THE I-75 EAST SIDE RAMP IMPROVEMENTS AT GRIFFIN ROAD, WE WERE ABLE TO FUND THAT IN FISCAL YEAR 28 FOR CONSTRUCTION AND I 75 IS SOUTH OF GRIFFIN ROAD TO SOUTH OF I-75/ I-595 INTERCHANGE.
THAT'S A STAND ALONE LANDSCAPE PROJECT ALSO IN FISCAL YEAR 28.
WE ALSO HAVE THE BROWARD COMMUTER RAIL.
WE WERE ABLE TO WE HAVE FUNDING FOR THAT FROM FISCAL YEAR 25 THROUGH FISCAL YEAR 28 FOR $7,574 MILLION FOR CAPITAL IMPROVEMENTS ALONG THE FEC CORRIDOR.

AND SO WHAT WE DECIDED AS PART OF THE 2045 METROPOLITAN TRANSPORTATION PLAN AND THIS WAS SOMETHING THAT WAS BOARD DIRECTION, IS WE SAID THAT THESE $540 MILLION OF FUNDS ARE PROBABLY BEST SPENT OFF THE STATE HIGHWAY SYSTEM.
AND THE REASON WHY IS BECAUSE THE STATE FUNDING CAN ONLY BE SPENT ON THE STATE HIGHWAY SYSTEM.
SO LET'S KEEP THE STATE FUNDS ON THE STATE HIGHWAY SYSTEM.
TAKE THAT SMALL AMOUNT OF $540 MILLION OF MPO ATTRIBUTABLE FUNDS AND PUT THAT ON OFF SYSTEM PROJECTS, BECAUSE THE WHOLE POINT OF THE METROPOLITAN TRANSPORTATION PLAN IS TO MAKE SURE THAT WE ARE SPENDING FUNDS EFFICIENTLY IF THERE IS A LARGE POT OF STATE FUNDING THAT YOU SEE HERE IN THE LIGHT BLUE ALLOCATED FOR STATE ROADS, LET'S MAKE SURE THOSE STAY ON THE STATE ROADS. LET'S THEN TAKE THE SMALLER POT OF MONEY, THE $540 MILLION, AND MAKE SURE THAT'S ALLOCATED TO OFF SYSTEM FACILITIES SO THAT WE CAN TAKE CARE OF THE NEEDS OF THE LOCALS. NOW WHAT WE DID THEN AS WELL WITH THIS MPO ATTRIBUTABLE FUNDING IS WE WENT TO THE ADVISORY COMMITTEES AND THE MPO BOARD AND WE SPLIT UP THE FUNDING. SO WHAT YOU'LL SEE HERE ON THE SCREEN IS OUR SIX FUNDING PROGRAMS THAT ARE IN THE METROPOLITAN TRANSPORTATION PLAN AND YOU'LL SEE THAT SPLIT UP BY FEDERAL AND STATE FUNDING THAT CAN BE SPENT ON THE ON SYSTEM, ON THE STATE HIGHWAY SYSTEM, AND THEN THE GREEN FUNDS, WHICH CAN BE SPENT OFF THE STATE HIGHWAY SYSTEM OR HAVE MORE FLEXIBILITY THROUGH MPO ATTRIBUTABLE FUNDING.
