OKAY EVERYBODY NOTE IT'S BEING RECORDED BECAUSE IT WILL BE ON OUR WEB PAGE AND MY NAME IS

[1. Welcome]

BRIAN CALETKA. I WORK FOR THE BROWARD MPO AND I'M HAPPY THAT YOU'RE HERE TODAY FOR OUR BOARD ENGAGEMENT FORUM.

WE DO NOT HAVE A MEETING IN THE MONTH OF JANUARY, SO WHAT WE DID IS WE KEPT THAT TIME SLOT AND WE PUT ON A SERIES OF PRESENTATIONS THAT IS SERVES TWO PURPOSES.

THE FIRST PURPOSE IS IF YOU'RE A NEW BOARD MEMBER, YOU'LL GET A GOOD BACKGROUND OF WHAT'S GOING ON AND WHAT THE MPO IS ABOUT.

I KNOW THE NUMBER ONE THING THAT GETS THE ATTENTION OF NEW BOARD MEMBERS IS IS THEIR COMMISSION OR COUNCIL.

THEY SAY, OK, WE NEED A BOARD MEMBER.

LET'S MAKE IT BE GREG, AND THEN THEY VOTE ON IT AND IT'S UNANIMOUS.

AND THEN GREG GOES, HEY, WHAT? WHAT IS AN MPO? THANK YOU. THANK YOU FOR DOING THAT.

BUT WHAT IS IT? AND THEN THE SECOND FOLD IS THERE ARE REOCCURRING QUESTIONS THAT WILL COME UP FROM THE BOARD MEMBERS OVER AND OVER AND OVER AGAIN.

SO WHAT WE DO IS WE PUT THESE PRESENTATIONS TOGETHER AND AND THE RESPECT FOR TO REMIND YOU OF THIS IS WHAT THE PROCESS IS OR THIS IS WHAT'S GOING ON WITH THIS PROJECT.

AND WE HAVE A COUPLE OF REALLY GOOD PRESENTATIONS THAT ARE GOING TO OCCUR TODAY AFTER EACH SECTION.

WHAT YOU CAN DO IF YOU HAVE A QUESTION IS YOU CAN RAISE YOUR VIRTUAL HAND, THEN WE CAN UNMUTE YOU AND RECOGNIZE YOU TO ASK YOUR QUESTION AND THEN THE PRESENTER OR SOMEBODY ON OUR STAFF WILL DO THAT.

IF YOU'RE ON THE PHONE, YOU DO STAR NINE.

AND WHAT WE'RE GOING TO DO IS WE'RE GOING TO KEEP YOUR YOUR VIDEOS OFF AND YOUR YOUR SOUND OFF UNTIL YOU RAISE YOUR HAND AND YOU'RE RECOGNIZE JUST PREVENT ANY OF THE BACKGROUND NOISE FOR THE PRESENTERS.

IT'S GOING TO BE THE SAME THING.

IF YOU'RE PRESENTING, THE SCREEN WILL BE UP FOR YOU.

SO EVERYBODY WILL BE ABLE TO SEE YOU AS YOU GIVE YOUR PRESENTATION AND THE PRESENTATIONS IN THE BACKGROUND. AND THEN IF YOU'RE NOT SPEAKING AT THAT TIME, YOU'LL TURN OFF YOUR CAMERA JUST SO THAT WAY.

IT'S NOT A DISTRACTION TO THE EYES.

WHEN YOU SEE SOMEBODY LOWERING THEIR WINDOW SHADE OR SOMETHING OF THAT NATURE AND YOU GO, WHAT'S GOING ON THERE INSTEAD OF PAYING ATTENTION TO WHAT'S GOING ON IN THE PRESENTATION.

WE HEARD YOUR RESPONSES FROM LAST YEAR, SO WE'VE KIND OF CONDENSED THE AMOUNT OF CONTENT THAT WE'RE GOING TO GIVE YOU TODAY.

SO THAT WAY WE CAN GIVE YOU BACK SOME OF YOUR VALUABLE TIME.

I, OF ALL PEOPLE KNOW THAT WHEN YOU'RE AN ELECTED OFFICIAL, YOU HAVE NO TIME THAT MOST OF YOUR POSITIONS ARE PART TIME, BUT IN REALITY, IT'S LIKE HAVING A SECOND FULL TIME JOB.

SO WE'RE GOING TO BE RESPECTFUL OF YOUR TIME AND TRY TO MAKE THIS A VERY GOOD, INFORMATIVE DAY.

NEXT SLIDE. SO THE FIRST WE HAVE A VIDEO OF MEETING OUR STAFF, SO WE HAVE NEW STAFF

[3. Meet Our Board]

AND IT'S ANOTHER VIDEO AND IT WAS ACCURATE AS OF LAST THURSDAY AT MAIL OUT.

[00:17:18]

SO NOW THAT EVERYBODY HAS MET EACH OTHER, WE WILL BEGIN OUR FORUM.

[4. Securing Federal Grants]

FIRST UP IS ABOUT FEDERAL GRANT FUNDING.

IT'S GOING TO BE DONE BY MR. PAUL CALVARESI.

THANK YOU, MR. CALETKA.

BEFORE WE BEGIN, SINCE THERE'S BEEN A LOT OF MOVEMENT GOING ON IN WASHINGTON DC, I'D LIKE TO INTRODUCE THE BOARDS FEDERAL ADVOCATES WITH [INAUDIBLE] LISA BARKOVIC AND LAURI HETTINGER ARE ON THE LINE TO GIVE US A QUICK UPDATE ON WHAT'S GOING ON IN DC.

YEAH, HI, GOOD MORNING, EVERYONE, THIS IS LISA [INAUDIBLE].

LET ME PUT ON MY VIDEO CAMERA.

GOOD MORNING, EVERYONE.

YES. HAVE LOTS TO UPDATE FROM WASHINGTON, D.C..

YOU KNOW, I THINK THE FIRST THING TO TALK ABOUT IS WHERE WE ARE ON THE BUILD BACK BETTER PLAN. AS YOU KNOW, AFTER THE BIPARTISAN INFRASTRUCTURE LAW WAS COMPLETED IN NOVEMBER, ALL CONGRESSIONAL ACTION ADMINISTRATION FOCUS WAS ON BUILD BACK BETTER PLAN.

THEY, YOU KNOW, ALL HOPE WAS LOST RIGHT BEFORE CHRISTMAS THAT MAYBE IT WAS DEAD, BUT I CAN TELL YOU THAT THEY ARE STILL VERY MUCH NEGOTIATING OUT WHAT A BUILD BACK BETTER PLAN MIGHT LOOK LIKE. AND SO JUST STAY TUNED ON THAT.

YOU KNOW, I THINK THERE ARE GOING TO BE SEVERAL SEVERAL CHANGES THAT GET MADE.

AND MAYBE WHAT THEY'LL DO IS BREAK UP THE BILL IN DIFFERENT WAYS TO GET IT PASSED AND OVER THE FINISH LINE.

WE WANTED TO LET YOU KNOW THE STATUS ON THAT.

THE OTHER STATUS THAT WE'RE WATCHING RIGHT NOW TOO, IS RIGHT NOW WE'RE OPERATING ON A CONTINUING RESOLUTION THROUGH FEBRUARY 18TH.

WE ARE HEARING THAT DISCUSSIONS ARE HAPPENING BETWEEN THE APPROPRIATIONS LEADERSHIP AND CONGRESSIONAL LEADERSHIP ON COMPLETING ACTION ON A YEAR END OMNIBUS APPROPRIATIONS BILL.

SO STAY TUNED ON THAT SO WE CAN LET YOU KNOW WHAT OUR FINAL FUNDING NUMBERS WILL BE FOR FY 22 AND THEN APPROPRIATIONS PROCESS FOR FY 23 WILL BEGIN IN EARNEST.

I WILL SAY, YOU KNOW, THERE IS A SMALL POSSIBILITY THAT THERE ARE SOME FOLKS THAT WOULD LIKE TO SEE A YEAR LONG C.R.

FOR FY 22, AND WE'RE HOPING THAT THAT RUMOR DOESN'T GAIN ANY MORE STEAM THAN IT'S KIND OF PERCOLATING RIGHT NOW.

BUT JUST STAY TUNED ON THAT.

WE'RE WE'RE WATCHING THAT CLOSELY.

AND THEN THE LAST BIG THING I WANT TO TALK ABOUT BECAUSE THIS IS WHAT IS REALLY HAPPENING AT A VERY FAST PACE IS IMPLEMENTATION OF THAT BIPARTISAN INFRASTRUCTURE LAW.

[00:20:01]

SO I CAN TELL YOU WHAT WE'RE HEARING RIGHT NOW FROM THE U.S.

DEPARTMENT OF TRANSPORTATION IS THAT THE RAYS GRANT OPPORTUNITY.

YOU MIGHT REMEMBER RAYS BEING THE FORMER BUILD AND TIGER GRANT PROCESS WILL OPEN TOMORROW. AND SO I THINK, YOU KNOW, DOT IS LOOKING TO GET ALL OF THE THESE MAJOR GRANT PROGRAMS THAT GOT MANDATORY FUNDING IN THE BIPARTISAN INFRASTRUCTURE LAW.

WE'RE GOING TO GET THOSE NOTICES OF FUNDING APPLICATION OUT ON THE STREET VERY QUICKLY.

AND SO WITH WHAT WE'VE ALREADY HEARD ABOUT RAYS OPENING TOMORROW, WE'RE HEARING IN FEBRUARY THAT US DOT IS FOCUSED ON A COUPLE OF OTHER BIG GRANT OPPORTUNITIES.

THAT'S THE PORT INFRASTRUCTURE GRANT OPPORTUNITY.

THE MEGA PROJECTS, WHICH THE OFFICIAL NAME FOR MEGAPROJECTS, IS FOR THE IT'S CALLED THE NATIONAL INFRASTRUCTURE ASSISTANCE PROGRAM.

WE'LL ALSO SEE AN INFRA GRANT OPPORTUNITY COMING ONLINE IN FEBRUARY.

AND THEN FROM THE FTA PERSPECTIVE, THEY ARE HOPEFUL THAT THEY'LL GET OUT AWARDS FOR THE PENDING FY 21 BUS AND BUS FACILITIES.

AND THEN QUICKLY ISSUE ANOTHER [INAUDIBLE] FOR BUS FACILITIES, FOLLOWED SHORTLY BY AN OPPORTUNITY FOR LOW TO NO EMISSION BUSSES.

SO IMPLEMENTATION IS THE NAME OF THE GAME RIGHT NOW FOR THE BIPARTISAN INFRASTRUCTURE LAW. SO THAT'S OUR QUICK UPDATE FROM D.C.

LAURI I DON'T KNOW IF YOU HAVE ANYTHING TO ADD.

[INAUDIBLE] JUST ONE MORE THING, AS DOT IS CREATING NEW PROGRAMS THAT WERE PUT IN THE INFRASTRUCTURE BILL.

WE'RE MAKING SURE WE'RE SHARING THAT WITH BROWARD INTERGOVERNMENTAL AFFAIRS TEAM TO MAKE SURE THEY CAN PROVIDE INPUT WHEN DOT PUTS OUT THEIR RFI REQUEST FOR INFORMATION TO MAKE SURE AS DOT CREATES AND IMPLEMENT THESE NEW PROGRAMS. THEY INCLUDE THE METRICS THAT WOULD BENEFIT BROWARD PROJECTS.

THANK YOU, LAURI AND LISA, THEY'RE GOING TO STAY ON FOR UNTIL THIS PRESENTATION FINISHED, IF THERE'S ANY QUESTIONS. AND LET'S LET'S BEGIN THE PRESENTATION.

SO, SO ONCE AGAIN, YOU ARE ADVOCATES AT HOLLAND AND KNIGHT.

THIS IS VERY, VERY PERTINENT INFORMATION.

WE'RE GOING TO GO OVER, SO WE'RE JUST GOING TO BE GOING OVER THE ESSENTIALLY THE FUNDAMENTALS OF HOW TO APPLY FOR GRANTS AND REALLY THE BEST STRATEGIES TO PUT FORTH TO MAKE US AS SUCCESSFUL AS A REGION AS POSSIBLE.

SO YOU HEARD THEM TALK ABOUT POSSIBLE FEDERAL GRANTS HERE'S THE LIST.

RAISE FORMALLY BUILD FORMALLY TIGER, BROWARD MPO WAS A RECIPIENT OF A TIGER GRANT SEVERAL YEARS AGO. INFRA, CRISI, AND MORE THERE'S ALMOST A PROGRAM FOR ANYTHING YOU COULD THAT WE COULD POSSIBLY WANT TO BUILD.

THE THING IS, HOW DO HOW ARE WE SELECTIVE AND STRATEGIC ABOUT THESE? NOW WHAT WE'RE GOING TO GO OVER IS THERE'S ALSO THE MPO COMPETITIVE PROGRAMS, COMPLETE STREETS OR AND OTHER LOCALIZED INITIATIVES C SLIP, WHICH MANY OF OUR MUNICIPALITIES HAVE APPLIED FOR AND BEEN SUCCESSFUL WITH.

WE ALSO ARE PLANNING TECHNICAL ASSISTANCE PROGRAM, WHICH WHICH IS STILL NEW.

WE'VE DONE ONE ROUND OF THIS AND I JUST WANT TO REMIND EVERYONE THAT SINCE WE WE GOING OVER FEDERAL GRANTS, BUT MUCH OF THE SAME DATA AND RESOURCES THAT ARE NEEDED TO BE SUCCESSFUL, FEDERAL GRANT ALSO APPLY TO OUR C SLIP AND PTAP APPLICATION PROCESSES.

SO HERE'S AN OVERVIEW OF WHAT IS NEW IN THE IIJA.

THE NEW TRANSPORTATION BILL, ALSO KNOWN AS THE BIPARTISAN INFRASTRUCTURE LAW, THE BIL.

OK, YOU CAN SEE THAT THERE'S A LOT OF MONEY.

TYPICALLY, TRANSIT AND LARGE SCALE INFRASTRUCTURE TAKE THE LION'S SHARE, BUT YOU CAN SEE AT THIS TIME THERE'S ALSO FUNDING FOR SAFETY AND CLIMATE CHANGE AND RESILIENCY, WHICH IS NEW. SO WHEN WE'RE LOOKING AT GRANTS, BUT WE REALLY WANT TO FOCUS ON IS A GOALS ORIENTED PLANNING APPROACH. INSTEAD OF SEEING A NO VOTE NOTICE OF FUNDING OPPORTUNITY, THE NO VOTE IS THE NOTICE THAT THE GRANT IS AVAILABLE AND YOU CAN START APPLYING AND THEN WORKING BACKWARDS TO FIND A PROJECT THAT FITS.

WE RECOMMEND GOING THE OTHER WAY.

WHAT ARE YOUR MUNICIPALITIES, YOUR REGIONS? YOUR ENTITIES GOALS? WORK THROUGH THE PLANS AND THEN BASED ON THE PLANS, FIND A GRANT THAT FITS.

SO WHEN YOU'RE DECIDING TO GO AFTER, THESE ARE SOME QUESTIONS THAT YOUR ORGANIZATION NEEDS TO ASK ITSELF. OK.

DOES THE PROJECT ALIGN WITH CRITERIA, THE GRANT? AND DO THE PUBLIC BENEFITS EXCEED THE COSTS? AND THAT'S GOING TO COME UP LATER WHEN WE TALK ABOUT THE RETURN ON INVESTMENT.

OK. IS THERE A STRONG SUPPORT? YOU DON'T WANT TO SPEND ALL THIS TIME AND ENERGY PUTTING AN APPLICATION TOGETHER, THEN

[00:25:04]

FOR A COUNTER GROUP TO THEN ISSUE LETTERS AGAINST IT.

THE FEDERAL GOVERNMENT DOES NOT WANT TO GET IN, DOES NOT WANT TO INSERT ITSELF IN THE MIDDLE OF LOCAL ARGUMENTS.

OKAY. ARE THERE ADEQUATE MATCHING FUNDS? TYPICALLY, FEDERAL GRANTS ARE LOOKING FOR A 20 PERCENT MINIMUM 20 PERCENT MATCH.

HOWEVER, APPLICATIONS THAT BRING A HIGHER MATCH RATIO ARE CONSIDERED MORE COMPETITIVE.

AND THEN LASTLY, IS THERE TIME AND RESOURCES TO APPLY? AS LAURI AND LISA SAID, WITH THE RAISE GRANT COMING OUT TOMORROW, IT'S TYPICALLY AN 8 TO 12 WEEK APPLICATION PROCESS.

SO DO YOU HAVE THE TIME AND RESOURCES TO DEVOTE IN ORDER TO PUT FORTH A COMPETITIVE APPLICATION? SO.

SO LOOKING AT THE NECESSARY DOCUMENTATION, SO BEFORE YOU EVEN APPLY, WE WANT TO MAKE SURE THAT THE ENVIRONMENTAL RISK APPROVALS HAVE BEEN MET.

THAT THERE'S A PROJECT SCHEDULE THAT WE CAN QUANTIFY THE BENEFITS.

SO WE ALL KNOW THAT WE WORK IN THE BEST INTEREST OF OUR OF OUR NEIGHBORS AND RESIDENTS AND CITIZENS, BUT WE NEED TO BE ABLE TO QUANTIFY THAT.

WHAT IS THE RETURN ON THIS, HOW ARE OUR LIVES GOING TO BE BETTER IN TERMS OF AND IT HAS TO BE NORMALIZED IN TERMS OF DOLLARS.

OK. AND DO YOU HAVE SUPPORT FROM A VARIETY OF LOCAL AND REGIONAL STAKEHOLDERS, SO NOT JUST YOUR LOCAL RESIDENTS, YOUR HOAS, BUT THEN ALSO MOVING UP OUR STATE AND FEDERAL REPRESENTATIVES AND SENATORS.

NOW, HERE'S SOMETHING THAT'S REALLY IMPORTANT.

OK. CAN YOU AFFORD TO WIN? JUST GETTING FEDERAL DOLLARS.

OK. THEY DON'T JUST HAND A CHECK, THERE'S A LOT OF REPORTING THAT GOES ALONG WITH THAT.

IT'S ALMOST A FULL TIME JOB EXECUTING EXECUTING THE GRANT AS IT IS GETTING IT.

SO YOU REALLY HAVE TO ASK YOURSELF, CAN YOU AFFORD TO WIN? ALL RIGHT, SO NOW COMPONENTS OF A GRANT APPLICATION EACH KNOW EACH NO IS THE FUNDING OPPORTUNITY IS SLIGHTLY DIFFERENT.

