OUR FIRST PRESENTATION IS AN MPO SURTAX TECH SERVICES UPDATE, AND TODD BROWER IS HERE TO GIVE US THAT UPDATE.

GOOD MORNING, EVERYBODY.

SO I'M HERE IN PLACE OF BRIAN [INAUDIBLE].

HE IS THE MPO SURTAX MANAGER.

SO HE WORKS WITH THE MAP ADMINISTRATOR AS WELL AS THE COUNTY ADMINISTRATOR THROUGH THAT PROCESS.

SO WE WERE PART OF THAT TEAM AND WE'RE HAPPY TO GIVE YOU A QUICK UPDATE AS EVERYBODY STARTS TO PREPARE FOR THE 2023 APPLICATION CYCLE.

AND KNOWING THAT BILL HAS THE HOOK, I'M GOING TO SET THE STANDARD.

I HOPE, THOUGH, TO BE ABLE TO BE INFORMATIVE TODAY, BUT TO DO IT WITH SOME BREVITY SO I DON'T GET THE HOOK AND I KEEP US MOVING, ALTHOUGH I'M NOT KEEPING US MOVING BY NOT MOVING FORWARD ON THE SLIDES. THERE WE GO.

ALL RIGHT. SO THE FIRST PLACE I LIKE TO START IS I WOULD LIKE TO BRING THE FRAMEWORK TOGETHER WITH WHAT IS THE MPOS ROLE IN THIS PROCESS.

AS YOU'RE AWARE, THERE'S A MINIMUM ANNUAL GUARANTEE THAT THE COUNTY HAS SET ASIDE FOR MUNICIPAL PROJECTS.

BUT IT'S NOT JUST MUNICIPAL PROJECTS THAT ALSO INCLUDES THAT 10%, THE COMMUNITY SHUTTLE PROGRAM, AS WELL AS THE REHAB AND MAINTENANCE TO LOOK FOR THOSE AREAS WHERE THEY CAN IMPROVE THE STREETS, NOT JUST REDO THEM OR LOOK FOR OTHER IMPROVEMENTS.

AND THEN A CONTINGENCY PROGRAM, BECAUSE AS YOU'RE ALL AWARE, INFLATION HAS BEEN A LITTLE WILD.

SO THERE IS AN AWARENESS THAT WHAT WE THOUGHT WAS GOING TO COST SOMETHING TODAY WILL COST SOMETHING VERY DIFFERENTLY IN THE NEXT FIVE, TEN, SO FORTH YEAR.

SO ALL OF THAT IS PART OF THAT.

BUT WHAT WE WORK WITH THEN IS THE MUNICIPAL CAPITAL PROJECTS AND OUR MAJOR ROLE IS TO RANK AND TO RECOMMEND THOSE PROJECTS.

AND THAT IS ALL DONE UNDER A PROCESS THAT'S CALLED THE NEW MPO EVALUATION AND RANKING PROCESS.

WE WORK WITH THE MAP ADMINISTRATOR AND THE COUNTY ADMINISTRATOR EVERY YEAR TO GO OVER IT.

WE GO THROUGH LESSONS LEARNED.

WHAT COULD WE DO TO HELP THE PROGRAM MATURE? AND I'M HAPPY TO REPORT THAT IT HAS MATURED.

WE'RE IN NOW. WHAT WILL BE THE CYCLE FOR WE CALL IT 2023 OPEN APPLICATION PERIOD FROM OUR END.

BUT IN THE LAST FOUR YEARS, A LOT OF THINGS HAVE BEEN LEARNED AND THE PROGRAM HAS BEEN TIGHTENED GREATLY.

SO I ALWAYS LIKE TO SHOW THIS BECAUSE THIS IS EXACTLY WHAT THE APPLICATION SHOWS.

THESE ARE ALL THE IMPROVEMENTS THAT ARE ELIGIBLE TO RECEIVE FUNDING.

THERE ARE ADDITIONAL RESTRICTIONS.

SO WHERE YOU SEE STARS, THERE CAN BE OTHER RESTRICTIONS OR OTHER REQUIREMENTS THAT THE COUNTY ASKS FOR AS PART OF THAT PROCESS, EITHER LIKE WITH SOUND WALLS AND ADDITIONAL STUDY TO MAKE SURE THAT IT'S WITHIN THE REQUIREMENTS OF IT.

THERE'S GREEN BOOK REQUIREMENTS AS WELL, BUT THIS IS WHAT THE APPLICATION HOLDS THEN IS ALL THE OPTIONS THAT AN APPLICANT CAN LOOK AT RELATIVE TO THE ELIGIBILITY.

NOW, AGAIN, IT'S IMPORTANT TO STATE THAT THE MPO DOES NOT MAKE ELIGIBILITY DETERMINATIONS.

THAT IS THE TRANSPORTATION SURTAX GENERAL COUNCIL AS WELL AS THE OVERSIGHT BOARD THAT DOES THE FINAL ELIGIBILITY.

BUT WE AT LEAST WORK WITH THAT TEAM TO THEN GIVE THE LIST OF THESE ARE THE IMPROVEMENTS THAT ARE ELIGIBLE TO RECEIVE FUNDING IN SOME SOURCE.

SO SUBMITTING THE PROCESS IS A THREE STEP PROCESS FOR OUR APPLICANTS.

WE ASKED FOR GENERAL INFORMATION AS WELL AS SUPPORT AND COMMITMENT.

ALL OF THIS IS RELATIVE TO THE SECOND AMENDMENT AS WELL AS IN THE THIRD STEP OF FUNDING AND IMPLEMENTATION.

SO THIS IS PHASE SPECIFIC.

SO WE ASKED THE APPLICANTS, EVEN IF THEY WANT TO GO FROM PLANNING ALL THE WAY TO CONSTRUCTION, THAT THEY ARE SUBMITTING THEM ON ONE PHASE.

SO THAT WAY WE KNOW WHAT THEIR PRIORITY IS IT DESIGN IS A CONSTRUCTION IF IT'S DESIGNED.

