[1. PUBLIC MEETING AND MOTION TO RECOMMEND BROWARD MPO APPROVE the Draft Fiscal Year (FY) 2023-2027 Transportation Improvement Program (TIP)]
THIS IS AN OFFICIAL PUBLIC MEETING.IT HAS BEEN NOTICED AND IT IS THE PUBLIC MEETING REGARDING THIS YEAR'S DRAFT FISCAL YEAR 2023 TO 2027 TRANSPORTATION IMPROVEMENT PROGRAM. AND WE HAVE DR.
CHEN HERE TO START US OFF WITH THE PRESENTATION.
I'M JIHONG CHEN WITH BROWARD MPO.
THIS TIME OF THE YEAR TO PASS AS TRANSPORTATION IMPLEMENT A PROGRAM.
ACTUALLY, IT'S AN ANNUAL ROUTINE PROCESS FOR THE BROWARD MPO.
YOU MAY WONDER WHAT IS TRANSPORTATION IMPROVEMENT PROGRAM? TRANSPORTATION IMPROVEMENT PROGRAM IS A FIVE YEAR PROGRAM, INCLUDING PRODUCTS THAT AS A REGION EXPECTED TO BUILD OVER THE NEXT FIVE YEARS.
THOSE PRODUCTS INCLUDE TRANSIT, RAIL, HIGHWAY, AIR, SEAPORT, AS WELL AS BICYCLE, PEDESTRIAN, AND FREIGHT RELATED PRODUCTS.
TODAY, I'M PRESENTING TRANSPORTATION IMPROVEMENT PROGRAM FOR FISCAL YEAR 2023 TO 2027.
YOU MIGHT HAVE HEARD THE BROWARD MPO CORE PRODUCTS FOR MANY TIMES.
TRANSPORTATION IMPROVEMENT PROGRAM IS ONE OF THE CORE PRODUCTS.
THE OTHER CORE PRODUCTS ALSO INCLUDE TRANSPORTATION, METROPOLITAN TRANSPORTATION PLAN, MULTI-MODAL PRIORITY LIST, UNIFIED PLANNING WORK PROGRAM, STRATEGIC BUSINESS PLAN AND PUBLIC PARTICIPATION PLAN.
THIS SLIDE SHOWS BROWARD MPO'S PLANNING PROCESS BY FOLLOWING FEDERAL LAW THE BROWARD MPO UPDATES METROPOLITAN TRANSPORTATION PLAN EVERY FIVE YEARS.
THE PRODUCTS IN THE METROPOLITAN TRANSPORTATION PLAN MOVED TO MULTI-MODAL PRIORITY LIST AND THEN MOVED TO FDOTS DRAFT ALTERNATIVE WORK PROGRAM AND AS THE LAST MOVE TO TRANSPORTATION IMPROVEMENT PROGRAM FOR IMPLEMENTATION.
BY FOLLOWING FEDERAL AND STATE LAW THE BROWARD MPO CREATED THIS TIP DEVELOPMENT PROCESS.
BY FOLLOWING THIS TYPE DEVELOPMENT PROCESS, THE BROWARD MPO PREPARES TIP DOCUMENT, KICKS OFF PUBLIC COMMENT PERIOD HOSTS PUBLIC MEETINGS AND AT LAST TAC CAC AND THE BOARD OVERRULES THE TIP. THE BROWARD MPO SENDS THE APPROVAL OF THE TIP TO FEDERAL HIGHWAY ADMINISTRATION, FEDERAL TRANSIT ADMINISTRATION AND THE FLORIDA DEPARTMENT OF TRANSPORTATION BEFORE JULY 15TH.
THIS TIP WILL TAKE EFFECT ON OCTOBER 1ST EVERY YEAR.
BY FOLLOWING FEDERAL AND STATE REQUIREMENTS TO PUBLIC INVOLVEMENT FOR THE TIP TO BROWARD MPO RELEASED PUBLIC NOTICE ON NEWSPAPERS.
BROWARD MPOS WEBSITE BROWARD MPOS MOBILITY MONDAY, SOCIAL MEDIA AND EIGHT PUBLIC LIBRARIES.
THIS SLIDE IS SUMMARIZED OF THE PUBLIC NOTICE.
LET'S TAKE A LOOK AT TIP FOR THIS YEAR.
THIS TIP INCLUDES A 432 PROJECTS.
TOTAL FUNDING AMOUNT IS ABOUT $5.3 BILLION DOLLARS.
THIS SLIDE PRESENTS FUNDING SUMMARY BY FUNDING SOURCE AND TRANSPORTATION MODE.
THE CHART ON THE LEFT SIDE [INAUDIBLE] FUNDING AMOUNT FOR EACH FUNDING SOURCE AND THE RESPECTIVE PERCENTAGE. THE CHART ON THE RIGHT SIDE PRESENT THE FUNDING AMOUNT BY TRANSPORTATION MODE AND THE
[00:10:02]
RESPECTIVE PERCENTAGE IN TOTAL FUNDING AMOUNT.THE TIP INCLUDE THE TIP INVESTED $165 MILLION DOLLARS BROWARD MPO ATTRIBUTABLE FUNDS SUPPORT 69 PROJECTS.
AMONG THE $165 MILLION DOLLARS ABOUT $100 MILLION DOLLARS INVESTED ON 43 BY [INAUDIBLE] PRODUCTS.
LET'S TAKE A QUICK LOOK AT THE MAJOR PROJECTS AND THE PROGRAMS FOR THIS YEAR TIP.
THIS SLIDE SHOWS THREE MAJOR PROJECTS.
THE LOCATION IS PRESENTED ON THE RIGHT SIDE OF MAP, THOSE THREE PROJECTS ON SAWGRASS EXPRESSWAY, SOUTH BY 10TH STREET AND I-95.
THIS SLIDE SHOWS OUR [INAUDIBLE] FUNDING FOR BROWARD MPO FUNDING PROJECTS IN THIS TIP.
IN SUMMARY, THERE ARE 101 PROJECTS WORTH ABOUT $1.3 BILLION DOLLARS FOR FUNDING BROWARD MPO PROJECTS FROM THE FUNDING PROGRAM.
THE BROWARD MPO STAFF ALSO MONITOR PROJECT PROGRESS.
THIS SLIDE SHOWS THE PROJECTS GRADUATED FROM THE TIP.
WHAT IS PROJECT GRADUATED FROM THE TIP.
ALL FUNDS FOR PROJECTS HAS BEEN SECURED ON AND BEFORE FISCAL YEAR 2022, NO ADDITIONAL FUNDS NEEDED BEYOND FISCAL YEAR 2022 WE CALL THIS PROJECT GRADUATED.
IN SUMMARY, THERE ARE 49 PROJECTS WORTH ABOUT $708 MILLION DOLLARS GRADUATED FROM FISCAL YEAR 2022 TIP. THIS SLIDE SHOWS A SUMMARY OF THE CSLIP GRADUATED FROM THE TIP.
THIS SLIDE INCLUDES 11 PROJECTS WORTH ABOUT $34 MILLION DOLLARS.
THERE ARE TWO COMPANIES, THREE MASTER PLAN PROJECTS, GRADUATED FROM THE FISCAL YEAR 2022 TIP AND ONE SAFETY ROAD TO SCHOOL PROGRESS GRADUATED.
THE TIP, INCLUDING MORE THAN 400 PAGES YOU MAY NOTICE, IS HARD TO FIND SECTION YOU WANT TO READ.
TODAY I WILL DEMONSTRATE HOW TO QUICKLY ACCESS THE SECTION YOU WANT TO READ.
YOU CLICK ON THE SECTION YOU WANT IT TO READ.
FOR EXAMPLE, WE CLICK ON THE CHAPTER 5.1.
THEN YOU WILL LEAD YOU TO THAT CHAPTER, YOU SEE.
SO THAT'S EASY TO FIND THE SECTION YOU WANT TO READ.
FOR TODAY THE BROWARD MPO STAFF IS SEEKING A MOTION TO RECOMMEND THAT THE BROWARD MPO BOARD TO APPROVE THE FISCAL YEAR 2023 TO 2027 TRANSPORTATION IMPROVEMENT PROGRAM.
MPO STAFF AND FDOT STAFF ARE HERE TO ANSWER QUESTIONS.
CHEN. ARE THERE ANY QUESTIONS? THIS IS A PUBLIC MEETING.
IF THERE'S ANYONE IN PERSON OR ONLINE THAT WISHES TO ASK QUESTIONS ABOUT THE DRAFT TIP.
THERE ARE NONE. I DID HAVE ONE QUICK QUESTION.
AND WHEN YOU LOOK AT THE TOTALS ANNUALLY, THEY'RE PRETTY CONSISTENT ANNUALLY ON HOW MUCH BROWARD COUNTY IS SPENDING GETS ON FUNDING EXCEPT FOR FY 27 WENT DOWN PRETTY SIGNIFICANTLY.
AND CAN YOU TALK TO THAT? IS IT JUST THEY'RE NOT PROGRAMED YET OR SOMETHING'S HAPPENING THERE? OH, THIS IS THE FIFTH YEAR OF THE TIP.
SO MAYBE HAVE SOME PROJECTS, SOME FUNDING AVAILABLE, NOT PROGRAMMED.
[00:15:04]
LET'S MAYBE WE ASK IF FDOT CAN ANSWER THIS QUESTION.WE CAN FIND THAT ANSWER AND THEN WE'LL GET BACK TO YOU.
ANY OTHER. I'M JUST CURIOUS, LIKE, DID WE LOSE A HALF A MILLION DOLLARS WORTH OF FUNDING TO THE REGION OR IS IT JUST NOT PROGRAMMED YET? YEAH, IF I COULD.
THROUGH THE CHAIR. SO WE DEFINITELY DIDN'T LOSE ANYTHING.
YOU KNOW, STARTING IN 27, WE SHOULD BE EXPECTING TO SEE AN INCREASE IN REVENUES.
SO THE EXPECTATION WOULD BE, AS I THINK YOU EXPECTED, RIGHT, TO SEE THE NUMBER GOING UP.
SO THESE WOULD BE LIKE STRATEGIC INTERMODAL SYSTEM PROJECTS.
CHEN HIGHLIGHTED, YOU KNOW, IF IN 27 YOU DON'T HAVE ONE OF THOSE BECAUSE THEY'RE FULLY FUNDED AND I THINK SOUTHWEST 10TH DOES DROP OFF AND IS FULLY FUNDED BY THE TIME WE GET TO FISCAL 27, THAT COULD HAVE, IT'S JUST SPECULATION.
OKAY. AS LONG AS WE'RE NOT LOSING MONEY, THAT'S FINE.
THAT'S ALWAYS MY BIG QUESTION.
ANY OTHER QUESTIONS BEFORE WE CALL FOR A VOTE? GREAT. I'M SEEING NO QUESTIONS.
MOTION WAS MADE BY MAQSOOD AND SECONDED BY NICK.
ANY COMMENTS BEFORE WE MOVE TO THE VOTE? NO. SEEING NONE.
