BASICALLY, WHAT I WANT TO SAY BEFORE MR. GIES GIVES THE PRESENTATION IS ITEM NUMBER ONE, WHICH IS THE MPO REQUEST PROGRAM, ADDITIONAL FUNDS ALLOCATING TO THE BROWARD MPO AND THE RECENTLY PASSED FEDERAL TRANSPORTATION BILL, INFRASTRUCTURE INVESTMENT AND JOBS ACT, ALSO KNOWN AS IIJA.

THERE WERE TWO FM NUMBERS THAT WE WERE REQUESTING BECAUSE THE OMNIBUS BILL HAS NOT PASSED AND WE'RE STILL WAITING.

THAT NEEDS TO BE TAKEN OFF UNTIL WE ACTUALLY SEE THAT PASS, HOPEFULLY ON TUESDAY OUT OF THE SENATE AND TO THE PRESIDENT'S DESK FOR SIGNATURE.

SO THAT'S WHERE WE ARE.

I'M GOING TO GIVE A SHORT PRESENTATION ON THESE TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENTS. AS GREG MENTIONED, THE FIRST SET OF AMENDMENTS ARE GOING TO BE REQUESTED TO BE TAKEN OFF FOR THE REASONS THAT HE STATED.

BUT THEN THE REMAINING AMENDMENTS ARE ACTUALLY REQUESTS FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION. SO JUST AS A REMINDER, WE ALWAYS LIKE TO SHOW OUR CORE PRODUCTS GRAPHIC.

SO THE TRANSPORTATION IMPROVEMENT PROGRAM IS THE BLUE BOX IN THE UPPER RIGHT HAND CORNER.

THIS IS THE LAST STAGE OF THE PROJECT ID DELIVERY PROCESS, SO ALL OF THESE PROJECTS THAT YOU SEE TODAY ARE ACTUALLY FUNDED AND MOVING FORWARD, AND THEY'RE GOING TO REQUIRE SOME TYPE OF AMENDMENT IN ORDER TO CONTINUE THEIR PROCESS ON THROUGH DELIVERY.

AS MENTIONED BEFORE, ORIGINALLY WHEN YOU SAW THIS ITEM WHEN IT WAS PUBLISHED, THERE WERE REQUESTS MADE BY THE BROWARD MPO AND ALSO REQUESTS BY THE FLORIDA DEPARTMENT OF TRANSPORTATION. AS YOU WILL SEE HERE IN STRIKETHROUGH, THE PROPOSED TIP AMENDMENTS REQUESTED BY THE BROWARD MPO ARE BEING REQUESTED TO BE PULLED, AS MR. STUART MENTIONED. THERE'S A LOT OF ACTIVITY GOING ON AT THE FEDERAL LEVEL.

WE'RE COORDINATING WITH FLORIDA DEPARTMENT OF TRANSPORTATION AS WELL IN ORDER FOR THE AUTHORIZATION TO BE ALL IN PLACE.

WE THOUGHT SURELY BY THIS TIME WE WOULD HAVE FUNDING AVAILABLE AND WE'D BE ABLE TO PROGRAM IT AND WE WANT IT TO BE AT THE FRONT OF THE LINE.

BUT UNFORTUNATELY, TIMING SOMETIMES DOESN'T WORK OUT.

SO FOR THIS MEETING, WE ARE GOING TO PULL THESE ITEMS AND YOU WILL SEE THEM RETURN THEN IN A FUTURE MEETING ONCE ALL OF THOSE AUTHORIZATIONS AND THINGS LIKE THAT HAVE SORTED THEMSELVES OUT.

IT MAY ALSO BE AS PART OF OUR UPDATE TO THE TRANSPORTATION IMPROVEMENT PROGRAM THAT YOU WILL SEE IN JULY. SO DEPENDING ON THE TIMING, WE MAY SEND IT AS A SEPARATE AMENDMENT WHERE IT MAY ACTUALLY TRAVEL WITH THE UPDATE TO THE TRANSPORTATION IMPROVEMENT PROGRAM IN JULY. AS FOR THE REMAINDER OF THE AMENDMENTS, THESE WERE ALL REQUESTED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION ON THEIR PROJECTS.

THE FLORIDA DEPARTMENT OF TRANSPORTATION IS PRESENT TODAY IN THE ROOM IN CASE YOU HAVE ANY QUESTIONS. BUT FOR THE MAJORITY OF THE PROJECTS, YOU WILL SEE THAT THEY'RE OPERATING FOR FIXED ROUTE.

SO THESE ARE ADDITIONAL FUNDS TO SUPPORT FIXED ROUTE.

IN THIS CASE, TRANSIT OR COMMUNITY CIRCULATORS WITHIN BROWARD AND THE OTHER TWO PROJECTS AT THE TOP OF THE LIST ARE SAFETY PROJECTS AT THE STATED LOCATIONS.

