[1. MOTION TO RECOMMEND BROWARD MPO APPROVE the Florida Department of Transportation (FDOT) District Four Draft Tentative Work Program for Fiscal Year (FY) 2023 - 2027]

THE FIRST ACTION ITEM IS A MOTION TO RECOMMEND THE BROWARD MPO APPROVE THE FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT FOR TENTATIVE WORK PROGRAM FOR 2023 TO 2027, AND WE HAVE CHRISTOPHER RESTREPO WHO INTRODUCED THE ITEM FOR US.

HELLO, GOOD AFTERNOON.

MY NAME IS CHRISTOPHER RESTREPO, [INAUDIBLE] STAFF, AND I'M GOING BEFORE I INTRODUCE THE TWO WONDERFUL PEOPLE THAT ARE GOING TO PRESENT TO US ON THE DRAFT OF WORK PROGRAM FOR FDOT AND THE TURNPIKE.

I JUST WANTED TO DO A QUICK LITTLE REMINDER OF OUR IMPACT ON THESE ITEMS.

SO FIRST OF ALL, AS YOU GUYS KNOW, WE APPROVE THE MULTIMODAL PARTIES LIST EVERY YEAR, AND IT'S THROUGH THE MULTIMODAL PRIORITY LIST WHERE WE ASSIGNED OUR PRIORITIZED FUNDING, WHETHER IT'S STATE DOLLARS OR FEDERAL DOLLARS.

AND WE USE THAT AS A COMMUNICATION TOOL TO TALK TO ALL OF OUR DIFFERENT PARTNERS TO MAKE SURE WE'RE GETTING ALL OF Y'ALL'S PROJECTS, OUR PROJECTS, ALL THE BROWARD PROJECTS PROGRAM, THE WAY THAT WE WANT THEM TO BE SEEN.

SO WHEN WE LOOK AT THE DRAFT TENTATIVE WORK PROGRAM, WHAT WE'RE DOING IS REVIEWING TO SEE HOW THOSE PROJECTS ARE ARE BEING ALLOCATED FUNDING FOR.

SO THIS IS OUR CHANCE TO LOOK AT THOSE, MAKE COMMENTS AND THEN HOPEFULLY THAT ONCE IT GETS APPROVED, IT BECOMES THE BASIS FOR A TRANSPORTATION IMPROVEMENT PROGRAM, WHICH IS OUR FIVE YEAR COMMITTED FUNDING OUTLOOK FOR THE REGION.

ALSO, AFTER THE PRESENTATIONS GET DONE, IF YOU GUYS WOULD LIKE, WE DO HAVE A COUPLE OF SLIDES THAT WE PREPARED THREE THREE SLIDES, NOTHING TOO CRAZY THAT HAVE A LITTLE BIT OF STATISTICS OF HOW EACH OF OUR FUNDING PROGRAMS THAT WERE SET UP IN OUR MTP OR METROPOLITAN TRANSPORTATION PLAN, HOW EACH OF THOSE PROGRAMS ARE GETTING ASSIGNED THE DOLLARS. SO IF YOU GUYS WOULD LIKE A LITTLE BIT OF EXTRA TIME, WE HAVE THOSE READY.

BUT IF YOU WOULD LIKE TO GO ON TO THE NEXT ITEM, WE DON'T HAVE TO GO THROUGH IT.

AND WITH THAT, WE FIRST HAVE SABRINA AUBREY, WHO WILL TALK ABOUT THE DRAFT TENDER BOARD PROGRAM FOR FDOT.

AND THEN AFTER HER IS VICTORIA WILLIAMS, WHO WILL TALK ABOUT TURNPIKE STRAPPED TENDER WORK PROGRAM. AND THIS IS FOR A FISCAL YEARS 2023 THROUGH 27.

SO AS A RESULT OF PREVIOUS LEGISLATION, THE WORK PROGRAM CYCLE TIMELINE ALTERNATES BETWEEN A REGULAR AND A SHORT CYCLE.

THAT'S WHY WE'RE HERE A LITTLE BIT EARLIER THIS YEAR.

USUALLY, WE COME TO YOU IN THE DECEMBER TIME FRAME.

