IF YOU RECALL, THERE WERE SOME CONFUSION OVER SOME BONUS POINTS, SO WE REMOVED THAT TO HOPEFULLY CLARIFY THE SCORING SYSTEM AND AT THIS TIME, WE'RE LOOKING FOR A BOARD MOTION TO APPROVE THIS ITEM. AND SO WHAT IT IS IS WE LOOK AT EXISTING TRANSIT ACCESS POINTS THROUGHOUT THE COUNTY AND WHAT THAT MEANS IS THE POINTS OF HIGH CONCENTRATION OF EXISTING TRANSIT ACTIVITY, WHETHER THAT BE TRANSFER OR TRIP GENERATION, ALSO IN AREAS THAT HAVE THE POTENTIAL FOR HIGH DEVELOPMENT OR REDEVELOPMENT POTENTIAL AND SO THIS PHOTO IS THE DOWNTOWN MOBILITY HUB THAT PERHAPS YOU MIGHT HAVE SEEN IN THE PAST. THAT'S THE BEFORE. THIS IS THE AFTER. WE RECENTLY COMPLETED IT. WE'RE VERY PROUD OF IT. IT'S A THREE AND A HALF MILLION DOLLAR PROJECT, AND IT JUST GOES TO SHOW WHAT CAN BE DONE WITH YOUR CITY, STREETS AND SIDEWALKS. WE INSTALLED PEDESTRIAN LIGHTING, LANDSCAPING, ADA CROSSWALKS, BICYCLE FACILITIES AND A LOT OF DIFFERENT THINGS IN THAT AREA. SO IF YOU HAVEN'T HAD A CHANCE, PLEASE TAKE A LOOK. IT'S RIGHT ACROSS FROM CITY HALL. YEAH, IT'S ACROSS FROM CITY HALL. HOLD ON, CAN YOU GO BACK ONE SECOND, PLEASE? THIS IS THE PRESENTATION WE HAD AT THE LAST MEETING, CORRECT? YES, SIR. THIS IS ACTUALLY ACROSS FROM CITY HALL NEXT TO THE BKT BUS TERMINAL AND EAST OF THE BRIGHT LINE STATION. THE WHOLE IDEA AT THAT MOBILITY HUB AND IT WAS PROPOSED BY CITY OF FORT LAUDERDALE. I WANT TO SAY ABOUT A DECADE AGO WAS TO TIE THE TRANSPORTATION USES THAT WE KNEW WE'RE GOING TO BE THERE TOGETHER. SO THAT WAY, WHEN PEDESTRIANS GOT OFF THE DIFFERENT MODES OF TRANSPORTATION, THEY'D BE [00:25:04] ABLE TO MOVE AROUND. THE CITY SHUTTLE PROGRAM IS ALSO SUPPOSED TO TIE INTO THAT FACILITY AS WELL. BUT IF YOU LOOK AT WHAT WAS PUT INTO THE GROUND, ONE OF THE MOST IMPRESSIVE PARTS OF THIS IS ACTUALLY THE PEDESTRIAN ENVIRONMENT AND THAT WHEN ADDITIONAL DEVELOPMENT OCCURS AT THAT AREA, WHETHER IT'S A JOINT GOVERNMENTAL CENTER OR A SEPARATE USES THAT WILL PROBABLY GO INTO THAT AREA, INCLUDING AN ENTERTAINMENT VENUE, IT'S THE IDEA THAT FOLKS WILL BE ABLE TO GET ON BRIGHT LINE OR COASTAL LINK AND CONNECT FROM THAT OVER TO THE ENTERTAINMENT VENUE AND THEN BACK AROUND. YOU KNOW, ONE OF THE THINGS THAT IS ACTUALLY MOST STRIKING ABOUT THE BRIGHT LINE SERVICE HERE IN BROWARD IS YOU GET OUT OF THE TRAIN AND THERE'S NO THERE THERE WHERE IF YOU'RE IN WEST PALM BEACH OR MIAMI, YOU SHOW UP AT SOMETHING AND SO WE ARE TRYING TO