THE ONE ACTION ITEM WE HAVE TODAY IS THE MOTION TO ENDORSE THE AUGUST 25TH, 2022 RESOLUTION OF THE BROWARD COUNTY COMMISSION RELATED TO THE BROWARD COMMUTER RAIL SOUTH PROJECT.

WE HAVE A PRESENTATION REGARDING THAT THAT MR. SCHWAB WILL BE PROVIDING VIRTUALLY.

>> NO PROBLEM. ALSO, A COMMUTER RAIL IS THERE TO HELP WITH THE ECONOMIC AND RESIDENTIAL GROWTH, IT BRINGS TREMENDOUS GROWTH ALONG THE CORRIDOR.

YOU SEE THAT INCREASING THIS HELPS SUPPORT THAT WE'D HAVE THAT MOBILITY CHOICE.

IT'S A BENEFIT FOR EMPLOYERS, GIVES THEM BETTER ACCESS OR WIDER ACCESS TO A TALENT POOL.

FROM AN ENVIRONMENTAL STANDPOINT, IT REALLY HELPS, FROM SUSTAINABILITY ALSO HELPS REDUCE VEHICLE EMISSIONS AND SO ON. THE NEXT SLIDE.

THE QUARTER HAS BEEN UNDER STUDY FOR QUITE A WHILE.

BACK IN THE EARLY 2000S, IT WAS SPEARHEADED MORE BY THE MPO AND THE SFRTA AS WELL.

WHEN THEY WERE LOOKING AT AN 85-MILE CORRIDOR, WE WERE ABLE TO BRING THAT PLANNING STUDY TO A CERTAIN POINT.

BACK IN 2014, THE COUNTIES DIDN'T HAVE THAT DEDICATED FUNDING SOURCE THAT THEY COULD COMMIT SO IT WAS PUT ON PAUSE.

DURING THAT PAUSE PERIOD, BRIGHTLINE OR ALL ABOARD FLORIDA AT THE TIME CAME ON BOARD AND STARTED PROVIDING SOME TYPE OF AN INNER-CITY SERVICE BUT THEN ALSO MIAMI-DADE STARTED TO DISCUSS COMMUTER RAIL AND SEEM TO FEEL THEY HAD THE FUNDING TO DO THAT.

THEY MOVED FORWARD WITH THE PROJECT ON WHAT THEY CALL THE NORTHEAST CORRIDOR.

AROUND 2019, FDOT CONDUCTED A NEW RIVER FEASIBILITY STUDY AS DIRECTED BY THE FLORIDA LEGISLATURE.

THEN IN 2020, WE STILL STARTED TALKING IN BROWARD COUNTY ABOUT DOING A PROJECT, AND IN 2021 FOR OUR COUNTY AND FDOT SIGN AN MOU TO MOVE THE PROJECT FORWARD.

MIAMI-DADE, WELL, IN 2021, THEY ENTERED WHAT'S CALLED PROJECT DEVELOPMENT WITH FTA.

THAT'S A KEY THAT THESE PROJECTS ARE DONE THROUGH THE FTA, PARTICULARLY WHEN YOU'RE LOOKING FOR FEDERAL GRANTS, OR LARGER FEDERAL GRANTS AND YOU GO THROUGH WHAT'S CALLED PROJECT DEVELOPMENT BUT YOU HAVE TO REQUEST TO ENTER PROJECT DEVELOPMENT AND THEY HAVE TO LET YOU IN.

NEXT SLIDE. THIS IS JUST A LITTLE BACKGROUND ON THE MOU.

FDOT HAS BEEN TAKING THE LEAD IN ENGINEERING AND ENVIRONMENTAL ANALYSIS.

WE'VE BEEN DOING A LOT OF PRENUP ACTIVITIES TO GET TO A POINT WHERE WE HAVE AN LPA, WHICH I'LL TALK ABOUT IN JUST A MINUTE, BUT WE'VE BEEN LOOKING AT THE ENTIRE CORRIDOR, LOOKING AT STATION LOCATIONS, LOOKING AT HOW TO CROSS THE NEW RIVER.

ULTIMATELY, WHEN WE GET A PROJECT THAT WE MOVE INTO FTA'S PROJECT DEVELOPMENT WE'LL BE DOING THE FULL NEPA PROCESS THAT'S REQUIRED IN ORDER TO MOVE THE PROJECT FORWARD AND QUALIFY FOR THE FEDERAL FUNDS.

WE'LL BE WORKING ON THAT FROM AN ENGINEERING ENVIRONMENTAL STANDPOINT, BUT IT'S REALLY A COUNTY PROJECT.

THEY'RE GOING TO BE RESPONSIBLE FOR THE CONSENSUS BUILDING ALL THE AGREEMENTS THAT ARE NEEDED FOR THIS PROJECT, WHETHER THEY'RE WITH MIAMI-DADE, PALM BEACH, THE AXIS, AND ALSO IMPLEMENTATION OF THE CONSTRUCTION AND THE OPERATIONS AND MAINTENANCE.

THEY'RE DEVELOPING THE FINANCIAL PLAN.

WE'RE SUPPORTING THOSE EFFORTS, DEVELOPING COST ESTIMATES, AND PROVIDING SOME OF OUR CONSULTANTS THAT HAVE FTA EXPERIENCE.

WE ARE LOOKING AT A SMALL START APPLICATION FOR WHAT I TELL YOU IS THE BCR SOUTH PROJECT.

THEY'LL ALSO BE OVERSEEING THE MANAGEMENT OF THE DELIVERY.

NEXT SLIDE.

THIS IS JUST REAL QUICK ON THE MIAMI-DADE PIECE, LIKE I SAID, THEY'VE BEEN IN WHAT WE CALL PROJECT DEVELOPMENT WITH FTA FOR BASICALLY A YEAR NOW.

THEY'RE MOVING TOWARD 30 PERCENT PLANTS, THEY ARE PUSHING THEIR NEPA DOCUMENTS FORWARD.

THEY'RE HAVING A LOT OF ACTIVITY GOING ON WITHIN THEIR CORRIDOR AND THEY'RE TARGETING THIS SUMMER TO PUT IN THE FULL APPLICATION FOR FUNDING, WHICH WOULD BE AT NEW STARTS APPLICATION, WHICH IS A LARGER PROCESS TO GO THROUGH THEM, WHAT I'LL TERM AS A SMALL SEARCH PROGRAM. NEXT SLIDE. SINCE WE STARTED THE MOU, WE'VE DONE SEVERAL CIVIC ASSOCIATION MEETINGS, PARTICULARLY CENTERED AROUND THE NEW RIVER CROSSING.

WE'VE HELD A WORKSHOP.

WE HAD AN ALTERNATIVES WORKSHOP AS WELL IN JANUARY.

THEN IN JUNE OF THIS YEAR, THE BROWARD COUNTY COMMISSION MET FOR A WORKSHOP.

THEY REQUESTED STAFF TO BRING A LOCALLY PREFERRED ALTERNATIVE WHICH WILL BE BCR SOUTH.

I'LL EXPLAIN THE DETAILS OF BCR SOUTH.

BUT IT BASICALLY STOPS THE PROJECT AROUND 17TH STREET.

THEY FELT THAT THEY DIDN'T HAVE A CONSENSUS TO CROSS THE NEW RIVER, BUT THEY STILL WANT TO MOVE FURTHER NORTH.

BUT THEY DIDN'T WANT TO MISS THIS OPPORTUNITY TO GET A PROJECT INTO THE FDA'S PROJECT DEVELOPMENT AND START MOVING FORWARD WITH BASICALLY AN EXTENSION OF THE NORTHEAST CORRIDOR WHICH WILL COME UP FROM AVENTURA UP TO 17TH STREET AND HAVE A FEW STATIONS ALONG THE WAY.

THEN ULTIMATELY IN AUGUST 25TH, THE BROWARD COUNTY COMMISSION VOTED ON THE LPA, WHICH IS CALLED BCR SOUTH. NEXT SCREEN.

ALTHOUGH IT DOESN'T INCLUDE THE NEW RIVER CROSSING, GOING NORTH OF BCR SOUTH CAN BE DONE IN THE FUTURE.

THE COUNTY AND CITY HAVE HAD SEVERAL MEETINGS TRYING TO SCOPE ADDITIONAL ANALYSIS THAT'LL BE BENEFICIAL IN TRYING TO REACH A CONSENSUS AND MOVING SOMETHING FORWARD.

THE SCHEDULE TO EXTEND TO THE NORTH IS REALLY DEPENDENT ON FINDING THAT CONSENSUS TO CROSS THE NEW RIVER.

WE'LL CONTINUE TO SUPPORT OAKLAND PARK AND POMPANO AND DEERFIELD WITH STATION PLANNING AS EACH ONE OF THOSE CITIES ARE AT DIFFERENT STAGES IN DEVELOPMENT OF THEIR AREAS AROUND WHERE STATIONS ARE PLANNED.

WE'RE SUPPORTING THAT HOWEVER WE CAN.

AS THIS MOVES FORWARD, THE AXIS AGREEMENT, ANY AGREEMENTS WITH FEC THAT THE COUNTY IS GOING TO PARTAKE IN WILL INCLUDE THE ENTIRE COUNTY.

THEY DON'T WANT A PIECEMEAL OF THOSE TYPES OF NEGOTIATIONS.

THE IDEA IS THAT THEY WOULD ONLY PAY WHEN OPERATIONS ARE HAPPENING FURTHER TO THE NORTH, BUT THEY WOULD HAVE IT ALL IN AGREEMENT AS TO WHAT THAT WOULD BE SO EVERYBODY CAN PLAN APPROPRIATELY AND THERE WON'T BE A QUESTION OF WHETHER YOU'RE GOING TO HAVE AN AGREEMENT TO GO NORTH OR NOT.

