THERE WERE TWO WORKSHOPS HELD, AND AT LEAST TWO THIRDS OF THE MUNICIPALITIES ATTENDED AT LEAST ONE OF THE WORKSHOPS. EVER SINCE THEN, WE'VE BEEN DOING ONE ON ONE MEETINGS AND 90% OF THE MUNICIPALITIES HAVE ATTENDED THESE MEETINGS AND WE DISCUSSED PROJECT IDEAS, EXPECTATIONS FOR THE APPLICATION PERIOD AS WELL AS CYCLE ONE AND LESSONS LEARNED. PER THE SECOND AMENDMENT THE APPLICATION PERIOD IS SUPPOSED TO OPEN ON THE SECOND FRIDAY OF MARCH, AND IT WILL REMAIN OPEN FOR SUBMISSION FOR 28 DAYS. SO THIS YEAR'S APPLICATION PERIOD WAS MARCH 11TH TO APRIL 8TH. THIS PERIOD WE RECEIVED 100 APPLICATIONS FROM 20 DIFFERENT CITIES. THEREFORE, THAT RESULTED IN A 67% INCREASE IN PARTICIPATION AND 138% INCREASE IN ELIGIBLE PROJECTS IN COMPARISON TO LAST YEAR. OF THE 100 APPLICATIONS SUBMITTED, A THIRD OF THEM WERE REQUESTING DESIGN PHASE AND CONSTRUCTION FUNDING. THERE WERE VERY FEW PROJECTS REQUESTING CONSTRUCTION PHASE ONLY, ABOUT A QUARTER OF THE PROJECTS LIKE 24 REQUESTING PLANNING, DESIGN AND CONSTRUCTION. SINCE THERE WERE ONLY A COUPLE OF DESIGN BUILD PROJECTS, WE'RE GOING TO FOCUS THE NEXT YEAR ON EDUCATING MUNICIPALITIES ON THE [00:05:02] BENEFITS OF DESIGN BUILD TO GET TO CONSTRUCTION AS SOON AS POSSIBLE. WHILE SUBMISSIONS HAVE INCREASED, THERE'S STILL ROOM FOR IMPROVEMENT. 90% OF THE APPLICATIONS HAD RIGHT OF WAY. HOWEVER, ABOUT A LITTLE BIT MORE THAN HALF SUBMITTED THE RESOLUTION SUPPORTS FOR THEIR PROJECTS. SO THAT'S STILL TO BE SUBMITTED. CITIES HAD UNTIL MAY 15TH TO SUBMIT THEM, SO THERE'S STILL TIME. THE COST ESTIMATES HAD TO BE REVIEWED BY A THIRD PARTY. MOST OF THEM WERE AT LEAST PRELIMINARY DESIGN. HOWEVER, NONE OF THEM WERE AT 100% DESIGN, SIGN AND SEALED, AND THERE WAS ABOUT A THIRD OF THEM AT CONCEPTUAL DESIGN . FOR THE NEXT STEPS FOR THE PROGRAM IS TO RECOMMENDED PROJECTS. AND WE HAVE KIND OF THE AUTHORITY ASPECT OF WELL, OF WE CAN KIND OF HANDLE SOME OF THE ENFORCEMENT, ON RAIL IT'S A LITTLE DIFFERENT. YOU KNOW, IT MUST BE BASED ON COLLABORATION BETWEEN ALL OF THESE PARTNERS. AND SOMETIMES FDOTS ROLL ON THE SOLUTIONS MAY VARY, MAYBE A LITTLE UNIQUE DEPENDING ON IF WE OWN THE RAIL CORRIDOR THAT'S UNIQUE TO THE SUN RAIL AND [INAUDIBLE]. AND SOMETIMES, LIKE I MENTIONED, YOU KNOW, WE WE ARE NONE OF THE ABOVE. SO THAT'S WHERE WE STILL NEED TO PROVIDE SUPPORT. BUT FIGURING OUT HOW TO DO THAT EFFECTIVELY IS A KEY CHALLENGE. SO WE'LL GET A COUPLE HIGHLIGHTS OF EACH OF THESE ON THE NEXT COUPLE OF SLIDES. AGAIN, NEXT SLIDE, PLEASE. ENGINEERING