TRANSPORTATION IMPROVEMENT PROGRAM IS A FIVE YEAR PROJECT, FIVE YEAR PROGRAM, INCLUDING PROJECTS THAT REGION EXPECT TO BUILD OVER THE NEXT FIVE YEARS. SO THE PROJECT INCLUDES TRANSITS, RAIL, HIGHWAY, AVIATION SEAPORT AS WELL AS BICYCLE, PEDESTRIAN AND FREIGHT RELATED PROJECTS. TODAY WE ARE PRESENTING TRANSPORTATION IMPROVEMENT PROGRAM FOR FISCAL YEAR 2023 TO 2027. YOU MIGHT HAVE SEEN THE BROWARD MPOS CORE PRODUCTS FOR MANY TIMES. THE TRANSPORTATION IMPROVEMENT PROGRAM IS ONE OF THE CORE PRODUCTS. THE BROWARD MPO SIGNED THE APPROVED TIP TO FEDERAL HIGHWAY ADMINISTRATION, FEDERAL TRANSIT ADMINISTRATION AND THE FDOT BY JULY 15. THIS TIP WILL TAKE EFFECT ON OCTOBER 1ST. TO MEET FEDERAL AND STATE REGULATIONS TO PUBLIC INVOLVEMENT FOR THE TIP. SO BROWARD MPO RELEASED PUBLIC NOTICE ON NEWSPAPERS, BROWARD MPO WEBSITES, BROWARD MPO MOBILITY MONDAY, SOCIAL MEDIA AND THE EIGHT PUBLIC LIBRARIES IN BROWARD COUNTY. BUT WHAT WE WANT TO CELEBRATE AS WELL ARE THE PROJECTS THAT WE CALL GRADUATE FROM THE TIP. AS WE KNOW, IT'S TOWARDS THE END OF GRADUATION SEASON. SO WE ALSO AT THE MPO HAVE OUR OWN GRADUATION OF PROJECTS THAT ARE FULLY FUNDED AND ARE MOVING ON TO THE NEXT PHASE, WHICH MEANS IMPLEMENTATION. THEY'RE MOVING INTO DESIGN AND CONSTRUCTION. AND HERE'S A SUMMARY OF THE PROJECTS THAT ARE MOVING ON INTO DESIGN AND CONSTRUCTION FROM THE TRANSPORTATION IMPROVEMENT PROGRAM. SO FROM OUR OWN COMPLETE STREETS AND LOCALIZED INITIATIVES PLAN, WE HAVE 11 PROJECTS THAT HAVE GRADUATED TO THE TUNE OF ALMOST $34 MILLION TWO PROJECTS FROM OUR COMPLETE STREETS MASTER PLAN, ABOUT $11 MILLION AND ONE SAFE ROUTES, THE SCHOOL PROJECT. AND THEN THE REMAINING 35 PROJECTS ARE OTHER FDOT MAINTENANCE AND ROADWAY PRIORITIES THAT ARE THERE. BUT WHAT YOU'LL FIND IN FRONT OF YOU ARE A LIST OF PROJECTS THAT ARE IN THE TRANSPORTATION IMPROVEMENT PROGRAM AND THEN ALSO IN THE ATTACHMENTS. YOU WILL SEE THE GRADUATED PROJECT LIST. AND WE HAVE A SAFE ROUTES TO SCHOOL PROJECT IN HOLLYWOOD. SO IN RESPONSE TO THE SUICIDES, THEY'RE NOT NECESSARILY RECORDED AS SUICIDE. IT'S JUST PERSON ON TRACK. IF A PERSON DRIVES THEIR CAR ONTO HOLLYWOOD BOULEVARD AND STOPS IN THE MIDDLE AND CLOSES THEIR EYES AND WAITS FOR A TRAIN TO GET THERE, THAT COUNTS AS A CAR CRASH. SO IT'S HARD TO FIND THE DATA AND DIG INTO IT USUALLY THAT'S ANECDOTAL AT BEST, AND WE'VE BEEN TOLD POINT BLANK BY FRA THEY DON'T CARE. A CRASH