NEXT SLIDE. THE LOCALLY PREFERRED ALTERNATIVE, AND THIS IS REALLY WHAT WE'RE SEEKING AN ENDORSEMENT ON, IS ALONG THE FEC RAILWAY, AGAIN, IT GOES FROM AVENTURA, WHICH IS THAT CIRCLE AT THE BOTTOM THERE.

THIS IS BEING BUILT RIGHT NOW BY BRIGHTLINE.

THE NORTHEAST CORRIDOR WILL ALSO HAVE A COMMUTER STOP THERE.

WE'LL GO NORTH FROM THERE.

WE'LL HAVE A STATION STOP IN HOLLYWOOD.

WE'VE BEEN WORKING WITH THE CITY OF HOLLYWOOD AND IT'S JUST MORE TO HOLLYWOOD BOULEVARD.

THEN THERE'LL BE ANOTHER STATION AT THE AIRPORT.

THERE'S A LITTLE CONFLICT WITH THIS GRAPHIC.

WE SAW A DASHED CIRCLE AROUND THE AIRPORT STATION.

I DON'T KNOW IF YOU CAN MAKE IT OUT, BUT AT THE FORT LAUDERDALE AIRPORT STATION, THIS WILL BE A COMMUTER STOP.

IT WILL NOT BE A BRIGHTLINE STOP.

BRIGHTLINE HAS TOLD US OVER THE LAST COUPLE OF MONTHS THAT THEY DO NOT PLAN ON STOPPING AT THE AIRPORT AT ALL.

THEY DON'T WANT US TO MAKE PROVISIONS FOR THEM TO STOP THERE.

IT'S NOT IN THEIR BUSINESS PLAN TO STOP THERE, SO THERE WILL NOT BE A BRIGHTLINE STATION THERE.

THEN WE'VE ALSO IDENTIFIED A STATION JUST NORTH OF 17TH STREET THAT'S RIGHT ADJACENT TO THE BROWARD MEDICAL CENTER AS OUR NORTHERN TERMINI.

IF YOU GO TO THE NEXT SLIDES, THESE ARE JUST BLOWUPS OF THOSE SLIDE STATIONS.

NOW THIS IS GOING FROM THE SOUTH, SO THIS IS HOLLYWOOD BOULEVARD. I DON'T KNOW IF YOU CAN SEE.

THAT'S PRETTY NICE, REBECCA.

THERE'S SOME SHADING THERE THAT YOU SEE POPPING UP.

THAT IS THE PLATFORM.

THOSE ARE GOING TO BE PLATFORM SIMILAR LIKE TRY ROUND, A COMMUTER STOP.

THERE'LL BE A PLATFORM THERE WITH A CANOPY, THERE'LL BE NORTHBOUND AND SOUTHBOUND TRAINS.

EACH STATION BECOMES UNIQUE BECAUSE OF THE GEOMETRY THAT IT TAKES TO GET THE TRACKS IN PLACE AND MINIMIZE ANY TYPE OF RIGHT-OF-WAY IMPACTS.

AS YOU CAN SEE HERE, WE SEE FOUR RED LINES.

WE'D ALSO HAVE TO DO WHAT'S CALLED SIDINGS.

SIDINGS ARE CREATING A NEW TRACK AS YOU APPROACH WHERE THE PLATFORM IS GOING TO BE.

THERE'S A SIDING THAT JUST SERVES THE PLATFORM.

THIS WAY, THE FREIGHT TRAINS DON'T GO BY THE PLATFORMS. THEY GO ON THOSE MIDDLE RED LINES THAT YOU SEE BETWEEN THE PLATFORMS WHERE THEY CAN HAVE THAT SEPARATION FROM THE PLATFORM.

THERE'LL BE WORK THAT NEEDS TO BE DONE ON ALL THOSE GRADE CROSSINGS, AS YOU CAN SEE.

THAT BLACK CIRCLE YOU SEE AROUND IS A QUARTER MILE CIRCLE.

THERE'S ALSO A HALF-MILE CIRCLE.

THERE'S CERTAIN REQUIREMENTS AND DENSITIES THAT WE'RE LOOKING FOR THAT'LL HELP PROMOTE OUR STATION AND OUR PACKAGE TO FTA WHEN IT COMES TO THE ECONOMICS IN THE AREA, THE POTENTIAL GROWTH IN THE AREA, WHAT THE PARKING SITUATIONS WILL BE, HOW ACCESSIBLE THE STATIONS ARE.

THOSE ARE JUST SOME OF THE THINGS THAT THE TEAM WILL BE WORKING INTO DETAIL WITH HOLLYWOOD TO TRY AND MAKE EVERY STATION THE BEST IT CAN BE, PARTICULARLY WHEN IT COMES TO COMPETING FOR FEDERAL FUNDS.

NEXT STATION. THIS IS AT THE AIRPORT.

THIS IS THE GENERAL IDEA OF WHERE OLD BAY, WE ARE LOOKING AT DIFFERENT OPTIONS.

PLACING THAT PLATFORM, YOU CAN SEE THAT IT'S RIGHT IN THAT DOUGHNUT AREA.

THE YELLOW LINES THAT YOU SEE THERE ARE ACTUALLY THE FUTURE APM OR AUTOMATED PEOPLE MOVER.

THERE'S A PLAN STATION THERE THAT WOULD HELP CONNECT PEOPLE TO THE IMC, WHICH IS THAT RED SHADING THAT YOU SEE AT THE TOP OF THE SCREEN, THE FUTURE INTER-MODAL CENTER.

THIS WILL HOUSE PARKING AND SOME OTHER ACTIVITIES.

BUT THERE'LL BE A WALKWAY TO GET YOU TO AN APM STATION SO YOU CAN TAKE THE APM IN AND OUT OF THE AIRPORT AND IT'LL ALSO HAVE A CONNECTION TO THE COMMUTER RAIL STATION.

AGAIN, I'VE MENTIONED THE PLATFORM MAY MOVE AROUND A LITTLE THERE BECAUSE WE ARE LOOKING AT HOW WE CAN MINIMIZE THE IMPACTS TO THE FREIGHT OPERATIONS AS WELL AS THE COMMUTER TRAIN OPERATIONS.

THAT PLATFORM COULD END UP IN THE MIDDLE OF THOSE TRACKS.

WE'RE LOOKING AT DIFFERENT SCENARIOS AND, OF COURSE, WE'LL BE WORKING WITH FEC AS WELL AS FAR AS WHAT SOME OF THE IMPACTS ARE TO SOME OF THE STORAGE TRACKS, BUT THAT'S THE BASIC AREA THAT WE'RE TARGETING SO THAT WE CAN HAVE THAT CONNECTION.

WE ARE WORKING WITH VCAT AS FAR AS A TEMPORARY CONNECTION.

WE DON'T KNOW IF WE'RE COMING IN BEFORE THE APM OR AFTER THE APM OR AT THE SAME TIME.

WE WANT TO MAKE SURE THAT WE CAN HAVE A SAFE CONNECTION FOR PASSENGERS WITH OR WITHOUT THE APM.

WITH THE APM WILL BE MUCH BETTER ULTIMATELY, BUT WE ARE WORKING ON THAT PROCESS AS WELL.

THE NEXT SLIDE IS THE NORTHERN TERMINI.

BUT THIS HAS A GREAT CONNECTIVITY TO THE BROWARD COUNTY CONVENTION CENTER IN PORT EVERGLADES, WHICH IS A STRAIGHT SHOT DOWN 17TH STREET, ABOUT ONE-AND-A-HALF MILES.

WE HAVE MET WITH BROWARD MEDICAL CENTER.

THEY'RE VERY EXCITED ABOUT IT, AS WELL AS THE CITY OF FORT LAUDERDALE.

WE'LL BE CONTINUING THE DIALOGUE WITH THOSE GROUPS, AGAIN, TO MAKE EACH STATION PLAN AS BEST AS WE CAN SO THAT THE CITY CAN MOVE FORWARD ON CERTAIN ASPECTS, WHILE WE ALSO MOVE FORWARD WITH THE FTA CRITERIA AND RATINGS THAT GO ALONG WITH THESE TYPE OF APPLICATIONS.

THE OVERALL CAPITAL COST OF THE BCR SOUTH PROJECT IS ALMOST 300 MILLION.

WE ACTUALLY HAVE ADJUSTED PREVIOUS ESTIMATES THAT WE HAD FROM 2021 DOLLARS.

THERE'S A BIG IMPACT WHEN IT COMES TO INFLATION.

THIS INCLUDES THE SITE WORK,

THE TRACK WORK, THOSE THREE STATIONS, THE VEHICLES, THE LOCOMOTIVES THAT ARE REQUIRED.

WE HAVE AN ESTIMATE IN THERE RIGHT AWAY FOR POTENTIAL PARKING NEEDS.

THAT'S JUST AN ESTIMATE AT THIS POINT.

WE'RE WORKING WITH THE CITIES TO SEE WHERE THE PARKING IS GOING TO COME FROM AND WHETHER RIGHT AWAY IT WOULD BE NEEDED OR NOT.

BUT WE HAVE AN ESTIMATE IN THERE TO COVER THAT JUST IN CASE WE DO.

THIS COMMUTER SERVICE WILL WORK OUT IN THE HIALEAH YARD.

WE'RE WORKING WITH NORTHEAST QUARTER BECAUSE THEY'LL BE SHARING THAT AS WELL ON WHAT THE IMPACTS ARE THERE AND WHAT ADJUSTMENTS HAVE TO BE MADE AND PLANNED FOR AND BUILT IN THAT AREA.