AND THEN FINALLY, ALL THE WAY AT THE BOTTOM FOR THE MOBILITY HUB AT CYPRESS CREEK, THERE IS AN ENVIRONMENTAL PERMIT FEE THAT NEEDS TO BE AMENDED INTO THE PLAN.

NO, THAT IS NOT A TYPO.

IT IS FOR TWO HUNDRED AND FIFTY DOLLARS.

BUT BECAUSE IT IS IN CURRENT YEAR AND BECAUSE IT IS AN ENVIRONMENTAL PERMIT THAT IS REQUIRED ACCORDING TO THE LAW, WE MUST THEN BRING THAT FORWARD AS A TIP AMENDMENT.

THIS IS A MOTION TO APPROVE AMENDMENTS TO THE 2045 METROPOLITAN TRANSPORTATION PLAN, THE MTP. OK, I KNOW THAT YOU'RE GOING TO BE PRESENTING ONCE AGAIN.

THE ONLY THING THAT I WILL MENTION IS THAT SINCE THAT PRESENTATION THAT WE HAD ON DECEMBER 9TH, BROWARD COUNTY TRANSIT DID SEND US A LETTER TO WITHDRAW THEIR AMENDMENT REQUEST. WE WILL CONTINUE WORKING WITH THEM AS PART OF THE NEXT MTP AMENDMENT CYCLE TO IDENTIFY TRANSIT PROJECTS THAT THEY WOULD LIKE TO PURSUE FEDERAL DISCRETIONARY GRANT FUNDING FOR THROUGH THE IIJA.

AND WE WILL WORK WITH THEM TO SEE WHERE WE CAN APPLY THEIR PROJECTS WITHIN OUR PLAN SO THAT THEY CAN LEVERAGE THOSE DOLLARS.

AND WE ALSO WORK TOGETHER WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO REMOVE ONE OF THEIR REQUESTS, GRIFFIN ROAD, WHICH WILL ALSO RETURN THEN AS PART OF A PRESENTATION AND THEN LIKELY THE NEXT AMENDMENT CYCLE AS WELL.

BUT THE REMAINDER OF THE AMENDMENTS THAT YOU SEE IN YOUR AGENDA PACKET THAT WERE PRESENTED TO YOU ON DECEMBER 9TH ARE STILL MOVING FORWARD.

BEFORE I DO CONCLUDE MY PRESENTATION, I KNOW THE PORT DIRECTOR JONATHAN DANIEL SHOULD BE ONLINE VIRTUALLY, AND HE WOULD LIKE TO MAKE A FEW COMMENTS RELATED TO THE AMENDMENT THAT'S PROPOSED FOR THE PORT.

THEY'VE RECENTLY UPDATED THEIR PORT MASTER VISION PLAN AND AS A RESULT, ONCE AGAIN, IN ORDER TO ENABLE THEM TO PURSUE CERTAIN FEDERAL DISCRETIONARY GRANTS.

THEY'RE INCORPORATING THOSE PROJECTS INTO OUR METROPOLITAN TRANSPORTATION PLAN.

SO THAT IS ONE OF THE AMENDMENTS, AND I BELIEVE HE WOULD LIKE TO SPEAK ON ONE OF THOSE.

SO I WILL INTRODUCE MR. DANIELS FROM THE PORT AND REBECCA AND/OR TEAM.

WE'VE BEEN GOING THROUGH THE MASTER AND VISION PLANNING PROCESS.

WE ARE BEGINNING IN 2023 TO GO THROUGH THE NEXT THE FOURTH ITERATION, THE FOURTH AMENDMENT, TO THE MASTER VISION PLAN.

WE'VE BEEN EXTREMELY SUCCESSFUL THUS FAR AND ALLOWING THAT OPPORTUNITY OR ALLOWING THAT PLAN TO SERVE AS THE GUIDELINE FOR US CURRENTLY WITHIN OUR PHASE ONE, LOOKING AT PHASE TWO AND PHASE THREE, MOVING DOWN THE LINE.

SO THE ASSISTANCE OF THE MPO AND ALLOWING FOR US TO BE ABLE TO INTEGRATE AND AMEND IS NECESSARY IS ABSOLUTELY CRITICAL.

WE CONTINUE TO WORK THROUGH THE GRANT PROCESS, WORKING THROUGH SEVERAL DIFFERENT ITERATIONS AND SEVERAL DIFFERENT OPPORTUNITIES THROUGH THE MARITIME ADMINISTRATION THROUGH THE DEPARTMENT OF TRANSPORTATION.

WE HAVEN'T BEEN SUCCESSFUL IN THE LAST FEW YEARS, BUT WE CONTINUE TO PUSH FORWARD.

WE DID JUST GO THROUGH A DEBRIEF YESTERDAY WITH THE DEPARTMENT OF TRANSPORTATION ON RAISED FUNDING. DOES NOT LOOK LIKE WE WILL BE SUBMITTING FOR THAT MOVING FORWARD.

IT JUST DOES NOT APPEAR THAT OUR PROJECT THAT WE HAVE GOING ON RIGHT NOW TRULY FITS THE DEVELOPMENT AND THE UTILIZATION OF FUNDS FOR THAT.

