THIS PROGRAM OPENS UP ON AN ANNUAL CYCLE.
THERE'S AN OPPORTUNITY EVERY YEAR FOR YOU TO SUBMIT A PROJECT AND AT THE START OF THAT APPLICATION CYCLE, WE HOST A WORKSHOP AND WE GO OVER THE APPLICATION PROCESS.
A LOT OF LOCAL AGENCIES MET WITH US RECENTLY THIS MONTH, OF AUGUST OF 2022 FOR PRE APPLICATION MEETINGS.
JUST A QUICK REMINDER THAT THOSE MEETINGS ARE REQUIRED IN ORDER TO SUBMIT AN APPLICATION THIS YEAR, IN ORDER TO SUBMIT AN APPLICATION IN THIS UPCOMING CYCLE THAT WILL OPEN TOMORROW AND IT WILL BE OPEN UNTIL OCTOBER 6TH.
YOUR AGENCY WOULD HAVE HAD TO COME IN AND MEET WITH MYSELF AND THE REST OF THE CSLIP TEAM FOR A PRE APPLICATION MEETING TO BE ELIGIBLE.
LET'S START FIRST WITH AN OVERVIEW OF THE CSLIP PROGRAM.
THIS IS JUST A FEW SLIDES REMINDING EVERYBODY WHETHER IT'S YOUR FIRST-TIME APPLYING OR YOUR FIFTH TIME, JUST A QUICK REMINDER OF THE PURPOSE OF THIS CSLIP PROGRAM AND JUST SOME BASICS OF THE PROCESS.
AGAIN, A COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM THAT'S WHAT CSLIP STANDS FOR.
IT'S A COMPETITIVE GRANT PROGRAM, IT PROVIDES FUNDING FOR SMALL LOCAL TRANSPORTATION PROJECTS WHICH IMPROVE THE SAFETY AND AUTHORITY FOR ALL TRANSPORTATION USERS IN BROWARD COUNTY.
THE PROCESS FOR CSLIP IS FIRST WE HAVE THE APPLICATION DEVELOPMENT.
HOPEFULLY THAT'S WHAT THE STAGE THAT EVERYBODY IS IN RIGHT NOW WHO'S LOOKING TO APPLY FOR CYCLE SEVEN, AND THEN APPLICATION SUBMISSION, AGAIN, THAT'S OPEN ON AN ANNUAL BASIS.
THE CSLIP POLICIES STATE THAT WE WILL HAVE THE PORTAL OPEN FOR A MINIMUM OF SIX WEEKS FOR YOU-ALL TO APPLY AND THEN AFTER WE RECEIVE THIS APPLICATIONS, WE WILL PERFORM AN EVALUATION AND RANKING OF THE PROJECTS.
THEN THE PROJECTS WILL BE VETTED BOTH BY MPO STAFF AND WE DO OUR INITIAL COMPLETENESS CHECK AND THEN THEY'RE VETTED THROUGH FDOT AS WELL THEN PROGRAMMING IS NEXT.
JUST A QUICK REMINDER OF THE PROGRAM POLICIES.
JUST IN GENERAL, THE PROGRAM, YOU CAN SUBMIT UP TO TWO APPLICATIONS PER LOCAL AGENCY PER CYCLE, AND UP TO AN ADDITIONAL TWO PARTNER APPLICATIONS AND THE PROJECT MINIMUM FOR CONSTRUCTION IS $500,000 AND THE PROJECT CONSTRUCTION COST MAXIMUM IS $3 MILLION.

AFTER WE RECEIVED ALL THE APPLICATIONS, AFTER THAT WINDOW CLOSES, WE'LL PERFORM A COMPLETENESS REVIEW.

THE RANKING IS BASED ON GEOGRAPHIC INFORMATION, SO IT'S USING A GIS AND WE DIGITIZE THE PROJECTS THAT ARE SUBMITTED JUST A QUICK EXAMPLE HERE, SAY WE HAVE A PROJECT AND WE LOOK AT THE PROJECT SEGMENTS, THE TO AND FROM LOCATIONS, THEY'RE DIGITIZED AND THEN BUFFERS ARE CREATED AROUND THOSE PROJECTS SEGMENTS IN OUR RANKING TOOL.
DEPENDING ON THE CRITERIA, EVALUATION CRITERIA, EACH ONE WILL HAVE ITS OWN SPECIFIC BUFFER.
FOR EXAMPLE, QUARTER MILE, HALF-MILE AROUND THE PROJECT AND THEN WE DROP IN ALL THE EVALUATION CRITERIA, DATA SETS.