IS KIND OF OUR BREAD AND BUTTER. IT HELPS INCREASE CROSSING SAFETY, AND IT'S REALLY HONESTLY OUR CRITICAL PROGRAM BECAUSE WE DON'T HAVE SUFFICIENT STATE FUNDS TO KIND OF HELP ADDRESS THIS ISSUE. THIS IS A CORE BREAKDOWN OF THE HIGHWAY SAFETY IMPROVEMENT PROGRAM AND A SET ASIDE FOR CROSSINGS IN PARTICULAR. AND WE'VE GOT A NEEDS LIST A MILE LONG THAT COULD DO MORE PROJECTS IF THEY WERE MORE MONEY. SO IT'S IT'S GREAT, BUT IT DOESN'T CAPTURE EVERYTHING. THE OPENING CLOSURE PROGRAM IS ANOTHER ASPECT THAT'S AN ONGOING STATE PROGRAM THAT FACILITATES CROSSING CLOSURES. AND WHILE WE WANT TO MAKE SURE THAT WE HAVE LOCAL ACCESSIBILITY, WE WANT TO MAKE SURE WE'RE NOT CUTTING THAT OFF. WE HAVE TO MAKE SURE WE'RE LOOKING AT SOLUTIONS STATEWIDE. AND ANY TIME WE CAN POTENTIALLY CLOSE A CROSSING AND AT GRADE CROSSING, THAT DOESN'T NECESSARILY MEAN CLOSING ENTIRELY. SOMETIMES THAT MEANS GRADE SEPARATING. AND SOMETIMES THE CONNECTIONS WITH THE LOCAL GOVERNMENTS TRAFFIC OPERATIONS ISN'T WORKING AS DESIGNED. SOMETIMES IT IS AND THERE'S COMPONENTS ON THE RAIL SIDE THAT AREN'T ALIGNED. IT'S JUST A LOT TO KEEP TRACK OF. SO WE WANTED TO DO AN INVENTORY OF WHAT'S WORKING AND WHAT'S NOT SO WE CAN GO FIX IT. DEVELOPING A MANUAL TO ESTABLISH DESIGN STANDARDS FOR CROSSINGS ON HIGHER SPEED CORRIDORS. THAT'S ONE OF OUR EFFORTS THAT WE'RE GETTING STARTED ON RIGHT NOW. THAT'S AS WE KIND OF SEE THIS EMERGING NEED TO ADDRESS. WELL, THERE'S KIND OF SEALED CORRIDOR STANDARDS FOR HIGH SPEED RAIL, BUT THERE'S SOMETHING KIND OF IN BETWEEN OF HIGHER SPEED. THAT'S KIND OF A GRAY AREA. WE WANT TO MAKE SURE WE CAN TRY TO DO SOME ADDITIONAL GUIDELINES THERE TO MAKE SURE WE'RE ADDRESSING THOSE NEEDS. GRANTS. THIS HAS BEEN A HUGE ONE WHERE WE'VE PARTNERED WITH BRIGHTLINE ON A RAISED GRANT RECENTLY. WE'VE TRIED TO GO FOR SOME OF THE GRANTS. FOR SAFETY IMPROVEMENTS THAT WE ALREADY IDENTIFIED ON OUR STATE OWNED CORRIDOR WITH THE SUN RAIL CORRIDOR. WE'RE PREPARING TONS OF APPLICATIONS LATELY THAT INCLUDE CROSSING AND SAFETY IMPROVEMENTS ON OUR STATE OWNED RAIL CORRIDORS AND WITH OUR PARTNERS. AND ALL OF THAT KIND OF ALSO TIES INTO TRESPASS PREVENTION. WE'VE DONE A LOT OF RESEARCH. THAT'S WHAT THE SRT IS. IT'S THE HONESTLY, DON'T EVEN REMEMBER WHAT THAT STANDS FOR [INAUDIBLE] WE'LL SPELL THAT OUT, BUT IT'S ESSENTIALLY GAINING THAT BUY IN FROM ALL OF OUR STAKEHOLDERS, SETTING PRIORITIES ON HOW DO WE FOLLOW THROUGH WITH OUR RESEARCH RECOMMENDATIONS ON OUR CENTRAL RAIL CORRIDOR AND THE FEC