THEY WOULD BE THE ENTITY THAT'S APPLYING FOR THE PERMIT FROM THE ARMY CORPS.

OKAY. BUT THE DEPARTMENT DOES ASSIST IN THAT COORDINATION AS WE PROVIDE THE OVERSIGHT OF THESE PROJECTS.

SO WE HAVE, EVEN IN OUR ENVIRONMENTAL OFFICE, HELPS OUT.

THEY HAVE A LOT OF COORDINATION WITH THE ARMY CORPS.

WE'VE BEEN SUCCESSFUL WITH GETTING ARMY CORPS APPROVALS IN THE PAST.

SO WE'RE WORKING WITH THE MPO, HOPEFULLY, AND SOMEWHERE DOWN THE LINE HOPEFULLY, THAT WE CAN GET SOME OF THIS MONEY TO MAKE UP FOR IT. BUT BRIDGES IN NOT JUST LIGHTHOUSE POINT, BUT BRIDGES ON THE WHOLE, IN BROWARD COUNTY, MANY OF THEM ARE AGED FORT LAUDERDALE. ET CETERA.

FIRST AND FOREMOST, WE PROVIDE AN UNMODIFIED OPINION, WHICH IS ESSENTIALLY A CLEAN OPINION ON THE FINANCIAL STATEMENTS THEMSELVES.

THEY WERE PERFORMED IN ACCORDANCE WITH GOVERNMENT AUDITING STANDARDS AND GAAP AND BASICALLY GAVE IT THE HIGHEST LEVEL OPINION THAT WE CAN PROVIDE.

THE STAFF AND MANAGEMENT, ADRIAN AND EVERYONE PROVIDED A STATEMENTS AND SCHEDULES THROUGHOUT THE AUDIT.

RIGHT NOW, AS OF JUNE 30TH, 22, YOU HAD ABOUT, LET'S SAY, $730,000 AS YOUR FUND BALANCE.

AND THE REASON FOR THAT IS BECAUSE YOU GUYS RELY SO HEAVILY ON GRANTS.

SO YOU EXPEND THE MONEY, THEY REIMBURSE YOU.

SO THERE'S NO MARKUP THERE.

AND ESSENTIALLY WHAT HAPPENS IS IF YOU WERE TO TAKE YOUR EXPENDITURES, WHICH IS ABOUT 10 MILLION, 11 MILLION SOMEWHERE AROUND THERE, AND YOU DIVIDE THAT BY 12, YOU HAVE ABOUT 800 AND SOMETHING THOUSAND.

SO YOU'RE SHORT OF ONE MONTH BEING AS YOUR MINIMUM FUND BALANCE WHEN THE GFOA RECOMMENDS THAT YOU HAVE AT LEAST TWO MONTHS.

AND THAT'S FOR ANY KIND OF GENERAL GOVERNMENTAL UNIT.

NOW, IT HASN'T BEEN AN ISSUE OVER TIME BECAUSE YOU GUYS HAVE GRANTS, YOU PAY IT AND YOU COME BACK.

BUT THAT'S WHAT THEY RECOMMEND IN CASE OF ANYTHING THAT COMES UP.

THAT'S JUST THEIR MINIMUM FUND BALANCE RECOMMENDATION.

IF YOU TALK TO ANY NONPROFIT, EVERYONE IS TRYING TO GET THAT ADMIN FEE JUST BECAUSE COSTS ARE SO MUCH HIGH.

THERE'S ALSO GRANTS OUT THERE WHERE THEY PROVIDE NO ADMIN FEE AND I'M NOT SAYING THAT'S HERE AT MPO, BUT A LOT OF THEM DON'T EVEN GIVE YOU THEY'LL GIVE YOU $1 MILLION DOLLARS, BUT THEY'RE NOT GOING TO GIVE YOU THE COST TO HELP MANAGE THAT.

OKAY, SO SOME OF THE FUNDS THAT WE COLLECT WOULD GO TOWARDS THIS AS WELL.

THAT WOULD BE THE AUDITOR'S RECOMMENDATION AND THAT WOULD ACTUALLY BE MINE.

WHEN I STARTED HERE, WE HAD ZERO.

SO THE FACT WE GOT UP TO WHERE WE ARE HAS BEEN A MIRACLE.

IF YOU LOOK AT BEVERLY AND LEVOYD WILLIAMS AS AN EXAMPLE OVER THE YEARS OF BOTH OF THEM SERVING ON THIS BOARD, THEY WERE REALLY INSTRUMENTAL IN ALL THE BIKE ROUTE AND ALL OF THE SAFE STREETS, ALL THE SIDEWALK PROJECTS, EVEN WHEN IT DIDN'T BENEFIT THEIR OWN COMMUNITY.

THEY WERE OUT THERE AND THEY SAID WE NEEDED TO DO THIS.

THIS NEEDS TO HAPPEN.

THE REASON WE SAY THAT IS BECAUSE TRANSPORTATION AT THE STATE LEVEL, WHEN A TRANSPORTATION PROJECT IS EARMARKED, IT FIRST COMES OUT OF MPO FUNDING.

