AS ALWAYS, I START WITH THIS LITTLE GRAPHIC TO GIVE A BRIEFING OF WHAT IT IS THAT WE'RE GOING TO BE TALKING ABOUT AND THE UPDATES TO SHARE TODAY ARE BASED ON PUBLIC OUTREACH AND ALSO OUR CALL FOR PROJECTS HIGHLIGHTED IN YELLOW AND BLUE THERE, AND I REALIZE THAT I'M ALWAYS HERE TALKING ABOUT CALL FOR PROJECTS.

OUR TWO MOST RECENT ONES WERE DILLARD PARK HOMEOWNERS ASSOCIATION AND ALSO THE GALT HOA.

WE ALSO HAD OUR TOWN HALL LAST WEEK.

IT WAS HOSTED VIRTUALLY RIGHT HERE AT THE MPO.

SO PEOPLE WERE ABLE TO JOIN VIA PHONE AND ALSO THROUGH ZOOM.

WE HAD A TOTAL OF 1100 TOTAL PARTICIPANTS AND WE WERE REALLY LUCKY TO HAVE 873 OF THOSE PARTICIPANTS SUSTAINED ALL THE WAY UNTIL THE VERY END OF THAT TOWN HALL. SO I THINK THAT'S A PRETTY GOOD SUCCESS, RIGHT? SURE. SURE.

SO LAST TIME I HAD PRESENTED THAT WE RECEIVED 202 PROJECTS, NOT INCLUDING BROWARD COUNTY AND FDOT, BUT WE'LL GO INTO A LITTLE BIT MORE STATISTICS.

SO WE HAD 22 LOCAL AGENCIES SUBMIT THOSE 202 PROJECTS.

THE HIGHEST NUMBER THAT WE RECEIVED FROM A SINGLE AGENCY WAS 79 PROJECTS.

YOU'LL SEE WHO THAT IS IN A SECOND.

THE AVERAGE NUMBER OF PROJECTS THAT WAS SUBMITTED WAS NINE, AND THEN IF YOU TAKE OUT THOSE OUTLIERS AND YOU LOOK AT THE MEDIAN, IT WAS ABOUT SIX PROJECTS PER MUNICIPALITY.

SO GOOD JOB, GUYS.

I THINK IT'S A GOOD TURNOUT.

SO HERE IS A TABLE OF THAT OR THAT CHART OF THE DISTRIBUTION OF ALL THE DIFFERENT NUMBER OF PROJECTS FROM THE LOCAL AGENCIES, YOU CAN SEE FORT LAUDERDALE WINS WITH 79 PROJECTS.

SO THE THREE TOP TYPES OF WORKS WE'LL START WITH NUMBER THREE, IT IS SAFETY AND BIKE LANE /SIDEWALK.

WE HAVE A TOTAL OF 21 PROJECTS WITH THAT IDENTIFICATION.

IN SECOND PLACE, WE HAVE ADD LANES AND RECONSTRUCT WITH 24 PROJECTS THAT WERE SUBMITTED, AND THEN IN FIRST PLACE WE HAVE BRIDGES, ABOUT 50 PROJECTS WITH BRIDGES.

SO THAT SEEMS TO BE A HIGH PRIORITY THIS GO ROUND, AND HERE IS THE DISTRIBUTION OF THOSE PROJECTS HERE WITH ALL THE DIFFERENT TYPES OF WORKS AVAILABLE TO SELECT AND WE ALSO ASKED YOU FOR A SECONDARY WORK MIX, AND I THOUGHT, YEAH, HEY, LET'S LOOK AT THIS.

THAT OUTLIER RIGHT THERE, NULL, THAT JUST MEANS THAT A SECONDARY WORK MIX WAS NOT SELECTED.

SO IT JUST SHOWS UP THAT IT WAS ZERO, AND SO WHEN WE LOOK AT THE DIFFERENT TYPES OF ROADWAYS, WHERE DO WE PROPOSE THESE PROJECTS? WHAT FACILITIES DO THESE GO ON? AND THIRD PLACE, WE HAVE COUNTY ROADWAYS.

A SECOND PLACE IS STATE 68 ROADWAY PROJECTS, AND THEN ALSO IN FIRST PLACE, WE HAVE LOCAL WITH THE MAJORITY OF THE PROJECTS BEING PROPOSED ON LOCAL ROADWAYS, 142 OF THEM, AND THAT IS MY UPDATE FOR THE ROUTE TO 2050 MTP.

I WILL GO INTO A LITTLE BIT ABOUT THE BACKGROUND, ABOUT THE TITLE SIX PROGRAM AND WHAT ARE THE REQUIREMENTS.

I'LL GIVE SOME HIGHLIGHTS AS TO WHAT WE DID AS PART OF THIS TRIENNIAL UPDATE AND THEN TOUCH ON NEXT STEPS FOR COMPLETING THIS PROCESS.