BUT WHAT WE'RE GOING TO GO OVER IS THE GENERAL FRAMEWORK OF THEM.

OK, SO NARRATIVE, CAN YOU TELL A GOOD STORY? WHAT IS THE BENEFIT OF THIS IS HOW IS IT GOING TO MAKE LIFE BETTER? THIS IS WHERE THINGS SEEM TO BE A LITTLE SQUISHY AND FLOWERY.

OK, BUT THAT STORY NEEDS TO BE BACKED UP WITH DATA.

YOU CAN'T JUST SAVE LIVES, YOU'RE GOING TO GET BETTER, IT HAS TO BE PROVEN.

BY THE WAY, IT'S PROVEN IS WITH THE BENEFIT COST ANALYSIS.

LOOK AT THE GOVERNMENT'S LOOKING FOR A MINIMUM RETURN RATIO OF ONE TO ONE.

SO FOR EVERY DOLLAR THAT'S PUT, EVERY FEDERAL DOLLAR THAT'S PUT IN, WE GET BACK IN SOME FORM. COST SAVINGS ON TIME, COST SAVINGS ON LIVES SAVED ET CETERA.

OK, SO NOW WHEN IT'S TIME TO APPLY, KEEP ON THE APPLICATION PROCESS COULD BE 8 TO 12 WEEKS. YOU HAVE TO GATHER ALL YOUR DOCUMENTS.

THERE ARE FEDERAL TRAININGS AVAILABLE.

THE FEDS TEND TO RELEASING THOSE FUNDING OPPORTUNITY AND THEN ISSUE A TRAINING, WHICH, IN MY OPINION, IS A LITTLE BIT BACKWARDS.

IT REALLY SHOULD HAPPEN FIRST.

BUT IF THOSE TRAININGS ARE AVAILABLE, I RECOMMEND YOUR STAFF TAKING THEM.

OK. AND THEN LET'S NOT FORGET THE ACTUAL APPLICATION TIME.

IT TAKES ABOUT TWO HOURS TO INPUT EVERYTHING INTO GRAND SCOPE, SO MAKE SURE YOU DON'T WAIT UNTIL THE LAST MINUTE BECAUSE THAT SYSTEM HAS BEEN KNOWN TO GO DOWN.

OK. SO YOU'VE APPLIED, THAT DOESN'T MEAN YOU'RE DONE THE SECOND HALF OF THIS, THE UNOFFICIAL HALF WHICH THEY DON'T TELL YOU, IS YOU NEED TO PROMOTE YOUR APPLICATION.

OK? ENGAGING WITH OUR CONGRESSIONAL DELEGATION, EDUCATING CONGRESSIONAL STAFF SO THAT THEY'RE FAMILIAR WITH, THEY'RE FAMILIAR WITH THE PROJECT AND THEY CAN GET BEHIND IT AND PROMOTE IT. RIGHT.

WORKING WITH US DOT AND FDOT STAFF TO GAIN THEIR SUPPORT.

FEDERAL LETTERS SUPPORT, THE FEDERAL GOVERNMENT REALLY WANTS TO KNOW THAT THIS IS A PROJECT THAT PEOPLE WANT AND ARE AND ARE SUPPORTING.

OK, SO NOW WHAT ARE THE ROLES OF THIS NOW AS THE MPO, WE DEVELOP LONG RANGE PLANNING DOCUMENTS, FEDERALLY APPROVED, LOCALLY VETTED.

WE'RE GOING TO GET ON THAT MORE BECAUSE IN ORDER TO HAVE A SUCCESSFUL GRANT PROJECT APPLIED, IT NEEDS TO BE IN ONE OF THESE, ONE OF OUR FEDERAL DOCUMENTS.

WE CAN ALSO FACILITATE COORDINATION BETWEEN OUR STATE, COUNTY AND LOCAL AGENCIES.

BUT WE DON'T WANT TO CANNIBALIZE OURSELVES BY EVERYONE APPLYING FOR THE SAME GRANT, EVEN IF WE HAVE THE BEST APPLICATIONS FOR THE RAISE GRANT.

THE TOP FIVE COME FROM BROWARD.

WE'RE NOT GOING TO WIN FIVE.

WE'RE NOT GOING TO GET FIVE AWARDS.

US DOT LIKES TO SPREAD THESE OUT GEOGRAPHICALLY, SO WE WANT TO MAKE SURE THAT WE'RE PUTTING OUR BEST FOOT FORWARD IN A COORDINATED APPROACH.

AND THAT'S WHY BY COMING TO US AND TALKING EARLY AND USING OUR BOARDS TO DISCUSS THIS, WE CAN AVOID CONFLICTS. NOW, AS A AS A PARTNER AGENCY, WHAT WE'RE LOOKING FOR ARE WHAT YOU

[00:30:03]

NEED TO BRING TO THE TABLE ARE MATCHING FUNDS BECAUSE FEDERAL GRANTS USE FEDERAL DOLLARS AND THE MPO IS FEDERALLY FUNDED.

WE CANNOT MATCH PROJECTS.

WE CANNOT USE FEDERAL FUNDS TO MATCH THE FEDERAL FUNDS NEEDS TO BE EITHER STATE OR LOCAL DOLLARS. STAFF RESOURCES LIKE WE MENTIONED PREVIOUSLY.

APPLYING FOR A GRANT TAKES A LOT OF TIME AND ENERGY.

PART OF THAT IS GATHERING DATA, CREATING THE NARRATIVE, INCLUDING THE RETURN ON INVESTMENT. OK.

ALSO, OUTREACH TO YOUR TO YOUR RESIDENTS AND CONSTITUENTS, YOU KNOW, YOUR RESIDENTS BEST AND HOW TO AND HOW TO BEST GET THEIR SUPPORT.

SO WHAT ARE THE TAKEAWAYS? WE'RE REALLY LOOKING AT SO WHEN RAISE COMES OUT TOMORROW, IF OUR REGION'S GOING AFTER IT, WE'D REALLY LIKE TO PUT FORTH JUST ONE RAISE GRANT APPLICATION WITH THE FULL WEIGHT AND SUPPORT OF THE ENTIRE COUNTY BEHIND IT.

OK, COLLABORATIVE BETWEEN ALL REGIONAL PARTNERS.

AND MAKE AND MAKE SURE, AND WE REALLY WANT TO MAKE SURE THAT WE ARE PUTTING OUR BEST FOOT FORWARD SO THAT WHEN WE'RE COMPETING AGAINST THE NATION, BROWER CAN COME OUT ON TOP.

OK, SO. ADOPTED PROJECTS IN THE INCLUSION OF LOCAL PROJECT FOR DISCRETIONARY GRANTS.

SO I'M GOING TO QUICKLY GO OVER, GO OVER WHAT OUR FEDERAL PLANS ARE.

SO HERE ARE THE MPO CORE PRODUCTS, AND I WANT YOU TO PAY ATTENTION TO THE METROPOLITAN TRANSPORTATION PLAN AND THE TRANSPORTATION IMPROVEMENT PROGRAM IN THE TOP LEFT AND TOP RIGHT CORNER, RESPECTIVELY.

THOSE ARE THE TWO THAT WE'RE GOING TO FOCUS ON.

SO COMMITMENT TWENTY FIVE IS OUR METROPOLITAN TRANSPORTATION PLAN.

IT'S A TWENTY FIVE YEAR COURSE, FEASIBLE PLAN.

WE'VE OUR BOARD CHOSE TO DIVIDE AMONG SIX FUNDING PROGRAMS, AND IT ALSO INCLUDES REGIONALLY SIGNIFICANT PROJECTS.

THE TRANSPORTATION IMPROVEMENT PROGRAM IS A FIVE YEAR PROGRAM.

WHICH WHICH CONTAINS MTP PROJECTS AND CAN INCLUDE NON-REGIONAL SIGNIFICANT PROJECTS IN ORDER TO SUBMIT A GRANT.

WHAT THAT PROJECT MUST BE IN ONE OF THESE TWO.

OK. SO WHY? WHY WOULD YOU SELECT FROM A PROJECT THAT'S ALREADY IN THERE? WELL, ONE, IT HAS TO BE IN ONE OF THESE PLANS TWO JUST BECAUSE IT'S NOT IN ONE OF THOSE PLANS. THERE IS AN AMENDMENT PROCESS, BUT IT'S VERY LONG.

OK, BY BEING IN ONE OF THOSE TWO PLANS, WE KNOW THAT IT MEETS THE FEDERAL REQUIREMENTS.

OK. AND ENSURES THAT PROJECTS ARE READY TO RESPOND TO A SHORT GRANT APPLICATION PERIOD.

ALL RIGHT, SO NOW WHAT HAPPENS IF YOUR PROJECT ISN'T IN ONE OF THESE PLANS? THERE'S A PROCESS FOR THAT.

LET'S CLICK ONE MORE TIME BECAUSE IT HIGHLIGHTS.

SO HERE'S 23 CFR 450.104 AND WHAT THIS IS SAYING IS THAT THERE IS A PROCESS TO PUT TO TO AMEND THE MTP AND THE TIP.

SO WHAT'S INVOLVED WITH THAT? THIS IS A VERY ABRIDGED VERSION.

IT STARTS WITH MEETING WITH THE MPO STAFF.

A FORMAL WRITTEN REQUEST TO THE MTP.

THE AMENDMENT SHOULD DEMONSTRATE PROJECT READINESS, AND WE NEED TO SHOW THE FINANCIAL FEASIBILITY OF THE PROJECT.

SO IF YOU'RE GOING TO MEET WITH THIS, THAT WOULD BE WITH PETER GIES IN OUR OFFICE, WHO'S OUR OUR MTP PROJECT MANAGER? OKAY, BUT REMEMBER, THESE ARE THE FOUR STEPS THAT WE MUST GO THROUGH IN ORDER TO INCLUDE A PROJECT THAT'S NOT IN ONE OF THOSE PLANS.

IN THE STAFF LEVEL, COORDINATION MUST IDENTIFY FUNDING MUCH LIKE YOU HAVE TO DO FOR A GRANT ANYWAY. ALL RIGHT, THE PROJECT SPONSOR SUBMITS THE MTP AMENDMENT.

AND THEN IT HAS TO BE EVALUATED BY STAFF.

BASED ON THE GUIDANCE. SO WITH THAT.

ARE THERE ANY QUESTIONS? THANK YOU, MR. CALVARESI. IF THERE ARE ANY QUESTIONS, WHAT YOU CAN DO IS RAISE YOUR VIRTUAL HAND.

IF YOU'RE ON THE PHONE, IT'S STAR NINE.

WE'LL GIVE YOU A MOMENT TO RAISE YOUR HAND IF YOU HAVE A QUESTION.

OK, WE DO.

OUR FIRST QUESTION IS BY MAYOR ZIADE.

[INAUDIBLE] CAN YOU HEAR ME? YES. OK.

MINE IS NOT SO MUCH A QUESTION AS MUCH AS IT IS A COMMENT THAT WHEN YOU HAVE TWO CITIES

[00:35:07]

THAT WANT TO DO SOMETHING JOINTLY, THAT IS ALSO MORE FAVORABLE WHEN APPLYING FOR SOMETHING, I JUST WANTED TO MAKE THAT COMMENT.

THANK YOU VERY MUCH FOR THAT.

ANY OTHER QUESTIONS? OK, THANK YOU VERY MUCH.

GREAT JOB, AND THANK YOU TO OUR FEDERAL ADVOCATES FOR JOINING US TODAY FOR THE BOARD ENGAGEMENT FORUM. NEXT UP, WE HAVE AN EXCITING PRESENTATION FROM OUR PARTNER AGENCY, THE

[5. Report from Partner Agencies - Florida Department of Transportation - Broward Commuter Rail (BCR) Project Development & Environment (PD&E) Study]

FLORIDA DEPARTMENT OF TRANSPORTATION, AND IT'S ON THE BROWARD COMMUTER RAIL.

AND I'M GOING TO INTRODUCE MR. STEVE BRAUN. HEY, HEY.

GOOD MORNING, EVERYONE. THANK YOU FOR HAVING US.

AS BRYAN MENTIONED, I'M STEVE BRAUN, THE DIRECTOR OF TRANSPORTATION DEVELOPMENT HERE IN THE DISTRICT FOUR OFFICE.

WE DEFINITELY APPRECIATE THE OPPORTUNITY TO BE PART OF THIS ENGAGEMENT FORUM.

I'VE HAD THE OPPORTUNITY OVER RECENT YEARS TO PARTICIPATE, YOU KNOW, WHETHER WE'RE GIVEN AN UPDATE ON A PROGRAM, SOME HOT TOPICS OR SOME OF OUR KEY PROJECTS.

SO WE'RE EXCITED TO BE HERE TODAY, REALLY, JUST TO GIVE AN UPDATE ON THE BROWARD COMMUTER RAIL STUDY.

THE BOARD IS FAMILIAR WITH IT, BUT WE THOUGHT WE WOULD TAKE THIS OPPORTUNITY, AS WE'VE DONE IN THE PAST ON OTHER PROJECTS, REALLY JUST TO GIVE YOU AN UPDATE AND FIELD ANY QUESTIONS. THERE'S A LOT OF MOMENTUM ON THIS PROJECT CURRENTLY, AND AGAIN, IT'S AN IMPORTANT PROJECT FOR THE REGION.

YOU KNOW, OVER THE YEARS, WE'VE SEEN THROUGH THESE ENGAGEMENT FORUMS REALLY JUST THE SETTING OF THE GOALS AND OBJECTIVES OF NOT NOT ONLY THE BROWARD MPO, BUT THE DEPARTMENTS AS WELL. AND I THINK WITH THE EMPHASIS ON MULTIMODAL TRANSPORTATION CHOICES, YOU KNOW, INCREASING TRANSIT RIDERSHIP.

THIS TIP PROJECT REALLY PRESENTS AN OPPORTUNITY FOR THE REGION.

SO WITH THAT, WE HAVE SOME DOT STAFF ON THE LINE AS WELL.

BUT I'M GOING TO HAND OFF TO PHIL SCHWAB, WHO'S OUR CONSULTANT PROJECT MANAGER FOR THIS, AND WE ALSO HAVE MEMBERS OF THE PROJECT TEAM THERE, BUT WE'RE HAPPY TO GIVE THIS UPDATE AND THEN FIELD QUESTIONS AT THE END.

THANKS AGAIN. ALL RIGHT, THANK YOU, STEVE.

I'M GOING TO SHARE MY SCREEN, SO HOPEFULLY EVERYBODY CAN SEE THIS AND THAT SHOULD BE COMING UP, SO LET ME KNOW WHEN THAT HAPPENS.

WE ARE GOOD, SIR. OK, I APPRECIATE IT.

AND THANK YOU FOR HAVING US AND GIVING US A CHANCE TO PRESENT THE PROJECT.

WHAT I'D LIKE TO COVER TODAY BECAUSE I KNOW WE'VE PRESENTED BEFORE TO THE BOARD AND YOU HAVE SOME NEW MEMBERS, SO WE HAVE PROVIDED A NEWSLETTER.

I'M NOT SURE IF EVERYBODY'S GOTTEN THAT.

THAT'S FROM BACK IN NOVEMBER.

WE ARE LOOKING TO DO AN UPDATED NEWSLETTER LATER THIS MONTH AHEAD OF A PUBLIC WORKSHOP WE HAVE PLANNED. SO TODAY I'D LIKE TO JUST TOUCH ON THE HISTORY AND A BRIEF OVERVIEW OF THE PROJECT, BUT ALSO PROVIDE YOU SOME DETAILS OF THE PUBLIC WORKSHOP THAT WE'RE GOING TO HOLD AT THE END OF THE MONTH AND THEN GET MORE INTO SOME OF THE PROCESSES.

BECAUSE WE USE A LOT OF ACRONYMS, WE CAN'T HELP, BUT WE HAVE A LOT OF THINGS THAT WE WANT TO GO THROUGH, INCLUDING A LOCALLY PREFERRED ALTERNATIVE WHAT'S TERMED FTAS PROJECT DEVELOPMENT PROCESS, AS WELL AS THEIR CAPITAL IMPROVEMENT GRANT PROGRAMS, A VERY IN LINE WITH WHAT PAUL HAD JUST PRESENTED ON AS WELL.

AND THEN ALSO THE NEPA PROCESS THAT WILL FOLLOW.

WE'LL WE'LL SUMMARIZE THAT IN SCHEDULE AND THEN BE GLAD TO ANSWER ANY TYPE OF QUESTIONS.

SO FROM AN OVERVIEW STANDPOINT, THE PROJECT'S BEEN AROUND FOR A WHILE.

IT ACTUALLY IS IN THE IN THE NEEDS PLAN AS AN UNFUNDED PROJECT, THE TRIVIAL COASTAL LINK OR COASTAL LINK ORIGINAL STUDY THAT WAS DONE ACTUALLY COVERED MIAMI-DADE COUNTY, BROWARD COUNTY AND PALM BEACH COUNTY HAD 85 MILES OF TRACK.

IT GOT TO A CERTAIN POINT WHERE THERE WASN'T A REAL LOCAL FUNDING MATCH TO ANYTHING, AND SO IT WAS PUT ON PAUSE FOR QUITE A WHILE.

MIAMI-DADE STARTED ADVANCING A PIECE OF COMMUTER RAIL CALLED THE NORTHEAST CORRIDOR PROJECT THAT RUNS FROM AVENTURA TO DOWNTOWN MIAMI.

AND THEY STARTED OUT A COUPLE OF YEARS AGO, AND THEY'RE ACTUALLY IN WHAT'S CALLED PROJECT DEVELOPMENT WITH FTA.

OUR PIECE RUNS FROM AVENTURA TO DEERFIELD BEACH.

WE HAVE ABOUT 27 MILES AND IT'S ALONG THE FEC CORRIDOR.

NOW, THE PROJECT IS INTENDED TO SUPPORT ALL THE GROWING POPULATION, AS WELL AS HELP ADDRESS SOME OF THE TRAFFIC CONGESTION THAT WE'RE SEEING AS A RESULT OF THAT POPULATION INCREASE. WE ALSO THE PROJECT WILL COMPLEMENT AND INCENTIVIZE TRANSIT ORIENTED DEVELOPMENT IN THOSE METRO AREAS.

AND THE TEAM HAS DONE A LOT OF ANALYSIS, A LOT OF COORDINATION TO DATE PARTICULARLY AROUND THE NEW RIVER CROSSING AND STATIONS, WE'VE MADE SIX RECOMMENDATIONS TECHNICAL

[00:40:01]

RECOMMENDATIONS AT THIS POINT FOR STATION LOCATIONS IN BROWARD AND THIS PROJECT.

