THE CITY HAS CONCERNS ABOUT THESE TWO PROJECTS AND SOME OF THE DESIGNS, AND I KNOW THE DESIGN PROJECTS ARE UNDER PD AND THEY'RE UNDERWAY AND THERE'S NOTHING'S SET IN STONE NECESSARILY, BUT WE'D LIKE TO JUST GET ON THE RECORD SOME OF OUR CONCERNS.
FIRST, THE SOUTHWEST 10TH STREET CONNECTOR IN SOUTH AND SAWGRASS EXPRESSWAY INTERCHANGE.

AT THIS TIME, IT IS OUR UNDERSTANDING THAT A TEXAS U-TURN TYPE FACILITY WILL BE INSTALLED AT LYONS ROAD TO GET THE SOUTH TO GET THE WESTBOUND SOUTHWEST 10TH STREET TRAFFIC TO THE SOUTHBOUND TURNPIKE INSTEAD OF A FULL ACCESS INTERCHANGE.THE CITY PREFERS A FULL ACCESS INTERCHANGE.
THE CITY IS CONCERNED ABOUT THE NEGATIVE IMPACTS AND DISRUPTIONS THAT NO DOUBT WILL BE CAUSED BY RECONSTRUCTING THE INTERCHANGE AT LYONS ROAD AND SAWGRASS WITH THE TEXAS U-TURN TYPE FACILITY, A NEW BRIDGE THAT WOULD BE NEEDED VERY CLOSE TO A SAINT ANDREWS RESIDENTIAL COMMUNITY.
THE RECONSTRUCTION OF THE RECENTLY COMPLETED COMPLETE STREETS PROJECT ON LYONS ROAD AND THE ADDITIONAL TRAFFIC FROM SOUTHWEST 10TH STREET INTO OUR CITY ON THE SAWGRASS AND TENDING TO GO SOUTH ON THE TURNPIKE.
SO IT'S SOMETHING WE'D LIKE TO BE RECONSIDERED AT SOME POINT IN THE FUTURE.
AND WE KNOW WE'RE STILL WORKING WITH FDOT AND THE TURNPIKE ON THIS ISSUE.
JUST ASK YOURSELVES THIS QUESTION THOUGH.
WHY HAVE WE SPENT 30 YEARS OF BUILDING CONSENSUS WITH THE COMMUNITIES ALONG THIS CORRIDOR? I'VE LIVED HERE ALL MY LIFE, AND I KNOW THIS HAS BEEN AN ONGOING ISSUE FOR A LONG TIME.
WE'VE BEEN PREPARING DESIGN PLANS, STUDYING THE MANY SCENARIOS AND ALTERNATIVES TO COME UP WITH A DESIGN THAT DOESN'T PROVIDE A FULL ACCESS INTERCHANGE THAT FULLY CONNECTS SOUTHWEST 10TH STREET, THE TURNPIKE, AND THE SAWGRASS EXPRESSWAY.
THAT'S WHAT WE'RE LOOKING FOR.
THE SECOND PROJECT I'D LIKE TO DISCUSS IS THE TSM&O PROJECT THAT ADDS AUXILIARY LANES ON THE TURNPIKE MAINLINE ALONG THE EASTERN ALONG THE EASTERN BOUNDARY OF OUR CITY AND HOW IT WILL MOST CERTAINLY CAUSE NEGATIVE IMPACTS TO ALL OF THE RESIDENTIAL COMMUNITIES ALONG THE EASTERN BORDER FROM THE COUNTY LINE ALL THE WAY SOUTH TO ATLANTIC BOULEVARD.
THE ADDITIONAL LANES WILL BE SHIFTED 100% TO THE WEST OF THE RIGHT OF WAY, WITHIN THE RIGHT OF WAY, RESULTING IN FUTURE NOISE AND POLLUTION IMPACTS TO THE MANY RESIDENTS OF COCONUT CREEK WHO LIVE ADJACENT TO THIS CORRIDOR.
IN CLOSING, WE KNOW THAT ALTERNATIVE DESIGN SOLUTIONS EXIST.

YOU CAN SEE SEVERAL DIPS IN THE ROAD THAT ARE GREATER THAN ONE AND A QUARTER INCH.
THESE AREAS WILL CONTINUE TO SINK UNTIL THE SUBSURFACE IS PROPERLY FILLED AND TAMPED.