CORRIDOR, KNOWING THOSE WERE KIND OF THE CHALLENGE AREAS IDENTIFIED IN SOME OF OUR HOTSPOTS WE WANTED TO DIAL DOWN INTO OK NOW THAT WE KNOW THAT STATE WIDE LEVEL, THESE ARE OUR FOCUS AREAS WHERE THOSE INDIVIDUAL KIND OF COMPONENTS THAT WE WANT TO ADDRESS TRESPASSING CONCERNS. NEXT SLIDE. SO IN ADDITION TO KIND OF THOSE ENGINEERING EFFORTS, A LOT A LARGE PART OF RAIL SAFETY IS EDUCATION. OPERATION STRIDE KIND OF HAD A EDUCATION COMPONENT AS WELL. SO IN ADDITION TO PAINTING THOSE STRIPES ON THE ROADWAY, WE ALSO DID A LOT OF SOCIAL MEDIA TO BLAST OUT THAT NOT ONLY THAT THOSE WERE HAPPENING SO PEOPLE KNEW WHAT TO EXPECT WHEN THEY CAME UP TO THE STRIPES ON THE ROAD. BUT A LOT OF RAIL SAFETY MESSAGES WERE JUST POSTED OUT THERE AS A WAY TO EXPAND GENERAL PEOPLE'S KNOWLEDGE. THE SAME WAY OPERATION LIFESAVER IS TARGETED AT IMPROVING RAIL SAFETY KNOWLEDGE AND GETTING THE WORD OUT THERE. [01:05:04] IT'S A NONPROFIT AND EFFORT HAS A MEMBER ON THE OPERATION LIFESAVER FLORIDA BOARD. THAT'S MY BOSS, RICKY FITZGERALD. AND WE ALSO PROVIDE OVERALL TECHNICAL AND OUTREACH SUPPORT. SO WE'RE ALSO KIND OF TAKING A LEAD THERE ON THE OPERATION LIFESAVER BOARD MEMBERS OUR REPRESENTATIVES FROM RAILROADS ACROSS THE STATE, BUT WE HELP KIND OF MAKE SURE THAT THEY'VE GOT THE RESOURCES THEY NEED TO IMPLEMENT THEIR STRATEGIC VISION. MEDIA CAMPAIGNS IN ADDITION TO THAT, OPERATION STRIDE KIND OF TARGETED EFFORT DISTRICT FOR EFFORT ACTUALLY CAME UP WITH THE BRAILLE SMART VIDEO SERIES AND A HANDOUTS ON RAIL SAFETY. AND THERE'S A LOT OF EFFORTS IN GENERAL THAT WE DO ON SOME RAIL SOCIAL MEDIA. THERE'S A LOT OF ONGOING MEDIA CAMPAIGNS TO JUST GET THAT WORD OUT THERE ON. HERE'S SOME HELPFUL TIPS. WE'RE ALSO TRYING TO USE SOME OF THOSE RESOURCES THAT WE ALREADY HAVE TO DISPLAY RAIL SAFETY MESSAGING, ESPECIALLY NEAR CROSSINGS IN ANOTHER WAY TO ADDRESS THE SUICIDE PREVENTION. WE'RE ALSO PUTTING THESE 211 SIGNS ON OUR OWN STATE OWNED CORRIDORS AND REALLY JUST WORKING TO INCREASE EDUCATION THROUGH OUR ENFORCEMENT PARTNERS AS WELL. WE'RE REALLY LOOKING TO HAVE HIGHWAY SAFETY, MOTOR VEHICLES, ADD RAIL SAFETY QUESTIONS ON FLORIDA DRIVER TESTS. WE'RE FINDING THAT AN EDUCATIONAL EFFORT INCLUDES GOING FROM FROM THE VERY BEGINNING, OUR NEW DRIVERS EDUCATED ON RAIL CROSSING SAFETY AND HOW TO ADDRESS THAT. GO TO NEXT SLIDE, PLEASE. BUT IF NOTHING ELSE, IT'S THAT ADDITIONAL AWARENESS OF, YOU KNOW, WE WANT TO MAKE SURE THAT WE'RE TAKING GOOD USE OF THEIR TIME KNOWING THEY HAVE A MILLION PRIORITIES. BUT