THE STUDY KICKED OFF REALLY LAST YEAR WHEN WHEN BROWARD COUNTY AND FDOT SIGNED AN MOU THAT HELPED OUTLINE SOME OF THE ROLES AND RESPONSIBILITIES FOR THOSE TWO AGENCIES TO HELP MOVE THE PROJECT FORWARD.

SO FROM THAT MOU AND THE FDOT, WHAT OUR JOB IS TO MANAGE THE [INAUDIBLE] SO WE'RE DOING THE ENVIRONMENTAL ENGINEERING AND OPERATIONAL ANALYSIS AS WELL AS I MENTIONED, MAKING THOSE RECOMMENDATIONS FOR STATION LOCATIONS.

SO WE'VE DONE DIFFERENT SCREENINGS OF STATIONS AND COORDINATE WITH ALL THE LOCALS REGARDING STATIONS AND HAVE MADE RECOMMENDATIONS FOR THOSE LOCATIONS.

WE'RE ALSO DEVELOPING THE ALTERNATIVES ANALYSIS FOR THE NEW RIVER CROSSING, LOOKING AT THE EAST WEST TRAFFIC ANALYSIS.

WE HAVE A NUMBER OF GRADE CROSSINGS AT THE FEC GO THROUGH, SO WE WILL BE ADDING TRAINS TO IT. SO WE'RE ANALYZING WHAT THAT EFFECT MAY BE AND IF THERE'S ANY MITIGATION THAT BEGUN CAN BE DONE AS A RESULT OF IT, AS WELL AS ALL THE TRACK WORK THAT WE'RE LOOKING AT REGARDING SIGNAL SIGNALIZATION SAFETY COMMUNICATIONS, AS WELL AS THE STATIONS AND THE AMENITIES THAT GO WITH THE STATIONS, DEVELOPING COSTS AND MAKING SURE THAT EVERYTHING IS IDENTIFIED AS WE MOVE FORWARD AND THIS GOAL, THE GOAL IS TO REALLY MAINTAIN ELIGIBILITY FOR FEDERAL FUNDING, AND THAT INCLUDES PUBLIC INVOLVEMENT, STAKEHOLDER COORDINATION, AND YOU'LL SEE HOW THAT KIND OF ROLLS INTO LOCALLY [INAUDIBLE].

BROWARD COUNTY THERE, THE FUNDING PARTNER ON THE PROJECT, SO SO THEY THEY HAVE A MAJOR STAKE IN THE PROJECT AND WILL BE ALSO RESPONSIBLE FOR STAKEHOLDER OUTREACH, PARTICULARLY AT STATION LOCATIONS AND REALLY BUILDING CONSENSUS ON WHAT THE CHOICES ARE FOR THE PROJECT. THEY'LL ALSO BE RESPONSIBLE TO NEGOTIATE THE TRACK ACCESS AGREEMENTS, DESIGN AND CONSTRUCTION PROJECTS, AS WELL AS THE O&M FOR THE FOR THE CORRIDOR.

THEY'RE WORKING IN CONJUNCTION WITH US TO DEVELOP THE FINANCE PLAN.

THEY'LL HAVE TO IDENTIFY WHAT THE FUNDING AMOUNTS WOULD BE THAT THEY CAN PROVIDE.

WE'RE DEVELOPING THE COSTS.

SO SO WE'LL GO HAND IN HAND AS THAT MOVES FORWARD, AND THEY'LL HAVE TO IDENTIFY WHERE THOSE LOCAL LOCAL FUNDS WILL BE COMING FROM, NOT ONLY FOR THE CAPITAL COSTS, BUT ALSO FOR THE CONTINUOUS O&M FUNDS, AND THERE'S AN ANNUAL TRACK ACCESS AGREEMENT AS WELL.

SO AS FAR AS THE PROJECT ITSELF, I HAD MENTIONED EARLIER THAT IT'S INTENDED TO REDUCE SOME OF THE TRAFFIC CONGESTION THAT HELPS REALLY HELPS THAT IT GROWS, THE TRANSIT RIDERSHIP, GETS MORE PEOPLE, MAKES TRANSIT A LITTLE BIT MORE VIABLE FOR SOME PEOPLE.

EXPANDS THAT GROWTH, WHICH HELPS GET CARS OFF THE ROAD HELPS GIVE PEOPLE CHOICES FOR MOBILITY. HELPS IMPROVE QUALITY OF LIFE IF THEY'RE NOT IN THE CAR AS LONG AS THEY HAVE BETTER TRAVEL TIMES AND SO FORTH.

AND ALSO, EMPLOYERS HAVE A BROADER ACCESS TO EMPLOYMENT BASIS.

SO AS FAR AS THE PUBLIC WORKSHOP, AGAIN, THIS IS WE'RE HOLDING THE JANUARY 27TH, WE HAVE TWO VIRTUAL SESSIONS, AN AFTERNOON AND AN EVENING SESSION, THEN ALSO AN IN-PERSON SESSION ON THE 31ST AT THE BROWARD CENTER.

WE WANT TO GIVE PEOPLE AS MANY OPTIONS AS POSSIBLE TO PARTICIPATE HERE THE INFORMATION AND PROVIDE COMMENTS OR ASK QUESTIONS AND SO FORTH SO YOU CAN REGISTER ON THE PROJECT WEBSITE. THE LINK IS SHOWN THERE.

AS FAR AS THE MEETING FORMAT, WE'LL BE DOING A FORMAL PRESENTATION AND OPENING UP TO QUESTIONS AND ANSWERS.

WE'LL ALSO HAVE EXHIBITS AVAILABLE.

AND AS FAR AS THE OVERALL CORRIDOR ALTERNATIVE, AS I MENTIONED, WE HAVE SIX TECHNICAL RECOMMENDATIONS FOR STATIONS AND THESE ARE GENERAL LOCATIONS, AND THEY'LL GET FURTHER REFINED AS WE COORDINATE WITH THAT LOCAL MUNICIPALITY TO IDENTIFY EXACTLY WHERE THAT PLATFORM WOULD BE GOING.

WE WILL BE PRESENTING THE NEW RIVER CROSSING ALTERNATIVES AS WELL AS OUR PRELIMINARY EVALUATION. WE'LL ALSO SHARE AND WE HAVE BEEN SHARING POTENTIAL CAPITAL COSTS AND THAT WE'VE GOT CLOSE TO THE OPERATIONS AND MAINTENANCE COST PROJECTIONS.

AND ALSO THE COUNTY WILL BE PRESENTING SOURCE OF FUNDS AND WHAT THEIR EXPECTATIONS ARE AS WELL. AND AGAIN, IT'LL BE A QUESTION AND COMMENT AND DISCUSSION PERIOD AFTER THE FORMAL PRESENTATION, AND WE ARE LOOKING TO GET THE EXHIBITS UP ON ON THE WEBSITE AHEAD OF THE MEETING SO PEOPLE CAN START THUMBING THROUGH THOSE TO HELP GENERATE QUESTIONS AND DISCUSSION. SO A LOT OF THIS AND A LOT OF THE WORK WE'VE DONE OVER THE LAST YEAR HELPS CULMINATE TO WHERE WE'RE GOING TO GET TO THE POINT WHERE WE CAN RECOMMEND A LOCALLY PREFERRED ALTERNATIVE.

THE LOCALLY PREFERRED ALTERNATIVE IS CRITICAL IN ORDER TO MOVE INTO FTAS PROJECT DEVELOPMENT PROCESS AND GET INTO THE FORMAL NEPA PROCESS WITH FTA THAT LPA HAS SEVERAL COMPONENTS. A LOT HAVE ALREADY BEEN IDENTIFIED THROUGH PREVIOUS PLANNING STUDIES SUCH AS

[00:45:03]

THE MODE, WHICH IS COMMUTER RAIL TRANSIT.

TECHNOLOGY IS THE PUSH-PULL LOCOMOTIVE, SO IT'S ON THAT HEAVY RAIL TYPE OF PROJECT AND THE RECOMMENDED STATION LOCATIONS THAT I MENTIONED BEFORE.

WE'VE IDENTIFIED THE SIX LOCATIONS IN THE GENERAL LOCATIONS, AND WE'LL BE WORKING AND CONTINUE TO WORK WITH THE CITIES TO GET THOSE FURTHER DEFINED.

THE ALIGNMENT IS THE FLORIDA EAST COAST RAILWAY CORRIDOR.

IT'LL HAVE TO UTILIZE A BRIGHT LINE PASSENGER RAIL EASEMENT THAT EXISTS, AND IT WILL NEED TO BE A CROSSING OF THE NEW RIVER.

SO THAT SELECTION OF THE ALTERNATIVE ACROSS A NEW RIVER, AS I MENTIONED, WE HAVE FOUR ALTERNATIVES. THERE'S A LOW LEVEL VASCULAR BRIDGE, A MID-LEVEL BICYCLE BRIDGE, A HIGH LEVEL FIXED BRIDGE AND ALSO A TUNNEL.

AND THEY ALL HAVE DIFFERENT TYPES OF IMPACTS IN DIFFERENT COSTS AND DIFFERENT BENEFITS, PARTICULARLY WHEN YOU LOOK AT SOME OF THE TRAFFIC, THE VEHICLE TRAFFIC AND ALSO THE MARINE TRAFFIC.

AS WE CROSS THE NEW RIVER AFTER THE WORKSHOP AND GETTING MORE FEEDBACK WE'LL BE MAKING A RECOMMENDATION, THIS WILL BE A JOINT RECOMMENDATION.

IT'LL BE IN COMBINATION WITH ALL THE TECHNICAL ASPECTS OF IT, BUT ALSO FROM A FUNDING PERSPECTIVE AND THE COUNTY'S PERSPECTIVE AND BEING ABLE TO MOVE PROJECT FORWARD.

THIS WILL BE PRESENTED TO THE BROWARD COUNTY COMMISSION THAT'LL THAT'LL SELECT AND APPROVE AN LPA, WHICH THE MPO WILL ALSO HAVE TO APPROVE AND ENDORSE AS WE MOVE FORWARD.

AND THESE ARE NEEDED SO THAT WE CAN ENTER INTO WHAT'S CALLED PROJECT DEVELOPMENT WITH THE FTA. SO AFTER THE COUNTY AND MPO APPROVES THE LPA, THE PROJECT TEAM WILL REQUEST WHAT'S CALLED A NEPA CLASSIFICATION OF OF FTA.

AND FTA WILL BE THE LEAD FEDERAL AGENCY ONCE THEY BECOME THE LEAD FEDERAL AGENCY.

AND WE GET INTO WHAT'S CALLED PROJECT DEVELOPMENT OR PD, WE'LL REFINE THE LPA.

WE'LL HAVE MORE FEDERAL AGENCY COORDINATION WHERE FTA WILL BE AT THE TABLE WITH ALL THOSE DIFFERENT FEDERAL AGENTS.

AGENCIES WILL CONTINUE OUR STAKEHOLDER ENGAGEMENT AND CONTINUE THROUGHOUT THE PROJECT DEVELOPMENT AND ALSO THE NEPA PROCESS.

WE WILL CULMINATE WITH A PUBLIC HEARING WHERE WE'LL PRESENT ALL THE ENVIRONMENTAL AND ENGINEERING ANALYSIS ON THE REFINED LPA, AND THEN WE [INAUDIBLE] TO THE NO BUILD, SO BOTH THE BROWARD COUNTY AND THE MPO WILL NEED TO SELECT WHETHER THE PROJECT MOVES FORWARD WITH A BUILD ALTERNATIVE OR THE NO BUILD.

SO AS PART OF PD, FTA HAS AN INVESTMENT THAT'S PART OF WHAT PAUL HAD MENTIONED, THAT THEY REALLY WANT TO KNOW THE PROJECTS VIABLE TO MOVE FORWARD BECAUSE THEY HAVE AN INVESTMENT.

THEY'LL ASSIGN A PROJECT MANAGER OVERSIGHT, A FINANCIAL MANAGER OVERSIGHT, AND THEIR FOCUS IS PROJECT SCOPE, COST AND SCHEDULE AS WE REFINE THROUGH THE PD PROCESS.

SO THEY'RE VERY FOCUSED ON ON HOW WE'RE ADDRESSING RISKS ON THE PROJECT AND WANT TO MAKE SURE THAT WE HAVE A GOOD HANDLE ON THAT IN ORDER TO COMPETE FOR WHAT I WANT TO TALK ABOUT NEXT IS THEIR CAPITAL IMPROVEMENT GRANT PROGRAM.

SO A LOT OF TIMES THIS IS CALLED A NEW START.

SO IT'S A CORE CAPACITY PROJECT.

AND AGAIN, IN PROJECT DEVELOPMENT, WE WILL COMPLETE THE ENVIRONMENTAL REVIEW WE'LL NEED.

IN CONJUNCTION WITH THAT.

THE FINANCE WILL HAVE TO MOVE FORWARD AS WELL.

SO WE'LL HAVE TO GET PUT INTO THE FISCALLY CONSTRAINED TRANSPORTATION PLAN.

AND THAT'S NECESSARY IN ORDER TO GET THE NEPA APPROVED AND COMPLETE ALL THE ENVIRONMENTAL AND ENGINEERING ANALYSIS.

AND THAT WILL ALLOW US TO COMPETE FOR THE SIV PROGRAM UNDER THE NEW STARCH PROGRAM AND ALSO GET INTO ENGINEERING.

AND AGAIN, THE FOCUS WILL BE A SCOPED SCHEDULE AND BUDGET FROM FTA'S PERSPECTIVE TO MAKE SURE THAT WE'RE READY TO BE ABLE TO MOVE FORWARD.

AND ULTIMATELY, WE'RE LOOKING TO GET A FULL FUNDING GRANT AGREEMENT THAT WILL HELP PAY THE FEDERAL SHARE OR WHAT'S EXPECTED TO BE THE FEDERAL SHARE OF THE PROJECT.

SO TO TO BREAK DOWN THE NEXT STEPS, WHAT I DO IS PUT THIS INTO [INAUDIBLE] PRE NEPA.

SO THIS IS PRIOR TO PD.

THIS IS WHAT WE'VE BEEN GOING ON FOR THE LAST YEAR AND WHAT WE BELIEVE WILL CULMINATE IN THE NEAR FUTURE IF WE CAN GET TO WHAT'S CALLED THAT LOCALLY PREFERRED ALTERNATIVE THAT I WENT OVER. SO WE HAVE THE MEETINGS AT THE END OF THE MONTH, BOTH VIRTUALLY AND IN-PERSON.

WE WILL BE MAKING A RECOMMENDATION OF AN LPA TEAM RECOMMENDATION TO THE BROWARD COUNTY COMMISSION IN FEBRUARY.

WE EXPECT THE BROWARD COUNTY COMMISSION TO TAKE A VOTE AND SELECT A LOCALLY PREFERRED ALTERNATIVE. AND I THINK WE'RE LOOKING AT EARLY SPRING AND WE'LL COORDINATE WITH GREG AND HIS TEAM ON THE TIMING OR THE MEETING FOR THE MPO TO APPROVE THE LPA.

THEY'LL ALSO NEED TO BE AN AMENDMENT APPROVED.

IT DOESN'T HAVE TO BE SIMULTANEOUS.

WE'D LIKE IT TO BE IN ORDER TO MAKE SURE THAT THE NEXT PHASE, WHICH IS THE PROJECT

[00:50:03]

DEVELOPMENT PHASE, IS FUNDED IN THE PLAN AND THEN WE'LL REQUEST TO ENTER INTO PROJECT DEVELOPMENT WITH FTA.

AND AGAIN, WE'RE TARGETING SPRING AND THAT ALLOWS US TO DO IS ONCE WE GET IN THE PROJECT DEVELOPMENT, WE CAN SUBMIT AND GET ON THE PROJECT, THAT ELIGIBLE PROJECT LIST THAT WE'LL NEED TO GET INTO BY THE SUMMER.

WE'LL COMPLETE THE ENGINEERING AND ENVIRONMENTAL ANALYSIS, AS I HAD MENTIONED, AND THAT'LL THAT'LL GO ON THROUGH THE SUMMER.

A FINANCE PLAN WILL CONTINUE TO BE DEVELOPED.

WE'LL BE DOING PUBLIC ENGAGEMENT THROUGHOUT AND THERE'LL BE A NUMBER OF DIFFERENT THINGS THAT WE'RE LOOKING AT FROM PUBLIC ENGAGEMENT AND WE'LL BE REFINING THE LPA, BUT AND ALSO BETTER DEFINING SOME OF THE STATIONS WORKING WITH THE CITIES TO DO THAT.

AND I KNOW THE MPO HAS TAKEN ON AN INITIATIVE WHICH I THINK IS GREAT.

I KNOW THE DEPARTMENT IS PARTICIPATING.

WE'RE DOING SOME WALKTHROUGH AUDITS AND I KNOW THEY'VE ALREADY CONDUCTED ONE AT OAKLAND PARK BOULEVARD. AND WHAT THEY'RE DOING IS IDENTIFYING SOME OF THE PEDESTRIAN AND BICYCLE NEEDS IN THOSE AREAS WITH THE IDEA THAT YOU WANT TO HAVE THE BEST CONNECTIVITY TO THESE STATIONS AS POSSIBLE.

SO IT'S REALLY A GREAT PARTNERSHIP THAT THE MPO HAS THAT INITIATIVE AND THESE TYPE OF PROJECTS DOESN'T HAVE TO BE TIED DIRECTLY TO THE BCR PROJECT, SO THEY CAN BE PROJECTS DONE IN ADVANCE AND HELP SUPPORT THE OVERALL CORRIDOR.

AND YOU'RE GOING TO GET BENEFITS REGARDLESS OF THE STATION LOCATION, BUT IT ALL KIND OF WORKS TOGETHER. SO I KNOW THEY JUST STARTED WITH THAT AND WE EXPECT THAT TO CONTINUE AS THE PROJECT MOVES FORWARD, AND WE'RE SUPPORTING THOSE EFFORTS THE BEST WE CAN.

AS WE GET TO THE CONCLUSION OF NEPA AND AN ENVIRONMENTAL ANALYSIS TO CONDUCT A PUBLIC HEARING. AND AT THAT POINT, THE NPA MPO WILL HAVE TO GAIN THAT ON FEDERAL FUNDING COMMITMENTS. SO WE'RE HOPING THAT HAPPENS EARLY IN 2023 IN ORDER TO GET THAT ENVIRONMENTAL ACTION APPROVED BY SPRING.

