THE SAFE STREETS AND ROADS FOR ALL GRANT PROGRAM IS A NEW GRANT PROGRAM THAT WAS INCLUDED IN THE BIPARTISAN INFRASTRUCTURE LAW.IT'S AIMED AT SUPPORTING INITIATIVES TO PREVENT DEATH AND SERIOUS INJURY ON THE STREETS INVOLVED IN ALL REGULAR USERS.
WE'RE TALKING COMPLETE STREETS WE'RE TALKING VISION ZERO AND THESE TYPES OF THINGS THAT THE MPO IS VERY FAMILIAR WITH AND IT'S VERY MUCH IN LINE WITH OUR MISSION AS AN ORGANIZATION.
THE PROGRAM IS MADE UP OF TWO TYPES OF GRANTS.
THERE'S AN ACTION PLAN GRANT AND AN IMPLEMENTATION PLAN GRANT.
WHAT THEY SOUND LIKE IN ACTION PLAN GRANT WOULD BE MONEY TO EITHER CREATE A NEW ACTION BY NEW SAFETY, I WOULD SAY THE ACTION PLAN GEARED TOWARDS VISION ZERO GOALS OR TO COMPLETE OR MAKE YOUR ACTION PLAN ELIGIBLE IN THE WAY THAT IS DEFINED IN THE NOTICE OF FUNDING OPPORTUNITY.

WHEREAS ALL OTHER ELIGIBLE APPLICANTS ARE ELIGIBLE FOR UP TO $1 MILLION IN TOTAL AWARD FUNDING FOR ACTION PLAN GRANTS.
MPO'S SPECIFICALLY ARE ELIGIBLE FOR UP TO $5 MILLION.
THEN WITH IMPLEMENTATION PLAN GRANT THEY'RE ELIGIBLE UP TO 15 MILLION, WHICH IS HIGHER THAN THE OTHER ELIGIBLE APPLICANTS.
ADDITIONALLY, BENEFIT COST ANALYSIS IS NOT REQUIRED, WHICH DOES BRING THE APPLICATION COST DOWN FOR US.

WE WILL BE APPLYING FOR AN ACTION PLAN GRANT TO BE ABLE TO BOTH UPDATE OUR CURRENT PLANS, NAMELY THE COMPLETE STREETS MASTER PLAN AND SOME OF OUR PEDESTRIAN AND BICYCLE SAFETY PLANS.
BASICALLY UPDATE THEM AND BRING THEM INTO COMPLIANCE WITH THIS PROGRAM.
HOPEFULLY, IN THE LOGIC BEHIND THAT IS TO BE ABLE TO APPLY FOR IMPLEMENTATION GRANTS UNDER THIS PROGRAM IN THE FUTURE.

TRYING TO MITIGATE THOSE TYPES OF WRONGS THAT HAVE BEEN DONE IN THE PAST.

IT'S DISCRETIONARY AND IT'S COMPETITIVE ON THE NATIONAL SCENE.
IN ORDER TO HELP FACILITATE OPPORTUNITIES AND TO MAKE SURE THAT WE'RE BRINGING AS MUCH OF OUR GAS TAX MONEY BACK TO THIS REGION AS WE CAN THROUGH THESE DISCRETIONARY GRANTS.

AT THE BEGINNING OF MAY, AS JUST A MATTER OF RECORD, IN BROWARD COUNTY ALONE, WE SAW FIVE INCIDENTS IN A MATTER OF SEVEN DAYS, ALL WITH MOTORISTS DRIVING AROUND THE INTENDED CROSSING GATES THAT ARE DESIGNED TO PROTECT THEM.
IN ONE OF THESE INCIDENTS, WE HAD A MOTORIST DRIVE AROUND FOUR CARS THAT WERE IN FRONT OF THEM TO ATTEMPT TO BEAT THE TRAIN.
WE ARE WORKING WITH [NOISE] ALL OF OUR COMMUNITY PARTNERS TO HELP SOLVE THESE ISSUES.
WE LOOK AT THIS AS A COMMUNITY ISSUE.
THE ROADWAYS THAT GO OVER OUR RAIL TRACKS ARE ACTUALLY THAT OF STATE OR

