AT THE BEGINNING OF OUR DEVELOPMENT PROCESS AND WE'RE REALLY RAMPING UP TO GET STARTED IN THE THICK OF THE DEVELOPMENT OF THE PLAN, AND YOU'LL SEE THAT THERE'S A COUPLE OF ITEMS ON THE AGENDA TODAY THAT PERTAIN TO THAT.
THIS HERE IS JUST AN OVERALL UPDATE.
WE'LL START WITH THAT AND THEN WE'LL GET INTO THE GOALS AND OBJECTIVES AND INDICATORS DISCUSSION FOLLOWED BY PROJECT PRIORITIZATION.
THEN PROBABLY THE MAIN REASON WHY A LOT OF YOU ARE HERE IS WE'LL END ON A SHORT WORKSHOP ON HOW TO USE THE PROJECT SUBMITTAL TOOL AS PART OF THE CALL FOR PROJECTS.
WITH THAT, I'LL START WITH JUST A HIGH-LEVEL OVERVIEW.
THE THINGS THAT WE'VE REALLY BEEN WORKING ON FOR THE PAST COUPLE OF WEEKS NOW PERTAIN TO THE CALL FOR PROJECTS THAT YOU'LL SEE HERE UNDER THE ASSESSMENT PIECE IN BLUE, THE PUBLIC OUTREACH, AND THEN FINALLY AS WELL, THE GOALS, OBJECTIVES, AND MEASURES, OR WHAT WE'RE CALLING THIS TIME AROUND GOALS, OBJECTIVES AND INDICATORS.
THERE ARE OBVIOUSLY QUITE A FEW MORE STEPS INVOLVED IN THE PLANNING PROCESS, BUT THESE ARE THE UPFRONT ITEMS THAT WE'RE WORKING ON AND THAT WE'RE TRYING TO GET SITUATED IN PREPARATION FOR THE NEEDS ASSESSMENT AND THE DEVELOPMENT OF THE DRAFT COST FEASIBLE PLAN.
I KNOW MANY OF YOU HAVE ALREADY MET WITH US ON THE CALL FOR PROJECTS AND WE'RE GOING TO GIVE A SUMMARY OF THAT AS WELL IN THIS OVERVIEW PRESENTATION.
VERY QUICKLY ON PUBLIC OUTREACH, WE'VE BEEN GOING OUT INTO THE COMMUNITY AND SPEAKING ABOUT THE METROPOLITAN TRANSPORTATION PLAN, TRYING TO SHARE OUR SURVEY AND ALSO LET PEOPLE KNOW WHY THEY SHOULD GET INVOLVED IN THE DEVELOPMENT OF THE METROPOLITAN TRANSPORTATION PLAN.

A LOT OF THE MEASUREMENT THAT WE DO AS PART OF THE METROPOLITAN TRANSPORTATION PLAN OVERLAPS WITH THOSE FEDERAL PERFORMANCE MEASURES,