SO EVERY FIVE YEARS AND MR. GIES IS GOING TO COME UP AND GIVE THE PRESENTATION ON THE MTP.

BUT EVERY FIVE YEARS WHEN YOU PRIORITIZE PROJECTS, YOU PUT IN WHAT'S IMPORTANT AND THEY'RE RANKED AND ORDERED.

THE EARMARK PROCESS SUPPLANTS THAT.

AND THEN WE GET A PROJECT OR YOU GET A PROJECT THAT'S THEN MOVED TO THE FRONT OF THE LINE BECAUSE IT'S AN EARMARK IT GOES TO THE GOVERNOR'S DESK AND OUR GOVERNOR HAS A LINE ITEM VETO AUTHORITY.

AND AS YOU'VE SEEN IN PREVIOUS YEARS, HE'S EXERCISED THAT AUTHORITY QUITE LIBERALLY.

SO THAT PROJECT, WHICH NOW JUMPED TO THE FRONT OF THE LINE AND THAT HAS FUNDING DEDICATED TO IT, IF THAT GETS VETOED, THAT FUNDING DOESN'T GO BACK TO THE MPO, IT GOES TO PENSACOLA, IT GOES TO JACKSONVILLE, IT GOES SOMEPLACE ELSE IN THE STATE.

AND THEY KNOW THAT.

SO IF YOU HAVE A TRANSPORTATION PROJECT AND YOU NEED IT TO MOVE FORWARD, PLEASE WORK WITH US.

AND WE KNOW THAT RESOURCES ARE LIMITED.

WE KNOW IT'S A ZERO SUM GAME, BUT WE'RE TRYING TO MAKE EVERYBODY AS WHOLE AS POSSIBLE.

WE'VE HAD THIS CONVERSATION WITH THE CITY MANAGER'S ASSOCIATION AS WELL TO LET THEM KNOW AND UNDERSTAND IT.

LAST YEAR WAS THE ONLY TIME THEY ACTUALLY TOOK SURPLUS FUNDS AND DID FUNDING FOR TRANSPORTATION.

AND WE WON'T KNOW IF THE GOVERNOR WAS PLANNING ON DOING THAT UNTIL THE END OF SESSION.

SO WE'RE RISKING PROJECTS THAT YOU HAVE ALREADY PROGRAMED THAT ARE READY TO ROCK AND ROLL AND GO FORWARD WITH ANY TYPE OF EARMARK REQUEST THAT HAS TO DO WITH TRANSPORTATION.

WE'RE TRYING TO GET AN INTERPRETATION ON BRIDGES BECAUSE I DON'T KNOW IF THEY ACTUALLY USE OUR LOCAL THE MPO ATTRIBUTABLE FUNDS TO REPLACE BRIDGE MONEY OR THEY'RE USING THEIR FEDERAL SHARE.

THAT IS SOMETHING I'M TRYING TO KIND OF GET A DETERMINATION ON.

I'VE BEEN KIND OF INVOLVED WITH THE EV IMPLEMENTATION IN OUR STATE FOR THE LAST EIGHT YEARS OR SO.

I'M REALLY EXCITED ABOUT WHERE WE ARE AT THIS POINT AS FAR AS IMPLEMENTATION AND FUNDING SOURCES ARE COMING TO BROWARD COUNTY AND OTHER COUNTIES IN OUR DISTRICT.

WE CAN TALK ABOUT THE MASTER PLAN THAT WAS APPROVED BY CENTRAL OFFICE LAST YEAR.

WE ALSO HAVE FUNDING ATTACHED TO THAT MASTER PLAN THAT'S COMING FROM THE FEDERAL GOVERNMENT IN FORM OF THE NAVY FUNDING PROJECT.

IT'S $198 MILLION DOLLARS COMING INTO FLORIDA, OF WHICH BROWARD COUNTY IS RECEIVING $2.6 MILLION DOLLARS.

THE WAY THAT IS SET UP A CENTRAL OFFICE UNDER THE NAVY IMPLEMENTATION PLAN SET UP 50 MILE CORRIDORS ALONG THE INTERSTATE SYSTEM.

AND THE FOCUS OF THE FIRST PHASE FUNDING IS TO PROVIDE DC FAST CHARGERS ALONG OUR INTERSTATES [INAUDIBLE], AND BROWARD COUNTY IS ALONG I-75.

IT'S PRETTY MUCH INTO THE EVERGLADES AT THAT POINT.

SO WHEN IT COMES TO LOCATION WHERE WE'RE CONSIDERING DC FAST CHARGER, RELATIVELY LIMITED.

WE HAVE THE MICCOSUKEE SERVICE PLAZA AS ONE LOCATION.

THEN WE HAVE THE REST AREA ALONG I-95 WITH THE BROWARD COUNTY TOURIST INFORMATION CENTER LOCATION, WHICH MAY OR MAY NOT BE A LITTLE BIT PROBLEMATIC BECAUSE IT SITS INSIDE A FEDERAL HIGHWAY RIGHT OF WAY.