CREATE THERE FOR THE SAFE MOBILITY OF PEOPLE IN THAT AREA. SO MOBILITY HUBS ARE SUPER IMPORTANT AND WE CAN GO INTO A LOT MORE DISCUSSION ON THAT AT A FUTURE DATE IF YOU'D LIKE, ESPECIALLY IF YOU'RE TALKING WITH THE FOLKS ON THE [INAUDIBLE] CORRIDOR. THERE'S SOME OTHER DEVELOPMENT OPPORTUNITIES THAT WE BELIEVE ARE COMING IN THE FUTURE IN THAT AREA THAT WOULD PROVIDE FOR, YOU KNOW, MOBILITY TYPE SOLUTIONS. MR. BLUE. YES, SIR. NEXT SLIDE, SO YES, THE PURPOSE OF THE MOBILITY HAVE FUNDING, IT'S SIMILAR TO [INAUDIBLE] AND PTAP, SOME OF THE PROGRAMS YOU MAY BE FAMILIAR WITH. IT'S TO PROVIDE MOBILITY HUB MASTER PLAN STUDIES OR DESIGN CONSTRUCTION DOLLARS AND SO WITH THIS AGENDA HERE TODAY, I'D LIKE TO LEAD YOU THROUGH THE PROCESS VERY QUICKLY AND ALSO SHARE THE SCORING CRITERIA. SO THIS SLIDE RIGHT HERE SHOWS A TYPICAL MOBILITY APPLICATION PROCESS. THE BOARD MEMBER GOVERNMENT WOULD START THEIR APPLICATION DEVELOPMENT, WE ASK SIMILAR TO [INAUDIBLE], THAT THEY HAVE A PRE-APPLICATION MEETING WITH US, JUST A HIGH LEVEL OVERVIEW SO WE CAN MAKE SURE THAT ALL THE ITEMS THAT ARE BEING PROPOSED FIT IN THIS PROGRAM AND MAYBE NOT IN ANOTHER PROGRAM THAT THE MPO OFFERS. ONCE THAT'S DONE, THE APPLICATION IS SUBMITTED TO US. IT'S ALL DONE ONLINE. WE GO BACK, WE LOOK AT IT, WE EVALUATE IT. WE PUT TOGETHER A RANKING RECOMMENDATION THAT WILL THEN COME BEFORE THE BOARD FOR APPROVAL AT THAT POINT AND AWARD. THE MOBILITY HUB EVALUATION CRITERIA IS COMPRISED PRIMARILY OF NETWORK READINESS, MARKET READINESS AND SPONSOR READINESS, AND THESE ALL TIE BACK END TO DOCUMENTATION THAT HAD PREVIOUSLY BEEN APPROVED BY THE BOARD. BACK IN 2018, THE HUBS REVISIT DOCUMENTATION AND AS PART OF THAT, WE ALSO TRY TO LINK AND KEEP EVERYTHING IN LINE WITH THEMES OF THE METROPOLITAN TRANSPORTATION PLAN. SO WE SORT OF MARRY THE NETWORK READINESS AND THE MARKET READINESS WITH MOBILITY, ACCESSIBILITY, SAFETY, EQUITY, ENVIRONMENTAL STEWARDSHIP AND ECONOMIC VITALITY. AND YOU'LL SEE THAT IN A LITTLE BIT MORE DETAIL ON ONE OF THE NEXT SLIDES HERE. SO THIS IS THE EVALUATION CRITERIA. SO YOU CAN SEE, FOR INSTANCE, FOR EQUITY WE LOOK AT, WE HAVE AN EQUITY ASSESSMENT SCORE. WE LOOK AT THE TRANSIT DEPENDENT POPULATION, WHICH WAS FORMERLY CALLED ZERO-CAR HOUSEHOLDS AND EVERYTHING THAT YOU SEE UP HERE. ONCE YOU DO YOUR ONLINE APPLICATION, YOU'LL PUT A POINT ON A MAP. WE LOOK AT A QUARTER MILE AROUND THAT AREA AND THE TOOL