THE MAYOR VOTED IN THE AFFIRMATIVE.
THAT'S BECAUSE YOU'RE DRIVING UNDER THE BRIDGE.
OK. WHERE ARE WE? AND WE HAVE ITEM NUMBER AGENDA ITEM FIVE, WHICH IS A MOTION TO APPROVE THE FLORIDA
[5. MOTION TO APPROVE the Florida Department of Transportation (FDOT) District Four Draft Tentative Work Program for Fiscal Year (FY) 2023 - 2027 With Staff Recommendations]
DEPARTMENT OF TRANSPORTATION DISTRICT FOUR DRAFT TENTATIVE WORK PROGRAM FOR FISCAL YEAR 2023 THROUGH 2027 STAFF RECOMMENDATIONS.MR. GIES IS GOING TO INTRODUCE THE SECRETARY.
VICE MAYOR COLBOURNE, SECONDED BY MR. MARTIN DISCUSSION.
ANYBODY HAVE ANY COMMENTS OR DID YOU WANT TO GO AHEAD? THANK YOU, CHAIR. GOING TO NEED THE THANK YOU.
YES, SO PETER GIES, SYSTEMS PLANNING MANAGER FOR THE BROWARD METROPOLITAN PLANNING ORGANIZATION, I AM HERE.
I DO WANT TO INTRODUCE THE FDOT STAFF, BUT ALSO JUST GIVE YOU A QUICK BACKGROUND ON THIS ITEM. SO THE FLORIDA DEPARTMENT OF TRANSPORTATION DRAFT TENTATIVE WORK PROGRAM FOR FISCAL YEAR TWENTY THREE IS COMING BEFORE YOU TODAY FOR APPROVAL.
THIS DRAFT TENTATIVE WORK PROGRAM WAS DEVELOPED AS A RESULT OF THE MULTIMODAL PRIORITIES LIST THAT WAS APPROVED LAST YEAR.
SO WHAT WE ALWAYS DO IS PART OF OUR CYCLE IS WE APPROVE OUR PRIORITIES FROM THE MPOS PERSPECTIVE. WE THEN HAND THOSE OVER TO THE FLORIDA DEPARTMENT OF TRANSPORTATION.
THEY USE THAT THEN TO PROGRAM FUNDS AND DEVELOP THE DRAFT TENTATIVE WORK PROGRAM AND THE DRAFT TENTATIVE WORK PROGRAM FOR THIS YEAR WILL BECOME THE FOUNDATION FOR OUR FISCAL YEAR TWENTY THREE TRANSPORTATION IMPROVEMENT PROGRAM THAT YOU'RE GOING TO SEE AGAIN IN THE JUNE, JULY TIMEFRAME OF NEXT YEAR.
SO AGAIN, THIS IS REALLY THAT IN-BETWEEN STEP WHERE THE FLORIDA DEPARTMENT OF TRANSPORTATION HAS TAKEN IN OUR PRIORITIES.
THEY'VE TENTATIVELY PROGRAM THE FUNDING AND PROJECTS FOR THE UPCOMING YEAR, AND WE WILL INCORPORATE THOSE INTO THE TRANSPORTATION IMPROVEMENT PROGRAM.
SO I'M HAPPY TO TO INTRODUCE SECRETARY JERRY O'REILLY, WHO IS GOING TO GIVE YOU A SHORT OVERVIEW OF THE DRAFT TENTATIVE WORK PROGRAM.
SOME OF THE PROJECTS THAT ARE INCLUDED IN IT AND THE PROGRAMS AS WELL THAT DOT IS PRIORITIZING AND PURSUING, AND WE'RE WORKING WITH THEM IN CONJUNCTION AS WELL.
GOOD MORNING MR. SECRETARY, GOOD TO SEE YOU.
GOOD MORNING, GOOD TO SEE YOU ALL.
JERRY O'REILLY, DISTRICT SECRETARY, DISTRICT FOUR.
GLAD TO BE HERE TO GET A CHANCE TO PRESENT THIS WORK PROGRAM AND REALLY, IT'LL BE A TWO PERSON ACT MYSELF AND STEVE [INAUDIBLE].
STEVE [INAUDIBLE] WILL GET INTO MORE OF THE DETAILS OF THE PROGRAM.
I JUST WANTED TO GIVE YOU A BIG PICTURE OVERVIEW OF WHAT'S GOING ON IN THE STATE AND WHAT'S GOING ON IN DOT.
AND REALLY, I WANT TO TALK A LITTLE BIT ABOUT SAFETY.
SOME OF THE PROJECTS WE'VE COMPLETED OVER THE LAST YEAR.
AND THEN, STEVE, WE'LL GET INTO SOME OF THE DETAILS OF THE PROGRAM.
THE DEPARTMENT RECENTLY COMPLETED AN UPDATE ON THE STRATEGIC HIGHWAY SAFETY PLAN FOR FLORIDA. SO THIS ISN'T DOT'S PLAN, THIS IS THE PLAN FOR THE ENTIRE STATE.
WE HAD A PLAN GO IN WITH DATA FROM 2014 TO 2019 AND UPDATE THAT PLAN, AND I JUST WANTED TO GIVE YOU A HIGH LEVEL OVERVIEW OF THAT BECAUSE AT THE END OF THE DAY, OUR PRIMARY FOCUS IS SAFETY.
SO IT'S IMPORTANT THAT WE ALL KNOW WHAT'S GOING ON IN THIS PLAN.
SO WHY DO WE EVEN HAVE A PLAN? EIGHT PERCENT OR SORRY, EIGHT PEOPLE DIE EVERY DAY ON FLORIDA'S ROADS? SO THAT'S EIGHT PEOPLE THAT COULD BE OUR FAMILY, OUR FRIENDS, ANYBODY, AND THERE'S 49 SERIOUS INJURIES ON AVERAGE EVERY DAY.
SO IT'S IMPORTANT THAT WE HAVE A PLAN THAT A PLAN THAT WE WORK TOWARDS IMPLEMENTING TO DRIVE THAT DOWN TO ZERO BECAUSE ANY ONE LIFE LOST IS ONE TOO MANY.
SO. SO I JUST WANTED TO HIT THE PLAN.
BIG PICTURE. WE ALWAYS TALK ABOUT THE FOR EASE OF SAFETY.
SO YOU'VE GOT ENGINEERING, YOU'VE GOT ENFORCEMENT, YOU'VE GOT EDUCATION AND EMERGENCY RESPONSE, AND THAT'S TRADITIONALLY WHAT YOU HEAR AND THAT'S A BIG BASIS OF THIS PLAN.
SO INFORMATION INTELLIGENCE, WE HAVE SO MUCH DATA TRYING TO INTELLIGENTLY USE THAT DATA TO KNOW WHERE WE SHOULD RESPOND TO ISSUES FROM AN ENGINEERING PERSPECTIVE OR HOW WE SHOULD TARGET EDUCATION INNOVATION.
WE CAN'T KEEP ON DOING THINGS THE SAME WAY, OR WE'LL KEEP ON GETTING THE SAME RESULTS.
SO BE OPEN MINDED AND HOW WE ADOPT OUR POLICIES AND HOW WE ADDRESS SAFETY ISSUES.
AT THE END OF THE DAY, THE PEOPLE WHO ARE OUT ON THE ROADS ARE THE ONES WHO KNOW WHERE THE BIGGEST ISSUES ARE AND IMPACT THEM.
SO YOU'LL SEE MORE OUTREACH ON THAT FROM THAT PERSPECTIVE.
INVESTING OUR MONEY AND USING IT TO HELP IMPROVE SAFETY ISSUES, SO YOU'LL SEE CHANGES OVER THE YEAR, NEXT COUPLE OF YEARS AND HOW WE INVEST OUR FUNDS TO HELP SUPPORT SAFETY.
[00:10:03]
SEVERAL EMPHASIS AREAS IN THE SAFETY PLAN, AND THIS IS JUST A LOT OF DATA, BUT YOU KNOW, YOU CAN BREAK IT DOWN INTO ROADWAYS, ROAD USERS, USER BEHAVIOR USING THIS DATA TO IDENTIFY WHERE THE SERIOUS INJURIES ARE OR WHETHER FATALITIES ARE.SO YOU CAN THEN PUT YOUR FOCUS AREAS IN THOSE LOCATIONS.
THESE ARE THE SAME EMPHASIS AREAS.
IT DOESN'T CHANGE A LOT. SAME EMPHASIS AREAS AS THE LAST PLAN.
BUT ONE THING WE'LL ADD IN THIS PLAN IS EVOLVING EMPHASIS AREAS.
SO WHEN YOU DRIVE THROUGH A WORK ZONE, BOTH THE DRIVER IS POTENTIALLY AT RISK AND THE WORKERS IN THAT WORK ZONE.
SO THAT'S AN EMERGING AREA THAT WE'LL START FOCUSING ON AND TRACKING.
SAME THING WITH DROWSY AND ILL DRIVING.
ROADWAY TRANSIT. SO A LOT OF OUR FOCUS AND OUR PLAN TO DATE HAS BEEN CARS, TRUCKS, ROADS, BRIDGES. BUT THERE'S OTHER USERS ON THOSE ROADS.
SO TRANSIT USERS, WE NEED TO LOOK AT MICRO-MOBILITY ON HOW THEY INTERACT, PEDESTRIANS WITH WITH BICYCLES, BICYCLES WITH PEDESTRIANS, BICYCLES OR SCOOTERS, BICYCLES WITH ENGINES IN THEM NOW PRETTY MUCH, AND THEN CONNECTED AND AUTOMATED VEHICLES THAT WILL BECOME MORE AND MORE PREVALENT THAN A ROAD.
AND WHAT'S THE SAFETY MESSAGE AROUND THOSE? SO YOU'LL SEE THAT IN THE PLAN.
THESE ARE JUST THE STEPS IN IMPLEMENTING THE PLAN.
EVERYBODY HAS A ROLE IN THIS PLAN.
THE DOT. EACH INDIVIDUAL AND I JUST HIGHLIGHTED A COUPLE OF THEM HERE, LOCAL GOVERNMENT.
A LOT OF YOU SIT AND LOCAL GOVERNMENT BODIES.
SO I KNOW YOU'RE ADOPTING RULES AND POLICIES TO HELP IMPROVE SAFETY.
FDOT WE NEED TO CONTINUE OUR COMMITMENT TO IMPROVING SAFETY AND ALSO HOW WE ALLOCATE OUR RESOURCES. AND THEN AS ELECTED OFFICIALS, MAKING SURE SAFETY IS A HIGH LEVEL.
I THINK YOU ALL SITTING ON THIS BOARD HAVE THE SAFETY POLICIES IN PLACE AND ARE EVEN ENHANCING THOSE. SO YOU'RE DOING YOUR PART AS WELL.
OUR TARGET IS TO GET TO ZERO FATALITIES NOW.
ONE OF THE FIRST THINGS WE'VE DONE IN THE DEPARTMENT AND IN OUR DISTRICT IS TO HAVE A NEW SAFETY ADMINISTRATOR.
SO THEIR ROLE IS TO OVERSEE ALL THE OFFICES AND MAKE SURE THAT WE'RE COORDINATING.
A LOT OF TIMES A SAFETY OFFICE WILL HAVE A GOOD IDEA ABOUT SOMETHING TO IMPROVE, BUT THEY WON'T HAVE THE MONEY, THEN THE FINANCIAL OFFICE CAN'T GIVE THEM THE MONEY AND THEN THE DESIGN OFFICE WON'T PUT IT IN THEIR PLANS.
WE WANT TO CUT THROUGH THAT RED TAPE, SO TO SPEAK, INTERNAL BUREAUCRACY.
AND THAT'S WHAT KATIE [INAUDIBLE] WILL BE DOING.
I DON'T KNOW IF KATIE IS HERE TODAY.
KATIE'S HERE TODAY, SO KATIE IS IN THAT POSITION.
YOU'LL SEE HER AGAIN MAKING PRESENTATIONS TO YOU AND WORKING CLOSELY WITH YOUR STAFF.
YOUR [INAUDIBLE] IS ONE OF THE LEADING [INAUDIBLE], PROBABLY IN THE STATE AS FAR AS ADVANCING SAFETY INITIATIVES.
AND SO I EXPECT WE'LL BE WORKING VERY CLOSELY TOGETHER ON THESE.
I'VE GOT THIS DATA, IT'S NOT AS IMPRESSIVE AS IT LOOKS, BECAUSE THE LAST YEAR, WHICH IS THE CURRENT YEAR, IS ONLY DATA UP TO SEPTEMBER 9TH.
BUT YOU CAN SEE DURING THE PANDEMIC, CRASHES FELL LESS TRAFFIC ON THE ROAD.
WHEN YOU PROJECT THIS OUT FOR BROWARD COUNTY, IT'LL STILL BE DOWN ON THE PREVIOUS YEAR, WHICH IS GREAT. ANECDOTALLY, OUR OTHER DISTRICTS, ESPECIALLY THE RURAL AREAS, THINK NORTHERN FLORIDA.
THEY'RE SEEING, THEY THINK A POTENTIAL FOR ABOUT 30 PERCENT INCREASE IN FATALITIES THIS YEAR. AND A LOT OF IT LINKED TO SPEEDING AND LACK OF SEATBELT USAGE, WHICH IS A STRANGE ONE. YOU KNOW, WE THOUGHT WE HAD COME A LONG WAY WITH THAT, BUT WE DON'T HAVE FINAL NUMBERS, OBVIOUSLY, AND THEY'RE LOOKING AT THE NUMBERS TO DATE.
THEY'RE UP ON WHERE THEY THOUGHT THEY'D BE AND SHOULD BE BASED ON THEIR DATA.
WE'RE NOT SEEING THAT IN THE URBAN AREAS.
WE'RE NOT SEEING THAT HAPPEN DOWN HERE IN BROWARD OR PALM BEACH.
BUT I JUST WANTED TO BRING IT TO YOUR ATTENTION.
IT'S DEFINITELY HAPPENING IN OUR RURAL AREAS OF OUR COUNTY [INAUDIBLE] OF OUR STATE.
SO WE HAVE THE DATA HERE, YOUR STAFF IS ALL ON TOP OF THIS DATA, EXACTLY FOR BROWARD, WHERE THESE ARE, AND THAT'S SO I'LL ZIP THROUGH THESE.
BUT IN BROWARD COUNTY, THESE ARE TRENDING IN A GOOD DIRECTION, AND A LOT OF THAT IS FROM YOUR POLICIES AND YOUR POLICIES.
THEN BECOME PLANS AND PROJECTS AND YOU KNOW, YOU'VE IMPLEMENTED A LOT OF BIKE AND PEDESTRIAN IMPROVEMENTS.
AND IN THE PLAN, STEVE WILL PRESENT THERE'S ANOTHER $129 MILLION DEDICATED SOLELY TO BIKE PATHS, TRAILS, AND SIDEWALKS.
SO THAT WILL REALLY HELP IN THAT AREA.
OBVIOUSLY, SAFETY IS EVERYBODY'S RESPONSIBILITY.
I DID WANT TO SHOW YOU A FEW OF THE PROJECTS YOU KNOW YOU MEET HERE.
YOU'RE A PLANNING BODY AND SOMETIMES YOU CAN GET CAUGHT UP IN THE PLANNING, BUT THE RESULTS OF YOUR PLANNING IS PROJECTS THAT GET BUILT.
SO, THIS STRIDE UPDATE WAS AN EFFORT TO SAY WHAT MARKINGS CAN WE DO? SIGNS CAN WE DO TO TRY AND IMPROVE ACCIDENTS AT RAILROAD CROSSINGS, CRASHES AT RAILROAD CROSSINGS AND THOSE WHITE STRIPES ARE DOWN THERE.
THE IDEA IS DON'T PARK ON TOP OF THE HOUR, DON'T STOP YOUR VEHICLE, STOP THOSE STRIPES, BECAUSE IF YOU DO, WHEN A FREIGHT TRAIN GOES BY, IT COULD WELL HIT YOU.
I MEAN, IT SEEMS A PRETTY OBVIOUS MESSAGE, BUT DRIVE ON ON CYPRESS CREEK, WE ALL KNOW WHAT HAPPENED THERE MANY YEARS AGO.
[00:15:02]
THEY ARE ALL IN PLACE NOW AND WE'RE DOING IT AFTER STUDY ON THAT TO LOOK AT HOW EFFECTIVE THAT'S BEEN. WE DID IT BEFORE.I-95 EXPRESS JUST FINISHING THAT UP, YOU'LL SEE THE EXPRESS LANE STARTING TO GET TOLD IN THE NEXT COUPLE OF WEEKS IT'LL BE A 50 CENT TOLL.
SOUTH OF BROWARD TO COMMERCIAL, THIS PROJECT IS JUST DRAGGING ON AND ON, IT'S BEEN SLOW GOING. EXPECTED TO FINISH AT THE END OF NEXT YEAR AND THEN THE BIG INTERCHANGE PROJECT MAJOR JOB FOUR HUNDRED AND FIFTY MILLION DOLLARS, THAT'S NOT GOING TO FINISH UNTIL INTO 2025. AND THEN THESE ARE SOME PROJECTS THAT WERE COMPLETED, CITY OF SUNRISE, REALLY NICE PROJECT DONE IN CONJUNCTION WITH THE CITY, THEY PUT MONEY INTO IT.
AND A LOT OF COMPLETE STREET INITIATIVE PROJECTS HAVE GOT COMPLETED DURING THE YEAR IN VARIOUS CITIES, AND THEY'RE JUST A COUPLE OF PICTURES.
LIONS ROAD, I LIVE THIS DREAM, I DRIVE HOME LIONS ROAD, SO I BECOME AN INSPECTOR EVERY DAY ON THIS PROJECT.
IT'S GETTING THERE. AND THEN THIS IS A REALLY NICE PROJECT FOR PEOPLE IN THE WESTERN COMMUNITY. YOU KNOW, YOU COULD NEVER GET OFF OF I-75.
I THINK OF COMING ACROSS, THEY'RE COMING ACROSS ALLIGATOR ALLEY, HEADING EAST, AND YOU WANT TO GO SOUTH ON I-75, WHICH IS A FAIRLY LOGICAL MOVEMENT, WILL THAT RAMP NEVER EXISTED.
SO THAT RAMP IS NOW BUILT AND IT'S COMPLETED THAT WILL OPEN IN THE NEXT COUPLE OF WEEKS.
YEAH. AND I MEAN, YOU'D THINK YOU BUILD A RAMP, IT'S CONVENIENT FOR THOSE COUPLE OF PEOPLE. I DON'T REMEMBER THE EXACT NUMBER OF PEOPLE THAT WILL USE IT, BUT THEY ALL COME OUT OF THE OTHER INTERSECTIONS, SIGNALIZED INTERSECTIONS.
SO THEY'RE GOING TO BE A HUGE KNOCKOUT IMPROVEMENT FOR THE RESIDENTS IN THAT AREA.
SO THAT'S A REALLY GOOD PROJECT.
IT'LL WORK OUT WELL. AND THOSE APARTMENTS, I THINK THEY ARE DECIDING TO GET THE NOISE WALL ALONG THERE. SO THAT'S WORKED OUT WELL.
AND THEN WE'RE STILL DOING THE MOBILITY PROJECTS IN MIRAMAR HOLLYWOOD HELPED TO END UP EARLY IN THE NEW YEAR.
OBVIOUSLY OAKLAND PARK HAD THEIR SET OF PROJECTS, TOO, THAT WILL GO ON INTO FEBRUARY AS WELL. AND THEN WE'RE PARTICULARLY HAPPY WITH THESE PARK AND RIDE LOT IN MIRAMAR CITY WANTED THAT THERE WORKED WELL ON IT.
I WENT OUT TO VISIT THAT'S GOING TO BE REALLY GREAT FOR THE AREA WHEN IT GETS OPEN.
YOUR TIGER GRANT PROJECTS ARE GOING ON RIGHT NOW.
THAT WAS A CHALLENGING PROJECT TO PUT TOGETHER ALL THE DATA.
THERE WAS SO MANY DIFFERENT CITIES, BUT IT WAS GREAT THAT THAT GRANT WAS WON AND IS NOW OUT IN THE FIELD GETTING BUILT.
AND THEN THE TUNNEL. SO WHAT STARTED AS A MAINTENANCE PROJECT FOR THE DOT AND GETTING SOME LIFE SAFETY THINGS UP TO DATE ENDED UP BEING A BIG IMPROVEMENT FOR THE CITY.
AND THEY'RE CONTRIBUTING A LOT OF MONEY TO PUT A TOP OVER THE TOP OF THE TUNNEL THERE AND HAVE A PROMENADE PLAZA.
A LOT OF PUBLIC INPUT INTO THAT AND A LOT OF INTEREST.
SO THAT'S THAT'S GOING ALONG WELL.
A BIG ACHIEVEMENT BY THE CITY AND BY THE DOT TO GET THAT WORKING TOGETHER.
SO WE'RE REALLY HAPPY THAT'S SO WELL UNDERWAY.
SO THAT WAS A QUICK THOUSAND MILE A VIEW OF WHAT'S GOING ON.
BUT BUT STEVE WILL GIVE YOU A QUICK UPDATE ON WHAT'S IN THE WORK PROGRAM AND THEN AVAILABLE FOR ANY QUESTIONS YOU MAY HAVE.
THANK YOU, MR. SECRETARY. STEVE.
GOOD MORNING. THANK YOU, JERRY.
AS JERRY MENTIONED, I'M STEVE [INAUDIBLE], THE DIRECTOR OF TRANSPORTATION DEVELOPMENT FOR A DISTRICT FOUR. IT WAS GREAT SEEING THOSE PROJECTS UNDER CONSTRUCTION OR BEING BUILT.
WHAT I'M HERE TO PRESENT, RIGHT? WE ALSO USE THE TERM BUILDING THE WORK PROGRAM, SO WE BUILD THE WORK PROGRAM, AS PETER MENTIONED. REALLY, THE FOUNDATION OF THAT IS THE [INAUDIBLE], OR PREVIOUSLY KNOWN AS THE LONG RANGE TRANSPORTATION PLAN.
THE ANNUAL LIST OF PRIORITY PROJECTS THAT DOES COME TO THE DEPARTMENT.
WE WORK CLOSELY WITH MPO STAFF REALLY TO ONCE WE RECEIVE OUR ALLOCATION OF FUNDING FOR THE FIVE YEARS OF FISCAL YEAR TWENTY THREE TO FISCAL YEAR TWENTY SEVEN.
THAT'S WHAT I'M HERE TO PRESENT.
AGAIN, JUST IN BUILDING THAT WORK PROGRAM, I JUST WANT TO COMMEND THE DOT STAFF THAT'S BEEN INVOLVED. WE HAVE SOME OF THE REPRESENTATIVES HERE AND THEN ALSO THE MPO THAT'S REALLY HELPED US UNDERSTAND THOSE PRIORITIES AND WORK THROUGH ADVANCING SOME OF THOSE PROJECTS AS WELL. SO AGAIN, I'LL PRESENT REALLY A MIX OF PROJECTS SIMILAR TO THE PROJECTS JERRY JUST SHOWED IN THE FIVE YEARS AHEAD.
A TREMENDOUS MIX OF PROJECTS, MAJOR INFRASTRUCTURE IMPROVEMENTS, MAJOR PROJECTS, SAFETY PROJECTS AND, AS JERRY MENTIONED, BICYCLE PEDESTRIAN TYPE IMPROVEMENTS AS WELL.
WE ALSO HAVE ABOUT FOUR HUNDRED AND FIFTY LANE MILES OF A RESURFACING OF STATE ROADS IN BROWARD COUNTY PLANNED OF THE FIVE YEAR PLAN.
