THE HARDEST PART IS THE VOTING PART.
THANK YOU. ARE WE OKAY? ITEM HAS PASSED. ITS APPROVED.
I'M SORRY. I JUST WANTED TO MAKE SURE COMMISSIONER ROGERS DID COME BEFORE THE VOTE WAS TALLIED.
IF SHE WANTED TO REGISTER HER VOTE WITH THE VOICE VOTE? [INAUDIBLE]. YEAH.
CAN YOU HEAR ME? YES, THE MICROPHONE.
YOUR MICROPHONE ON THE COMPUTER SCREEN.
THANK YOU. INDICATE THAT WAS AFFIRMATIVE.
[00:05:01]
THAT WAS AN AFFIRMATIVE. CORRECT.DO WE HAVE A MEMBER FROM THE PUBLIC THAT WISHES TO ADDRESS THE MPO BOARD.
THE RUSH TO THE PODIUM HAS ENDED AND WE CAN MOVE ON.
MR. CHAIR. I LEFT ITEM 7, BROWARD COUNTY TRANSIT.
[7. Broward County Transit (BCT) Premium Mobility “PREMO" Plan]
IF WE CAN, WE'RE GOING TO BE BRINGING, COREE YOU'RE PRESENTING, CORRECT.I SAID THIS TO THE EXECUTIVE FOR THIS DAY TO HAPPEN AND I COULDN'T BE MORE PROUD OF.
I COULDN'T BE MORE PROUD OF WHAT COREE AND THE BCT TEAM HAS PUT TOGETHER WITH THEIR CONSULTANTS.
I THINK IT'S GOING TO REVOLUTIONIZE WHERE WE ARE IN TRANSIT HERE IN BROWARD COUNTY.
I THINK THAT IT IS GOING TO BE SOMETHING THAT WILL BE A LEGACY FOR THE COUNTY COMMISSIONERS, THAT THEY DID SOMETHING THAT WILL ACTUALLY CREATE EVEN BETTER COMMUNITY THAN WE HAVE TODAY.
AND WITH THAT, COREE, THANK YOU VERY MUCH AND GOOD MORNING, EVERYBODY.
SO INTERESTINGLY, BEFORE I EVEN CAME TO WORK HERE, GREG HAD DONE A LITTLE RESEARCH AND CALLED MY BOSS, MONICA SHAPIRO, AND SAID, HEY, I HEAR YOU HAVE THIS NEW TRANSPORTATION DIRECTOR COMING.
AND HE WENT ON TO TELL HER SOME THINGS ABOUT ME.
AND SO SHE CALLED ME AND SHE SAID, OKAY, SO DO YOU KNOW GREG STUART? AND I WAS LIKE, I DON'T THINK SO.
SHE SAID, ARE YOU SURE? AND I SAID, I REALLY DON'T THINK SO.
SHE SAID, WELL, HE'S IN CHARGE OF OUR MPO HERE.
AND I SAID, NO, I DON'T BELIEVE WE'VE MET YET.
HE KNOWS EVERYTHING ABOUT YOU.
SO GREG, THANK YOU FOR THAT INITIAL INTRODUCTION.
AND ALSO, WHEN I DID FINALLY GET HERE, GREG WAS VERY CLEAR IN TERMS OF WANTING TO MAKE SURE THAT THE PREMO PLAN BECAME A REALITY. I WOULD SAY THERE WERE SOME BANGING ON THE TABLE, MAYBE SOME LOUD VOICES, [LAUGHTER] BUT GREG WAS VERY SUPPORTIVE OF THIS.
AND GREG, THANK YOU SO MUCH FOR THAT.
AND WE LOOK FORWARD TO CONTINUED PARTNERSHIP WITH YOU AS WE MOVE FORWARD WITH THE PLAN.
HAVING SAID THAT, IN THE ROOM WITH ME ARE SOME OF MY TEAMMATES WHO WILL BE PERHAPS AT SOME POINT, IF THERE ARE QUESTIONS THAT I'M UNABLE TO ANSWER, WILL HELP ME OUT HERE. SO I HAVE ARETHIA DOUGLASS.
SHE'S IN CHARGE OF OUR CAPITAL PROGRAMS. DERRICK CHAN IS IN CHARGE OF OUR RAIL PROGRAM.
LYNNE OPPERMAN IS OUR PIO AND TIM GARLAND IS OUR DEPUTY GENERAL MANAGER.
BARNEY IS IN CHARGE OF BARNEY MCCOY IS IN CHARGE OF OUR STRATEGIC PLANNING.
AND THEN PHIL, WHO'S WITH, A CONSULTANT FOR FDOT.
SO THAT'S THE TEAM THAT'S IN THE ROOM WITH ME AS WELL.
AND YOU KNOW, JUST HAVING COME TO BROWARD COUNTY RECENTLY, IT HAS BEEN A PLEASURE TO BE HERE, A, BUT ALSO THE FACT THAT A LOT OF THIS WORK THAT WENT INTO THIS VERY MUCH PRECEDED MY ARRIVAL.
AND FOR THAT, I'M VERY GRATEFUL FOR ALL THE WORK THAT THE TEAM HAS DONE.
THE FOLKS THAT I JUST LISTED HERE HAVE BEEN INSTRUMENTAL IN GETTING US TO THIS POINT.
SO NEXT, I WILL SHARE WITH YOU THE PLAN.
YAY. [APPLAUSE] GETTING TO THE POINT HERE.
OKAY. VERY QUICKLY TODAY, WHAT WE'RE GOING TO TALK ABOUT IS A LITTLE BIT BACKGROUND FOR THOSE OF YOU WHO ARE NOT FAMILIAR WITH PREMO, DO AN OVERVIEW OF THE PLAN, TALK ABOUT HOW WE'RE GOING TO GET IT DONE, DISCUSS SOME OF THE RISKS.
SO THE STRATEGY IS THE SAME, RIGHT? SO THE IDEA HERE WAS ALWAYS TO BUILD A COMMUNITY AROUND SOUND TRANSPORTATION DECISIONS, RIGHT? AND SO TO MAKE SURE THAT WE WERE ABLE TO PROVIDE PREMIUM SERVICES TO CONNECT FOLKS WITHIN THE COUNTY TO MAKE SURE THAT IT WAS THAT WE IMPROVED MOBILITY, THAT IT WAS SAFE, IT WAS RELIABLE AND ATTRACTIVE.
[00:10:05]
SOME OF THE GOALS OF THE PROGRAM IN THESE INITIALLY WERE TO INTEGRATE AND SERVE OUR COMMUNITIES, TO IMPROVE MOBILITY FOR ALL, OBVIOUSLY TO MAKE SURE THAT WE HAD EQUITABLE TRANSPORTATION SOLUTIONS AND THAT ANYBODY THAT WANTED TO USE OUR SYSTEM COULD, THAT WE WERE GOOD ENVIRONMENTAL STEWARDS AND THAT WE WERE WORKING TO IMPROVE ENVIRONMENTAL CONDITIONS HERE.BUT THE REALITY IS THOSE LINES ARE VERY MEANINGFUL.
THEY ARE CORRIDORS THAT CONNECT PEOPLE TO DO IMPORTANT THINGS TO IMPORTANT PLACES.
WE WILL HAVE A RIDERSHIP OF APPROXIMATELY 203 I'M SORRY, NOT 203, 23 MILLION.
AND OUR INTENT HERE IS TO MAKE SURE THAT IT'S AESTHETICALLY PLEASING WHATEVER WE PUT IN PLACE.
OKAY. SO ONE OF THE MAJOR OPPORTUNITIES HERE IS TO CONNECT THREE OF THE LARGEST ECONOMIC ENGINES FOR THE COUNTY, THE AIRPORT, THE SEAPORT AND THE CONVENTION CENTER.
AND WHAT YOU'LL SEE SHORTLY IS HOW WE PLAN TO CONNECT THOSE TOGETHER.
ALSO, THERE ARE SOME ANCILLARY BENEFITS THAT FOLLOW.
SO ACCORDING TO THE AMERICAN PUBLIC TRANSPORTATION ASSOCIATION, WHICH IS THE ORGANIZATION THAT WE BELONG TO IS FROM AN INDUSTRY PERSPECTIVE, THEY HAVE SAID THAT FOR EVERY BILLION DOLLARS INVESTED IN TRANSIT, THERE IS AN ADDITIONAL BENEFIT OF ABOUT 49,000 JOBS THROUGHOUT THE LIFE OF THAT INVESTMENT.
AND SO WE KNOW THAT AS PART OF THIS EFFORT, WE ARE GOING TO HAVE NEW JOBS.
IT IS GOING TO BE A STIMULUS FOR NEW JOBS, AND THOSE JOBS WILL SPAN THE SPECTRUM.
RIGHT? SO ON ONE END, WE'LL HAVE CONSTRUCTION WORKERS THAT ARE GOING TO BE BUILDING THE PROJECTS.
BUT ON THE OTHER SIDE, WE'LL HAVE THOSE HIGH TECH FOLKS THAT WILL BE HELPING US WITH MAKING SURE THAT WE HAVE ALL OF THE LATEST AND GREATEST TECHNOLOGY INTEGRATED INTO OUR SYSTEM. IT ALSO WILL BE AN OPPORTUNITY FOR ECONOMIC DEVELOPMENT.
ONE OF THE GREAT ADVANTAGES OF BUILDING RAIL IN PARTICULAR IS THAT WHEN YOU BUILD IT, THEY DO COME AND IT IS DEFINITELY A BENEFIT FOR ECONOMIC DEVELOPMENT. IT'S ALSO AN OPPORTUNITY FOR TRANSIT ORIENTED DEVELOPMENT, RIGHT? SO WE IN THIS ROOM ARE PROBABLY ALL FAMILIAR WITH THE TOD CONCEPT WHERE WE LIKE TO HAVE TRANSIT LINKAGE WITH COMMERCIAL WALKABLE COMMUNITIES, RESIDENTIAL AREAS.
AND SO WE'RE THOUGHTFUL AROUND MAKING SURE THAT WE PROVIDE AN ENVIRONMENT WHERE THAT IS POSSIBLE, BUT ALSO MAKING SURE THAT AS PART OF THOSE TODS WE LOOK TO OPPORTUNITIES FOR AFFORDABLE HOUSING.
AND THEN LASTLY, YOU KNOW, WHAT WE'D REALLY LIKE TO GET DONE HERE IS TO MAKE SURE THAT WE PROVIDE A PLATFORM FOR SOME OF OUR COMMUNITY BASED BUSINESSES AND SMALL BUSINESSES TO BE A PART OF THIS EFFORT.
OKAY. SO I MENTIONED HERE THAT WSP CONSULTANTS HAS BEEN WORKING WITH US ON THIS EFFORT.
WE HIRED THEM ABOUT A YEAR OR SO AGO TO START TO BUILD AND DEVELOP THE PROGRAM.
AND SO WHAT WE DID AT THE TIME WAS TRY TO TAKE A LOOK AT WHAT DATA WAS AVAILABLE TO INFORM HOW WE MAKE THE DECISIONS ON WHAT CORRIDORS TO CHOOSE. IT WAS VERY DELIBERATE TO MAKE SURE THAT WE WERE USING RELIABLE DATA TO HELP US WITH THIS DECISION MAKING.
AND SO FROM AN FTA PERSPECTIVE, THE FEDERAL TRANSIT ADMINISTRATION, WHO'S THE GOVERNING OR REGULATORY BODY THAT WE OPERATE UNDER, WE WILL BE REACHING OUT TO THEM FOR SOME GRANT OPPORTUNITIES.
IT'S REALLY IMPORTANT THAT WE USE DATA THAT THEY HAVE ALREADY BOUGHT INTO.
AND SO ONE OF THE THINGS THAT WE DID USE IS A STOPS MODEL, WHICH INFORMS US ON THE TYPE OF RIDERSHIP THAT WE SHOULD EXPECT WHEN WE GO TO IMPLEMENTATION, ALSO IN TERMS OF COSTING MODELS, WE WERE TRYING TO FIGURE OUT WHAT THE COST MIGHT LOOK LIKE FOR THESE INVESTMENTS.
[00:15:10]
AND SO WE USED NATIONAL TRANSIT DATA TO HELP US WITH THOSE COST ESTIMATES.AND WE ALSO LOOKED AT THE AMERICAN PUBLIC TRANSIT ASSOCIATION DATA AS WELL TO INFORM THAT.
SORRY ABOUT THAT. AND SO JUST TO GET A FEEL FOR WHERE WE ARE IN THE PROCESS.
SO AS YOU KNOW, WE'RE IN THE VERY EARLY STAGES OF THIS AND WE'RE IN THE PLANNING PHASE AS WE GO THROUGH THE DELIVERY PROCESS AND WE END UP AT CONSTRUCTION AND THEN EVENTUALLY IMPLEMENTATION.
WE JUST DON'T HAVE ENOUGH INFORMATION FROM A DESIGN PERSPECTIVE TO HAVE VERY CONCRETE NUMBERS, BUT WE ARE KIND OF CONFIDENT THAT WE'RE AT LEAST IN THE BALLPARK OF WHAT WE SHOULD BE.
BUT AGAIN, AS THE PROJECT MOVES FORWARD AND GOES THROUGH THE VARIOUS DELIVERY STAGES, THOSE COST ESTIMATES WILL BECOME MORE REFINED AND WE'LL HAVE A HIGHER DEGREE OF CONFIDENCE IN WHAT WE ARE BEING PROVIDING HERE.
SO AS PART OF THE PREMIUM MOBILITY PLAN, WE WILL HAVE FOUR MODES.
IT'LL BE COMMUTER RAIL, LIGHT RAIL, BUS, RAPID TRANSIT, AND THEN A HIGH FREQUENCY BUS SERVICE.
SO I'M SURE YOU PROBABLY ARE FAMILIAR WITH THAT.
IT'S OVERLY SIMPLIFIED, BUT THE TROLLEY FOR MR. ROGERS IS SIMILAR TO THE KIND OF LIGHT RAIL SYSTEM THAT WE'RE TALKING ABOUT.
HOWEVER, IT WILL BE A LOT MORE MODERN AND IT'S THE VEHICLE IS NOT QUITE THAT, BUT IT DOES RUN ON A SMALLER RAIL AND IT IS A LIGHTER VERSION OF RAIL THAN HEAVY RAIL, WHICH IS COMMUTER RAIL.
AND THEN BUS RAPID TRANSIT IS JUST A BUS THAT HAS TRAFFIC PRIORITY.
IT CAN EITHER OPERATE IN ITS OWN LANE OR IT CAN OPERATE WITHIN THE TRAFFIC.
AND AS YOU GO UP THAT CHART, YOU WOULD GET TO A POINT WHERE THE COMMUTER RAIL WOULD WOULD DEFINITELY BE THE MOST COSTLY INVESTMENT TO MAKE FROM A TRANSIT PERSPECTIVE. HOWEVER, BECAUSE WE ARE LOOKING AT THE FLORIDA EAST COAST CORRIDOR FOR OUR COMMUTER RAIL SERVICE, WE DON'T HAVE TO MAKE THE INVESTMENT IN TERMS OF PROPERTY ACQUISITIONS AND THEN THE INFRASTRUCTURE INVESTMENT AND THE SIGNALING AND ALL THE OTHER THINGS THAT COME WITH THAT.
SO, THAT SHOULD BE THE MOST EXPENSIVE.
BUT IT'S NOT BECAUSE OUR LIGHT RAIL SERVICE IS GOING TO BE KIND OF A GREENFIELD OPPORTUNITY HERE.
AND BECAUSE OF THAT, IT'S GOING TO COST A LITTLE MORE THAN WHAT COMMUTER RAIL WOULD.
SO HERE'S THE RECOMMENDED NETWORK.
I THINK THAT IT'S GOING TO BE VERY FAMILIAR TO EVERYBODY BECAUSE I BELIEVE THE PEOPLE WHO STARTED THIS PROCESS AT THE TIME UNDERSTOOD WHERE THE CHALLENGES WERE GOING TO BE FROM A TRAFFIC PERSPECTIVE AND THEN INTUITIVELY KNEW WHERE WE SHOULD MAKE THESE INVESTMENTS.
[00:20:06]
AND SO THIS PRETTY MUCH MIRRORS WHAT WAS ORIGINALLY PUT FORWARD.SO WE'RE LOOKING AT ABOUT 11 MILES OF COMMUTER RAIL SERVICE.
WE'RE LOOKING AT 23 MILES OF LIGHT RAIL SERVICE, ABOUT 76 MILES OF BUS RAPID TRANSIT, AND THEN 100 MILES OF HIGH FREQUENCY BUS SERVICE. AND AS YOU CAN SEE, WE'RE PRETTY MUCH ALL OVER THE COUNTY.
AND WE ALSO HAVE CONNECTIONS TO MIAMI DADE AND PALM COUNTIES.
OKAY. SO LET'S TALK ABOUT BROWARD COMMUTER RAIL SOUTH FIRST.
AND SO THIS IS THE COMMUTER RAIL PORTION OF OUR PROPOSED SERVICE.
IT GOES BASICALLY TO THE COUNTY LINE IN MIAMI, AND IT INCLUDES THREE STATIONS, ONE IN HOLLYWOOD, ONE IN FORT LAUDERDALE AND AROUND THE BROWARD HEALTH AREA AND THEN ONE AT THE AIRPORT.
WE'RE LOOKING AT AN INVESTMENT THERE A LITTLE BIT NORTH OF $297 MILLION DOLLARS.
AND SO WE ARE ANTICIPATING THAT BEING AVAILABLE AND ONLINE BY 2027.
THIS IS THE LIGHT RAIL SERVICE THAT WE'RE PROPOSING.
AND SO IF YOU THINK ABOUT OUR LIGHT RAIL SERVICE, WE'RE GOING TO START KIND OF IN A NATURAL LOCATION TO START TO BRING THESE ECONOMIC CENTERS TOGETHER THAT I MENTIONED EARLIER, THE CONVENTION CENTER, THE AIRPORT AND THE SEAPORT.
AND SO THIS IS KIND OF AN A SEGMENTED APPROACH IN TERMS OF THIS PARTICULAR SERVICE.
WE'RE ANTICIPATING ROUGHLY 600,000 IN ANNUAL RIDERSHIP FOR THIS PARTICULAR SERVICE.
AND ALSO THIS IS AN INVESTMENT OF JUST NORTH OF $1 BILLION DOLLARS.
BUT, YOU KNOW, AGAIN, THIS IS A GREENFIELD ENVIRONMENT AND ELEVATED TRACK.
AND SO THAT'S JUST GOING TO COST US A LITTLE BIT MORE.
WHAT WE DON'T HAVE AT THIS POINT INCLUDED IN OUR COST ESTIMATES ARE OUR MAINTENANCE COSTS, PRIMARILY BECAUSE OF THE PROPERTY ACQUISITION THAT WE'RE GOING TO NEED TO SECURE TO SUPPORT THE SERVICE.
SO THE GOOD NEWS IS BROWARD TRANSIT HAS BEEN OPERATING BUSSES FOR A VERY LONG TIME.
SO WE DO HAVE SOME FACILITIES AVAILABLE THROUGH SOME EXPANSIONS TO ABSORB SOME OF THE BUS SERVICES.
BUT FROM A RAIL PERSPECTIVE, BECAUSE WE DON'T HAVE THOSE HAD NEVER HAD THAT MODE, WE'RE GOING TO NEED TO MAKE AN INVESTMENT IN MAINTENANCE FACILITIES TO SUPPORT IT. OKAY.
SO MOVING ON NOW, WE'RE GOING NORTH A LITTLE BIT MORE.
WE'RE ALONG 17TH STREET AND WE'RE GETTING CLOSER TO DOWNTOWN FORT LAUDERDALE.
AND HERE WE'RE LOOKING AT ABOUT A 2 MILLION PLUS ANNUAL RIDERSHIP AT A COST OF ABOUT 404.
442. MY EYES ARE NOT WORKING TODAY.
AND SO WHAT YOU SEE HERE IS A DOTTED LINE.
YOU SEE A DOTTED LINE ALONG COMMERCIAL BOULEVARD AND YOU SEE ONE ALSO ALONG SUNRISE.
WHAT WE DID FIND THROUGH OUR ANALYSIS IS THAT THE SUNRISE PORTION OF THIS LOOP IS PROBABLY THE MORE VIABLE IN TERMS OF RIDERSHIP, AND IT WOULD BE A BETTER FIRST INVESTMENT PERHAPS, BUT SO YOU WOULD GET THE RIDERSHIP.
BUT TO BE CLEAR, THOUGH, THE COMMERCIAL BOULEVARD ALSO HAS SOME ADVANTAGES.
[00:25:01]
BUT THEY'RE BOTH AS VIABLE OPTIONS FOR US.THIS IS OUR FIRST ONE ALONG OAKLAND PARK BOULEVARD, SEAGRASS TO SAWGRASS.
AND, YOU KNOW, THAT'S WHERE WE'RE GOING HERE.
WE'RE LOOKING AT 16 STOPS ALONG THE CORRIDOR.
RIGHT NOW WE ARE THINKING THAT WE'LL HAVE SOME DEDICATED LANES FOR OUR BUS RAPID TRANSIT.