WE'RE HERE IN OCTOBER, NOVEMBER TIMEFRAME THIS YEAR BECAUSE WE ARE IN AN EARLIER CYCLE BECAUSE THE LEGISLATION STARTS EARLIER NEXT YEAR.

SO WE BUILD THE WORK PROGRAM BASED ON REVENUE ESTIMATES AND FUNDING ALLOCATION, AND THE DISTRICT STARTS RECEIVING THESE ALLOCATIONS IN MID TO LATE SEPTEMBER EACH YEAR, WHICH HELPS IT HELPS US ASSIST TO IDENTIFY WHICH YEAR'S THE PROJECTS ARE FUNDED.

SO THAT TIMELINE DOESN'T CHANGE WHETHER IT'S A LATE CYCLE OR A REGULAR CYCLE, WE ALWAYS GET THEM IN THE MID TO SEPTEMBER TIMEFRAME.

SO IT'S A QUICK TURNAROUND, ESPECIALLY THIS YEAR FROM THE TIME THE DISTRICT RECEIVES THE ALLOCATIONS. SO IT'S DEVELOPING THE DRAFT TENTATIVE WORK PROGRAM AND BEING ABLE TO PROVIDE YOU WITH A STATUS UPDATE.

SO THE CYCLE KICKS OFF IN OCTOBER, USUALLY EVERY YEAR WHEN WE COORDINATE WITH MPO TO SOLICIT NEW PROJECTS.

THE DRAFT MULTIMODAL PRIORITIES LIST IS SUBMITTED TO THE DISTRICT AROUND MARCH 1ST, WHICH ALLOWS US FOR THE VETTING PROCESS TO BEGIN EACH YEAR BETWEEN THE MARCH TO AUGUST TIMEFRAME. THE DEPARTMENT COORDINATES WITH THE MPO AND THE LOCAL AGENCIES TO DETERMINE IF THE PROJECTS ARE VIABLE AND PROGRAM READY.

THE DISTRICT RECEIVES THE APPROVED EMPL BY THE BOARD BY PRIOR TO AUGUST 1ST EVERY YEAR NOW. SO ON OCTOBER 11TH, THE DISTRICT SENT OUT THE DRAFT OF THE PUBLIC HEARING REPORT, WHICH PREVIOUSLY USED TO BE KNOWN AS THE CITIZENS REPORT.

THE DISTRICT CONDUCTED A PUBLIC HEARING ON TUESDAY, OCTOBER 19TH AT OUR HEADQUARTERS, AND WE ALSO POSTED THE DRAFT PUBLIC HEARING REPORT ON THE DEPARTMENT'S WEBSITE AND PROVIDED THE MPO WITH COPIES ALSO.

SO ALSO JUST WANTED TO INFORM YOU THAT CENTRAL OFFICE COMPILES ALL THE STATEWIDE WORK PROGRAM INFORMATION, AND THEY HAVE A STATEWIDE PUBLIC HEARING ON JANUARY 10TH 20 22 THIS YEAR. THE LEGISLATION SESSION WILL CONVENE ON JANUARY 11TH, 2022, AND THEN THE SECRETARY WILL ADOPT THE WORK PROGRAM ON JULY 1ST.

SO THAT'S JUST A LITTLE BIT OF THE HISTORY OF OUR NORMAL CYCLE, AND AS WE'RE WRAPPING UP THIS CYCLE, WE'RE ABOUT TO KICK OFF NEXT CYCLE.

SO AS PART OF OUR PROCESS, WE MAINTAIN CONSTRUCTION AND RIGHT AWAY ESTIMATES, AND WE UPDATE THAT ON AN ANNUAL BASIS AND OUR TRENDS KEEP SEEING THAT THESE COST INCREASES KEEP GOING UP YEAR TO YEAR.

SO OUR GOAL IS TO KEEP THE ADOPTED PROJECTS RELATED TO SAFETY, PRESERVATION AND MAINTENANCE AND THE COMMON FOR YEARS.

AND THEN ANY NEW PHASES OF PROJECTS ARE ADDED TO THE WORK PROGRAM.

THOSE ARE GENERALLY ADDED INTO THE NEW FIFTH YEAR OF THE WORK PROGRAM.

SO WITH THAT, I'D LIKE TO GET INTO SOME GOOD NEWS IN TERMS OF SOME PROJECTS THAT WE WERE ABLE TO ADVANCE AS PART OF STIMULUS FUNDING AS IT RELATES TO THE CARES FUNDING.