THAT PROJECT, SINCE THEY ARE AHEAD OF US, THEY'LL BE CLEARING THAT, BUT WE'RE WORKING CLOSELY WITH THEM ON THE DETAILS TO MAKE SURE IT ACCOMMODATES BOTH THE NORTHEAST CORRIDOR PROJECT AND THE ULTIMATE VCR PROJECT, WHICH WILL GO FURTHER TO THE NORTH.

AGAIN, THE INFLATION IS A CHALLENGE AS WE GO THROUGH.

AS FAR AS THE NEXT STEPS, WE'RE SEEKING ENDORSEMENTS.

WE'VE PUT IN OUR APPLICATION TO FTA, SO WE'RE HOPING TO GET GRANTED ACCESS THIS FALL.

THEN WE'LL CONTINUE WITH THE NEPA AND HAVE A BIG PUBLIC MEETING IN THE SPRING OF 2023 SO THAT WE CAN WRAP UP OUR DOCUMENTS, GET APPROVALS TO MOVE FORWARD TO FINALIZE A FUNDING APPLICATION THAT CAN BE SUBMITTED TOWARD THE END OF THE SUMMER OF NEXT YEAR.

AGAIN, THAT'S A SMALL STARTS PROJECT.

WITH A SMALL STARTS PROJECT, IF WE GET ACCEPTED AND MOVE FORWARD, WE DON'T HAVE TO GO THROUGH WHAT'S CALLED AN ENGINEERING PHASE.

WE CAN GO STRAIGHT INTO DESIGN OR DESIGN-BUILD PROJECT IF WE NEEDED TO.

WHEREAS WITH A NEW STARTS PROJECT, YOU GO THROUGH AN ENGINEERING PHASE AND SEVERAL SUBMITTALS THAT MONITOR YOUR COSTS AS YOU DEVELOP THE PLANS IN GREATER DETAIL.

BUT WITH THE SMALL STARTS, WE CAN GO STRAIGHT INTO DESIGN-BUILD BASICALLY IF WE NEEDED TO.

ALL THAT WOULD TAKE PLACE TOWARD THE END OF NEXT SUMMER WHERE WE WANT EVERYBODY TO APPROVE.

WE'LL BASICALLY COME TO THE GROUP WITH A NO BUILD AND BUILD OPTIONS AND LOOK TO GET EVERYBODY'S NOD AND MOVE FORWARD AND ACTUALLY HAVE CONSTRUCTION START TOWARD 2025.

THE SYSTEM COULD BE OPERATIONAL AS EARLY AS 2028.

BRIGHT LINE OWNS ALL THE PASSENGER RAIL RIGHTS ALONG THE CHORD.

THE ACCESS AGREEMENT NEEDS TO BE WITH BRIGHT LIGHTS.

THEY'VE BEEN AT THE TABLE FOR QUITE A WHILE.

THEY'RE WORKING WITH NORTHEAST CORRIDOR, AND BASICALLY, THERE'S A PAYMENT THAT WOULD BE EXPECTED ON

A YEARLY BASIS TO PAY FOR THE RIGHTS TO HAVE COMMUTER RAIL ON THE LINE.

IF WE LOOK AT COMMUTER RAIL, WE DO OUR OWN OPERATIONS MODEL.

WE HAVE TO LOOK AT ALL THE TRAINS THAT ARE ON THE CORRIDOR AND WHAT'S PROJECTED TO BE ON CORRIDORS SO THAT WE CAN RUN TRAIN SIMULATIONS TO ENSURE THAT ALL THE TRAINS CAN RUN ON TIME AND THERE'S NO ISSUES OR BOTTLENECKS THAT WE CAN HAVE PUT IN SOME IMPROVEMENTS TO ADDRESS THAT'LL HAVE TO BE APPROVED BY BRIGHT LINE AS WELL AS FVCR BUT THAT'S JUST PART OF IT, AND THEY'LL CHARGE FOR THE RIGHTS FOR US TO USE THAT.

MIAMI-DADE HAS BEEN NEGOTIATING WITH THEM AND THEN WE HAVE BEEN DISCUSSING WITH THEM.

I SAID WE REALLY AS BROWARD COUNTY, WILL BE GOING BACK AND THE GOAL WILL BE WHEN THEY WORK OUT AN AGREEMENT, THEY'RE LOOKING AT THE ENTIRE COUNTY, EVEN THOUGH THIS IS BCR SOUTH, THEY'RE GOING TO HAVE AN AGREEMENT THAT COVERS ALL BROWARD COUNTY.

LET'S JUST SAY IT'S 300 MILLION AND THE FEDERAL GOVERNMENT PUT 50 PERCENT, SO THAT'S ANOTHER 150 MILLION THAT WOULD HAVE TO BE PAID.

I'M SURE THE COUNTY WILL MOST LIKELY PUT IT IN A REQUEST FOR THE STATE CAN MATCH THEIR CONTRIBUTIONS SO THAT COULD END UP BEING THE REMAINDER COULD BE 75 MILLION STATE AND 75 MILLION COUNTY.

FROM THE 75 MILLION COUNTY, THEY MAY BE LOOKING, LIKE I SAID, TO THE STATION CITIES TO BEAR A PORTION OF THAT.

I DON'T KNOW THE DETAILS OF THAT.

I DON'T KNOW IF ANYBODY DOES AT THIS POINT, BUT THAT'LL BE ONGOING DISCUSSIONS, I THINK WITH ALL THE STAKEHOLDERS.

I'M CERTAIN THAT THE OPERATING REVENUES WILL PROBABLY GO TO HELP OFFSET SOME OF THESE COSTS.

BUT MORE IMPORTANTLY, WHEN WE TALK ABOUT DESIGN, CONSTRUCTION, DEVELOPMENT, AND ALL THIS STUFF, A LOT OF MONEY'S THERE, AND NOT THAT WE CAN DO ANYTHING ABOUT IT NOW BECAUSE I DO INTEND TO SUPPORT AT LEAST THIS PIECE OF IT BUT GOING FORWARD, I THINK WE SHOULD BE PAYING A LITTLE BIT OF ATTENTION TO HOW MUCH MONEY COULD POSSIBLY BE SIPHONED OFF TO SUPPORT THIS PROJECT.

THERE ARE MANY COMMUNITIES THAT WILL NEVER PROBABLY ACCESS THIS TRANSPORTATION OPTION, BUT DO HAVE TRANSPORTATION ISSUES WITHIN THEIR OWN COMMUNITIES OR WITHIN THEIR OWN REGION.

I WOULD JUST CAUTION THAT BECAUSE THIS IS GOING TO TAKE A SUBSTANTIAL AMOUNT OF MONEY.

THE PROPOSED BRIDGE IS GENERALLY LOCATED ABOUT 1,050 FEET WEST OF UNIVERSITY DRIVE, WITHIN AN ENVELOPE OF 1,000 FEET CROSSING THE NEW RIVER CANAL.

THE PROJECT'S PURPOSE IS TO RELIEVE CONGESTION ON PINE ISLAND ROAD AND UNIVERSITY DRIVE TO PROVIDE NEW ACCESS TO MIDTOWN PLANTATION WITH A BRIDGE OVER THE NEW RIVER.

THE PROJECT HAS EVOLVED OVER THE YEARS.

IN THE EARLY 2000S, THE MIDTOWN PLANTATION DISTRICT DID A MASTER PLAN UPDATE.

DURING THIS PROCESS, THEY BEGAN DISCUSSIONS ABOUT THE NEED FOR LINKAGES BETWEEN UNIVERSITY DRIVE AND PINE ISLAND ROAD TO CREATE A LOCAL ROADWAY NETWORK.

THE NORTH-SOUTH SPINE WAS A TERM UTILIZED IN THAT PROCESS, IDENTIFYING SOME COLLECTOR ROADWAY TO RELIEVE UNIVERSITY DRIVE AND PINE ISLAND ROAD.

IN THE 2045 METROPOLITAN TRANSPORTATION PLAN, IT WAS FORMERLY INCLUDED IN THE NEEDS PLAN.

THE CITY IS SEEKING TO MOVE FROM THE NEEDS PLAN, WHICH IS AN UNFUNDED PROJECT TO ILLUSTRATIVE STATUS AND CONSTRUCTION-READY STATUS.

THE CITY HAS MOVED FORWARD WITH 100 PERCENT FUNDING FOR PD&E STUDY, 100 PERCENT DESIGN PLANS, AND GETTING THE PERMITS FROM FDOT IN THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT.

THE SCOPE IS COMPLETE.

ALL OF THE PD&E ELEMENTS, PUBLIC INVOLVEMENT, PE, TRAFFIC ANALYSIS, ENVIRONMENTAL DOCUMENTATION, LOOKING AT CONCEPTUAL ROADWAY DESIGN, AND FULL DESIGN SERVICES.

THIS IS A BRIDGE STRUCTURAL ANALYSIS, LIGHTING SURVEY, GEO-TECH.

THE CITY HAS MOVED FORWARD AND REALLY TAKEN A LEADERSHIP ROLE ON MOVING THIS PROJECT FORWARD.

THE PROJECT STATUS, THE PD&E, IS UNDERWAY.

THE PD&E IS REQUIRED BECAUSE THE PROJECT WILL BE BREAKING

THE LIMITED ACCESS LINE OF I-595 ALONG THIS SEGMENT, STATE ROAD 84 IS ACTUALLY PART OF THE 595 LIMITED ACCESS LINE.

IN ORDER TO BREAK OR HAVE AN ENTRY POINT, YOU HAVE TO GET APPROVAL FROM FHWA AND PERFORM A PD&E STUDY.