BUT AT THE END OF THE DAY, THE THING THAT IS MOST IMPORTANT TO MAKE SURE THAT BUS RAPID TRANSIT WORKS IS THAT THE BUS HAS TO HAVE PRIORITY WHEN IT GETS TO AN INTERSECTION. AND SO THAT'S WHAT MAKES IT FASTER THAN A REGULAR BUS.
NOW, BECAUSE THESE STATIONS WILL BE SPREAD OUT ALONG THE LINE.
AND AGAIN, THIS IS GOING TO BE VERY REPETITIVE AS I GET INTO THE FUTURE LOCATIONS, WE HAVE TO HAVE A LOCAL OPPORTUNITY FOR OUR PASSENGERS TO STILL USE THE SERVICE SO THAT BLOCK BY BLOCK MOVEMENT OF OUR PASSENGERS WILL STILL BE IN PLACE.
SO WE'LL HAVE BOTH OF THOSE SERVICES ON THE LINE SO THAT NOBODY IS LEFT BEHIND.
NOW, THIS IS WHERE YOU CAN SEE THE FIRST INTEGRATION OF ALL OF OUR SYSTEMS RECOMMENDATIONS TOGETHER.
SO HERE YOU SEE THAT WE HAVE OUR BUS RAPID TRANSIT LINE.
WE ALSO HAVE OUR LIGHT RAIL SERVICE AND THEN WE HAVE OUR HIGH FREQUENCY SERVICE ON THIS ONE.
AND THEN THAT'S REALLY WHAT TRANSIT'S ALL ABOUT.
WELL, WHY WE WOULD LOVE TO BE ABLE TO PROVIDE A ONE SEAT RIDE FOR EVERYBODY, IT'S NOT PRACTICAL.
AND SO PEOPLE DO HAVE TO TRANSFER TO GET TO WHERE THEY WANT TO GO.
AND BECAUSE OF THAT, THIS PARTICULAR LINE ALONG STATE ROAD 7 GIVES US THE OPPORTUNITY FOR THAT NORTH SOUTH MOVEMENT AS WELL AS EAST WEST. AND WE'RE LOOKING AT ABOUT 16 STATIONS HERE AS WELL.
OKAY, SO THIS IS POWERLINE ROAD, ANOTHER BRT.
AND YOU CAN SEE WHAT THE ESTIMATED RIDERSHIP IS FOR THE YEAR ON THIS PARTICULAR LOCATION.
AGAIN, THIS IS UNIVERSITY BOULEVARD UNIVERSITY DRIVE, BRT SERVICE.
IT'S COMPLEMENTED WITH THE HIGH FREQUENCY RAIL I'M SORRY, HIGH FREQUENCY BUS AND THEN 16 STATIONS.
AND HERE IS OUR COMMERCIAL BOULEVARD OPTION.
SO JUST TO BE CLEAR HERE, WE'RE LOOKING AT BRT ON A PORTION OF THIS PARTICULAR CORRIDOR THAT WOULD BE COMPLEMENTED FURTHER WEST WITH HIGH FREQUENCY SERVICE.
AND IF WE WERE ABLE TO INVEST IN THE COMMUTER RAIL I'M SORRY, IN THE LIGHT RAIL SERVICE, THAT WOULD ALSO REPLACE THAT HIGH FREQUENCY BUS SERVICE AT SOME POINT IN TIME.
THAT DOTTED LINE THERE IS THE WOULD BE THE LIGHT RAIL SERVICE.
AND WHAT I'D LIKE TO ASSURE EVERYBODY IS, IS THAT WE ARE NOT GOING TO PUT ANYTHING IN PLACE THAT WOULD PRECLUDE US FROM COMING BACK IN THE FUTURE AND PROVIDING AN ALTERNATE MODE.
SO THESE THINGS WILL BE INTERCHANGEABLE AS WE MOVE FORWARD.
AND THIS IS SUNRISE BOULEVARD.
AGAIN, THIS IS ANOTHER EAST WEST CONNECTION.
YOU CAN SEE THE RELATIONSHIP WITH THE LIGHT RAIL.
AND AGAIN, IN THIS CORRIDOR ON THAT DOTTED LINE SERVICE TO THE WEST WE ARE LOOKING AT REPLACING THAT BRT AT SOME POINT WITH THE LIGHT RAIL, IF THAT OPTION BECOMES THE PREFERRED CHOICE.
HOW DO WE GET THIS DONE? SO LOOKING ABOUT FIVE YEARS FROM NOW, THERE'S A COUPLE OF THINGS THAT WE'RE REALLY, REALLY EXCITED ABOUT.
FIRST OF ALL, YOU KNOW, WE'RE LOOKING TO LAUNCH OUR HIGH FREQUENCY BUS SERVICE IN 2026.
SO THAT IS PART OF THE THINGS THAT WE'LL BE DOING OVER THE NEXT COUPLE OF YEARS IS, YOU KNOW, PLANNING, DESIGNING, GETTING THINGS READY TO GO TO CONSTRUCTION. AND THEN THE GOOD NEWS IS IN 2027, WE'RE ANTICIPATING THE COMMUTER RAIL COMING ONLINE.
AND THEN IN 2028 WOULD BE OUR FIRST BRT AND OUR LIGHT RAIL SERVICE.
AND THIS SCHEDULE HERE KIND OF SHOWS WHAT WE'RE TALKING ABOUT OVER TIME.
[00:30:02]
SO, YOU KNOW, IT'S ABOUT A 15 YEAR EFFORT.UNFORTUNATELY, WITH TRANSIT, IT JUST DOESN'T GO FAST, FAST.
I'LL TALK A LITTLE BIT MORE ABOUT THAT IN THE NEXT SLIDE OR TWO.
THIS IS THE SEQUENCE OF EVENTS FOR THE HIGH FREQUENCY SERVICE.
OKAY. SO ONE OF THE THINGS THAT BECAME VERY APPARENT TO US AS WE WERE LOOKING AT HOW ARE WE GOING TO ACTUALLY IMPLEMENT THIS, IT WAS LOOKING AT THE FACT THAT WE WERE GOING TO HAVE QUITE A FEW PROJECTS HAPPENING ALL AT THE SAME TIME.
WE WERE VERY CONSCIOUS OF THE FACT THAT WE'RE FIVE YEARS INTO THE SURTAX AND WE REALLY, ALTHOUGH THAT TIME HAS BEEN WELL SPENT WITH PLANNING, WE ALSO REALLY WANT TO GET THESE PROJECTS MOVING AND GET SOME SHOVEL READY STUFF GOING AS SOON AS POSSIBLE.
SO TO DO THAT, WE WERE LOOKING AT OUR CAPACITY TO HANDLE THAT TYPE OF LOAD, PARTICULARLY BECAUSE WE ARE A BUS COMPANY PRIMARILY AND WE'RE MOVING INTO A NEW AREA OF EXPECTATIONS AND EXPERIENCE.
AND SO WHEN WE LOOKED AT WHAT WE NEED TO GET THIS WORK DONE, WE'RE LOOKING AT THIS PEAK OF 27 AND 28 WHERE WE'LL BE HAVING AT LEAST EIGHT PROJECTS GOING ALL AT THE SAME TIME. SO HOW DO WE GET THERE? THE FIRST THING IS, IS THAT, AS I MENTIONED EARLIER, WE TOOK SOME LIBERTIES WITH THE SCHEDULE BASED ON SOME DELIVERY METHODS THAT HAVE BEEN TRIED AND TRUE AND USED AROUND THE COUNTRY.
AND SO ONE OF THE THINGS THAT WE'RE GOING TO REALLY HAVE TO EMBRACE IS THAT DESIGN BID BUILD IS NOT THE ONLY WAY TO DELIVER PROJECTS, RIGHT? IT IS A WAY.
AND WHEN YOU HAVE TIME AND ALL KINDS OF OTHER THINGS TO YOUR ADVANTAGE, THAT'S THE WAY TO GO.
SO WE'RE LOOKING AT DESIGN BUILD AS AN OPTION.
WE ALSO ARE LOOKING AT DESIGN, BUILD, OPERATE AND MAINTAIN.
AND THEN OUR CONSTRUCTION MANAGER AT RISK AS AN OPTION FOR THE DELIVERY METHOD.
SO WE AS A COUNTY ARE GOING TO HAVE TO BE OKAY WITH CHOOSING THAT CHOICE FOR DELIVERY.
AND THAT WILL BE DONE THROUGH ENGAGEMENTS WITH CONSULTANTS AND CONTRACTORS.
SO OUR ENGINEERING COMMUNITY, OUR CONSTRUCTION COMMUNITY, BOTH IN TERMS OF INDUSTRY DAYS TO RAISE AWARENESS OF THE PROJECTS, BUT ALSO IN TERMS OF OPPORTUNITIES FOR THEM TO GIVE US FEEDBACK ON WHAT WE'RE DOING SO THAT WE CAN DO SOME SOUNDING WITH FOLKS IN THE INDUSTRY FOR SOME ADVICE. THE OTHER THING THAT WE'RE GOING TO DO IS TO MAKE SURE THAT WE.
THANKS. OKAY, WE'RE GOING TO ALSO.
SO. SO LET'S GO BACK TWO WAS ONE.
THE THIRD AREA IS LOOKING FOR.
SO WE CANNOT SIT ON OUR LAURELS AND BUILD PROJECTS LIKE WE USED TO AND.
THANK YOU, GREG. YOU ARE TRULY A PARTNER.
PHONE IN A FRIEND HERE ALTERNATIVE.
SO LOOKING FOR ALTERNATIVE FUNDING SOURCES.
SO WE DO HAVE FROM A COUNTY PERSPECTIVE AND PROBABLY THE ENVY OF THE NATION.
WE DO HAVE SURTAX MONEY, RIGHT.
AND SO THAT WILL BE PRIMARILY WHAT WE'LL USE TO FUND THIS.
BUT IN ADDITION TO THE SURTAX MONEY, WE'RE GOING TO SEEK OTHER ALTERNATIVE FUNDING SOURCES I MENTIONED EARLIER, THE FEDERAL TRANSIT ADMINISTRATION IS ONE, AND WE'RE LOOKING AT OTHER GRANT OPPORTUNITIES TO LEVERAGE TO BRING THIS ALL TO LIFE.
AND THE LAST ONE, GREG, CONTINUOUS IMPROVEMENT.
[00:35:07]
IT'S NEVER IDEAL TO THROW ALL OF YOUR PROJECTS RIGHT TOGETHER AND TRY TO ADVANCE THEM ALL AT THE SAME TIME.IT'S ALWAYS BETTER TO KIND OF DO IT OVER TIME.
THAT WAY YOU LEVERAGE YOUR LESSONS LEARNED FROM YOUR FIRST EARLY WORKS INTO YOUR LATER WORKS WITH THE UNDERSTANDING THAT AS YOU GET TO THE BACK END OF YOUR DELIVERY EFFORT, YOU GET BETTER AND STRONGER AND QUICKER BECAUSE YOU'VE LEARNED FROM PAST MISTAKES.
AND SO THIS IS ALWAYS ABOUT CONTINUOUS LEARNING SO THAT WE CAN REALLY FULLY LEVERAGE THE THINGS THAT THE EARLY PROJECTS THAT WE DO AND NOT MAKE THE SAME MISTAKES IN THE FUTURE.
SO LET'S TALK ABOUT SOME OF THEM.
THANK YOU. MARKET PRICE VOLATILITY.
WE'VE SEEN PRICES GO UP AND NOT BE CONSISTENT FROM YEARS PAST.
SO WE'RE VERY MINDFUL THAT IS A PROJECT RISK THAT WE NEED TO PAY ATTENTION TO.
SO AS PART OF THE OTHER SIDE OF THAT CONSTRUCTION RISK IS THAT WE HAVE THE RISK OF SCHEDULE, MATERIAL AVAILABILITY, RIGHT? SO IF THE PRICES ARE HIGH AND THE MATERIALS AREN'T AVAILABLE, THE PRICES WILL BE EVEN HIGHER.
AND IT'S NOT ONE THAT WE CAN HAVE THAT KIND OF LEVEL OF CERTAINTY.
BUT WE'RE NOT SURE WHETHER THAT'S GOING TO HAPPEN OR NOT.
AND SO THAT MAY IMPACT SOME OF THE SCHEDULE.
ALSO, WE ARE GOING TO BE SEEKING, AS I MENTIONED EARLIER, FUNDING FROM FLORIDA DEPARTMENT OF TRANSPORTATION, FEDERAL TRANSPORTATION ADMINISTRATION AND ALL OF THESE AGENCIES HAVE THEIR OWN REVIEW CYCLES.
AND SO THAT IS SOMETHING THAT COULD POTENTIALLY IMPACT OUR RISK, OUR SCHEDULE RISK IF THOSE REVIEWS DON'T HAPPEN TIMELY.
AND SO, YOU KNOW, MOVING TO THE DESIGN BUILD, IF WE DON'T USE SOME OF THOSE DELIVERY STRATEGIES THAT I MENTIONED EARLIER THAT MIGHT IMPACT OUR SCHEDULE, THERE ARE SOME OTHER RISKS IN TERMS OF MAJOR THIRD PARTIES.
SO, YOU KNOW, WE DO NOT OWN THAT COMMUTER RAIL LINE.
WE ARE GOING TO BE VISITORS, SO TO SPEAK, ON THAT LINE OR TENANTS.
AND THOSE COMMERCIAL TERMS HAVE NOT BEEN FULLY DEVELOPED YET.
SO THE ECONOMIC IMPACTS OF WHAT THOSE THIRD PARTY AGREEMENTS ARE UNKNOWN AT THIS POINT.
AND AND SO THAT IS A CONCERN FOR US.
AND SO THAT COULD BE A CHALLENGE WITH SCHEDULE.
AND THEN ALSO FROM A FUNDING PERSPECTIVE, YOU KNOW, WILL WE BE ABLE TO LEVERAGE THOSE DOLLARS FROM OTHERS TO SUPPORT US? AND THEN THE STRINGS THAT COME ALONG WITH THOSE DOLLARS, WE ARE GOING TO BE REQUIRED TO FOLLOW.
AND SO THAT COULD BE A RISK THERE.
AND SO WE WILL NEED TO MAKE SURE THAT WE ACQUIRE THAT PROPERTY AND THEN WE BUILD THOSE FACILITIES.
AND AGAIN, THAT COULD HAVE IMPACT ON BOTH SCHEDULE AND COST.
AND THAT'S A RISK THAT WE HAVE.
YOU KNOW, WORKFORCE READINESS, I TOUCHED ON THAT A LITTLE BIT EARLY ON.
AND, YOU KNOW, WE ARE A BUS COMPANY AND WE'RE VERY PROUD OF THAT.
THIS WILL BE SOMETHING THAT WE'LL BE WORKING ON.
IT'S NOT SOMETHING THAT'S TOO SCARY, BUT IT'S DEFINITELY A RISK THAT WE NEED TO BE AWARE OF.
[00:40:01]
AND THEN THE PUBLIC EXPECTATIONS, THE FACT THAT WE NEED TO MOVE THE PROJECTS ALONG AT A SPEED THAT THE PUBLIC CAN APPRECIATE AND THAT AND ALSO BE PATIENT WITH US AT THE SAME TIME AS WE MOVE THESE PROJECTS FORWARD.SO, YOU KNOW, AT THE END OF THE DAY, YOU KNOW, WE ARE GOING TO HAVE A MAJOR OPPORTUNITY HERE IN BROWARD COUNTY TO BRING TRANSPORTATION SERVICES THAT HAVE NEVER BEEN HERE BEFORE.
I KNOW THAT BECAUSE I KNOW THAT I'M JUST KIDDING.
BUT IT YOU KNOW, THERE'S A LOT OF PLANS.
A LOT OF COMMUNITIES HAVE PLANS, BUT THEY DO NOT HAVE MONEY TO DO THEM.
AND SO WE ARE GOING TO BE IN A POSITION TO SHOWCASE OUR COUNTY AT THE SAME TIME IN THE POSITION TO CHANGE THE TRAVEL PATTERNS FOR THE BETTER FOR ALL OF OUR RESIDENTS AND VISITORS.
WE'LL HAVE THOSE 200 NEW MILES OF PREMIUM SERVICE.
WE'LL HAVE THE CONNECTIONS BETWEEN THE MAJOR ECONOMIC CENTERS.
SO HOW MUCH IS ALL THIS GOING TO COST? SO NOT I DON'T KNOW IF YOU WERE DOING THE MENTAL MATH ON THE PAGE, BUT IF YOU WEREN'T, THE TOTAL COST HERE IS ABOUT $4.3 BILLION DOLLARS.
AND THAT'S A ROUGH ORDER OF MAGNITUDE ESTIMATE.
WE HAVE BEEN BEFORE THE SURTAX BOARD AND SHARED THESE NUMBERS AND NOBODY SAID; EVERYBODY WAS FINE.
BUT SO BUT IT IS A BIG NUMBER.
BUT, YOU KNOW, WHEN YOU MAKE INVESTMENTS IN PUBLIC, IT COSTS MONEY.
IT IS A BIG NUMBER. AND WE'RE REALLY PROUD OF THAT NUMBER.
AND LIKE I SAID, AS WE GO THROUGH THE PROCESS, WE WILL REFINE IT EVEN FURTHER.
AND WITH THAT, OUR SCHEDULE IS AS FOLLOWS.
SO WE HAVE MET WITH OUR COMMISSIONERS AND HAVE BRIEFED THEM ON THE PROGRAM.
WE HAVE BEEN TO THE SURTAX BOARD AND HAD AN OPPORTUNITY TO BRIEF THEM AS WELL.
WE'RE HERE IN FRONT OF YOU TODAY.
WE'RE ALSO OUT IN THE PUBLIC NOW HAVING CONVERSATIONS WITH SOME OF THE COMMUNITIES.
WE HAVE SOME WORKSHOPS SCHEDULED AND SOME OF THE CITIES WE'VE ALREADY TOUCHED WITH SOME OF YOU.
AND WE WILL BE REACHING OUT TO OTHERS AS WELL.
AND THANK YOU FOR ARRANGING THE TIME TO HAVE US SPEAK WITH YOU.
AND WHAT QUESTIONS CAN I ANSWER FOR YOU? [APPLAUSE] THANK YOU. ANY QUESTIONS FOR OUR PRESENTER? OH, THERE'S A [INAUDIBLE] THERE IS A BIT.
PLEASE ENTER YOUR NAME OR REQUEST TO SPEAK.
WELL, COMMISSIONER MALLOZZI YOU HAVE ONE MINUTE.
ALL RIGHT. I HAVE SEVERAL QUESTIONS AND THEY WILL POTENTIALLY TAKE MORE THAN A MINUTE.
ONE, WHEN YOU'RE TALKING ABOUT THE EXTENSION THAT GOES UP BY THE SAWGRASS AND YOU SAID VERY MUCH INTO THE FUTURE, WHAT EXACTLY CONSTITUTES VERY MUCH INTO THE FUTURE? SO ARE YOU TALKING ABOUT SUNRISE OR COMMERCIAL? LET'S SAY BOTH.
BOTH OF THEM. OKAY. SO WE NEED TO DO MORE STUDY ON THOSE TO DETERMINE WHEN THEY CAN COME FORWARD.
SO THEY ARE NOT IN THE PLAN RIGHT NOW IN TERMS OF A FIRM PROJECT, BUT WE'RE LOOKING AT THEM.
NO, THEY'RE NOT INTO THAT 2028 PLAN.
THAT'S I DON'T MEAN TO BE MEAN.
I DON'T. BUT I KNOW I'M GOING TO GET CUT OFF.
SO, SO I HAVE TWO THINGS, TWO OTHER THINGS TO SAY.
WHEN YOU SHOWED YOUR MAP, THERE'S A GAPING HOLE TO THE WEST.
JUST SO YOU KNOW, LIFE DOES EXIST WEST OF UNIVERSITY DRIVE BECAUSE YOU HAVE COMPLETELY NEGLECTED.
[00:45:01]
COUNTY.BUT YET ANYTHING THAT'S WEST OF UNIVERSITY DRIVE HAS NOT DOES NOT EVEN COME ANYTHING.
I DON'T SEE IT AND NOR DO I SEE SOUTH AS WELL JUST THAT'S A COMMENT.
WHERE'S THE ROOM FOR THIS GOING? LIKE, ARE THESE LIGHT RAILS AND ARE THESE GOING TO FLOAT BECAUSE THE ROADS THAT THAT YOU'RE PUTTING THEM ON, THERE'S NO CAPACITY.
THERE'S NO CAPACITY FOR WHAT WE HAVE.
THEY'RE JAM PACKED FOR WHAT WE HAVE.
AND EVEN THOUGH YOU'RE GOING TO TAKE PEOPLE AND TAKE THEM AND I AND I LOVE I LOVE MASS TRANSIT.
I'M A NEW YORKER. IF YOU CAN'T TELL, I AM ALL ABOUT MASS TRANSIT.
BUT WHEN YOU HAVE ROADS, I MEAN, I DRIVE THESE ROADS.
