THE BROWARD MPO RECEIVED A REQUEST FROM THE FEDERAL HIGHWAY ADMINISTRATION TO ADD THE PROJECT MICCOSUKEE TRANSPORTATION PLANNING TO THE BROWARD MPOS FISCAL YEAR 2022 TO 2026 TRANSPORTATION AND IMPLEMENT PROGRAM.

THE PROJECT FOLLOWS IN THE EVERGLADES MICCOSUKEE TRIBE IN THE BROWARD COUNTY.

THE PROJECT IS INCLUDED IN THE FEDERAL DOCUMENT.

TRIBAL TRANSPORTATION PROGRAM TRANSPORTATION IMPROVEMENT PROGRAM FOR FISCAL YEAR 2021 TO ESTABLISH CONSISTENCY BETWEEN THE TIP AND THE TIP AMENDMENT TO THE FISCAL YEAR 2022 TIP IS NEEDED.

FEDERALLY FUNDED MANDATED PERFORMANCE MEASURES AND MR. FLAVIEN IS HERE TO GIVE US A LITTLE UPDATE FROM THE LAST TIME HE PRESENTED AT OUR LAST MEETING. GOOD AFTERNOON, MADAM CHAIR.

GOOD AFTERNOON. MEMBERS OF THE TAC.

PAUL FLAVIEN, AS YOU SAID HERE, TO ASK YOU TO APPROVE THE TARGETS FOR TRANSIT SAFETY, AS WELL AS ON TRANSIT ASSET MANAGEMENT, WHICH ARE THE YEARLY TARGETS WERE REQUIRED TO DO PER FEDERAL REGULATIONS.

AGAIN, JUST A QUICK REMINDER, THESE ARE THE FEDERAL TRANSPORTATION ACTS WHICH REQUIRE FOUNDED ON PERFORMANCE MEASURES, AND THIS IS WHY WE'RE REQUIRED TO DO PERFORMANCE MEASURES. THESE ARE THE REASONS WHY WE'RE DOING PERFORMANCE MEASURES AGAIN.

I WENT THROUGH THIS DURING OUR LAST MEETING AND I'M NOT GOING TO, YOU KNOW, SPEND A LOT OF TIME HERE. AND ALSO, IF YOU LOOK AT THE ONES WITH THE ONE STAR NEXT TO THEM, THOSE ARE

THE YEARLY TARGETS, THE ONE WITH TWO STARS NEXT TO THEM OF THEIR FOUR YEAR TARGET.

SO WE WILL BE ADOPTING THE ONES WITH THE FIRST ONE STAR NEXT TO THEM.

SO FOR SAFETY? AGAIN, AS YOU KNOW, IN THE STATE OF FLORIDA, WE HAVE A VISION ZERO SAFETY TARGET.

AND MOST OF THE MPOS IN THE STATE, AS WELL AS THE STATE OF FLORIDA HAVE, YOU KNOW, HAVE ADOPTED THAT TARGET. AND WE ALL ESSENTIALLY AGREE THAT WE'RE GOING TO PLAN AND PROGRAM PROJECTS TO HELP US GET TO ZERO.

THE COLUMN YOU SEE ALL THE WAY TO THE RIGHT, THAT'S THE SAME DATA THAT I PRESENTED LAST TIME, ACTUALLY, BECAUSE WE DON'T HAVE THE 2020 DATA YET.

WE'LL HAVE IT ON DECEMBER 13TH AND AGAIN, WHAT WE DID BECAUSE I KNOW THERE WAS A LOT OF DISCUSSION ABOUT, YOU KNOW, HOW WHAT OUR TRENDS ESSENTIALLY, RIGHT? SO THIS NEXT SLIDE ESSENTIALLY SHOWS YOU THIS IS THE ONE YEAR DATA FROM 09 TO 2019.

AND THEN THIS IS THE FIVE YEAR AVERAGE DATA.

AGAIN, IT WOULD BE 09 TO 2013, [INAUDIBLE] AND SO ON.

THIS IS WHAT WE'RE DOING NOW.

AS YOU CAN SEE, WE'RE KIND OF TRENDING IN THE WRONG DIRECTION, BUT WHAT YOU NEED TO KEEP IN MIND IS ALL THESE NUMBERS THAT WE'RE LOOKING AT HERE.

WE'RE LOOKING BACKWARDS, RIGHT? AND WHEN YOU REALLY STARTED TO REALLY PUT EMPHASIS ON THIS.

IT WAS ABOUT 2018 WHEN WE STARTED PROGRAMING PROJECTS, SO ALL THOSE PROJECTS ARE IN THE PIPELINE, THEY ARE NOT BUILT AND CONSTRUCTED YET.

SO WE NEED TO KEEP THAT IN MIND WHEN WE LOOK AT THESE NUMBERS NOW.

AGAIN, AS I SAID, TRANSIT ASSET MANAGEMENT ON TARGETS, THESE TARGETS ARE ESSENTIALLY A COMPILATION OF INFORMATION WE RECEIVED FROM THE TRANSIT AGENCIES THAT [INAUDIBLE], AS WELL AS FORT LAUDERDALE.

AND YOU SEE THE COLUMN WHICH IS PROPOSED TARGETS.

THIS IS WHAT WE'RE PROPOSING TO MOVE ON FOR FISCAL YEAR 22.

AND THIS IS THE TRANSIT SAFETY TARGETS.