TO DATE, WE'VE LOOKED AT DIFFERENT ALTERNATIVE LOCATIONS FOR THE BRIDGE WITHIN THAT 1,000-FOOT ENVELOPE.

WE HAD AN ALTERNATIVES PUBLIC WORKSHOP LAST DECEMBER.

THE PE DOCUMENTS, THE TRAFFIC, AND THE ENVIRONMENTAL DOCUMENTS WERE SENT OVER TO FDOT 4.

THEY'VE DONE THEIR REVIEW, AND IT'S MOVED TO CENTRAL OFFICE, AND THE STATE AGENCIES.

THERE WILL BE A PUBLIC HEARING ON NOVEMBER 10TH AT 5:30 AT THE CITY HALL, IF YOU'D LIKE TO COME AND JOIN US.

WE'RE LOOKING TO HAVE COMPLETE DESIGN PLANS IN THE PERMITS BY DECEMBER OF 2023, JUST ABOUT A YEAR FROM NOW.

THE PROJECT WILL BE CONSTRUCTION-READY BY JANUARY OF '24.

JUST TO SHARE WITH YOU OUR TYPICAL SECTION.

THIS IS LOOKING NORTH FROM STATE ROAD 84 INTO MIDTOWN PLANTATION.

TWO LANES IN, AND ONE LANE OUT.

TWO LANES IN, WE CERTAINLY DON'T WANT TO BACKUP ONTO STATE ROAD 84, AND OUR ANALYSIS INDICATES TWO LANES WOULD BE SUFFICIENT.

THIS IS A PLAN VIEW OF THE PROJECT.

ON THE SOUTH, WE HAVE WESTBOUND STATE ROAD 84 ENTERING INTO THE BRIDGE WITH A RIGHT TURN LANE, TWO LANES IN, A FOUR-WAY STOP ON 17TH STREET IN PLANTATION, AND ONE LANE EXITING HEADING SOUTH FROM 17TH STREET TO WESTBOUND STATE ROAD 84.

WELL, NOT PRELIMINARY, THE COST ESTIMATES FOR THE PD&E IS ABOUT $700,000.

THE COST ESTIMATE FOR THE DESIGN IS ABOUT $500,000, 100 PERCENT PAID FOR BY THE CITY.

THE UNFUNDED PORTION IS THE CONSTRUCTION PORTION.

THE CITY IS SEEKING ILLUSTRATIVE STATUS SO THAT THEY CAN ACCESS POTENTIAL FEDERAL FUNDING OR THE BROWARD SURTAX FUNDING.

ONE OF THE KEY CRITERIA FOR AMENDMENT TO MOVE TO ILLUSTRATIVE STATUS IS THAT THE PROJECT IS REGIONAL.

THIS WILL PROVIDE SOME SIGNIFICANT CONGESTION RELIEF.

WE'VE DONE A VERY THOROUGH TRAFFIC ANALYSIS.

IN THE ANALYSIS SHOWS THAT UNIVERSITY DRIVER PETERS ROAD WILL SEE A 13 PERCENT REDUCTION IN DELAY AM AND PM.

UNIVERSITY DRIVE AT WESTBOUND STATE ROAD 84, I DON'T KNOW IF YOU EXPERIENCE IT, BUT THAT IS ONE OF THE MOST CONGESTED LINKS IN THE WHOLE COUNTY, 25 PERCENT REDUCTION IN THE PMP TRAVELED DELAY.

PINE ISLAND ROAD AND STATE ROAD 84 FOR ONLY ABOUT 5 PERCENT REDUCTION.

AT THE SAME TIME, THE BRIDGE WILL BE OPERATING WELL FROM C TO A MORNING AND AFTERNOON.

THIS WILL HAVE MULTIMODAL IMPACTS.

BCT ROUTE 2 AND 12 RUN ALONG UNIVERSITY DRIVE AND THEY'LL ALSO ENJOY THE BENEFITS OF THE CONGESTION RELIEF.

AS WILL THE TOWN OF DAVIE BLUE ROUTE.

ANOTHER REQUIREMENT OF THE ILLUSTRATIVE AMENDMENT IS TO ACCESS MAJOR ACTIVITY CENTERS.

THIS WILL PROVIDE DIRECT ACCESS TO THE PLANTATION, MAKE SURE ACTIVITY CENTER.

ALSO ON THE SOUTH IS THE TOWN OF DAVIE REGIONAL ACTIVITY CENTER AS DESIGNATED BY THE PLANNING COUNCILS AND LAND-USE PLANNING.

ANOTHER KEY ELEMENT OF THE AMENDMENT PROCESS IS TO WORK WITH YOUR PARTNERS.

THE CITY HAS RECEIVED A LETTER OF SUPPORT FROM THE TOWN OF DAVIE.

WE'VE RECEIVED A LETTER OF CONCURRENCE THAT WE WILL WORK WITH YOU FROM THE FLORIDA DOT AND FROM THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT.

OF COURSE, THE MPO HAS PROVIDED A LOT OF GUIDANCE AND THE MIDTOWN PLANTATION BOARDED UP THE FIRST 1.2 MILLION DOLLARS.

WE'RE WORKING CLOSELY WITH THE PERMITTING AGENCIES IN TALLAHASSEE.

THE MPO AND DISTRICT FOR RECENTLY COMPLETED THE I-595 ARTERIAL CONNECTORS STUDY, WHICH LOOKED AT ALL OF THE ARTERIOLES FROM STATE ROAD 7 I BELIEVE TO 136 AND THAT PROPOSAL SHOWS SOME VERY SIGNIFICANT INFRASTRUCTURE IMPROVEMENTS AT UNIVERSITY DRIVE AND NOT SO MUCH A PINE ISLAND ROAD, I DON'T RECALL EXACTLY.

BUT THIS WILL NOT CHANGE A LEVEL OF SERVICE.

IT'LL BE LESS CONGESTED, BUT A SIGNIFICANT AMOUNT OF MINUS 25 PERCENT ON UNIVERSITY DRIVE IS FAIRLY SIGNIFICANT WITH THE BRIDGE ALONE AND NO OTHER IMPROVEMENTS.

REALLY FOR US, THE IMPORTANT PLAYERS HERE ARE THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT AND THE FLORIDA DEPARTMENT OF TRANSPORTATION.

BUT WE ARE HAPPY TO SEE THAT THE CITY OF PLANTATION IS COORDINATING WITH THE TOWN OF DAVIE TO GET SUPPORT FROM THE PROJECT AND ALSO WITH MAP BROWARD FOR POTENTIAL FUNDING SOURCES AS WELL.

AS I'M RECALLING, 7 PERCENT REDUCTION OF DAILY TRAFFIC ON UNIVERSITY DRIVE AND FIVE PER CENT REDUCTION ON PINE ISLAND ROAD.

WE HAVE A VERY DETAILED TRAFFIC ANALYSIS THAT IS NOW POSTED ON THE CITY'S WEBSITE IN ANTICIPATION OF THE PUBLIC HEARING.

I THINK IT'S A GREAT PROJECT OR AT LEAST THE CONCEPT OF THE PROJECTS IS VERY GOOD BUT JUST LOOKING AT THOSE SAFETY ISSUES AND MAKING SURE YOU HAVE THOSE BASES COVERED WOULD BRING A LOT OF ASSURANCES FOR THE COMMUNITY THAT'S GOING TO BE USING THOSE FACILITIES.

NOW WE HAVE A RIGHT TURN LANE THAT CAN ABSORB ANY OVERFLOW THAT MAY BE IN THE FUTURE BUT OUR ANALYSIS SHOWS THOSE TWO LANES WON'T EVEN BACKUP INTO THE RIGHT TURN LANE.

>> THEN I WOULD JUST CONTINUE ENCOURAGING THAT ONCE THEY GET TO 17TH STREET, MAKING SURE THAT THE LIGHTS ARE COORDINATED IN SUCH A WAY THAT YOU DO ACTUALLY HAVE THE FREE FLOWS.

FOR THIS PARTICULAR PRESENTATION, THE FLORIDA DEPARTMENT OF TRANSPORTATION APPROACHED US BECAUSE AS A NEW FEDERAL REQUIREMENT FOR THE LAST METROPOLITAN TRANSPORTATION PLAN, SO MEANING THE 2045, THE ONE IN QUESTION HERE THAT WE'RE TALKING ABOUT FOR AMENDMENT, THE FEDERAL HIGHWAY ADMINISTRATION HAS REQUIRED THAT ALL STRATEGIC INTERMODAL SYSTEM OR SIS PROJECTS MUST BE SHOWN DISCRETELY IN THE PLAN.

WE USED TO, PRIOR TO THE 2045, JUST ADOPT THE SIS PLAN FROM FDOT BY REFERENCE AND IT WOULD BECOME SELF-AMENDING.

FEDERAL HIGHWAY ADMINISTRATION HAS SAID WE DON'T WANT ANY SELF-AMENDING PLANS, WE DON'T WANT ANY REFERENCES TO PLANS.

THEY WOULD LIKE THAT EACH PROJECT BE DISCREETLY INCLUDED IN OUR METROPOLITAN TRANSPORTATION PLANS.

WE WORKED THIS PAST CYCLE WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO PULL IN ALL OF THEIR STRATEGIC INTERMODAL SYSTEM PROJECTS BACK IN NOVEMBER OF 2019.

THE PLAN WAS PASSED IN DECEMBER OF 2019.

SINCE THEN, THERE HAVE BEEN A FEW CHANGES TO THE STRATEGIC INTERMODAL SYSTEM PROJECTS.