LOCAL MUNICIPALITY CONTROL AND WE ARE SEEKING ASSISTANCE AND ADDITIONAL SAFETY ENHANCEMENTS THAT WILL HELP PREVENT SOME OF THESE INCIDENTS.ONE OTHER POINT, WE WORKED WITH THE BROWARD MPO AS WELL AS THE MPOS FROM MIAMI-DADE ALL THE WAY UP THROUGH PVD COUNTY IN APRIL TO SUBMIT A RAISED GRANT APPLICATION WITH FDOT FOR A $45 MILLION INVESTMENT WHICH WOULD ALSO INCLUDE CROSSING DELINEATES AND FENCING AND CHANNELIZATION.
WE ARE INVESTING MILLIONS OF DOLLARS TO TRY TO REDUCE THE NUMBER OF INCIDENTS THAT WE'RE SEEING.
ONE OF THE THINGS THAT WE WOULD LIKE TO BRING BEFORE THIS COMMITTEE TODAY IS WE SEE A OPPORTUNITY WITH ABOUT 30 CROSSINGS IN BROWARD COUNTY AND TOM WILL GO THROUGH THE GREAT DETAILS OF THESE TO PUT IN CENTER LINE DELINEATORS AROUND THESE CROSSINGS TO PREVENT MOTORISTS FROM DRIVING AROUND THE GATES INTO THE OTHER LANES OF TRAFFIC TO GO AROUND THE CROSSING GUARDS.
WE KNOW THAT MANY PEOPLE IN THIS MEETING HAVE THE ABILITY TO EXPEDITE THE PERMITTING PROCESS AND THAT'S WHAT WE'RE SEEKING HELP FOR, ALMOST A BLANKET PERMANENT IN BROWARD COUNTY TO DO THIS.
FIRST, I WANT TO SHOW YOU AN EXAMPLE OF ONE OF THE INCIDENTS THAT WE RECENTLY SAW TO GIVE YOU A SENSE OF THE ISSUES THAT WE'RE TRYING TO COMBAT.
[NOISE] YOU'LL SEE THE INCIDENT THERE WITH THE DRIVER ON THE RIGHT-SIDE DRIVING AROUND THE GATES.
MANY OF THESE MOTORIST INCIDENTS WOULD BE PREVENTED IF WE ARE ABLE TO PUT THESE CENTERLINE DELINEATORS INTO THE ROADWAYS.

TO GIVE AN EXAMPLE OF A PLAN VIEW, WE ACTUALLY ALREADY DO HAVE SOME OF THESE IN THE PIPELINE UNDER A SEPARATE PROJECT THAT WAS FUNDED BY A FEDERAL PRISON GRANT IN PARTNERSHIP WITH MANY OF THE LOCAL COMMUNITIES ALONG THE ROAD, INCLUDING SOME IN BROWARD COUNTY, TO INSTALL CENTERLINE DELINEATORS IN A FEW CROSSINGS, AND WE'D LIKE TO, ONCE WE'VE FINISHED THESE, JUST INSTALL THEM AND ALL OF THE OTHERS.
THIS IS WASHINGTON STREET IN HOLLYWOOD AND THIS IS AN EXAMPLE AGAIN OF THOSE CENTERLINE DELINEATORS.
YOU CAN SEE WITH THE ROADWAY SPACE CONSTRAINTS AND EVERYTHING, WE HAVE SPACE TO INSTALL 11 ON THE WEST SIDE OF THE TRACKS AND 19 ON THE EAST SIDE OF THE TRACKS, AGAIN, IN THE MIDDLE OF THE ROADWAY HELPING DETER DRIVERS QUEUED AT THE CROSSING, WAITING TO CROSS WHEN THOSE GATES GO DOWN HELPING DETER THOSE DRIVERS FROM DRIVING AROUND THE GATES IN THE OPPOSING LANES OF TRAFFIC.

AT THE MEETING, OUR ENGINEERING AND THOSE ON-SITE EVEN ADMITTED THAT THAT WOULD NOT DO ANYTHING TO STOP VEHICLES FROM TURNING AROUND OR GOING THROUGH, AND THAT THEY SAID THE ONLY THING THAT WOULD STOP WOULD BE A FULL MAST ARM, WHICH THE CITY WOULD HAVE TO PAY FOR.
I FEEL THAT IF WE'RE GOING TO GO THROUGH THIS PROCESS AND IF THAT'S NOT THE CASE, THE FULL MAST ARMS ARE SOMETHING THAT NEED TO BE REQUIRED OR OFFER THAT WE SHOULD ALSO INCLUDE THOSE AS WELL.
I DO WANT TO MENTION THAT MEETING WAS IN JANUARY, WE'VE HAD ZERO FOLLOW-UP SINCE THAT TIME.