NOW, THE ONLY AGENCY THAT'S REQUIRED TO DO THIS IS BROWARD COUNTY TRANSIT, BECAUSE [INAUDIBLE] RAIL IS UNDER THE PURVIEW OF THE FEDERAL RAILROAD ADMINISTRATION.

SO THESE ARE ESSENTIALLY WHAT THE PROPOSED TARGETS ARE THAT WE'RE BRINGING TO YOU TODAY.

AND WE'RE ASKING ESSENTIALLY THAT YOU RECOMMEND THAT THE BROWARD MPO ADOPT THESE TARGETS FOR FISCAL YEAR 2022.

AND WITH THAT, IF YOU HAVE ANY QUESTIONS, I AM MORE THAN HAPPY TO ANSWER.

SO I KNOW IT'S LOOKING BACK AND I KNOW YOU HAVE, YOU KNOW, MANY PROJECTS IN THE PIPELINE AND SOME ARE ALREADY ON THE WAY.

IS THERE A WAY OF LOOKING AT IT PROJECT BY PROJECT TO JUST LIKE THE COUNTERMEASURES THAT YOU COME UP WITH AND YOU IMPLEMENT AND THEN DOING IT BEFORE AND AFTER ANALYSIS AS PART OF THE OVERALL IMPROVEMENT ITSELF? IN OTHER WORDS, TO TAKE A LOOK BACK, HEY, WE DID THIS IMPROVEMENT, DID IT WORK? AND, YOU KNOW, BECAUSE YOU'RE TALKING COUNTYWIDE AND IT'S TOUGH TO REALLY GET ALL THE NUMBERS COME DOWN AT ONCE, WE TAKE A LOT OF FUNDING TO DO THAT, BUT IT'D BE GOOD TO KNOW THAT, OK, AT THIS INTERSECTION, WE DID THIS AND THIS AND THIS BEFORE IT WAS THIS MANY CRASHES, AFTER IT WAS THIS MANY CRASHES.

YOU KNOW, THERE WAS BASICALLY IMPROVEMENTS AND WE CAN SHOW THAT WE'RE MAKING, YOU KNOW, WE'RE MAKING SOME, YOU KNOW, BASICALLY PROGRESS WITH THIS WHOLE PROGRAM.

AND THE OVERALL NUMBERS MAY LOOK LIKE THE TRENDING.

BUT IF YOU LOOK PROJECT BY PROJECT, YOU CAN SEE WE'RE GETTING THERE.

RIGHT. AND THAT'S ONE OF THE THINGS WE'RE ACTUALLY DOING.

WE HAVE, THE MPO ITSELF HAS A SAFETY PROGRAM WHERE WE AGAIN, AFTER GOING THROUGH THE MTP, WE IDENTIFIED RIGHT HOTSPOTS WHERE HIGH CRASH LOCATIONS AND WE ACTUALLY HAVE A PROGRAM WHERE AND WE ACTUALLY HAVE A PROJECT RIGHT NOW, I THINK IS IN COYLE SPRINGS THAT WE'RE WORKING ON. AND THAT'S ONE OF THE THINGS YOU DO WELL BEFORE YOUR CURRENT CONDITIONS.

AND THEN, YOU KNOW, AS YOU GO THROUGH THE PROJECT AND YOU IMPLEMENT THE PROJECT, YOU'LL SEE AT THE END YOU KNOW HOW YOU DID.

AND WE'RE NOT THE ONLY ONE THE STATE OF FLORIDA, FDOT IS ALSO DOING THESE SAFETY PROJECTS AS WELL. SO IT'S A PARTNERSHIP BECAUSE AGAIN, IF IT'S JUST THE MPO CAN GET ANYTHING DONE WITH THE STATE AND THE MPO WORKING TOGETHER AND ACTUALLY BROWARD COUNTY.

YEAH, RIGHT. YEAH, IT'S GOOD TO HAVE THOSE NUMBERS ANYWAY ON HAND, YOU KNOW, EVEN IF IT'S FROM DIFFERENT AGENCIES, JUST SO YOU CAN GET A FEEL FOR SOMEONE QUESTIONING, YOU KNOW, WE'RE REALLY DOING, YOU KNOW, WE'RE GOING THE WRONG WAY.

I KNOW WE'RE BACKLOGGED WITH PROJECTS AND THAT WE'LL MAKE MORE PROGRESS.

JUST GIVING YOU AN UPDATE ON THE MTP AMENDMENT REQUEST THAT WE RECEIVED AS PART OF THE 2021 MTP AMENDMENT CYCLE.

SO A COUPLE OF YEARS AGO, WE UPDATED THE RULES SO THAT WE ALLOWED FOR MTP AMENDMENTS TO BE PROCESSED ON AN ANNUAL CYCLE ON A YEARLY BASIS.

SO WE TYPICALLY OPEN UP THE MTP AMENDMENT CYCLE AFTER WE ADOPT THE LAST MTP AMENDMENT, WHICH IN THIS CASE WAS BACK IN FEBRUARY OF 2021.

WE HAD A CLOSING DATE OF NOVEMBER 10TH FOR MTP AMENDMENT REQUEST, SO I JUST WANTED TO GO THROUGH SOME OF THE ALL OF THE MTP AMENDMENT REQUESTS WE RECEIVED FROM OUR PARTNERS.

IN ADDITION TO THE MTP AMENDMENT REQUESTS, SOME MODIFICATIONS AT THE BROWARD MPO STAFF IS RECOMMENDING FOR THIS CYCLE.

