[00:00:03]
THANK YOU. LET'S GO ON WITH OUR MEETING.[1. Call to Order and Pledge]
CALL TO ORDER AND PLEDGE.ALL RIGHT, LET'S LEAD THE PLEDGE COMMISSIONER FURR.
[2. Electronic Roll Call]
DOES EVERYBODY REMEMBER HOW TO DO ELECTRONIC ROLL CALL? WE'LL FIND OUT. THERE IT IS.GOOD MORNING, MEMBERS. REBECCA SCHULTZ, BROWARD, MPO.
IN ORDER TO PLEASE PUT OR TO PUT YOURSELF IN AS PRESENT.
WE ARE USING THE MOUSE NOW AND YOU USE THE MOUSE AND CLICK PRESENT AND THAT WILL MARK YOU AS PRESENT IN THE BOARD MEETING TODAY AND THEN AS ANOTHER REMINDER IN ORDER TO TURN ON THE MICROPHONES AND PUT YOURSELF IN QUEUE.
WE'RE NO LONGER USING THE MICROPHONE STAND.
WE ARE USING THE MOUSE AND CLICKING THE MIC IS ON, MIC IS OFF TO PUT YOURSELF IN QUEUE.
IT'S ALL ON THERE AND YOU TRY AND TOUCH THE SCREEN.
NOTHING'S GOING TO HAPPEN. OUR SCREENS ARE NOT TOUCH SCREEN AS PRETTY AS THEY ARE.
BUT YOU DO HAVE TO USE THE MOUSE.
[3. Approval of Minutes - September 8, 2022]
LET'S HAVE AN APPROVAL OF THE MINUTES, I NEED A MOTION.MR. CHAIRMAN, WE ALSO HAVE TWO VIRTUAL MEMBERS.
OH, OKAY. I'M SORRY, WANT TO ANNOUNCE THEM.
I HAVE IRENE KIRDAHY AND CHRIS CAPUTO.
SURE. ALL RIGHT. WE NEED A MOTION FOR APPROVAL OF THE MINUTES, COMMISSIONER FURR [INAUDIBLE] . A MOTION TO AUTHORIZE THE MPO CHAIR, GENERAL COUNCIL AND EXECUTIVE DIRECTOR TO ENTER INTO AN AGREEMENT WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION.
THIS HAS TO DO WITH THE NEW RIVER CROSSING AND BEING ABLE TO USE OUR LIBRARY FOR FOR THEM TO LOOK LOOK TO DO A STUDY ON IT, WITHOUT OBJECTION.
ALL RIGHT. THAT'S ACTUALLY AN APPROVAL OF AGENDA ITEM.
THAT'S THE NEXT ITEM COMING UP.
SO THIS IS MINUTES THAT WE'RE DOING.
MINUTES FIRST. I THOUGHT YOU SAID OKAY, YOU INTERRUPTED.
ALL RIGHT. I NEED APPROVAL OF THE MINUTES, COMMISSIONER FURR MOVES, SO MOVED, IS THERE A SECOND.
BEVERLY WILLIAMS IS THE SECOND.
DISCUSSION? HEARING NONE, ALL IN FAVOR AYE.
IF NOT, SHOW YOUR VIRTUAL HAND SO WE'LL KNOW THAT YOU'RE VOTING AGAINST.
ALL RIGHT. WE HAVE AN APPROVAL OF THE MINUTES.
[5. Approval of Agenda]
APPROVAL OF THE AGENDA.[INAUDIBLE] THIS IS COMMISSIONER FURRS REQUEST TO AMEND.
OKAY, COMMISSIONER FURR, GO AHEAD.
YEAH. I'D LIKE TO MAKE AN A MOTION, A MOTION TO AMEND THE AGENDA TO ALLOW FOR A MOTION TO AUTHORIZE THE MPO CHAIR, GENERAL COUNCIL AND EXECUTIVE DIRECTOR TO ENTER INTO AN AGREEMENT BETWEEN THE BETWEEN THE MPO.
THIS HAS TO DO WITH THE NEW RIVER CROSSING AND USING OUR LIBRARY OF ENGINEERS.
OKAY. SO COMMISSIONER FURR MAKES THAT MOTION SECONDED BY ANDREA MCGEE.
DISCUSSION? COMMISSIONER, WHAT WAS THAT.
SOMEBODY HAD THEIR HAND UP. YOU GOT A YES OR NO? OH, WHEN I SPEAK ON THE AMENDMENT.
YES, ALL RIGHT COMMISSIONER GO AHEAD.
[INAUDIBLE] YOU HAVE TO RECOGNIZE COMMISSIONER.
YEAH, YOU HAVE TO RECOGNIZE MAYOR CARN FIRST, PLEASE.
AND THEN YOU'LL HAVE VICE MAYOR MCKINZIE.
MAYOR CARN. [INAUDIBLE] OH, I'M LOOKING OVER HERE.
BESIDES, I'D LIKE TO PULL ITEM NUMBER TWO FROM CONSENT, PLEASE.
ALL RIGHT. AND THEN, COMMISSIONER MCKINZIE [INAUDIBLE].
YOU HAVE TO PRESS THE BUTTON. GO AHEAD, COMMISSIONER.
THANK YOU SO MUCH. I KNEW I WASN'T HEARING MYSELF.
THE ITEM THAT COMMISSIONER FURR ASKED THE MPO TO EXPLORE.
[00:05:07]
FREIGHT. IT'S ONE THING TO SEND THE PASSENGER RAIL UNDERWATER, BUT THOSE OF YOU THAT BOAT OR MARINE PEOPLE, THE MARINE INDUSTRY, THE MARINE TRAFFIC STILL WILL BE HELD UP BECAUSE OF THAT FREIGHT BRIDGE THAT'S CONTROLLED OUT OF JACKSONVILLE. AND EVERY 45 MINUTES IT'S RAISED.AND SO YOU'LL SIT THERE FOR 45 MINUTES.
SO IF WE'RE GOING TO INVEST THESE TYPE OF DOLLARS, IF WE FIND THEM, I DO THINK WE NEED TO FIND A REAL SOLUTION TO DEAL WITH THE TWO TRACKS THAT ARE WITHIN FIVE OR SIX FEET OF EACH OTHER.
ALL RIGHT. AND I KNOW WE'LL DEAL WITH IT AT OUR LEVEL, BUT I WANT IT ON THE RECORD HERE TOO.
AND I THINK THAT'S A GOOD IDEA.
I THINK IT'S GOING TO BE BECAUSE OF AND THIS GOES TO GRUPO, WHO OWNS THE RAILROAD.
THEY HAVE AS YOU KNOW, THEY DICTATE PASSENGER AND FREIGHT.
AND IT'S GOING TO BE A THAT IS A BIG LIFT TO GET THEM TO START TO MOVE FREIGHT ONE WAY OR THE OTHER, BECAUSE WE WE'LL TALK ABOUT THAT. BUT I THINK IT'S A GOOD IDEA TO TRY TO DO THAT AT SOME POINT.
COMMISSIONER CARN MAKES A MOTION, COMMISIONER MCGEE SECONDS IT.
CHAIR ORTIS WE HAVE A MEMBER REQUEST TO MOVE NON ACTION ITEM ONE UP TO THE FIRST REGULAR ITEM, WHICH IS THE [INAUDIBLE] I HAVE TO VOTE ON THIS FIRST. YES, SIR. OKAY.
AS AMENDED. GO TO YOUR SCREEN.
WE'RE VOTING ON THE CONSENT AGENDA AND THE PULLING OF THE CONSENT AGENDA.
EXCUSE ME. THE APPROVAL OF IT, IF I CAN.
THIS IS WHAT THE MOTION WAS WAS FOR THE APPROVAL OF AGENDA WITH AMENDMENT.
WHEN WE COME TO THE CONSENT, WE WILL PULL ITEM ITEM TWO AND MOVE THAT [INAUDIBLE].
WHY CAN'T YOU JUST GO TO THE CONSENT AND PULL IT? WE HAVE A OUT OF ORDER AND WE HAVE A PUBLIC WE HAVE SOMEONE WHO IS PART OF THE PUBLIC WHO WISHES TO SPEAK.
OKAY, SO THE STANDBY COMMISSIONER CARN WITH ME.
IS THE VOTE CONCLUDED FOR THE AMENDMENT FOR THE YES VOTE? YES. THANK YOU.
[6. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.]
THANK YOU. ALL RIGHT.JUST BY WAY OF FIGURING OUT WHERE I COME IN THE ORGANIZATION.
JERRY O'REILLY, OUR SECRETARY, STEVE BRAUN, IS MY DIRECTOR.
AND WE COORDINATE WITH YOUR STAFF ON A REGULAR BASIS.
BUT WE ARE KIND OF LOCKED INTO THIS CYCLE WHERE EVERY OTHER YEAR WE HAVE AN EARLY CYCLE AND THERE'S VERY LIMITED AMOUNT OF TIME TO REVIEW THIS ITEM. AS WE REVIEWED THE AGENDA ITEM FOR YOUR UPCOMING MEETINGS IN FISCAL YEAR 23, WE NOTICED THAT WE WANTED TO POTENTIALLY REQUEST THE BOARD TO MOVE ONE OF YOUR MEETINGS, SO I'D LIKE TO HAVE THAT PULLED FROM THE CONSENT AGENDA, IF AT ALL POSSIBLE, SO THAT WE COULD DISCUSS MOVING ONE OF YOUR MEETING DATES.
COMMISSIONER STEWART BASICALLY THE REQUEST I THINK, IS IS TO MOVE ITEM NUMBER ONE OFF OF CONSENT AND PLACE IT INTO ACTION, AND THEN THE DOT IS REQUESTING THE CALENDAR BE CHANGED FOR IS IT NOVEMBER JOHN? OCTOBER.
THE OCTOBER 12TH MEETING BE CHANGED.
WE TYPICALLY MEET EVERY SECOND THURSDAY AND IT'S BEEN VERY CONSISTENT FOR DECADES.
THAT SAID, WE'RE TRYING TO DO EVERYTHING WE CAN TO WORK WITH THE DEPARTMENT.
[00:10:04]
THEY HAVE A INTERNAL DEADLINE TO SUBMIT ON THE EIGHTH.YES. OR THE NINTH? THE EIGHTH OR NINTH. I'VE BEEN TO TALLAHASSEE IN PREVIOUS YEARS.
AND, YOU KNOW, AS YOU GET OLDER, YOU'VE DONE THIS SO MANY TIMES IN PREVIOUS YEARS, THE DEPARTMENT BASICALLY RECOGNIZED THAT, YOU KNOW, WE MEET ON A COUPLE OF DAYS LATER. SO THAT'S JUST SOMETHING THAT HAS HAPPENED PREVIOUSLY.
BUT, YOU KNOW, IT'S UP TO YOU ALL TO MAKE THAT DECISION.
IF YOU WANT TO MOVE YOUR CALENDAR AROUND, IT'S ONLY A FEW DAYS.
WHEN WE GET TO CONSENT, WE'LL PULL ITEM ONE INTO FURTHER ACTION.
ALL RIGHT. AND THEN WE HAVE ANY OTHER MEMBERS OF THE PUBLIC.
HOLD ON A SECOND. I'M BEING TALKED BY 14 PEOPLE.
SHE SAID I DIDN'T DO EXCUSED ABSENCES.
WITH THAT. WE'RE NOT THERE YET.
I'M GOING TO RUN IT. THAT'S IT.
ALL RIGHT. DO WE HAVE DO WE HAVE ANY OTHER MEMBERS FROM THE PUBLIC THAT WISH TO SPEAK? YES. WE HAVE ONE MORE SIGNED UP TO SPEAK.
OKAY. MR. CRANE. I MEAN, MR. [INAUDIBLE]. MR. CORBIN, PLEASE COME FORWARD.
I'M VERY PASSIONATE AGAINST LANE ELIMINATION PROJECTS.
WILTON DRIVE DISAPPOINTED EVERYONE.
NOW BIKE LANES ARE USED AS PASSING LANES, AND I REALLY DID ALMOST GET RUN OVER THAT WAY.
I GOT 800 PEOPLE TO SIGN A PETITION AGAINST WHAT TURNED OUT TO BE BASED ON A FLAWED TRAFFIC STUDY WHICH SHOULD NOT HAVE BEEN ALLOWED TO ELIMINATE A DRIVING LANE.
THERE'S ALWAYS ROOM FOR IMPROVEMENT.
ON ANOTHER TOPIC, WILTON MANORS HAS BEEN DISCHARGING RAW SEWER INTO THE STREET IN FRONT OF MY HOUSE FOR THE LAST 18 YEARS.
THEY KEPT THEIR FTEF CONSENT ORDER A SECRET FOR THE LAST YEAR UNTIL I EXPOSED WHAT WAS HAPPENING.