THIS IS GOOD FOR ROAD CONTRACTORS AND CITY OFFICIALS GETTING KICKBACKS, BUT BAD FOR EVERYONE ELSE.
ON MONDAY, I ATTENDED THE [INAUDIBLE] CONSTRUCTION OPEN HOUSE, WHICH STARTED AT 6:00 PM, BUT THE CITY ADVERTISED IT AS STARTING AT 4:30.
THE PROJECT WAS SUPPOSED TO BEGIN THIS MONTH WAS WAS PUSHED BACK TILL FEBRUARY.
THE FDOT REPRESENTATIVE FOUND OUT AT THAT MEETING THE CITY IS PLANNING ON DIGGING UP THE ROAD FOR WATERLINES AND FIRE HYDRANTS, SO IT'LL HAVE TO BE PUSHED BACK AGAIN. AS OF NOW, THE CITY HAS NO CONTRACT TO FIX THE DIPS ON 29TH STREET.
DAVID ARCHACKI, THE CITY'S UTILITY DIRECTOR, TOLD ME TO TRUST HIM, BUT HE'S THE SAME GUY WHO'S BEEN AUTHORIZING UNCAPPED SEWER CLEAN OUTS OVER THE LAST 20 YEARS, WHICH PROMPTED A $288,000 DEP FINE WHEN THEY WERE CAUGHT DISCHARGING 330 GALLONS, 330,000 GALLONS OF SEWAGE INTO THE STREETS AT ANDREWS AVENUE AND NORTHEAST 26TH STREET.

THIS IS A MOTION TO APPROVE THE FLORIDA DEPARTMENT OF TRANSPORTATION FDOT DISTRICT FOUR DRAFT TENTATIVE WORK PROGRAM FOR FISCAL YEAR 2024 THROUGH 2028.[00:35:08]
MR. STEWART THANK YOU VERY MUCH, MEMBERS, AND EXCITING TO BE HERE TODAY.THIS IS TO THIS MEETING IN THE JULY MEETING ARE MY FAVORITES BECAUSE THIS IS REALLY WHY YOU EXIST.
IT IS YOU'RE APPROVING BILLIONS OF DOLLARS WORTH OF TRANSPORTATION PROJECTS FOR OUR COMMUNITY.
AND, YOU KNOW, ONE OF THE THINGS THAT, YOU KNOW, YOU RECOGNIZE IN IN MY LIFE HERE IS THIS IS KIND OF WHAT THIS STAFF ACTUALLY IS WORKING TOWARDS, THAT PARTNERSHIP WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION, THE US DEPARTMENT OF TRANSPORTATION, IN BRINGING BILLIONS OF DOLLARS TO OUR REGION IS REALLY HIGHLIGHTED IN WHAT WE'RE ABOUT TO DO TODAY.
BASICALLY, WE'RE LOOKING AT A TOTAL FUNDING POT OF ABOUT $5.7 BILLION OVER THE FIVE YEAR PERIOD.
IT'S A LITTLE BIT OVER A BILLION DOLLARS A YEAR.
THAT'S A LOT OF MONEY TO BE PUTTING IN TO 430 PROJECTS IN OUR REGION.
SO AS WE MOVE FORWARD WITH THAT, YOU HAVE TO LOOK AT REALLY WHAT THE ROLE OF AN MPO IS.
WHY IS THAT IMPORTANT? WELL, WE EXIST BECAUSE OF A FEDERAL GRANT.
BACK IN 1977, WHEN THIS BOARD WAS CREATED.
IT WAS BECAUSE THE AT THAT TIME PRESIDENT JIMMY CARTER BASICALLY TOLD BROWARD COUNTY THAT IF YOU DO NOT CREATE AN MPO, WE WILL NOT GET ANY MORE MONEY.
AND MIAMI-DADE, BROWARD AND PALM BEACH CREATED MPOS.
THE MPO ROLE IS SPELLED OUT IN THE CIRCULAR THERE 49 USC 5303.
BASICALLY, THE BUREAUCRACY OF WHAT WE'RE SUPPOSED TO DO IS ACTUALLY PART OF A CHECK AND BALANCE BETWEEN BOTH THE LOCAL GOVERNMENTS THE FLORIDA DEPARTMENT OF TRANSPORTATION AND US [INAUDIBLE].
THIS IS AN IMPORTANT PART OF WHAT YOU DO.