VETTING, WE DO A PRE-REVIEW AND THEN AGAIN WITH THE MPO STAFF AND THEN SITE VISITS WITH FDOT THOSE ARE LED BY FDOT YOU MAY ACCOMPANY THEM ON THE SITE VISITS.
WE REVIEW THE SITE VISIT FINDINGS, COORDINATE WITH A DIFFERENT AGENCY OR FDOT, MAYBE THE COUNTY AND THEN VETTING CLOSE OUT.

A TENTATIVE WORK PROGRAM ON JULY 1ST.AFTER JULY 1ST, FDOT GENERATES A ROLL FORWARD REPORT FOR EACH MPO IN THIS STATE.
YOU MAY WONDER, WHAT IS THE PROJECTS IN THE ROLL FORWARD REPORT? FUNDS FOR PROJECTS WERE SUPPOSED TO GET AUTHORIZED AND ENCUMBERED PRIOR TO JUNE 30, BUT DID NOT BECAUSE OF VARIOUS REASONS.
IN ORDER TO CONTINUE RECEIVING FUNDS FOR THOSE PRODUCTS, THOSE PRODUCTS HAS TO BE INCLUDED IN THE NEW WORK PROGRAM AND THE NEW TIP.
THOSE PROJECTS WILL AUTOMATICALLY ROLL FORWARD IN WORK PROGRAM, BUT NOT AUTOMATICALLY IN TIP, AND IT'S A FIRST YEAR OF THE WORK PROGRAM AND THE TIP SHOULD ALWAYS MATCH.
THE BROWARD MPO HAS TO PROCESS ROLL FORWARD REPORT TO MATCH THE WORK PROGRAM.
EACH SEPTEMBER OR EARLY OCTOBER, THE BROWARD MPO PROCESSES THE ROLL FORWARD REPORT.
AFTER THE BOARD APPROVES THE ROLL FORWARD REPORT, PROJECTS IN THE ROLL FORWARD REPORT MERGE INTO THE NEW TIP AND THE NEW TIP COMES INTO EFFECT ON OCTOBER 1ST.

THE INCORPORATED FEEDBACK RECEIVED FROM SOME OF YOU WHO PARTICIPATED AS PART OF THE EXTERNAL WORKING GROUP, FDOT, TRI-RAIL, BCT, BROWARD COUNTY ENGINEERING, AS WELL AS LOCAL JURISDICTIONS, AND THIS FEEDS BACK WAS INCORPORATED IN THE CMP PROCESS.
IT WAS TRULY A COLLABORATIVE PROCESS.
WHY DO WE NEED CMP? WHAT IS A CMP? CONGESTION MANAGEMENT PROCESS.
CMP, IN SHORT, IS AN EIGHT-STEP CYCLICAL PROCESS THAT'S REQUIRED BY FHWA, IT'S REQUIRED OF TMAS THAT HAVE A POPULATION OF 200,000 AND MORE REQUIRED FOR FEDERAL FUNDING.
AS I MENTIONED, IT'S A COLLABORATIVE PROCESS.
IN ADDITION TO FEDERAL REQUIREMENTS, WE ALL WOULD AGREE THAT REDUCING AND MANAGING CONGESTION IS CRITICAL TO IMPROVING QUALITY OF LIFE AND TO FOSTER ECONOMIC DEVELOPMENT.
A COUPLE OF DATA POINTS SHOWN ON YOUR SCREEN TO PUT CONGESTION INTO PERSPECTIVE.
BROWARD COUNTY ACCOUNTS FOR A TENTH OF THE TOTAL CONGESTION THAT OCCURS IN THE STATE.
THIS IS 2019 DATA PRE PANDEMIC.
IT TRANSLATES INTO CLOSE TO 306 MILLION DOLLARS IN LOST TIME AND EXCESS FUEL CONSUMPTION FOR USERS OF THE TRANSPORTATION SYSTEM.
AT THE OUTSET, THE MPO STAFF DEVELOPED REGIONAL OBJECTIVES FOR THE CMP.
THESE ARE CONSISTENT WITH THE 2045 MTP METROPOLITAN TRANSPORTATION PLAN, ALSO KNOWN AS COMMITMENT 2045.
IN THE SECOND STEP, THE PROJECT TEAM IDENTIFIED COUNTYWIDE MULTIMODAL NETWORK THAT WAS PART OF THE CMP NETWORK.
YOU CAN SEE VARIOUS COMPONENTS OF THAT NETWORK ON YOUR SCREEN.
THIS WAS USED AS A STARTING POINT IN OUR ANALYSIS.
ALSO, AS PART OF THE PROCESS, A COMPREHENSIVE SET OF MULTIMODAL PERFORMANCE MEASURES WERE IDENTIFIED.

