CERTAIN. NOTICE NOW ANNOUNCEMENT BY JENNIFER MITCHELL, DEPUTY ADMINISTRATOR OF THE FEDERAL RAILROAD ADMINISTRATION, US DEPARTMENT OF TRANSPORTATION. SO WE'RE GOING TO INTERRUPT OUR REGULAR SCHEDULE TO GO AHEAD AND DO THAT, IF WE COULD, PLEASE.

GOOD MORNING. GOOD MORNING.

GOOD TO SEE YOU, GREG. THANK YOU VERY MUCH.

MADAM VICE CHAIR. THANK YOU VERY MUCH FOR HAVING ME.

WE ARE THRILLED TO BE HERE TODAY FOR A VERY EXCITING ANNOUNCEMENT OF A $15.5 MILLION GRANT UNDER OUR RAILROAD CROSSING ELIMINATION PROGRAM. AND.

SO IT IS REALLY GREAT TO BE HERE TODAY IN AT THE BROWARD COUNTY OR BROWARD MPO.

[00:05:02]

AND THANK YOU VERY MUCH FOR ORGANIZING THIS EVENT AND FOR YOUR SUPPORT OF THE VERY IMPORTANT PROJECT THAT WE ARE ANNOUNCING TODAY.

I KNOW I DON'T HAVE TIME TO THANK ALL OF THE VERY DESERVING PARTIES THAT HAVE HELPED WITH THIS GRANT AND WILL BE HELPING TO IMPLEMENT THIS PROJECT AS WELL.

BUT I DO ALSO WANT TO RECOGNIZE AGAIN, VICE CHAIR JOHNSON AS WELL AS EXECUTIVE DIRECTOR GREG STUART, OUR DISTRICT FOUR SECRETARY, STEVE BRAUN. SOME OF OUR TEAM MEMBERS FROM BRIGHTLINE, AS WELL AS INCLUDING THE SENIOR VICE PRESIDENT OF PUBLIC AFFAIRS, BEN PORRITT, AND THE CITY MANAGERS AND MAYORS THAT REPRESENT ALL ALL OF THE MUNICIPALITIES HERE IN THE BROWARD MPO, ALONG WITH THE FEC RAIL CORRIDOR.

THIS IS A VERY, VERY GOOD DAY AND THE IMPROVEMENTS WE'RE FUNDING ARE GOING TO INCREASE SAFETY FOR PEOPLE AND THE BUSINESSES ALONG THE FLORIDA EAST COAST RAILWAY LINE.

I KNOW THAT GRADE CROSSING SAFETY IS VERY IMPORTANT TO THE COMMUNITY HERE AND SOMETHING THAT YOU ARE ALL WORKING VERY HARD TO FIND SOLUTIONS FOR.

IN MANY INSTANCES, WE'VE BEEN WORKING TOGETHER ON THIS AND TODAY'S INFRASTRUCTURE IMPROVEMENT IS GOING TO BE A MAJOR STEP FORWARD FOR INCREASING SAFETY AND QUALITY OF LIFE.

AS SECRETARY BUTTIGIEG HAS SAID MANY TIMES, MOST OF THE GOOD IDEAS DON'T COME FROM WASHINGTON, BUT MORE OF THE FUNDS SHOULD.

AND HERE THEY ARE.

SO ON BEHALF OF THE BIDEN-HARRIS ADMINISTRATION, I'M THRILLED TO AWARD 15.5 MILLION TO IMPROVE 21 GRADE CROSSINGS ALONG THE FLORIDA EAST COAST RAILWAY CORRIDOR. THE CROSSINGS IMPACTED BY THIS AWARD ARE ONES WHERE AT LEAST 27 COLLISIONS HAVE OCCURRED OVER THE LAST FIVE YEARS.

TOO OFTEN, MOTORISTS ARE DRIVING AROUND ENTRANCE GATES.

THE 33 NEW EXIT GATES AND SEVEN RAISED MEDIANS BEING FUNDED WILL HELP KEEP PEOPLE SAFE, DETER SUCH ACTIONS AND DECREASE THE RISK OF COLLISION BETWEEN TRAINS AND VEHICLES. WE APPLAUD THE WORK THAT BROWARD COUNTY AND THE CITIES ALONG THE BRIGHTLINE CORRIDOR ARE MAKING TO INVEST IN TRANSIT ORIENTED DEVELOPMENT AND TO GET PEOPLE OUT OF THEIR CARS AND ONTO PASSENGER RAIL.

WE APPRECIATE THAT YOU AND OTHER CITY AND COUNTY LEADERS HERE SEE THE BENEFITS OF PASSENGER RAIL TO YOUR ECONOMIC DEVELOPMENT, YOUR ENVIRONMENTAL QUALITY AND YOUR REGION'S QUALITY OF LIFE.

WE KNOW THAT YOU UNDERSTAND HOW IMPORTANT PASSENGER AND FREIGHT RAIL IS TO GETTING PEOPLE OUT OF THEIR CARS AND TO REDUCING THE IMPACTS OF TRUCKS ON YOUR LOCAL COMMUNITIES.

HOWEVER, BROWARD COUNTY DOES RANK IN THE TOP FIVE NATIONALLY FOR GRADE CROSSING COLLISIONS AND FATALITIES.

SO WE NEED TO DO MORE.

I KNOW THAT THIS GROUP HERE TODAY IS WORKING HARD TO ADDRESS THESE CHALLENGES.

AND THESE CHALLENGES, UNFORTUNATELY, ARE WAY TOO COMMON, NOT JUST HERE, BUT NATIONWIDE.

LAST YEAR, WE HAD OVER 2000 GRADE CROSSING INCIDENTS AND MORE THAN 200 CASUALTIES AT CROSSINGS THIS PAST YEAR.

AND THIS IS JUST AN UNACCEPTABLE STATUS QUO.

SO WITH INVESTMENTS THAT ARE MADE POSSIBLE BY THE PRESIDENT'S BIPARTISAN INFRASTRUCTURE LAW AND THIS RAILROAD CROSSING ELIMINATION PROGRAM AND CONTINUED ENGAGEMENT FROM COUNTY OFFICIALS, WE EXPECT TO SEE THESE NUMBERS IMPROVE HERE IN BROWARD COUNTY AND THE BROWARD MPO JURISDICTIONS AND ALONG THE BRIGHTLINE AND FLORIDA EAST COAST RAILWAY CORRIDOR. SO WE ARE ACTUALLY AWARDING THREE GRANTS IN FLORIDA OVERALL.

IN ADDITION TO THIS, WE THE CITY OF FORT LAUDERDALE WILL ALSO BE RECEIVING $280,000 TO STUDY 15 CROSSINGS WITHIN THE CITY.

IN ADDITION TO THAT, THE CITY OF WEST PALM BEACH IS ALSO RECEIVING 320,000 TO HELP FORMALIZE AN ACTION PLAN TO IMPROVE SAFETY EVEN FURTHER.

THESE ARE VERY IMPORTANT INVESTMENTS IN THE FUTURE OF YOUR COMMUNITIES.

I'M THRILLED TO ANNOUNCE THAT THIS WEEK WE'RE AWARDING A TOTAL OF $570 MILLION NATIONWIDE TO 63 PROJECTS THAT ARE GOING TO IMPACT OVER 400 RAIL CROSSINGS IN 32 STATES.

SO JUST THINK ABOUT THE NUMBER OF COMMUNITIES AND FAMILIES AND BUSINESSES THAT ARE GOING TO BE IMPROVED BY THOSE TYPES OF INVESTMENTS.

AND WITH $3 BILLION IN THIS PROGRAM OVER FIVE YEARS, WE'RE EXCITED THAT WE'RE GOING TO BE ABLE TO DO EVEN MORE.

ALL OF THIS AND SO MUCH MORE HAS BEEN MADE POSSIBLE BY THE BIPARTISAN INFRASTRUCTURE LAW.

AGAIN, THIS PROGRAM WAS VERY OVERSUBSCRIBED.

SO WE WANT TO THANK AND CONGRATULATE THE BROWARD MPO.

WE RECEIVED REQUESTS FOR OVER FOUR TIMES THE AMOUNT OF FUNDING THAT WE HAD AND THAT WE WERE ABLE TO SAY YES TO.

SO I WANT TO CONGRATULATE YOU AGAIN ON THIS VERY STRONG APPLICATION, AND I APPLAUD YOUR REGION'S COMMITMENT TO IMPROVING GRADE CROSSING SAFETY IN THIS REGION.

SO THANK YOU AGAIN.

GLAD TO BE HERE. AND CONGRATULATIONS.

THANK YOU. THANK YOU SO MUCH.

AND I'D JUST LIKE TO SAY I'LL INTERRUPT YOU, GREG, BEFORE YOU TALK, BUT I WANT TO SAY THAT OUR MPO, FOR THOSE OF YOU THAT ARE SITTING HERE TODAY AND THOSE OF THAT HAVE BEEN HERE IN THE PAST, WE ARE TRENDSETTERS.

AND I'VE SAID THIS BEFORE IN THE ENTIRE NATION, NOT JUST IN OUR STATE.

AND IT'S NOT AN ACCIDENT THAT WE GOT ALL THESE THAT WE GET ALL THESE FUNDS.