IF THIS RAIL SAFETY ISSUE KEEPS POPPING UP AS THERE'S PEOPLE GOING AROUND GATES, THERE'S PEOPLE TRESPASSING IN AREAS WHERE IT'S A DEFINED ISSUE AREA, THEN THERE'S AN ENFORCEMENT COMPONENT THAT JUST HAS TO BE THERE SO WE CAN MAKE SURE THAT PEOPLE ARE IF WE'VE DONE THE ENGINEERING SIDE, WE'VE DONE THE EDUCATION, THE LAST PIECE IS ENFORCING THE LAW TO MAKE SURE PEOPLE ARE AWARE. SO WE'RE KIND OF HAVING THAT MORE DIVERSE PERSPECTIVE THAT INCLUDES THAT ENFORCEMENT SIDE THAT WILL HELP A LOT. SO NEXT SLIDE. THAT'S KIND OF AN OVERVIEW OF KIND OF THE KEY CATEGORIES. SO WHEN WE'RE LOOKING AT WALKABILITY IN MANY LOCATIONS, WE FOUND THAT TRESPASSING HAPPENS BECAUSE, OH, WHAT DO YOU KNOW? IT'S THE FASTEST ROUTE BETWEEN POINTS A AND B IS TO GO ACROSS THE RAILROAD. THAT'S SOMETHING WE CAN ADDRESS. YOU KNOW, IT'S IN THOSE INSTANCES, MAYBE WE INSTEAD OF FENCING IT OFF ENTIRELY, MAYBE IT'S BEST TO DIRECT PEDESTRIAN TRAFFIC TO A SAFE CROSSING POINT. SO THERE AT LEAST IS THAT ACCESSIBILITY OPTION. WHEN THERE'S ILLICIT ACTIVITIES, OTHER THINGS THAT WE WANT TO DISCOURAGE USE OF THAT AREA OVERALL, SOMETIMES BOUNDARIES ARE MOST EFFECTIVE, AND MAYBE THAT MEANS A MORE HARDENED FENCING, OTHER TYPES OF BARRIERS. ANOTHER ASPECT OF TRESPASSING IS MONITORING. WE REALLY FOUND THAT WHEN YOU CATCH THE TRAIN ENGINEER'S OFF GUARD THEY CAN'T REACT. SPING A TRAIN TAKES FOREVER. WE'VE GOT OPERATION LIFESAVER MATERIALS ON THAT AS WELL. IT'S NOT AS SIMPLE AS STOPPING THE CAR. IT TAKES, LIKE, A MILE TO STOP A WHOLE TRAIN. BUT IF WE HAVE SOME OF THAT MONITORING, SOMETIMES WE CAN ALERT SYSTEMS AHEAD OF TIME SO THAT DISPATCH KNOWS, HEY, THERE'S A POSSIBILITY OF A TRESPASSER OVER HERE. MAYBE THEY CAN SEND SOMEONE OUT AHEAD OF TIME TO ADDRESS THE SITUATION AND THEN THE TRAIN PASSES BY SAFELY. IN THE SAME WAY THAT KIND OF THAT MONITORING HELPS LIGHTING. IT'S ANOTHER PROACTIVE METHOD OF IMPROVING PEDESTRIAN VISIBILITY. SO THEN THERE'S NO ACCIDENTS THAT WAY IF PEOPLE ARE TRIPPING ON TRACKS AND THINGS LIKE THAT. NEXT SLIDE, PLEASE. SO INSTEAD OF PEDESTRIAN TRESPASSING, THIS SLIDE FOCUSES ON VEHICULAR TRESPASSING. AND THIS IS ANOTHER ONE OF MOST COMMON FACTORS, JUST PEOPLE NOT NECESSARILY DOING IT ON PURPOSE, BUT INCORRECTLY TURNING ONTO THE TRACKS. MAYBE THEY'RE USING RAILROAD PROPERTY FOR PARKING BECAUSE THEY DON'T REALIZE IT'S PRIVATE PROPERTY AND MAYBE THEY'RE JUST OUT THERE FOR FUN DOING SOMETHING THAT THEY SHOULDN'T BE. SAME THING A LOT OF PEOPLE DON'T REALIZE RAILROAD PROPERTY IS