THAT YOU ALLOW FOR MUNICIPALITIES TO HAVE THAT TYPE OF DESIGN TO INCLUDE LANDSCAPING, TO POSSIBLY ALLOW MUNICIPALITIES TO GET VARIANCES TO GO INTO YOUR EASEMENTS SO THAT WE CAN PUT IN THESE FENCES AND LANDSCAPING BECAUSE IT'S VERY DIFFICULT, THEY'RE VERY TIGHT LOCATIONS TO PUT IN FENCING.
THERE'S VARYING PINCH POINTS THAT THE DISTANCE REQUIREMENTS BETWEEN A FENCE AND THE INTERSECTION BE REDUCED IN THESE SITUATIONS.
IT'S 50 FEET, I BELIEVE RIGHT NOW, WHICH IS STILL A LOT OF SPACE FOR ANYONE TO WALK AROUND.
THAT PILINGS THAT ARE ALL ALONG THE FVC RAILWAY THAT THEY DON'T CLEAN UP.

IT REALLY HAS TRANSFORMED AND WE LOOK FORWARD.
THIS IS THE PILOT AND WE WERE APPLYING FOR C SLIP FUNDING AND WE'RE LOOKING FORWARD TO THE FINAL SOLUTION AND THE HARD SCAPE TO THIS PROJECT AND ITS A GREAT WAY TO TEST OUT IS THIS WORKING? DO WE NEED TO SWITCH SOMETHING? IS THE RADII TOO TIGHT AND WHAT'S GOING ON HERE.

THE MPO REALLY DID AN AWESOME JOB AND ALL THEIR STAFF THAT WAS OUT HERE EVERY DAY WORKING HARD.

REALLY TOOK COMMUNITY SUPPORT, BECAUSE THIS COMMUNITY WANTED IT SO STRONG AND I WOULD RECOMMEND FOR PEOPLE WHO APPLY IN THE FUTURE, MAKE SURE IT'S A PROJECT THAT COMMUNITY REALLY WANTS.
BECAUSE THEY HELPED PUSH US ALONG AND KEEP US GOING ON THIS PROJECT, AND THEY WERE VERY PROUD OF IT. THEN THE NEXT.
WE HAD POLITICAL SUPPORT THAT WAS CRITICAL TO OUR MAYOR AND OUR COMMISSIONER WERE ALL ON BOARD.
OUR MAYOR IS A BOARD MEMBER HERE.
THEY WERE OUT THERE AND WITH THE MPO DELEGATION EVENT THAT WAS HAPPENING THAT WEEK AS WELL TO HIGHLIGHT, HOW IMPORTANT THESE PROJECTS ARE? AND TO KEEP THE MONEY COMING FROM THE STATE AND FEDERAL LEVEL.
WE'VE GOT USER SUPPORT, LIKE I SAID, NAME OF THE GENTLEMAN WITH HIS DUNKIN DONUTS AND THESE FOLKS RIDING THEIR BIKES UP AND DOWN WHILE WE WERE DOING PROJECTS, SO WE GOT A LOT OF THANKS AND PRAISE, JUST EVEN BEING OUT THERE THAT DAY.
SOME NOT MEANT TO BE BRUTALLY HONEST.
WE GOT SOME PEOPLE COMPLAINING AS WELL THAT CAME OVER AND SAID, WHY WOULD YOU EVER DO THIS? BUT THERE WERE MORE PLUSES THAN NEGATIVES AND I JUST REALLY WANTED TO GIVE A SHOUT OUT AND THANK YOU TO EVERYBODY HERE AT THE MPO TEAM.

IF THAT GOES THROUGH, WILL BE ABLE TO PURCHASE 15 NEW FULLY ELECTRIC BUSES AND BE ABLE TO SIGNIFICANTLY REDUCE THE NOISE AND VIBRATION AND MISSIONS IN THOSE COMMUNITIES.