AS A RESULT, SOME OF THEM ARE GOING TO TRIP THE MTP AMENDMENT THRESHOLD.

WE'VE ASKED ON THIS PARTICULAR PROJECT THAT THE DOT HAS APPROACHES ON FOR THEM TO COME AND GIVE A PRESENTATION.

THEY WILL PROVIDE YOU WITH SOME DETAILS, BUT ESSENTIALLY WHAT WE HAD IN OUR METROPOLITAN TRANSPORTATION PLAN WERE TWO DISCRETE INTERCHANGE PROJECTS.

THIS PARTICULAR PROJECT HERE IN THE SOUTHERN PART OF THE COUNTY ON I-95 IS NOW TURNING INTO A CORRIDOR PROJECT AND WE WANT TO MAKE SURE THAT, A, THEY PRESENT THE LONG-TERM VISION AND PLAN FOR I-95 WITH THESE PROJECTS, AND THEN ALSO WHAT IS GOING TO HAVE TO CHANGE FROM WHAT IS CURRENTLY IN THE METROPOLITAN TRANSPORTATION PLAN TO NOW REFLECT THE STRATEGIC INTERMODAL SYSTEM.

WE WANT TO MAKE SURE THAT THERE'S CONSISTENCY THERE BECAUSE THE FEDERAL HIGHWAY ADMINISTRATION IS CONSTANTLY CHECKING FOR CONSISTENCY BETWEEN THESE DOCUMENTS AND WE WANT TO MAKE SURE THAT WE REMAIN CONSISTENT AND ALSO USE THE FEDERAL PLANNING PROCESS THROUGH THE METROPOLITAN TRANSPORTATION PLAN AMENDMENT PROCESS TO KEEP THOSE TWO DOCUMENTS CONSISTENT.

LIKE PETER MENTIONED, THE MAIN DISCUSSION TODAY IS REGARDING THE CONSISTENCIES BETWEEN THE SIS PLAN THAT THE DEPARTMENT HAS AND THE MTP.

WE'RE GOING TO BE FOCUSING ON A COUPLE OF PROJECTS THAT WE HAVE FROM 595 ALL THE WAY TO THE MIAMI-DADE, BROWARD COUNTY LINE.

THESE ARE THE LIMITS THAT WE'RE LOOKING AT.

WE HAVE MULTIPLE PROJECTS GOING ON IN THIS SEGMENT FROM 595 TO MIAMI-DADE COUNTY LINE.

ONE IS ONGOING AS THE [INAUDIBLE] STUDY THAT INCLUDES THE THREE SOLAR INTERCHANGES IN HOLLYWOOD, PEMBROKE ROAD, AND HALLANDALE BEACH.

THEN THE DEPARTMENT WILL BE STARTING THIS FISCAL YEAR A NEW BEGINNING STUDY FOR THE THREE NORTHERN INTERCHANGES FOR SHERIDAN STREET, STERLING, AND GRIFFIN ROAD.

THOSE TWO PROJECTS HAVE A MAIN PURPOSE, WHICH IS PRESERVING THE INTERSTATE SYSTEM.

THE FEDERAL HIGHWAY ADMINISTRATION HAVE DELEGATED THAT TO US.

THE MAIN ROLE THAT WE HAVE AS WELL IN THE DEPARTMENT IS TO PRESERVE THE FUNCTION OF THE INTERSTATE WHICH IS MOVING PEOPLE AND GOODS; ALONG WITH THAT, IMPROVING SAFETY AND PRESERVING EMERGENCY EVACUATION.

THROUGH ALL THE DIFFERENT PLANNING STUDIES THAT WE HAVE DONE, WE KNOW THAT WE HAVE A NEED FOR IT TO PROVIDE ADDITIONAL IMPROVEMENTS ALONG THIS CORRIDOR.

WE ARE EXPECTING TO SEEING ROUGHLY A 23 PERCENT GROWTH ON MAINLINE 95, OVER 10 PERCENT GROWTH OF TRAFFIC ALONG THE [INAUDIBLE], AND SOME OF THE INTERCHANGES ARE FAILING TODAY.

LOOKING FORWARD, WE'RE EXPECTING ADDITIONAL MOVEMENTS WILL BE FAILING AS WELL, POTENTIALLY IMPACTING RAMPS QUEUING BACK TO 95, ALONG WITH MORE THAN 1,000 CRASHES IN THE LAST FIVE PERIODS THAT WE REVIEW THAT AREA.

SOME OF THE POTENTIAL IMPROVEMENTS THAT WE'RE LOOKING AT, LIKE I SAID EARLIER, IMPROVING INTERCHANGES, ALL SIX OF THEM, IMPROVING THE ACCESS IN AND OUT FROM THOSE INTERCHANGES THROUGH I-95, AND IN AND OUT THE EXPRESS LANES THROUGH THE ADDITIONAL AUXILIARY LANES OR COLLECTOR DISTRIBUTED ROADS PARALLEL TO I-95 OR THROUGH BRAIDED RAMPS TO AND FROM THE EXPRESS.

HOW DO WE ALL STARTED LOOKING AT THIS? THE DEPARTMENT ACTUALLY BACK IN 2014, WE DID A GENERAL PLANNING STUDY, WE CALL IT THE INTERCHANGE MASTER PLAN FOR BROWARD COUNTY.

WE ALSO DID ONE FOR PALM BEACH.

WE LOOKED AT ALL INTERCHANGES ON ALL TWO COUNTIES AND WE DETERMINED WHAT WILL BE THE LONG-TERM IMPROVEMENTS FOR THE AREA.

THAT WAS THE BASIS TO COME UP WITH A LOT OF DESIGN PROJECTS AND PD&E PROJECTS THAT FIT INTO THE DEPARTMENT SIS COST FEASIBLE PLAN, AND THE BROWARD MPO MTB.

THE TWO PROJECTS THAT WE'RE FOCUSING TODAY IS THE SOUTHERN PROJECT.

LIKE I SAID, IT HAS 436903-1.

IT'S SHOWN THERE ON THE RIGHT SIDE, AND 439170-1, THAT INCLUDES THE THREE OTHER INTERCHANGES, AS WELL ALL GRIFFIN ROAD INTERSECTION THAT WE HAVE IN LFA WITH BROWARD COUNTY TO LOOK IMPROVEMENTS AT THAT PARTICULAR LOCATION.

THAT LAST PROJECT, 439170, HAD AN INCREASE IN PROJECT LIMITS.

IN ADDITION TO THE INTERCHANGES, WE INCLUDED THE EXPRESS LANE ACCESS THROUGHOUT THE WHOLE CORRIDOR ALL THE WAY TO MIAMI-DADE COUNTY LINE.

WE RECOGNIZE WE COULDN'T SPLIT THOSE IN TWO.

THAT'S SOMETHING THAT EXPRESS LANES NEEDS TO BE LOOKED AS ONE FOR THE WHOLE CORRIDOR BECAUSE WHEN CHANGED, HAS RECIPROCAL EFFECT DOWNSTREAM OR UPSTREAM.

AS WELL, BOTH PROJECTS COST INCREASES DUE TO SEVERAL BRIDGE STRUCTURES THAT ARE NOW PLANNED AND AS WELL CONSTRUCTION COSTS HAVE INCREASED IN THE LAST YEAR.

THE DEPARTMENT SIS COURSES OF PLAN HAS THREE PROJECTS WHERE THE MTP HAS FOUR.

THAT'S WHERE THE INCONSISTENCY COMES FROM.

ON THE LEFT SIDE, YOU'LL SEE THAT FOUR PROJECT LISTED IN THE MTP PLAN.

THE FIRST TWO LISTED ARE CONSISTENT SO WE DON'T HAVE A PROBLEM WITH THAT.

NOW, THE LAST TWO, THIS IS WHERE THE MAIN ISSUE OCCURS.

THE MTP LISTED I-95 AT GRIFFIN ROAD AS A SEPARATE PROJECT.

THE DEPARTMENT HAS NEVER INTENDED TO DO A GRIFFIN ROAD INTERCHANGE PLAYER BY ITSELF, ALWAYS HAS BEEN PART OF THE THREE MAIN INTERCHANGES AS ONE PROJECT, LIKE I SAID EARLIER, AT LEAST FOR A PERIOD IN HISTORY, SO THAT'S ONE.

SECOND LIMITS, LIKE I EXPLAINED EARLIER, HAVE INCREASED, SO NOW IS BEING EXTENDED ALL THE WAY TO MIAMI-DADE COUNTY TO NOT ONLY INCLUDE AT THE INTERCHANGES,

BUT ALSO THE EXPRESS LANES CONNECTIONS, OR ACCESS.

WHAT OUR PROPOSAL IS REFLECTED ON THE RIGHT SIDE, WHICH IS THE THREE PROJECTS.

THE FIRST TO IT LIKE I SAID, IS THEY HAVE NO CONSISTENCY ISSUES, AND THEN THEY'RE 14917-1 WHICH DIRECTLY MEANS FROM MIAMI-DADE TO NORTH OF GRIFFIN ROAD.

THEN LIKE I SAID EARLIER AS WELL, THE TOTAL COST OF ALL TWO PROJECTS HAVE INCREASED FROM OVER 700 MILLIONS TO OVER ONE BILLION DOLLARS.

SO WHAT'S THE NEXT STEP FOR US? WE HAVE AN ONGOING PD&E STUDY, ONE THAT ARE ABOUT TO START.

FIRST OF ALL, WE NEED TO FINISH THOSE PD&E STUDIES.

