TODAY'S UPDATE PRESENTS A BRIEF OVERVIEW OF PROGRESS MADE AND NEW TOOLS FOR MCPS.
AFTER MEETING WITH THE COUNTY LAST YEAR, IMPROVEMENTS WERE MADE TO THE PROGRAM.
THERE ARE THREE PRIMARY OBJECTIVES FOR THE MPO TO IMPROVE THIS YEAR'S APPLICATION CYCLE.
A RECENTLY LAUNCHED WEBSITE AS A VALUABLE RESOURCE TO THE CITIES PROVIDE SUPPORT FOR CYCLE ONE PROJECTS AS THEY ARE THE COUNTY'S PRIORITY FOR FUNDING AND TO HELP CITY SUBMIT NEW MCPS THROUGH THE DATABASE THAT CAN BE ACCESSED ON THE NEWLY LAUNCHED WEBSITE.
THE ROLE OF THE MPO IS TO EDUCATE, TRAIN AND SUPPORT MUNICIPALITIES WITH MCP PROJECTS, AND THE MPO IS EDUCATING MUNICIPALITIES BY INFORMING THE CITIES ON MATTERS LIKE ELIGIBILITY. ELIGIBILITY.
I'M SORRY, WHICH IS ULTIMATELY DETERMINED BY THE COUNTY, RANKING AND RECOMMENDATION AND OTHER RELEVANT PROCESSES TO MCPS.
TRAININGS ARE ALSO LED BY THE MPO, SUCH AS HOW TO COMPLETE FUTURE APPLICATIONS.
SUPPORT IS PROVIDED TO MUNICIPALITIES BY PROVIDING ASSISTANCE IN IDENTIFYING NEW PROJECT IDEAS TO SUBMIT OR TO HELP DIFFERENT CITIES CONNECT WITH THE COUNTY TO OBTAIN FUNDING AGREEMENTS FOR EXAMPLE.
THE MPO HAS TWO PRIMARY RESPONSIBILITIES, WHICH IS TO RANK AND RECOMMEND PROJECTS.
AFTER MPOS RECOMMEND A PROJECT, THE COUNTY CURRENTLY HAS TWO AVENUES TO THEN FUND THE PROJECTS. THE FIRST AVENUE IS WITHIN THE MAG, OR THE MINIMUM ANNUAL GUARANTEE IN WHICH CYCLE ONE PROJECTS ARE THE PRIORITY.
THE SECOND AVENUE IS EXCEEDING THE MAG, WHICH IS OF THE COUNTY HAS TO INITIATE.
THE MAG IS ONLY 10 PERCENT OF THE ENTIRE SURTAX PROGRAM.
MORE INFORMATION ON THE MAG WILL BE SHARED.
THE MPO RECOMMENDS MCPS WITHIN THE MAG, SO THAT'S OUR PRIMARY ROLE.
THERE ARE ABOUT FOUR PROGRAMS BEING FUNDED BY THE SURTAX.
I'M SORRY THE 10 THE THE 10 PERCENT OF THE MAG.
HOWEVER, IT IS IMPORTANT TO KEEP IN MIND THAT ONLY THE MUNICIPAL CAPITAL PROJECTS IS IN THE REALM OF THE MPO.
THE MPO RECOMMENDED ALMOST $20 MILLION OF MCPS IN THE LAST YEAR.
THE CYCLE ONE PROJECTS ARE THE ORIGINAL 110 MCPS THAT WERE ORIGINALLY SUBMITTED AND ARE THE PRIORITY FOR FUNDING AS THEIR RANKINGS DO NOT CHANGE UNTIL THE PROJECTS ARE IMPLEMENTED OR WITHDRAWN BY THE MUNICIPALITY.
IT IS IMPORTANT TO KEEP IN MIND THAT NEW MCPS WILL NEED TO BE RESUBMITTED EACH YEAR AND WILL NOT HOLD THEIR RANKING.
UNLIKE CYCLE ONE PROJECTS, WE CURRENTLY ARE WORKING WITH MUNICIPALITIES TO IDENTIFY AND SUBMIT NEW PROJECTS FOR THE UPCOMING CYCLE.
PROGRESS IS BEING MADE BY THE COUNTY TO ACCELERATE A CYCLE ONE.
MCPS A MAJORITY OF THE ALLOCATED FUNDING, 75 PERCENT HAS IOAS THAT HAVE BEEN EXECUTED OR IN PROGRESS OF EXECUTION.
THIS MEANS THAT FUNDING FOR NEW MCPS MAY BE AVAILABLE MUCH SOONER THAN ANTICIPATED.
EACH YEAR PER AMENDMENT TWO THE MPO WILL OPEN THE APPLICATION PERIOD ON THE SECOND FRIDAY OF MARCH FOR 28 DAYS.
AFTERWARDS, THE MPO REVIEWS THE APPLICATIONS AND RANKS TO THE PROJECTS TO THE MAP ADMINISTRATOR BY JUNE 1ST.