IS A CRASH AND THEY WANT TO REDUCE THOSE. TO PUT THAT IN PERSPECTIVE, THE BROWARD AND THE BROWARD MPOS MTP, OUR METROPOLITAN TRANSPORTATION PLAN, WHICH SETS THE 25 YEAR VISION FOR THIS COUNTY WHICH THE BOARD APPROVES THE FUNDING ON, IS ROUGHLY ABOUT $1.5 MILLION. SO WE'RE LOOKING AT NEARLY FOUR TIMES THE FUNDING TO REALLY DIG DOWN AND LOOK AT THE NEEDS OF THE COUNTY AND THE SAFETY NEEDS OF THE COUNTY. THIS SCOPE WOULD BE TO IMPLEMENT WHAT THE GOVERNMENT'S CALLING HIGH IMPACT, LOW COST PROJECTS. SO OUR STUDY COULD BE GEARED DIRECTLY TO PTS UP FOR FEDERAL CAPITAL INFRASTRUCTURE FUNDING AND THEN OVER THE NEXT COUPLE OF YEARS. SO IT'S VERY IMPORTANT. I KNOW A LOT OF CITIES. YOU'VE GOTTEN THE EMAILS FROM THE FEDERAL GOVERNMENT. I'VE RECEIVED SEVERAL CONVERSATIONS. FORTUNATELY, THIS YEAR DID PASS AND IT'S NOW BEING FUNNELED THROUGH, AS YOU'VE PROBABLY SEEN, MONEYS COMING DOWN, SOME DIRECTLY THROUGH GRANTS, SOME IS COMING THROUGH STATE [01:10:02] DOT AND THAT'S GOING TO HAPPEN OVER THE NEXT NUMBER OF MONTHS. WE'RE GOING TO TALK SPECIFICALLY TODAY ABOUT WHAT BROWARD MPO HAS ASKED FOR AND WHAT YOU'RE GOING TO RECEIVE AND WHAT WE SEE GOING FORWARD. WE'RE ALSO VERY FORTUNATE. I JUST WANT TO MAKE NOTE OF THIS. WE HAVE A VERY GOOD CONGRESSIONAL DELEGATION AS YOU KNOW. THESE ARE PEOPLE THAT YOU KNOW OR ARE FAMILIAR WITH IN THE COMMUNITY HERE. DEBBIE WASSERMAN SCHULTZ PLAYS AN IMPORTANT ROLE. SHE'S A MEMBER OF THE APPROPRIATIONS COMMITTEE AND CHAIR OF ONE OF THE APPROPRIATIONS SUBCOMMITTEES. THEY'LL COME BACK IN SEPTEMBER TO FINALIZE A COUPLE OF THINGS, AND THEN THEY'LL BE RETURNING HOME TO GET READY FOR MIDTERM ELECTIONS. AND SO THIS IS JUST KIND OF OUR OVERVIEW OF OUR PRESENTATION THIS MORNING. LIKE I MENTIONED, CONGRESS RIGHT NOW IS WORKING ON THE FY 2023 APPROPRIATION BILLS. THE HOUSE IS ALMOST DONE WITH ITS WORK. THEY COMPLETED ALL 12 OF THEIR APPROPRIATION MARKUPS IN JUNE, AND NEXT WEEK THEY'RE GOING TO COME TO THE HOUSE FLOOR WITH A SIX BILL [INAUDIBLE]. SO THEY'LL GET HALF OF THE BILLS DONE NEXT WEEK, INCLUDING THE TRANSPORTATION AND HUD APPROPRIATIONS BILL. A COUPLE OF OTHER ITEMS ON THEIR AGENDA FOR THIS MONTH IS THEY'RE TRYING TO GET TO A DEAL ON USICA, ALSO KNOWN AS THE COMPETES ACT. THIS IS THE SEMICONDUCTOR CHIPS LEGISLATION. THEY'RE ALSO WORKING ON THE NATIONAL DEFENSE AUTHORIZATION ACT THIS WEEK, THE WRDA BILL, THE WATER RESOURCES, AND THEN