BRINGS IN ALL OF THIS AGGREGATE DATA AND SPITS OUT A NUMBER. NOW THE STUFF TOWARDS THE BOTTOM, THE SPONSOR READINESS, THAT'S A LITTLE DIFFERENT. THAT NEEDS TO BE SUPPLIED BY THE APPLICANT AND I WILL TALK A LITTLE BIT ABOUT THAT IN THIS SLIDE. SO THE THINGS WE'RE LOOKING FOR IN SPONSOR READINESS ARE DOCUMENTATIONS THAT SHOW COMMUNITY SUPPORT, FOR INSTANCE, IF YOU HAVE LAND USE POLICIES THAT MIRROR WHAT YOU'RE TRYING TO DO IN THIS AREA, WE'D LIKE TO SEE THAT ANY PUBLIC PRIVATE PARTNERSHIPS OR PROJECTS THAT YOU HAVE GOING ON, PLEASE LET US KNOW AND ALSO ANY LOCAL FUNDING THAT POTENTIALLY THE MEMBER BOARD GOVERNMENT MIGHT BE WILLING TO THROW INTO THE PROJECT. THE LAST ITEM IS WE DO LOOK AT THE PAST PERFORMANCE DELIVERY OF THE BOARD MEMBER APPLICANT AND SO WE LOOK AT THE LAST THREE YEARS. SOME OF THE REASONS FOR THE SOLVENCY ISSUES, THE MOTOR FUEL TAX WAS NEVER INDEXED TO INFLATION OR GAS PRICES. IT WAS LAST SET IN 1993 AND OF COURSE, THERE HAS BEEN INFLATION SINCE THEN. GAS PRICES HAVE INCREASED AND ALSO FUEL EFFICIENCY IMPROVEMENTS IN AUTOMOBILES HAVE INCREASED SINCE THAT TIME, DRAMATICALLY DRASTICALLY, AS WELL AS ELECTRIC VEHICLE ADOPTION, WHICH LEADS TO LESS CONSUMPTION OF GASOLINE. NOW, AS YOU CAN SEE HERE, THE BASICALLY THIS CHART SHOWS THAT THE PORTION OF A THE PRICE OF GASOLINE THAT IS MOTOR FUEL TAX HAS DECREASED FROM EFFECTIVELY A 16 PERCENT TAX ON GAS TO NOW 5.4 PERCENT TAX ON GAS. THIS CHART SHOWS ANOTHER REASON FOR THE SOLVENCY ISSUES, WHICH IS THAT FUEL EFFICIENCY HAS INCREASED AS WELL AS ELECTRIC VEHICLE ADOPTION HAS INCREASED, HAS IMPROVED AND WE SEE THAT BASICALLY VEHICLE MILES TRAVELED HAS INCREASED WHILE THE CONSUMPTION AND PURCHASE OF GASOLINE HAS STAYED RELATIVELY THE SAME SINCE 1993, WHEN THE GAS TAX WAS LAST ADJUSTED. SO THAT IS HOW THINGS ARE GETTING DONE NOW. THEY'VE SINCE UPDATED THEIR MASTER VISION PLAN AND IN ORDER TO BE CONSISTENT, THEY HAVE ASKED FOR THEIR PROJECTS TO BE UPDATED. NOW, THESE PROJECTS ARE NOT COMPETING DIRECTLY FOR MPO ATTRIBUTABLE FUNDING. THEY ARE WHAT WE CALL A PARTNER PLAN. THEY SIT THERE AS A WAY FOR THEM TO GAIN ACCESS TO FEDERAL DISCRETIONARY GRANT FUNDING. SO WHEN THE PORT GOES OUT AND APPLIES FOR FEDERAL DISCRETIONARY GRANTS, THEY WILL TYPICALLY REFERENCE THE METROPOLITAN TRANSPORTATION PLAN AND SAY, HEY, THESE PROJECTS ARE IN THE METROPOLITAN TRANSPORTATION PLAN. THEY WERE ADOPTED. EVERYBODY'S IN ALIGNMENT. SO