IT'S BECAUSE OF THE HARD WORK OF GREG AND THE WHOLE STAFF AT THE MPO, AND WE SHOULD BE SO PROUD OF THEM BECAUSE WE STAND ABOVE EVERY OTHER MPO

[00:10:07]

IN THE COUNTRY AND GIVE YOURSELF A HAND.

AND TO GREG AND HIS STAFF.

HONESTLY, YOU KNOW.

YOU KNOW, THE CHAIR NAILED IT RIGHT ON THE HEAD.

IT'S THE TEAMWORK THAT WE ALL PUT IN.

IT'S EVERY ONE OF THE CITIES, EVERY ONE OF OUR MEMBER GOVERNMENTS.

IT'S THE COUNTY. IT'S OUR PARTNERSHIPS WITH THE PRIVATE SECTOR, LIKE BRIGHTLINE THAT ACTUALLY MAKE ALL OF US SUCCESSFUL.

THE MORE OF US WE GET TOGETHER, THE MORE SUCCESS WE'LL HAVE, THE LESS WE SPLINTER APART, THE MORE SUCCESS WE'LL HAVE.

SO I WANT TO MARK THAT FOR SURE.

THAT SAID, AT 9:45, WE HAVE A TIME CERTAIN WITH CONGRESSMAN DEBBIE WASSERMAN SCHULTZ.

SO I'M GOING TO KIND OF GIVE A COUPLE OF MINUTES, JENNIFER, IF YOU HAVE AN OPPORTUNITY, MAYBE COME UP AND ANSWER A COUPLE QUESTIONS BEFORE WE GET TO CONGRESSWOMAN ON THE LINE.

SURE, I'D BE HAPPY TO.

ANYBODY HAVE ANY QUESTIONS? YEAH. GOOD MORNING.

FIRST OF ALL, THANK YOU SO MUCH FOR THE HARD WORK YOU'RE DOING FOR PEOPLE IN THIS NATION.

IT IS TRULY APPRECIATED.

BUT FROM THE SMALL CITY OF HALLANDALE BEACH, THAT'S PART OF A BROWARD COUNTY THANK YOU.

OUR GRATITUDE IS TRULY FELT.

SADLY, WE DID HAVE ONE OF THOSE DEATHS IN HALLANDALE BEACH OF A YOUNG INDIVIDUAL.

SO THESE DOLLARS NOT ONLY WILL HELP CREATE SAFETY, BUT I BELIEVE THAT THEY'RE GOING TO HELP HEALING WITH A LOT OF PEOPLE THAT HAVE LOST LIVES ON THE RAILROAD.

SO THANK YOU AND CONGRATULATIONS, GREG STUART AND THIS MPO FOR ALL THAT YOU HAVE DONE.

THANK YOU AND CONGRATULATIONS ON YOUR WORK.

REALLY APPRECIATE IT.

THANK YOU. COMMISSIONER JAFFE.

THANK YOU, CHAIR. I JUST WANTED TO SAY ALSO FOLLOW UP ON THAT.

THANK YOU SO MUCH TO OUR EXECUTIVE DIRECTOR FOR HIS LEADERSHIP AND BRINGING THESE THIS IMPORTANT ISSUE TO ALL THE MEMBERS OF THE MPO.

AND I ALSO WANT TO REACH OUT TO ALL OUR COLLEAGUES AND ALL OUR MUNICIPALITIES WHO HAVE ALSO RESPONDED BACK THROUGH OUR EFFORTS HERE TO BRING THIS.

AND WE THANK THE DOT AND THE ADMINISTRATION FOR BRINGING THESE DOLLARS.

IT'S A RAILROADS HAVE BEEN A A LONG TIME INFRASTRUCTURE IN THE UNITED STATES OF AMERICA FOR WELL OVER 100 PLUS YEARS.

AND IT'S STILL A VERY STRONG TRANSPORTATION MODE.

SO WE APPRECIATE THAT FUNDING TO MAKE IT MORE SAFE HERE IN BROWARD COUNTY AND ALONG FLORIDA.

THANK YOU. WHOOPS.

COME ON, MAYOR TRANTALIS.

I'M TRYING TO GET. THERE YOU GO.

GREAT. GREAT. THANK YOU.

NICE TO SEE YOU AGAIN, JENNIFER.

NICE TO SEE YOU AGAIN. MAYOR. THANK YOU FOR COMING TO FORT LAUDERDALE.

SO WE THANK YOU AGAIN FOR, YOU KNOW, RECOGNIZING OUR OUR NEED, THE CHALLENGE THAT WE HAVE HERE IN OUR COMMUNITY.

AS YOU CONTINUE TO POINT OUT, THE THE LEVEL OF INCIDENTS BETWEEN THE TRAIN AND TRAFFIC AND INDIVIDUALS IS EXCEEDINGLY HIGH IN BROWARD COUNTY.

AND THE NEED IS IS GREAT.

BUT I SEE THIS AS A FIRST STEP.

I SEE THIS AS A FIRST STEP TOWARDS MORE TRANSFORMATIONAL INFRASTRUCTURE COMMITMENTS.

AND WE WANT TO CONTINUE TO WORK WITH YOUR DEPARTMENT TO ENSURE THAT OUR AREAS GET ADDITIONAL FUNDING FOR THE TYPES OF NEED THAT WE WE SEE GOING FORWARD.

THIS IS AN OPPORTUNITY FOR US TO SEE HOW THE TUNNEL PROJECT THAT WE'VE BEEN PROPOSING WOULD WOULD PLAY RIGHT INTO THIS THEME OF TRYING TO TAKE TRAFFIC AWAY FROM THE INTERACTION WITH THE TRAINS. IF WE BUILD A TWO AND A HALF OR A 2.1 MILE TUNNEL THROUGH THE CITY, WE COMPLETELY ELIMINATE A WHOLE SECTION OF A VERY, VERY HIGHLY TRAFFICKED AREA WHERE THESE KINDS OF DEATHS AND INCIDENTS WOULD BE ELIMINATED.

IF WE LOOK AT TRANSFORMATIONAL CHANGE IN OUR IN OUR AREA THIS PAST WEEKEND, I WAS ABLE TO ATTEND THE THE US CONFERENCE OF MAYORS IN WHICH SEVERAL MEMBERS OF THE ADMINISTRATION AND THE TRANSPORTATION DEPARTMENT WERE THERE.

AND WE SPOKE AND TOGETHER WE DISCUSSED HOW IMPORTANT IT WOULD BE TO MOVE FORWARD IN THIS DIRECTION, TRYING TO ELIMINATE THE INTERACTIONS OF THOSE MAIN ARTERIES, THE VEHICULAR ARTERIES WITH THE TRAINS.

SO I SEE THE THE, YOU KNOW, THE THE COASTAL LINK AS AN IMPORTANT PART OF THE OF THE TRANSFORMATION OF SOUTH FLORIDA, TRYING TO GET PEOPLE OUT OF THEIR CARS AND INTO TRAINS.

BUT I ALSO SEE THAT HAVING TO REDO THE INFRASTRUCTURE ALONG THE ALONG THAT PATH IS GOING TO BE IMPORTANT.

AND I'M AND I'M SO HAPPY THAT THE DEPARTMENT OF TRANSPORTATION IN WASHINGTON IS SO COMMITTED TO THIS EFFORT.

SO THANK YOU FOR BEING HERE TODAY AND LET'S CONTINUE TO WORK TOGETHER.

THANK YOU. THANK YOU VERY MUCH TO AND I APPRECIATE YOUR LEADERSHIP ON THIS TOPIC.

OF COURSE, THE SAFEST GRADE CROSSING IS ONE WHERE THERE IS NO INTERACTION BETWEEN TRAINS AND CARS.

AND SO I YOU KNOW, WE'RE HOPEFUL THAT THE PLANNING GRANT THAT WE'RE AWARDING TO FORT LAUDERDALE AS WELL WILL BE ABLE TO HELP ADVANCE THOSE PLANS, TOO.

THANK YOU. THANK YOU, COMMISSIONER MCGEE.

YES. I JUST WANTED TO THANK YOU AS WELL AS I KNOW OUR WHOLE MPO IS VERY FOCUSED ON TRYING TO MAKE ALTERNATIVE TRANSPORTATION IN BROWARD COUNTY A REALITY AND DIFFERENT TO

[00:15:01]

ECHO MAYOR TRANTALIS, THE DIFFERENT LIGHT RAILS AND BIG RAILS THAT WE'RE LOOKING AT TO EXPAND.

I KNOW. CONGRESSMAN ED SCHULTZ IS TRYING TO PULL IT.

SAFETY IS SUCH AN IMPORTANT PART ALONG THE WAY TO MAKE SURE THAT WE LIMIT PEOPLE GETTING INJURED AND KILLED BY THESE TRAINS.

AS WE. EXCUSE ME, ANDREA, YOU'RE CUTTING IN.

REPRESENTATIVE SCHULTZ IS ON, SO I'LL GET BACK.

I WAS DONE, BUT. GREAT.

THANK YOU AGAIN VERY MUCH.

ALL RIGHT. SO WE WILL RECOGNIZE NOW OUR REPRESENTATIVE IN CONGRESS.

REPRESENTATIVE DEBBIE WASSERMAN SCHULTZ.

BEST TECHNOLOGY IN THE WORLD.

YEAH, I THINK WE NEED A GRANT.

UNFORTUNATELY, SHE JUST DROPPED OFF OR TRYING TO REGAIN HER.