SO I THINK THAT'S IMPORTANT REALLY JUST TO UNDERSTAND JUST THAT MIX OF PROJECTS AND THE OPPORTUNITY REALLY ON RESURFACING PROJECTS REALLY JUST TO WORK WITH THE MUNICIPALITIES AS WE'RE SCOPING THOSE PROJECTS.
SO I MENTIONED THE FIVE YEAR WORK PROGRAM OF THE DRAFT CANADA THAT I'M PRESENTING STARTS
[00:20:02]
IN FISCAL YEAR TWENTY THREE.I DID WANT TO AT LEAST ACKNOWLEDGE A COUPLE OF PROJECTS HERE THAT AREN'T REFLECTED IN THE DRAFTING OF THE WORK PROGRAM BECAUSE WE'RE IN CURRENT YEAR OF FISCAL YEAR TWENTY TWO.
BUT THESE PROJECTS WERE ADVANCED INTO THE CURRENT YEAR.
ESSENTIALLY, THESE PROJECTS HAD THE DESIGN UNDERWAY.
WE WERE WORKING THROUGH THE DESIGN PROCESS AND RESOURCES BECAME AVAILABLE TO ADVANCE THESE PROJECTS. SO UNIVERSITY DRIVE PROJECT.
THAT'S THE WIDENING OF UNIVERSITY DRIVE REALLY TOWARDS THE SAWGRASS EXPRESSWAY AND THEN JUST SOUTH OF THAT, A BICYCLE AND SIDEWALK IMPROVEMENT PROJECT THAT WOULD TIE INTO THAT.
JERRY MENTIONED THE EMPHASIS ON SAFETY.
THIS PROJECT HERE CURVE COMPLIANCE ABOUT A MILLION DOLLARS ADDITIONAL IN FISCAL YEAR TWENTY TWO TO ADDRESS SAFETY AT CURVES WITH STRIPING AND ADDITIONAL SIGNING.
SO AGAIN, FOR THE DRIVING PUBLIC, THAT OPPORTUNITY JUST TO TO GET SOME OF THAT, THOSE SAFETY MEASURES IMPLEMENTED ACROSS MULTIPLE LOCATIONS.
YOU KNOW, SOUTHWEST TENTH STREET, SOUTHWEST 10TH STREET CONNECTOR, TREMENDOUS PROJECT AGAIN, COMMENDING THE NPOS ROLE GOING BACK REALLY TO INITIATE IN THIS PROJECT DEVELOPMENT ENVIRONMENT STUDY OVER THE LAST SEVERAL YEARS.
I THINK WE'VE HAD THE TEAM HERE, MYSELF INCLUDED SEVERAL TIMES PRESENTING THE STATUS OF THIS PROJECT. SO I'M HAPPY TO REALLY REPORT WE'VE RECEIVED THE WHAT WE CALL LOCATION DESIGN, CONCEPT ACCEPTANCE, THE APPROVAL OF THAT PROJECT DEVELOPMENT STUDY FOR BOTH THE INTERCHANGE AND THE SOUTH WEST 10TH STREET CONNECTOR.
AND WHAT YOU'RE SEEING THERE IS WHAT I'LL CALL KIND OF THE SOUTHWEST 10TH STREET PROGRAM, THREE PROJECTS FUNDED IN DIFFERENT FISCAL YEARS, STARTING WITH WHAT WE'RE CALLING A TMS&O AND A TRAFFIC SYSTEM MANAGEMENT AND OPERATIONS SMART WORK ZONE.
SO THIS IS THE PROJECT THAT'S SHOWN THERE BLUE.
I THINK REALLY JUST ON THE SURROUNDING NETWORK TO TO IMPLEMENT INFRASTRUCTURE, TO MANAGE TRAFFIC IN THAT ENTIRE SUB-REGION OF THE COUNTY.
IN ADVANCE OF THE CONSTRUCTION OF THE SOUTHWEST 10TH STREET INTERCHANGE AND CONNECTOR.
THIS WILL INCLUDE INTELLIGENT TRANSPORTATION SYSTEM TYPE DEVICES NOT ONLY TO MANAGE THE TRAFFIC IN THAT SUB AREA, BUT ALSO AS CONSTRUCTION PROGRESSES ON SOUTHWEST 10TH STREET.
THAT INFRASTRUCTURE WILL BE THERE TO HELP MAKE THAT A SAFER WORKS ON FOR THE PUBLIC AND FOR THE WORKERS OUT THERE.
THE NEXT PROJECT RIGHT? THE BIG TICKET ITEM THERE IS THE SOUTHWEST 10TH STREET INTERCHANGE.
IT'S ABOUT A $600 MILLION PROJECT PROGRAMED IN FISCAL YEAR TWENTY FOUR, AND THAT WOULD INCLUDE THE INTERCHANGE DIRECT CONNECTIONS TO THE GENERAL PURPOSE LANES ON I-95 AND TO THE EXPRESS LANES ON I-95.
AND THEN SUBSEQUENT TO THAT, THE SOUTHWEST 10TH STREET CONNECTOR PROJECT WOULD START IN FISCAL YEAR '25 $170 MILLION PROJECT.
AGAIN, WOULD TIE INTO THAT INTERCHANGE AND THE WAY WE'VE STAGGERED THESE PROJECTS AGAIN, THE ADVANCE WORK FOR THE SMART WORKS ON THE INTERCHANGE WITH LONGER CONSTRUCTION TIME ON THE INTERCHANGE. SO ULTIMATELY, WHEN THE CONNECTOR IS FINALIZED, THEY'LL BE THAT DIRECT CONNECTION FROM SAWGRASS EXPRESSWAY ALL THE WAY TO I-95, SEAMLESSLY REALLY TYING INTO THAT NEW INTERCHANGE. SO A TREMENDOUS PROJECT.
A LOT OF WORK HAS GONE INTO THAT AND REALLY GOING BACK EVEN, I THINK ALMOST TO THE DAY TWO YEARS AGO, WE PRESENTED THAT PROJECT HERE.
WE GOT FEEDBACK FROM THIS BOARD AND THE CITY OF DEERFIELD BEACH.
AND THEN SUBSEQUENT TO THAT, WE'VE WORKED CLOSELY WITH THE CITY REALLY TO GET A CONSENSUS ON THIS PROJECT THERE. SO VERY EXCITED TO BE LOOKING FORWARD TO DELIVERING THIS PROJECT.
SO THIS MORE, JUST THE TIMELINE OF SOME OF THOSE KEY DATES I MENTIONED.
AND AGAIN, THOSE OPPORTUNITIES WITH ADDITIONAL FUNDING PRESENTED THEMSELVES, AND AGAIN, WE WORK CLOSELY WITH NPR STAFF ON A SERIES OF PROJECTS HERE.
IN PROXIMITY TO STATEWIDE, SEVEN IN VARIOUS PARTS OF THE COUNTY WHERE THESE ARE LOCAL CONNECTIONS ON SIDE STREETS CONNECTING TO STATEWIDE SEVEN TO FACILITATE ACCESS TO STATEWIDE SEVEN FOR BICYCLISTS, PEDESTRIANS TRYING TO ACCESS TRANSIT AND OTHER NEEDS ON ON SITE AT SEVEN SO MULTIPLE MUNICIPALITIES THERE.
BUT THE GOOD NEWS, WE WERE ABLE TO ADVANCE THESE PROJECTS INTO FISCAL YEAR TWENTY FOUR IN THE PROGRAM.
SEGMENTS OF THIS IN LAUDERHILL, BROWARD, BROWARD COUNTY SEGMENTS ALSO MIRAMAR, PEMBROKE PINES, DAVIE AND HOLLYWOOD.
COUPLE OF OTHER PROJECTS JUST SHOW THE DIVERSITY OF THE PROGRAM, LANDSCAPE FUNDING FOR THE MOBILITY HUB REALLY OUTSIDE THE WINDOW HERE.
CYPRESS CREEK AND THEN ALSO A PROJECT THROUGH THE LOCAL AGENCY PROGRAM WITH THE CITY OF CORAL SPRINGS ROYAL PALM BOULEVARD PROJECT, ALSO ADDED THE DESIGN AND CONSTRUCTION FOR
[00:25:01]
THAT PROJECT INTO THE PROGRAM.YOU KNOW, I MENTIONED THE RESURFACING PROJECTS, BUT A BIG PART OF THE PROGRAM IS ALSO REALLY JUST PRESERVATION OF THE EXISTING INFRASTRUCTURE.
SO NOT ONLY RESURFACING THE PAVEMENT CONDITIONS, BUT LOOKING AT SOME OF THE BRIDGES.
WE HAVE A PROJECT HERE ON THE SUNRISE BOULEVARD BRIDGE AT THE INTERCOASTAL, REALLY JUST LOOKING AT THE SCOUR THERE AND MAKING SURE THE THAT BRIDGE CONTINUES TO FUNCTION WELL INTO THE FUTURE AND THEN ADJACENT TO THAT RESURFACING PROJECT ADVANCED INTO FISCAL YEAR TWENTY FOUR. SO AGAIN, THOSE ARE REALLY JUST A COUPLE OF PROJECTS AGAIN, JUST SHOWING THE MIX OF PROJECTS.
YOUR PACKAGE INCLUDES A VERY DETAILED LIST OF ALL THE PROJECTS AS WELL AS SOME MAPS.
SO JUST QUICKLY GOING THROUGH THESE, YOU SEE KIND OF TOP CORNER THERE, THE SOUTHWEST STREET 10TH CONNECTOR.
THE VARIOUS RESURFACING PROJECTS SHOWING SCATTERED ACROSS THE COUNTY, AN EXCITING PROJECT WHICH I THINK WE'LL HAVE A LOT OF DOT INSPECTORS OF THIS ONE TOO LONG COMMERCIAL BOULEVARD. BUT THAT PROJECT HAS A DASHED LINE THERE THAT THAT'S INDICATING THAT THAT PROJECT ALSO INCLUDES ITS INFRASTRUCTURE REALLY JUST TO HELP MANAGE MOBILITY ON THAT COMMERCIAL BOULEVARD PROJECT.
SO AGAIN, FINDING THOSE OPPORTUNITIES TO USE TECHNOLOGY, TIE THAT INTO AN EXISTING PROJECT AND WORK THROUGH THAT.
YOU'RE ALSO SEEING A LOT OF PROJECTS.
AGAIN, GREAT PROGRAM THROUGH THE MPO, THE COMPLETE STREETS LOCAL INITIATIVE PROGRAM OFFICE SYSTEM PROJECTS, YOU KNOW, JUST TO IMPROVE SAFETY AND ENHANCE MOBILITY ON SOME OF THOSE LOCAL STREETS THROUGH THAT [INAUDIBLE] PROGRAM AS YOU PRIORITIZE THOSE PROJECTS.
AGAIN, JUST AGAIN, DIVERSITY OF THE DIFFERENT COLORS HERE, SHOWING SOME KEY PROJECTS.
SUNRISE BOULEVARD INTERCHANGE THE CLUSTERS OF BLUE KIND OF TOWARDS THE BOTTOM AND THEN ALSO AT THE TOP ARE ALONGSIDE TRIED SAVING THOSE THOSE LOCAL NETWORK CONNECTIONS TO STATE SEVEN AND THOSE DIFFERENT MUNICIPALITIES I MENTIONED EARLIER.
AND THEN YOU'RE ALSO SEEING A DASH LINE.
AT AROUND THE AIRPORT, WE WERE WORKING CLOSELY WITH BROWARD COUNTY ON THEIR PEOPLE MOVER AT THE AIRPORT. SO AGAIN, NOT ONLY THE HIGHWAY PROJECTS, THE TRANSIT PROJECTS WORKING WITH THE SEAPORT, YOU KNOW, PORT EVERGLADES AND THE AIRPORT ON PROJECTS AS WELL REFLECTED IN THE PROGRAM. AND THEN FINALLY, JUST THE WEST PART OF THE COUNTY FOLLOW UP IMPROVEMENTS.
YOU KNOW, JERRY HAD MENTIONED THAT SLIP PRINT FROM STATEWIDE 84 TO SOUTHBOUND I-75, THERE'S A PROPOSED INTERCHANGE, MINOR IMPROVEMENTS AT THE ROLL PUMP INTERCHANGE.
YOU KNOW, JUST ENHANCE IMPROVING THOSE TURN LANES.
WE'RE CONTINUING THE I-75 PINES BOULEVARD INTERCHANGE PROJECT THAT'S CURRENTLY UNDER DESIGN, AND WE'RE LOOKING TO FUND THE UTILITIES AND RIDE AWAY PHASES FOR THAT PROJECT IN THIS PLAN. AND I MENTIONED REALLY JUST SETTING THE STAGE FOR FUTURE PROJECTS.
WE HAVE A COUPLE OF PROJECT DEVELOPMENT ENVIRONMENT STUDIES IN THE PROGRAM AS WELL.
AFTER PLANNING TO START LOOKING AT THOSE PROJECTS, FOR EXAMPLE, THE PINES AND UNIVERSITY INTERSECTION AND THE PINES AND FLAMINGO INTERSECTION AS WELL.
SO WITH THAT AGAIN, I APPRECIATE THE OPPORTUNITY TO PRESENT THIS TO YOU TODAY AND ALSO THE OPPORTUNITY TO WORK WITH MPO STAFF REALLY ON THESE PROJECTS JUST TO DEVELOP THIS PROGRAM. GREAT JOB, STEVE.
ANY QUESTIONS FOR STEVE OR THE SECRETARY? MR. CHAIR, I WANT TO GIVE YOU A QUICK UPDATE.
SINCE WE TOOK ROLL CALL, WE HAVE BOARD MEMBER PLACKO GO FROM TAMARAC, BOARD MEMBER PAUL FROM [INAUDIBLE] BOARD, MEMBER [INAUDIBLE] FROM DANIA BEACH AND BOARD MEMBER WELCH FROM COCONUT CREEK AND BOARD MEMBER WELCH WOULD LIKE TO BE RECOGNIZED FOR A QUESTION WHEN YOU SEE FIT. OK.
OK. GOOD MORNING, AND THANK YOU, JERRY, THANK YOU FOR BEING HERE THIS MORNING.
AND FIRST OF ALL, THANK YOU FOR THE TREMENDOUS COMMITMENT THAT YOU'RE GIVING TO OUR COMMUNITIES BECAUSE WE ARE GROWING FASTER THAN WE THOUGHT WE WOULD HAVE TO BE DEALING WITH TRYING TO ACCOMMODATE THE MIGRATION OF POPULATION TO OUR COMMUNITIES.
AND I'M GLAD TO SEE THAT THE STATE UNDERSTANDS THIS AND IS MOVING FORWARD AGGRESSIVELY IN TRYING TO IMPROVE OUR TRANSPORTATION SYSTEMS. JUST A COUPLE OF SIMPLE THINGS, THOUGH.
YOU KNOW, IN TERMS OF OF BICYCLE SAFETY, I NOTICED THAT TRAVELING THROUGH MY OWN CITY
[00:30:05]
WHEN THE BIKE PATH IS PAINTED GREEN, THE VEHICLES AND BUSSES ESPECIALLY RESPECT THE BIKE PATH BECAUSE THEY SEE IT AS A DEMARCATION WHERE THEY HAVE TO STAY IN THEIR TRAVEL LANE AS THEY'RE GOING DOWN A ROAD WHEN THAT BIKE PATH IS NOT PAINTED GREEN THESE BUSSES AND CARS SWERVE IN AND OUT AS IF AS IF THAT THAT LINE DID NOT EXIST.SO IN YOUR FUTURE, COMPLETE STREET DESIGN AND PRICE, AND WHEN YOU PRICE OUT THESE PROJECTS, PLEASE CONSIDER ALWAYS ADDING THE COST OF PAINTING THE BIKE LANE SO THAT SO THAT WE CAN RESPECT THE SAFETY AND THE DIGNITY OF THAT, THAT ZONE WHERE WE WANT BICYCLES TO GO. BECAUSE HONESTLY, IT'S I STILL FIND IT DIFFICULT TO TAKE MY BIKE AND PLACES BECAUSE I'M AFRAID OF WHERE CARS AND BUSSES ARE GOING TO JUST PLOW RIGHT INTO ME.
ALL RIGHT. AND IN TERMS OF PEDESTRIAN SAFETY AND BICYCLE SAFETY, I THINK THAT WOULD GO A LONG WAY. THE SECOND THING IS TRYING TO DEAL WITH HUMAN BEHAVIOR IS A CONSTANT CHALLENGE.
AND I SEE, FOR EXAMPLE, AT MY INTERSECTION OF SUNRISE BOULEVARD AND 15TH AVENUE, A PERSON COULD BE 20 FEET FROM THE INTERSECTION AND THEY'LL STILL CROSS IN THE MID BLOCK.
OK. AND THAT PARTICULAR INTERSECTION IS SO CRAZY BUSY.
I WOULD ALSO ASK THAT YOU CONSIDER WHAT I'VE SEEN IN OTHER MUNICIPALITIES IS CREATING A FENCE ALONG THAT ALONG THE SIDEWALK SO THAT A PERSON CAN'T CROSS MID BLOCK AND TO CREATE FENCING SO THAT A PERSON HAS TO GO TO THE CROSSWALK AND HAS TO RESPECT THE CROSS CROSSWALK SIGNS RATHER THAN JUST PLOWING THROUGH, YOU KNOW, THE ALL FOUR LANES, SOMETIMES FIVE LANES WITH WITH THE TURNING LANE IN THE MIDDLE.
YOU GUYS DID A GREAT JOB IN WILTON MANORS.
I HAVE TO TELL YOU, MY OFFICE IS THERE.
COMMISSIONER CAPUTO REPRESENTS THAT AREA AND JUST THAT CREATING THAT NARROWING OF THE STREET AND THE ISLAND IN THE MIDDLE, IT'S MUCH SAFER EVEN FOR EVEN FOR JAYWALKERS.
BUT THE POINT IS THAT THAT, YOU KNOW, IT GIVES YOU A SENSE OF SAFETY THAT YOU DON'T HAVE TO TRAVERSE THE WIDE PATH.
BUT BUT WHERE WE DON'T HAVE THAT SITUATION, ESPECIALLY IN THE INTERSECTION WHERE I JUST SPOKE, IT WOULD PLEASE CONSIDER COMING TRYING TO INSTALL A FENCING SYSTEM AT THOSE INTERSECTIONS SO IT PREVENTS PEOPLE FROM WALKING ACROSS MID BLOCK.
COMMISSIONER JENSEN. YOU SHOULD BE.
I WANTED TO ASK YOU ABOUT THE TENTH STREET CONNECTOR.
I NOTICED A LOT OF GREEN AROUND HILLSBOROUGH BOULEVARD.
IS THAT WHOLE INTERSECTION GOING TO BE REDONE ALSO AS PART OF THE 10TH STREET? YEAH, SO EXCELLENT OBSERVATION.
I APOLOGIZE FOR NOT MENTIONING THAT.
SO THE THE INTERCHANGE PROJECT THAT I MENTIONED IS THE SOUTHWEST 10TH STREET I-95 INTERCHANGE, BUT IT DOES INCLUDE REALLY IMPROVEMENTS ALL THE WAY TO HILLSBOROUGH TO THE NORTH, INCLUDING MODIFICATIONS AT THE HILLSBOROUGH INTERCHANGE.
I'M FROM THE CITY OF LAUDERDALE LAKES, THE INTERSECTION OF OAKLAND PARK AND 441, I THINK IS THE MOST DANGEROUS IN BROWARD COUNTY.
I KNOW FOR A FACT, WITHIN THE LAST WEEK AND A HALF, I'VE SEEN SIX ACCIDENTS BETWEEN 24TH STREET AND OAKLAND PARK BOULEVARD.
NOW WE HAD A PROJECT THAT WAS DONE ON 31ST AVENUE TO PUT IN THE BIKE LANES WHERE YOU ALL REDUCE THE ROADWAY AND TOOK OUT SOME OF THE MEDIAN.
WELL, WHAT HAS HAPPENED NOW? I'M A GARDENER, SO I'M I HAVE A COMMUNITY GARDEN RIGHT THERE AT THE 40TH STREET AND 31ST AVENUE. AND WHAT'S HAPPENING IS INSTEAD OF PEOPLE GOING RIGHT TO TWO, THREE CAR LENGTHS TO GET INTO THE LEFT WHERE THEY CAN MAKE A LEFT LANE AND MAKE A U-TURN, THEY'RE ACTUALLY STOPPING MIDSTREAM.
AND WE HEAR, BAM, BAM, YOU KNOW, ALMOST ALL THESE ACCIDENTS, THIS THERE.
AS A MATTER OF FACT, I WAS PENNING A LETTER TO MY [INAUDIBLE], OUR PUBLIC WORKS DIRECTOR, THIS MORNING DEALING WITH THAT.
YOU KNOW, SO YOU KNOW, IT'S HARD TRYING TO KEEP PEOPLE ALIVE ON 441.
WE HAD A NEW BUS BENCH PUT IN ON LAST FRIDAY.
SOMEONE ALMOST HIT THE BUS BENCH.
ON TUESDAY, THEY DESTROYED THE BUS BENCH AND IT WAS OUR LAST ONE THAT WAS BEING PUT IN.
SO I DO UNDERSTAND, YOU KNOW, IT'S HARD TRYING TO KEEP PEOPLE ALIVE WHEN THEY DON'T WANT TO. THANK YOU.
[INAUDIBLE]. THAT'S TRUE, IT IS TRUE.
IS IT POSSIBLE TO GO BACK THREE SLIDES?
[00:35:02]
I'LL GIVE AN ATTEMPT HERE. YEAH.THAT'S THE ONE I WANTED. SO THE BLUE LINES, THE LIGHT BLUE LINES ARE THE BIKE AND SAFETY.
JUST PRIOR TO AND DURING MY INITIAL BEING ON MPO, THEY WERE PUSHING FOR THE BICYCLE LANES, BUT IN LOOKING AT THESE BLUE LINES, I STILL SEE MAJOR DISCONNECTS.
IS THERE A THOUGHT GOING INTO EVENTUALLY CONNECTING THESE AT SOME POINT A LITTLE BETTER BECAUSE. THERE ARE JUST LINES.
YOU KNOW WHAT I'M SAYING? SO I UNDERSTAND.
SO A LOT OF THESE AND ARE SCATTERED THROUGHOUT THE COUNTY ON THIS PLAN.
MOST OF THOSE BLUE LINES YOU'RE SEEING, AS YOU MENTIONED, ARE BIKE LANE OR SIDEWALK IMPROVEMENTS PROMPTED BY THE MUNICIPALITIES THROUGH THE MOP COMPLETE STREETS LOCAL INITIATIVE PROGRAM. I BELIEVE IN SOME CASES THESE WERE EITHER GAPS IN SIDEWALK OR MISSING BIKE LANES. SO I'D HAVE TO MAYBE FOLLOW UP WITH YOU JUST TO SEE A SPECIFIC LOCATION.
GO AHEAD. GOOD MORNING, JAMES [INAUDIBLE] WITH THE BROWARD MPO.
I'M DEPUTY EXECUTIVE EXECUTIVE DIRECTOR FOR THE MOBILITY INITIATIVES TEAM, WHICH INCLUDES OUR COMPLETE STREETS TEAM.
SO ONE OF THE THINGS I THINK THAT STEVE IS INDICATING WITH THIS MAP IS THE PROJECTS THAT ARE CURRENTLY GOING TO GO FORWARD.
THIS DOES NOT INDICATE, THOUGH, THE EXTENT OF THE NETWORK OF WHAT WE ALREADY HAVE IN PLACE AND THEN WHAT IS PLANNED AS PART OF THE COMPLETE STREETS MASTER PLAN ITSELF.