WE DO ACKNOWLEDGE THAT LIKELY THE PROJECT WILL MOVE FORWARD TO CONSTRUCTION.

SO WE DO ASK FOR THAT INFORMATION, KNOWING THAT IN THE FIFTH YEAR OF THE PLAN, SHOULD IT BE THEN IMPLEMENTED BY THE COMMISSION, THAT EXCUSE ME, THAT IT WOULD BE DESIGNED FIRST. SO THAT'S WHY WE ASK THEM TO SO WE KNOW WHAT THEIR REQUIREMENTS ARE.

THE IMPORTANT THING THERE THAT I WAS NOTICING WAS THAT I JUST WANT TO POINT OUT IS THAT WE DO ASK EVERYBODY TO GIVE US A CALL.

EVERYTHING IS ONLINE.

THERE'S A PROCESS THAT THEY WORK WITH TO GET THEIR PASSWORD.

AND ALREADY WE'VE GOT ONE MEETING THAT WE'VE ALREADY COMPLETED FOR THAT ARE SCHEDULED AND THEN TWO OTHERS THAT HAVE GOTTEN THEIR PASSWORD.

WE'VE ALREADY GOT FOLKS IN THERE BUILDING THEIR APPLICATIONS, BUT TO BE ABLE TO SUBMIT THIS IS THE IMPORTANT DATE THAT I WANT TO MAKE SURE THAT I'M ON A RECORD OF FEBRUARY 10TH, THAT FRIDAY, THAT IS WHEN THE PORTAL OPENS UP TO WHERE THEN YOU CAN SUBMIT THOSE APPLICATIONS SO YOU CAN BUILD AN APPLICATION AT ANY TIME.

WE WORK WITH THE APPLICANTS AT THAT POINT, BUT THE SUBMITTAL PERIOD IS BETWEEN THE 10TH OF FEBRUARY AND THE 10TH OF MARCH.

AND THEN WE HAVE TO HAVE OUR COMMITMENT TO THE COUNTY BY JUNE 1ST.

AND THEN THIS IS THE PROCESS OF DOT ADDING THEM TO THE TIP.

AND THEN THE CORDOVA ROAD ONE IS IF YOU'RE STILL ON 17TH STREET BUT MORE WEST, AND IF YOU TURN LEFT UP CORDOVA, IT'S FURTHER UP THAT STREET ALMOST TOWARDS THE END OF CORDOVA, ANOTHER LITTLE BRIDGE INTO AN AISLES.

AND THEN THERE'S ALSO FOUR CHARGING PLUGS PER UNIT PER STATION LOCATION.

SO WHAT WAS THE PURPOSE? WE REALLY WANTED TO DEVELOP A FRAMEWORK THAT COULD BE APPLIED CONSISTENTLY THROUGHOUT THE CORRIDORS WHEN WE'RE LOOKING AT RESILIENCY PROJECTS AND MAKE SURE THAT WE'RE FOLLOWING THE SAME METHODOLOGY, REGARDLESS OF OWNERSHIP, REGARDLESS OF LOCATION.

SO IN 2015 AND 2016, THE MPO DID TWO SEPARATE VULNERABILITY STUDIES TO IDENTIFY CORRIDORS THAT WERE VULNERABLE TO CLIMATE CHANGE.

FROM THAT, WE GOT SOMEWHERE IN THE NEIGHBORHOOD OF 300 CORRIDORS.

THOSE WERE RANKED AND THEN PUT INTO THE 2045 MTP.

EIGHT OF THEM MADE IT INTO THE 25 2045 MTP.

AND I'LL SHOW YOU IN JUST A SECOND WHICH ONE MADE IT IN.

BUT WE WERE BUILDING UP ON THE PREVIOUS WORK.

IT WAS A 12 WORK STUDY AGAIN, AT FLEMING AND THE PROCESS WE DEVELOPED A TECHNICAL WORKING GROUP WITH FDOT DISTRICT FOR THE MUNICIPALITIES SELF WATER MANAGEMENT DISTRICT, FLORIDA ATLANTIC UNIVERSITY, BROWARD COUNTY AND A FEW OTHER PARTICIPANTS AS WELL.

THESE ARE THE EIGHT CORRIDORS THAT ARE IN THE 2045 MTP.

BY NO MEANS IS THAT A COMPLETE PICTURE OF WHAT'S GOING ON HERE IN SOUTH FLORIDA, BUT THESE WERE THE ONES THAT RANK THE HIGHEST.

AND THIS IS WHERE WE WANT TO START APPLYING THE PROTOTYPE, MAKE SURE THAT IT WORKS AND THEN EXPAND OUT FROM THERE.

SO THE FRAMEWORK ITSELF IS A NINE STEP PROCESS.

WE WANTED IT TO BE HOLISTIC AND NOT JUST LOOK AT A SINGLE CORRIDOR.

SO WE ACTUALLY LOOK OUTSIDE OF THE CORRIDOR.

WE WANT TO MAKE SURE WHATEVER WE'RE PROPOSING IS NOT CAUSING ADDITIONAL ISSUES IN ITSELF AND THAT WE'RE ADDRESSING HOLISTICALLY EVERYTHING IN THE AREA.

WE WANT TO TALK ABOUT ENVIRONMENTAL, WE WANT TO TALK ABOUT SOCIOECONOMIC.

WE WANT TO TALK ABOUT THE NEIGHBORHOODS, EVERYTHING.

SO WHAT'S BEING IMPACTED AND WHAT IMPACT WILL THE FIXES HAVE AND MAKE SURE THAT WE'RE ADDRESSING EVERYTHING.

OUR INITIAL STEP IS GOING TO BE TO SELECT THE STRESSOR.

WE'RE LOOKING AT PRECIPITATION, STORM SURGE, SEA LEVEL RISE AND TEMPERATURE.

PROGRAMMATIC WAS SOMETHING THAT CAME UP AND WE WILL LOOK AT THAT KIND OF THROUGHOUT THE WHOLE NINE STEP PROCESS, REALLY IN STEP EIGHT.

BUT THAT'S GOING TO BE WHERE WE'RE LOOKING AT THE DATA.