I POSTED VIDEOS ON SOCIAL MEDIA OF TOILET PAPER FLOWING OUT OF A SEWER CLEANOUT THAT WAS OPENED ON PURPOSE BY THE CITY TO LET SEWAGE FLOW INTO A MAJOR INTERSECTION AT ANDREWS AVENUE.
CHILDREN WALKED THROUGH IT ON THEIR WAY TO THE MIDDLE SCHOOL ON THAT ROAD.
AT THE LAST MPO MEETING I ATTENDED, DIRECTOR GREG KENNEDY WAS LAUGHING IN MY FACE AT ME BECAUSE CHRIS CAPUTO TOLD HIM IT WAS WATER COMING OUT OF THE GROUND, NOT RAW SEWAGE, AND GREG DOESN'T KNOW WHAT HE'S TALKING ABOUT.
AT LEAST GREG HAD THE GUTS TO TALK TO MY FACE.
I'VE ALREADY CALLED OUT CHRIS IN PUBLIC A COUPLE OF TIMES WHILE HE'S IN FRONT OF ME.
I PLANNED ON HIM BEING HERE TODAY, BUT I GUESS HE WAS BUSY.
YOU SHOULD ALL VISIT WILTON DRIVE AND SEE THE CHUNKS TAKEN OUT OF THE NEW CURBS BY DOZENS OF CARS THAT RUN INTO THESE NEW CURBS WHERE THERE USED TO BE DRIVING LANES.
UBERS AND DOUBLE PARKED CARS TAKE UP THE WHOLE BIKE LANE SO CYCLISTS MUST GO INTO ONE LANE OF TRAFFIC AND THE ONE INCH TALL TREES PLANTED BY THE CITY AND THE 30 FOOT LONG PLANTERS TAKING UP A DRIVING LANE ARE JUST LAUGHABLE.
BUT DON'T TAKE MY WORD FOR IT.
ANY QUESTIONS? QUESTIONS FOR MR. CORBIN.
ANY DISCUSSION FROM THE PUBLIC? HEARING NONE LET'S GO ON TO OUR EXCUSED ABSENCES.
[4. Approval of Excused Absences]
ITEM SIX. PLEASE.YOU HAVE THEM IN FRONT OF YOU, MR. CHAIRMAN. DO YOU WANT ME TO MENTION IT? OK LORI LEWELLEN IS APPROVED FOR EXCUSED ABSENCES WITHOUT OBJECTION.
MAYOR WE HAVE MAYOR WALKER, CARYL HATTAN, DAVEY ROSARIO, TRANTALIS SIMMONS, PLACKO, UDINE, HARTMANN,
[00:15:11]
I HAD HIM RIGHT IN FRONT OF ME. I DIDN'T READ THEM.SORRY. OK I NEED A MOTION FOR APPROVAL OF THE ABSENCES.
ALL RIGHT. LOOKS LIKE WE HAVE APPROVAL.
MR. CHAIRMAN, IF I MIGHT JUST COMMENT FOR YOU.
SURE. TO THE BOARD, WHAT APPARENTLY HAS HAPPENED IS THAT YOUR AGENDA THAT YOU HAVE BEFORE YOU HAS ONE LISTING OF ITEMS AND THEN THE CHAIR NOTES, WHICH IS WHAT I'VE BEEN WORKING WITH, WITH THE CHAIR, HAS A DIFFERENT LISTING OF A DIFFERENT ORDER.
AND THAT'S WHY THE CONFUSION ABOUT DIFFERENT ITEMS COMING UP.
AND WE APOLOGIZE FOR THAT INTERNALLY FOR THAT ISSUE.
BUT WE'RE READY NOW TO MOVE ON THROUGH THAT TO THE CONSENT ITEMS. OKAY. I APPRECIATE THAT.
[ CONSENT ITEMS (All Items Open for Public Comment) ]
CONSENT ITEMS, ITEM ONE.SO WE HAD TWO ITEMS THAT WERE PULLED.
I'M SORRY, THE ITEMS THAT WERE PULLED.
GO AHEAD. SO ITEMS THE FIRST ITEM.
I KNOW. I KNOW. BUT WE'RE GOING TO ANNOUNCE IT FIRST.
THIS NEEDS TO BE A MOTION TO APPROVE ITEM ONE AND NUMBER TWO FOR PURPOSES OF THE CONSENT.
RIGHT. WELL, THAT'S THAT'S BEEN BEING PULLED FIRST FOR PURPOSES OF THE CONSENT.
AND WE'LL BRING WE'LL BRING THEM YEAH, WE'LL BRING THEM UP FOR DISCUSSION RIGHT AFTER RIGHT AT THE BEGINNING OF ACTION ITEMS. WE'LL DO THOSE RIGHT IMMEDIATELY.
SO. ALL RIGHT. SO THIS IS TO THIS IS TO PULL ITEMS ONE AND TWO.
THAT LEAVES THE FIRST ONE, THE TASK WORK ORDER NUMBER TWO AND THE MOTION TO APPROVE THE GDM STUDY.
SO THERE'S TWO ITEMS REMAINING.
AND YOU HAVE AND YOU HAVE A MOTION MADE BY ANDREA MCGEE AND A SECOND BY JABBOW MARTIN.
SO, RON, ITEM ONE TO APPROVE THE MAYOR'S HEADING AND THE ITEM.
WE NEVER VOTED ON THE EXCUSED ABSENCE.
PUT YOUR MIC IN. NO, WE DIDN'T.
WE WE HAD THE MOTION AND THE SECOND.
I NEED A MOTION FOR THE EXCUSED ABSENCE, PLEASE.
LET'S JUST GO. MOTION FOR THE EXCUSE ABSENCES.
OKAY, SO WE'RE GOING TO NEED COMMISSIONER MARTIN AND THEN COMMISSIONER WILLIAMS. THANK YOU FOR YOUR FIRST VOTE, AND THEN WE CAN GO AHEAD AND VOTE.
RIGHT. PLEASE VOTE ELECTRONICALLY.
ANY MEMBER WHO IS VIRTUAL, THEY CAN RAISE THEIR VIRTUAL HAND IF THEY OPPOSE.
VERY GOOD. WE DID THAT AND NOW WE'RE BACK TO CONSENT.
BACK TO CONSENT PULLING ITEMS ONE AND TWO.
ALL RIGHT. I MADE A MOTION FOR THAT.
WELL, THOSE ITEMS ARE THOSE ITEMS ARE PULLED.
AND THEN WE AND WE HAVE FOR APPROVAL THE CONSENT THE CONSENT AGENDA WITH THE AMENDMENT REMOVING THOSE TWO ITEMS. OKAY, LET'S VOTE ON THAT.
THIS IS FOR APPROVAL OF THE REMAINING ITEMS. AND YOU HAVE A MOTION MADE BY ANDREA MCGEE AND A SECOND MADE BY YVETTE COLBOURNE.
[1. MOTION TO APPROVE the 2023 MPO Board Meeting Dates]
AND THIS WAS A REQUEST TO AMEND THAT [INAUDIBLE] DISCUSSION.SO THE DATE THAT YOU'RE LOOKING AT IS [INAUDIBLE] EXCUSE ME, NOVEMBER.
THE REQUEST IS TO MOVE IT TO NOVEMBER 2ND, THURSDAY, NOVEMBER 2ND.
DOES THAT FIT INTO YOUR CALENDARS? I DON'T HAVE YOUR CALENDARS.
I'M SORRY. [INAUDIBLE] CAN WE GET BACK TO YOU OR DOES IT HAVE TO BE CAN WE GET BACK TO YOU OR DOES IT HAVE TO BE TODAY? YOU HAVE A PROPOSED MEETING DATES AND AND IT'S BEING ASKED IF YOU WOULD CONSIDER CHANGING THAT.
SO I UNDERSTAND. BUT A LOT OF US DON'T HAVE OUR CALENDAR WITH US.
OKAY. IS NOVEMBER TWO A WEDNESDAY, OR AM I LOOKING AT MY CALENDAR WRONG? IT LOOKS LIKE NOVEMBER THREE IS A THURSDAY.
I DON'T THINK I HAVE ANYTHING ON MY CALENDAR IN NOVEMBER 2023.
WERE YOU DONE, MR. [INAUDIBLE]? I JUST WANTED TO MAKE SURE THAT IF THE DOT NEEDS US TO CHANGE THIS DATE, BECAUSE THEY'RE PRESENTING SOMETHING TO TALLAHASSEE.
[00:20:08]
OBVIOUSLY, IT'S AN INTERIM YEAR TO APPROVE TO FIGURE THIS OUT.I MEAN, OBVIOUSLY, WE HAVE TO HELP THEM OUT WITH THIS.
AND IT'S AN INTERNAL DEADLINE.
OKAY. SO WE'RE GOING TO HELP THEM OUT AS BEST WE CAN.
I DON'T KNOW YOUR CALENDARS IN THAT FAR OFF.
I JUST CAN TELL YOU EVERY SECOND THURSDAY I ASK YOU TO SHOW UP SO.
SO THE QUESTION IS, DO YOU WANT TO MOVE NUMBER ITEM ONE, THAT'S THE APPROVING THE MEETING DATES WITHOUT CHANGE AND THEN WE'LL BRING IT BACK AT ANOTHER AT ANOTHER MEETING FOR NOVEMBER. COMMISSIONER COLBOURNE.
BUT CAN I JUST GET A CLARIFICATION AS TO WHY THE REQUEST AGAIN? EVERY TWO YEARS THE SESSION HAPPENS AT DIFFERENT TIMES.
IT'S ONLY A COUPLE OF DAYS DIFFERENCE AND TYPICALLY WE'VE STUCK TO THE SECOND THURSDAY CALENDAR AND WE'VE BEEN THE DISTRICT HAS BEEN LATE IN PRESENTING THE INFORMATION BY A COUPLE OF DAYS TO CENTRAL OFFICE.
THAT'S USUALLY WHAT HAPPENS EVERY YEAR.
BUT, YOU KNOW, THEY MADE THE REQUEST.
WE HONORED IT. THEY SAID THEY WANTED TO DO THIS.
WE DON'T HAVE AN OCTOBER MEETING.
THIS IS JUST THIS JUST AFFECTS NOVEMBER.
IT'S ONLY NOVEMBER. COMMISSIONER CRANE.
SO WHEN WE SEND UP OUR DRAFT TENTATIVE WORK PROGRAM TO BE RATIFIED BY THE FTC, WE SEND THAT UP TO CENTRAL OFFICE, AND THAT GOES UP WITH A CHECKLIST. AND THEY ASK US TO VERIFY THAT THE MPO BOARDS HAVE ENDORSED THE DRAFT TENTATIVE WORK PROGRAM.
AND SO WE'RE REQUIRED TO DO THAT, I BELIEVE, ON NOVEMBER 3RD.
AND YOU'RE MEETING NOVEMBER 9TH.
I DON'T HAVE A PROBLEM WITH THAT.
[INAUDIBLE] IS IT NOT POSSIBLE TO DO THE PRESENTATION IN THE OCTOBER MEETING? I DIDN'T HEAR THAT. THAT'S A VERY GOOD QUESTION.
SHE ASKED COULD WE NOT PRESENT IT AT THE OCTOBER MEETING? UNFORTUNATELY, THE INFORMATION DOESN'T COME DOWN TO US IN TIME TO DO THAT.
WE [INAUDIBLE] WE DID ASK THAT QUESTION.
SO IT DOESN'T MATTER IF THEY GO TO MARCH IN JANUARY AND THE THIRD YEAR AS A MATTER A DATE.
RIGHT. SO WE'RE GOING TO GET OUR INFORMATION THE WEEK OF OCTOBER 9TH IN ORDER FOR US.
AND WE DON'T KNOW WHAT DATE THAT'S GOING TO BE.
SO 8TH, 9TH, 10TH, 11TH, WE WILL THEN TAKE THAT INFORMATION AND GET IT OVER TO YOUR STAFF.
WE GIVE IT TO YOU IN A FORMAT THAT'S NOT AN EASILY READABLE OR A READABLE ELECTRONIC FORMAT.
AND STAFF HAS TO DO THIS IN A THREE WEEK PERIOD.
AND WE'RE 50% OF THE TOTAL DISTRICT BUDGET FOR THIS DISTRICT.
SO EVERY DAY IS A VALUABLE RESOURCE.
EVERY 24 HOURS IS SOMETHING THAT'S IMPORTANT.
UNDERSTAND WHAT THE DISTRICT IS ASKING FOR.
WE HAVE TO PUT AN AGENDA ITEM OUT, WHICH IS TYPICALLY SEVEN DAYS PRIOR TO THE ACTUAL PUBLIC HEARING.