AND SO THAT'S PART OF THE CONVERSATION THAT WE CAN HAVE TO.
I THINK NEXT MONTH WE'LL HAVE A PRESENTATION ON THE OVERALL MOBILITY.
YEAH, BECAUSE I THINK THAT WOULD BE GOOD TO SEE, YOU KNOW, COUNTY WIDE, WHAT IS OUT THERE FOR BICYCLISTS AND WALKERS OR WHATEVER THE CASE? YEAH, THIS THIS MAP GIVES YOU THE SNAPSHOT OF A CERTAIN FIVE YEAR PERIOD, BUT IT DOESN'T INCLUDE EVERYTHING THAT'S HAPPENED BEFORE AND THEN THE PLANS TO MAKE CONNECTIONS IN THE FUTURE. SO WE'LL BE SURE TO HIGHLIGHT THAT NEXT.
ONE OF THE THINGS THAT YOU DISCUSS TODAY WAS THE OTHER DAY ON TAFF STREET PEMBROKE PINES.
I GOT CAUGHT IN BETWEEN 100 BIKERS.
THEY WENT IN FRONT OF ME AND WENT BEHIND ME AND TO MY LEFT.
I MEAN, WE HAVE A BIKE LANE, BUT THEY WERE IN TWO LANES.
WE HAVE TO EDUCATE OUR BIKERS BETTER.
MR. CARN. THANK YOU, MR. CHAIR. I WANTED TO ASK A QUESTION ABOUT AGAIN, BACK TO SAFETY.
IS THERE A FLUKE FACTOR WHEN WE ARE TALKING ABOUT BUILDING AN ALGORITHM OR PLAN TO REDUCE CRASHES ON HIGHWAYS? YOU KNOW, THE WORD IS ACCIDENT.
SO WE'RE TARGETING TO GET TO ZERO PERCENT.
AND I'VE SAID THIS BEFORE, I DON'T THINK THAT'S EVER GOING TO HAPPEN.
I WOULD LOVE FOR US TO BE 99.999.
BUT HOW DO YOU FACTOR IN FLUKES? SO I'M NOT AWARE OF AN ACTUAL FLUKE FACTOR THAT GOES INTO THE CRITERIA, BUT.
AND I BELIEVE IT'S TALKING ABOUT THIS BEFORE IN THE SENSE OF WHAT YOU'RE SEEING REALLY IS BASED ON ON DATA, RIGHT? CRASH DATA BUT IN SOME CASES, AS JAMES ALLUDED TO, THERE'S A VISIONING PROCESS THAT SAYS, OK, HERE'S THE COMPLETE STREETS NETWORK.
LET'S PLAN THAT NETWORK, BUT WORK WITH THE MPO THE DEPARTMENT SAY, OK, HERE HERE'S A GAP IN A SIDEWALK, OR HERE'S A GAP IN A BIKE LANE.
AND IT'S NOT NECESSARILY A SAFETY PROJECT PER SAY IN THE SENSE THAT WE WAITED FOR A CRASH TO HAPPEN AND THEN PROGRAM A PROJECT.
I THINK A LOT OF THESE PROJECTS ARE PROACTIVELY LOOKING AT THE NETWORK, LOOKING AT THE CONNECTIVITY AND ADDRESSING THAT.
I THINK A LOT OF TIMES THE TERM SAFETY MAYBE COMES UP WHEN GOD FORBID THERE IS A FATALITY AND SAYS, OK, WHAT PROJECT ARE WE DOING HERE? RIGHT? BUT IN OTHER CASES, I THINK IT'S IMPORTANT THROUGH THE MASTER PLAN, THROUGH OTHER PROCESSES TO SAY, WHAT ARE SOME OF THOSE CONNECTIVITY NEEDS AND THE CRASH DATA, FOR SURE.
YEAH, I THINK THAT'S A BIG PART OF IT.
WHAT YOU DO. AND I THINK A LOT OF THE OTHER POINTS IN JERRY'S PRESENTATION, YOU KNOW, KATIE, I THINK SHE'S [INAUDIBLE] BEHIND ME.
HEARING ALL OF THIS, THESE ARE A LOT OF THE CONVERSATIONS WE'RE HAVING AND SOME ARE GOING BACK TO MY TRANTALIS POINT.
THE STANDARDS REALLY THE CRITERIA THAT WE DESIGNED TO ARE EVOLVING AND CONTINUES TO EVOLVE, RIGHT? SO I THINK THAT'S A PROACTIVE MEASURE AS WELL.
OK, IN MY LAST ONE, YOU USED A TERM THAT I COULD HAVE GOOGLED, BUT I WOULD NOT HAVE BEEN ABLE TO SAY WHAT I WANT TO SAY.
SCOUR ON A BRIDGE, I'M ASSUMING IT'S DIFFERENT THAN WHAT MAYOR ORTIS WIFE MAKES HIM DO WHEN HE POTS.
SO COULD YOU TELL ME WHAT A SCOUR ON.
[00:40:02]
CAN I HAVE THE NEXT PERSON SPEAK, PLEASE? COULD YOU TELL ME WHAT TO SCOUR ON THE BRIDGES? OH, AGAIN, I THINK IN THE SPIRIT OF BEING PROACTIVE, MAYBE THAT WILL BE MY THEME HERE.SO WE CONDUCT THE INSPECTIONS OF ALL THE BRIDGES RIGHT ABOVE THE SURFACE, RIGHT, THE ACTUAL BRIDGE STRUCTURE AND THE INTEGRITY OF THE BRIDGE.
AND THEN ALSO, YOU KNOW, BELOW THE WATER SURFACE, THE PIERS THAT HOLD UP THE BRIDGE, THE SURROUNDING.
PILINGS OR. YEAH, THE PILINGS AND SO FORTH.
AND THAT ANNUAL INSPECTION REALLY LEADS US TO SAY, OK, HERE, HERE'S SOMETHING IN THIS PARTICULAR CASE. SCOUR RIGHT WHERE THE CURRENTS, YOU KNOW, THROUGH THE INTRACOASTAL OR PERHAPS ERODING SOME OF THAT SOIL ON THE BOTTOM OF THE INTRACOASTAL.
AND IT'S IMPORTANT FOR US TO COME IN THERE AND REHABILITATE THAT RIGHT? SAY OK TO PREVENT LONG TERM IMPACTS TO THE ACTUAL STRUCTURE.
THERE'S THINGS WE COULD DO TO MITIGATE THAT.
OK, THANK YOU. HEY, [INAUDIBLE].
THANK YOU, CHAIR. I JUST WANT TO SAY THANK YOU TO SECRETARY O'REILLY AND MR. BRAUN FOR ALL THE WORK AND DEDICATION THAT YOU'RE DOING FOR OUR COMMUNITIES BECAUSE AS EVERYBODY KNOWS, I'M A PILOT.
I DRIVE FROM WEST BROWARD TO MIAMI ABOUT THREE OR FOUR TIMES A WEEK, AND IN 2020 AND THE BEGINNING OF 2021 ALONG I-75, THERE WERE THE AMOUNT OF VEHICLES ON THE ROAD OBVIOUSLY WERE INCREDIBLY DECREASED.
AND I WOULD ALWAYS SAY, I WONDER IF THIS TRAFFIC'S EVER GOING TO COME BACK BECAUSE OF I-75 AND THE EXPRESS LANE PROJECT THAT WAS JUST OPENED A COUPLE OF YEARS PRIOR.
I WILL TELL YOU NOW THAT THE TRAFFIC IS BACK TO ALMOST 90 PERCENT OF IT SEEMS LIKE ROAD CAPACITY ON I-75.
AND I WANT TO EMPHASIZE WHAT MAYOR TRANTALIS SAID ABOUT THE AMOUNT OF PEOPLE AND THE AMOUNT OF MIGRATION THAT IS BESIDES THE PEOPLE WHO ARE NOW GOING BACK INTO THE OFFICE.
IT'S INCREDIBLE. SO THE AMOUNT OF NECESSARY WORK THAT FDOT IS DOING DOWN HERE FOR ALL THE TRI COUNTY AREA AND THE MPO STAFF IS EXTREMELY IMPORTANT.
AND I'LL TELL A QUICK SIDE STORY.
THERE WERE THREE FATALITIES UP IN GAINESVILLE, RIGHT ALONG THE PERIMETER OF THE UNIVERSITY OF FLORIDA, AND THERE WERE MANY RESIDENTS FROM PARENTS IN WESTON WHO HAD CHILDREN OUT THERE. AND THEY REACHED OUT TO ME AND SAID, BYRON, DO YOU KNOW ANYBODY AT FDOT? BECAUSE THE ROAD WHERE THE ACCIDENTS OCCURRED WERE ON A STATE ROAD RIGHT ON THE PERIMETER OF UNIVERSITY OF FLORIDA? AND I SAID, YES, I DO.
AND BECAUSE OF THE WORK AND THE REACHING OUT FROM STEVE AND DISTRICT FOUR TO DISTRICT TWO, WHEN THE CHIEF OPERATING OFFICER OF THE UNIVERSITY OF FLORIDA IS CALLING DOWN TO WEST AND SAYING, BYRON, CAN YOU HELP US OUT HERE? THAT MEANS THE REPUTATION OF WHAT FDOT DISTRICT FOUR IS NOT JUST IN THE TRI COUNTY AREA, WHICH IS STATEWIDE, AND BECAUSE OF THOSE CONNECTIONS AND THEIR REPUTATION, FDOT UP IN GAINESVILLE WAS ABLE TO ADD TRAFFIC CALMING DEVICES AND LOWER THE SPEED LIMIT ALONG THAT STATE ROAD VERY, VERY QUICKLY, WHICH WAS INCREDIBLE.
AND I WANT TO THANK STEVE AND SECRETARY O'REILLY, AS WELL AS EVERYBODY HERE AT THE MPO.
FOR US, SETTING THE BAR VERY HIGH, HELPING EVERYBODY, NOT JUST DOWN HERE BUT IN THE STATE OF FLORIDA. THANK YOU.
THANK YOU, COMMISSIONER MARTIN.
THANK YOU, CHAIR. AND GOOD MORNING, EVERYONE.
STILL IS ONE OF THE NEWBIES TO THERE'S SOME LEARNING ON THE FLY HERE, EVEN AFTER BEING ON THE BOARD FOR A YEAR.
MY CONCERN AS A REPRESENTATIVE FROM THE CITY OF LAUDERHILL AND I'VE EXPRESSED THIS TO THE MPO AND THROUGH THE CITY ITSELF.
LAUDERHILL SEEMS TO BE LEFT OUT IN A LOT OF THESE CONNECTIVITY STUDIES AND PROJECTIONS.
AND AS I LOOK AT THE MAPS, A LOT OF THE COLORS JUST STOP AT OUR BORDERS.
BE MOST OF THAT BECAUSE OF OUR FAILED IN THE PAST TO STEP UP TO THE PLATE AND DO WHAT WE NEED TO DO OR WHATEVER.
SO I'M ASKING THIS PUBLICLY AT WHATEVER CONTEXT I NEED TO MAKE FROM THIS ROOM FROM FDOT, SOME WE'VE ALREADY INITIATED IN THE CITY WITH SOME MEETINGS.
BUT I JUST WANT TO MAKE SURE THAT LAUDERHILL AT THE TABLE AND WE'RE INCLUDED GOING FORWARD AND WE'LL DO WHATEVER NEEDS TO HAPPEN.
SO I'LL ASK SOMEONE FROM THE FACILITY IF I CAN GET A CONTACT NUMBER SO WE CAN FOLLOW UP POST MEETING JUST TO FIND OUT WHERE THE DISCONNECT IS FROM OUR END AND WHAT WE NEED TO DO TO MAKE THAT MOVE FORWARD.
[00:45:01]
AND SINCE WE'RE ARTICULATING AREAS OF CONCERN, THE AREA OF 31ST AVENUE AND I KNOW MIAMI LAKES, FORT LAUDERDALE AND PROBABLY BROWARD COUNTY CONCUR.THIRTY FIRST AVENUE AND 19TH STREET BORDERS THREE, IF NOT FOUR, OF THE AREAS I JUST MENTIONED.
LAUDERDALE LAKES ON THE NORTHWEST LAUDERHILL ON THE SOUTHWEST.
FORT LAUDERDALE, I THINK, IS ON THE NORTH OR SOUTHEAST.
AND IT MAY BE UNINCORPORATED BROWARD AND ONE OF THOSE OTHERS.
THAT STOPLIGHT RIGHT THERE IS PROBABLY ONE OF THE MOST UNDER, THEY MIGHT AS WELL JUST BE A STOP SIGN BECAUSE PEOPLE, THEY GO AROUND TRAFFIC, THEY IT'S ONE OF THOSE AREAS WHERE THERE'S NO TURN SIGNAL THAT TURNS OFF WHEN IT'S NOT YOUR TURN TO TURN.
SO EVERYBODY'S ON YELLOW TRYING TO WAIT THEIR TURN TO RUSH THE LIGHT.
AND WE GET CRASHES THERE ALL THE TIME.
PEOPLE RUN INTO THE APARTMENT COMPLEX, THEY'RE RUNNING INTO THE GRAVEYARD.
AND I KNOW ONE OF MY PUSH GOING FORWARD IS TRY TO GET COLLABORATIONS BETWEEN CITIES THAT MY STUDY WON'T PROBABLY DICTATE ENOUGH ACTION.
BUT IF US LAUDERDALE LAKES, FORT LAUDERDALE, BROWARD COUNTY, IF THEY'RE INVOLVED WITH COLLABORATE ON SOMETHING LIKE THAT, I'M SURE THERE'S ENOUGH ACCIDENTS ON EACH INDIVIDUAL CORNER TO MAKE IT SUBSTANTIVE ENOUGH TO HAVE SOMETHING DONE ABOUT THAT.
SO. BUT I DO WANT TO GET A CONTACT BEFORE WE LEAVE.
THANK YOU. I'LL LEAVE YOU MY CONTACT INFORMATION AND THEN WE CAN AT LEAST GO THROUGH PROJECTS THAT WE DO HAVE PROGRAMED IN LAUDERHILL AND MAYBE SOME THAT WE'RE IN THE PIPELINE. THANK YOU.
HI, THANK YOU. I WAS WONDERING, DO WE HAVE ANY USAGE METRICS ON LIKE THE COMPLETE STREETS AND SIDEWALKS BEFORE AND AFTER THEY'VE BEEN IMPLEMENTED? AND EVEN MORE SPECIFICALLY, YOU KNOW, DOWNTOWN AREAS VERSUS MORE HIGHLY USED CAR LIKE POWER LINE ANDREWS TYPE ROADS THAT WHERE THEY'VE BEEN IMPLEMENTED, JUST LIKE ACCOUNT TO SEE WHERE IMPLEMENTING COMPLETE STREETS AND STUFF LIKE THAT IS MOST EFFECTIVE, I GUESS.
SO WE WOULDN'T TYPICALLY DO ACROSS THE BOARD BEFORE AFTER STUDIES, BUT IN SOME CASES IF WHAT I'LL CALL A PILOT PROJECT BROUGHT SOMETHING NEW, WE WOULD IMPLEMENT SOMETHING, EVALUATE IT AND CHECK ON THOSE METRICS AS FAR AS THE SPECIFIC LOCATION.
BUT I THINK GENERALLY AND I THINK A LOT OF THIS MAY FEED INTO THE PRESENTATION JAMES ALLUDED TO MAYBE NEXT MONTH OR THE MONTH AFTER.
I'M TRYING TO SIT IN THE BACK. JAMES [INAUDIBLE] WITH THE BROWARD MPO YEAH PART OF ONE THING THAT YOU MIGHT SEE NEXT MONTH ALSO IS WE ARE CURRENTLY GOING THROUGH A PROCUREMENT PROCESS TO UPDATE OUR BICYCLE AND PEDESTRIAN COUNTS.
CURRENT. PREVIOUSLY, WE'VE DONE COUNTS BASED ON WHERE WE HAVE PROJECTS COMING UP, BUT WE'RE LOOKING AT AN APPROACH THAT WOULD GET MORE OF A COUNTYWIDE BASELINE SO THAT WE CAN UNDERSTAND BETTER WHERE THE NEEDS ARE AND THEN WHERE IMPROVEMENTS ARE AND WHAT THE WHAT THE RESPONSE HAS BEEN. SO WE HAVE LIMITED INFORMATION NOW, BUT WE HOPE TO HAVE MORE IN THE FUTURE. EXCELLENT.
I'M VERY CURIOUS AND TO SEE INTO TRACKING HUMAN ACTIVITY AND SEEING WHERE THEY ARE BEING USED AND THAT KIND OF STUFF AND JUST SEEING WHERE MAKING SURE WE PUT OUR THE MONEY INTO THE BEST USAGE AND WHERE PEOPLE ARE GOING TO BE ABLE TO REALLY ACCESS THEM THE BEST.
OKAY, MR. [INAUDIBLE] MS. [INAUDIBLE]. SORRY.
THANK YOU, CHAIR. OUR SECTION, OUR SECTION HILLSBORO BEACH IS SECTION OF A1A, WHICH IS A STATE ROAD IS SCHEDULED TO HAVE OUR REDO START THE END OF THIS YEAR, I'M SURE YOU GUYS ALL KNOW THAT. AND AS CHAIR ORTIS WAS SAYING WHEN HE WAS SURROUNDED BY 100 BICYCLES THE OTHER DAY, IT'S INCREDIBLE AND I KNOW EVERYONE IN THIS ROOM IS AWARE OF IT, THAT THEY SHOOT DOWN A1A ALL THE TIME.
OUR POLICE FORCE HAS BEEN VERY DILIGENT IN WANTING THEM TO SLOW DOWN, TO BE SINGLE FILE, YOU KNOW, NOT TO BE MORE THAN TWO ABREAST.
BUT DURING THAT ROAD REDO, WE'VE ALREADY TAKEN CARE OF ALL THE INFRASTRUCTURE UNDERNEATH THE WATER, THE SEWER AND SO ON.
I'M WONDERING, DOES THE FDOT SEND ANYTHING TO WHEN IT'S 50 TO 100 BICYCLISTS, THOSE ARE CLUBS WE ALL KNOW THAT DOES NOTIFICATION GO TO ANY OF THESE BICYCLE CLUBS? I MEAN, ARE THEY KNOWN TO US THAT, YOU KNOW, THIS WHOLE SECTION WILL BE CLOSED DOWN FROM X TO WHATEVER? I'M JUST WONDERING ABOUT THAT BECAUSE.
MAYBE THEY WILL MAKE A DECISION TO TAKE A DIFFERENT ROUTE.
NOW, IT'S AN EXCELLENT SUGGESTION, I'M NOT SURE SPECIFIC ON THAT PROJECT IF WE HAVE REACHED OUT TO THE CLUB, BUT I'LL MAKE A NOTE HERE AND SEE IF THERE IS A WAY TO CONTACT
[00:50:01]
THEM. I KNOW OTHER MUNICIPALITIES, OTHER PROJECTS.IN THE PAST, WE HAVE TRIED TO REACH OUT TO THOSE AS A STAKEHOLDER GROUP, FOR SURE.
SO I WOULD LIKE TO SEE THAT HAPPEN BECAUSE ANOTHER THING I'M SURE EVERYONE KNOWS IS THE TRAFFIC COUNT.
THE TRAFFIC COUNT HAS TRIPLED GOING PAST OUR LITTLE STRETCH, A LOT OF TRUCKERS.
WHY? I HAVE NO IDEA, BUT I GUESS THEY LIKE THE MORE SCENIC ROUTE.
ALL RIGHT. ANYBODY OBJECT TO THE APPROVAL OF THE [INAUDIBLE]? MR. CHAIR? WE STILL HAVE BOARD MEMBER WELCH ATTENDING VIRTUALLY AND ALSO BOARD MEMBER MCKINZIE IS NOW VIRTUAL AS WELL.
BOARD [INAUDIBLE] WELCH GO AHEAD.
WELL, THANK YOU, CHAIR, I REALLY APPRECIATE IT, AND ALONG THE SAME LINE OF ALL THE PREVIOUS DISCUSSIONS FOR PEDESTRIAN AND SPECIFICALLY BIKE SAFETY IS MY QUESTION ABOUT LIGHTING PROJECTS.
ARE THERE ANY LOCATIONS THAT WE MIGHT BE ABLE TO APPLY OR CONSIDER ACROSS THE COUNTY? I KNOW I HAVE ONE STRETCH OF LINES ROAD ON THE WEST SIDE THAT IS EXTREMELY DARK, VERY UNSAFE FOR PEDESTRIANS, AND WE'RE APPROACHING THE DIFFERENT TIME ZONE NOW THAT IT'S GOING TO GET DARK EARLIER AND FOR LONGER PERIODS OF TIME.
SO JUST BEING THAT PROACTIVE APPROACH, I'M HOPING THAT WE CAN CONSIDER SOME OF THOSE AS WELL BECAUSE SOME STRETCHES ARE VERY, VERY DARK IN THE EARLY MORNINGS AND EVENING.
THANK YOU. WHAT WAS THE NEXT SPEAKER [INAUDIBLE].
COMMISSIONER MS. MCKINZIE. HE WAS PRESENT KNOW HE'S NOW VIRTUAL, YEAH, HE'S NOW ATTENDING VIRTUAL.
I DON'T SEE HIS HAND. ALL RIGHT, GO AHEAD.
I BELIEVE THAT THAT'S ALL OF THE SPEAKERS THAT WE HAVE THAT WANTED TO COMMENT.
WE STILL NEED TO HAVE A MOTION FOR THE ITEM.
ALL RIGHT. DOES ANYBODY HAVE ANY OBJECTION? I HAVE. WE HAVE A MOTION.
LIKE MS. COLBOURNE AND MARTIN, SECONDED IT.
SO ANY DOES ANYBODY DISAPPROVE OF THE MOTION? PLEASE RAISE YOUR HAND.
YOU CAN USE YOUR DEVICE TO VOTE.
THEN, IF YOU WOULD ANY OF THE MANY MEMBERS WHO ARE ATTENDING VIA ZOOM, IF THEY VIRTUAL, IF THEY WOULD SPEAK UP TO BE HEARD OF THEIR VOTING, IF THEY WISH TO VOTE AGAINST THE ITEM. ALL RIGHT EVERYBODY VOTED.
ALL RIGHT, ANYBODY ELSE? OK, IT LOOKS LIKE WE'RE APPROVED.
THANK YOU. THANKS FOR ALL THE FEEDBACK, TOO.
ALL RIGHT. HOW ABOUT NUMBER THREE? MR. GABRIEL. NEXT ITEM THAT WE HAVE IS MOTION TO APPROVE THE FLORIDA TURNPIKE ENTERPRISE
[6. MOTION TO APPROVE the Florida’s Turnpike Enterprise (FTE) Draft Tentative Five-year Work Program for Fiscal Year (FY) 2023 - 2027]
AFTER DRAFT TENETS OF FIVE YEAR WORK PROGRAM FOR FISCAL YEAR FY 2023 THROUGH 2027.I HAVE A MOTION BY MCGEE AND SECOND BY GOOD.
VICTORIA WILLIAMS WITH FLORIDA'S TURNPIKE, I HAVE A SHORT PRESENTATION TO SHOW YOU ABOUT OUR WORK PROGRAM THIS YEAR.
AS YOU KNOW, IN BROWARD COUNTY, WE'VE GOT THE STATE ROAD 91 MAIN LINE AS WELL AS THE STATE ROAD 869 SAWGRASS EXPRESSWAY.
