THE TRANSPORTATION IMPROVEMENT PROGRAM IS PART OF OUR CORE PRODUCTS. AS YOU CAN SEE HERE ALL THE WAY ON THE RIGHT-HAND SIDE OF THE SCREEN, THIS IS WHERE ACTUALLY THE DELIVERY OF PROJECTS HAPPENS [00:10:02] AFTER THEY'VE MOVED THROUGH OUR METROPOLITAN TRANSPORTATION PLAN, A MULTI-MODAL PRIORITIES LIST. AS MENTIONED BEFORE, THAT THIS TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT IS AS A RESULT OF TWO REQUESTS, ONE BY THE BROWARD MPO AND THE OTHER BY THE FLORIDA DEPARTMENT OF TRANSPORTATION. THE FIRST ITEM, THE PROPOSED TIP AMENDMENTS REQUESTED BY THE BROWARD MPO, ARE TO ALLOCATE NEW FUNDING THAT HAS BEEN MADE AVAILABLE THROUGH THE INFRASTRUCTURE INVESTMENTS AND JOBS ACT PASSED BACK IN NOVEMBER, ALSO KNOWN NOW AS A BIPARTISAN INFRASTRUCTURE LAW. WE'VE HEARD ABOUT ALL THE GREAT FUNDING INCREASES THAT ARE COMING DOWN FROM THE FEDERAL GOVERNMENT FOR TRANSPORTATION AS A RESULT OF THIS LAW AND WE WANT TO MAKE SURE THAT WE'RE POSITIONING THE MPO CORRECTLY TO BEGIN APPLYING THE DOLLARS IN THE RIGHT PLACE FOR THIS INCREASED FUNDING. THE GOOD NEWS IS THAT THE FUNDING IS INCREASING AT A FAIRLY SIGNIFICANT AMOUNT TO THE TUNE OF ABOUT, I BELIEVE AND I'M LOOKING BACK AT, SHE HUNG IT'S AROUND SEVEN MILLION DOLLARS A YEAR. SOMEWHERE AROUND THERE TOTAL? AROUND EIGHT MILLION DOLLARS A YEAR. THIS IS US BEING PROACTIVE, WORKING WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO ALLOCATE SOME OF THAT FUNDING FOR SOME EXISTING WORK THAT WE HAVE GOING ON THROUGH OUR UNIFIED PLANNING WORK PROGRAM, WHICH IS OUR BUDGET. SPECIFICALLY, ONE OF THE THINGS THAT WE'RE GOING TO BE DOING IS ADDING THREE MILLION DOLLARS OF FUNDING IN FISCAL YEAR '22 TO THE UNIFIED PLANNING WORK PROGRAM. THIS WILL ALLOW THE ORGANIZATION TO BUILD A FLOAT FOR OUR OPERATIONS. SOME OF YOU MIGHT BE ASKING, WELL, WHAT IS A FLOAT? THE MPO ACTUALLY DOES NOT HAVE AN ACCOUNT LIKE MANY CITIES DO, WHERE WE CAN JUST DRAW DOWN FROM AND IT GETS REPLENISHED. WHAT WE HAVE TO DO IS WE HAVE TO WORK WITH A THIRD-PARTY, IN THIS CASE, THE CITY OF FORT LAUDERDALE, WHO FRONTS US A SUM OF MONEY ON A MONTHLY BASIS. WE BASICALLY DRAW DOWN FROM THAT ACCOUNT REQUEST FOR REIMBURSEMENT FROM THE FEDERAL GOVERNMENT, AND THEN REPLENISH THAT ACCOUNT. THE CITY OF FORT LAUDERDALE DOES NOT GIVE US THIS MONEY FOR FREE, WE HAVE TO PAY AT A FEE TO ACCESS THOSE FUNDS. BRINGING DOWN THREE MILLION DOLLARS IN FISCAL YEAR '22 WOULD ESSENTIALLY ALLOW US TO BE INDEPENDENT IN TERMS OF OUR FINANCIAL FLOAT AND WOULD GIVE US THAT MONEY TO DRAW DOWN FROM ON A MONTHLY BASIS AND REPLENISH THROUGH OUR REIMBURSEMENTS AND ALLOW US AGAIN TO FUNCTION MORE INDEPENDENTLY WITHOUT HAVING TO PAY ADDITIONAL FEES OR GET SERVICES THROUGH A THIRD PARTY. IT MAKES THE ORGANIZATION MUCH MORE FINANCIALLY STABLE. THE SECOND PORTION IN FISCAL YEAR '23 AND '24, WE ARE GOING TO BE ADDING THREE MILLION DOLLARS OF FUNDING TO OUR UNIFIED PLANNING WORK PROGRAM TO CONDUCT ADDITIONAL PLANNING ACTIVITIES IN THE FEDERAL EMPHASIS AREAS, MAINLY INCOMPLETE STREETS SAFETY AND RESILIENCY. SOME OF THE ACTIVITIES THAT WILL BE INCLUDED ARE DOING THINGS LIKE PROJECT DEVELOPMENT STUDIES FOR SAFETY PROJECTS SO THAT WE CAN GET MORE PROJECTS ON THE GROUND. SAME