AGAIN, ALL OF THE PERFORMANCE MEASURES, THEIR INFRASTRUCTURE CONDITIONS WHICH IS BRIDGE AND PAVEMENT CONDITIONS, SYSTEM RELIABILITY WHICH IS ESSENTIALLY TRAVEL TIME RELIABILITY FOR BOTH VEHICLES AND TRUCKS, AND THAT'S NATIONAL HIGHWAY NETWORK AND ALSO THE NON-NATIONAL HIGHWAY NETWORK.

ALSO TRANSIT ASSET MANAGEMENT AND TRANSIT SAFETY.

THE SAFE STREETS AND ROADS FOR ALL GRANT PROGRAM IS A NEW GRANT PROGRAM THAT WAS INCLUDED IN THE BIPARTISAN INFRASTRUCTURE LAW.

IT'S AIMED AT SUPPORTING INITIATIVES TO PREVENT DEATH AND SERIOUS INJURY ON THE STREETS INVOLVED IN ALL REGULAR USERS.

WE'RE TALKING COMPLETE STREETS WE'RE TALKING VISION ZERO AND THESE TYPES OF THINGS THAT THE MPO IS VERY FAMILIAR WITH AND IT'S VERY MUCH IN LINE WITH OUR MISSION AS AN ORGANIZATION.

THE PROGRAM IS MADE UP OF TWO TYPES OF GRANTS.

THERE'S AN ACTION PLAN GRANT AND AN IMPLEMENTATION PLAN GRANT.

WHAT THEY SOUND LIKE IN ACTION PLAN GRANT WOULD BE MONEY TO EITHER CREATE A NEW ACTION BY NEW SAFETY, I WOULD SAY THE ACTION PLAN GEARED TOWARDS VISION ZERO GOALS OR TO COMPLETE OR MAKE YOUR ACTION PLAN ELIGIBLE IN THE WAY THAT IS DEFINED IN THE NOTICE OF FUNDING OPPORTUNITY.

THEN THERE'S THE IMPLEMENTATION GRANTS, WHICH ARE MONEY TO ACTUALLY BUILD AND IMPLEMENT THESE PROJECTS.

APPLICANTS MUST PROVE THEIR CURRENT APPLICATION PLAN TO MEET THEIR REQUIREMENTS.

AS I WAS SAYING, THAT THERE'S CERTAIN ELIGIBILITY REQUIREMENTS FOR YOUR CURRENT PLANS IN PLACE, IF YOU WISH TO APPLY FOR IMPLEMENTATION GRANT.

THEN THERE'S A SELF-EVALUATION WORKSHEET IN THE NO-FAULT THAT IS USED TO DETERMINE ELIGIBILITY.

THE MPO AND MPO'S AROUND THE COUNTRY ARE IN A UNIQUE PLACE INTO THIS PROGRAM.

WHEREAS ALL OTHER ELIGIBLE APPLICANTS ARE ELIGIBLE FOR UP TO $1 MILLION IN TOTAL AWARD FUNDING FOR ACTION PLAN GRANTS.

MPO'S SPECIFICALLY ARE ELIGIBLE FOR UP TO $5 MILLION.

THEN WITH IMPLEMENTATION PLAN GRANT THEY'RE ELIGIBLE UP TO 15 MILLION, WHICH IS HIGHER THAN THE OTHER ELIGIBLE APPLICANTS.

ADDITIONALLY, BENEFIT COST ANALYSIS IS NOT REQUIRED, WHICH DOES BRING THE APPLICATION COST DOWN FOR US.

WE HAVE ROUGHLY FOUR MONTHS FROM NOW BEFORE THE DEADLINE, WHICH IS LONGER THAN USUAL PERIOD OF TIME.

IN OUR EARLY DISCUSSIONS WITH MPO STAFF, WE ARE LOOKING TO WORK WITH OUR COUNTY PARTNERS TO PUT TOGETHER A JOINT APPLICATION LED BY THE MPO TO BOOST OUR VISION ZERO AND OUR SAFETY PLANNING EFFORTS ALONG WITH OUR COUNTY PARTNER AT THE COUNTY AND ALSO ECT AS WELL FOR AN ACTION PLAN BRAND.