AND WE'VE BEEN LOOKING AT A LOT OF DIFFERENT OPPORTUNITIES FROM BULKHEAD REPLACEMENTS TO

THE SLIP ONE ENERGY AND PETROLEUM PROJECTS THAT WE HAVE, WE HAVE GOING ON.

WE HAVE ALL OF THIS, THOUGH, AND I THINK I'D BE REMISS IF I DID NOT MENTION ALL OF THIS DEVELOPMENT TO ALL THE GRANTS THAT WE'RE SUBMITTING FOR ALL THE INVESTMENTS THAT'S BEING MADE UNDER THE LEADERSHIP OF THE COMMISSION REALLY DOESN'T TIE ALL TOGETHER UNTIL WE GET THE DEEPENING AND WIDENING PROJECT MOVING FORWARD.

SO THE METROPOLITAN TRANSPORTATION PLAN IS REALLY THE FIRST PIECE.

IN ORDER FOR A PROJECT TO BE ABLE TO RECEIVE FEDERAL FUNDING, IT MUST BE LISTED IN THE METROPOLITAN TRANSPORTATION PLAN.

SO EVERY SINGLE PROJECT THAT GETS FUNDED WITH MPO DOLLARS IS LISTED IN THE METROPOLITAN TRANSPORTATION PLAN.

IT IS A VERY HIGH LEVEL PLANNING DOCUMENT THAT LOOKS OUT TWENTY FIVE YEARS, BUT IT IS COST CONSTRAINED, WHICH MEANS THAT WE LOOK AT FINANCIAL FORECASTS PROVIDED TO US BY THE FEDERAL GOVERNMENT AND THE STATE GOVERNMENT IN TERMS OF THE FUNDING THAT WE CAN REASONABLY ANTICIPATE OVER THE NEXT 25 YEARS.

WHAT HAPPENS THEN, IS EVERY YEAR WE GO THROUGH A PROCESS WHERE WE PULL PROJECTS FROM THE METROPOLITAN TRANSPORTATION PLAN AND ACTUALLY BEGIN TO ASSIGN THE FUNDING TO IT.

AND THAT'S WHAT HAPPENS IN THE TRANSPORTATION IMPROVEMENT PROGRAM.

SO THINK OF IF I CAN, IF I CAN MAKE THIS RELATABLE.

THINK OF THIS AS YOUR SORT OF HOUSE PROJECT LIST, RIGHT? YOU HAVE A LIST OF PROJECTS THAT DOESN'T MEAN ALL OF THEM ARE BEING FUNDED, BUT EVERY YEAR YOU PROBABLY SIT DOWN AND YOU SAY, OK, I'M GOING TO REPLACE THE ROOF THIS YEAR AND I'M GOING TO DO THE DRIVEWAY THIS YEAR.

AND THAT'S THEN WHAT YOU ACTUALLY WILL BUDGET THE MONEY FOR AND SPEND MONEY ON THE REST OF THE PROJECTS WILL STILL REMAIN THERE, AND THAT'S EXACTLY WHAT THE METROPOLITAN TRANSPORTATION PLAN IS. IT'S THAT BUCKET OF PROJECTS THAT BASICALLY SAYS THESE PROJECTS ARE READY FOR FUNDING.

AND THEN THE TRANSPORTATION IMPROVEMENT PROGRAM IS WHERE YOU ACTUALLY BEGIN TO APPLY THOSE DOLLARS USING YOUR BANK ACCOUNT, USING YOUR FUNDS IN ORDER TO SPEND THEM.

SO THE AMENDMENT THAT WE DID EARLIER IS TO PROJECTS THAT WE'RE GETTING READY TO BE BUILT, DESIGNED, WHATEVER PHASE OF THE PROCESS THEY WERE IN.

AND THEN ALSO THE THE METROPOLITAN TRANSPORTATION PLAN AMENDMENT THAT YOU'RE LOOKING AT HERE IS TO ENSURE THAT WE'RE REMAINING COST CONSTRAINED OVER THAT LONG TERM, THAT 25 YEAR TERM AND MAKING SURE THAT THOSE PROJECTS THAT ARE ELIGIBLE TO RECEIVE FUNDING CONTINUE TO BE ELIGIBLE TO RECEIVE FUNDING AS WELL.

WE FEEL THAT DURING THE LAST YEAR TO YEAR AND A HALF WITH THE ARMY CORPS HAS DONE AND CERTAINLY IT TRANSLATES INTO AN INCREASED COST IS THEY HAVE ADDRESSED THE SIGNIFICANT ISSUES THAT A LOT OF PEOPLE HAD REGARDING POTENTIAL INDIRECT IMPACTS.

AND BECAUSE OF THAT, THEY HAVE GONE, THEY'VE DONE A DEEPER DIVE IN LOOKING AT MITIGATION

AND REMEDIATION PROGRAMS AND MINIMIZATION PROGRAMS THAT NOW ALLOW US THE OPPORTUNITY TO BE ABLE TO ADDRESS A LOT OF THE CONCERNS THAT THE ENVIRONMENTAL COMMUNITY HAS WORKING HAND IN HAND WITH THE INTERAGENCY WORKING GROUP.