THE REASON WHY WE'RE DOING THIS IS TO MAKE SURE THAT WE BRING THE AMENDMENT REQUESTS AND ALSO MODIFICATIONS BEFORE THE COMMITTEES AND MPO BOARD BEFORE WE GO ON TO APPROVE IT.

BECAUSE TECHNICALLY, IF WE WEREN'T GOING TO DO THIS THE NEXT TIME YOU WOULD SEE THE MTP AMENDMENT REQUEST OR THE ONLY TIME YOU WOULD SEE THEM IS WHEN WE BRING THEM FOR APPROVAL IN FEBRUARY OR MARCH, WHENEVER WE'RE ACTUALLY GETTING READY TO ADOPT THEM.

SO THIS IS A WAY JUST TO KIND OF GIVE YOU ALL A HEADS UP AND ALSO ALLOW YOU TO PROVIDE FEEDBACK AND ASK ANY QUESTIONS OF THE MTP AMENDMENT REQUESTS THAT WE RECEIVED.

SO I'M GOING TO RUN THROUGH THEM TODAY AND JUST KIND OF GO DOWN THE LIST.

WE HAVE ALL THE PARTNERS HERE IN THE ROOM THAT DID SUBMIT MTP AMENDMENT REQUEST, AND THEY WILL ALSO BE AVAILABLE TO ANSWER ANY QUESTIONS.

SO AS I MENTIONED, WE HAVE PRESENTED THE MTP AMENDMENT CYCLE AND ALL THE DETAILS SURROUNDING THAT AT THE AUGUST 25TH TAC MEETINGS AND ALSO THE SEPTEMBER 9TH MPO BOARD MEETING, WE MET WITH AND RECEIVED THREE REQUESTS.

OR I SHOULD SAY WE RECEIVED AMENDMENT REQUESTS FROM THREE PARTNER AGENCIES PORT EVERGLADES, THE FLORIDA DEPARTMENT OF TRANSPORTATION, DISTRICT FOUR AND BROWARD COUNTY TRANSIT. IN ADDITION TO THAT, BROWARD MPO STAFF IS PROPOSING TWO ADDITIONAL AMENDMENTS AND TWO MODIFICATIONS THAT WE WANTED TO MAKE YOU AWARE OF, AND WE ARE GOING TO REVIEW THOSE AMENDMENTS AND MODIFICATIONS AND PROVIDE A RECOMMENDATION FOR APPROVAL SOMETIME AT THE BEGINNING OF NEXT YEAR. SO WE STILL HAVE TO DO OUR OWN INTERNAL REVIEW.

THERE'S ABOUT A TWO OR THREE MONTH PROCESS IN ORDER TO DO THAT.

AND LATER ON IN THE PRESENTATION, I'LL SHOW YOU WHAT GOES INTO THAT MTP REVIEW PROCESS.

SO FIRST I REQUEST YOU RECEIVED WAS FROM PORT EVERGLADES, AND THAT WAS TO UPDATE THE MASTER VISION PLAN PROJECT LIST BACK WHEN WE ADOPTED THE 2045 METROPOLITAN TRANSPORTATION PLAN IN DECEMBER OF 2019.

THE PORT HAD NOT COMPLETED THEIR MASTER VISION PLAN YET, SO WE ACTUALLY HAD THEIR OLD LIST OF MASTER PLAN PROJECTS IN THE PLAN.

THEY HAVE SINCE THEN UPDATED THE PLAN AND HAD IT APPROVED BY THE BROWARD COUNTY COMMISSION. SO THEY'RE BASICALLY COMING TO US AND ASKING US TO UPDATE THE PLAN.

I SHOULD SAY UPDATE THE PROJECTS IN THE METROPOLITAN TRANSPORTATION PLAN TO BE CONSISTENT WITH THE MASTER VISION PLAN.

NOW, THESE PROJECTS ARE NOT NECESSARILY COMPETING FOR MTP FUNDING.

IT'S THERE FOR PLANNING CONSISTENCY TO MAKE SURE THAT IF THE PORT EVERGLADES GOES OUT FOR GRANTS THAT THEIR PROJECTS ARE LISTED IN OUR PLAN.

BUT BECAUSE THEY ARE ADDING NEW PROJECTS TECHNICALLY TO THE LIST AS A PARTNER AGENCY, WE HAVE TO BRING IT FORWARD AS AN MTP AMENDMENT UNDER THE FEDERAL REGULATIONS.

SO AGAIN, THIS IS OF THE THREE AMENDMENTS.

THIS ONE IS MORE PROCEDURAL IN THAT WE'RE JUST TRYING TO ALIGN OUR PROJECT LIST WITH THE NEWLY ADOPTED MASTER VISION PLAN FROM THE PORT.

THE SECOND AMENDMENT REQUEST YOU RECEIVED WAS FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT FOUR FOR A FEW OF THEIR STRATEGIC INTERMODAL SYSTEM PROJECTS.

THIS, SIMILAR TO THE PORT PLAN, IS ALSO ESTABLISHING CONSISTENCY WITH THE SIS OR STRATEGIC INTERMODAL SYSTEM PLAN FIRST AND SECOND COST TIER FEASIBLE PLAN.

AND YOU CAN SEE HERE ON THE SCREEN THESE ARE THE CHANGES THAT THEY'VE PROPOSED.