PART OF CREATING THE MPO WAS ALLOWING FOR THIS PARTICULAR MPO AND ALL OTHERS TO RECEIVE WHAT ARE CALLED SURFACE TRANSPORTATION COMMUNITY BLOCK GRANT DOLLARS WAY BACK IN THE DAY, IT WAS JUST CALLED STP AS WELL AS [INAUDIBLE].
IF YOU LOOK AT WHERE WE ARE, THAT $973 BILLION OF TRANSPORTATION FUNDING WAS APPROVED BY THE BILL ACT, WHICH WE'VE TALKED ABOUT IT, OR TIFF OR THE FAST ACT PREVIOUS TO THE FAST ACT.
OF THAT FLORIDA AND ARE OUR LOBBYISTS.
I'M GOING TO TELL YOU THE ADVOCATES THAT WE HAVE IN WASHINGTON, D.C.
I ALSO SIT ON THAT BOARD AS WELL AS [INAUDIBLE], AS WELL AS ALL THE OTHER ALPHABET SOUP ORGANIZATIONS NATIONALLY, INCLUDING [INAUDIBLE] AND LEAGUE OF CITIES.
THAT WAS SOMETHING THAT WAS REALLY IMPORTANT TO ALL OF US BECAUSE A RISING TIDE LIFTS ALL BOATS.
AND THAT'S ACTUALLY A REALLY IMPORTANT FACTOR WHEN YOU TALK ABOUT TRANSPORTATION.
SO THAT INCREASE TO THE FLORIDA DEPARTMENT OF TRANSPORTATION OF $13.58 BILLION IS ABOVE WHAT WE USED TO GET IN THE LAST FUNDING BILL THAT ACTUALLY TURNS OUT TO BE A 35% INCREASE.
SO WHAT DOES THAT MEAN TO THE BROWARD MPO, THE ADVOCACY THAT YOU DID WITH [INAUDIBLE] WAS BASICALLY REPRESENTING OUR ORGANIZATION, THAT MADE A $50 MILLION INCREASE OVER THE FUNDING LIFETIME, WHICH IS FIVE YEARS OF THIS BILL.
SO WE GOT AN ADDITIONAL $50 MILLION.
IT WAS A 33% INCREASE OVER THE FAST ACT.
IT'S NOT LIKE ONE GROUP GOT AN INCREASE AND ANOTHER ONE DIDN'T.
SO IF YOU LOOK AT THE STBG MONEY, THAT IS ACTUALLY WHAT YOU'RE RESPONSIBLE TO PRIORITIZE.

THE STATE DEPARTMENT OF TRANSPORTATION CREATED THIS THING CALLED A TRIP PROGRAM.IT WAS FOR MPOS TO WORK TOGETHER, AND THAT WAS AN INCENTIVE PROGRAM FINANCIALLY AS WELL.
THAT IS WHAT STBG DOES IN THE NEW BILL.
THERE WERE SEVERAL AREAS THAT ACTUALLY INCREASED OUR FUNDING AND OUR WORK TOGETHER WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION, INCLUDING THE CARBON REDUCTION PROGRAM WHICH WAS ASSIGNED TO [INAUDIBLE].
AND WE'RE A TRANSPORTATION MANAGEMENT AREA, ACCORDING TO THE FEDERAL GOVERNMENT, THAT ACTUALLY HAD MORE COORDINATION AND COLLABORATION ON FIGURING OUT HOW TO REDUCE CARBON AND HOW TO MAKE SURE THESE PROJECTS THAT WE HAVE ARE ACTUALLY FURTHERING THE GOALS OF THE REGION.
THE BRIDGE INVESTMENT PROGRAM, SEVERAL OF YOU HAVE BRIDGES.
I'M SURE THAT'S ACTUALLY ANOTHER INCREASE AREA THAT WE SAW.
AND THEN FINALLY THE PROTECT ACT.
AND THAT CONVERSATION WITH THAT, THE [INAUDIBLE] REPRESENTATIVE OF THE NATIONAL ASSOCIATION FOR DOTS, YOU KNOW, MATT HARDY, HE ACTUALLY WORKED ON THAT FORMULA FUNDING AND HOW IT WAS SUPPOSED TO BE BETWEEN COMBINATION OF DOT WORK AND MPOS AND HOW THINGS ARE SUPPOSED TO BE MOVING FORWARD.