I BIKE THESE ROADS, BELIEVE IT OR NOT, SOMETIMES I RUN THESE ROADS AND THEY ARE JAM PACKED.
SO NOW YOU'RE GOING TO TAKE A LANE AND WE'RE GOING THERE'S NO ROOM FOR THAT LANE.
IF YOU LOOK ON IN MY MIND WHEN YOU WERE GIVING YOUR ROUTES, I'M, YOU KNOW, SAYING, OKAY, IS THERE ROOM, IS THERE GRASS, IS THERE A LARGE SWELL AREA? AND THE MAJORITY OF MY ANSWERS WERE NO.
SO I DON'T KNOW WHERE THAT'S GOING TO GO.
I PAID ATTENTION. YOU DON'T HAVE TO BE SORRY.
JUST WE GOT A LOT OF QUESTIONS AND THEN THAT'S IT.
I UNDERSTAND IT'S GOING TO END RIGHT AT YOUR PIZZA PLACE.
YEAH. [LAUGHTER] SO I JUST WANT TO SAY, I MEAN, WE'VE BEEN.
I'VE BEEN AN ELECTED OFFICIAL FOR 26 YEARS NOW, SO I'VE BEEN A RESIDENT FOR 44.
THEY'RE GOING TO DO IT FOR 30.
I'LL BE WAY WELL AND GONE BEFORE MOST OF THIS GETS DONE.
BUT WE SUPPORT IT BECAUSE WE KNOW WE GOT TO GET PEOPLE OUT.
STILL NO RAIL, BUT WE HAD THIS PRESENTATION PROBABLY 15, 20 YEARS AGO WHERE IT WAS GOING FOR THE AIRPORT, THE SEAPORT, THE CONVENTION CENTER HAS BEEN IN THE TALKS FOR 20 YEARS NOW.
IT'S GOING, WHICH WE APPRECIATE.
I'M GLAD TO SEE THAT ALL THIS IS GOING.
YES, SUNRISE WILL BE A BENEFIT, AND I APPRECIATE THAT.
BUT THAT'S BECAUSE SAWGRASS IS THE SECOND LARGEST TOURIST ATTRACTION IN THE STATE.
BUT THE LEGISLATURE JUST PASSED SOMETHING FOR ALL OF US THAT RIGHT NOW ANY DEVELOPER COULD BUILD IN ANY ONE OF OUR CITIES ON ANY PROPERTY.
RIGHT NOW IT'S 25 UNITS PER ACRE AS A MINIMUM FOR ALL OF US.
IT COULD BLOW UP TO WHATEVER THE MAXIMUM THEY WANT.
SO I'M SAYING IS WHEN YOU'RE DOING YOUR CALCULATIONS NOW, WE'RE GOING TO GET SLAMMED.
WE'RE GETTING I MEAN, LOOK AT FORT LAUDERDALE.
THEY GOT APARTMENTS ON EVERY PIECE OF PROPERTY THAT'S POPPING UP.
SO IT'S GOING TO INCREASE TRAFFIC ON OUR ROADS.
SO, LOOK, WE'VE BEEN HERE FOR A LONG TIME, ALL OF US.
AND EVERY TIME WE LOOK, THEY JUST KEEP WIDENING ROADS AND WIDENING HIGHWAYS.
SO WHILE YOU'RE PROJECTING THIS, DON'T FORGET THE PEOPLE OUT WEST BECAUSE UNIVERSITY FLAMINGO, THOSE ARE THE ONES THAT ARE GOING TO GET, PINE ISLAND AND NOB HILL ARE ALREADY SMALL AND WE'RE GOING TO GET SLAMMED ON ALL THOSE CORRIDORS.
THANK YOU, COMMISSIONER. VICE MAYOR.
AND BY THE WAY, PEMBROKE PINES ONLY HAS 179,000 PEOPLE.
[LAUGHTER] RIGHT NEXT TO MIRAMAR AT 140.
I'D LIKE TO ASK A QUESTION, FIRST OF ALL, TO THE COUNTY COMMISSIONERS.
[00:50:04]
IS THERE A PERCENTAGE OF THE TAX MONEY THAT GOES TO TRANSIT? IS IT SOMETHING SET IN STONE OR IS IT? IF YOU COULD ANSWER THAT. IT GOES TO TRANSIT? YEAH, I MEAN, IS IT DO THEY SAY 20% GOES TO TRANSIT OR? THE INITIAL? ARE YOU ON FURR? THERE IT IS. IT IS FOR THE INITIAL PART IS NOT IS TO ALLOW FOR MODERNIZATION OF THE FLEET BUT THE ACTUAL AMOUNT THAT GOES THAT WE HAVE OUR BUDGET WAS WHEN IT WAS PASSED IS SUPPOSED TO STAY PRETTY MUCH THE SAME.IN OTHER WORDS, WE'RE NOT SUPPOSED TO BE ADDING THE SURTAX ISN'T SUPPOSED TO BE ADDING TO THAT.
SO IT'S NOT A NOT A PERCENTAGE SET IN STONE? NO. THE ONLY PERCENTAGE THAT IS SET IN STONE IS THE 10% SET FOR MUNICIPAL PROJECTS.
THERE'S NOTHING UP THERE, REALLY.
AND I JUST I MEAN, LOOKING AT THIS AT $4 BILLION DOLLARS AND I KNOW THAT WE'RE A COUNTY AND I ALWAYS ARGUE THIS, THAT WE CAN'T BE RESPONSIBLE FOR JUST OUR OWN LITTLE TOWN BECAUSE IF I LIVE IN LITTLE LIGHTHOUSE POINT, I'VE GOT TO GO TO SAWGRASS MILLS OR I'VE GOT TO GO WATCH THE PANTHERS AT THE MARINA AND I'VE GOT TO TRAVEL AROUND.
BUT THAT BEING SAID, WHEN WE TALK ABOUT GIVING, IF WE'RE TALKING ABOUT GIVING SO MUCH MONEY TO THE MASS TRANSIT, I THINK WE STILL HAVE TO THINK OF THE LITTLE CITIES. AND RIGHT NOW LIGHTHOUSE POINT IS GETTING ON THE SHORT END OF THE STICK OF THE SURTAX MONEY PARTIALLY OUR OWN FAULT FOR MISINTERPRETATION OF THE FIRST YEAR'S PROJECTS AND ALL. BUT I THINK WE HAVE TO JUST BE CAREFUL THAT IT'S NOT JUST ALL GOING TO MASS TRANSIT, BECAUSE THAT SEEMS LIKE AN AWFUL LOT OF MONEY, ALTHOUGH IT'S NEEDED, BUT IT STILL SEEMS LIKE AN AWFUL LOT OF MONEY.
THANK YOU. AND I WILL COMMISSIONER MCGEE. I'M SORRY.
YEAH, I WANT TO ACTUALLY SECOND VICE CHAIR JOHNSON'S STATEMENT, BECAUSE THAT'S THE OTHER GAPING HOLE AS FAR AS NEW PROJECTS AND NEW RIDERSHIP THAT SEEMS TO BE MISSING IS THE NORTHEAST LIGHTHOUSE POINT, POMPANO, DEERFIELD, HILLSBOROUGH, ALL LAURDERDALE BY THE SEA SEA RANCH.
IT'S ALMOST MORE CONVENIENT TO GO TO PALM BEACH COUNTY TO GET ON RAIL AT I'M BLANKING ON IT BUT AT THEIR STATIONS.
PALMETTO. PALMETTO. THANK YOU.
ANYWAYS SO YEAH, AND I LIVE FOR A FEW YEARS AS A PURE PEDESTRIAN USING TRANSIT.
I LOVE THE TRANSIT IDEAS AND FOR ME, WHEN I LOOK AT THE MAPS ALL ABOUT CONNECTIVITY AND GETTING MORE RIDERSHIP AND I KNOW YOU HAD A RIDERSHIP NUMBER, BUT I WAS WONDERING IF YOU HAVE THAT NUMBER, BOTH CURRENT AND PROJECTED AS FAR AS PERCENTAGE POPULATION OF INDIVIDUAL RIDERS THAT RIDE.
DO YOU HAVE THAT OR CAN YOU GET THAT? NO, I'M SORRY, I COULD GET THAT NUMBER FOR YOU.
AND IT'S A DIFFERENT MENTALITY, ESPECIALLY ALONG THE BEACH AREAS.
AND THE OTHER THING THAT I WANTED THAT YOU DIDN'T REALLY TOUCH UPON THAT I'M CURIOUS ON IS HOW MUCH FOCUS ARE YOU PUTTING IN TRANSFER STATIONS? BECAUSE LIKE YOU SAID, THERE'S ONE SEAT ISN'T GOING TO GET YOU FROM POINT A TO POINT B, BUT.
NEITHER IS RUNNING ACROSS THE STREET TO TRY AND GRAB YOUR OTHER ALTERNATIVE TRANSPORTATION.
SO WHAT KIND OF FOCUS IS ON TRANSFER STATIONS? YES. SO. I'M NOT SURE HOW THIS PROCESS WORKS, BUT I WOULD LIKE TO ANSWER SOME OF THE QUESTIONS THAT CAME UP BEFORE AS WELL.
SO THE TRANSFER STATIONS ARE YOU KNOW, THAT TO YOUR POINT, THEY'RE VERY INTEGRAL FOR PEOPLE BEING WILLING TO DO THAT TWO SEAT RIDE, ESPECIALLY TO YOUR POINT ALSO IS TO MAKE THIS SUCCESSFUL, WE'RE GOING TO HAVE TO GET PEOPLE OUT OF CARS AND IT'S GOT TO BE ATTRACTIVE ENOUGH AND CONVENIENT ENOUGH FOR PEOPLE TO DO THAT. SO AS PART OF THE DESIGN PHASE, WE WILL BE LOOKING AT WAYS TO MAKE SURE THAT THOSE TRANSFER POINTS WORK AS WELL AS THEY DO IN OTHER CITIES.
I'M SORRY. I DON'T WANT TO TAKE YOUR TIME.
OH, NO, NO. OH, AND IN TERMS OF THE THE WEST, AND I APPRECIATE WHAT YOU'RE SAYING ABOUT THAT.
THIS IS THE FIRST PART OF THIS.
RIGHT? AS WE GET MORE INFORMATION AND THE DEMOGRAPHICS AND THE EXPLOSION HAPPENS.
THIS ISN'T THE END ALL BE ALL.
AND SO I WASN'T AWARE OF THE NEW LEGISLATION THAT WAS PASSED.
SO THANK YOU FOR MAKING ME AWARE OF THAT.
[00:55:01]
I DO AGREE WITH YOU THAT ONE OF THE THINGS THAT WE WOULD LIKE TO SEE COME OUT OF THIS IS MORE TRANSIT ORIENTED DEVELOPMENT, AND PART OF THAT IS MAKING SURE THE TRANSIT IS THERE WHERE THE PEOPLE ARE.SO I'M PRETTY SURE AS WE SEE THOSE TRENDS HAPPENING, WE CAN ADJUST.
OKAY. GOOD. JUST DO A FOLLOW UP REAL QUICK.
CAN I ASK A COUPLE QUESTIONS ABOUT THE PROJECT AS IT RELATES TO THE AIRPORT SEAPORT CONNECTIONS? CAN YOU GIVE US A LITTLE BIT MORE DETAIL ON WHAT EXACTLY IS THAT GOING TO LOOK LIKE? SO, FOR EXAMPLE, STARTING AT THE AIRPORT, I GET OUT OF MY PLANE, I GO GET MY LUGGAGE.
HOW DO I GET TO THE SEAPORT? SO RIGHT NOW, SO THERE IS AND MAYOR TRANTALIS.
YOU MAY BE AWARE OF THIS, BUT THERE IS A PROPOSAL THAT IS ON THE TABLE FOR AN INTERMODAL CENTER THAT WILL CONNECT THE RAIL AND THE PEOPLE MOVER THAT WILL OPERATE WITHIN THE AIRPORT.
INITIALLY, THOUGH, THAT WON'T BE THERE ON THIS TIME HORIZON.
IT'S JUST NOT PRACTICAL FOR IT TO HAPPEN AS QUICKLY.
SO. RIGHT. SO IT'LL BE A CIRCULATOR.
HOW DO I ACCESS THIS, THIS TRANSIT SYSTEM? IT'LL HAVE TO BE A BUS, SOME KIND OF SURFACE TRANSIT.
ALL RIGHT. SO WE HAVE TO TAKE A BUS TO THE TRANSPORTATION CENTER.
WHERE WOULD THAT TRANSPORTATION CENTER BE LOCATED? SO IT'S ON THE WESTERN EDGE OF THE AIRPORT PROPERTY LINE.
MAYBE LET ME HAVE PHIL COME UP BECAUSE HE CAN SPEAK TO THAT.
THANKS, DERRICK. HI, I'M DERRICK CHAN, DIRECTOR OF RAIL FOR BROWARD COUNTY.
THE PLAN IS THAT WE WILL BE BUILDING EVEN IF THE INNERMOST INTERMODAL CENTER ISN'T COMPLETED AT THE DONUT AREA ON US 1 WEST OF THE AIRPORT AND THE EAST OF THE AIRPORT, WE WILL HAVE SHUTTLE SERVICE AND WE WILL BE CONNECTING THAT SERVICE WHEN THE AIRPORT AND SEAPORT ALIGNMENT IS COMPLETED AND IN SERVICE.
OKAY. SO OKAY, SO THE CENTER IS GOING TO BE IN THE DONUT, THEN? IT'LL BE IN THE DONUT AND WE WILL HAVE SOME SORT OF EITHER WALKWAY OR PASSAGEWAY TO CROSS OVER THE FEC.
AND AT THAT POINT, THERE WILL BE SHUTTLE SERVICE THAT WILL PICK UP.
GET ON THE SHUTTLE, AND THAT WILL TAKE ME THERE.
YEAH. JUST LIKE RIGHT NOW HOW THE PARK AND RIDE SHUTTLES ARE.
OKAY. ALL RIGHT, SO NOW I'M THERE.
TELL ME A LITTLE BIT WHAT AM I GOING TO WHAT KIND OF RIDE AM I GOING TO EXPECT GOING TO THE SEAPORT? IS THIS AN ELEVATED TRAIN? IT'S GOING TO BE ELEVATED FROM THE VERY BEGINNING.
YES. WELL, RIGHT NOW, IN EARLY CONCEPT DESIGN, YOU KNOW, WE HAVE COUPLE DESIGNS, RIGHT? ONE IS TO HAVE A STATION BUILT THAT WILL ALLOW FOR THE VERTICAL MOVEMENT FROM THE DONUT, WHICH IS THE INTERMODAL CENTER.
RIGHT. THEN THERE'LL BE ELEVATED, YOU KNOW, GOING OVER THE, YOU KNOW, THE FREEWAY.
US 1 AND THEN LATER ON AT 595.
ANYWAY, YEAH, IT'LL GO OVER THAT, IT'LL BE ALL BRIDGE WILL BE ALL ELEVATED BRIDGE.
SO, THAT TRANSPORTATION SYSTEM IS GOING TO BE ELEVATED FROM POINT A TO POINT B, RIGHT? YES. THERE'S NO LIGHT RAIL GROUND PORTION OF THAT.
THERE WILL BE A PORTION ON SEVENTH THAT WILL BE STILL ELEVATED, BUT IT MAY NOT BE BRIDGED.
SO WE'LL BE USING TWO TYPES OF STRUCTURES.
OKAY. SO ARE ANY OF THESE IS ANY PORTION OF THIS STRETCH THIS ON YOUR PLAN GOING TO BE AT GROUND LEVEL FROM THE AIRPORT TO THE SEAPORT? NO. OKAY.
SO NOW YOUR CONNECTION FROM THE SEAPORT, OF COURSE, TO THE CONVENTION CENTER.
THAT'S ALL GOING TO BE? THAT'S ALL ELEVATED. ALL ELEVATED.
OKAY. AND THEN WE GET FROM THE CONVENTION CENTER.
I SEE YOU. IT'S SORT OF SNAKES ITS WAY UP FEDERAL HIGHWAY AND THEN OVER TO BROWARD BOULEVARD.
AM I READING THAT CORRECTLY? NO. I MEAN, RIGHT NOW IT'S GOING TO YOU'RE TALKING ABOUT THE SECOND PHASE.
[01:00:03]
THE FIRST PHASE IS FROM THE AIRPORT TO THE.I GET THAT. I GET THAT. BUT I'M LOOKING AT YOUR PINK LINE HERE ON ON YOUR SCREEN HERE.
IS THAT FEDERAL HIGHWAY? WHEN IT GETS TO BROWARD BOULEVARD? NO, ACTUALLY. THE WAY THE EARLY CONCEPT IS THAT THERE WILL BE A ONE WAY PAIR FOR ANDREWS AND THIRD.
RIGHT. AND THAT WILL BE AT GRADE OPERATIONS UNTIL WE GET DOWN TO THE DOWNTOWN CORE.
AND THEN AS WE GO WEST ON BROWARD, THE FIRST SEGMENT WILL PROBABLY BE ELEVATED.
AND THEN AS WE GO BEYOND 95, WE WILL START COMING DOWN AT THAT AT THOSE LOCATIONS.
SO AGAIN, WE'RE VERY EARLY IN.
RIGHT. AND THIS IS A PLANNING DISCUSSION.
YES. SO I JUST WANT TO KNOW WHAT I WANT TO GET A LITTLE MORE GRANULAR TO SEE EXACTLY WHERE YOU'RE GOING WITH THIS SO THAT WE CAN ANTICIPATE, YOU KNOW, HOW TO ASSIST YOU AND ASSIST THE COUNTY MOVING THIS PROJECT FORWARD.
THANK YOU. SO THE ONE WAY OR THE ONE WAY PAIRING CONCEPT IS GOING TO BE INTEGRATED INTO THIS PROPOSAL, RIGHT? YES. OKAY. AND I KNOW THAT WE'VE TALKED ABOUT THE ONE WAY PAIRING GOING FROM SUNRISE BOULEVARD DOWN TO 17TH STREET.
IS THAT INCORPORATED IN YOUR DESIGN? WELL, WILL IT BE? IT WILL BE, YES. THE LOWER PORTION FROM BROWARD.
FDOT IS CURRENTLY IN THE PD&E LOOKING AT LIGHT RAIL.
YES. OKAY. NOW, AS IT'S BEEN STATED EARLIER BY SOMEBODY.
MAYOR, COULD YOU WRAP UP? YEAH, I WILL.
SO AS IT'S BEEN STATED EARLIER BY A PREVIOUS MEMBERS OF THIS BOARD IN TERMS OF CAPACITY, SO I UNDERSTAND THAT TO DO A LIGHT RAIL SYSTEM IN BROWARD, YOU WOULD NEED TO TAKE UP TWO LANES OF TRAFFIC IN ORDER TO ACCOMMODATE THE LIGHT RAIL SYSTEM.
IS THAT THE IDEA? WELL, I THINK THE CONCEPT IS FROM 95 TO DOWNTOWN.
YOU KNOW, WE'RE LOOKING AT ELEVATING IT.
SO WE'RE ELEVATING THAT PORTION.
WE SHOULD BE ABLE TO KEEP, YOU KNOW, ALL THE LANES THAT'S CURRENTLY THERE.
OKAY. SO YOU'RE LOOKING FOR DOING AN ELEVATED TRAIN FROM DOWNTOWN FORT LAUDERDALE TO I-95.
YES. AND THEN THE SUBSEQUENT PORTION GOING WEST.
YOU KNOW, WE'RE LOOKING AT EITHER AT GRADE WITH DEPENDS, YOU KNOW, DEPENDS.
YOU KNOW, AFTER THE OUTREACH AND AFTER THE INITIAL CONCEPT DESIGN WILL DETERMINE.
BUT MOST LIKELY WE'RE LOOKING AT, YOU KNOW, OPERATING AT GRADE SEMI-EXCLUSIVE, IF POSSIBLE.
THANK YOU, MR. CHAIR. MR. JAFFE, THANK YOU.
I HAVE ONE QUICK THANK YOU FOR THE PRESENTATION.
I SEE IT IN USE EVERY DAY AND A LOT OF PEOPLE ARE USING IT.
IT CONNECTS TRANSIT TO THE AIRPORT WITH A MOVING SIDEWALK AND IT'S ALL COVERED.
SO IF THE WEATHER IS INCLEMENT, BUT THAT'S A VERY GOOD OPERATION THAT REALLY WORKS.
WELL, WE SHOULD LOOK INTO THAT.
MY QUESTION SPECIFICALLY FOR THE NORTHWEST 136 AND THE SAWGRASS AREA, WITH THE RIDERSHIP THAT YOU PROJECT FOR THE RAPID BUS AND THE HIGH FREQUENCY BUS, WHAT KIND OF INFRASTRUCTURE ARE YOU PLANNING AT THAT END OF THAT ROUTE? BECAUSE I DON'T SEE ANYTHING IN THERE.
AND YOU COULD HAVE A MILLION PEOPLE AND IT'S ALL OUTDOORS RIGHT NOW.
I BELIEVE THERE'S NO INFRASTRUCTURE OUT THERE.