SO FOR THOSE OF YOU WHO MAY NOT BE FAMILIAR, TITLE SIX REFERS TO THE TITLE SIX OF THE CIVIL RIGHTS ACT OF 1964, WHICH PROHIBITS DISCRIMINATION BASED ON RACE, COLOR OR NATIONAL ORIGIN IN ANY PROGRAM OR ACTIVITY THAT IS FUNDED WITH FEDERAL DOLLARS OR FEDERAL FUNDING ASSISTANCE, AND SO AS A RECIPIENT OF FEDERAL TRANSIT DOLLARS THROUGH THE FEDERAL TRANSIT ADMINISTRATION, THE FTA, BROWARD MPO IS REQUIRED TO DO AN UPDATE OF ITS TITLE SIX PROGRAM TO ENSURE THAT IT MEETS THE OBJECTIVES THAT ARE SPELLED OUT ON THE SLIDE, REALLY TO ENSURE THAT ANY ACTIVITY FUNDED WITH THESE FEDERAL DOLLARS IS DONE SO IN A NONDISCRIMINATORY MANNER THAT FULL AND FAIR PARTICIPATION IS ENSURED IN ANY DECISION MAKING PROCESS FOR THE USE OF THOSE FUNDS AND FULL AND FAIR WITHOUT PARTICIPATION, WITHOUT REGARD TO RACE OR COLOR, NATIONAL ORIGIN AND MEANINGFUL ACCESS IS PROVIDED WHEN ANY FEDERALLY FUNDED TRANSIT PROGRAM OR ACTIVITY FOR PERSONS WHO MAY NOT SPEAK ENGLISH VERY WELL OR NOT AT ALL, AND THE TITLE SIX PROGRAM IS DUE TO THE FTA EVERY THREE YEARS.

SO THIS IS A TRIENNIAL UPDATE OF THAT PROGRAM.

THERE IS AN FTA CIRCULAR THAT OUTLINES ALL OF THE REQUIREMENTS THAT THE MPOS TITLE SIX PROGRAM MUST HAVE.

I'VE LISTED THEM ON THE SLIDE.

I'M NOT GOING TO GO THROUGH THEM ALL IN THIS UPDATE, BUT I WILL HIGHLIGHT THAT THE ONES ON THE LEFT ARE THE GENERAL REQUIREMENTS.

THOSE ARE WHAT EVERY TRANSIT FUNDING RECIPIENT THROUGH FTA HAS TO INCLUDE IN THEIR TITLE SIX PROGRAM, AND THEN THE ONES ON THE RIGHT, THE FOUR ON THE RIGHT ARE THOSE THAT ARE SPECIFIC TO MPOS AND EVEN MORE SPECIFIC TO MPOS THAT DO NOT PROVIDE TRANSIT SERVICES.

SO THAT WOULD BE THE MPO, THE BROWARD MPO.

SO FOR THE FIRST HIGHLIGHT, I WANTED TO DISCUSS PUBLIC PARTICIPATION.

SO CONSIDERATION FOR TITLE SIX SHOULD BE DOCUMENTED IN THE MPO'S PUBLIC PARTICIPATION PLAN OR PPP, AND OF COURSE THE MPO DID A CONSIDERABLE UPDATE OF ITS PPP AND I BELIEVE THAT WAS DONE IN FEBRUARY, COMPLETED IN FEBRUARY OF THIS YEAR.

SO THIS TITLE SIX PROGRAM WENT THROUGH AND MADE SURE THAT THE TITLE SIX PROGRAM AND DISCUSSION OF ENGAGEMENT AND OUTREACH RELATED TO PERSONS THAT ARE LIMITED ENGLISH PROFICIENCY AND RACIAL AND ETHNIC MINORITIES IS CONSISTENT WITH THE PPP UPDATE THAT WAS JUST COMPLETED.

ONE THING I DID WANT TO HIGHLIGHT IS THAT THE BROWARD MPO DOES A FANTASTIC JOB AND HAS FOR A NUMBER OF YEARS OF TRACKING OUTREACH ACTIVITIES AND THE LOCATIONS OF THOSE, AND SO FOR EVERY TITLE SIX UPDATE, THOSE LOCATIONS ARE MAPPED RELATIVE TO THE AREAS THAT WE CALL TITLE SIX BLOCK GROUPS OR AREAS BLOCK GROUPS THAT HAVE A HIGHER CONCENTRATION OF TITLE SIX PERSONS, AGAIN, MINORITIES AND PERSONS WHO ARE LIMITED ENGLISH PROFICIENT, AND SO THIS EVALUATION HELPS TO ASSESS IF GOING FORWARD, THERE ARE AREAS WHERE WE NEED TO LOOK AT ENGAGING THE TITLE SIX POPULATIONS A LITTLE MORE CLOSELY OR LOOK AT OTHER STRATEGIES FOR ENGAGEMENT AS WELL.

BUT OF COURSE, YOU KNOW, WITH COVID AND NEW TECHNOLOGIES AND DIGITAL PLATFORMS THAT ARE EMERGING ALL THE TIME, THIS TITLE SIX PROGRAM UPDATE REALLY NEEDED TO ACKNOWLEDGE THE VIRTUAL AND ONLINE ENGAGEMENT ACTIVITIES THAT THE MPO IS CONDUCTING NOW AS WELL, AND SO IN ADDITION TO THE PHYSICAL OUTREACH ACTIVITIES THAT WE MAP AND EVALUATE SPATIALLY, WE ALSO DID AN ASSESSMENT AND DOCUMENTED THE DIFFERENT ONLINE AND DIGITAL ENGAGEMENT STRATEGIES AS WELL TO MAKE SURE THAT TITLE SIX PERSONS HAVE MEANINGFUL ACCESS AND CAN ENGAGE IN THESE ACTIVITIES.

I ALSO WANTED TO HIGHLIGHT THE EQUITY ASSESSMENT.

I'M SURE YOU'RE ALL FAMILIAR WITH THAT PROCESS.