AND THERE'S RESTRICTIONS AS FAR AS WHAT WE CAN DO WITH THE INFRASTRUCTURE ALONG THAT CORRIDOR.

AS FAR AS DISCRETIONARY FUNDS ARE CONCERNED, THAT WILL BE ADMINISTERED BY THE FEDERAL HIGHWAY ADMINISTRATION.

IT'S A $2.5 BILLION PROGRAM.

LAST TIME I CHECKED WITH FEDERAL HIGHWAY, THEY'RE STILL IN THE DEVELOPMENT PHASE ON HOW THEY'RE GOING TO IMPLEMENT THAT.

SO I DON'T HAVE ANY UPDATE ON THAT.

COMMISSIONER FURR FURTHER QUESTION? MY QUESTION IS, DOES IT MAKE SENSE FOR US TO TRY TO DECENTRALIZE THIS AS MUCH AS POSSIBLE THROUGH ALL THE CITIES SO THAT WE HAVE LIKE A REALLY BROAD NETWORK? ARE YOU TALKING ABOUT DISCRETIONARY FUNDING? WELL, NO, I'M TALKING ABOUT EACH CITY AND AND COUNTY TRYING TO FIGURE OUT WHERE TO PUT ALL THE CHARGERS, WHERE'S THE BEST PLACE TO BE PUTTING THESE AND HOW CAN WE COLLECTIVELY HAVE A VERY STRONG INFRASTRUCTURE? SO JAMES CROMAR, AGAIN, WITH THE BROWARD MPO.

THAT SPECIFIC QUESTION IS ONE THAT WE WERE EXPLORING AND CONSIDERING, WAITING TO HEAR HOW THE NOTICE OF FUNDING OPPORTUNITY COMES OUT FOR THIS COMMUNITY CHARGING GRANT BECAUSE AS GREGOR MENTIONED, THEY'RE LOOKING AT SOME OF THE DETAILS OF HOW IT ALL WORKS.

SO WE'RE NOT SURE IF IT WILL BE SOMETHING THAT THEY RECOMMEND THAT THE MPO OR THE COUNTY COULD GO AFTER TO KIND OF CREATE AN OVERARCHING SYSTEM.

WE DON'T KNOW IF IT WILL BE SET UP THAT IT'S BETTER FOR THE INDIVIDUAL CITIES.

I KNOW COCONUT CREEK HAS SOME PLANS FOR EV, SO IN THAT REGARD, IS IT BETTER TO HAVE SOMEBODY LIKE A BROWARD COUNTY GIVING OVERSIGHT FOR THE COUNTY OR DO YOU LET EVERYBODY.

SO WE NEED TO FIND OUT WHAT THE NOFOS TELLS US ABOUT WHO CAN APPLY AND WHAT APPROACH WE MIGHT WANT TO TAKE WITH THAT.

I DO WANT TO THROW IN ALSO, THOUGH, AND I DON'T KNOW IF GREG'S ABOUT TO SAY SOMETHING, BUT I DO THINK FROM THE BROWARD MPO PERSPECTIVE, ONE OF OUR CONCERNS IS THE EQUITY AND MEETING THE NEEDS OF UNDERSERVED COMMUNITIES.

EXACTLY. AND SO, YOU KNOW, CERTAIN COMMUNITIES MAY BE BETTER ABLE THAN OTHERS TO PROVIDE THESE FACILITIES.

AND THAT'S SOMETHING THAT GROUPS SUCH AS US AND COUNTY MPO LEVEL REGION, THAT WE CAN DO A BETTER BIG PICTURE VIEW OF MAKING SURE THAT THE FACILITIES ARE EQUITABLY DISTRIBUTED.

THAT'S ACTUALLY THE CONVERSATION I HAD AT US DOT WHEN I WAS UP THERE TWO MONTHS AGO, AND IT WAS WITH THEIR STAFF REALLY.

WHAT DOES IT LOOK LIKE IN AN EQUITY AREA? BECAUSE THE BEST PLACE TO HAVE AN EV CHARGER IS IN EVERYBODY'S GARAGE.

BUT THEN YOU HAVE A REAL MORE DIFFICULT ISSUE ON PUBLIC INVESTMENT IN PRIVATE INFRASTRUCTURE, IN A PRIVATE PROPERTY.

SO WHEN WE STARTED TALKING ABOUT EQUITY AREAS AND THERE'S QUITE A FEW HERE IN BROWARD, YOU LOOK AT OUR MAPPING, THEN IT'S LIKE, ALL RIGHT, WHERE CAN WE PUT THIS WHERE IT'S EQUITABLE? AND THEY'D HAVE ACCESS AND THEY WOULD BE ABLE TO GET BACK TO THEIR HOMES OR THEIR BUSINESSES IN A SAFE WAY BECAUSE, YOU KNOW, THERE'S DC FAST CHARGERS THAT HAVE BEEN LOCATED.