BRING IT TO A VOTE. AND THE MOTION PASSES.
THANK YOU, DR. CHEN. NOW WE'LL MOVE ON TO OUR NON ACTION ITEMS. OUR FIRST NON ACTION ITEM IS GOING TO BE PRESENTED BY MR.
[1. 2045 Metropolitan Transportation Plan (MTP) Amendment Cycle Update: A. 2045 MTP Amendment Process Overview B. Incorporating Local Projects Seeking Federal Discretionary Grants Into MPO Plans]
GIES ON THE 2045 MTP AMENDMENT CYCLE.THANK YOU, CHAIR WARFEL, MEMBERS OF THE COMMITTEE.
PETER GIES, SYSTEMS PLANNING MANAGER FOR THE BROWARD MPO.
SOME AGENCIES HAVE ALREADY CONTACTED ME ABOUT THIS, SO I KNOW I'M LOOKING OVER AT YOU NICK.
THANK YOU. BCAD AS WELL HAS CONTACTED US.
SO THAT'S GREAT TO HEAR THAT YOU ALL ARE BEING PROACTIVE AND WE WILL CONTINUE TO ENCOURAGE THAT.
SO THINK OF TODAY AS JUST AN INFORMATIONAL ITEM TO LET YOU KNOW WHAT WE EXPECT AS PART OF A METROPOLITAN TRANSPORTATION PLAN AMENDMENT REQUEST, HOW THAT CYCLE IS GOING TO PAN OUT FROM NOVEMBER THROUGH FEBRUARY FOR THIS CYCLE, AND JUST SOME GENERAL INFORMATION AS WELL FOR YOU TO KEEP IN MIND.
SO, AGAIN, JUST AN INFORMATIONAL ITEM AND I'LL TRY AND RUN THROUGH THIS FAIRLY BRIEFLY, BUT IT'S AGAIN MORE FOR YOU ALL TO BE ABLE TO TAKE BACK TO YOUR LEADERSHIP AND SAY, HEY, DO WE HAVE ANY AMENDMENTS THAT NEED TO BE DONE TO THE MTP? ARE WE LOOKING TO PURSUE ANY FEDERAL DISCRETIONARY GRANTS THAT MAY REQUIRE PROJECTS TO BE IN THE MTP? AGAIN, THIS SHOULD GIVE YOU AT LEAST A BASELINE LEVEL OF INFORMATION HERE.
CHEN'S PRESENTATION, SHE ALWAYS STARTS OUT WITH THIS GRAPHIC.
SO IN PARTICULAR, THIS ONE IS GOING TO BE FOR THE METROPOLITAN TRANSPORTATION PLAN.
THAT'S OUR LARGER 25 YEAR PLAN.
THAT BASICALLY IS THE FOUNDATION FOR EVERYTHING THAT WE DO AT THE MPO.
SO YOU CAN SEE IF I READ IT HERE.
SO AN AMENDMENT INVOLVES A MAJOR CHANGE TO A PROJECT INCLUDED IN AN MTP TIP OR STATE TRANSPORTATION IMPROVEMENT PROGRAM, INCLUDING THE ADDITION OR DELETION OF A PROJECT OR A MAJOR CHANGE. AND IT'S A REVISION THAT REQUIRES PUBLIC REVIEW AND RE DEMONSTRATION OF FISCAL CONSTRAINT.
YOU CAN READ THE STUFF IN BETWEEN.
IT BASICALLY JUST GIVES A LITTLE BIT MORE DEFINITION ABOUT WHAT DICTATES AN AMENDMENT.
BUT THAT'S SORT OF WHAT WE'RE TALKING ABOUT WHEN WE'RE ASKING FOR AMENDMENT REQUEST THAT DOESN'T MEET ANY OF THESE CRITERIA ADDING, DELETING OR CHANGING MAJOR ELEMENTS OF A PROJECT.
AND THEN IF WE DO, THAT'S GOING TO REQUIRE PUBLIC REVIEW.
SO IN JULY 11, 2020, THE MPO BOARD ESTABLISHED AN ANNUAL CYCLE FOR MTP AMENDMENT PROCESS.
[00:20:05]
AND ONE OF THE REASONS WHY WE DID THAT IS PRIOR TO THAT WE USED TO TAKE MTP AMENDMENTS ANY TIME DURING THE YEAR.BUT WHAT WE FOUND IS THAT IN ORDER FOR AN MTP AMENDMENT REALLY TO TAKE EFFECT AND MOVE INTO OUR TRADITIONAL MULTI-MODAL PRIORITIES LIST AND TRANSPORTATION IMPROVEMENT PROGRAM CYCLE, IT WAS REALLY MORE BENEFICIAL TO COLLECT ALL THE AMENDMENTS AT ONE TIME, PROCESS THEM AND GET THEM READY FOR THAT NEXT PROGRAMMING CYCLE RATHER THAN DOING IT ALL OUT OF ORDER. BECAUSE THEN SOME PROJECTS WOULD MAKE IT INTO THE NEXT CYCLE.
SOME PROJECTS MAY JUST MISS THE DATE AND THEN HAVE TO WAIT A FULL YEAR.
SO THIS WAS A WAY FOR US TO CONSOLIDATE AND MAKE SURE THAT ALL OF THE PROJECTS THAT ARE COMING IN FOR AN AMENDMENT CAN THEN ALSO BE ELIGIBLE FOR CONSIDERATION OF PROGRAMMING THAT FOLLOWING CYCLE.
THE GENERAL AMENDMENT PROCESS.
AND NOW THIS IS AFTER THE AMENDMENTS HAVE BEEN SUBMITTED TO THE MPO.
YOU CAN SEE WE GO THROUGH A SERIES OF STEPS HERE WHICH INCLUDE UPDATING OUR SYSTEM PERFORMANCE REPORT, AGAIN, ANALYZING THE FISCAL CONSTRAINT OF THE DOCUMENT, DEVELOPING THE DRAFT DOCUMENT.
WE NEED TO ADVERTISE THE DRAFT DOCUMENT IN NEWSPAPERS AND ONLINE SO THAT WE CAN GET PUBLIC COMMENT PRIOR TO COMING TO THE FEBRUARY MPO BOARD FOR FINAL ADOPTION.
SO WHY WOULD YOU INITIATE AN MTP AMENDMENT AS THE CODE OF FEDERAL REGISTER SAID, IF YOU'RE GOING TO ADD A PROJECT TO THE COST FEASIBLE PLAN, MIND YOU, IF YOU'RE GOING TO ADD A PROJECT IT REQUIRES THEN THAT THAT PROJECT GO BACK THROUGH THE PROJECT PRIORITIZATION PROCESS.
SO IF YOU'RE GOING TO COMPETE FOR FEDERAL DOLLARS, MEANING THE MPOS, FEDERAL DOLLARS, NOT NECESSARILY THE FEDERAL DISCRETIONARY GRANT FUNDING, BUT THE ACTUAL MPO ATTRIBUTABLE FUNDING, WE ARE GOING TO HAVE TO RUN THAT PROJECT THROUGH THE PROJECT PRIORITIZATION PROCESS.
IT HAS TO GET RANKED AMONG THE REST OF THE PROJECTS THAT ARE CURRENTLY IN THE PLAN.
SO THAT IS SOMETHING THAT I WOULD LIKE YOU ALL TO BE AWARE OF.
IF YOU'RE GOING TO REMOVE A PROJECT FROM THE METROPOLITAN TRANSPORTATION PLAN.
WELL GUESS WHAT? THAT HAD TO GO THROUGH AN MTP AMENDMENT AND WE WENT AHEAD AND PROCESSED THAT.
SO THAT DOES REQUIRE AN MTP AMENDMENT AS WELL.
AND THEN IF THERE'S A MAJOR CHANGE IN SCOPE, COST OR IMPLEMENTATION TIME FRAME OF AN EXISTING PROJECT IN THE MTP, IF THERE'S NEW FUNDING THAT'S BEING ADDED, IF THE LIMITS OF THE PROJECT ARE BEING CHANGED, THAT'S WHEN YOU HAVE TO ALSO SEEK AN MTP AMENDMENT.
SO A QUICK OVERVIEW HERE ON THE AMENDMENT ELIGIBILITY.
ANYTHING THAT'S IN THE ROADWAY OR TRANSIT PROGRAM, SO THINGS THAT ARE TYPICALLY CAPACITY IMPROVEMENTS OR TRANSIT CAPACITY IMPROVEMENTS, ADDITIONS, DELETIONS, MODIFICATIONS WITH ANY OF THOSE TWO PROGRAMS WITHIN THE MTP ARE GOING TO REQUIRE AN MTP AMENDMENT.
SO THAT'S ONE OF THOSE THINGS WHERE WE SAY IT MAY REQUIRE AN MTP AMENDMENT, BUT LIKELY NOT.
AND THAT'S WHY, AS PART OF THE PROCESS, YOU'LL SEE LATER ON, WE ASK THAT YOU COME AND MEET WITH US PRIOR TO SUBMITTING AN MTP AMENDMENT REQUEST BEFORE THE NOVEMBER 10TH DEADLINE. I THINK I ALREADY MENTIONED THIS THAT PROJECTS INCLUDED IN THE ROADWAY AND TRANSIT PROGRAM DO NEED TO GO THROUGH A PROJECT PRIORITIZATION PROCESS.
IF YOU'RE LOOKING TO CHANGE THE SCOPE DRAMATICALLY ON THAT PROJECT OR YOU'RE LOOKING TO ADD A PROJECT WITHIN THOSE TWO PROGRAMS, AND WE HAVE TO REEVALUATE, OBVIOUSLY, THE COST FEASIBILITY OF THOSE PROJECTS AS WELL.
AND WHAT'S REQUIRED NOW FOR AN MTP AMENDMENT.
THEN ONCE WE GO THROUGH THAT PROCESS, WE WILL LIKELY ASK YOU TO BRING THAT FORWARD TO THE MPO BOARD AND ADVISORY COMMITTEES AS A PRESENTATION, DEPENDING ON THE SCOPE OF THE PROJECT. SO IF, FOR EXAMPLE, WE'RE DOING A REMOVAL OF A PROJECT LIKE WE DID WITH PEMBROKE ROAD, WE'RE NOT ALWAYS GOING TO ASK FOR A FORMAL PRESENTATION TO THE BOARD.
THEN LIKELY THAT'S GOING TO REQUIRE A PRESENTATION TO THE TAC, CAC, AND MPO BOARD.
I'M SORRY, I DON'T HAVE A SPECIFIC RECIPE FOR WHAT DOES AND DOES NOT GO TO THE BOARD.
THAT'S WHY WE LIKE TO HAVE THAT COORDINATION UP FRONT, JUST TO BE ABLE TO DISCUSS THAT.
THEN AFTER WE'VE COME TO AN AGREEMENT ON WHAT THE AMENDMENT IS GOING TO BE, WE'RE GOING TO ASK FOR A FORMAL WRITTEN REQUEST FOR AN MTP AMENDMENT THAT CAN COME IN THE FORM OF A LETTER FROM A CITY MANAGER OR A COUNTY ADMINISTRATOR OR A DEPARTMENT HEAD OR SOMEONE.