THIS IS A CONSISTENT WAY FOR THE MPO TO EVALUATE EQUITY ACROSS ITS PLANS AND PROGRAMS. WHAT I WANTED TO HIGHLIGHT SPECIFICALLY IS THAT THE EQUITY ASSESSMENT IS SEVEN DEMOGRAPHIC VARIABLES.

THREE OF THOSE ARE SPECIFIC TO TITLE SIX.

SO WE HAVE TO DO THE TITLE SIX SPECIFIC EVALUATION THAT I JUST MENTIONED ON THE PRIOR SLIDE, AND THEN WE ALSO DID THE SAME ASSESSMENT FOR THE EQUITY AREAS

TO ENSURE CONSISTENCY WITH THE MPO'S INTERNAL PROCESS AND PROCEDURES AND THAT DECISION MAKING PROCESS AS WELL.

THE TITLE SIX PROGRAM ALSO INCLUDES WHAT IS REFERRED TO AS A LIMITED ENGLISH PROFICIENCY PLAN, OR LEP PLAN, AS IT'S OFTEN CALLED, AND THIS IS THE EVALUATION TO ENSURE THAT THOSE LIMITED ENGLISH SPEAKING PERSONS HAVE MEANINGFUL ACCESS TO THE PLANS, PROGRAMS AND DELIVERABLES, BOTH DIGITAL AND PRINTED AND THE LEP PLAN IS BASED ON WHAT WE CALL A FOUR FACTOR ANALYSIS.

SO THAT LOOKS AT THE NUMBER OR PROPORTION OF LEP PERSONS IN THE COUNTY RELATIVE TO THE POPULATION AS A WHOLE.

THE FREQUENCY OF ANTICIPATED CONTACT WITH LEP PERSONS AND THE DIFFERENT PLANNING ACTIVITIES, THE NATURE AND IMPORTANCE AND IMPACT ON THOSE ACTIVITIES TO THE COMMUNITY AND PEOPLE'S LIVES AND THEN THE RESOURCES THAT ARE AVAILABLE WITHIN THE MPO, AND THEN WHAT OTHER RESOURCES MAY BE OUT THERE AND THE RELATIVE COSTS.

SO THOSE CAN BE EVALUATED AS POTENTIAL TOOLS GOING FORWARD.

SO THIS SLIDE HIGHLIGHTS THE UPDATED DEMOGRAPHIC ANALYSIS FOR THE LEP PLAN, AND THERE'S NEARLY 16% OF THE BROWARD MPO'S POPULATION THAT IS DEFINED AS LIMITED ENGLISH PROFICIENT, AND THE MAJORITY OF THOSE 16% ARE SPANISH SPEAKING INDIVIDUALS, FOLLOWED BY HAITIAN CREOLE. SO WE USE THIS DATA TO THEN LOOK AT THE DIFFERENT LANGUAGE ASSISTANCE SERVICES AND PROGRAMS THAT ARE AVAILABLE TO MAKE SURE THAT WE'RE COMFORTABLE, THAT THERE'S MEANINGFUL ACCESS ACROSS THE DIFFERENT ACTIVITIES, AND SO THIS SLIDE HIGHLIGHTS SOME OF THOSE LANGUAGE ASSISTANCE SERVICES THAT ARE DOCUMENTED IN THE LEP PLAN, AND I'LL TOUCH ON A FEW.

FOR EXAMPLE, IN ADDITION TO ADVERTISEMENTS PRINTED IN ENGLISH NEWSPAPER, SPANISH ADVERTISEMENTS ARE PROVIDED ON A DIGITAL PLATFORM, TELEMUNDO.

THE MPO HAS A SOPHISTICATED WEBSITE TRANSLATION FUNCTION AND KEY LANGUAGES.

MPO STAFF THAT CAN SPEAK, READ AND WRITE OTHER LANGUAGES AND WHO ARE WILLING TO BE TRANSLATORS AND OR INTERPRETERS ARE DOCUMENTED AND AVAILABLE SHOULD THEY BE NEEDED AND THE MPO IS ALSO VERY FLEXIBLE AND WILL TRANSLATE SPECIFIC MATERIALS FOR PROJECTS OR EFFORTS LIKE THE 2050 MTP INTO LANGUAGES ON A CASE BY CASE BASIS AS WELL, AND SO GOING FORWARD, THE TITLE SIX PROGRAM ACTUALLY HAS TO BE FORMALLY ADOPTED BY THE MPO BOARD.

THAT IS ONE OF THE RULES IN THE FTA CIRCULAR, AND SO THAT WILL OCCUR ON JUNE 8TH AND THEN IT WILL BE SUBMITTED TO FTA FOR REVIEW AND ACCEPTANCE, AND THEN THE NEXT TRIENNIAL UPDATE WILL BE COMPLETED IN THREE YEARS AND IT HAS TO BE COMPLETED BY DECEMBER 2026.

SO WE'RE A LITTLE AHEAD OF SCHEDULE THIS TIME.

APPROXIMATELY 23 MILLION ANNUAL RIDERS.

WITH THIS PLAN, WE SEE NEW CONSTRUCTION AND RELATED JOBS, AS WELL AS A CATALYST FOR ECONOMIC DEVELOPMENT, A FOUNDATION FOR TRANSIT ORIENTED DEVELOPMENT AND AFFORDABLE HOUSING, AND EXPANDED SMALL BUSINESS OPPORTUNITIES.

OUR METHODOLOGY.

SO THE PHASES OF PROJECT DELIVERY, AS MANY OF YOU KNOW, PLANNING, PROJECT DEVELOPMENT AND ENVIRONMENTAL DESIGN AND CONSTRUCTION.