OAKLAND PARK IS A GOOD EXAMPLE.

THEY BY THEIR GROCERY STORE THERE CALLED SPROUTS, THEIR FP&O FACILITIES, 20 MINUTES AND YOU KNOW, MY CAR WOULD BE TOTALLY CHARGED.

THAT SAID, IT'S ACTUALLY A LONG DISTANCE FROM ANY RESIDENTIAL.

AND SO YOU EITHER GOING TO GO THERE AND WAIT AND SIT OR YOU'RE GOING TO GO GROCERY SHOPPING, WHICH IS WHAT I DID, AND CHARGE UP.

SO FDOT STRIVES TO PROVIDE A SAFE TRANSPORTATION SYSTEM THAT ENSURES THE MOBILITY OF PEOPLE AND GOODS, ENHANCES ECONOMIC PROSPERITY, AND PRESERVES OUR ENVIRONMENT AND COMMUNITIES.

COMMUNITIES ARE AT THE CENTER OF EVERYTHING THAT WE DO, AND THESE TRANSPORTATION FACTORS SUCH AS SAFETY, RESILIENCE, SUPPLY CHAIN, TECHNOLOGY, AND WORKFORCE ALL CENTER AROUND COMMUNITIES.

SO FLORIDA'S COMMUNITIES ARE VERY DIVERSE AND WILL CONTINUE TO DIVERSIFY.

AND THAT IS WHY THERE REALLY IS NO ONE SIZE FITS ALL SOLUTION AND THAT WE STRIVE TO ENGAGE OUR COMMUNITIES IN MEANINGFUL WAYS SO THAT WE UNDERSTAND THEIR NEEDS AND VISIONS AND CAN COME UP WITH SOLUTIONS THAT HELP RESOLVE THE MOST PRESSING CHALLENGES.

SO WHILE CONGESTION REMAINS LOWER THAN IT WAS BEFORE COVID, IT IS STEADILY RISING AND BROWARD COUNTY REMAINS HIGHER THAN THE STATEWIDE AVERAGE IN DURATION OF CONGESTION, BUT IT IS SIGNIFICANTLY LOWER BY 60% SINCE 2017.

BOTH BROWARD COUNTY AND FLORIDA ARE EXPERIENCING A DECLINE IN SERIOUS INJURIES.

AFTER SEEING A SMALL UPTICK IN 2021, FATALITIES REMAIN HIGH, BUT THE TREND IS STARTING TO GO DOWN AFTER A PEAK IN 2021 FOR THE OVERALL STATE AND 2020 FOR BROWARD COUNTY.

OUR MOST VULNERABLE ROAD USERS, THE BICYCLISTS AND PEDESTRIANS THEY ALSO ARE MIRRORING THE STATEWIDE TREND WITH A PEAK IN FATALITIES THAT OCCURRED IN 2021 BEFORE RETURNING BACK TO A DECREASE IN FATALITY TREND.

NEARLY ONE, NEARLY EVERY COUNTY IN THE UNITED STATES HAS EXPERIENCED SOME TYPE OF FLOOD EVENT IN THE PAST FEW DECADES.

WEATHER RELATED DAMAGES IN FLORIDA TOTALED 451 MILLION IN 2020.

THE AVERAGE FREQUENCY AND INTENSITY OF OUR TROPICAL STORMS AND HURRICANES IS INCREASING, AND FLORIDA CAN SEE AN ESTIMATED 2.2 TO 2.5 INCHES IN SEA LEVEL RISE.

AND AS ONE OF THE NATION'S EARLY LEADERS IN A REGIONAL APPROACH TO CLIMATE CHANGE, YOU DO RECOGNIZE THE STRATEGIES THAT ARE NEEDED TO MAKE BROWARD COUNTY AND SOUTHEAST FLORIDA MORE RESILIENT.

WHILE FLORIDA SUPPLY CHAIN CHALLENGES HAVE CONTINUED SINCE 2020, THERE ARE MORE PEOPLE THAT ARE WORKING IN MANUFACTURING INDUSTRY THAN THERE HAS BEEN OVER THE LAST 20 YEARS.

IN ADDITION, THERE'S A MILLION JOBS TIED TO GOODS PRODUCTION, WHICH IS ABOUT 11% OF THE TOTAL EMPLOYMENT IN FLORIDA AND ALSO IS TIED HEAVILY TO OUR SUPPLY CHAIN.

AND AS WE ROBUSTLY DISCUSSED WITH OUR ELECTRIC VEHICLE, TECHNOLOGY CONTINUES TO INFLUENCE THE TRANSPORTATION HERE IN FLORIDA. AND AS OUR EV REGISTRATIONS CONTINUE TO GROW AND MORE INFRASTRUCTURE IS INSTALLED, THERE'S GOING TO BE MORE ROBUST ACCESS TO THAT CHARGING INFRASTRUCTURE.

AND MICROMOBILITY, ESPECIALLY IN URBANIZED AREAS LIKE BROWARD COUNTY, IS INCREASING AND WILL CONTINUE TO BE A LAST MILE SOLUTION.