SO FROM A SO WE'RE GOING TO BE ON THE CORRIDOR AND WHERE APPROPRIATE AND AVAILABLE WE WILL HAVE AN EXCLUSIVE LANE FOR BRT FOR THE BUS RAPID TRANSIT.
AND IF WE ARE UNABLE TO DO THAT, THEN WE'LL HAVE THE PREEMPTIVE TRAFFIC TO HELP US.
WHEN WE GET TO THE DESIGN PHASE, WE'LL HAVE A BETTER IDEA OF WHAT THEY'LL LOOK LIKE.
BUT WE WILL HAVE SOME LEVEL OF IT.
WOULD LIKELY LOOK LIKE A TRAIN STATION TOO.
YEAH, NOT LIKE A BUS STOP, BUT MORE LIKE A TRAIN STATION.
YEAH, RIGHT. VICE CHAIR COLBOURNE.
YOU WERE DONE, RIGHT, MR. JAFFE? I JUST WANT TO FIRST OF ALL, WELCOME.
THANK YOU FOR YOUR PRESENTATION AND FOR THE PLAN AS WELL.
[01:05:04]
I WAS TRYING TO FIGURE [LAUGHTER] WHERE'S THE VOICE COMING FROM? SORRY, I WAS TRYING.I APPRECIATE THE PRESENTATION.
IT'S GREAT TO SEE THAT, YOU KNOW, THAT WE ARE TAKING STEPS TO MOVE FORWARD.
I AM FROM THE CITY OF MIRAMAR.
I AM IN THAT SOUTHWEST CORNER THAT DIDN'T GET A LOT OF ATTENTION IN THIS INITIAL PORTION OF IT.
I'M HOPING I KNOW THEY HAVE HAD MORE AND MORE TALKS ON IT, BUT WHEN THAT HAPPENS, I THINK IT WILL BE A PERFECT LOCATION TO CONTINUE ON UNIVERSITY AND PROVIDE THAT TYPE OF TRANSPORTATION TO THE WEST AREA AS WELL, THE SOUTHWEST AREA.
SO IT IS MUCH NEEDED IN THAT AREA.
SO WE ARE VERY APPRECIATIVE OF THE SURTAX DOLLARS THAT WE HAVE RECEIVED.
WE'RE DEFINITELY GOOD WITH THAT.
AND I DO ACKNOWLEDGE THAT THIS IS JUST YOUR FIRST PLAN.
THIS IS JUST THE BEGINNING AND IT CAN BE TWEAKED.
SO PLEASE CONSIDER US OVER IN THE SOUTHWEST CORNER.
THANK YOU. THANK YOU. THANK YOU.
THANK YOU VERY MUCH FOR THE PRESENTATION.
I HAD THE LUXURY OF SEEING THIS AT THE TOWN COMMISSION MEETING ON JUST TUESDAY.
A QUESTION I HAVE, I TOO AM FROM NEW YORK.
WE FORGIVE YOU. [LAUGHTER] OH, I GUESS I SHOULDN'T SAY I'M FROM PHILLY.
RIGHT. A LOT OF US FROM NEW YORK WON'T HELP THE CONVERSATION WILL IT.
WHEN YOU'RE FROM THAT REGION, THE TRI STATE REGION, YOU ARE BORN AND RAISED IN A TRANSIT SYSTEM.
AND I'VE SPOKEN TO GREG ABOUT THIS IN THE PAST THAT THERE IS A TEMPLATE THERE THAT WE COULD USE.
I ALSO HAVE WATCHED ON SOME DOCUMENTARIES ON TV, THE HARTWICK JACKSON AIRPORT, BEHIND THE SCENES.
THERE'S ANOTHER PERFECT EXAMPLE OF MOVING MILLIONS OF PEOPLE IN A GIVEN YEAR.
I'VE ALSO WORKED AT THE PORT, AND TO PIGGYBACK ON WHAT THE MAYOR HAS SAID ABOUT FORT LAUDERDALE AND GETTING FROM THE AIRPORT TO THE PORT, THE CRUISE LINES CURRENTLY HAVE A SYSTEM ESTABLISHED TO MOVE THEIR CUSTOMERS FROM THE TERMINALS TO, FROM THE AIRPORT TO THE PORT.
AND REFERENCING BACK TO BEING BORN AND RAISED IN A SYSTEM AND MOVING TO A REGION THAT WOULD PREFER TO USE A CAR THAN A SYSTEM, A TRANSIT SYSTEM.
HOW ARE YOU GOING TO TRAIN THE POPULATION TO USE THIS? AND YOU DON'T HAVE TO ANSWER IT RIGHT NOW, BUT IT'S A.
CAN I TAKE A CRACK AT IT THOUGH.
SO, YOU KNOW, I CAN REALLY APPRECIATE US BEING A VERY CAR CENTRIC SOCIETY HERE, RIGHT? I MEAN, IT'S JUST HOW IT EVOLVED AND HOW IT DEVELOPED.
AND SO IT IS WHAT IT IS COMPARED TO THE CITIES THAT WE COME FROM AND KNOW AND LOVE, WHERE IT WAS DEVELOPED VERY DIFFERENTLY, THE DIFFERENT CHOICES AND THAT SUPPORTED MORE OF THE TRANSIT SYSTEMS THAT EXIST THERE TODAY.
I MEAN, WE'RE GOING TO HAVE TO MAKE THE SERVICE ATTRACTIVE SO THAT PEOPLE WANT TO RIDE IT.
WE'RE GOING TO HAVE TO MAKE SURE IT DELIVERS WHAT IT SAYS IT'S GOING TO DELIVER.
AND SO WE'RE LOOKING AT DIFFERENT VEHICLE TYPES TO KIND OF GET PEOPLE MORE INTERESTED IN RIDING.
YOU KNOW, THE THING THAT I HATE TO SAY THIS, BUT, YOU KNOW, THE FUTURE OF A LOT OF WHAT'S HAPPENING HERE DEPENDS ON OUR CHILDREN AND THEY WE KNOW THAT SOME OF THE GEN X, GEN Y, I'M NOT GEN X, I MEAN GEN Z AND THE MILLENNIALS AND SOME OF THOSE AND WHAT'S COMING NEXT THOSE GENERATIONS ARE MORE INTERESTED IN USING PUBLIC TRANSIT.
THAT'S BEEN, YOU KNOW, A FACT THAT'S BEEN AROUND THE COUNTRY.
SO WE WOULD REALLY BE FOCUSING OUR ATTENTION ON TRYING TO CONVINCE THEM TO CHOOSE TRANSIT.
[01:10:04]
PERSPECTIVE, AS WELL AS FROM A GRASSROOTS PERSPECTIVE.SO, YOU KNOW, GETTING IN THE SCHOOLS AND CONVINCING OUR YOUNGER GENERATIONS TO TAKE ADVANTAGE OF IT.
SO IT IS GOING TO BE A JOURNEY.
WE ARE GOING TO HAVE TO CHANGE BEHAVIORS AND CHANGE THE HEARTS AND MINDS OF PEOPLE.
I'VE BEEN ON MY COMMISSION FOR SEVEN YEARS NOW, AND ONE OF THE NEW FANGLED WAYS OF GETTING AROUND TOWN WAS UBER BACK IN THE GOOD OLD DAYS JUST SEVEN YEARS AGO.
AND WE WERE LIKE, WHAT A STOP FOR AN UBER VEHICLE? WHO'S GOING TO BUILD THAT? BUT THAT'S WHAT WE USE NOW.
MY FINAL ONE, AND THEN I'LL STOP.
BUT MY FINAL QUESTION IN YOUR PLAN HERE IS AND IT'S A LITTLE SELFISH FOR THE SMALL TOWN BY THE SEA, WHY OAKLAND PARK BOULEVARD HAS PRIORITY OVER COMMERCIAL BOULEVARD AS A EASTERN SIDE DESTINATION AT THE END OF OAKLAND PARK BOULEVARD, YOU HAVE A LUXURY HIGH RISE BUILDINGS IN THAT GENERAL VICINITY.
AND I KNOW SOME OF THE PEOPLE IN THIS ROOM HAVE MENTIONED THAT, THAT THEY COME THERE FREQUENTLY, THAT THIS MIGHT BE MORE OF A BENEFIT THAN GOING TO A RESIDENTIAL HIGH RISE BUILDING WHERE THEY WOULD PROBABLY TAKE THEIR CAR ANYWAY.
THANK YOU, SIR. AND PART OF THIS PROCESS IS TO GET THAT FEEDBACK RIGHT.
SO WE ARE, YOU KNOW, BEING VERY TRANSPARENT HERE WITH WHAT OUR THOUGHTS ARE.
AND TO MAKE THIS BETTER, WE NEED THAT INPUT.
COMMISSIONER MARTIN. THANK YOU, SIR.
COMMISSIONER JABBOW FROM THE CITY OF LAUDERHILL.
SO I'M GOING TO HOLD MY ANTICIPATION ON WHERE THIS IS GOING.
THE ONE THING I THINK THAT WE AND THE CITY OF LAUDERHILL, I THINK FOR YEARS HAS LED THE TRANSIT USE SCENARIOS IN THE COUNTY POSSIBLY, AND A BIG PART OF THAT BECOMES SOCIOECONOMIC.
WE HAVE PEOPLE THAT DON'T OWN CARS, THAT CAN'T AFFORD CARS THAT GO TO WORK EVERY DAY.
WE HAVE ONE OF THE HIGHEST RIDERSHIP FOR OUR LOCAL TRANSIT BUSSES THAT GO WITHIN THE COMMUNITY.
SO FOR ME, SEEING THESE OPPORTUNITIES FOR PEOPLE TO GET THERE FASTER IS ENCOURAGING.
BUT AGAIN, BECAUSE WE'RE TALKING SO FAR DOWN THE LINE AND LIKE THE MEMBER FROM SUNRISE SAID, WE KNOW THERE ARE CHANGES COMING AND WE'RE IN THE CITY OF LAUDERHILL PREPARING FOR THAT.
THE DENSITY IS GOING TO GO CRAZY IN THE NEXT 3 TO 5 YEARS.
WE BUILD FIVE LANES. WE REALLY NEED TEN BECAUSE BY THE TIME YOU FINISH BUILDING THERE, HOW DO, YOU KNOW WE'RE OUT OF SPACE ALREADY? BUT AGAIN, I'M ENCOURAGED THAT WE'RE MOVING FORWARD TO DO SOMETHING.
I'D LOVE TO SEE SHOVELS IN THE GROUND TOMORROW, OTHERWISE WE KNOW.
ME TOO SIR. WE'RE GOING TO BUILD OURSELVES PRETTY MUCH OUT OF SPACE.
BUT WHAT'S THE TIME FRAME FOR YOUR OUTREACH IN THE CENTRAL BROWARD OR LAUDERHILL AREA? DO YOU HAVE A SCHEDULE THAT WE CAN GET ACCESS TO RIGHT NOW? SURE. LET ME HAVE BARNEY COME UP AND TALK TO YOU ABOUT OUR OUTREACH, PLEASE.
AND WILL THIS PRESENTATION BE AVAILABLE, GREG, THAT WE CAN GET A COPY OF? YES, SIR.
BARNEY MCCOY, ASSISTANT GENERAL MANAGER, SERVICE AND STRATEGIC PLANNING FOR BROWARD COUNTY TRANSIT.
WE HAVE ALREADY STARTED THE OUTREACH FOR THE CITIES.
OUT OF THE 31 CITIES WE'VE ALREADY BOOKED MEETINGS WITH 22.
SOME OF THEM HAVE BEEN WITH STAFF LEVEL AND COMMISSION LEVEL.
THE CITY OF LAUDERHILL, THOUGH WE ARE ACTIVELY ENGAGED WITH AND WE'RE ACTUALLY WAITING TO HEAR BACK FROM MISS [INAUDIBLE] SMITH AS TO THE FIRST MEETING, WHO SHE WANTS TO ATTEND THAT MEETING. ONCE WE HAVE THAT MEETING, THOUGH, SHE'LL MAKE A DECISION AS TO HOW AND WHEN THIS INFORMATION IS TAKEN TO YOUR COMMISSION.
FINAL QUESTION. COMMISSIONER FURR, PLEASE.
NOW IT'S ON. FIRST, I JUST WANT TO THANK YOU FOR THE PRESENTATION.
I HAD A CHANCE TO SEE TO TALK WITH YOU ABOUT IT FOR A COUPLE OF WEEKS AGO.
BUT I DO I JUST WANT TO SAY, FIRST OF ALL, I THINK WE ARE IN AN INCREDIBLY ENVIABLE POSITION.
WE'RE IN A POSITION WHERE WE'RE ABLE TO LEVERAGE MONEY THAT WE HAVE AND ACTUALLY APPLY FOR THINGS.
AND SO FOR THIS BODY, I THINK IT'S A CHALLENGE.
I THINK THIS IS A HUGE CHALLENGE FOR US TO BE THINKING BIG.
[01:15:01]
NOW, THIS IS A CHANCE FOR THE MPO TO BE LOOKING AT THE WHOLE PICTURE OF THIS COUNTY AND ACTUALLY START TO DEVELOP IT.SO FOR US, I THINK IT'S A WATERSHED MOMENT.
THERE ARE THINGS THAT I KNOW THE COMMISSION IS GOING TO BE WANTING TO TWEAK.
THERE'S THINGS I WANT TO TWEAK.
AND COMMISSIONER MCGEE, I THINK I MEAN, THERE'S ONE PART THAT IS AN OBVIOUS OMISSION HERE FOR REASONS WE CAN'T GO INTO TOO MUCH, BUT THAT COMMUTER RAIL, WE WANT THAT TO GO THROUGH THE WHOLE COUNTY, OBVIOUSLY.
SO I'LL JUST LEAVE IT AT THAT.
YOU WANT TO HAVE CONNECTIONS GOING EAST WEST AS FAST AS YOU CAN, BECAUSE IF I'M GOING TO BE ON THE COMMUTER RAIL, I DON'T WANT TO BE TAKING A SLOW BUS TO THE, YOU KNOW, TO WHEREVER I'M GOING.
YOU WANT THAT THAT KIND OF SPEED AND EFFICIENCY.
SO THERE'S THINGS THAT MAKE SENSE WITH THAT.
THE OTHER PART THAT'S NOT ON HERE IS AND BECAUSE THIS IS THE PREMO PLAN, BUT JUST SO EVERYBODY IS COGNIZANT OF IT, THERE'S A WHOLE LOT OF OTHER TRANSIT THINGS THAT ARE GOING ON LIKE THAT ARE NOT ON HERE THAT ARE TALKING ABOUT BUSSES GOING AT MORE OFTEN TIMES AT MORE, YOU KNOW, THROUGHOUT THIS.
SO THAT'S NOT ON HERE, BUT THAT IS HAPPENING.
SO THERE'S LIKE, YOU KNOW, WHAT'S THE WORD FOR IT? HEADWAYS. YEAH, SHORTER HEADWAYS.
SHORTER HEADWAYS. SO THOSE ARE HAPPENING EVERYWHERE THROUGHOUT THE COUNTY, EAST, WEST, ALL OVER.
AND ALL THE SHUTTLES THAT ARE NOW BEING ABLE TO CONNECT IN EVERY CITY, THOSE EVERY CITY HAS BEEN HAS THE MONEY NOW TO APPLY FOR SHUTTLES THAT'S NOT ON HERE.
SO THIS IS LIKE A BIG PICTURE, BUT THERE ARE OTHER PARTS TO THIS.
SO I JUST WANT TO KIND OF REMIND EVERYBODY OF THAT.
BUT FOR US HERE, WHAT A WONDERFUL OPPORTUNITY.
I MEAN, IT'S REALLY AMAZING, TOO.
WE'RE GOING TO BE ABLE TO TAKE THIS COUNTY IN A PLACE THAT IT HAS NEVER BEEN.
AND THANK YOU FOR BRINGING THIS TO US.
THANK YOU. THANK YOU FOR A GREAT PRESENTATION.
[APPLAUSE] GO AHEAD. I WOULD LIKE TO SAY A PARTING, PLEASE, IF I COULD, THAT WE ARE EMBARKING ON A NEW SYSTEMWIDE TRANSIT STUDY TO COMMISSIONER FURR'S POINT TO LOOK AT MICRO TRANSIT AND OTHER OPTIONS IN ADDITION TO THE NETWORK THAT WE HAVE NOW AND TO VERIFY THAT WE'RE GOING TO THE RIGHT PLACE AT THE RIGHT FREQUENCY AND RECOGNITION OF NEW CHANGES.
SO THAT STUDY IS GOING TO KICK OFF IN THE NEXT COUPLE OF MONTHS.
OKAY. THANK YOU ALL. I ENJOYED BEING HERE TODAY.
DO YOU THINK I'VE BEEN THINKING A LITTLE BIT ABOUT THIS? YEAH.
WHAT I'M GOING TO BE DOING FOR EACH MEETING IS WE'RE GOING TO BE BRINGING WHAT IS A BUS RAPID TRANSIT SYSTEM? WHAT DOES IT LOOK LIKE? WHAT DO ARE OUR PEERS LOOK LIKE THAT OPERATE THEM? WHAT DOES A RAIL SYSTEM LOOK LIKE? WHAT DOES A MORE RAPID BUS SYSTEM FEEL LIKE AND ACTUALLY GET THE FOLKS HERE THAT HAVE EXPERIENCE ELSEWHERE IN NOT ONLY THE UNITED STATES BUT ELSEWHERE IN THE WORLD AND HAVE THAT CONVERSATION WITH YOU AND ON THE LAND USE SIDE, WHICH I THINK COMMISSIONER, YOU KNOW, YES, WE'VE BEEN FOLLOWING WITH WHAT THE LEGISLATURE'S BEEN DOING.
I ACTUALLY WANT TO SHOW YOU ALL THE MAPPING THAT WE'VE DONE OVER THE LAST 20 YEARS IN WHERE WE THINK REDEVELOPMENT WOULD OCCUR, WHERE THE LARGER SHOPPING CENTERS ARE THAT WILL ASSIST OUR PARTNERS AT BCT AS THEY DEVELOP FURTHER IN UNDERSTANDING WHAT TYPE OF IMPACTS THAT MAY HAVE TO YOUR COMMUNITIES.
THERE IS A LOT OF THINGS MOVING FORWARD THAT WE CAN DO TOGETHER.
THERE'S A LOT OF THINGS WE'RE GOING TO DO TO SUPPORT BROWARD COUNTY TRANSIT.
AS COMMISSIONER FURR SAID, THERE ARE LINES NOT SHOWN ON THIS MAP.
WE ACTUALLY HAVE EVEN MORE LINES.
I WANT TO REMIND YOU ALL, YOU ADOPTED A VISION 2100 TRANSIT PLAN.
SO NOW ALL OF A SUDDEN WE NEED TO BE ABLE TO ADDRESS THAT.
AND I'VE HAD THIS CONVERSATION.
[01:20:02]
SO DON'T THINK THAT THIS IS JUST THE END.THIS CONVERSATION IS JUST THE BEGINNING.
COMMISSIONER OLDAKER BASICALLY NAILED IT.
MAYBE [INAUDIBLE] MIGHT HAVE IT, BUT WE'LL SEE.
ALL RIGHT. THANK YOU, EVERYBODY.
THANK YOU ALL. GREAT PRESENTATION.
THANK YOU. [APPLAUSE] ALL RIGHT. WE HAVE A CONSENT AGENDA.
[ CONSENT ITEMS (All Items Open for Public Comment) ]
ANYBODY WANT TO SAY ANYTHING ABOUT OUR CONSENT AGENDA ITEM? IF NOT, I NEED A MOTION TO APPROVE IT.ALL RIGHT. MOTION BY LISA MALLOZZI SECOND BY SANDY JOHNSON DISCUSSION ON THE CONSENT.
SORRY. I'M WAITING ON FURR, JAFFE AND FISHER, AND DANIELLE PLEASE.
WE'RE GOOD. COMMISSIONER FURR.
[1. MOTION TO APPROVE Amendments to the Fiscal Year (FY) 2023 - 2027 Transportation Improvement Program (TIP): A. FM# 4510821 SR-814/W ATLANTIC BOULEVARD AT BANKS ROAD B. FM#4469971 INTERSECTION LIGHTING RETROFIT IMPROVEMENT G. Broward County Transit (BCT) Section 5339(b) Bus/Buses Facilities Program (Competitive)]
ALL RIGHT. NOW LET'S GO TO ITEM NUMBER ONE.COMMISSIONER STUART. DO YOU WANT TO READ IT? ITEM ONE IS A MOTION TO APPROVE AMENDMENTS TO THE FISCAL YEAR 2023 TO 2027 TRANSPORTATION IMPROVEMENT PROGRAM.
THE TIP THERE ARE SEVEN ELEMENTS TO THAT.
I CAN READ THEM IF YOU'D LIKE.
MR. STUART IF YOU. YEAH, BECAUSE IT'S IMPORTANT FOR YOU TO HEAR EACH ELEMENT.
WELL, THAT SOUNDS LIKE A BUNCH OF NUMBERS.
THE SECOND NUMBER IS AN FTA 5310 OPERATING GRANT.
THAT'S GOING TO OUR PARTNERS AT BROWARD CHILDREN'S CENTER.