SO WE ARE IN THE PLANNING PHASE WITH THE PREMO PLAN.

SO THIS SLIDE GIVES AN OVERVIEW OF THE TRANSIT SERVICE CHARACTERISTICS AGAINST EACH OTHER.

SO WE HAVE COMMUTER RAIL, LIGHT RAIL, TRANSIT, BUS, RAPID TRANSIT AND HIGH FREQUENCY BUS SERVICE.

CONTINUING DOWNTOWN TO BROWARD BOULEVARD, THREE ADDITIONAL MILES OF LIGHT RAIL TRANSIT.

THE SEGMENT EXPECTED TO BE AT STREET LEVEL PROJECTED OPENING 2031, AND ON BROWARD BOULEVARD OUT TO STATE ROAD SEVEN PROJECTED OPENING 2035.

HERE WE ALSO SHOW IN DASHED LINES FUTURE LIGHT RAIL EXTENSIONS.

IT WILL BE EITHER COMMERCIAL BOULEVARD OR SUNRISE, NOT BOTH.

SO WITH THAT, HOW DO WE GET THERE? WE ANTICIPATE FULLY LEVERAGING OUR INTERNAL AND EXTERNAL RESOURCES.

WE ARE LOOKING TO PURSUE ALTERNATIVE DELIVERY STRATEGIES INSTEAD OF JUST DESIGN, BID, BUILD.

THERE ARE OTHER DELIVERY STRATEGIES, SO WE HOPE TO PURSUE THOSE.

ALSO GENERATING FAST TRACK PROCUREMENTS WITHIN THE COUNTY AND IMPORTANTLY, SEEKING AND SECURING ALTERNATIVE FUNDING SOURCES.

SO THE DIFFERENT CITIES OR THE DIFFERENT AGENCIES, THE IDEA IS WE'RE LOOKING AT SAFETY THROUGHOUT THE COUNTY.

WE'RE LOOKING AT UNDERSERVED COMMUNITIES.

WE HOPE TO BE DEVELOPING A COMPREHENSIVE LIST OF PROJECTS AND POLICIES AND PROGRAMS THAT SHOULD GO FORWARD IN THE FUTURE SO THAT AS WE FINISH THE SAFETY ACTION PLAN, EACH OF YOU WITH YOUR INDIVIDUAL CITIES COULD BE ELIGIBLE THEN FOR PURSUING IMPLEMENTATION GRANT FUNDING BECAUSE IT WILL BE INCLUDED IN A PLAN THAT THE FEDERAL GOVERNMENT RECOGNIZES AS MEETING THE CRITERIA.

BY THE WAY, WHEN WE GET TO THE END OF THE SAFETY ACTION PLAN, IT'S NOT JUST A QUESTION OF PROJECTS THAT WE AS PARTNERS CAN GO AFTER FROM THE FEDERAL GOVERNMENT.

WE WANTED TO RESPOND TO THE FEDERAL PERFORMANCE MEASURES AND THE EMPHASIS ON SAFETY THAT WE'VE REALLY BEEN CHARGED WITH OVER THE PAST FIVE YEARS, AND IN THE 2045 WE DEVELOPED A SAFETY PROGRAM AND THERE WERE A LOT OF QUESTIONS FROM THE BOARD AND ALSO FROM THE TAC/CAC OF WHAT IS THE SAFETY PROGRAM GOING TO LOOK LIKE, AND I'LL BE HONEST WITH YOU, WE WERE KIND OF DIVING ALL WE WERE DIVING INTO THIS ALL TOGETHER WITH A LOT OF QUESTIONS OURSELVES AS WELL.

WHAT IS THAT SAFETY PROGRAM GOING TO LOOK LIKE? WHAT METRICS ARE WE GOING TO USE? HOW ARE WE GOING TO DEFINE PROJECTS, THOSE TYPES OF THINGS.

SO WE'VE BEEN TAKING THE BETTER PART OF THREE YEARS NOW TO STAND UP OUR SAFETY PROGRAM AND FIGURE OUT A WAY TO GET PROJECTS MOVING FORWARD.

SO THIS SPECIFICALLY SPEAKS TO THE OFF-SYSTEM SAFETY PROGRAM.

THE FLORIDA DEPARTMENT OF TRANSPORTATION HANDLES ALL OF THE ON SYSTEM ROADWAYS.

THEY HAVE A REALLY ROBUST TRAFFIC OPERATIONS OFFICE WHERE THEY DO A LOT OF THE SAFETY STUDIES, THE ROADWAY SAFETY AUDITS THROUGH THEIR PROCESS, AND THEY PROGRAM PROJECTS USING FUNDING THAT COMES DOWN MAINLY THROUGH THE HIGHWAY SAFETY IMPROVEMENT PROGRAM AND SOME OTHER DISTRICT WIDE FUNDING.

ONE OF THE THINGS THAT WE REALIZED THAT WAS LACKING WAS THAT WE DID NOT HAVE AN OFF-SYSTEM ROADWAY SAFETY ANALYSIS OR AUDIT PROCESS, AND SO THAT WAS SOMETHING THAT WE STARTED WITH THE SAFETY PROGRAM, IS WE WANTED TO LOOK AT HOW CAN WE EVALUATE OFF-SYSTEM ROADWAYS CONSISTENTLY IN ORDER TO PRODUCE VIABLE PROJECTS THAT DIRECTLY ADDRESS SAFETY. SO THAT'S WHAT I'M GOING TO SPEAK TO YOU ABOUT HERE TODAY.