GOING FORWARD, LET ME CLICK AND SHOW YOU OUR FACILITIES THAT WE HAVE, THESE ARE THE LIMITED ACCESS FACILITIES THAT PROVIDE FLORIDA'S RESIDENTS AND TOURISTS WITH A SAFE AND AFFORDABLE MEANS OF TRAVEL.
OUR FACILITIES ARE IN SIX DIFFERENT FDOT DISTRICTS IN 19 COUNTIES HERE.
OUR FACILITIES, AS YOU SEE, ARE SOME ARE OWNED, SOME ARE OPERATED, AND WE'RE TOTALING OUR TOTALS ARE SHOWN ON THE MAP ON THE SCREEN.
THE NEXT SLIDE, I'LL BRIEFLY LET YOU KNOW THAT WE ARE.
[INAUDIBLE] TURNPIKE DOES HAVE OUR MISSION, IT'S TO HELP MEET THE GROWING TRANSPORTATION NEEDS, PROVIDE VALUE TO THE CUSTOMERS USING THOSE FACILITIES.
WE ALSO PROTECT OUR INVESTORS AND MANAGE THE TURNPIKE SYSTEM IN A BUSINESSLIKE MANNER.
HENCE, THE WORD ENTERPRISE AT THE END OF OUR NAME.
WITH THAT MISSION IN MIND, THESE TURNPIKE PROJECTS THAT WE'LL DISCUSS TODAY DO SUPPORT OUR VITAL FEW.
THE DEPARTMENT OF TRANSPORTATION HAS A VITAL FEW CORE AREAS IMPROVING SAFETY BEING NUMBER ONE. ENHANCING MOBILITY AND INSPIRING INNOVATION.
FOSTERING TALENT OF OUR WORK POOL.
THIS SLIDE ILLUSTRATES HOW FLORIDA'S TURNPIKE RECEIVES OUR REVENUES AND HOW WE PROCESS OUR EXPENDITURES.
YOU KNOW, OUR REVENUE IS COLLECTED THROUGH USER TOLLS.
[00:55:03]
WE DON'T HAVE ANY REVENUE FROM GAS TAXES THAT OR ANY OTHER TYPE OF TAXES.THERE IS A SMALL AMOUNT OF CONCESSIONARY INCOME FROM THE SERVICE PLAZAS, ACCORDING TO OUR BOND COVENANTS. TURNPIKE HAS TO PAY FIRST FOR OPERATIONS AND MAINTENANCE COSTS.
THIS INCLUDES THE COST TO COLLECT AND PROCESS TOLL PAYMENTS.
THEN WE'RE GOING TO PAY OFF THE DEBT ON THE BONDS THAT ARE ISSUED TO CONSTRUCT MAJOR PROJECTS. I'M HAPPY TO NOTE THAT DUE TO OUR VERY HIGH CREDIT RATING, TURNPIKE HAS HISTORICALLY BENEFITED FROM SOME OF THE LOWEST BORROWING COSTS IN THE TOTAL INDUSTRY.
THEN WE'RE GOING TO REINVEST OUR REVENUE INTO RENEWAL, REPLACEMENT RESURFACING AND OTHER KIND OF RECURRING IMPROVEMENTS.
FINALLY, WE USE THOSE REMAINING FUNDS TO PAY FOR CAPITAL IMPROVEMENTS, SUCH AS INTERCHANGES OR WIDENING.
SO HOW DO WE PRIORITIZE? THIS IS A SLIDE THAT TALKS ABOUT THE VARIOUS WAYS WE DETERMINE HOW OUR PROJECTS GET FUNDED. IT DOES DEPEND ON THE PROJECT TYPE.
ALL OF OUR PROJECTS HAVE TO DEMONSTRATE A TRANSPORTATION NEED, AND WE PRIORITIZE THAT ACCORDINGLY. ALL THE WIDENING AND INTERCHANGE PROJECTS ARE RANKED IN PRIORITY ANNUALLY, WE LOOK AT OBSERVED TRAFFIC DATA AND WE HAVE FUTURE PROJECTIONS ACROSS THE ENTIRE SYSTEM.
WE DO WORK WITH THE LOCALS TO FIND OUT WHAT THE PLANS ARE IN THE COMMUNITY, LAND USES, ETC. ALL EXPANSION PROJECTS HAVE TO MEET ENVIRONMENTAL AND ECONOMIC FEASIBILITY AS PART OF OUR PRIORITIZATION PROCESS.
AND, OF COURSE, STAKEHOLDER INPUT, WE VALUE THAT IT'S VERY IMPORTANT IT'S CONSIDERED THROUGHOUT OUR PROJECT DEVELOPMENT PROCESS.
NOW I HAVE THE FIVE YEAR TENTATIVE WORK PROGRAM FOR DISTRICT FOUR.
YOU HAVE A COPY IN YOUR AGENDA AND THE NEXT FOUR SLIDES SHOW YOU SOME DETAILS ABOUT THE ONE BILLION EIGHT HUNDRED MILLION THAT WE HAVE PROGRAMED IN BROWARD COUNTY OVER THE NEXT FIVE YEARS. THE ACTUAL HARD COPY MAP OF THIS, I DO HAVE SOME ON THE CORNER, IF YOU WOULD LIKE A HARD COPY, BUT PAGE 17 [INAUDIBLE] A SUMMARY OF OUR MAJOR PROJECTS.
ON THE FIRST PAGE HERE, YOU'LL SEE AS WE START.
OK, SO WHAT WE'RE LOOKING AT HERE IS THE INTERCHANGE IMPROVEMENT AT COCONUT CREEK PARKWAY. THIS IS SIMPLY MODIFYING THE ENTRANCE RAMP AT THE SOUTHBOUND RAMP AND THE RAMP TERMINAL AT NORTHWEST 31ST STREET.
YOU KNOW, IT'S ALL ELECTRONIC TOLLING.
WE'RE GOING TO REMOVE THAT TOLL BOOTH THERE.
INTERCHANGE IMPROVEMENTS ON THE MAIN LINE AT GRIFFIN ROAD ARE SHOWN ON THIS SLIDE.
THAT'S GOING TO INCLUDE ORANGE DRIVE.
WE HAVE TSM&O, WHICH IS TO ADD AN AUXILIARY LANE FROM JOHNSON, NORTH OF GRIFFIN.
AND WE'VE ALSO GOT ONE OF THOSE PROJECTS CONTINUING THERE, JOHNSON STATE OF 91 FROM THE MAIN LINE TO JOHNSON STREET.
AGAIN, THE MAP AS WE SEE GOING FORWARD.
THIS SHOWS YOU SOME MORE TSM&O.
THIS IS UP AT THE TOP WHERE WE HAVE THE SAWGRASS EXPRESSWAY.
PARDON ME. YES, WE'RE GOING TO ADD AN AUXILIARY LANE UP TO THE COUNTY LINE TO IMPROVE OPERATIONS THERE.
YOU'LL SEE CONSTRUCTING SOUTHWEST 10TH STREET CONNECTORS NEXT ON THIS LIST.
THIS IS THE PARTNERSHIP PROJECT THAT WE'RE WORKING WITH DISTRICT FOUR.
THIS FUNDING IS TO RECONSTRUCT THE FOUR EXISTING LANES AND TO PROVIDE THE FOUR ADDITIONAL NEW LIMITED ACCESS LANES THAT ARE PLANNED NEXT ON THE LIST, YOU SEE A FEW RESURFACING ON THE MAIN LINE AND A LITTLE BIT UP AT THE TOP OF THE SAWGRASS.
SO THIS PAGE WILL SHOW YOU INTERCHANGE IMPROVEMENT AT SAWGRASS AND THE MAIN LINE.
IT'S ONLY A MILLION DOLLARS TO CONSTRUCT A EXTENDING THE SOUTHBOUND RAMP.
THAT'S ALL THAT MONEY'S FOR RIGHT THERE RIGHT NOW.
THEN, TO PUT AN AUXILIARY LANE FROM SAWGRASS TO THE TURNPIKE MAINLINE, AGAIN IMPROVING OPERATIONS. SO AS WE GO FORWARD, YOU CAN SEE THAT WE'LL HAVE SOME SAWGRASS EXPRESSWAY IMPROVEMENTS AND THESE WIDENING GO ALL THE WAY DOWN.
YOU HEARD A PRESENTATION ABOUT ATLANTIC LAST MEETING.
THIS IS A WEBSITE YOU CAN GO TO AND TAKE AN OPPORTUNITY TO DOWNLOAD ALL OF YOUR PROJECTS, DISTRICT AND TURNPIKE.
IF YOU HAVE ANY QUESTIONS, PLEASE LET ME KNOW.
ANY QUESTIONS? ALL RIGHT, IF YOU DISAPPROVE OF THE MOTION, PLEASE RAISE YOUR HANDS.
[01:00:07]
I DON'T SEE A HAND.PLEASE VOTE. WE HAVE AN APPROVAL, THANK YOU SO MUCH.
ANY ANY VIRTUAL MEMBERS WISH TO VOTE IN A DENIAL? ANY VIRTUAL? HEARING NONE, ALL FOR.
[7. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.]
PUBLIC COMMENTS? YES. WE ACTUALLY HAVE TWO PEOPLE SIGNED UP TO GIVE PUBLIC COMMENTS.ALL RIGHT, GO AHEAD. WE ALWAYS GIVE THREE MINUTES TO EACH SPEAKER, AND THE FIRST ONE UP WILL BE MR. CORBYN.
I LIVE IN [INAUDIBLE] MANORS, RIGHT ON NORTHEAST 26TH STREET.
AND I'D LIKE TO COMMENT ON A COUPLE PROJECTS THAT DIRECTLY AFFECT ME.
THEY PUT IN A NEW BIKE LANE ON EACH SIDE OF NORTHEAST 26TH STREET BETWEEN ANDREWS AVENUE AND FIVE POINTS, WHICH IS DIXIE HIGHWAY.
BASICALLY, THEY PUT IN THREE FEET ON EACH SIDE BY WIDENING THE ROAD AND, YOU KNOW, CUTTING OFF SOME PEOPLE'S ENDS OF THE DRIVEWAYS.
THEN THERE'S THE WILTON DRIVE NORTHEAST FOURTH AVENUE PROJECT THAT WAS SUPPOSED TO ALSO DO THE SAME THING.
WHY DIDN'T THE ROAD PUT AN EXTRA THREE FEET ON EACH SIDE, BUT INSTEAD THEY, AFTER IT WAS APPROVED OR THE MONEY WAS FUNDED OR WHATEVER THEY DECIDED TO DO LANE ELIMINATION.
SO BASICALLY, WE LOST PARKING SPACES.
IT WAS FINISHED OVER TWO YEARS AGO.
WE STILL DON'T HAVE THE TREES THAT WERE PROMISED, AND IT CREATED A FAILED INTERSECTION AT NORTHEAST FOURTH AVENUE AND 13TH STREET.
AND THAT'S WHAT THE FLORIDA BOARD OF PROFESSIONAL ENGINEERS LABELED IT.
WHAT HAPPENS IS PEOPLE ON NORTHEAST FOURTH AVENUE THAT WANT TO TURN RIGHT ON 13TH.
THEY USE THE BIKE LANE AS A TURNING LANE BECAUSE THE BIKE LANES ABOUT 10 OR 11 FEET AND YOU CAN USE IT AS A PASSING LANE.
AND ACTUALLY, I'VE BEEN PAST WHILE RIDING MY MOTORCYCLE ON WILTON DRIVE BY PEOPLE THAT ARE JUST THEY DON'T WANT TO DO THE SPEED LIMIT AND IT'S VERY DANGEROUS.
LET'S SEE NOW TALKING ABOUT WHETHER IT'S A SUCCESS OR NOT.
I SEE A LOT MORE TRAFFIC ON ANDREWS AVENUE.
YOU KNOW, JUST TALK TO THE LADY THAT RUNS DAIRY QUEEN AND SHE'LL TELL YOU ABOUT THE TRAFFIC THERE.
LET'S. THE REASON I CAME HERE TO SPEAK IS BECAUSE I READ AN ARTICLE WHERE IT SAYS THAT THE WHEEL AND DRIVE THING WAS SUCH A SUCCESS THAT YOU WANT TO DO 20 MORE COMPLETE STREET PROJECTS JUST LIKE IT AROUND BROWARD COUNTY.
THEY SAID THAT THERE ARE FEWER PEDESTRIAN AND BICYCLE ACCIDENTS, WILL THEY TAKE DATA FROM DURING THE PANDEMIC? SO THIS IS VERY MISLEADING AND IT'S JUST OUTRIGHT NOT TRUE.
WHY DON'T WE LOOK AT CAR ACCIDENTS, TOO? BECAUSE I HAVEN'T BEEN AROUND FOR THE LAST YEAR MUCH, BUT I'VE HEARD THERE'S A LOT MORE CAR ACCIDENTS. SO INSTEAD OF JUST LOOKING AT PEDESTRIAN AND BICYCLE ACCIDENTS, LOOK AT CAR ACCIDENTS BECAUSE I MEAN, THERE ARE A LOT OF NEAR ACCIDENTS AND ACCIDENTS GOING ON.
JUST JUST GIVE A REAL PICTURE OF THINGS TO PEOPLE, DON'T KIND OF, YOU KNOW, SUGARCOAT THINGS, HOPING TO BUILD NEW PROJECTS LIKE THAT BECAUSE I WILL CALL YOU OUT ON THAT.
THANK YOU VERY MUCH. THANK YOU.
NEXT SPEAKER. YES, MR. CHAIR, WE ALSO HAVE MR. HEATH.
HEATH. HELLO, EVERYONE. THANK YOU VERY MUCH FOR THE TIME.
I'VE GOT SOME MAJOR CONCERNS GOING ON WITH ROAD REDUCTIONS THAT ARE GOING.
[INAUDIBLE] I'D LIKE TO MAKE SOME COMMENTS ABOUT SOME OF THE PROJECTS THAT ARE GOING ON.
I HOPE WE WOULD REALLY LOOK AT THE LANE REDUCTIONS BEFORE WE ACTUALLY DO THEM AND SOMETIMES WE'RE TAKING LANES AWAY, GIVING THEM TO BICYCLES AND PEDESTRIANS AND THEY'RE NOT JUSTIFIED.
WE ARE A TOURIST AREA, WE'RE A TOURIST STATE.
WE SHOULD BE ABLE TO DO BOTH THINGS AT THE SAME TIME.
SOME OF THE MEETINGS CAN BE REDUCED.
THE TRAFFIC LANES CAN BE LESS THAN WIDEN WISE, AND WE CAN HAVE BIKE LANES.
THE GREEN BIKE LANES MARKINGS THAT YOU'RE TALKING ABOUT IS VERY GOOD.
WELL, MY CONCERN IS ON POWERLINE ROAD.
POWERLINE ROAD WAS TAKEN FROM A SIX LANE HIGHWAY DOWN TO A FOUR LANE HIGHWAY.
YOU'VE INCREASED THE CONGESTION, THE TIME GETTING OUT OF THERE AND THE SAFETY OF ALL THE RESIDENTS IN THE AREA.
AND FOR WHAT REASON? WE PUT A BIKE LANE IN THAT'S ONE ENTIRE LANE.
[01:05:02]
THAT'S NOT APPROPRIATE.WE HAVE PEOPLE PASSING PEOPLE RIGHT NOW.
THEY ARE MAKING PARKING ON THE STREET.
THEY'RE DOING ANYTHING UNSAFE.
SO BEFORE WE START TAKING LANES AWAY, PLEASE LOOK AT THIS BETTER.
ONE OF THE OTHER THING IS I'D LIKE TO HAVE AN EXCUSE ME, ACCOUNTABILITY.
WE HAVE PROJECTS GOING AROUND IN THIS AREA AND WE HAVE INSPECTORS OUT THERE THAT ARE INSPECTING THINGS.
THESE CONTRACTORS ARE NOT FOLLOWING RULES, REGULATIONS AND GUIDELINES FOR SAFETY ISSUES.
THIS NEEDS TO BE BETTER LOOKED AT AND ADDRESSED.
I'VE TRIED TO REACH OUT TO FLORIDA DOT SINCE APRIL ON PROJECTS, AND I'M NOT GETTING ANY RESPONSE BACK, SO I JUST HOPE WE START DOING THESE IMPROVEMENTS THAT WE CAN HAVE BETTER WAYS OF DOING IT. THANK YOU VERY MUCH.
IS THERE ANYBODY VIRTUALLY OR IN THE PUBLIC THAT WISHES TO SPEAK NOW IS THE TIME.
OK, GOOD. WE'RE NOW ON ITEM EIGHT FOR APPROVAL OF THE EXCUSED ABSENCES.
[8. Approval of Excused Absences]
WE WILL HAVE A MOTION.BY MS. MARTIN AND VICE MAYOR COLBOURNE, YOU WANT TO REPEAT THE MEMBERS.
MEMBERS ARE MEMBER [INAUDIBLE], [INAUDIBLE] COOPER, [INAUDIBLE] FISHER, JOSHUA SIMMONS, AND CAROL [INAUDIBLE].
OK, IF YOU APPROVE OF THE MOTION, PLEASE INDICATE BY SAYING YES.
CONSENT ITEMS. ANYBODY [INAUDIBLE] TWO ITEMS.
[ CONSENT ITEMS (All Items Open for Public Comment) ]
HEARING NONE CONSENT APPROVED.ACTION ITEMS, MR. [INAUDIBLE].
SORRY. YOU HAVE TO HAVE A VOTE MOTION TO APPROVE.
TALKING TO ME? YES, SIR. YES, SIR, YOU NEED TO HAVE A MOTION TO APPROVE.
THAT'S WHAT IT IS. GOT A MOTION BY ZIADE AND SECOND BY MCGEE.
ANYBODY VOTE? THAT WE APPROVED AGAIN.
[1. MOTION TO APPROVE the 2022 MPO Board Meeting Dates]
THIS IS A MOTION TO APPROVE THE 2022 MPO BOARD MEETING DATES.THE BY, MARTIN, SECOND BY, IS THAT COLBOURNE VICE MAYOR DISCUSSION.
ANYONE THAT MIGHT BE VIRTUALLY ATTENDING, IF YOU HAVE A DISAGREEMENT WITH THE VOTE OR THE MOTION, PLEASE ACKNOWLEDGE.
THAT'S TRUE. OK, YOU DON'T SEE ANY.
REGULAR ITEMS MR. GABRIEL IN FROM THE CHAIR.
NONE. GREAT MEETING, THOUGH, [LAUGHTER] GREAT MEETING.[INAUDIBLE].
THERE YOU GO. MEMBER COMMENTS, ANY MEMBER COMMENTS
[10. Member Comments Click here to submit a comment to go before the Board.]
? ANY MEMBERS? THAT'S GOOD.[11. Executive Director’s Report]
THANK YOU. IT'S GOING TO BE SHORT.AS YOU ALL PROBABLY KNOW, IN THE PAST 15 YEARS THAT MR. STUART HAS BEEN EXECUTIVE DIRECTOR.
THIS IS ONLY THE SECOND MEETING THAT HE HAS MISSED, AND HE'S UP EXPLAINING WHY WE GOT THE NATIONAL AWARD TO OUR PARTNERS UP IN THE PANHANDLE AREA.
HE ASKED ME, HOW DID I FEEL ABOUT RUNNING THE MEETING TODAY? AND I SAID, WHEN YOU'RE VICE CHAIR, YOU ALWAYS HOPE THE MAYOR DOESN'T SHOW UP.
SO YOU CHAIR THE MEETING AND IT'S BEEN A WONDERFUL MEETING.
I APPRECIATE THE BOARD VERY MUCH.
THANK YOU. THANK YOU, [INAUDIBLE] REPORT, OK.
MONTHLY FEDERAL AND STATE LEGISLATIVE REPORTS.
[12. Monthly Federal and State Legislative Reports: https://browardmpo.org/13-who-we-are/13-legislative-priorities]
MS. CALVARESI. YOU HAD SOME.WITH THE NEXT LEG. THANK YOU SO.
BURKE, SORRY ABOUT THAT, SO FIRST OFF, I'D LIKE TO SAY, PAUL CALVARESI EBRAHIM, THEY SAY THANK YOU TO EVERYBODY WHO ATTENDED OUR GRANTS WORKSHOP YESTERDAY.
THE ALL THE PRESENTATIONS ARE THERE.
THE FEEDBACK WE GOT IT WAS VERY INFORMATIVE.
THE CRUX OF IT IS IF YOU'RE INTERESTED IN PURSUING FEDERAL GRANTS FOR ANY OF YOUR CAPITAL PROJECTS, TRANSPORTATION PROJECTS AND TO BE QUITE HONEST WITH YOU ACROSS THE BOARD FROM ALL THE FEDERAL DEPARTMENTS, THE TIME TO START PLANNING IS NOW.
SO THAT'S SOME OF THE MPO STAFF WILL BE GOING THROUGH SOME THANKFUL FOR OUR FRIENDS THAT FDOT AND THE TURNPIKE FOR.
AND FOR YOU FOR PROVING THEIR WORK PROGRAM, BECAUSE THAT'S THE FIRST PLANNING DOCUMENT THAT WE LOOK AT OF.
SO FOR THE FIRST PLANNING DOCUMENT WE LOOK AT WHEN WE'RE FINDING PROJECTS THAT ARE ELIGIBLE FOR FEDERAL GRANTS.
SO WITH THAT, I'M GOING TO TURN IT OVER TO MR. [INAUDIBLE] IS GOING TO GIVE OUR FEDERAL UPDATE.
HI, GOOD MORNING, EVERYONE. MY NAME IS JOHN [INAUDIBLE], I'M THE GOVERNMENT RELATIONS PLANNER FOR MPO.
I'M GOING TO GIVE A LEGISLATIVE UPDATE FOR YOU TODAY FROM THE FEDERAL GOVERNMENT.
[01:10:04]
SO WE'RE GETTING CLOSER TO THE PASSAGE OF THE INFRASTRUCTURE INVESTMENT AND INFRASTRUCTURE AND JOBS ACT, AS WELL AS THE RECONCILIATION BILL.AS MANY OF YOU KNOW, THEY'RE ON A DUAL TRACK IN WHICH THE DEMOCRAT, THE DEMOCRATIC PARTY IN BOTH THE HOUSE AND THE SENATE ARE WORKING TO PASS BOTH BILLS AT THE SAME TIME, AND EACH FACTION WITHIN THE PARTY WANTS GUARANTEES AND CONCESSIONS FROM EACH SIDE BEFORE THEY AGREE TO PASS BOTH.
ACCORDING TO OUR PARTNERS AT HOLLAND KNIGHT, WHO GAVE A PRESENTATION EARLIER TODAY FOR THE EXECUTIVE BOARD MEETING, THE HOUSE IS PREPARING TO PASS THEIR VERSION OF THE RECONCILIATION BILL CURRENTLY, AS WELL AS THE BIPARTISAN INFRASTRUCTURE BILL.
THE IAJ AND THE SENATE WILL MAKE ANY CHANGES TO THE IAJ SOON, AND THEY EXPECT THE PRESIDENT TO SIGN IT ACTUALLY WITHIN THE NEXT WEEK OR SO BEFORE BY MID-NOVEMBER.
WITH THE WITH THE RECONCILIATION BILL COMING LATER, THERE IS A THE GOVERNMENT SPENDING DEADLINE, WHICH IS CURRENTLY SET AT DECEMBER 3RD, IT'S BEEN EXTENDED MULTIPLE TIMES NOW.
BY THE END OF THE YEAR IS REALLY WHEN WE EXPECT ALL APPROPRIATIONS, ALL BUDGETING TO BE UPDATED AND AND FINISHED BEFORE CHRISTMAS TIME.
SO THANK YOU AND ANY QUESTIONS FOR ME OR PAUL.