SO THIS IS PART OF THE MIAMI ZA WHICH WE SERVE IN THE FTA 5310 OPERATING GRANT FOR SUNRISE COMMUNITY INC, ALSO AN OPERATING GRANT WITH THROUGH BROWARD COUNTY TRANSIT.
MR. MAYOR, IT'S IMPORTANT FOR YOU.
INTERSECTION LIGHTING IMPROVEMENTS AND THAT'S A RETROFIT IMPROVEMENT.
AND SO YOU'RE GOING TO SEE SOME ADDITIONAL RETROFIT FOR LED LIGHTING AND THEN BROWARD COUNTY TRANSIT, BCT, SECTION 5339B BUS AND BUS FACILITIES, THEY RECEIVED A AWARD AND WE ARE PROCESSING THAT THROUGH.
AND SO THIS IS WHAT THIS WILL DO.
THIS IS OBVIOUSLY A FEW MILLION DOLLARS THAT WE'RE DEALING WITH.
WITH THAT, MR. CHAIR, IF YOU CAN CALL THE MOTION, THAT WOULD BE GREAT.
YEAH, WE NEED A MOTION FOR ITEM ONE, PLEASE.
VICE CHAIR JOHNSON, COMMISSIONER JAFFE DISCUSSION ONE.
HEARING NONE. ALL IN FAVOR OF VOTE.
I'M SORRY. I'M SORRY, MS. WELCH. YOU'RE ON. THANK YOU VERY MUCH.
I WANTED TO ASK A QUESTION ABOUT ITEM A, THE INTERSECTION OF ATLANTIC BOULEVARD AND BANKS ROAD.
IT PREFACED BY TALKING ABOUT THIS WAS BROUGHT ON REGARDING A DEATH THAT TOOK PLACE IN 2018.
AND SINCE THAT'S NOT IT'S LIKE RIGHT ON THE BORDER OF OUR CITY.
SO AND THERE'S A PLAN DEVELOPMENT THERE.
WE HAVE A MEMBER FROM ONLINE FROM DOT.
CHRIS, ARE YOU THERE? HELLO. THEY WERE ONLINE.
OKAY. HERE I AM. NO, I'M STILL HERE.
YES, THERE WAS A PEDESTRIAN FATALITY WHEN THEY WERE CROSSING THE STREET OUTSIDE THE CROSSWALK.
SO IS THERE ANYTHING SPECIFIC YOU'D LIKE TO KNOW? NO, I JUST WAS, I WAS I DID NOT, WAS NOT AWARE OF IT, BUT I JUST WANTED TO KNOW THE CIRCUMSTANCES.
THE PEDESTRIAN WAS CROSSING ATLANTIC ABOUT 50FT WEST OF THE CROSSWALK AND WAS STRUCK.
YEAH. IN FRONT OF A MOTORCYCLE.
APPRECIATE IT FOR THE QUESTIONS.
LET'S VOTE. A VOTE YES IS FOR ALL OF THEM.
IT'S APPROVED. THAT WAS APPROVED.
[01:25:01]
THANK YOU. ITEM TWO, SIR.[2. MOTION TO ADOPT the 2050 Metropolitan Transportation Plan (MTP) Goals, Objectives, and Indicators]
ITEM TWO IS A MOTION TO ADOPT THE 2050 METROPOLITAN TRANSPORTATION PLAN GOALS, OBJECTIVES AND INDICATORS.MR. GIES? SO THANK YOU, MR. CHAIR. MEMBERS OF THE MPO BOARD.
MY NAME IS PETER GIES WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION SYSTEMS PLANNING MANAGER.
HERE TO PRESENT TO YOU TODAY THE 2050 GOALS, OBJECTIVES AND INDICATORS FOR ADOPTION.
SO JUST A LITTLE BIT OF BACKGROUND.
THE 2050 METROPOLITAN TRANSPORTATION PLAN IS A PLAN THAT WE MUST UPDATE EVERY FIVE YEARS, WHICH INCLUDES A ROADMAP BASICALLY FOR ALL OF THE FEDERAL AND STATE FUNDING THAT WE'RE GOING TO OUTLINE FOR INVESTMENT HERE IN THE TRANSPORTATION SYSTEM OVER THE NEXT 25 YEARS.
SO THE FACT THAT THIS IS STARTING TO ALIGN NOW WITH THE DEVELOPMENT OF OUR 2050 MAP IS VERY EXCITING BECAUSE IT MEANS THAT A LOT OF THE TRANSIT LINES THAT YOU SAW THERE AND THE INVESTMENT THAT BROWARD COUNTY TRANSIT WANTS TO MAKE IS GOING TO BE SOMETHING THAT FOLDS INTO THE METROPOLITAN TRANSPORTATION PLAN AND WILL ALLOW US TO GO OUT AND COMPETE FOR FEDERAL FUNDING AS WELL FOR THOSE PROJECTS.
SO LOOKING AT EXTENSIONS TO THOSE LINES, LOOKING AT HOW TO OFFSET SOME OF THE COSTS, THOSE ARE ALL GOING TO BE SOME OF THE THINGS THAT WE CAN DO AS WE WORK TOGETHER WITH BROWARD COUNTY TRANSIT TO BRING THOSE PROJECTS INTO THE PLAN.
AND AS I MENTIONED, THE TIMING IS PERFECT HERE BECAUSE WE ARE IN THAT FIVE YEAR UPDATE CYCLE.
NOW THIS CAN SOMETIMES BE VERY DRY, BUT I THINK WHAT WE'VE COME UP WITH HERE IS WE'VE TRIED TO SIMPLIFY THE PROCESS A LITTLE BIT AND FOCUS ON THINGS THAT REALLY MATTER FROM A TRANSPORTATION PERSPECTIVE.
AN OBJECTIVE IS A MEASURABLE OR SPECIFIC ACTION TO MEET THAT GOAL.
SO IT'S GOING TO TELL YOU WHAT YOU ARE GOING TO DO TO MEET THAT VISION.
SO IF I SAY I'M GOING TO DO A, HOW AM I GOING TO DO IT, HOW AM I GOING TO MEASURE THAT? AND I'M GOING TO USE DATA AND STATISTICS AND THINGS TO MAKE SURE THAT THAT HAPPENS.
SO JUST SOME QUICK REFERENCES THAT WE USE WHEN WE'RE DEVELOPING GOALS, OBJECTIVES AND INDICATORS.
WE LOOK TO OUR FEDERAL PARTNERS, WE LOOK TO OUR STATE PARTNERS, AND WE ALSO LOOK BACK AT SOME OF THE WORK THAT WE'VE DONE HERE AT THE MPO AND MOST NOTABLY THINGS LIKE OUR PREVIOUS COMMITMENT, 2045 METROPOLITAN TRANSPORTATION PLAN, OUR REGIONAL TRANSPORTATION PLAN THAT WAS ADOPTED ALSO FIVE YEARS AGO FOR THE TRI COUNTY AREA, MIAMI DADE, BROWARD AND PALM BEACH.
AND AS I MENTIONED, WE LOOK TO THE STATE AS PART OF THEIR FLORIDA TRANSPORTATION PLAN AND ALSO THE FEDS WITH THE PLANNING EMPHASIS AREAS AND ALSO THEIR SAFE SYSTEMS APPROACH AS WELL. SO ALL OF THESE ARE USED AS DATA INPUTS WHEN WE'RE TRYING TO DEVELOP THE GOALS AND OBJECTIVES FOR OUR METROPOLITAN TRANSPORTATION PLAN.
SO THERE ARE THREE MAIN GOALS THAT WE'RE LOOKING AT TO TO ACHIEVE WITH THIS PLAN.
THE FIRST ONE IS SAFELY MOVE PEOPLE AND GOODS.
BUT THE REASON WHY WE CHOSE TO INCORPORATE IT IN TO MOVE PEOPLE AND GOODS IS OFTENTIMES THE GOAL OF MOVING PEOPLE AND GOODS MEANS THAT WE TRY TO SPEED PEOPLE UP, WE TRY TO REDUCE CONGESTION, AND THAT COMES AT THE EXPENSE OF SAFETY.
SO BY INCORPORATING SAFETY DIRECTLY INTO THE GOAL OF MOVING PEOPLE AND GOODS, WE ARE HOPEFULLY GOING TO OFFSET AND TEMPER SOME OF THOSE MOBILITY OBJECTIVES THAT WE OFTEN TRY TO MEET THAT SOMETIMES CAUSE THE SAFETY ISSUES IN THE FIRST PLACE.
THE SECOND GOAL IS CREATE JOBS AND CREATE JOBS IS REALLY A PROXY FOR ECONOMIC DEVELOPMENT.
THE INVESTMENT THAT BROWARD COUNTY TRANSIT IS ABOUT TO MAKE IS GOING TO GENERATE A HUGE AMOUNT OF ECONOMIC RETURN, NOT JUST FROM A JOBS PERSPECTIVE, BUT ALSO PROVIDING ACCESS TO OPPORTUNITY FOR FOLKS AND BY MAKING SURE THAT WE'RE INVESTING IN TRANSPORTATION INFRASTRUCTURE, BOTH ROADWAY BUT ALSO TRANSIT AS WELL.
[01:30:04]
AS YOU HEARD EARLIER, WE'RE GOING TO MAKE SURE THAT WE CONTINUE SPURRING THAT ECONOMIC DEVELOPMENT.AND FINALLY, THE THIRD GOAL IS FOSTER.
THAT'S REALLY WHAT THIS GOAL IS A PROXY FOR.
THERE WAS DISCUSSION AMONGST THE ADVISORY COMMITTEES ABOUT MAKING SURE THAT WE ADDED IN THAT RESILIENCY COMPONENT TO IT, BECAUSE ORIGINALLY THIS GOAL READ STRENGTHEN COMMUNITIES AND WE'VE NOW EVOLVED THAT GOAL TO READ FOSTER RESILIENT COMMUNITIES BECAUSE THAT RESILIENCY COMPONENT DOESN'T JUST REFER TO ENVIRONMENTAL RESILIENCY, IT ALSO REFERS TO COMMUNITY RESILIENCY, CULTURAL RESILIENCY, RIGHT? AS WE GO AND INVEST IN THESE TRANSPORTATION PROJECTS, WE WANT TO BE REALLY KEENLY AWARE OF THE IMPACT THAT THOSE TRANSPORTATION INVESTMENTS HAVE, BUT ALSO MAKE SURE ONCE AGAIN THAT WE'RE TRYING TO CONNECT PEOPLE TO OPPORTUNITIES, THAT WE'RE TRYING TO CONNECT PEOPLE TO THE THINGS AND THE PEOPLE THAT THEY LOVE AS WELL.
SO THAT'S WHERE THAT THAT GOAL HAS COME FROM.
THEY WERE PROVIDED IN YOUR BACKUP.
BUT AS I MENTIONED BEFORE, WE SAFELY MOVE PEOPLE AND GOODS.
WHAT YOU'RE GOING TO FIND IN THESE OBJECTIVES HERE IS YOU'RE GOING TO FIND TWO THINGS.
THAT'S CONSISTENT WITH OUR FEDERAL PERFORMANCE MEASURES THAT HAVE BEEN ADOPTED BY THE BROWARD MPO.
SO HERE'S THAT SECOND PAGE ON THAT.
AND AS I MENTIONED, YOU SEE THAT THERE ARE SOME SAFETY ELEMENTS IN THERE, BUT ALSO TECHNOLOGY ELEMENTS AS WELL THAT WE WANT TO LOOK AT AS PART OF THOSE OBJECTIVES UNDER CREATE JOBS.
SOME OF THE OBJECTIVES THAT WE'RE LOOKING AT IS SUPPORTING RELIABLE FREIGHT MOVEMENT.
WE WANT TO INCREASE MULTIMODAL ACCESS.
WE WANT TO MAKE SURE THAT WE'RE PROVIDING GOOD CONNECTIVITY TO OUR MAJOR ACTIVITY CENTERS LIKE THE PORT AND THE AIRPORT, AND THAT WE WANT TO CONTINUE SUPPORTING THE DEVELOPMENT OF NEW TECHNOLOGY AND RENEWABLE FUELS AND INFRASTRUCTURE.
SO ELECTRIC VEHICLES, ALTERNATIVE FUEL VEHICLES, JUST BECOMING A MORE SUSTAINABLE SYSTEM OVERALL.
AND AGAIN, THAT'S SOMETHING THAT DOES GENERATE JOBS.
WE ARE LOOKING AT BEING MINDFUL OF AIR QUALITY, MAKING SURE THAT WE'RE BUILDING RESILIENCY INTO THE SYSTEM AGAIN FROM A SEA LEVEL RISE PERSPECTIVE, BUT ALSO MAKING SURE THAT WE'RE PRESERVING CULTURAL AND HISTORIC RESOURCES AS WELL AS WE'RE DOING THAT AND AND FINALLY MAKING SURE THAT WE INCORPORATE AFFORDABLE HOUSING AS WELL. THAT'S SOMETHING THAT'S BEEN A NEW DIRECTIVE FROM THE FEDERAL GOVERNMENT TO MAKE SURE THAT WE ARE LOOKING AT AFFORDABLE HOUSING RELATIVE TO THE TRANSPORTATION INVESTMENTS THAT WE'RE MAKING.
SO THAT OBJECTIVE HAS MADE ITS WAY INTO THIS GOAL.
JUST TO WRAP IT UP HERE, ONE OF THE THINGS THAT WE WANT TO DO AS WELL IS SHOW YOU HOW THIS OVERLAPS WITH THE STRATEGIC BUSINESS PLAN THAT WAS MOST RECENTLY ADOPTED BY THE BROWARD MPO. YOU ALL AS A BOARD AND I KNOW THAT WE RECENTLY HAD A DISCUSSION ABOUT IT AT OUR BOARD ENGAGEMENT FORUM AT THE BEGINNING OF THE YEAR.
ONCE AGAIN, I'M NOT GOING TO READ THESE ALL VERBATIM, BUT YOU CAN SEE ON SOME OF THE EMERGING ISSUES THAT HAVE BEEN IDENTIFIED BY THE BOARD AFFORDABLE HOUSING, CLIMATE CHANGE AND RESILIENCY, ECONOMIC DEVELOPMENT, HUMAN RIGHTS AND SOCIAL EQUITY.
SO WITH THAT, MR. CHAIR, I'LL TURN IT BACK OVER TO YOU IF THERE ARE ANY QUESTIONS AND WE LOOK FORWARD TO A POSITIVE VOTE TODAY.
ALL RIGHT. ANY QUESTIONS? I HAVE A MOTION BY MR. MCGEE, AND I HAVE A.
THANK YOU. ONE OF THE PART HAVING TO DO WITH CLIMATE CHANGE.
THE COUNTY HAS A CLIMATE CHANGE ACTION PLAN.
I WONDER IF THERE'S A WAY OF INCORPORATING THOSE OR DOING AN OVERLAY INSTEAD OF HAVING TO KIND OF, YOU KNOW, REINVENT THE WHEEL ON ALL OF IT BECAUSE THEY'VE ALREADY BEEN LOOKED AT BY CITIZENS THROUGHOUT THE COUNTY.
[01:35:05]
WOULD THAT BE POSSIBLE? EXCELLENT POINT. AND WE DO HAVE A RESILIENCY EMPHASIS AREA AS PART OF THE PLAN, AND WE'RE DOING EXACTLY THAT.WE'RE WORKING VERY CLOSELY USING THOSE DOCUMENTS AS A STARTING POINT.
THEY ARE THE FOUNDATION. OKAY, PERFECT.
WE HAVE A MOTION BY MS. MCGEE. DISCUSSION.
OKAY. COMMENTS FROM THE CHAIR.
[8. Comments from the Chair]
JUST QUICK COMMENT.I'VE GIVEN MY NOTICE TO THE CITY OF PEMBROKE PINES THAT I'M GOING TO RETIRE.
SO I TOOK OVER THE CITY OF PEMBROKE PINES, AND WHEN IT WAS 40,000 PEOPLE, IT'S 180,000 PEOPLE NOW.
WOW. AND WE WERE THE FASTEST GROWING CITY IN THE NATION THREE YEARS IN A ROW.
AND I'VE ALSO APPRECIATED THE KINDNESS THAT YOU'VE GIVEN TO ME ON THIS BOARD.
I APPRECIATE IT. THANK YOU, CHICKALETTA.
IT'S KIND OF A SURPRISE TO MR. STUART, BUT EVERY THREE MONTHS WE MEET FOR ALL THE MPOS TOGETHER UP IN ORLANDO.
AND BECAUSE MR. STUART WAS TRIPLE BOOKED IN FORT LAUDERDALE AND MIAMI AND ORLANDO AT THE SAME TIME, I WENT IN HIS PLACE.
AND IT WAS UNFORTUNATE BECAUSE THE COMMITTEE THAT HE HAS CHAIRED FOR TEN YEARS ACTUALLY HONORED HIM.
CONGRATULATIONS. IT'S BECAUSE OF YOU GUYS.
SO WHICH WAS THE BEST PART OF IT ALL.
SO WITH THAT SAID, I THANK YOU, EVERYBODY.
THIS PARTICULAR AWARD IS BECAUSE OF YOUR VISION.
EVERY MPO, THEY HAVE FREIGHT COMMITTEES.
WE DO THINGS. BUT HOW DID WE ACTUALLY KIND OF INFLUENCE THE WAY THE STATE DOT WORKS WITH THE FEDERAL GOVERNMENT TO ACTUALLY MAKE FREIGHT HAPPEN? AND, YOU KNOW, CREATING THAT COMMITTEE AT THE STATE LEVEL WITH ALL 27 MPOS, EVERYBODY'S LIKE, OH, THAT'S GOING TO BE HERDING CATS? AND I'M LIKE, NO, IT'S REALLY NOT THAT TOUGH.
AND THAT TO ME IS WHERE WE REALLY NEEDED TO BE.
AND WE DID. AND TEN YEARS LATER I GOT AN AWARD.
BUT THERE'S MORE THAN THAT BECAUSE WE ACTUALLY DID BRING HOME A LOT OF BACON.
AND THAT'S ACTUALLY PART AND PARCEL OF WHAT OUR JOBS ARE.
CONGRATULATIONS. DID YOU TAKE MASS TRANSIT? WELL IN MEXICO.
YES, I DID. ANY MEMBER COMMENTS? ANY MEMBER COMMENTS SEEING NONE.
[10. Executive Director’s Report]
A LOT'S HAPPENED IN THE LAST MONTH.OBVIOUSLY, WE DID NOT MEET AND AT THE BEGINNING OF APRIL, WE ACTUALLY HAD OUR FEDERAL CERTIFICATION.
IT'S EVERY FOUR YEARS THEY COME DOWN, THEY KIND OF DO A REVIEW.
WE SPEND A COUPLE OF DAYS WITH THEM AND GO FORWARD.
THAT'S A COMPLIMENT TO OUR TEAM AND YOU KNOW WHERE WE'RE HEADED IN THE DIRECTION WITH OUR PARTNERSHIPS, WITH THE COUNTY, WITH THE CITIES, WITH THE STATE DOT, WITH OTHER STATE AGENCIES, AND SOON THE FEDERAL GOVERNMENT.
I HAVE A COUPLE OF ANNOUNCEMENTS THAT WE'LL BE DOING WITH THEM IN THE NEXT FEW MONTHS.
AND WITH THAT, SOME ON THERE'S GOOD AND BAD NEWS ON THIS STATEMENT.
[01:40:04]
WITH A NUMBER OF FOLKS THAT HAVE COMMITTED SUICIDE ON COMING IN FRONT OF THE BRIGHTLINE TRAINS AND THE FREIGHT TRAINS.SO ON THE 11TH OF THIS MONTH OR EXCUSE ME, THE 22ND OF THIS MONTH, THAT IS A MONDAY FROM 1130 TO 1230 WE'LL BE HAVING.
AND THE INFORMATION IS IN FRONT OF YOU.
LEFT ON YOUR SEAT. PLEASE ATTEND.
WE'RE ACTUALLY OPENING UP A WHOLE CAMPAIGN ON EDUCATING THE PUBLIC FROM COURT FROM END TO END TO THE COUNTY ON WHY YOU SHOULDN'T THROW YOURSELF IN FRONT OF A FREIGHT TRAIN.
AND I KNOW THAT SOUNDS I KNOW THAT SOUNDS UNBELIEVABLE.
BUT ACTUALLY, COMMISSIONER SHUMAN AND I WERE TALKING OVER THE WEEKEND AND SHE RECEIVED A LETTER FROM SOMEBODY THAT TRIED TO COMMIT SUICIDE ON THE HOLLYWOOD BRIDGE AND TALKED ABOUT HOW YOU COULD THE SAME THING WITH THE TRAINS IN THAT CONCEPT.
I HAD A CHANCE TO GET BACK TO WORK ON MONDAY AND SAY, HEY, DOT, WHERE ARE THERE EXAMPLES OF THESE TYPE OF OPPORTUNITIES WHERE WHEN PEOPLE ARE CONSIDERING SUICIDE THAT THEY CAN KIND OF GET IN TOUCH WITH SOMEBODY AT THAT LAST MOMENT BECAUSE THERE'S ALWAYS THAT CHANCE THAT YOU'RE GOING TO THINK, I SHOULDN'T DO THIS.