SEVERAL OTHER TYPES OF MESSAGING BILLS, THINGS THAT THEY WANT TO BE ABLE TO GO BACK HOME TO THEIR DISTRICTS IN AUGUST AND TALK ABOUT JUST SOME KEY DATES TO KIND OF THINK ABOUT THE END OF THE FISCAL YEAR, SEPTEMBER 30TH. AND SO WE'RE PROBABLY GOING TO HAVE A CONTINUING RESOLUTION LIKE ALWAYS THAT GETS ENACTED JUST TO KIND OF KEEP THE GOVERNMENT OPEN AND LEVEL FUND IT. AND WE HAVE THE MIDTERM CONGRESSIONAL ELECTIONS WHICH THE OUTCOME OF THE MIDTERMS WILL AFFECT WHAT THAT LAME DUCK SESSION LOOKS LIKE. AND RON, WE'LL TALK ABOUT THAT A LITTLE BIT LATER. AS I'VE MENTIONED OVER THE APPROPRIATION BILLS, JUST KIND OF WANTED TO GIVE YOU WHAT THE HOUSE SUMMARY IS. THERE'S A HUGE INCREASE OF FUNDING THAT THE HOUSE HAS PROPOSED FOR THE DEPARTMENT OF TRANSPORTATION. SO $2.42 BILLION MORE THAN LAST YEAR'S NUMBERS. THERE WERE SEVERAL PROGRAMS THAT WERE CREATED IN THE IJA, THE BIPARTISAN INFRASTRUCTURE LAW THAT LORI WILL TALK ABOUT THAT DIDN'T HAVE ANY FUNDING ATTACHED TO THOSE PROGRAMS. AND THE GOOD NEWS IS THE HOUSE HAS PROPOSED TO FUND THOSE PROGRAMS FOR THIS UPCOMING FISCAL YEAR. SO WHAT YOU SEE HERE IS $55 MILLION FOR THE HEALTHY STREETS PROGRAM. THIS IS A PROGRAM THAT IS LOOKING AT TREE CANOPIES, INNOVATIVE PROJECTS WITH PAVEMENT. RIGHT. SO COOL, COOL PAVEMENTS OR POROUS PAVEMENTS IF YOU HAVE CERTAIN ROADS THAT TEND TO FLOOD. AND WHAT CAN WE THINK ABOUT INNOVATIVELY? THERE IS $100 MILLION FOR THE NEW ACTIVE TRANSPORTATION INFRASTRUCTURE GRANT PROGRAM, WHICH IS REPLACING THE DEPLOYMENT PROGRAM THAT WAS PART OF MAP 21 FOR SEVERAL YEARS, THAT IT'S GOING TO HAVE A NEW INNOVATIVE FACE TO THIS AND THEN $100 MILLION FOR THRIVING COMMUNITIES. AND THEN WHAT THE HOUSE IS ALSO PROPOSING IS AN ADDITIONAL $775 MILLION FOR THE RAISE PROGRAM. THIS IS IN ADDITION TO THE $1.5 BILLION THAT AUTOMATICALLY WILL GO TO RAISE. [01:15:04] SO WE'RE GOING TO SEE, MOST LIKELY IN FY 23, ANOTHER OVER $2 BILLION COMPETITION FOR RAISE, WHICH IT'S A LOT OF MONEY AND UNHEARD OF. THE REALLY GOOD NEWS FOR THE MPO IS THAT WE WORKED CLOSELY WITH YOUR CONGRESSIONAL DELEGATION TO HAVE SEVERAL OF YOUR PROJECTS INCLUDED IN THIS TRANSPORTATION APPROPRIATIONS BILL $10.7 MILLION DOLLARS IN PROJECTS FOR THE MPO. I HAVE TO TELL YOU, WE'VE BEEN RESEARCHING ALL OF THE PROJECTS THAT GOT ADVANCED THROUGH THE PROCESS AND THEN GOT FUNDING INCLUDED, $10.7 MILLION IS ONE OF THE HIGHEST DOLLAR AMOUNTS THAT'S GOING