AGAIN, SOMETHING WILL WORK OUT THROUGH THAT INITIAL COORDINATION MEETING.
THEN WE WILL EVALUATE THE AMENDMENT AND LOOK AND MAKE SURE THAT IT MEETS OUR PROGRAM READY CRITERIA, THAT IT HAS A GOOD SCOPE OF WORK, THAT THE COST ESTIMATE IS GOOD, THAT YOU'VE DONE ALL THE APPROPRIATE PARTNER COLLABORATION, AND THAT THERE'S A RESOLUTION OF SUPPORT AS WELL FROM THE LOCAL AGENCY.
[00:25:07]
DEEMED ELIGIBLE AND MOVE ON TO THE ADOPTION PROCESS IN FEBRUARY.SO THERE IS A SLIGHTLY DIFFERENT I DON'T WANT TO SAY PROCESS, BUT THERE'S SLIGHTLY DIFFERENT CONSIDERATIONS IF YOU'RE LOOKING TO AMEND A PROJECT INTO THE MTP AND COMPETE FOR FEDERAL DISCRETIONARY GRANT FUNDING.
SO THE PROCESS THAT I SHOWED YOU BEFORE IS IF YOU'RE LOOKING TO AMEND A PROJECT IN THE CURRENT COST FEASIBLE PLAN BECAUSE YOU'RE LOOKING TO PURSUE MPO ATTRIBUTABLE FUNDING, SO FUNDING THAT THE MPO ALREADY GETS OR STATE FUNDING, LET'S SAY SIS FUNDING, THAT'S WHAT THE PREVIOUS PROCESS WAS FOR.
NOW, IF YOU'RE LOOKING TO PURSUE FEDERAL DISCRETIONARY GRANT FUNDING, WHERE YOU'RE LOOKING TO PUT IN LOCAL DOLLARS, SO YOU'RE SAYING, HEY, I'M GOING TO PUT LOCAL DOLLARS FORWARD AND I'M GOING TO COMPETE FOR POTENTIAL MONEY THAT'S OUT THERE IN THE ETHER, RIGHT OF FEDERAL DISCRETIONARY GRANT FUNDING.
AND WE WOULD LIKE TO MATCH THAT.
THAT'S A LITTLE BIT OF A DIFFERENT PROCESS.
AND I HAVE A FLOW CHART HERE THAT I'LL TRY AND BREAK DOWN AS EASILY AS POSSIBLE ON THAT.
AND THEN ALSO MAKE SURE THAT WE DISTINGUISH THE DIFFERENCE BETWEEN HAVING TO DO AN MTP AMENDMENT OR MODIFICATION FOR A PROJECT VERSUS MAYBE JUST MODIFYING IT INTO THE TRANSPORTATION IMPROVEMENT PROGRAM.
THERE'S A COUPLE OF DIFFERENT INDICATORS THAT WILL DECIDE WHICH WAY THAT PROJECT GOES.
SO THIS IS MORE FEDERAL GUIDANCE SURROUNDING WHY PROJECTS LIKE THIS NEED TO BE IN THE MTP.
THEY END UP SOMEWHERE IN THE MIDDLE.
THEY'RE KIND OF IN PURGATORY A LITTLE BIT BECAUSE THEY MAY HAVE ALL THE LOCAL FUNDING THAT'S NECESSARY FOR A GRANT MATCH, BUT THEY HAVEN'T LEVERAGED ALL OF THE FEDERAL FUNDS YET. THEY HAVEN'T BEEN AWARDED THE FEDERAL GRANT FUNDS.
THOSE TEND TO BE MORE ILLUSTRATIVE RATHER THAN JUST STRAIGHT UP NEEDS, AND THAT ENSURES THAT THOSE PROJECTS CAN GET FUNDING ONCE THAT FUNDING HAS BEEN IDENTIFIED. SO THEY KIND OF SIT THERE AS A PLACEHOLDER.
THE OTHER THING THAT WE NEED TO CONSIDER WHEN WE'RE LOOKING AT MTP AMENDMENTS VERSUS JUST A TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT OR MODIFICATION FOR A LOCAL PROJECT SEEKING FEDERAL DISCRETIONARY GRANTS IS WHETHER THE PROJECT IS REGIONALLY SIGNIFICANT AND THIS IS A DEFINITION HERE FOR REGIONALLY SIGNIFICANT.
IT BASICALLY MEANS A PROJECT THAT IS ON A FACILITY THAT SERVES REGIONAL TRANSPORTATION NEEDS AND WOULD NORMALLY BE INCLUDED IN THE MODELING OF THE METROPOLITAN AREAS TRANSPORTATION NETWORK.
IF YOU'RE LOOKING TO COMPETE FOR FEDERAL DISCRETIONARY GRANT FUNDING FOR A SIDEWALK IN YOUR AREA, FOR A BIKE LANE, LIKELY NOT GOING TO MEET THAT REGIONALLY SIGNIFICANT PROJECT THRESHOLD AND THAT'LL HELP YOU MAKE THAT DECISION ON WHETHER OR NOT IT'S GOING TO GO THE MTP ROUTE OR WHETHER IT WILL GO THE TIP ROUTE.
AND HOPEFULLY, IF I'VE QUEUED THIS ALL UP CORRECTLY, YES, WE'VE GOT OUR LOVELY FLOWCHART HERE.
SO YOU HAVE YOUR LOCAL COUNTY PROPOSED PROJECT.
SO THE FIRST QUESTION YOU GOT TO ASK YOURSELF, IS IT REGIONALLY SIGNIFICANT? IS IT A PROJECT THAT IS ON THE MAJOR TRANSPORTATION NETWORK THAT'S GOING TO HAVE EFFECTS ON THE TRANSPORTATION NETWORK FROM A MODELING PERSPECTIVE, ARE YOU ADDING CAPACITY? ARE YOU TAKING AWAY LANES, THOSE TYPES OF THINGS? WELL, IF THE ANSWER IS YES, THEN YOU'VE GOT SOME MORE QUESTIONS TO ASK YOURSELF.
THEN YOU HAVE TO IDENTIFY WHETHER THE EXISTING PROJECT AS IT SITS, HAS FUNDING OR HAS NO FUNDING.
IT REALLY IT DOESN'T IT'S NOT THAT YOU GAIN ANY PARTICULAR ADVANTAGE BY BEING IN THE NEEDS PLAN, BUT SOME PEOPLE LIKE TO SEE THAT IT'S THERE BECAUSE IT GIVES THEM OPTIONS, RIGHT, TO PURSUE ANY DIFFERENT TYPE OF FEDERAL GRANT FUNDING.
IF THE PROJECT DOES HAVE FUNDING, THEN YOU NEED TO ASK YOURSELF TWO ADDITIONAL QUESTIONS IS IT PARTIALLY FUNDED OR IS IT FULLY FUNDED? PARTIALLY FUNDED MEANS PROJECTS THAT, FOR EXAMPLE, HAVE A LOCAL MATCH BUT ARE WAITING FOR THAT FEDERAL DISCRETIONARY GRANT AWARD IN ORDER TO GET THEIR FULL FUNDING TO BE FULLY FUNDED. IF THE PROJECT IS FULLY FUNDED, MEANING, HEY, WE'VE GOT ALL THE MONEY THAT WE NEED, WE'VE ALREADY GOT OUR FEDERAL DISCRETIONARY GRANT, WE'VE GOT OUR LOCAL DOLLARS ON THE TABLE, THEN THAT'S WHAT WE CONSIDER FULLY FUNDED.
SO IF IT'S PARTIALLY FUNDED, IT GOES INTO THAT PURGATORY STATE THAT I MENTIONED.
IT GOES INTO THE ILLUSTRATIVE PLAN WHICH STILL REQUIRES AN AMENDMENT.
[00:30:02]
IF IT IS FULLY FUNDED, IT CAN GO STRAIGHT INTO THE COST, FEASIBLE PLAN AND GET AMENDED.NOW, WHAT'S THE DIFFERENCE BETWEEN THE ILLUSTRATIVE AND THE COST FEASIBLE PLAN? WELL, IF YOUR PROJECT IS SITTING IN PURGATORY THERE IN THE ILLUSTRATIVE PLAN AND YOU'RE WAITING TO HEAR BACK ON A FEDERAL DISCRETIONARY GRANT AWARD, IT CAN SIT THERE AND YOU CAN DEMONSTRATE TO THE FEDS THAT IT IS IN A METROPOLITAN TRANSPORTATION PLAN.
BUT ONCE THAT PROJECT GETS FUNDING, WE'RE LIKELY GOING TO HAVE TO DO A SECOND AMENDMENT TO BRING IT INTO THE COST FEASIBLE PLAN, BECAUSE ONCE AGAIN, YOU'RE GOING TO HAVE TO SAY, HEY, THIS PROJECT IS READY TO BE IMPLEMENTED.
IT'S READY TO MOVE FORWARD WITH FULL FUNDING AND IT GOES INTO THE COST FEASIBLE PLAN AT THAT POINT.
AND THAT DOES REQUIRE AN AMENDMENT.
WE'LL MAKE SURE THAT ALL THOSE PROGRAM READY CRITERIA HAVE BEEN MET, THAT THE PROJECT HAS A GOOD SCOPE OF WORK, COST ESTIMATE, RESOLUTIONS, ETC., AND WE CAN MODIFY THAT PROJECT INTO THE TIP FOR LOCALLY FUNDED PHASES.
YOU'VE GOT YOUR $500,000 DOLLARS SITTING THERE.
WE'LL PARK THAT PROJECT AS A LINE ITEM WITH A $500,000 OF LOCAL FUNDING.
HOPEFULLY, I HAVEN'T LOST ANYONE WITH THAT.
THIS IS ON OUR AGENDAS PAGE SO YOU CAN LOOK AT IT AGAIN.
BUT THIS IS AGAIN WHY WE ASK YOU TO COME AND MEET WITH US BECAUSE WE WILL HELP YOU WALK THROUGH THIS PROCESS AND I THINK EVEN HAVE A LITTLE DISCLAIMER ON THE BOTTOM THERE THAT IS A VERY SIMPLIFIED VERSION OF THIS PROCESS.
WE'LL FIGURE IT OUT TOGETHER BECAUSE A LOT OF TIMES THERE'S TONS OF NUANCES, RIGHT? PEOPLE COME TO US AND SAY, WELL, WE'VE GOT PART OF THIS PROJECT THAT WE'RE LOOKING TO LEVERAGE FEDERAL FUNDS FOR.
THE REST OF IT IS FULLY FUNDED.
YEAH, THAT'S WHERE IT GETS STICKY.
AND YOU HAVE TO GO AHEAD AND WORK WITH US, RIGHT? SOMETIMES WE DON'T EVEN KNOW THE ANSWER AND WE NEED TO GO BACK TO THE BOOKS OR TO THE FEDS TO ASK WHAT THE BEST ROUTE IS HERE.