THANK YOU. ACTUALLY MADAM CHAIR, IF I CAN, CAN WE BRING UP THE MAYORS THAT ARE IN THE AUDIENCE AS WELL SO THEY CAN HAVE A.

SURE. YEAH, WE'RE WAITING FOR SURE.

MAYOR'S.

MAYOR GANZ. OH, THE ONES IN THE AUDIENCE.

OKAY. OH, YEAH.

POMPANO BEACH. GOOD MORNING.

IT'S GREAT TO BE HERE AT THE BROWARD MPO, REPRESENTING THE CITY OF HOLLYWOOD AND SOUTH BROWARD COUNTY.

WE ARE SO EXCITED ABOUT ALL THAT'S COMING AND ALL THAT YOU'RE WORKING ON TO JOIN US IN THIS MISSION TO GET PEOPLE REDUCE CONGESTION IN THE COUNTY AND MAKE IT SAFE AND IMPROVE MASS TRANSIT AND REALLY CREATE NEW OPPORTUNITIES TO, AS MAYOR TRANTALIS MENTIONED, NEW WAYS OF LIFE HERE IN BROWARD THAT IS TRANSFORMING IN THE MIDST OF OUR EYES.

ALL OF OUR DOWNTOWNS ARE FLOURISHING.

ALL OF THEM ARE SITUATED RIGHT ALONG THIS RAIL CORRIDOR THAT, YOU KNOW, THAT ARTERY THAT ALSO NEVER MIND JUST BROWARD COUNTY, BUT ALSO MIAMI DADE COUNTY, PALM BEACH AND ALL THE WAY NORTH. THIS CENTRALIZATION OF OUR OF OUR DENSITY AND BUILDING THESE DOWNTOWNS ALONG THIS CORRIDOR IS KEY FOR BROWARD COUNTY.

POMPANO BEACH IS DOING SO MUCH.

HALLANDALE IS BUILDING RIGHT ON DIXIE HIGHWAY.

THE DIXIE HIGHWAY OF YESTERYEAR IS NO MORE.

AND IN HOLLYWOOD, THAT'S THE CASE AS WELL.

OUR DOWNTOWN IS SITUATED RIGHT THERE.

THERE USED TO BE A PASSENGER RAIL LINE DECADES AGO WHEN AFTER HENRY FLAGLER BUILT THAT RAILROAD 100 YEARS AGO.

AND SO IT'S COMING BACK NOW.

WE'VE GOT OVER 3000 UNITS COMING IN.

ALSO IN PART EXCITED ABOUT THE CONNECTIVITY THAT COMMUTER RAIL IS GOING TO BRING TO THOSE PEOPLE THAT ARE GOING TO LIVE IN OUR DOWNTOWNS.

WE'RE WORKING ON A ALREADY UNDER CONSTRUCTION, A TRANSIT ORIENTED DEVELOPMENT CALLED UNIVERSITY STATION THAT WILL INCLUDE AFFORDABLE HOUSING SPACE FOR BARRY UNIVERSITY AND OF COURSE, SITUATED RIGHT ACROSS FROM WHERE A FUTURE BROWARD COUNTY COMMUTER RAIL SERVICE IS GOING TO HAVE A STOP.

AND SO WE'RE ALREADY MAKING MEGA INVESTMENTS, BOTH PUBLIC AND PRIVATE, IN HOLLYWOOD, TO WHEN THAT TRAIN COMES.

AND I HEAR THAT IT'S GOING TO COME AS EARLIER THAN WHAT WE ALL THINK AND WE SHOULD BE ALL EXCITED ABOUT THAT.

TO SERVICE SOUTH BROWARD COUNTY TO PICK UP PEOPLE IN HALLANDALE AND DANIA BEACH AND HAVE THAT STOP.

THERE'S SO MUCH.

AND SO I'M EXCITED AND HAPPY AND GRATEFUL TO THE US DOT OUR CONGRESSWOMAN GREG EVERYONE THE MPO, THE COUNTY FDOT EVERYBODY'S IN THIS TOGETHER AND YOU'VE REALLY SHOWN THAT WE CAN PUT OUR BEST FOOT FORWARD IN BROWARD COUNTY.

SO THANK YOU SO MUCH.

THANK YOU. IF WE COULD HOLD MAYOR HARDIN FOR A MINUTE AND HIS COMMENTS BECAUSE IT LOOKS LIKE WE HAVE REPRESENTATIVE SCHULTZ BACK WITH US.

SO WE'LL GET WE'LL GET YOU BACK UP THERE REX.

GOOD MORNING. THANK YOU SO MUCH.

I'M REALLY SO HAPPY AND SORRY I WAS RUNNING A LITTLE BIT LATE.

WE HAVE A FEW CHAOTIC THINGS GOING ON IN THE CAPITOL TODAY, BUT I'M SO, SO THRILLED TO BE ABLE TO JOIN YOU VIRTUALLY TO CELEBRATE THIS INCREDIBLE ANNOUNCEMENT THIS MORNING.

$15.4 MILLION IN FEDERAL FUNDING HEADED TO BROWARD COUNTY THROUGH THE FIRST EVER ROUND OF FUNDING FROM THE NEW RAILROAD CROSSING ELIMINATION GRANT PROGRAM.

LIKE ALL OF YOU, I WANT SAFER, SPEEDIER TRAVEL AND REDUCE COMMUTE TIMES IN SOUTH FLORIDA.

I'M TIRED OF READING IN OUR LOCAL NEWS ABOUT YET ANOTHER TRAFFIC ACCIDENT AT A RAIL CROSSING.

A SAFER SOUTH FLORIDA REQUIRES AN ACROSS GOVERNMENT EFFORT AT EVERY LEVEL.

THE BROWARD MPO, BROWARD COUNTY, DANIA BEACH, DEERFIELD BEACH, FORT LAUDERDALE, HALLANDALE BEACH, HOLLYWOOD, OAKLAND PARK, POMPANO BEACH AND WILTON MANORS ALL STEPPED UP AND WORKED COLLABORATIVELY TO SECURE THIS FUNDING.

THIS RAIL IMPROVEMENT GRANT WILL HELP OUR COMMUNITY SAVE LIVES AND ARRIVE TO WORK SCHOOL AND LOCAL BUSINESSES MORE SWIFTLY.

AND THIS FUNDING WAS ONLY POSSIBLE BECAUSE CONGRESS, LED BY PRESIDENT BIDEN, HAS BEEN ABLE TO FIND BIPARTISAN COMPROMISE OVER THESE PAST TWO YEARS.

IN NOVEMBER OF 2021, WE PASSED PRESIDENT BIDEN'S BIPARTISAN INFRASTRUCTURE LAW.

AND I KNOW I'M PREACHING TO THE CHOIR WHEN I SAY THIS, BUT THAT LAW WAS MONUMENTAL.

WE INVESTED $550 BILLION OVER FIVE YEARS IN NEW PROJECTS TO STRENGTHEN AMERICA'S TRANSPORTATION BACKBONE.

[00:20:05]

AND I TOLD SO MANY OF YOU THEN THAT THOUSANDS OF JOBS AND MILLIONS OF DOLLARS IN INVESTMENTS WOULD SHOW UP RIGHT HERE IN OUR OWN COMMUNITY.

AND NOW YOU CAN TAKE THAT CHECK TO THE BANK.

BUT WE KNOW THAT OUR WORK IN CONGRESS ISN'T DONE.

WE HAVE TO BE ABLE TO COME TOGETHER ON A BIPARTISAN BASIS TO SOLVE OUR NATION'S MOST PRESSING ISSUES.

PRESIDENT BIDEN HAS SHOWN US THAT BIPARTISAN BLUEPRINT IS STILL POSSIBLE IN TODAY'S POLARIZED ENVIRONMENT.

IN FACT, JUST LAST WEEK WAS A PRIME EXAMPLE OF THE FEDERAL GOVERNMENT LEGISLATING FROM THE MIDDLE 149 REPUBLICANS AND 165 DEMOCRATS IN THE HOUSE.

I WAS ONE OF THOSE THAT VOTED IN FAVOR OF THE BIPARTISAN BUDGET AGREEMENT.

THIS LEGISLATION REPRESENTED A COMPROMISE THAT ELIMINATED THE PROSPECT OF DEFAULT WHILE PROTECTING KEY SERVICES LIKE EDUCATION, HEALTH CARE, VETERANS BENEFITS AND HOUSING.

THAT IS DEMOCRACY IN ACTION.

PASSING BIPARTISAN LEGISLATION WHILE REFUSING, REFUSING TO LET THE POLLS OF BOTH PARTIES CAUSE CHAOS, REFUSING TO LET THE CHAOS CAUCUS SHUT DOWN THE GOVERNMENT UNDER PRESIDENT BIDEN'S LEADERSHIP.

I'M CONFIDENT THAT WE CAN CONTINUE TO COME TOGETHER TO SOLVE PROBLEMS AND SAVE LIVES.

THAT ISN'T JUST HYPERBOLE.

YOU ALL KNOW THAT BROWARD COUNTY HAS EXPERIENCED THE HIGHEST NUMBER OF VEHICLE INCIDENTS AT RAIL CROSSINGS OF ANY COUNTY IN THE INTERCITY PASSENGER RAIL SERVICE AREA.

35% OF THOSE ACCIDENTS WERE CAUSED BY VEHICLES DRIVING AROUND RAILROAD ENTRANCE GATES AND GETTING STRUCK BY A TRAIN.