IN SOME CASES, THERE ARE SOME LIMIT CHANGES AND ALSO THERE ARE COST CHANGES AS WELL, JUST LIKE THE PORT. THESE ARE NOT NECESSARILY FUNDS THAT ARE DIRECTLY COMPETITIVE WITHIN THE MTP, SO THEY'RE NOT OUR MPO ATTRIBUTABLE FUNDING.

THESE ARE A SEPARATE POT OF STRATEGIC INTERMODAL SYSTEM FUNDING THAT THE FLORIDA DEPARTMENT OF TRANSPORTATION GETS TO HAVE.

BUT BECAUSE THEY ARE A PARTNER PLAN AND WE INCLUDE IT IN THE METROPOLITAN TRANSPORTATION PLAN, JUST LIKE PORT EVERGLADES, WE ARE BRINGING IT FORWARD AS AN MTP AMENDMENT.

I WOULD LIKE TO NOTE THAT ROADWAY ID NUMBER 10 THE LAST ONE HERE ON THE SCREEN.

WE MET WITH DOT ON THIS PROJECT, AND THERE'S STILL A LOT OF OUTSTANDING ITEMS THAT NEED TO BE ADDRESSED THAT WE DID AS PART OF OUR PRELIMINARY REVIEW.

AND BECAUSE OF THE WAY THE FUNDING, THE TIMING OF THE FUNDING.

IF YOU LOOK, THE PROPOSED FUNDING IS OUT IN 2031-35.

THERE'S NO URGENCY TO UPDATE THIS PROJECT YET IN THE METROPOLITAN TRANSPORTATION PLAN, SO

WE MUTUALLY AGREED LAST WEEK TO REMOVE THAT PROJECT FROM MTP AMENDMENT CONSIDERATION.

SO THIS WAS JUST A DEVELOPMENT THAT HAPPENED BETWEEN WHEN WE PUBLISHED THE AGENDA AND NOW. AND AGAIN, THAT'S ALL PART OF OUR STAFF INTERNAL REVIEW, BUT I FIGURED SINCE I HAVE THE LATEST INFORMATION, I WOULD UPDATE THE TAX.

SO IT LOOKS LIKE THE ONLY TWO AMENDMENTS THAT ARE GOING TO BE MOVING FORWARD WILL BE R OADWAY ID NUMBER TWO AND NUMBER SEVEN, WHICH ARE I-95 AT HILLSBOROUGH BOULEVARD AND THEN ALSO SW TENTH STREET.

SO THOSE ARE THE TWO PROJECTS THAT ARE TENTATIVELY MOVING FORWARD.

AGAIN, WE'VE MUTUALLY AGREED TO REMOVE ROADWAY ID NUMBER 10 AND THE REVISION TO THAT FROM MTP AMENDMENT CONSIDERATION.

ALL OF THE PROJECT COST CHANGES AND LIMITS REQUIRE AN MTP AMENDMENT, SO I'M JUST AGAIN.

THE SECOND BULLET POINT ON THE SCREEN THERE IS TO VERIFY THAT WE'VE DONE OUR PRELIMINARY CHECK. AND YES, THIS DOES TRIP THE THRESHOLD FOR CONDUCTING AN MTP AMENDMENT FOR THIS PARTICULAR CHANGE.

THE LAST PARTNER WHO CAME TO US WITH AN MTP AMENDMENT REQUEST WAS BROWARD COUNTY TRANSIT, THE WEST BROWARD INTERMODAL CENTER.

THEY WOULD LIKE TO ADD THE LOCALLY FUNDED PHASES TO THE MTP TRANSIT COST FEASIBLE PLAN.

THIS IS A PROJECT THAT IS TECHNICALLY FULLY FUNDED UNDER THEIR MOBILITY ADVANCEMENT PROGRAM, THE MAP PROGRAM, OR SURTAX, BUT THEY ARE LOOKING TO COMPETE FOR FEDERAL FUNDING FOR THIS PROJECT. SO AS A RESULT, THIS PROJECT IS GOING TO HAVE TO BE IN THE METROPOLITAN TRANSPORTATION PLAN AND ADDING A PROJECT TO THE COST FEASIBLE PLAN, EVEN IF IT IS FULLY FUNDED WITH LOCAL DOLLARS, STILL REQUIRES AN MTP AMENDMENT.

AND THIS IS ANOTHER PROJECT AGAIN THAT IS CURRENTLY UNDER REVIEW BY MPO STAFF.

AND JUST LIKE WITH ALL THE OTHER PARTNERS, WE'LL CONTINUE TO COORDINATE WITH THEM.

BUT TENTATIVELY, THIS IS WHAT'S ON THE DOCKET AND WE ALSO HAVE ALL THE PARTNERS IN THE ROOM IN CASE YOU HAVE ANY QUESTIONS.

SO MOVING ON TO THE BROWARD MPO'S AMENDMENT REQUEST, WE HAVE TWO OF THEM.

ONE OF THEM IS TO REMOVE MTP ROADWAY ID NUMBER 43 PEMBROKE ROAD FROM SW 160TH TO SW 184TH AND ALSO TO ADVANCE MTP ID NUMBER FIVE TRI RAIL ROLLING STOCK WITH THE FIRST PROJECT, THE REMOVAL OF PEMBROKE ROAD WIDENING.

THIS IS A PROJECT THAT IS GOING TO BE FUNDED THROUGH THE MOBILITY ADVANCEMENT PROGRAM.