THE INTENT OF THE PROGRAM IS TO PROVIDE FUNDING FOR SMALL LOCAL TRANSPORTATION PROJECTS WHICH IMPROVE THE SAFETY AND MOBILITY OF FOR ALL TRANSPORTATION USERS IN BROWARD.
AND THE COMPETITIVE GRANT PROGRAM CAN FUND PROJECTS SUCH AS, BUT NOT LIMITED TO COMPLETE STREETS PROJECTS, ADA IMPROVEMENTS, MOBILITY HUBS, BIKE RACKS, TECHNOLOGY ADVANCEMENTS, TRAFFIC CONTROL DEVICES AND SO ON.
SO AS STATED BEFORE, WE'RE GOING TO GO OVER THE FINAL RESULTS FOR THE PROJECTS THAT WERE PROGRAMED FOR CYCLES FOUR AND FIVE, WHICH WERE FROM 2020 AND 2021, AND THEN ALSO GO OVER AN UPDATE TO THE RANKINGS FOR CYCLE SIX, WHICH IS THE CURRENT CYCLE FOR 2022, AND THEN CSLIP MOVING FORWARD. SO AN UPDATE FOR CYCLE FOUR AND CYCLE FOUR FINAL RESULTS.
SO WE ARE ABLE TO FUND FIVE PROJECTS FROM FIVE DIFFERENT AGENCIES FOR A TOTAL OF THIRTEEN POINT NINE MILLION DOLLARS IN FUNDING.

FONT IS A LITTLE BIT SMALL, SO BUT HOPEFULLY YOU CAN SEE IT A LITTLE BIT BETTER ON YOUR MONITORS IN FRONT OF YOU.
SO FROM FROM THE LEFT HAND SIDE, YOU CAN SEE THE HIGHLIGHTED BLUE IS THE OBJECTIVE RANK, SO THAT'S WHAT WE DO FIRST.
IS THE PROJECTS ARE DIGITIZED OR GEO CODED AND THEY'RE PLACED INTO THE THE RANKING TOOL GIS BASED RANKING TOOL.
AND SO THEY EARN POINTS BASED ON THE DIFFERENT CRITERIA FOUND IN THE CSLIP CRITERIA CHART. AND WE GET A, YOU KNOW, A TOTAL SCORE.
AND THEN THE NEXT STEP IS WITH THE CSLIP PROGRAM WE HAVE, WE APPLY ROUNDS OF FUNDING.
SO SINCE AN AGENCY CAN APPLY FOR TWO PROJECTS IN ONE CYCLE, IF THEY APPLY FOR TWO PROJECTS, THE THEY HAVE BASICALLY THE SECOND PROJECT THAT RANKS LOWEST OUT OF THE TWO THAT THEY SUBMIT, IT GETS BUMPED TO THE SECOND ROUND OF FUNDING.
SO THIS BLUE LINE HERE BETWEEN 13 AND 14, THAT REPRESENTS FUNDING ROUND TWO.
SO THAT'S WHERE YOU SEE THE CITIES WHO SUBMITTED.
THAT'S THEIR SECOND PROJECT THAT THEY SUBMITTED.

SO IT'S A WAY OF ENSURING A GEOGRAPHIC DISTRIBUTION OF FUNDS THROUGHOUT THE CITIES WHO APPLY. AND THEN LASTLY, IS THE POLICY RANK, WHICH IS WHICH REPRESENTS THE OPPORTUNITY THAT CITIES HAVE IF THEY SUBMIT AGAIN, IF THEY SUBMIT MORE THAN ONE PROJECT IN A CYCLE.THEY CAN INCLUDE IN THEIR RESOLUTION OF SUPPORT.
THAT'S A PART OF THEIR PROJECT'S APPLICATION, THAT THEY PRIORITIZE ONE PROJECT OVER THE OTHER AND THEY COULD DO A SWAP IF IF ONE IF THAT PROJECT THAT THEY PRIORITIZE RANKS LOWER THAN THE OTHER. THE ONLY CITY HERE OR AGENCY HERE THAT DID DO THAT IS CITY OF HOLLYWOOD, AND IT JUST SO HAPPENED THAT THE PROJECT THAT THEY PRIORITIZE RANKED HIGHER ANYWAY.