BUT THAT MONEY, THE STBG, THE MONIES THAT ARE ACTUALLY ASSIGNED FOR YOUR PRIORITIZATION AND CONSULTATION WITH DOT IS ALL PART AND PARCEL OF OUR CORE PRODUCTS. THE CORE PRODUCTS THAT WE HAVE TO PRODUCE IN THIS AGENCY IS A METROPOLITAN TRANSPORTATION PLAN, ALSO KNOWN AS THE LONG RANGE TRANSPORTATION PLAN, THE MULTIMODAL PRIORITY LIST.
WE HAVE DISCUSSIONS ABOUT THAT, WHERE YOU SEE HUNDREDS OF PROJECTS THAT WE THINK NEED TO BE FUNDED AND THEN ULTIMATELY THE JULY PRODUCT, WHICH IS THE TRANSPORTATION IMPROVEMENT PLAN, THOSE ARE THE THINGS THAT WE MUST DO.
AND IF YOU LOOK AT IT FROM AN OLIVE PERSPECTIVE, REALLY THE AREA THAT WE'RE TALKING ABOUT RIGHT NOW WITH THE DISTRICT IS BASICALLY A SPEAR. IT'S THIS TINY LITTLE WEDGE.
SO BASICALLY, OVER THANKSGIVING, WE HAD OUR TEAM MEMBERS TOGETHER GOING OVER THIS ENTIRE PROGRAM AND WE WERE IDENTIFYING THINGS GOING BACK AND FORTH WITH DISTRICT WORK PROGRAM STAFF IN CONSULTATION, FIGURING OUT WHAT WE NEEDED TO BE ABLE TO DO.
THIS NEXT YEAR WE'RE NOT GOING TO HAVE THAT TIME.
BECAUSE AS A STAFF, IT'S VERY DIFFICULT TO HAVE A $5 BILLION REVIEW AND DO IT IN THREE OR FOUR DAYS.
I MEAN, EVEN THE STATE DOESN'T DO THAT.
WHAT DOES THAT MEAN? THAT MEANS WE CAN'T SAY WE'RE GOING TO SPEND MORE MONEY THAN WE KNOW WE'RE GOING TO GET.
THAT WAS A DECISION THIS BOARD MADE AND MANY OF YOU ARE NEW TO THIS.
THOSE ATTRIBUTABLE FUNDS BY THAT BOARD WAS, HEY, YOU ADOPTED IT.
YOU SAID THAT YOU WANTED IT TO GO TO OFF SYSTEM PROJECTS.
NOW, SOMETIMES THAT'S NOT FEASIBLE, SOMETIMES IT IS.
IT'S ACTUALLY PRETTY STRAIGHTFORWARD.

THAT SAID, THOSE INCONSISTENCIES, ARE THEY REALLY INCONSISTENT? WE WANT TO PUT IN BIKE LANES.WE WANT TO PUT IN SIDEWALKS, BUT THEY'RE ON STATE FACILITIES AS OPPOSED TO OFF SYSTEM FACILITIES.
MARY TRANTALIS HAS A PROJECT IN THERE THAT IS AT GATEWAY IN FEDERAL HIGHWAY AND SUNRISE, PROBABLY A VERY UNIQUE CLUSTER OF TRANSPORTATION THAT WE'RE TRYING TO FIX.
IS THAT INCONSISTENT WITH THE MTP? YES. IS IT SOMETHING WE SHOULD DO? YES. SO THAT'S THE DISCUSSION THAT WE REALLY BEEN HAVING WITH THE DISTRICT IN WORKING TOGETHER TO FIGURE OUT WHAT THOSE PRIORITIZED PRIORITIZE ITEMS ARE.
IT IS A VERY IMPORTANT PRODUCT WHEN WE HAVE POLICIES AND PLANS THAT SAY DO THIS, THIS AND THIS.
THE RAMIFICATIONS OF THAT MEANS CERTAIN THINGS.
AND WE ALWAYS TELL YOU, I ALWAYS WHEN I GOT HERE 15 YEARS AGO, 14 YEARS AGO, I SAID, IF YOU GUYS WANTED TO PUT ALL OF YOUR MONEY INTO A BIG POT IN THE MIDDLE OF THIS ROOM, LIGHT IT ON FIRE AND WATCH IT BURN.
I WOULD TELL YOU, PLEASE DON'T DO THAT, BUT WE CAN'T STOP YOU FROM DOING THAT.