TO ONE SPECIFIC ENTITY. SO WE HAVE A LOT TO THANK OUR DELEGATION FOR ADVANCING OUR PROJECTS IN THIS VERY COMPETITIVE PROCESS. EACH MEMBER IS LIMITED TO MAKING ONLY 15 REQUESTS, SO AND MOST MEMBERS GOT OVER 50 REQUESTS. SO TO GET TO BE A PART OF THAT ELITE GROUP WAS WONDERFUL. AND WE'RE GRATEFUL TO HAVE GREG AND PAUL COME TO D.C. AND HELP US ADVOCATE FOR THESE PROJECTS. SO ALMOST $1.9 MILLION FOR THE AERIAL TRAFFIC MANAGEMENT SYSTEM, $5 MILLION FOR UNIVERSITY DRIVE MULTIMODAL IMPROVEMENTS, AND $3.9 FOR LYONS ROAD PEDESTRIAN MOBILITY SAFETY. SO NEXT STEPS ON THIS IS. I'M SORRY TO BREAK YOUR FLOW. I DO WANT TO I REALLY WANT TO LET EVERYBODY KNOW WHERE THOSE ACTUALLY ADVANCE FUNDS, FUNDING THAT WAS ALREADY EXISTING FOR THOSE PROJECTS. SO WHEN THE MONEY DOES COME BACK DOWN, WE'RE GOING TO BE WORKING WITH THE DISTRICT WORK PROGRAM STAFF TO THEN BE ABLE TO MOVE OTHER PROJECTS FORWARD LIKE WE DID WITH THE [INAUDIBLE] MONEY WAY BACK IN THE DAY. SO YOU'RE GOING TO SEE THE ORGANIZATION WHERE WE'RE TALKING TO THE BOARD MEMBERS ABOUT TAKING THIS EXTRA MONEY THAT WE WERE IN, THE ELITE OF ELITES AROUND THE COUNTRY AND ADVANCE EVEN MORE PROJECTS. SO WE MET WITH THE DEPARTMENT OF TRANSPORTATION. WE MET WITH CHARLES SMALL, THE ASSISTANT SECRETARY FOR INTERGOVERNMENTAL AFFAIRS. WE MET WITH THE DEPUTY ASSISTANT SECRETARY FOR CLIMATE CHANGE AT DOT, ANDREW WISHNIA, WHO HAS FAMILY FROM PLANTATION TO TALK ABOUT THE NEW PROTECT PROGRAM THAT LAURIE WILL GET INTO IT A LITTLE BIT. AND SO WE'VE BEEN WORKING HARD TO MAKE SURE WE'RE STAYING IN TOUCH WITH EVERY DEPARTMENT, AT EVERY AGENCY AT THE DEPARTMENT OF TRANSPORTATION TO MAKE SURE WE'RE LETTING THEM KNOW WHAT YOU ALL ARE WORKING ON AND WHAT THE MPO IS PRIORITIZING. THIS FIRST ONE IS BRIDGES. THERE HAS NEVER BEEN A BRIDGE PROGRAM BEFORE AT THE FEDERAL GOVERNMENT. AS YOU ALL KNOW, THERE'S A LOT OF NEEDS, I'M SURE, IN YOUR DISTRICTS THAT YOU'RE PAYING FOR ON YOUR OWN OR GETTING FORMULA DOLLARS. THE STATE FDOT GOT $44 MILLION DOLLARS FOR THEIR BRIDGES AND AS YOU CAN SEE, $7.9 FOR OFF SYSTEM. THOSE ARE BRIDGES THAT ARE NOT PART OF THE FEDERAL HIGHWAY SYSTEM. THEY GOT THIS MONEY BACK IN JANUARY. I KNOW GREG AND PAUL ARE TRYING TO TALK TO FDOT TO MAKE SURE BROWARD COUNTY GETS SOME OF THAT MONEY BECAUSE THEY'VE NEVER SEEN THAT MUCH MONEY BEFORE. THE SECOND PROGRAM IS CALLED CARBON REDUCTION. THIS WAS CREATED BY A GROUP OF MEMBERS