SO THAT ACTUALLY GIVES OUR TEAM MEMBERS ABOUT A WEEK AND A HALF TO REVIEW 50% OF A TOTAL BUDGET.
THAT HOW BIG IS YOUR BUDGET? [INAUDIBLE] I CAN'T TELL YOU THAT RIGHT NOW, ESPECIALLY THIS YEAR.
YEAH. SO WE'RE LOOKING AT ABOUT A BILLION AND A HALF TO $2 BILLION, JUST OUR SECTION.
SO SO, YOU KNOW, THAT'S JUST MAGNITUDE OF WHAT.
RIGHT, COMMISSIONER JOHNSON? YES. AS AS LONG AS THERE'S NOT A BROWARD COMMISSION MEETING ON A THURSDAY MORNING OR OR CITY COMMISSION MEETINGS ON A THURSDAY MORNING, I DON'T SEE WHY WE DON'T GO AHEAD RIGHT NOW AND CHANGE IT, BECAUSE WE'VE GOT A YEAR, WHAT, 13 MONTHS TO PUT IT ON OUR CALENDAR.
SO JUST DON'T SCHEDULE ANYTHING FOR NOVEMBER 2ND.
[00:25:04]
FURTHER AND PUT IT ON OUR CALENDAR 13 MONTHS AHEAD OF TIME.WELL, THAT SOUNDS GOOD. WHAT DOES EVERYBODY THINK? WELL, YOU HAVE A MOTION ON THE FLOOR TO APPROVE WHAT YOU WHAT CURRENTLY IS PRESENTED, AND THAT'S BEEN MADE AND SECONDED HAVEN'T VOTED ON IT.
BUT OTHERWISE WE HAVE TO CALL WHAT'S THE MOTION THAT'S ON THE FLOOR.
AND I THINK I'M GOING TO RECOGNIZE THE SECOND MOTION.
AND YOU ALSO HAVE FOUR PEOPLE IN LINE REQUESTING TO SPEAK ON THE MOTION.
I DON'T KNOW IF YOU WANTED TO SPEAK ON THE MOTION.
I KNOW WE'RE ALL KIND OF WEDDED TO THESE SECOND THURSDAYS.
IS IT POSSIBLE TO HAVE A SPECIAL VIRTUAL MEETING ON NOVEMBER 2ND WITH ONE AGENDA ITEM? WE ARE NOT ALLOWED TO HAVE VIRTUAL MEETINGS.
THAT'S CORRECT. [INAUDIBLE] ALL RIGHT.
I JUST HAVE A QUESTION. BASED ON WHAT I JUST HEARD FROM GREG, SOUNDS LIKE THE THE WORKLOAD THEN SHIFTS TO THE MPO STAFF AND IT'S A MATTER OF WHO WE'RE GOING TO ACCOMMODATE MPO STAFF OR DOT STAFF.
IF I HEARD WHAT GREG JUST SAID, EVERY DAY IS A DAY THAT THEY NEED TO DO WHAT THEY'VE BEEN DOING.
AND WE'VE BEEN DOING THIS FOR UMPTEEN YEARS IN THE PAST.
AND IS THERE AN IMPACT WITH THE STUDY GOING UP A FEW DAYS LATE? I GUESS IT'S MY QUESTION FROM DOT'S PERSPECTIVE.
FROM WHAT I'VE BEEN TOLD THERE IS I DON'T KNOW WHAT HAPPENS.
THIS HAPPENS EVERY OTHER YEAR.
THIS SHORT CYCLE, WE DON'T [INAUDIBLE] THIS YEAR YOU'RE GOING TO GET THE PRESENTATION IN DECEMBER.
BUT EVERY OTHER YEAR WE GET THIS SHORT CYCLE.
AND UNFORTUNATELY, I THINK IT'S A STRUGGLE EVERY OTHER YEAR.
I BELIEVE WE'VE WE'VE BEEN ABLE TO JUGGLE THE DATES IN CERTAIN INSTANCES AND BEEN ABLE TO RATIFY THE DRAFT TENTATIVE WORK PROGRAM AFTER THE FACT.
ON ANOTHER OCCASION, I CAN'T TELL YOU WHAT THE IF THERE COULD BE A NEGATIVE RAMIFICATION, BUT I FROM WHAT I'VE BEEN TOLD BY OUR WORK PROGRAM, PEOPLE, THEY NEED TO SEND UP AN ENDORSEMENT BY THE MPO.
THAT SAID, I WANT TO JUST REMIND EVERYBODY AND I THANK YOU, COMMISSIONER MARTIN, THAT JOHN DID BASICALLY SAY, WELL, WE GET IT BETWEEN THE 11TH AND THE 15TH, AND THEN AND WHEN WE'RE COMMITTED TO GETTING IT TO YOU AS SOON AS WE GET IT, IT'S IT BECOMES YOU KNOW, IT'S A STAFF ISSUE.
[INAUDIBLE] I JUST WANT TO SAY I SUPPORT THIS, THE SECOND MOTION, SO IF WE JUST VOTE.
ALL RIGHT, VICE MAYOR COLBURNE.
I. MY SECOND WOULD BE TO CHANGE THE DATE TODAY.
OKAY. ALL RIGHT, EVERYBODY [INAUDIBLE].
ALL RIGHT. READY TO VOTE? [INAUDIBLE] COMMISSIONER.
OKAY. OKAY. THE NEXT ITEM IS THE PULLED ITEM NUMBER TWO OF THE CONSENT.
[2. MOTION TO APPROVE Task Work Order No. 2 Between the Broward Metropolitan Planning Organization (MPO) And Downtown Fort Lauderdale Transportation Management Association (TMA) for Public Outreach and Implementation of Transportation Demand Management Study in an Amount Not to Exceed $100,000]
THIS IS A MOTION TO APPROVE THE MEMBERSHIP APPOINTMENTS AND RE APPOINTMENTS TO THE TRANSPORTATION DISADVANTAGED LOCAL COORDINATING BOARD.I DON'T RECALL WHO ASKED TO BE PULLED.
GO AHEAD, MAYOR. THANK YOU, MR. CHAIR. I'M PULLING THIS ITEM.
[00:30:03]
I WANTED TO HAVE SOMETHING TO SAY.I'VE BEEN SERVING ON BOARDS FOR 30 YEARS IN BROWARD COUNTY.
ONE OF MY CUSTOMS, IF ONE OF MY FELLOW COMMISSIONERS WERE HERE, WOULD LET YOU KNOW THAT I HAVE A HABIT OF PULLING ITEMS FROM CONSENT WHEN I BELIEVE THAT AN ACCOLADE OR AN EXPRESSION OF APPRECIATION OR GRATITUDE IS OWED TO SOMEONE WHO HAS PUT IN SOME WORK.
SO I HAD THAT INTENT WHEN I PULLED A SIMILAR ITEM LIKE THIS IN THE MONTH OF JUNE.
OUR PARLIAMENTARIAN OR OUR ATTORNEY SAT QUIET WITH NO EFFORT TO CORRECT THE OUT OF ORDER BEHAVIOR.
I PULLED THIS ITEM, I'M NOT GOING TO OFFER THE ACCOLADE TODAY AND I'M NOT EXPECTING AN APOLOGY.
BUT WHAT I AM ASKING FOR IS THAT WE BE CAREFUL NOT TO COMPROMISE THE FIDELITY OF THIS BOARD.
I TAKE EVERYTHING THAT I DO VERY SERIOUSLY.
MY INTEGRITY IS FAULTLESS AND MY COMPASSION ABOUT WHAT I PUT MY HANDS TO IS WITHOUT QUESTION.
AND SO MPO BOARD AND BOARD MEMBERS, IF YOU SHOULD SEE ME, I'LL PUT MYSELF AS AN EXAMPLE.
IF YOU EVER SEE ME OUT OF ORDER, PLEASE PRESS THE REQUEST TO SPEAK AND TALK TO EITHER THE CHAIR OR THE PARLIAMENTARIAN AND ASK THEM TO CORRECT MY BEHAVIOR. I'M OLD ENOUGH TO UNDERSTAND THAT THE PUBLIC IS WATCHING AND THAT THE PUBLIC GIVES FEEDBACK.
I RECEIVED SOME CALLS AFTER THAT MEETING.
HOW IN THE WORLD COULD THEY ALLOW NOT MY CALL.
I'M NOT THE LEADERSHIP TEAM, BUT I WANT TO ENCOURAGE US TO PLEASE PROTECT THE INTEGRITY AND FIDELITY OF THIS BOARD.
WE HAVE A PUBLIC RESPONSIBILITY TO KEEP OUR BEHAVIOR PROFESSIONAL AT ALL TIMES.
THANK YOU, SIR. THANK YOU, MAYOR.
VICE CHAIRMAN. YES, I'M I'M NOT REALLY SURE WHAT MR. CARN IS REFERRING TO, BUT AND I DON'T REALLY UNDERSTAND WHY HE'S WANTING TO PULL THE APPOINTMENTS FOR OUR TRANSPORTATION LOCAL COORDINATING BOARD. I'M NOT REALLY SURE.
I MEAN, THESE ARE THE PEOPLE THAT WE'VE APPOINTED TO TAKE THE POSITIONS OF FOLKS THAT CAN'T THAT ARE ARE NO LONGER WITH US AND ALSO JUST RE APPOINTMENTS OF THE PEOPLE THAT ARE STAYING. AND I'M NOT REALLY SURE EXACTLY WHAT YOU'RE REFERRING TO ABOUT ACCOLADES AND WHY OUR BOARD THAT I'M THE CHAIRPERSON OF IS GOING TO BE LEFT WITHOUT OUR APPOINTMENTS BEING APPROVED BY OUR MEMBERSHIP.
SO I WOULD NOT LIKE TO SEE THIS PULLED FROM THE AGENDA.
OKAY. COMMISSIONER OR MAYOR CARN.
I'D LIKE TO AGAIN, THIS IS WHERE TRAINING IS NECESSARY.
PULLING AN ITEM JUST PUTS A PAUSE BUTTON IN AN ITEM.
IT DOES NOT TAKE IT FROM THE AGENDA.
IT GIVES US AN OPPORTUNITY TO PAUSE AND SAY, LIKE I DID BEFORE, TO SAY THANK YOU.
I DON'T HAVE THE POWER TO TAKE SOMETHING FROM THE AGENDA.
AND I THINK THAT'S AN UNFORTUNATE MISUNDERSTANDING OF WHY WE PULL ITEMS. WE PULL ITEMS TO SLOW DOWN, TAKE A PAUSE, HAVE A DISCUSSION ABOUT IT, JUST LIKE WE PULLED ITEM NUMBER ZERO OR WHICHEVER WAS PULLED, ITEM ONE AND ITEM THREE, WHICH THAT'S WHY IT WAS PULLED.
SO WE COULD HAVE A DISCUSSION.
[00:35:10]
ITEM. SO ONE ITEM, TOO, THAT WAS PULLED.MR. CHAIR, CAN I GO AHEAD? I JUST WANT I FEEL BAD FOR MAYOR CARN BECAUSE TYPICALLY WHAT WE DO AND I APOLOGIZE IF WHAT HAPPENED AT THE LAST MEETING OR THE MEETING [INAUDIBLE].
WHAT WE USUALLY DO AND IT'S BEEN STANDARD OPERATING PROCEDURE AND BOARD MEMBER WELSH JUST ACTUALLY DID THIS LAST NIGHT WAS IT WAS DAY BEFORE I USUALLY GET AN EMAIL OR SOMETHING, YOU KNOW, FROM ONE OF THE BOARD MEMBERS SAYING I PLAN ON DOING THIS.
SO THAT WAY IT'S NOT WE'RE PREPARED.
AND THAT'S THAT'S THE ONLY THING.
SO MY APOLOGIES TO YOU FOR THAT.
AND SOMETIMES PEOPLE DON'T READ AHEAD.
SOMETIMES PEOPLE HAVE THOUGHTS THAT COME WHEN THEY GET HERE.
ALL RIGHT. WE'RE ON ITEM TWO, MOTION TO APPROVE.
LET'S GO TO THE NEXT CONSENT AGENDA.
ACTION ITEMS. AND WE HAD AN AMENDMENT TO INCLUDE.
WE DID ONE. WE DID ONE AND TWO.
YES, SIR. I JUST DID THAT ONE.
LET'S LET'S MOVE AND APPROVE THE CONSENT AGENDA AS DISCUSSED.
CAN I GET SOMEBODY TO MAKE A MOTION? [INAUDIBLE] WE DID THAT MOTION EARLIER AND IT WAS APPROVED.
THE OTHER TWO ITEMS WERE APPROVED.