THIS GRANT IS PROJECTED TO PREVENT MORE THAN 45 INCIDENTS, MANY OF WHICH PROVED TO BE FATAL.

USING A CONSERVATIVE ANALYSIS, THIS WILL SAVE TAXPAYERS 132.

MILLION DOLLARS OVER THE NEXT 20 YEARS.

THAT IS YOUR GOVERNMENT AT EVERY LEVEL WORKING FOR THE PEOPLE OF BROWARD.

I'M PROUD TO HELP BRING HOME THESE LIFE SAVING RESOURCES.

SO PROUD OF THE REMARKABLE PUBLIC SERVANTS THAT ARE IN THAT ROOM THAT I WISH I WAS WITH YOU TO HIGH FIVE AND CELEBRATE.

AND THANK YOU ALL SO MUCH FOR HAVING ME.

THANK YOU VERY MUCH AND THANK YOU FOR YOUR VOTES FOR THE FUNDING TO HELP US DO THIS.

THANK YOU. AWESOME.

MAYOR. MAYOR HARDIN.

THANK YOU VERY MUCH. APPRECIATE THAT.

IT'S UPSTAGE THERE A LITTLE BIT.

THAT'S FINE. IT'S HARD HARD TO FOLLOW THAT.

AFTER ALL, IT'S IT'S A GREAT, GREAT GRANT THAT WE'VE GOTTEN HERE.

YOU KNOW, FEDERAL HELP IS ALWAYS NECESSARY FOR THESE LARGER PROJECTS AND REALLY IMPORTANT TOPICS.

BUT THANK YOU. THANK YOU TO THE RAILROAD ADMINISTRATION.

THANK YOU TO THE MPO.

YOU KNOW, WE'VE BEEN WORKING LONG AND HARD ON THESE KINDS OF ISSUES.

OUR RAIL CROSSINGS ARE CRITICAL TO IMPROVE THOSE.

AND ALSO THE ENTIRE RAIL CORRIDOR, CITY OF POMPANO BEACH, OF COURSE, WE'RE WORKING ON A SEPARATE PROJECT FOR FENCING TO TRY AND ELIMINATE THE PEDESTRIAN IMPACTS ALONG OUR CORRIDORS ALSO. AND HOPEFULLY I'M HOPEFUL WE'LL GET THE FUNDING FOR THAT SOON.

BUT IT'S WORKING TOGETHER AND FINDING NEW WAYS TO DO THINGS, NEW WAYS TO MOVE PEOPLE.

AND THAT'S REALLY WHAT THE KEY IS.

WE KNOW THAT THE RAIL CORRIDORS ARE CRITICAL TO ALL OF THE EASTERN CITIES, BUT NOT JUST THE EASTERN CITIES.

IT'S ALSO THE WESTERN CITIES.

WE ALL HAVE TO WORK TOGETHER TO MOVE PEOPLE, GET THEM OUT OF THEIR CARS.

AND THAT'S REALLY WHAT THIS IS ALL ABOUT.

THIS IS SETTING THE STAGE FOR THE FUTURE OF SOUTH FLORIDA.

AND, YOU KNOW, I'M THRILLED.

THIS IS A GREAT START, A GREAT, GREAT STEP.

AS MAYOR TRANTALIS POINTED OUT, THIS IS A STEP IN THE RIGHT DIRECTION.

I LOOK FORWARD TO MANY MORE STEPS IN POMPANO BEACH, OF COURSE, THEN THANK YOU TO OUR VICE MAYOR SERVING ON THE MPO.

POMPANO BEACH IS COMMITTED TO TO THE PROGRESS FOR SOUTH FLORIDA, ALL OF SOUTH FLORIDA.

WE ARE A GROWING COMMUNITY.

WE NEED TO FACE THOSE CHALLENGES.

THANK YOU SO MUCH. APPRECIATE IT.

AND THIS IS A GREAT EVENT. THANK YOU, GREG.

APPRECIATE IT. MADAM CHAIR.

THANK YOU. YOU KNOW, WE HAD OUR KICKOFF FOR THIS WHOLE PROGRAM AT A NEW AREA IN POMPANO BEACH WHEN WE KICKED OFF OUR DON'T RISK IT. AND THAT AREA IS AN EXAMPLE OF WHAT WE'RE TALKING ABOUT BECAUSE WE HAD IT AT THIS WONDERFUL NEW OUTDOOR RESTAURANT AND BAR AND UNDER THE BIG GREAT, GREAT TREE ON THE PATIO.

BUT THAT WHOLE AREA IN POMPANO IS ALL BEING DEVELOPED INTO IT WAS THE OLD POMPANO, AND NOW IT'S GOING TO BE THE NEW POMPANO.

AND THERE'S ALL SORTS OF PROJECTS THAT HAVE BEEN APPROVED.

THERE, AND IT'S RIGHT BY THE RAILROAD TRACKS.

SO EVENTUALLY IT'S GOING TO BE, I HOPE, A HUB FOR OUR WHOLE COMMUTER RAIL SYSTEM.

DID YOU DID YOU GET THE OTHER SPEAKERS ON THE BOARD? UH, I DON'T HAVE ANY.

OH, OKAY.

MAYOR GANZ, DID YOU WANT TO SAY ANYTHING BEFORE? OH, THE MAYOR'S UP HERE.

I'M SORRY, MAYOR GANZ.

I DIDN'T MEAN TO LEAVE YOU OUT.

NO, THAT'S OKAY.

LOOK, FROM DEERFIELD BEACH TO HALLANDALE BEACH, WE'RE VERY PROUD OF THE COLLABORATION WE HAVE, NOT JUST WITH THE CITIES AND THE LEADERSHIP THERE, BUT WITH THE MPO AND THE HARD WORK OF THE STAFF THAT WE HAVE HERE TO KEEP PEOPLE SAFE IN BROWARD COUNTY.

WE KNOW HOW IMPORTANT THIS IS FOR OUR COUNTY AND OUR REGION, AND THIS COLLABORATION IS REALLY INSPIRING.

SO I WANT TO THANK ALL OF YOU FOR YOUR HARD WORK AND YOUR DEDICATION TO THIS.

AND THANK YOU TO TO OUR GOVERNMENT AND ON THE FEDERAL LEVEL TO BE ABLE TO ASSIST US.

[00:25:06]

SO THANK YOU SO MUCH FOR THAT.

THANK YOU. AWESOME. MAYOR, WHILE WE TEE UP.

OH, I'M SORRY. IS THERE MORE? WELL, MAYOR COOPER, DID YOU WANT TO ADD ANYTHING? I'M FINISHED. I'M SORRY, JEAN.

YOU ARE? OKAY.

THANK YOU VERY, VERY MUCH AGAIN.

AND THANK YOU.

THANK YOU.

CONGRESSMAN WASSERMAN SCHULTZ AS WELL.

THANK YOU FOR YOUR HARD WORK.

AND I FORGOTTEN.

I WAS REMISS.

THANK YOU. PRESIDENT BIDEN AND ALL THE CONGRESS PEOPLE THAT UNITED FOR THIS EFFORT AS WELL.

THANKS. SORRY. I ACTUALLY WHILE WE TEE UP THE NEXT CONGRESSWOMAN, JARED MOSKOWITZ, DO WE HAVE THAT? ARE WE READY? GO.

GOOD MORNING. GOOD MORNING. I'M CONGRESSMAN CUMMINGS AND I REPRESENT REPRESENTATIVE OF BROWARD COUNTY AND PALM BEACH COUNTY.

COUNTY IN CONGRESS. I AM SORRY.

I AM UNABLE TO JOIN YOU ALL TODAY AS I AM CURRENTLY STUCK IN A HOUSE OVERSIGHT COMMITTEE HEARING.

AS GOVERNMENT OFFICIALS, ONE OF OUR MAIN RESPONSIBILITIES IS CARING FOR THE WELL-BEING AND SAFETY OF OUR RESIDENTS, WHETHER IT BE SAFETY.

WHEN WALKING DOWN THE STREET OR DRIVING IN YOUR CAR.

IT'S ON US TO ENSURE THE CORRECT INFRASTRUCTURE IS IN PLACE TO PROTECT FLORIDIANS AS THEY GO ABOUT THEIR DAY TO DAY LIVES.

THAT'S WHY TODAY'S ANNOUNCEMENT IS SO IMPORTANT.

THESE FUNDS OF NEARLY $16 MILLION FOR RAIL SAFETY WILL ENSURE THAT THE EXIT GATES AND MEDIANS FLORIDIANS RELY ON WHILE DRIVING TO WORK ARE AS SAFE AS POSSIBLE.

AS YOUR CONGRESSMAN, I AM COMMITTED TO HELPING BUILD UP OUR REGION SO IT REMAINS A COMMUNITY THAT CONTINUES TO IMPROVE TRAVEL ON OUR ROADWAYS.

THANK YOU FOR ALLOWING ME TO SHARE MY SUPPORT AND ENTHUSIASM FOR TODAY'S ANNOUNCEMENT.

AWESOME. AND THEN ONE MORE, CONGRESSPERSON.

GO. GOOD MORNING, BROWARD METROPOLITAN PLANNING ORGANIZATION.

I'M CONGRESSWOMAN SHEILA [INAUDIBLE] MCCORMICK.

