THE SUB RECIPIENT AGREEMENT BETWEEN BROWARD METROPOLITAN PLANNING ORGANIZATION IN THE SOUTH FLORIDA REGIONAL TRANSPORTATION AUTHORITY FOR FAIR INTEROPERABILITY AND CHADWICK BLUE FROM THE MPI STAFF IS GOING TO SPEAK TO US ON THAT ITEM, CHADWICK.GOOD MORNING, MADAM CHAIR, LADIES AND GENTLEMEN OF THE BOARD.
WE'RE SEEKING BOARD APPROVAL TO RELEASE ONE $1.6 MILLION TO SFRTA FOR A FAIR INTEROPERABILITY PROJECT, YOU MAY RECALL FROM OUR PREVIOUS PRESENTATIONS

THEY WERE ALSO ABLE TO UPDATE THEIR MOBILE TICKETING APPLICATION.
AND SINCE THEN, THAT PROJECT HAS CONCLUDED AND WE HAD FUNDS THAT WERE LEFT OVER.
SO IN DISCUSSIONS WITH SFR TA, THEY DETERMINED THAT THEY HAD A PROJECT OUTLINED THAT SATISFIED MANY OF THE REQUIREMENTS.
SINCE WE'RE USING FTA FUNDING FOR THIS, AND SO YOU'LL SEE FROM THE AGREEMENT THERE'S A SCOPE OF WORK.
WE HAVE A STAFF MEMBER FROM SFRTA, MR. LEE TAYLOR HERE, WHO CAN ALSO SPEAK IF THERE'S ANY QUESTIONS REGARDING THAT SCOPE OF WORK, BUT ESSENTIALLY THEY'LL BE UPDATING THEIR OWN MOBILE TICKETING APPLICATION.
ALSO BUYING THE BACK END SOFTWARE THAT WILL ALLOW THEM TO PROCESS THEIR OWN MOBILE FARES.
CURRENTLY, THEY'RE USING MIAMI-DADE TRANSIT SYSTEM AND THEN IN ADDITION TO THAT, THEY'LL ALSO BE INCLUDING SOME TRIP PLANNING, LAST MILE CONNECTIONS THAT MR. TAYLOR CAN TALK ABOUT FURTHER DETAIL IF THERE'S ANY OTHER QUESTIONS.

OK, AND WE WERE TOLD EARLIER TODAY THAT THIS IS, YOU KNOW, THIS IS SOMEWHERE IN THE FUTURE, HOWEVER, AND BECAUSE THE INTEROPERABILITY IS NOT WORKING YET BETWEEN COUNTY, COUNTY AND COUNTY.

GARLING EARLIER THIS WEEK TO LET HIM KNOW ABOUT THIS ITEM, AND HE HAD MENTIONED THAT THE COUNTY IS STILL MOVING FORWARD INDEPENDENT OF THE WORK THAT THEY HAVE DONE WITH THE MPO TO LINK IN WITH PALM TRAN AND EVENTUALLY WITH MIAMI-DADE TRANSIT.
MIAMI-DADE USES A DIFFERENT SYSTEM.
AND FROM MY UNDERSTANDING, THE CITY IS GOING OUT TO BID FOR A NEW SYSTEM.
SO WHAT KIND OF TIMELINE ARE WE TALKING ABOUT? [INAUDIBLE] HAS BEEN GIVEN THREE YEARS TO COMPLETE THIS PROJECT? ALL RIGHT.
THE PREVIOUS ONE WITH THE BROWARD COUNTY TRANSIT, I BELIEVE, STARTED IN 2014.
SO WE'RE WE'RE TRYING TO MOVE FASTER, BUT IT'S DIFFICULT BECAUSE OF THE COMPETING SYSTEMS. I MEAN, OK, I MEAN, IT'S I KNOW THAT .. MAYOR KAPLAN.