SO THE DEPARTMENT WORK CLOSELY WITH THE MPO ON AND WE WERE ABLE TO ADVANCE THE STATE ROAD SEVEN TRANSIT CORRIDOR IMPROVEMENT PROJECTS PRIORITY SEVEN, EIGHT AND NINE FROM FISCAL YEAR TWENTY SEVEN INTO FISCAL YEAR TWENTY FOUR.

WE WERE ALSO ABLE TO ADD FUNDING TO OFFSET LOCAL CONTRIBUTION ON THE SOUTHWEST 10TH STREET CONNECTOR, TSM&O SMART WORK ZONE PROJECT.

WE WERE ABLE TO ADD SOME FUNDING ON THE I-95 MOBILITY HUB AT CYPRESS CREEK AND THAT WAS IN FISCAL YEAR TWENTY FOUR.

AND THEN WE WERE ALSO ABLE TO ADD A SAFETY IMPROVEMENT PROJECT ALONG ROYAL PALM BOULEVARD, FROM UNIVERSITY TO RIVERSIDE WITHIN THE CITY LIMITS OF CORAL SPRINGS FOR DESIGN AND FISCAL YEAR TWENTY THREE AND CONSTRUCTION AND FISCAL YEAR TWENTY SIX.

AND I'LL BE A LAP ADMINISTERED PROJECT.

AND THEN WE WERE ALSO ABLE TO ADD SOME FUNDING IN THE MPO'S UPWP FOR FISCAL YEAR TWENTY TWO, TWENTY THREE AND TWENTY FOUR.

SO THAT WAS FOR THE CARES ACT FUNDING.

AND THEN WE HAVE THE ARPA FUNDING.

AND WITH THAT WE WERE ABLE TO ADVANCE UNIVERSITY DRIVE FROM SAMPLE TO NORTHWEST 40TH STREET FROM FISCAL YEAR TWENTY THREE AND TO CURRENT YEAR, SO FISCAL YEAR TWENTY TWO.

SO THAT WAS PROBABLY NOT REFLECTED IN THE CITIZENS REPORT OR THE PUBLIC HEARING REPORT.

SO THAT WAS ADVANCED INTO CURRENT YEAR AND WITH THAT, BECAUSE THE JASON PROJECT UNIVERSITY DRIVE FROM NORTHWEST 40TH TO SAWGRASS THAT WAS NOT FUNDED WITH ARPA MONEY, BUT WE ADVANCED IT WITH THE PREVIOUS PROJECT, SO IT COULD ALSO BE IN CURRENT YEAR AND BE LET TOGETHER TO HAVE ONE CONTRACTOR.

SO THOSE TWO WERE ABLE TO BE ADVANCED AND THEN WE WERE ABLE TO SUPPLEMENT FUNDING ON A SAFETY PROJECT, A CURVE COMPLIANCE, PAVEMENT MARKING AND SIGNING PROJECT THAT WILL BE DONE VIA PUSH BUTTON AND CURRENT YEAR.

SO THOSE ARE ALL THOSE PROJECTS ARE PROJECTS THAT WE WERE ABLE TO ADVANCE WITH SOME STIMULUS MONEY THAT THAT WE RECEIVED.

ALSO ADVANCE IS A PROJECT SUNRISE OVER THE INTERCOASTAL WATERWAY BRIDGE.

THIS ALSO WENT ALONG WITH THE RESURFACING PROJECTS, AND WE WERE ABLE TO ADVANCE THAT FROM FISCAL YEAR TWENTY FIVE AND FROM FISCAL YEAR TWENTY FIVE TO TWENTY FOUR.

AND THIS WAS DUE TO HELPING OUR BRIDGE PROGRAM BALANCE THEIR PROJECTS.

SO WITH THAT ADVANCEMENT.

SO NOW I'LL TALK A LITTLE BIT ABOUT YOUR MMPL, AND FIRST I'D LIKE TO KICK OFF WITH YOUR CSLIP PROJECTS.

SO LAST YEAR, WHEN WE CAME TO YOU, WE HAD KIND OF CHANGED FROM DOT ADMINISTERED PROJECTS FOR YOUR CSLIP ON OFF SYSTEM PROJECT TO LAP ADMINISTERED.