NOW WHAT'S UNIQUE ABOUT THIS EFFORT IS SINCE WE USE MULTIPLE DATA SOURCES AND DIFFERENT TIMEFRAMES, WE WERE ABLE TO TRIANGULATE INFORMATION AND RELY ON MULTIPLE SOURCES AS OPPOSED TO A SINGLE SOURCE AND A SINGLE METRIC TO IDENTIFY CONGESTION PROBLEMS IN THE COUNTY.
WE LOOKED AT THREE DIFFERENT TYPES OF CONGESTION, CAPACITY RELATED RECRUITING CONGESTION, UNANTICIPATED NON-RECURRING CONGESTION, AND PLANNED EVENT-RELATED CONGESTION.
WE LOOKED AT A NUMBER OF METRICS ASSOCIATED WITH EACH OF THESE CONGESTION TYPES.
THE FIRST CATEGORY YOU CAN THINK OF CONGESTION THAT YOU EXPERIENCE WHEN YOU ARE COMMUTING, MOSTLY RUSH HOUR, RESULTING FROM SIGNALS, BOTTLENECKS ON AND SO FORTH.
UNANTICIPATED NON-RECURRING CONGESTION OCCURS PRIMARILY DUE TO INCIDENTS AND CRASHES.
THE LAST TYPE OF CONGESTION IS CONGESTION THAT YOU EXPERIENCE WHEN YOU GO TO LARGE EVENTS AT STADIUMS, YOU CAN THINK OF HARD ROCK CAFE OR HARD ROCK STADIUM,

WE ALSO IDENTIFIED FUTURE YEAR CONGESTED CORRIDORS.
THESE CORRIDORS WERE IDENTIFIED BASED ON A SUBSET OF METRICS THAT I SHARED EARLIER, AND WE ANTICIPATE THAT AS SUBSEQUENT CMPS ARE PREPARED, THESE CORRIDORS, ESPECIALLY THE FUTURE ONES, WILL BE REVISITED AND ADJUSTED AND REFINED AS NEEDED.
TO ADDRESS CONGESTION PROBLEMS IN THE COUNTY, WE IDENTIFIED 33 DIFFERENT SUPPLY SIDE STRATEGIES AND 15 DEMAND SIDE STRATEGIES.
AS MOST OF US KNOW, SUPPLY SIDE STRATEGIES FOCUS MORE ON IMPROVEMENTS THAT REALLY IMPROVE THE EFFICIENCY OF THE EXISTING TRANSPORTATION NETWORK.
ON THE DEMAND SIDE, THE IDEA IS FOR THESE STRATEGIES TO INFLUENCE TRAVEL BEHAVIOR, EITHER TO SPREAD PEAK HOUR TRAVELER MAN ONTO OFF PEAK PERIODS, OR ELIMINATE VEHICULAR TRIPS ALTOGETHER IN CASE OF GROWTH MANAGEMENT AND LAND USE RELATED STRATEGIES, OR EVEN ENCOURAGE MODE SHIFT.
WE FURTHER TO ASSIGN SPECIFIC STRATEGIES AND TIE THEM TO SPECIFIC CORRIDORS.