MANY INDUSTRIES REQUIRED ACCESS TO MULTIPLE MODES OF TRANSPORTATION, PROVIDING SEAMLESS MOVEMENT OF BOTH PEOPLE AND GOODS.
AND IN ADDITION, THE SIS WAS INTENDED TO SUPPORT THE STATE'S COMMUNITY PLANNING GOALS BY FOCUSING TRANSPORTATION INVESTMENTS ON EXISTING TRANSPORTATION HUBS AND

CORRIDORS SO WE CAN MAXIMIZE THE USE OF THE EXISTING SYSTEM.AND FINALLY, THE SIS WAS INTENDED TO FOCUS OUR ESSENTIAL STATE RESOURCES ON THOSE TRANSPORTATION FACILITIES MOST CRITICAL TO FLORIDA'S ECONOMY AND QUALITY OF LIFE.
SO FLORIDA STATUTE REQUIRES THE DEPARTMENT TO UPDATE THE CIS POLICY PLAN AT LEAST ONCE EVERY FIVE YEARS FOLLOWING THE UPDATE TO THE FLORIDA TRANSPORTATION PLAN OR THE FTP.
THE PLAN IS DEVELOPED BY REVIEWING THE MOST RECENT FTP GOALS AND OBJECTIVES TO ENSURE THE CIS POLICY PLAN IS CONSISTENT WITH THE FTP AND IN ADDITION, THE PROCESS CONSIDERS CURRENT TRENDS AND CONDITIONS, INCLUDING APPLICABLE PERFORMANCE MEASURES TO ENSURE THE PLAN ADDRESSES KEY ISSUES AND OPPORTUNITIES FOR THE SIS.
THE PROCESS REQUIRES COLLABORATION AND INPUT GATHERED THROUGH VARIOUS PARTNER AND PUBLIC OUTREACH EFFORTS, SUCH AS PARTNER BRIEFINGS, SOCIAL MEDIA OUTREACH, VIRTUAL OUTREACH AND SURVEYS, AND THERE'S A THIRTY FIVE MEMBER STEERING COMMITTEE THAT GUIDED THE UPDATE OF THE FTP AND THAT HAPPENED IN TWENTY TWENTY, AND THEY'RE ASSISTING WITH THE UPDATE OF THE SIS POLICY PLAN THIS YEAR.

ALL RIGHT, THE FLORIDA FLORIDA'S TURNPIKE ENTERPRISE FOLLOWS A FIVE PHASE PROJECT DEVELOPMENT PROCESS AND DELIVERING NEEDED INFRASTRUCTURE IMPROVEMENTS TO THE COMMUNITIES THROUGHOUT THE STATE.
THIS PROCESS CONSISTS OF FIVE PHASES PLANNING, PROJECT DEVELOPMENT AND ENVIRONMENTAL STUDIES, DESIGN RIGHT OF WAY ACQUISITION AND CONSTRUCTION.
THE PLANNING PHASE IDENTIFIES THE PROJECT'S PURPOSE AND NEED.
A PROJECT BEGINS BY IDENTIFYING TRANSPORTATION NEEDS FOR DEFICIENCIES THROUGH A PLANNING PROCESS THAT PRIORITIZES SHORT AND LONG RANGE TRANSPORTATION IMPROVEMENTS.
THE PD&E STUDY PHASE IS THE BRIDGE BETWEEN THE PLANNING AND THE DESIGN PHASE AND HELPS GUIDE DECISION MAKING BY EVALUATING THE POTENTIAL IMPACTS THAT A TRANSPORTATION PROJECT MAY HAVE ON THE ENVIRONMENT.
AND IT IS DOCUMENTED THROUGH THE PD&E STUDY.
THE PD&E STUDY FOR THE SAWGRASS CORRIDOR FROM SOUTH OF SUNRISE BOULEVARD TO SOUTH OF U.S.
R7, US 441 WAS COMPLETED IN JULY OF 2017.
THE PROJECT IS CURRENTLY IN THE DESIGN PHASE.
THE DESIGN PHASE IS WHEN THE CONSTRUCTION PLAN'S SPECIFICATIONS AND FINAL ESTIMATES TO BUILD A PROJECT ARE DEVELOPED, WHICH ARE ANTICIPATED TO BE COMPLETED IN DECEMBER OF THIS YEAR.
THE NEXT STEP IS THE RIGHT OF WAY PHASE WHEN NEEDED, PROPERTY IS PURCHASED FOR THE PROJECT AND THE FINAL PHASE OF THE PROJECT DEVELOPMENT PROCESS IS CONSTRUCTION PHASE WHEN THE PROJECT IS ACTUALLY BUILT.
THE SAWGRASS EXPRESSWAY IS A TWENTY ONE MILE LIMITED ACCESS FACILITY THAT IS A PART OF THE FLORIDA STRATEGIC INTERMODAL SYSTEM.