AND THAT'S ACTUALLY WHAT'S REALLY IMPORTANT PART OF THE PROCESS, BECAUSE IT'S WHAT YOU DECIDE.
THOSE RECOMMENDATIONS THAT YOU DECIDE HAVE FUTURE IMPACTS.
AND THAT'S WHERE THIS IS COMING FROM.
THESE INCONSISTENCIES ARE BECAUSE WE'RE TRYING TO BALANCE OUT THE BOOKS.
HOWEVER, IT'S INCONSISTENT WITH YOUR LONG RANGE PLAN.
SO THIS WHOLE THING STARTS OVER AND OVER AGAIN.
IT'S REALLY IMPORTANT THAT WE'RE WORKING TOGETHER WITH THE DISTRICT TO MAKE SURE THAT DOESN'T HAPPEN TO THEM NOR US, BECAUSE IT IS EXTRA WORK THAT IS COMPLETELY UNNECESSARY IF WE DO OUR JOB RIGHT AT THE BEGINNING.
THAT SAID, WHAT I'M GOING TO HEAR FOR YOU TODAY IS THIS RECOMMENDATION AND GERRY'S GOING TO GET UP.
DISTRICT SECRETARY O'REILLY IS GOING TO GET UP AND MAKE A PRESENTATION WITH HIS TEAM.
THE IMPORTANT THING TO RECOGNIZE IS WE WORK WELL TOGETHER.
OUR TEAMS ARE ABLE TO WORK TOGETHER TO MAKE THINGS HAPPEN.
THAT SAID, 50% OF THEIR BUDGET IS IN THIS AGENCY, 50% OF THEIR BUDGET WE HAVE TO REVIEW TOGETHER.
IN WORKING TOGETHER WITH THEM.
IT'S BEEN A REALLY GREAT PROCESS OVER THE LAST 15 YEARS.

WHY? BECAUSE I THINK EVERY MUNICIPALITY HERE KNOWS WHAT'S HAPPENING WITH COSTS.
IF YOU'RE DOING CONSTRUCTION PROJECTS, YOU KNOW YOUR COSTS ARE GOING UP.
OUR COSTS HAVE GONE UP TREMENDOUSLY IN ALL AREAS OF CONSTRUCTION.

WE'RE NOT TRYING TO SAVE MONEY WERE TRYING TO SPEND EVERY PENNY ON PROJECTS.
AND THE RESULT IS THE WORK PROGRAM.

SO FOR THOSE OF YOU WHO KNOW SOUTHWEST 10TH STREET, YOU KNOW, NORTH IS HILLSBOROUGH ON EAST, WEST, SOUTH [INAUDIBLE] AND IT'S GOT THE NORTH SOUTH ROADS GOING THROUGH COCONUT CREEK, GOING THROUGH WEST IS SUNRISE, I GUESS OUR WEST IS A STATE ROAD, SEVEN PARKLAND AND EAST OVER TO US-1, WE'RE GOING TO PUT TRAFFIC CONTROL DEVICES, CAMERAS, SPEED DETECTION DEVICES SO WE CAN CONTROL THOSE SIGNALS REALLY CLOSELY WITH BROWARD COUNTY TO MOVE TRAFFIC AROUND THE CONSTRUCTION AREA EASILY AS PEOPLE REROUTE ONTO THOSE OTHER STREETS, WE'LL MAKE SURE IT'S HAPPENING AS EFFICIENTLY AS POSSIBLE.

AND THE INTENT HERE WITH THESE TWO PLANS IS TO SET GOALPOSTS IN THE GROUND OF WHERE WE WANT TO GO FROM A TRANSPORTATION PERSPECTIVE IN THE NEXT 25 AND EVEN 75 YEARS AS WELL. SO THESE TWO KIND OF WORK TOGETHER IN LOCKSTEP AND HELP SET A VISION FOR TRANSPORTATION IN THE REGION.
SO I MENTIONED THAT WE ALWAYS LIKE TO THROW UP THESE CORE PRODUCT SLIDES.

AND WE DO A LOT OF ANALYSIS AND ASSESSMENT THAT'S A PART OF THE PLAN DEVELOPMENT, INCLUDING GETTING YOUR NEEDS IN FROM YOUR INDIVIDUAL CITIES FOR CONSIDERATION AS PART OF THE PLAN, DOING PROJECT PRIORITIZATION, SETTING UP FUNDING PROGRAMS, DEVELOPING A COST FEASIBLE PLAN, AND THEN ULTIMATELY BRINGING THE PLAN TO APPROVAL IN FRONT OF YOU ALL AS THE MPO BOARD.