24 STATES, INCLUDING FLORIDA, ALLOW FOR AUTONOMOUS TRUCK COMMERCIAL DEPLOYMENT, AND AMAZON AIR WOULD PUT ABOUT 70% OF THE US POPULATION WITHIN THE REACH OF NEXT DAY.

DRONES WERE USED TO DELIVER PRESCRIPTION MEDICATIONS TO THE VILLAGES AND BY 2030, URBAN AIR MOBILITY COULD PROVIDE UP TO 750 MILLION PASSENGER FLIGHTS PER YEAR.

WOW. FLORIDA HAS RECOVERED ITS LOSS OF JOBS IN 2020.

ONE OF THE CHALLENGES WE FACE NOW IS TRYING TO FILL OUR WORKFORCE.

TODAY, THE AVERAGE FLORIDIAN CAN ACCESS ABOUT 383,000 JOBS WITHIN A 30 MINUTE DRIVE IN A VEHICLE.

AND ABOUT 7,400 JOBS WITHIN A 30 MINUTE TRANSIT RIDE.

SO WE CAN DO A BETTER JOB IN ACCESSING TRANSIT TO BE A WAY THAT PEOPLE GET TO THE WORKFORCE.

AND I WAS ASKED TO ALSO LET YOU GUYS KNOW, CONGRATULATIONS ON YOUR AUDIT.

YOU CAN ALL PAT YOURSELVES ON THE BACK.

AND SO, OF COURSE, MOBILITY PROJECTS COVERS A TIGER PROJECT.

THE TIGER PROJECT AND CECIL PROJECTS AS WELL.

SO WE'LL GO AHEAD AND GET STARTED. SO AS YOU CAN SEE, WE SERVE IN VARIOUS CAPACITIES THROUGHOUT THE LIFE OF A PROJECT TO ENSURE THAT THE PROJECT IS CONSTRUCTED THE WAY IT WAS INTENDED.

WE HAVE 12 PROJECTS UNDER CONSTRUCTION FOR A TOTAL OF $88 MILLION DOLLARS AND COMPLETED THIS FISCAL YEAR.

I WILL NOTE, ALTHOUGH THIS REPORT, THIS PRESENTATION SAYS ZERO PROJECTS SINCE JANUARY 1ST, WE DO HAVE A FEW PROJECTS THAT HAVE BEEN COMPLETED AND WE'LL HAVE THAT INFORMATION PRESENTED TO YOU AT THE JULY BOARD MEETING.

AND I DO WANT TO NOTE THAT IN THE ATTACHMENT FOR THIS AGENDA ITEM, THERE'S NOW AN ASTERISK NEXT TO A PROJECTS FM NUMBER SIGNIFYING IF THE PROJECT WILL BE IMPLEMENTED BY THE LOCAL AGENCY AKA IMPLEMENTED THROUGH LAP.

AS GREG STATED, THIS IS ACTUALLY AN EXTREMELY IMPORTANT PLAN.

THE STRATEGIC INTERMODAL SYSTEM, WHICH COMES AROUND EVERY FIVE YEARS.

IT USUALLY IS AROUND THE SAME CYCLE OF OUR METROPOLITAN TRANSPORTATION PLAN UPDATE BUT THIS IS BASICALLY THE STATE SIDE.

ALL OF THE MAJOR HIGHWAYS, I-95, I-595, THOSE CRITICAL FACILITIES THAT THEY PLAN LONG TERM AND THEN ALSO SET ASIDE FUNDING FOR.

THEY'RE REQUIRED BY LAW TO COME AND CONSULT WITH US.

AND TODAY THEY HAVE A SHORT PRESENTATION ON THE STRATEGIC INTERMODAL SYSTEM.

BUT BEFORE THEY COME UP AND PRESENT ON THAT, WE JUST WANTED TO GIVE YOU ALL A STAFF ANALYSIS OF THE STRATEGIC INTERMODAL SYSTEM, DRAFT COST FEASIBLE PLAN.

AND THAT'S WHAT I'M JUST GOING TO PROVIDE TO YOU ALL HERE IN A COUPLE OF MINUTES.

SO AS GREG MENTIONED, THIS IS FLORIDA'S HIGH PRIORITY NETWORK OF TRANSPORTATION FACILITIES THAT ARE KIND OF DEEMED IMPORTANT OR CRITICAL TO THE STATE'S ECONOMY AND MOBILITY. THEY WERE IT WAS ESTABLISHED IN 2003, AND AS I HAD MENTIONED, IT MUST BE UPDATED EVERY FIVE YEARS AND ALSO DONE SO IN CONSULTATION WITH THE MPOS AND OTHER LOCAL GOVERNMENTS AS WELL.

SO THE FLORIDA DEPARTMENT OF TRANSPORTATION IS CURRENTLY IN THE PROCESS OF DEVELOPING THEIR 2050 SIS COST FEASIBLE PLAN.