AND WE HAD AN AMENDMENT TO THE AGENDA TO INCLUDE COMMISSIONER FURR'S MOTION, WHICH IS THE FIRST ITEM OF ACTION ITEMS. I CAN READ THE MOTIONS FOR EVERYONE TO RECOGNIZE AGAIN, THIS IS A MOTION TO AUTHORIZE THE MPO CHAIR, GENERAL COUNSEL AND EXECUTIVE DIRECTOR TO ENTER INTO AN AGREEMENT BETWEEN THE THE BROWARD METROPOLITAN PLANNING ORGANIZATION AND ONE OF THE MPO GENERAL PLANNING CONSULTANTS FOLLOWING THE MPOS APPROVED PROCUREMENT PROCESS FOR TASK WORK ORDERS TO A SCOPE OF SERVICES AS MUTUALLY AGREED BY THE CITY OF FORT LAUDERDALE AND BROWARD COUNTY FOR THE NEW RIVER CROSSING, UTILIZING FUNDS TO BE PROVIDED BY THE SAME MEMBER GOVERNMENTS.
OK COMMISSIONER FERN. THANK YOU.
AND THE QUESTION IS WHETHER OR NOT WE'RE DOING A BRIDGE OR A TUNNEL.
AND THIS COULD GO THIS DOING A PROCUREMENT PROCESS COULD TAKE FOREVER ON THIS.
WE DON'T NEED TO DO THAT BECAUSE THE MPO HAS A LIBRARY OF ENGINEERS.
THIS IS AUTHORIZING THE MPO AND THE CITY OF FORT LAUDERDALE AND BROWARD COUNTY TO SELECTIVELY DECIDE WHICH ONE OF THAT LIBRARY IS GOING TO LOOK AT IT SO WE CAN EXPEDITE IT. THAT'S ALL THIS IS.
SO WITH THAT, I ASK FOR EVERYBODY'S SUPPORT SO WE CAN MOVE THIS ALONG.
A MOTION. WE NEED A MOTION AND A SECOND.
COMMISSIONER FURR MADE THE MOTION.
WHO IS THAT? OKAY, LET'S JUST PUT THEM UP ON THE SCREEN.
WHAT'S YOUR MOTION, COMMISSIONER? ACTUALLY, THE SYSTEM JUST WENT DOWN BECAUSE IT'S ADDING TO A GREAT DAY THAT SAID.
WE'RE GOING TO DO THIS VERBALLY, IF YOU DON'T MIND, MR. CHAIR AND THAT WAY, IT'S ACTUALLY OLD FASHIONED.
WE'RE GOING TO DO IT OLD FASHIONED. I'LL MAKE THE MOTION TO APPROVE.
MOTION BY COMMISSIONER FURR TO APPROVE AND A SECOND BY COMMISSIONER MCKINZIE.
SECONDED BY COMMISSIONER MCKINZIE.
DISCUSSION [INAUDIBLE] THE OLD WAY.
YOU'RE OUT OF ORDER, COMMISSIONER.
[INAUDIBLE] SO YOU'RE SAYING THAT THE COUNTY WANTS TO SUPPORT FORT LAUDERDALE? YOU NEED TO PUT YOUR MIC ON.
OKAY. I THOUGHT EVERYTHING WAS DOWN.
[INAUDIBLE] WAS THAT WHAT IT IS THAT THE COUNTY WANTS TO WORK WITH FORT LAUDERDALE OR [INAUDIBLE] WHO IS THAT?
[00:40:01]
GO AHEAD. EXCUSE ME ONE SECOND.WE NEED. WE NEED TO HAVE A EXPLORE THE IDEA FINANCIALLY SCOPE TO SEE IF IT'S FEASIBLE.
AND THERE'S TWO OPTIONS ON THE TABLE AS WE DO THIS, NOT JUST TO SUPPORT FORT LAUDERDALE.
WHAT'S BEST FOR BROWARD COUNTY, A OR B? WE'RE SUPPORTING THE IDEA TO GIVE IT TO THE MPO LIBRARY OF ENGINEERS TO EXPLORE FOR US.
LET'S VOTE. SO WE'RE VOTING THE OLD WAY.
ALL THOSE ALL THOSE IN FAVOR OF PLEASE SAY YAY AGAINST.
[1. MOTION TO APPROVE an Amendment to the Fiscal Year (FY) 2023 - 2027 Transportation Improvement Plan (TIP): Broward County Transit (BCT) Section 5339(b) Bus/Buses Facilities Program (Competitive)]
ALL RIGHT. NEXT ITEM IS THE ACTUAL ITEM NUMBER ONE MOTION TO APPROVE AN AMENDMENT TO FISCAL YEAR 2023 TO 2027 TRANSPORTATION IMPROVEMENT PLAN.THE BROWARD COUNTY TRANSIT BCT SECTION 5339B, BUS BUSSES, FACILITIES PROGRAM.
OKAY. WE NEED A MOTION? WE'RE BACK ON THE ELECTRONIC.
OH, GOOD. ARE WE BACK ELECTRONIC.
YEAH. IT LOOKED LIKE IT CAME BACK ONLINE.
JUST PUSH YOUR BUTTON THEN TO MAKE A MOTION.
WHAT ARE WE DOING? ARE WE YES NO.
WE'RE CONFIRMED THAT WE'RE BACK ON ELECTRONIC, BUT HE SAID HE CAN'T PUSH HIS BUTTON.
YEAH, BECAUSE THE SECOND. COMMISSIONER HODGES SHH PLEASE.
WE WILL. [INAUDIBLE] WHERE ARE WE? VIRTUAL OR.
AND SECOND WILL BE ANDREA MCGEE.
OKAY, EVERYBODY CLEAR ON THAT? ALL RIGHT, [INAUDIBLE] MOTION.
ALL IN FAVOR SAY AYE? YOU CAN ACTUALLY USE HIS VOTE, PLEASE.
ALL RIGHT. BY YOUR BY YOUR ACTION.
[2. MOTION TO APPROVE an Agreement Between the Broward Metropolitan Planning Organization and TSE Consulting, LLC for State Legislative Liaison Services in an Amount Not to Exceed $250,000]
THIS IS ITEM NUMBER STILL ITEM NUMBER COUNTED AS NUMBER TWO ON THE AGENDA, MOTION TO APPROVE AN AGREEMENT BETWEEN THE BROWARD METROPOLITAN PLANNING ORGANIZATION AND TSC CONSULTING, LLC FOR STATE LEGISLATIVE LIAISON SERVICES IN THE AMOUNT NOT TO EXCEED $250,000.MR. STEWART, IN A MOTION BY BEVERLY WILLIAMS, SECOND BY MR. MARTIN, WOULD ANYBODY LIKE TO HAVE ANY INFORMATION? SORRY, WHAT'S THAT? WOULD ANYBODY LIKE A PRESENTATION ON THIS ITEM? IT'S GOOD, YOU KNOW, IF YOU.
OKAY. ALL RIGHT, LET'S CALL THE QUESTION.
ALL THOSE IN FAVOR, LET'S ELECTRONIC VOTING.
I GOT IT. YOU'LL HAVE VIRTUAL MEMBERS.
NEXT ITEM. OH, NOW WE GO TO REGULAR ITEMS. WE GO. OKAY, LET'S DO IT FROM THE CHAIR.
[1. Report From Partner Agency - Florida's Turnpike Enterprise - Widening of Sawgrass Expressway (SR 869) from North of Atlantic Boulevard to C-5 Bridge (MP 9-12)]
OKAY. AND LET ME JUST SAY ON BEHALF OF THE CHAIR, IF I OFFEND ANYBODY BY BEING SOMETIMES JUST LOOSE AND EVERYTHING, I APOLOGIZE.BEEN MARRIED 28 YEARS AND THAT'S JUST HOW I'VE RUN MY MEETINGS.

THIS PROCESS INCLUDES PLANNING, PROJECT DEVELOPMENT, PROJECT DEVELOPMENT AND ENVIRONMENTAL STUDIES, DESIGN, RIGHT OF WAY, ACQUISITION AND CONSTRUCTION. THE PLANNING PHASE IDENTIFIES THE PROJECT'S PURPOSE AND NEED.
A PROJECT BEGINS BY IDENTIFYING TRANSPORTATION NEEDS OR DEFICIENCIES THROUGH A PLANNING PROCESS THAT PRIORITIZES SHORT AND LONG RANGE TRANSPORTATION NEEDS.
THE PDA PHASE IS THE BRIDGE BETWEEN OUR PLANNING AND THE DESIGN PHASE AND HELPS GUIDE DECISION MAKING BY EVALUATING THE POTENTIAL IMPACTS THAT A TRANSPORTATION PROJECT MAY HAVE ON THE ENVIRONMENT AND IS DOCUMENTED THROUGH A PDA STUDY.
THE PDA STUDY FOR THE SAWGRASS CORRIDOR FROM SOUTH OF SUNRISE BOULEVARD TO SOUTH OF STATE ROAD SEVEN US 441 WAS ACTUALLY COMPLETED IN JULY OF 2017.
THE PROJECT IS CURRENTLY IN THE DESIGN PHASE.
THE DESIGN PHASE IS WHEN THE CONSTRUCTION PLAN SPECIFICATIONS AND THE FINAL ESTIMATE TO BUILD THE PROJECT ARE DEVELOPED AND THAT IS ANTICIPATED TO BE COMPLETED IN JULY OF 2023. THE NEXT STEP IN THIS PROCESS IS OUR RIGHT OF WAY PHASE WHEN NEEDED PROPERTY IS PURCHASED FOR THE PROJECT, AS SHOWN RIGHT AWAY IS NOT REQUIRED FOR THIS PROJECT, SINCE ALL PROPOSED IMPROVEMENTS WILL BE WITHIN THE TURNPIKES.
THE SAWGRASS EXPRESSWAY IS A 21 MILE LIMITED ACCESS FACILITY LOCATED IN NORTHERN BROWARD COUNTY THAT PROVIDES A VITAL LINK TO SOUTHWEST FLORIDA, SOUTHERN BROWARD AND MIAMI-DADE COUNTIES.
THIS ROAD IS PART OF THE FLORIDA STRATEGIC INTERMODAL SYSTEM AND THE NATIONAL HIGHWAY SYSTEM WIDENING OF THE SAWGRASS FROM SOUTH OF NORTHWEST EIGHTH STREET, WHICH IS OUR MILEPOST ZERO TO WEST OF STATE ROAD SEVEN US 441 MILEPOST 18 AND CORRESPONDING INTERCHANGE IMPROVEMENTS WILL OCCUR THROUGH A SERIES OF PROJECTS AS SHOWN ON THIS MAP.
TODAY, OUR FOCUS WILL BE ON THE SECOND PROJECT SHOWN HERE IN GREEN AND THAT IS LOCATED THAT THAT WILL WIDEN THE SAWGRASS FROM MILEPOST NINE NORTH OF ATLANTIC BOULEVARD TO MILEPOST 12 NORTH OF SAMPLE ROAD.
THIS PROJECT SEGMENT IS ACTUALLY LOCATED IN THE CITY OF CORAL SPRINGS.
I'M SORRY, THE LANES WITHIN THE LIMITS OF THE PROJECT WILL BE WIDENED FROM 6 TO 10 LANES TO MEET THE ULTIMATE TYPICAL SECTION FOUR FOR THE SAWGRASS. SINCE THE REMAINDER OF THE SAWGRASS EXPRESSWAY WILL NOT BE WIDENED UNTIL A LATER DATE, THE TWO INSIDE LANES, WHICH ARE HASHED HERE IN EITHER DIRECTION, WILL BE OPEN TO TRAFFIC AFTER CONSTRUCTION OF THE ADJACENT WIDENING PROJECTS.
THE PROJECT ALSO CONSISTS OF THE FOLLOWING FEATURES WIDENING OF THE EXISTING BRIDGES OVER THE SAMPLE ROAD AND THE C-5 CANAL BRIDGE, CONVERTING THE EXISTING SAMPLE ROAD INTERCHANGE TO A PARTIAL DIVERGING DIAMOND INTERCHANGE.
AND WILL BE PROVIDED BY A SIGNALIZED INTERSECTION TO ENHANCE SAFETY AND TRAFFIC FLOW.
THE CROSSOVER POINT IS SIGNALIZED TO ENHANCE SAFETY AND TRAFFIC FLOW.
THE TRAFFIC FROM THE SAWGRASS EXPRESSWAY WILL FOLLOW THE GREEN PATH, WILL FOLLOW THE YELLOW PATH.
WE'LL ALSO BE ADDING A LANE ON A LONG SAMPLE ROAD FOR A TOTAL OF THREE LANES IN EACH DIRECTION WILL BE REPLACING OUR EXISTING INTELLIGENT TRANSPORTATION SYSTEM, INCLUDING COMMUNICATION AND TRAFFIC MONITORING DEVICES.