THING IN THE AREA OF RESILIENCY AND DOING ADDITIONAL WORK IN TERMS OF OUR COMPLETE STREETS MASTER PLAN TO ADVANCE THOSE EMPHASIS AREAS. THAT'S REALLY THE PURPOSE OF THAT FUNDING HERE. WORKING WITH FEDERAL HIGHWAY AS WELL AS FLORIDA DOT, WE'VE DEVELOPED THIS APPROACH THAT WOULD ALLOW US TO BRING THREE MILLION OF FEDERAL DOLLARS IN AND BASICALLY HOLD ON TO THEM TO CREATE THAT CASH FLOAT FOR THE ORGANIZATION, ONE OF THE STIPULATIONS. TO ANSWER YOUR QUESTION DIRECTLY, YES, IT WOULD BE IN PERPETUITY UNLESS AND UNTIL THE FEDERAL GOVERNMENT SHUTS DOWN MPO'S AND FEDERAL HIGHWAY HAS ASKED US TO COMPLETE A DOCUMENT AND AGREEMENT WITH FLORIDA DOT. SHOULD THE MPO EVER CEASE TO EXIST AS AN OPERATIONAL UNIT, THAT THREE MILLION DOLLAR AT THAT POINT WOULD GO BACK TO FLORIDA DOT FOR ANY FEDERALLY ELIGIBLE PROJECT EXPENSE AT THAT POINT. THAT'S SOMETHING THAT WE WANT TO INCORPORATE INTO THE PLAN AND MAKE SURE THAT WE CONTINUE TO ADDRESS BECAUSE WE ESTABLISHED A TARGET OF ZERO HERE AT THE MPO THROUGH OUR PERFORMANCE MEASURES. THERE ARE A LOT OF DISCRETIONARY GRANTS THAT ARE COMING OUT OF THE FEDERAL GOVERNMENT HERE WITH A LOT OF DIFFERENT STIPULATIONS, DIFFERENT LOCAL MATCHES. THERE'S A BIG SHIFT, EVEN THOUGH THERE'S MORE MONEY AVAILABLE, IT'S GOING TO BE MORE COMPETITIVE IN NATURE. WE'RE GOING TO HAVE TO FIGURE OUT HOW WE CAN BEST LEVERAGE THE PROJECTS IN THE PLAN, WORK TOGETHER WITH OUR PARTNERS TO BUILD GOOD PROJECTS THAT WE CAN THEN COMPETE AT THE FEDERAL LEVEL FOR SOME OF THIS DISCRETIONARY GRANT FUNDING. THEN INCORPORATE ADDITIONAL LOCAL FUNDING SOURCES WHERE POSSIBLE. TASK 7, IS SOME OF THE EMPHASIS AREAS THAT WE'RE LOOKING AT. IN RESILIENCY, WE'RE GOING TO LOOK TO ESTABLISH A RESILIENCY NETWORK, WHERE WE BASICALLY IDENTIFY OUR MOST VULNERABLE SEGMENTS OF [00:40:03] ROADWAY AND LOOK TO THEN IDENTIFY IMPROVEMENTS FOR THOSE SEGMENTS AND CONTINUE TO SUPPORT OUR RESILIENCY PROGRAM WITH EMERGING TECHNOLOGIES, WORKING WITH OUR PARTNERS, FDOT IN BROWARD COUNTY TO MAKE SURE THAT WE'RE COORDINATING ON OUR ELECTRIC VEHICLE INFRASTRUCTURE PLANS, OUR TSMO TRANSPORTATION SYSTEM MANAGEMENT OPERATION PLANS, SMART CITIES IMPROVEMENTS, THOSE TYPES OF THINGS. AGAIN, AN OPPORTUNITY TO BRING EVERYONE TO THE TABLE AND HOPEFULLY CREATE SOME TYPE OF MASTER PLAN OR AT LEAST LAY OUT THE FRAMEWORK FOR THAT. FINALLY, ON HOUSING. THIS IS AN AREA WHERE THE NEW BIPARTISAN INFRASTRUCTURE LAW, HAS BEEN VERY VOCAL THAT THEY WANT MPO'S INVOLVED IN HOUSING AND LAND USE. NOT AN AREA THAT WE TYPICALLY GET INVOLVED IN BUT I THINK THE FEDERAL GOVERNMENT HAS RECOGNIZED THAT TRANSPORTATION IMPROVEMENTS BY THEMSELVES ARE NOT AS EFFECTIVE WITHOUT LAND USE CHANGES AS WELL. THIS IS AN OPPORTUNITY THEN FOR US TO BASICALLY COORDINATE MORE WITH OUR PARTNERS ON LAND USE AND THEY'VE SPECIFICALLY STATED THAT THINGS LIKE A HOUSING COORDINATION PLANS, SHOULD BE SOUGHT OUT BY THE MPOS. EVALUATE LAND USE CHANGES ACROSS SOME OF OUR MAJOR TRANSIT CORRIDORS AND COORDINATE WITH OUR LOCAL PARTNERS ON LAND USE IN ORDER TO MARRY THE INVESTMENTS THAT WE'RE MAKING ON KEY CORRIDORS THROUGHOUT THE COUNTY WITH CERTAIN LAND USE CHANGES AS WELL, TO BASICALLY AMPLIFY THE EFFECT OF OUR TRANSPORTATION INVESTMENT.