IT'S ALONG THE SAWGRASS EXPRESSWAY FROM MILEPOST SEVEN POINT NINE SEVEN POINT FIVE NORTH OF COMMERCIAL BOULEVARD TO MILEPOST EIGHT POINT NINE NORTH OF ATLANTIC

BOULEVARD, INCLUDING THE INTERCHANGE OF ATLANTIC BOULEVARD.THE PROJECT SEGMENT IS LOCATED IN THE CITIES OF CORAL SPRINGS AND TAMARACK.
HERE WE'RE SHOWING OUR PROPOSED IMPROVEMENTS.
THE LANES WITHIN THE LIMIT WITHIN THE LIMITS OF THE PROJECT WILL BE WIDENED FROM SIX TO 10 LANES TO MEET THE ULTIMATE TYPICAL SECTION OF THE SAWGRASS EXPRESSWAY.
THE LAST TIME THAT I WAS HERE, WE HAD DISCUSSED EXPRESS LANES, WHICH THOSE ARE NO LONGER A PART OF THE THE SCOPE OF THE PROJECT.
SO THIS IS A STRICT WIDENING THE SAWGRASS FROM SIX TO 10 LANES SINCE THE REMAINDER OF THE SAWGRASS WILL NOT BE WIDENED UNTIL A LATER DATE.
THE TWO INSIDE LANES IN EITHER DIRECTION WILL BE WILL BE OPEN TO TRAFFIC AFTER CONSTRUCTION OF THE ADJACENT WIDENING PROJECTS, AND SO WE'RE SHOWING THOSE HASHED IN THIS GRAPH HERE.
THE PROJECT ALSO CONSISTS OF THE FOLLOWING FEATURES, BOTH THE SAWGRASS EXPRESSWAY AND THE ATLANTIC BOULEVARD ARE BEING RAISED TO ENHANCE FLOOD PROTECTION AT THE INTERCHANGE.
THERE WILL BE RECONSTRUCTION OF THE ATLANTIC BOULEVARD INTERCHANGE, INCLUDING CONSTRUCTION OF A NEW BRIDGE OVER ATLANTIC BOULEVARD.
THERE'LL BE CONSTRUCTION OF A BULKHEAD WALL, WHICH IS SHOWN HERE IN RED, AROUND THE POND WEST TO THE INTERCHANGE, THERE WILL BE WIDENING OF THE ON RAMP AND OFF RAMPS FROM THE SINGLE LANES TO TWO LANES.
AND THEN WE'LL BE REPAIRING THE EXISTING BRIDGE CULVERT AND WE WILL BE INCLUDING NEW DRAIN PIPES, WHICH ARE THE ORANGE CIRCLES THAT YOU SEE ON THIS GRAPH HERE.
AS FAR AS OUR IMPROVEMENTS ALONG ATLANTIC BOULEVARD, THEY'LL CONSIST OF ADDING THE ADDITION OF A LEFT AND RIGHT TURN LANE AT THE INTERSECTION OF ATLANTIC BOULEVARD AND LAKEVIEW DRIVE.
WE'LL BE ADDING BIKE LANES ALONG ATLANTIC BOULEVARD FROM WEST OF THE INTERCHANGE TO NORTHWEST 120 SECOND STREET AND THE EAST DIRECTION, AND THEN WILL BE MAKING SEVERAL SIGNAL IMPROVEMENTS AS WELL.