SO IF YOU ARE LOOKING TO PURSUE AN MTP AMENDMENT OR TIP AMENDMENT FOR YOUR LOCAL PROJECT, THE FIRST THING YOU SHOULD ALWAYS DO IS REACH OUT TO US AND YOU CAN REACH OUT DIRECTLY TO ME AND REQUEST A STAFF LEVEL COORDINATION MEETING.
WE'LL ALSO MAKE A DECISION WHETHER THAT PROJECT NEEDS TO BE PRESENTED TO THE MPO BOARD JUST AS AN INFORMATIONAL ITEM SO THAT THEY ARE AWARE OF IT AND THAT THEY KNOW THIS WILL BE COMING AS AN MTP AMENDMENT.
WE DON'T WANT ANY SURPRISES WHEN WE BRING THESE PROJECTS FORWARD FOR AN MTP AMENDMENT.
SECOND ONE IS THE PROJECT SPONSOR MUST IDENTIFY THE FUNDING AMOUNT AND TYPE IN AN ADOPTED LOCAL BUDGET, WHICH MEANS THAT IF YOU'RE LOOKING TO SECURE YOUR LOCAL MATCH FOR YOUR FEDERAL DISCRETIONARY GRANT, WELL, YOU GOT TO SHOW US WHERE IT IS, RIGHT.
SO THAT YOU CAN DEMONSTRATE TO THE FEDS THEN AS WELL THAT YOUR LOCAL DOLLARS ARE SECURED.
JUST WRITING AN IOU IS NOT GOOD ENOUGH, RIGHT? HEY, WE'VE GOT THE MONEY SOMEWHERE.
WE'LL FIND IT ONCE WE GET THE FEDERAL DISCRETIONARY GRANT THAT USUALLY DOESN'T FLY FROM THE FEDS PERSPECTIVE, THEN THE PROJECT SPONSOR WILL SUBMIT AN MTP AMENDMENT REQUEST IN THE FORM OF LETTER.
DOESN'T HAVE TO BE ANYTHING PARTICULAR COMPLICATED.
HEY, WE WOULD LIKE TO SUBMIT AN MTP AMENDMENT REQUEST FOR THIS PROJECT FROM POINT A TO POINT B.
HERE'S OUR LOCAL BUDGET TO SHOW WHERE THE LOCAL MATCH IS, ETC.
AND THAT ALL NEEDS TO BE SUBMITTED TO US BY NOVEMBER 10TH.
AND THAT'S WHERE THAT SCHEDULE FROM NOVEMBER TO FEBRUARY KICKS IN.
SO WITH THAT, I'M GOING TO OPEN IT UP TO QUESTIONS.
AGAIN, I KNOW I THREW A LOT OF INFORMATION AT YOU.
I TRY TO BREAK IT DOWN AS BEST AS I COULD, BUT I WOULD ENCOURAGE YOU TO REACH OUT AND MEET WITH US.
EVEN IF YOU JUST HAVE QUESTIONS, WE CAN CERTAINLY HELP OUT.
SO I'LL TURN IT BACK OVER TO YOU.
THANK YOU. I JUST WANT TO VERIFY THAT THE NOVEMBER 10TH DEADLINE FOR THE MTP PROJECTS, THAT'S THE DEADLINE FOR INSERTION INTO THE 2045 MTP, IT'S NOT THE SAME AS THE CALL FOR PROJECTS FOR THE 2050 MTP, WHICH I THINK IS GOING TO HAPPEN LATER? CORRECT. AND THANKS FOR THAT CLARIFICATION.
YES, THIS IS SPECIFICALLY FOR THE AMENDMENT TO THE 2045 METROPOLITAN TRANSPORTATION PLAN.
[00:35:04]
AND SO IT'S POSSIBLE THAT YOU'LL HAVE YOU KNOW, WE'LL HAVE PLANNING PHASES OR DESIGN PHASES THAT ARE FUNDED AND THEN OTHER PHASES THAT ARE PARTIALLY FUNDED.YOU KNOW, DO THEY GO IN? THEY DO GO IN THE MTP SEPARATELY BY PHASE OR THEY GO IN AS ONE PROJECT.
HOW DOES THAT WORK, YOU KNOW, FOR SOME OF THESE LARGER SCALE TRANSIT PROJECTS WE'RE GOING TO SEE COMING FORWARD? YES, ALSO GOOD QUESTION, NICK.
THOSE ARE THE THREE PHASES THAT ARE RECOGNIZED BY THE FEDERAL GOVERNMENT.
BUT WE'LL FIGURE IT OUT. GREAT.
MR. GOOD. THANK YOU, MADAM CHAIR.
I APPRECIATE THAT. AND PETER, I ECHO GOOD PRESENTATION.
YOU'RE RIGHT, A LOT OF INFORMATION HERE, BUT I JUST WANT TO MAKE CERTAIN I'M CLEAR STILL.
MTP IS STILL THOSE PROJECTS THAT ARE BEYOND YEAR FIVE.
IS THAT CORRECT? YES, I'M GOING TO SAY YES, BECAUSE TECHNICALLY THE TRANSPORTATION IMPROVEMENT PROGRAM IS INCLUDED AS THE FIRST FIVE YEARS OF THE PLAN.
SO ANY PROJECT THAT YOU SEE IN THE COST FEASIBLE PLAN ARE BEYOND THAT FIVE YEAR TIP FROM AND THAT'S WHY WHEN YOU LOOK AT THE TIME FRAME, YOU SEE IT STARTING IN 2026 AND ONWARDS BECAUSE WHEN WE ADOPTED THE TIP, THAT WAS THE LAST I'M SORRY, THE MTP, THAT WAS THE LAST FIVE YEAR TIME FRAME.
DOES THAT MAKE SENSE? WELL, I BECAUSE YEAH, THE TIP IS THE FIVE YEAR FUNDED THE MTP HAVE GOTTEN ADJUSTED TO BEING, YOU KNOW, BEYOND THE FIVE YEAR.
BUT SO YOU MADE IT CLEAR THAT THE MTP DOES INCORPORATE THE FIVE YEAR TIP.
SO IF THE PROJECT IS NOT REGIONALLY SIGNIFICANT.
BUT IT IS IN THE MTP AND YOU SAY IT'S A TIP MODIFICATION FOR FULLY FUNDED LOCAL PHASES.
BUT IF YOU HAVE SOMETHING THAT'S NOT SIGNIFICANT AND IT'S YEAR SEVEN, YOU WANT TO CHANGE THAT.
HOW DOES THAT HAPPEN THEN? YEAH, THAT'S OUTSIDE THE TIP.
CORRECT. THAT'S OUTSIDE THE TIP.
AND IN THAT CASE, THIS IS WHERE IT WILL LIKELY FALL INTO THOSE THE PROGRAMS WHERE WE SAID MAY REQUIRE MTP AMENDMENT. I THINK IF YOU DON'T HAVE A REGIONALLY SIGNIFICANT PROJECT AND YOU'RE LOOKING TO INCLUDE THAT IN ONE OF OUR PROGRAMS, SAY, THE COMPLETE STREET'S MASTER PLAN OR TAKE, FOR EXAMPLE, COMPLETE STREETS AND LOCALIZED INITIATIVES.
THOSE PROJECTS ARE ALREADY APPROVED IN A PROGRAM AS PART OF THE MTP.
THEY WOULD JUST GO INTO THAT PROGRAM AND THAT WOULD BE IT, RIGHT? THEY DON'T NECESSARILY NEED THE MTP [INAUDIBLE] BECAUSE THE PROGRAM AS A WHOLE HAS BEEN AUTHORIZED, BUT BECAUSE THEY'RE NOT REGIONALLY SIGNIFICANT, THEY DON'T NEED TO BE DISCRETELY CALLED OUT.
AND IF IT DOESN'T FALL WITHIN THOSE PROGRAMS, THIS IS ONE OF THOSE TIMES WHERE WE ALL DON'T KNOW.
WE'LL FIGURE IT OUT. THAT'S RIGHT.
THAT'S I'M GOOD WITH THAT. THANK YOU.
GREAT. THANK YOU, PETER. ARE THERE ANY OTHER QUESTIONS? ANY ONLINE QUESTIONS, REBECCA? NO. GREAT.
[LAUGHTER] OUR NEXT NON-ACTION ITEM IS REPORT FROM PARTNER AGENCIES BROWARD COUNTY
[2. Report From Partner Agency - Broward County Transit - Broward County Premium Mobility Plan (PREMO)]
TRANSIT AND BROWARD COUNTY PREMIUM MOBILITY PLAN PRESENTATION.AND MR. SOFOUL WILL BE STARTING US OFF.
THANK YOU SO MUCH, MADAM CHAIR, AND ESTEEMED COLLEAGUES OF THE MPO TECH.
REALLY EXCITED TO BE HERE WITH YOU TODAY TO DISCUSS THE BROWARD COUNTY'S PREMIUM MOBILITY PLAN.
THIS HAS BEEN A LONG TIME COMING.
WE'VE KIND OF TEASED THIS FOR A LONG TIME.
SO I'M HAPPY TO FINALLY BE ABLE TO KICK THIS OFF AND TO BE ABLE TO SHOW SOME OF THE WORK THAT WE'RE DOING AND THE GREAT THINGS WE HAVE TO COME IN BROWARD COUNTY, YOU KNOW, FULFILLING THE PROMISE OF THE SURTAX TO HAVE PREMIUM TRANSIT.
[00:40:09]
THIS VISION THAT WE CAN ALL STAND BEHIND AND SAY, OKAY, THIS IS THE PATH FORWARD.WE HAVE THE FUNDING, BUT WE NEED TO CRYSTALLIZE WHERE ARE THESE PREMIUM, CONVENIENT, SAFE, EFFECTIVE PREMIUM NETWORKS FOR TRANSIT? WHERE ARE THEY GOING TO GO? AND HOW DO WE ALL GET ON THE SAME PAGE ACROSS THE COUNTY AS WE GO THROUGH MULTIPLE JURISDICTIONS TO MAKE THAT VISION COME TO REALITY? SO WE'RE GOING TO DISCUSS THAT PROCESS.
WE'RE ALSO GOING TO DISCUSS THE OUTREACH AND THE BRANDING FOR THIS.
SO WE'RE GOING TO GET THAT HIGH LEVEL.
I AM GOING TO BE TURNING THIS WHOLE PRESENTATION MOMENTARILY OVER TO SCOTT PRINGLE.
HE'S OUR PROJECT MANAGER WITH WSP USA.
HE'S THE DIRECTOR OF FLORIDA TRANSIT AND RAIL.
LOTS OF YEARS EXPERIENCE WORKING IN AREAS.
HE HAS A PROJECT THAT'S ABOUT TO HAVE A RIBBON CUTTING IN ST.
PETERSBURG CALLED THE SUN RUNNER BRT.