IN EVALUATING THE NOTICE OF FUNDING OPPORTUNITY AND TALKING AMONGST STAFF AND WITH OUR EXECUTIVE TEAM, WE DETERMINED THAT OUR PLANS, ALTHOUGH THEY'RE VERY ROBUST THEY DO NOT NEED ALL OF THE ELIGIBILITY REQUIREMENTS OF THAT ACTION PLAN THAT THIS PROGRAM IS LOOKING FOR IN ORDER TO BE ELIGIBLE FOR IMPLEMENTATION GRANTS.

WE WILL BE APPLYING FOR AN ACTION PLAN GRANT TO BE ABLE TO BOTH UPDATE OUR CURRENT PLANS, NAMELY THE COMPLETE STREETS MASTER PLAN AND SOME OF OUR PEDESTRIAN AND BICYCLE SAFETY PLANS.

BASICALLY UPDATE THEM AND BRING THEM INTO COMPLIANCE WITH THIS PROGRAM.

HOPEFULLY, IN THE LOGIC BEHIND THAT IS TO BE ABLE TO APPLY FOR IMPLEMENTATION GRANTS UNDER THIS PROGRAM IN THE FUTURE.

THEN THE SECOND BULLET ON THIS SLIDE IS JUST REALLY REINFORCING THAT THE ECT WOULD LIKE US TO COLLABORATE TOGETHER.

BUT BASICALLY THIS PROGRAM IS LOOKING AT EITHER REPLACING, RE-CONFIGURING OR MITIGATING HIGHWAY FACILITIES AND OTHER TRANSPORTATION FACILITIES THAT HAVE IN NEGATIVELY IMPACTED HISTORICALLY DISADVANTAGED COMMUNITIES.

THINKING OF SCENARIOS LIKE IN SOUTH FLORIDA CONTEXTS OVER TOWN WITH THE INTERSTATE HIGHWAYS THAT DESTROYED THEIR DUTIES BLACK AND IMMIGRANT NEIGHBORHOODS IN THE PAST CENTURY.

TRYING TO MITIGATE THOSE TYPES OF WRONGS THAT HAVE BEEN DONE IN THE PAST.

WE ARE GOING TO GET MORE DETAILED IN THE FUTURE.

ONCE THE OPPORTUNITY COMES OUT, AND THAT SHOULD BE IN JUNE, I BELIEVE.

AS MANY OF YOU KNOW, THE NEW IIJA, THE BILL PUTS A LOT OF NEW FUNDING AVAILABLE, BUT UNFORTUNATELY, IT'S NOT COMING AS FORMULA FUNDS TO THE MPO WHERE WE WOULD JUST USE OUR NORMAL PRIORITIES AND PROGRAM THEM AND BUILD PROJECTS.

IT'S DISCRETIONARY AND IT'S COMPETITIVE ON THE NATIONAL SCENE.

IN ORDER TO HELP FACILITATE OPPORTUNITIES AND TO MAKE SURE THAT WE'RE BRINGING AS MUCH OF OUR GAS TAX MONEY BACK TO THIS REGION AS WE CAN THROUGH THESE DISCRETIONARY GRANTS.

WE'VE STARTED HOLDING MEETINGS EVERY OTHER WEEK ON THESE DISCRETIONARY GRANTS, AND SO BROWARD COUNTY JOINED US AT THE LAST ONE.

MANY OF YOU ARE FAMILIAR WITH BRIGHTLINE AND CERTAINLY THE INCIDENTS THAT WE'VE SEEN OVER THE PAST SEVERAL MONTHS.

AT THE BEGINNING OF MAY, AS JUST A MATTER OF RECORD, IN BROWARD COUNTY ALONE, WE SAW FIVE INCIDENTS IN A MATTER OF SEVEN DAYS, ALL WITH MOTORISTS DRIVING AROUND THE INTENDED CROSSING GATES THAT ARE DESIGNED TO PROTECT THEM.

IN ONE OF THESE INCIDENTS, WE HAD A MOTORIST DRIVE AROUND FOUR CARS THAT WERE IN FRONT OF THEM TO ATTEMPT TO BEAT THE TRAIN.

WE ARE WORKING WITH [NOISE] ALL OF OUR COMMUNITY PARTNERS TO HELP SOLVE THESE ISSUES.

WE LOOK AT THIS AS A COMMUNITY ISSUE.