THE EXISTING SIX LANE SAWGRASS MAIN LINE WILL BE WIDENED TO 10 LANES, AND THE EXISTING GRASS MEDIAN WILL BE CONVERTED TO A PAVED MEDIAN WITH A CONCRETE BARRIER WALL.
THE INSIDE LANES WILL BE STRIPED SINCE THEY WILL NOT BE OPEN TO TRAFFIC UNTIL AFTER CONSTRUCTION OF THE ADJACENT PROJECTS.
THE TWO EXISTING SAWGRASS MAINLINE BRIDGES OVER THE ATLANTIC BOULEVARD WILL BE REPLACED WITH ONE MAIN STRUCTURE THAT WILL CONSIST OF FIVE 12 FOOT LANES WITH 12 FOOT SHOULDERS ON EITHER SIDE IN EACH DIRECTION.
THE PROPOSED ROADWAY TYPICAL SECTION ALONG ATLANTIC BOULEVARD BENEATH THE SAWGRASS ACCOMMODATES THREE LANES IN EACH DIRECTION AND INCLUDES PROVISIONS OF SEVEN FOOT BICYCLE LANES ON EITHER SIDE OF THE ROAD AND A SIX FOOT SIDEWALK ALONG THE NORTH SIDE OF ATLANTIC BOULEVARD.
THE PROPOSED ROADWAY, TYPICAL SECTION ALONG ATLANTIC BOULEVARD FROM THE SAWGRASS EXPRESSWAY TO LAKEVIEW DRIVE, ACCOMMODATES THREE LANES IN EACH DIRECTION AND HAS PROVISIONS FOR FIVE TO SEVEN FOOT BICYCLE LANES ON EITHER SIDE OF THE ROAD AND A SIX FOOT SIDEWALK ALONG THE NORTH SIDE OF ATLANTIC BOULEVARD.
WHEN THE PROJECT REACHES THE CONSTRUCTION PHASE, SIGNAGE WILL BE PLACED TO INFORM DRIVERS OF DETOURS BEFORE THE WORK BEGINS.
THE TURNPIKE WILL CONTINUE COORDINATION WITH LOCAL AGENCIES AND THE PUBLIC DURING THE CONSTRUCTION OF THE PROJECT.
TRAFFIC WILL BE MAINTAINED DURING CONSTRUCTION TO MINIMIZE DISRUPTIONS TO THE TRAVELING PUBLIC.
CONSTRUCTION ALONG THE TURNPIKE MAINLINE WILL OCCUR IN PHASES.
EXISTING MAINLINE TRAVEL LANES WILL REMAIN OPEN DURING PEAK PERIODS, AND LANE CLOSURES WILL OCCUR WHEN NEEDED DURING OFF PEAK HOURS.
THE ATLANTIC BOULEVARD BRIDGE WILL BE CONSTRUCTED IN PHASES, MAINTAINING THREE LANES OF TRAFFIC IN BOTH DIRECTIONS AT ALL TIMES.
TEMPORARY LANE CLOSURES OF THE SAWGRASS ATLANTIC BOULEVARD AND RAMPS WILL BE REQUIRED FOR CONSTRUCTION ACTIVITIES AS NEEDED.
THESE CLOSURES ARE NOT PERMITTED BY THE TURNPIKE DURING HOLIDAYS AND SPECIAL EVENTS.