THEN AS WE MOVE FORWARD TO DELIVER THOSE PROJECTS, THAT ENVIRONMENT RECOGNIZING IT, THE MAGNITUDE OF THESE IMPROVEMENTS, WE'RE GOING BE BREAKING THIS UP IN SEVERAL DESIGN JOBS AND SEVERAL CONSTRUCTION JOBS AS WELL.

SIMILARLY TO WHAT WE HAVE DONE IN COMMERCIAL AND CYBER SECURITY INTERCHANGES.

WE LOOK AT THOSE TWO INTERCHANGES TOGETHER AS ONE IN THE PD&E LEVEL, BUT FOR DESIGN CONSTRUCTION WE ACTUALLY SEPARATED INTO FOUR OR FIVE DIFFERENT PROJECTS AS WELL SO MOST LIKELY WE WILL BE FOLLOWING THE SAME APPROACH.

IN TERMS OF PRIORITIZATION, WE WILL BE LOOKING AT FUNDING FIRST THE INTERCHANGES, AND THEN IMPLEMENTS ALONG I95.

AND THEN DOWN THE LINE, LIKE I SAID, THAT SEGMENTATION MAY TRIGGER ADDITIONAL MTP AMENDMENTS WHICH WILL BE AGAIN HERE TO DISCUSS THOSE AS NEEDED.

NATURALLY, WE ARE GOING TO BE TAKING THESE UP FOR ADOPTION AGAIN.

THE FIRST ONE PM1 ARE OUR SAFETY-ADOPTED TARGETS AND WE ARE CONSISTENT WITH THE STATE DOT ON THESE TARGETS AND HAVE ADOPTED A TARGET OF ZERO FOR ALL OF THESE SPECIFIC PERFORMANCE MEASURES.

YOU CAN SEE THE CURRENT DATA THAT'S PROVIDED TO US BY THE FLORIDA DEPARTMENT OF TRANSPORTATION, I SHOULD SAY THE CURRENT AVAILABLE DATA BECAUSE THE NEWEST DATA, THE 2017 THROUGH 2021 IS NOT AVAILABLE YET.

WE'RE ANTICIPATING TO HAVE THAT INFORMATION AVAILABLE TO US BY THE END OF NOVEMBER SO THAT HOPEFULLY SHOULD COINCIDE WITH THE ADOPTION OF THESE PERFORMANCE MEASURES.

IN THIS CASE, WE'RE AT THE MERCY OF THE FLORIDA DEPARTMENT OF TRANSPORTATION TO PROVIDE US THIS INFORMATION SO JUST AS SOON AS WE HAVE IT, WE WILL INCORPORATE IT.

BUT I THINK UNFORTUNATELY, THE DATA RIGHT NOW IS NOT EXACTLY TELLING A GOOD STORY.

HERE YOU CAN SEE OUR TRENDS, THIS IS THE ANNUAL DATA.

BUT THE TRENDS REALLY FOCUS MORE ON THE FIVE-YEAR ROLLING AVERAGE AND YOU CAN SEE THERE'S AN UPWARD TREND LINE WITH A TARGET OF ZERO.

WE'RE NOT MEETING OUR CURRENT PERFORMANCE MEASURE TARGETS FOR PM1 SAFETY, BUT WE WILL CONTINUE TO RECOMMEND THAT WE ADOPT THE TARGET OF ZERO TO BE CONSISTENT WITH OUR STATE DOT PARTNERS.

FOR PM2 AND PM3, YOU WILL NOTICE HERE THAT IN THIS AREA, WE'RE PERFORMING MUCH BETTER.

THE ONLY PLACE THAT WE ARE FALLING SHORT OF OUR TARGETS IS IN THE PERCENT OF NON-INTERSTATE NATIONAL HIGHWAY SAFETY PAVEMENTS IN GOOD CONDITION.

YOU CAN SEE OUR TARGET IS 40 AND WE'RE CURRENTLY AT 33.4 PERCENT SO WE'RE FALLING SLIGHTLY SHORT OF THAT TARGET, BUT EVERYWHERE ELSE WE ARE PERFORMING AT OR ABOVE THOSE TARGETS, WHICH AGAIN, ARE ALSO THE SAME ONES THAT WE'RE PROPOSING TO ADOPT NEXT MONTH.

THE TRANSIT ASSET MANAGEMENT, THE REGIONAL TARGETS, THESE COME MAINLY FROM BROWARD COUNTY TRANSIT WE WORK CLOSELY WITH OUR REGIONAL PARTNERS HERE.

THERE ARE SOME MEASURES THAT COME FROM THE SOUTH FLORIDA REGIONAL TRANSPORTATION AUTHORITY WHO OPERATE TRY RAIL AND WE WILL THEN ADOPT A STANDARD NATIONAL REGIONAL TARGET THAT YOU SEE IN THE COLUMN THERE AND CURRENTLY WE'RE ON TRACK FOR ALL OF THOSE TARGETS AND WE ARE ALSO RECOMMENDING IN CONJUNCTION WITH OUR PARTNERS THAT WE PROCEED WITH THE REGIONAL TARGETS SHOWN HERE.

SAME THING FOR TRANSIT SAFETY IN THIS CASE, THESE ARE ALL BROWARD COUNTY TRANSIT TARGETS.

THE SOUTH FLORIDA REGIONAL TRANSPORTATION AUTHORITY, BECAUSE THEY REPORT TO THE FEDERAL RAIL ADMINISTRATION, DO NOT HAVE TO COMPLY WITH THESE TARGETS HERE.

FROM FEDERAL TRANSIT ADMINISTRATION PERSPECTIVE, THEY ARE ONLY LOOKING TO BCT TO PROVIDE REGIONAL TARGETS FOR THESE MEASURES HERE.

YOU'LL SEE THE ADOPTED TARGETS IN THE MIDDLE COLUMN AND WHERE THE CURRENT DATA IS.

ONCE AGAIN, WE'RE WAITING ON BROWARD COUNTY TRANSIT TO PROVIDE US THE UPDATED DATA, BUT WE'RE HOPING BY THE NOVEMBER TACCAC MEETING AND CERTAINLY, BY THE DECEMBER MPO BOARD THAT THE CURRENT DATA SHOULD BE AVAILABLE ONCE AGAIN, WE ARE HOLDING THE ADOPTED TARGETS HERE AS THE GOAL THAT WE WOULD LIKE THE COMMITTEE AND THE MPO BOARD TO ULTIMATELY ADOPT.

WHEN WE TALK ABOUT TARGETS AND WHETHER OR NOT WE'RE MEETING THOSE TARGETS, PART OF THAT CONVERSATION ALSO INVOLVES HOW MUCH MONEY ARE WE SPENDING IN THOSE AREAS IN ORDER TO HELP MEET THOSE TARGETS, SO WE WORK CLOSELY WITH OUR TRANSPORTATION IMPROVEMENT PROGRAM TEAM TO IDENTIFY PROJECTS WITHIN THE TIP THAT ARE SPEAKING DIRECTLY TO THE DIFFERENT PERFORMANCE MEASURES AND YOU'LL SEE HERE SPECIFICALLY, WITH REGARD TO PM1 SAFETY, WE HAVE IDENTIFIED 140 PROJECTS THAT ARE IN THE EXISTING TRANSPORTATION IMPROVEMENT PROGRAM VALUED SOMEWHERE AT $350 MILLION TO IMPROVE SAFETY CONDITIONS COUNTYWIDE.

NOW, THIS INCLUDES A MIXTURE OF FUNDS, INCLUDING OUR HIGHWAY SAFETY IMPROVEMENT PROGRAM FUNDING THAT COMES THROUGH THE STATE DOT, SPECIFIC SAFETY PROJECTS THAT THE DISTRICT DEDICATED REVENUES ON, FUNDS THAT WE AS THE MPO ALSO SPEND THROUGH OUR SAFETY PROGRAM, THAT'S ALL COUNTED IN HERE.

AGAIN, WE TRY TO LOOK AT THE SCOPE OF WORK OF THE PROJECT AND BASICALLY SAY, HEY, IF IT'S MAINLY A SAFETY PROJECT, WE THEN COUNT THAT AS PART OF THE EFFORTS THAT WE'RE MAKING IN ORDER TO IMPROVE SAFETY WITHIN THE COUNTY.'' FOR PM2 AND PM3 SPECIFICALLY RELATED TO PAVEMENT CONDITION AND BRIDGE CONDITION, YOU'LL NOTICE HERE THAT WE HAVE 215 PROJECTS VALUED AT ABOUT $5.7 BILLION.

IT WILL ALLOW US TO DO OUR SEE SLIP PROGRAM AND OUR COMPLETE STREET PROGRAM ON A MASSIVE COUNTYWIDE SCALE AND AT MORE DETAIL THAN WE'VE EVER BEEN ABLE TO DO BEFORE.

THIS IS A REALLY GREAT OPPORTUNITY, WE'VE TEAMED UP WITH BROWARD COUNTY WHOS BRINGING THE LOCAL COMMITMENT THERE AS WELL AS A LOT OF GOOD IDEAS ON THE STUDY ASPECT.

WE DID SUBMIT AN APPLICATION AT THIS POINT, IT'S IN WITH THE FEDERAL GOVERNMENT AND WE'RE HOPING TO HEAR SOME POSITIVE RESULTS AS SOON AS FEBRUARY OF 2023.

IN THE MEANTIME, WE ARE WORKING WITH THE COUNTY ON FINALIZING SCULPT DETAILS, ETC. ON HOW WE WOULD GO.

WHAT'S IMPORTANT ABOUT THIS IS, THIS IS A PLANNING-FOCUSED GRANT OPPORTUNITY THAT'S GOING TO ALLOW US AGAIN TO LOOK COUNTYWIDE FOR GOOD PROJECT OPPORTUNITIES.