WE'RE LOOKING AT CAPABILITIES OF STAFF, WE'RE TALKING THE NEIGHBORHOODS.

THEY WANT THIS. SO ANYTHING THAT COULD STAND IN THE WAY THAT'S NOT RELATED DIRECTLY TO AN IMPROVEMENT.

FROM THERE, WE'RE GOING TO LOOK AT WEATHER RISK.

SO WHAT IS ACTUALLY HAPPENING? SO WITH STORM SURGE, IS IT FLOODING IS AN EROSION.

IT'S A TIDAL EFFECT, OVERTOPPING.

WHAT'S ACTUALLY HAPPENING FROM THE RISK? AND WE ESTABLISH THE IMPACT.

LIKE I SAID, WE WANT TO BE HOLISTIC.

SO WE'RE LOOKING AT THE PHYSICAL INFRASTRUCTURE AS WELL AS THE SOCIOECONOMIC IMPACT AND THE COMMUNITY IMPACT FOR THE PHYSICAL.

IS IT TEMPORARY OR IS IT PERMANENT? THAT'S ONE OF THE MAIN THINGS WE WANT TO ESTABLISH.

THEN WE WANT TO LOOK AT THE SOCIAL VULNERABILITY OF THE NEIGHBORHOODS IF A ROAD IS FLOODING ONCE A YEAR, BUT IF IT'S FLOODING ONCE A MONTH AND YOU HAVE A HANDICAPPED PERSON WHO CAN'T GET TO A BUS TO GET TO WORK, TO GET TO A DOCTOR'S APPOINTMENT.

WHAT ARE THE BIGGER IMPACTS THERE? AND WE'RE STARTING HERE TO KIND OF BUILD OUT AND EXPAND OUR STAKEHOLDER LIST THROUGHOUT THE PROCESS.

FOLLOWING THAT, WE LOOK AT PROXY INDICATORS.

SO WHAT? WHAT DO WE KNOW THAT'S HAPPENING? WHAT ARE THE LOCAL PEOPLE SAY? WE CAN LOOK AT THINGS ON A MAP.

WE CAN LOOK AT THINGS IN A MODEL, BUT IT DOESN'T TELL THE FULL STORY.

SO THE PROXY INDICATORS IS REALLY WHAT WE'RE GOING TO GO OUT.

WE'RE GOING TO TALK TO THE LOCAL OFFICIALS, WE'RE GOING TO TALK TO THE LOCAL NEIGHBORHOODS, REALLY KIND OF UNDERSTAND WHAT'S HAPPENING AND GET A WHOLE MORE HOLISTIC PICTURE OF THE ACTUAL HAPPENINGS VERSUS LOOKING AT IT ON A COMPUTER SCREEN.

THEN WE'RE GOING TO IDENTIFY THE PHYSICAL ASSETS AT RISK.

WHAT BRIDGES, WHAT CULVERTS, WHAT ARE ITS STRUCTURE? WHAT DO WE NEED TO REALLY THINK ABOUT HARDENING? WHAT DO WE NEED TO THINK ABOUT FIXING? WHAT ARE WE THINKING NEED TO BE ADDRESSED? FROM THERE WE GO TO A ROOT CAUSE ANALYSIS, AND THIS IS WHERE WE GO IDENTIFY THE ROOT CAUSE OF THE PROBLEM.

SO WE'RE HAVING FLOODING IN A NEIGHBORHOOD.

DO WE HAVE BACKFLOW PREVENTERS ON THE PIPES? IS THE PIPE BROKEN? SO REALLY KIND OF DO THE ROOT CAUSE ANALYSIS AND THEN SELECT RESPONSES.

WE'VE DEVELOPED A TOOLBOX TO GO ALONG WITH THE FRAMEWORK THAT WILL BE A STARTING POINT.

WE KNOW AS WE MOVE THROUGH THIS PROCESS, IT'S GOING TO EXPAND.

BUT SOMETHING I WANTED TO POINT OUT ABOUT THE TOOLBOX IS WE REALLY.

WELL. HERE WE GO.

WE REALLY WANTED TO MAKE SURE THAT WE WERE LOOKING AT COST TIME.

AND IS THIS SOMETHING THAT IS A SINGLE SOLUTION OR A SET OF PROBLEMS? SO INVESTMENT HERE, THEY'RE GOING TO COST A LOT OF MONEY OR DO SOMETHING THAT WE DO INSIDE THE RIGHT AWAY THAT WE CAN GET DONE PRETTY IMMEDIATELY.

IS THIS SOMETHING THAT'S GOING TO BE LIKE A ROAD RACING WHERE YOU'RE GOING TO HAVE TO LOOK AT A MUCH BIGGER SOLUTION BUT REALLY KIND OF DIVIDE OUR SOLUTIONS INTO SHORT TERM AND LONG TERM WHERE WE CAN GET SOME IMPLEMENTATION MAYBE QUICKER TO SOLVE SOME OF THE PROBLEMS THAT WE'RE FACING NOW, KNOWING THAT WE'RE GOING TO HAVE BIGGER PROBLEMS IN THE LONG RUN THAT WE CAN PLAN FOR.

WE KNOW THAT WE HAVE LIMITED INVESTMENT, THAT WE WANT TO MAKE A SMARTER INVESTMENT AS WE CAN.

SO THEN WE'RE GOING TO LOOK AT THE ADDITIONAL CONSIDERATION.

HERE'S ANOTHER OPPORTUNITY TO BE MORE HOLISTIC, RIGHT, TO LOOK AT THE SOCIOECONOMIC IMPACTS THAT WE'VE IDENTIFIED.

WE ALSO WANT TO LOOK AT LAND USE, ZONING, SEE WHAT POSSIBLY CAN HAPPEN THERE.

AND THEN THIS IS WHERE THE PROGRAMMATIC ISSUES COME IN AS WELL.

LOOKING BACK, DO WE HAVE EVERYTHING THAT WE NEED ON THE GROUND TO MAKE THIS SUCCESSFUL? AND THEN, YOU KNOW, ARE THE WORK DOING A AND B, OR DO WE JUST GO DIRECTLY INTO PLAN C, KNOW WE WANT TO DO A COST BENEFIT ANALYSIS AND MAKE SURE THAT WE'RE MAKING THE SMART INVESTMENTS.