AND THEN I WAS CURIOUS TO SEE WHAT WHAT WAS ELIGIBLE FOR CYCLE SIX? SO GREAT QUESTIONS.
SO FOR CYCLE FOUR, YES, THE TOTALS FOR CYCLE FOR THE PROJECT COSTS, IT IS MUCH GREATER THAN THAN CYCLE FIVE.
THE PROJECTS, THE COST OF THE PROJECTS FOR CYCLE FOUR VERSUS CYCLE FIVE, THEY DID VARY.
YOU KNOW, THE MINIMUM PROJECT COSTS FOR A PROJECT APPLICATION IS $500000 FOR CONSTRUCTION AND THE MAXIMUM TWO MILLION.
SO THOSE TOP FIVE PROJECTS THAT WERE FUNDED IN THE TOP FOUR PROJECTS THAT WERE FUNDED.
YOU KNOW, WE COULD HAVE A HANDFUL OF PROJECTS THAT WERE LESS THAN A MILLION DOLLARS AND THEN A HANDFUL OF PROJECTS THAT WERE CLOSER TO $2 MILLION.
HOWEVER, I JUST WANT TO NOTE THAT THAT TOTAL THERE, LIKE THE 13 MILLION THAT DOES INCLUDE NOT JUST CONSTRUCTION COSTS, BUT IT'S CAN BE CONSTRUCTION, DESIGN, LOCAL MATCH, THINGS LIKE THAT. SO THAT DOESN'T REFLECT JUST THE CONSTRUCTION COST.

BUT LET'S SEE.IT'S SPEAKING TO THE AVAILABILITY OF FUNDING.
I KNOW THAT THE AVAILABILITY OF FUNDING, IT'S MORE COMPETITIVE THAN IN THE PAST FOR THE THE THE CURRENT CLSIP CYCLE AND THEN FOUR CYCLES FOUR AND FIVE.
IF I COULD ABSOLUTELY ADD TO THAT, SO ONE OF THE THINGS THAT HAS CHANGED FUNDAMENTALLY IS THE MPO BOARD ADOPTED A NEW POLICY ON HOW WE SHARE TO DIFFERENT PROGRAM AREAS THE FUNDS THAT ARE AVAILABLE TO THE MPO.
AND SO THE CSLIP SHARE OF FUNDS HAS BEEN REDUCED TO FREE UP SPACE FOR INCREASED EMPHASIS IN SAFETY IN OUR COMPLETE STREET MASTER PLAN.
SO THAT'S WHAT YOU'RE SEEING THE DIFFERENCE WHERE FROM FOUR TO FIVE IS AND THAT'S WHAT YOU'RE GOING TO SEE MOVING FORWARD.

IT LISTS OUT THE SPECIFICS OF WHAT IS GOING TO BE PURCHASED, THE NUMBER OF SHELTERS THAT TYPE OF. SO THIS IS A DISCRETE PROJECT THAT WAS ALREADY PROGRAMED IN THE TIP.
IT WAS SITTING OUT THERE IN 2025 AND BECAUSE OF THE MONEY BECOMING AVAILABLE AND BECAUSE THIS WAS A PROJECT THAT WE COULD, WE COULD FLEX IT TO FTA FUNDS.
IT WOULD ACTUALLY COME TO THE MPO.
WE WOULD THEN SUB RECIPIENT TO THE CITY THAT PROVIDED THE KIND OF FLEXIBILITY THAT WE NEEDED TO CONSUME THESE DOLLARS ON THIS REALLY AGGRESSIVE SCHEDULE OF THERE'S LESS THAN A HALF YEAR LEFT THROUGH THE END OF THIS FISCAL YEAR, SO THERE'S NOT REALLY OPPORTUNITY FOR NEW BUS SHELTERS.

MY NAME IS VICTORIA WILLIAMS AND I'M SERVING AS TURNPIKES LIAISON TO BROWARD MPO.
TODAY, WE'D LIKE TO GIVE YOU AN OVERVIEW AND UPDATE ABOUT THE PD&E STUDY OF THE MAINLINE TURNPIKE TO WIDEN IT FROM I-5 JUST SOUTH OF I-595, UP TO WILES ROAD.
IT IS MY PLEASURE TO INTRODUCE OUR PROJECT MANAGER, JAZLYN HEYWOOD.
SHE'S HERE WITH A TEAM OF OUR TURNPIKE EMPLOYEES AND CONSULTANTS REPRESENTING THE TURNPIKE TO GO OVER THIS.
SO LET'S GO AHEAD WITH THE PRESENTATION.