AND LAST YEAR WE HAD PROMISED THAT WE WOULD BE WORKING WITH THE MPO AND TO REPROGRAM THOSE CSLIP PROJECTS.

AND FDOT AND MPO STAFF HAVE BEEN WORKING DILIGENTLY OVER THE PAST 12 MONTHS ON REPROGRAMING THESE PROJECTS TO BE LAB ADMINISTERED.

SO FDOT AND MPO, WE'VE BEEN WORKING WITH THE AGENCIES.

WE'VE ALSO PROVIDED PROFESSIONAL SERVICES TRAINING.

WE'VE HAD A DISTRICT FOUR LAB WORKSHOP AND OUTREACH OVER THE LAST 12 MONTHS.

AS A RESULT, 16 OUT OF THE 17 CSLIP PROJECTS WERE REPROGRAM, THE ONE THAT WASN'T HAD BEEN REMOVED AT THE REQUEST OF THE TOWN OF DAVIE.

SO WHICH MEANS WE WERE ABLE TO REPROGRAM ALL THOSE PROJECTS THAT HAD BEEN REMOVED LAST YEAR OUT OF THE WORK PROGRAM.

SO THESE PROJECTS WERE PROGRAM BASED ON AGENCY AND FDOT RESOURCES AND WORKLOAD, ALONG WITH THE COST ASSESSMENT AND FUNDING, AND THE PROJECTS WERE REPROGRAMED FOR THE DESIGN, CONSTRUCTION AND SEEING PHASES.

SO ANY PROJECTS STARTING DESIGN AND FISCAL YEAR TWENTY THREE AND TWENTY FOUR.

SO IF YOUR AGENCY IS ONE OF THOSE AGENCIES THAT HAS DESIGNS STARTING IN THOSE YEARS, FDOT STAFF WILL BE REACHING OUT TO YOUR AGENCY'S RESPONSIBLE CHARGE RELATIVELY SOON TO BEGIN COORDINATION ON CONTINUED TRAINING REQUIREMENTS AND LAB CERTIFICATION.

AND I HAVE HERE TODAY WITH ME MY WILLIAMS GRAY.

SHE'S A LAP ADMINISTRATOR AND KEITH BENNIS, HE'S THE BROWARD LAB COORDINATOR FOR BROWARD COUNTY. SO THESE ARE THE DAY TO DAY INDIVIDUALS THAT YOUR AGENCIES WILL BE WORKING WITH TO ENSURE THE SUCCESS OF YOUR PROJECTS THROUGH LAB.

SO THAT'S THE REPROGRAMING THAT YOUR CSLIP PROJECTS.

BUT WE ALSO HAVE YOUR CYCLE FOUR AND FIVE PROJECTS WE ARE ABLE TO REPURPOSE TO PROGRAM SOME OF THOSE PROJECTS.

AND THOSE WERE DESIGN AND FISCAL YEAR, TWENTY FIVE AND TWENTY SIX, AND THEN CONSTRUCTION

WILL BE FUNDED. THAT'S IN AN EITHER OUTER YEAR THAT'S CURRENTLY OUTSIDE OF THE FIVE YEAR WORK PROGRAM.

SO WHAT WE'RE SEEING RIGHT NOW IS THAT WE NEED ABOUT THREE YEARS BETWEEN DESIGN AND CONSTRUCTION, WITH THE WITH THE WITH THE DESIGN PHASE ADDED IN FOR THESE LAB PROJECTS.

WE NEED THREE YEARS, THREE FISCAL YEARS BETWEEN DESIGN AND CONSTRUCTION.

SO AS WE MOVE FORWARD INTO NEW PROJECTS, WE'LL PROBABLY BE DOING THAT THREE YEAR GAP BETWEEN A DESIGN AND CONSTRUCTION.

MOVING ON TO YOUR COMPLETE STREETS MASTER PLAN, WE DO HAVE YOUR WE WERE ABLE TO ADD THE NEXT PHASE OF A PROJECT FOR THE BROWARD MPO COMPLETE STREETS MASTER PLAN FOR THREE PROJECTS ON SAMPLE SAMPLE ROAD, DIXIE HIGHWAY AND 17TH STREET.