AND THAT ALLOWS US TO GET THE FULL FUNDING PACKAGE IN BY SUMMER TO COMPETE IN THAT CYCLE.

OH, SO THAT WAS IT.

I KNOW IT WAS MORE PROCESS ORIENTED, AND AGAIN, WE HAD PROVIDED THE NEWSLETTERS TO PROVIDE A LITTLE BIT MORE DETAIL SPECIFIC TO THE PROJECT, BUT I'D BE GLAD TO ANSWER ANY QUESTIONS I ALSO HAVE. MIKE [INAUDIBLE] WHO'S LEADING THE NEPA STUDY ON THE LINE, AS WELL AS HYMIE LOPEZ, WHO'S WHO'S DOING SOME OVERALL PROJECT MANAGEMENT OVER THE CORRIDOR.

AND HE'S ALSO BEEN INVOLVED IN SOME OF THE COASTAL LINK STUDY AS WELL.

SO BE GLAD TO OPEN UP TO ANY QUESTIONS.

I THANK YOU, MR. SCHWAB, I'VE SEEN THAT PRESENTATION THREE TIMES THREE DIFFERENT WAYS BASED ON EVERY TIME WE LEARN INFORMATION, IT GETS UPDATED.

EXCELLENT JOB, BUT I THINK EVERYBODY KNEW THERE WOULD BE QUESTIONS AND OUR FIRST PERSON TO ASK A QUESTION IS COMMISSIONER MCKINZIE.

NOW, COMMISSIONER, IF YOU JUST SELECT UNMUTE ON YOUR SCREEN, YOU'LL BE ABLE TO ASK YOUR QUESTION.

OK, IT LOOKS LIKE THERE'S A TECHNICAL DIFFICULTY THERE.

WE WILL GO ON, WE HAVE CLERK COMMISSIONER HODGKINS.

[INAUDIBLE] GOOD MORNING, COMMISSIONER.

I WAS JUST WONDERING ABOUT THE PROCESS.

WHAT WAS THE PROCESS OF, YES CAN YOU HEAR ME? YES, WE CAN HEAR YOU FINE.

OK, GREAT. I WAS JUST WONDERING WHAT THE PROCESS WAS WHEN THEY SELECTED WHERE THE STATIONS WERE GOING TO BE BECAUSE I KNOW THAT HALLANDALE BEACH AND PEMBROKE WHERE I AM HERE AND YOU KNOW, SOME OF THE SURROUNDING COMMUNITIES WERE KIND OF ALWAYS HAVING TO GO TO HOLLYWOOD OR SOME FARAWAY PLACE TO GET RAIL SERVICE OF ANY KIND.

SO WHAT THE PROCESS WAS TO PICK THE STATIONS, IT JUST SEEMS LIKE THEY PICK EXISTING STATIONS RATHER THAN TAKE INTO CONSIDERATION.

YES, THANK YOU FOR FOR THE QUESTION, AND WE DID DO AN EXTENSIVE STATION PRELIMINARY

[00:55:04]

STATION REPORT, WE DO HAVE IT ON THE WEBSITE AS WELL.

BUT BUT WE DID LOOK AT HALLANDALE.

WE'VE LOOKED AND WE WERE LOOKING AT HOLLYWOOD AS WELL, AND IT IS A TOUGH DECISION PROCESS. WE COORDINATED CLOSELY WITH BOTH OF THOSE CITIES TO HELP IDENTIFY WHAT THE PLANNED DENSITIES WERE GOING TO BE PLANNED DEVELOPMENT.

IN THOSE AREAS, WHAT THE CONNECTIVITY WOULD BE, HOW HOW PEOPLE WOULD CONNECT IN THAT WE LOOK AT QUARTER MILE RACES FOR WALKING AND SO FORTH AND WHAT'S HAPPENING IN THAT AREA AND A HALF MILE RADIUS AS FAR AS DENSITIES.

WE JUST LOOK AT THE DISTANCES BETWEEN STATIONS AND WITH THE NORTHEAST CORRIDOR AND BRIGHTLINE ALREADY HAVING A STATION IN AVENTURA.

THE HALLANDALE IS FAIRLY CLOSE.

I THINK IT'S ONE POINT SIX MILES.

I KNOW OUR TARGET DISTANCES IS AROUND TWO AND A HALF MILES.

SO THAT WAS SOME OF THE REASON WHY [INAUDIBLE] AT LEAST FROM A TECHNICAL RECOMMENDATION, THAT IT WOULD BE HOLLYWOOD AS FAR AS OUR TECHNICAL RECOMMENDATION.

THE FINAL DECISION ON THOSE STATIONS WILL BE LEFT UP TO THE COUNTY COMMISSIONERS.

IT'S NOT TO PRECLUDE STATION IN A FUTURE, DEPENDING ON HOW THE PROJECT PROGRESSES, WHAT RIDERSHIP HAPPENS AND HOW THE OPERATIONS ARE BEING HANDLED.

SOME OF THESE LOCATIONS POTENTIALLY COULD BE WHAT'S CALLED INFILL STATIONS IN THE FUTURE.

BUT IN ORDER TO BE COMPETITIVE WITH FTA AND THE GRANT PROCESS AND MAKE SURE THAT OUR OPERATIONS ARE IN LINE WITH WHAT THE EXPECTATIONS ARE, WE DID NEED TO NARROW IT DOWN TO THE SIX LOCATIONS THAT WE HAVE FROM A TECHNICAL STANDPOINT, AND THAT WILL BE PART OF THE LPA. ALL RIGHT, SIR, THANK YOU.

THANK YOU. WE LOOKS LIKE MR. MCKINZIE IS BACK, SO.

NOW, I'M GOOD, I DON'T HAVE ANYTHING TO ADD TO THE CONVERSATION, BUT OTHER THAN WISHING EVERYONE A HAPPY NEW YEAR. GREAT.

THANK YOU, COMMISSIONER. UNLESS THERE'S SOMETHING YOU WANT IN PARTICULAR FROM ME, BUT IT'S GOOD TO SEE EVERYBODY BACK HEALTHY AND WE HOPE WE CAN KEEP IT THAT WAY.

AND LET'S MOVE MPO FORWARD.

ABSOLUTELY, THANK YOU, SIR.

WE HAVE MAYOR TRANTALIS.

CAN YOU HEAR ME NOW? YES, SIR.

OK, GREAT. THANK YOU, GENTLEMEN, FOR COMING TODAY AND BEGINNING THE CONVERSATION ONCE AGAIN. THIS QUESTION GOES TO MR. SCHWAB, MR. SCHWAB. I WAS READING THE BACKUP OF TODAY'S MEETING AND YOU KNOW, ONE OF THE IMPORTANT POINTS ON THIS COMMUTER RAIL SYSTEM IS GOING TO BE COSTS.

YOU KNOW, AS A MAYOR OF FORT LAUDERDALE, I HAVE TO SAY THAT I'M FULLY EMBRACING THE CONCEPT OF COMMUTER RAIL BETWEEN MIAMI AND PALM BEACH COUNTY.

I THINK IT'S A LONG TIME COMING.

YOU EVEN SAID THAT IT'S BEEN IN THE WORKS FOR A LONG TIME AND HAVING LIVED HERE FOR ALMOST 40 YEARS, I CAN TELL YOU THAT THIS IS SOMETHING I GREW UP IN IN NEW ENGLAND, AND WE RELIED ON TRAINS AN AWFUL LOT OF OUR TRANSPORTATION NEEDS.

BUT I NOW KNOW THAT WE'RE WE'RE PUTTING OUR NOSE TO THE GRINDSTONE AND WE'RE TRYING TO FIGURE OUT IF THIS IS ECONOMICALLY FEASIBLE TO UNDERTAKE.

AND I KNOW THAT A LOT OF YOUR COST PROJECTIONS HAVE TO BE HAVE TO COMPLY WITH THE RIDERSHIP EXPECTATIONS IN ORDER TO JUSTIFY FEDERAL FUNDING AND PROBABLY STATE FUNDING IN ORDER TO ENSURE THE VIABILITY OF THIS PROGRAM.

I DON'T KNOW WHAT THOSE RIDERSHIP PROJECTIONS ARE, AND I DON'T KNOW HOW THEY TRANSLATE INTO WHAT IS ACCEPTABLE AS COST ARE CONCERNED.

BUT AS WE ALL KNOW, THE THE AREA IN FORT LAUDERDALE THAT IS CONCERNING MOST OF US IS HOW DO WE GET? HOW DO WE GET PAST THE NEW RIVER? THE NEW RIVER IS EXTREMELY IMPORTANT TO THE CITY OF FORT LAUDERDALE, MAINLY BECAUSE OF THE HUGE INDUSTRY THAT IT SUPPORTS UP RIVER.

AND WE DO NOT WANT TO DO ANYTHING THAT'S GOING TO INTERFERE WITH THE WITH THAT, WITH THAT ENTERPRISE. SO AS WE ALL KNOW, THERE HAVE BEEN MULTIPLE BRIDGES THAT HAVE BEEN RECOMMENDED AND AND OF COURSE, I'VE BEEN ADVOCATING A TUNNEL IN YOUR BACKUP YOU FOR THIS

[01:00:06]

PRESENTATION. SOMEWHAT SOMEHOW YOUR COST PROJECTION FOR THE FOR THE TUNNEL HAS IS NOW APPROACHING THREE BILLION DOLLARS.

YOU'D SEE WHERE I'M TALKING AND IN YOUR FALL NEWSLETTER, YOU SHOW THE COST OF A TUNNEL AT ONE POINT EIGHT BILLION, AND THAT INCLUDES THREE HUNDRED AND SIXTY FOUR MILLION FOR A CONTINGENCY, THREE HUNDRED AND THIRTY SIX MILLION FOR WHAT'S CALLED PROFESSIONAL SERVICES. THOSE ARE BIG NUMBERS, THREE QUARTERS OF A BILLION DOLLARS FOR THINGS THAT ARE NOT PARTICULARLY BRICK AND MORTAR.

SO HOW AM I INCORRECT IN IDENTIFYING THOSE NUMBERS AND TRYING TO COMPARE THE TWO? CAN YOU HELP EXPLAIN TO US HOW YOU GOT TO THAT BACKUP NUMBER THAT WE'VE GIVEN FOR TODAY'S PRESENTATION? SURE, SURE.

THAT BACK UP, NO, I THINK I DIDN'T HAVE THESE SLIDES AVAILABLE THAT I JUST WENT THROUGH PRIOR TO THE DISTRIBUTION AND THEY SAT AROUND, I BELIEVE, A PRESENTATION THAT HAD NUMBERS THAT WE HAD IN OCTOBER.

OK, SO THOSE WERE REALLY THOSE ARE OLD NUMBERS, DATA NUMBERS.

THOSE ARE OLD NUMBERS.

THE NEWSLETTER IS MOST ACCURATE.

AND AGAIN, I THINK THAT'S THE ONE POINT EIGHT BILLION YOU HAD MENTIONED, AND THE PROFESSIONAL SERVICES AND THE CONTINGENCY ARE REALLY WHAT WERE REQUIRED TO HOLD ONTO AND HAVE AS PART OF OUR FTA COST ESTIMATING PROCESS.

AND MANY OF THOSE ARE DETERMINED BY FTA, AND SOMETIMES THEY'VE ASKED FOR MORE.

SO IT IS A BIG NUMBER, AND THE BIGGER YOUR CONSTRUCTION NUMBER IS WHEN YOU USE PERCENTAGES, THE BIGGER THOSE NUMBERS BECOME AS WELL, AND IT IS A BIG NUMBER.

SO TO MY COLLEAGUES ON THE BOARD, I CAN TELL THEM THAT DON'T PAY ATTENTION TO THE BACKUP NUMBER, THEY SHOULD FOCUS MORE ON THE MORE RECENT PROJECTIONS THAT CORRECT.

YEAH, YEAH. YEAH, ABSOLUTELY.

THE NEWSLETTER IS THE MOST RECENT.

[INAUDIBLE] BEEN ABLE TO PROVIDE, THANK YOU SO MUCH I APPRECIATE THAT.

YEAH. THANK YOU, MAYOR.

AND THAT'S THE END OF OUR QUESTION.

SO WITH THAT, I JUST WANT TO SAY THANK YOU, MR. SCHWAB. THANK YOU, MR. BRAUN FOR COMING.

WE ALWAYS LIKE HEARING FROM OUR PARTNER AGENCY.

OH, WE HAVE ONE MORE THAT POPPED UP.

CAN YOU HEAR ME? YES, SIR.

YES, THIS IS COMMISSIONER SCUOTTO, I'M SORRY, I'M DOING IT BY PHONE.

VERY INFORMATIVE ON THE PRESENTATION.

JUST A QUESTION.

I KNOW MAYOR TRANTALIS JUST ASKED ABOUT THE RIDERSHIP AND STUFF, AND I KNOW THAT YOU GUYS BASE WHEN YOU'RE GOING TO DO NEW STATIONS FOR THE RIDERSHIP.

I JUST WANT TO ASK A QUESTION.

HAVE YOU GUYS IN THE EQUATION TRYING TO USE BUILDING MORE NEW STATIONS IN FORT LAUDERDALE? DID YOU GUYS USE THAT THE ARENA MOVING FROM OUT WEST TO EAST IN YOUR CALCULATIONS ON INCREASING THE RIDERSHIP? WAS THAT USED IN ANY PART OF YOUR CALCULATIONS OF ANYTHING? I CAN'T SAY THAT THAT IT WAS, I'M NOT SURE.

I'M NOT SURE I EVEN KNOW WHICH ARENA YOU'RE REFERRING TO.

JUST SAYING IN YOUR CALCULATIONS THAT YOU GUYS WERE TRYING TO DO STATIONS IN FORT LAUDERDALE IN ANY WAY, WE'RE MOVING THIS ARENA TO FORT LAUDERDALE.

IN THOSE CALCULATIONS, TO SAY, YES, THIS WOULD INCREASE THE RIDERSHIP, AND THAT'S WHY WE NEED TO IMPROVE THESE STATIONS.

I KNOW. NO, WE DID NOT CONSIDER MOVING.

OK, THANK YOU.

THANK YOU, COMMISSIONER. OK, IT LOOKS LIKE THAT WAS THE LAST QUESTION, SO WHAT'S AGAIN, GENTLEMEN, THANK YOU FOR JOINING US TODAY.

THANK YOU. THANK YOU. THANK YOU FOR HAVING US.

THANK YOU. ABSOLUTELY AND THE LAST AGENDA BEFORE THEY LEAVE IS WE HAVE AN INTRODUCTION OF

[6. Meet the new FDOT Point of Contact for Broward MPO]

[01:05:05]

A NEW POINT OF CONTACT FOR THE DEPARTMENT.

YES, SO AGAIN, I MEAN, YOUR YOUR VIDEO EARLIER OF THE MPO STAFF AND THE BOARD MEMBERS WAS GREAT. SO I JUST WANTED TO INTRODUCE MARIA JAIMES.

SHE'S JOINED US, SHE'S A GRADUATE FROM FLORIDA INTERNATIONAL UNIVERSITY.

SHE'S ALSO GOT AN INTEREST IN LOGISTICS, RIGHT? EMERGENCY MANAGEMENT. SO SHE BRINGS SOME, SOME GOOD EXPERIENCE WITH US.

I THINK THIS FORUM TODAY WILL BE GREAT.

AND SHE, YOU KNOW, CONTINUES TO BUILD THAT RELATIONSHIP WITH MPO STAFF.

SO SHE'LL BE OUR LIAISON WITH THE BROWARD MPO.

SO I JUST WANTED TO WELCOME MARIA.

AND I MEAN, AS ALWAYS, BETWEEN OUR LIAISONS, THEY'VE GOT FULL ACCESS TO ANYONE HERE AT THE DEPARTMENT. SO EVEN IF THEY COME TO A BOARD MEETING MAY NOT HAVE THE MOST CURRENT INFORMATION OR AN ANSWER TO THE QUESTION.

THEY'RE EXTREMELY RESPONSIVE AND EMPOWERED TO REACH OUT TO ANYONE IN THE DEPARTMENT TO GET BACK TO YOU IF YOU NEED ADDITIONAL INFORMATION.

SO WELCOME, MARIA.

WELCOME MARIA. WE'VE ALREADY HAD OUR MEET AND GREET WITH HER, AND WE LOOK FORWARD TO WORKING WITH YOU. THANK YOU VERY MUCH, MR. BRAUN. THANK YOU.

OK, MOVING ON TO THE NEXT AGENDA ITEM, WE HAVE THE SURTAX UPDATE BY MR.

[7. Municipal Capital Projects (MCPs) Update]

TODD BRAUER, AND YOU'LL FIND SOMETHING IS GOOD FOR THE BOARD MEMBERS BECAUSE WE PUT IN A PORTAL FOR ELECTED OFFICIALS, BUT I DON'T WANT TO SPOIL THE WHOLE SURPRISE.

MR. BRAUER. GOOD MORNING AND HAPPY NEW YEAR, SO MY NAME IS TODD BRAUER WITH WHITE HOUSE GROUP. I REPORT DIRECTLY TO BRYAN, BUT I ALSO WORK WITH THE MAP ADMINISTRATION ADMINISTRATOR AS WELL AS GRETCHEN'S TEAM AND MAKING SURE THAT EVERYTHING GOES SMOOTHLY.

SO TODAY'S BIG FOCUS, AND AGAIN, I KNOW THAT WE'RE LOOKING TO ALWAYS MAKE SURE THAT WE'RE STREAMLINING THESE CONVERSATIONS, BUT THERE'S SOMETHING THAT WE THOUGHT WAS VERY IMPORTANT TO SHARE WITH YOU TODAY, AND THAT WAS THE NEW TOOLS THAT WE'VE DEVELOPED AND SOME ASSISTANCE THAT WE'RE GIVEN TO YOUR STAFF TO MAKE SURE THAT THE NEW MCP PROCESS GOES OFF WITHOUT A HITCH.

SO THE ROLE OF THE MP AND I LIKE TO START HERE BECAUSE THIS IS THE UMBRELLA OF WHAT THE MPO IS DOING RELATIVE TO THE MUNICIPAL CAPITAL PROJECTS, THERE'S A TEACHING COMPONENT, A TRAINING COMPONENT, A SUPPORTING COMPONENT.

SO ALL OF THIS IS GOING TO LEAD YOU TO THE END OF THIS PRESENTATION, WHICH IS THE INFRASTRUCTURE, COMMUNICATION, COMMUNICATION INFRASTRUCTURE THAT WE'VE DEVELOPED FOR YOU.