INSTALLATION OF OVERHEAD SIGN STRUCTURES AND DEMOLITION OF EXISTING OVERHEAD SIGN STRUCTURES ON THE SAWGRASS EXPRESSWAY.
THE TEMPORARY DETOUR SHOWN IN AQUA BETWEEN ATLANTIC BOULEVARD AND WEST SAMPLE ROAD WILL BE USED BY NORTHBOUND TRAVELERS DURING THE CONSTRUCTION OF THE SAWGRASS NORTHBOUND ON RAMP AND INSTALLATION OF OVERHEAD SIGN STRUCTURES AND DEMOLITION OF EXISTING OVERHEAD SIGN STRUCTURES ON THE SAWGRASS.

THE TURNPIKE TOOK A HYBRID FORMAT FOR OUR PUBLIC INFORMATION MEETINGS, AND SO OUR VIRTUAL MEETING WAS HELD ON JULY THE 8TH AND OUR IN-PERSON MEETING WAS HELD ON JULY 15TH, ACTUALLY IN DOWN IN SOUTH FLORIDA.
WE MET WITH THE CITY OF CORAL SPRINGS REGARDING OUR MOT, MAINTENANCE OF TRAFFIC, AND THAT WAS ON SEPTEMBER THE 1ST.
AND THEN WE ALSO MET WITH BROWARD COUNTY TRAFFIC, AND THAT WAS ON SEPTEMBER THE 14TH AS WELL TO GO OVER THOSE DETOURS AND HOW TRAFFIC WILL BE MAINTAINED.
HERE WE'RE SHOWING THE THE PROJECT SCHEDULE, I'M PLEASED TO REPORT ACTUALLY OUR RIGHT AWAY ACTIVITIES ARE COMPLETED.
THEY WERE COMPLETED AT THE END OF SEPTEMBER AND THEN OUR DESIGN IS ON SCHEDULE TO BE COMPLETED BY THE END OF DECEMBER.

SO AS MOST ARE AWARE, THE FDOT AND BROWARD COUNTY HAD SIGNED AN MOU BACK IN JANUARY WHERE THEY HAVE AN AGREEMENT MOVING FORWARD WITH THE PD&E STUDY FOR BROWARD COMMUTER RAIL THAT WILL GO FROM AVENTURA STATION ACTUALLY IN DADE COUNTY, UP TO THE DEERFIELD BEACH AREA, JUST TO THE NORTH PART OF THE COUNTY, WHERE FDOT IS GOING TO LEAD THE PD&E AND STUDY.
WE'RE GOING TO BE DOING ENVIRONMENTAL ANALYSIS, OPERATIONAL ANALYSIS AND ENGINEERING ANALYSIS ALONG THE CORRIDOR.
WE WILL BE AND HAVE MADE TECHNICAL RECOMMENDATIONS REGARDING STATION LOCATIONS, AND WE'RE ALSO DOING A LOT OF A DEEP DIVE ON THE ALTERNATIVES AT THE NEW RIVER CROSSING.
WILL BE EVALUATING EAST WEST TRAFFIC TO ENSURE THAT THE PROJECT DOESN'T IMPACT THE EAST WEST TRAFFIC OR WE MAKE PROPER ADJUSTMENTS TO WHAT'S GOING ON, WHETHER IT'S OPERATIONS OR WHETHER IT'S IMPROVEMENTS THAT CAN BE DONE ON CROSS ROADS TO ENSURE THAT THAT'S ACCEPTABLE AND WILL BE FOCUSED IN ON THE RAIL AND THE SIGNALIZATION OF RAIL, AS WELL AS THE SAFETY AND COMMUNICATIONS THAT HAS TO HAPPEN ALONG THE RAIL CORRIDOR.
WITH THE GOAL OF THE STUDY, MAINTAINING ELIGIBILITY FOR FEDERAL FUNDING AND REALLY LOOKING FOR THE MOST BEING HAVING THE MOST COMPETITIVE PROJECT WE CAN HAVE, AS WELL AS THE PUBLIC ENGAGEMENT AND STAKEHOLDER COORDINATION WHERE BROWARD COUNTY WILL BE DEVELOPING THE DRAFT FINANCIAL PLAN, WHICH INCORPORATES A LOT OF THE CAPITAL COSTS AND O&M COSTING THAT WE'RE GOING TO BE HELPING WITH.
THEY'LL ALSO HAVE TO WORK OUT AGREEMENTS FOR THE USE OF THE FACILITY AS WELL AND HELP WITH THE OUTREACH, PARTICULARLY WHEN IT COMES TO CONSENSUS BUILDING FOR A LOCALLY PREFERRED ALTERNATIVE.