I WANT TO THANK GREGORY STUART FOR HIS TIRELESS WORK FOR OUR COMMUNITY AND THE INVITATION TO SPEAK TODAY.

WHILE I'M UNABLE TO BE THERE IN PERSON, IT'S A PLEASURE TO JOIN YOU ALL.

AND DEPUTY ADMINISTRATOR JENNIFER MITCHELL TO CELEBRATE BROWARD COUNTY'S MPO AWARD OF $15.4 MILLION FOR THE RAILROAD CROSSING ELIMINATION PROGRAM.

THANKS TO THE LEADERSHIP OF PRESIDENT BIDEN AND SECRETARY BUTTIGIEG THIS GRANT WILL INCREASE SAFETY AT BROWARD COUNTY RAILROAD CROSSINGS AND REDUCE DEADLY COLLISIONS.

THIS FUNDING WILL SAVE LIVES.

WITH THIS GRANT, WE WILL BE ABLE TO PREVENT MORE THAN 45 ACCIDENTS THAT TAKE THE LIVES OF THOSE IN OUR COMMUNITY.

HERE IN WASHINGTON, D.C., I WILL CONTINUE TO REMAIN A STRONG SUPPORTER OF THIS PROJECT AND ENSURE THAT BROWARD COUNTY GETS THE CRUCIAL FUNDING THAT IT NEEDS.

THANK YOU AGAIN FOR INVITING ME TO SPEAK HERE TODAY.

I LOOK FORWARD TO CONTINUING TO DELIVER SAFE AND MORE RELIABLE TRANSPORTATION METHODS TO ALL OF SOUTH FLORIDA.

HAVE A GREAT DAY.

AWESOME. I WELL ALSO THANK ONE OTHER ORGANIZATION THAT WE FORGOT.

I TALKED ABOUT BRIGHTLINE. WE TALKED ABOUT THE PRIVATE SECTOR.

WE ALSO NEED TO TALK ABOUT FECR BOB LEDOUX AND HIS TEAM THERE UP IN JACKSONVILLE HAVE BEEN INSTRUMENTAL IN HELPING US MOVE ALL OF THESE PROJECTS FORWARD.

AFTER ALL, THEY OWN THOSE TRACKS AND THIS IS ACTUALLY ONE OF THOSE THINGS THAT WE HAVE TO HAVE THEIR CONCURRENCE TO ACTUALLY OCCUPY AND PLACE EQUIPMENT INTO THEIR FACILITIES.

I ALSO YOU KNOW, WE TALKED FOR YEARS ABOUT SAFETY AND WHAT SAFETY MEANT TO THIS BOARD AND WHAT SAFETY MEANT TO OUR COMMUNITIES.

ABOUT EIGHT YEARS AGO, YOU ALL INVESTED THE MONEY THAT WE GET FROM THE FEDERAL GOVERNMENT ABOUT $15.4 MILLION TO UPGRADE AN ADDITIONAL, THIS ACTUALLY PROVIDES AN UPGRADE OF 21 GRADE CROSSINGS.

BUT WE HAVE BEEN SPENDING THE MONEY THAT WE HAVE OUR FORMULA DOLLARS ALSO IN THIS CORRIDOR TO PUT IN THE EQUIPMENT THAT WAS NECESSARY TO PLACE QUIET ZONES IN PLACE AND CHANGE THE QUALITY OF LIFE ON THE CORRIDOR.

FOR THOSE OF US WHO GREW UP HERE IN SOUTHEAST FLORIDA AND I'M ONE OF THEM.

I USED TO WALK ACROSS THE TRACKS, AND I HATE TO SAY THIS, BUT I DID, TO GO TO HIGH SCHOOL.

AND THAT WAS JUST THE REALITY OF IT.

IT WAS DOUBLE TRACKED AT THE TIME.

AND THE CITY I GREW UP WITH WAS BOCA RATON.

AND I WOULD WALK TO MY SCHOOL IN THE MORNING AND I WOULD WALK BACK HOME IN THE AFTERNOON.

I DIDN'T KNOW I WAS TRESPASSING.

I DIDN'T HAVE ANY EDUCATION OR IDEA THAT WAS ACTUALLY SOMETHING YOU SHOULDN'T DO.

THIS IS ACTUALLY ONE OF THOSE AREAS THAT I THINK ARE IMPORTANCE OF ACTUALLY DOING A CAMPAIGN TO EDUCATE FOLKS AT THE ELEMENTARY SCHOOL LEVEL, AT THE MIDDLE SCHOOL LEVEL, AT THE HIGH SCHOOL LEVEL OF, HEY, WE'RE GOING TO LIVE NEAR THESE RAILROAD TRACKS.

WE HAVE TO COEXIST AND UNDERSTAND THE WHOLE IDEA.

I APPLAUD DEERFIELD BEACH, POMPANO BEACH FOR ACTUALLY PUTTING IN FENCING WHERE NECESSARY.

WE MADE THIS MPO, MADE THE INVESTMENT IN FORT LAUDERDALE IN A PARTICULARLY DIFFICULT AREA BETWEEN SEARS TOWN AND THIRD, WHERE THERE WAS LOTS OF PEDESTRIANS CROSSING ACROSS THE TRACKS IN THAT AREA.

AND THE FENCING THAT'S THERE NOW ACTUALLY CHANNELS THEM TO WHERE THEY SHOULD BE GOING ACROSS.

IS IT THE PERFECT SOLUTION? NO. BUT I'M SURE THE MAYOR AND THEIR GRANT WILL LOOK AT WHAT'S GOING TO BE HAPPENING THERE.

I WANT TO THANK OUR PARTNERSHIPS WITH BRIGHTLINE.

[00:30:02]

I WANT TO THANK OUR PARTNERSHIPS WITH ALL THE MUNICIPALITIES AND ULTIMATELY THANK CONGRESS AS WELL AS THE FRA.

BUT CONGRESS LED THAT BIPARTISAN INFRASTRUCTURE BILL.

WE WERE ACTIVELY INVOLVED IN ITS WRITING AND IMPLEMENTATION.

WE THANK THE FRA FOR ITS APPLICATION AND HOW IT'S MOVING FORWARD.

AND I CAN TELL YOU RIGHT NOW THE CITY OF HOUSTON HAS ANOTHER AWARD AND IT ACTUALLY HAS TO DO WITH SEPARATING, AS JENNIFER MENTIONED, THE TRACKS THEMSELVES FROM THE ROADWAY THEY'RE DOING FOUR INTERSECTIONS OR THEY'RE GETTING RID OF FOUR CROSSINGS IN HOUSTON.

I MET WITH THEM IN DETROIT THIS WEEK.

I'M LOOKING FORWARD TO ACTUALLY EMULATING THEIR PROCESS OF GOING AFTER ADDITIONAL FUNDS TO MAKE ADDITIONAL IMPROVEMENTS.

AND WE'VE ALSO BEEN HAVING CONVERSATIONS WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR ALL OF THEIR CORRIDORS THAT CROSS THE FEC TRACKS TO EITHER BE RAISED OR LOWERED TO ACTUALLY ACCOMMODATE THAT, AVOIDING THE TRAIN TRAFFIC.

AND THAT'S GOING TO BE AN IMPORTANT ASPECT AS WE MOVE FORWARD.

YOU KNOW, WHETHER IT'S IN FORT LAUDERDALE, DEERFIELD BEACH, POMPANO BEACH, HALLANDALE BEACH, IT REALLY DOESN'T MATTER.

IT MATTERS THAT WE'RE INCREASING THE SAFETY AND WE CAN LOOK TO OTHERS AROUND THE COUNTRY FOR EXAMPLES OF HOW WE CAN DO IT.

AND THAT IS GOING TO BE THE IMPORTANT PART.

AND WITH THAT, I THINK JENNIFER AND I ARE GOING TO GO TALK TO THE PRESS AND I'M GOING TO TURN THIS OVER TO MY ESTEEMED COLLEAGUE HERE, BRIAN CALETKA.

[6. Approval of Agenda]

GOOD MORNING, MADAM CHAIR.

WE RETURN TO THE AGENDA.

ITEM NUMBER SIX, APPROVAL OF THE AGENDA.

[1. MOTION TO APPROVE the DRAFT Fiscal Year (FY) 2024 Multimodal Priorities List (MMPL)]

THANK YOU, MADAM CHAIR. SO THIS IS A MOTION TO APPROVE THE DRAFT FISCAL YEAR FY 2024 MULTI-MODAL PRIORITIES LIST.

MMMPLL.

ALL RIGHT.

AND AGAIN, THERE'S NO PRESENTATION, BUT THE STAFF IS AVAILABLE IF ANYONE HAS ANY COMMENTS OR QUESTIONS ON THIS.

PLEASE VOTE. YEAH.

WAIT, WE HAVE COMMENT.

WELL, HELLO THERE.

THANK YOU, MADAM CHAIR.

SO THERE IS NOT A PRESENTATION TODAY.

IS THERE SOMEONE THAT.

HI, THERE YOU ARE.

WE ONLY TAKE QUESTIONS.

ONLY TAKING QUESTIONS.

OKAY. WELL, I DID HAVE SOME QUESTIONS ABOUT THE LIST.

THE PRIORITIES LIST.

AND THE FIRST OF THEM IS IN REGARD TO THE SAWGRASS EXPRESSWAY AND THE TURNPIKE INTERCHANGE.

