST A REMINDER, THIS IS THESE ARE THE SIX FUNDING PROGRAMS INTRODUCED IN THE TWENTY FORTY FIVE MTP DEVELOPMENT PROCESS.