BUT WE WERE VERY DELIBERATE ABOUT WHERE WE PUT THAT FUNDING.
AND IT'S IMPORTANT TO NOTE ONCE AGAIN THAT THE METROPOLITAN TRANSPORTATION PLAN IS COST FEASIBLE.
SO WE NEED TO MAKE SURE THAT WE ARE ADHERING FROM A FEDERAL PERSPECTIVE TO THESE ALLOCATIONS BECAUSE THIS IS WHAT WE TOLD THE FEDERAL GOVERNMENT HOW WE WERE GOING TO ALLOCATE AND HOW WE WERE GOING TO SPEND OUR FUNDING.
SO IN ADDITION TO THAT, WE TRANSLATE THAT INTO THE MULTIMODAL PRIORITIES LIST.
AND SPECIFICALLY ON THE MULTIMODAL PRIORITIES LIST, YOU'LL SEE THAT WE WE NOTE WHAT OWNERSHIP THE ROADWAY IS ON EACH PROJECT AND WHAT FUNDING SOURCE WE WOULD LIKE THE DEPARTMENT TO USE.
SO ONCE AGAIN, THE IDEA THAT WE'RE TRYING TO KEEP STATE FUNDS ON STATE ROADS AND MPO ATTRIBUTABLE FUNDS OR OURMORE FLEXIBLE FEDERAL FUNDS OFF THE STATE HIGHWAY SYSTEM, WHAT WE NOTICED THIS YEAR WHEN WE WERE GOING THROUGH THE.
TENTATIVE WORK PROGRAM IS THAT THERE WERE ABOUT 17 PROJECTS THAT WERE ON THE STATE HIGHWAY SYSTEM THAT HAD A SIGNIFICANT AMOUNT OF FEDERAL MPO ATTRIBUTABLE FUNDS ON IT, AND THAT'S TO THE TUNE OF ABOUT $42.8 MILLION.
AND WE WANT TO MAKE SURE THAT WE ARE ADHERING TO THE METROPOLITAN TRANSPORTATION PLAN BECAUSE $42.8 MILLION IS NOT REALLY A ROUNDING ERROR WHEN YOU'RE LOOKING AT THE BIGGER POT OF $540 MILLION WHEN YOU'RE COMPARING IT TO THE $7 BILLION OF STATE FUNDING MAY BE, BUT FOR THE $540 MILLION, IT IS VERY, VERY SIGNIFICANT.
SO IDEALLY WHAT WE WOULD LIKE IS WE'D LIKE TO BE ABLE TO TAKE THOSE MPO ATTRIBUTABLE FUNDS AND PULL THEM OFF OF THOSE STATE PROJECTS AND USE THEM FOR OFF STATE ON THE OFF STATE SYSTEM. AGAIN, THIS IS SOMETHING THAT WE'RE GOING TO BE COLLABORATIVELY WORKING WITH THE DOT ON, BUT WE THOUGHT IT WAS IMPORTANT, JUST GIVEN THE TIMING OF ALL OF THIS AND HOW YOU KNOW, HOW COMPRESSED EVERYTHING IS, THAT WE WOULD LET THE TAC KNOW.
AND THAT'S SOMETHING THAT WE'LL BE SHARING WITH THE CAC AS WELL.