WHAT THAT REALLY SETS US UP FOR IS THEN TO PURSUE THE PARALLEL GRANT, SAME NAME, EXCEPT IT'S FOR THE CONSTRUCTION ASPECT.

THE NEXT GRANT OF INTEREST HERE IS THE RAIL CROSSING ELIMINATION GRANT PROGRAM.

WELL, RAIL SAFETY IS ALSO AN IMPORTANT ISSUE WITHIN THIS REGION.

AGAIN, WE HAVE TEAMED WITH BROWARD COUNTY WHO'S BRINGING MOST OF THE LOCAL MATCH.

SOME OF THE CITIES ARE PARTICIPATING AS WELL.

THIS IS TO REALLY LOOK AT OPPORTUNITIES FOR FURTHER SEALING THE CORRIDORS TO HELP KEEP THEM SAFE, NOT ONLY FOR PEDESTRIANS BUT AUTOS AND TRAINS AS WELL.

THIS ONE, I BELIEVE WE'VE JUST SUBMITTED THIS VERY RECENTLY, WE'RE LOOKING FORWARD TO AGAIN, A POSITIVE OUTCOME WHEN THE FEDERAL GOVERNMENT ANNOUNCES THE RESULTS.

THERE'S ALSO A COUPLE OF OTHER GRANT OPPORTUNITIES THAT THE MPO IS LOOKING AT AND WORKING WITH, SOME OF YOU WITH PERHAPS.

WE'RE ACTUALLY TEAMING UP WITH GOOGLE AND DELOITTE TO PURSUE SOME TECHNOLOGY SOLUTIONS HERE WITHIN THE REGION.

THEY CAN POTENTIALLY HELP US WITH SOME ADDITIONAL MORE REFINED SCENARIO PLANNING AND THE LIKE.

THEY'RE BRINGING THE LOCAL CACHE, THE LOCAL MATCH TO THE GRANT.

THEY'RE TAKING THE LEAD AND WRITING MUCH OF THE GRANT.

AGAIN, AN EXCITING OPPORTUNITY POSSIBILITY HERE IF WE'RE ABLE TO WIN THAT SMART PROGRAM.

ANOTHER GRANT THAT'S NEW IS THIS THRIVING COMMUNITIES GRANT.

THIS IS AN OPPORTUNITY THAT WOULD PROVIDE FOR PEER-TO-PEER TECHNICAL SUPPORT.

OUR EXECUTIVE DIRECTOR IS WORKING WITH HIS CONTRACTS AROUND THE NATION AND OTHER MPO AND OTHER GOVERNMENT ORGANIZATIONS TRYING TO COORDINATE A BEST PRACTICE APPROACH TO THIS ONE WHERE WE MIGHT BE ABLE TO BRING SOMETHING BACK TO THE AREA.

AGAIN, THAT COULD HELP ALL OF US UP OUR GAME WHEN IT COMES TO OUR TECHNICAL CAPABILITIES AND SUCH.

WE'VE ALSO SPOKEN THROUGH OUR REGIONAL TRANSPORTATION TACK ABOUT THIS PROJECT.

THIS IS A NICE OPPORTUNITY, WE'VE BEEN WORKING REGIONALLY WITH OUR PARTNERS IN PALM BEACH AND BROWARD COUNTY, AS WELL AS FDOT TO IDENTIFY MPO FUNDS, SU DOLLARS TO MATCH UP WITH STATE TRIP FUNDS.

THIS IS AN OPPORTUNITY TO THEN TAKE THOSE FUNDS AND MATCH THEM UP WITH FURTHER FEDERAL DOLLARS AND REALLY LEVERAGE OUR LOCAL INVESTMENT IN THIS.

WE DID A LITTLE BIT OF BACK OF A NAPKIN AND I THINK WE COULD POTENTIALLY PICK THE THREE MPO TRIP FUNDS AND MAYBE EVEN LEVERAGE IT UP TO CLOSE TO $100 MILLION THROUGH THIS PROGRAM.

I'M GOING TO TALK TO YOU THIS AFTERNOON A LITTLE BIT ABOUT THE CONGESTIVE MANAGEMENT PROCESS AND WHAT WE AT THE MPO HAVE BEEN WORKING ON OVER THE PAST 18 MONTHS TO DEVELOP AN EFFICIENT, EFFECTIVE, AND INTEGRATED CONGESTION MANAGEMENT PROCESS. I'M SURE YOU ARE AWARE THAT THE CONGESTION MANAGEMENT PROCESS IS A FEDERALLY MANDATED PROCESS.

THE REGULATION WAS ENACTED IN 2007 FOR TRANSPORTATION MANAGEMENT AREAS THAT HAVE POPULATIONS OF 200,000 PEOPLE OR MORE.

WE OF COURSE, EXCEED THAT THRESHOLD.

WE'VE HAD CONGESTION MANAGEMENT PROCESS, NOT TO USE THE TERM AD HOC, BUT [LAUGHTER] CONGESTION MANAGEMENT PROCESS SINCE AROUND THAT TIME.

THE FEDERAL PROCESS ALSO REQUIRES THAT THERE IS EXTENSIVE STAKEHOLDER INVOLVEMENT IN THE FORM OF LOCAL GOVERNMENT PLANNERS AND THE MUNICIPALITIES.

IN OUR CASE, IT'S BROWARD COUNTY TRANSIT, SFRTA, THE TURNPIKE, AND ALL PEOPLE FROM THE PRIVATE REALM ALSO.

UP UNTIL ABOUT 18 MONTHS AGO WHEN WE STARTED THIS PROCESS, LIKE I SAID, WE INSTITUTED CMP MEASURES THROUGH PROJECTS AND CORRIDOR STUDIES.

IF YOU SEE HERE THIS CHART OF CONGESTION CIRCUIT 2019, WHICH OF COURSE WAS THE LAST YEAR, THAT TYPICAL ACCURATE CONGESTION INFORMATION CAN BE GLEANED PRE-COVID.

THE TOP THREE; SIGNALS, RECURRENT, AND INCIDENTS.

THEY MAKE UP 61 PERCENT OF ALL TRAFFIC IN BROWARD COUNTY, WHICH IS ATTRIBUTED TO $305 MILLION ANNUALLY IN TRAFFIC DELAYS COSTS.

THAT'S PRETTY SIGNIFICANT THOSE THREE FACTORS MAKING UP 61 PERCENT.

WE CAN ASSIGN THESE STEPS THROUGH QUESTIONS LIKE SOLVE QUESTIONS.

STEP 1 IS DEVELOP REGIONAL OBJECTIVES.

OUR BROWARD MPO REGIONAL OBJECTIVES ARE MOVE PEOPLE, CREATE JOBS.

CREATE JOBS AND STRENGTHEN COMMUNITIES.

IT WAS DECIDED WHEN WE INITIATED THIS PROCESS TO PARALLEL AND MIRROR THOSE REGIONAL OBJECTIVES WITH THE CONGESTION MANAGEMENT PROCESS, IT ONLY MAKES SENSE TO REFLECT THE PRIORITIES OF THE REGION THEY HAVE BEEN AGREED UPON WITH THIS COMMITTEE AND THE MPO BOARD.

STEP 2, DEFINE CONGESTION MANAGEMENT PROCESS NETWORK. HOLD ON JUST A SECOND.

THE QUESTION ASSOCIATED WITH THAT STEP WOULD BE WHAT COMPONENTS ARE THE FOCUS? WE DEFINE THE NETWORK THAT IT'S REGION-SPECIFIC AND NO TWO PLANS WOULD REALLY BE ALIKE BECAUSE IN BROWARD HAVE DECIDED TO TAKE A HOLISTIC APPROACH TO CONGESTION AND TO TRAFFIC PROBLEMS. IN THAT, SPEAKING TO WHAT SARAH SAID EARLIER ABOUT CRASHES THAT ARE NOT SEPARATED THROUGH MODE, WE HAVE MADE THAT IMPORTANT TOO.

OUR PRIORITIES ARE ON AND OFF SYSTEM ROADWAYS, BICYCLE FACILITIES, [OVERLAPPING], PEDESTRIAN FACILITIES, ETC.

STEP 3 IS DEVELOP MULTIMODAL PERFORMANCE MEASURES.

NOW THIS IS HOW DO WE DEFINE AND MEASURE CONGESTION? THAT WOULD BE THE SOLVE QUESTION.

THESE ARE MOSTLY PRESCRIPTIVE FROM FHWA.

WE HAVE SOME LATITUDE WHEN IT COMES TO THESE PERFORMANCE MEASURES, BUT THEY ARE VERY MUCH PRESCRIBED BY THE FEDERAL GOVERNMENT.

STEP 4 OF THIS PROCESS, COLLECT DATA AND MONITOR SYSTEM PERFORMANCE.

THE QUESTION ASSOCIATED WITH THIS IS, HOW DOES THE TRANSPORTATION SYSTEM PERFORM? THIS STEP IS NECESSARY TO PROVIDE INFORMATION TO MAKE EFFECTIVE DECISIONS AND THIS IS A COORDINATED PROGRAM FOR DATA COLLECTION.

THESE THINGS WILL BECOME PART OF THE MTP, BUT IT'S A BACK-AND-FORTH.

THIS IS WHAT THE MPO SAYS BECAUSE THIS IS THEY'VE DECIDED THAT THIS IS THE APPROPRIATE TREATMENT FOR THIS PARTICULAR SITUATION AND WE MUST MOVE FORWARD WITH THAT.