AND THEN WE'LL ALSO BE REPLACING THE EXISTING ROADWAY LIGHTING SYSTEM WITH LED LIGHTING.
[00:50:08]
CONVERTED TO A PAVED MEDIAN FOR A FOR A CONCRETE WITH A CONCRETE BARRIER WALL ALSO SHOWN HERE IN BLUE.THE TWO EXISTING SAWGRASS BRIDGES OVER SAMPLE ROAD WILL BE WIDENED.
THE PROPOSED ROADWAY TYPICAL SECTION ALONG SAMPLE ROAD SHOWN HERE IS SHOWING THE THREE LANES IN EACH DIRECTION AND IN SIMILAR CONDITIONS. THE EXISTING CONDITIONS DON'T ALLOW FOR PEDESTRIAN ACCESS, AND SO WE WILL KEEP THOSE EXISTING CONDITIONS.
CONSTRUCTION ALONG THE SAWGRASS WILL OCCUR IN PHASES.
EXISTING TRAVEL LANES WILL REMAIN OPEN DURING PEAK PERIODS AND LANE CLOSURES.
LANE CLOSURES WILL OCCUR ONLY WHEN NEEDED DURING OFF PEAK HOURS.
AS PREVIOUSLY MENTIONED, TRAVEL LANES WILL REMAIN OPEN DURING PEAK PERIODS.
SO HERE WHAT WE'RE SHOWING IS AN EXAMPLE OF WHAT THOSE DETOURS WILL LOOK LIKE.
AND IN THE PURPLE, WE'RE WE'RE SHOWING YOU WHAT WHAT WHAT THE THE TRAFFIC WILL TAKE FROM THE SOUTHBOUND AND THEN THE AQUA BLUE IS FOR THE DETOUR THAT WILL BE TAKEN FOR THE NORTHBOUND TRAVELERS ON THE SAWGRASS.
AND AGAIN, THESE DETOURS WILL ONLY BE THEY'LL BE SHORT TIME AND THEY WILL ONLY BE USE WHEN NEEDED.
THURSDAY, SUNDAY THROUGH THURSDAY.
DESIGN. PUBLIC INFORMATION MEETINGS HAVE BEEN RESCHEDULED AND THEY ARE ACTUALLY GOING TO OCCUR OCTOBER THE 27TH, WHICH WILL BE OUR VIRTUAL MEETING. AND THEN NOVEMBER THE FIRST, A NOTIFICATION LETTERS TO APPOINTED AND ELECTED OFFICIALS AND PROPERTY OWNERS WERE SENT OUT LAST WEEK.
THE PROJECT'S DESIGN WILL BE COMPLETED BY JULY OF 23, AND THIS ALLOWS US TO THE DESIGN TEAM TO ADDRESS ANY INPUT INPUT RECEIVED FROM THE PUBLIC DURING OUR INFORMATION MEETINGS THAT ARE COMING UP HERE AT THE END OF THE MONTH.
THIS SLIDE IS IS SHOWING OUR TENTATIVE STARCH STARTING DATE OR WHAT WE CALL OUR LETTING DATES AND OUR CONSTRUCTION DURATION FOR THE SEVEN PROJECTS THAT ARE GOING TO TAKE PLACE IN WIDENING THE SAWGRASS FROM 6 TO 10 LANES.
AND HERE THE DARK PURPLE AT THE TOP IS THE PROJECT THAT I'M DISCUSSING WITH YOU ON TODAY.
AND AGAIN, THIS WILL BE OUR SECOND PROJECT TO BE COMPLETED ON THE CORRIDOR WITH THE ADJACENT WIDENING PROJECTS THAT WILL BE COMPLETED BETWEEN 2025 AND 2028.
AGAIN, THIS IS TENTATIVE AND SUBJECT TO CHANGE AS WE GO THROUGH OUR WORK PROGRAM CYCLES EACH YEAR.
AS MENTIONED PREVIOUSLY, THE ATLANTIC AND SAMPLE THE ATLANTIC TO SAMPLE WIDENING PROJECT WILL BE CONSTRUCTED, BUT IT WILL NOT BE OPEN TO THE TEN LANES UNTIL THOSE ADJACENT PROJECTS ARE COMPLETED.
AND AT THIS TIME I WILL TAKE ANY QUESTIONS THAT YOU HAVE QUESTIONS.
I'M SORRY. COMMISSIONER JAFFE.
THANK YOU, MR. CHAIR. YES? I JUST WANT TO THANK YOU VERY MUCH FOR THIS PRESENTATION.
I'M A WEST BROWARD MUNICIPALITY, AND EVERYBODY THINKS ALL THE TRAFFIC IS IN EAST BROWARD.
BUT WE DO HAVE A LOT OF TRAFFIC, ESPECIALLY, YOU KNOW, IT'S BUILDING UP IN TO UP TO 2019.
AND THEN IT WAS PRETTY AGGRESSIVE BACK THEN.
THEN COVID CAME, BUT NOW IT'S EXCEEDED THOSE LEVELS FOR GOING NORTHBOUND SINCE PRE COVID.
AND WHEN YOU'RE CENTRAL AND EAST BROWARD, IF YOU WANT TO GO NORTHBOUND, YOU HAVE MULTIPLE OPTIONS.
YOU CAN GO I-95, YOU CAN TAKE THE TURNPIKE OR 441.
[00:55:02]
BUT FOLKS OUT IN WEST BROWARD, WE REALLY ONLY HAVE ONE WAY TO GO NORTHBOUND.THANK YOU SO MUCH FOR THE PRESENTATION.
THANK YOU VERY MUCH. OH, COME ON.
NO, THE REASON THAT I ASKED THAT THIS BE MOVED UP FURTHER INTO THE COURSE OF THE MEETING WAS WITH THE HOPE THAT SOME OF THE MEMBERS, SPECIFICALLY OUR NEIGHBORING MEMBERS, CORAL SPRINGS, MARGATE, TAMARAC.
I KNOW WE HAVE POMPANO BEACH IN THE HOUSE ALONG THE 14.
AND IN ORDER TO DISCUSS AND GET SOME SUPPORT OR OPINIONS ABOUT CONTINUATION OR COMPLETION OF THE SEAGRASS TO SAWGRASS POSSIBILITY, WHEN THIS SAWGRASS EXPANSION WAS TAKING IN PLACE TO GET THE MOBILITY IN PLACE TO COMPLETE THAT PROJECT FOR OUR PEDESTRIANS AND OUR BICYCLISTS ALONG THOSE GREENWAYS FROM ONE SIDE TO THE OTHER AND SEEING THAT THEY'RE NOT HERE.
I DID IT WITH GOOD INTENT, BUT I STILL LEVEL OUR SUPPORT ON ON BEHALF OF OUR CITY THAT TO ME IT ONLY MAKES SENSE WHEN WE'RE DOING THIS THAT WE PUT THE PILLARS IN PLACE TO COMPLETE TO YOUR TERM.
THE BRIDGE ACROSS TO CONTINUE FOR ALL MOBILITIES, NOT JUST FOR THOSE THAT ARE FUELED BY GAS OR OTHER FORMS, BUT OUR OWN VOLITION, EITHER BY OUR LEGS WALKING AND OR BY OUR BICYCLES UNASSISTED.
WE'RE FULLY AWARE OF THE DESIRE.
VICTORIA AND I HAVE BEEN COORDINATING WITH THE MPO AS WELL AS THE OTHER CITIES, AND SO OUR IMPROVEMENTS WILL NOT PROHIBIT THAT BRIDGE, THE PEDESTRIAN BRIDGE TO BE CONSTRUCTED.
WE'VE SHARED AS FAR AS THE TIME FRAMING OF OF THE OF THE PROJECTS.
AND SO WE'LL JUST HAVE TO COORDINATE.
ONCE YOU ALL GET A CONSULTANT ON BOARD, GET A, YOU KNOW, A RENDERING.
AND THEN WE PROVIDED THAT INFORMATION.
ONE WAS THE BRIDGING AND THE SECOND WAS TIMING.
AND I APPRECIATE THAT IT IS STILL BEING CONSIDERED.
YES, MA'AM. THANK YOU VERY MUCH.
THANK YOU. COMMISSIONER GOODELL.
YEAH, I JUST WANT TO SAY THAT I SUPPORT THAT BECAUSE I JUST WANT TO SAY THAT THE COUNTY LAST WEEK AND THE CITY OF SUNRISE VOTED LAST WEEK TO BRING SOMETHING FORWARD AS FAR AS SUPPORTING WHAT YOU'RE GOING TO DO AT PAT SALERNO.
YES, SIR. FULLY AWARE OF THAT.
I'VE BEEN COORDINATING WITH SEAN DENEEN AND LARRY MAHONEY.
SO THAT IS DEFINITELY A PART OF THE OF THE DESIGN.
WHERE DOES THAT FIT IN SO THAT THAT PROJECT, YOU KNOW, SO IT WOULD BE THE THE DARK BROWN PROJECT.
SO THE PAT SALERNO INTERCHANGE SITS INSIDE THAT WIDENING PROJECT.
BUT YES, WE ARE DEFINITELY THAT.
YES, SIR, IT IS A PART OF THAT.
AND SO WHAT WE'RE TARGETING, WHAT WE'RE SHOWING YOU HERE IN 2028 AT THE AT THE END BARS THERE, THAT WOULD BE THE TEN LANES OPENING AS WELL AS THE PAT SALERNO INTERCHANGE.
NOT SURE ABOUT THE PEDESTRIAN BRIDGE BECAUSE WE'RE STILL IN DISCUSSIONS WITH THAT.
BUT AGAIN, THE FACILITY IMPROVEMENTS WILL NOT PROHIBIT THAT PEDESTRIAN BRIDGE FROM BEING A PART OF THE MOBILITY OF THE CORRIDOR ALONG THE SAWGRASS.
I JUST WANT TO SAY TO THE COUNTY COMMISSIONERS THAT ARE ON THIS BOARD OR THE OWNER OF THE FLORIDA PANTHERS, MR. VIOLA, SAID THAT HE WANTED TO DO A BRIDGE.
THE COUNTY OWNS THAT PROJECT EVEN THOUGH THAT IT'S INSIDE A SUNRISE.
[01:00:09]
LEVEE THAT WOULD END UP CONNECTING TO WHAT YOU SUPPORT? BECAUSE IF YOU LIVE OUT WEST AND YOU DRIVE THE SAWGRASS WHENEVER THE SUN IS GOING DOWN, THAT IT'S BEAUTIFUL.THAT'S ON ATLANTIC. IT'S BEAUTIFUL.
PEOPLE ARE PARKING ALONG THE HIGHWAY.
SO WE ARE AGAIN, MAKING SURE THAT OUR IMPROVEMENTS WILL NOT PROHIBIT THE ADDITIONAL MOBILITY IMPROVEMENTS WITH THE PEDESTRIAN BRIDGE THAT ARE DESIRED BY THE COUNTY AS WELL AS THE AS THE OTHER CITIES AS WELL.
SO SO WE ARE WE'RE DEFINITELY IN COORDINATION.
YES, SIR. IN A TUNNEL OR A BRIDGE THAT IS SUPPORT OUR BRIDGE.
AND I KNOW IT CAME UP WHEN WE WERE DISCUSSING A DIFFERENT TURNPIKE LANE EXTENSION WITH THESE PLANS.
ARE WE STUDYING OR CONTEMPLATING AT LEAST A WESTERN RAIL SYSTEM THAT COULD EVENTUALLY CONNECT TO THE EAST COAST? SO IF WE DO DO THE BRIDGE AND LIKE, AND MAKING THE ROADS BE SOMETHING THAT COULD BE THE ROADS THAT WE'RE BUILDING, BE ABLE TO SUPPORT A FUTURE RAIL SYSTEM IF WE EVER COULD GET THERE. I MEAN, I TAKE A STAND.
YES, SIR. THANK YOU. I WAS GOING TO DEFER, AND IT MIGHT BE YEARS DOWN THE LINE.
HOWEVER, AN EAST WEST SYSTEM IS BEING PROPOSED.
SO YOU'RE GOING TO START SEEING NEXT STEPS FOR WHAT A TRANSIT SYSTEM CAN BE.
AND I DO WANT TO SHARE THAT WITH YOU.
IT'S OBVIOUSLY NOT GOING TO GET ALL DONE AT ONCE.
JUST LIKE THE BROWARD COMMUTER RAIL SYSTEM.
IT'S GOING TO BE PIECES AND PARTS AND WE'LL PUT IT TOGETHER.
BUT THERE IS A VISION TO PUT EVERYTHING IN ONE PLACE.