IT'S A BIG PERFORMANCE METRIC ON OUR END, LOOKING AT RESILIENCY, ADAPTING TO CLIMATE CHANGE, MAKING SURE THAT OUR TRANSPORTATION FACILITIES ARE RESPONSIVE TO WHAT'S HAPPENING IN THE FUTURE WITH RESPECT TO SOME OF THOSE CLIMATE CHANGE ISSUES.
LOOKING AT EMERGING TECHNOLOGIES, WE'RE HEARING A LOT ABOUT AUTOMATED, CONNECTED AND ELECTRIC SHARED VEHICLES, LOOKING AT SMART CITY INFRASTRUCTURE, HOW TO MAKE OUR TRAFFIC LIGHTS ON OUR TRAFFIC INFRASTRUCTURE MORE RESPONSIVE, AND ALSO BRING THAT UP TO DATE.
HOUSING IS NOT SOMETHING THAT WE TYPICALLY DO.
AND CENTRAL TO THAT IS HOUSING, RIGHT.
SO WE ARE GOING TO BE WORKING WITH EXPERTS IN THE COUNTY.
WE'RE NOT THE ONLY ONES DOING HOUSING.
THERE ARE FOLKS OUT THERE WHO SPECIFICALLY DO THAT.
RIGHT. SO WE'RE GOING TO BE WORKING WITH THE PLANNING COUNCIL AND OTHER FOLKS AS WELL TO PUT TOGETHER A HOUSING COORDINATION PLAN, BUT TIE TRANSPORTATION INTO IT AND MAKE SURE THAT WE ARE LOOKING AT WHERE PEOPLE LIVE, WHERE THEY WORK, WHERE THEY DO THEIR DAILY NEEDS, AND HOW TRANSPORTATION AND MULTIMODAL TRANSPORTATION NEEDS CAN BE PROPOSED TO MEET AND MAKE THOSE CONNECTIONS.
I'M NOT GOING TO SPEND A WHOLE LOT OF TIME ON THIS SLIDE.
THE FIRST ONE BEING THE COST FEASIBLE PLAN.
BUT THEN THERE ARE TWO OTHER PORTIONS OF THE PLAN AS WELL, THE ILLUSTRATIVE AND THE NEEDS PLAN, WHICH ARE TECHNICALLY NOT FEDERALLY REQUIRED, BUT THEY'RE IMPORTANT TO BE AN ESPECIALLY IF YOU'RE LOOKING AT PURSUING GRANT APPLICATIONS.
SO I KNOW MANY OF YOU ALL ARE PURSUING FEDERAL GRANT APPLICATIONS.

AND AGAIN, THIS APPLIES TO TRANSPORTATION PROJECTS ONLY, BUT THAT'S WHERE YOUR PROJECTS CAN LIVE.AND THERE WILL BE MORE ON THAT AS WE DEVELOP THE PLAN.
BUT WE THREW THAT UP HERE SO THAT YOU ALL ARE AWARE THAT WITH ALL OF THIS FEDERAL TRANSPORTATION MONEY THAT IS LARGELY DISCRETIONARY COMING DOWN THE PIKE, WE WANT YOU TO BE AWARE THAT YOU'RE GOING TO HAVE TO COORDINATE WITH US, EVEN IF YOU'RE SAYING, HEY, I'M JUST LOOKING TO SPEND LOCAL MONEY ON THIS PROJECT AND SEEK FEDERAL TRANSPORTATION FUNDING, YOU'RE STILL GOING TO HAVE TO MAKE SURE THAT THOSE PROJECTS GET INTO OUR PLAN.
THE PLAN IS DIVIDED INTO FOUR DIFFERENT TIME BANDS.
THE FIRST ONE BEING THE COMMITTED TIME BAND.
WE PULL THAT IN AS THE FIRST TIME BAND FOR THE METROPOLITAN TRANSPORTATION PLAN AND THEN THE OTHER THREE TIME BANDS ARE BROKEN UP INTO TWO FIVE YEAR TIME BANDS AND 110 YEAR TIME BAND. SO ESSENTIALLY WHEN WE'RE DEVELOPING THAT COST CONSTRAINT OR THAT COST FEASIBLE ASPECT OF THE PLAN, WE ARE DIVVYING UP THE MONEY INTO THOSE TIME BANDS TO MAKE SURE THAT WE'RE NOT JUST LOADING UP ALL THE MONEY AT THE BEGINNING OF THE PLAN OR AT THE END OF THE PLAN.