SO WE ADDED THAT NEXT PHASE THE DESIGN PHASE IN FISCAL YEAR TWENTY SEVEN AND WE WERE ALSO ABLE TO ADD IN PEMBROKE ROAD FROM SOUTHWEST ONE FORTY FIFTH TO FLAMINGO, WHICH IS A LIGHT PROJECT WITH PEMBROKE PINES FOR DESIGN AND FISCAL YEAR TWENTY FIVE, AND THEN CONSTRUCTION TO FOLLOW UP IN AN OUTER YEAR.

ON YOUR SAFETY PROGRAM, THE MPO HAS PRIORITIZED SEVERAL SAFETY PROJECTS AS PART OF THE MPO AND THROUGH COORDINATION WITH THE OT ON SEVERAL HONOR SYSTEM AND OFF SYSTEM SAFETY PROJECTS. WE'RE PROGRAM FOR THE FIRST PHASE OF THE PROJECTS, WHETHER IT'S A FEASIBILITY OR DESIGN, AND THE FDOT CONTINUES TO WORK WITH THE MPO ON HOW BEST TO MOVE THESE FORWARD IN THE FUTURE. SO BOTH ON SYSTEM AND OFF SYSTEM PROJECTS HAVE BEEN PROGRAMED FOR THAT.

AND THEN SEVERAL OF YOUR NEW ROAD ROADWAY PROGRAM PROJECTS WERE PROGRAM AS PART OF THE DRAFT TENTATIVE WORK PROGRAM.

THE FIRST PHASE OF THE PROJECTS WERE PROGRAMED IN FISCAL YEAR TWENTY SEVEN, AND THEN AGAIN, THE DEPARTMENT WILL CONTINUE TO WORK WITH MPO STAFF ON HOW TO MOVE THESE ALONG.

ALSO, THE COUNTY APPLIED FOR A PROGRAM THAT PROJECT.

THAT'S A 50 50 MATCH WITH THE DEPARTMENT, WITH THE SIG P FUNDING.

AND THEN, OF COURSE, WE ALSO CONTINUE TO THE SOUTHWEST 10TH STREET CONTINUES TO BE FUNDED IN THE DRAFT TENTATIVE WORK PROGRAM.

THAT IS ALL THE UPDATES I HAVE FOR YOU HERE TODAY, BUT I WILL TAKE ANY QUESTIONS.

THEN WE MUST PAY OFF THE DEBT ON THOSE BONDS THAT WERE ISSUED TO CONSTRUCT THOSE BIG, MAJOR PROJECTS.

IT SHOULD BE NOTED, THOUGH, DUE TO OUR HIGH CREDIT RATING, TURNPIKE HAS HISTORICALLY BENEFITED FROM SOME OF THE LOWEST BORROWING COSTS IN THE TOLL INDUSTRY.

IT'S GOT A LITTLE RESURFACING, A COUPLE OF PROJECTS THERE THAT YOU SEE THERE PRETTY MUCH EARLY ON. WE'RE TRYING TO IMPROVE INTERCHANGES AS WE COME TO THEM BECAUSE WE CAN REMOVE THE TOLL BOOTHS. AND THE REMOVAL OF THE BOOTH IS SCHEDULED AT COCONUT CREEK PARKWAY.

THAT'S ONE OF OUR PROJECTS THAT WILL MODIFY THE ENTRANCE RAMP SOUTHBOUND AND AT THE RAMP TERMINAL AT THAT NORTHWEST 31ST STREET FOR THE ALL ELECTRONIC TOLLING TO REMOVE THE TOLL BOOTH. THAT WILL GIVE US A LOT MORE OPTIONS TO HANDLE CONGESTION THERE.

IT WAS A MULTI-AGENCY PROJECT THAT WAS BROUGHT AND IS THE DESIGN OF THE INTERCHANGE AND OR THE WIDENING OF THE SAWGRASS, INCLUDING A FUTURE PEDESTRIAN BRIDGE AS PART OF THAT. NO, SIR' IT DOES NOT INCLUDE A FUTURE PEDESTRIAN BRIDGE OVER THE SAWGRASS EXPRESSWAY, WHICH WAS A PROPOSAL THAT WAS BROUGHT TO TURNPIKE.