THIS IS A WAY FOR US TO GET INTO ALIGNMENT WITH WHAT THE PORT IS DOING AND BECAUSE WE ARE ADDING, WE'RE REPLACING THOSE PROJECTS IN THE METROPOLITAN TRANSPORTATION PLAN. THEY WILL REQUIRE FORMAL MTP AMENDMENTS. SO WE WANT THE BOARD TO BE AWARE OF THAT AND IF YOU LOOK IN YOUR BACKUP, YOU WILL SEE THE LIST OF PROJECTS THAT ARE BEING INCLUDED AS PART OF THEIR UPDATED MASTER VISION PLAN. WE ALSO RECEIVED A PARTNER AGENCY REQUEST FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT FOUR. THEY HAVE A PROGRAM CALLED. STRATEGIC INTERMODAL SYSTEM, THAT'S TYPICALLY HOW WE PAY FOR ALL OF OUR MAJOR HIGHWAY IMPROVEMENTS HERE, AND THE STRATEGIC INTERMODAL SYSTEM IS INCLUDED, DISCRETELY WITHIN THE PLAN. IT USED TO BE INCLUDED BY REFERENCE, WHICH BASICALLY JUST MEANT THAT THE PLAN WAS ALWAYS CONSISTENT WITH THE SIS PLAN BECAUSE IT WAS INCLUDED BY REFERENCE. FEDERAL HIGHWAY ADMINISTRATION DIRECTED US THAT LOOK, THE MPO BOARD NEEDS TO SEE THESE INDIVIDUAL PROJECTS. SO NOW THAT THEY'RE INCLUDED INDIVIDUALLY WITHIN THE PLAN, WHENEVER THEY WANT TO CHANGE SOMETHING, THEY HAVE TO COME FORWARD WITH AN MTP AMENDMENT AND YOU'LL SEE HERE ON THE SCREEN. THERE ARE THREE PROPOSED AMENDMENTS THAT THE FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT FOUR SUBMITTED THE FIRST ONE. THE FIRST TWO ITEMS DEAL DIRECTLY WITH SW 10TH STREET. YOU'VE HEARD A LOT OF PRESENTATIONS ON THAT PROJECT. THIS IS REALLY JUST MAKING SURE THAT ALL OF THE FUNDING THAT IS BEING THAT IS COMING DOWN FROM THE STATE GOVERNMENT IS NOW CONSISTENT WITHIN THE METROPOLITAN TRANSPORTATION PLAN. NOW THAT PROJECT IS REALLY COMING TO FRUITION, IT'S MOVING INTO THE DESIGN BUILD CONTRACT PHASE SO THAT ONE IS AGAIN MORE OF A CONSISTENCY THING AS WELL. THE THIRD ITEM, THE I-95 AT GRIFFIN ROAD, WHICH IS NOW WHICH THEY PROPOSED TO CHANGE FROM TO I-95 FROM MIAMI-DADE COUNTY LINE TO NORTH OF GRIFFIN ROAD. WE'VE HAD A CONVERSATION WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION SAID. LOOK, WE HAVEN'T REALLY RECEIVED ANY INFORMATION ON THIS PROJECT. THE MPO BOARD HAS NOT SEEN HOW THIS PROJECT HAS CHANGED. WE WOULD LIKE YOU TO COME BACK WITH THE PRESENTATION TO THE MPO BOARD BEFORE WE SUBMIT THIS AS AN MTP AMENDMENT REQUEST. SO AS OF NOW, THIS AMENDMENT REQUEST WILL NOT BE PROCESSED THIS CYCLE BECAUSE WE BELIEVE THAT THE MPO BOARD NEEDS TO SEE EXACTLY WHAT THE FLORIDA DEPARTMENT OF TRANSPORTATION IS DOING AND WHY