FROM CALIFORNIA AND NEW YORK CITY. BUT FDOT IS GOING TO USE THIS AS WELL AS THE BROWARD MPO. SO THIS IS MONEY TO THE STATES TO REDUCE TRANSPORTATION EMISSIONS AND ALSO HELP DEVELOP STRATEGIES. I KNOW GREG AND PAUL ARE LOOKING AT THIS BECAUSE THEY'RE GOING TO GET THE MONEY DIRECTLY FROM THE STATE. [01:20:03] AND THEN SECOND, THE THIRD IS THE PROTECT PROGRAM. AND THIS WAS PRETTY MUCH CREATED FOR FLORIDA. GREG AND PAUL, AS SHE SAID, JUST SPOKE TO DOT ABOUT IT. AND THIS IS FUNDING FOR THE STATE TO SUPPORT ANY KIND OF PLANNING OR CONSTRUCTION FOR EXTREME WEATHER EVENTS. AND OF COURSE, THAT IS PART OF THE SEA LEVEL RISE AND FLOOD CONTROL AS WELL. AS YOU CAN SEE, FLORIDA GOT A SIZABLE AMOUNT. AND JUST TO SHOW YOU SOME OF THE TRADITIONAL FORMULA DOLLARS THAT THIS MPO IS GETTING DIRECTLY HUGE INQUIRIES FOR THE STBG PROGRAM, AND THAT'S WHAT GREG AND PAUL USED TO GET TO FUND THE PROJECTS FROM MTP, WHICH THAT WAS JUST DISCUSSED. THE SECOND IS TRANSPORTATION ALTERNATIVES PROGRAM, AND THIS IS THE MONEY YOU'LL GET DIRECTLY AS WELL FOR EVERYTHING FROM BICYCLES, PEDESTRIAN TRAILS, SAFE ROUTES TO SCHOOL. AND WHAT GREG AND YOU ALL HAVE BEEN TRYING TO GET FOR MANY, MANY YEARS IS TO MAKE SURE THAT MONEY IS ALLOCATED FOR INCREASE FOR THE POPULATION. SO THAT IS DEFINITELY GOING TO BENEFIT THE MPO. SO AS WE'VE BEEN TALKING ABOUT, THERE'S SO MANY COMPETITIVE GRANT PROGRAMS OUT THERE AND IT'S OVERWHELMING. I THINK SOMEONE JUST SAID THEY'RE GETTING EMAILS CONSTANTLY FROM DOT AND EPA. SO IT'S VERY OVERWHELMING. I JUST WANTED TO SHARE A FEW THE NEW ONES AND THAT WE'VE PUT TOGETHER ADDITIONAL INFORMATION TO SUMMARIZE ALL OF THESE. RAISE Y'ALL ARE APPLYING AGAIN. THIS IS A BILLION DOLLARS MORE THAN THE PROGRAM HAS EVER GOTTEN BEFORE, AND AWARDS ARE EXPECTED TO BE MADE AROUND AUGUST 11TH. SECOND IS SAFE STREETS AND ROADS FOR ALL. WE'VE BEEN LOBBYING THIS. IT'S BEEN ON YOUR PRIORITIES FOR MANY, MANY YEARS. SO THIS IS THE FIRST FEDERAL PROGRAM FOR VISION ZERO. AS GREG JUST SAID, YOU'RE ALSO APPLYING FOR THAT. AND I KNOW GREG WORKED WE HAD GREG WORKED DIRECTLY TO THE COMMITTEES THAT WERE DRAFTING THIS LANGUAGE. SO IT INCLUDES MANY OF OUR REQUESTS. THE THIRD PROGRAM, THERE'S ALSO A COMPETITIVE GRANT PROGRAM FOR BRIDGES, AND THAT'S OUT RIGHT NOW. THIS FUNDING IS WHAT WE DEDICATED TO STRUCTURALLY DEFICIENT BRIDGES THAT NEED REPAIR AND HAVE SAFETY ISSUES. AND THEN RECONNECTING