ALL RIGHT, GENERAL COUNSEL'S REPORT.
THANK YOU, MR. CHAIRMAN, BOARD MEMBERS.
[13. General Counsel’s Report]
MY ACTUAL REPORT IS PART OF THE BACKUP.IF THERE'S ANYTHING THAT YOU WISH TO HAVE A QUESTION ON.
I HAVE NOTHING ACTUALLY TO REPORT IN ADDITION TO THAT, BUT I LOOK FORWARD TO SEEING YOU NEXT MONTH. THE YEAR IS ALMOST OVER.
HOW ABOUT NON ACTION ITEMS? ANYONE? FEDERALLY MANDATED PERFORMANCE MEASURES AND TARGETS?
[1. Federally Mandated Performance Measures and Targets]
ALL RIGHT. GOOD MORNING, MR. CHAIR. GOOD MORNING, MEMBERS OF THE BOARD, PAUL [INAUDIBLE], BROWARD MPO STAFF TASKED WITH MAKING SURE THAT THE MPO IS MEETING ITS FEDERALLY MANDATED PERFORMANCE TARGETS.OK. AS A REMINDER, MOST OF YOU HAVE SEEN PART OF THIS PRESENTATION BEFORE.
THE REASON THAT WE'RE DOING PERFORMANCE MEASURES AND PERFORMANCE TARGETS OF THESE TWO FEDERAL LEGISLATIONS THAT WERE PASSED IN 2012 AND 2015, THE MAP TWENTY ONE AND THE FAST ACT. AND WHY ARE WE DOING PERFORMANCE MEASURES? ESSENTIALLY, TO MAKE SURE THAT WE'RE EFFICIENTLY INVESTING THE FEDERAL TRANSPORTATION DOLLARS THAT COME TO OUR REGION AND MAKING SURE THAT WE'RE FOLLOWING NATIONAL TRANSPORTATION GOALS, ACCOUNTABILITY AND TRANSPARENCY OF THOSE FUNDS, AND ALSO TO HELP IMPROVE OUR DECISION MAKING AGAIN, THIS IS A REMINDER FOR MOST OF YOU WHO'VE BEEN ON THE BOARD BEFORE AND WHAT ARE WE REQUIRED TO MEASURE? WELL, THE LEGISLATION REQUIRED THAT IF FHWA, THE FEDERAL HIGHWAY ADMINISTRATION, PASS FOR PERFORMANCE, MEASURE AREAS AND TARGETS, WE IN FLORIDA ONLY HAVE TO DO THREE BECAUSE THERE'S A CO2 TARGET THAT FLORIDA, BECAUSE WE'RE AN ENTERTAINMENT AREA, WE'RE NOT SUBJECT TO THAT. BUT ESSENTIALLY THE FIRST ONE IS SAFETY.
AS THE SECRETARY YOU HEARD BEFORE, SAFETY IS A VERY IMPORTANT THING IN THE STATE OF FLORIDA, AND IT'S ALSO A REQUIRED PERFORMANCE MEASURE AREA TO BE MEASURED AND TARGETED AT EVERY SINGLE YEAR.
THE SECOND ONE WAS BRIDGE AND PAVEMENT CONDITIONS.
AGAIN, YOU HEARD SECRETARY AND THE DIRECTOR OF TRANSPORTATION DOT TALK ABOUT THAT A LITTLE BIT. AND NUMBER THREE IS SYSTEM PERFORMANCE, ESSENTIALLY TRAVEL TIME RELIABILITY.
ARE WE ABLE TO GET TO THE PLACES WE NEED TO GET TO IN A RELIABLE TIME AND THESE TARGET? SAFETY IS ON THE ENTIRE ROADWAY NETWORK, EVERYTHING RIGHT? BUT FOR THE PM AND PM2, THAT'S ONLY FOR THE NATIONAL HIGHWAY SYSTEM.
NOW YOU ASK WHAT THE NATIONAL HIGHWAY SYSTEM IS.
ESSENTIALLY, IT'S YOUR INTERSTATES, IT'S YOUR MAJOR ARTERIALS WITHIN BROWARD.
THAT'S WHAT IT WOULD BE CONSIDERED PART OF NATIONAL HIGHWAY SYSTEM.
AND FOR THE SECOND PART, FEDERAL TRANSIT ADMINISTRATION WAS REQUIRED TO PASS TWO TARGET PERFORMANCE, TARGET AREAS.
TRANSIT ASSET MANAGEMENT, ESSENTIALLY STATE OF GOOD REPAIR, MAKING SURE THAT THE EQUIPMENT AND THINGS LIKE THAT ARE KEPT UP AND PROVIDING FUNDING AND MONITORING THOSE THINGS.
AND ALSO THE LAST ONE, WHICH IS TRANSIT SAFETY, ESSENTIALLY SAFETY OF THE TRANSIT SYSTEM.
RIGHT. THIS ONE IS THE IS THAT WAS THE LAST TARGET WE ACTUALLY ADOPTED.
AND IF YOU REMEMBER IN JANUARY OF THIS YEAR, IT WAS THE FIRST TIME WE ADOPTED THAT TARGET. SO AGAIN, THIS SLIDE JUST REMINDS IS A REMINDER THIS IS WHAT WE'RE REQUIRED TO MEASURE AND TO SET TARGETS FOR NOW, THE SAFETY, THE TRANSIT, ASSET MANAGEMENT AND THE TRANSIT SAFETY, WE'RE REQUIRED TO SET THAT THOSE TARGETS EVERY YEAR THE PM2 AND PM3 ARE
[01:15:02]
FOUR YEAR TARGETS.WE LAST SET TARGETS FOR THOSE IN TWENTY EIGHTEEN.
WE'LL BE COMING BACK TO YOU NEXT YEAR, SOME TIME TO SET TARGETS FOR THOSE.
AGAIN. THESE ARE THE AREAS THAT WE REQUIRED TO MEASURE, AND IF YOU NOTICE THE THIRD COLUMN. TECHNICALLY.
ALL OF THESE PERFORMANCE MEASURE TARGETS ARE REQUIRED TO BE SET AT DIFFERENT TIMES IN THE TIME THAT IS REQUIRED TO BE SET IS BASED ON WHEN FOR THE THREE FEDERAL HIGHWAY PERFORMANCE MEASURE AREAS.
WHEN THE STATE SETS A TARGET, THEY TELL US THEY IMPOSE AND WE HAVE 180 DAYS TO FOLLOW SUIT WEATHER AND WE HAVE TWO OPTIONS TO SET TO SUPPORT THE STATE'S TARGETS OR TO SET OUR OWN TARGETS NOW FOR THE FEDERAL TRANSIT ADMINISTRATION.
IT'S THE TRANSIT AGENCIES THAT ARE REQUIRED TO SET THE TARGETS, GIVE IT TO THE MPOS, AND AGAIN IT STARTS A 180 DAY CLOCK.
NOW THE MANAGEMENT OF THE MPO AND ALSO, YOU KNOW, [INAUDIBLE] CHAIR.
COMING TO YOU PIECEMEAL WITH THESE.
WE THOUGHT IT WAS NOT A GOOD IDEA, SO WE ESSENTIALLY HARMONIZE THOSE DATES, SO YOU ALWAYS SEE US COMING FOR YOU IN THE FALL OF EVERY YEAR TO SET TARGETS FOR ALL OF THESE PERFORMANCE MEASURES FOR THESE MAJOR AREAS.
SO AGAIN, THESE THIS IS THE TRANSIT SAFETY.
UM, AGAIN, YOU KNOW, WE HAVE A VISION ZERO TARGET.
YOU HEARD THE SECRETARY AGAIN AND AGAIN, WHAT I SHOULD REITERATE IS WE HAVE A PARTNERSHIP WITH THE STATE, RIGHT? WE ACTUALLY HAVE A DOCUMENT THAT THE TWENTY SEVEN MPOS OF THE STATE IN THE STATE OF FLORIDA ACTUALLY.
WE HAVE AN AGREEMENT ESSENTIALLY WHERE THE STATE WILL COLLECT ALL OF THE DATA THAT WE NEED FOR THE PM1, PM2 AND PM3 AND PROVIDE IT TO THE MPOS.
AND AGAIN, IT'S A PARTNERSHIP, RIGHT? AND YOU'LL SEE ALSO WHEN I SHOW YOU ESSENTIALLY WHAT WE'RE DOING IN OUR EFFORTS HERE IN TERMS OF SAFETY AND THINGS LIKE THAT, YOU SEE WHAT THAT PARTNERSHIP REALLY COMES IN.
WELL, OUR TARGET IS FOR SAFETY.
THIS IS THE CURRENT DATA THAT WE HAVE.
WE DON'T HAVE THE LATEST LATEST DATA FROM THE DEPARTMENT, BUT AGAIN, AS PART OF THAT AGREEMENT THAT REQUIRED TO GIVE THAT TO US, AND THEY'LL BE GIVING THAT TO US SHORTLY.
AND WHAT I WOULD ENCOURAGE YOU TO DO ALSO, WE HAVE A PERFORMANCE MEASURE DASHBOARD AND [INAUDIBLE] SITE THAT YOU CAN GO AND SEE ALL OF THE LATEST DATA.
AND AGAIN, ONCE WE GET THE LATEST DATA, WE'LL BE UPDATING THAT PERFORMANCE MEASURE DASHBOARD. SO YOU ALWAYS KNOW WHERE WE STAND.
THESE TARGETS, AGAIN, THE FOUR YEAR TARGETS FOR PRESENT PAVEMENT CONDITIONS AND SYSTEM PERFORMANCE. THESE ARE THE TARGETS FOR TRANSIT, ASSET MANAGEMENT, STATE OF GOOD REPAIR.
THESE ARE THE TARGETS FOR TRANSIT SAFETY.
AND NOW WHAT ARE WE DOING? HOW ARE WE SUPPORTING THESE EFFORTS AND TARGETS? FOR SAFETY. ONE HUNDRED AND FIFTY THREE PROJECTS.
FOUR HUNDRED AND EIGHTY FOUR MILLION DOLLARS.
NOW THAT INCLUDES STATE AND FEDERAL FUNDS.
THAT INCLUDES WHAT THE MPO IS DOING.
THAT INCLUDES WHAT THE STATE IS DOING.
ONE OF THE THINGS THAT WE'RE DOING WITH THE STATE IS.
WE'RE DOING SAFETY AUDITS AND WE'RE DOING SAFETY PROJECTS ON THE NON STATE SYSTEM.
IN FACT, WE CURRENTLY HAVE A PROJECT, IF I BELIEVE HERE ON ROYAL PALM BOULEVARD, WHILE THE STATE IS DOING A LOT OF THE PROJECTS IN THE STATE SYSTEM.
SO AGAIN, WE'RE USING THE SAME METHODOLOGIES, WE'RE COORDINATING WITH THEM.
SO WE DEFINITELY SAFETY IS A BIG EFFORT.
BIG THING FOR US AND WE'RE DOING A LOT IN TERMS OF SAFETY.
NOW, WHAT ARE WE DOING IN TERMS OF BRIDGE AND PAVEMENT CONDITIONS AND SYSTEM PERFORMANCE? AGAIN, THOSE ARE ALL THOSE PROJECTS LUMPED TOGETHER.
TWO HUNDRED TWENTY SIX PROJECTS, 5.4 BILLION DOLLARS.
WE'RE SPENDING A LOT OF MONEY.
AND AGAIN, WE'RE HOPING TO GET IN, MEET THOSE, MEET THOSE TARGETS AND MOVE, YOU KNOW, PEOPLE AND GOODS AND GET TO SORT OF BE ABLE TO GET WHAT THEY NEED TO GET TO.
AGAIN, EFFORTS TO FOR TRANSIT, SAFETY AND TRANSIT ASSET MANAGEMENT, THESE ARE THE PROJECTS, THESE ARE THE DOLLARS THAT WE ARE SPENDING ON THOSE PROJECTS.
AND OH, ONE THING I SHOULD MENTION, WE'LL BE BACK TO YOU IN DECEMBER.
FIRST, WE'LL GO TO THE TAC AND THE CAC WITH THE UPDATED TARGETS THAT WE WANT TO ADOPT FOR THE UPCOMING YEAR, FOR THEIR APPROVAL AND THEIR RECOMMENDATION.
AND THEN WE'LL BE BACK TO YOU IN DECEMBER 9TH.
I BELIEVE YOUR BOARD MEETING IS FOR YOU TO APPROVE THE TARGETS FOR SAFETY, TRANSIT, ASSET MANAGEMENT AND TRANSIT SAFETY.
AND WITH THAT, MR. CHAIR, I. QUESTIONS? THANK YOU VERY MUCH.
[2. Mobility Hubs Program Evaluation Criteria]
CHAIR AND MEMBERS OF THE BOARD.MY NAME IS CHADWICK BLUE. I'M A PROJECT COORDINATION MANAGER HERE AT THE BROWARD NPO, AND I'M GOING TO PRESENT THE MOBILITY HUBS PROGRAM EVALUATION CRITERIA TO THE BOARD THIS
[01:20:03]
MORNING. SO WITH THAT, I LIKE TO ALWAYS START OFF JUST AS A REMINDER, WHAT IS IT, MOBILITY? AND SO AS DEFINED BY THE BROWARD MPO, WE LOOK AT EXISTING TRANSIT ACCESS POINTS WITHIN BROWARD COUNTY.THESE ARE AREAS WITH EXISTING HIGH LEVELS OF TRANSIT ACTIVITY, EITHER TRIP GENERATION OR TRANSFERS IN AREAS OF HIGH DEVELOPMENT OR POTENTIAL REDEVELOPMENT.
AND SO THIS PHOTO RIGHT HERE, YOU'VE PROBABLY SEEN IT BEFORE FROM MY PRESENTATIONS IN THE PAST, BUT THIS IS NORTHWEST SECOND STREET IN DOWNTOWN FORT LAUDERDALE.
WE RECENTLY COMPLETED A $3.5 MILLION MOBILITY HUBS PROJECT THERE.
AND THIS IS THE THAT'S BEFORE.
THIS IS THE AFTER. SO THE PROJECT INCLUDED PEDESTRIAN IMPROVEMENTS FOR THE SIDEWALK, ADA IMPROVEMENTS, BICYCLE IMPROVEMENTS AND ALSO LIGHTING AND LANDSCAPING AND DRAINAGE.
SO THIS GIVES YOU AN IDEA OF WHAT A MOBILITY HUB COULD POTENTIALLY DO FOR YOUR COMMUNITY.
AGAIN, THE PURPOSE OF THE MOBILITY PROGRAM IS TO FUND MOBILITY, HAVE MASTER PLANS AND DESIGN AND CONSTRUCTION THROUGH A COMPETITIVE PROCESS THAT WE ANTICIPATE TO BE AN ANNUAL PROCESS SIMILAR TO C SLIP AND PTAP SOME OF THE PROGRAMS THAT YOU MAY BE FAMILIAR WITH ALREADY FROM THE BROWARD MPO.
TODAY, WE'RE GOING TO GO THROUGH THE MOBILITY OF PROCESSES.
STAFF HAS ENVISIONED IT AT THIS POINT AND I'M ALSO GOING TO SHARE, AS I MENTIONED, THE EVALUATION CRITERIA FOR THE BOARD.
THIS SLIDE RIGHT HERE GIVES A BRIEF OVERVIEW OF HOW WE ENVISION THE PROCESS.
SO AGAIN, SIMILAR TO THE EXISTING PROGRAMS MPO HAS, SUCH AS PTAP AND CSLIP.
WE HAVE, THE FIRST STEP IS THE APPLICATION DEVELOPMENT CYCLE SO SIMILAR TO THE OTHER PROGRAMS. WE ASK THAT APPLICANTS MEET WITH THE MPO BEFORE THEY SUBMIT THEIR APPLICATION.
THAT WAY, WE CAN DO A HIGH LEVEL DIVE INTO THE PROJECT AND JUST MAKE SURE THAT IT FITS WITH THE MOBILITY HUB PROGRAM.
AND NOT MAYBE WITH ONE OF THE OTHER EXISTING PROGRAMS AT THE MPO HAS.
ONCE THAT'S DONE, APPLICANTS WILL SUBMIT THEIR APPLICATION AGAIN.
IT'LL BE ALL ONLINE, SIMILAR TO HOW OUR EXISTING PROGRAMS ARE ALL DONE.
SO YOU GO TO OUR WEBSITE, YOU'LL BE ABLE TO FILL OUT THE ONLINE APPLICATION FOR THE PROGRAM THERE. ONCE IT'S SUBMITTED, THERE'LL BE A SIMILAR TIME SPAN TO CSLIP.
I THINK CSLIP, IT'S ABOUT SIX WEEKS.
STAFF TAKE TO RANK AND EVALUATE THE APPLICATIONS, SO WE'LL GO THROUGH.
WE'LL LOOK AT THEM AND THEN WE'LL PUT TOGETHER A RANKING AND RECOMMENDATION FOR APPROVAL THAT WILL THEN GO BEFORE THE MPO BOARD FOR APPROVAL SOMETIME IN THE SPRING OF NEXT YEAR.
AND SO IN ADDITION TO THAT, THE BOARD, THOSE OF YOU WHO HAVE BEEN ON THE BOARD FOR A WHILE, MAYBE YOU MAY RECALL IN 2018 THERE WAS A CONSULTANT STAFF LED EFFORT CALLED HUBS REVISITED 2.0.
AND FROM THAT, ONE HUNDRED AND TWENTY FIVE PLUS LOCATIONS WERE IDENTIFIED IN THE COUNTY AS POTENTIAL MOBILITY HUB FUTURE LOCATIONS AND PART OF THE RECOMMENDATION THAT CAME OUT OF THAT. THAT DOCUMENTATION, WHICH YOU CAN FIND ON THE BROWARD NPOS MOBILITY HUBS WEBSITE, IF YOU'RE UNFAMILIAR, IS THE CONSULTANT RECOMMENDED THAT WE LOOK AT NETWORK READINESS, MARKET READINESS AND SPONSOR READINESS MOVING FORWARD WITH THE PROGRAM.
SO ONCE I GET TO THE CHART AND A FEW SLIDES, YOU'LL SEE WE'VE DONE JUST THAT.
IN ADDITION TO THAT, WE'VE ALSO KEPT WE'VE TRIED TO KEEP IN MIND THE METROPOLITAN TRANSPORTATION PLANS PROJECT PRIORITIZATION THEMES, WHICH ARE THE SIX THEMES THAT YOU SEE IN THAT BLUE BOX.
WE'VE ALSO TRIED TO KEEP THOSE IN MIND AS WE LOOK THROUGH THE DATA THAT I'LL GO THROUGH IN A MINUTE WITH THE BOARD.
SO THIS IS THE MOST IMPORTANT SLIDE OF THE PRESENTATION BECAUSE THIS IS HOW THE PROPOSED MOBILITY HUB APPLICATIONS WILL BE RANKED.
AND SO TO START OFF, IT'S ESSENTIALLY ONE HUNDRED POINTS.
THE MARKET READINESS IS A HUNDRED POINTS, NETWORK READINESS IS ONE HUNDRED POINTS AND THEN SPONSOR READINESS IS A BONUS 10 AND I'LL EXPLAIN THAT WE TRY TO KEEP IT AS SIMPLE AS POSSIBLE. WE WANTED TO KEEP IT AT ONE HUNDRED, BUT WE WE COULDN'T GET THERE.
SO THERE'S ACTUALLY THIS BONUS POINTS THAT YOU SEE DOWN THERE, BUT YOU'LL SEE THOSE THOSE MTP THEMES ON THE LEFT HAND SIDE AS YOU GO THROUGH THE MARKET READINESS, NETWORK READINESS AND SPONSOR READINESS.
BUT STARTING AT THE TOP FOR EQUITY, WE'RE LOOKING AT THE EQUITY ASSESSMENT SCORE IN ZERO CAR HOUSEHOLDS.
SO YOU'VE PROBABLY HEARD STAFF TALK ABOUT THE COMPOSITE SCORE TOOL THAT'S ON THE MPOS WEBSITE BEFORE WE'RE USING A LOT OF EXISTING DATA TO TAP INTO THESE PROPOSED MOBILITY HUB LOCATIONS AS WE MOVE FORWARD AND RANK THEM.
AND WHAT I ALSO LIKE TO MENTION IS THAT ALL THE CRITERIA THAT YOU SEE HERE, WE'RE LOOKING AT A QUARTER MILE AROUND THE PROPOSED MOBILITY HUB LOCATION.
SO EVERYTHING IS A QUARTER MILE AROUND EXCEPT WALKABILITY, WHICH IS THE SECOND ONE DOWN
[01:25:05]
UNDER ACCESSIBILITY THAT'S ACTUALLY DONE BY BY ZIP CODE.BUT EVERYTHING ELSE IS A QUARTER MILE.
SO WITH ACCESSIBILITY, WE LOOK AT COMMUNITY FACILITIES AND TRANSIT STOPS AGAIN QUARTER MILE, AND THEY'RE MOVING DOWN TO ECONOMIC VITALITY.
WE LOOK AT [INAUDIBLE] ACTIVITY CENTERS, WE LOOK AT CLOSE PROXIMITY TO THE PORT AND THE AIRPORT, AND THEN ALSO WE LOOK AT EMPLOYMENT AND RESIDENTIAL DENSITY FOR THE PROPOSED LOCATIONS. MOVING DOWN TO NETWORK READINESS FOR MOBILITY, WE LOOK AT TRANSIT SERVICE FREQUENCY, WE LOOK AT ROUTES AND RIDERSHIP.
WE'RE PULLING INFORMATION FROM BCT FROM WHAT COMMUNITIES SHUTTLE DATA THAT WE HAVE FOR THE DIFFERENT MUNICIPALITIES AND ALSO SFR AFRICA'S TRI RAIL DATA.
YOU'LL SEE THAT WE'RE LOOKING AT CRASH DATA.
VEHICULAR AND NON VEHICULAR FATALITIES AND INJURIES.
AND WHETHER OR NOT A PROJECT IS LOCATED ON A HIGH INJURY NETWORK.
MOVING DOWN TO ENVIRONMENTAL STEWARDSHIP.
IT'S VERY IMPORTANT TO US THAT WE DON'T NECESSARILY COMMIT OUR FTA FUNDS TO A PROJECT THAT'S IN THE MIDDLE OF A FLOODPLAIN, FOR INSTANCE.
SO WE LOOK AT WHETHER OR NOT THE PROPOSED LOCATIONS ARE LOCATED IN A VULNERABLE CORRIDOR AND, YOU KNOW, POINTS ARE ASSIGNED BASED ON THAT.
IF YOU ARE IN A VULNERABLE CORRIDOR, IT DOESN'T NECESSARILY MEAN THAT YOUR PROJECT WON'T GET FUNDING. IF THE MOBILITY HAVE ELEMENTS THAT YOU'RE PROPOSING, CALL FOR SIDEWALKS THAT THEN WOULD ADDRESS DRAINAGE IMPROVEMENTS.
POTENTIALLY, WE WOULD RANK THAT ACCORDINGLY.
SO, YOU KNOW, IT'S NOT A DEAL KILLER MOVING DOWN TO SPONSOR READINESS.
NOW, THIS IS THE BONUS POINTS THAT I MENTIONED.
WHAT WE LOOK FOR IS DOCUMENTATION THAT'S APPLIED IN THE APPLICATION.
FIRST OF ALL, ONE IS COMMUNITY SUPPORT.
SO DO YOU HAVE LETTERS OF SUPPORT OR MINUTES FROM NEIGHBORHOOD MEETINGS OR ANYTHING THAT WOULD SPEAK TO SUPPORT LOCAL COMMUNITY SUPPORT? IN ADDITION TO THAT, WE ALSO LOOK AT ANY PRIVATE AND PUBLIC PARTNERSHIPS THAT THE CITY MAY BE LOOKING AT ENTERING INTO AS PART OF THIS MOBILITY HUB ENDEAVOR.