THIS PROJECT IS MOVING FROM JUST AN INTERCHANGE PROJECT TO NOW BASICALLY A FULL INTERSTATE PROJECT FROM MIAMI-DADE COUNTY LINE TO NORTH OF GRIFFIN ROAD. THEY DO HAVE GOOD REASONS, BUT AGAIN, WE WANT THE MPO BOARD TO HAVE A CHANCE TO COMMENT ON [01:15:03] THAT, SO WE WILL LIKELY WORK WITH THEM NEXT YEAR IN ORDER TO PROCESS THAT AMENDMENT, ESPECIALLY WHEN YOU LOOK AT THE PROPOSED FUNDING. THAT FUNDING DOESN'T NEED TO BE AVAILABLE UNTIL 2031 TO 2035, SO EXPECT THAT PRESENTATION SOMETIME IN THE NEXT YEAR. SO WE WILL MOVE FORWARD WITH ROADWAY ID NUMBER TWO AND ROADWAY ID NUMBER SEVEN. SO AGAIN, ROADWAY ID NUMBER 10 WILL NO LONGER BE CONSIDERED FOR AN MTP AMENDMENT. THIS CYCLE WILL ONLY BE THE TWO ABOVE IT. THE THIRD AND FINAL PARTNER AGENCY MTP AMENDMENT REQUESTS THAT WE RECEIVED WAS FROM BROWARD COUNTY TRANSIT, WHICH WAS TO ADD THE WEST BROWARD INTERMODAL CENTER, THE LOCALLY FUNDED PHASES FOR THAT PROJECT TO THE MTP TRANSIT COST FEASIBLE PLAN PLAN. NOW THIS PROJECT IS LOCATED OUT IN THE CITY OF SUNRISE, OFF OF 136 NEXT TO SAWGRASS. I'M SORRY, THE BCT BUSSES CURRENTLY PULL INTO THAT LOCATION, AND THEY ARE LOOKING TO BUILD A MORE FORMAL STRUCTURE FOR THEIR BUSSES AND ALSO RESERVE AN ENVELOPE FOR RAIL TRANSIT IN THE FUTURE. THEY THIS PROJECT IS TECHNICALLY FULLY FUNDED UNDER THE SURTAX, BUT BROWARD COUNTY TRANSIT WOULD LIKE TO PURSUE DISCRETIONARY GRANT FUNDING THROUGH THE FEDERAL GOVERNMENT, MUCH LIKE PORT EVERGLADES, IF THEY WANT TO PURSUE FEDERAL DISCRETIONARY GRANT FUNDING. THEY'RE GOING TO HAVE TO DEMONSTRATE CONSISTENCY WITH THE METROPOLITAN TRANSPORTATION PLAN. SO DESPITE THE FACT THAT THE PROJECT DOES HAVE ALL THE FUNDING THERE, IF AND WHEN THEY DO PURSUE THAT FEDERAL GRANT, THEY NEED TO BE ABLE TO POINT TO THE MTP AND SHOW THAT PROJECT IS IN THERE. SO SINCE WE ARE ADDING THAT PROJECT, WE WOULD HAVE TO THEN DO AN MTP AMENDMENT AND WHY WE'RE CONSIDERING IT FOR THIS CYCLE. THERE'S A COUPLE OF ITEMS STILL THAT WE NEED TO IRON OUT WITH BROWARD COUNTY TRANSIT. THE PROJECT, AS IT STANDS WITHIN THE BUDGET, IS NOT SHOWN AS A LINE ITEM IN THE COUNTY BUDGET AND IN ORDER TO BE ABLE TO INCLUDE THE FUNDING FOR OUR METROPOLITAN TRANSPORTATION PLAN, WE WOULD LIKE THE COUNTY TO SHOW THIS AS A LINE ITEM IN A BUDGET. IT'S CURRENTLY SHOWN UNDER A TRANSIT INFRASTRUCTURE BUCKET, AND THEY DO HAVE SOME STAFF DEPARTMENTAL BACKUP THAT SHOWS THAT THE PROJECT IS IN THERE. BUT WE