AND WE'RE HAPPY TO HAVE THIS OPPORTUNITY TO PRESENT ON THE TURNPIKE WIDENING FROM SOUTH OF I-595 TO WILES ROAD PD&E STUDY.SO THE LIMITS I'M GOING TO REPEAT MYSELF PROBABLY FOR THE THIRD TIME, BUT IT'S SOUTH OF I595 SORRY TO WILES ROAD AT APPROXIMATELY 17 MILES IN LENGTH.
IT DOES INCLUDE THE POMPANO BEACH SERVICE PLAZA AND THERE ARE SIX EXISTING INTERCHANGES WITHIN THE CITY LIMITS.
BECAUSE IT IS A 17 MILE PROJECT, WE ARE WE HAVE BEEN COORDINATING WITH SEVERAL LOCAL AGENCIES AND THAT COORDINATION WILL GO THROUGH THE END OF THE PD&E STUDY.
SO THEY'RE LISTED THERE, I REALLY CAN'T SEE THEM, BUT I'M SURE THAT YOU CAN.
THERE'S 11 LOCAL GOVERNMENTS AND THAT WE ALSO ARE COORDINATING WITH BROWARD COUNTY, BROWARD MPO AND OUR PARTNERS AT FDOT DISTRICT FOUR.
SO THE PROJECT PURPOSE AND NEED IS THE REASON WHY THE STUDY TEAM IS ARE EVALUATING ALTERNATIVES. SO BASED ON THE PROJECT NEEDS ARE BASED ON OBSERVED AND PROJECTED DEFICIENCIES WITHIN THE CITY LIMITS.
SO FOR THIS PROJECT, THE PROJECT NEEDS INCLUDE ENHANCING SAFETY, ACCOMMODATING TRAVEL DEMANDS FOR THE YEAR 2045.
I WOULD LIKE TO POINT OUT THAT PD&E STUDY LOOKS HAS A 20 YEAR PLANNING HORIZON, SO WE'RE LOOKING AT 2045 NEEDS.
WE'RE LOOKING TO IMPROVE TRAVEL TIME RELIABILITY, AS WELL AS REGIONAL CONNECTIVITY AND ENHANCING EMERGENCY EVACUATION AND RESPONSE.
BASED ON THOSE PROJECT NEEDS WITHIN THE 17 MILES PROJECT LIMIT PROJECT ALTERNATIVES WERE DEVELOPED THAT WIDENED TURNPIKE MAINLINE TO 10 LANES WITH CONSIDERATION FOR MANAGED LANES, WE'LL GET INTO THAT.
PROVIDING A CONTINUOUS AUXILIARY LANE BETWEEN INTERCHANGES AS NEEDED.
THIS IS MOSTLY WITHIN THE SOUTHERN HALF OF THE PROJECT FROM 595 TO ABOUT ATLANTIC BOULEVARD. YOU'LL SEE IT'LL BE 10 PLUS LANES AND ALSO IMPROVING THE EXISTING SIX INTERCHANGES. THAT MEANS MOST OF THE TIMES THERE ARE OVERPASS BRIDGES, SO WE'RE LOOKING TO WIDEN THOSE OVERPASS BRIDGES TO ACCOMMODATE THE LANES BELOW.
ADDING SLIP RAMPS AND WIDENING OFF RAMPS IS NEEDED AND RECONFIGURING.
MOST OF THESE INTERCHANGES ARE IN A TRUMPET STYLE CONFIGURATION, SO RECONFIGURING THEM TO ELIMINATE THAT CONFIGURATION AND CONSIDERING TWO NEW INTERCHANGES, AS SHOWN IN BLUE ON YOUR SCREENS, WHICH IS AT OAKLAND PARK BOULEVARD AND CYPRESS CREEK ROAD.
AND THESE THESE NEW INTERCHANGES ARE MOSTLY AGAIN TO RELIEVE THE EXISTING CONGESTED INTERCHANGES. SO WHAT DO WE MEAN BY WE WHEN WE SAY MANAGED LANES, IT IS NOT AN EXTRA CHARGE, THEY USERS PAY THE SAME TOLL THAT THEY WOULD PAY AND ON ANY OTHER LANE IN THE TOLL ROAD. THEY DO HAVE TO USE SUN PASS, BUT IT DOES SERVE THE LONGER TRIPS.
SO INSTEAD OF HAVING HAVING TO MIX WITH THE TRAFFIC ENTERING AND EXITING AT THE AT THE EXITS, AND IT ALLOWS FOR TRUE MOVEMENT AND ALSO ALLOWS FOR BUS TRANSIT.
SO THAT'S WHAT HOW THE TURNPIKE CONSIDERS MANAGED LANES TO BE.
ALL RIGHT, SO WITHIN THE CITY LIMITS, THERE IS A MAJOR UTILITY THAT CONSTRAINS OUR PROJECT ALTERNATIVES FOR THE SEGMENT FROM I-595 TO ATLANTIC BOULEVARD.
THERE IS ONE GAS LINE AT THIRTY SIX INCHES.
FGT FLORIDA GAS TRANSMISSION AND FDOT ENTERED INTO A LEGAL AGREEMENT IN 2013 THAT THAT COVERED NOT JUST TURNPIKE AND BROWARD COUNTY, BUT SYSTEM WIDE.
WHAT'S GOING TO HAPPEN IF AND WHEN TURNPIKE ENCROACHES INTO THE FGT SPECIFIED WIDTH.
SO IN THIS CASE, IT ALSO DEFINED HOW WIDE THAT SPECIFIED WIDTH IS.
SO ONE GAS LINE THAT'S SPECIFIED WIDTH IS THIRTY THREE FEET.
TO THE NORTH, FROM ATLANTIC BOULEVARD TO WILES ROAD, THERE ARE TWO GAS LINES AN 18 INCH AND TWENTY FOUR INCH.
AND ACCORDING TO THE LEGAL AGREEMENT, THE SPECIFIED WIDTH IS NOW 60 FEET.
AND IN THIS CASE, IT SPANS THE NORTHBOUND PAVED SHOULDER.
SO ANY CERTAIN IMPROVEMENTS WITHIN THE SPECIFIED WIDTH WOULD TRIGGER THE NEED TO RELOCATE THE GAS LINES OUTSIDE OF FDOT'S RIGHT OF WAY AND WIDENING OF THE TURNPIKE MAINLINE INTO THE SPECIFIED WIDTH IS ONE SUCH TYPE IMPROVEMENT.
SIXTY FEET OF ADDITIONAL RIGHT OF WAY WOULD BE NEEDED FOR THE RELOCATED GAS LINES, AND AT THE END OF THE DAY, FGT MAKES A DETERMINATION AS TO WHAT THE NEAREST PRACTICAL LOCATION IS. WE HAD TO MAKE SOME ASSUMPTIONS IN THIS STUDY.