SO IT'S ALWAYS IMPORTANT UNDER THAT TEACHING, TRAINING AND SUPPORT TO REALLY GET TO WHAT IS THE LANE OF THE MPO AND THAT LANE IS RANKING AND RECOMMENDING OF MCPS.

THIS IS THE CORE OF WHAT THE MPO DOES RELATIVE TO THE MUNICIPAL CAPITAL PROJECT.

SO WHEN IT COMES TO THE RANKING OF THEM, THAT IS THE PROCESS THAT THE MPO DOES.

IT'S PRESCRIBED WITHIN THE SECOND AMENDMENT.

WE HAVE THAT PROCESS THAT WE DO EVERY YEAR AS WELL AS RECOMMENDING, AND THIS IS ABOUT THE READINESS AND THE SHOVEL READINESS OF PROJECTS WE RECOMMEND WITHIN THE MINIMUM ANNUAL GUARANTEE. WE DO THAT EVERY YEAR, AND IT'S IMPORTANT TO NOTE THAT THE CYCLE ONE MCP IS THOSE ARE THOSE THAT WERE RANKED ONE TO ONE 10 ARE THE PRIORITY AND THAT WE GET THAT INFORMATION WORKING WITH THE TEAM, WORKING WITH THE ADMINISTRATOR AS TO HOW MUCH MONEY WILL BE AVAILABLE EACH YEAR.

SO WE KNOW WHAT WE'RE LOOKING FOR FROM A RECOMMENDATION STANDPOINT, THERE IS THE OPTION TO RECOMMEND EXCEEDING THE MAG.

IF THAT COMES UP, SO THAT IS PER THE REQUEST OF THE COUNTY ADMINISTRATOR AT THAT POINT, THEN WE USE THE PROCESS THAT WE'VE DEVELOPED TO DO THAT.

I WOULD LIKE TO POINT OUT THE DIFFERENCE BETWEEN SECTION ONE IN THE NEW AND SO CYCLE ONE IS THAT ORIGINAL ONE HUNDRED AND TEN PROJECTS THAT WERE RANKED, THEY KEEP THEIR RANKING.

THESE THEN GO THROUGH THAT RECOMMENDATION PROCESS THAT IS THE BIGGEST FOCUS FOR CYCLE ONE IS TO RECOMMEND THEM TO THE FIVE YEAR PLAN.

SO THAT WAY THEY CAN MOVE FORWARD TO WORK TOWARDS PROJECT DELIVERY.

THE NEW MCPS ARE NEW PROJECTS AND NEW IDEAS.

THEY COULD COME FROM THE HUNDRED AND TEN AND FIVE, ONE HUNDRED AND ELEVEN TO FIVE TEN PROJECTS THAT WERE DONE. WE ACTUALLY WENT THROUGH THAT PROCESS WITH THE MUNICIPALITY'S LAST YEAR. IF THEY WANTED TO RESUBMIT THOSE PROJECTS, IF THEY NEEDED TO REFINE THEIR APPLICATIONS. WE WENT THROUGH THAT.

AND ANY NEWLY SUBMITTED MCP, OF COURSE, HAS TO GO THROUGH ELIGIBILITY BEFORE THEIR RENT.

SO THERE IS A PROCESS THAT THAT WE HAVE WELL DEFINED IN THE COMMUNICATION PERSPECTIVE.

I'M GOING TO SHOW YOU HERE IN A SECOND.

SO THE OBJECTIVES THIS IS ALL LEADING TO, THIS IS WHAT WE'D LIKE TO DO FOR THIS PARTICULAR APPLICATION YEAR.

THE APPLICATION OPENS FOR SOME MIDDLES THE SECOND FRIDAY WITHIN MARCH AND BY JUNE 1ST, WE HAVE TO THEN PROVIDE THE COUNTY THE LIST OF GRANT PROJECTS, AS WELL AS ANY RECOMMENDATIONS THAT WE HAVE FOR THE CYCLE ONE.

SO WE'RE FOCUSING RIGHT NOW ON MAKING SURE THAT WE HAVE A ROBUST COMMUNICATION INFRASTRUCTURE SO THAT WE'RE ALWAYS AVAILABLE.

OUR TEAM IS AVAILABLE TO YOUR TEAMS TO MAKE SURE THAT THESE PROJECTS ARE MOVING FORWARD.

IF THERE'S QUESTIONS THAT THERE SUPPORT THAT NEEDS TO BE HELPED WITHIN COMBINATION AND

[01:10:01]

LOOKING AT CYCLE ONE MCP SUPPORT, WE'VE ACTUALLY ALREADY BEEN WORKING WITH MANY OF THE MUNICIPALITIES ON ONE ON ONE MEETINGS TALKING ABOUT THEIR CYCLE AND [INAUDIBLE] BUT AT THE SAME TIME AS WE'VE GOT A MOMENT TO REFLECT ON ABOUT WHAT'S GOING TO HAPPEN IN THE FUTURE AS WE FOCUS OUR ATTENTION ON THE CYCLE ONE AND MAKING THOSE THE PRIORITY TO MOVE THOSE INTO ARE REALLY TO RECOMMEND THOSE FOR CONSIDERATION INTO THE FIVE YEAR PLAN.

IT'S THE CLEANING UP THAT NEEDS DATABASE.

SO THEN WHEN THERE'S MONEY AVAILABLE, WE'VE GOT THE BEST PROJECTS TO MOVE FORWARD.

SO THE NEW WEBSITE THAT WE'VE CREATED, AS WE MENTIONED THIS ROBUST COMMUNICATION INFRASTRUCTURE, THE STARTING PLACE IS THE WEBSITE WITH MY/MCPS.ORG.

SO I'M GOING TO GIVE A LIVE DEMONSTRATION HERE IN A SECOND.

I'M GOING TO GIVE KIND OF AN OVERVIEW OF IT.

SO IT'S NOT ONLY GIVES AN ACCESS PORTAL TO THE NEW MCP APPLICATION PROCESS, BUT IT'S GOT THE LATEST NEWS, EVENTS, TEMPLATES, EDUCATIONAL RESOURCES AND A DIRECT CONNECTION TO OUR TEAM TO MAKE SURE THAT WE CAN HELP YOU.

SO AT THIS POINT, I SHOULD BE ABLE TO SHARE MY SCREEN.

THERE WE GO. ALL RIGHT, SO THIS IS WHAT I WANT TO SHOW YOU, THIS IS THE WEBSITE AND AS BRYAN HAD GIVEN YOU A HINT TO IT, YOU ACTUALLY HAVE YOUR OWN PAGE AND YOUR OWN INFORMATION TO LOOK AT.

BUT THIS IS THE HOME SCREEN ITSELF.

THIS IS HOW WE SET IT UP.

IT INTRODUCES YOU. IT'S GOT THE NAVIGATION UP AT THE TOP AND THEN TWO INDEPENDENT AREAS WHERE YOU CAN GET TO THE NEW MCP PORTAL.

BUT IF YOU GO DOWN, IT INTRODUCES YOU A LITTLE BIT TO THE MCP'S WHAT THE ROLE OF THE MPO IS. AGAIN, ALWAYS REITERATING WHAT'S THE RANGE THAT THE MPO WORKS IN RELATED TO THESE PROJECTS, AS WELL AS A LITTLE BIT ABOUT THE ELIGIBILITY OF THOSE PROJECTS.

AND IN EACH CASE, YOU CAN GO UP TO THE NAVIGATION OR HIT THESE BUTTONS TO GET YOU THERE.

AGAIN, WE KNOW THAT THERE IS A ROLE FOR EVERYBODY TO PLAY IN THIS PROCESS.

WE'VE DIVIDED THAT OUT FOR A PAGE SPECIFIC FOR ELECTED OFFICIALS AS WELL AS MUNICIPAL STAFF. THEN WE ALSO HAVE A LIST OF UPCOMING EVENTS, WHICH OF COURSE, TODAY WE'RE HAVING THE BOARD ENGAGEMENT FORUM, BUT WE'RE ALSO HAVE ONE ON ONE MEETING SET UP WITH FORT LAUDERDALE OR LAUDERDALE BY THE SEA, AS WELL AS FORT LAUDERDALE.

SO ALL OF THOSE CONTINUE TO BE UPDATED AS WE GO ALONG, AND YOU CAN SEE ALL EVENTS THERE.

WE ALSO HAVE A SERIES OF NEWS ITEMS THAT WE PUT OUT IF WE'RE DOING MAINTENANCE ON THE DATABASE, THE LAUNCH OF THE NEW WEBSITE, GETTING THEM TO SCHEDULE THE ONE ON ONE.

SO THAT WAY THERE IS A CONSTANT COMMUNICATION THAT'S OCCURRING BETWEEN US.

AS YOU SEE AT THE BOTTOM HERE, YOU CAN ALWAYS SUBSCRIBE IF YOU'RE INTERESTED IN GETTING UPDATES. ANYTIME WE UPDATE THE WEBSITE, PUT YOUR NAME AND EMAIL IN THERE, SUBSCRIBE AND THEN YOU'LL GET THESE UPDATES.

SO YOU KNOW WHEN WE'VE EITHER DONE AN ANNOUNCEMENT FROM [INAUDIBLE] OR A NEW EVENT HAS BEEN INCLUDED. AT THE END OF THIS PAGE, TOO, WE ALSO INCLUDE A HOW CAN WE HELP? SO THIS IS WHERE WE'RE INTERACTING WITH ALL THE MUNICIPAL STAFF OR ANYONE THAT HAS A QUESTION. YOU PUT YOUR NAME, YOUR AGENCY, THE THINGS THAT YOU'RE INTERESTED IN.

FOR INSTANCE, MAYBE YOU'RE WANTING TO DO A SECOND ONE AND KEEP WRITING THIS REVIEW.

YOU CAN CLICK THAT.

YOU MIGHT SAY, WELL, I WANT MORE DETAILS ABOUT THE PROGRAM.

YOU CAN ADD ANY OTHER KIND OF COMMENTS.

YOU CAN SUBMIT THIS FORM.

THIS GOES IMMEDIATELY TO OUR STAFF AS WELL AS BACKUP STAFF.

WE ANSWER WITHIN 24 HOURS AND GET A MEETING OR A PHONE CALL SET UP WITH YOU WITHIN WITHIN 24 HOURS. WE GET THAT SCHEDULED.

SO IN MOST CASES, WE'VE BEEN ABLE TO GET THINGS SCHEDULED WITHIN THE WEEK, EVEN DURING THE HOLIDAYS. SO ANY TIME THAT ANYTHING COMES UP, WE'VE BEEN ABLE TO BE QUICKLY RESPONSIVE TO THAT.

AND THEN WE HAVE THE DOCUMENTS PORTAL, WHICH HAS ALL THE BACKUP INFORMATION, INCLUDING SLIDES THAT WE GIVE IN PRESENTATIONS AND THAT KIND OF INFORMATION.

SO EACH PAGE GIVES YOU A LITTLE SOMETHING ABOUT THE MCPS, WHAT THE IMPORTANCE OF THE SECOND AMENDMENT IS.

AS YOU'VE SEEN, I HAVE GIVEN A DIFFERENCE BETWEEN THE SECOND LINE AND MCPS.

WE'VE ALSO GOT TERMS AND DEFINITIONS, BUT FOR YOU ALL, WE HAVE A PAGE DIRECTLY FOR YOU EXPLAINING WHAT THE ROLE THAT YOU WORK WITH WITH THE MPO, AS WELL AS YOUR ROLE IN THE PROCESS, WHAT YOU NEED TO BE AWARE OF, HOW YOU'RE GOING TO INTERACT WITH YOU.

HOW ARE THEY GOING TO UPDATE YOU? WHAT ARE THE THINGS THAT THEY'RE GOING TO ASK FOR YOU EVEN CONSIDERING A RESOLUTION OF SUPPORT? WE ALSO HAVE BRYAN'S INFORMATION HERE, SO THAT WAY HE CAN DIRECTLY PRESENT YOUR MEETINGS IF YOU NEED TO BE.

AND THEN AS YOU START TO ASK QUESTIONS WHICH YOU'VE GOTTEN, IF YOU ALREADY WE POST THEM ON TO THE WEBSITE SO YOU CAN SEE WHAT THE ANSWERS ARE.

SO IN THIS CASE, WE HAD WHAT KIND OF IMPROVEMENTS ARE ELIGIBLE? WE ALSO HAD A QUESTION OF ARE THERE OTHER SURTAX PROGRAMS AND WHAT ARE THOSE PROGRAMS? WE GET YOU CONNECTED DIRECTLY WITH THAT ADMINISTRATIVE TEAM AS WELL AS IN OTHER ADDITIONAL GRANT OPPORTUNITIES.

AND WHAT'S THE ROLE IN PROVIDING THAT GUIDANCE TO THE MUNICIPALITIES? SO WE ANSWER YOUR QUESTIONS AND WE GET THOSE UPLOADED AS QUICKLY AS WE CAN.

AGAIN, THE NICE THING ABOUT THIS, TOO, IS YOU CAN ALSO SEE ALL THE EVENTS THAT ARE COMING UP. WHO ARE WE MEETING WITH? AND THIS IS PARTICULARLY IMPORTANT FOR YOU BECAUSE WE HAVE A SEARCH FUNCTION WHERE YOU CAN SEE EVERYTHING PAST AND PRESENT ON YOUR PARTICULAR CITY.

SO IF YOU'RE LOOKING AT CITY OF FORT LAUDERDALE.

LAUDERDALE BY THE SEA, YOU'RE GOING TO IMMEDIATELY HAVE A POP UP OF EVERYTHING THAT

[01:15:02]

YOU'VE LOOKED AT. YOU CAN LOOK AT THIS FROM A LIST FROM A MONTH STANDPOINT.

ANY OF THOSE THINGS ARE AN OPTION TO YOU.

SO YOU'LL SEE ALL THE MEETINGS [INAUDIBLE].

SO YOU CAN SEE THAT AS TO WHO ARE WE MEETING WITH AND WHAT ARE THE CHALLENGES THAT WE'RE OVERCOMING IN THE SUCCESS STORIES THAT WE'RE HAVING.

THERE'S ALSO THE NEWS THAT'S AVAILABLE TO YOU AS WELL.

ASSUMING THAT IT OPENS THERE, IT IS.

SO ANY TIME THAT THERE'S SOMETHING IMPORTANT THAT WE NEED EVERYBODY TO KNOW, INCLUDING SCHEDULING ONE ON ONE MEETINGS AND THE WEBSITE, WE HAVE THAT HERE.

THEN YOU HAVE THE SUBSCRIPTION THAT YOU CAN DO AND THEN ALSO THE DOCUMENTS.

AND THIS MIGHT BE AN AREA THAT SOME OF YOU WOULD BE INTERESTED IN BECAUSE WE PUT ALL OF OUR PROCEDURES AND POLICIES AND CHECKLISTS RELATED TO ANY WORK THAT WE HAVE.

SO WE HAVE CATEGORIES YOU CAN FILTER THEM OUT.

YOU CAN SEE WHAT OUR PROCESS IS.

SO IF YOU WANT TO KNOW, HEY, WHAT'S THE PROCESS FOR RECOMMENDING SECOND ONE AND YOU CAN DOWNLOAD THAT, YOU CAN LOOK AT THE FILES DIRECTLY ON YOUR YOUR YOUR BROWSER.

IT COMES UP. YOU CAN DOWNLOAD IT.

YOU'RE GOING TO KNOW WHEN WE LAST UPDATED.

IT HAS EVERY STEP ALONG THE WAY, BUT WE DO TO WORK WITH YOUR STAFF.

WE ALSO INCLUDE WITHIN THAT PROCESS.

A WORKFLOW, SO THAT WAY, YOU CAN ALSO SET IT TO YOUR [INAUDIBLE] OR GRAPHICALLY.

SO IF YOU LOOK AT THE POLICIES AND PROCEDURES, YOU'LL SEE A CHART THAT SAYS, OH, WHAT'S THE PROCESS THAT YOU RECOMMEND SECOND LINE PROJECTS ON? WELL, HERE YOU GO.

IT'LL GIVE YOU A DECISION TREE THAT LETS YOU KNOW EACH PART OF THE PROCESS AND THE CYCLE, INCLUDING THE REFERENCE TO THE SECOND AMENDMENT IN WHICH YOU CAN FIND THAT AND WHO'S RESPONSIBLE FOR IT.

AND THEN IN THE END, IF YOU NEED HELP WITH ANYTHING, YOU CAN ALSO HAVE THIS CONTACT FORM THAT REFERENCES THE ONE THAT YOU SAW ON THE HOME PAGE THAT ALLOWS YOU TO IMMEDIATELY GET IN CONTACT WITH US. AND LIKE I SAID, WE GET BACK TO YOU VERY QUICKLY.

WITHIN 24 HOURS, WE'VE BEEN ABLE TO DO THAT AND I WILL START SHARING MY SCREEN AT THIS POINT SO WE CAN GO BACK TO THE PRESENTATION.

GREAT, THANK YOU, MR. BRAUER.

AT THIS TIME, WE WILL OPEN IT UP TO SEE IF THERE ARE ANY QUESTIONS ABOUT THIS NEW WEB PAGE.

OK, SEEING NONE, THAT MEANS YOU DID A TERRIFIC JOB, THANK YOU VERY MUCH FOR PRESENTING THIS TO OUR BOARD ENGAGEMENT FORUM.

THANK YOU ALL. WE'RE MOVING ON TO THE NEXT AGENDA ITEM.

[8. Demonstration of the MPO's Interactive Transportation Improvement Program (TIP) Tool]

WE HAVE A PRESENTATION BY ONE OF OUR STAFF MEMBERS, MR. CHRISTOPHER RESTREPO WILL SHOW YOU THE INTERACTIVE TIP SO YOU CAN PULL UP ALL OF THE PROJECTS THAT HAVE BEEN PROGRAMED FOR YOUR MUNICIPALITY.

GOOD MORNING, EVERYONE.

LIKE BRYAN SAID, MY NAME IS CHRISTOPHER RESTREPO.

I'M A PRINCIPAL PLANNER FOR THE BROWARD MPO, AND I'M GOING TO WALK YOU THROUGH A TUTORIAL ONCE AGAIN FOR OUR INTERACTIVE TRANSPORTATION IMPROVEMENT PROGRAM TOOL THAT RESTS ON OUR WEBSITE. BUT BEFORE I DO THAT, I'M GOING TO SHARE MY SCREEN QUICKLY AND RUN THROUGH A PRESENTATION THAT I'M SURE YOU'VE SEEN ALREADY.