TRY TO KEEP IT VERY SHORT AND SIMPLE WHERE WE'RE DEFINING A GOAL AS AN ACHIEVABLE OUTCOME THAT IS TYPICALLY BROAD AND LONG-TERM.
THESE TEND TO BE MORE VISIONARY-TYPE STATEMENTS, WHEREAS THE OBJECTIVE IS A MORE MEASURABLE OR SPECIFIC ACTION AND OFTEN INCLUDES A DIRECTION THAT WE WANT TO HEAD IN AS WELL.
YOU'LL TYPICALLY SEE WORDS LIKE INCREASE OR DECREASE OR INCREASE BY A CERTAIN PERCENTAGE OR BY A CERTAIN VALUE.
THAT'S TYPICALLY WHAT YOU WILL SEE IN AN OBJECTIVE AND THEY HELP TO SUPPORT THE OVERALL GOAL, THAT VISION THAT WE'VE ESTABLISHED.
THEN FINALLY, INDICATORS OR A DATA SOURCE OR A DATA SET THAT WE CAN USE TO MEASURE AND TRACK THE SPECIFIED OBJECTIVES AND SEE HOW WE'RE MEETING THE GOALS.
IDEALLY, WORKING BACKWARDS, THE INDICATOR HELPS US MEASURE THE OBJECTIVE AND THEN THE OBJECTIVE HELPS US SEE IF WE'RE ACTUALLY MEETING THE OVERALL GOAL.
AS IT RELATES TO THE 2050 METROPOLITAN TRANSPORTATION PLAN, FOCUSING HERE ON TRANSPORTATION, WE WANT TO MAKE SURE THAT WE'RE DEVELOPING GOALS AND OBJECTIVES THAT REFLECT THE VISION AND MISSION OF WHAT WE WANT THE TRANSPORTATION NETWORK TO LOOK LIKE IN 2050.
SOME REFERENCE DOCUMENTS THAT WE USED IN DEVELOPING THE DRAFT GOALS, OBJECTIVES, AND INDICATORS, IN ADDITION TO FEDERAL LAW, WHICH IS A GIVEN IN OUR REALM LIKE THE CODE OF FEDERAL REGULATIONS, WE ALSO HAVE A FEW REFERENCE DOCUMENTS HERE THAT ARE LISTED ON SCREEN.
THINGS LIKE THE FEDERAL HIGHWAY ADMINISTRATION PLANNING EMPHASIS AREAS, THE FLORIDA DEPARTMENT OF TRANSPORTATION PLANNING EMPHASIS AREAS, THE FLORIDA TRANSPORTATION PLAN, WHICH IS THE STATEWIDE TRANSPORTATION PLAN DEVELOPED BY FDOT.
OUR PREVIOUS COMMITMENT 2045 GOALS, OBJECTIVES, AND MEASURES, OUR PREVIOUS 2045 REGIONAL TRANSPORTATION PLAN AND ALSO THE USDOT SAFE SYSTEMS APPROACH.
NOW THE USDOT SAFE SYSTEMS APPROACH IS SOMETHING THAT HAS GAINED A LOT OF TRACTION WITH THIS ADMINISTRATION.
WE KNOW SAFETY IS AT THE TOP OF THE LIST FOR THE US DEPARTMENT OF TRANSPORTATION, SO THAT'S ANOTHER REASON WHY WE INCLUDED THAT AS A REFERENCE DOCUMENT HERE.
NOW, BEFORE I JUMP INTO THE GOALS, OBJECTIVES, AND INDICATORS, JUST WANTED TO GIVE EVERYONE A LITTLE BIT OF A HIGH-LEVEL OVERVIEW OF WHAT TO EXPECT WITH THESE GOALS AND OBJECTIVES HERE.
THEY ARE STILL VERY MUCH IN DRAFT FORM.
YOU WILL NOTICE THAT SOME OF THE OBJECTIVES AND SOME OF THE INDICATORS, THOSE LINKS HAVEN'T BEEN MADE YET.
IN MOST CASES, WE HAVE MORE INDICATORS THAN WE DO OBJECTIVES.
NOW THAT'S NOT NECESSARILY A BAD THING.
YOU CAN USE MULTIPLE INDICATORS TO MEASURE ONE OBJECTIVE.
BUT I THINK ULTIMATELY THE GOAL THAT WE'RE WORKING TOWARDS WHEN WE COME BACK FOR ADOPTION HERE NEXT MONTH IS TO BE ABLE TO HAVE A GOOD DESCRIPTION ASSOCIATED WITH EACH ONE OF THE GOALS, A GOOD DESCRIPTION ASSOCIATED WITH EACH ONE OF THE OBJECTIVES, AND THEN AT LEAST ONE INDICATOR THAT WE CAN USE TO MEASURE EACH ONE OF THOSE OBJECTIVES.
RATHER THAN NOODLING THROUGH ALL OF THAT WORK, THIS TIME AROUND, WE WANTED TO PRESENT ALL OF THESE IN DRAFT FORM, GET YOUR FEEDBACK.
THEN I THINK AS I MENTIONED BEFORE, WHAT YOU'RE GOING TO SEE IS MORE OF A CONNECTION BETWEEN EACH ONE OF THE OBJECTIVES AND INDICATORS AND WHAT IT IS THAT WE'RE ACTUALLY TRYING TO MEASURE HERE.
TAKE, FOR EXAMPLE, A GOAL LIKE OUR FIRST GOAL, SAFELY MOVE PEOPLE AND GOODS.
IDEALLY, WHAT WE WOULD LIKE TO HAVE FROM THE MPO'S PERSPECTIVE IS UNDERNEATH THAT, WHAT THIS GOAL IS TRYING TO ACCOMPLISH.
WE'D HAVE A SMALL LITTLE BLURB UNDERNEATH THAT GOAL AND THE SAME THING FOR EACH ONE OF THE OBJECTIVES.
AGAIN, THE HIGH LEVEL, BEFORE I DIVE INTO SOME OF THE DETAILS, WE'VE KEPT THE THREE GOALS PRETTY CONSISTENT FROM THE 2045 METROPOLITAN TRANSPORTATION PLAN.
WE BELIEVE THAT THOSE WERE SOLID GOALS THAT WERE DEVELOPED AS PART OF THE 2040 WE'VE CARRIED FORWARD TO THE 2045 AND SOMETHING THAT WE'D LIKE TO ALSO HAVE BEEN REFLECTING THE 2051, WE WANT TO TRY AND MAINTAIN SOME OF THAT CONSISTENCY, BUT WE DID MAKE A COUPLE OF SMALL TWEAKS TO EACH ONE OF THOSE GOALS.