SO LET'S GET INTO THE MAIN LINE WIDENING ALTERNATIVE FOR THE SOUTHERN HALF OR THE MAJORITY OF THE PROJECT, WHICH IS 595 TO SOUTH OF ATLANTIC BOULEVARD.SO THIS IS WHERE THE GAS LINES ARE NEAR THE EASTERN EDGE OF THE RIGHT OF WAY.
SO THE GAS LINE AND THE SPECIFIED WIDTH WILL BE UNIMPACTED BY CENTER WINDING, WHICH MEANS WINDING TO THE OUTSIDE IN BOTH DIRECTIONS.
SO THAT'S THAT TURQUOISE BLUE.
AND THAT WOULD ACCOMMODATE FOR TRAVEL, FOR GENERAL USE LANES, ONE MANAGED LANE IN EACH DIRECTION AND AN AUXILIARY LANE.
AGAIN, AS I MENTIONED BETWEEN THE INTERCHANGES IN THIS IN THIS PORTION OF THE PROJECT, THAT'S NEEDED. SO THAT WOULD BE THE PROJECT ALTERNATIVE FROM SOUTH, FROM SOUTH OF I-595 TO SOUTH OF ATLANTIC BOULEVARD.
NOW, FOR THE PORTION FROM SOUTH OF ATLANTIC BOULEVARD TO WILES ROAD, ABOUT A FOUR MILE SEGMENT, LET ME JUST STEP BACK A LITTLE BIT.
SO THIS PROJECT KICKED OFF IN NOVEMBER OF 2019 AND WE HAD A PUBLIC KICKOFF MEETING.
IT WAS IN PERSON, IT WAS AN OPEN HOUSE FORMAT AND WE NOTIFIED THE COMMUNITIES THAT OF THE START OF THE PD&E STUDY.
WE RECEIVED SUBSTANTIAL COMMENTS FROM RESIDENTS WITHIN WYNMOOR VILLAGE WITH REGARDING THE THE WIDENING WITHIN THE SEGMENT AND ALSO WIDENING TO THE WEST WITHIN THIS SEGMENT AND NOISE AND QUALITY OF LIFE IMPACTS.
SO BASED ON THAT INPUT, THE TEAM LOOKED AT THE THREE ALTERNATIVES WITHIN THIS SEGMENT, WHICH IS BASED ON COMMUNITY INPUT, WHICH IS WIDENING TO THE WEST, WIDENING ON THE CENTER ALIGNMENT, WHICH MEANS WIDENING THE ROAD IN BOTH DIRECTIONS AND WIDENING TO THE EAST.
ALL THREE ALTERNATIVES, I SHOULD SAY, WOULD PROVIDE THE SAME THING, WHICH IS FIVE LANES IN EACH DIRECTION, BUT EACH WOULD HAVE ITS OWN IMPACT AND ITS OWN COST.
BECAUSE THE PROJECT IS SO LONG, WE KIND OF HAD TO COMPRESS THIS PRESENTATION, SO WE WE HAD SORRY, WE HAD TO SQUEEZE THREE GRAPHICS ON ONE SLIDE, BUT THESE SHOW THE THREE PROJECT ALTERNATIVES WITHIN THIS SEGMENT, WHICH IS AGAIN TO THE WEST, CENTER AND TO THE EAST. THE TOP ONE WIDENING TO THE WEST WOULD BE WITHIN AN EXISTING STATE RIGHT OF WAY.
THE YELLOW HIGHLIGHT, AGAIN, IS THAT FGT SPECIFIED WIDTH WHICH IF WE WIDEN INTO IT, THE GAS LINES WOULD HAVE TO BE RELOCATED.
60 FEET OF ADDITIONAL RIGHT OF WAY WOULD BE NEEDED.
WE MADE THE ASSUMPTION THAT IT WOULD BE WIDENED TO THE TO THE EAST WITHIN THE CITY OF POMPANO BEACH, WHICH WOULD MEAN RELOCATIONS OF HOMES AND BUSINESSES WITHIN THE CITY OF POMPANO BEACH.
AGAIN, FGT TEAM MAKES THE FINAL DETERMINATION AS TO WHAT THEY CONSIDER TO BE THE MOST [INAUDIBLE] PRACTICAL LOCATION OUTSIDE OF FDOT'S RIGHT OF WAY.
SO THOSE THOSE ARE THE THREE ALTERNATIVES WIDENING ON A CENTER ALIGNMENT AND WINDING TO THE EAST WOULD BOTH TRIGGER THE NEED TO RELOCATE THE FGT GAS LINES AND WOULD HAVE MORE COMMUNITY IMPACTS AND BE COSTS MORE COSTLY.
SO WE HAVE OUR EVALUATION MATRIX.
THIS IS NOT ALL THE THINGS THAT CAN BE COMPARED, OF COURSE, BUT WE THESE ARE THE CATEGORIES THAT WE COMPARED AND BASING OUR COMPARISON.
WIDENING TO THE WEST WITHIN THIS SEGMENT WITHIN EXISTING STATE RIGHT OF WAY WOULD HAVE THE LEAST IMPACTS AND THE LOWEST COST.
WE DO HAVE A NUMBER OF INTERCHANGES BECAUSE OF TIME RESTRICTIONS, WE'RE NOT GOING TO GO OVER ALL OF THEM. WE DO HAVE THE TWO NEW INTERCHANGES AT THE OAKLAND PARK BOULEVARD AND CYPRESS CREEK ROAD, WHICH WE'RE GOING TO JUST SHOW SOME GRAPHICS, SOME RENDERINGS AS TO WHAT IT COULD LOOK LIKE IN THE FUTURE.
AND WE'RE GOING TO COVER SOME IMPROVEMENTS THAT WE'RE PROPOSING TO MAKE AT THE COCONUT CREEK PARKWAY INTERCHANGE.
SO THE FIRST ONE BEING OAKLAND PARK BOULEVARD, THIS IS THE EXISTING OVERPASS.
THIS IS HOW IT LOOKS TODAY, AND THIS IS HOW IT CAN POTENTIALLY LOOK IN THE FUTURE WITH A NEW FULL INTERCHANGE.
THE ROCK ISLAND ROAD WOULD HAVE TO BE REALIGNED.
THE INTERSECTION WITH OAKLAND PARK RECONFIGURED TO IMPROVE OPERATIONS.
SO THE THE ACCESS TO AND FROM THE TURNPIKE WOULD BE OFF THAT RAMP CONNECTOR ONTO ROCK ISLAND ROAD TO AND FROM.
THEN HERE IS THE ONE THAT CYPRESS CREEK ROAD.
THIS WILL ONLY BE A PARTIAL INTERCHANGE.
SO THIS IS THE EXISTING CYPRESS CREEK ROAD, MACNAB ROAD OVERPASS, AND THIS IS WHAT PARTIAL INTERCHANGE COULD LOOK LIKE IF BUILT, PROVIDING SOUTHBOUND OFF ACCESS AND NORTHBOUND ON ACCESS.
AT COCONUT CREEK PARKWAY, WE DID LISTEN TO THE COMMUNITY IN TERMS OF OF TRYING OUR BEST TO PULL TURNPIKE AWAY FROM STAYING WITHIN RIGHT OF WAY AND PULLING AS MUCH AS WE CAN AWAY FROM THE WYNMOOR VILLAGE.
SO LET ME SEE IF THERE'S ANY ANIMATION.