COMMUNITIES. THIS IS CREATED TO, AS YOU KNOW, UNFORTUNATELY, WHEN CITIES AND STATES BUILT HIGHWAYS AND RAILROADS BACK IN THE FORTIES AND FIFTIES, OFTEN THAT WAS IN UNDERSERVED COMMUNITIES, WHICH IS BLOCKING THEIR ACCESS TO JOBS AND TO OTHER NEIGHBORHOODS. SO THIS PROGRAM IS TO TEAR DOWN THESE HIGHWAYS OR TO MITIGATE THE RAILROAD SO UNDERSERVED COMMUNITIES ARE CONNECTED AND THERE'S A BETTER SPINE AND ACCESS. THEN THERE'S A RAILROAD CROSSING ELIMINATION PROGRAM. ONCE AGAIN, IT'S BEEN A PRIORITY FOR MANY YEARS FOR Y'ALL. THERE'S NEVER BEEN A FEDERAL FUNDING FOR THIS. SO THAT WAS ANOTHER PROGRAM WE LOBBIED OUR DELEGATION AND THOSE APPLICATIONS ARE DUE OCTOBER 4TH. AND THEN LASTLY, THE SMART GRANTS PROGRAM. I KNOW YOU'VE ALL BEEN WORKING ON TECHNOLOGY. ITS FOR MANY YEARS, ONCE AGAIN, A FIRST FEDERAL PROGRAM FOR THIS. AND WE'RE EXPECTING TO SEE THE NOTICE OF FUNDING OPPORTUNITY LATER THIS FALL. THE THRIVING COMMUNITIES WITH DOT IS PARTNERING WITH HUD. LISA JUST TALKED ABOUT IT, BUT THIS WAS CREATED TO HELP SUPPORT THE TRANSPORTATION, PLANNING AND CONSTRUCTION. BUT MAKING SURE YOU'RE WORKING WITH AFFORDABLE HOUSING AS WELL AND THEN PROTECT. IN ADDITION TO THE [INAUDIBLE] PROGRAM, THERE'S ALSO COMPETITIVE GRANTS WHICH WE ARE ALREADY LOBBYING FOR. THERE'S A LOT OF MONEY THAT IS REALLY TAILORED TO THE KINDS OF RESILIENCY, SAFE STREETS, BRIDGE ISSUES THAT YOU ALL THAT WE ALL HAVE COLLECTIVELY IN BROWARD COUNTY. SO, YOU KNOW, AGAIN, WITH YOUR PRIORITIZATION, WE'LL FOCUS OUR ATTENTION ON, YOU KNOW, THE ONES THAT HAVE THE MOST OPPORTUNITY FOR US TO BRING BRING THOSE DOLLARS HOME. A QUICK LITTLE MIDTERM ELECTION. I KNOW I'M SPEAKING TO A GROUP OF ELECTED OFFICIALS. SO YOU PROBABLY HAVE A HIGHER LEVEL OF SENSITIVITY TO ELECTIONS COMING UP, EITHER FROM JUST A BIG PICTURE POINT OF VIEW OR FROM A PARTISAN POINT OF VIEW. BUT JUST TO GIVE YOU A SORT OF A BIG HIGH LEVEL HAVING BEEN THERE, I CAN SORT OF GIVE YOU A LITTLE SENSE OF WHAT'S GOING ON. SO MATHEMATICALLY, YOU KNOW, THE SENATE IT'S 50/50, WHICH IN THIS US SENATE BECAUSE IT TAKES 60 VOTES TO GET ANYTHING DONE, IT'S PRETTY MUCH AT A STALEMATE BETWEEN THE TWO. I MEAN, THERE'S A 51 WITH A WITH THE SENATE PRESIDENT, WHICH IS THE VICE PRESIDENT IF THERE'S ACTUALLY A 50/50 VOTE. BUT YOU EVEN SEEN WITH MANCHIN HOLDING ONE ONE VOTE UP, NOTHING GETS DONE ON FROM THE DEMOCRATIC POINT OF VIEW, IT REQUIRES REAL CONSENSUS ON