SO WITH THAT, I'M GOING TO PLAY A QUICK INTRODUCTORY VIDEO TO PREMO, AND THEN I'M GOING TO TURN IT OVER TO SCOTT AND THEN I'LL COME BACK AT THE END AND WE'LL TAKE ANY QUESTIONS YOU MAY HAVE. YES.
TODAY WE HAVE AN OPPORTUNITY TO INVEST IN A TRULY WORLD CLASS MODERN TRANSIT SYSTEM FOR THE COUNTY.
SO HOW DO WE GET THERE TOGETHER? FUNDING ALREADY APPROVED.
THESE INNOVATIONS START WITH YOU.
INTRODUCING PREMO BROWARD COUNTY TRANSIT'S PREMIUM MOBILITY PLAN.
HERE'S HOW YOU CAN BE A PART OF THESE INNOVATIVE SOLUTIONS FOR TRANSIT.
IMPLEMENT EQUITABLE TRANSIT SOLUTIONS.
IMPROVE SAFETY, SECURITY AND ENSURE ENVIRONMENTAL STEWARDSHIP.
ENHANCE ECONOMIC DEVELOPMENT AND ENSURE FINANCIAL STABILITY.
INTEGRATE AND SERVE COMMUNITIES.
VISIT US AT PREMO.BROWARD.ORG.
BUT REALLY, SOME OF THE KEY REASONINGS FOR DOING THE PREMIUM MOBILITY PLAN ARE, AS YOU SEE HERE ON THE SCREEN, ESTABLISH THAT 30 YEAR VISION FOR PREMIUM TRANSIT. NOW, WHAT DO WE MEAN BY PREMIUM TRANSIT? SIMPLY PUT, PREMIUM TRANSIT ARE THOSE HIGH CAPACITY TRANSIT CORRIDORS.
THEY'RE GOING TO BE MODERN, CONVENIENT, FREQUENT, ATTRACTIVE AND RELIABLE.
OF COURSE, WE ALWAYS WANT TO MAKE SURE WE'RE MEETING THE OBJECTIVES OF THE MAP BROWARD AS WELL AS A LOT OF THE CONVERSATIONS YOU GUYS ALREADY HAD HERE THIS AFTERNOON ABOUT THE TIP AND THE MTP, VERY SIMILAR.
WE'RE LOOKING AT THAT 30 YEAR VISION, BUT ALSO IDENTIFYING HOW CAN WE START BUILDING A PIPELINE OF THESE PREMIUM TRANSIT PROJECTS AS WE GO THROUGH THE COMING YEARS? AND EVEN BEYOND THE PREMO PLAN ITSELF? AS WE DEVELOP THE PLAN, WE'RE ALWAYS GOING TO WORK VERY CLOSELY WITH THE COUNTY, ESPECIALLY COUNTY PUBLIC WORKS, THE FLORIDA DEPARTMENT OF TRANSPORTATION, AS WELL AS ALL OUR MUNICIPAL PARTNERS, AS WELL AS THE VIDEO INTRODUCED.
I'M NOT GOING TO GO THROUGH ALL OF THEM AGAIN.
YOU DID SEE THEM ON THE VIDEO.
BUT QUICKLY, WE'RE REALLY FOCUSED ON IMPROVING MOBILITY FOR ALL IN IN VERY EQUITABLE WAYS, LOOKING FOR THOSE EQUITABLE TRANSIT SOLUTIONS, NOT IN TERMS OF JUST THE COMMUNITIES IT SERVES, BUT THE GEOGRAPHIES THROUGH THE COUNTY THAT IS BEING SERVED.
[00:45:03]
BUT EVEN BEYOND THAT, WE WANT TO MAKE SURE THAT WE'RE SERVING THE OPPORTUNITIES FOR GROWTH AND TO THE FUTURE.SO THAT'LL BE A BIG PART OF THE GOALS THAT WE'RE GOING TO USE IN DEVELOPING THE PREMO PLAN.
WE'RE REALLY FOCUSED ON THE NORTH, SOUTH, EAST, WEST, PRIMARY ARTERIALS WITHIN THE COUNTY.
THESE ARE GREAT CANDIDATES FOR PREMIUM TRANSIT INVESTMENTS.
BUT THE FOCUS HERE IS CREATING A COMPREHENSIVE APPROACH TO DEVELOPING A NETWORK.
SO OF COURSE YOUR REGIONAL TRANSIT SERVICES AND THIS REALLY BRIDGES THE GAP BETWEEN THOSE TWO TYPES OF TRANSIT, THE PROCESS THAT WE'RE GOING TO USE TO DEVELOP THE PROGRAM.
AND WE'RE REALLY FOCUSED ON ANSWERING A COUPLE OF KEY QUESTIONS ALONG THE WAY.
THE SECOND QUESTION THAT'S BEING ASKED IS HOW WELL ARE THESE CORRIDORS PROVIDING MOBILITY AND EQUITY? AND THE THIRD QUESTION IS GETTING INTO A LITTLE BIT MORE DETAIL.
NOW, YOU'LL NOTE THAT THROUGH A, B AND C, I USE THE WORD CORRIDOR.
NOW, WHEN WE GET TO STEP D, OBVIOUSLY WHEN YOU HAVE A GOOD SENSE OF WHERE THE NEXT QUESTION IS WHAT? SO WE'RE GOING TO START LOOKING AT WHAT'S THE RIGHT TYPE OF TRANSIT FOR EACH ONE OF THESE CORRIDORS? IS IT BUS RAPID TRANSIT? IS IT LIGHT RAIL OR IS IT SOMETHING ELSE? AND THAT'S WHERE WE START HAVING THOSE CONVERSATIONS.
ONCE WE KNOW THE WHERE AND WE KNOW THE WHAT, OBVIOUSLY THE NEXT QUESTION, WHICH IS STEP B IS HOW? WHAT ARE THE PARTNERSHIPS NEEDED? WHAT ARE THE FUNDING AND IMPLEMENTATION STRATEGIES THAT NEED TO BE DEVELOPED SO THAT WE CAN DEVELOP THIS PROGRAM OF PROJECTS AT THE END OF THE DAY, WHICH WILL BE THE PREMO PLAN.
IT IS A TECHNICAL PROCESS IN WHICH WE ARE NARROWING DOWN OPPORTUNITIES TO BUILD THAT INITIAL PIPELINE, STARTING OFF WITH THAT INITIAL NETWORK, WHICH AGAIN IS SORT OF THAT 30 YEAR LOOK FOR THE COUNTY.
SO THAT'S HOW WE'RE GOING TO DEVELOP THE PREMO PLAN.
BUT I PERSONALLY HAVE HAD LOTS OF EXPERIENCE WITH THE STATE OF FLORIDA.
SO WE ARE VERY CONSCIENTIOUS OF THAT.
AND WE'RE REALLY ALSO LOOKING OUTSIDE OF THIS PREMO PLAN, THAT PIPELINE THAT I JUST DESCRIBED.
WE'RE ALSO LOOKING FOR SOME ADDITIONAL CANDIDATES FOR WE'RE CALLING ACCELERATED PROJECTS.
SO IF THERE'S A PROJECT THAT HAS A GREAT DEAL OF MATURITY BEHIND IT, IT'S HAD PUBLIC OUTREACH, THERE'S SOME CONCEPTUAL DESIGN, THERE'S BEEN A GOVERNING BOARD ACTION ON THE PROJECT. THERE'S REALLY NO REASON TO PUSH THAT THROUGH THAT LARGER PREMO PLAN DEVELOPMENT.
IF IT'S MATURE AND IT'S READY TO GO, LET'S MOVE IT ON TO THE NEXT STEP, WHICH WOULD BE THAT PROJECT DEVELOPMENT AND ENVIRONMENT STUDY TO MAKE SURE THAT WE'RE REALLY LOOKING TO GET WHAT THE ULTIMATE GOAL OF THE PLAN IS, IS GET SERVICE OUT THERE ON THE GROUND.
WE'RE WORKING ROUTINELY WITH OUR PROJECT ADVISORY GROUP.
WE'VE ALREADY MET WITH THEM FOUR TIMES.
WE'VE GOT ANOTHER MEETING COMING UP HERE IN JULY.
THEY PROVIDE DIRECTION THROUGH EVERY SINGLE ONE OF THESE STEPS THAT I JUST IDENTIFIED.
PREMO THIS IS THE LOGO THAT WE'RE USING, AS YOU SAW INTRODUCED IN THE VIDEO.
WE ARE IN THE PROCESS OF DOING OUTREACH.
WE'RE CONDUCTING MUNICIPAL BRIEFINGS.
WE DO HAVE A PROJECT WEBSITE THAT'S UP.
THE NICE THING ABOUT THE PROJECT WEBSITE IS WE HAVE WHAT WE CALL OUR INTERACTIVE MAP.
[00:50:02]
IT'S A MAP OF THE COUNTY.AND AS WE BUILD THIS PREMO PLAN, WE'RE GOING TO SHOW THE ELEMENTS OF THE PLAN.
AND WHAT IT DOES IS IT ALLOWS ANYBODY IN THE COMMUNITY TO GO AND PARTICIPATE AND PROVIDE COMMENTS AND REALLY GET BECOME PART OF THE PREMO PLAN 24/7.
IT'S ALWAYS GOING TO BE AVAILABLE TO THE PUBLIC.
WE'RE ALSO DOING WHAT WE CALL OUR COMMUNITY DROP INS.
THESE ARE GREAT OPPORTUNITIES WHERE WE'VE GOT BOOTS ON THE GROUND.
WE'RE GOING OUT TO WHERE THE PEOPLE ARE.
WE'VE GOT FOLKS WHO ARE, YOU KNOW, HAVE TABLETS IN HAND.
THIS IS THE BROADER SCHEDULE FOR THE PREMO PLAN DEVELOPMENT.
AS I MENTIONED, WE'RE LOOKING TO WRAP UP AT THE END OF THIS YEAR, WINTER OF THIS YEAR.
AND AT THE END OF THE DEVELOPMENT END OF THE PREMO PLAN WINTER OF THIS YEAR, WE'RE GOING TO TAKE THE PROGRAM, WE'RE GOING TO TAKE IT TO THE COUNTY AND ASK FOR ADOPTION BY THE COUNTY COMMISSION, AT WHICH POINT WHAT WE'D ACTUALLY LIKE TO DO, WHICH IS A GREAT CONVERSATION EARLIER, IS THEN POTENTIALLY COME TO THE MPO AND REQUEST THAT SOME OF THESE INITIAL PROGRAMS OR PROJECTS COMING OUT OF THE PREMO PLAN BE CONSIDERED FOR INCLUSION IN THE 2050 MTP.
THAT'S WHAT WE'RE DOING, THE CONCEPTUAL DESIGN.
WE'RE REALLY GETTING TO UNDERSTAND HOW THE SERVICE WORKS.
SO I'M GOING TO ACTUALLY ASK NICK TO COME UP AND CLOSE.