THE PLANNING PHASE IDENTIFIES THE PROJECT'S PURPOSE AND NEED.
A PROJECT BEGINS BY IDENTIFYING THOSE TRANSPORTATION NEEDS OR DEFICIENCIES THROUGH A PLANNING PROCESS THAT PRIORITIZES ARE SHORT AND LONG-TERM RANGE TRANSPORTATION IMPROVEMENTS.
THE PD&E PHASE BASICALLY IS THE BRIDGE BETWEEN OUR PLANNING AND DESIGN PHASE.
IT HELPS GUIDE OUR DECISION MAKING BY EVALUATING THE POTENTIAL IMPACTS THAT A TRANSPORTATION PROJECT MAY HAVE ON THE ENVIRONMENT AND IT'S DOCUMENTED THROUGH THE PD&E STUDY, AND THE PD&E STUDY FOR THE SAWGRASS CORRIDOR FROM SOUTH OF SUNRISE BOULEVARD TO SOUTH OF STATE ROAD 7 AND US441 IT WAS ACTUALLY COMPLETED IN JULY OF 2017.
THE PROJECT IS CURRENTLY IN OUR DESIGN PHASE AND THE DESIGN PHASES WHEN THE CONSTRUCTION PLANS, SPECIFICATIONS, AND FINAL ESTIMATES TO BUILD UP THE PROJECT ARE DEVELOPED, AND WE ANTICIPATE THIS TO BE COMPLETED IN JULY OF 2023.
THE NEXT PHASE IS OUR RIGHT-OF-WAY PHASE WHEN WE DETERMINE WHAT PROPERTY IS NEEDED AND THEN WHETHER IT NEEDS TO BE PURCHASED OR NOT.
IT'S SHOWN HERE, THERE IS NO RIGHT-OF-WAY NEEDED FOR THIS PROJECT, AND I'LL PROPOSE IMPROVEMENTS WILL BE CONSTRUCTED WITHIN THE TURNPIKES LIMITED ACCESS RIGHT AWAY.
THEN THE FINAL PHASE OF OUR PROJECT DEVELOPMENT PROCESS IS THE CONSTRUCTION PHASE WHEN WE ACTUALLY BUILD THE PROJECT.
THE SAWGRASS EXPRESSWAY IS A 21 MILE LIMITED ACCESS FACILITY LOCATED IN NORTHERN BROWARD COUNTY, AND PROVIDES A LINK TO SOUTHWEST FLORIDA, SOUTHERN BROWARD, AND THEN THE MIAMI-DADE COUNTIES.
IT'S ALSO A PART OF THE FLORIDA STRATEGIC INTERMODAL SYSTEM AND THE NATIONAL HIGHWAY SYSTEM.
WIDENING OF THE SAWGRASS FROM SOUTH OF NORTHWEST H STREET FROM MILEPOSTS 0 TO WEST OF STATE ROAD 7 AND US 441, WHICH IS MILEPOST 18 SHOWN HERE IN THE BLUE, IS BASICALLY GOING TO TAKE PLACE THROUGH A SERIES OF PROJECTS SHOWN ON THIS MAP.
THE FIRST WIDENING PROJECT IS OUR ATLANTIC BOULEVARD INTERCHANGE AND I ACTUALLY PRESENTED THAT PROJECT ABOUT A YEAR AGO.
IT WAS LET THIS SUMMER AND WE'RE EXPECTING A CONSTRUCTION TO BEGIN THIS FALL.
THEN TODAY, WHAT WE'RE GOING TO FOCUS ON IS THE SECOND PROJECT, AND THAT WILL BE OUR WIDENING OF THE SAWGRASS EXPRESSWAY FROM MILEPOST 9, WHICH IS NORTH ATLANTIC, TO MILEPOST 12 WHICH IS NORTH OF SAMPLE ROAD.
THEN THIS PROJECT SEGMENT IS ACTUALLY LOCATED WITHIN THE CITY OF CORAL SPRINGS.
HERE WE ARE SHOWING OUR PROPOSED IMPROVEMENTS TO THE LEFT AND THE RIGHT NORTH ARROWS TO THE RIGHT AND ACROSS IS THE SAWGRASS EXPRESSWAY AND WE'RE SHOWING THE ACTUAL SAMPLE AND SAMPLE ROAD INTERCHANGE.
BASICALLY, THROUGH THE PROJECT LIMITS, WE WILL BE WIDENING THE SAWGRASS FROM 6-10 LANES, AND THIS WILL MEET OUR ULTIMATE TYPICAL SECTION FOR THE SAWGRASS EXPRESSWAY.
WE WILL NOT HAVE EXPRESS LANES SO THAT HAD BEEN DISCUSSED BEFORE, AND SO IT WILL BE STRICTLY TRAVEL LANES TO TRAVEL LANES.
SINCE THE REMAINDER OF THE SAWGRASS IS GOING TO BE WIDENED AT A LATER DATE, THE TWO INSIDE LANES IN EITHER DIRECTION WILL BE OPEN TO TRAFFIC AFTER CONSTRUCTION OF THE ADJACENT WIDENING PROJECTS.
YOU SEE WHERE WE'VE GOT THE HASHES IN THE MIDDLE THAT SHOWS THAT WE WILL BE OPENING UP THOSE MIDDLE LANES ALONG WITH THE ADJACENT WIDENING PROJECTS.
IN ADDITION, WE WILL BE A WIDENING OUR EXISTING BRIDGES OVER SAMPLE ROAD AND THE C-5 CANAL.
DRAINAGE CANAL WILL BE CONVERTING THE EXISTING SAMPLE ROAD INTERCHANGE TO A PARTIAL DIVERGING DIAMOND INTERCHANGE SHOWN HERE ON THIS GRAPHIC AND THAT IS GOING TO BE SIGNALIZE.
A SIGNALIZE INTERSECTION THAT'S GOING TO ENHANCE SAFETY AND TRAFFIC FLOW WILL BE ADDING ADDITIONAL LANE IN EACH DIRECTION ALONG SAMPLE ROAD FOR A TOTAL OF THROUGH LANES IN EACH DIRECTION, AND THEN WE'LL BE REPLACING AND UPGRADING OUR EXISTING INTELLIGENT TRANSPORTATION SYSTEMS, INCLUDING COMMUNICATION AND TRAFFIC MONITORING DEVICES AND THEN WE'RE GOING TO BE