SO AS FAR AS THE BENEFITS, I THINK MOST PEOPLE SEE A LOT OF THE BENEFITS, PARTICULARLY IN A COUNTY THAT'S GROWING SO, SO MUCH AND THAT THE DENSITIES HAVE BEEN INCREASING.SO IT'S REALLY VITAL TO THE ECONOMIC AND THE RESIDENTIAL GROWTH THAT WE'VE SEEN AND THAT WE'RE PROJECTING BY PROVIDING ANOTHER ALTERNATIVE TO TRAVEL.
IT HELPS ENHANCE QUALITY OF LIFE WHERE PEOPLE CAN LEAVE THEIR CARS AT HOME OR NOT EVEN PURCHASE A CAR AND THEN REALLY REDUCE THAT OVERALL FOOTPRINT OF THE CARBON FOOTPRINT THAT WE'RE CREATING.
SO JUST A LITTLE BACKGROUND ON THE ON THE TRACKS ITSELF.
IT'S ALONG THE FEC CORRIDOR, AND THE FEC CORRIDOR IS OWNED BY FEC R, WHICH IS ACTUALLY THE GRUPO MEXICO.
AND THEY OWN OWN THE THE ACTUAL LAND THAT THE RAILS SIT ON AND THE FEC RUNS.
THE FREIGHT BRIGHT LINE HAS AN ACCESS AGREEMENT SO THAT THEY CAN RUN INTERCITY RAIL ON IT.
BUT THEIR THEIR ACCESS AGREEMENT ALSO INCLUDES THE HAS THE VISION OF COMMUTER LINE.
AND SO THEY HAVE THE ABILITY TO ALLOW THE COUNTY OR COUNTIES IN THIS CASE, BECAUSE THIS IS A COMPONENT OF THE COASTAL LINK STUDY, BUT THIS IS FOCUSED ON BROWER COUNTY.
BUT THEY'LL HAVE TO BE AN AGREEMENT REACHED WITH BRIGHTLINE TO ALLOW COMMUTER RAIL WITHIN THEIR EASEMENT, WHICH IS ON THE FEC RIGHT AWAY.
SO OUR FOCUS IS REALLY TO FIND THAT PROPER BALANCE.
WE HAVE A LOT OF CHALLENGES AROUND THE NEW RIVER CROSSING WITH MARINE TRAFFIC, FREIGHT TRAFFIC, PASSENGER RAIL TRAFFIC, AS WELL AS THE COMMUTER RAIL TRAFFIC.
AND WHAT THAT MEANS TO TO THE ENTIRE CORRIDOR AT GRADE CROSSINGS AND AS WELL AS FOR THE NEW RIVER CROSSING.
SO WE'LL BE LOOKING AT DIFFERENT BUILD ALTERNATIVES, INCLUDING A NO BUILD ALTERNATIVE, AND WE'RE HOPING TO BE AT A POINT EARLY NEXT YEAR WHERE THE COUNTY COMMISSION WOULD BE ABLE TO VOTE ON A LOCALLY PREFERRED ALTERNATIVE.
AND SHORTLY AFTER THAT, WE'D BE LOOKING AND SEEKING FOR AN MPO ENDORSEMENT OF AN LPA.
SO AGAIN, OUR FOCUS NOW IS ON THESE ALTERNATIVES REALLY TRYING TO OPTIMIZE AND MAKE THEM THE BEST THEY CAN BE REFINED THE COST TRY AND MAKE THEM AS COST FEASIBLE AS POSSIBLE SO THAT EVERYONE CAN WEIGH IN AND HOPEFULLY SUPPORT A LOCALLY PREFERRED ALTERNATIVE.

WE ACTUALLY HELD AN ELECTED OFFICIAL AND AGENCY KICKOFF MEETING WELL-ATTENDED.
THE PUBLIC KICKOFF MEETING, WE OFFERED VIRTUAL AND IN-PERSON.
AND I HAVE NOTICED THAT WHEN WE DO THAT OPTION OF VIRTUAL, WE GET A MUCH GREATER ATTENDANCE.
SO WE ACTUALLY HAVE IT BETWEEN THE THREE DIFFERENT MEETINGS THAT WE HAD.

BUT AS EVERYBODY IS AWARE THAT THE STATION PLAN HAS BEEN GOING ON FOR OVER 16 YEARS NOW, WE'VE BEEN REFINING AS WE GO.
AND IN BROWARD COUNTY, WHEN WE STARTED THIS STUDY, WE HAD NINE LOCATIONS, WHICH WE'VE MADE TECHNICAL RECOMMENDATIONS FOR SIX LOCATIONS MOVING FORWARD.
WE PRESENTED THOSE AT THE KICKOFF MEETING AND THAT'S HOW WE'RE MOVING FORWARD WITH THE STUDY.
IT DOESN'T PRECLUDE ADDITIONAL STATIONS BEING ADDED AFTER THE AFTER OPERATIONS, BUT TO GET TO THAT INITIAL STAGE OF IMPLEMENTATION, WE HAVE TO GO WITH THE SIX AND THEY'RE EVALUATED THROUGH THE FTA CRITERIA WHERE WE LOOK AT AN AREA SURROUNDING THOSE STATIONS AS FAR AS WHAT'S GOING ON NOW AND THEN ALSO WHAT'S GOING ON IN THE FUTURE.