IN ADDITION TO THAT, WE LOOK AT THE EXISTING LAND USE POLICIES THAT THE MUNICIPALITY MAY HAVE IN THIS AREA. IS IT SUPPORTIVE OF WHAT YOU'RE PROPOSING AS PART OF THE MOBILITY HUB PROJECT? AND THEN THE LAST ONE IS WE LOOK AT THE LAST THE PAST THREE YEARS AND WHETHER OR NOT THE APPLICANT HAS FAILED TO DELIVER MPO FUNDED PROJECT.
AND SO IF THAT IS THE CASE, YOU ACTUALLY LOSE 10 POINTS IF YOU FAIL TO DELIVER ON AN MPO FUNDED PROJECT IN THE PAST THREE YEARS.
AND WE DON'T DO THAT NECESSARILY TO BE BAD GUYS AND MEAN, BUT WE WANT TO MAKE SURE THAT THE APPLICANT KNOWS THAT WE'RE VERY SERIOUS.
THIS IS FEDERAL FUNDS, SO THERE'S A LOT OF COMPLIANCE ISSUES THAT NEED TO BE TAKEN INTO CONSIDERATION, AND WE JUST WANT TO MAKE SURE THAT WE HAVE A WILLING PARTNER WITH THE APPLICANT. SO THIS TALKS A LITTLE BIT.
THIS SLIDE A LITTLE BIT AGAIN ABOUT THE SPONSOR READINESS.
WE'RE LOOKING AT TRANSIT SUPPORTIVE PRACTICES.
AS I MENTIONED, [INAUDIBLE] LAND USE POLICIES, THAT PRIVATE PUBLIC PARTNERSHIPS, THE LOCAL FUNDING AND THEN BELOW AGAIN, THAT LAST THREE YEARS OF PROJECT DELIVERY.
SO I DON'T ANTICIPATE VERY MANY APPLICANTS HAVE FAILED TO DELIVER AN MPO PROJECT IN THE LAST THREE YEARS, BUT WE DID WANT TO HAVE SOME ACCOUNTABILITY INCLUDED IN THIS APPLICATION. AND SO THIS THIS SIDE RIGHT HERE, SORT OF NEXT STEPS LAST.
LAST WEEK, I PRESENTED TO BOTH ATTACK AND ATTACK.
IT WAS A VERY POSITIVE PRESENTATION.
THEY LIKED THE GENERAL DIRECTION THAT STAFF WAS PROPOSING FOR THE PROGRAM, ALWAYS WANTING TO KEEP THE BOARD INFORMED.
SO THAT'S WHY I'M HERE IN FRONT OF YOU TODAY TO GATHER ANY COMMENTS THAT YOU MAY HAVE.
AND THEN AFTER THAT'S DONE, I WILL GO BACK TO THE TAC AND CAC AS AN ACTION ITEM ON DECEMBER 1ST FOR THEM TO APPROVE THE EVALUATION CRITERIA THAT I JUST WENT THROUGH WITH YOU A FEW MOMENTS AGO.
THEN IT WILL COME BEFORE THE BOARD ON DECEMBER 9TH FOR THE SAME THING.
THEN THERE WILL BE A WORKSHOP SIMILAR TO WHAT SEE, SLIP AND TAP IS DONE IN THE PAST.
THIS WORKSHOP WILL BE ON DECEMBER 13.
THERE WAS A SLIDE THAT SHOULD HAVE GONE IN HERE WITH THAT DATE, BUT THE I WILL GO BEFORE THE BOARD ON THURSDAY, DECEMBER 9TH FOR APPROVAL AND THEN THE FOLLOWING MONDAY TWO O'CLOCK. IT WILL BE A VIRTUAL WORKSHOP, OR I WILL GO THROUGH HOW YOU COMPLETE THE ONLINE APPLICATION. TAKE ANY QUESTIONS THAT THERE MAY BE.
AND THEN THIS VIDEO WILL BE POSTED ONTO THE MPO WEBSITE.
IF YOU'RE NOT ABLE TO ATTEND FOR ANY REASON, YOU CAN ALWAYS GO BACK TO THE VIDEO LATER ON. ONCE THAT'S DONE, BECAUSE THIS IS THE FIRST CYCLE FOR THE MOBILITY HUB PROGRAM, WE WANTED TO MAKE SURE THAT WE GAVE ENOUGH TIME FOR APPLICANTS TO SUBMIT THE PAPERWORK AND COMPLETE THE ONLINE APPLICATION SO TRADITIONALLY CSLIP.
I THINK IT'S BETWEEN SIX TO EIGHT WEEKS.
[01:30:01]
WE WANTED TO GIVE A LITTLE BIT LONGER TIME, ESPECIALLY BECAUSE THE PROGRAMS ARE OPENING UP DURING THE HOLIDAYS AND AS PART OF THE DOCUMENTATION THAT WE WE ASKED FOR.WE ASKED FOR RESOLUTION OF SUPPORT FROM THE COMMISSIONS OR WHATEVER APPROPRIATE BODY THAT MAY BE. SO WE WANT TO MAKE SURE WE GIVE EVERYONE ENOUGH TIME SO THE APPLICATIONS WILL NOT BE DUE UNTIL FEBRUARY 28.
SO APPLICATIONS WILL OPEN DECEMBER 9TH AND YOU'LL HAVE UNTIL FEBRUARY 28 TO COMPLETE THEM.
AND THEN THE RANKING AWARDING WILL GO THROUGH A PROCESS INTERNALLY FOR THAT COME BACK BEFORE THE BOARD SOMETIME IN THE SPRING TIME FOR THE RECOMMENDED AWARD.
AND SO WITH THAT, I'D LIKE TO TAKE ANY QUESTIONS OR COMMENTS THAT THE BOARD MAY HAVE REGARDING THE PROGRAM AT THIS TIME.
THANK YOU FOR THE PRESENTATION.
EXTREMELY INFORMATIVE. SO JUST A FEW QUESTIONS.
SO YOU MENTIONED ON THE CRITERIA FORM, SO EVERYBODY WILL HAVE THE POTENTIAL TO GET 100 POINTS. IS THAT AND THE BONUS POINTS OR AN EXTRA 10 POINTS, IS THAT HOW IT WILL WORK? YES, MA'AM.
NETWORK READINESS AND MARKET READINESS ARE 50 POINTS EACH AND THEN YOU'LL SEE YOU CAN GO THROUGH AND YOU'LL SEE THE INDIVIDUAL BREAKDOWN.
CORRECT. AND THEN THE LAST SPONSOR READINESS IS EITHER A BONUS 10 POINTS OR YOU POTENTIALLY IF THERE WAS A FAILURE TO DELIVER AN MPO FUNDED PROJECT, YOU WOULD LOSE 10 POINTS. SO I CAN SEE NOT GIVING 10 POINTS TO SOMEONE WHO MAYBE HAD NOT COMPLETED A PROJECT IN THE PAST.
BUT YOU'RE YOU'RE GOING TO PENALIZE THEM FURTHER.
SO ESSENTIALLY, THEY'RE GOING TO BE LOSING 20 POINTS BECAUSE MOST PEOPLE WILL MAY GAIN 10 POINTS, THEY'RE GOING TO LOSE 10 POINTS.
SO THAT IS A SPREAD OF 20 POINTS.
NO, NO, I'M SORRY, AND PERHAPS IT'S MY FAULT FOR NOT EXPLAINING IT BETTER.
BUT SO IF YOU HAD COMPLETED A SUCCESSFUL PROJECT IN THE PAST YEAR, PAST THREE YEARS, YOU GET TWO POINTS.
IF YOU HAVE IT. IF YOU'VE COMPLETED A SUCCESSFUL MPO FUNDED PROJECT IN THE PAST THREE YEARS, YOU'RE YOU'RE ALLOCATED TWO POINTS.
IF YOU'VE DONE NOTHING WITH THE MPO IN THE PAST THREE YEARS, IT'S ZERO.
SO WHAT DOES IT SAY 10? THAT'S A COMBINATION OF THE DIFFERENT.
THERE'S A LARGER CHART AND IT WAS LIKE, WAY TOO CONFUSING TO INCLUDE, BUT I CAN SEND IT TO THE BOARD OR CERTAINLY TO YOU TO TAKE A LOOK AT LATER ON.
BUT ESSENTIALLY THE 10 POINTS THAT YOU SEE, IT'S IT'S SEPARATED INTO THE FIRST CATEGORY IS THE ACTIVE POLICE WORK.
IF YOU HAVE THAT, YOU GET TWO, IF YOU DON'T, YOU DON'T GET ANYTHING.
IN OTHER WORDS. SO THE BONUS 10 POINTS IS NOT A BONUS 10.
YOU CAN GET A BONUS TO A BONUS.
SOMETHING ELSE, IT'S BROKEN DOWN FURTHER.
CORRECT. YES. AND I GUESS THE THE LAST ONE FOR THE FAILURE TO DELIVER A PROJECT, THAT'S THE ONE WHERE YOU COULD COULD GET TWO POINTS.
IF YOU'VE DELIVERED A PROJECT, YOU CAN GET ZERO OR YOU COULD GET THAT PUNITIVE MINUS 10.
YES. OK. SO IT'S NOT A IT'S NOT A BONUS 10 OR A MINUS 10.
IT COULD BE SOMEWHERE IN BETWEEN.
UNLESS YOU HAVEN'T COMPLETED A PROJECT, YOU COULD GET A MINUS 10.
THAT THAT IS CORRECT AND SO WE CAN CLARIFY THAT LANGUAGE [INAUDIBLE] A LITTLE CONFUSING? BUT YOU JUST MENTIONED YOU'LL GET CERTAIN POINTS LIKE TWO OR THREE OR WHATEVER.
SO WHY NOT JUST DEDUCT THAT INSTEAD OF AN ENTIRE MINUS 10? I MEAN, WHAT INCENTIVE ARE YOU? THE POTENTIAL IS THERE, THOUGH, FOR SOMEONE TO GET A BONUS 10 AND IF YOU SUBMIT IT A MOBILITY HUB FOR FOR EVALUATION AND SOMEHOW OR ANOTHER IN THE PAST THREE YEARS, YOU HAD A SITUATION WHERE YOU DIDN'T COMPLETE A PROJECT, YOU'RE GOING TO HAVE MINUS 10.
SO THERE IS THE POTENTIAL FOR HAVE A SPREAD OF 20.
WHAT INCENTIVE ARE YOU GIVING ANYONE TO SUBMIT SOMETHING IF THEY'VE HAD A SITUATION IN THE PAST THREE YEARS? WELL, OUT OF THAT SPONSOR READINESS, YOU COULD YOU COULD GET EIGHT POINTS.
AND THEN AT THE LAST POINT WHERE IT LOOKS AT THE PROJECT DELIVERY IN THE PAST, YOU COULD FAIL THAT. AND SO YOU WOULD YOU COULD.
YOU'RE GOING TO GET THAT TEN. YEAH.
AND SO YOU WOULD ESSENTIALLY HAVE NEGATIVE TWO AT THAT INSTEAD OF NEGATIVE 10.
OK. SO I THINK THAT IT NEEDS TO BE BETTER EXPLAINED, AND I UNDERSTAND.
YOU SAID REPEATEDLY, IF YOU HAVEN'T COMPLETED A PROJECT IN THE LAST THREE YEARS, FOR WHATEVER REASON, YOU'RE GOING TO GET DEDUCTED 10 POINTS AND THEN YOU WENT INTO THE VARIOUS CRITERIA. SO IT'S REALLY VERY CONFUSING, AND I WOULD HOPE THAT IT COULD BE BETTER DEFINED FOR FOLKS.
THE NEIGHBORHOOD SUPPORT, I BELIEVE.
THIS IS ONE WHEN WE DISCUSSED IT BEFORE AND WE WERE TALKING ABOUT, I THINK ONE OF THE MUNICIPALITIES BROUGHT UP THE ISSUE THAT THE GOVERNMENT ENTITY, THE COMMISSION MAY BE SUPPORTIVE OF A PROJECT.
[01:35:01]
WHAT ARE YOU GOING TO DO WHEN YOU HAVE A RESOLUTION AND SUPPORT OF THE PROJECT AND THEN YOU HAVE PUBLIC INPUT THAT'S AGAINST THE PROJECT? WELL, THERE'S A LOT OF DIFFERENT CRITERIA THAT GOES INTO IT, AS I MENTIONED FROM THIS LIST THAT YOU CAN SEE ON YOUR SCREEN, WE WOULD BE LOOKING AT A QUARTER MILE OF ALL THESE DIFFERENT THINGS AROUND THE AREA.SO I'M TALKING ABOUT IN PARTICULAR, THE ONE WHERE YOU'RE GOING TO.
AND I GUESS IT FALLS INTO THE AGAIN THE BONUS POINTS THE THE PROJECT'S COMMUNITY SUPPORT, IN PARTICULAR, A PROJECT COULD RANK VERY HIGH AND NOT HAVE COMMUNITY SUPPORT.
AND IN THEORY, IT WOULD STILL MOVE FORWARD FOR A RECOMMENDATION FOR RANKING TO THE BOARD, AND IT WOULD REALLY BE UP TO THE APPLICANT TO ADDRESS THAT WITH THEIR OWN COMMUNITY.
I GUESS WHAT I'M ASKING AS YOU ALL WHO ARE THE GROUP THAT'S GOING TO BE EVALUATING, HOW ARE YOU GOING TO EVALUATE A COMMUNITY SUPPORT WHEN YOU HAVE CONTRADICTORY SUPPORT.
YOU MAY HAVE A COMMISSION THAT'S VERY SUPPORTIVE OF THE MOBILITY PROJECT, AND YOU MAY HAVE PUBLIC HOMEOWNER GROUP THAT DOESN'T WANT IT.
I'M JUST BRINGING UP A SCENARIO THAT HAPPENS QUITE FREQUENTLY.
SO HOW ARE YOU GOING TO CONSIDER THAT? AND I THINK THAT AS STAFF WILL HAVE TO GET TOGETHER AFTER THIS MEETING AND GO THROUGH THAT SCENARIO, I DON'T REALLY HAVE A CLEAR ANSWER FOR YOU TODAY ON THAT.
BUT IT DOES HAPPEN AND WE HAVE A LOT OF MUNICIPALITIES HERE.
AND SOMETIMES, YOU KNOW, THE COMMUNITY LEADERS THINK IT'S A GREAT PROJECT AND THEN YOU HAVE RESIDENTS THAT DON'T.
SO I JUST THINK THESE ARE SOME REALISTIC SCENARIOS THAT YOU'RE GOING TO HAVE TO NAVIGATE.
SO I WANTED TO AGAIN BRING THEM UP, AND THE LAST POINT I HAD TO MAKE WAS.
RANKING CHANGES, SO ONCE THESE MOBILITY PROJECTS ARE RANKED, SOMETHING HAPPENS, RANKING CHANGES, I BROUGHT THIS UP EARLIER THAT I THOUGHT IT WAS PRUDENT THAT IT COME BACK TO THE MPOS AND WE WILL ADOPT THE FINAL LIST OF MOBILITY PROJECTS.
IS THAT STILL GOING TO OCCUR? YES, MA'AM, OF COURSE.
AND IF THE BOARD DECIDED THEY DIDN'T LIKE A RANKING, THEY WOULD HAVE THE ABILITY TO PULL THAT FOR DISCUSSION AT THE BOARD MEETING AND DETERMINE.
NO, AND I'M NOT. I'M NOT SUGGESTING THAT THIS GROUP WOULD BE INVOLVED IN ANY OF THE RANKING. YOU'RE MISINTERPRETING WHAT I SAID.
I JUST MEANT THAT IF FOR WHATEVER REASON, YOU HAVE A GROUP OF LISTS OF RANKING PROJECTS AND SOMETHING HAPPENS AND IT CHANGES THAT THAT LIST THAT YOU'RE CHANGING, JUST COME BACK TO THE MPO AS AN FYI, YOU KNOW, ITEM SO THAT WE'RE AWARE THAT SOME CHANGES HAVE TAKEN PLACE. I DON'T BELIEVE ANY ONE OF US WANT TO GET INVOLVED IN ANY FORM OF THE RANKING.
SO I JUST WANTED TO BRING THAT UP SO THAT WE'RE AWARE OF WHAT'S GOING ON.
[INAUDIBLE]. HI, ARE YOU FROZEN YET? I AM. HELLO.
OK. COULD YOU FURTHER EXPLAIN THE CRITERIA ZERO HOUSE, ZERO CAR HOUSEHOLDS? SO, YES, OUR COMPOSITE EQUITY TOOL THAT'S AVAILABLE THAT YOU CAN LOOK AT ON THE BROWARD MPOS WEBSITE LOOKS AT ZERO CAR HOUSEHOLDS.
I DON'T EXACTLY KNOW THE INNER WORKINGS OF THE TOOL MYSELF AS IT WASN'T PART OF THE DEVELOPMENT OF IT. BUT THROUGH CENSUS DATA, I BELIEVE IN ADDITIONAL DATA SOURCES.
IT'S ABLE TO DETERMINE HOW MANY HOUSEHOLDS IN AN AREA OF SINGLE FAMILY HOMES HAVE CARS.
AND BASED ON THAT, I BELIEVE IT EVEN GETS INTO THE DETAIL OF THE ONE TWO CARS.
HOW MANY? AND SO THE IDEA IS THAT FOR THE MOBILITY HUBS IN AREAS WITH SINGLE FAMILY HOMES THAT DON'T HAVE AS MANY VEHICLES, THEY'RE AWARDED MORE POINTS THAN, YOU KNOW, A NEIGHBORHOOD THAT EVERYONE HAS TWO OR THREE CARS, FOR INSTANCE, AND SINGLE FAMILY HOME.
AND SPECIFIC TO SINGLE FAMILY HOMES? NOT JUST SINGLE FAMILY HOMES. THEY GAVE THAT AS AN EXAMPLE, BUT WE LOOK AT RESIDENTIAL UNITS, APARTMENT BUILDINGS, EVERYTHING THAT WE'RE ABLE TO.
JAMES [INAUDIBLE], BROWARD MPO I JUST WANTED TO EXPAND A LITTLE BIT ON THIS.
THE EQUITY ASSESSMENT SCORE IS BASED ON FEDERAL REQUIREMENTS, AND BROWARD MPO DEVELOPED A TOOL THAT LOOKED AT EIGHT DIFFERENT CRITERIA.
SO IT'S ETHNICITY, LIMITED ENGLISH PROFICIENCY, AGE, INCOME, THINGS OF THAT SORT.
ZERO CAR HOUSEHOLDS WAS NOT ONE OF THE REQUIRED ELEMENTS FOR THAT FEDERAL CERTIFICATION, SO WE HAVE A SEPARATE CHART THAT DOES CHART THE ZERO CAR HOUSEHOLD.
SO THAT'S WHY WE WANT TO DISTINGUISH THAT.
THE EQUITY ASSESSMENT SCORE HAS EIGHT DIFFERENT CRITERIA IN THE ZERO CAR HOUSEHOLD IS WOMEN. AND THEN IT'S CHADWICK WAS EXPLAINING ZERO CAR HOUSEHOLDS ARE MORE HAVE A GREATER PROPENSITY TO BE TRANSIT RIDERS BECAUSE THEY DON'T HAVE THE CAR AT THE HOUSEHOLD.
SO MY CONCERN ON THE WORDING AND ESPECIALLY IF IT IS TO MULTIFAMILY DEVELOPMENTS AS WELL, IS WE'RE RUNNING. I KNOW I RUN INTO THIS DISCUSSING WITH DEVELOPERS A LOT WHERE THEY ARE REALLY WORKING TO MINIMIZE THEIR PARKING SPACES FOR APARTMENT.
[01:40:04]
AND I SEE EVERYONE SHAKING THEIR HEAD KIND OF HAPPILY.BUT AS A REALTOR, WHICH IS WHAT I DO, ALSO MOVING PEOPLE INTO THOSE IS A NIGHTMARE, ESPECIALLY WITH THE RENTAL PRICES GOING UP.
WE'RE SEEING TWO WORKING ADULTS IN ONE BEDROOM, NOT LET ALONE TWO BEDROOMS WITH ROOMMATES WHERE EVERYONE NEEDS TO GET TO WORK.
AND SO AND I GET FROM THE DEVELOPMENT SIDE, YOU KNOW, PARKING IS EXPENSIVE TO PUT IN, BUT EVEN IF.
EVEN IF YOU KNOW YOU CHARGE FOR THE SPACES OR SOMETHING LIKE THAT.
SEPARATE FROM THE UNIT RENTALS LIKE THEY NEED TO BE ON SITE BECAUSE PEOPLE DO NEED TO DRIVE TO PLACES WHERE, YOU KNOW, WE'RE NOT THERE YET WITH TRANSIT WHERE YOU CAN GET EVERYWHERE, MAYBE FROM A MOBILITY HUB TO MOBILITY HUB.
SO MY CONCERN IS JUST THIS TYPE OF WORDING IS JUST GOING TO FURTHER ENCOURAGE DEVELOPERS TO NOT PROVIDE ADEQUATE PARKING FOR HOMES.
BECAUSE IF PEOPLE, YOU KNOW, I THINK OUR OUR GOAL WOULD BE FOR THAT PEOPLE HAVE THE OPTION TO TAKE PUBLIC TRANSIT, HAVE THE ABILITY TO GET AROUND PEDESTRIAN, BIKE, TRAIN, ET CETERA. BUT EVERY NOW AND THEN, PEOPLE NEED TO GET PLACES THAT NONE OF THESE COVER, SO THEREFORE THEY NEED TO HAVE A PARKING SPACE AT THEIR HOME.
SO THAT WOULD JUST BE MY CONCERN WITH THE THE WORDING OF IT AND MAKING SURE THAT THE NEW DEVELOPMENTS ARE STILL.
ARE AREN'T TAKING THAT AS A CUE THAT THEY CAN PUT IN MORE UNITS, PUT IN LESS PARKING AND THEN PEOPLE ARE PARKING ON PUBLIC SWALES OR PARKING ON STREETS, THEIR PARKING EVERYWHERE ELSE THAT THEY CAN BECAUSE THEY NEED THEIR CAR.
YES, MA'AM. AND THAT'S A VERY GOOD POINT TO MAKE.
AND ONE THING THAT I FAILED TO MENTION EARLIER IS THAT THE EVALUATION CRITERIA AND THE TOOL THAT STAFF HAS DEVELOPED AND THIS LIST THAT YOU SEE IN FRONT OF YOU ALL OF THESE, THESE DATA SOURCES CAN BE CHANGED AND AUGMENTED LATER ON.
AND WE ACTUALLY PLAN TO BECAUSE AS NEW DATA SOURCES BECOME AVAILABLE, WE ASSUME THAT NEXT YEAR, WHEN IT'S TIME FOR CYCLE TWO TO OCCUR, THAT I, MYSELF OR SOMEONE ELSE FROM STAFF WILL COME BEFORE THE BOARD TO UPDATE THEM ON THE PROPOSED CHANGES IN THE NEW DATA FEEDS THAT WE HAVE. SO IT'S GOING TO BE SOMETHING THAT'S CONSTANTLY GOING TO BE EVOLVING.
WE JUST WANTED TO GET THE PROGRAM LAUNCHED BECAUSE, YOU KNOW, WE SPEND AN INORDINATE AMOUNT OF TIME LOOKING AT THE DATA SOURCES.