THE ROADWAYS THAT GO OVER OUR RAIL TRACKS ARE ACTUALLY THAT OF STATE OR

LOCAL MUNICIPALITY CONTROL AND WE ARE SEEKING ASSISTANCE AND ADDITIONAL SAFETY ENHANCEMENTS THAT WILL HELP PREVENT SOME OF THESE INCIDENTS.

ONE OTHER POINT, WE WORKED WITH THE BROWARD MPO AS WELL AS THE MPOS FROM MIAMI-DADE ALL THE WAY UP THROUGH PVD COUNTY IN APRIL TO SUBMIT A RAISED GRANT APPLICATION WITH FDOT FOR A $45 MILLION INVESTMENT WHICH WOULD ALSO INCLUDE CROSSING DELINEATES AND FENCING AND CHANNELIZATION.

WE ARE INVESTING MILLIONS OF DOLLARS TO TRY TO REDUCE THE NUMBER OF INCIDENTS THAT WE'RE SEEING.

ONE OF THE THINGS THAT WE WOULD LIKE TO BRING BEFORE THIS COMMITTEE TODAY IS WE SEE A OPPORTUNITY WITH ABOUT 30 CROSSINGS IN BROWARD COUNTY AND TOM WILL GO THROUGH THE GREAT DETAILS OF THESE TO PUT IN CENTER LINE DELINEATORS AROUND THESE CROSSINGS TO PREVENT MOTORISTS FROM DRIVING AROUND THE GATES INTO THE OTHER LANES OF TRAFFIC TO GO AROUND THE CROSSING GUARDS.

WE KNOW THAT MANY PEOPLE IN THIS MEETING HAVE THE ABILITY TO EXPEDITE THE PERMITTING PROCESS AND THAT'S WHAT WE'RE SEEKING HELP FOR, ALMOST A BLANKET PERMANENT IN BROWARD COUNTY TO DO THIS.

FIRST, I WANT TO SHOW YOU AN EXAMPLE OF ONE OF THE INCIDENTS THAT WE RECENTLY SAW TO GIVE YOU A SENSE OF THE ISSUES THAT WE'RE TRYING TO COMBAT.

[NOISE] YOU'LL SEE THE INCIDENT THERE WITH THE DRIVER ON THE RIGHT-SIDE DRIVING AROUND THE GATES.

MANY OF THESE MOTORIST INCIDENTS WOULD BE PREVENTED IF WE ARE ABLE TO PUT THESE CENTERLINE DELINEATORS INTO THE ROADWAYS.

I'M GOING TO HAVE TOM TALK THROUGH THE ENGINEERING ASPECTS OF THIS AND I APPRECIATE YOU GUYS PUTTING US INTO TODAY'S AGENDA.

WE'RE NOT ASKING FOR FINANCING TO DO THIS, WE'RE JUST ASKING FOR YOUR HELP IN GETTING THE PERMITTING APPROVED QUICKLY.

TO EXPLAIN A LITTLE BIT MORE WHAT I'M TALKING ABOUT, THE CENTERLINE DELINEATORS, THIS IS AN IMAGE WHICH IS ACTUALLY IN PALM BEACH COUNTY.

IT'S A LITTLE BIT DIFFERENT BECAUSE THESE WEREN'T INSTALLED BY US, BUT THESE ARE THE CENTERLINE DELINEATORS.

YOU ESSENTIALLY JUST INSTALL THESE ALONG THE CENTERLINE OF THE ROADWAY AND IT AGAIN HELPS DETER DRIVERS FROM GOING AROUND THE GATES.

TO GIVE AN EXAMPLE OF A PLAN VIEW, WE ACTUALLY ALREADY DO HAVE SOME OF THESE IN THE PIPELINE UNDER A SEPARATE PROJECT THAT WAS FUNDED BY A FEDERAL PRISON GRANT IN PARTNERSHIP WITH MANY OF THE LOCAL COMMUNITIES ALONG THE ROAD, INCLUDING SOME IN BROWARD COUNTY, TO INSTALL CENTERLINE DELINEATORS IN A FEW CROSSINGS, AND WE'D LIKE TO, ONCE WE'VE FINISHED THESE, JUST INSTALL THEM AND ALL OF THE OTHERS.