AGAIN, YOU'VE NOT HEARD A LOT ABOUT THIS BECAUSE WE'VE JUST BEEN TAKING THE PAST COUPLE OF YEARS TO REFINE THE PROGRAM, DO A PILOT STUDY, MAKE SURE THAT IT WAS ALL WORKING, BUT YOU'RE GOING TO HEAR MORE OF THIS AS PART OF THE 2050 MTP DEVELOPMENT.

SO WITH THAT, I WAS ALREADY GIVING YOU SOME BACKGROUND.

I THINK I TOUCHED ON THE FACT THAT WE'VE REALLY BEEN FOCUSING ON SAFETY FOR THE PAST COUPLE OF YEARS BECAUSE, YOU KNOW, FDOT FEDERAL HIGHWAY HAVE MADE SAFETY A PRIORITY. WE CONTINUE TO RANK AS ONE OF THE MOST UNSAFE PLACES IN THE UNITED STATES, WHETHER IT'S TO WALK OR RIDE YOUR BIKE, BUT ALSO TO DRIVE YOUR CAR AS WELL.

SO WE WANT TO MAKE SURE THAT WE'RE ADDRESSING SAFETY NETWORK WIDE ON AND OFF-SYSTEM.

SO THESE WERE SOME OF THE GOALS THAT WE HAD WHEN WE STARTED, AND AGAIN, I KIND OF TOUCHED ON SOME OF THESE A LITTLE BIT AS PART OF MY INTRODUCTION.

WE WANTED TO MAKE SURE THAT WE WERE CREATING AN INNOVATIVE AND EXPEDITED OFF-SYSTEM SAFETY STUDY PROCESS WHERE WE WERE PUTTING SAFETY AS THE NUMBER ONE GOAL WHEN WE WERE EVALUATING THE PROJECTS AND WE WANTED TO MEET ALSO THE SAFETY PERFORMANCE MEASURES TO REDUCE SEVERE INJURIES AND FATALITIES ON OUR ROADWAYS, AND THIS WOULD HOPEFULLY THEN ALIGN WITH WHAT WAS GOING ON AT FEDERAL HIGHWAY AND THE FLORIDA DEPARTMENT OF TRANSPORTATION AS WELL.

SO I MENTIONED THAT IN THE 2045, WE ALLOCATED SOME FUNDING FOR SAFETY WITHIN THE COST FEASIBLE PLAN, AND THAT'S HIGHLIGHTED HERE, AND IT IS REALLY JUST A BUCKET OF FUNDS. NOW, WHAT WE DID AS PART OF THE METROPOLITAN TRANSPORTATION PLAN IS WE DID A NETWORK WIDE ANALYSIS OF SAFETY AND WE LOOKED SPECIFICALLY AT SIGNALIZED INTERSECTIONS, UN-SIGNALIZED INTERSECTIONS AND QUARTER SEGMENTS, AND WE RANKED EACH ONE OF THOSE TYPOLOGIES BASED ON CRASH SEVERITY.

SO WE WERE WAITING THE CRASH TYPE BASED ON THE SEVERITY OF THE CRASH.

SO SEVERE INJURIES AND FATALITIES RANKED HIGHER, PROPERTY DAMAGE ONLY CRASHES RANKED LOWER, AND WHAT WE RECEIVED FROM THAT ANALYSIS WAS A LIST OF LOCATIONS AGAIN BY TYPE OF UN-SIGNALIZED, SIGNALIZED INTERSECTIONS AND CORRIDOR SEGMENT BASED ON THE CRASH SEVERITY, AND THIS BECAME THE FOUNDATION FOR US TO START REALLY WORKING THROUGH THAT LIST AND IDENTIFYING IMPROVEMENTS THAT WE COULD MAKE AT THESE LOCATIONS TO ADDRESS THOSE SAFETY CONCERNS.

ONE OF THE THINGS THAT WE DID NOT REALIZE OR I SHOULDN'T SAY, IT'S NOT THAT WE DIDN'T REALIZE IT, I THINK, IS THAT WE FOUND IT TO BE A CHALLENGE IS THAT NOT EVERY SAFETY PROBLEM CAN BE SOLVED WITH ENGINEERING SOLUTIONS ALONE, AND THAT WAS A BIG WAKE UP CALL FOR US AS WE STARTED GOING THROUGH SOME OF THESE LOCATIONS.

THEY CAME UP AND WE TOOK A LOOK AT IT AND WE SAID, WELL, MAST ARMS ARE ALREADY OUT THERE.

THEY'VE GOT ALL THE BACKING PLATES, ALL THE CROSSWALKS ARE NICELY STRIPED.

THERE JUST SEEMS TO BE AN EDUCATION OR ENFORCEMENT ISSUE OUT HERE.

SO WE WANTED TO MAKE SURE THAT WE WERE EVALUATING.

THOSE LOCATIONS IN A CONSISTENT MANNER USING SOMETHING THAT WAS ADOPTED, BUT TWEAKING IT A LITTLE BIT FOR THE OFF-SYSTEM NETWORK, BECAUSE DOT REALLY LOOKS FROM AN ON-SYSTEM PERSPECTIVE AT PRIORITIZING BENEFIT COST AND NET PRESENT VALUE, WHICH ARE VERY IMPORTANT FACTORS, BUT NOT NECESSARILY SOMETHING THAT WE WANT TO FOCUS ON ENTIRELY WHEN WE'RE LOOKING TO SPEND THINGS OTHER THAN HIGHWAY SAFETY IMPROVEMENT PROGRAM FUNDS, LET'S SAY IF WE WANTED TO SPEND OUR MPO DOLLARS.