AND THERE'S ALWAYS LIKE ONE THING THAT COMES UP AND SOMEONE SAYS LIKE, OH, WHY DON'T YOU LOOK AT THIS? AND AT A CERTAIN POINT, WE JUST KIND OF HAD TO PUT A KIND OF A HOLD ON IT AND SAY, LOOK, THIS IS THE BEST DATA THAT WE HAVE AVAILABLE THAT WE'VE LOOKED AT.
LET'S DO THIS FOR THE FIRST YEAR AND THEN WE'LL SEE ALL THE PROBLEMS THAT COME OUT OF THE FIRST CYCLE AND THEN WE CAN ADDRESS THEM IN FUTURE UPDATES TO THE BOARD.
SO I THINK I HEAR WHAT YOU'RE SAYING.
AND THIS ONE, IT MIGHT BE MORE JUST A WORDING.
CHANGING THE WORDING. LIKE NOT SO MUCH THE CRITERIA ISSUE, BUT LIKE MAKE IT CLEAR THAT WE'RE NOT TRYING TO BUILD WHOLE NEW DEVELOPMENTS WITH NO PARKING.
GO AHEAD. YEAH, THE WHOLE POINT OF ZERO CAR HASSLE IS GOING BACK ITS PROPENSITY TO RIDE TRANSIT. SO IT'S A QUESTION OF TERMINOLOGY, THAT'S THAT'S THE POINT OF MEASURING ZERO FOR HOUSEHOLDS. IT'S NOT TO APPROVE DEVELOPMENTS THAT HAVE LIMITED PARKING THAT IS AT A LOCAL LEVEL, THAT PARTICULAR APPROVAL.
YEAH, IT WAS JUST ONE OF THOSE THINGS THAT CAUGHT ME RIGHT AWAY AS SOMETHING THAT COULD GO SKEW. THE PROPENSITY FOR TRANSIT AND THE INDICATOR IS [INAUDIBLE] CAR HASSLE.
THANK YOU VERY MUCH. ALL RIGHT.
[3. Draft 2022 Broward MPO Federal and State Legislative Priorities]
THANK YOU, CHAIR MEMBERS OF THE BOARD.SO EVERY YEAR AROUND THIS TIME, WE BRING THE LEGISLATIVE PRIORITIES FOR FEDERAL AND STATE TO YOU FOR FIRST AS A NON ACTION ITEM TO GET YOUR FEEDBACK AND THEN DECEMBER WE'LL BE BACK FOR AN ACTION ITEM. SO I'M GOING TO QUICKLY GO THROUGH THESE, WE DIVIDE OUR FEDERAL AND STATE UP.
ONE, WE HAVE TWO DIFFERENT ADVOCACY GROUPS WITH AND ALSO BOTH REQUIRE TWO DIFFERENT APPROACHES, SO AS WE'RE GOING THROUGH THE FEDERAL, YOU'LL NOTICE THAT THEY'RE VERY BROAD.
AND THAT'S BECAUSE THE FEDERAL GOVERNMENT HAS MUCH HAS A WIDER BREADTH OF WHAT THEY CAN APPROVE. WE'VE DIVIDED THESE INTO SEVERAL INTO THREE DIFFERENT SUBCATEGORIES.
FIRST ONE OF SAFETY AND SUSTAINABILITY.
WE'RE LOOKING TO EXPAND ANY SORT OF PROGRAM THAT ALLOWS THE MPO TO INVEST IN CARBON REDUCTION ELECTRIFICATION AND THEN ALSO FURTHER OUR VISION ZERO AND SAFETY PROGRAMS. ON THE INFRASTRUCTURE SIDE, OK, THIS IS TO EXPAND YOUR THE BOARD ABILITY TO INSTALL MORE CAPITAL AND INFRASTRUCTURE PROJECTS THROUGHOUT THE COUNTY.
EXPANDING ACCESS TO THAT FUNDING WISE.
OK, AND THEN LASTLY, ON THE FUNDING FLEXIBILITY, YOU SEE, WE CALL OUT CERTAIN PROGRAMS AS STBGP. THAT'S THE FUNDING THAT THIS BOARD HAS DIRECT CONTROL OVER.
SO IF YOU REMEMBER WHEN WE WERE GOING THROUGH OUR MTP AND MR. GIES SHOWS THAT BIG PIE GRAPH.
AND THERE WAS A TINY SLIVER THAT THIS BOARD HAS DIRECT CONTROL OVER.
WE'RE LOOKING TO EXPAND THAT SLIVER.
AND ADDITIONALLY, WE'RE ALSO LOOKING AT HOW CAN WE INCREASE FUNDING FOR TRANSPORTATION AND WE PUT SOME SUGGESTIONS IN HERE.
[01:45:02]
BUT WE'RE JUST TRYING TO COVER THE BREADTH OF ALL POSSIBILITIES FOR IT.AND THEN LASTLY, YOU'LL NOTICE THAT THE CURRENT TO USE CURRENT CENSUS NUMBERS.
DURING OUR UPDATE, WE TALKED ABOUT INCREASING OR RENEWING THE TRANSPORTATION FUNDING FOR THE NEXT YEAR. OK, THE LITTLE THINGS THAT THEY'RE USING TWO THOUSAND CENSUS NUMBERS FOR THE PROPORTIONS. SO STATES LIKE FLORIDA WHO HAVE SEEN NOT JUST GROWTH BUT ALSO PROPORTIONAL GROWTH HIGHER THAN OTHER STATES DO GET HURT IN THAT.
SO WE'RE AT THE END OF OUR FEDERAL LEGISLATIVE PRIORITIES, ANY QUESTIONS OR COMMENTS.
THANK YOU. SO NOW ON THE STATE SIDE, SO YOU KNOW, THESE ARE A LITTLE MORE SPECIFIC.
OK, SO ONCE AGAIN, SAME SEVERE CATEGORY SAFETY, SUSTAINABILITY, LOOKING AT EXPANDING REGULATIONS ON DISTRACTED DRIVING.
WE'VE HAD THAT FOR FOR SEVERAL YEARS AND ARE MAKING HEADWAY ON IT.
OK. WHAT'S NEW THIS YEAR IS INCREASED CLIMATE MITIGATION RESILIENCY FUNDING, BECAUSE WE KNOW THAT AS THE ROADS FLOOD, AS OUR SIDEWALKS FLOOD, IF PEOPLE ARE TRAPPED IN THEIR HOUSE. DUE TO FLOODING OR WEATHER, THEN THAT'S NO TRANSPORTATION, SO WE WANT TO MAKE SURE THAT PEOPLE CAN GET TO AND FROM.
OK. YOU ALSO SEE THE SIMILAR THEME WITH FUNDING FLEXIBILITY, AND THIS IS LOOKING AT STATE PROGRAMS THAT HAVE RESTRICTED FUNDING AND OPENING THAT UP.
SO ONCE AGAIN, THIS THIS BOARD CAN DIRECT THOSE FUNDS AS NEEDED.
AND ON THE LAST ONE, WE'RE LOOKING AT MPO EXPANSION, A LITTLE BIT OF TRIVIA, BUT THERE'S TWO STATES IN THE UNION THAT HAVE RESTRICTIONS ON MPO MEMBERSHIP.
OH. SO GIVEN THAT AND ONCE AGAIN, SINCE FLORIDA HAS SEEN MORE GROWTH.
AND WE'RE EXPANSION THERE ACTUALLY MIGHT BE MORE MPOS CREATED IN FLORIDA.
SO BY EXPANDING THE VOTING MEMBERSHIP, YOU CAN KEEP THE SAME NUMBER OF MPOS OR POTENTIALLY REDUCE THEM AND HAVE SOME COMBINE.
WHILE STILL KEEPING THE REPRESENTATIVE AUTHORITY OF THE MPO.
AND THEN LASTLY, LOOKING AT ALLOWING MPOS CARVE OUT TO HAVE VIRTUAL MEETINGS.
I KNOW YOU'RE ALL ELECTED OFFICIALS, BUT THIS MUST.
BUT AS A REGIONAL BODY, THIS HAS TO BE THE GREATEST.
THE FURTHEST TRIP THAT YOU HAVE TO MAKE.
I'M LOOKING AT COMMISSIONER COLBOURNE FROM MIRAMAR, WHO I THINK MIGHT HAVE THE LONGEST ONE. ALL RIGHT.
SO WHEN YOU TALK ABOUT FLOODING AND PEOPLE NOT BEING ABLE TO USE WATER ROADWAYS BECAUSE OF FLOODING. ARE YOU SAYING THAT THE MPO IS INTERESTED IN GETTING INVOLVED IN STORMWATER MITIGATION? NOT JUST NOT JUST ON ROADS, BUT OFF THE ROADS, I MEAN, A LOT OF IT HAS TO DO WITH WITH DRAINAGE SYSTEMS AND AND SWALES, AND BECAUSE WE HAVE A SECTION IN FORT LAUDERDALE, THE MELROSE PARK AREA, MELROSE MANNERS AND IN THE IN NOVEMBER OF LAST YEAR, THE RIGHT BEFORE THE ELECTION, WE SUFFERED SIGNIFICANT RAINFALL AND THE THE STORM MITIGATION SYSTEM FAILED THERE BECAUSE IT COULDN'T AND PEOPLE THERE WAS I MEAN, I WAS UP TO MY WAIST IN WATER ON SOME OF THOSE STREETS.
SO IT WAS MPO INTERESTED IN GETTING INVOLVED IN THAT AND THEN FINDING FUNDING FOR CITIES TO HELP ADDRESS STORM WATER MITIGATION.
SO WE ARE CONSIDERING ALL SORTS OF INFRASTRUCTURE THAT IMPACT THE ROADWAYS.
AND IF WE CAN GET THAT CLASSIFIED AS ROADWAY AND CAPACITY, THEN THAT OPENS IT UP FOR MORE FUNDING AND IT ALLOWS US THAT SYSTEM TO BE USED CORRECTLY.
YEAH, BUT I GET [LAUGHTR] ALL RIGHT. MR. MCGEE. NO MORE QUESTIONS, YOUR HONOR.
I KNOW COMMISSIONER [INAUDIBLE].
AND THIS, I'M SORRY, GOES BACK TO THE FEDERAL OR IS THIS SAYING THAT WE ARE PUSHING FOR INCREASING THE FEDERAL GAS TAX? WE SAID, LIKE INCREASING THE FEDERAL GAS TAX TO ANY SORT OF ADDITIONAL FUNDING, BUT THIS IS A DRAFT TO THE BOARD, SO THE BOARD IS FREE TO EDIT THIS AND WE WILL TAKE ALL THAT, ALL THAT INFORMATION BACK TO YOU NEXT MONTH.
THAT'S ESPECIALLY WITH GAS PRICES GOING UP, THAT'S ONE THAT PART OF THAT LITTLE SPIT CAUGHT MY ATTENTION, DEFINITELY SOMETHING THAT.
I'M NOT A FAN OF THE INCREASING FEDERAL GAS TAX, BUT THAT WOULD BE MY INPUT ON IT.
ANYTHING ELSE? IS THE RECOMMENDATION OF THE BOARD TO REMOVE THAT FROM THIS? NO. NOT UNLESS WE HAVE A VOTE.
[01:50:01]
OK, MR. CHAIR, JUST SO YOU KNOW, ALL OPTIONS ARE BAD FOR THIS CRITERIA, WHICH IS TO MAKE THE HIGHWAY TRUST FUND SOLVENT.YOU KNOW, IT'S EITHER YOU'RE GOING TO INCREASE THE GAS TAX OR YOU'RE GOING TO TAX ELECTRIC VEHICLES OR YOU'RE GOING TO DO BY VEHICLE MILES TRAVELED.
SO THIS IS [INAUDIBLE]. YES, SIR.
IS THAT HOW THAT WILL COME BACK TO US AS WHICH PATH TO TAKE? WELL, WILL THIS JUST DISCUSSION.
RIGHT. SO IT'S GOING TO COME BACK TO YOU PRETTY MUCH IN THE SAME FORM AS AN ACTION ITEM ON THE FEDERAL SIDE. WE'RE KEEPING IT AS BROAD AS POSSIBLE TO KEEP AS MANY OPTIONS OPEN.
RIGHT BUT WE SAID, LIKE THE FEDERAL GAS TAX AND THIS IS WRITTEN BY OUR FEDERAL ADVOCACY TEAM AND THE LAW FIRM, SO THEY VERY MUCH MASSAGED THE WORDS PURPOSEFULLY.
I'M NOT DEFENDING IT EITHER WAY, I'M JUST LETTING YOU KNOW THAT THERE WAS THOUGHT PUT BEHIND IN IT. IT JUST SEEMS VERY SPECIFIC THAT WHICH IS.
VICE CHAIR, YOU HAVE ANOTHER QUESTION? OK. PIGGYBACK. SO TO ADDRESS THE ISSUE RAISED BY MY COLLEAGUE, SO WOULD THIS BE THE APPROPRIATE TIME THAT IF ONE OF THE MPO MEMBERS HAD A CONCERN ABOUT THAT LANGUAGE IN THERE, THAT THEY RAISE IT AND IT'S VOTED UP OR DOWN? I MEAN, I DON'T WANT TO.
EVERY ONE OF US HAS AN OPINION ABOUT IT, BUT I I CERTAINLY DON'T WANT TO DISMISS A CONCERN BY ONE OF MY COLLEAGUES ON THE MPO? SO I WOULD JUST THINK, DO YOU WANT US TO DISCUSS IT TODAY OR DO YOU WANT THAT TO BE DISCUSSED? I JUST WANT TO.
NO, BUT WE ALREADY SAID THAT HE WAS BRINGING IT BACK.
AM I CORRECT? BUT HE SAID HE WAS BRINGING IT BACK.
AND THEN THERE WAS KIND OF LIKE THIS.
TO MS. [INAUDIBLE] POINT, I WOULD PREFER THE FEEDBACK NOW SO THAT WE'RE NOT DEBATING THIS DURING THE ACTION ACTION ITEM.
THAT'S WHAT I'M TRYING RIGHT. GO AHEAD [INAUDIBLE].
NO. SO I DIDN'T BRING UP THE CONCERN.
I JUST WANTED TO RAISE THE ISSUE.
SO IF MY COLLEAGUE WANTED TO RAISE IT NOW, THERE'D BE A FORMAL ACTION.
PART OF MY CONCERN ON THAT IS I KNOW THERE HAVE BEEN DISCUSSIONS JUST AROUND ABOUT EITHER TAXING FEDERAL OR ELECTRIC VEHICLES OR MILEAGE.
AND MY CONCERN WOULD JUST BE MAKING IF WE'RE GOING TO TAX VEHICLES THAT ARE GOING MAKING IT ACROSS THE BOARD.
HOWEVER, THAT WORKS OUT SO THAT THERE'S NOT UNDUE BURDEN ON ONE SPECIFIC CLASS OF DRIVER.
THE SO WHAT IF WE DELETE EVERYTHING BETWEEN THE TWO COMMAS? IT WOULD JUST MAKE AN EFFORT TO ADDRESS THE LONG TERM, LONG TERM SUSTAINABILITY OF THE HIGHWAY TRUST FUND? THAT WOULD DEFINITELY BE.
YEAH, DON'T SPECIFY THE EXAMPLE.
AND THAT WAS THE PERFECT SORT OF FEEDBACK THAT WE WERE LOOKING FOR AND THANK YOU, VICE CHAIR. TRANTALIS. SO SINCE WE'RE TALKING ABOUT THIS, WHEN WAS THE LAST TIME THE GAS TAX WAS RAISED? 1993.
1993 AND APPROXIMATELY, DO YOU KNOW, OFF THE TOP OF YOUR HEAD APPROXIMATELY HOW MUCH GAS WAS AT THAT TIME? DO WE KNOW LIKE? THE REASON I'M ASKING, I WANT TO KNOW WHAT'S THE PERCENTAGE? I'M SORRY. OH, I WAS LEARNING CURSIVE AT THE TIME.
YEAH, WELL, I'M NOT ASKING YOU FOR YOUR WHAT YOU WERE, WHETHER YOU WERE DRIVING A CAR AND PAYING FOR GAS, BUT WHAT ARE YOUR STATISTICS SHOW US AS A PERCENTAGE OF TOTAL COST OF GAS? WHAT WAS THE TAX BACK THEN VERSUS WHAT IT IS TODAY? SO THAT WOULD BE A QUESTION I WOULD NEED TO HAVE ANSWERED, I'M NOT TRYING TO PUT YOU ON THE SPOT, BUT THAT WOULD BE AN IMPORTANT QUESTION TO ANSWER.
WHAT PERCENTAGE OF THE TOTAL GAS COST WAS THAT GAS TAX AT THAT TIME? OK. BECAUSE THE.
AND JUST TO BE CLEAR, THE GAS TAX IS NOT ON A PERCENTAGE BASIS.
BUT IF WE'RE LOOKING TO INCREASE IT, IT'S BECAUSE THE FUND IS BEING DEPLETED.
AND IF AND IT'S IMPORTANT FOR ME TO UNDERSTAND WHAT PERCENT OF TAX IS ASSESSED AGAINST THE TOTAL COST OF GAS FOR ME TO MAKE A REASONED DECISION AS TO WHETHER OR NOT IT SHOULD BE INCREASED. OK. SO FOR INSTANCE, IF GAS WAS, I'M JUST GIVING YOU EASY NUMBERS, IF GAS WAS A DOLLAR A GALLON.
SO IT WAS ROUGHLY 13 PERCENT VERSUS TODAY, WHERE IT'S THREE DOLLARS A GALLON, WHERE IT WOULD BE ABOUT FOUR AND A THREE PERCENT CORRECT.
GAS TAX IS LOWER BECAUSE HYBRIDS AND THOSE KINDS OF THINGS.
HORSE AND CARRIAGE IN THE FORT LAUDERDALE.
IT IS SO I WOULD THAT WOULD BE AN IMPORTANT QUESTION TO HAVE ANSWERED.
WE'LL GET THAT INFORMATION. SO JUST TO GIVE YOU SOME FEEDBACK.
SO I DO HAVE ONE OF MY STAFF MEMBERS LOOKED IT UP.
IT WAS 18.4 CENTS PER GALLON AND THE PRICE OF GAS WAS A DOLLAR 11 A GALLON.
WE JUST LOOKED THAT UP. [INAUDIBLE].
THANK YOU. THANK YOU, MR. CHAIR. ON THE USES AND CORRECT ME IF I'M WRONG MY MEMORY, I'M TRYING TO REMEMBER EXACTLY
[01:55:06]
WHAT ARE THE USES? ARE THEY LIMITED ON WHAT THE FEDERAL GAS TAX FUNDS FUNDS CAN BE USED FOR IN THE MUNICIPALITIES, IN OTHER WORDS, IN A WAY OTHER THAN A STATE OR FEDERAL ROAD? IS THERE A FOUR ROADWAY IMPROVEMENTS LIKE RESURFACING ON A MUNICIPAL ROAD? ISN'T THAT THE MAJORITY OF THAT USUALLY COMES FROM A FEDERAL GAS TAX? OH, WELL, OK. SO BECAUSE I'M JUST SAYING I KNOW THAT THERE ARE CERTAIN REQUIREMENTS FOR THOSE TAXES TO BE USED ON CERTAIN PROJECTS.THAT'S WHAT I MEAN. I'M START PEELING BACK THE ONION ON THIS ONE.
SO FEDERAL FEDERAL GAS TAX FUNDS, THE HIGHWAY TRUST FUND, FUNDS US DOT.
SO THAT'S AT THE VERY TOP LINE, IT'S CASH.
THEN LAYERS OF RESTRICTIONS ARE PUT ON THAT OR IT'S DIRECTED TO DIFFERENT PURPOSES.
SO. THROUGH THESE LEGISLATIVE PRIORITIES, WE'RE TAKING A TWO PRONGED APPROACH, RIGHT? ONE, INCREASE THE FUNDING AVAILABLE.
TO REMOVE SOME OF THE RESTRICTIONS OR MAKE IT MORE LOCALLY CONTROLLED.
SO I THINK I'M ANSWERING YOUR QUESTIONS FROM BOTH ANGLES, SO WE'RE TRYING TO INCREASE THE RESOURCES THAT WE HAVE AVAILABLE AND THE FREEDOM TO USE THOSE RESOURCES.
THANK YOU, BILL. OK, MS., GREEN.
JUST TO ADD ON TO MY TRANTALIS IS.
COMMENTS ON THAT. IT ALSO, IF WE COULD FIND OUT, YOU KNOW, GALLONS OF GAS PER YEAR THAT WERE LIKE WHAT THE FUND WAS BRINGING IN AT THAT POINT VERSUS NOW, JUST MORE DATA ON FOR FOR MAKING THE DECISION, DEFINITELY.
AND THEN ALSO OTHER VARIABLES TAKING TO ACCOUNT SPENDING POWER BACK IN NINETEEN NINETY THREE CAR CONSUMPTION.
SO THAT'S AND THOSE ARE ALL FACTORS THAT HAVE LED TO THE DECREASES THAT THE DOLLAR IS WORTH LESS TODAY THAN IT WAS IN NINETEEN NINETY THREE.
CARS ARE MORE EFFICIENT, EVEN THOUGH WE DO HAVE MORE DRIVERS.
MORE DRIVERS, BUT WE'LL GET ALL THE INFORMATION, MORE DATA DEFINITELY WOULD BE VERY HELPFUL. THANK YOU. AND WE'LL PUT WE'LL PUT A TAX ON ELECTRIC CARS.
YES. JUST FOR CLARIFICATION HERE FROM THE STANDPOINT OF WHAT WE'RE LOOKING TO ACCOMPLISH.
IT SOUNDED LIKE THE RECOMMENDATION TO GO LESS RESTRICTIVE IN THE LANGUAGE, WHICH WOULD GIVE THE LEGISLATIVE.
INDIVIDUALS MORE FLEXIBILITY TO ADDRESS.
THE KEY THING HERE, WHICH IS FUNDING.
ABILITY TO MAKE SURE THAT THE FUND IS SOLVENT.
AND I DON'T KNOW IF WE'RE GETTING HUNG UP ON SPECIFICS THAT WE WANTED TO GET AWAY FROM THIS HOLNESS LIKE EVERYBODY WAS IN FAVOR OF.
MEANING IT LEAVES EVERYTHING OPEN FOR THEM BASED ON WHAT'S AVAILABLE, BECAUSE AGAIN, YOU'RE DEALING IN ELECTRIC CARS AND OTHER AVENUES OF RAISING FUNDING THAT WEREN'T THERE 10 15 YEARS AGO.
AND I GUESS FROM THE STANDPOINT JUST FROM FOR ME TO UNDERSTAND WITH THE ACTUAL SPECIFICS ABOUT THE GAS TAX BECOME RELEVANT, IT'S JUST THE AMOUNT OF WHAT CAN BE RAISED FROM IT VERSUS WHETHER IT'S EVEN A VIABLE OPTION THAT THE LEGISLATIVE REPRESENTATIVES WILL GO AFTER. BUT YOU WANT TO GIVE THEM AS MUCH FLEXIBILITY TO EXPAND THEIR PREVIEW TO LOOK AT EVERYTHING VERSUS BEING LOCKED INTO A FEW THINGS.
AM I ON POINT WITH THAT? 100 PERCENT? YES.
SO I GUESS FROM THE STANDPOINT THAT, LIKE MY COLLEAGUE BROUGHT UP, REMOVING THE INFORMATION ABOUT SPECIFICALLY IDENTIFYING THE GAS TAX WOULD KIND OF HELP THE PROCESS THAT WE'RE TRYING TO ACCOMPLISH.
AND IF THAT BECOMES BACK, IF THAT COMES BACK AS A SPECIFIC, THEN WE CAN READDRESS THAT IN DECEMBER. ONCE THE LANGUAGE YOU ALL PUT BACK TOGETHER.