THEY'VE DONE AN ABSOLUTELY FANTASTIC JOB AND WE TRULY DO HAVE A SCIENCE BASED DREDGING AND DEEPENING AND WIDENING PROGRAM.

THIS WILL BE THE MOST SCRUTINIZED DREDGING PROJECT EVER UNDERTAKEN IN THE UNITED STATES.

I THINK THAT'S SOMETHING THAT HAS LED TO A LITTLE BIT OF FRUSTRATION, BUT IN THE END, I THINK IT'S SOMETHING THAT WE CAN BE EXTREMELY PROUD OF.

WE HAVE A VERY SENSITIVE ENVIRONMENT FOR THIS PART OF THE ENVIRONMENT, AND BECAUSE OF THAT, WE HAVE OBLIGATIONS.

WE'RE WILLING TO TAKE ON THOSE OBLIGATIONS AND THE PLAN THAT THE ARMY CORPS NOW HAS IN THE PORT IN THE COUNTY IS A NON FEDERAL SPONSOR.

I THINK THAT IT'S REALLY COME TOGETHER.

THE ONE QUESTION THAT CAME OUT, WHICH WE ANTICIPATE WOULD COME OUT AND ASK A QUESTION WAS IMMEDIATELY ANSWERED, AND I HAD TO DEAL WITH WHETHER THE TRIGGER POINTS OF TURBIDITY WITHIN THE ICW AND WITHIN THE CHANNEL AND WITHIN THE PROJECT LIMITS ITSELF, THAT WOULD ALLOW FOR THE ARMY CORPS BASICALLY TO SHUT THE PROJECT DOWN FOR A PERIOD OF TIME UNTIL THE TURBIDITY LEVELS DECREASED TO MAKE SURE THAT WE'RE IN COMPLIANCE.

ACTUALLY, ONE OF THE EXHIBITS GOES EXHAUSTIVELY INTO THE TRIGGER LIMITS WITHIN THAT, SO ALL OF THAT HAS BEEN COVERED.

SO THAT'S A LONG WINDED WAY OF SAYING THERE WERE NO SURPRISES.

AND IN FACT, A COUPLE OF THE OPPONENTS ACTUALLY WERE DID COME ONLINE AND APPLAUDED THE ARMY CORPS AND THE PORT FOR GOING THIS EXTRA STEP TO TRY AND ADDRESS THE CONCERNS THAT THEY HAD A LITTLE BIT MORE THAN A YEAR AGO.

SO WE CAN WE WE'RE CONFIDENT THAT WE CAN MEET THOSE THRESHOLDS THAT THEY'RE ASKING.

THE PROJECT WILL TAKE SIX YEARS AND A LOT OF THAT HAS TO DO WITH THE ENVIRONMENTAL CONSIDERATIONS, ESPECIALLY WITH THE MIGRATION OF THE MANATEES, IS THE AMOUNT OF BLASTING THAT'S GOING TO BE NECESSARY AND THERE'S 280 INDIVIDUAL BLASTING COMPONENTS.

OUR RECOMMENDATION WAS TO DO AN EVALUATION OF YOUR DUES RELATIVE TO OTHER MAJOR MPO DUES.

AND I MEAN, I'LL GIVE YOU A REFERENCE POINT.

THE CITY OF DANIA BEACH PAYS $500.

SO EVEN IF YOU 2500, EVEN YOU DOUBLED IT.

IT TRIPLED. IT EVEN QUADRUPLED IT.

I DON'T THINK IT'S GOING TO BE PUNITIVE TO ANY ONE MUNICIPALITY, BUT I THINK WITH THE LEVEL OF PROJECTS THAT YOU HAVE ON THE BACKLOG RIGHT NOW, I THINK YOU SHOULD DO A SERIOUS EVALUATION IF YOU REALLY WANT TO BE ON TOP OF THE PROJECTS THAT ARE IN, YOU KNOW, SCHEDULED TO HAPPEN.

AND THAT WAS OUR RECOMMENDATION, AND WE DID RUN THAT BY MR. STUART. AND HONESTLY, HE DIDN'T REALLY HAVE ANY PROBLEM WITH THAT.

BUT IS THAT SOMETHING THAT COULD BE BROUGHT UP WHEN WE HAVE OUR KIND OF WORKSHOP SETTING OR SOMETHING LIKE THAT SO WE CAN HAVE A MORE ENGAGED CONVERSATION ABOUT IT, RATHER THAN JUST BRINGING AN ITEM FORWARD AND HAVING AMPLE OPPORTUNITY TO EVALUATE IT ACROSS THE, YOU KNOW, THEY BROUGHT IT UP.