I THINK WE WANT TO MAKE SURE THAT WE'RE DISTINGUISHING IN OUR PROJECT PRIORITIZATION THINGS THAT SHOULD PROMOTE MOBILITY AND THINGS THAT SHOULD PROMOTE ACCESSIBILITY.
NEXT SAFETY, OBVIOUSLY HIGH ON THE LIST FOR MOST FOLKS WHEN WE TALK ABOUT TRANSPORTATION AND PROJECT PRIORITIZATION.

WE WANT TO MAKE SURE THAT WE'RE MAKING MEANINGFUL INVESTMENTS IN THOSE AREAS AND COMING UP WITH CRITERIA THAT REFLECT THAT.
NEXT ENVIRONMENT, DEALING WITH RESILIENCY AND SEA-LEVEL RISE, ADMISSIONS, AND PRESERVING THE NATURAL ENVIRONMENT AND FINALLY ECONOMY LOOKING AT FREIGHT AND GOODS MOVEMENT AND ECONOMIC DEVELOPMENT AS WELL.
I THINK THAT'S HOW WE SEE THE GOALS AND OBJECTIVES SPITTING INTO THE SIX PLANNING FACTORS.
NOW WHEN WE TALK A LITTLE BIT ABOUT THE PRIVATIZATION APPROACH AND THIS WAS A LITTLE BIT OF A STICKING POINT, BUT THE 2045.
IS THAT WE HAD MULTIPLE CONVERSATIONS ON THE INDICATORS THAT WE WERE USING FOR OR THE METRICS THAT WE WERE USING AS PART OF EACH ONE OF THOSE PLANNING FACTORS AND WE REALIZED THAT AT A HIGH LEVEL, WE NEED CONSISTENT COUNTYWIDE DATA THAT'S UPDATED REGULARLY OR AT LEAST IS RECENT THAT WE CAN USE IN ORDER TO HELP PRIORITIZE OUR PROJECTS.
FOR THOSE OF YOU WHO ARE FAMILIAR WITH OUR COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM, THAT WAS REALLY OUR FIRST ATTEMPT AT GOING WITH A 100% OBJECTIVE PRIORITIZATION PROCESS AND WE ATTEMPTED TO DO THAT FOR THE 2045.
I THINK FOR THE 2050, WE WANT TO MAINTAIN THAT OBJECTIVE APPROACH AND WE WANT TO FOCUS ON THOSE SIX PLANNING FACTORS.