YES, THERE IT.SO THAT OUR LOOP RAMP THE EXISTING LOOP RAMP WILL BE REMOVED SO THAT SOUTHBOUND ON ACCESS WILL BE PUT INTO THE SOUTHWEST QUADRANT.
SO DRIVERS ON COCONUT CREEK PARKWAY, EITHER DIRECTION WILL BE ABLE TO ACCESS SOUTHBOUND TURNPIKE FROM THERE.
AND THEN THE SOUTHBOUND OFF MOVEMENT.
THAT RAMP IS GOING TO BE PULLED CLOSER TO THE TURNPIKE MAINLINE.
SO THE REMOVAL OF THIS LOOP RAMP SHOULD BE OF A BENEFIT TO THE RESIDENTS JUST ADJACENT TO TO THIS AREA.
AND OF COURSE, HOW COULD I FORGET THE GRAPHICS? SO THE GRAPHIC, THE TOP GRAPHIC SHOWS THE EXISTING CONDITIONS AND THE BOTTOM GRAPHIC SHOWS WHAT THAT COULD LOOK LIKE.
THE REMOVAL OF THE RAMP, THE REALIGNED SOUTHBOUND OFF RAMP AND THAT POTENTIAL NOISE WALL.
IT'S IMPORTANT TO NOTE THAT THE NOISE WALL WILL BE AT THE EXISTING STATE RIGHT OF WAY A MAXIMUM OF TWENTY TWO FEET HIGH BECAUSE OF WIND LOAD.
BUT I WANT TO POINT OUT THE LANDSCAPING THAT WILL REMAIN THAT'S NOT ON, THAT'S ON WYNMOOR VILLAGE PROPERTY AND WILL REMAIN IN THE FUTURE.