SO AS PART OF SOME JOINT MEETINGS THAT WE'VE HAD WITH THE COUNTY, WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION, WITH THE CITY OF PEMBROKE PINES AND THE CITY OF MIRAMAR, WE ALL AGREED THAT ONCE THIS PROJECT WAS OFFICIALLY FUNDED THROUGH THE MAP PROGRAM, THAT WE WOULD REMOVE THIS PROJECT FROM THE MTP BECAUSE WE DIDN'T WANT IT TO CONSUME A SPOT ON THE MTP. WE CAN POTENTIALLY MOVE OTHER PROJECTS UP, SO WE GOT RESOLUTIONS OF SUPPORT FROM BOTH OF THOSE CITIES. THEY'RE INCLUDED IN THE BACKUP AND EVERYBODY'S ON BOARD WITH REMOVING THAT PROJECT BECAUSE IT IS GOING TO BE FULLY FUNDED THROUGH SURTAX.

THE SECOND PROJECT TREBLE ROLLING STOCK IS FUNDED OR PORTION OF IT TWO AND A HALF MILLION DOLLARS IS FUNDED THROUGH OUR TRANSPORTATION PANEL TRANSPORTATION REGIONAL INCENTIVE PROGRAM, WHICH IS A SUPPORT OF THE FLORIDA DEPARTMENT OF TRANSPORTATION, AND THAT IS COMPETITIVE FUNDING THAT'S AVAILABLE ON AN ANNUAL BASIS.

AND THE I'M SORRY, THE REGIONAL TRANSPORTATION AUTHORITY AND THE BROWARD MPO MUTUALLY APPLIED FOR THIS FUNDING WITH FDOT FOR THE TRIP CYCLE, THE LAST TRIP CYCLE AND AS PART OF THE TRIP FUNDING. ONE OF THE STIPULATIONS THAT WE HAVE IS THAT WE PROVIDE MATCHING SU FUNDING FOR IT. NOW THIS PROJECT WAS ORIGINALLY OUT IN THE 2036 TO 2045 TIME BAND.

WE ARE NOW PULLING TWO AND A HALF MILLION DOLLARS OF THAT FUNDING FORWARD IN ORDER TO MATCH THE TWO AND A HALF MILLION DOLLARS OF TRIP FUNDING IN 2026-2030 TIME BAND.

SO AS A RESULT, BECAUSE WE'RE SHIFTING THOSE TIME BANDS AND BRINGING FORWARD THE MONEY, WE ARE GOING TO HAVE TO DO AN MTP AMENDMENT IN ORDER TO DO THAT.

THE BROWARD MPO MODIFICATION REQUESTS ARE TWO OF THEM.

AND THE REASON WHY THEY ARE MODIFICATIONS IS BECAUSE WE ARE JUST EDITING SOME NARRATIVE AND TEXT THAT DOESN'T NECESSARILY REQUIRE FORMAL AMENDMENT, BUT WE STILL WANT TO BRING IT FORWARD TO THE COMMITTEE SO THAT THEY UNDERSTAND OR THAT YOU ALL UNDERSTAND WHAT IT IS THAT WE'RE EDITING. WE'RE INCORPORATING THE PUBLIC TRANSIT AGENCY SAFETY PLAN MEASURE LANGUAGE FROM FDOT CENTRAL OFFICE.

THIS GOES HAND IN HAND WITH THE PRESENTATION THAT PAUL GAVE EARLIER.

THIS WAS A NEW PERFORMANCE MEASURE I BELIEVE WAS ONE OF THE LAST PERFORMANCE MEASURES THAT THE FEDERAL GOVERNMENT WAS ASKING US TO INCLUDE.

SO WE WANT TO MAKE SURE THAT WE UPDATE THE MTP TO INCLUDE ALL OF THAT NEW LANGUAGE FOR THE PUBLIC TRANSIT AGENCY SAFETY PLANS.

THE SECOND ITEM IS ADDING SUPPORTING INFRASTRUCTURE FOR ACES.

WHAT ACES IS AUTOMATED CONNECTED ELECTRIC SHARED VEHICLES TO THE TERMINAL AND SAFETY PROGRAM. WE WANTED TO MAKE SURE THAT WE COULD FUND ACES TYPE TECHNOLOGIES, SO THESE MIGHT BE TECHNOLOGIES TO ASSIST IN THE IMPLEMENTATION OF AUTONOMOUS OR CONNECTED VEHICLES CHARGING STATIONS FOR EV VEHICLES BECAUSE WE KNOW THAT THE NEW LEGISLATION IS BIG ON A LOT OF THOSE SUSTAINABILITY INITIATIVES.

SO WE WANTED TO MAKE SURE THAT THE FUNDING THAT IS INCLUDED IN THE TSA OWN SAFETY BUCKET CAN BE USED FOR ANY ACES TYPES IMPROVEMENT.

SO WE JUST WANTED TO BRING THAT IN LINE SO THAT WE HAD A CLEAR NEXUS THERE BETWEEN THE TWO. SO AS I MENTIONED, THERE'S A LITTLE BIT OF REVIEW THAT MPO STAFF NEEDS TO DO FOR THESE MTP AMENDMENTS.

AND AS YOU SEE HERE ON THE SCREEN, THERE ARE FOUR BIG THINGS IS CHECKING PROGRAM READINESS, WHICH WE'VE MOSTLY DONE WITH ALL OF THE AMENDMENTS, AND IT SEEMS AS THOUGH THEY THEY DO MEET PROGRAM READINESS.