THANK YOU SCOTT. SO I WANTED TO MENTION THIS AND I FELT LIKE WE'D BE REMISS IF WE DIDN'T MENTION THE FACT THAT PREMO IS NOT THE ONLY INITIATIVE THAT BROWARD COUNTY TRANSIT'S CURRENTLY EMBARKING ON FOR THE FUTURE.
PREMO IS GOING TO SET THAT LONG TERM PREMIUM NETWORK, YOU KNOW, THAT LONG TERM GRID, ESSENTIALLY, YOU KNOW, OF WHERE WE'RE GOING TO HAVE THE MOST INTENSE HIGHEST CAPITAL PROJECT INVESTMENTS.
BUT THAT DOES NOT MEAN WE'RE NOT GOING TO BE MAKING INVESTMENTS ALL ACROSS THE SYSTEM, COUNTY WIDE ON ALL THE EXISTING LOCAL ROUTES AND LOOKING AT FIRST AND LAST MILE CONNECTIONS. SO TO THAT END, AS SOON AS PREMO ENDS, YOU KNOW, IN THE BEGINNING OF NEXT CALENDAR YEAR, WE'RE ACTUALLY GOING TO BE KICKING OFF WHAT WE CALL A COMPREHENSIVE OPERATIONAL ANALYSIS, AND THAT IS AN ANALYSIS THAT LOOKS AT THE ENTIRE STRUCTURE OF OUR ENTIRE SYSTEM.
AND WE'RE GOING TO BE LOOKING AT IT THROUGH THE LENS OF AS WE BRING IN AND BUILD THIS PREMIUM TRANSIT NETWORK, HOW DO WE BEST ADAPT OUR LOCAL SERVICE TO BE ABLE TO PROVIDE THOSE CONNECTIONS, YOU KNOW, INTO THAT PREMO NETWORK? SO WE'RE NOT JUST GOING TO LOOK AT PREMO IT'S GOING TO GO AFTER THAT.
WE'RE GOING TO HAVE THAT NEXT PHASE.
ONE IS A LATE SHIFT PROGRAM THAT'S GOING TO PROVIDE FOLKS WHO WORK OVERNIGHT SHIFT ESSENTIALLY VOUCHERS TO BE ABLE TO USE TAXIS OR POTENTIALLY UBER OR LYFT, YOU KNOW, ON AFTER WORK HOURS TO BE ABLE TO PROVIDE THEM CONNECTIVITY TO AND FROM WORK.
SECONDLY, WE HAVE A MICRO TRANSIT PILOT PROGRAM THAT WE'RE GOING TO KICK OFF THAT'S GOING TO BE GOING THROUGH PROCUREMENT AND WE'LL PROBABLY KICK OFF IN THE NEXT FISCAL YEAR.
HOWEVER, WE WANT TO LAY THE FOUNDATION WITH THAT MICRO TRANSIT NETWORK FOR THOSE FIRST AND LAST MILE CONNECTIONS BECAUSE WE SEE MICRO TRANSIT AS A VERY, VERY POSSIBLE SOLUTION FOR FIRST AND LAST MILE ONCE WE GET HIGH CAPACITY PREMIUM TRANSIT BUILT THROUGHOUT THE COUNTY.
THIS IS A HUGE PART OF SURTAX.
WE OPEN UP OUR APPLICATIONS FOR COMMUNITY SHUTTLE EVERY SINGLE YEAR.
WE WANT TO CONTINUE TO WORK WITH THE MUNICIPALITIES TO DO THAT.
I'LL TAKE ANY QUESTIONS YOU MIGHT HAVE.
EXCELLENT. THANK YOU, GENTLEMEN. ARE THERE ANY QUESTIONS? ALEXANDER, YOU CAN GO.
OH, THANKS, GUYS. I APPRECIATE THE PRESENTATION.
SINCE THE PREMO TEAM IS BETWEEN B AND C, HOW ARE YOU ADDRESSING THE CURRENT RESIDENTIAL DEVELOPMENT THAT ARE HIGHER IN DENSITY ARE NOT COMPLETE YET, SUCH AS THE NEWER DOWNTOWNS THAT ARE COMING ABOUT SOME OF THESE MULTI-STORY UNITS AND DIFFERENT CITIES THAT ARE CREATING A HIGHER RESIDENTIAL DENSITY AREAS.
[00:55:06]
FUTURE. AND WE EVEN LOOK AT THE MPOS LONG RANGE FORECASTS AND LOOKING OUT TOWARDS THAT 2045, 2050 TIME HORIZON BECAUSE, YOU KNOW, PREMIUM TRANSIT, LIKE I MENTIONED BEFORE, HAS THIS REALLY GREAT OPPORTUNITY TO STIMULATE ECONOMIC GROWTH THROUGH TRANSIT ORIENTED DEVELOPMENT.SO WE WANT TO BE ABLE TO MAKE SURE WE'RE SERVING THAT GROWTH IN AN EFFICIENT WAY.
WE CONTINUE TO LOOK AT THAT GROWTH PATTERN, WHETHER IT'S JOBS OR POPULATION, JUST ABOUT THROUGH ALMOST ALL THOSE STEPS THAT I IDENTIFIED UP FRONT, YOU KNOW, A, B, C, RIGHT THROUGH E. WELL, GOOD AFTERNOON.
DOES IT INCLUDE NEW TECHNOLOGY LIKE NOT ONLY WITH THIS OTHER MODE OF TRANSPORT OR SOME NEW TECHNOLOGY THAT IS ALREADY IN OPERATION IN OTHER COUNTRIES? SO FOR EXAMPLE, I DO HAVE SOME EXPERIENCE BACK IN 1996, I WAS PART OF THE FEASIBILITY STUDY TEAM.
SO WE GOT A REAL HARD TIME CONVINCING THEM THAT WHAT WE WANT TO DO.
BUT NOW THAT IS VERY CLOSE TO IN OPERATION.
IT TOOK AROUND 20, AROUND 25, 26 YEARS FOR THE IMPLEMENTATION.
AND I SEE THE WHOLE COUNTRY IS VERY MUCH EXCITED ABOUT IT WITH HUGE CAPACITY.
AND I KNOW THIS TAKES TIME, BUT MY CONCERN IS THAT, YES, IF YOU LOOK IN THE USA, I DON'T KNOW WHERE THEY ARE USING SOMETHING DIFFERENT THAT WE DON'T HAVE HERE, BASED ON OUR LOCALITY OR HYDRAULICS, HYDRAULICS ARE IN THE TERRITORY.
WHAT KIND OF ADVANCED TECHNOLOGY YOU ARE THINKING? IF YOU TALK TO THE COMMUNITY, THEY CANNOT GIVE YOU ANY INPUT ABOUT THAT.
BUT IT HAS TO BE THE TECHNICAL TEAM.
THEY SHOULD HAVE KNOWLEDGE NOT ONLY IN THE US, IT SHOULD HAVE GLOBAL KNOWLEDGE.
WHEN YOU ARE TALKING ABOUT YEAR 2050 BECAUSE BY THAT TIME YOU WILL SEE SOMETHING TOTALLY NEW AND IF WE ADAPT SOMETHING THAT WILL NOT BE USEFUL BACK IN THAT TIME, IT WILL BE RELEASED IN 2050 AND MANY OF US MAY NOT BE HERE AT THAT TIME.
BUT ANYWAY, I'M KIND OF CURIOUS THAT HOW YOU ARE GOING TO INCORPORATE THIS TECHNOLOGICAL ADVANCEMENT THAT IS ABOUT TO COME SOMEWHERE IN THE GLOBE? THAT'S A GREAT QUESTION.
AND THAT EDUCATION PIECE IS CRITICAL, LIKE YOU MENTIONED.
WHEN WE GET TO THAT STEP D, WE'RE GOING TO BE LOOKING AT ALL TECHNOLOGIES.
SO I DID MENTION BUS RAPID TRANSIT AND LIGHT RAIL, BUT REALLY WHAT WE WANT TO DO IS WE WANT A LOOK AT THOSE CORRIDORS UNDERSTAND WHAT THE NEED IS AND MATCH THE RIGHT TECHNOLOGY TO SERVE THAT NEED, THAT'S THE PRIMARY GOAL OF THAT STEP.
SO THEY DO HAVE SOME STIPULATIONS.
IT HAS TO BE A PROVEN TECHNOLOGY.
SO IT REALLY ALLOWS THE COUNTY TO GET WAY MORE BANG FOR THE BUCK AS WELL.
BUT YEAH, WE'RE GOING TO LOOK AT ALL THE TECHNOLOGIES THAT ARE VIABLE IN STEP D.
THANK YOU. WELCOME. THANK YOU.
ARE THERE ANY OTHER QUESTIONS? EXCITING STUFF. THANK YOU.
THANK YOU MADAM CHAIR. OUR NEXT NON-ACTION ITEM IS A FEDERAL DISCRETIONARY GRANT.
[3. Federal Discretionary Grants]
MR. SALLOUM IS HERE.JAD SALLOUM BROWARD MPO, INTERGOVERNMENTAL DEPARTMENT.
SO MIGHT HAVE SEEN THIS SLIDE BEFORE.
THIS IS JUST AN OVERVIEW OF THE NOFOS, NOTICE OF FUNDING OPPORTUNITIES THAT ARE COMING OUT.
THESE ONES, MOST OF THEM CAME OUT IN MAY, I BELIEVE BRIDGE INVESTMENT PROGRAM WAS A BIT DELAYED.
[01:00:03]
THESE ARE JUST ANNOUNCEMENTS BASICALLY THAT NOTIFY EVERYONE THAT THESE PROGRAMS ARE AVAILABLE AND THEY DETAIL HOW TO APPLY AND EVERYTHING. SO WE HAVE WE'VE GOTTEN WORD FROM DIFFERENT PARTNERS, VARIOUS PARTNERS THROUGH OUR BIWEEKLY CALLS OF DIFFERENT MUNICIPALITIES THAT ARE INTERESTED SOME IN THESE PROGRAMS. AND THEN ON THE RIGHT IN THE RIGHT COLUMN, THE PARTNER AGENCIES THAT ARE ELIGIBLE FOR THOSE ARE INDICATED.AND IN THE AGENDA BACKUP IT HAS A DETAILED DESCRIPTION OF EACH PROGRAM.
SO THE SAFE STREETS AND ROADS FOR ALL PROGRAM, WHICH WAS ANNOUNCED IN MAY, IS WE AS AN MPO, WE ARE INTERESTED IN APPLYING FOR IT.
A BRIEF OVERVIEW OF THE PROGRAM IS THERE.
IT'S DIVIDED INTO ACTION PLAN GRANTS AND IMPLEMENTATION PLAN GRANTS.
WE ARE INTERESTED IN APPLYING FOR AN ACTION PLAN GRANT AND WE ARE IN TALKS RIGHT NOW WITH THE COUNTY AS PARTNERS SPECIFICALLY TO PROVIDE LOCAL MATCH. YES.
AND THAT'S REALLY A QUICK UPDATE.