THAT'S ALL EAST, WEST, THE EAST, WEST AND QUARTER STOPS AT SUNRISE.
WE WANT TO CONTINUE THERE'S THERE'S GOING TO BE MORE OC MAYOR MY QUESTION HAS TO DO WITH COMMERCIAL BOULEVARD AT THAT EXIT ON THE WEST SIDE THERE'S AN EMPTY LOT THERE THAT IS UNOFFICIALLY BEING USED BY SEMI TRUCKS TO PARK AND THINGS LIKE THAT.
AND I THINK IT WAS ACTUALLY BEEN BROUGHT UP WHEN DISCUSSION WAS BEING HAD ABOUT THE PARKING THAT YOU WERE GOING TO HAVE IN WESTON, WHICH IS STILL GOING TO HAPPEN ANYWAY.
BUT ANYWAY, IS THAT GOING TO CHANGE OR ARE YOU ACTUALLY GOING TO MAKE THAT? IS THAT A POTENTIAL PARKING SPACE FOR A PARK AND RIDE OR NOT, OR WHO OWNS THAT PROPERTY? SO THAT THAT IS I BELIEVE THAT WOULD BE A COUNTY PROJECT, NOT A TURNPIKE PROJECT THAT YOU'RE THAT YOU'RE SPEAKING TO.
YES, MA'AM. WE CAN PUT THE REQUEST INTO BCT TO PROVIDE A RESPONSE, HOPEFULLY BY THE NEXT MEETING.
OKAY. THANK YOU. MR. SCOOTER. TANDEM DROP OFF.
WE WERE AGAINST IT, SO IT HAD TO DO EITHER WITH THE TURNPIKE AUTHORITY OR DOT OR SOMEONE BECAUSE THEY NEEDED THAT DROP OFF FOR PEOPLE GOING ACROSS TO THE WEST COAST FOR PEOPLE TO PICK UP.
OKAY. SO I DON'T PROBABLY NOT SEE THEM GETTING RID OF THAT AS FAR AS TO LEAVE IT FOR PARKING AS A PARKING RIDE, BECAUSE THE FIGHT THAT WE HAD WAS BECAUSE THEY NEEDED IT FOR THE TRUCK.
SO AND I DON'T THINK IT IS THE COUNTY.
BUT WE UNDERSTOOD THAT THEY REALLY NEEDED IT FOR THE DROP OFFS.
FOR THE QUESTIONS FOR THE CHAIR, IF I MAY.
I'D LIKE TO RESEARCH THAT A LITTLE FURTHER, SEE WHAT OUR INVOLVEMENT IS.
I KNOW THAT THROUGH THE WORK PROGRAM PROCESS AND OUR VISIONING, WE WERE LOOKING FOR BETTER SPOTS FOR VEHICLES THAT LARGE TO PARK, AND OUR TANDEM RESPONSIBILITY IS STATUTORY. SO I'M GOING TO CHECK OUT A LITTLE MORE INFO AND BRING IT BACK THROUGH THE STAFF.
GREAT QUESTION. THANK YOU VERY MUCH, MR. STEWART. YES.
[01:05:02]
I'M SORRY. WERE THERE ANY FURTHER IN MY QUESTION AND FURTHER.WELL, HAVE A GREAT DAY, EVERYBODY.
THANK YOU. MR. STEWART, I AM PUTTING DOWN ALL THE THINGS THAT WE'RE GOING TO BE DELIVERING.
I WANT TO MAKE SURE I GET THAT DOWN.
ACTUALLY, MR. GABRIEL GOES BEFORE ME, I BELIEVE.
YEAH. REMEMBER COMMENTS? I LOST IT SOMEPLACE IN MY PAPER.
HERE ONE. OKAY, NOW WE GO TO EXECUTIVE DIRECTOR.
[9. Executive Director’s Report]
MR. STEWART. WELL, WE'RE STILL IN THE MORNING AND I APOLOGIZE FOR SOME OF THE TECHNICAL ISSUES.THAT SAID IN FRONT OF YOU, YOU ACTUALLY HAVE A LOVELY BROCHURE THAT LOOKS LIKE THIS.
AND I WANT TO BRING IT TO YOUR ATTENTION.
OUR 2023 STATE OF THE REGIONS ANNUAL AWARDS BANQUET IS GOING TO BE AT THE DIPLOMAT HOTEL ON WHAT IS THIS, FEBRUARY 2ND, AND IT SHOULD BE AROUND 6:00.
SO THE WHOLE IDEA IS THE LAST ONE THAT WE HAD WAS AT THE SIGNATURE GRANT.
THE MAYOR AND I WERE THERE, SO SEVERAL OF YOU WERE THERE.
HOWEVER, I'D LIKE TO GET MORE OF YOU TO ATTEND.
WE HAD ABOUT 350 PEOPLE AT THE LAST EVENT, AND I'D LIKE TO UP THAT A LITTLE BIT MORE.
THIS YEAR IS GOING TO GEORGE PLATT.
AND ONE OF THE RATIONAL REASONS FOR HONORING GEORGE IS ONE, HE GREW UP HERE AND HAD THE VISION ENOUGH TO START THINKING ABOUT THE WAY BROWARD COUNTY SHOULD LOOK AND WHAT WE SHOULD BE LIKE.
ULTIMATELY, HE SERVED ON THE COUNTY COMMISSION.
MANY OF YOU KNOW HIM NOW AS A LOBBYIST AND A KIND OF RETIRING LOBBYIST AT THAT.
THAT SAID, THE REALITY IS, IS THE THE INPUT THAT HE PROVIDED TO OUR REGION IS INCALCULABLE.
HE ACTUALLY HELPED THE VERY FIRST SURTAX THAT WAS DONE FOR TRANSPORTATION WITH THE BY THE BROWARD DOES NOT THE ALLIANCE THE BROWARD WORKSHOP. I HAD A CHANCE WHEN I CAME HERE IN 2000 TO WATCH THAT MOVE FORWARD.
IT TOOK US A FEW MORE DECADES TO GET THERE.
SO I'M LOOKING FORWARD TO HAVING HIS WORDS OF WISDOM AND HIS ABILITY TO PROVIDE US WHAT HE SAW AS A CHILD CROSSING THE FREIGHT BRIDGE ON THE FEC RAILROAD IN DOWNTOWN FORT LAUDERDALE, BECAUSE HE USED TO TRAVERSE THAT A LOT.
THE SECOND PERSON IS GAIL BOLTON, AND SHE IS BASICALLY LOOKING AT COMMUNITY IMPACT.
AND I KNOW DEERFIELD BEACH MAY NOT BE EXACTLY HAPPY, BUT IF IT WASN'T FOR GAIL AND HER LEADERSHIP, THE SOUTHWEST 10TH PROJECT WOULDN'T HAVE COME OVER THE LINE AND WE WOULDN'T HAVE IT FULLY FUNDED IN OUR BUDGET.
GAIL HAS BEEN UNBELIEVABLY A SERVANT WHEN IT COMES TO WHAT HAPPENS HERE IN BROWARD, WHETHER IT'S HER SERVICE ON OUR FREIGHT COMMITTEE, MAKING SURE THAT THE FCC PROJECTS THE CSX PROJECTS, PORT PROJECTS MOVE FORWARD, HER GOALS IN TRANSPORTATION HAS BEEN UNBELIEVABLE.
TRI RAIL WOULD NOT EXIST IF IT WASN'T FOR JOE.
IT WAS BECAUSE WE WERE PUTTING ON THE VERY FIRST WIDENING OF I-95.
HIS VISION ENDED UP BEING A SERVICE.
THE SERVICE IS NOW CELEBRATING MORE THAN 25 YEARS, AND THAT'S SOMETHING THAT WE HAVE TO HONOR AND REALLY SAY THANK YOU BECAUSE IT WAS THAT ONE PERSON IDEA THAT MOVES FORWARD IN ITS SMALL LITTLE STEPS.
BUT IT IS ACTUALLY NOW THE BROWARD COASTAL BROWARD COMMUTER RAIL SYSTEM.
IT LEADS TO ALL THESE GATEWAY PROJECTS THAT WE'RE GOING TO MOVE FORWARD WITH.
AND THEN FINALLY, BEVERLY WILLIAMS AND HER HUSBAND.
I REMEMBER MY VERY FIRST TIME MEETING MR. WILLIAMS AND THEN BEVERLY.
AT THAT POINT, IT WAS JUST AN AMAZING THING.
WE WERE DOING ABOUT 500,000 A YEAR WORTH OF SIDEWALK PROJECTS IN THIS COUNTY.
THEIR LEADERSHIP SILENTLY AND VERBALLY HAS BEEN UNBELIEVABLE OVER THE DECADES.
AND THAT'S SOMETHING PEOPLE DON'T REALIZE.
[01:10:09]
WOMAN RUN COMMISSION, BUT IN THE ENTIRE COUNTY.WHETHER YOU STRETCH FROM HALLANDALE BEACH TO THE SOUTH TO CORAL SPRINGS AND PARKLAND TO THE NORTH.
THINGS THAT HAVE HAPPENED ON STATE ROADS.
WE DON'T BELIEVE THE AMOUNT OF IMPACT THE TWO HAVE BEEN ON OUR COMMUNITY.
SO THOSE ARE GOING TO BE OUR HONOREES.
I HOPE YOU TALK TO YOUR CITY COMMISSIONERS AND MANAGERS.
WE ALSO KNOW THIS IS SHAMELESS PLUG.
SORRY, IT'S THE OTHER SIDE OF THE FORUM.
THERE'S ACTUALLY WE NEED TO HAVE REVENUES TO PAY FOR THE BANQUET.
AND I'M ACTUALLY LOOKING FORWARD TO HAVING SEVERAL COUNTY COMMISSIONERS THERE AS WELL.
SO WE'LL BE WORKING ON THAT, TOO.
AND WITH THAT, I'M GOING TO KIND OF CALL THAT ONE.
DEPARTMENT OF TRANSPORTATION DISCRETIONARY GRANTS.
COMMISSIONER FER BROUGHT THAT UP ABOUT THE SCHEDULES AND WHERE WE ARE.
SO ONE OF THE THINGS AND YOU KNOW, AGAIN, PAUL, ARE YOU HERE? YEAH, COME ON UP.
MONICA KEVIN KELLEHER, THE TEAM MEMBERS OVER AT BROWARD COUNTY THAT ARE TAKING OVER IN POSITIONS ARE MAKING SMART, CALCULATED DECISIONS THAT WE CAN MOVE FORWARD WITH TOGETHER TO MAKE DIFFERENCES IN ALL OF OUR COMMUNITIES.
THE SAFE STREETS FOR ALL ISN'T JUST ABOUT BIKE LANES.
IT ISN'T JUST ABOUT SIDEWALKS.
IT'S ABOUT REDOING OUR INTERSECTIONS, MAKING SURE OUR CARS ARE COMMUNICATING TO THE TRAFFIC LIGHTS, MAKING SURE QUICK DECISIONS CAN BE MADE AT THE TRAFFIC CENTER, MAKING SURE WE GET TO A VISION 0.0.
AND THAT'S GOING TO BE A VERY IMPORTANT PROCESS.
WE'RE GOING TO BE WORKING TO MAKE SURE THAT WE TAKE THAT MONEY AND PUT THE PLANS IN PLACE TO MAKE TO GO AFTER THE FEDERAL MONEY, THE DISCRETIONARY THAT FOLLOWS, THERE'S $1,000,000,000 A YEAR AVAILABLE TO BROWARD COUNTY AND EACH ONE OF THE CITIES, NOT TO US.
AT THAT POINT, IT'S YOURS AND WE'RE GOING TO HELP YOU GET THERE.
ONE CITY CHOSE NOT TO PARTICIPATE AT THIS TIME.
THAT'S GOING TO BRING ANOTHER LEVERAGE IN PAUL.
HOW MUCH IS THAT? 19 MILLION TOTAL, FOUR AND A HALF LOCAL NET THAT'S GOING TO ADDRESS OUR ISSUE WITH FREE FOR THE QUIET ZONES. IT'S GOING TO START HARDENING THE CORRIDOR, REAL ESTATE VALUES AND HOLLYWOOD REAL ESTATE VALUES IN FORT LAUDERDALE, REAL ESTATE VALUES IN DEERFIELD BEACH AND IN POMPANO ARE GOING TO BE ABSOLUTELY INCREDIBLE BECAUSE OF THIS.
THIS IS ANOTHER PATHWAY TO VISION TO GETTING ACTUALLY A VISION ZERO STATEMENT.
AND THIS IS ANOTHER UNIQUE SITUATION WE'RE GOING TO BE ABLE TO APPLY WITH A COMPANY CALLED DELOITTE IN WORKING TO CREATE A DIGITAL TWIN OF OUR COMMUNITY. BASICALLY, THE ENTIRE REGION WILL BE A VIRTUAL REALITY.