SO ONCE WE GET THROUGH THE EIGHT STEPS, THAT'S WHERE WE COME TO PROGRAM READY.

THIS IS WHERE WE HAVE A SOLID SCOPE FOR THE PROJECT.

WE HAVE SOLID COST ESTIMATES.

SO THIS IS JUST KIND OF AN OVERALL.

BUT I WANTED TO POINT OUT THAT FEEDBACK LOOPS THAT WE'VE BUILT IN COMMUNITY INVOLVEMENT ARE VERY IMPORTANT FROM DAY ONE.

IT'S PART OF ALL NINE OF THE STEPS.

AND THEN STEP SIX FEEDS BACK INTO STEP THREE AND STEP EIGHT FEEDS BACK INTO STEP SEVEN.

SO WE ALWAYS HAVE THE OPPORTUNITY TO GO BACK AND ADDRESS SOMETHING THAT COMES UP OR THAT WE MISSED ALONG THE PROCESS.

AND SO WHAT ARE OUR NEXT STEPS? WE ARE WANTING TO DO THIS FRAMEWORK.

APPLY IT TO HOLLYWOOD BOULEVARD FROM YOUNG CIRCLE TO A1A AT THE PROTOTYPE TO REALLY DEFINE THE ANY ISSUES THAT WE SEE, MAKE SURE THAT IT'S WORKING THE WAY THAT WE THINK IT'S GOING TO WORK AND VALIDATE THE METHODOLOGY THAT WE DEVELOPED.

AND THEN WE'LL TAKE THAT AND APPLY IT TO THOSE OTHER CORRIDORS.

AND WE'RE WORKING WITH THE 2050 MTP TEAM TO FIGURE OUT HOW THIS CAN FIT IN GOING FORWARD IN THE 2050 AND BECOME A PART OF SOMETHING BIGGER.

BUT WHAT WE'RE HERE TODAY FOR IS TO ASK FOR YOUR APPROVAL TO MOVE FORWARD WITH THE PROTOTYPE.

YOU CAN LOOK VERY CLOSELY AT OUR C SELECT PROGRAM AND SEE THE TYPES OF CRITERIA THAT WE'RE GOING TO BE LOOKING AT EQUITY, WE'RE GOING TO BE LOOKING AT MOBILITY.

SO LOOKING AT OUR CONGESTED ROADWAYS, WE'RE ALSO GOING BE LOOKING AT BICYCLE, PEDESTRIAN CONNECTIONS, THOSE TYPES OF THINGS.

THIS CAME UP LAST TIME WHEN WE DEVELOPED THE 2045 AND DEVELOPING THE PRIORITIZATION CRITERIA AHEAD OF THE CALL FOR PROJECTS IS JUST SOMETHING THAT'S VERY DIFFICULT IN THE TIME FRAME TO DO.

THAT SAID, WHEN YOU LOOK AT THE APPLICATION PROCESS FOR THE CALL FOR PROJECTS, WE ARE TAKING THE PROJECT AS IS, RIGHT? SO IF YOU, FOR EXAMPLE, HAVE A NEED, WHETHER IT BE CAPACITY, WHETHER IT BE BIKE PED FROM POINT A TO POINT B, THAT'S LITERALLY ALL WE'RE ASKING FOR THAT THE MTP IS SO HIGH LEVEL THAT WE'RE NOT GETTING INTO WHETHER THE PROJECT HAS BIO SWALES OR HAS THOSE TYPES OF ELEMENTS.

IT'S JUST WE'RE AT THE 30,000 FOOT LEVEL.

SO AGAIN, WHEN YOU'RE THINKING ABOUT CRITERIA, YOU KNOW, THE AREAS WHERE THE MPO IS LOOKING AT CRITERIA IN GENERAL, AGAIN LOOKING AT THE C PROGRAM, EQUITY, MOBILITY ACCESSIBILITY, POPULATION EMPLOYMENT RATIOS, RIGHT? SO THINK ABOUT THAT.

AND IN TERMS OF, YOU KNOW, THOSE AREAS THAT A PROJECT MAY BE NEEDED, RIGHT, AND WHERE THEY WOULD RANK HIGH IN THOSE PARTICULAR AREAS.

SO THE PROJECT PRIORITIZATION PROCESS IS SOMETHING THAT WE'RE GOING TO BE DEVELOPING IN CONJUNCTION WITH THE TAC.

THIS IS GOING TO BE A SHORT PRESENTATION JUST TO GIVE YOU ALL A QUICK OVERVIEW OF THE TRANSPORTATION, HOUSING, URBAN DEVELOPMENT AND RELATED AGENCIES FUNDING THAT WAS APPROVED THROUGH THE FISCAL YEAR 2023 OMNIBUS BILL.

YOU PROBABLY HEARD A LITTLE BIT ABOUT THIS, THAT CONGRESS IS WORKING REALLY HARD TO GET AN OMNIBUS BILL PASSED.

KIND OF AS USUAL, CONGRESS IS A LITTLE BIT DYSFUNCTIONAL AT THE MOMENT.

WE'RE GETTING THINGS DONE. LAST MINUTE THIS CAME TO THE PRESIDENT'S DESK, I THINK LIKE DECEMBER 30TH OR SOMETHING, AND IT WAS SIGNED.

FORTUNATELY, THIS TIME AROUND, THERE WAS A LOT OF FUNDING THAT WAS INCLUDED IN THE BILL, $1.7 TRILLION WORTH OF FUNDING, AND IT WAS BROKEN UP BETWEEN DIFFERENT AGENCIES.

AND YOU CAN SEE HERE JUST AN OVERVIEW OF SOME OF THE AGENCIES THAT WOULD WHERE THE FUNDING WOULD KIND OF AFFECT US.

AGAIN, FROM AN MPO PERSPECTIVE, LOOKING AT IT FROM A TRANSPORTATION PERSPECTIVE.