YES, NO. YES, SIR. OK, THANK YOU.
[4. Report From Partner Agencies - Florida Department of Transportation (FDOT) - Arterial Connectivity Study along 595]
IF GUILTY. GOOD MORNING.GOOD MORNING, MR. CHAIRMAN, MEMBERS OF THE BOARD.
I'M THE PROJECT MANAGER FOR THE ARTERIAL CONNECTIVITY STUDY ALONG I-5 95 CORRIDOR WITH ME. I'M A CONSULTANT WINSTON HARRIS AND MR. DYKSTRA FROM THE R'S AND H.
SO AS YOU ARE AWARE, THE PLANNING STUDY WAS INITIATED BY BROWARD MPO IN PARTNERSHIP WITH FDOT ABOUT TWO YEARS AGO.
ITS KEY OBJECTIVE IS TO IDENTIFY AND DEFINE TRANSPORTATION PROBLEMS ON THE CONGESTED NORTH-SOUTH ARTERIALS ALONG THE I-5 95 CORRIDOR AND DEVELOP EFFECTIVE CONGESTION RELIEF SOLUTIONS, AS WELL AS TO PROVIDE CONNECTIVITY FOR ALL MODES OF TRAVEL.
[02:00:03]
AFTER TWO YEARS AND A SERIES OF MEETINGS AND WORKSHOPS, WE ARE AT THE END OF THE STUDY AND WE ARE PLEASED TO SAY THAT WE HAVE DEVELOPED A LIST OF INFRASTRUCTURE IMPROVEMENTS FOR CONSIDERATION.AND WOULD LIKE TO SHARE THE STUDY FINDINGS AND RECOMMENDATIONS WITH YOU TODAY, AND WITHOUT FURTHER ADO, I'LL LET WINSTON TO BEGIN THE PRESENT.
THANK YOU, JOHN WINSTON, OUR ASIA CONSULTANT, PROJECT MANAGER.
YES, AS JOHN MENTIONED, THIS IS A JOINT IMPUESTO PROJECT AND IS FUNDING.
THIS PROJECT IS BEING EXECUTED THROUGH THE FDOT ALONG WITH THE MPO STAFF.
OUR PRODUCT STARTED APPROXIMATELY TWO YEARS AGO, OCTOBER 2019.
WE'RE JUST ABOUT TOWARDS THE END OF PROJECT WRAPPING UP.
I'LL JUST GIVE YOU A QUICK UPDATE TO SOME OF THE KEY FINDINGS AND SOME OF THE SUGGESTIONS MOVING FORWARD. OK.
RYAN, THE PROJECT ERA IS LOOKING AT.
THIS IS. THE NORTH SOUTH ARTERIALS THAT CROSS FIVE, 595, FIVE, SO STARTED IN THE WEST AT ONE THIRTY SIXTH AVENUE, GOING EAST FLAMINGO.
SO THOSE NORTH SOUTH CORRIDORS ACROSS FIVE NINETY FIVE.
AND WE'RE GOING ABOUT A MILE TO THE NORTH AND THE MOUTH TO THE SOUTH.
SO THAT'S THE FOCUS OF THE STUDY HERE THAT WE'RE LOOKING AT.
O'REILLY GOALS AND OBJECTIVES OF THIS, THIS PROJECT REALLY CAME OUT OF THE MPO, THE MUNICIPALITIES, THEY SAW A NEED FOR ENHANCING SAFETY AND OPERATIONS, PARTICULARLY TRYING TO GET ACCESS TO AND FROM ROAD EIGHTY FOUR UNDER FIVE NINETY FIVE FROM THOSE NORTH SOUTH ARTERIALS. THE PROJECT IS A PLANNING LEVEL PROJECT, SO IT'S AT THE FIRST STAGE OF THE DOTTIE'S PROJECT DELIVERY PROCESS, SO IT'S STILL A LONG WAY TO GO BEFORE THESE PRELIMINARY IDEAS BECOME PROJECTS ON THE GROUND AND THE PLANNING STAGE T DIAZ IS ESTABLISHING THE NEED COORDINATION WITH THE RELEVANT AGENCIES.
AND, YOU KNOW, ESTABLISHES A PERIMETER CONCEPTS THAT CAN MOVE FORWARD INTO THE NEXT PROCESS. SOME OF THE OUTREACH THAT WE DID.
A LOT OF MEETINGS WITH THE MPO STAFF, DAMPIER BOARD, ABOUT TWO YEARS AGO, YOU KNOW, FEBRUARY, I THINK IT WAS OF 2020, AND THEN WE ESTABLISH A PROJECT ADVISORY COMMITTEE TO HELP US GUIDE US THROUGH THE PROJECT COME TO INVOLVED SEVERAL REPRESENTATIVES FROM THE VARIOUS STAKEHOLDERS BROWARD COUNTY, THE MUNICIPALITIES, FDOT, THE TURNPIKE, ALL WORKING THROUGH THAT PROCESS TO TRY TO COME UP WITH THESE IDEAS FOR MOVING FORWARD.
WE ALSO THE REQUEST OF THE BOARD AT A GENERAL PUBLIC OUTREACH, WE'RE AT AN ONLINE SURVEY WHERE ANYONE ON PUBLIC COULD PRESENT COMMENTS IDEAS.
WHAT ARE THE ISSUES ALONG THESE NOTES SOKOLOW DIAZ FOR US TO CONSIDER? AND THAT WORKED OUT PRETTY WELL.
WE HAD IT IN SOME OF LAST YEAR AND GOT BACK SEVERAL COMMENTS FROM THE GENERAL PUBLIC ON IT. OF COURSE, PART OF OUR DUE DILIGENCE, WE HAVE TO GO AND LOOK AND SEE WHAT WHAT IS CURRENTLY BEING PLANNED PROGRAM ONGOING IN THE STUDY AREA.
IT'S A BUSY CHART, ORTIS INSURANCE THAT THERE ARE LOTS OF PROJECTS THAT BROWARD COUNTY FDOT ADMINISTRATORS HAVE ONGOING WITHIN THIS PROJECT AREA.
WHAT'S COMING OUT OF THIS? FIVE, NINETY FIVE HOUR TWO, ACCORDING TO THIS STUDY, WILL BUILD ON TOP OF THAT IN TERMS OF PROVIDING IMPROVEMENTS FOR SAFETY AND OPERATIONS.
THE FINDINGS ON PRODUCT LOOKED AT A WIDE RANGE OF DEFICIENCIES THROUGHOUT THE AREA.
SAFETY, OF COURSE, A LOT OF SAFETY ISSUES, PARTICULARLY AT THE INTERCHANGES THAT STILL O'REILLY FOUR FIVE NINE FIVE EXCESS CAPACITY NEEDS THROUGHOUT THE NEW RIVER CROSSING WAS A BIG ISSUE ON THE PROJECT, WHICH IS LOCATED JUST NORTH OF FIVE POINT NINETY FIVE RUNNING PARALLEL. SIDEWALKS, MS. AND SIDEWALKS AND BICYCLE FACILITIES AND TRANSIT NEEDS ALONG THE CORRIDOR IN TERMS OF MS. IN TRANSIT FACILITIES.
SO WE'LL LOOK AT A WIDE VARIETY OF INFRASTRUCTURE NEEDS ALONG THE KIRDAHY.
IN TERMS OF SOLUTIONS, AGAIN, THE SOLUTIONS AGAIN FOCUSED ON A BROAD SEVERAL ASPECTS THE INFRASTRUCTURE IMPROVEMENTS TRUSTEE, HIGH COST IMPROVEMENTS MULTIMODAL.
[02:05:02]
AS I SAID, THE GREEN WAY AND PET AND BIKE FACILITIES WAS A BIG PLAY, A BIG PART IN TERMS OF SOLUTIONS, AND WE LOOKED AT TECHNOLOGY IN TERMS OF TSM KNOW HOW THEY CAN IMPROVE OPERATIONAL EFFICIENCY THROUGHOUT THE CORRIDORS AND LOCAL PLANNING ACTIONS.A LOT OF WHAT MANY OF THE MS. ARE ALREADY DOING TO TRY TO ENHANCE SAFETY AND OPERATIONS.
JUST BRIEFLY, TOUCH ON WHAT SOME OF THE IMPROVEMENTS ARE.
AGAIN, THIS CHART IS KIND OF HIGHLIGHTING THE LOCATIONS FOR THE CAR THAT WE'RE AWARE SUGGEST AND IMPROVEMENTS YOU'LL SEE AT ALL.
THE INTERCHANGES COMMON THROUGHOUT IS AT ALL INTERCHANGE AS WELL, LOOKING FOR SOME MODIFICATIONS TO THOSE INTERCHANGES WITH STERILITY FOR AND KIND OF CANCER FIVE AND EIGHTY FIVE. THOSE INTERCHANGES, AS YOU KNOW, ARE LOCATED IMMEDIATELY ADJACENT TO THE GREENWAY.
SO IN LOOKING AT THE INTERCHANGE IMPROVEMENTS, WE ALSO HAVE TO LOOK AT THE GREENWAY GETTING BICYCLE AND PET TRAFFIC SAFELY FROM ONE SIDE TO THE NEXT OF THE GREENWAY.
WE'LL ALSO YOU WILL SEE ALSO COME ON IN THE IMPROVEMENTS IS A LOT OF HEAD AND BIKE IMPROVEMENTS ON THE MISSING MISSING ALONG THE ARTERIALS.
SO WHERE WE SAW MISSING ARE GAPS IN PET BIKE ACTIVITY FACILITIES THAT'S ALSO BEING RECOMMENDED FOR IMPROVEMENTS ALONG THOSE NOT SO CANEZ.
CAPACITY IMPROVEMENTS, PROBABLY.
UNIVERSITY DRIVE. PROBABLY THE MOST KEY ONE WE KNOW NEEDS ADDITIONAL CAPACITY, SO A UNIVERSITY DRIVE YOUR SUGGESTIONS FOR IMPROVING ADDING ADDITIONAL LANES ALONG UNIVERSITY DRIVE. AND THAT'S PROBABLY ONE OF THE MOST CHALLENGING ROADWAYS.
I'M TRYING TO PROJECT. I SHOULD MENTION WHICH RESPECTED GREEN, WE WERE LOOKING AT BOTH A SHORT TERM AND LONG TERM IMPROVEMENTS TO SHORT TERM IMPROVEMENTS WOULD BE INSTALLING SOME KIND OF A PEDESTRIAN HYBRID BEACON, SOMETHING WHICH BROADCOM IS ALREADY DOING.
I'M THINKING ABOUT ON SUMMER AND SOME CANEZ, SO WE SEE THAT AS A GOOD SHORT TERM IMPROVEMENT. BUT A LONG TERM IMPROVEMENT WOULD BE TRYING TO PROVIDE SOME KIND OF GRID SEPARATION FOR PEDESTRIANS AND BICYCLES THAT MUST USE THAT FACILITY.
ON THE NEXT COUPLE OF SLIDES, US SHOW SOME RENDERINGS OF WHAT TWITTER LOCATIONS THERE AND WHAT IMPROVEMENTS FROM THE IMPROVEMENTS COULD LOOK LIKE, SO ONE OF THE MOST CRITICAL ONES IS THE NORTHWEST SOUTHWEST, ONE THIRD OF SIXTH AVENUE INTERCHANGE RHYTHM STILL O'REILLY FOR. COME ON TO THE IMPROVEMENTS WE ARE LOOKING AT THIS TRYING TO REDUCE TRAFFIC AT THE AT GRADE LEVEL, TAKING OUT THE MAJOR FLAWS OUT OF THE INTERSECTIONS.
ANYONE FAMILIAR WITH THIS LOCATION KNOWS THAT THE MAJOR MOVEMENTS ARE GOING TO RUN FROM ONE TO SIX STREETS AGAIN.
SO WE'RE TRYING, WE'RE LOOKING AT THE POSSIBILITY OF A FLYOVER TO TAKE THAT HEAVY SOUTHBOUND TO EASTBOUND MOVEMENT AND THE REVERSE MOVEMENT, THE HEAVY WESTBOUND TO NORMAL MOVEMENT TAKING THOSE OUT OF THE LOCAL INTERSECTION.
ALSO, THIS IS COMMON TO MANY OF THE IMPROVEMENTS IS TO PROVIDE SOME KIND OF BYPASS FOR TRAFFIC THAT WANTS TO CONTINUE EAST OR WEST BOWEN ALONG ST.
O'REILLY FOR THE INTERSECTION.
IF YOU TAKE THOSE OUT OF THE INTERSECTION PROVIDES A LOT MORE CAPACITY FOR MOVING TRAFFIC AT THE LOCAL AND THE LOCAL SIGNALIZED INTERSECTIONS.
AND, OF COURSE, PROVIDING FOR PET AND BIKE FACILITIES TO GET THEM IN AND OUT OF THESE INTERSECTIONS SAFELY.
NOW, AS I MENTIONED, THE GREEN WAY AT THE GREEN, WE WERE LOOKING AT SOME KIND OF A LONG TERM SOLUTION, SOME KIND OF AN OVERPASS OR UNDERPASS AT FOUR LOCATIONS WHERE SUGGESTING WE COULD HAVE AN OVERPASS.
THIS IS WHAT AN OVERPASS COULD LOOK LIKE AT FLAMINGO ROAD, SHOWING A SPIRAL RAMP ON ONE SIDE AND A RAMP AT ONE SIDE.
PEDESTRIANS AND BICYCLES WOULD GO OVER THAT RAMP AND NOT INTERFERE WITH THE VEHICULAR MOVEMENTS AT THE GRADE LEVEL.
SO WE SEE IT AS A POTENTIAL LONG TERM SOLUTION FOR THE CROSSINGS.
WHAT'S NEXT IS THE STORY, OF COURSE, IS TO GET FUNDING TO MOVE ON TO THE NEXT PHASE, SO AT THE COMPLETION OF THE STUDY WOULD HAVE FINISHED THE PLANNING LEVEL THEN WOULD MOVE ON TO THE ENERGY LEVEL WHERE ORTIS BUILDING CONCEPTS WOULD BE MORE GET TO BE EVALUATED AGAINST ALL ALTERNATIVES, A LOT MORE PUBLIC INVOLVEMENT OUTREACH AND A LOT MORE
[02:10:01]
ENVIRONMENTAL SCREENING.AND HOPEFULLY, AT THE END OF THE PROCESS, YOU GET TO A RECOMMENDED ALTERNATIVE THAT CAN NEXT THEN MOVE TO DESIGN AND CONSTRUCTION.
AND OF COURSE, THE BOARD, I MEAN, THESE PRODUCTS CAN ALL MOVE FORWARD FORWARD.
BOARD AGREES, PROVIDES FUNDING FOR THE NEXT PHASE FUNDING AND OF COURSE, GETS IT'S YOU KNOW, YOU HAVE OTHER PRODUCTS THAT YOU'RE LOOKING AT IT AGAIN.
SO IT'S GETTING IT INTO YOUR TRANSPORTATION PLAN.
SO BASED ON YOUR PRIORITIES AND YOUR FUNDING AVAILABILITY.
SO THAT WOULD BE THE NEXT STEP AND.
WITH THAT, I THINK WE'LL TAKE ANY QUESTIONS.
THANK YOU. THIS IS A GREAT PRESENTATION, AND OBVIOUSLY A LOT OF WORK HAS GONE INTO THIS, BUT WHAT I'VE NOTICED IS THAT YOU'RE BASICALLY JUST TWEAKING THE VEHICULAR HIGHWAY SYSTEM IN ORDER TO ACCOMMODATE THE FUTURE OF THE EAST-WEST PATHWAYS.
WHAT ALTERNATIVE METHODS OF TRANSPORTATION IS FDR CONSIDERING? BECAUSE ALL YOU'RE DOING IS JUST ADDING A LITTLE HERE AND SQUEEZING A LITTLE THERE AND JUMPING OVER THERE, BUT THERE'S NO REAL SIGNIFICANT PLAN THAT YOU'VE PRESENTED TODAY THAT IN ANY WAY ANTICIPATES AN ALTERNATIVE MEANS OF TRANSPORTATION.
IT RELIES STRICTLY ON VEHICULAR TRAFFIC PATHWAYS, AND I'M LOOKING AT THIS THE IMMENSITY OF THIS RIGHT OF WAY THAT WE HAVE AND ALL WE'RE DOING IS JUST ADDING MORE LANES OF TRAFFIC. WHAT ARE YOUR THOUGHTS WITH REGARD TO ALTERNATIVE MEANS OF TRANSPORTATION? ALL RIGHT. AND ARE YOU PREPARED TO DISCUSS THAT TODAY OR I DON'T MEAN TO THROW IT A CURVEBALL, BUT YEAH, YOU KNOW, ENOUGH IS ENOUGH.
YEAH, YEAH. I'LL JUST BRIEFLY MENTIONED TWO THINGS.
SO BROWARD COUNTY IS JUST ABOUT GET GET GOING ON THEIR SYSTEM WIDE TRANSIT STUDY, AND WE KNOW THAT UNIVERSAL DRIVE AND SEVEN HOUR TO CANEZ FOR POSSIBLE PREMIUM TRANSIT. THAT STUDY IS JUST GETTING GETTING GOING.
SO IT'S AHEAD OF WHERE WELL AHEAD OF THAT STUDY.
CERTAINLY WHEN THESE PROJECTS MOVE TOWARDS THE NEXT PHASE, LET'S SAY, ESPECIALLY UNIVERSITY DRIVE IN THE PLANNING PHASE.
THAT WILL BE ABLE TO DOVETAIL WITH WHAT BOARD CARN IS DOING TO LOOK AT, HEY, IF IF, SAY, SOME PREMIUM TRANSIT IS APPROVED ALONG TO MOVE FORWARD ALONG UNIVERSITY DRIVE.
WHAT IMPACT WOULD THAT HAVE ON REDUCING VEHICULAR TRAFFIC? YEAH, BUT ARE YOU RELYING ON BROWARD COUNTY TO TAKE THE INITIATIVE IN COMING UP WITH ALTERNATIVE MEANS OF TRANSPORTATION GOING EAST WEST ON FIVE POINT NINETY FIVE? WELL, EAST WEST ON FIVE NINE, THE PROJECT WELL, THIS PROJECT DIDN'T REALLY LOOK AT FIVE NINETY FIVE, SO IT'S NOT SOUTH PROJECT IN THE NORTH SOUTH ARTERIALS, SO THE BROWARD COUNTY PROJECT THERE SYSTEM WIDE TRANSIT STUDY.
THE NEXT THE NEXT PHASE OF THIS STUDY WOULD BE ABLE TO COORDINATE WITH THEM IN TERMS OF SPECIFIC PROJECTS AND TO SEE WHAT THOSE WHAT WHATEVER RECOMMENDATIONS COME OUT OF THE BROAD CARN STUDY, HOW THAT WOULD IMPACT.
VEHICULAR PADS AND OTHER MOVEMENTS ARE MOBILITY.
SO YOU ARE WAITING FOR BROWARD COUNTY TO TAKE THE INITIATIVE IN STARTING THAT DISCUSSION, BECAUSE THE THING IS I'VE BEEN LIVING IN BROWARD COUNTY FOR ALMOST 40 YEARS AND I HAVE SEEN NOTHING HAPPENED OTHER THAN JUST BUILDING MORE ROADS AND THEN ADDING LANES TO THOSE ROADS. AND THEN MAYBE EVERY SO OFTEN CONCEDE TO PUTTING A WALKABLE WHITE WALKWAY OR A BIKE WAY. BUT WHEN WE WIDEN FIVE NINETY FIVE.
AND ADDED ALL THOSE EXTRA LANES, IT JUST SEEMS LIKE WE LOST AN OPPORTUNITY TO PUT SOME KIND OF RAIL SYSTEM THROUGH THAT PATHWAY IN THE RIGHT OF WAY.
AND THAT'S WHY I'M WONDERING, YOU KNOW, ARE WE JUST KICKING THE CAN DOWN THE ROAD? WELL, I'M JUST ASKING THE QUESTION AGAIN.
DON'T INTERRUPT ME, MR. MAYOR. YES.
SO I SPOKE LAST WEEK WITH THE ADMINISTRATION, MRS. CASSINI, ABOUT THE SYSTEM WIDE PLAN THAT IS BEING DEVELOPED.
THEY ARE ACTUALLY GOING TO BE PRESENTING TO THE BOARD AND AT THE FEBRUARY 10TH MEETING.
BUT RAIL IS NOT A COMPONENT OF THAT PLAN.
THEY HAVE REMOVED THAT ELEMENT THEY HAVE.
YES, SIR. SO THEY'RE JUST RELYING ON CARS AND BUSSES THEN.
IS THAT KIND OF WHERE WE'RE AT? YES, SIR. OK.
ALL RIGHT. YOU ANSWER MY QUESTION.
[02:15:02]
ALL RIGHT. THANK YOU VERY MUCH.THANK YOU. ALL RIGHT, HOW ABOUT OUR TASB AND S.A.C.?
[ COMMITTEE REPORTS - no discussion ]
AND ECB. DID YOU EAT YOUR ALPHABET SOUP THIS MORNING? THIS. YEAH, WE GO.YEP, ALL OF THOSE REPORTS ARE AVAILABLE ONLINE FOR YOU TO READ, SIR, RIGHT ABOUT THE EXECUTIVE COMMITTEE MINUTES AND THE SAME THING.
YES. ALL RIGHT. ADMINISTRATIVE ITEMS ONE.
[ ADMINISTRATIVE ITEMS ]
ANYTHING? THINK WE'RE DONE.THESE ARE MORE OF ANNOUNCEMENTS, SO WE WANT YOU TO BE AWARE OF THAT NOVEMBER 19TH, WE'RE HAVING OUR STATE OF THE REGION ANNUAL AWARDS AT THE SIGNATURE GREEN.
AND THERE'S A SAVE THE DATE FOR THE SAFE STREET SUMMIT FOR FEBRUARY 17TH AND 18TH FOR TWENTY TWENTY TWO. SIR, OUR NEXT BOARD MEETING IS DECEMBER 9TH.
LET ME JUST SAY THIS IS A GREAT MEETING, A LOT OF GOOD INFORMATION, A LOT OF GOOD DISCUSSION. SO WE LOOK FORWARD TO MR. CHAIR. YOU KNOW, I NOTICE THAT THE SCHEDULING AWARDS TRANTALIS.
DID YOU HAVE A QUESTION? YEAH, I'M SORRY.
I NOTICED THESE SCHEDULE THE WORKSHOP FOR DECEMBER 15TH.
IS IT IS THIS FOR BOARD MEMBERS TO ATTEND OR JUST STAFF? IT'S ATTACK? WHERE WERE YOU EARLIER IN THE PRESENTATION TODAY? WE WERE TOLD THAT THERE WOULD BE A A WORKSHOP ON DECEMBER 15TH.
OH, THAT'S FOR THE TECHNICAL STAFF.
BUT ON THE AWARDS BANQUET, THAT IS FOR YOU ALL IF YOU ALL ARE INTERESTED FOR NOVEMBER 19.
ALL RIGHT. I'LL TAKE A MOTION TO ADJOURN.
MOVE TO ADJOURN. I NEED YOU TO PRESS THE BUTTON MOTION BY MAYOR TRANTALIS.
IS THERE A SECOND SECOND BY THE COMMISSIONER? GOOD BYE. ANY GOOD? ALL THOSE IN FAVOR? I HAVE A GREAT DAY.
THANK YOU SO MUCH FOR YOUR COOPERATION.
NOW THAT I'M FROZEN, I CAN'T I CAN'T TAKE THE COLD.