AND TYPICALLY WHEN YOU HAVE MPO ATTRIBUTABLE FUNDS ON AN OFF SYSTEM PROJECT, WHEN THAT PROJECT COST INCREASES, YOU HAVE TO USE MORE ATTRIBUTABLE FUNDS IN ORDER TO BACKFILL THAT.
THEY DIDN'T HAVE ANY FEDERAL MPO ATTRIBUTABLE FUNDING ON THEM.
SO IS THERE AN ASSUMPTION THAT MAYBE THE COST INCREASE LED TO THEM UTILIZING MPO ATTRIBUTABLE FUNDS TO PUT ON THOSE PROJECTS? MAYBE. I DON'T WANT TO NECESSARILY MAKE THAT ASSUMPTION, BUT TYPICALLY SPEAKING, IF WE'RE COMPARTMENTALIZING THE FUNDING AS WE ARE, WHERE STATE FUNDS STAY ON STATE ROADS, OFF SYSTEM ROADS, GET MPO ATTRIBUTABLE FUNDING, ANY COST INCREASES WILL BE ABSORBED BY THAT FUNDING SOURCE, IF THAT MAKES SENSE.

BUT I THINK THE INTENT HERE IS TO MAKE SURE THAT OUR TRANSPORTATION INVESTMENTS ARE PROVIDING OR PROVIDING CONNECTIONS TO AREAS THAT THAT MAY BE MORE DENSELY POPULATED, THAT ARE ENCOURAGING THE RIGHT TYPES OF DEVELOPMENT.
AND WE REALLY NEED TO BE MINDFUL OF THAT WHEN WE'RE DEVELOPING A LONG RANGE PLAN.
SO THERE ARE REALLY THREE ELEMENTS TO OUR COST FEASIBLE PLAN.
WE HAVE OBVIOUSLY OUR COST FEASIBLE PLAN AT THE TOP, WHICH IS COMPLETELY FISCALLY CONSTRAINED, WHICH WILL LIST ALL THE PROJECTS IN A PRIORITIZED ORDER AND ASSIGN FUNDING TO THEM. WE ALSO HAVE AN ILLUSTRATIVE PLAN.
YOU'RE NOT REALLY IN EITHER PLAN.
SO YOUR PROJECT KIND OF GETS TO GO AND WAITING IN THAT PORTION OF THE PLAN.
AND THEN FINALLY WE HAVE THE NEEDS PLAN, WHICH IS COMPLETELY UNFUNDED, BUT IS BASICALLY A LIST OF ALL THE PROJECTS THAT ARE IMPORTANT TO THE REGION THAT ARE THE REGION'S NEEDS BUT COULDN'T BE FUNDED WITHIN THE COST FEASIBLE PLAN.
SO LOOKING AT THE MIDDLE OF THE SCREEN, YOU'LL SEE THAT WE HAVE FOUR DIFFERENT TIME BANDS.
THE FIRST ONE IS OUR TRANSPORTATION IMPROVEMENT PROGRAM.

SO THAT'S TYPICALLY HOW WE WILL BREAK A PROJECT DOWN.

BUT THROUGH OUR NEEDS ASSESSMENT, WE IDENTIFIED CERTAIN INTERSECTIONS THAT NEEDED THAT HELP.
WE DIDN'T WANT TO TAKE IT OUT OF THERE.

WE HAVE BEEN IN AN ONGOING UPDATE PROCESS FOR THAT PLAN.
SO JUST TO GIVE YOU A GUY WHERE YOU GUYS AND GUYS WERE IDEA OF WHERE WE'RE AT.
I'LL TRY NOT TO GO THROUGH THE BACKGROUND OF THE UPDATE THE PURPOSE COORDINATION EFFORTS THAT WE'VE WORKED ON SO FAR, WHAT WE ACTUALLY REQUESTED, THE CENTRAL OFFICE AND THE REMAINING SCHEDULE. SO SOME BACKGROUND ON THE SIS IS IT WAS ESTABLISHED IN 2003.

SO PURPOSE OF THE COST FEASIBLE PLAN IS TO ENSURE CONSISTENCY WITH THE GOALS OF THE FLORIDA TRANSPORTATION PLAN THAT WAS RECENTLY UPDATED AND ALSO OUR POLICY PLAN, WHICH WE DID PRESENT ON THAT LAST YEAR HERE, AND THAT WAS ALSO RECENTLY UPDATED.
AND WE UPDATED EVERY 3 TO 5 YEARS BY STATUTE THAT'S REQUIRED.

WE HAD AN ADDITIONAL MEETING WITH BROWARD MPO STAFF SPECIFICALLY AFTER THAT MEETING TO DISCUSS SAME KIND OF CONCEPT, BUT TO DIVE IN A LITTLE BIT DEEPER, INCLUDING SOME POTENTIAL MODAL PROJECTS THAT WE COULD REQUEST.