THAT'S WHERE WE ARE. SOME OF YOU MIGHT BE FAMILIAR WITH THIS, BUT IN CASE YOU'RE NOT JUST A LITTLE BIT OF HISTORY IN THE PAST, THE MPO HAD ADDRESSED EQUITY IN WELL, MAYBE YOU COULD SAY A PROGRAM-SPECIFIC.

WE USE THE PROGRAM-SPECIFIC MEANS THAT WE'RE ALMOST A PERSON-SPECIFIC MEANS DEPENDING ON WHO'S ON THE PROJECT TEAM, WHAT AGENCIES YOU'RE COORDINATING WITH.

IT USES READILY AVAILABLE CENSUS DATA TO MAP OUT AND IDENTIFY WHAT WE REFER TO AS EQUITY AREAS IN THE COUNTY.

AT THE TIME WE CAME UP WITH THIS BACK IN 2018, IT WAS A RELATIVELY NEW CONCEPT.

NOT A LOT OF AGENCIES HAD AN ASSESSMENT.

BUT FAST-FORWARD TO TODAY, GOING TO CONFERENCES AND SPEAKING WITH OUR PEERS, IT'S PRETTY APPARENT THAT OTHERS HAVE CAUGHT UP AND HAVE CREATED THEIR OWN AND EVEN THE FEDERAL GOVERNMENT NOW THROUGH THE JUSTICE40 INITIATIVE, ALSO HAS THEIR OWN VERSION OF THE ASSESSMENT.

HOWEVER, EVERYBODY'S GOING ABOUT IT IN A SLIGHTLY DIFFERENT WAY.

WE STILL SEE A VALUE IN THE WAY WE DO IT AND THE METHODOLOGY BEHIND IT.

NO MATTER WHAT YOU'RE WORKING ON AT THE MPO, YOU'RE GOING TO BE ADDRESSING EQUITY STARTING HERE WITH THIS ASSESSMENT.

THIS SLIDE BASICALLY JUST BACKS THAT UP AGAIN AND REINFORCES THAT CONCEPT THAT YOU CAN USE THE ASSESSMENT FOR MANY DIFFERENT THINGS.

WE ALL USE THIS AS IN THAT PROJECT PRIORITIZATION FOR THOSE PROGRAMS, WE ALSO USE IT TO TRACK OUR INVESTMENTS.

BUT AGAIN, THAT REGARDLESS OF HOW WE'RE USING IT, IT'S THE CONSISTENT APPROACH THAT IS THE ADVANTAGE HERE WITH THIS ASSESSMENT.

WE GOT A LOT OF SUPPORT FROM FHWA/FTA WHEN WE DEVELOPED IT.

BASICALLY, WE'RE ALL LOOKING AT EQUITY THROUGH THE SAME LENS USING THIS.

RECENT UPDATES, WE HAD THE 2017 MAPS AND I THINK SOME OF YOU ARE LOOKING FOR THE LATEST, THE 2020, SO THAT IS UP ON THE WEBSITE NOW, I WANT TO THANK OUR GIS PLANNER, ROGER MIRANDA.

HE WAS INSTRUMENTAL IN HELPING US PULL THAT DATA DOWN AND UPDATE THE MAP.

WE WENT FROM THE 2017 MAP YOU SEE HERE TO THE 2020.

WHEN IT COMES TO COMPARING THE TWO, I'D SAY THAT YOU CAN'T DO AN APPLES-TO-APPLES COMPARISON BECAUSE THE NUMBER OF BLOCK GROUPS IS DIFFERENT.

BUT BASICALLY, WE'RE HAVING 167 OF THE JUST OVER 1,000 BLOCK GROUPS COMING IN AS HIGH OR VERY HIGH AND THE CONCENTRATIONS ARE ABOUT IN THE SAME AREAS WE FOUND IN THE 2017 MAPS.

NOT MUCH TO REPORT THERE.

AS I MENTIONED, WE ARE ALSO TAKING A LOOK AT THE FEDERAL GOVERNMENT.

THEY'RE DOING THROUGH THE JUSTICE FOURIER INITIATIVE, THEIR OWN VERSION OF THIS.

THEY CALL IT DISADVANTAGED COMMUNITIES.

WE CALL IT EQUITY AREAS.

WE'RE BASICALLY TRYING TO LOOK AT THE SIMILAR AREAS, JUST GOING ABOUT IT THROUGH SLIGHTLY DIFFERENT MEANS AND SO ARE OTHER AGENCIES.

THEY ALL HAVE A SLIGHTLY DIFFERENT METHODOLOGY.

BUT WE'RE MAINTAINING AN AWARENESS OF WHAT THEY'RE DOING.

AS YOU CAN SEE HERE, IF I JUST FLIP BACK AND FORTH, THERE ISN'T A GOOD AMOUNT OF OVERLAP.

I THINK THIS IS A GOOD TOOL.

MAYBE IF YOU DON'T HAVE AN ASSESSMENT OF YOUR OWN, WHICH THERE'S PLENTY OF AGENCIES WHO DON'T.

BUT AS I MENTIONED EARLIER, I THINK THERE'S AN ADVANTAGE AND A STRENGTHENED IN THE WAY WE'VE BEEN DOING OURS AND WE'RE GOING TO CONTINUE THAT FOR THE FORESEEABLE FUTURE, BUT MAINTAIN AN AWARENESS OF WHAT OTHERS ARE DOING.

SPEAKING OF FUTURE UPDATES, I MEAN, GO INTO CONFERENCES AND WEBINARS AND THINGS THROUGHOUT THE YEAR.

I THINK THERE'S A COUPLE OF POTENTIAL AREAS THAT WE MIGHT BE UPDATING IN THE FUTURE.

ONE OF THEM BEING, WELL, THIS IS A GOOD STARTING POINT, BUT WHAT'S NEXT? JUSTICE40 SAYS THAT WE'RE TO ALLOCATE 40 PERCENT OF THE BENEFITS TO THESE DISADVANTAGED AREAS OR EQUITY AREAS.

I THINK THE QUESTION THAT EVERYBODY SEEMS TO BE ASKING IS, WHAT'S THE FINER BENEFIT IF YOU TOUCH AN OVERPASS TO ONE OF THESE EQUITY AREAS, IS THAT A BENEFIT TO THAT COMMUNITY? THAT NEEDS TO CONTINUE THAT CONVERSATION AS WELL AS MAYBE INCORPORATING QUALITATIVE DATA INTO THE PROCESS.

POTENTIALLY, THAT'S SOMETHING WE JUST GOT A US DOT SURVEY ON.

DID YOU USE QUANTITATIVE QUALITATIVE DATA, A MIX OF BOTH.

BECAUSE THEY WANTED A CORRIDOR WAY FACILITY TO GO A CERTAIN WAY, AND THE MAP 21 REQUIREMENT WAS YOU'RE GOING TO GET THESE ADDITIONAL POINTS IF YOU RUN IT THROUGH THESE DISADVANTAGED COMMUNITIES, AND SO BECAME AN ISSUE OF WHAT'S IMPORTANT REGARDING THIS PROJECT IN PARTICULAR.

BUT I REALLY LIKED THE FACT THAT YOU GUYS ARE REFOCUSING ON THIS, AND I WOULD ENCOURAGE ALL OF US AS PROFESSIONALS TO LOOK AT THIS MAP AS AN OPPORTUNITY TO BEGIN UNDERSTANDING THAT THESE ARE COMMUNITIES OF NEED, BUT THEIR NEEDS MIGHT BE DIFFERENT FROM SOME OF THE REGIONAL NEEDS.

SO THE NEXT STEPS MIGHT BE DELVING DOWN INTO, WELL, WHAT ARE THOSE NEEDS? IS IT WALK ABILITY TO SCHOOLS BECAUSE THESE KIDS AREN'T GETTING BUS TO THE SCHOOL, AND SO WE NEED TO PROVIDE THESE SAFE ROUTES AND WHAT WOULD THAT LOOK LIKE? IN TERMS OF INVESTMENT AND OUTREACH, I JUST WANTED TO POINT TO BROWARD COUNTY DID A SIMILAR EFFORT, BUT IT WAS RELATED TO CENSUS AND REACHING OUT TO THOSE COMMUNITIES.

SO THE OUTREACH WAS WELL, THERE WAS ENOUGH INFORMATION IN THE MAPS THAT THE COUNTY PRODUCED WHERE WE KNEW WHAT WAS THE PREDOMINANT SECOND LANGUAGE IN THE COMMUNITY SO THAT WE DID THE OUTREACH THAT WAY.

WHO ARE THE PARTNERS IN THAT COMMUNITY SO THAT WE WERE ABLE TO REACH OUT TO THEM.

SO THOSE MIGHT BE OTHER LAYERS.

ONE LAST THING I JUST WANTED TO SAY, THE DISTRICT HAS A D4 MODEL VIEWER THAT WE USE TO REVIEW PROJECTS, AND HAVING THIS INFORMATION IS ONE OF THE LAYERS IN THAT MODEL VIEWER WOULD BE VERY HELPFUL FOR THE STUFF THAT I LOOK AT, WHICH IS PEDESTRIAN AND BICYCLE SAFETY.

SO THEY TALKED ABOUT HOW IN NORTH CENTRAL TEXAS, I BELIEVE THEY WERE TRYING TO ENGAGE WITH COMMUNITIES THROUGH A PUBLIC OUTREACH CAMPAIGN AND THEN COMING UP WITH NEIGHBORHOOD PLANS, YOU'RE RIGHT, LIKE WHAT WE SEE AND WE'RE LOOKING AT THINGS REGIONALLY.

BUT THAT MAY NOT BE IN OUR VERSION OF A BENEFIT IS NOT NECESSARILY THEIR VERSION OF A BENEFIT.