LAST TIME WE DID SOMETHING CALLED A MULTIMODAL PRIVATIZATION APPROACH, WHERE WE TOOK ALL THE PROJECTS THAT WE RECEIVED AND RANKED THEM USING THE EXACT SAME CRITERIA, THE EXACT SAME WEIGHT AND WE MAY WANT TO REVISIT THAT.
I'M NOT SAYING THAT THE MULTIMODAL PROJECT PRIORITIZATION IS OFF THE TABLE BUT I THINK THERE IS A CASE TO BE MADE FOR POTENTIALLY TWEAKING THE WEIGHTS BETWEEN THE DIFFERENT METRICS THAT WE HAVE DEPENDING ON THE FUNDING PROGRAM AND THE TYPE OF PROJECT THAT IT IS.
WHAT I MEAN BY THAT IS, SHOULD WE USE THE SAME WEIGHTING PERCENTAGE FOR THE DIFFERENT PLANNING FACTORS OVER HERE, LET'S SAY THE WEIGHTING PERCENTAGE FOR MOBILITY FOR A BICYCLE PEDESTRIAN PROJECTS AS WE DO FOR A ROADWAY EXPANSION PROJECT.
MAYBE WE SHOULD LOOK AT CHANGING THE WEIGHT FOR THOSE TYPES OF PROJECTS.

WE CAN MAKE SOME ASSUMPTIONS ON CONNECTIVITY OR WE CAN LOOK AT WHAT FACILITIES WE'RE CONNECTING UP.
BUT BEYOND THAT, LOOKING AT THINGS LIKE TRAVEL TIME, WE STRUGGLED SOMETIMES TO FIND DATASETS WHERE WE CAN SAY A BIKE LANE PROJECT IS GOING TO INCREASE TRAVEL TIME FOR THE CYCLIST FROM POINT A TO POINT B, IT'S DIFFICULT FOR US TO MEASURE THAT.
STATE OF GOOD REPAIR IS PROBABLY SOMETHING THAT IS A LITTLE BIT EASIER TO MEASURE AND RESILIENCY AS WELL, PROBABLY A LITTLE BIT EASIER TO MEASURE.
BUT YOU CAN SEE WHEN YOU THINK ABOUT PROJECT PRIORITIZATION AND METRICS IN TERMS OF NEEDS VERSUS PROJECT OUTCOMES, I ALWAYS FIND IT EASIER OR I SHOULD SAY, I ALWAYS FIND MORE READILY AVAILABLE DATASETS IN THE NEEDS COLUMN THAN I DO THE PROJECT OUTCOMES COLUMN.

WHICH IS REALLY INTERESTING PRESENTATION BY THE BROWARD SHERIFF'S OFFICE ABOUT THE FEC SAFETY DATA THAT THEY'VE BEEN COLLECTING.WE HAVE CAPTAIN CIRMINIELLO TO PRESENT TO US TODAY.