ARE THERE ANY QUESTIONS? I HAVE ONE. CAN YOU SHARE, HOW DO YOU GET ON THOSE BI WEEKLY THURSDAY CALLS? ARE THEY LISTED ON THE AGENDAS? IT'S BEEN MENTIONED SEVERAL TIMES THAT THERE'S THIS MEETING.
OKAY, SO I THINK I'LL TRY TO ANSWER THAT ONE SO THROUGH THE CHAIR.
YEAH. YOU KNOW, IF YOU WOULD YOU SEE THE CONTACT INFORMATION HERE FOR EITHER PAUL CALVARESI OR JAD.
JUST SHOOT THEM AN EMAIL OR YOU CAN SHOOT ME AN EMAIL AND WE'LL BE SURE TO ADD YOU TO THE LIST.
IT'S OPEN FOR EVERYBODY TO PARTICIPATE.
WE MEET FROM 4 TO 5:00 ON A THURSDAY AFTERNOON EVERY OTHER WEEK.
ACTUALLY, I'D ENCOURAGE ALL OF YOU TO JOIN IN AND LISTEN IN.
YOU KNOW, IT'S AN OPPORTUNITY TO HEAR JAD AND HIS TEAM.
YOU KNOW, THEY GET THE LATEST FROM OUR FEDERAL FOLKS WHO ARE UP THERE WORKING WITH USDOT.
SO I'D ENCOURAGE YOU AND AGAIN, JUST SHOOT JAD AN EMAIL AND HE'LL MAKE IT HAPPEN FOR YOU.
AND YOU MAY HAVE TALKED ABOUT THIS BEFORE, BUT CAN YOU SHARE YOU WORK A LOT TO COORDINATE US AS A REGION AND HOW IMPORTANT THAT IS WHEN WE'RE COMPETING NATIONALLY? KIND OF A LITTLE BIT ON THAT.
SURE. YEAH. SO IN THE PAST, WE'VE GOTTEN INDICATIONS FROM USDOT AND FHWA THAT IT'S EXTREMELY IMPORTANT TO WORK TOGETHER AS A REGION WHEN WE'RE APPLYING FOR SPECIFIC PROGRAMS AND TO NOT HAVE COMPETING APPLICATIONS WITHIN BROWARD COUNTY.
IDEALLY WITHIN THE SOUTH FLORIDA REGION.
CAN YOU SUPPORT US INSTEAD OF SUBMITTING A SEPARATE APPLICATION BECAUSE AND IN THE NOFO'S FOR THE SAFE STREETS FOR ALL GRANT IT SPECIFICALLY SAYS LIKE USDOT RESERVES THE RIGHT TO SEND BACK BOTH APPLICATIONS IF THEY'RE COMPETING AND WE DEEPLY ENCOURAGE MUNICIPALITIES AND ORGANIZATIONS TO WORK TOGETHER SO.
EXCELLENT. I JUST HAD A CONVERSATION TODAY REGARDING THAT RELATED THING.
AND YOU'RE HAVING WITH JAMES WAVING IN THE BACK AND YOU'RE HAVING PEOPLE IN D.C.
MAKE THE DECISION ABOUT WHAT YOUR PRIORITY IS INSTEAD OF US.
I THINK IT'S A GREAT POINT. THAT'S EXCELLENT.
THEY CAN PUT ALL THEIR ENERGY INTO THE ONE.
ANY OTHER QUESTION, TOM? THANK YOU, MADAM CHAIR.
[01:05:10]
MAY, WHICH IS PAST.AND YOU ALL ARE IN THAT PROCESS RIGHT NOW, IS THAT CORRECT? THAT'S RIGHT, YES. SO HOW DOES THIS WORK? BECAUSE IT SEEMS LIKE THE MPO IS PROBABLY FOR ALL INTENT AND PURPOSE FOR MOST OF US, THE AGENCY THAT'S GOING TO BE ELIGIBLE FOR SUBMITTING THAT APPLICATION.
ONE IS, HOW DO WE HELP THAT APPLICATION GET APPROVED? AND TWO ONCE THE APPLICATION IS APPROVED, HOW DO WE GET ACCESS TO THE DOLLARS THAT ARE AVAILABLE THROUGH THAT APPLICATION? SURE. SO BREAKING IT DOWN, THE MPO IS IDEALLY SITUATED TO BE THE LEAD APPLICANT ON THE GRANT BECAUSE MPOS HAVE A $5 MILLION DOLLAR MAXIMUM AWARD FOR THE ACTION PLAN GRANTS VERSUS, SAY, A MUNICIPALITY OR COUNTY WHICH CAN RECEIVE ONLY UP TO $1 MILLION DOLLARS.
SO WE ARE IN THE PROCESS OF APPLYING FOR IT.
IT'S A PRETTY SIMPLE APPLICATION ON THE ACTION PLAN SIDE.
ONCE THE IF WE ARE AWARDED THE FUNDING, WHICH THE TOTAL WE'RE LOOKING FOR IS 6.25 MILLION FOR A LARGE COMPREHENSIVE COUNTYWIDE PLAN, THEN WE CAN MOVE FORWARD WITH KIND OF FORMULATING THE PLAN WITH OUR PARTNERS.
AS FAR AS SUPPORT, WE NEED SUPPORT AT THE COUNTY LEVEL.
IF THEY DECIDE TO MOVE FORWARD WITH US, IT'LL NEED TO BE ON THEIR PASSED BY THEIR APPROVED BY THEIR COMMISSION AS AN EXPENDITURE BASICALLY BEFORE THAT SEPTEMBER 15 DEADLINE.
SO FOLLOW UP QUESTION, MADAM CHAIR.
SO SEVERAL THINGS YOU SAID I GOT QUESTIONS TO.
REAL QUICK. SO YOU SAID THAT SIX POINTS SOME ODD A MILLION DOLLARS IS BEING APPLIED, MEANING YOU ALREADY GOT THE PROJECTS FIGURED OUT? NO. SO THE ACTION PLAN, IT WOULD THE REASON THAT WE ARE APPLYING FOR THE ACTION PLAN IS TO KIND OF BRING ALL OF OUR SEPARATE PLANS, NAMELY THAT OUR COMPLETE STREETS MASTER PLAN, PEDESTRIAN SAFETY PLAN AND OTHERS TO KIND OF BRING THEM INTO COMPLIANCE WITH THE OVERALL SAFE STREETS AND ROADS FOR ALL PROGRAM.
AND THIS WAY, THE IDEA IS THAT ONCE WE GET APPROVED FOR THE PLAN, WE CAN FORMULATE A PLAN WHICH CAN THEN LEAD TO THE IMPLEMENTATION SIDE, WHICH WOULD LEAD TO ACTUAL CONSTRUCTION OF CERTAIN PROJECTS.
SO YOU'RE SAYING THAT YOUR SUBMITTAL WAS BASED ON PROJECTS THAT HAVE ALREADY BEEN SUBMITTED, BUT YET WE'RE NOT FUNDED OR I'M JUST SORT OF YOU KNOW, I HAVE TO TELL YOU, BECAUSE I'M TYING THIS A LITTLE BIT TO A PRIOR PRESENTATION YOU ALL MADE ABOUT BEING A MODIFICATION TO THE TIP.
RIGHT? BECAUSE THIS IS FEDERAL FUNDS.
THIS IS SEEMINGLY LIKE AN OPPORTUNITY TO GET FUNDING PRETTY QUICKLY IN THE SHORT TERM, I WOULD ASSUME WITHIN A YEAR'S TIMEFRAME, PROVIDING IT'S APPROVED.
CERTAINLY THE PROJECT ELIGIBLE USE, MANY OF US PROBABLY CAN FIT A PROJECT TO MEET, YOU KNOW, THE CRITERIA, SO TO SAY AND IT'S UNEXPECTED MONEY IN A SENSE, YOU KNOW WHAT I'M SAYING? IT'S NOT LIKE GOING THROUGH THE REGULAR PROCESS, IT'S MONIES THAT WERE MADE AVAILABLE AND NOW THEY FINALLY ARE RELEASING IT AND NOW WE MAY HAVE ACCESS TO IT.
I'D LIKE TO JUST BE ABLE TO KNOW IF WE ALL CAN HAVE AN OPPORTUNITY TO MAKE SUBMITTALS FOR PROJECTS TO BE ABLE TO ENTER INTO THAT, YOU KNOW, LOCAL PROJECT, NOT REGIONAL, MODIFY TIP AND GET SOMETHING ON THE BOOKS WITHIN THE NEXT YEAR OR TWO.
OKAY. SO IF I COULD THROUGH THE CHAIR.
THANK YOU. EXCELLENT QUESTION.
AND IT'S CLEAR TO ME THAT YOU WERE PAYING ATTENTION TO MR. GIES PRESENTATION, SO THAT'S OUTSTANDING.
SO LET ME TRY TO PROVIDE A LITTLE BIT OF A CLARIFICATION ON THIS.
SO THESE DOLLARS ARE BASICALLY FOR PLANNING OF THE PROJECTS, NOT FOR THE IMPLEMENTATION.
SO IN OUR MEETINGS DIRECTLY WITH USDOT, THEY RECOMMENDED THAT WE PURSUE WHAT THEY'RE CALLING AN ACTION PLAN GRANT, WHICH IS IT'S A PLANNING GRANT TO PLAN THE PROJECTS FIRST BEFORE WE THEN PURSUE THE IMPLEMENTATION GRANTS AS A SECOND STEP.
SO IF WE ARE ABLE TO GET ULTIMATELY A POSITIVE COMMITMENT FROM THE COUNTY TO FUND THE LOCAL SHARE, AND I WILL SAY WE MET WITH THEM AGAIN TODAY AND STAFF IS IS VERY SUPPORTIVE.
[01:10:04]
SO I THINK WE ALL SEE THERE'S A BENEFIT HERE.AS JAD WAS SAYING, THIS WOULD BE TO DO A COUNTY WIDE, REGION WIDE STUDY OF PROJECT OPPORTUNITIES.
AND THERE'S REALLY NO LIMIT TO WHAT WE COULD STUDY THERE.
WE HAVE SOME PLANNING DOCUMENTS THAT WE'VE YOU KNOW, WE'VE GOT OUR COMPLETE STREET MASTER PLAN.
I'M SURE THE COUNTY I'M SURE SOME OF THE CITIES HAVE SOME PLANS AS WELL.
WE'LL LOOK AT ALL OF THOSE AS A STARTING POINT.
BUT, YOU KNOW, BASICALLY EVERYTHING IS ON THE TABLE.
IT'S INTENDED TO BE A COLLABORATIVE PLANNING EXERCISE TO IDENTIFY STRONG CANDIDATES THAT WE CAN THEN PURSUE THE REAL PRIZE, WHICH WOULD BE THE CAPITAL FUNDS TO GO BUILD PROJECTS.
THERE'S HIGHER LEVELS AND CAPS, BUT AGAIN, WE'RE NOT A PROJECT DELIVERY ORGANIZATION.
IT'S PROBABLY WHERE THE BULK OF THEM WIND UP.