SO ANY TIME YOU MAKE A DECISION ON YOUR DAIS WHETHER IT'S ADDING 150 UNITS HERE OR PUTTING IN A PARK OR ACTUALLY ADDING A TRAFFIC LIGHT, WE WILL BE ABLE TO ANALYZE WHAT THOSE IMPACTS ARE IMMEDIATELY AND REPORT BACK TO YOU.
IT'S A REALLY INTERESTING PROPOSAL.
TOGETHER WITH SAN DIEGO, WE'RE GOING TO BE SUPPORTING EACH OTHER.
SAN DIEGO, THE MPO, THEIR IS CALLED SANDAG.
THEY'RE WRITING AN APPLICATION WITH DELOITTE, WE'RE WRITING ONE WITH DELOITTE.
WE'RE GOING TO PROVIDE EACH OTHER.
AND I JUST GOT CONFIRMATION OF THAT LAST NIGHT.
[01:15:03]
IT WILL LEAD THE COUNTY AND ALL THE CITIES WITH THE ABILITY, ONCE WE GET THIS PLAN IN PLACE, TO AGAIN, ACCESS MORE DISCRETIONARY DOLLARS FOR EACH OF YOUR COMMUNITIES TO PUT THE NECESSARY INFRASTRUCTURE IN PLACE.THIS ORGANIZATION IS GOING TO TAKE IT TO WHERE WE NEED TO GO.
BUT THAT'S NOT THE FINISH LINE.
THAT'S JUST THE STARTING LINE.
AT THAT POINT, EACH ONE OF YOU HAVE TO BE READY TO GO AND MULTIPLE CITIES WILL BE ABLE AND COUNTY WILL BE ABLE TO APPLY JOINTLY AND SEPARATELY TO MAKE THINGS HAPPEN IN YOUR COMMUNITY. FINALLY, WHAT PAUL AND I HAVE ALSO BEEN WORKING ON IN A MEETING WITH RALPH STONE AND BARBARA BLAKE, BOY AT THE COUNTY THRIVING COMMUNITIES.
THIS IS ANOTHER OPPORTUNITY FOR US THAT WE'RE GOING TO BE ABLE TO GO TOGETHER THAT WILL THEN GO FORWARD WITH FUNDING ADDITIONAL CAPITAL PROJECTS IN YOUR COMMUNITIES, WHETHER IT'S AFFORDABLE HOUSING PROJECTS, TRANSIT PROJECTS, RESILIENCY PROJECTS.
THIS IS WHERE THIS MONEY IS GOING TO COME FROM.
WE'RE REALLY EXCITED TO PARTNER.
WE'RE GOING TO LOOK TO PARTNER WITH ALL THE CITIES AND THE COUNTY, AS WELL AS DIFFERENT COUNTY DIVISIONS, AS WELL AS DIFFERENT HOUSING AUTHORITIES AND INCLUDING THE HEALTH COUNCIL TO BRING THIS ABILITY TO OUR REGION.
THIS IS ALL THANKS TO THIS IJA OR THE BILL, IF YOU WANT TO CALL IT.
THIS WAS AN EXCITING OPPORTUNITY FOR US.
OUR FRIENDS IN WASHINGTON HAVE BEEN REALLY HELPFUL.
THE LAST TWO GRANTS I TALKED TO YOU ABOUT DOES NOT REQUIRE A LOCAL MATCH.
SO THIS IS SOMETHING THAT'S IMPORTANT.
ONE OF THE THINGS WE'RE WORKING IN WASHINGTON WITH OUR PARTNERS UP THERE IS TO ELIMINATE THE LOCAL MATCH REQUIREMENT ON THE DISCRETIONARY FUNDING FOR THE LAST TWO PROGRAMS. IF WE CAN MAKE IT 100% JUST FUNDING FROM WASHINGTON, D.C., THAT WILL HELP EACH OF YOUR CITIES AND THE COUNTY MOVE FORWARD ON BUDGETING ITEMS THAT DOESN'T REQUIRE ADDITIONAL FUNDS COMMITTED BY YOU.
WE'RE EXCITED BY THAT AND WE'RE GOING TO CONTINUE PUSHING THAT.
PAUL, WOULD YOU LIKE TO ADD ANYTHING TO THIS? YEAH. SO.
SO GREG QUICKLY WENT OVER THE GRID.
I CAN'T REITERATE ENOUGH OUR PARTNERSHIP WITH THE COUNTY AND HOW INSTRUMENTAL THEY WERE IN BRINGING THESE DOWN SAFE STREETS AND ROADS FOR ALL GRANT PROGRAMS. A BRAND NEW PROGRAM.
IT WAS WHEN GREG AND I WERE IN D.C.
WITHOUT THE HELP OF BROWARD COUNTY STAFF.
SO ALL THE CITIES PARTICIPATING LIKE TO THANK YOU FOR HOW NIMBLE YOU WERE IN PUTTING THIS TOGETHER.
GREG, WHAT ARE THE OTHER TWO THAT WE'RE GOING AFTER? THIS CAME OUT YESTERDAY.
THE RAIL RAIL VEHICLE REPLACEMENT PROGRAM.
OUR PARTNERS AT TRIAL WERE BOMBARDED BY AT LEAST THREE DIFFERENT EMAILS FROM US AT THREE DIFFERENT LEVELS THAT THIS IS COMING OUT THROUGH SETH TECH, THE SOUTHEAST FLORIDA TRANSPORTATION COUNCIL AND SUPPORTED BY OUR TECH.
HE'S OUR REPRESENTATIVE ON THAT ONE.
AND A GRANT LIKE THIS WOULD COMPLETELY REPLACE WOULD UPGRADE THEIR ENTIRE TRAIN STOCK.
SO THIS IS ANOTHER ONE THAT WE'RE WORKING ON.
ALSO, WE'RE GOING TO PROTECT IN THE EV.
WE KNOW THESE ARE COMING OUT AT THE END OF THE YEAR.
OKAY. AND ONCE AGAIN, I CANNOT.
WE HAVE A BIWEEKLY GRANTS COORDINATION MEETING.
WE DO NOT WANT TO CANNIBALIZE EACH OTHER.
WE ALSO PRESENT THIS AT OUR TDC MEETINGS OR CAC MEETINGS.
OK, BUT ALSO SOMETHING YOU MIGHT NOT KNOW ABOUT ME BEFORE.
WHILE I WAS GETTING MY MASTER'S IN URBAN PLANNING, I WAS A HIGH SCHOOL MATH TEACHER.
I'M TELLING YOU THAT BECAUSE I'M ABOUT TO ASSIGN HOMEWORK.
SO ON YOUR IN FRONT OF YOU, YOU SEE THIS? THIS SHEET, THIS WILL BE EMAILED OUT TO YOU.
THESE ARE THE TOP TWO OF THE GRANTS THAT WE APPLIED FOR.
IT'S A FACT SHEET FOR YOU AS YOU'RE OUT.
LEAGUE OF LEAGUE OF CITIES IF YOU'RE MEETING WITH ANY.
I KNOW THAT THERE'S A NATIONAL CONFERENCE IN KANSAS CITY COMING UP.
[01:20:03]
THERE'LL BE A LOT OF PEOPLE FROM US DOT ORG.YOU KNOW YOU GET TO MEET THEM DROP THAT WE APPLIED FOR THESE.
YOU SHOULD GET A LINK. EVERYBODY, EVERYBODY'S BACK.
AND, YOU KNOW, THEY'RE OUT THERE.
THEY'RE LOOKING TO GET SUPPORT FROM THEIR LOCAL ELECTED OFFICIALS.
LET THEM KNOW THAT WE APPLIED FOR THESE GRANTS AND WE WANT TO BRING THIS DOWN.
SO WE HAVE BEEN IN A KIND OF REACTIONARY PERIOD TO THESE GRANTS.
AND FORTUNATELY, WE HAVEN'T HAD A CHOICE.
ALL THE GRANTS WE APPLIED TO ARE BRAND NEW.
THERE IS NOTHING, NOTHING TO GO OFF OF.
WE KNOW THAT THE NOTICE OF FUNDING OPPORTUNITY WAS COMING.
40 PAGES OF NEW INFORMATION ON HOW TO APPLY CAME OUT AND WE HAD TO REACT.
AND IT'S BEEN VERY IMPRESSIVE WORKING WITH ALL OF OUR PARTNERS AND ABLE TO GET THESE.
BUT THAT'S IT. THIS IS THE FIRST YEAR OF THIS.
THIS IS THE TYPE OF COORDINATION AND PLANNING THAT WE NEED AS A GROUP, AS AN MPO, IN ORDER TO SET THIS UP FOR THE NEXT FOUR YEARS OF THIS FUNDING.
THANK YOU VERY MUCH FOR THAT PRESENTATION.
I KNOW THE CITY OF HOLLYWOOD IS VERY GRATEFUL.
THE FIRST IS FASCINATED BY THE DIGITAL TWIN IDEA.
WILL YOU BE ABLE OR WILL IT CONSIDER SEA LEVEL RISE? OH, AWESOME QUESTION.
THANK YOU. STORM SURGE, SEA LEVEL RISE.
IT ACTUALLY MODELS OUT EVERY SCENARIO POSSIBLE.
WE'RE GOING TO TAKE THE DATA THAT'S COMING OUT OF THE COMPACT.
WE CAN ACTUALLY MUDDLE ALL THAT.
THE POWER LINES IN ALL OF US KNOW HOW IT IS WHEN THE ELECTRIC GOES OUT DURING A HURRICANE THAT WILL BE ABLE TO MODEL AS WELL AND WHICH LINES COULD GO UP AND THEN BE ABLE TO DIRECT WHERE AND WHERE PEOPLE NEED TO PHYSICALLY GO AND BE.
THIS IS AN WHEN I SAW THIS IN ACTION, IT WAS AT THE DEPARTMENT OF DEFENSE.
AND THIS IS ACTUALLY ONE OF THE MOST INCREDIBLE THINGS YOU CAN DO FOR A COMMUNITY BECAUSE OF HOW IT MODELS SO MANY FACTORS, SO MANY FACTORS, NOT JUST TRAFFIC LIGHTS, NOT I MEAN, YOU WOULD ACTUALLY AND, YOU KNOW, I WISH MAYOR TRANTALIS WAS HERE.
IMAGINE HAVING THAT FOR YOUR CIP, YOUR CAPITAL IMPROVEMENTS PLAN.
IMAGINE BEING ABLE TO HAVE THAT FOR THE SCHOOL BOARD.
IMAGINE BEING ABLE TO HAVE THAT FOR EMERGENCY MANAGEMENT, EVEN AFFORDABLE HOUSING.
YOU CAN MODEL WHERE PEOPLE ARE GOING TO AND FROM.
WE HAD DONE A DEMONSTRATION PROJECT LAST YEAR WITH BCT AND AFTER THAT ON THE COMMUTER RAIL, AND WE WERE ACTUALLY BEING ABLE TO TELL THEM WHERE THE FOLKS ARE COMING FROM, WHAT INCOME LEVELS THEY ARE, WHAT TYPE OF TRIPS ARE GOING TO MOVE.
AND THEN WAS STATION LOCATION CHANGES.
MY GOOD FRIEND SCOTT BRUNER OVER AT THE COUNTY WHEN HE'S DEALING WITH TRAFFIC LIGHT ISSUES, HE'D BE ABLE TO GO ON THE FLY AND BE ABLE TO SAY, HERE'S A SCENARIO, THIS IS HAPPENING. LET'S PUSH THIS BUTTON AND ALL OF A SUDDEN THE LIGHTS RETURN.
IT IS A TECHNOLOGY THAT IS BEYOND ANYTHING THAT I'VE EVER SEEN IN MY CAREER.
[01:25:05]
SO EXCITED ABOUT THAT.BUT THAT WHOLE CLIMATE CHANGE THING, AGAIN, WE CAN MODEL.
I MEAN, THIS IS KIND OF SCARY.
THE MAYOR IS YELLING, I'M SORRY.
OH, I'M SORRY. WE SAID, GO AHEAD.
CAN WE GET OUR MIKE BACK ON? I APOLOGIZE. YOU GO.
I'M SORRY. WELL, BACK TO THAT, EH? ANYTHING THAT WE COULD DO TO HELP? OF COURSE. AND BE.
WHEN? WHEN IS THE DETERMINATION? WHEN WILL YOU KNOW? WELL, WE HAVE TO SUBMIT.
AND THAT'S THE MIDDLE DATE IS IN.
AND ONCE THAT HAPPENS, I THINK WE'LL PROBABLY KNOW BY THE BANQUET.