SO THE FIRST PLACE IS THE DEPARTMENT OF TRANSPORTATION HAS $106.3 BILLION WORTH OF FUNDING THAT WAS ALLOCATED THROUGH THE OMNIBUS BILL, AND THAT WAS AN INCREASE OVER, I BELIEVE, $3.6 BILLION FROM THE PREVIOUS SPENDING BILL.

ALSO, AS PART OF THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, THERE WERE SOME TRANSPORTATION PROJECTS THAT WERE INCLUDED THROUGH HUD.

OVERALL, HUD RECEIVED $58.2 BILLION WORTH OF FUNDING.

AND THEN THERE ARE OTHER AGENCIES AS WELL.

AND THESE WOULD BE LIKE THE HEALTH SECTOR AND OTHER THINGS RECEIVED ABOUT $419.5 MILLION.

SO YOU CAN SEE INFRASTRUCTURE, RIGHT? HOUSING AND INFRASTRUCTURE, BIG NUMBERS FOR THOSE AREAS.

SO THIS IS JUST A LITTLE BIT ABOUT THE LEGISLATION ITSELF.

THERE WAS A BIG EMPHASIS ON IMPROVING SAFETY, HIGHWAYS, AVIATION, TRANSIT, RAIL AND PORT SYSTEM AND ALSO LOOKING AT EXPANDING BICYCLE AND PEDESTRIAN INFRASTRUCTURE.

AGAIN, THE ADMINISTRATION IS VERY INTERESTED IN KEEN IN THOSE TYPES OF INVESTMENTS.

SO AS A RESULT, THE OMNIBUS BILL REFLECTED A LOT OF THAT, ALSO REFLECTING AND REFLECTING THAT IN TRANSIT STATE OF GOOD REPAIR, MAKING SURE THAT WE GET THINGS LIKE NEW ROLLING STOCK AND NEW VEHICLES, LOOKING AT ADVANCING THE TECHNOLOGY OF THOSE VEHICLES.

SO ELECTRIFYING THE FLEET, STUFF LIKE THAT.

THAT WAS A LOT OF GOOD STUFF THAT WAS INCLUDED IN THE OMNIBUS BILL SPECIFICALLY AS IT AFFECTS THE BROWARD MPO.

WE SAW THE RETURN OF EARMARKS AND YOU KNOW, THEY KIND OF ARE A MIXED BAG, EARMARKS.

ON ONE HAND, IT'S GREAT BECAUSE IT'S A WAY FOR US TO GET ADDITIONAL FUNDING.

ON THE OTHER HAND, PEOPLE ARGUE THAT THOSE EARMARKS KIND OF JUST COME UP AND, YOU KNOW, THE QUALITY OF THE PROJECT MAY NOT NECESSARILY BE THERE.

RIGHT. IT'S BASED A LOT ON POLITICAL WILL.

BUT THE PROCESS THAT THE BROWARD MPO TOOK IN TERMS OF SUBMITTING EARMARKS, AS WE LOOKED AT PROJECTS THAT WERE EXISTING IN OUR TRANSPORTATION IMPROVEMENT PROGRAM.

SO WE KNOW THAT THESE PROJECTS WERE VETTED AT SOME POINT RIGHT THROUGH OUR LONG RANGE PLAN.

WE'RE PRIORITIZED BY THE BOARD AND THEN ULTIMATELY INCLUDED FOR FUNDING IN THE TIP.

SO WE TARGETED SPECIFICALLY THOSE PROJECTS AND YOU'LL SEE THOSE PROJECTS IN THE BLUE AT THE TOP.

THOSE WERE FUNDED THROUGH THE DEPARTMENT OF TRANSPORTATION AND THEY ARE SPECIFICALLY, AGAIN, ON PRIORITIES THAT WERE IN OUR TRANSPORTATION IMPROVEMENT PROGRAM.

THEY WILL BE REPLACING OUR FUNDING FROM WHAT WE CALL OUR CEW FUNDING OR THE MPO ATTRIBUTABLE FUNDING.

THOSE DOLLARS WILL BE REPLACING THAT, AND THAT MEANS WE'LL HAVE THOSE FUNDS TO REPURPOSE ON OTHER PROJECTS.

SO THAT'S A REALLY GREAT NEWS.

THERE WERE SOME OTHER PROJECTS THAT CAME THROUGH HOUSING AND URBAN DEVELOPMENT AND YOU SEE THOSE ARE IN THE GREEN AT THE BOTTOM.

WE'RE STILL NOT EXACTLY SURE HOW WE NEED TO COORDINATE WITH THOSE PROJECTS BECAUSE HOUSING AND URBAN DEVELOPMENT AND DOT TO DIFFERENT FEDERAL AGENCIES, WE TYPICALLY DEAL A LOT WITH DOT AND THAT'S WHERE WE GET ALL OF OUR TIP AMENDMENTS.

AND FOR EXAMPLE, THOSE PROJECTS IN THE BLUE, THOSE ARE ONES THAT YOU'RE GOING TO BE SEEING NOW AS PART OF AMENDMENTS SO THAT WE CAN REPLACE THE FUNDING ON THOSE PROJECTS.

WE'RE NOT EXACTLY SURE HOW WE'RE GOING TO BE ABLE TO HANDLE THOSE GREEN PROJECTS ARE.

THEY'RE GOING TO HAVE TO COME THROUGH AS TIP AMENDMENTS.

WE'LL SEE. I THINK THE CENTRAL OFFICE FOR EFFORT IS COORDINATING WITH FEDERAL HIGHWAY AND ALSO HOUSING AND URBAN DEVELOPMENT TO FIGURE OUT HOW WE GET THAT SORTED OUT.

BUT EITHER WAY, GOOD NEWS THAT THESE APPROPRIATIONS OR I SHOULD SAY THESE EARMARKS WERE PASSED AND INCLUDED IN THE BILL.

AND THERE'S ADDITIONAL FUNDING NOW FOR THE SOUTH FLORIDA REGION HERE ON THESE SPECIFIC PROJECTS.