THEY'RE COMING TO THE END. THEY'VE GOT A DRAFT PLAN AND THAT'S WHAT YOU SEE BEFORE YOU TODAY.

THEY MET WITH THE MPO TOWARDS THE END OF LAST YEAR.

WE REVIEWED AND PROVIDED COMMENTS TO THE FLORIDA DEPARTMENT OF TRANSPORTATION AND THEN ALSO ASKED DOT TO COME OUT AND PRESENT TO THE MPO BOARD TOWARDS THE END OF LAST YEAR AS WELL, WHICH THEY DID.

AND WE RECEIVED BACK THE REVISED DRAFT COST FEASIBLE PLAN FOR THE SIS AND WE REVIEWED IT AND FOUND THAT MOST OF OUR COMMENTS WERE ADDRESSED. NOW A COUPLE OF HIGHLIGHTS HERE AND I THINK WE SHOULD FOCUS A MOMENT ON COMMENTS THAT WEREN'T ADDRESSED.

SO WE'VE BEEN TOLD THAT AS PART OF THE STRATEGIC INTERMODAL SYSTEM, THAT THERE IS A 20% TRANSIT SET ASIDE SO THAT THERE IS NOT JUST A BUNCH OF FUNDING THAT IS BEING SPENT ON THE HIGHWAY SYSTEM, THAT THERE IS ACTUALLY A MODAL SET ASIDE FOR TRANSIT TO FUND TRANSIT IMPROVEMENTS.

WE KNOW THAT THAT SET ASIDE IS THERE.

HOWEVER, WE DON'T SEE ANY DISCRETE PROJECTS THAT THAT MONEY HAS BEEN ASSIGNED TO.

AND FROM THE MPOS PERSPECTIVE, WE'RE REQUIRED IN THE METROPOLITAN TRANSPORTATION PLAN TO LIST ALL OF OUR PROJECTS DISCRETELY.

AND WE FEEL AS THOUGH THAT YOU, AS THE MPO BOARD AND THE RESIDENTS OF BROWARD COUNTY DESERVE TO SEE THOSE PROJECTS DISCRETELY AS WELL, PARTICULARLY FOR THE TRANSIT SYSTEM.

THERE WERE ALSO OTHER PROJECTS FROM THE I-595 STUDY.

IF YOU REMEMBER, THERE WAS A CORRIDOR STUDY DONE ALONG I-595 THAT DOT PRESENTED ON AND THERE WERE SOME OF THOSE PROJECTS THAT MADE IT ONTO THAT LIST THAT HAVE NOT GONE THROUGH AND AND RECEIVED THE LOCAL SUPPORT FOR YET.

SO WE NOTED THOSE PROJECTS AND SAID, HEY, IN ORDER FOR YOU TO BE ABLE TO SPEND YOUR FUNDING ON THAT, PLEASE MAKE SURE THAT YOU WORK WITH THE MPO SO THAT WE CAN WORK WITH THE LOCAL MUNICIPALITY TO ENSURE THAT THERE IS LOCAL SUPPORT FOR EACH ONE OF THOSE PROJECTS.

IN ADDITION TO THAT, IN SUPPORT OF THE FIRST BULLET POINT, GREG, ALONG WITH THE OTHER EXECUTIVE DIRECTORS AND OUR REGIONAL ENTITY, THE SOUTHEAST FLORIDA TRANSPORTATION COUNCIL, HAS SENT LETTERS TO THE FLORIDA DEPARTMENT OF TRANSPORTATION CENTRAL OFFICE AND ASK THAT MPOS HAVE GREATER INPUT IN THE DESIGNATION OF SIS FACILITIES, PROVIDE MORE FLEXIBILITY ON THE STRATEGIC INTERMODAL SYSTEM AND ALSO ON NON STRATEGIC INTERMODAL SYSTEM FACILITIES SO THAT WE CAN HAVE A LITTLE BIT MORE INPUT IN TERMS OF WHERE THE FUNDS GO, ESPECIALLY IN AN URBAN PLACE LIKE BROWARD COUNTY.

OUR HIGHWAY CAPACITY AND ABILITY TO BUILD NEW HIGHWAY OR INCREASE HIGHWAY CAPACITY IS VERY LIMITED.

WE WOULD REALLY LIKE TO SEE A LOT OF THAT SIS FUNDING EXPAND OUT TO FUND THINGS LIKE TRANSIT AND TO FUND MAYBE OFF SYSTEM FACILITIES AS WELL THAT ARE CRITICAL FEEDERS INTO THE SIS NETWORK. SO THAT WAS PART OF THOSE LETTERS AND THEY ARE FOUND IN YOUR BACKUP AS WELL.

SO I THINK FROM THIS POINT OUT, WHAT WE'RE GOING TO DO IS THE MPO AND THE FDOT WILL CONTINUE TO WORK TOGETHER THROUGH OUR METROPOLITAN TRANSPORTATION PLANNING PROCESS.

THE DOT WILL BE REQUIRED TO SHOW THOSE PROJECTS IN OUR METROPOLITAN TRANSPORTATION PLAN.