THIS PARTICULAR THE COST FEASIBLE PLAN IN GENERAL IS A HIGHWAY PLAN.I KNOW THERE'S BEEN SOME NEWS ABOUT SOME FUNDING RECEIVED FOR THAT.
I DON'T HAVE DETAILS ON THAT, BUT IT'S STILL A LONG RANGE NEED FOR US AND EXPRESS BUS TYPE STUFF WHICH MAY OR MAY NOT BE ELIGIBLE, BUT WE'RE GOING TO REQUEST IT ANYWAY. AND THE INTERMODAL CENTER AT FORT LAUDERDALE, HOLLYWOOD INTERNATIONAL AIRPORT.
SO THIS IS REALLY SMALL AND I'M NOT GOING TO GO THROUGH EVERY ONE OF THESE THAT ARE ON HERE.
WE CAN TALK SPECIFICALLY ABOUT EACH ONE IF YOU GUYS HAVE QUESTIONS OF THEM.

THERE WAS FIVE INTERCHANGE PROJECTS THAT ARE NOTED IN HERE ON 595 FROM A STUDY THAT WAS DONE WE'RE STILL TRYING TO PURSUE SEE IF WE CAN GET FUNDING FOR THOSE TYPES OF IMPROVEMENTS.
WE DO BELIEVE THERE'S BENEFIT TO THE SIS SYSTEM.
AND THERE'S ALSO SOME US 27 PROJECTS OUT THERE AS WELL IN REGARDS TO FREIGHT [INAUDIBLE].
AND THEN THE SECOND SLIDE SHOWS THE MODAL SET ASIDE PROJECTS.
I AM HOPING THIS IS IN BROWARD COUNTY.
IT MAY NOT BE, BUT THE REST OF THEM DEFINITELY ARE.
THE INTERMODAL CENTER. AS I MENTIONED BEFORE, SOME EXPRESS BUS PURCHASES, NEW TRACK CONNECTOR, POMPANO BEACH FOR TRI RAIL AND SOME MORE BUS STUFF RELATED TO EXPRESS SERVICE ON THE NEW SOUTHWEST 10TH STREET CONNECTOR.
AND LAST SLIDE HERE IS RELATED TO SCHEDULE.
SO WE STARTED ON THIS BACK AND I THINK IT WAS AROUND AUGUST, SEPTEMBER ISH, WE HAD THOSE MEETINGS.
RIGHT NOW WE'RE WAITING BACK FROM CENTRAL OFFICE TO SEE WHAT THEY'RE WE MAKE THIS RECOMMENDATION AND THEN THEY'LL SEND US BACK A LIST OF WHAT THEY BELIEVE WILL FIT IN THE REVENUE FORECAST AND WHAT IS FEASIBLE.
SO WE'RE STILL WAITING BACK ON THAT.
AND ONCE WE GET THAT, THEN THERE'S AN OPEN PERIOD FOR COMMENT.
THE STAKEHOLDERS CAN COMMENT, THE PUBLIC CAN COMMENT.
AND WE HAVE AN OPPORTUNITY ALSO AT THE DISTRICT TO SUGGEST REVISIONS AND WHATNOT.
AND WE'RE EXPECTING THAT SOON.
WE HAVEN'T GOT THAT LIST YET, BUT THAT WILL PUT US INTO DECEMBER, JANUARY.
ONCE THAT IS DONE, WE SEND THE LIST BACK AND THEN THIS TOP RIGHT RED BLOCK TALKING ABOUT CENTRAL OFFICE, THAT SENIOR MANAGEMENT AND CENTRAL OFFICE STATE SECRETARY LEVEL AND HIS ASSISTANT SECRETARY LEVEL ON THEIR FINAL APPROVAL OF IT.
AND THEN IT'LL GET PUBLISHED AS A LONG RANGE PLAN SHORTLY THEREAFTER IN APRIL AND OR MAY.
AND THEN THAT DOCUMENT WILL SERVE US FOR THE NEXT FIVE YEARS AS WELL FOR OUR LONG RANGE PLAN.
THIS PLAN IS OUR COST FEASIBLE PLAN.
WE ALSO WILL BE EMBARKING ON AN UNFUNDED NEEDS PLAN VERY SHORTLY AS WELL.
WE CAN ASSIST RELATED ANYTHING REGARDLESS OF MONEY GOES INTO THAT PLAN.