THRESHOLDS, THERE IS A COUPLE OF CLARIFICATION, OR I'M SORRY, THERE ARE A COUPLE OF CLARIFICATIONS THAT WE HAVE SENT OUT TO THE PARTNERS TO GATHER SOME MORE INFORMATION TO JUST VERIFY THAT ALL OF THESE ITEMS SCOPE OF WORK, COST, ESTIMATE, PARTNER COLLABORATION AND RESOLUTION SUPPORT ARE ALL IN LINE.

WE ALSO THEN REVIEW THE AMENDMENTS FOR PLANNING AND POLICY CONSISTENCY, MEANING THAT DOES THIS JIBE WITH WHAT OUR BOARD WOULD LIKE? AND IS THIS ALSO IN LINE WITH WHAT THE FEDERAL GOVERNMENT IS PUSHING AS WELL? WE LOOK AT FINANCIAL IMPACTS TO THE PLAN, SO WE NEED TO MAKE SURE THAT THE COST FEASIBLE PLAN OF THE MTP IS KEPT WHOLE IN ALL OF THESE.

AND THEN WE ALSO NEED TO LOOK AT THE IMPACT OF THESE PROJECTS ON OUR PERFORMANCE MEASURES.

SO I WOULD SAY THE FIRST ONE IS ALMOST COMPLETE THE THREE WE STILL ARE IN PROGRESS ON AND VERIFYING THAT ALL OF THOSE INDIVIDUAL DETAILS FOR THOSE RESPECTIVE REQUIREMENTS ARE MET FOR EACH OF THE PROPOSED MTP PERMIT REQUESTS.

SO OUR NEXT STEPS, AS I MENTIONED, WE'LL CONTINUE COORDINATING WITH PARTNERS FOR ANY ADDITIONAL PROJECT INFORMATION.

WE ARE GOING TO THEN PUBLISH THE MTP AMENDMENTS AND MODIFICATIONS TO THE WEBSITE AND ALSO IN PRINT NEWSPAPERS FOR PUBLIC COMMENT.

THAT'S CONSISTENT WITH OUR PUBLIC PARTICIPATION PLAN, AND I THINK WE HAVE TO DO THAT.

SO HOPEFULLY, WE WILL HAVE FIVE YEARS OF SECURED FUNDING AND THEN WE GET TO DO THIS ALL AGAIN. OK, WHAT I WANT TO TALK TO YOU ABOUT IS WHAT DOES THAT MEAN FOR US? SO WE'RE LOOKING AT A NEARLY 50 PERCENT INCREASE IN BASELINE FUNDING.

SO IN SHORT, THE BROWARD MPO WILL HAVE MORE ATTRIBUTED FUNDS, MORE SU FUNDS.

THERE WILL BE MORE FUNDING AT THE STATE LEVEL, AND THAT'S JUST INFORMING THE PROGRAMS. THERE'S ALSO 567 BILLION DOLLARS IN DISCRETIONARY FUNDING, MEANING GRANTS.

OKAY, SO WHAT DOES THAT MEAN TO US? IT MEANS OVER THE NEXT FIVE YEARS, WE'LL HAVE MORE FUNDING.

WE'LL BE ABLE TO PROGRAM MORE PROJECTS.

WE'LL BE ABLE TO DELIVER MORE TO BROWARD.

OK, BUT ON THE DISCRETIONARY FUNDING, THAT'S WHERE WE REALLY WANT TO GET INTO AND YOU CAN SEE HOW IT'S DIVIDED UP AMONG THE PROGRAMS. TRANSIT, LARGE SCALE INFRASTRUCTURE, SAFETY, MOBILITY.

AND THEN REALLY WHAT'S NEW IS CLIMATE AND RESILIENCY.

BUT ONCE AGAIN, THESE ARE GRANTS THEY NEED TO BE APPLIED FOR.

TOO MANY TIMES HAVE GOTTEN PHONE CALLS THAT THEY KNOW IF THERE'S A FUNDING OPPORTUNITY CAME OUT TWO WEEKS AGO, AND WE'RE THINKING ABOUT POSSIBLY PURSUING A PROJECT AT THAT POINT. YOU'RE SIX MONTHS TOO LATE, OR VERY LEAST AT THE VERY LEAST SIX MONTHS TOO LATE, IF NOT SIX MONTHS TO A YEAR.

SO START LOOKING AT YOUR PROGRAM AND START LOOKING AT YOUR PLANS.

OK, DEVELOP.

AND FROM THERE, START ALIGNING WHAT YOU'VE ALREADY DEVELOPED, YOUR PLANS, YOUR APPROVED PROGRAMS WITH, WITH FUNDING, WITH GRANT FUNDING OPPORTUNITIES AS THEY BECOME AVAILABLE.

OK. AND AS YOU'RE DOING THIS, ASK YOURSELF A COUPLE OF QUESTIONS, OK? DOES YOUR PROJECT ALIGN WITH THE GRANTS? YOU ALSO NEED TO LOOK AT, DO THE BENEFITS EXCEED THE COST? AND THAT'S NOT, AND THAT HAS TO BE CALCULATED.

DO YOU HAVE YOUR COMMUNITY BEHIND THIS? OK, MATCHING FUNDS? SO BECAUSE THESE ARE FEDERAL GRANTS THAT ARE LOOKING, MOST GRANTS SAY THEY WANT A 20 PERCENT LOCAL MATCH.

AND IF YOU WANT TO BE COMPETITIVE, YOU NEED TO TIP THOSE SCALES 30/70, 50/50.

THAT'S WHAT MAKES IT MORE APPEALING TO THE FEDERAL GOVERNMENT.