YES, THERE IS A DEFICIENCY NORTH OF 595 ALONG THE TURNPIKE BASED ON THE MODEL RUNS AND THE NEED FOR EXPANSION ON THE LANES, AND THAT WAS CONFIRMED THROUGH THE MODEL RUN ANALYSIS.IN THE MODEL RUN ANALYSIS INCLUDED BOTH AN EIGHT LANE, AN EXISTING SIX LANE, AN ALTERNATIVE EIGHT LANE AND AN ALTERNATIVE TEN LANE? SO IT LOOKED AT THE EXISTING CONDITIONS AND OUT TO 2045 THEN WITH THAT, SO WE DIDN'T LOOK AT IT IN THE CONDITION OF AN EIGHT OR TEN LANE.

THE PROPOSAL IS TO SHIFT THE ENTIRE WIDENING PROJECT TO THE WEST SIDE OF THE CORRIDOR.
SO IT IS NOT JUST IT IS FOUR LANES PLUS POTENTIALLY AUXILIARY LANES AND THE BUFFER REQUIRED TO ACCOMMODATE THE MANAGED LANES.
THE CONCEPT OF MANAGED LANES IN THE COCONUT CREEK VICINITY APPEARS TO NOT EVEN ALLOW COCONUT CREEK RESIDENTS TO ACCESS THEM.
SO WE STRUGGLE WITH THAT CONCEPT AS WELL.

A 10 LANE OR A 10 LANE PLUS PROJECT HAS SIGNIFICANT IMPACTS, AND IT IS DESIGNED PRINCIPALLY FOR SINGLE OCCUPANCY VEHICLES.
THIS GROUP HAS PRIORITIZED COMPLETE STREETS, TRANSIT MOBILITY AND ADDRESSING THE ISSUES ASSOCIATED WITH CHANGING BROWARD COUNTY TO BEING A COUNTY THAT'S SUSTAINABLE.

HE'S JOINED US RECENTLY WITHIN WHAT, SEVEN MONTHS AGO IN THE INTERGOVERNMENTAL DEPARTMENT.SO EVERY YEAR, THE BROWARD MPO ADOPTS SORRY POLICIES, FEDERAL PLANNING PRIORITIES AT THE FEDERAL AND STATE LEVEL.
SO THESE WERE ADOPTED ON DECEMBER 9TH, AND THIS IS WHAT GUIDES STAFF AND OUR BOARD MEMBERS ON TRYING TO INFLUENCE FEDERAL AND STATE TRANSPORTATION POLICY OVER THE NEXT YEAR. THIS IS VERY PERTINENT FOR TWO REASONS.
ONE, AS WE KNOW, STATE SESSION IS IT IS GOING ON RIGHT NOW.
OUR LEGISLATURE OUR LEGISLATORS BUSY DRAFTING VARIOUS BILLS THAT IMPACT OUR TRANSPORTATION SYSTEMS. ALSO, WITH THE PASSAGE OF THE IIJA, THERE ARE A LOT OF NEW PROGRAMS WHERE THEY HAVE REACHED OUT TO STAFF AND TO MPOS AND TO VARIOUS TRANSPORTATION ORGANIZATIONS TO HELP CRAFT THE RULEMAKING THAT GOES ALONG WITH SOME OF THE NEW AND EXISTING PROGRAMS. SO I'M GOING TO START WITH THE FEDERAL LEGISLATIVE PRIORITIES.
THERE'S A STARK DIFFERENCE BETWEEN, YOU'LL NOTICE BETWEEN FEDERAL AND STATE AND THAT THE FEDERAL ONES ARE VERY BROAD.
THIS IS AT THE ADVICE OF OUR FEDERAL ADVOCATES WHO SUGGESTED TO KEEP THINGS AS BROAD AS POSSIBLE TO GIVE US FLEXIBILITY AND TO INFLUENCE AS MUCH AS POSSIBLE.
MEANWHILE, IN THE STATE IS THE OPPOSITE.