AND THAT, TO ME IS GOING TO BE SOMETHING THAT I'M GOING TO BE ASKING FROM ALL OF YOU AS WELL, IS IF WE CAN FIGURE OUT A WAY TO NOT ONLY DO THIS ON OUR BRIDGES WITH DEPARTMENT OF TRANSPORTATION, BUT ALSO ON OUR RAIL CROSSINGS AND SO FORTH, THAT WAY WE CAN ACTUALLY PROVIDE AN OPPORTUNITY TO HELP THOSE WHO HAVE ABANDONED ALL HOPE.
AND SO, AGAIN, THAT PARTICULAR EVENT WE'RE HOLDING IS ON ON THE 22ND OF THIS MONTH.
SO WE'RE GOING TO BE WORKING WITH THAT.
AND THE MAYOR, I THINK, OF BROWARD, IS ALSO GOING TO BE SPEAKING.
SO HOPEFULLY YOU CAN JOIN HIM AS WE WILL ALSO HAVE FOOD AVAILABLE.
SO THAT'S ALSO THERE'S AN ATTRACTOR.
SO, YOU KNOW, AS WE MOVE FORWARD WITH THAT, THAT'S A GOOD THING.
THE OTHER THINGS I WANTED TO LET YOU KNOW, OTHER THAN ACTUALLY HAVING THE GREATEST OPPORTUNITY TO HELP COREE PULL THE TRANSIT VISION OR THE TRANSIT PLAN FORWARD AND YEAH, I DO SLAM ON THE TABLES.
I LIKE THIS, YOU KNOW, IT'S JUST LIKE IT'S TIME.
IT IS TIME FOR US TO GET GOING.
AND SO I MENTIONED DURING HER PRESENTATION, I'M GOING TO MENTION IT AGAIN.
WE HAVE SO MUCH DATA AND ANALYSIS THAT WE'VE DONE OVER THE DECADES IN WHAT NEEDS TO BE ON TRANSIT CORRIDORS, HOW THINGS WOULD LOOK, WHAT FACILITIES ARE GOING TO BE.
AND NEXT MONTH WE'RE WE'RE ASKING THAT THE FEC OR THE BROWARD COASTAL RAIL FOLKS COME IN PRESENT THE SOUTH CORRIDOR WITH MIAMI DADE COUNTY WITH WHAT THEY'RE DOING ON THEIR SIDE.
SO THAT WAY YOU UNDERSTAND WHAT'S GOING ON WITH THAT PARTICULAR PIECE.
IT IS ALL OF US MAKING THINGS HAPPEN.
WE'VE BEEN PARTNERING WITH A GROUP OUT OF EUROPE CALLED MOVING ON AND CANDACE IS CANDACE CLARK, WHO IS THEIR US REPRESENTATIVE, WILL BE HERE DURING AND SPEAKING DURING A WTS LUNCHEON WE'RE HOLDING THIS MONTH HERE AT THE OFFICE WITH FOLKS FROM WOMEN IN TRANSPORTATION SEMINAR.
SHE WILL ULTIMATELY BE BRINGING FOLKS FROM MICHELIN, MICROSOFT AND STANULIS AND ALSTOM TO BROWARD TO HAVE DISCUSSIONS ON HOW WE MOVE FOLKS FROM STATE ROAD SEVEN AREA TO JOBS AT THE PORT, AT THE AIRPORT AND OTHER ECONOMIC CENTERS WITHIN OUR REGION.
THEY JUST RECENTLY FINISHED WORK IN SENEGAL IN THE HORN OF AFRICA, AND THEY FINISHED UP SOME OTHER WORK ALSO IN THE SOUTHEAST ASIA NEAR SINGAPORE.
[01:45:07]
TECHNOLOGY TO MOVE FORWARD, THAT PARTNERSHIP WITH BROWARD COUNTY TRAFFIC ENGINEERING, WITH BROWARD, WITH FDOT, AS WELL AS THE MPO.SO YOU CAN SEE THE RECOMMENDATIONS THEY'RE HAVING.
AND WE'RE WORKING WITH FDOT TO PROGRAM THE MONEY NECESSARY TO CONTINUE OUR PILOT AND MOVE THAT FORWARD ON THE SMART CITIES SIDE OF THINGS AND THE ACTUAL DIGITAL TWIN MODEL OF SOUTHEAST FLORIDA.
I HAD AN OPPORTUNITY TO PRESENT A LITTLE BIT ABOUT IT YESTERDAY DOWN AT MIAMI AT A MOTION.
WE ARE ONE OF THE LEADING MPOS IN THE COUNTRY NEXT TO SAN DIEGO.
SANDAG IN CREATING A DIGITAL TWIN, OUR DIGITAL TWIN WITH WITH WITH DELOITTE HAS ACTUALLY BEEN USED ALSO IN SAN DIEGO. BUT THE TWIN WE HAVE IS NOT JUST FOR BROWARD, IT INCLUDES MIAMI DADE AND PALM BEACH.
THAT TWIN CAN ACTUALLY DO ANALYSIS QUICKLY WITHIN SECONDS OF IF YOU HAVE A SITUATION WHERE THE RAILROAD TRACKS DON'T THE GATES AREN'T OPENING AND THEY'RE JUST STUCK DOWN, HOW ARE REDISTRIBUTING TRAFFIC? BUT IT ALSO DOES SOMETHING THAT I ASKED AFTER MY EXPERIENCE IN DOWNTOWN FORT LAUDERDALE THE OTHER NIGHT, MYSELF AND STACY RITTER AND RUSS, WE WERE OUT TO DINNER AND IT RAINED A LOT.
AND I KNOW YOU READ A LOT ABOUT IT.
I HAVE A BIG CADILLAC SUV, THREE ROWS.
THE PULL ON MY VEHICLE AS IT WAS FLOATING MADE THE VEHICLE ACTUALLY TURNED IT, LIKE A YACHT, LIKE A LAND YACHT. AND IT TURNED TO AN ANGLE.
AND ALL I KEPT ON SAYING IS, DON'T GO IN REVERSE BECAUSE I'M GOING TO FLOOD MY ENGINE OUT.
BUT IT TURNED IT IN SUCH A WAY THAT I WAS ABLE TO PINPOINT A GARAGE IN DOWNTOWN FORT LAUDERDALE AND A NEWLY CONSTRUCTED BUILDING THAT LET ME GET OUT OF THE FLOOD. 230 IN THE MORNING, I FINALLY WE FINALLY LEFT THAT PARTICULAR GARAGE AND MADE IT HALFWAY THROUGH DOWNTOWN, MAKING IT TO ANOTHER LOCATION WHERE TOW TRUCKS WERE CARRYING AWAY FIRE TRUCKS FROM THAT HAD BEEN DESTROYED FROM THE FLOODING.
AND THAT'S ONE OF THE HOW MANY MILLIONS OF DOLLARS ARE EACH ONE OF THOSE FIRE TRUCKS.
SO TO THINK UNDERSTAND THE AMOUNT OF DAMAGE THAT HAPPENED, WHY THAT DIGITAL TWIN IS IMPORTANT.
THERE WAS MORE THAN A FOOT OF FLOODING FLOODWATERS AT THESE INTERSECTIONS WITH GEO FENCING.
YOU COULD HAVE PUSHED OUT NOTIFICATIONS TO EACH CELL PHONE USER WITHIN THAT AREA TO TELL THEM, DON'T LEAVE YOUR RESTAURANT, TELL THE RESTAURANTS, DON'T LET YOUR CLIENTS LEAVE. MAKE SURE YOUR EMPLOYEES STAY IN PLACE.
SO WHEN I BRING THIS BACK TO YOU ALL IN THE FUTURE, I WANT YOU TO REALIZE THERE'S LIKE ALL THESE THINGS THAT YOU CAN DO WITH THE DIGITAL TWIN, WITH THE TECHNOLOGIES THAT WE'RE TALKING ABOUT WITH LIDAR TO MAKE OUR SYSTEM WORK BETTER AND ALSO ADDRESS.
OUR FUTURE NEEDS BECAUSE THESE 500 YEAR OR 1000 YEAR EVENTS, I THINK THEY'RE COMING MORE FREQUENTLY SO WE CAN PROTECT OURSELVES AND WE CAN PUT THE POSITIONS IN PLACE TO MAKE OUR OUR PLACES BETTER.
AND THAT APPLIES TO EVERY ONE OF OUR CITIES.
I DON'T CARE IF YOU'RE IN FORT LAUDERDALE OR IN MIRAMAR OR CORAL SPRINGS.
EACH ONE OF US NEED TO BE MAKING SURE THAT THAT HAPPENS FOR OUR RESIDENTS.
SO I WANTED TO LEAVE YOU WITH THAT NOTE BECAUSE IT WAS ONE OF THOSE MOMENTS WHERE I'M LIKE SITTING ON THE THIRD FLOOR OF THE GREEN WISE PARKING GARAGE FOR SEVERAL HOURS GOING, I WONDER HOW THIS COULD BE FIXED.
AND WITH THAT, MR. MAYOR, THANK YOU. CONGRATULATIONS ON MANY DECADES OF SERVICE TO BROWARD COUNTY.
YOU'VE BEEN AMAZING AND AN AMAZING MENTOR TO ME AND TO ALL OF THOSE HERE.
I DON'T HAVE A CADILLAC, I HAVE A JEEP LIKE YOURS.
YOU STILL HAVE A CADILLAC? COME ON, COMMISSIONER MALLOZZI.
[01:50:03]
IT'S EASY. EASY.QUESTION OR EASY IDEA IN REFERENCE TO THE SUICIDES? YES. IF WE COULD POTENTIALLY PUT A SIGN WITH A SUICIDE HOTLINE NUMBER AT EACH SIDE OF AN INTERSECTION.
IT MAY. I MEAN, IT MAY NOT BE AS GOOD AS A PHONE NUMBER, BUT IT MIGHT BE MORE COST EFFECTIVE.
AND THEN EVERYBODY'S GOT A CELL PHONE IN THEORY, AND THAT MIGHT ALSO HELP.
ALL RIGHT. HOW ABOUT MR. CALVARESI? THANK YOU, CHAIR.
SO AS AS YOU MAY BE AWARE, EVERY YEAR, EVERY FISCAL YEAR, THE BROWARD MPO ASKS OUR MUNICIPALITIES, OUR PARTNER GOVERNMENTS FOR A LOCAL CONTRIBUTION, MUNICIPAL FUNDS THAT GO ABOVE AND BEYOND WHAT WE'RE ALLOWED TO USE WITH OUR FEDERAL FUNDING.
RIGHT. RIGHT NOW, THE CURRENT FORMAT IS A VOLUNTARY AND IT'S ALL VOLUNTARY.
THERE'S NO STRINGS ATTACHED TO IT.
IT'S A VOLUNTARY EIGHT, 9 OR 10 CENT PER CAPITA CONTRIBUTION.
AND THIS STEMMED FROM BACK IN MARCH 2022.
SO WE WENT BACK, WE CRUNCHED SOME NUMBERS, AND WE REALLY ASKED OURSELVES WHAT WOULD WHAT WOULD THE MPO DO? WHAT WOULD HOW WOULD THE MPO BOARD BENEFIT FROM AN INCREASE IN THAT LOCAL CONTRIBUTION? WELL, IT WOULD DO SEVERAL THINGS.
ONE, IT WOULD INCREASE THE BOARD'S INFLUENCE.
TO GIVE THAT SPEECH TO THE PEOPLE WHO CONTROL THE FEDERAL FUNDS.
OKAY. WE NEED TO BE ABLE TO TAKE OUR BOARD MEMBERS TO TALLAHASSEE.
SOMETIMES IT'S CHEAPER AND FASTER TO FLY TO EUROPE THAN IT IS TO TALLAHASSEE.
AND IT'S UNFORTUNATE FOR WHERE WE ARE.
BUT IT'S JUST THE REALITY WE'RE IN.
BUT WE CAN'T PUT A PRICE ON THE FACE TIME OF HAVING OUR BOARD MEMBERS UP WITH OUR REPRESENTATIVES.
OKAY. WE'RE ALSO LOOKING AT DON'T FORGET, WE HAVE FEDERAL FUNDS.
WE CANNOT MATCH FEDERAL FUNDS FOR FEDERAL GRANTS.
OKAY. GETTING OUR NAME OUT THERE AND OUR MISSION.
AND SOME OF IT IS ALSO ADDITIONAL TRAINING AND TRAINING AND TRAVEL FOR OUR BOARD MEMBERS.
I KNOW WE TALK ABOUT A LOT OF CONCEPTS AND HOW COULD THEY WORK HERE AND WHAT DO THEY LOOK LIKE.
THERE'S A VALUE IN TAKING YOU TO SEE THESE PLANNING CONCEPTS IN ACTION IN PEER CITIES.
SO HERE'S HERE'S WHERE WE'RE AT.
YOU SEE THAT BLUE LINE ALL THE WAY ON THE LEFT OR THE BLUE BOX, ALL THE WAY ON THE LEFT.
THAT'S WHAT THE BROWARD MPO COLLECTS IN LOCAL CONTRIBUTION ANNUALLY IN GREEN.
THOSE ARE THREE PEERS IN THE STATE, AND THE LIGHT BLUE ARE THREE OF OUR PEERS ACROSS THE COUNTRY.
AND I'M PROUD TO SAY WHAT WE DO WITH OUR FUNDS, WE MAXIMIZE.
WE HAVE A VERY HIGH RETURN ON INVESTMENT DURING THE PREVIOUS TRANSPORTATION REAUTHORIZATION.
OKAY. THROUGH OUR FEDERAL ADVOCATES, GREG AND I WERE EDITING PROPOSED FEDERAL LANGUAGE.
WE'RE USING WE'RE USING OUR FUNDS TO EDUCATE.
I'M NOT GOING TO SAY ADVOCATE, BUT EDUCATE OUR OUR CONGRESSIONAL MEMBERS ON WHY WE SHOULD WIN GRANTS, ON WHY WE SHOULD BRING EARMARKS HOME. AND WE'VE BROUGHT 11 MILLION LAST YEAR ALONE, $11 MILLION IN EARMARKS FROM THE FEDERAL LEVEL.
AND I BELIEVE WE'RE UP TO 7 MILLION IN FEDERAL GRANTS JUST FOR THIS YEAR ALONE.
SO WE WERE CURIOUS AND HOW DO OUR PEERS SPEND THEIR FUNDS? AND I'M GOING TO GO THROUGH THESE QUICKLY.
OKAY. UP IN ORLANDO, THEY COLLECT OVER $1 MILLION AND THAT'S USED TO SUPPLEMENT THEIR OPERATIONS.
[01:55:07]
WE DON'T USE OUR LOCAL CONTRIBUTION SUPPLEMENT OPERATIONS.IT'S A VERY LEAN SHIP ON THAT.
AND THAT'S THE SAME FOR OUR PARTNERS IN NORTH FLORIDA.
THAT'S AND THAT'S THINGS AS SILLY AS THE COFFEE OUT HERE, WHICH WE'RE NOT ALLOWED TO SPEND OUR FEDERAL FUNDS ON PLATES AND WHATNOT, THEN WE WOULD LIKE TO HAVE MORE TRAININGS WITH OUR BOARD MEMBERS.
AND WE'D REALLY LIKE AND I KNOW IT SOUNDS SILLY LIKE, WELL, WHY WOULD LUNCH BE IMPORTANT? BUT SOMETIMES WE HAVE THINGS THAT TAKE ALL DAY LIKE AN ALL DAY WORKSHOP, AND WE'D LOVE TO BE ABLE TO, YOU KNOW, BE GOOD HOSTS TO OUR BOARD MEMBERS.
I KNOW. THAT'S HOW MY MOM RAISED ME.
OKAY. SO THEN ADDITIONALLY, WHEN WE'RE LOOKING AT AT INCREASING OUR OUR LOCAL CONTRIBUTION, WE NOTICE THAT OUR PARTNER AGENCY, THE REGIONAL PLANNING COUNCIL, ALSO HAS A PROCESS BY WHICH OR THEY ADOPTED A PROCESS BY WHICH TO INCREASE THEIR LOCAL CONTRIBUTION.
SO WHAT WOULD HAPPEN IF THE MPO INCREASE OR OLDAKER? SO THEN YOU SEE ONCE AGAIN THE BLUE BOXES ARE STATUS QUO AND NOTHING CHANGES.
IF WE HAD AN AVERAGE OF $0.30, THEN AN AVERAGE OF $0.50.
AND IN ORDER TO DO THAT, WE CAME UP WITH FOUR DIFFERENT SCENARIOS.
WE LOOKED AT DOING A THREE DIFFERENT GROUPS BASED ON POPULATION SIZE, SMALL, MEDIUM, LARGE CITIES IN THE 30, 25 CENT AND 20 CENT CATEGORIES, AND THEN ALSO SPLITTING IT DOWN THE MIDDLE EITHER BY MEDIAN OR MEAN.
AND YOU CAN SEE THAT'S NEARLY TRIPLE THE AMOUNT OF FUNDING WE BRING IN AND LOOKING AT WHAT WE DO IN OUR RETURN ON INVESTMENT, THAT WOULD REALLY CREATE A LOT OF OPPORTUNITIES FOR THIS BOARD TO INCREASE INFLUENCE AND BRING EVEN A HIGHER RETURN ON INVESTMENT THAN YOU'RE ALREADY GETTING AS OF NOW, OUR EXECUTIVE COMMITTEE HEARD.
BUT WE'RE THREE YEARS INTO THE CURRENT REAUTHORIZATION BILL.
AND IN ORDER TO DO THAT EFFECTIVELY SO THAT FLORIDA GETS ITS FAIR SHARE, WE REALLY NEED TO GET FACETIME WITH OUR BOARD MEMBERS UP IN D.C..
OKAY. OR WITH CONGRESSIONAL STAFF.
AND AND THAT'S JUST ONE INSTANCE.
SO WITH THAT, I'LL TAKE ANY QUESTIONS.
WE'RE REALLY LOOKING FOR TODAY IS, IS THERE AN APPETITE FOR THIS? YOU HAVEN'T THROWN ANYTHING AT ME YET.
HI. AM I ON? YEAH, I FIRST OF ALL, I BELIEVE WE DEFINITELY HAVE TO GET UP TO SPEED WITH WHAT THE OTHER COUNTIES ARE MPOS ARE ARE GETTING, AND THAT WE DEFINITELY CAN USE MORE FUNDS WISELY, BECAUSE I KNOW THAT WE DON'T THROW AWAY OUR MONEY ON THIS MPO, SO EVERY EXTRA CENT WE GET WILL BE WELL SPENT. BUT MY QUESTION IS, I WAS JUST LOOKING AT THE THE PAYMENTS FOR THIS CURRENT YEAR, 2223 AND THERE'S ALL THESE PEOPLE THAT HAVEN'T PAID THEIR THEIR PARTS.
WHY IS THAT AND WILL THEY EVENTUALLY PAY? BUT THERE'S MANY LIKE CITIES OF PEOPLE THAT ARE SITTING RIGHT HERE, RIGHT NOW THAT HAVEN'T PAID.
SO WHAT'S THE STORY ON THAT? DO THEY EVENTUALLY PAY OR THEY JUST DON'T? A MAJORITY OF I'M GOING TO SPEAK FOR PAUL, SO THAT WAY IT DOESN'T STEP INTO A BUCKET.
A MAJORITY, A MAJORITY OF THE CITIES IN THE COUNTY, THEY DO EVENTUALLY THEY DO PONY UP A SHARE.
YOU KNOW, WE CALL I CALL THE CITY MANAGERS.
I FEEL LIKE A BILL COLLECTOR SOMETIMES, YOU KNOW, FOR VERY LITTLE MONEY.
AND IT'S KIND OF IT'S JUST BUT IT WOULD BE VERY HELPFUL IF WE COULD KIND OF MOVE FORWARD WITH, YOU KNOW, A REQUIRED, YOU KNOW, CONTRIBUTION. AND I THINK THAT THERE IS WAYS TO DO THAT.
[02:00:02]
PLAN, THAT'S JUST ONE PIECE.WE NEED TO BE GOING TO WASHINGTON, DC FOR THE COMPLIMENTARY PIECES FOR THAT PLAN.
THE COUNTY TAKES A LITTLE TIME.
THEY PAY A PERCENTAGE, A DIFFERENT AMOUNT.
BUT, YOU KNOW, I THINK, YOU KNOW, THE COUNTY COMMISSIONERS WILL PROBABLY GO HOME.
OBVIOUSLY, THIS IS NOT GOING TO HAPPEN THIS YEAR BECAUSE YOU'RE ALREADY DONE.
YOU'RE GOING THROUGH YOUR BUDGET PROCESS NOW FOR THE FOLLOWING YEAR.
THAT'S REALLY WHERE I WANT TO HIT HOME.
I'VE TALKED TO THE CITY MANAGERS AND THEY'RE LIKE, YEAH, THEY TELL ME TO DO IT.
I'LL DO IT BECAUSE THESE AREN'T BIG NUMBERS FOR ANY CITY.