BUT JUST TO GIVE YOU A QUICK RECAP, AGAIN, THIS IS OUR TRANSPORTATION IMPROVEMENT PROGRAM. IT IS ONE OF OUR CORE PRODUCTS THAT WE ADOPT EVERY YEAR, AND WHAT IT ESSENTIALLY IS IS OUR FUNDING COMMITMENT FOR THE NEXT FIVE FISCAL YEARS FOR BROWARD.

SO IN IT, WHAT YOU WILL FIND IS EVERYTHING FROM TRANSPORTATION PROJECTS, INCLUDING SIDEWALKS, BIKE LANES, OVERPASSES, TRANSIT SUPPORT, ALL THOSE GREAT THINGS THAT MAKE OUR WHOLE FOR TRANSPORTATION.

YOU WILL FIND THAT HERE IN THE FISCAL YEAR, 22-26, WE HAVE A TOTAL NUMBER OF FOUR HUNDRED AND FIFTY TWO PROJECTS THAT EQUATE TO ABOUT FIVE POINT ONE BILLION DOLLARS OF FUNDING FOR THE NEXT FIVE YEARS.

SO TO ACCESS ALL OF THESE GREAT PROJECTS, THERE'S A COUPLE OF WAYS YOU CAN DO THAT.

THE FIRST IS TO GO TO OUR TIP WEB PAGE.

THE LINK IS RIGHT HERE.

AND BY DOING THAT, YOU'LL BE ABLE TO SEE ALL THE LITTLE NUANCES AND THINGS THAT WE HAVE ORGANIZED IN THERE FOR YOU, SO YOU CAN SEARCH FOR THE PROJECTS THE WAY THAT YOU WANT.

YOU CAN ALSO LOOK AT THE PDF ITSELF, WHICH IS ABOUT A 500 PAGE DOCUMENT WHERE YOU CAN SCROLL THROUGH ALL THE DIFFERENT SECTIONS OF THE TIP TO FIND THE PROJECTS THAT YOU WANT.

OR YOU CAN USE OUR INTERACTIVE TIP TOOL, WHICH I WILL GIVE A DEMONSTRATION ON VERY SHORTLY TO NARROW YOUR SEARCH DOWN TO GET SPECIFICALLY WHAT YOU'RE LOOKING FOR.

SOME OF THE NEW FEATURES THAT ARE WITHIN OUR TRANSPORTATION IMPROVEMENT PROGRAM INTERACTIVE TOOL IS A FASTER RESPONSE, A LARGER DISPLAY FOR PROJECT INFORMATION.

YOU CAN TOGGLE BETWEEN TWO DIFFERENT TIPS, AND THE ONES THAT WE HAVE LOADED UP ARE THE FISCAL YEAR 2021-25 AND THE FISCAL YEAR 2022-26.

YOU CAN SEARCH THE TIP BASED OFF OF THE MUNICIPALITY THAT YOU ARE REPRESENTING.

YOU CAN ALSO SEARCH BASED OFF OF THE DIFFERENT FUNDING PROGRAMS THAT ARE SET UP WITH THE 245 METROPOLITAN TRANSPORTATION PLAN, OR YOU CAN SEARCH BY FUNDING SOURCE AND LEAD AGENCY,

[01:20:01]

AMONG OTHER THINGS.

AND THEN YOU ALSO HAVE THE ABILITY TO OMIT PROJECTS FROM YOUR REPORTS JUST IN CASE YOU WANT TO GET JUST SPECIFIC PROJECTS, NOT A FULL RECAP OF WHAT THE SEARCH ENGINE PROVIDES FOR YOU. AND THEN YOU CAN ALSO PRODUCE REPORTS TO DISPLAY PROJECT DETAILS BASED ON A FEW MUNICIPALITIES. SO IF YOU'RE GOING TO PRODUCE A REPORT FOR THE FULL TIP, YOU CAN MAKE SURE THAT THEY ARE SECTION BASED OFF THE DIFFERENT MUNICIPALITIES.

SO I'M HERE, I HAVE A FEW STEPS THAT YOU CAN USE TO ACCESS REPORTS BASED OFF OF THE MUNICIPALITY YOU'RE LOOKING FOR.

THERE'S NINE STEPS.

THEY'RE KIND OF SIMPLE, BUT I'LL WALK THROUGH THEM FOR YOU SO THAT THERE'S NO QUESTIONS AND THEY'RE HERE FOR REFERENCE IN CASE YOU NEED THEM.

AND THAT'S MY CONTACT INFORMATION IF YOU RUN INTO ANY TROUBLE.

SO WHAT I'LL DO IS I'LL STOP SHARING THE PRESENTATION QUICKLY SO I CAN LOAD UP OUR WEB PAGE. OKAY.

AND HERE WE GO, SO THIS IS OUR MPO.ORG WEB PAGE, AS YOU CAN SEE, THIS IS OUR LANDING SCREEN, SO TO ACCESS THE INTERACTIVE TIP TOOL, YOU WILL GO TO WHAT WE DO.

AND UNDER THAT, YOU WILL CLICK ON CORE PRODUCTS.

HIGHLIGHTING THIS WILL GIVE YOU A COUPLE OF OPTIONS OUR MTP, OUR PPP, OUR TIP AND OUR NPWP. YOU WILL SELECT THE TRANSPORTATION IMPROVEMENT PROGRAM TIP AND IT'LL PULL YOU TO THE TIP WEB PAGE UNDER.

HERE, YOU'LL HAVE A BRIEF DESCRIPTION OF WHAT THE TRANSPORTATION IMPROVEMENT PROGRAM IS.

AND BELOW THAT, SOME IMPORTANT LINKS FOR YOU TO ACCESS THE TRANSPORTATION IMPROVEMENT PROGRAM. THE FIRST IS THE LINK THAT HAS THE FULL PDF DOCUMENT THAT IS OVER FIVE HUNDRED PAGES, AND BELOW THAT YOU WILL FIND THE INTERACTIVE TIP TOOL LINK AND THEN ANY AMENDMENTS OR MODIFICATIONS THAT ARE BEING MADE TO THE TRANSPORTATION IMPROVEMENT PROGRAM.

BELOW THAT, WE HAVE ALREADY SELECTED PROJECTS BASED OFF OF THE DIFFERENT MUNICIPALITIES WITHIN BROWARD, AND THOSE ARE CALLED OUR MUNICIPAL REPORTS.

AND YOU'LL FIND EVERYTHING FROM COCONUT CREEK ALL THE WAY TO WILTON MANORS ALL PRODUCED FOR YOU. SO JUST BY CLICKING ON ONE OF THESE LINKS, IT'LL PULL A SPECIALIZED REPORT BASED OFF THE MUNICIPALITY'S JURISDICTIONAL BOUNDARY.

BUT FOR NOW, I'M GOING TO SHOW YOU THE INTERACTIVE TIP TOOL, SO YOU WILL ACCESS IT BY CLICKING THIS LINK HERE.

CLICKING THAT, WILL BRING IT TO A NEW TAB AND YOU'LL LAND ON OUR INTERACTIVE TIP TOOLS WEB PAGE. THE FIRST TAB WE HAVE HERE IS AN OVERVIEW THAT GIVES A DESCRIPTION OF WHAT IT IS THAT YOU'RE LOOKING AT. THE ONE THAT'S GOING TO INTEREST US A LOT IS OUR DATABASE SEARCH FUNCTION. SO CLICKING ON THAT, YOU'LL BE ABLE TO SEARCH FOR PROJECTS BASED OFF OF YOUR REQUIREMENTS THAT YOU'RE ASKING FOR.

SO WHAT YOU'LL SEE AT THE TOP IS A COUPLE OF ATTRIBUTES YOU CAN SELECT OR REFINE YOUR SEARCH BY. WE HAVE EVERYTHING FROM MUNICIPALITY FUNDING GROUP COMPONENT GROUP, LEAD AGENCY, TRANSPORTATION MODE, TYPE OF WORK, FUNDING SOURCE, PHASE OF WORK AND PROGRAM [INAUDIBLE]. THE STEPS THAT I SHARED WITH YOU IN THE PRESENTATION FOCUS ON THE MUNICIPALITY, WHICH YOU CAN REFINE YOUR SEARCH BY CLICKING THE DROPDOWN MENUS HERE AND THEN SELECTING ANY MUNICIPALITY THAT YOU WOULD LIKE TO SEARCH BY.

WE'LL RUN AN EXAMPLE FOR OAKLAND PARK.

DOING THIS, THE SEARCH ENGINE WILL START REFINING THE PROJECTS AND WILL REDUCE THE THE PROJECT'S FROM OVER FOUR HUNDRED TO JUST ABOUT TWENTY FIVE, WHICH ARE WHICH FALL WITHIN OAKLAND PARK HERE IS IN TABULAR FORMAT ARE JUST A FEW PROJECTS THAT SHOW UP IF YOU WANT TO LOOK AT MORE. YOU CAN SELECT THE PAGE NUMBERS HERE AND THEY WILL START PRODUCING THE OTHER ONES. JUST LIKE THAT, SO TO BE ABLE TO ACCESS PDF VERSIONS OF THIS, WHAT YOU WILL DO IS YOU WILL CLICK THE GET REPORT BUTTON HERE.

AND THEN IN HERE, YOU CAN SELECT OR SELECT ANY OF THESE OPTIONS TO CUSTOMIZE YOUR REPORTS, EVERYTHING FROM COVER PAGE, TABLE CONTENTS, INTRODUCTION, FIVE YEAR SUMMARIES, APPENDICES AND PROJECT INDEX.

THE MOST USEFUL IS TO JUST CLICK ALL OF THAT SO YOU DON'T HAVE A LOT OF EXTRA PAGES, AND THEN YOU CAN REFINE YOUR SEARCH BASED OFF OF HOW YOU WANT THAT PROJECT INFORMATION DISPLAYED. OPTIONS WE HAVE HERE IS PROJECT DETAIL BY SECTION PROJECT NAME WITH MAPS, PROJECT DETAIL BY SECTION AND PROJECT NUMBER WITH MAPS.

OR YOU CAN JUST DO BY CITY WITH MAPS AND BY PROJECT NUMBER.

AND IF YOU DON'T WANT ALL OF THE THE THINGS TO MAKE IT A LITTLE BIT MESSY.

IF YOU WANT MORE OF A COMPRESSED REPORT, YOU CAN SELECT PROJECT DETAIL BY SECTION AND PROJECT NAME WITHOUT MAPS OR PROJECT DETAIL BY SECTION AND PROJECT NUMBER WITHOUT MAPS.

I KNOW THAT'S A LOT. SO WE'LL SELECT PROJECTS DETAILED BY SECTION AND PROJECT NUMBER WITH MAPS JUST TO SHOW YOU WHAT ALL THAT LOOKS LIKE.

TO DO THAT, YOU WILL CLICK THE GENERATE BUTTON.

IT'LL THINK FOR A LITTLE BIT WHILE IT'S PRODUCING THE REPORT FOR YOU, AND THEN YOU CAN CLICK THE DOWNLOAD REPORT BUTTON AND IT'LL PROMPT YOU TO A NEW TAB ON YOUR WEB BROWSER

[01:25:05]

AND PRODUCE PDF REPORTS OF YOUR SELECTION.

IT'LL CUSTOMIZE THE REPORTS BY SECTION, SO THE FIRST SECTION HERE IS HIGHWAYS.

AND THEN IT'LL PRODUCE PAGES FOR EACH INDIVIDUALIZED PROJECT WITHIN THE TIP THAT YOU SEARCH FOR OR DISPLAYING EVERYTHING FROM FINANCIAL NUMBERS, PROJECT DESCRIPTION, WORK SUMMARIES, LEAD AGENCIES AND THEN FUNDING INFORMATION FOR ALL THE DIFFERENT FISCAL YEARS THAT FUNDING IS APPLIED TO THE PROJECT.

BELOW THAT, YOU'LL SEE WHAT PRIOR YOUR COSTS ARE FUTURE YEAR COST IF THERE ARE ANY, AND THEN TOTAL PROJECT COST SUMMARIZED.

YOU CAN ALSO SEE A LITTLE BIT OF EXTRA DESCRIPTION FOR THE PROJECT IF THERE'S ANYTHING LOADED UP INTO THE SYSTEM THAT WILL HELP EXPLAIN A LITTLE BIT MORE OF WHAT YOU'RE LOOKING AT. AND AS YOU SCROLL THROUGH, YOU'LL SEE ALL THE PROJECTS THAT WERE SELECTED IN THAT TABLE BEFORE.

SO LET'S GO BACK FOR A SECOND.

IF YOU CHOOSE THAT THERE'S TOO MANY PROJECTS HERE AND YOU ONLY WANT A FEW, NOT ALL OF THEM. YOU CAN CLICK THE OMIT BUTTON OVER HERE IN THIS COLUMN, AND BY DOING SO, YOU WILL REMOVE SOME OF THOSE PROJECTS FROM THE GENERATOR REPORT.

[INAUDIBLE] ALSO, ANOTHER GREAT FEATURE THAT WE HAVE IS OUR SEARCH FUNCTION.

SO LET'S SAY YOU KNOW WHAT PROJECT YOU'RE LOOKING FOR EXACTLY.

AND YOU HAVE EITHER THE FINANCIAL NUMBER OR THE NAME OF THE PROJECT.

YOU CAN GO TO THE SEARCH FUNCTION OVER HERE AND TYPE IN ANY KEYWORDS TO GET THAT PROJECT UP THERE. SO LET'S SEARCH FOR THE WORD BROWARD.

BY DOING THAT, ANY PROJECT THAT HAS THE NAME BROWARD IN IT WILL SHOW UP IN THIS PROJECT LIST IN THIS TABLE.

IT LOOKS LIKE THERE'S ONE HUNDRED AND SEVENTY ONES.

MAYBE IT NEEDS TO BE A LITTLE BIT MORE SPECIFIC.

LET'S TRY BROWARD COUNTY.

[INAUDIBLE] SO NOW IT'S PREFER IT'S REFINED THE PROJECT LIST TO ABOUT SEVEN ENTRIES, SO BY DOING THAT, ADDING MORE WORDS TO REFINE THE SEARCH, YOU'LL BE ABLE TO GET MORE SPECIALIZED REPORTS.

AND IF YOU HAVE FM NUMBERS, IF YOU ALREADY KNOW WHAT YOU'RE LOOKING FOR, WE'LL JUST TAKE THIS, FOR EXAMPLE.

YOU CAN TYPE THAT IN HERE AND THEN USE A COMMA AND A SPACE, AND THEN YOU CAN YOU CAN COPY EVEN MORE FM NUMBERS INTO THERE SO THAT YOU CAN GET EXACTLY JUST THE PROJECTS YOU'RE LOOKING FOR.[INAUDIBLE] OK, GREAT.

SO THAT IS OUR TRANSPORTATION IMPROVEMENT PROGRAM INTERACTIVE TOOL.

I HOPE YOU GUYS HAVE A LOT OF FUN USING IT.

IF YOU HAVE ANY QUESTIONS, PLEASE CONTACT ME AND I'LL HELP YOU TROUBLESHOOT THROUGH ANY ISSUES THAT YOU HAVE.

ALL RIGHT, THANK YOU, MR. RESTREPO.

THERE IS A QUESTION WE HAVE, COMMISSIONER MARTIN.

YES. YOUR MICROPHONE IS LIVE, COMMISSIONER.

MAYBE NOT THAT LIVE, BRYAN MAYBE WE CAN TRY A DIFFERENT WAY.

IT LOOKS LIKE HIS MICROPHONE IS ACTIVE.

COMMISSIONER, CAN HEAR ME NOW.

YES, SIR. I WAS SAYING ALL THE REPORTS, OBVIOUSLY ON THE FDOT PROJECTS BECAUSE THEY CROSS MULTIPLE CITIES IN A LOT OF CASES, THEY'RE GOING TO SHOW UP IN EVERY CITIES REPORTS THAT ACCURATE. THAT IS CORRECT.

AND ACTUALLY THAT OMIT FUNCTION THAT WE HAVE IN THE INTERACTIVE TIP TOOL IS DESIGNED SPECIFICALLY FOR PROJECTS LIKE THAT.

IF YOU DON'T WANT ALL OF THE LET'S SAY ITEM NINETY FIVE PROJECTS TO SHOW UP IN YOUR REPORT TO SHOW A LOT OF FUNDING IN YOUR AREA AND YOU WANT TO TAKE THAT OUT OF THE REPORT, YOU CAN CLICK THAT OMIT BUTTON AND IT WON'T BE PRODUCED.

BECAUSE AGAIN, A LOT OF THOSE CASES IS NOT LIKE EACH MUNICIPALITY IS CONTROLLING THE FUNDING OR NOT ONE CITIES.

THE POINT PERSON EFFORTS TAKING THAT AND WHEN THEY GET TO YOUR AREA TO GET TO YOUR AREA.

BUT AT LEAST, YOU KNOW, SOMETHING'S COMING ALONG THE CORRIDORS, I GUESS MORE SO IT'S INFORMATIONAL, IF NOTHING ELSE.

ABSOLUTELY. AND IN OTHER CASES WHERE YOU DO HAVE CITIES THAT ARE COLLABORATING ON ON PROJECTS. HAVE WE DECIDED IF THOSE BECAUSE I KNOW WE'VE TALKED ABOUT THIS RECENTLY.

IF TWO CITIES TEAM UP FOR A PROJECT, THE MPO WOULD SUGGEST THAT ONE CITY WOULD BECOME THE LEAD ON THE PROJECT, WOULD THOSE IN TURN ALSO SHOW UP IN BOTH CITIES OR JUST REFLECT THE

[01:30:01]

ONE. HOW WOULD THAT WORK? YEAH, IF THE PROJECT CROSSES A BOUNDARY, SO OUR PROJECTS ARE LINKED TO A GIS DATABASE ALSO. SO IF IT CROSSES THE JURISDICTIONAL BOUNDARY, THE REPORT WILL PICK UP THE PROJECT IN EACH ONE OF THE MUNICIPAL REPORTS.

OK ALL RIGHT.

THANK YOU. THANK YOU, COMMISSIONER.

ONE LAST CHANCE FOR ANYBODY ELSE TO ASK A QUESTION BEFORE WE MOVE ON TO A FINAL PRESENTATION. FANTASTIC JOB MR. RESTREPO, THANK YOU FOR YOUR TIME.

THANK YOU. AND FINALLY, I'D LIKE TO INTRODUCE MR.