AND WE'RE WORKING WITH THE MPO AND THE LOCAL CITIES THAT BROUGHT IT IN WITH A FAIRLY OLD RENDERING OF A PROPOSAL TO DO THAT PROJECT.

IT WAS BROUGHT IN THE MPO, I THINK IS LOOKING WITH DISTRICT TO SEE IF THERE'S SOME RESOURCES THAT CAN ACCOMMODATE THAT FOR FUTURE INTO SOME PART OF THE FUTURE WIDENINGS BECAUSE WE ARE CONTINUING AS WE GO FORWARD TO WORK WITH THE COMMUNITIES.

MY COMMENT ABOUT PEDESTRIANS WAS TO ACCOMMODATE UNDER THE BRIDGE WHERE THEY EXIST NOW GETTING THE BICYCLES AND PEDESTRIANS TO THAT TRAIL.

WHEN THE PROPOSAL WAS BROUGHT LAST YEAR BY THE CITIES, IT WAS TO ASK FOR PERMISSION TO GO OVER THE TURNPIKE, AND THE REQUEST DID NOT INCLUDE ANY REQUEST FOR FUNDING ASSISTANCE.

SO FROM THAT STANDPOINT, WE CERTAINLY STAND READY TO ACCEPT FURTHER, MORE UPDATED RENDERINGS. THERE WERE SOME DIFFICULTIES WITH THE LOCATION THAT WAS PROPOSED IN THE WAY THAT OUR BRIDGES AND STANCHIONS AND ELECTRONIC TOLLING WERE BEING BUILT.

AND WITH THE AGE OF THAT, WE ASKED FOR A LITTLE MORE RECENT RENDERING.

SO I THINK THAT MAYBE WHERE WE'RE AT NOW, THERE WAS A BILL.

NOW, NATIONAL HIGHWAY SYSTEM IS ESSENTIALLY THE INTERSTATES IN THE PRIMARY ARTERIALS AND BROWARD COUNTY. ESSENTIALLY, YOU'RE THINKING THE BIG ROADWAYS THAT CARRY MOST OF THE TRAFFIC.

SO AT THIS POINT YOU'LL HAVE AT LEAST EIGHT WEEKS, POTENTIALLY MORE, BUT AT LEAST EIGHT WEEKS TO SUBMIT YOUR APPLICATIONS AND GET THEM INTO US.

AND SO AFTER THE BOARD MEETING ON THE 9TH, WE WILL HAVE A WORKSHOP THAT FOLLOWING MONDAY ON THE 13TH, IT'LL BE A VIRTUAL WORKSHOP.

I THINK IT'S CURRENTLY SET UP TO BE AN HOUR AND 15 MINUTES LONG.

IS THIS FUNDING JUST FOR PLANNING? IS IT PLANNING, DESIGN, PLANNING, DESIGN AND CONSTRUCTION? NO. AND I'M GLAD YOU ASKED THAT I WILL CLARIFY THAT.

PREVIOUSLY, AS PART OF THE PROGRAM POLICIES THAT WERE BROUGHT BEFORE THE [INAUDIBLE] I BELIEVE FOR ADOPTION IN JUNE, WE OUTLINED EXACTLY WHAT WE CAN FUND IN THE PROGRAM AND SO WE CAN BOTH DO MOBILITY, HAVE MASTER PLANS.

YOU CAN COME IN FOR TWO THINGS EITHER A MOBILITY, HAVE MASTER PLAN.

THERE IS NO MINIMUM, BUT THERE'S A CAP OF FOUR HUNDRED THOUSAND DOLLARS FOR THAT.

AND IF YOU CHOOSE TO DO THAT AS AN APPLICANT, YOU'LL PARTNER UP WITH THE MPO.

WE WILL LEAD THE PLANNING STUDY OURSELVES, BUT ALSO IN PARTNERSHIP, OBVIOUSLY WITH THE APPLICANT. IF YOU HAVE AN EXISTING MOBILITY, HAVE MASTER PLAN THAT'S ALREADY BEEN DONE OR AN EQUIVALENT. I KNOW THERE'S A LOT OF CITIES THAT HAVE ALREADY DONE THEIR MOBILITY, HAVE MASTER PLANS. BUT IF YOU HAVE THE EQUIVALENT, YOU'D LIKE TO MOVE IN TO THE DESIGN AND CONSTRUCTION YOU CAN SUBMIT FOR THAT IN THE APPLICATION.