BOTH SIDES. [01:25:09] AND IF ONE SIDE JUST SAYS, I DON'T WANT TO DO IT, IT'S NOT GOING TO HAPPEN. SO THE SENATE IS PRETTY MUCH DEADLOCKED AT 50/50. THE HOUSE IS ONLY FIVE SEATS TO THE DEMOCRAT SIDE AND OUT OF 435 SEATS, THAT'S A VERY SMALL AMOUNT. SO WHAT DOES THAT MEAN TO THE ELECTION COMING UP WITH EVERYTHING GOING ON RIGHT NOW IN THE NATIONAL ECONOMY AND WHETHER PEOPLE'S FOCUS IS GOING TO BE ON THE COST OF GAS OR INFLATION, IF THAT'S A PRIORITY MATTER, THAT COULD CERTAINLY SWAY CLOSE RACES TO GO REPUBLICAN IF THERE'S A UPTICK DEMOCRATS TRADITIONALLY DON'T PERFORM AS WELL IN MIDTERM ELECTIONS FOR WHATEVER REASON. IF THE SUPREME COURT ACTIONS ON GUNS OR ROE VERSUS WADE OR SOMETHING ELSE CREATES SOME TYPE OF ADDITIONAL STIMULATION OF VOTES, THAT COULD BE A CLOSE RACE. SO DEPENDING ON HOW MUCH MONEY IS GIVEN OUT, AGAIN, IT'S THE AGENCIES THAT DECIDE HOW THAT MONEY IS HANDED OUT TO DIFFERENT THINGS. SO THE BIDEN ADMINISTRATION IS STILL GOING TO HAVE A LOT OF A TREMENDOUS AMOUNT OF INFLUENCE OVER THE NEXT TWO YEARS. AND AT THE END OF THE DAY, THE PREMO PLAN WILL HAVE THAT PROGRAM, A PROJECT THAT WE WOULD LIKE TO ACTUALLY SUBMIT TO THE MPO FOR CONSIDERATION AND INCLUSION IN THEIR 2050 MTP. SO WE AS WE GO AND HAVE THESE CONVERSATIONS, THIS PART GETS A LITTLE CONFUSING. SO I JUST WANT TO SLOW DOWN HERE. I TALKED ABOUT THAT PROCESS FOR DEVELOPING THE VISION IN THAT PIPELINE OF PROJECTS. THERE ARE PROJECTS THAT YOU'VE BEEN TALKING ABOUT FOR DECADES THAT FOR ONE REASON OR ANOTHER REALLY HASN'T GOT A CHANCE TO MOVE FORWARD. THERE MIGHT BE A LOT OF MATURITY BEHIND THAT PROJECT, A LOT OF PUBLIC CONVERSATION, SOME ACTIONS DONE BY A GOVERNING BOARD. WE WANTED TO RECOGNIZE SOME OF THOSE MORE MATURE PROJECTS THAT MAY HAVE NOT GOTTEN TOWARDS IMPLEMENTATION BECAUSE THE FUNDING WASN'T AVAILABLE. SO WHAT WE'RE DOING OUTSIDE OF THE PREMO PLAN IS DEVELOPING WHAT WE CALL OUR ACCELERATED PROJECT CANDIDATES, AND THAT'S EXACTLY THAT. WE'RE LOOKING AT SOME OF THOSE PROJECTS THAT YOU GUYS HAVE BEEN DISCUSSING FOR PROBABLY DECADES, IF NOT LONGER, LOOKING FOR THOSE MATURE PROJECTS AND MAKING SURE THEY CHECK THE BOXES FOR OUR PREMO PLAN DEVELOPMENT, BUT THEN TRY TO FIND A WAY TO GET THEM MOVING FASTER BECAUSE AT THE END OF THE DAY, THE MOST IMPORTANT THING IS START GETTING SERVICE OUT THERE ON THE GROUND. WE ARE ROUTINELY WORKING WITH OUR PROJECT ADVISORY GROUP. THAT IS A