SO KIND OF AGAIN, LOOKING AT THE ROADWAY SAFETY AUDIT GOAL, WE WANTED TO MAKE SURE WE WERE CREATING A NICE CONVEYOR BELT OF SAFETY PROJECTS THAT WERE COMING OUT OF THESE ROADWAY SAFETY AUDITS AND THAT WE WERE GETTING THEM READY FOR DESIGN AND CONSTRUCTION.

SO THIS WAS THE FRAMEWORK THAT WE DEVELOPED, AND I REALLY JUST WANT YOU TO FOCUS ON THE THREE DIFFERENT SECTIONS HERE, THE ROADWAY SAFETY ANALYSIS, PRE-WORK, THE ROADWAY SAFETY ANALYSIS ITSELF, AND THEN THE PROGRAMING AND DELIVERY.

SO THAT WOULD THEN GO THROUGH OUR MULTIMODAL PRIORITIES LIST INTO THE TRANSPORTATION IMPROVEMENT PROGRAM AND ULTIMATELY PROJECT DELIVERY.

SO AS I MENTIONED IN THE PRE-WORK PHASE, WHAT WE'RE LOOKING AT HERE IS MAKING SURE THAT WE WERE IDENTIFYING PROJECTS FROM THAT PRIORITIZED LIST, LOOKING AT THINGS THAT WERE ON THE FEDERAL AID NETWORK THAT WERE NOT DUPLICATIVE OR OVERLAPPING WITH EXISTING PROJECTS AND THAT THERE WAS A POSSIBLE ENGINEERING SOLUTION, AND AS I MENTIONED, WE WOULD WORK WITH A MULTIDISCIPLINARY TEAM TO HELP SELECT THE LOCATIONS AND ALSO REVIEW THE DATA.

THEN IN THE RSA PHASE, THIS IS WHERE WE WOULD DO ALL OF THOSE SPECIFIC THINGS THAT I HAD MENTIONED.

LOOKING AT THE DIFFERENT COUNTERMEASURES, GOING OUT THERE IN THE FIELD, LOOKING AT WHAT MAKING SURE THAT THE CRASH PATTERNS THAT WE WERE OBSERVING ON PAPER WERE COULD BE SUPPLEMENTED WITH ACTUAL FIELD KNOWLEDGE, RIGHT, TO SEE WHAT TYPES OF PATTERNS WE WERE SEEING BASED ON DRIVER BEHAVIOR, PEDESTRIAN BEHAVIOR, BICYCLIST BEHAVIOR, THINGS LIKE THAT, AND THEN THE PROGRAMMING DELIVERY PHASE.

YOU MIGHT SEE AN EXAMPLE OR YOU MIGHT SEE A MID-BLOCK CROSSING WHERE ON EITHER SIDE THERE ARE TWO SUPPORTIVE LAND USES.

ROYAL PALM BOULEVARD FROM RIVERSIDE DRIVE TO UNIVERSITY DRIVE HAD A HIGH RANKED UN-SIGNALIZED INTERSECTION.

A HIGH RANKED SIGNALIZED INTERSECTION AND IT WAS A HIGH RANKED CORRIDOR.

SO IT WAS A NICE WAY TO KIND OF BUNDLE ALL OF THOSE INTO INTO ONE PILOT RSA REPORT.

SO ABOUT A YEAR AGO, WE WORKED WITH THE COUNTY, WE WORKED WITH THE CITY OF CORAL SPRINGS, AND WE WENT THROUGH THIS ROADWAY SAFETY ANALYSIS PROCESS. SO YOU CAN SEE IT WAS COMPLETED IN 2022.

I REMEMBER ONE OF THE ISSUES WITH THIS INTERSECTION IS THAT ON THE EAST SIDE OF THE INTERSECTION, THERE'S A DROP LANE, AND ON THE WEST SIDE THERE WAS A THROUGH LANE.

SO WHAT HAPPENED IS FOLKS WOULD CROSS THE INTERSECTION OR THEY DO IN THE EXISTING CONDITION.

THEY CROSS THE INTERSECTION AND THEN THEY'RE IN THAT DROP LANE IN THAT TURN LANE.

SO WE WERE PROPOSING TO REMOVE THAT, THAT TURN LANE, THAT SECOND, THAT TURN LANE, YOU CAN SEE IT'S STRIPED OUT IN THE GREEN ON THE WESTERN PART OF THE INTERSECTION AND MAKE SURE THAT WE DIDN'T HAVE THAT WEAVING AND MERGING CONDITION, WHICH WAS AN ISSUE THAT WAS IDENTIFIED THROUGH THE SAFETY MEASURE, THROUGH THE SAFETY DATA.

WE'RE ALSO LOOKING AT BUMP OUTS HERE AT THE INTERSECTION OF ROYAL PALM BOULEVARD AT UNIVERSITY DRIVE.

SO AGAIN, THIS IS A CONCEPT BECAUSE THIS IS A STATE INTERSECTION.

ROYAL PALM BOULEVARD AT 91ST AVENUE, YOU'LL NOTICE HERE THAT THERE WAS A RIGHT IN RIGHT OUT ISSUE WHERE PEOPLE WERE CROSSING THE ROADWAY AND THERE WERE A LOT OF ANGLE CRASHES THAT WERE OCCURRING.