UM, I JUST WANT TO AGAIN GO ON RECORD THAT IN THE SAWGRASS EXTENSION WE'VE BEEN VERY THOUGHTFUL AND TAKEN INTO CONSIDERATION THE COMMUNITY INPUT ABOUT THE INTERCHANGES AND HOW THEY AFFECT OUR, OUR PUBLIC, OUR PRIVATE ROADS OR OUR LOCAL ROADS, IF YOU WILL, AND THE RESIDENCES AND THE VULNERABLE POPULATIONS THERE.

AND I WOULD HOPE THAT WE WOULD CONSIDER DOING THE SAME THING IN THE INTERCHANGES OF THE SAWGRASS, THE TURNPIKE AND THE EXTENSION INTO 95 OF THE SAWGRASS, THE WIDENING OF THE SAWGRASS EXPRESSWAY.

TO BE THOUGHTFUL AS TO THE IMPACT, FOR INSTANCE, THE FULL ACCESS FOR ALL OF THOSE INTERCHANGES DRAMATICALLY IMPACT OUR LOCAL ROAD OF LYONS ROAD IN ORDER TO GAIN ACCESS FOR THOSE THAT ARE HEADED IN A PARTICULAR DIRECTION, AS WELL AS OUR VULNERABLE AREA OF HOMES.

SOS VILLAGES.

SOME OF THOSE INTERCHANGES, THE WAY THEY ARE DESIGNED NOW, ARE GOING TO CRITICALLY IMPACT WHERE THEY ARE LOCATED.

THERE ARE ABOUT 15 OR 16 HOMES THERE, SOS VILLAGES.

AND SO I JUST WANT TO PUT THAT ON RECORD.

AND THEN ALSO IN THE TURNPIKE WIDENING.

THE PRIORITIES LIST ON PAGE 70 IN PARTICULAR, IT HAS ALL OF THOSE PHASES GROUPED TOGETHER IN PREVIOUSLY THOSE PROJECTS WERE SEPARATED.

NOW THEY SEEM TO BE GROUPED AS ONE AND THERE IS DISCUSSION THERE ABOUT THE TURNPIKE WIDENING AND NOT ONLY TOWARDS TEN LANES OF WIDENING, BUT 12 LANES.

WHERE IS THE 12 LANES BEING PROPOSED NOW TO BE WIDENED? AND UM, I FEEL LIKE ALL OF THESE PROJECTS SHOULD BE IN THE WIDENING OF THE TURNPIKE, SHOULD BE LISTED SEPARATELY.

I DON'T KNOW WHY NOW ALL OF A SUDDEN THEY'RE GROUPED TOGETHER AND WE REALLY HAVEN'T COMPLETED THE PD&E STUDY.

SO ARE WE PUTTING THE CART BEFORE THE HORSE? BECAUSE THE FUNDING SEEMS TO BE ALIGNED DIFFERENTLY.

SO I DON'T KNOW IF YOU CAN ANSWER THESE QUESTIONS, BUT I CERTAINLY WANT TO PUT THEM ON RECORD BECAUSE THINGS ARE CHANGING AND WE DON'T HAVE ANY FILL IN THE GAP ANSWERS AS TO WHY. THANK YOU FOR YOUR QUESTION.

WE HAVE TURNPIKE STAFF OVER THERE OVER HERE.

SO LET'S SEE.

OH, I SEE. OKAY.

WELL, THANK YOU. HI.

GOOD MORNING. JAMES BROWN, THE MPO LIAISON TO FLORIDA'S TURNPIKE.

I'VE ACTUALLY NOTED ALL OF YOUR CONCERNS AND YOUR QUESTIONS.

I WILL TAKE THAT BACK TO OUR TEAM AND GET SOME ANSWERS FOR YOU WITH REGARD TO THE GROUPING OF EVERYTHING TOGETHER, AS WELL AS DISTINGUISHING WHERE YOU'RE INDICATING THERE MIGHT BE A 12 LANE PROJECT.

WELL, IT'S LISTED, IT'S IT'S LISTED THERE AND I'VE NEVER SEEN IT ANYWHERE ELSE, SO I DON'T KNOW WHERE.

GET CONFIRMATION OF THAT FOR YOU AND I'LL PROVIDE THAT TO THE BOARD.

OKAY. AND THE ALL OF THE THREE INTERCHANGES NEED TO HAVE A BETTER CO-MINGLING TO NOT IMPACT OUR LOCAL ROADS.

YES. AND I KNOW THAT WE DO HAVE CONTINUED COORDINATION WITH STAKEHOLDERS IN THAT AREA.

SO WE'LL CONTINUE TO BE MEETING WITH THE LOCAL COMMUNITIES WITH REGARD TO THAT.

AND YOU'LL BE ABLE TO FILL IN THE BLANK ABOUT THE PDA STUDY NOT EVEN HAVING BEEN COMPLETED YET.

I WILL GET CONFIRMATION OF WITH REGARD TO THAT CONCERN BECAUSE THERE'S NOTATIONS OF A YEAR FROM NOW THINGS HAPPENING.

[00:40:02]

OKAY. THANK YOU.

THANK YOU. ALL RIGHT.

THANK YOU. DID YOU WANT TO SPEAK? NO. JUST STAND HERE READY FOR ANSWER QUESTIONS.

AND I THINK THAT'S THE ONLY PERSON THAT HAD A QUESTION.

SO YOU'RE GOOD.

OKAY. THANK YOU.

ALL RIGHT. SO WE NEED A MOTION AND A SECOND TO APPROVE THIS, WHICH WE HAVE NOW.

ALL RIGHT. SO WE CAN GO AHEAD AND VOTE, IF YOU WOULD, PLEASE.

REPS. HE'S GONE.

ALL RIGHT. MOTION PASSES.

CHAIR JOHNSON, I'M WAITING FOR SANDY WELCH TO VOTE.

YOU'RE WAITING FOR WHAT? JESS WALSH. OKAY.

THANK YOU. OKAY.

THANK YOU. ALL RIGHT.

[2. MOTION TO APPROVE a Local Contribution Increase]

NEXT MOTION TO APPROVE A LOCAL CONTRIBUTION INCREASE.

MR. CALETKA. GOOD MORNING.

THEY DIDN'T LEAVE THE CLICKER FOR ME HERE.

THERE IS A PRESENTATION AVAILABLE.

GOOD MORNING, MADAM CHAIR AND MEMBERS OF THE BOARD.

BRIAN CALETKA BROWARD, MPO.

THIS WAS THE REQUEST THAT WE BROUGHT UP TO YOU LAST WEEK OR LAST MONTH, WHICH IS ASKING FOR AN INCREASE IN THE LOCAL CONTRIBUTION GOING FROM AN OPTIONAL 8 TO $0.10 PER PERSON PER MUNICIPALITY TO GO UP TO 12.

SO BASICALLY ONE OF THE REASONS WHY WE'VE ASKED FOR THIS IS THAT WE HAVE TO GO OUT TO BID FOR ADVOCATES FROM TIME TO TIME.

AND WE RECENTLY DID THIS.

AND WHEN WE DID, THERE WAS AN INCREASED COST TO OUR FEDERAL ADVOCATES AND WE HAD PREVIOUSLY BUDGETED BASICALLY JUST ENOUGH TO PAY FOR OUR ADVOCATES AND SOME SMALL MINOR EXTRAS SUCH AS THE COFFEE AND THE FRUIT THAT'S OUT THERE FOR YOU IN THE MORNING.

WE ACTUALLY TRY TO KEEP THAT AT SOMEWHERE BETWEEN 50 AND $100 PER MEETING JUST TO KEEP COSTS LOW.

I KNOW IT'S PRETTY IMPRESSIVE FOR THE AMOUNT THAT WE SPEND ON THERE, BUT WE CAN'T BUY COFFEE FOR YOU WITH OUR FEDERAL FUNDS.

SO THEY'RE RESTRICTED. AND SO BASICALLY ALL THE MONEY THAT WAS THERE WAS FOR WHAT WAS BUDGETED.

AND NOW THAT OUR COSTS HAVE GONE UP, WE'VE ASKED FOR A COST INCREASE FROM THE BOARD TO GO UP TO $0.12.

IT WAS ALSO MENTIONED THAT BECAUSE WE'RE SO MUCH BELOW OTHER MUNICIPALITIES THAT WE STAGGER THE INCREASES ANNUALLY UP TO CENTS PER YEAR AND GO UP TO THE 25% TO MAKE US MUCH MORE COMPETITIVE.

I KNOW COUNCIL MEMBER HARTMAN HAD ASKED ME TO PREPARE A STRAW BUDGET ON WHAT ELSE WE WOULD ACTUALLY BE ABLE TO DO WITH THESE INCREASES, AND OUR ANALYSIS ACTUALLY SHOWS THAT FOR THE FIRST 2 OR 3 YEARS WE WOULDN'T ACTUALLY BE ABLE TO DO ANYTHING EXCEPT FOR PAY THE BILLS BECAUSE WE'RE ACTUALLY JUST RUNNING ON FUMES.

SO THE TRUTH BE TOLD, WE ACTUALLY ONLY HAVE ABOUT FOUR MONTHS WORTH OF ADVOCATES LEFT IN THIS LOCAL CONTRIBUTION ACCOUNT THAT WE GIVE TO US.