OUR RECOMMENDATION WAS TO MAKE AN EVALUATION, HAVE STAFF COME UP WITH A RECOMMENDATION AND THAT'S, YOU KNOW, BASED ON THE DATA THAT THEY FIND AND THEN HAVE THE MEMBER KIND OF WEIGH IN ON IT.

THAT WAS AS SIMPLE A SIMPLE RECOMMENDATION.

THERE ARE MENDING THAT APPLICATIONS.

TAKE IT ALL THE WAY TO JACKSONVILLE.

RICKY FITZGERALD, WHO'S IN THE RAIL OFFICE UP IN DOT, IS ACTUALLY GOING TO BE THE PROJECT LEAD ON THIS APPLICATION.

MIAMI-DADE, WE, YOU KNOW, HAD THE CONVERSATION AND MAYOR FURR, YOU WERE THERE FOR THAT ON THEIR RAISE GRANTS AND TRY TO FIGURE OUT BECAUSE THEY HAVE A VERY ROBUST TRANSIT SYSTEM THAT THEY'RE MOVING FORWARD WITH AND EVERY OPPORTUNITY THEY'RE MATCHING.

SO WE MIGHT HAVE A LITTLE BIT OF AN ISSUE IN MIAMI-DADE, BUT NOT A LOT.

AND THEN TRI RAIL IS ALSO ASKING FOR THE CONNECTION MONEY FOR WHAT IS CALLED MR. MICKEY, WHICH IS A CONNECTION POINT DOWN IN MIAMI-DADE FOR TRI RAIL, MOVING OVER TO THE FEC TRACKS TO GO INTO DOWNTOWN MIAMI.

THAT FOR US IS VERY IMPORTANT AS WELL FOR REGIONAL CONNECTIONS HERE FROM THIS OFFICE TO DOWNTOWN MIAMI, BUT IT ALSO CONNECTS UP TO PALM BEACH.

SO I'M GOING TO BE BASICALLY, THEY'VE ASKED ME TO SIGN A LETTER OF SUPPORT, AND IF I DON'T HEAR OBJECTION TODAY FROM ANYBODY HERE, I WILL GO AHEAD AND SAY, GIVE THAT LETTER OF SUPPORT TO THE TRI RAIL AND THEN OFFER LETTER OF SUPPORT TO BRIGHTLINE.

WE WERE WORKING WITH CITY OF HOLLYWOOD FOR A RAISE GRANT THERE.

WE HAVEN'T HAD THE OFFICIAL DEBRIEF YET FROM USDOT.

IT'S A DIFFERENT AREA.

WE MAY, IF THE OMNIBUS BILL PASSES, BE ABLE TO GO AFTER PROTECT MONEY FOR THE CITY OF HOLLYWOOD CLIMATE CHANGE GRANT AND ACTUALLY DEAL WITH THAT IN A DIFFERENT TYPE OF FUNDING SOURCE AS WELL. SO I WANTED TO LET EVERYBODY KNOW ON THAT AND I DON'T KNOW COMMISSIONER FURR IF YOU WANT TO DISCUSS IT, BUT WE DID HAVE A SELF TECH MEETING.

THE SOUTHEAST FLORIDA TRANSPORTATION COUNCIL DOWN IN MIAMI-DADE WAS TWO WEEKS AGO AND THE SUBJECT CAME UP ON THE BROWARD RAIL CORRIDOR, AS WELL AS THE NORTHEAST CORRIDOR IN MIAMI-DADE. I REACHED OUT TO JERRY O'REILLY, THE SECRETARY OF DISTRICT FOUR, YESTERDAY TO SEE IF HE WOULD BE ABLE TO PROVIDE CONSULTANTS FOR A WORKSHOP.

WE'D LIKE TO HAVE A REGIONAL WORKSHOP WITH MIAMI-DADE, BROWARD AND POTENTIALLY PALM BEACH TO DISCUSS THAT RAIL SYSTEM, WHAT IT COULD LOOK LIKE, WHAT IMPLEMENTATION, HOW FAZING COULD BE, YOU KNOW, NOT NECESSARILY DISCUSSED THE OVER UNDER ISSUE ON THE NEW RIVER, BUT IT IS A VITAL LINK TO EVERYTHING.

SO THAT'S WE'RE GOING TO BE LOOKING AT TRYING TO DEAL WITH THAT AS WELL AT A REGIONAL LEVEL, AND WE'D INVITE ALL OF THE MUNICIPALITIES ON THE FEC CORRIDOR TO PARTICIPATE.

SO FROM DEERFIELD BEACH ON SOUTH, WE'LL LOOK TO BOCA RATON AND ALL THE REST WITH THE PALM BEACH TPA TO INVITE.

BUT THAT'S AN AREA AND COMMISSIONER FURR I DON'T KNOW IF YOU WANT TO TALK ABOUT IT.

JUST TO SAY THAT THIS IS A SELF TECH FOR THOSE WHO DON'T KNOW, IT'S WITH MIAMI-DADE, BROWARD AND PALM BEACH, AND IT WAS A GOOD OPPORTUNITY TO TRY TO BRING EVERYBODY ON BOARD TO APPLY FOR GRANTS ON A REGIONAL LEVEL WITH REGARD TO THE BRIGHT LINE AND FOR THE ENTIRE COASTAL LINK. AND IT SEEMED IT FELT LIKE EVERYBODY WAS ON BOARD.