NUMBER OF DIFFERENT AGENCIES AND STAKEHOLDERS ACROSS THE COUNTY. IT'S A REALLY GREAT GROUP. WE'VE GOT A GREAT CROSS-SECTION. AND WE ROUTINELY MEET WITH THEM AND PRESENT SOME OF THE INFORMATION THAT WE'VE BEEN LOOKING AT AND GET FEEDBACK FROM FROM OUR PAG. BUT WE'RE ALREADY THINKING AHEAD ON HOW DOES THAT 30 YEAR VISION IMPACT OUR EXISTING LOCAL SERVICES AND HOW DOES IT IMPACT OUR FIRST AND LAST MILE CONNECTIONS? I HEARD THAT COMMENT EARLIER TODAY ABOUT, YOU KNOW, HOW CAN WE DO BETTER FIRST AND LAST MILE ONCE WE GET THIS? AND SO THAT'S SOMETHING THAT'S ALREADY UNDERWAY. SO AS SOON AS THE PREMO PLAN GETS COMPLETED EARLY NEXT CALENDAR YEAR, WE'RE GOING TO BE INITIATING WHAT'S CALLED A COMPREHENSIVE OPERATIONAL ANALYSIS. REALLY, IT'S A IT'S A CHANCE FOR US TO BE ABLE TO TAKE A STEP BACK AND LOOK AT OUR ENTIRE LOCAL SERVICE NETWORK AND KIND OF FIND OUT, DOES THE CURRENT NETWORK CURRENTLY SERVE THE POPULATION? SO WITH THE TDP AND THE MPOS 2050 MTP KIND OF HAPPENING AT THE SAME TIME, IT'S A REALLY GREAT OPPORTUNITY TO HAVE THIS SYNERGY WHERE WE CAN TAKE THIS PROGRAM, A PROJECT, AND THEN IMMEDIATELY TRANSITION THESE PROJECTS INTO THE OTHER PLANS AND HAVE PLANNING CONSISTENCY WHICH HELPS US WHEN WE GO TO APPLY FOR FEDERAL GRANTS. WE'RE ALSO WORKING ON MOBILITY PILOT PROGRAMS FOR SOME OF THE CURRENT CURRENT MOBILITY ISSUES THAT ARE ACROSS THE COUNTY. SO WE HAVE A A LATE SHIFT CONNECT PILOT PROGRAM THAT'S GOING TO BE ROLLING OUT IN THE NEXT 1 TO 2 MONTHS. THAT'S A REALLY EXCITING PROGRAM THAT WE'VE BEEN WORKING WITH LOCAL AREA BUSINESSES AND THE HOSPITALITY INDUSTRY, ESPECIALLY ON BE ABLE TO PROVIDE VOUCHERS FOR FOLKS WHO WORK OVERNIGHT SHIFTS AFTER OUR BUS SERVICE HAS SUSPENDED FOR THE EVENING AND BEING ABLE TO PROVIDE THEM AN ABILITY, A LIFELINE TO BE ABLE TO GET TO WORK AFTER HOURS ONCE OUR SERVICE IS EXTENDED FOR THE EVENING. WE'RE ALSO LOOKING AT MICRO TRANSIT. I KNOW A LOT OF MUNICIPALITIES ARE ALSO LOOKING AT MICRO TRANSIT RIGHT NOW AND THEY'VE DEVELOPED PARTNERSHIPS. BROWARD COUNTY IS RIGHT ALONG WITH THEM. BY THE TIME THE APPLICATION PERIOD STARTED ON MARCH 11TH, WE PRETTY MUCH MET WITH OVER 95% OF THE MUNICIPALITIES TO GAUGE THEIR INTEREST IN THE APPLICATION PERIOD AND ENTER APPLICATIONS. SO MOVING FROM OUTREACH AND EDUCATION TO THE APPLICATION DEVELOPMENT PHASE, ALL MUNICIPALITIES WERE REQUIRED TO MEET ONE ON ONE WITH THE MPO TO GET THE PASSWORD.