THERE IS NO MAXIMUM FOR THAT, BUT THERE IS A MINIMUM OF $1 MILLION JUST BECAUSE IT'S IT'S PRETTY FRONT HEAVY WORK FOR THE STAFF TO GET IT ALL TEED UP WITH FTA STAFF AND TRAMS. I HOPE THAT ANSWERS YOUR QUESTION.

IT ANSWERS IT. SO FOR, SO IF WE WERE TO APPLY AS A AS A TRANSIT AGENCY, YOU KNOW, WE DON'T HAVE A MOBILITY HUB MASTERPLAN, BUT WE HAVE TRANSIT DEVELOPMENT PLAN AND OTHER CAPITAL PLANS THAT THAT SHOW WHERE WE'D LIKE NODES TO BE.

YOU KNOW, COULD WE APPLY FOR A FOR DESIGN CONSTRUCTION OF A CAPITAL FACILITY IF IT'S SUBSTANTIATED IN OTHER PLANNING DOCUMENTS? YES, ABSOLUTELY.

AND IT WOULD BE HARD TO, I MEAN, NOT THAT WE HAVEN'T ARGUED AGAINST SOME OF THE THINGS THAT HAVE BEEN PROPOSED FROM B.C.

IN THE PAST, BUT YOU HAVE A GREAT REPOSITORY OF DATA THERE.

SO IF YOU DON'T EXACTLY HAVE A MOBILITY OF MASTER PLAN, I'M SURE YOU HAVE SOMETHING THAT YOU COULD ARGUE THE EQUIVALENT FOR AND WE'D BE WILLING TO LOOK AT THAT.

YEAH, YEAH. THE ONLY OTHER COMMENT I HAD JUST IN TERMS OF THE CRITERIA OF THE PROCESS, IF IT'S IF THEY'RE GOING TO BE APPLICATIONS FOR MOBILITY HUB MASTER PLANS AND FOR CAPITAL FACILITIES THAT HAVE A NEXUS WITH THE TRANSIT.

I DO THINK THAT, YOU KNOW, HAVING THAT, HAVING THOSE AGENCIES APPROACH TRANSIT AT SOME POINT SHOULD BE A PART OF THE PROCESS BECAUSE I THINK IT WOULD BE DIFFICULT FOR YOU TO RATE PROJECTS AND THEN ASSIGN FUNDING.

YOU KNOW, EXPECT THERE TO BE COORDINATION WITH TRANSIT AND ITS FTA FUNDS IF TRANSIT WAS NEVER A PART OF THAT PROCESS.

SO I DO THINK THERE SHOULD BE A WAY THAT IN YOUR IN THE PROCESS AND THROUGH THE RANKING THAT YOU DO HAVE SOME CONVERSATIONS BACK WITH US AT BCT BECAUSE YOU MIGHT FIND OUT THAT THE PROJECT IS EITHER A NONSTARTER FOR SOME SORT OF REASON OR SOME SORT OF CRITICAL FLAW, SOMETHING LIKE THAT, YOU KNOW, OR WE MIGHT ALREADY HAVE OTHER PLANS THAT WE'RE PLANNING ON DOING THROUGH SURTAX. SO, YOU KNOW, I DO.

I WOULD ENCOURAGE THE MPO, YOU KNOW, TO BE ABLE TO INCORPORATE SOME DIRECT COMMUNICATION WITH US AS THE TRANSIT AGENCY WHEN PRIORITIZING THESE PROJECTS FOR FUNDING.

AND SO IN THE PAST, WE'VE COMPLETED ABOUT SEVEN MOBILITY OF MASTER PLANS CURRENTLY TO DATE. AND SO THE WAY WE'VE DONE IN THE PAST, WE ENVISION DOING IT IN THE FUTURE IS USING THE GPC, WHICH IS A THERE'S FOUR FIRMS THAT HAVE BEEN SELECTED AND PREVENTED AND QUALIFIED THAT THE MPO HAS ACCESS TO, AND IT'S A WAY TO QUICKLY GET SCOPES OF WORK AND TEST WORK ORDERS OUT THERE, AS OPPOSED TO DOING LENGTHIER ADVERTISEMENTS THAT HIT THE STREET AND CAN TAKE A MUCH LARGER TIME.