[9. Strategic Business Plan Update]

PETER GIES TO PROVIDE AN UPDATE ON OUR STRATEGIC BUSINESS PLAN.

THANK YOU MR. CALETKA, AS STATED, MY NAME IS PETER GIES, I'M THE SYSTEMS PLANNING MANAGER FOR THE BROWARD METROPOLITAN PLANNING ORGANIZATION.

AND I JUST WANTED TO GIVE YOU A SHORT UPDATE ON OUR STRATEGIC BUSINESS PLAN AS ADOPTED BACK IN 2020.

SO THE STRATEGIC BUSINESS PLAN WAS ADOPTED JUNE 11TH OF 2020, AND THIS STRATEGIC BUSINESS PLAN GUIDES THE BROWARD'S MPOS PLANNING AND POLICY EFFORTS.

NOW, THE STRATEGIC BUSINESS PLAN WAS DEVELOPED WITH INPUT DIRECTLY FROM THE MPO BOARD.

WE BASICALLY AS STAFF TOOK THAT INPUT, AND THESE BOARD ENGAGEMENT FORUMS ARE ACTUALLY GREAT FORUMS WHERE WE GATHER INPUT.

BUT WE ALSO WORK THROUGHOUT THE YEAR, WORKING ONE ON ONE WITH MPO BOARD MEMBERS AT MPO BOARD MEETINGS AND TAKE THOSE THOSE SUGGESTIONS, THOSE POLICY DIRECTIONS, AND INCORPORATE THEM INTO THE STRATEGIC BUSINESS PLAN SO THAT WE, AS STAFF ARE WORKING TOWARDS THE MPO BOARD'S GOALS. AND THAT'S REALLY THE MAIN THING THAT WE WANT OUT OF THE STRATEGIC BUSINESS PLAN IS TO ENSURE THAT NOT ONLY ARE WE MEETING OUR FEDERAL REQUIREMENTS, WHICH IS SOMETHING THAT WE HAVE TO DO BY LAW.

WE WANT TO MAKE SURE THAT AS A PART OF THOSE FEDERAL REQUIREMENTS, WE ARE PUSHING FORWARD THE GOALS AND OBJECTIVES OF THE MPO BOARD.

THIS IS ABOUT A STAFF DRIVEN PLAN.

IT IS 100 PERCENT A BOARD DRIVEN PLAN.

AND IT IS WHAT GIVES ALL OF US HERE AT THE MPO THE STAFF MEMBERS THAT YOU SAW AT THE BEGINNING OF THE THE PRESENTATION HERE, OUR DIRECTION FOR THE WORK PRODUCTS THAT WE PRODUCE, WE ESTABLISH SUCCESS MARKERS AND AN ACHIEVEMENT FRAMEWORK IN ORDER TO MEET THOSE GOALS. AND WE ALSO ESTABLISH TWO AND FIVE YEAR SUCCESS MARKERS THAT WE TRY TO MEET AS PART OF THE STRATEGIC BUSINESS PLAN IMPLEMENTATION.

SO I'M HAPPY TO REPORT AT A VERY HIGH LEVEL THAT OUR TWO YEAR SUCCESS MARKERS THAT WE ESTABLISHED BACK IN 2020 ARE ON TRACK FOR COMPLETION IN 2022, AND OUR FIVE YEAR SUCCESS MARKERS ARE ALL UNDERWAY.

AND THE PURPOSE OF THIS PRESENTATION IS FOR ME TO GIVE YOU A QUICK UPDATE ON THE STATUS OF THOSE SUCCESS MARKERS AND GIVE YOU SOME INFORMATION.

AND I'M HAPPY TO ANSWER ANY QUESTIONS AT THE END OF THE PRESENTATION RELATED TO THOSE SUCCESS MARKERS. SO AS A QUICK REFRESHER, HERE ARE THESE SUCCESS MARKERS.

WE'RE GOING TO BEGIN WITH THE TWO YEAR SUCCESS MARKERS.

AND AS YOU CAN SEE, THEY RELATE TO ESTABLISHING A REASONABLE PROGRESS POLICY.

ESTABLISH OUR METROPOLITAN TRANSPORTATION ENGINEERING CONSTRUCTION COLLABORATIVE, OR BETTER KNOWN AS MTECH, BEING ABLE TO HAVE A PROCESS TO CONDUCT RESEARCH AND DEVELOP STRATEGIES WITH RESPECT TO CLIMATE CHANGE AND RESILIENCY, AND THAT WE WILL ALSO HAVE A WAY FOR DEVELOPING A PROCESS FOR IDENTIFYING SAFETY IMPROVEMENTS THROUGH OUR METROPOLITAN TRANSPORTATION PLAN.

SO STARTING FIRST WITH THE REASONABLE PROGRESS POLICY, THE REASONABLE PROGRESS POLICY IS COMPLETE AS OF MAY 7, 2020.

AND THE WAY THAT WE ESTABLISH THE REASONABLE PROGRESS POLICY IS THAT WE USED OUR ALREADY EXISTING PROGRAM READY CRITERIA FOR PROJECT DEVELOPMENT.

SO ANYONE WHO HAS SUBMITTED A PROJECT THROUGH THE BROWARD MPO KNOWS THAT WE NEED FOUR THINGS OUT OF A PROJECT.

WE NEED A RESOLUTION OF SUPPORT.

WE NEED A COST ESTIMATE.

WE NEED A SCOPE OF WORK.

AND WE NEED TO SEE PROOF OF COLLABORATION AMONG PARTNERS.

SO ONCE WE'VE ESTABLISHED THOSE FOUR THINGS FOR A PROJECT TO MOVE FORWARD, THE REASONABLE PROGRESS REPORT MAKES SURE THAT WE ARE MAINTAINING THOSE FOUR PROGRAM READY CRITERIA THROUGHOUT THE PROJECT'S LIFECYCLE, MEANING DURING THE PLANNING PHASE, DURING THE DESIGN PHASE AND DURING THE CONSTRUCTION PHASE.

IF, FOR EXAMPLE, WE LOSE A RESOLUTION OF SUPPORT OR PUBLIC SUPPORT FOR THE PROJECT, THAT PROJECT THEN GETS NAMED AS A PROJECT IN TROUBLE AND WE THEN TAKE THE SPECIFIC ACTION THAT WE NEED TO IN ORDER TO GET THAT PROJECT BACK ON TRACK OR HAVE AN ALTERNATE PLAN FOR UTILIZING THOSE FUNDS ON A DIFFERENT RANKED PRIORITY PROJECT THAT MAY BE NEXT IN LINE FOR FUNDING. A GOOD EXAMPLE OF WHERE WE IMPLEMENTED THE REASONABLE PROGRESS POLICY ON THE PROJECT IN TROUBLE WAS FOR FAIR INTEROPERABILITY AND ALSO THE FORT LAUDERDALE TROLLEYS.

WE REALLOCATED FUNDING FOR THOSE PROJECTS IN ORDER TO MEET THE MPOS GOALS AND MAKE SURE THAT WE DIDN'T MISS OUR TARGETS IN TERMS OF PROJECT IMPLEMENTATION AND PROJECT FUNDING CONSUMPTION FOR THAT FISCAL YEAR.

SO THAT WAS A GOOD EXAMPLE OF WHERE THE REASONABLE PROGRESS POLICY HAS SERVED US WELL.

THE NEXT ITEM THE METROPOLITAN TRANSPORTATION ENGINEERING CONSTRUCTION COLLABORATIVE THIS IS A NEW INDEPENDENT ORGANIZATION WITH ADMINISTRATIVE AND PROFESSIONAL CAPABILITY TO ASSIST THE MPOS MEMBER GOVERNMENTS IN DELIVERING LOCALLY ADMINISTERED ADMINISTERED

[01:35:01]

PROGRAM PROJECTS.

SO IF YOU ALL REMEMBER, LAST YEAR WE WENT THROUGH A BIG TRANSITION WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT FOUR, WHERE ALL OF THE OFF SYSTEM MEANING PROJECTS THAT ARE NOT ON THE STATE HIGHWAY SYSTEM.

SO A LOT OF THE LOCAL PROJECTS THAT ARE SUBMITTED THROUGH OUR COMPLETE STREETS AND LOCALIZED INITIATIVES AND COMPLETE STREETS MASTERPLAN PROGRAMS THAT THOSE PROJECTS WERE GOING TO HAVE TO BE DELIVERED BY THE LOCALS THROUGH THE LOCAL AGENCY PROGRAM.

NOW WE HEARD A LOT OF FEEDBACK FROM OUR MPO BOARD THAT THIS WAS SOMETHING THAT THEY NEEDED ASSISTANCE WITH.

WE NEEDED TO PROVIDE SOME PROFESSIONAL CAPABILITIES AND ADMINISTRATIVE CAPABILITIES IN ORDER TO ASSIST OUR LOCAL GOVERNMENTS WITH THAT.

AND WE HAVE MADE GREAT STRIDES IN STANDING UP THAT METROPOLITAN TRANSPORTATION ENGINEERING CONSTRUCTION. COLLABORATIVE, AND WE'RE ON TRACK TO HAVE THE ORGANIZATION OPERATIONAL BY SUMMER OF 2022.

SMALL LITTLE PLUG HERE FOR ANYONE WHO WOULD LIKE TO JOIN AS A MEMBER OF THE METROPOLITAN TRANSPORTATION ENGINEERING CONSTRUCTION COLLABORATIVE.

HERE'S A SMALL LITTLE FLIER.

YOU WILL FIND IT IN THE BACKUP DOCUMENTATION UNDER THE AGENDAS AND MINUTES TAB AT THE MPO. FEEL FREE TO CONTACT US AND WE CAN ASSIST YOU IN PROVIDING THOSE TYPES OF SERVICES OR BECOMING A MEMBER OF THE ORGANIZATION.

NEXT, AN UPDATE ON CLIMATE CHANGE AND RESILIENCY.

WE'VE BEEN WORKING THROUGH OUR METROPOLITAN TRANSPORTATION PLAN, WHICH IS OUR 25 YEAR LONG RANGE PLAN TO IDENTIFY LOCATIONS THAT ARE GOING TO REQUIRE MITIGATION OR MANAGEMENT OF CLIMATE CHANGE AND RESILIENCY STRESSORS.

AND THAT'S SOMETHING THAT WE'VE BEEN FOCUSING ON FOR THE 2045 MTP.

THE FRAMEWORK THAT WE'VE ESTABLISHED IS BASICALLY A PROCESS FOR IDENTIFYING SPECIFIC IMPROVEMENTS FOR US TO CONSTRUCT IN ORDER TO MITIGATE THOSE CLIMATE CHANGE STRESSES.

SO WHETHER IT BE DRAINAGE IMPROVEMENTS, WHETHER IT BE PROJECT, I'M SORRY, ROADWAY FLOODING, HUNDRED YEAR RAIN EVENTS, HURRICANE, THINGS LIKE THAT, THOSE ARE THAT'S A FRAMEWORK THAT WE'VE BEEN WORKING ON AND WE'RE HOPING TO FINALIZE IN MID-2022.

AND THAT FRAMEWORK IS GOING TO BECOME A FOUNDATION FOR OUR UPCOMING 2050 METROPOLITAN TRANSPORTATION PLAN. SO WE UNDERTOOK THE INITIAL PHASES AS PART OF THE 2045, THE NEXT LONG RANGE PLAN UPDATE.

THE 2050 IS GOING TO NOW INCORPORATE THAT FRAMEWORK AND ESSENTIALLY IDENTIFY LOCATIONS THROUGHOUT THE COUNTY WHERE WE NEED TO DO CLIMATE CHANGE AND RESILIENCY WORK AND USE THIS PROCESS IN ORDER TO IDENTIFY THE EXACT IMPROVEMENTS THAT WE WANT TO IMPLEMENT IN ORDER TO MITIGATE OR MANAGE THE IMPACTS OF THOSE CLIMATE CHANGE STRESSES.

FINALLY, ON OUR TWO YEAR SUCCESS MARKER'S IS THE SAFETY PROGRAM.

THIS IS SOMETHING, AGAIN, THAT UNFORTUNATELY THE STATE OF FLORIDA AND PARTICULARLY THE BROWARD REGION, TENDS TO RANK HIGHEST IN THE NUMBER OF PEDESTRIAN AND BICYCLIST FATALITIES AND SERIOUS INJURIES OR VEHICULAR CRASHES ARE ALSO NOT MUCH BETTER.

WE RANK VERY HIGH IN THAT REGARD, SO SAFETY HAS BECOME A HUGE PRIORITY BOTH OF THE FEDERAL GOVERNMENT LEVEL AND ALSO AT THE STATE LEVEL.

THAT THEREFORE AS A RESULT TRANSLATES INTO THE WORK THAT WE DO HERE AT THE MPO.

WHAT WE'VE DONE IS WE'VE TAKEN THE LIST OF HIGH PRIORITY SAFETY LOCATIONS THAT WERE IDENTIFIED IN OUR METROPOLITAN TRANSPORTATION PLAN, AND WE'VE DEVELOPED A FRAMEWORK FOR ONCE AGAIN IDENTIFYING PROJECTS THAT ARE GOING TO SPECIFICALLY ADDRESS THE ISSUES THAT WE'RE EXPERIENCING IN EACH ONE OF THESE LOCATIONS.

AND AS YOU CAN SEE HERE, THE FRAMEWORK ON SCREEN RELIES HEAVILY ON INTERACTION WITH OUR MEMBER AGENCIES. SO THAT WOULD BE THE FLORIDA DEPARTMENT OF TRANSPORTATION AND BROWARD COUNTY, BUT ALSO THE LOCAL AGENCIES IN WHICH THESE HIGH CRASH LOCATIONS RESIDE.

WE'VE ALREADY GONE AHEAD AND CONDUCTED A PILOT PROJECT ON ROYAL PALM BOULEVARD FROM RIVERSIDE DRIVE TO UNIVERSITY DRIVE.

YOU'RE GOING TO BE HEARING MORE ABOUT THAT IN THE COMING MONTHS, BUT THIS BASICALLY WAS A PROOF OF CONCEPT AND WE WERE ABLE TO TAKE THAT DEVELOPMENT FRAMEWORK AND APPLY IT TO THAT PROJECT AND CAME UP WITH AT LEAST EIGHT OR NINE DIFFERENT RECOMMENDATIONS TO AT LEAST MITIGATE OR MANAGE THE SAFETY ISSUES THAT WE HAVE AT THOSE PARTICULAR OR AT THAT PARTICULAR LOCATION.

AND WE'RE VERY EXCITED ABOUT THIS PROGRAM MOVING IT FORWARD BECAUSE WE'VE WE'VE ESTABLISHED A TARGET OF ZERO.

AND I THINK AS A BOARD COLLECTIVELY, WE'VE SAID ONE DEATH ON OUR ROADWAYS ARE FAR TOO MANY AND THIS IS THE FIRST STEP IN MAKING SURE THAT WE FIX THE ISSUES THAT WE HAVE AND THAT WE CONTINUE TO PROVIDE TRANSPORTATION IMPROVEMENTS THAT INCREASE SAFETY.

SO FINALLY, WE HAVE OUR FIVE YEAR SUCCESS MARKERS, SO THESE ARE A LITTLE BIT MORE OF OUR LONGER TERM SUCCESS MARKERS, AND I'M GOING TO HIGHLIGHT THEM HERE AT THE BOTTOM OF THE SCREEN. THE FIRST ONE BEING WE WILL HAVE A SYSTEM IN PLACE TO IDENTIFY AND RESPOND TO EMERGING ISSUES THAT IMPACT THE MPOS WORK.

SO THESE ARE ISSUES THAT WE CAN'T FORESEE THINGS LIKE EMERGING TECHNOLOGIES, AUTOMATED CONNECTED, ELECTRIC SHARED VEHICLES, HOW ARE WE GOING TO DEAL WITH THOSE STRESSORS IN BETWEEN OUR FIVE YEAR UPDATE CYCLES? SECOND, THAT WE'LL HAVE A MITIGATION PLAN.

I'M SORRY. WE'LL HAVE A SUCCESSION PLAN TO MITIGATE THE IMPACT OF STAFF CHANGES ACROSS THE ORGANIZATION.

AND FINALLY, WE WILL CONTINUE TO COLLABORATE WITH OUR PARTNERS ON NEW TRANSPORTATION

[01:40:04]

TRENDS AND TECHNOLOGIES.

I'M GOING TO GO THROUGH ONE AND THREE.

NUMBER TWO IS GOING TO BE, EXCUSE ME, PICKED UP BY GREG STUART AND BRYAN CALETKA.

SO I'M GOING TO RUN THROUGH THOSE ITEMS VERY QUICKLY.

EMERGING ISSUES.

AGAIN, WE'VE ESTABLISHED A PROCESS FOR BRINGING EMERGING ISSUES TO THE MPO BOARD EXECUTIVE COMMITTEE, ONCE AGAIN, EMPHASIZING THE FACT THAT YOU ALL PROVIDE AS A DIRECTION. SO WHEN A NEW PROBLEM COMES UP THAT WE NEED TO ADDRESS A NEW STRESSOR, WE ALWAYS COME BACK TO THE LEADERSHIP, THE MPO EXECUTIVE COMMITTEE AND THE MPO BOARD TO HELP US MAKE THAT DECISION.

AND THIS IS A FRAMEWORK HERE THAT YOU CAN SEE ON SCREEN.

MOST RECENTLY, WE USE THIS FRAMEWORK FOR A GRANT OPPORTUNITY THAT CAME AVAILABLE, CALLED ITS FOR US, WHICH WAS AN ADVANCED TECHNOLOGY GRANT TO INSTALL SENSORS AND NEW AUTOMATED CONNECTED ELECTRIC VEHICLE TECHNOLOGY ALONG CORRIDORS.

WE WENT TO THE EXECUTIVE COMMITTEE WITH A PROPOSAL AND SAID, HEY, DOES THIS MAKE SENSE TO YOU ALL? IS THIS SOMETHING WE SHOULD DEDICATE STAFF RESOURCES TO? THEY GAVE US A THUMBS UP AND THEN WE WENT OFF AND WENT AHEAD AND APPLIED FOR THE GRANT.

NEXT, TRANSPORTATION TRENDS AND TECHNOLOGY, THIS IS SOMETHING THAT'S BIG, OBVIOUSLY, ESPECIALLY WITH COVID.

LOOKING AT THE IMPACTS ON TRANSPORTATION TRENDS AS A RESULT OF COVID, WE ARE ACTIVELY MONITORING THAT. WE HAVE A LOT OF NEW DATA SETS THAT ARE AVAILABLE AS A REGION.