SO WITH THAT, I'LL GLADLY ANSWER ANY QUESTIONS.

RIGHT? IT'S GOOD BECAUSE HAD THAT MONEY NOT COME IN, THOSE PROJECTS WOULD HAVE LIKELY FALLEN OFF THE WORK PROGRAM.

THEY'D HAVE TO GET DUMPED OUT. SO WE WERE ABLE TO KEEP THE WORK PROGRAM WHOLE AND KEEP IT FUNDED.

THE DOT IS OBVIOUSLY ADJUSTING ALL THEIR COST ESTIMATE SHEETS AND THINGS LIKE THAT AND THEIR INFLATION RATES AND THOSE TYPES OF THINGS.

AND AS WE NOW GET THROUGH THAT SLUG OF PROJECTS THAT HAVE EXPERIENCED THE COST INCREASES, WE'RE HOPING THAT PROJECTS THAT ARE GETTING FUNDED NOW, THE NEW FIFTH YEAR ARE GOING TO BE THEY'RE GOING TO HAVE A BETTER COST ESTIMATE ACCURATELY REFLECT THOSE INFLATION INCREASES.

SO THE ANSWER IS YES, WE HOPE SO THAT THE NEW FUNDING WILL HOPEFULLY BE ABLE TO COVER NOW NEW PROJECTS AND REALLY TAKE ADVANTAGE OF THAT.

BUT AS WE KNOW, COSTS HAVE INCREASED ACROSS THE BOARD FOR ALL TYPES OF MATERIALS, AND WE'RE EXPERIENCING THAT HERE AT THE MPO.

SO DISTRICT FOUR IS ADDRESSING THAT GAP OR THAT LINK IN THE EXPRESSWAY NETWORK WITH THE SOUTHWEST 10TH STREET CONNECTOR PROJECT.

SO THE RED SHOWS THAT THERE'S 51,000 DAILY TRIPS BETWEEN PALM BEACH, EAST OF I-95 AND BROAD, WEST OF THE TURNPIKE AND IN THE BLUE, WHICH SHOWS 23,000 DAILY TRIPS BETWEEN PALM BEACH, WEST OF TURNPIKE AND BROWARD, EAST OF 95.

TRAVEL DEMAND. TRAFFIC IS INCREASING ON THE EXPRESSWAY NETWORK.

48 TO 89% INCREASE.

SO ON SAWGRASS EXPRESSWAY, WEST OF FLORIDA'S TURNPIKE.

IT IS FORECASTED THAT THERE WILL BE A 48% INCREASE IN TRAFFIC ON SOUTHWEST 10TH, 60% INCREASE.

NOW, MOVING TO FLORIDA'S TURNPIKE SOUTH, IT WILL BE 89% INCREASE IN TRAFFIC AND TO THE NORTH, 78% INCREASE.

SO GROWTH IN THE AREA THAT MUST BE ACCOMMODATED ON THE ROADS IN ORDER TO PROVIDE A SAFE TRANSPORTATION NETWORK.

SO LET'S GET INTO WHAT WE'RE PROPOSING.

WE'RE GOING TO START ON SAWGRASS EXPRESSWAY, THE US 441 ALLIANCE ROAD INTERCHANGES, AS WELL AS SAWGRASS.

SO ON SAWGRASS, WHAT WE'RE PROPOSING ARE IS TO WIDEN SAWGRASS, THE FOUR TRAVEL LANES IN EACH DIRECTION.

THERE WILL BE AUXILIARY LANES BETWEEN THE INTERCHANGES AS NEEDED.

AND WE'RE ALSO PROPOSING A CD COLLECTIVE DISTRIBUTOR SYSTEM ON BOTH SIDES.

THERE IS ONE IN THE WESTBOUND DIRECTION.

WE'RE PROPOSING TO EXTEND THAT AND ADD IN THE EASTBOUND DIRECTION AS WELL.

THE BENEFITS OF THE CD SYSTEM IS THAT IT SEPARATES TRAFFIC INTO DIFFERENT DISTINCT PATHS, IMPROVING SAFETY, THAT WEAVING AND MANEUVERING TO GET OFF AT THE EXIT RAMPS. NOW IS REMOVED FROM THE SAWGRASS EXPRESS WITH THOSE HIGH SPEEDS 70 MILES PER HOUR WITH DESIGNED SPEED LANES AND TAKEN ON TO THE SEAT ON CD OR COLLECT TO DISTRIBUTE DISTRIBUTOR ROADWAY SYSTEM.

SO THAT WOULD BE TWO LANES IN EACH DIRECTION.

TYPICAL. WE'RE GOING TO GET INTO NOW WE'RE GOING TO USE THREE D RENDERINGS TO SHOW WHAT THE IMPROVEMENTS ARE PROPOSED AT US.

441 WE'RE LOOKING EAST ON THE SAWGRASS EXPRESSWAY TOWARDS FLORIDA'S TURNPIKE, SO THAT SHOWS THE WIDENING OF THE SAWGRASS EXPRESSWAY TO FOUR LANES.

THE BLUE SHOWS THE EASTBOUND AND THE WESTBOUND C D ROADS.

WE'RE PROPOSING TO ADD THE NEW OVERPASS BRIDGES.

WITH THOSE TWO NEW CITY ROADS WE WILL NEED TO BRIDGE OVER US FOR 41 ADDITIONAL LEFT TURN LANES TO GET ON TO THE SAWGRASS EXPRESSWAY, IMPROVE THAT CAPACITY SO THAT THE IMPROVE OPERATIONS ON US FOR 41.

AND THEN WE ALSO GOING TO BE PROPOSING INTERSECTION IMPROVEMENTS AT THE ADJACENT INTERSECTIONS TO THE NORTH AND TO THE SOUTH AT REGENCY LAKES BOULEVARD AND WINSTON PARK BOULEVARD.

NOW LET'S MOVE TO LIONS ROAD INTERCHANGE AGAIN.

WE'RE ON SAWGRASS EXPRESSWAY LOOKING EAST TOWARDS FLORIDA'S TURNPIKE.