SO WE WERE PROPOSING TO PUT A SEPARATED MEDIAN HERE AND MAKE SURE THAT WE WERE CHANNELIZING THE THOSE TURNS MID-BLOCK CROSSING, AS I MENTIONED ONCE AGAIN HERE AT VETERANS PARK AND THEN FINALLY ROYAL PALM BOULEVARD AT RIVERSIDE DRIVE, AND THIS WAS AN INTERSECTION WHERE WE KNOW THERE'S A SCHOOL CLOSE BY. WE WANT TO DO LEADING PEDESTRIAN INTERVALS AND DO SOME REWORK ALSO AT THE INTERSECTION.

NOW, THE COUNTY HAS BEEN VERY KIND AND STEPPED UP AND IS GOING TO HELP US DO THE IMPLEMENTATION ON THIS PROJECT.

ONE OF THE HICCUPS THAT WE'VE HAD, AND THIS IS SOME OF THE LESSONS LEARNED, IS THAT WITH THESE OFF-SYSTEM SAFETY PROJECTS, WORKING WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION IS THERE IS A DESIRE FROM THE DEPARTMENT SIDE TO HAVE THESE PROJECTS LET THROUGH LAP, WHICH IS OKAY, BUT WE KNOW THAT HAS CHALLENGES IN OF ITSELF , AND AGAIN, IN THIS CASE, BECAUSE A LOT OF THE IMPROVEMENTS TAKE PLACE ON COUNTY RIGHT OF WAY.

THE COUNTY HAS STEPPED UP AND WILL BE HELPING THE LOCAL AGENCY, IN THIS CASE THE CITY OF CORAL SPRINGS, DELIVER THIS PROJECT, BUT MOVING FORWARD, WE NEED TO BE COGNIZANT OF THAT AS WE DO THESE ROADWAY SAFETY ANALYSIS PROJECTS THAT IF WE APPROACH YOU WITH A PROJECT AND SAY, HEY, HERE'S A HIGH PRIORITY CRASH LOCATION, WE WOULD LIKE TO DO A ROADWAY SAFETY ANALYSIS AND FUND SOME IMPROVEMENTS, WE'RE GOING TO NEED THE COMMITMENT ON LAP UPFRONT FROM THE CITY.

WE ALSO NEED TO HAVE COOPERATIVE MUNICIPAL PARTNERS, NOT JUST FOR THE LAP PIECE, BUT WE NEED TO MAKE SURE THAT WE'RE WORKING TOGETHER THROUGH THE IDENTIFICATION OF THE COUNTERMEASURES AND WORKING THROUGH THE ENTIRE PROCESS, AND ALSO, FINALLY, WE WANT TO MAKE SURE THAT WE ARE ACCOUNTING FOR ANY FEASIBILITY STUDIES THAT MAY BE NEEDED.

SO GOOD EXAMPLE IN THE PILOT PROJECT ON ROYAL PALM BOULEVARD IS THAT MID-BLOCK CROSSING, THAT'S SOMETHING WHERE THE COUNTY IS LIKELY GOING TO NEED A MID-BLOCK CROSSING STUDY TO SHOW THAT THERE IS THAT THERE ARE ENOUGH CROSSINGS THAT ARE HAPPENING THERE SO THAT WE CAN JUSTIFY THAT MID-BLOCK CROSSING.

SO THINGS THAT WE JUST NEED TO BE MINDFUL OF.

CAN YOU KIND OF DESCRIBE THE DIFFERENCES IN THE EVALUATION CRITERIA FOR EACH? SURE. SO I'M GOING TO JUMP BACK HERE TO THIS FRAMEWORK.

GENERALLY SPEAKING, IT'S ABOUT THE SAME.

THE FEDERAL HIGHWAY ADMINISTRATION PUBLISHES GUIDANCE ON HOW TO DO ROADWAY SAFETY AUDITS, AND THAT'S WHAT WE USED AS A STARTING POINT.

THE FLORIDA DEPARTMENT OF TRANSPORTATION USES THAT SAME GUIDANCE, AND THEY JUST PLACE A WHOLE LOT MORE WEIGHT ON THE BENEFIT COST RATIO AND NET PRESENT VALUE.

SO AT THE END OF THE DAY, THE IMPROVEMENTS THAT THEY SELECT TO MOVE FORWARD ARE ENTIRELY DEPENDENT ON THAT BCA AND THAT NPV VALUE.

IMPROVEMENTS THAT DON'T MEET THAT THRESHOLD IN THEORY CAN'T BE FUNDED WITH HIGHWAY SAFETY IMPROVEMENT PROGRAM FUNDS, AND THEY KIND OF I DON'T WANT TO SAY THEY FALL TO THE WAYSIDE.

THEY JUST SIMPLY CAN'T MOVE FORWARD WITH THAT HSIP FUNDING.

OUR PROCESS RELIES A LOT MORE ON JUST LOOKING AT THE SAFETY PROBLEMS AND IDENTIFYING COUNTERMEASURES THAT SOLVE THE SAFETY PROBLEMS WITHOUT PLACING SO MUCH WEIGHT ON THE BCA AND THE NPV.

THAT'S REALLY THE BIG DIFFERENCE, BUT THE PROCESS THAT WE FOLLOW IN TERMS OF ANALYZING THE CRASHES, DOING THE CRASH DIAGRAMS, DOING THE FIELD VISITS, THAT'S ALL VERY CONSISTENT WITH WHAT'S FEDERALLY AND WHAT'S DONE AT THE FEDERAL LEVEL AND AT THE STATE LEVEL.