WE'RE SPREADING IT OUT OVER THE PLAN, THE LIFE OF THE PLAN ITSELF.
HERE'S A QUICK OVERVIEW OF THE SCHEDULE.
IT'S VERY INVOLVED. YOU'RE GOING TO BE HEARING FROM MYSELF AND ALSO OUR CO PROJECT MANAGER, CHRISTOPHER RESTREPO, WHO'S IN THE AUDIENCE QUITE OFTEN THROUGHOUT THIS PROCESS. SO WE'RE GOING TO BE DOING THE CALL FOR PROJECTS IN EARLY 2023, OUR NEEDS ASSESSMENT, WHERE WE'RE BASICALLY TAKING THOSE PROJECTS AND IDENTIFYING ADDITIONAL MPO NEEDS THAT NEED TO GO ON TOP OF THAT.
AND THEN HOPEFULLY WE'RE HOPING TO HAVE A DRAFT METROPOLITAN TRANSPORTATION PLAN BY SPRING OF 24 SO THAT WE CAN MEET OUR ADOPTION TARGET OF DECEMBER 2024 FOR THE METROPOLITAN TRANSPORTATION PLAN FOR THE 2050.
WE'RE GOING TO BE DOING A LOT OF PUBLIC OUTREACH AS PART OF THIS PLAN.
THIS IS JUST A BASELINE FOR US.
THIS IS NOT WE'RE DOING 20 PUBLIC MEETINGS AND WE'RE DONE.
YOU'RE GOING TO SEE THERE'S A FLIER THAT SHOULD BE PUT IN FRONT OF YOU.
THAT IS AN ANNOUNCEMENT FOR THE CALL FOR PROJECTS.
THIS HAPPENS ONCE EVERY FIVE YEARS, FOLKS.
SO THIS IS LARGE AMOUNTS OF DOLLARS THAT ARE ON THE TABLE.
SO AGAIN, WE WANT YOUR CITY TO BE ABLE TO COMPETE FOR THOSE FUNDS.
WE'RE GOING TO BE HITTING THIS HARD WITH THE TECHNICAL ADVISORY COMMITTEE, WHO IS THE ADVISORY COMMITTEE TO THIS MPO BOARD AND ASKING THEM TO MEET WITH US, HAVING STAFF COME TO MEET WITH US. AND IT'S IMPORTANT TO NOTE THAT WE ARE REQUESTING AS PART OF THOSE ONE ON ONE MEETINGS THAT THE MPO BOARD MEMBER IS PRESENT FOR THOSE DISCUSSIONS.
I MEAN, WE'RE TALKING MORE THAN $3 MILLION.
AND WE WANT TO MAKE SURE THAT THE STAFF DESIRES AND THE COMMISSION DESIRES ARE IN LINE.
WE'VE UNFORTUNATELY RUN INTO SITUATIONS IN THE PAST WHERE STAFF COMES AND PROPOSES A PROJECT.
WE'RE GETTING READY TO APPROVE THE PLAN AND WE HAVE AN MPO BOARD MEMBER OF THE COMMISSION GO.
WHERE DID THIS PROJECT COME FROM? WE HAVE NO IDEA ABOUT THIS PROJECT.
WE WANT TO MAKE SURE THAT YOUR PRIORITIES ARE ALIGNED.
THIS IS SOMETHING THAT WE CAN DISCUSS DURING THE MEETINGS AS WELL.
SO THOSE ARE THINGS THAT THAT WE CAN CERTAINLY DISCUSS.
AND THERE'S AN OPPORTUNITY TO INCLUDE THOSE THINGS IN THE METROPOLITAN TRANSPORTATION PLAN.
COMPLETE STREETS AND LOCALIZED INITIATIVES THAT YOU HEARD FROM EARLIER IS GREAT FOR SMALLER PROJECTS THAT PROGRAM WILL BE MAINTAINED, AT LEAST FOR THE FORESEEABLE FUTURE IN THE PLAN. BUT THIS IS YOUR OPPORTUNITY TO GET BIG PROJECTS CONSIDERED FOR FEDERAL AND STATE FUNDING.