WOULD LIKE IT TO BE TRANSPARENT AND LIKE IT TO BE SHOWN IN THE COUNTY BUDGET AS A LINE ITEM SO AGAIN THAT WE CAN POINT BACK TO IT AS WELL AND THERE'S THAT CONSISTENCY. SO AGAIN, MORE OF THAT DUE DILIGENCE THAT WE DO ON THE STAFF END JUST TO MAKE SURE THAT EVERYTHING IS KOSHER, SO TO SPEAK, WHEN WE INCLUDE THESE PROJECTS IN THE PLAN. I ALSO WANT TO ADD TO THIS PARTICULAR PLAN REQUEST THAT THIS ALSO WILL THEN ALIGN THE COUNTY TO BE ABLE TO RECEIVE FEDERAL FUNDS, DISCRETIONARY FUNDS AS WELL. IT NEEDS TO BE IN OUR PLAN AND THEN AT THAT POINT, THEY'D BE ABLE TO GO AFTER DISCRETIONARY AND THERE'S A LOT OF DISCRETIONARY MONEY WHEN IT COMES TO TRANSIT AND JUST ON THAT NOTE, THE COUNTY IS LOOKING TO PURSUE FEDERAL DISCRETIONARY GRANT FUNDING FOR MANY DIFFERENT PROJECTS, AND WE'VE STARTED CONVERSATIONS WITH THEM AND AS PART OF THE NEXT MTP AMENDMENT CYCLE IN 2022, THEY WILL LIKELY BRING FORWARD A WHOLE HOST OF OTHER. PROJECTS SO THAT THEY CAN BE READY TO GO, BUT AGAIN, WE WANT TO MAKE SURE THAT THESE PROJECTS ARE PROPERLY SHOWN IN BUDGETS, THAT ALL OF THE CITIES HAVE HAD A CHANCE TO COMMENT ON SOME OF THESE PROJECTS. WE KNOW THAT BROWARD COUNTY TRANSIT IS DOING THEIR COORDINATION, BUT AGAIN, AS PART OF OUR DUE DILIGENCE AS AN MPO, WE WANT TO MAKE SURE THAT WE BRING IT FORWARD BEFORE THE LARGER BOARD AND THAT YOU ALL HAVE A CHANCE TO SAY YES, THIS IS A GOOD PROJECT. THAT PROJECT RECEIVED SURTAX FUNDING, AND A COUPLE OF YEARS AGO WE AGREED ALL THE PARTNERS IN THE ROOM BROWARD COUNTY, THE CITY OF PEMBROKE PINES AND THE CITY OF MIRAMAR THAT IF THIS PROJECT DOES GET FUNDED WITH SURTAX THAT WE WOULD REMOVE THIS PROJECT FROM THE PLAN TO FREE UP MONEY FOR OTHER PROJECTS. SO WE'RE SIMPLY JUST ESTABLISHING CONSISTENCY AGAIN WITH THE WITH WHAT WAS AGREED UPON A FEW YEARS AGO, BACK WHEN THE TWO CITIES WERE PURSUING SURTAX FUNDING FOR THIS PROJECT. IN YOUR BACKUP, YOU WILL SEE THAT BOTH THE CITY OF PEMBROKE PINES AND THE CITY OF MIRAMAR HAVE SUBMITTED A RESOLUTION OF SUPPORT TO REMOVE THIS PROJECT ONCE AGAIN, CONSISTENT WITH THE DIRECTION THAT WE AGREED UPON. THE SECOND AMENDMENT THAT WE'RE PROPOSING IS FOR TRIBAL ROLLING STOCK. THIS PROJECT CURRENTLY SITS IN AN OUTER TIME BAND FOR THE MTP TRANSIT PLAN. WE HAVE BEEN ABLE TO SECURE TRANSPORTATION REGIONAL INCENTIVE PROGRAM DOLLARS, WHICH ARE STATE DISCRETIONARY DOLLARS FOR THIS PROJECT, AND WE WANT TO BE ABLE TO MATCH THOSE DOLLARS.