OK, AND THEN MOST IMPORTANTLY, AND THIS IS AN INTERNAL CONVERSATION, BUT DO YOU HAVE TIME TO APPLY? TYPICALLY, THESE DON'T POSE THE NOTICE OF FUNDING OPPORTUNITIES, WHICH TELL YOU THE GRANTS AVAILABLE. GIVE A 10 TO 12 WEEK DEADLINE.

AND IF YOU HAVEN'T GATHERED DATA AND YOU DON'T AND YOU CAN'T ANSWER THE TOP FOUR QUESTIONS, YOU MAY NOT HAVE ENOUGH TIME TO PUT A SUCCESSFUL PACKAGE TOGETHER.

AND I WANT TO CALL ATTENTION TO THE GRAPHIC OF THE PASTA.

ONE OF THE WORST THINGS WE CAN DO HERE IS THROW SPAGHETTI AT THE WALL.

THE LAST THING THE FEDERAL GOVERNMENT WANTS TO DO IS PRIORITIZE OUR PROJECTS FOR US.

SO, FOR INSTANCE, THIS LAST ROUND FOR RAISE GRANTS RAISE IS THE FORMER BUILD FORMER TIGER. THERE WERE THE BROWARD MPO DID A CALL FOR PROJECTS FROM OUR MUNICIPALITIES.

WE SENT WE FILTERED THAT THROUGH OUR FEDERAL ADVOCACY TEAM AND THEN THE GRANT CONSULTANTS WE HAD AND WE PICKED THE STRONGEST CANDIDATE AND THE BROWARD GROUP THROUGH ITS ITS WEIGHT BEHIND THAT. AND BASED ON OUR CALL FOR PROJECTS, WE THOUGHT THAT WAS THE ONLY PROJECT THAT WAS THE ONLY APPLICATION COMING FROM BROWARD.

IT TURNS OUT FOR MORE APPLICATIONS WERE SUBMITTED AND I DON'T KNOW IF YOU'VE BEEN FOLLOWING, BUT WE DIDN'T GET IT.

NONE OF THOSE APPLICATIONS WON.

SO WE HAVE ONE REGION, ONE BROWARD.

WE NEED TO MAKE SURE WE GET BEHIND ONE APPLICATION.

I KNOW IT SOUNDS COUNTERINTUITIVE, BUT REALLY LIKE I SAID, WE SOMEONE IN D.C.

DOES NOT WANT TO MAKE A DECISION FOR US IN THE MOST IMPORTANT PROJECT.

AND THEN AS WE WORK WITH THE BROWARD AND WE WORK TOGETHER AND HAVE WORKED TOGETHER, IT HAS TO BE ONE REGION, OK, THE IMPOSED RULES THAT WE DO HAVE OUR LONG RANGE PLANS.

AND THESE ARE OUR FIRST LIST OF PROJECTS THAT WE LOOK AT WHEN WHEN WE GRANT NOTICES BECOME AVAILABLE. OK.

ALSO, WE CAN FACILITATE OUR CONVERSATIONS BECAUSE MAYBE IT'S A MAJOR INFRASTRUCTURE PROJECT ON SOMEONE ELSE'S JURISDICTION.

I'M NOT GOING TO GO INTO IT SPECIFICALLY, BUT THESE ARE ALL THE DIFFERENT TASKS THAT MPO IS INVOLVED IN IN ORDER TO ENSURE THAT WE PLAN AND PROGRAM PROJECTS SUCCESSFULLY AND MAKE SURE THEY THEY ARE COMPLETED THROUGH CONSTRUCTION CURRENTLY IN OUR CURRENTLY OUR PROJECTS THAT ARE IDENTIFIED AS MOBILITY PROJECTS.

THESE ARE A WE CURRENTLY HAVE PROJECTS IN MANY DIFFERENT PHASES IN THE IN THE CURRENT WORK PROGRAM, WE ONLY HAVE ONE PROJECT THAT IS CURRENTLY PROGRAMED.

WE HAVE TWENTY TWO PROJECTS CURRENTLY IN DESIGN FOR 169 MILLION DOLLARS.

YOU HAVE SEVEN PROJECTS CURRENTLY UNDER CONSTRUCTION FOR $40 MILLION AS OF RIGHT NOW THIS YEAR. FOR THIS FISCAL YEAR, WE HAVE NOT GRADUATED A PROJECT FROM CONSTRUCTION TO COMPLETION. HOWEVER, A FEW PROJECTS FROM OUR CONSTRUCTION PHASE WILL BE COMPLETED LATER THIS FISCAL YEAR AND A FEW MORE PROJECTS FROM A DESIGN PHASE WILL BE MOVED TO CONSTRUCTION BY THE END OF THIS FISCAL YEAR.

I'M JUST GOING TO GO OVER A FEW PROJECTS THAT WE HAVE IN DESIGN AND IN CONSTRUCTION JUST TO HIGHLIGHT SOME OF THE DIFFERENT THINGS THAT WE ARE IMPLEMENTING IN THE CITY OF PARKLAND FOR WAXAHACHIE ROAD.