SO WE WANT TO MAKE SURE THAT THOSE PROJECTS ONCE AGAIN ARE SUPPORTED BY EVERYONE AND THAT ALSO FROM A POLICY PERSPECTIVE, THAT THEY ALIGN WITH WHAT THE FEDERAL, STATE AND LOCAL GOVERNMENTS WANT TO SEE AS WELL, AND THE MPO AS WELL WITH WITH THE MTP.

SO WE'LL CONTINUE TO ADVOCATE FOR IMPROVEMENTS TO THE PROGRAM.

THE STATE HAS BEEN VERY RECEPTIVE.

THEY'VE BEEN VERY OPEN.

IN FACT, THEY'VE EVEN RESPONDED TO OUR LETTERS THAT WE'VE SENT TO THEM AND THEY ARE WORKING ON DOING POLICY CHANGES.

SO I THINK THERE'S POSITIVE PROGRESS WITH RESPECT TO THE CHANGES TO THE SIS PROGRAM AND HOW IT CAN BENEFIT URBAN AREAS LIKE BROWARD COUNTY A LITTLE BIT MORE.

AND THIS POLICY PLAN, AS PETER SAID, GETS UPDATED ABOUT EVERY FIVE YEARS.

WE'RE REQUIRED TO DO IT EVALUATES REVENUE BASED ON FUTURE NEEDS AND ALSO DEVELOPS A PHASED APPROACH TO IMPLEMENT THOSE PROJECTS.

AND BY THE WAY, ON THAT PREVIOUS SLIDE, SORRY, THAT IS A CLICKABLE LINK IF YOU WANT TO LOOK AT IT.

THOSE ARE ALL THE SIS FACILITIES JUST IN THAT PICTURE IN BROWARD COUNTY, IT DOES INCLUDE SEAPORTS AND AIRPORTS AS WELL, BUT THAT'S A CLICKABLE LINK IF YOU WANT TO SEE ALL THE FACILITIES IN THE STATE.

AND THEN WE ALSO HELD AN ADDITIONAL WORKSHOP WITH THE BROWARD MPO STAFF EXPRESSING SOME CONCERNS.

WE WANTED TO DISCUSS THE POTENTIAL MODAL SET ASIDE PROJECTS THAT PETER MENTIONED THAT ARE NOT IN THIS PLAN.

SO JUST A BRIEF DISCUSSION ABOUT THE MODAL SET ASIDE.

AS PETER SAID, IS A 20% SET ASIDE FROM THE SIS FUNDING THAT IS USED FOR OTHER MODES OTHER THAN HIGHWAY.

THE COST FEASIBLE PLAN THAT WE'RE DISCUSSING NOW IS A HIGHWAY PLAN.

IT DOES NOT ADDRESS THE OTHER MODES, BUT THERE IS A 20% AMOUNT IS A SEPARATE OR IT COMES FROM THE ENTIRE POT.

SO IT'S SET ASIDE AS 20% FOR OTHER TYPES OF PROJECTS.

THOSE PROJECTS ARE USUALLY IN OUR UNFUNDED NEEDS PLAN.

ONCE IDENTIFIED, THEY WILL GO INTO THAT PLAN.

AND BUT THEY DO NOT APPEAR IN THIS COST FEASIBLE PLAN AS OF NOW IS A HIGHWAY PLAN.

SOME OF THE PROJECTS WE COORDINATED WITH STAFF WAS BROWARD COMMUTER RAIL AS WELL AS THE FORT LAUDERDALE HOLLYWOOD INTERNATIONAL AIRPORT, INTERMODAL CENTER AND SOME EXPRESS BUS CAPITAL PURCHASES.

I KNOW FDOT HAS RECENTLY COMMITTED ABOUT $74 MILLION DOLLARS TO BROWARD COASTAL RAIL SOUTH AND THE INTERMODAL CENTER RECENTLY GOT A FUTURE DESIGNATION SO COULD BE ELIGIBLE FOR SIS FUNDING.

AND THEY CAN COMPETE FOR THAT FUNDING AS WELL.

SO THE DRAFT PLAN IS HERE.

IT'S KIND OF BROKEN DOWN WITH A LEGEND ON PHASES AND IT'S DONE BY YEARS AND TIME BANDS.

THE FIRST TIME BAND BEING 2032 TO 2035 AND THEN 2035 TO 2036.

I USE THE FISCAL YEARS. IT'S 2033 TO 2035, 2036 TO 2040, 2041 TO 2045 AND 47 TO 50. I'M SORRY, 46 TO 50.

YOU CAN SEE THE GRAY PROJECTS OR THE GRAY PHASES.

THOSE ARE THINGS WE REQUESTED, BUT AT THIS TIME THEY'RE SAYING IS NOT FEASIBLE.

SO THERE'S A LOT OF EMPTY CONSTRUCTION PHASES.

YOU CAN SEE EMPTY RIGHT OF WAY, THINGS LIKE THAT THAT WEREN'T TENTATIVELY FUNDED.