SO AT LIONS ROAD AND HERE SHOWS THE SAWGRASS EXPRESSWAY, TRAVEL LANES, THE CD ROAD SYSTEMS EASTBOUND AND WESTBOUND AND THE TWO NEW OVERPASS BRIDGES TO ACCOMMODATE THOSE CD SYSTEMS. WE'RE CHANGING. WE'RE GOING TO RECONFIGURE THE EXISTING INTERCHANGE TO OUR DIAMOND INTERCHANGE AND THE SAME IMPROVE THE

SO IN THE EXISTING CONDITIONS, U-TURNS, BECAUSE THERE ARE NO DIRECT CONNECTIONS BETWEEN FLORIDA'S TURNPIKE AND SOUTHWEST 10TH STREET LANES, DRIVERS MAKE THAT MANEUVER TO ACCESS TO MAKE TO MAKE THAT CONNECTION.

SO RIGHT NOW THEY TRAVEL TO TWO SIGNALIZED INTERSECTIONS.

THEY HAVE TO INTERACT WITH THOSE TWO TRAFFIC SIGNALS.

AND THE MAIN LINE TOLLING CURRENTLY IS $2.14.

SO ONE $1.07 EACH WAY THAT YOU TURN MOVEMENT COST $2.14 IN THE PROPOSED CONDITIONS.

SO THAT'S WHAT THEY DO TODAY IN THE PROPOSED CONDITIONS, THE U-TURN THAT TEXAS U-TURN TAKES THAT MANEUVER OUT OF THE TRAFFIC, OUT OF THE TWO INTERSECTIONS, AND WITH A RECONFIGURATION OF A TOLL SIZE AT DEERFIELD BEACH MAINLINE SERVICE TOLL PLAZA, IT'S NOW MOVED WEST OF LYONS ROAD.

SO WHAT THE DRIVERS WILL BE PAYING TO MAKE THIS U-TURN IN OUR TWO RAMP TOLLS, WHICH TODAY WOULD BE COSTING $0.52 TOTAL.

SO IT REMOVES THE TRAFFIC FROM THE INTERSECTIONS AND THAT AND ALSO THAT TOLLING RECONFIGURATION REDUCES TOLLING COST.

AND INSTEAD OF DROPPING THE PEDESTRIAN SORRY, THE BICYCLISTS AT THE INTERCHANGE AND THE NOW TAKE IT UP TO THE NEXT INTERSECTION BEING CIRCLE BOULEVARD, CONNECTING TO MORE COMMUNITIES TO THE NORTH.

SO NOW LET'S GET TO THAT WORD SAWGRASS EXPRESSWAY.

AND NOW WE'RE GOING TO MOVE TO FLORIDA'S TURNPIKE.

SO WE'RE GOING TO SHOW WHAT WE'RE PROPOSING ON FLORIDA'S TURNPIKE, AS WELL AS THE INTERCHANGE.

SO ON FLORIDA'S TURNPIKE, WE'RE PROPOSING TO WALK INTO FOUR LANES, FOUR IN EACH DIRECTION, AS WELL AS AUXILIARY LANES.

AND THEN WE'RE ALSO PROVIDING A THROUGH LANE.

SO THAT THROUGH LANE AGAIN IS IT'S NOT ADDITIONAL TOLLS.

THE DIFFERENCE BETWEEN THE TWO ALTERNATIVES IS ONLY AT THIS INTERCHANGE, AND ONE ALTERNATIVE PROVIDES WITH THE SOUTHWEST 10TH STREET LANE.

SOUTHWEST 10TH STREET PROJECT WILL PROVIDE THAT CONNECTOR LANES AND THE LOCAL LANES.

SO THERE'S A TOTAL OF EIGHT POSSIBLE CONNECTIONS BETWEEN THOSE LANES AND FLORIDA'S TURNPIKE.

SO THE FIRST ONE WILL GO THROUGH WHAT THOSE CONNECTIONS ARE.

ALL RIGHT. TURNPIKE SOUTHBOUND TO THE LOCAL SOUTHWEST 10TH STREET LANES AND THE OPPOSITE MOVEMENT, WHICH IS SOUTHWEST 10TH STREET, LOCAL TO TURNPIKE, NORTHBOUND AND THEN NORTHBOUND TURNPIKE TO SOUTHWEST 10TH STREET CONNECTOR.

SO RIGHT OVER TO I-95.

AND THEN TO CONNECT TO I-95 TO TURNPIKE SOUTHBOUND.

SO ALTERNATIVE TO USES HAS THOSE SAME CONNECTIONS PLUS TWO ADDITIONAL.

SO THAT WOULD BE TURNPIKE NORTHBOUND TO SOUTHWEST 10TH STREET LOCAL AND SOUTHWEST 10TH STREET CONNECTOR TO TURNPIKE NORTHBOUND.

SO NINE I-95.

THIS ONE ADDS THAT NORTH CONNECTION BETWEEN 95 AND TURNPIKE NORTHBOUND.

AND BOTH ALTERNATIVES, THE ONLY IMPACTS WHEN IT COMES TO RIGHT OF WAY IS TWO OF THE QUIET WATERS PARK, THE TURNPIKE.

THE ENTERPRISE HAS BEEN COORDINATING NOT ONLY WITH BROWARD COUNTY REGARDING THE PARK, BUT WITH THE CITIES OF CORAL SPRINGS, COCONUT CREEK, DEERFIELD BEACH,

REGARDING THEY HAVE ALSO HAD A PREVIEW OF THE ALTERNATIVES AND WE'VE RECEIVED THEIR FEEDBACK BEFORE PRESENTING IT TO THE PUBLIC NEXT WEEK.

RIGHT NOW THAT'S THE ONLY OPTION, NOT THE ONLY OPTION, BUT AN OPTION THAT IS HEAVILY USED TO MAKE THIS CONNECTION THAT IS NOT THERE TODAY.

IN 2045, THE NOBEL CONDITION, IF WE DO NOTHING, THERE WOULD BE 850 VEHICLES MAKING THAT LIONS ROAD U-TURN IN ALTERNATIVE ONE THAT REDUCES IN THE BLUE 4% LESS THAN THE PEAK, 27% LESS THAN THE PEAK.