THE QUESTION THAT I HAVE IS THERE IS A, I GUESS, BUDGETARY CONSTRAINT IN TERMS OF HOW MANY YOU CAN DO AND IN TERMS OF THE CONSTRUCTION COST AS WELL, WHICH SHOULDN'T BE MORE THAN 1.5 MILLION.

SO JUST WAS WONDERING HOW NUMBER OF RSAS COULD GO UP OR INCREASE SO THAT NOT ONLY 1 OR 2 ARE DONE PER YEAR. MAYBE IT HAS TO DO WITH IDENTIFYING HIGH CRASH LOCATIONS THAT WOULD NOT REQUIRE MUCH OF INTERVENTION IN TERMS OF THE CONSTRUCTION, BUT WOULD YIELD SIMILAR BENEFITS.

THAT'S A REALLY GREAT OBSERVATION, [INAUDIBLE].

WE HAVE TALKED INTERNALLY AND THAT'S SOMETHING ABOUT THE METHODOLOGY THAT I WAS REFERENCING TO KAREN'S POINT EARLIER, THAT THERE ARE SOLUTIONS THAT WE KNOW CAN BE IMPLEMENTED COUNTYWIDE.

SO FOR EXAMPLE, LOOKING AT THINGS LIKE COUNTDOWN TIMERS ON ON PEDESTRIAN SIGNALS, LOOKING AT STRIPING CROSSWALKS, LIKE WE DON'T NEED AN RSA TO GO OUT AND DO THOSE THINGS. SO ONE OF THE THINGS THAT WE WOULD LIKE TO DO IS LOOK AT THOSE TOP RANKED INTERSECTIONS IN THE NEW 2050 ANALYSIS OR CORRIDOR SEGMENTS AND IDENTIFY WHICH ONES JUST HAVE THESE ACROSS THE BOARD ISSUES AND PACKAGE THOSE UP AS ONE PROJECT.

THAT'S A POTENTIAL OPTION THAT WE'D LIKE TO DO AND SAVE THE MORE COMPLEX INTERSECTIONS AND ROADWAY SEGMENTS FOR THE ROADWAY SAFETY ANALYSIS.

WHY CAN'T WE DO MORE THAN A COUPLE A YEAR? WELL, IT'S A DIFFICULT QUESTION.

IT'S NOT NECESSARILY A FUNDING ISSUE BECAUSE DOING AN RSA RELATIVE TO THE FUNDING THAT WE GET AT THE MPO IS RATHER INEXPENSIVE BUT THERE'S ALSO THEN ALL THE COORDINATION THAT WE NEED TO DO IN ORDER TO GET THOSE PROJECTS INTO THE WORK PROGRAM, ALSO GO THROUGH THE LAP PROCESS BECAUSE THAT'S A DESIRE OF DOT, OF HOW THEY'RE GOING TO IMPLEMENT THESE PROJECTS.

SO WE DON'T NECESSARILY WANT TO DO TEN RSAS AND ONLY MOVE 1 OR 2 FORWARD A YEAR AND HAVE THE OTHERS SIT ON THE SHELF AND GET STALE.

WE ARE TRYING TO FIGURE OUT A WAY WHERE WE CAN UNCORK SOME OF THAT BOTTLENECK, BUT THE BEST WAY TO DO THAT I THINK IS TO START WITH SOME OF THOSE IMPROVEMENTS THAT WE CAN PUT OUT IN THE FIELD VERY QUICKLY AND THEN AGAIN SAVE THOSE MORE COMPLEX LOCATIONS FOR THE RSAS AND DO THOSE 1 OR 2 A YEAR, AND THEN AGAIN, AS THE PROCESS KIND OF EVOLVES, HOPEFULLY WE CAN GET MORE DONE AND GET MORE OF THOSE PROJECTS IN THE WORK PROGRAM.

SO AS WE LOOK AT HOW WE PACKAGE SOME OF THESE PROJECTS, HOW WE DO SOME OF THE ANALYSIS, HOW THAT TRANSLATES BETWEEN THE SS4A AND OUR SAFETY PROGRAM, THAT'S SOMETHING THAT'S GOING TO EVOLVE AS THAT GRANT AS WE BEGIN TO IMPLEMENT THAT GRANT AS WELL.

THERE WERE NO APPLICATIONS FOR THAT PROGRAM.

I BELIEVE IN PALM BEACH THERE WAS ONE APPLICATION AND I THINK IN DISTRICT FOUR TOTAL THERE WAS A HANDFUL, MAYBE.

WE'VE BEEN WORKING WITH DOT TO GIVE THEM SOME FEEDBACK ON HOW TO IMPROVE THAT PROCESS.

BEING VERY TRANSPARENT.

WHEN WE REVIEWED THEIR PROGRAM, IT BECAME VERY APPARENT TO US THAT ASKING A CITY TO SPEND $20K-30K TO GO OUT, DO A ROADWAY SAFETY ANALYSIS THAT IS SIGNED AND SEALED BY AN ENGINEER TO THEN COMPETE FOR FUNDING WHICH MAY NOT BE GUARANTEED, IS NOT EXACTLY THE WAY TO GET ALL THE CITIES SIGNING UP AND GOING, YEP, I'D LOVE TO GO PURSUE THAT OPPORTUNITY.

SO WE OF COURSE WANT TO WORK WITH THE DEPARTMENT.

I THINK IT'S GREAT THAT THEY'RE OPENING UP THAT FUNDING FOR OFF-SYSTEM FACILITIES.