I THINK THEY UNDERSTAND, YOU KNOW, PART OF THE EQUATION IS HOW MANY HOW MANY PASSENGERS DO YOU HAVE PER FOR THE MONEY? WELL, OBVIOUSLY IF YOU START TO INCLUDE ALL THE ONES FROM ALL COUNTIES, YOU'VE GOT A BETTER EQUATION GOING ON AND THEY RECOGNIZE THAT.

AND SO HOPEFULLY, I THINK THE THREE COUNTIES WILL END UP WORKING TOGETHER ON THIS APPLY FOR SOME OF THE LARGE GRANTS FOR THE INFRASTRUCTURE MONEY.

AND I THINK THAT WOULD BE THE KEY TO TO MAKING THIS HAPPEN.

BUT ALL THAT NEW FUNDING THAT WE WERE TALKING ABOUT WILL FINALLY BECOME AVAILABLE.

SO THAT MEANS A LOT MORE FUNDING COMING TO THIS BOARD TO PROGRAM.

AT THE STATE LEVEL, THANK YOU FOR PERMISSION TO BE CONCISE ON THAT.

SO THE BUDGET WAS FINALIZED LAST NIGHT AS YET TO BE PRINTED.

THERE'S A 72 HOUR COOLING OFF COOLING OFF PERIOD, SO IT LOOKS LIKE THAT WILL BE APPROVED ON MONDAY. SOME HIGHLIGHTS IN THAT ARE A $200 MILLION GAS TAX HOLIDAY STARTING IN OCTOBER. THE REASON BEING THAT THAT'S THE LOWEST, LOWEST TIME OF THE YEAR FOR TOURISTS, SO THEY WANT TO MAKE SURE THAT IT BENEFITS FLORIDIANS MORE.

THERE'S ALSO A LOT OF FUNDING IN THIS FOR GRANTS FOR RESILIENCY.

SOME OTHER HIGHLIGHTS ON BILLS EV EV PACKAGE HAS PASSED.

THE TRANSPORTATION OMNIBUS PACKAGE PASSED NOT MUCH IN THERE THAT WE WERE FIGHTING AGAINST OR FOR. THE ONLY CHANGE THAT WE WERE ACTIVELY SEEKING WAS TO THE FORMULA ON PUBLIC TRANSPORTATION. THEY WOULD CAP FUNDING AT 25 PERCENT.

THE REASON THAT'S IMPORTANT BECAUSE THE STATE GROUPS ALL PORTS WITH PUBLIC TRANSPORTATION, SO BUSSES, AIRPORTS AND SEAPORTS WOULD HAVE FALLEN UNDER THAT 25 FIVE PERCENT CAP.

THAT WAS REMOVED.

OK. WE ARE MONITORING THERE IS A NEW THERE WILL BE A NEW FDOT SECRETARY AND WE'RE MONITORING THAT CLOSELY.

BUT WE'RE ALREADY TALKING ABOUT THE UPDATE TO THAT BECAUSE WE ARE FEDERALLY REQUIRED TO UPDATE THE METROPOLITAN TRANSPORTATION PLAN EVERY FIVE YEARS WITH A NEW HORIZON.

SO WE LAST UPDATED OUR METROPOLITAN TRANSPORTATION PLAN IN 2019.

SO BY 2024, WE HAVE TO HAVE A NEW METROPOLITAN TRANSPORTATION PLAN IN PLACE, AND THERE'S TYPICALLY A TWO YEAR DEVELOPMENT PERIOD BETWEEN WHEN WE START THE PROCESS AND WHEN WE ACTUALLY ADOPT.

SO WE'RE ALREADY STARTING THE PROCESS OF PUTTING TOGETHER A SCOPE OF WORK AND WHAT WE MIGHT SEE IN THE NEXT 20 50 METROPOLITAN TRANSPORTATION PLAN UPDATE.

WE WANT TO INTRODUCE MORE FLEXIBILITY, ESPECIALLY FOR AN URBAN REGION LIKE BROWARD, AND WE'VE MANAGED TO BE SUCCESSFUL IN THOSE CONVERSATIONS WITH OUR PARTNERS TO THE NORTH AND SOUTH THAT WAS INCORPORATED AS PART OF THE REGIONAL TRANSPORTATION PLAN.

WE WANT TO CONTINUE SUPPORTING OUR SAFETY PERFORMANCE TARGETS THE TARGET OF ZERO, WHICH HAS BEEN SET BY THIS MPO BOARD AND THEN LOOKING AT HOW WE CAN BALANCE SAFETY WITH CONGESTION RELIEF BECAUSE SOMETIMES THOSE TWO CAN BE AT ODDS AND WE NEED TO MAKE SURE THAT WE'RE ALLOCATING FUNDING TO ADDRESS BOTH OF THOSE THINGS.