AND THEY WERE LIKE, WHY AREN'T THEY GIVING MORE TO YOU? AND I'M LIKE, YOU KNOW, THAT'S A GOOD QUESTION.
SO I THINK THAT TOGETHER, IF YOU DON'T MIND GOING BACK AND TALKING TO YOUR MANAGERS AND YOUR BOARD MEMBERS AND AN OPPORTUNITIES JUST SAY WE'RE JUST TRYING TO ALIGN OURSELVES BETTER TO MAKE THIS AGENCY MORE COMPETITIVE.
NOT THAT WE AREN'T, BECAUSE I THINK WE DO A DAMN GOOD JOB WITH VERY LITTLE MONEY.
BUT I'M GOING TO BE VERY HONEST WITH YOU.
THERE'S A LOT OF US, INCLUDING PAUL.
I MEAN, WE WOULD MAKE PEOPLE BREAKFAST AND THINGS.
YOU SEE FOOD SOMETIMES IT'S NOT, YOU KNOW, MAYOR BRINGS IN BAGELS.
I MEAN, THAT'S BECAUSE OF THE GOODNESS OF OF OF MANY OF US.
TO HELP EACH ONE OF YOUR CITIES AND THE COUNTY.
YEAH. I JUST WANT TO SAY ONE LAST THING.
THOSE OF US THAT ARE HERE, YOU'RE NOT.
YOU'RE THOSE OF US THAT ARE HERE.
SO THAT GREG DOESN'T NECESSARILY HAVE TO BE THE BILL COLLECTOR.
WE SHOULD TAKE A LITTLE RESPONSIBILITY OURSELVES.
OKAY. CAN I BRING BACK MAYOR TRANTALIS? I GIES. YEAH.
NO. CAN YOU? IT SHOULD BE ON THERE.
OKAY. SO HELP ME OUT A LITTLE BIT HERE.
SO THE MPO IS FUNDED THROUGH GAS TAX, CORRECT? WE ARE FUNDED BY THE FEDERAL GOVERNMENT.
AND THEN IT'S TAKEN TO OR IT'S TAKEN TO WASHINGTON, DISTRIBUTED FORMULAICALLY BACK THROUGH THE STATE DOT AND THEN GIVEN TO US. SO WE DON'T ACTUALLY HAVE ABILITY TO TOUCH THE GAS TAX.
OKAY. SO SO WITH WITHIN THAT GRANT, THE TYPES OF THINGS THAT ARE BEING PAID FOR BY THIS, THIS ASSESSMENT TO EACH MUNICIPALITY IS NOT PERMITTED.
NOT ALLOWED? THAT IS CORRECT, SIR.
SO. OKAY. SO WHAT ABOUT THE THE COUNTY TRANSPORTATION TAX? I MEAN, THERE'S A TAX THAT IT DOESN'T COME TO US, RIGHT.
IS THAT CAN WE APPLY TO THE COUNTY FOR AN AUGMENTED AMOUNT OF MONEY TO ASSIST IN ADVOCACY FOR TRANSPORTATION? I DON'T THINK THE WAY THE I'M SPEAKING UNEDUCATED, BUT I DON'T THINK THAT THE REFERENDUM ALLOWED FOR THAT TYPE OF USE.
WELL, I MEAN, WITH THEIR GAS TAX WOULD YOUR GAS TAX WOULD.
YEAH, BUT I'M SAYING I MEAN THE REFERENDUM.
SO THE POINT IS THERE ARE WAYS TO INTERPRET THE REFERENDUM.
SO THAT ADVOCACY CERTAINLY WOULD BE ONE OF THOSE THINGS THAT YOU WOULD THINK WOULD BE IMPORTANT.
AND AND THERE SEEMS TO BE A LOT OF MONEY THERE.
AND WHEN WE ALREADY HAVE A TRANSPORTATION TAX THAT IS INTENDED FOR TRANSPORTATION USES, I'M JUST THROWING IT OUT THERE BECAUSE I JUST THINK THAT, YOU KNOW, TO RAISE THE TO RAISE THE THE ASSESSMENT AGAINST THE CITIES FROM $0.01 TO $0.05, THAT'S 500%.
YOU KNOW, I MEAN, WE'RE WE'RE RIGHT NOW BETWEEN $0.08 AND TEN.
[02:05:04]
BUT I'M JUST USING THAT AS AN EXAMPLE 1 TO 5, YOU EIGHT AT YEAH.AND YOU WANT TO RAISE IT TO WHAT EVENTUALLY WE'D LIKE TO BE COMPETITIVE WITH ORLANDO, TO BE HONEST.
YEAH. SO I'M JUST SAYING YOU KNOW FIVE TIMES THE AMOUNT IS JUST A SIGNIFICANT JUMP.
YEAH. I MEAN DISTRIBUTED AMONG THE CITIES AND THE COUNTY, YOU'RE TALKING ABOUT $1.6 MILLION.
YOU GOT YOU GUYS HAVE BEEN GREAT.
PEMBROKE PINES HAS BEEN GREAT, MIRAMAR HAS BEEN GREAT AND PAYING, YOU KNOW.
ARE YOU DONE, MAYOR? ARE YOU DONE? YES, SIR.
I'M DONE. THANK YOU, COMMISSIONER WELCH.
THANK YOU. THANK YOU VERY MUCH.
NO, I DID TALK I DID HAVE DISCUSSIONS WITH CITY MANAGER AND THAT ABOUT THIS.
AND RIGHT NOW WE'RE AT $0.10 AND THAT'S 5000 AND CHANGE.
SO I MEAN, GOING TO $0.20 FOR US AS A MIDDLE CITY WOULD BE, YOU KNOW, JUST A LITTLE OVER 10,000.
AND I HONESTLY DON'T KNOW WHY NONE OF US HAVE COMPLETED OUR BUDGET PROCESS.
SO, I MEAN, IF IT'S LIKE IN OUR CASE, JUST AN INCREASE OF AN ADDITIONAL $5,000, I MEAN, I JUST FEEL LIKE WE SHOULD PROBABLY GO FORWARD WITH IT IN THIS CALENDAR CALENDAR BUDGETING YEAR.
SO THAT'S WHAT I'M GOING TO ASK FOR.
I MEAN, I JUST THE RETURN ON THE INVESTMENT IS FAR EXCEEDS THAT CONTRIBUTION.
NOT THAT I WOULDN'T LOOK FOR OTHER MONEY FOR IT TO COME BY, BUT I'M JUST SAYING IT'S IN RELATION, IT'S REALLY NOT A HUGE PERCENTAGE FOR THE CITY'S, ESPECIALLY FOR WHAT WE'RE GETTING BACK.
SO THAT'S JUST MY TAKE ON IT AND THAT'S WHAT MY ASK IS GOING TO BE.
THANK YOU, COMMISSIONER FURR THANK YOU.
IT LOOKED LIKE THERE'S DIFFERENT MODELS.
IT LOOKED LIKE DIFFERENT MOSS WERE ABLE TO SPEND MONEY DIFFERENTLY.
LIKE ORLANDO, THEY WERE ABLE TO DO SALARIES.
WELL, I DON'T WANT TO PUT IT INTO SALARIES.
I CAN TAKE. WE HAVE MONEY FOR SALARIES.
WHY WOULD I PAY FOR A SALARY? OKAY, SO. SO NPOS ARE DOING IT DIFFERENTLY.
YEAH, THEY ALL HAVE THE SAME MODEL, CORRECT? CORRECT. THEY HAVE A COLLECTION MODEL.
THE SAME COLLECTION MODEL I'VE.
AND THIS GOES BACK TO OUR EARLIER CONVERSATION DURING EXECUTIVE.
I'M MUCH MORE CONSERVATIVE WHEN IT COMES TO SPENDING MONEY.
WHY WOULD I TAKE THAT MONEY THAT I KNOW I CAN SPEND ON SALARIES ANYWAY AND THEN AUGMENT SALARIES? OKAY. I WAS I WAS CONFUSED THAT THE WAY IT WAS SPENT DIFFERENTLY, I WILL SAY FROM THE SOUTH FLORIDA REGIONAL PLANNING COUNCIL, I'M ON THERE.
AND WE TOOK A PHASED APPROACH TO TO GETTING UP TO TO TO GETTING UP TO WHERE WE'RE ON PAR WITH OTHER REGIONAL PLANNING COUNCILS. AND WE'RE TAKING A I THINK IT'S A SEVEN YEAR APPROACH, IF I'M NOT MISTAKEN.
OKAY. ALL RIGHT, TRIPP SCOTT, ERIC'S LEGISLATOR, BEFORE WE GO ON.
YEAH, BEFORE BEFORE WE BRING TRIPP SCOTT UP, CAN I JUST GET SOME CONSENSUS? IS IT OKAY IF I ASK FOR THE $0.10 THIS YEAR AND THEN WE MOVE, WE'LL DO A PHASED APPROACH AND THEN DECIDE EACH YEAR? YOU KNOW, MAYBE IT'S TWO PENNIES, TWO PENNIES, TWO PENNIES AND GO UP, BECAUSE THAT WAY YOU CAN BUDGET FOR IT A LITTLE BIT EASIER JUST FROM CONSENSUS FROM YOU ALL.
YES, MR. CHAIR, WOULD YOU LIKE TO HAVE SOMEBODY MAKE A MOTION AND SOMEBODY MAKE A MOTION? NO, COMMISSIONER JAFFE.
I JUST HAVE I HAVE A QUICK QUESTION.
I HAVE A QUICK QUESTION BEFORE WE MAKE THE MOTION.
IT SHOWS THAT THE BROWARD MPO SPENDS 50 INTERPRETING THIS CORRECTLY.
THAT, AS YOU SAID, HOW YOU CAN IT'S THE SAME MODEL, BUT YOU SPEND IT DIFFERENTLY.
THE FEDERAL ADVOCACY, WHAT PAUL IS TALKING ABOUT IS 51%.
IS THAT CORRECT? THAT IS CORRECT.
AND THOSE ARE THE MAJORITY OF THE FUND.
HOW THEY'RE EXPENDED OUT OF THAT $0.08 COLLECTION? THAT'S CORRECT. OKAY.
ALL RIGHT. SO WE'D LIKE TO MAKE A MOTION.
SECONDED BY COMMISSIONER WELCH.
DISCUSSION. COMMISSIONER FURR.
WHAT IT'S BRINGING IN HASN'T BEEN ON THE AGENDA OR ANYTHING LIKE THAT.
I THINK THAT I THINK WE SHOULD BE HADN'T BEEN NOTICED.
SO I WOULD SAY PUT IT INTO A DEEPER I WOULD SAY PUT IT ON THE NEXT AGENDA.
OKAY. I JUST THINK THAT'S A MORE PROPER WAY TO DO IT.
[02:10:02]
YEAH. SO, SO WE HAVE, YEAH, WE HAVE A MEETING AND WE HAVE A MEETING IN JUNE THOUGH, RIGHT? YES, SIR, WE DO.CONSENSUS. PUT IT ON THE NEXT AGENDA.
YOU CAN GIVE STAFF DIRECTION WITH THE VOTE.
IT'S A DIRECTION TO THE STAFF THAT'S A THAT'S A BETTER WAY TO DO IT.
AND DO WE HAVE QUORUM? YES. YES, SIR.
MAYOR. I'VE HAD MY HAND UP FOR ABOUT THE LAST FIVE MINUTES.
SO BEFORE WE VOTE, I JUST WANTED TO MAKE A QUICK COMMENT.
HARTMAN. SO, YOU KNOW, I SUPPORT THE INCREASES FOR THE REASONS WE'RE DISCUSSING HERE.
BUT CAN GREG, CAN YOUR TEAM PUT TOGETHER SOME SORT OF A STRAW MAN SO I CAN SHOW MY COUNCIL, YOU KNOW, WHERE WE'RE GOING TO INCREASE OUR SPENDING, WHAT THAT'S GOING TO BE ON? BECAUSE AS SOON AS I BRING THIS UP, THE QUESTIONS WILL FLOW ON.
SO WHAT ARE THEY GOING TO DO WITH THE MONEY? ABSOLUTELY, SIR.
I CAN ABSOLUTELY DO THAT FOR YOU.
I APOLOGIZE. I DIDN'T SEE YOUR HAND.
ALL RIGHT. AND THE OTHER BEFORE WE MOVE ON.
WE WE DO HAVE SOMEBODY THAT REGISTERED AS AN ABSTAIN.
PLEASE NOTE THAT YOU HAVE TO HAVE A CONFLICT AND THERE'S SOME PAPERWORK TO FILL OUT IF YOU ABSTAIN.
UM, AND IT WOULD BE TO HAVE A CONFLICT, YOU HAVE TO HAVE A PRIVATE CONFLICT INDIVIDUAL TO YOU, NOT NOT JUST IN A GOVERNMENTAL PURPOSE BY LAW, BUT WE CAN IF YOU STILL DESIRE TO ABSTAIN, WE WILL PROVIDE YOU WITH THE REQUIRED STATUTORY CONFLICT FORM.
A THERE'S A LOT OF QUESTION HERE WITH, YOU KNOW, BEING ABSENT AND.
I KNOW THERE'S A QUORUM. OKAY.
IT'S NOTED BY YOUR VOICE VOTE.
OKAY. WE'LL MAKE SURE THE RECORD REFLECTS THAT.
THANK YOU. CAN YOU RECALL THE VOTE? YES, SIR. ALL RIGHT.
TODD. I THOUGHT WE WERE DOING.
[11. Monthly Legislative Reports]
THE TRIP, SCOTT.OKAY. SO ON THE FEDERAL SIDE, TWO THINGS I'D LIKE TO NOTE.
BUT SINCE I DON'T WANT TO END ON A NEGATIVE NOTE, I KNOW THAT THEY'RE NOT HERE, BUT WE OWE A ROUND OF APPLAUSE TO SFMTA, WHO BROUGHT HOME A $71 MILLION GRANT TO REPLACE THEIR ROLLING STOCK.
SO WITH THAT, I'D LIKE TO INTRODUCE CANDICE ERICKS AND LAUREN JACKSON.
SCOTT ERICKS, THEY ARE YOUR STATE LOBBYING TEAM.
THEY'RE GOING TO PRAISE ALL THE THINGS THAT WE'VE DONE AND ACCOMPLISHED.
I JUST ALSO WANT TO RECOMMEND THAT A LOT OF THEIR WORK UP THERE IS PLAYING DEFENSE AND THEY'VE BEEN ABLE TO NOT JUST SECURE THINGS FOR US, BUT ALSO MAKE SURE THAT THE BOARD'S ABILITY TO EXECUTE YOUR VISION IS MAINTAINED.
AND WE JUST WANT TO SAY WE ARE VERY HAPPY TO BE HOME.
SO WE'VE BEEN UP THERE FOR ABOUT THREE MONTHS.
BUT AND I WANT TO THANK ALL OF YOU WHO DID COME UP TO TALLAHASSEE.
I KNOW IT IS HARD TO GET UP THERE.
JUST WHEN I THINK THAT IT'S GOING TO BE A QUIET SESSION AND I DON'T KNOW WHY I KEEP SAYING THAT BECAUSE I'VE BEEN DOING THIS NOW 25 YEARS AND I FEEL LIKE I SHOULD JUST ASSUME, BUT I DON'T LIKE TO DO THAT.
[02:15:02]
I WILL TELL YOU, YOU KNOW, WITH HAVING THE SENATE PRESIDENT AND THE HOUSE SPEAKER AND THE GOVERNOR GETTING ALONG VERY WELL, GOING INTO THIS SESSION AND HAVING MANY SPECIAL SESSIONS BEFORE GOING INTO THE SESSION, IT WAS A VERY LONG, EXHAUSTING SESSION.I KNOW EVERYBODY HAS READ THE PAPERS AND HAVE WATCHED SOCIAL MEDIA, SO, YOU KNOW, THE MAJORITY OF SOME OF THE THINGS THAT WE HAD TO DEAL WITH OUTSIDE OF THE TRANSPORTATION ISSUES. BUT I WILL TELL YOU THAT WHEN I THOUGHT IT WAS GOING TO BE A QUIET TRANSPORTATION SESSION AND WE AND I WILL TELL YOU, WE WERE PROACTIVE.
AND ALSO WE ARE WORKING ON THE COMMUNICATION WITH THE SENATE.
SO WE'RE EXTREMELY PROUD OF THAT.
BUT AGAIN, SO HALFWAY THROUGH SESSION I THOUGHT WE WERE GOING GREAT AND EVERYTHING WAS FANTASTIC.
AND WE'D LIKE TO HAVE AN I KNOW IT'S LATE IN THE DAY AND I KNOW WE'RE STANDING BETWEEN YOU AND LUNCH, BUT I WANT TO MAKE SURE THAT WHATEVER WE DO HERE, SAY HERE TODAY, WE WANT IT TO BE AN INTERACTIVE DIALOG.
SO WITH THAT, I'LL TURN IT OVER TO LAUREN AND WE'LL CONTINUE THE CONVERSATION.
HI, EVERYONE. AND WITH THE TIME, I'M ACTUALLY GOING TO ONLY HIGHLIGHT PROBABLY THREE BILLS.
BUT JUST FIRST TO START OFF WITH THE BUDGET, THEY DID PASS IN $117 BILLION BUDGET, WHICH WAS OVER THE 114 BILLION THAT WAS RECOMMENDED BY THE GOVERNOR.
HOWEVER, REVENUE ESTIMATES CAME OVER PROJECTIONS.
SO THEY THEY FOUND AN ADDITIONAL 4 BILLION IN THERE.
THEY ALSO INCLUDED IN THAT A $1.4 BILLION TAX CUT PACKAGE.
AND THEY PUT SAY THEY SET ASIDE 11 BILLION IN RESERVES, WHICH WAS QUITE A BIT.
AND THAT'S MORE KEY FOR ADMINISTRATIVE STUFF OVER HERE, BUT ALSO INCREASED STATE WORKER SALARIES.
BUT WE'RE HEARING IT COULD BE AS EARLY AS THIS WEEK.
BUT BUT DEFINITELY WITHIN THE NEXT TWO WEEKS, IF NOT THIS WEEK.
SO WE STILL EXPECT A SUBSTANTIAL VETO TO COME OUT OF THAT.
THERE WAS 4 BILLION IT WAS 13.6 BILLION FOR THE WORK PROGRAM.
THERE WAS 4 BILLION INCLUDED FOR THE GOVERNOR'S MOVING FLORIDA FORWARD PROGRAM, AND THAT WAS THE 20 PROJECTS THROUGHOUT THE STATE THAT WOULD BE ACCELERATED, AND THAT INCLUDES THE SOUTHWEST 10TH STREET CONNECTOR HERE IN BROWARD.
IT ALLOWED FOR AN ADDITIONAL $2 BILLION IN OR $2 MILLION SORRY, IN BUDGET AUTHORITY.
SO THAT WILL ALLOW THEM TO GET UP TO THE 53 MILLION THAT THEY WERE LOOKING FOR.
AGAIN, WE'LL SEE HOW MANY OF THOSE GET THROUGH THE VETO PEN IN JUST A LITTLE WHILE, THOUGH.
THEN MOVING ON TO POLICY, THE FIRST BILL I WANT TO HIGHLIGHT IS WHAT WE CALL THE ROAD BUILDERS BILL.
IT WAS A TRANSPORTATION PACKAGE THAT WAS NOT SPONSORED BY THE DEPARTMENT.
AND THIS BILL HAS ACTUALLY BEEN OUT THERE FOR THE PAST 3 OR 4 YEARS.
THAT WAS IN THIS BILL AGAIN THIS YEAR.
BUT WE WERE ABLE TO GET COMMITMENTS REALLY EARLY ON TO REMOVE THAT LANGUAGE.
[02:20:04]
PAUL, WHICH WAS REALLY GREAT BECAUSE SHE'S A VERY SMART, VERY DETAILED POLICY MAKER OUT OF SARASOTA COUNTY.AND WE KNOW THAT SHE'S ACTUALLY GOING TO CONTINUE LOOKING AT MPO ISSUES AS WELL.
SO WE'RE LOOKING FORWARD TO CONTINUE WORKING WITH HER OVER THE INTERIM.
SHE ENDED UP HAVING TO LEAVE MIDWAY THROUGH SESSION BECAUSE SHE WAS GIVING BIRTH TO A CHILD.
YEAH, YEAH, IT WAS A LITTLE THING IN HER ABSENCE.
THEN WE THINK REALLY COMMITTEE STAFF KIND OF ENDED UP PROPOSING AN AMENDMENT.
IT WAS LATE ON A FRIDAY AND THE BILL WAS UP AND ITS FINAL COMMITTEE ON MONDAY.
WE SAW A LOT OF THAT HAPPENING, BY THE WAY, THIS YEAR.
AND THERE WAS A WHOLE HOST OF MPO LANGUAGE IN THAT AMENDMENT.
SO ULTIMATELY, WHAT THE ULTIMATE GOAL REALLY WAS AND WE KIND OF SUPPORT THE ULTIMATE GOAL, IT'S GOOD FOR PROMOTING REGIONALISM, BUT IT WAS TO GET MPOS TO COLLABORATE MORE ACROSS THE CONTIGUOUS URBANIZED AREA.