THIS IS WASHINGTON STREET IN HOLLYWOOD AND THIS IS AN EXAMPLE AGAIN OF THOSE CENTERLINE DELINEATORS.

YOU CAN SEE WITH THE ROADWAY SPACE CONSTRAINTS AND EVERYTHING, WE HAVE SPACE TO INSTALL 11 ON THE WEST SIDE OF THE TRACKS AND 19 ON THE EAST SIDE OF THE TRACKS, AGAIN, IN THE MIDDLE OF THE ROADWAY HELPING DETER DRIVERS QUEUED AT THE CROSSING, WAITING TO CROSS WHEN THOSE GATES GO DOWN HELPING DETER THOSE DRIVERS FROM DRIVING AROUND THE GATES IN THE OPPOSING LANES OF TRAFFIC.

THEN YOU CAN SEE THE TABLES ARE BROKEN DOWN BY CENTERLINE DELINEATORS, AND THEN THERE'S A SPECIAL KIND OF CENTERLINE DELINEATOR CALLED INNER TRAP MEDIAN DELINEATORS AND THESE JUST GO RIGHT BETWEEN THE TWO TRAPS AT THE CROSSING ITSELF AND DETER DRIVERS FROM MAKING A U-TURN ON THE CROSSING, WHICH SOMETIMES DOES OCCUR AND HAS HAD LED TO SEVERAL INCIDENTS.

WE WOULD ALSO ADD EDGE DELINEATORS THERE TO HELP THE TRUCK DRIVERS FROM TURNING ONTO THE TRACKS THERE.

THERE'S BEEN AGGRESSIVE DRIVE NORTHEAST THERE ON FORT LAUDERDALE.

SOMETHING I SHOULD MENTION TOO IS THAT BYLINE HAS SEEN A TOTAL OF 43 INCIDENTS AT THESE 31 CROSSINGS, AND AT LEAST 10 OF THOSE AND LIKELY MORE ARE ATTRIBUTABLE TO DRIVERS DRIVING INTO THE ONCOMING LANES OF TRAFFIC AROUND THE GATES, SO EXACTLY WHAT WE'RE TRYING TO DETER WITH THESE CENTERLINE DELINEATORS.

IN CONCLUSION, I JUST WANT TO MAKE CLEAR THAT OUR REQUEST, AGAIN IS NOT FOR FUNDING OR ANYTHING TO INSTALL THESE BRIGHT LINERS.

WE'RE BASICALLY READY TO INSTALL THESE, WE'RE JUST ASKING FOR YOUR HELP WITH EXPEDITED APPROVAL IF IT'S POSSIBLE COUNTYWIDE BLANKET PERMIT TO BE ABLE TO INSTALL THESE.

NOT ALL ARE CAPABLE OF HAVING QUAD GATES OR NEED QUAD GATES.

BUT CERTAINLY THERE IS A LOT MORE WORK THAT CAN BE DONE, BUT IT DOES INCLUDE AND DOES REQUIRE THE LOCAL MUNICIPALITY OFTENTIMES TO INCLUDE BUDGET AND TO PROVIDE DOLLARS.

AS TOM MENTIONED, WITH THIS PROJECT IN PARTICULAR, THIS IS ONE PROJECT THAT WE'RE LOOKING AT FOR BROWARD COUNTY SPECIFICALLY THAT WE THINK CAN PROVIDE A SHORT-TERM IMMEDIATE IMPACT BASED ENGINEERING SOLUTION TO SOLVE THE ISSUES THAT WE HAVE BEEN SEEING REALLY SINCE THE BEGINNING OF THE YEAR.

AT THE MEETING, OUR ENGINEERING AND THOSE ON-SITE EVEN ADMITTED THAT THAT WOULD NOT DO ANYTHING TO STOP VEHICLES FROM TURNING AROUND OR GOING THROUGH, AND THAT THEY SAID THE ONLY THING THAT WOULD STOP WOULD BE A FULL MAST ARM, WHICH THE CITY WOULD HAVE TO PAY FOR.

I FEEL THAT IF WE'RE GOING TO GO THROUGH THIS PROCESS AND IF THAT'S NOT THE CASE, THE FULL MAST ARMS ARE SOMETHING THAT NEED TO BE REQUIRED OR OFFER THAT WE SHOULD ALSO INCLUDE THOSE AS WELL.