WE WILL BASICALLY BE CONSTRUCTING ALONG THE SAWGRASS AND IT'S GOING TO OCCUR IN PHASES.

AGAIN, AS I MENTIONED TRAVEL LANES WILL REMAIN OPEN DURING PEAK PERIODS AND WHAT WE'RE SHOWING HERE IS BASICALLY A SAMPLE OF OUR SHORT TERM DETOURS AND THAT THESE WILL BE USED AS FAR AS CONSTRUCTION ALONG EXISTING RAMPS AND FOR THE PLACEMENT OF OVERHEAD SIGN STRUCTURES.

ALSO, WE ARE WORKING WITH PRIVATE INDUSTRY AND SEVERAL MPO'S ACROSS THE COUNTRY TO PUT TOGETHER A PACKAGE FOR THE SMART GRANT OPPORTUNITY, WHICH YOU SEE COMING OUT IN SEPTEMBER, MIGHT BE PUSHED BACK TO NOVEMBER.
LOOKING AT THE ONE IN YELLOW, THE RECONNECTING COMMUNITIES PILOT PROGRAM AND THIS IS WHAT I REALLY WANT TO KNOW BECAUSE THIS ONE I REALLY WANT TO KNOW BECAUSE THIS IS WHY WE HAVE THESE MEETINGS.

THE MPO, SEVERAL CITIES HAVE INTERLOCAL AGREEMENTS WITH THE BROWARD MPO.
AS PART OF JUST HAPPENED OVER THE PAST COUPLE OF YEARS IS A REQUIREMENT FOR OUR PTAP OR PLANNING TECHNICAL ASSISTANCE PROGRAM.
OTHER CITIES LOOKED AT HIS WAY TO TAP INTO OUR IN-HOUSE EXPERTISE AND ACCESS TO OUR GENERAL PLANNING CONSULTANTS.
AS A RESULT OF OUR NEW GENERAL PLANNING CONSULTING CONTRACT, WE NEED TO UPDATE OUR INTERLOCAL AGREEMENTS.
IT WAS ADVISED TO COME TO THIS BOARD AND JUST LET YOU KNOW THAT THIS IS AVAILABLE TO EVERYBODY, NOT JUST THESE EIGHT CITIES.
WHY WOULD YOU WANT THE ILA? ONE, YOU CAN COMPLEMENT YOUR STAFF CAPABILITIES.
WE KNOW WE HAVE CITIES OF VARYING SIZES AND DEPART ON THIS BOARD AND NOT EVERYBODY HAS FULL-TIME TRANSPORTATION STAFF.