SO IT WOULD TAKE US A FEW YEARS BEFORE WE'D BE ABLE TO INCREASE AND DO ANYTHING EXTRA.

SO ONCE AGAIN HERE OUR LOCAL CONTRIBUTION TOTALS ACROSS THE BOARD AND YOU CAN SEE DOWN BELOW THE SMALLEST VALUE IN DARK BLUE, THAT'S US.

WE'RE NOT REALLY THAT COMPETITIVE.

WE UNDERSTAND THAT THESE ARE FUNDS THAT COME FROM MUNICIPALITIES.

AND SO MUNICIPALITIES HAVE VERY TIGHT BUDGETS TOO.

BUT OVERALL, ALL THESE DO ALLOW US TO CONTINUE WITH OUR ADVOCATES MOVING FORWARD.

AND IF YOU LOOK AT THE INCREASE THAT WE'RE ASKING FOR, WHICH WOULD BE BASICALLY $0.02, IT'S VERY MODEST ON EACH OF YOUR BUDGETS.

YOU'RE IN BUDGET SEASON NOW.

I KNOW BROWARD COUNTY, THE COUNTY COMMISSIONERS CAN'T BE WITH US TODAY BECAUSE ALL FIVE OF THEM ARE AT THEIR FIRST BUDGET HEARING FOR THE YEAR.

AND SO WE'RE LETTING YOU KNOW IN ADVANCE THAT WAY, WHEN WE SEND OUT THE INVOICES, WE NORMALLY SEND THEM OUT IN JULY, START COLLECTING IN OCTOBER.

THIS YEAR, IT'S FORECASTED THAT OUR LAST PAYMENT THAT WE'LL HAVE FOR OUR ADVOCATES WILL ACTUALLY BE IN SEPTEMBER.

SO WE WOULD IMMEDIATELY NEED TO START COLLECTING IN ORDER TO PAY OUR OCTOBER BILL.

SO I'M HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE REGARDING THE INCREASE OF THE LOCAL CONTRIBUTION.

SO FOR THIS UPCOMING BUDGET YEAR, IT WOULD BE GOING TO $0.12 PER CAPITA, AND CURRENTLY YOU HAVE AN 8 TO $0.10.

SCHOOL BOARD IS CAPPED.

SO THE SCHOOL BOARD, BASED ON A VOTE MANY, MANY YEARS AGO, VERY FEW OF YOU ARE ACTUALLY HERE.

AT THAT TIME, THE SCHOOL BOARD WOULD NOT GO UP PER CAPITA, THEY ARE CAPPED.

AND I'M HERE TO ANSWER ANY QUESTIONS.

OKAY, COMMISSIONER SIMMONS.

THANK YOU, MADAM VICE CHAIR.

[00:45:03]

SO, SCHOOL BOARD, YOU SAID THEY TOOK A VOTE AS AN ORGANIZATION AND SAID THEY WOULD NOT GO OR HOW DID THAT WORK? OR THE MPO TOOK A VOTE? YES, SIR. I APOLOGIZE FOR NOT BEING CLEAR.

YES, THE BOARD ACTUALLY TOOK A VOTE THAT THE SCHOOL BOARD'S CONTRIBUTION WOULD BE CAPPED.

SO THE ONLY TIME THEY RECEIVE AN INCREASE IS WHEN THEY DO THE CENSUS.

AND THE INCREASE OCCURS IN THE CENSUS, WHICH IS, OF COURSE, EVERY TEN YEARS.

SO THAT SAME BODY COULD CHANGE THAT, CORRECT? YES, SIR. OKAY.

I THINK THAT SHOULD BE CHANGED.

BUT THAT'S JUST ME, BECAUSE I LOOK AT HOW MUCH OUR CITIES PAY TO THE SCHOOL BOARD IN TAXES.

AND SO WHILE WE'RE PAYING MONEY, THEY'RE NOT PAYING THEIR FAIR SHARE AGAIN.

SO I DON'T KNOW WHAT WE NEED TO DO TO TALK ABOUT THAT OR TO GET THAT ON THE AGENDA AT SOME POINT.

BUT I THINK THAT'S TO BE A VOTE.

WE NEED TO REEVALUATE OUR DECISION.

WE SHOULD REEVALUATE JUST DUE TO ADVERTISING, I WOULD SUGGEST TAKE YOUR ACTION ON THIS ITEM.

OKAY. AND THEN HAVE A FOLLOW UP, SUCH AS MAKE A MOTION TO ASK US TO PUT IT ON THE AGENDA FOR DISCUSSION MAYBE IN JULY SO WE CAN FULLY ADVERTISE IT AND HAVE IT TRANSPARENT.

UNDERSTOOD. ALL RIGHT.

SECOND QUESTION.

UM, SO THE AS I UNDERSTAND IT, SO EVERYONE WILL START OUT AT A I GUESS IT'S NO LONGER OPTIONAL AT $0.12.

NO. SO SINCE WE USE IT FOR ADVOCACY, WE CANNOT MANDATE IT.

IT WOULD STILL ACTUALLY BE OPTIONAL.

YOU COULD CHOOSE NOT TO CONTRIBUTE IF YOU WANTED TO.

OKAY. AND SO FOR, FOR INSTANCE, FOR THE CITIES THAT START OUT AT ALREADY OPTIONAL $0.10, RIGHT? THEY'RE GOING TO GO TO 12 OR IS THAT WHAT I'M SAYING? SO ALL THE PEOPLE THAT ARE ALREADY PAYING THAT HAVE, YOU KNOW, THEY'RE GOING TO PAY OR THEY'RE, YOU KNOW, DECIDED TO PAY.

THEY'RE ALL STARTING OUT AT 12, CORRECT? YES, SIR. OKAY.

AND HOW AND I KNOW YOU SAID IT'S NOMINAL AND I GET THAT IT'S TEN $0.02 AND IT'S BUDGET SEASON.

BUT FOR THE SMALLER CITIES WHO, YOU KNOW, MAY HAVE BEEN USED TO PAYING EIGHT, HOW ARE THEY GOING TO, I GUESS, BE ABLE TO RECTIFY THIS OR ARE THEY JUST NOT GOING TO PAY OR.

WELL, SINCE WE INTEND TO SEND OUT THE INVOICES IN JULY, THEY STILL HAVE AMPLE NOTICE BEFORE THE OCTOBER THE NEW BUDGET SEASON THAT YOU ALL ARE ON SCHEDULE FOR SO THEY CAN ADOPT IT INTO THEIR BUDGET.

OKAY. AND SO LET'S SAY CORAL SPRINGS DECIDES, YOU KNOW, HEY, WE DON'T WANT TO PAY $0.12, WE'RE NOT GOING TO PAY.

DO WE CONTINUE TO GET THE SAME ADVOCACY EFFORTS FROM OUR FEDERAL ADVOCATES AND THINGS OF THAT NATURE WHERE WE STILL REAP THE BENEFITS OF THE WORK OF THE MPO IN THIS BODY? YES, SIR, YOU WILL.

OKAY. UH, THAT'S IT FOR MY QUESTIONS.

THANK YOU. MOTION NOT TO GIVE IT TO YOU UNLESS YOU MAKE A MOTION NOT TO GIVE IT TO ME.

I LIKE THAT. WE'LL JUST VOTE YOU OFF THE ISLAND.

YEAH. THERE YOU GO.

COMMISSIONER MCGEE. YOU KNOW, I WANTED TO SECOND THE CONCERNS OF COMMISSIONER SIMMONS ABOUT THE SCHOOL BOARD PERCENTAGE.

YOU KNOW, EVEN JUST FOR INFLATIONARY REASONS, THAT I THINK WE SHOULD DISCUSS CHANGING THAT.

WHAT? MY QUESTION IS, WHAT YEAR WAS THAT? 5% PUT IN PLACE? QUITE A WHILE. OR $0.05.

SORRY. $0.05.

UM. THERE'S OUR FACTS AND WE BELIEVE IT WAS 2016 OR 2017.

OKAY. SO, YES, I WOULD JUST SUPPORT ALSO, DO WE NEED TO MAKE A MOTION NOW TO DO IT? YES. SO THAT WHAT WE HAVE REQUESTED, YOU'RE ALLOWED TO DO WHATEVER YOU WANT.

BUT WHAT WE HAVE REQUESTED, JUST FOR TRANSPARENCY SAKE, IS HANDLE THIS ONE ISSUE NOW AND THEN IF YOU WANT TO ADDRESS IT, DIRECT US THROUGH ANOTHER MOTION TO BRING IT BACK FOR DISCUSSION AT A FUTURE BOARD MEETING, MAYBE JULY.

SHOULD WE MAKE THE MOTION TO MAKE THAT SUGGESTION AT THIS POINT OR VOTE AND THEN COME BACK? I WOULD SAY VOTE ON THIS AGENDIZED ITEM AND THEN HAVE A FOLLOW UP MOTION TO GIVE US DIRECTION TO BRING IT BACK NEXT MONTH? OKAY. THANK YOU.

THANK YOU. COME ON.

COMMISSIONER WELLS.

THANK YOU VERY MUCH.

JUST A QUICK QUESTION.

I DIDN'T LOOK AT THE LIST, BUT WHAT'S THE PERCENTAGE OF THOSE CITIES THAT DO NOT PARTICIPATE AT THIS TIME? SO WE ACTUALLY HAVE ABOUT 29 OF THE 31 MUNICIPALITIES THAT PARTICIPATE FOR THE MOST POINT.