I DO WANT TO MENTION THAT MEETING WAS IN JANUARY, WE'VE HAD ZERO FOLLOW-UP SINCE THAT TIME.

I RECOGNIZE THAT THESE INTERSECTIONS ARE VERY IMPORTANT WHEN IT COMES TO THE SAFETY OF BRIGHT-LINE AND THE PEOPLE WHO ARE TRYING TO DO THINGS THEY SHOULDN'T BE DOING.

IT'S DISINGENUOUS TO HAVE THIS CONVERSATION, THIS MEETING HAS STILL NOT ADDRESSED SUICIDE.

I REALLY NEED BRIGHTLINE, HOPE EVERYONE HERE WOULD LIKE TO AGREE THAT IT'S NOT JUST SOME CHAIN LINK FENCE, SOME FOUR-FOOT TALL FENCE, THAT IT NEEDS TO BE A FENCE THAT IS OF STATURE LIKE THE ONE THAT WE'VE CREATED AT OUR OWN CITIES COST THAT WE PUT ON RECENTLY BETWEEN HILLSBOROUGH BOULEVARD AND 10TH STREET THAT WE STILL NEED TO CONTINUE DOWN FOR THE LENGTH OF THE CITY.

THAT YOU ALLOW FOR MUNICIPALITIES TO HAVE THAT TYPE OF DESIGN TO INCLUDE LANDSCAPING, TO POSSIBLY ALLOW MUNICIPALITIES TO GET VARIANCES TO GO INTO YOUR EASEMENTS SO THAT WE CAN PUT IN THESE FENCES AND LANDSCAPING BECAUSE IT'S VERY DIFFICULT, THEY'RE VERY TIGHT LOCATIONS TO PUT IN FENCING.

THERE'S VARYING PINCH POINTS THAT THE DISTANCE REQUIREMENTS BETWEEN A FENCE AND THE INTERSECTION BE REDUCED IN THESE SITUATIONS.

IT'S 50 FEET, I BELIEVE RIGHT NOW, WHICH IS STILL A LOT OF SPACE FOR ANYONE TO WALK AROUND.

THAT PILINGS THAT ARE ALL ALONG THE FVC RAILWAY THAT THEY DON'T CLEAN UP.

THAT IS ONE OF THE REASONS FOR A PINCH POINT, THAT THEY BE MOVED.

THEY SHOULD BE MOVED REGARDLESS, BUT STILL.

WE'VE HAD DIFFICULTY WITH FVC.

THAT'S JUST THE BOTTOM LINE, WE'VE HAD A LOT OF DIFFICULTY.

I KNOW DOING THE FOUR QUAD GATES, I WENT THROUGH THE PROCESS YEARS AGO WHEN WE PUT ALL THE IMPROVEMENTS IN THE FIRST TIME, AND I KNOW IT'S EXTREMELY EXPENSIVE TO DO THE FOUR QUADS AND THE CONCRETE THINGS AND IT TAKES TIME.

BUT I THINK IF WE CAN DO THE SHORT-TERM NOW, BUT STILL KEEP WORKING ON THE LONGER-TERM, MORE STURDY SOLUTIONS IN THE FUTURE OF THOSE BECAUSE I JUST DON'T THINK THAT ONE OF THE INCIDENTS, I DON'T KNOW IF IT WAS PUMPING OR ONE OF THE RECENT INCIDENTS WHEN YOU LOOK AT THE VIDEO, THESE DELINEATES WOULD NOT HAVE STOPPED THAT CAR FROM GOING ACROSS THE TRACKS.

THE ONLY SOLUTION WOULD HAVE BEEN A FOUR QUAD GATE IN THAT SITUATION.

WE WERE ABLE TO DO THE STRIPING AND THE LANE ELIMINATION STUDY IN THAT PORTION, BUT WE DIDN'T HAVE ENOUGH MONEY TO FINISH ALL THE EXTRAS TO MAKE IT A REALLY SAFE TYPE OF SITUATION ON THE STREET.

WE ARE GRATEFUL FOR THIS GRANT AND THE MPO CAME IN AND HELPED US WITH THIS TACTICAL URBANISM PROJECTS THAT ADDED PAINT DELINEATORS, BULBOUS, PEDESTRIAN, REFUGE, CROSSWALKS.