PRIVATE PROPERTY. SO IF WE HAVE SOME SORT OF WARNING SYSTEMS, THOSE ARE PRETTY EFFECTIVE. DELINEATORS IS THAT TOP PHOTO THAT CAN BE REALLY HELPFUL IN REDUCING INCORRECT TURNS ONTO THE TRACKS ACCESS IN GENERAL, SAME AS PEDESTRIANS. SO THAT CAN BE BECAUSE THE TRAFFIC LIGHTS AREN'T SET UP WELL IN A WAY THAT WOULD MAKE IT SO YOU CAN'T SEE THE NEXT SCREEN OR THERE'S TOO MANY LIGHTS IN A ROW OR THERE'S A PROBLEM WHERE YOU HAVE A LOT IN SOUTH FLORIDA, IT'S THERE'S A LOT OF THE RAILROAD IS PARALLEL TO THE HIGHWAY FACILITY FOR A LONG TIME. SO YOU REALLY HAVE TO KIND OF INCH UP OVER THE CROSSING IN ORDER TO KIND OF SEE IF YOU CAN TAKE A RIGHT. THERE'S A LOT OF WAYS THAT THAT MIGHT BECOME AN ISSUE. BUT IF WE HAVE, YOU KNOW, CLEAR GUIDELINES FOR STORAGE DISTANCE AND THINGS LIKE THAT, WE MAY BE ABLE TO ALLOW TRAFFIC TO CLEAR PRIOR TO TRAIN'S ARRIVAL WHEN THERE ISN'T ROOM TO KIND OF HAVE VEHICLES MOVE ALL THE WAY UP TO AN AREA AND USE PREEMPTION TO ALERT THE SIGNALS, HEY, THERE'S A TRAIN COMING. ONE OF THE THINGS WE'VE LOOKED INTO IS BLOCK CROSSING WARNINGS. THAT COULD BE SOMETHING LIKE, HEY, THERE'S A BIG LED SIGN THAT LIGHTS UP WHEN THE VEHICLES NEED TO STOP AND NOT BLOCK A CROSSING. SO THEY'RE KIND OF MORE AWARE OF THEIR SURROUNDINGS. AND IF WE FIND THAT ANOTHER OPTION IS IF THE VEHICLE'S ALREADY CUED ON THE TRACKS, WE KNOW THERE'S GOING TO BE AN ISSUE. MAKE SURE THAT THERE'S AN ESCAPE OPTION. THE LAST THING YOU WANT TO DO IS HAVE A FORWARD GATE AND THEN HAVE PEOPLE UNAWARE THAT THEY HAVE AN OPPORTUNITY TO ESCAPE. YOU KNOW, ONE OF THE NEXT STEPS THAT WE IDENTIFIED WAS PUTTING TOGETHER KIND OF A LIST OF NAMES AND ORGANIZATIONS TO BE INCLUDED IN KIND OF A CORE WORKING GROUP FOR BOTH THE CENTRAL FLORIDA RAIL CORRIDOR AND KIND OF THE SOUTH FLORIDA REGION TO INCLUDE THE SOUTH FLORIDA RAIL CORRIDOR AND THE FEC CORRIDOR. AND WE REALLY WANT TO ASSIGN A LITTLE MORE ACCOUNTABILITY SO THOSE WORKING GROUP MEMBERS WILL BE LEADERS THAT CAN COME TOGETHER AND DEFINE THOSE POLICY AND ACTION ITEMS. AND THEN WE'LL HAVE SOME KIND OF SUPPORTING TASK TEAMS THAT MIGHT BE SUBJECT MATTER EXPERTS TO MAKE SURE THERE'S SOME UNDERSTANDING THERE. TECHNICAL STAFF THAT CAN HELP IMPLEMENT THE DEFINED ACTION ITEMS. AND THEY COULDN'T NECESSARILY SAY, HEY, YOU'RE GOING TO GET FINED FOR THIS. IT WAS MORE ABOUT THAT EDUCATION COMPONENT. WE FOUND THAT AT LEAST ONE, I THINK IT WAS THE BOYNTON BEACH SHERIFF'S DEPARTMENT DID EXACTLY THE SAME THING. THEY WENT OUT AND ISSUED TONS AND TONS OF