THE ALTERNATIVE TO THAT PROVIDES THE SIX OF THE EIGHT CONNECTIONS REDUCES THAT MANEUVER AT LIONS ROAD, THE MOST 59% IN THE AM AND 160 SORRY, AND 81% LESS IN THE PM PEAK.

YOU KNOW, WE'VE DEALT WITH THE TEN STREET EXISTING CONDITION FOR 30 YEARS.

THEY'RE MAKING IMPROVEMENTS TO THE TEN STREET CONNECTOR, WHICH YOU KNOW, IT'S A LARGE SCALE REGIONAL TRANSPORTATION PROJECT.

AND THE INTERCHANGE THAT THEY'RE PROPOSING DOES NOT PROVIDE FULL ACCESS TO THE TURNPIKE FROM TEN ST TO 95, AND IT'S POTENTIALLY GOING TO BE ANOTHER 30 YEAR MISTAKE.

AND I HOPE THAT MY COLLEAGUES, ESPECIALLY THOSE IN CORAL SPRINGS AND POMPANO AND DEERFIELD BEACH, FUNDAMENTALLY UNDERSTAND WHAT'S ACTUALLY BEING PROPOSED.

IF YOU'RE GOING SOUTHBOUND TURNPIKE, YOU DO NOT HAVE DIRECT ACCESS TO 95.

YOU HAVE TO GO TO LINES ROAD AND TURN AROUND.

OUR LIONS ROAD IN THE CITY OF COCONUT CREEK IS OUR ESSENTIALLY OUR MAIN STREET, OUR SPINE ROAD.

THEY ARE COMPLETELY GOING TO CHANGE THAT INTERSECTION ALTOGETHER.

I KNOW THIS IS NOT AN ACTION ITEM, NON-VOTING ITEM, BUT THEY'RE HOLDING THE PUBLIC HEARING IN CORAL SPRINGS FOR THE PUBLIC OPEN HOUSE ON A PROJECT THAT IS ESSENTIALLY AFFECTING COCONUT CREEK AT THREE DIFFERENT LEVELS.

THE TURNPIKE WIDENING 100% OF THE WIDENING IS TO THE WEST, WHICH IS SOME OF OUR LOWEST INCOME RESIDENTS.

SO THEY'RE AFFECTING SOME OF THE ECONOMIC ISSUES THAT WE TRY TO AVOID.

THEY DON'T TALK ABOUT THE ENVIRONMENT OR POLLUTION OR ANY OTHER MITIGATION EFFORTS.

WE HAVE WORKED AS BEST WE CAN FROM A POLITICAL POINT OF VIEW, FROM AN ADMINISTRATIVE POINT OF VIEW, FROM A COLLABORATIVE POINT OF VIEW, WITH THE TEN STREET GROUP, WITH DOT AND WITH THIS PARTICULAR GROUP HERE, WE HOPE AS A CITY THAT WE CAN FIND A COLLABORATIVE SOLUTION TO ALL THREE OF THESE PROJECTS THAT ARE BEING PRESENTED BEFORE THE TECHNICAL ADVISORY COMMITTEE TODAY.

AND WE LOOK FORWARD TO THAT OPPORTUNITY.

SO THERE WILL BE A LINE THAT SHOWS THE EXISTING RIGHT OF WAY AND THE PROPOSED RIGHT OF WAY.

I CAN REMEMBER WHEN DEERFIELD WAS HAVING A, YOU KNOW, SOME SIMILAR PROBLEMS WITH THE 10TH STREET CONNECTOR SOME TIME AGO, AND IT WAS THE MPO THAT COLLABORATIVELY STOOD BEHIND DEERFIELD BEACH AT THE TIME.

TO SEE THAT THOSE ISSUES WERE MITIGATED.

AND THEY DID, THEY GOT MITIGATED.

GREAT SOLUTION.

SO I ONLY HOPE THAT THE SAME THING HAPPENS HERE FOR COCONUT CREEK AND THAT WE ALL GIVE OUR SUPPORT TO COCONUT CREEK FOR THEIR CONCERNS.

I DO HAVE A QUESTION IN REGARDS TO THIS PROJECT HERE THOUGH, BECAUSE INTERESTING, THERE'S A CONSTRUCTION TIMELINE FOR THE 10TH STREET PORTION OF THAT, WHICH IS 25 TO 30.

AND IT SAY IT STATES THAT THERE IS A TBD CONSTRUCTION TIME FRAME.

SO IS THIS BEING LINED UP SIMULTANEOUSLY OR IS OR IS THIS PROJECT GOING TO BE AFTER THE 10TH STREET PROJECT STARTS? IT WILL IF WE GET THROUGH TO AN APPROVED P, D AND E STUDY, IT WILL BE AFTER THE SOUTHWEST 10TH STREET STARTS.

THE REASON WHY THERE'S A TBD TO BE DETERMINED IN THAT SPOT IS BECAUSE WE HAVE TO LET THE P D PROCESS PLAY OUT.

WE HAVE TO GO THROUGH AND RECEIVE PUBLIC INPUT, LOCAL AGENCY INPUT, AND WE REALLY HAVE TO NOT PREDETERMINE ANYTHING.

SO WE THAT'S JUST THE NATURE OF A STUDY.

SO IT WOULD HAVE BEEN PRESUMPTUOUS FOR US TO PUT A START TIME FOR CONSTRUCTION IN THAT SPOT.

BUT WE WILL CONTINUE TO COORDINATE WITH DISTRICT FOR STAFF AS TO THE OVERLAPPING OF PROJECTS ONCE WE HAVE AN APPROVED P D ANY STUDY.

OKAY. YEAH, BECAUSE I RECOGNIZE THAT THIS IS A TURNPIKE PROJECT AND THE 10TH STREET IS A DOT PROJECT.

AND THEN, YOU KNOW, HAVING BOTH OF THOSE UNDER CONSTRUCTION SIMULTANEOUSLY WOULD BE LIKE, PRETTY DIFFICULT. SO.