WE'VE PURCHASED SOMETHING CALLED A BIG DATA DATASET.

AND ESSENTIALLY WHAT THAT MEANS IS THAT WE ARE TAKING ANONYMIZED CELL PHONE DATA THAT IS COLLECTED. AND YES, I'M SORRY, FOLKS, APPLE OR ANDROID IS TRACKING YOUR EVERY MOVE.

WE TRUST THAT THEIR ANONYMIZING ALL OF THE DATA, AND WE DO GET IT COMPLETELY ANONYMIZED.

THERE ARE NO NAMES ATTACHED TO THIS, BUT WE CAN SEE TRAVEL PATTERNS AND TRENDS WHERE PEOPLE ARE GOING THROUGHOUT THE COUNTY.

AND THIS HELPS US MAKE REALLY GOOD PLANNING DECISIONS BECAUSE I ALWAYS HEARD WHEN I WAS IN GRAD SCHOOL IF WE COULD JUST UNDERSTAND WHERE EVERYBODY WAS GOING FROM POINT A TO POINT B, WE CAN SOLVE A LOT OF THE PROBLEMS AS WELL.

THAT'S STARTING TO COME TO FRUITION NOW.

UNFORTUNATELY, THAT DATA IS VERY EXPENSIVE, BUT IT IS VERY HELPFUL WHEN I WAS MAKING DECISIONS. SO THAT'S A CASE WHERE WE'VE INVESTED THE TIME AND RESOURCES AS A REGION WITH THE OTHER MPOS TO GATHER THIS REGIONAL CELL PHONE DATA TO TO MAKE BETTER DECISIONS.

WE'VE ALSO UNDERTAKEN OTHER EFFORTS PUT TOGETHER A SMART CORRIDOR PROJECT ALONG HOLLYWOOD PINES BOULEVARD, COME UP WITH A SMART CORRIDOR IMPLEMENTATION STRATEGY.

ESSENTIALLY, ALL OF THIS IS GETTING READY FOR THE AUTOMATED, CONNECTED AND SHARED VEHICLE FUTURE THAT WE HEAR ABOUT THE IT'S THERE'S A LOT OF TALK IN THE PRIVATE SECTOR, THERE'S A LOT OF TALK IN THE PUBLIC SECTOR.

WE'RE TRYING TO LEAD IN THIS REGARD BECAUSE WE KNOW THE PRIVATE SECTOR IS SO FAR AHEAD.

SO AGAIN, WE'RE TRYING TO TAKE ALL OF THE NECESSARY STEPS AND AS AN MPO, BE THE COORDINATING ENTITY TO MAKE ALL OF THAT HAPPEN.

AND FINALLY, ALL OF THIS WORK IS GOING TO BECOME FOUNDATIONAL FOR OUR EMERGING TECHNOLOGIES TASK FOR THE 2050 METROPOLITAN TRANSPORTATION PLAN, AND YOU'RE GOING TO GET A PREVIEW OF THAT SCOPE OF WORK AT THE MARCH 2022 MPO BOARD MEETING.

SO YOU'RE GOING TO HEAR A LITTLE BIT MORE ABOUT THE PLANNING WORK THAT WE ARE LOOKING TO DO OVER THE NEXT FIVE TO SEVEN YEARS AS IT RELATES TO THIS EMERGING TECHNOLOGY.

SO FINALLY, I'M GOING TO HAND IT OVER TO GREG AND BRYAN, WHO ARE GOING TO SPEAK A LITTLE BIT MORE ABOUT THE CURRENT STATE OF THE ORGANIZATION AND THE SUCCESSION PLAN HERE.

SO, GREG BRYAN, TAKE IT AWAY.

MR. GIES, THANK YOU SO MUCH FOR EVERYTHING AND THE ENTIRE TEAM HERE AT THE BROWARD MPO AND ALL THE BOARD MEMBERS AND EVERYBODY PARTICIPATING TODAY, THANK YOU FOR COMING.

ONE OF THE MOST IMPORTANT THINGS WE CAN DO TO CONTINUE OUR GREAT SUCCESSES THAT WE'VE SEEN HERE IN SOUTHEAST FLORIDA IS TO ENSURE THAT THE TEAM MEMBERS HAVE A PATHWAY FORWARD AND THE SUCCESSION IS DONE NECESSARY TO ALLOW FOR IMPLEMENTATION OF PROJECTS TO BE SEAMLESS OVER TIME.

AND I KNOW EVERYBODY, YOU KNOW, YOU SHOW UP ON THE BOARD MEETINGS OR YOU SHOW HERE AT THE MPO AND YOU GO. I'M GOING TO GET THIS PROJECT DONE.

AND THEN FIVE YEARS LATER, IT MIGHT BE ON ON A FUNDING LIST.

AND THEN SEVEN YEARS LATER, YOU MIGHT HAVE DESIGN MONEY.

AND THEN TEN YEARS LATER, YOU ACTUALLY HAVE A PROJECT UNDER CONSTRUCTION THAT SAID, KIND OF WORKING WITH STAFF, THAT'S SOMETHING THAT IS IMPORTANT FOR THE AGENCY TOO.

SEVERAL OF OUR PREVIOUS EXECUTIVE BOARDS REALLY LOOKED AT HOW WE IMPROVE OUR STAFF THROUGH THE STRATEGIC BUSINESS PLANNING EFFORT AND ACTUALLY LOOK AT HOW WE'RE GOING TO BE DOING THIS TURNOVER AS WE GO FORWARD.

AND I KNOW THAT MY LIGHTS WENT OFF HERE, BUT I HAVE LOTS OF GRAY HAIR IN MY HEAD.

I'M PART OF WHAT IS A GRAY TSUNAMI AND I'M AT THE BACK END OF IT, ACTUALLY.

AND MANY, MANY OF OUR MEMBERS, OUR TEAM MEMBERS, ARE GOING TO BE FOLLOWING ALONG IN THIS TSUNAMI EFFECT.

AND PETER, CAN YOU HIGHLIGHT? THANK YOU. SO IF YOU LOOK AT OUR ORGANIZATIONAL CHART, WE ACTUALLY HAVE OUR VERY FIRST RETIREMENT IS ACTUALLY OCCURRING ALREADY AT THE END OF THIS MONTH.

[01:45:04]

MICHAEL RONSKAVITZ, WHO IS THE CHIEF OF STAFF, IS ACTUALLY RETIRING AFTER THIS RUN AROUND WITH THE MPO FOR 14 YEARS.

SO WE'RE VERY HAPPY FOR HIM AND EXCITED.

BRYAN WAS BROUGHT ON AS PART OF THAT SUCCESSION PLANNING EFFORT.

SO BRYAN CAN LEARN SOME OF THE CHIEF OF STAFF'S ROLES AND LEARN SOME OF MY ROLES AS WELL.

AFTER THAT ACTUALLY ON THE MANAGER LEVEL.

RICARDO GUTIERREZ IS ALREADY IN DROP.

HE'LL BE FALLING OFF OF THE ORG CHART AND A NEW MEMBER OF STAFF MEMBER WILL LIKELY MOVE INTO THAT POSITION FROM THAT GROUP.

AND THEN WE HAVE A SERIES OF SUCCESSION THAT WILL HAPPEN PROBABLY WITHIN A FIVE YEAR PERIOD. I GO IN TO DROP NEXT YEAR, GOD WILLING, AND YOU'RE YOU LET ME DO THAT.

AND THEN OUR OTHER MEMBERS WILL ALSO BE HEADING INTO THAT SAME ROLE.

SO YOU'LL BE SEEING BILL CROSS, YOU'LL BE SEEING VELETA WILLIAMS, YOU'LL BE SEEING CAROL HENDERSON AND YOU'LL BE SEEING JAMES CROMAR ALSO MOVING INTO THE RETIREMENT AREA AS WE GO INTO THE FIFTH YEAR OF FROM FIVE YEARS, SIX YEARS FROM NOW.

AND THIS IS IMPORTANT FOR THE ORGANIZATION TO UNDERSTAND AS WELL AS THE BOARD MEMBERS.

MANY OF YOU MAY NOT NECESSARILY BE SERVING ON THE BOARD AT THAT TIME, BUT YOU WANT TO LEAVE A LEGACY TO ENSURE THAT CONSISTENCY OF PROJECTS ARE DEVELOPED AND THE THINGS THAT ARE NECESSARY TO IMPROVE BROWARD COUNTY AND ALL OF SOUTHEAST FLORIDA OCCUR OVER TIME.

ONE OF THE HARDEST AND BIGGEST MISTAKES THAT ANY GOVERNMENT ENTITY OR EVEN PRIVATE SECTOR ENTITY CAN DO IS BUILD ITSELF UPON ONE OR TWO PEOPLE AND THEN SAY THAT, WELL, YOU KNOW, THEY'RE GONE. AND THEREFORE ALL OF THIS INSTITUTIONAL ABILITY ALSO LEAVES WITH IT.

SO WE'VE BEEN VERY KEEN ON MAKING SURE THAT THAT DOESN'T HAPPEN AT THE ORGANIZATION.

I'M GOING TO TURN IT OVER TO BRYAN FOR A QUICK SECOND BECAUSE HE IS PART OF THAT FUTURE, ALONG WITH PETER GIES AND ALL THE OTHER MEMBERS YOU'VE SEEN TODAY.

AND IT'S IMPORTANT TO ME AS A PERSONAL DEVELOPMENT, CAREER DEVELOPMENT FOR THEM TO BE ABLE TO SPEAK TO YOU AND BE ABLE TO TALK ABOUT THE FUTURE THAT THEY SEE AND WHAT MANY OF THE THINGS MAY BE THE CONTINUATION OF WHAT WE'RE DOING TODAY.

AS PETER NOTED, WHAT WE'RE DOING WITH THE 2050 LONG RANGE TRANSPORTATION PLAN.

BY THE TIME THAT'S IMPLEMENTED, THE MAJORITY OF THE ENTIRE TEAM WILL HAVE TURNED OVER.

SO IT'S AGAIN PART AND PARCEL OF MAKING SURE THAT THE WORK WE'RE DOING TODAY HAS LONGEVITY AND ACTUALLY MEETS OUR GOALS.

MR. CALETKA WOULD YOU LIKE TO SAY ANYTHING? YES, THANK YOU. I JUST WANT TO POINT OUT THAT IF YOU LOOK AT THE OVERALL ORG CHART, IT TENDS TO BE A PYRAMID SHAPE AND IT TENDS TO BE ON THE, FOR THE MOST PART, FULL.

SO EVEN THOUGH WE'RE LOSING A VERY VALUABLE TEAM MEMBER WHEN WE LOSE MR. RONSKAVITZ, IT STILL GIVES FOUR DIFFERENT QUALIFIED INDIVIDUALS THAT CAN THEN MOVE INTO THAT SPOT. AND THEN THERE'S AN OPENING BECAUSE THAT SLOT HAS BEEN FILLED AND THERE'S AT LEAST TWO.

IN EVERY CASE, THERE'S AT LEAST TWO INDIVIDUALS THAT ARE HIGHLY QUALIFIED THAT CAN THEN MOVE INTO THE NEXT SLOT.

SO EVEN IF WE LOSE ONE TEAM MEMBER BECAUSE SOMEBODY OUTBID US AND THEY GOT PAID A LOT MORE MONEY TO GO SOMEWHERE, WE'RE STILL GOING TO BE OK.

BECAUSE THERE'S NEVER GOING TO BE A PERIOD OF TIME WHEN WE ONLY HAVE AN OUTSIDE INDIVIDUAL HAS TO BE HIRED. THERE'S ALWAYS SOMEBODY THAT CAN DO THE JOB OR IS IN THE PROCESS OF BEING TRAINED, OF DOING THE JOB TO MOVE INTO THAT NEXT CATEGORY AND MOVE UP THE ORG CHART. ALMOST ALL OF OUR EMPLOYEES ARE IN FIVE YEAR COHORTS, SO UNFORTUNATELY.

WELL, MY BOSS WOULD SAY FORTUNATELY, HE'S GOT ABOUT FIVE MORE YEARS AFTER THAT.

I'D SAY UNFORTUNATELY, BECAUSE I LIKE WORKING WITH HIM.

BUT AS THERE A CLUSTER OF COHORT MOVES OUT AND INTO DROP AND INTO RETIREMENT, THERE'S ANOTHER GROUP OF THAT ARE IN THE TEN YEAR MARK THAT ARE READY TO MOVE INTO THAT.

AND I ACTUALLY BELONG INTO THAT CATEGORY MYSELF AFTER MY COHORT IS READY TO GO IN A DROP AND RETIRE. THERE'S ANOTHER COHORT THAT'S FIFTEEN YEARS OUT, SO THEY'RE NOT ONLY BASED ON THE SKILL LEVEL OF THE INDIVIDUALS, BUT IT'S ALSO THE TIME THAT THE INDIVIDUALS HAVE BEEN LEARNING THE SKILLS AT THEIR LEVEL IN THE AGENCY.

SO WE'RE GOING TO BE DOING GREAT WHEN IT COMES TIME TO LOSE A FUTURE MEMBER, MUCH LIKE WE'RE LOSING MR. RONSKAVITZ AT THE END OF THIS MONTH.

THANK YOU, MR. CALETKA, AND THAT GOES BACK TO THE IMPORTANCE OF SUCCESSION PLANNING, AND WE REALLY APPRECIATE ALL THE THINGS THAT EACH AND EVERY ONE OF THE BOARD MEMBERS DO, AS WELL AS ALL OF THE INTERESTED PARTIES AND OUR TEAM MEMBERS AS WE MOVE FORWARD WITH THE EFFORTS THAT WE DO WITH THE STRATEGIC BUSINESS PLAN.

YOU'RE GOING TO BE SEEING AN ITEM MOVING FORWARD SOMETIME AT THE NEXT, I THINK, IS A FEBRUARY OR THE MARCH BOARD MEETING.

TALKING ABOUT THE STRATEGIC BUSINESS PLAN.

[01:50:01]

THAT'S AN ITEM WE'LL BE BRINGING TO YOU AS WE GO OUT FOR SOME ADDITIONAL CONSULTING RESOURCES TO HELP US CONTINUE TO BUILD UPON OUR GREAT STRENGTH IN OUR LEGACY.

AND WITH THAT, I'LL TURN THEM BACK OVER TO PETER, WHO WILL CLOSE THIS OUT FOR QUESTIONS, AND I REALLY LOOK FORWARD TO A LITTLE BIT OF LUCK FROM UPSTAIRS.

WE'LL ALL BE BACK IN PERSON AT THE FEBRUARY BOARD MEETING AND THEN BACK IN PERSON FEBRUARY, MARCH, APRIL, MAY, JUNE AND JULY IF YOU HAVE ANY QUESTIONS LET US KNOW.

BRYAN BACK TO YOU. THANK YOU.

IF YOU HAVE A QUESTION ABOUT ANY OF THE STRATEGIC BUSINESS PLAN OR THE SUCCESSION PLAN THAT WE HAVE READY.

FEEL FREE TO RAISE YOUR VIRTUAL HAND AT THIS TIME.

OK, NOT SEEING ANYTHING, THANK YOU VERY MUCH, MR. GIES, GREAT JOB.

AND WE'RE GOING TO END IT UP WITH A PLUG FROM OUR EXECUTIVE DIRECTOR, MR.

[10. Safe Streets Summit 2022 - Registration is Open! - February 17-18, 2022]

GREG STUART. I ACTUALLY DO WANT TO BRING THIS UP BECAUSE THIS IS ANOTHER EXCITING OPPORTUNITY. AS MANY OF YOU KNOW, THIS IS ACTUALLY THE NINTH YEAR OF THE SAFE STREET SUMMIT. WE ACTUALLY STARTED THE SUMMIT HERE BACK IN DANIA BEACH AT THE FISHING HALL OF FAME NINE YEARS AGO, AND IT GREW AND WE ADDED OUR PARTNERS TO THE PALM BEACH, TPO, TO THE NORTH AND THE MIAMI-DADE TPO TO THE SOUTH.

THIS YEAR, IT WILL BE HELD IN MIAMI DADE.

IT IS ACTUALLY GOING TO BE HELD IN PERSON, BUT RIGHT NOW WE'RE LIMITING THE NUMBER OF PEOPLE THAT CAN ATTEND BECAUSE OF THE CURRENT COVID SITUATION.

WE'RE ACTUALLY ONLY CAPPING IT AT ONE HUNDRED AND FIFTY.

TYPICALLY, WE HAVE ABOUT FIVE TO SIX HUNDRED PEOPLE ATTENDING.

SO IF YOU ARE INTERESTED AND WE'RE ABOUT ONE HUNDRED AND TEN PEOPLE REGISTERED AT THIS MOMENT, PLEASE REGISTER AS SOON AS YOU CAN BECAUSE WE WILL CAP IT AT ONE HUNDRED AND FIFTY. WE ACTUALLY HAVE A VERY LARGE BALLROOM THAT ACTUALLY CAN HOLD ABOUT EIGHT HUNDRED PEOPLE, SO THERE'LL BE ENOUGH SOCIAL DISTANCING.

AND AS AS WELL, THE MIAMI-DADE COUNTY COMMISSION HAS INCLUDED MASK WEARING REQUIREMENTS FOR ALL EVENTS DOWN IN MIAMI-DADE.

SO WE'RE ACTUALLY VERY CONFIDENT THAT WE CAN KEEP AS SAFE AS POSSIBLE DURING THIS OMICRON SPREAD OF THE COVID VIRUS.

WITH THAT, REACH OUT TO MYSELF, REACH OUT TO THEM ON MY TEAM OR REACH OUT TO ANYONE ON OUR TEAM TO DISCUSS THE SAFE STREETS SUMMIT.

BUT IF YOU WANT TO REGISTER, YOU CAN GO TO WWW.SAFESTREETSSUMMIT.ORG AND GET YOURSELF REGISTERED. AND I LOOK FORWARD TO SEEING EVERYBODY DOWN IN MIAMI WITH THAT.

MR. CALETKA. THANK YOU VERY MUCH AND THE TEAM MEMBERS, YOU'VE DONE A GREAT JOB TODAY.

WELL, THANK YOU FOR YOUR TIME.

WE KNOW HOW VALUABLE IT IS.

HOPEFULLY THIS IS WORTHWHILE FOR YOU.

EVERYBODY HAVE A GREAT WEEK AND WE'LL SEE YOU AT THE FEBRUARY 10TH BOARD MEETING.

REBECCA, IF YOU COULD STOP THE RECORDING.

BE SAFE EVERYBODY.