I HAVE A SHORT PRESENTATION REGARDING THE CRASHES AND INCIDENTS INVOLVING CRANES ALONG THE EPC LINE OF BROWARD COUNTY.
I'M MAJOR WITH THE BROWARD SHERIFF'S OFFICE, AND I'M A MEMBER OF THE TAC.
LAST YEAR THE FRA, THE FEDERAL RAIL ASSOCIATION PROVIDED THE MPO WITH A LIST OF TRAIN CRASHED INCIDENTS ALONG THE RAIL SYSTEM OF BROWARD COUNTY.
THIS WAS AROUND THE TIME WHEN WE'RE HAVING CONVERSATIONS REGARDING THE REMOVAL OF THE QUIET ZONES THAT ARE RAILROAD CROSSINGS.
AFTER OBTAINING THIS LIST, WE WANTED TO CONDUCT A DEEPER DIVE INTO THE DETAILS OF EACH INCIDENT.
REMINDER, PULLING ALL THE ASSOCIATED POLICE REPORTS FOR THE CASES PROVIDED BY THE FRA, AND THEN ANALYZE SEVERAL COMPONENTS IN THESE REPORTS TO INCLUDE LOCATION, TIME OF DAY, DAY OF THE WEEK, TOP SEVEN LOCATIONS CRASH TYPES IN AN EFFORT TO RECOMMEND SOME SAFETY CHANGES.
THE FIRST THING WE DID, WE JUST DO BASIC ANALYSIS, AND LOOKING WHERE'S ARE THE BULK OF OUR ISSUES? YOU SEE THIS SLIDE, THE FIRST SLIDE GO BACK TO, IS THE CITY OF POMPANO BEACH. THAT WAS OUR BIGGEST ONE.

MOST OF THE INCIDENTS WERE 33RD AND DIXIE HIGHWAY.

IT WASN'T. IT WAS ACTUALLY RIGHT IN-BETWEEN THAT 9:30-04:00 O'CLOCK IN THE AFTERNOON TIME WE HAD 22,000 INCIDENTS.
FOR SOME REASON TUESDAY WAS THE HIGHEST DAY.

THE OVERNIGHT WAS VERY PRETTY QUIET.

50% OF THAT 53, THERE WERE ABSOLUTELY NO INJURIES REPORTED.
YOU COULD SEE ALMOST THE OTHER 50% HAD THE PEDESTRIANS AND BIKES.
IN A SAFETY PERSPECTIVE, WE LOOK AT THIS COMPLETELY DIFFERENT.
THE VEHICLES WE KNOW ARE CROSSINGS.
WE'RE DEALING WITH PRIMARILY CROSSINGS.
WITH PEDESTRIANS WE'RE PRIMARILY DOING PATHWAY CROSSINGS.
LOT OF TIMES WE HAVE PEOPLE THAT LIVE IN NEIGHBORHOODS THAT GO TO THE COMMUNITY STORE.
THEY DON'T REALLY DRIVE TOO MUCH. THEY USE THE SAME PATH.
THEY USUALLY CROSSOVER THE TRACKS.
A LOT OF THESE SEEM TO BE THAT.
SOMETHING MORE INTERESTING THAT WE CAN'T GET A GOOD NUMBER ON IS ACTUAL SUICIDES.
MOSTLY THIS PEDESTRIAN ONES, WE WOULD ASSUME ARE SUICIDES.
BUT WE CANNOT REALLY PUT IT INTO A CATEGORY BECAUSE IT GOES BACK TO HAVING CONCRETE EVIDENCE CALLED A QUOTE, SUICIDE.
AND THE MEDICAL EXAMINER REALLY HAS TO SIGN OFF ON THAT.
BASICALLY, IF YOU DON'T HAVE A SUICIDE NOTE, EVEN THOUGH IT LOOKS LIKE AN OBVIOUS SUICIDE, WE COULDN'T PUT IN THAT CATEGORY OF SUICIDES.
IT'S NOT A REALLY A GREAT DATA POINT FOR US BECAUSE WE KNOW A LOT OF THESE WERE SUICIDES.
ESPECIALLY WHEN WE GET SOME INFORMATION ON WHAT THE VIDEO LOOKS LIKE.
SOMEONE GOING STANDING RIGHT FOR THE TRAIN AND LETTING IT HIT THEM.
WE HAVE TO TAKE THAT WITH A GRAIN OF SALT THAT 10.9% OF COLLISIONS WERE SUICIDE RELATED.

YOU HAVE TO WATCH WHERE YOUR FOOTING GOES.
ONE OF THE RECOMMENDATION WE'RE GOING TO MAKE IS PUTTING SOME LED LIGHTING SYSTEM ON THE RAILS WHEN A BRIGHTLINE OR AN FEC TRAIN IS COMING.