SO WE'VE ENVISIONED USING OUR GVC PROCESS.

AND SO EVERY AND MAYBE BILL, YOU KNOW, IS IT EVERY FOUR YEARS OR EVERY THREE YEARS IT'S UPDATED? YEAH, THE GPC, WE HAVE A LIBRARY.

IT'S FINE. WE YEAH, AND BASICALLY, YES.

AND SO WE HAVE A LIBRARY OF CONSULTANTS AND CURRENTLY THE CONSULTANTS THAT WE HAVE, THEY'RE REFRESHING THE GPC.

SO THE CURRENT CONSULTANTS, IT COULD BE A DIFFERENT GROUP.

BUT YES, WE WOULD ESSENTIALLY PUT THE TEST WORK ORDER TO THIS GROUP OF CONSULTANTS.

THERE BE A REVIEW PROCESS AND THEN ONE OF THOSE WOULD BE SELECTED.

BUT I'M SORRY, GO AHEAD.

JUST SAID THAT THE PROCESS ISN'T ENTIRELY, IT'S NOT LIKE THE MPO SORT OF TAKES OVER AND DOESN'T INVOLVE THE CITY OR THE APPLICANT.

WE WOULD EXPECT THE APPLICANT TO BE AT EVERY SINGLE MEETING WITH US, WITH THE CONSULTANT SORT OF HAND IN HAND.

VERY GOOD. BUT THE FUNDING FLOWS THROUGH THROUGH THE FTA FUNDING AND THE THE INVOICE SEEING FOR THAT WOULD COME THROUGH THIS OFFICE AS OPPOSED TO HAVING THE CITY PAY THE INVOICING AND SEEK REIMBURSEMENT.

I GUESS WHAT I WAS GOING TO WHISPER IN CHADWICK'S ARE THE JAMES CROMER, WHERE THE BROWARD AND WHAT IS GOING TO WHISPER IN EAR WAS THE CITY ALREADY HAS A CONSULTANT ON BOARD AND IS DOING THEIR OWN PLANS.

THEN YOU MAY BE IN THE POSITION TO APPLY FOR THE DESIGN AND CONSTRUCTION THAT TIES INTO WHAT CHADWICK WAS SAYING EARLIER ABOUT IF YOU HAVE THE EQUIVALENT.

SO I THINK WE CAN AVOID THAT COMPLICATION BY JUST WILL CONDUCT THE MASTER PLANS OR YOU CAN COME BACK WITH DESIGNS THAT ARE.

THE WORK THAT FDOT IS DOING WITH BROWARD COUNTY ON THE THE EASTERN SEABOARD CORRIDOR, THE TRANSIT RAIL CORRIDOR FOR THE FEC RAIL, FOR PASSENGER SERVICE.

SOME OF THAT WORKS ALREADY.

TO ME, THAT'S ALREADY BEING DONE.

IT'S SOME OF THE SAME STUFF.

SO THOSE STATION LOCATIONS CERTAINLY WOULD BE CONSIDERED FOR MOBILITY HUBS, I THINK, IN THE FUTURE. SO IS THAT SOMETHING THAT YOU KNOW WE WOULD MOVE FORWARD WITH AS A MUNICIPALITY OR IS THAT SOMETHING THAT WE WOULD WAIT AND SEE HOW THAT PROCESS MOVES ALONG? WELL, CURRENTLY WE HAVE THE EXISTING TRI RAIL STATIONS IN THERE.

OBVIOUSLY, WE KNOW THEY'RE NOT GOING ANYWHERE.

AND SO I THINK THERE'S STILL A LITTLE BIT OF SOME DECISIONS THAT NEED TO BE MADE OF WHERE EXACTLY THOSE STATIONS ARE GOING.

AND SO I THINK THAT, YOU KNOW, KNOWING WHAT STUDIES ARE GOING ON CURRENTLY WOULD CERTAINLY SUPPORT A PROPOSED MOBILITY HUB IN A LOCATION THAT'S NEAR A PROPOSED STATION.

I JUST COULDN'T TELL YOU ONE WAY OR ANOTHER, BECAUSE RIGHT NOW THE TOOL ISN'T PROGRAMED TO GIVE POINTS TO THEORETICAL.