BUT AT LEAST IN THE SENSE OF ALL THE PROJECTS WE REQUESTED, SOME PHASES WERE TENTATIVELY FUNDED IN THE FEASIBLE PLAN, AND THEN WE STILL HAVE THE BOND REPAYMENT.

THAT'S ALMOST $1 BILLION A YEAR.

I MEAN, I'M SORRY, A TOTAL OF ALMOST $1 BILLION DOLLARS OVER THE NEXT I THINK IT'S 13 MORE YEARS OR SOMETHING TO THAT NATURE.

BUT THIS PLAN HAS ABOUT $1.1 BILLION DOLLARS IN IT ON THAT SCREEN.

AND WE CAN TALK ABOUT THE PROJECTS INDIVIDUALLY IF YOU WANT TO AT THE END.

AS FAR AS SCHEDULE GOES, WE HAD ALREADY SUBMITTED THE REQUEST FOR THE DRAFT.

WE HAVE RECEIVED THE DRAFT BACK FROM CENTRAL OFFICE WE'RE IN A COMMENT PERIOD OFFICIALLY.

CAN YOU KIND OF GIVE US A BRIEF RUNDOWN OF WHAT WE'RE DOING THERE NOW? AGAIN, I THINK PEOPLE ARE KIND OF EXHAUSTED OF SITTING ON 95 IN CONSTRUCTION ZONES, AND IT'S KIND OF BUILT OUT.

AND I KNOW WE'VE TAKEN A POSITION A FEW CITIES THAT WE DON'T WANT OUR RIGHT OF WAYS GOBBLED UP FOR 95.

SO I WANT TO GO ON RECORD PUBLICLY BECAUSE WE'VE TALKED ABOUT ONE OF THE OTHER PROJECTS IMPACTING HOLLYWOOD, PEMBROKE PARK AND HALLANDALE.

SO, YOU KNOW, I LIKE THAT THERE'S MONEY PROGRAMED IN AND I DON'T WANT TO GIVE IT TO ORLANDO OR TAMPA, BUT MAYBE THIS ISN'T THE TIME TO HAVE THAT DISCUSSION.

MOST OF THESE PROJECTS ARE INTERCHANGE PROJECTS ON 95, WHICH WOULD IMPROVE INTERCHANGE OPERATIONS TO AND FROM THE FACILITY ADDRESSING QUEUING THAT GOES BACK INTO THE MAINLINE. THERE ARE A COUPLE PROJECTS ON HERE THAT ACTUALLY ARE IN REGARDS TO THE EXPRESS LANE SYSTEM AND FUTURE EVALUATION OF HOW THE EXPRESS LANE SYSTEM CAN CONNECT TO THE INTERCHANGES THEY'RE MAINLY LOOKING INTO DIRECT CONNECTIONS WHERE WE CAN TAKE VEHICLES THAT WANT TO LEAVE THE EXPRESS LANE SYSTEM AND EXIT, SAY, AT BROWARD BOULEVARD OR WHEREVER THEY'RE GOING AND NOT HAVE TO ACTUALLY GET INTO MAINLINE TRAFFIC TO DO SUCH.

THAT CAUSES A LOT OF OPERATIONAL ISSUES, A LOT OF FRICTION.

AND IT REDUCES THE CAPACITY OF THE EXISTING SYSTEM TREMENDOUSLY.

SO THAT'S WHAT THOSE OTHER TWO PROJECTS ARE ON HERE THAT YOU MIGHT SEE A DISTANCE RANGE FROM THEM.

THEY ONE STARTS FROM MIAMI DADE AND GOES UP TO HOLLYWOOD NORTH OF HOLLYWOOD, AND THE OTHER ONE GOES UP TO NORTH OF GRIFFIN.

BUT PREDOMINANTLY THAT'S WHAT THOSE TWO PROJECTS ARE FOCUSED ON, IS INTERCHANGE IMPROVEMENTS WITHIN THOSE AREAS AND THEN LOOKING FOR THOSE TYPES OF CONNECTIONS.

MR STUART. ACTUALLY, I'D LIKE TO ALSO RESPOND TO MAYOR COOPER.

HOWEVER, WE'RE AGAIN WAITING FOR THE TRANSIT PROJECTS TO BE UNVEILED.

YOU SAW WHAT THEY HAVE, WHICH IS HALF OF THE INTERMODAL CENTER BECAUSE THERE WAS OFFICES ON TOP AND OTHER FACILITIES WE WERE TALKING ABOUT DOING, YOU KNOW, THE COUNTY WANTS TO DO AND WE REALLY NEED TO HAVE THE PROGRAM SUPPORT AS MUCH AS POSSIBLE.

SO IF WE WERE TO DO A MEGA GRANT, THE LOCAL MATCH COULD INCLUDE THE SIS DOLLARS AS WELL, EVEN THOUGH THEY'RE FEDERAL.

BUT THAT WOULD BE A NICE WAY OF MIXING THE FUNDS TOGETHER TO MAKE SOMETHING HAPPEN THERE.