AND THE THIRD CATEGORY AT THE FEDERAL LEVEL IS FUNDING FLEXIBILITY.
IT'S TO GIVE OUR BOARD THE FLEXIBILITY AND THE FUNDING TO PROVIDE PROJECTS WHICH MEET OUR LOCAL AND REGIONAL NEEDS.
ALL RIGHT. THIS IS THROUGH THE SURFACE TRANSPORTATION BLOCK GRANT, WHICH IS OUR MAIN FUNDING SOURCE. IT'S ALSO THROUGH PARTICULARLY THE HIGHWAY TRUST FUND, WHICH IS WHERE THAT FUNDING IS, WHERE OUR FUNDING COMES FROM.
AND THEN MOST IMPORTANTLY TO US IS OR NOT MOST IMPORTANTLY, BUT ONE OF THE THINGS THAT WE'RE ALSO POINTING OUT IS TO USE CURRENT CENSUS NUMBERS IN THE FORMULAS.

THE FORMULA FUNDING IS USING THE 2000 CENSUS POPULATION DISTRIBUTION.

AFTER OUR AUDIT, WE GO INTO OUR WORKSHOP AND OUR WORKSHOP IS WHEN WE GATHER EVERYTHING WE FOUND ON THE AUDIT AND WE HAVE CONVERSATIONS WITH EVERYONE WHO WAS INVOLVED WITH THE AUDIT. AND THEN WE TAKE THOSE RECOMMENDATIONS AND THEN WE MAKE A WALKING AUDIT REPORT AND THEN THAT REPORT IS THEN SHARED WITH ALL THE COMMUNITY MEMBERS.
SO THIS IS JUST AN EXAMPLE OF WHAT OUR PRE WALK CORRIDOR ASSESSMENT IS.
THIS IS MAINLY DONE WITH OUR CONSULTANT, MPO STAFF AND MAYBE SOME CITY STAFF.

AND THEN THE MOST IMPORTANT THING IS WHEN WE DO THESE WALKING AUDITS IS THAT SAFETY'S FIRST. SO THIS IS AN EXAMPLE OF SOME OF THE OUTCOMES THAT'S COME UP FROM PAST WALKING AUDITS, WE CONDUCTED A WALKING AUDIT IN PEMBROKE PINES ON UNIVERSITY DRIVE BETWEEN PINES BOULEVARD AND TAFT STREET.
SO RIGHT NOW THERE IS A PROJECT THAT IS IN DESIGN WITH FDOT, SO WE WERE ABLE TO RECOMMEND FINDINGS OR THINGS THAT CAME FROM THE WALKING AUDIT, AND IT WAS ABLE TO CHANGE THE DESIGN, SUCH AS BICYCLE FACILITY ON BOTH SIDES OR DEDICATED BICYCLE FACILITY ON BOTH SIDES OF UNIVERSITY DRIVE SPECIAL EMPHASIS CROSSWALKS, IMPROVED DRAINAGE.
WE NOTICED THERE'S A LOT OF DRAINAGE ISSUES OUT THERE WHEN WE DID THE WALKING AUDIT BACK SO MANY YEARS AGO. SO THAT WAS MORE OF A LONG TERM IMPROVEMENT.
SHORT TERM IMPROVEMENTS, SUCH AS THE ONE WE'VE DONE IN DEERFIELD BEACH WAS JUST BASIC MAINTENANCE THINGS THAT CAN BE QUICK FIXED.
AND THEN WHAT WAS REALLY GOOD ABOUT THESE, THESE QUICK FIX THINGS THAT HELPED FDOT PRIORITIZE MAINTENANCE REPAIRS ALONG THE CORRIDOR SO THAT THEN THEY DIDN'T HAVE TO PROGRAM A BIGGER PROJECT THAN FIX EVERYTHING LATER DOWN THE ROAD.
SO THIS MAP JUST KIND OF SHOWS YOU WHERE WE'VE BEEN ALL ALONG.
BROWARD COUNTY, AS YOU CAN SEE, WE'VE HIT A FEW A FEW CITIES, AND WE HOPE THAT THIS PROGRAM KEEPS CONTINUING SO THAT WE CAN EVENTUALLY HIT ALL THE CITIES IN OUR COUNTY.
THE NEXT TWO CITIES THAT WE'RE GOING TO BE CONDUCTING, THE WALKING AUDITS ARE GOING TO BE FORT LAUDERDALE AND MIRAMAR.
WE ARE RIGHT NOW COORDINATING WITH THE CITIES, TRYING TO CREATE A METHODOLOGY AND THEN SCHEDULE THE ACTUAL WALKING AUDIT.
IDEALLY, THE WALKING AUDIT WOULD BE DONE BETWEEN MARCH AND APRIL, AND THEN IN JUNE WE WOULD FINALIZE THE REPORTS AND SEND IT OUT TO EVERYONE.