THERE WERE NO CROSSWALKS HERE BEFORE.

PUBLICS IS ON THE BOTTOM RIGHT CORNER RIGHT THERE.

THERE'S A LOT OF USE CROSSING HERE AND THERE'S A PARALLEL BIKE FACILITY FROM SUNRISE THAT COMES THROUGH THE CENTER SECTION.

THE BEFORE AND THEN IF YOU GO TO THE AFTER, YOU CAN REALLY SEE THE DIFFERENCE.

WHEN WE SAW ANECDOTALLY THERE WERE PEOPLE THAT WERE WALKING BY AND THERE WAS A GENTLEMAN WHO HAD HIS DUNKIN DONUTS INSTEAD OF.

ALL THE YEARS I'VE LIVED HERE, THIS IS THE SAFEST I'VE EVER FELT CROSSING THE STREET.

WE GOT A LOT OF GREAT RESPONSES BEING OUT THERE. YOU CAN GO TO THE NEXT.

IT REALLY HAS TRANSFORMED AND WE LOOK FORWARD.

THIS IS THE PILOT AND WE WERE APPLYING FOR C SLIP FUNDING AND WE'RE LOOKING FORWARD TO THE FINAL SOLUTION AND THE HARD SCAPE TO THIS PROJECT AND ITS A GREAT WAY TO TEST OUT IS THIS WORKING? DO WE NEED TO SWITCH SOMETHING? IS THE RADII TOO TIGHT AND WHAT'S GOING ON HERE.

THERE WERE OVER A 100 VOLUNTEERS AND GETTING ALL THOSE VOLUNTEERS AND ORGANIZING ALL THOSE VOLUNTEERS AND FEEDING ALL THOSE VOLUNTEERS, FOR FOUR DAYS STRAIGHT WAS A LOT OF WORK.

THE MPO REALLY DID AN AWESOME JOB AND ALL THEIR STAFF THAT WAS OUT HERE EVERY DAY WORKING HARD.

REALLY TOOK COMMUNITY SUPPORT, BECAUSE THIS COMMUNITY WANTED IT SO STRONG AND I WOULD RECOMMEND FOR PEOPLE WHO APPLY IN THE FUTURE, MAKE SURE IT'S A PROJECT THAT COMMUNITY REALLY WANTS.

BECAUSE THEY HELPED PUSH US ALONG AND KEEP US GOING ON THIS PROJECT, AND THEY WERE VERY PROUD OF IT. THEN THE NEXT.

WE HAD POLITICAL SUPPORT THAT WAS CRITICAL TO OUR MAYOR AND OUR COMMISSIONER WERE ALL ON BOARD.

OUR MAYOR IS A BOARD MEMBER HERE.

THEY WERE OUT THERE AND WITH THE MPO DELEGATION EVENT THAT WAS HAPPENING THAT WEEK AS WELL TO HIGHLIGHT, HOW IMPORTANT THESE PROJECTS ARE? AND TO KEEP THE MONEY COMING FROM THE STATE AND FEDERAL LEVEL.

WE'RE EXCITED ABOUT THAT.

WE'VE GOT USER SUPPORT, LIKE I SAID, NAME OF THE GENTLEMAN WITH HIS DUNKIN DONUTS AND THESE FOLKS RIDING THEIR BIKES UP AND DOWN WHILE WE WERE DOING PROJECTS, SO WE GOT A LOT OF THANKS AND PRAISE, JUST EVEN BEING OUT THERE THAT DAY.

SOME NOT MEANT TO BE BRUTALLY HONEST.

WE GOT SOME PEOPLE COMPLAINING AS WELL THAT CAME OVER AND SAID, WHY WOULD YOU EVER DO THIS? BUT THERE WERE MORE PLUSES THAN NEGATIVES AND I JUST REALLY WANTED TO GIVE A SHOUT OUT AND THANK YOU TO EVERYBODY HERE AT THE MPO TEAM.

IF THAT GOES THROUGH, WILL BE ABLE TO PURCHASE 15 NEW FULLY ELECTRIC BUSES AND BE ABLE TO SIGNIFICANTLY REDUCE THE NOISE AND VIBRATION AND MISSIONS IN THOSE COMMUNITIES.