THIS PROJECT EXTENDS FROM THE PRESERVE ALL THE WAY TO STATE ROAD 07 FOR THIS PROJECT, WHERE WE'RE ADDING A FEW ROUNDABOUTS AT AT CERTAIN KEY INTERSECTIONS SUCH AS PARKSIDE DRIVE AND THAT NOB HILL ROAD, WHERE ALSO ENSURING THAT WE HAVE A BUFFER BIKE LANE FOR MOST OF THE CORRIDOR THROUGHOUT AND THEN ENSURING THAT WE KEEP A SIX FOOT SIDEWALK, CONTINUOUS SIX FOOT SIDEWALK ON THE SOUTH SIDE.

THE PROJECT IS OUR DIKES ROAD AND NORTH US 190 SIXTH AVENUE PROJECT.

THIS IS WITHIN THE CITY OF PEMBROKE PINES AND THE CITY OF MIRAMAR.

WE'RE ADDING SOME BUFFERED BIKE LANES.

THIS PROJECT EXTENDS FROM THIS PART EXTENDS FROM PEMBROKE ROAD TO STERLING ROAD, RIDING SEVEN FOOT BUFFER BIKE LANES THROUGHOUT THIS QUARTER.

WE'RE DOING SOME PEDESTRIAN SYNCHRONIZATION IMPROVEMENTS AT THE INTERSECTIONS, AND WE ARE ALSO FIXING SOME OF THE SIDEWALK THAT'S OUT THERE THAT DOESN'T MEET ADA COMPLIANCE.

LAST BUT NOT LEAST, IS ANOTHER PROJECT WE HAVE IN CONSTRUCTION RIGHT NOW IS INVERTED BOULEVARD. THIS PROJECT IS WITHIN THE CITY OF LAUDERHILL THAT EXTENDS FROM OAKLAND PARK TO NW 42ND STREET.

WE'RE ADDING FIVE FOOT BIKE LANES THROUGHOUT THIS CORRIDOR.

WE'RE ADDING A CONTINUOUS FIVE FOOT SIDEWALK ON THE EAST SIDE.

WE'RE MAINLY RESURFACING, ADDING SOME NEW PAVEMENT MARKINGS.

AND THIS INVERTED BOULEVARD PROJECT IS ONE OF, I BELIEVE IT'S 12 PROJECTS THAT ARE 12 SEGMENTS THAT ARE ASSOCIATED WITH THE SAME FM NUMBER.

AND WITH THAT, I'M GOING TO HAND IT OFF TO BUFFY.

THE TOTAL COST OF THE ALL FIVE SEGMENTS IS 21.4 MILLION.

OUR STAKEHOLDERS BROWARD COUNTY FOR CITY OF FORT LAUDERDALE, CITY OF LAUDERDALE LAKE [INAUDIBLE] OAKLAND PARK AND LOT IN THE CITY OF LAUDERDALE LAKES WAS ABLE TO CONTRIBUTE THIRTY SIX PERCENT, WHICH CAME UP TO 7.7 MILLION AND BROWARD MPO AND THE STATE OF FLORIDA CONTRIBUTED THE REST. RIGHT NOW, FIVE SEGMENTS ARE UNDER CONSTRUCTION.

THIS IS JUST POWER LINE ROAD ON THE LEFT, WHICH WILL BE A SEVEN FOOT BIKE LANE.

WE REPURPOSED THE OUTSIDE LANE AND THEN WE'LL BE DOING A FOUR FOOT LANDSCAPING BUFFER.

I MEAN, LANDSCAPE ALONG ALONG POWER LINE AS WELL.

MLK, IT'S ANOTHER SEVEN FOOT BIKE LANE, BUT WE'RE DOING ALSO BIKE AND STREET LIGHTING AND SOME LANDSCAPING AND IRRIGATION FOR THAT PROJECT.

31ST AVENUE, WE'RE DOING TWO MASTER INTERSECTIONS.

FIVE FOOT BIKE LANE.

AND WE'RE WIDENING FROM THE MEDIAN INSIDE TO CREATE THE FIVE BIKE LANES.

WE'RE REDUCING THE LANE WIDTH TO 11 FEET.

RIVER LANE ROAD AND STATE AND SW 27TH AVENUE.

WE'RE DOING A FOUR FOOT BIKE LANE WITH A BUFFER, A SHARED BUFFER ON THE RIVERLAND ROAD SECTION BETWEEN STATE ROAD SEVEN AND DAVEY BOULEVARD.

THE SW 27TH PORTION WHERE WE'RE DOING A LANE REPURPOSING ON THE OUTSIDE, WHERE WE WERE DOING AN EIGHT FOOT BIKE BEFORE BIKE LANE AND THE ENTIRE SEGMENT FROM BROWARD BOULEVARD TO STATE ROAD SEVEN. WE'RE ALSO DOING AN INTERNAL ILLUMINATED RPMS WITHIN THE BUFFER.

I MEAN, A LOT OF GREENWAY IS THE FIFTH PROJECT.

IT STARTED CONSTRUCTION THIS WELL LAST MONTH, SO ALL PROJECTS SHOULD BE FINISHED BY LONGER NO LATER THAN MARCH OF NEXT YEAR.

AND SO FOR THE RIVERLAND ROAD, THAT WILL BE FINISHED IN JUNE-JULY SOMETIME, THAT'S OUR TARGETED GOAL.

AFTER THAT, I WILL TURN IT OVER TO KERRY.

HOLMBERG ROAD IN THE CITY OF PARKLAND.

THIS IS ON THE NORTH SIDE OF MARJORY STONEMAN DOUGLAS.

WE'RE EXTENDING THE RIGHT TURN LANE AND DOING A ROADWAY WIDENING TO INCORPORATE BIKE LANES IN BOTH DIRECTIONS.