AS YOU KNOW, THE CITY OF FORT LAUDERDALE IS GOING TO BE SIGNIFICANTLY IMPACTED BY WHATEVER DECISION IS MADE WITH REGARD TO THE NEW RIVER CROSSING, BECAUSE EVEN YOUR OWN SCHEMATIC SHOWS THAT A MID-LEVEL BRIDGE IS GOING TO CUT RIGHT THROUGH THE MIDDLE OF THE CITY WITH A WITH A VERY LONG BRIDGE THAT IS GOING TO, LIKE I SAID, IMPACT WHATEVER WE DO IN OUR CITY.
AND THAT'S WHY WE WE'VE BEEN CONTINUING TO TRY TO INVESTIGATE THE FEASIBILITY OF A TUNNEL.
NOW YOUR SLIDE SHOWS THAT A TUNNEL IS GOING TO COST UPWARD OF $3.8 BILLION.
YOU KNOW, SO WE DID A LITTLE INVESTIGATION OF OUR OWN BECAUSE WE'RE NOT QUITE SURE THAT THE CONSULTANTS YOU USE EVER REALLY BUILT A TUNNEL.
AND SO WE WENT TO PEOPLE THAT ACTUALLY DID BUILD THAT DO BUILD TUNNELS.
THE FIRST COMPANY WE SPOKE WITH WAS GHELLA SPA.
THEY'RE AN ITALIAN CONSTRUCTION COMPANY THAT HAS BEEN BUILDING TRAIN TUNNELS SINCE THE SINCE THE MIDDLE OF THE 19TH CENTURY.
THEY'VE TUNNELED UNDER THE COLISEUM IN ROME, THE HARBOR IN SYDNEY, AND THROUGH THE EUROPEAN ALPS.
WE ALSO MET WITH ANOTHER CONSTRUCTION COMPANY, A SPANISH FIRM CALLED F.C.C.
THEY WERE FOUNDED AROUND 100 YEARS AGO, AND THEY HAVE BUILT TUNNELS IN MADRID, TORONTO, SAUDI ARABIA AND PERU.
SO THERE ARE NO NOVICES WHEN IT COMES TO BUILDING TUNNELS.
IN EACH CASE, THEY HAVE ESTIMATED THAT THE TUNNEL WOULD ACTUALLY COST ANY, GHELLA SAID BETWEEN 500 AND 700 MILLION AND THE OTHER FIRMS SAID UP TO ONE POINT FIVE BILLION.
IT'S MY UNDERSTANDING THAT YOUR DEPARTMENT HAS MET WITH THE GHELLA FOLKS AND HAS REJECTED THEIR PROPOSAL AND AND CONTINUES TO PEDDLE THE $3.8 BILLION PRICE TAG FOR A TUNNEL.
SO WE'RE VERY CONCERNED ABOUT THE SINCERITY OF THIS UNDERTAKING WHERE YOU SAY YOU'RE GOING TO HAVE WORKSHOPS AND PUBLIC OUTPUT WHEN IN FACT WE'RE DISCOVERING THAT SOME OF YOUR FACTS AND FIGURES ARE NOT REALLY ACCURATE.
AND IT'S MISLEADING TO THE PUBLIC WHO IS GOING TO SUFFER FROM STICKER SHOCK, WHO'S GOING TO SUFFER FROM STICKER SHOCK WHENEVER THEY SEE THE WORD TUNNEL AND THEY'RE GOING TO SAY, OH MY GOD, THIS IS GOING TO COST A LOT OF MONEY WHEN IN FACT IT'S ACTUALLY GOING TO COST THE SAME AMOUNT AS THIS BRIDGE.

IN FACT, ONE OF THEM IS EVEN PREPARED TO SUBMIT AN UNSOLICITED BID TO BUILD THE TUNNEL FOR $700 MILLION.