WARNINGS OF, HEY, DID YOU KNOW THIS IS AN ILLEGAL ACTIVITY? BRING THAT AWARENESS OUT THERE. I BELIEVE NINE OF THEM HAVE BEEN IN DEERFIELD BEACH. I THINK WHAT YOU POLITELY REFERRED TO AS TRESPASSERS IS BASICALLY THAT ISSUE. [01:20:03] I SAW THE ONE SLIDE RELATED TO A.I. IN DETECTING THE TRESPASSERS. THAT IS, TO ME, THE ONLY SOLUTION TO THIS ISSUE AT THE MOMENT IS UNTIL BRIGHT LINE HAS THE ABILITY TO HAVE CCTV OR CAMERA ABILITY TO SEE WHERE THOSE CROSSINGS ARE AND TO KNOW IF THERE IS SOMETHING ON THE ROAD ON THE RAIL. IT'S THE ONLY WAY WE'RE GOING TO SOLVE THIS ISSUE. DEERFIELD BEACH HAS TWO TRAIN TRACKS NOW. WE HAVE WE HAVE SLOW MOVING TRAINS. WE'VE HAD THAT FOR A VERY LONG TIME AND WE'VE NEVER HAD THESE ISSUES PRIOR TO BRIGHT LINE. THE CITY OF DEERFIELD BEACH HAS SPENT HUNDREDS OF THOUSANDS OF DOLLARS SINCE 2017 IN CREATING A DECORATIVE RAIL FENCE ALONG DIXIE HIGHWAY. WE NEED ADDITIONAL FUNDING TO CONTINUE THAT THAT FENCE. SO TO PROTECT PEOPLE, I KNOW THAT PART OF THIS PARTICULAR PROGRAM IS TO ALSO INCLUDE FENCING, BUT I WANT TO MAKE THE NOTE OR THE POINT THAT THAT FENCING SHOULD BE ALLOWED TO BE WHAT THE CITY FINDS TO BE ACCEPTABLE, NOT NECESSARILY JUST A CHAIN LINK FENCE. AND I WANT TO MAKE ANOTHER COMMENT OR A POINT. BUT LAST MONTH, BACK IN MARCH, WE WERE CONTACTED BY BRIGHTLINE TO EVALUATE ELLER STREET AND THE FEC RAILWAY BECAUSE OF IT WAS AN AREA THAT WAS BEING ON THEIR LIST FOR ACCIDENTS. THEIR SOLUTION WAS TO PUT A VERY SMALL EDGING ALONG THE ROADWAY THAT WOULD PREVENT PEOPLE FROM BEING ABLE TO DRIVE AROUND THE ARMS. WHEN WE DISCUSS WITH THEM THAT THERE ARE NO REPORTED TRAFFIC ACCIDENTS AT THIS INTERSECTION, ONLY SUICIDE DEATHS. THEY ADMITTED TO US THAT THEY WERE AWARE OF THAT FACT, BUT THAT THIS WAS THE ONLY ALTERNATIVE THAT THEY HAD BEEN AUTHORIZED TO PROVIDE THE CITY. SO IT'S VERY DIFFICULT TO TAKE ANY OF THIS SERIOUSLY THAT THAT ANYONE IS TAKING THIS SERIOUSLY WHEN THE ISSUE THAT THE ENTIRE SOUTH FLORIDA IS HAVING A LONG, BRIGHT LINE AND BRIGHT LINE NOW BEING EXPANDING EVEN FURTHER TO ORLANDO, THAT THE ISSUE IS PEOPLE ON THE RAIL AND THAT ANY SOLUTION THAT IS ABOUT STOPPING VEHICLES FROM GETTING ACROSS. TO ME THAT'S JUST THAT'S THAT'S IGNORING THE REAL ISSUE. AND SO I WANT TO MAKE IT REALLY CLEAR THAT THE CITY OF DEERFIELD BEACH IS LOOKING AT WHAT IS THE REAL ISSUE, WHICH IS, UNFORTUNATELY, SUICIDES. AND IF THERE IS SOME SORT OF CORE WORKING GROUP OR SOMETHING LIKE THAT, THE CITY OF DEERFIELD BEACH WOULD LIKE TO BE A PARTICIPANT.