BUT YES, SO THAT HOPEFULLY THAT GIVES YOU A BETTER OVERALL PICTURE OF WHERE WE'RE GOING WITH THIS.
AND WE HOPE TO BE ABLE TO PUT A SUCCESSFUL APPLICATION IN SEPTEMBER 15TH.
YOU HAVE A FOLLOW UP? YEAH, YEAH.
I SHUT MYSELF OFF THINKING I DIDN'T HAVE ONE MORE QUESTION, BUT I DID.
SO YEAH, ONE OTHER THING, BECAUSE WHAT WAS MENTIONED WAS THE CITIES WOULD HAVE TO HAVE THEIR LOCAL GOVERNMENTS APPROVE PRIOR TO SEPTEMBER 15TH SUBMITTAL.
GO AHEAD. SO, OK, DOES THAT MAKE AGAIN.
THROUGH THE CHAIR. SO THERE'S A 20% LOCAL MATCH REQUIREMENT BECAUSE OF THE FAIRLY TIGHT DEADLINES WITH THESE THINGS, YOU KNOW, WE COULD GO OUT AND TAKE A STRATEGY OF TRYING TO GO TO OUR 31 MUNICIPAL PARTNERS AND GET THE MONEY THAT WAY.
IT REALLY JUST DIDN'T SEEM FEASIBLE.
SO WE'RE WORKING WITH THE COUNTY AND HOPE TO HAVE A SINGLE ENTITY TO BRING THE LOCAL FUNDING, THE 20% TO THE TABLE AND HAVE IT A JOINT EFFORT THAT WAY, AGAIN, IT'LL BE FOR THE BENEFIT OF ALL THE MEMBER GOVERNMENTS WHEN WE DO THE STUDY.
SO MEANING IF THEY CONTRIBUTED 20% AND LOCAL GOVERNMENT GETS TO JUMP IN, THEN WE REIMBURSE THE COUNTY FOR THEIR 20% OR ARE WE LOCKED OUT? I JUST HATE TO.
SO YOU'RE YOU'RE LOCKED OUT OF FUNDING THE LOCAL MATCH.
EXCELLENT. ANY OTHER QUESTIONS? I JUST HAD ONE MORE COMMENT JUST TO FOLLOW UP ON TOM'S COMMENT ABOUT COMMUNITY SUPPORT.
I MEAN, WILL IT HELP AN APPLICATION IF WE ALL WORK WITH OUR MPO REPRESENTATIVES OR OUR COMMISSIONS TO DO RESOLUTIONS OF SUPPORT? IF YOU CAN GIVE US INFORMATION THAT WE CAN USE IN THOSE ACTION ITEMS, I KNOW TIMING WITH SUMMER BREAKS AND STUFF WILL BE CLOSE AND WE CAN'T WAIT TILL THE NEXT MEETING REALLY TO GET THAT STUFF ON. SO IF IT'S SOMETHING, IF YOU CAN FOLLOW UP WITH ALL OF US AND GIVE US INFORMATION, I KNOW WE'D BE HAPPY TO SUPPORT SOMETHING LIKE THAT.
OKAY. THANK YOU. YEAH, WE HAVEN'T DISCUSSED THAT SPECIFICALLY, BUT IN THE COMING MONTHS, WE MIGHT.
SO THANK YOU. GREAT. WELL, SIR, FOLLOWING UP TO YOU, MADAM CHAIR.
SO THAT WAY WE DON'T HAVE TO FIGURE IT OUT.
AND THEN IT DOESN'T REALLY MEET WHAT YOU NEED IN THE END.
SO, YES, RECOMMENDED LANGUAGE IS GREAT.
GREAT. THANK YOU, JAD. EXCELLENT.
OUR LAST NON-ACTION ITEM IS AN UPDATE ON MOBILITY PROJECTS BY MR.
[4. Mobility Projects Update]
QURESHI. ALL RIGHT, EVERYONE.I'M PART OF THE MOBILITY TEAM AT THE BROWARD MPO.
AND JUST FOR EVERYONE'S INFORMATION, THE MOBILITY PROJECTS I'M GOING TO BE GOING OVER ARE EITHER THE MPO MOBILITY COMPLETION [INAUDIBLE] FUND PROJECTS, THE TIGER PROJECTS AND THE CSLIP PROJECTS.
THIS IS OUR AMAZING PROCESS THAT WE HAVE IMPLEMENTED AT THE MPO.
[01:15:04]
THIS IS OUR IMPLEMENTATION PROCESS WHERE WE START WITH GETTING PROJECTS PROGRAM READY, WHERE WE HAVE A AGREED UPON SCOPE OF WORK FROM OUR PARTNERS.WE ENSURE THAT PROJECTS THAT FALL IN CERTAIN JURISDICTIONS AND PROJECTS THAT FALL IN CERTAIN JURISDICTIONS BUT ARE ALONG OTHER FACILITY OWNER ROADWAYS, THAT WE ENSURE THAT THERE'S COLLABORATION BETWEEN BOTH THE PARTNERS.
WE MAKE SURE THAT THE IMPROVEMENTS THAT WE'RE MAKING IS WITHIN THE EXISTING RIGHT AWAY, ENSURE THAT WE HAVE A COST ESTIMATE AND WE HAVE DOCUMENTATIONS OF SUPPORT WHICH INCLUDES A RESOLUTION OF SUPPORT FROM THE COMMISSION.
AS WELL AS THAT WE HAVE SUPPORT FROM THE PUBLIC.
AND ONCE A PROJECT GETS PROGRAM READY, IT BECOMES ELIGIBLE FOR FUNDING AND IT GETS PROGRAMED.
AND IT GOES THROUGH THIS WHOLE PROCESS THAT YOU SEE ON THE SCREEN, AND EVENTUALLY IT GETS COMPLETED.
SO IN THIS PAST YEAR OR AS OF RIGHT NOW FROM JULY 1ST OF LAST YEAR, WE HAVE TWO PROJECTS THAT ARE CURRENTLY PROGRAMED FOR $11 MILLION DOLLARS OF CONSTRUCTION FUNDS. WE HAVE 15 PROJECTS IN DESIGN, 9 PROJECTS CURRENTLY UNDER CONSTRUCTION.
AND IN THIS PAST YEAR WE COMPLETED THREE PROJECTS FOR A TOTAL OF $20 MILLION DOLLARS, AND WE ALSO ADDED ABOUT 19 MILES OF MULTIMODAL FACILITIES TO THE EXISTING NETWORK. THIS IS JUST ONE OF THE PROJECTS THAT WE HAVE IN THE CITY OF DANIA BEACH AND CITY OF HOLLYWOOD, WHICH IS SOUTH WEST 40TH AVENUE, WHERE WE ARE WIDENING FOR BIKE LANES.
WE'RE DOING SOME SIDEWALK IMPROVEMENTS, SOME SIGNALIZATION IMPROVEMENTS.
AND YOU CAN SEE WHERE WE WERE ARMORING ONE OF THE CANALS IN ORDER TO DO THE WIDENING.
ANOTHER PROJECT THAT WE RECENTLY COMPLETED WAS THE OAKLAND PARK MOBILITY PROJECT, WHERE WE ADDED A BIKE LANE, SIDEWALKS, ADDED VARIOUS TYPES OF BICYCLE FACILITIES, AND FORT LAUDERDALE, LAUDERDALE BY THE SEA.
LAST BUT NOT LEAST IS THIS AMAZING LYONS ROAD PROJECT, WHICH WE COMPLETED THIS YEAR.
THIS ADDED FIVE MILES OF BIKE LANES AND SIDEWALKS THROUGH THE CITY OF COCONUT CREEK.
MANY OF YOU HAVE BEEN INVOLVED WITH ENSURING THAT THESE PROJECTS MOVE FORWARD AS INTENDED.
MANY OF THESE PROJECTS ARE GETTING CLOSE TO THE END OF CONSTRUCTION, AND WE'RE PROJECTING AS OF RIGHT NOW THAT THIS TIGER GRANT, WHICH WAS FOR $21.4 MILLION DOLLARS, WILL BE COMPLETED BY THE END OF THIS YEAR AND WE'LL BE ABLE TO ADD THIS TO THE COMPLETED NETWORK.
SO THESE ARE JUST SOME OF THE IMPROVEMENTS THAT WE WERE DOING ON POWERLINE ROAD.
THEY RECENTLY MILLED AND RESURFACED.
THEY'RE CURRENTLY PUTTING DOWN THE FINAL THERMAL OR THERMAL MARKINGS ALONG RIVERLAND ROAD.
SO THIS IS HOW THAT LOOKS AS OF RIGHT NOW.
ALL RIGHT. AND LAST BUT NOT LEAST, I'M GOING TO GO OVER THE CSLIP PROJECTS.
CURRENTLY IN THE APPROVED WORK PROGRAM THERE'S NO PROGRAM CSLIP PROJECTS.
HOWEVER, WE HAVE 22 PROJECTS THAT ARE CURRENTLY UNDER DESIGN.
FIVE PROJECTS HAVE MOVED TO CONSTRUCTION IN THIS PAST YEAR.
WE WERE WIDENING. WE ARE WIDENING FOR 6 TO 10 FOOT BUFFER BIKE LANES AND ALONG SOUTHWEST 184TH FROM BASS CREEK ROAD TO MIRAMAR PARKWAY, WE'RE INSTALLING A SHARED USE PATH ALONG ONE SIDE OF THE ROAD.
THERE'S THIS PROJECT AND THERE'S ALSO OTHER STATE ROAD 84 IMPROVEMENT PROJECT THAT HAD SOME INTERSECTION IMPROVEMENTS ALONG 84, WHERE WE'RE GOING TO BE, WHERE WE ARE INSTALLING SOME BIKE LANES AND SOME SIGNALIZATION IMPROVEMENTS, SOME PEDESTRIAN IMPROVEMENTS.
AND WITH THAT, THIS IS MY CONTACT INFORMATION.
YOU ALL ARE ALWAYS WELCOME TO REACH OUT TO ME.
[01:20:01]
I THINK MANY OF YOU ALL I WORK WITH ON MORE OR LESS AN EVERYDAY BASIS AND I'M OPEN FOR QUESTIONS.GREAT. ANY QUESTIONS FOR FAZAL? GOOD STUFF, GETTING STUFF DONE.
AND THAT CONCLUDES ALL OUR FUN STUFF.
[ ADMINISTRATIVE ITEMS ]
DEADLINES. IT'S EARLIER THAN LAST YEAR SO PLEASE NOTE OCTOBER 6TH IS THE DEADLINE THIS YEAR THE WORKSHOP WILL BE AT OUR NEXT TAC MEETING ON AUGUST 24TH.AS CARRIE LIKES TO SAY, YOU'RE ALREADY TOO LATE.
GET GOING, [LAUGHTER] BE READY.
YOU'LL NEED ALL YOUR COMMISSION, DOT, COUNTY AND ALL THAT.
ALL TAKES TIME AND EVERYBODY'S GOING TO BE ON BREAK.