SO COORDINATING BETTER WITH YOUR LOCAL LONG RANGE TRANSPORTATION PLANS, HAVING THE MPO OK REVIEW THOSE LONG RANGE TRANSPORTATION PLANS, COORDINATING WITH WITH TIP, MAKING SURE YOU'RE LOOKING AT CONNECTIVITY, MAKING SURE THAT YOU'RE LOOKING AT CONGESTION MANAGEMENT ACROSS THE URBANIZED AREA, NOT JUST YOUR OWN MPO REGION AND ALSO RESILIENCY AND SOME OTHER THINGS THAT THAT, YOU KNOW, IT'S MOVING THE NEEDLE TOWARDS REGIONALISM, WHICH WE THINK IS A GOOD, WORTHY GOAL.
BUT IT ALSO IT HAD SOME LANGUAGE IN THERE THAT WE HAD SOME MAJOR CONCERNS ABOUT.
ONE WOULD HAVE IMPACTED. DID OUR ABILITY TO DO PROGRAMING, WHICH WOULD HAVE IMPACTED OUR ABILITY TO FULFILL OUR FEDERAL PURPOSE AND ALSO ANOTHER ANOTHER PART OF THE LANGUAGE.
AND SO WE WOULDN'T HAVE REALLY BEEN ABLE TO GO FORWARD WITH THE MTECH PROGRAM, WHICH, AS YOU KNOW, HELPS US DELIVER PROJECTS SO THAT WE'RE NOT LEAVING DOLLARS ON THE TABLE AND WE'RE ABLE TO TO ACTUALLY IMPLEMENT THEM HERE.
SO WITH THAT, WE WERE ABLE TO JUMP QUICKLY INTO GEAR.
AND CANEZ DESERVES A LOT OF CREDIT FOR HER RELATIONSHIPS AND SHE WAS ABLE TO TO QUICKLY GET IN TOUCH WITH THE ROAD BUILDERS, WORK SOMETHING OUT. HELP THEM SEE THE VALUE IN WHAT THE CHANGES THAT WE NEEDED TO ADDRESS.
WE WERE ABLE TO HELP ALERT OTHER MPOS TO THE LANGUAGE AND HOW IT COULD IMPACT THEM AS WELL.
SO WE FEEL REALLY GOOD THAT WE WERE ABLE TO TO GET A LOT OF THE CONCERNS ADDRESSED.
IT ALSO IMPACTS THE MPO OK DUTIES AS WELL.
AND SO JUST NARROWS THEIR FOCUS A LITTLE BIT MORE.
I KNOW GREG LOOKS LIKE HE MIGHT COMMENT, NO, I'M GOING TO LET YOU GO AND THEN OH, AND RESTRICTS THEM FROM LOBBYING AND ACQUIRING PROPERTY AND THINGS OF THAT NATURE.
BUT IT HAS THEM FOCUS MORE ON SORT OF THAT OVERSIGHT ROLE OF REVIEWING THOSE PROJECTS.
WE DON'T REALLY KNOW THE POLITICAL DYNAMICS OF WHY.
BUT THE DELEGATION MEMBERS THAT ARE OUT THERE ARE VERY THEY HAVE BEEN VERY FRUSTRATED AND UPSET WITH SOME OF THE TRANSPORTATION ORGANIZATIONS OVER THERE, WHETHER THAT'S WHETHER THAT'S THEIR THEIR REGIONAL TRANSIT AGENCIES, THEIR THEIR MPOS.
THEY'VE FOR WHATEVER REASON, THEY'RE NOT GETTING ALONG WELL OVER THERE.
AND IT'S FRUSTRATING THE DELEGATION MEMBERS.
SO WE SAW A LOT OF LANGUAGE TARGETING THAT AREA, BUT THANKFULLY NOT US.
SO SOME OF THE LANGUAGE THAT CAME OUT AND WE KNEW THAT THE SENATE TRANSPORTATION CHAIR, WHO'S ALSO FROM THAT AREA, WAS GOING TO BE PROPOSING, WAS TO REQUIRE A FEASIBILITY STUDY FOR THE CONSOLIDATION OF OF PASCO, HILLSBOROUGH AND PINELLAS MPOS, AND FOR THEM TO LOOK AT THAT FEASIBILITY AND HAVE THAT BY DECEMBER 31ST OF THIS YEAR TO THE STATE.
SO THAT THAT ENDED UP BOTH IN THAT PACKAGE AND THE DEPARTMENT'S PACKAGE WHICH ALSO PASSED.
SO IT ALLOCATES $5 MILLION ANNUALLY TO WORKFORCE DEVELOPMENT FROM THE FROM THE TRUST FUND.
IT IT REQUIRES DOT TO DEVELOP A GUIDELINE FOR GRADING ROADS FOR FOR HOW THEY'RE THEY'RE SUITABLE.
[02:25:04]
THIS IS ALONG THE STATE HIGHWAY SYSTEM FOR HOW THEY'RE SUITABLE FOR AUTONOMOUS VEHICLES.IT CODIFIES THE I STREET PROGRAM IN UCF, WHICH LOOKS AT EMERGING TECHNOLOGY AND HELPS PROVIDE SUPPORT TO MPOS BASED ON EMERGING TECHNOLOGY. AND IT ALSO SETS ASIDE $20 MILLION FOR STORAGE AND MOVEMENT OF CONSTRUCTION AGGREGATE.
SO THOSE ARE KIND OF THE MAIN, MAIN OTHER PARTS OF THAT BILL THAT WERE IN THERE.
I MENTIONED THE DEPARTMENT'S BILL ALSO PASSED.
THE DEPARTMENT'S PACKAGE WAS MOSTLY DEALING WITH FLEXIBILITY FOR THE AGENCY.
IT INCREASED FUNDING FOR RIGHT OF WAY ACQUISITION.
IT INCREASED FLEXIBILITY FOR FCFC BONDING AUTHORITY.
IT ALSO INCREASED FLEXIBILITY FOR TRANSIT ORGANIZATIONS.
AND THAT WAS MOSTLY WHAT WE WERE LOOKING AT.
THERE WAS SOME KIND OF CRAZY LANGUAGE ADDED AT THE END THERE, BUT IT STILL ENDED UP PASSING.
AND THAT LANGUAGE HAD TO DO WITH DISNEY'S MONORAIL AND ALSO WITH OUR NEIGHBORS TO THE SOUTH, WITH THE MIAMI DADE MIAMI DADE EXPRESSWAY AUTHORITY, WITH THE WITH THE STATE SORT OF REASSERTING CONTROL OVER THAT.
AND BUT THE BILL THE BILL DID MAKE IT THROUGH THE FINISH LINE, THE DSM-V PACKAGE.
AND I'M LOOKING AT COMMISSIONER WELCH UNFORTUNATELY DID NOT PASS.
SO WE'RE LOOKING FORWARD TO THAT COMING BACK AGAIN NEXT YEAR.
AND I KNOW THAT IN TERMS OF PLANNING, YOU KNOW, THERE WAS A GROWTH MANAGEMENT PACKAGE THAT PASSED.
I THINK A LOT OF YOU ARE PROBABLY AWARE OF IT.
AND THEN COMMISSIONER SCOTTO MENTIONED, YOU KNOW, THE HOUSING.
AND WE AND WE KNOW THAT THAT HAS SOME IMPACT AS WELL.
ONE, THE LAST BILL I WANT TO MENTION, THOUGH, IS WITH MIDDLE SCHOOL AND HIGH SCHOOL START TIMES, THERE WAS A BILL THAT WAS PASSED THAT WOULD REQUIRE MIDDLE SCHOOLS TO START NO, NO EARLIER THAN 8 A.M.
AND HIGH SCHOOLS TO START NO EARLIER THAN 8:30 A.M.
IT DOES NOT GO INTO EFFECT UNTIL JULY 1ST, 2026.
AND IN THAT, IN THE MEANTIME, THE BUDGET INCLUDED $5 MILLION FOR CHARTER SCHOOLS AND DISTRICTS TO APPLY FOR GRANT FUNDING TO IMPLEMENT IT PRIOR TO THAT.
BUT TRANSPORTATION IS A COMPONENT OF THAT AND THAT WAS A REALLY BIG DEAL IN ORDER TO GET ESPECIALLY THE SENATORS, THERE WAS A LOT OF SENATORS WHO HAD HEARTBURN OVER THAT AND THAT HELPED TO GET THEM ON BOARD THAT THERE WAS AT LEAST GOING TO BE SOME SORT OF STUDY DONE.
AND ALSO ADDITIONAL TO THAT, THE STATE IS SUPPOSED TO PICK SIX DISTRICTS TO SURVEY TO SMALL TO MEDIUM AND TO LARGE TO CONDUCT A SURVEY OF WHAT THEIR ESTIMATED COSTS MIGHT BE.
SO THAT WAS JUST THE OTHER BILL TO KEEP IN MIND.
I KNOW THAT THERE'S OTHER THINGS OUT THERE.
YOU GUYS FEEL FREE TO ASK US ANY QUESTIONS THAT YOU MIGHT HAVE.
OKAY, GREAT. DID YOU HAVE SOMETHING TO SAY? NO, I JUST WANTED TO LET YOU KNOW THAT, YOU KNOW, WE START EARLY NEXT YEAR.
YOU KNOW, SESSION ALWAYS CHANGES.
BUT BUT WE'VE ALREADY SPOKEN WITH GREG AND PAUL, AND I THINK HE'S MAYBE TALKING ABOUT THIS, BUT WE'RE ALREADY STARTING INTO NEXT SESSION WITH THE CHAIRS OF TRANSPORTATION. BUT I'LL TURN IT.
IF THAT WAS YOUR DOING, MAYOR TRANTALIS LEFT, BUT I HOPE HE HEARD THAT.
LET ME JUST SAY SERIOUSLY, I'M GOING TO TALLAHASSEE A NUMBER OF YEARS NOW.
IF YOU HAVEN'T SEEN OUR GROUP WORK, YOU'RE MISSING SOMETHING.
ANY QUESTIONS? CONGRATULATIONS, MAYOR.
I KNOW YOU'RE NOT GOING TO BE GONE, BUT YOU'RE GOING TO BE GREATLY MISSED IN YOUR CAPACITY HERE.
ANY ANY QUESTIONS? OKAY. LET'S GO ON TO GENERAL COUNSEL.
[12. General Counsel’s Report]
YES. GOOD MORNING.GOOD AFTERNOON. WHATEVER IT IS BY NOW.
I JUST WANTED. I DON'T HAVE ANYTHING IN PARTICULAR TO ADVISE YOU OF WITH REGARD TO THAT.
BUT I DO WANT TO ACKNOWLEDGE THAT WE DID HAVE THREE MEMBERS WHO WERE VIRTUALLY ATTENDING.
THAT WAS BOB HARTMAN, WARREN STERMAN AND MICHAEL LOUDEN UDEEN SO THEY WERE QUIET.
[02:30:05]
SO WE DIDN'T REALLY REALIZE THAT THEY WERE THERE, BUT SO BE THAT.THAT'S WHY VIRTUAL DOESN'T NECESSARILY WORK FOR US AS A PROCESS.
ALSO, WHILE WE VOTE, THERE'S 25 MEMBERS WHO VOTE WHO ARE WHOSE VOTE ACTUALLY COUNTS.
AND WHEN WE HAVE VIRTUAL MEMBERS JUST COMPLICATES HOW AND WHERE THOSE VOTES ACTUALLY END UP GOING.
HAVE A GREAT DAY AND I LOOK FORWARD TO SEEING YOU AGAIN NEXT MONTH.
[13. MPO Surtax Services Updates: www.my-mcps.org ]
NOW, TODD GINSBURG.ALL RIGHT. EXCELLENT. THANK YOU.
TODD BROWER. WORKING UNDER THE LEADERSHIP OF BRIAN CALETKA.
SO WE DID HAVE THE OPEN APPLICATION PERIOD FOR THIS YEAR.
THE MAP ADMINISTRATOR CALLS IT CYCLE FOUR.
WE WERE ABLE TO CLOSE THAT AND I'VE BEEN ABLE TO COMPLETE THE EVALUATION OF THOSE APPLICATIONS.
SO WE HAD 20 MUNICIPALITIES THAT SUBMITTED APPLICATIONS.
SO THAT'S THE GOOD NEWS BECAUSE IT WAS THE SAME NUMBER OF MUNICIPALITIES THAT HAD SUBMITTED.
I'M GOING TO GO AHEAD AND SKIP THAT.
WE HAD 52 APPLICATIONS TOTALING ABOUT $136 MILLION.
MOST OF THAT IS ACTUALLY THE DOLLARS ARE FOR CONSTRUCTION, 87%.
THAT IS A BIG CHANGE FROM WHAT WE SAW LAST YEAR, WHICH DESIGN WAS THE HEAVIEST PART.
SO WE SEE THAT OUR APPLICANTS ARE REALLY LOOKING FOR WHAT CAN WE PUT SHOVELS IN THE GROUND? AND WHEN IT HITS THAT MONEY, HERE'S THE GEOGRAPHIC DISTRIBUTION.
YOU'RE SEEING THAT YOU GOT THE 20 CITIES, WHAT PHASE THEY ARE IN.
AS I SAID, MOST OF THE MONEY WAS WITHIN CONSTRUCTION.
ONE OF THE OTHER TIDBITS THAT YOU MIGHT FIND INTERESTING IS THAT 25% OF THE APPLICATIONS THAT WERE SUBMITTED WERE FROM CYCLE ONE PROJECTS THAT WERE RANKED 111 TO 510.
SO WE'RE SEEING A LOT OF THE OLDER APPLICATIONS STILL WORKING THROUGH THE SYSTEM AS WE GO ALONG.
AS I MENTIONED BEFORE, A MUCH LARGER PORTION AS IT RELATES TO CONSTRUCTION.
SO ON ONE SIDE YOU'RE SEEING THE NUMBER OF PROJECTS, THE PERCENTAGE AND THEN THE DOLLAR AMOUNT.
SO THESE ROADWAY PROJECTS INCLUDE SIDEWALKS, BIKE LANES OR BOTH.
SO WE'RE SEEING A VERY NICE MOVEMENT WITH LOOKING AT IT FROM A COMPLETE STREET STANDPOINT.
THESE ALSO ARE WITHIN HIGH RISK FLOOD AREAS.
SO AS WE ALL KNOW, THE LATEST EVENT, IT'S GOOD THAT A LOT OF THESE DOLLARS WOULD BE AT LEAST LOOKING AT A CERTAIN PORTION OF IT THAT'S BASED ON ZIP CODE, AND IT IS ACTUALLY LARGER THAN THE AMOUNT OF ZIP CODES THAT WE HAVE THAT ARE WITHIN THAT AREA.
SO WE'RE VERY PLEASED WITH THAT, THAT THAT SECTION AS WELL, INCLUDING ECONOMIC IMPACT, IT IS STILL GREATER THAT THE GREATEST NUMBER OF DOLLARS IS GOING TOWARDS THOSE AREAS THAT ARE DISADVANTAGED ECONOMICALLY.
SO WE'RE SEEING APPLICANTS REALLY FOCUSING ON THOSE AS WELL.
AND THEN ALSO PUBLIC SCHOOL ZONE.
SO THEY'RE STILL WITHIN THE RANGE THAT WE'RE LOOKING FOR, WHICH GIVES US BASICALLY IF WE SAW A MAG THAT WAS LAST YEAR, WHICH WAS 20 MILLION OF 136 MILLION, IT'S ABOUT 15% THAT COULD BE AFFORDED.
NOW, GRETCHEN DID GIVE ME THE LATEST NUMBER.
SO 29 DIVIDED BY 136 IS 121.3%, ROUGHLY, GIVE OR TAKE.
SO THAT'S THE NEW NUMBER THAT'S BEEN GIVEN.
SO OF ALL THE APPLICATIONS, YOU COULD LOOK TO FUND ABOUT 21% OF THOSE.
THAT IS MY QUICK WRAP UP QUESTIONS.
LET ME JUST ASK A REAL QUICK QUESTION.
I JUST SEE PEMBROKE PINES AND LISTED IN THOSE CITIES.
I REMEMBER KNOW WE HAVE SOME BUILDING GOING ON.
THERE WERE SOME BUILDING, BUT THAT IS FROM THE FIVE YEAR PLAN.
SO FROM THE APPLICATION STANDPOINT, THEY'RE MOVING FORWARD WITH WHAT'S BEING DONE.
[14. 2050 Metropolitan Transportation Plan (MTP) Updates: http://routeto2050.org]
I GOT 2050 HERE.MY NAME IS CHRISTOPHER RESTREPO AND I'M GOING TO BE GIVING YOU A QUICK UPDATE ON SOME ACTIVITIES THAT WE'VE BEEN DOING FOR OUR 2050 METROPOLITAN TRANSPORTATION PLAN, ALSO KNOWN AS ROUTE TO 2050.
I'M GOING TO GO THROUGH QUICK BECAUSE JUST LIKE YOU ALL, I'M READY FOR LUNCH.
SO YOU HEARD FROM PETER EARLIER TODAY TALKING ABOUT OUR GOALS, OBJECTIVES AND INDICATORS.
THAT'S HIGHLIGHTED IN THIS BOX IN TEAL RIGHT HERE TODAY.
IN THE MONTH OF MARCH, WE HAD FIVE WORKSHOPS THAT WE DID THAT WENT THROUGHOUT THE WHOLE COUNTY.
[02:35:07]
EVENT. THESE ARE EVENTS THAT WHERE WE HAVE A BOOTH WHERE WE DO A LITTLE ACTIVITY, TRY TO GET THE GOOD WORD OF THE MPO AND OUR PLAN OUT SO THAT WE CAN RECEIVE SOME FEEDBACK THROUGH OUR ONLINE SURVEY.WE STARTED MARCH 14TH AND WE STILL HAVE TWO MORE TO GO.
THE UPCOMING ONES ARE AT DILLARD PARK HOMEOWNERS ASSOCIATION AND THE GALT HOA.
THESE ACTIVITIES ARE MORE PRESENTATION BASED, WHERE WE'RE ALSO LOOKING FOR THAT SAME FEEDBACK THROUGH OUR SURVEY, A NEW PUBLIC OUTREACH EVENT THAT WE'RE GOING TO BE DOING NEXT WEEK, WHICH IS IS THAT NEXT WEEK, MAY 18TH, ON MAY 18TH, WHENEVER THAT FALLS IS OUR E TOWN HALL.
HE'LL BE ON A PANEL TALKING ABOUT THE FUTURE OF BROWARD COUNTY.
SO IT'S GOING TO BE A TRANSPORTATION FOCUSED E TOWN HALL.
AND HERE IS THE SAVE THE DATE.
AND THIS WILL BE A VIRTUAL EVENT.
WE ARE STILL HAVE OUR SURVEY HOSTED ONLINE ON OUR WEBSITE ROUTE TO 20 50.ORG.
FOR THE 2050 PLAN, IF YOU COMPLETE THE SURVEY, YOU GET AN OPPORTUNITY TO WIN A $250 GIFT CARD.
SO IF YOU WOULD LIKE TO SHARE THAT WITH ALL OF YOUR CONSTITUENTS, THAT WOULD BE VERY HELPFUL.
WE HAD A GOAL OF GETTING 1000 SURVEYS.
WE'VE PASSED THAT. WE'RE VERY CLOSE TO 2000.
AND THIS IS JUST A QUICK RECAP OF THAT PROCESS.
WE ASKED THE CITY STAFF TO PREPARE PROJECTS, SCHEDULE MEETINGS WITH US, ATTEND A WORKSHOP THAT WE HOSTED VIRTUALLY TO SHOW HOW TO SUBMIT PROJECTS AND THEN FINALLY TO SUBMIT THOSE PROJECTS.
THESE ARE ALL OF THE ONE ON ONE MEETINGS WE HAD WITH THE DIFFERENT CITIES.
WE'VE ACCOMPLISHED 32 MEETINGS AND INCLUDE A LOT OF OUR LOCAL MUNICIPALITIES, AS WELL AS SOME NEW NEW ENTITIES SUCH AS MEMORIAL HEALTH AND BROWARD COLLEGE. SO THAT'S A FUN TIME TO TALK TRANSPORTATION.
SO THESE ARE MOSTLY JUST THE MUNICIPALITIES SUBMISSIONS.
WE HAD THE APPLICATION OPEN MARCH 22ND AND THEN IT CLOSED APRIL 18TH.
SO OF ALL THE MEETINGS THAT WE MET, THOSE 32 MEETINGS, 22 LOCAL AGENCIES SUBMITTED PROJECTS.
AND THAT IS MY QUICK RECAP OF ACTIVITIES.
GREAT PRESENTATION. THANK YOU.
HOW ABOUT NON ACTION? THANK YOU. HOW ABOUT NON ACTION ITEMS? SIR, IF YOU WANT TO CALL IT A DAY.
THERE'S NOTHING ON THERE THAT I WANT TO CALL IT A DAY.
THANK YOU ALL. THANKS FOR YOUR COOPERATION.
GOOD ONE. THANK YOU.