THAT'S A MOUTHFUL. AND I'M HERE TO TALK TO YOUR COMMITTEE TODAY ABOUT OUR EFFORTS WITH THE BYWAY AND TO RAISE AWARENESS TO HELP POTENTIALLY RECRUIT SOME VOLUNTEERS.HISTORY OF THE BROWARD COUNTY [INAUDIBLE] HIGHWAY.
AND I'LL USE BYWAY AND SCENIC HIGHWAY INTERCHANGEABLY.
THERE'S THERE'S NO WRONG ANSWER.
THE FLORIDA SCENIC HIGHWAY PROGRAM CONSISTS OF 2017 HIGHWAYS FOUNDED IN 1993.
IT'S A GRASSROOTS BASED PROGRAM, MEANING WE RELY ON VOLUNTEERS TO MAKE THE PROGRAM WORK.
BYWAY ORGANIZATIONS ARE COMPOSED OF THOSE VOLUNTEERS, AND THEY PROVIDE THE GUIDANCE AND DIRECTION.
FDOT PROVIDES APPLICATION, REVIEW AND APPROVAL.
AND THE MOST COMMON QUESTION WE GET FROM THE BYWAY ORGANIZATIONS IS ALWAYS WHAT REGULATORY AUTHORITY DO WE HAVE? WHAT CAN WE DO? THE ANSWER IN TERMS OF REGULATION IS A CIVIC HIGHWAY.
ONCE IT'S DESIGNATED, NO NEW BILLBOARDS CAN BE PUT UP.
BUT THAT'S FAR FROM OBVIOUSLY THE REACH OF A SCENIC HIGHWAY.
AND JUST TO HIGHLIGHT THAT ECONOMICALLY, THERE WAS A CASE STUDY DONE JUST A COUPLE OF YEARS AGO IN 2019 IN THE SCENIC SUMTER HERITAGE BYWAY, WHICH IS A NORTH CENTRAL FLORIDA RURAL ENVIRONMENT.
YOU CAN SEE SOME OF THE CONCLUSIONS THEY CAME UP WITH HIGHLIGHTED HERE.
RESPONDENTS AVERAGED ABOUT $135 TO $175 A DAY ALONG THE BYWAY ESTIMATING ABOUT 45 FULL TIME PART TIME JOBS. AND AGAIN, THAT'S A RURAL BYWAY IN NORTH CENTRAL FLORIDA.
SO. SOME BRIEF HISTORY ON THE NATIONAL SCENIC BYWAY PROGRAM.
THERE'S TWO TIERS OF DESIGNATION.
ALL AMERICAN ROADS ARE THE TOP TIER, AND NATIONAL SCENIC BYWAYS ARE THE SECOND TIER.
HERE IN FLORIDA, WE HAVE THE [INAUDIBLE] SCENIC AND HISTORIC COASTAL BYWAY.
AND THEN SPECIFIC TO THE BCASH, HIGHLIGHTED JUST A COUPLE OF SENTENCES ON THE MISSION STATEMENT.
YOU SEE THE MAP THERE OF THE BYWAY LIMITS.
IT'S GROWN DORMANT IN THE LAST FEW YEARS.
AND THAT'S OUR HOPE IS TO KIND OF REVIVE IT AND REORGANIZE IT.
THEY'RE WHAT VISITORS SEEK OUT WHEN THEY COME TO THE BYWAY.
THEY'RE DETAILED IN THE CORRIDOR MANAGEMENT PLAN, WHICH THE BYWAY HAS.
AND I CAN TELL YOU FROM REVIEWING THAT YOUR BYWAY HAS JUST A TON OF INTRINSIC RESOURCES.
SO YOU HAVE SO MUCH TO WORK WITH HERE.
AND RESOURCES CAN BE CULTURAL, HISTORIC, ARCHEOLOGICAL, RECREATIONAL, NATURAL AND SCENIC.