EMERGING TECHNOLOGIES IS ANOTHER AREA WHERE THE FEDERAL GOVERNMENT HAS ASKED US TO DO KIND OF A DEEPER DIVE.

WE'RE LOOKING TO EXPLORE A COUNTYWIDE MASTER PLAN FOR AUTOMATED, CONNECTED, ELECTRIC AND SHARED VEHICLE TECHNOLOGY.

AND THE FINAL COMPONENT THAT YOU SEE HERE IS HOUSING.

THIS IS A VERY NEW AREA FOR MPOS TO GET INVOLVED IN.

THIS IS TYPICALLY NOT SOMETHING THAT THE MPO DABBLES IN, BUT THE CONNECTION BETWEEN TRANSPORTATION AND LAND USE AND HOUSING IS EXTREMELY STRONG.

AND I THINK THIS IS WHY THE FEDERAL GOVERNMENT HAS SAID, HEY, WE WANT YOU TO TAKE A LOOK AT THIS. WE FULLY ACKNOWLEDGE THAT THERE IS A LOT OF WORK ALSO BEING DONE IN THE LAND USE REALM AND IN THE HOUSING REALM, AGAIN AT THE COUNTY LEVEL THAT WE WANT TO TRY AND INCORPORATE. BUT I THINK WHAT THE FEDERAL GOVERNMENT'S CHARGE IS TO LOOK AT HOW OUR TRANSPORTATION PROJECTS ARE IMPACTING ACCESS TO ATTAINABLE AND AFFORDABLE HOUSING, HOW IT IS IMPACTING LAND USE ALONG OUR KEY CORRIDORS.

AND WE WANT TO TRY AND WORK WITH THE COUNTY AND WITH OUR MUNICIPALITIES TO PROMOTE LAND USE CHANGES ALONG OUR MAJOR TRANSIT CORRIDORS, WHETHER THEY BE FOR BUS, FOR RAIL, ANYTHING LIKE THAT. SO I THINK THE ENVIRONMENT IS RIPE WITH A CONVERSATION THAT'S HAPPENING AT THE COUNTY LEVEL WITH THE NEW TRANSIT SYSTEMS PLAN.

I KNOW THERE'S A LOT OF GOOD WORK BEING DONE BY THE THE BROWARD COUNTY PLANNING BOARDS, THINGS LIKE THAT. SO WE WANT TO CONTINUE THAT RELATIONSHIP AND REALLY BUILD OFF OF WHAT'S BEEN DONE AND SEE HOW WE CAN ENHANCE THAT.

FINALLY, THE NEEDS ASSESSMENT HERE, AS I MENTIONED, WE'RE GOING TO BE DOING A CALL FOR PROJECTS ONE ON ONE MEETINGS WITH OUR MEMBER AGENCIES, BUILD OFF OF WHAT WE DID IN TWO THOUSAND ONE HUNDRED FOR THE VISION AND THEN ALSO WORK WITH BROWARD COUNTY BECAUSE THEY'RE WRAPPING UP THEIR TRANSIT SYSTEMS PLAN AND THEY'RE GOING TO BE LOOKING TO PURSUE FEDERAL GRANTS FOR THE PROJECTS THAT THEY IDENTIFY THROUGH THAT PLAN.

AND I TOUCHED ON THE ACCESSIBILITY PIECE, THIS IS AGAIN VERY TECHNICAL, BUT THERE IS A VERY GOOD LINK THAT YOU'LL SEE UNDERNEATH THE PICTURE THERE FOR A WHITE PAPER ON HOW ACCESSIBILITY IS MEASURED AND HOW IT'S BEING INCORPORATED IN A LOT OF TRANSPORTATION PLANNING. MAYOR STONER LED THAT EFFORT ALONG WITH SEVERAL OTHER MAYORS FROM OUR CITIES, SAYING, YOU KNOW WHAT? THIS IS VERY DIFFICULT TO DO THE LAP PROGRAM, AND THAT'S ONE OF THE REASONS WHY WE USE THE DISTRICT STAFF TO DELIVER LAP PROJECTS.

THE LAP PROJECTS THEMSELVES ARE ACTUALLY A REALLY HARD THING TO DO.

THE FEDERAL AND STATE REQUIREMENTS ON THE DELIVERY OF FEDERAL FUNDS DON'T MAKE A LOT OF SENSE TO PEOPLE, BUT THEY ARE REQUIREMENTS AND YOU MUST DO THEM.

AND THIS BECOMES VERY DIFFICULT WHEN YOU GET ONE PROJECT EVERY TWO TO THREE YEARS.

SO WHAT WE HAD HAPPENED IN THE PAST AND I'VE BEEN AROUND NOW FOR ALMOST 15 YEARS DOING THIS, IS THE CITY'S ACTUALLY DURING THE LAST ECONOMIC CRISIS, WHEREAS THEY WEREN'T CAPABLE OF DELIVERING BECAUSE THEY HAD TO DO BUDGET CUTS.