WHEREAS THE NUMBERS THAT WE QUOTE OR THAT WE'RE GIVING RANGES FOR INCLUDE REQUIRED CONTINGENCIES THAT FTA REQUIRES US TO HOLD ON TO, AS WELL AS PROFESSIONAL SERVICES, WHICH ALSO EQUATE TO QUITE A BIT.
SO IF YOU DO HAVE A LOW RANGE OF 1.5 BILLION, WHEN YOU ADD ON THESE CONTINGENCIES, IT INCREASES THE COST ALMOST TWO AND A HALF BILLION.
AND IN DISCUSSIONS WITH BOTH OF THOSE EXPERTS, I KNOW THE IMPACT OF THE STATION WASN'T CLEAR TO THEM AS FAR AS WHAT A TUNNEL WOULD MEAN AND FROM AN IMPACT.
I MEAN, THE EXTENT OF THE WORK THAT NEEDS TO HAPPEN FOR THE STATION WITH THESE, AS WELL AS SOME OF THE OTHER ASPECTS.
SO I BELIEVE THERE'S PROBABLY SOME AREA IN BETWEEN THAT WE'LL GET TO, BUT WE DO WANT TO HAVE A MUCH MORE DETAILED ESTIMATE AND PROVIDE IT TO ANY EXPERTS THAT ARE WILLING TO PROVIDE FEEDBACK SO WE CAN GET TO A GOOD ESTIMATE THAT EVERYBODY IS IN AGREEMENT WITH.
OK, WELL, I APPRECIATE THAT AND I'VE NEVER KNOWN A PROJECT TO HAVE $2 BILLION WORTH OF CONTINGENCIES.

AND I THINK THAT TUNNEL, WHICH WAS MUCH LONGER, WAS ABOUT 600 AND $70 MILLION, ALTHOUGH IT WAS SEVEN YEARS AGO.
SO I WOULD ENCOURAGE THEM TO REACH OUT TO THAT COMPANY.
AND I BELIEVE IT WAS THE DUAL TUNNEL, WHICH SEEMS TO ME THAT IT WOULD BE MORE EFFICIENT.
BUT MY OTHER QUESTION IS WHEN YOU'RE CALCULATING THE COST OF THE BRIDGE VERSUS THE TUNNEL, ARE YOU ALSO TAKING INTO ACCOUNT THE SAVINGS THAT YOU WOULD HAVE WITH THE TUNNEL, WITH THE EASEMENTS THAT WOULD BE AVAILABLE TO THE COUNTY OF THE CITY AND THE FED AND WHOEVER OWNS THOSE EASEMENTS THAT WILL BE LOST BY PUTTING IN THE BRIDGE BANDS? CAN YOU EXPLAIN THE EASEMENT QUESTION? I'M NOT SURE I UNDERSTAND WHAT YOU'RE SAYING THERE.
IF YOU'RE IF YOU'RE GOING UNDER THE RIVER, YOU WILL HAVE AVAILABLE REAL ESTATE THAT YOU WILL NOT HAVE IF YOU DO THE BRIDGE SYSTEM.
SO THE EASEMENT IS JUST TO HAVE COMMUTER RAIL WITHIN THE RAILROAD RIGHT AWAY, WHICH EXTENDS UNDERGROUND AS WELL.
SO I DON'T THINK IT MAKES A CHANGE TO SAVINGS ON THE EASEMENT COST THAT WILL HAVE WITH BRIGHTLINE OR THAT THE COUNTY WILL HAVE WITH BRIGHTLINE.
AND AGAIN, WE'RE COORDINATING THE DETAILS OF THE TUNNEL DESIGN WITH FEC, WHO OWNS THE RIGHT OF WAY, AND WE NEED TO MAKE SURE THAT THEY'RE EVEN ACCEPTING OF A TUNNEL WITHIN THE RIGHT OF WAY.
OK, I JUST THINK THAT IT WOULD BE INTERESTING TO CONSIDER REAL ESTATE GAINED BY GOING UNDERGROUND.

SO THERE WOULDN'T BE ADDITIONAL RIGHT OF WAY THAT WE WOULD ANTICIPATE FOR THIS COMPONENT IN THIS AREA.