ALSO BEYOND OUR OWN PERSONAL RELATIONS TO YOU ALL FOR THANKING FOR EVERYTHING.
THE REALITY IS, I THINK THAT WASHINGTON WILL PROBABLY HAVE SOME AWARDS FOR US AS WELL.
IT'S KIND OF EXCITING TO HAVE A BIG CHECK.
AND THAT'S PART AND PARCEL OF CELEBRATION THAT I THINK WE'RE GOING TO BE ABLE TO DO SO.
BUT I'M PARTICULARLY INTERESTED IN BRIDGE FAILURES THAT WE'VE SEEN OVER THERE AND THE ROLE THAT MPO MIGHT PLAY IN SUPPORT FOR EAST COAST CITIES IN THE EVENT OF BRIDGE FAILURES.
WHAT HAPPENS? IS IT ALL ON FDOT IF, FOR EXAMPLE, IT'S AN FDOT ROADWAY, IS IT ALL IN THE CITY? IF IT'S A CITY ROADWAY AND HOW IN THE WORLD ARE THEY GETTING THESE BRIDGES REBUILT SO QUICKLY OVER THERE? AND IT'S SOMETHING LIKE, I DON'T KNOW, I'M ASSUMING OTHER CITIES HAVE EMERGENCY STANDBY CONTRACTS IN VARIOUS WAYS.
SO YOU ACTUALLY HAVE GIVEN ME AUTHORITY IN THIS CRISIS SITUATION.
LET'S SAY WE GOT WIPED OUT BY A HURRICANE AND IT JUST TOOK EVERYTHING OUT.
I HAVE THE ABILITY AND THE CHAIR HAS THE ABILITY.
LEE FELDMAN CALLED ME ON FRIDAY OR A SUNDAY MORNING.
IT WAS SUNDAY MORNING. AND HE'S LIKE, GREG, THEY WENT A WASHED OUT.
AND I'M LIKE THINKING TO MYSELF AND I USE THIS A LOT IN SPEECHES.
THERE'S NOT BARELY A CLOUD IN THE SKY.
AND I'M THINKING, OKAY, LEE, YOU'RE ON SOMETHING AND YOU'VE BEEN DRINKING AND SOMETHING'S GOING ON.
AND LO AND BEHOLD, THAT DAMN ROAD HAD WASHED OUT AND THERE WERE CITY PEOPLE ALL OVER THE PLACE.
WHAT LEE WAS LOOKING FOR IS THE DISTRICT SECRETARY'S CELL PHONE NUMBER.
THAT'S LITERALLY WHEN YOU REALIZE, OKAY, WE HAVE A PROBLEM AND WE NEED TO COORDINATE IT.
JIM WOLFE GOT ALL OF HIS FOLKS OUT THERE.
JERRY O'REILLY AT THE TIME WAS OPERATIONS, THE STEVE BROWN ROLE.
THOSE ARE THINGS. AND THAT WAS ON A BEAUTIFUL DAY.
MOST OF THE CITY MANAGERS HAVE GONE THROUGH THE DRILL, BUT SOME OF THEM HADN'T.
SO AGAIN, OUR ROLE IS JUST DEPENDING ON THE SITUATION.
NOW, I'M GOING TO I HAD THE GREAT HONOR WHEN I WORKED AT BROWARD COUNTY TO SERVE AS AN INTERIM DIRECTOR OF EMERGENCY MANAGEMENT WHILE THEY WERE LOOKING FOR I CAN'T REMEMBER THE GUY'S NAME THAT CAME DOWN, BUT.
COORDINATION IS GOING TO AND COLLABORATION IS GOING TO BE IMPORTANT.
[01:30:09]
PLACE, BECAUSE IT'S ANOTHER THING THAT HAPPENS BECAUSE YOU'RE GOING TO BE COMPETING AGAINST EACH OTHER.AND THEN MIAMI DADE THEN COMPETES AGAINST US.
THERE'S NO REQUIREMENT FOR YOU TO DO THAT.
BUT THAT'S JUST AN AREA THAT I ALWAYS ADVISE WHEN WE TALK ABOUT THAT TYPE OF STUFF.
CAN YOU PUT YOUR NAME BACK UP? OKAY. AM I ON? THERE WE GO.
MIKE IS ON. MIKE IS ON? YES. WITH REGARD TO ALL THESE GRANTS THAT YOU MENTIONED, WHAT'S THE TURNAROUND TIME IN ACTUALLY RECEIVING THOSE FUNDS? BECAUSE TRADITIONALLY, WHEN WE FUND A PROJECT THROUGH THE MPO, IT'S THE FIVE YEAR PLAN.
SO HOW DO THESE GRANTS WORK? SO IT TAKES ANYWHERE FROM 3 TO 6 MONTHS TO GET AN ANSWER.
USUALLY THOSE ANNOUNCEMENTS ARE STRATEGICALLY TIMED AND THEN THERE'S ANOTHER 3 TO 9 MONTHS TO NEGOTIATION, DEPENDING ON WHICH DEPARTMENT THE GRANT IS THROUGH AND HOW MUCH MONEY IS FOR.
AND YOU HAVE THE MECHANISMS IN PLACE.
YOU BRING A REALLY GOOD POINT. THERE IS A COST TO WINNING, WHICH AS YOU'RE APPLYING FOR THESE GRANTS, YOU HAVE TO CONSIDER DO YOU HAVE SOMEONE IN HOUSE OR DO YOU HAVE ACCESS TO SOMEONE WHO CAN MANAGE THESE GRANT AWARDS BECAUSE THE FEDERAL GOVERNMENT DOESN'T JUST GIVE YOU A CHECK FOR 80% OF YOUR COST, IT'S USUALLY USUALLY A 20% MATCH IS BECAUSE YOU KEEP RECYCLING IT.
YOU SPEND THAT 20%, YOU GET REIMBURSEMENT, YOU KEEP SPENDING IT, AND YOU NEED SOMEONE IN HOUSE WHO'S FAMILIAR WITH THAT PROCESS, WHICH IS, TO BE HONEST, VERY ARDUOUS IN ORDER TO PROCESS THAT FUNDING.
SO IT COULD. SO FROM APPLICATION TO RECEIVING THE MONEY OR BEING ABLE TO DRAW DOWN COULD BE ABOUT A YEAR AND WITH AND RIGHT AND WITHIN THOSE GRANTS ARE YOU ABLE TO HIRE SOMEONE TO.
YES. WELL, THAT FUN, THAT PART OF IT.
MOST LIKELY ADMIN FEES ARE REIMBURSABLE AS PART OF THE GRANTS.
NOT ALWAYS, BUT MOST OF THE TIME THEY ARE.
OKAY. THANK YOU, MR. JAFFE. THANK YOU, MR. CHAIR. I JUST WANT TO THANK PAUL FOR HIS EVEN TEMPERAMENT AND ALWAYS BEING CALM DEMEANOR TO GETTING THINGS DONE.
THANK YOU. ALL RIGHT, MR. MARTIN. THANK YOU, CHAIR.
AGAIN, SPEAKING FROM THE LAUDERHILL PERSPECTIVE, WHERE WE'RE SURROUNDED BY SO MANY OTHER CITIES, AND I KNOW AT ONE POINT WE WERE TALKING ABOUT DOING A MASTER COUNTY PLAN REVIEW TO SEE WHAT SOME OF THE NEEDS ARE COUNTY WISE.
AND SPEAKING ABOUT YOUR MIRRORED TECHNOLOGY DOWN THE ROAD, ONE OF THE BIG CONCERNS FOR OUR CITY IS THE FACT THAT LITERALLY EVERY CITY SURROUNDING LAUDERHILL IS BUILDING AND MOST OF THE BUILDING A VERY AGGRESSIVE TIME FRAMES AND MOVING FORWARD.
AND ONE OF MY CONCERNS AS THE COMMISSIONER AND SOME OF THE CONSTITUENTS IS ARE IF OUR WANT OUR INFRASTRUCTURE IS KEEPING UP TO OUR ROADWAYS, KEEPING UP, AND THREE, HOW IT'S GOING TO AFFECT OUR CITY, BECAUSE MOST OF THAT TRAFFIC IS GOING TO COME THROUGH LAUDERHILL NORTH WEST I MEAN NORTH, SOUTH, EAST OR WEST.
AND LET'S IMMEDIATELY FIND OUT WHAT THE IMPACT IS GOING TO BE VERSUS DOING A TRAFFIC STUDY WHERE WE KNOW RIGHT NOW MOST OF THE MAJOR ROADWAYS HAVE AN F RATING AS FAR AS TRAFFIC AND ANTICIPATE IT BETWEEN TAMARAC SUNRISE AND, YOU KNOW, FROM PLANTATION TO TO TO THE SUNRISE WEST.
AND AGAIN, WE'RE KIND OF STUCK IN THE MIDDLE AND FOR SELFISH REASONS, I NEED TO KNOW, HOPEFULLY, THAT THERE IS SOME CONSIDERATION THERE THAT THIS TECHNOLOGY AT LEAST WILL GIVE CITIES SOME. HERE'S HOW IT'S GOING TO AFFECT YOUR REGION AS A WHOLE.
WHEN WE START DOING THESE THESE PROJECTS.
[01:35:02]
SO AT THAT POINT ANYBODY CAN RUN IT.THAT SAID, THAT WHOLE IDEA OF REGIONALISM AND UNDERSTANDING HOW ONE PIECE FITS INTO THE OTHER AND HOW ALL OF THAT IMPACTS EACH OTHER, WATER, SEWER, TRAFFIC, ALL OF IT SCHOOLS, YOU HAVE THIS ABILITY FLOODING, YOU HAVE THIS ABILITY WITH THE MODEL.
AND EVEN IF YOU DON'T HAVE A SAY ON THE APPROVAL OF THE DEVELOPMENT ADJACENT TO YOU, AT LEAST THE CITIES WILL BE ABLE AND THE COUNTY WILL BE ABLE TO MODEL THIS OUT AND UNDERSTAND WHAT THEIR IMPACT WILL BE SO THEY CAN AT LEAST INFORM THE PUBLIC AND LET THEM KNOW WHERE THEY NEED TO GO.
AGAIN, THAT GOES BACK TO YOUR CAPITAL PLANNING.
AT THAT POINT, YOU ACTUALLY CAN DO CAPITAL PLANNING AND KNOWING WHAT YOU NEED TO DEAL WITH.
SO THIS TAKES TRANSPARENCY REALLY TO ANOTHER LEVEL WHERE THIS MODEL CAN SAY THIS MODEL CAN SAY, I TOLD YOU SO IF YOU DIDN'T DO ANYTHING ABOUT IT, THEN THE ELECTED OFFICIALS START RUNNING FOR COVER.
MR. BOYD CORBIN, WHO CALLED ME MR. KENNEDY EARLIER, WHICH IS FASCINATING.
I'VE BEEN CALLED A LOT OF THINGS, BUT NEVER A KENNEDY.
THAT SAID, THAT ISSUE WITH HIS SEWER LINE, THE ISSUE WITH OVERDEVELOPMENT, THE CAPACITY ISSUES HE'S TALKING ABOUT WITH ROADWAYS CAN ALL BE MODELED OUT INSTANTLY. SO IT'S JUST LIKE, OKAY, THIS IS WHAT YOU'RE SAYING, AND THEN YOU CAN MUDDLE IT OUT AND GO, NO, THAT'S ACTUALLY FACTUALLY INCORRECT OR IT IS CORRECT.
THEY MAY NOT LIKE THE ANSWERS.
MR. CORBIN DOESN'T LIKE A LOT OF THE ANSWERS WE PROVIDE HIM.
YOU KNOW, I'VE SEEN HIM IN A LOT OF PLACES THAT SAID, YOU KNOW, THE ANSWER IS VERY CLEAR.
THE MODELING WITH THIS DIGITAL TWIN IS SOMETHING THAT IS EXTRAORDINARILY ACCURATE.
LIKE I SAID, THE FUTURE COMES FASTER THAN WE ANTICIPATE.
IF YOU CAN SHOW YOU CAN TAKE 50,000 CARS OFF THE ROAD AND PEOPLE SAY NO TO IT AND INFORMATION'S THERE, YEAH, WE WANT IT TO GO NORTH AND SOUTH TO NORTH, SOUTH, EAST, WEST, ALL ANGLES, 75.
IT'S A GREAT MEETING. THANK YOU SO MUCH FOR YOUR COOPERATION.
MEETING IS ADJOURNED FOR GENERAL COUNSEL.
IT'S A HIS REPORT IS ATTACHED FOR REPORTS ATTACHED.
AND THANK YOU FOR YOUR COOPERATION AND PATIENCE WITH TODAY.
IT WAS AN INTERESTING MEETING, AS THEY ALWAYS ARE.
1115.