THEY HAD TO DO THINGS THAT WERE UNCOMFORTABLE FOR THEM AND COULD NOT NECESSARILY DELIVER STATE AND FEDERALLY FUNDED PROJECTS SO THAT WE TURN TO THE DEPARTMENT OF TRANSPORTATION, THE DISTRICT THEN WORK PROGRAM.

STACEY MILLER ACTUALLY TURNED TO ME AND SAID, I CAN'T HAVE ANY MORE OF THESE EOG AMENDMENTS BECAUSE THEY'RE, YOU KNOW, A MILLION, $2 MILLION.

THEY'RE REALLY LITTLE AND WE DON'T LIKE THAT AND I'M LIKE, I'M GETTING DINGED, SO WE'RE OK. WELL, LET'S STOP GETTING DINGED.

LET'S HAVE THE DISTRICT DELIVER THE PRODUCTS.

WELL, THE DISTRICT DID FOR A WHILE.

AND IN FACT, YOU WERE ON SUPER SECRET PROBATION FOR A WHILE.

THAT SAID, WE ACTUALLY LOOKED AT DIFFERENT WAYS.

MATT, WHO IS WITH OUR LAW FIRM, WORKED WITH THE BOARD AND ACTUALLY LOOKED AT DIFFERENT ORGANIZATIONAL STRUCTURES THAT BEING A C CORP, A CO-OP OR USING CHAPTER ONE, SIXTY THREE OR ONE, WHICH IS ACTUALLY SOMETHING THAT MOST LOCAL GOVERNMENTS PROVIDE AID BACK AND FORTH TO EACH OTHER.

CENTRALIZED PROCUREMENT IS A KEY COMPONENT TO THE SUCCESS OF THIS PARTICULAR ORGANIZATION

THEY WANTED TO USE A DIFFERENT COLOR.

THAT CREATED A ABSOLUTE FIRESTORM OVER AT THE DISTRICT, AND IT TOOK HOURS AND HOURS OF STAFF TIME, NOT JUST MINE, BUT AT THE DISTRICT LEVEL OF THE CITY LEVEL.

I, IF I WAS BUILDING TO THAT, I WOULD PROBABLY TELL YOU THAT IT COSTS MORE THAN THE UNIT ITSELF COSTS TO BE INSTALLED.

THE AGREEMENT IN THE ORGANIZATION IS SET UP TO DISSUADE PEOPLE FROM LEAVING THE ENTITY.

YOU HAVE THE COMMITMENT WITHIN THE AGREEMENT FOR THE TO HAVE BOARD [INAUDIBLE] BECOME A BOARD MEMBER. YOU HAVE TO HAVE BEEN A MEMBER OF THE ORGANIZATION FOR A CERTAIN AMOUNT OF TIME. YOU ALSO, IF YOU LEAVE THE ORGANIZATION, YOU LOSE YOUR ACCESS TO THE PROJECT MANAGEMENT SERVICES THAT THE ORGANIZATION PROVIDES.

SO THERE ARE REASONS TO MAINTAIN MEMBERSHIP RATHER THAN JUMP IN AND OUT.

WONDERFUL, I'M REALLY INTRIGUED BY THIS BECAUSE I KNOW EVERYONE HAS BEEN STRUGGLING AND WE KEEP, YOU KNOW, WE HAVE PEOPLE THAT ARE LEAVING OUR ENTITY.

BUT I THINK THE STRONGEST DISINCENTIVE FROM JUMPING OUT IS IF YOU WERE WHEN YOU ARE PRESENTED WITH A LAP FUNDED PROJECT, THERE'S GOING TO BE AN AGREEMENT WHEREBY THE MUNICIPALITY IS NOT THE CERTIFIED ENTITY.

AND IF THEY ARE NO LONGER WORKING WITH MTECH, YOU KNOW THAT COULD PLACE THEIR PROJECT IN SIGNIFICANT PERIL.

BUT JUST A FULL DISCLOSURE, ALTHOUGH THERE'S A DESIRE FOR WHOEVER PARTICIPATES TO BE THERE FOR FIVE YEARS, SO YOU HAVE THE ABILITY TO PLAN ACCORDINGLY.

YES, THERE'S NOTHING TO PROHIBIT THEM FROM LEAVING.

SHOULD SOMETHING OCCUR WITHIN THAT MUNICIPALITY THAT THEY THEY YOU'RE TALKING ABOUT PENALTIES WITH RESPECT OTHER THAN LOSING THEIR ACCESS TO THIS.

CLEARLY, THEY WOULDN'T GET ANY FURTHER ASSISTANCE FROM THE GROUP.

AND THEN WITH REGARD TO THE MEMBERSHIP ITSELF OR THE MEETINGS, PUBLIC MEETINGS, SUNSHINE

WHAT IT DOES STIPULATE IS THAT THE MUNICIPAL MEMBERS WILL APPOINT FROM AMONG THEIR MEMBERSHIP THE PARTICIPANT IN THE IN THE MTECH BOARD.