SOMETIMES WE JUST HAVE TO HUNT DOWN SOME OF THE STRAGGLERS AND GET THEIR CONTRIBUTION.

AND I WANT TO SAY, ABOUT 80% OF THE CITY'S ACTUALLY REGULARLY CONTRIBUTE..

AT THE MINIMUM OR ABOVE.

CORRECT. OKAY.

BECAUSE THAT WAS WHEN I BROUGHT IT UP AFTER THE LAST MPO MEETING.

THAT WAS THE QUESTION THAT AROSE AND WAS JUST EXACTLY WHAT COMMISSIONER SIMMONS WAS TALKING ABOUT IN RELATION TO THE SCHOOL BOARD PARTICIPATION IS, YOU KNOW, SHOULD WE ALL ANTE UP ONE WAY OR THE OTHER? I MEAN, WE ALL HAVE SKIN IN THE GAME TO REAP THE REWARDS.

SO IT JUST SEEMS APPROPRIATE.

[00:50:02]

IT, THE HISTORY OF IT WAS THAT THE THEN SERVING COMMISSIONER FROM SUNRISE HAD A CONCERN THAT SCHOOLS WERE, IN HIS OPINION, UNDERFUNDED.

AND HE MADE THE CASE.

AND WHEN THEY VOTED ON RAISING IT FROM 5 TO 8, THAT WAS THE STIPULATION THAT THEY ADDED, IS THAT THE SCHOOL BOARD WAS CAPPED.

BUT I'M TALKING ABOUT THIS, THAT ALL OF THE CITIES AS WELL, NOT JUST THE SCHOOL.

I KNOW WE I WONDERED WHY THEY MOVED YOU.

NO, I WOULDN'T HAVE THOUGHT THAT EVEN THOUGH YOU NO LONGER SIT BY ME.

BUT ANYWAY, I GOT MOVED AGAIN.

I KNOW. I DON'T KNOW WHAT'S UP WITH THAT.

ANYWAY, THANK YOU.

YES, MA'AM. MR. MARTIN.

THANK YOU. I ALSO WANT TO ECHO THE SAME CONCERNS.

BUT MY OTHER QUESTION WOULD BE.

I WILL SPEAK FOR MY CITY.

FOR AS FAR AS THE BUDGET PROCESS, WE'RE DOWN THE ROAD QUITE A BIT.

AND YOU'RE SAYING JULY, AUGUST, WE'RE TRYING TO WRAP STUFF UP AND HAVE TO GO BACK IN NOW AND ASK THE THOSE NUMBER OF PEOPLE, AS I CALL THEM, TO GO BACK IN AND NOW FIND SOME MORE MONEY TO DO WHATEVER I THINK BECOMES JUST A HEADACHE FOR THE CITIES, PERIOD.

SO I DON'T KNOW, TIMEFRAME WISE WHY WE'RE HERE RATHER THAN MUCH EARLIER IN THE IN THIS PROCESS.

BUT THAT WOULD BE MY CONCERN.

AND MY QUESTION, I GUESS, IS IF AND AGAIN, I DON'T KNOW IF I'M HOPING LAUDERHILL HAS BEEN PAYING THEIR TAB, I DON'T KNOW OFF THE TOP OF MY HEAD.

BUT IF WE'RE PAYING THE $0.08 NOW AND WE GO TO OUR BUDGET AND THEY SAY, HOLD IT, LET'S MAYBE PUSH THIS FOR NEXT YEAR, WILL THE MPO STILL ACCEPT THE $0.08? WE CASH ALL CHECKS.

JUST WANT TO GET YOU ON THE RECORD.

THANK YOU VERY MUCH. ALL RIGHT.

THAT SEEMS TO BE ALL THE QUESTIONS.

I JUST WANTED TO ADD IN MY $0.02 OR $0.12 AS IT MEANS.

BUT MY CITY HASN'T DONE OUR BUDGET YET AND OUR FINAL BUDGET HEARING ISN'T UNTIL SEPTEMBER.

SO WE WOULD BE ABLE TO CHANGE THINGS.

SO HOPEFULLY YOU MIGHT BE ABLE TO.

BUT I JUST WANTED TO SAY TODAY ESPECIALLY IS SUCH A LESSON IN WHAT ADVOCACY CAN DO.

WHEN YOU SEE US HANDED $15.5 MILLION, IT'S GOING TO BENEFIT EVERY SINGLE CITY IN OUR COUNTY.

SO WE JUST HAVE A LITTLE CITY AND A LITTLE BUDGET.

BUT WHATEVER THEY ASK US TO DO, WE WOULD WILLINGLY PARTICIPATE BECAUSE WE REALIZE THAT WE WHEN YOU LOOK AT WHERE WE ARE VERSUS ALL THE OTHER PLACES, AND THEN YOU THINK ABOUT THE FACT THAT WE PROBABLY HAVE MORE GOING ON COMING OUT OF OUR MPO, THAT WE CERTAINLY NEED TO HAVE EVERY BIT OF FUNDS WE CAN HAVE TO SUPPORT THIS EFFORT TO KEEP THE MONEY COMING IN FROM WASHINGTON AND TALLAHASSEE AND EVERYWHERE ELSE.

SO THAT'S MY THOUGHTS AS CHAIRPERSON OF THE DAY.

ALL RIGHT. SO THERE ARE NO MORE QUESTIONS ABOUT THIS.

SO I GUESS THAT WE WILL GO FORWARD AND VOTE ON IT.

SO I NEED A MOTION AND A SECOND, PLEASE.

ALL RIGHT. THAT BEING SAID, WE CAN VOTE.

WELL, THERE YOU GO. ALL RIGHT.

ALL VOTES IN, MOTION PASSES.

I'M WAITING FOR, UH, AND MISS COSWELL.

THANK YOU. ARE WE OKAY NOW? ALL RIGHT, GOOD. NOW, IF WE WANT TO GO BACK TO THE MOTION ABOUT THE SCHOOL BOARD.

COMMISSIONER SIMMONS, MOTION.

WITH YOU. I'M.

PUT YOUR MIC ON, PLEASE.

OH, WE CAN SING TOGETHER.

OH, AND TEN.

OKAY. ALL RIGHT, COOL. ALL RIGHT.

SO MOTION TO REVISIT THE 2017 VOTE ON CAPPING THE BROWARD COUNTY SCHOOL BOARD AT $0.05 FOR THE LOCAL CONTRIBUTION.

ALL RIGHT. ANY DISCUSSION FURTHER ON THAT? ALL RIGHT. MOVING ON.

LET'S VOTE FOR THAT, PLEASE.

IS THERE A SECOND? OH, WE HAVE A MOTION AND A SECOND.

YEAH.

AND MOSS DANIEL. ALL RIGHT.

MOTION PASSES.

ALL RIGHT. THANK YOU.

THANK YOU, BOARD FOR YOUR CONSIDERATION.

ALL RIGHTY. UH, NEXT, REGULAR ITEMS.

[9. Comments from the Chair]

COMMENTS FROM THE CHAIR.

THAT WOULD BE ME.

BUT I'M GOING TO PASS MY COMMENTS ON TO MR. CALETKA. GOOD MORNING.

I FORGOT I WOULDN'T HAVE SAT DOWN.

[00:55:02]

I'M HERE TODAY BECAUSE IF YOU DIDN'T ALREADY FIGURE OUT FROM FRA COMING TO VISIT US, WE'VE HAD SOME MORE SUCCESSES AND OUR EXECUTIVE DIRECTOR, GREGORY STUART STUART, ACTUALLY ATTENDED A NARC MEETING UP IN DETROIT RECENTLY WHERE BROWARD MPO WAS RECIPIENT OF ANOTHER AWARD.

OH, AND I JUST PUT LOTS OF FINGERPRINTS ON THIS.

IT'S THE 2023 ACHIEVEMENT AWARD PRESENTED TO THE BROWARD METROPOLITAN PLANNING ORGANIZATION.

SO WE'RE GOING TO NEED A TROPHY CASE AT SOME POINT, BUT IT'LL BE YEARS BEFORE WE CAN AFFORD IT WITH LOCAL CONTRIBUTIONS.

YEAH. SO I'LL PRESENT THIS TO THE EXECUTIVE DIRECTOR.

YEAH, I WANT TO SAY SOMETHING BECAUSE, YOU KNOW, THESE NATIONAL AWARDS AND RECOGNITIONS AND MONEY ARE BECAUSE WE HAVE A HARD WORKING STAFF.

AND, YOU KNOW, MY JOB IS TO INSPIRE WHETHER IT'S INSPIRING YOU ALL OR INSPIRING THE TEAM MEMBERS OR GOING UP TO WASHINGTON, D.C.

AND INSPIRING THE FOLKS IN D.C.

TO ACTUALLY CONSIDER SENDING MONEY DOWN HERE TO BROWARD TO EACH ONE OF OUR CITIES.

AND EVEN THE EARMARKS INSPIRE OUR LEGISLATIVE FOLKS AND OUR CONGRESSWOMEN AND MEN TO ACTUALLY GO AHEAD AND GET US SOME MONEY DOWN HERE.

YOU KNOW, MANY OF US HAVE RECEIVED, COCONUT CREEK.

SUNRISE, YOU'VE RECEIVED EARMARKS COMING DOWN AND THAT'S BECAUSE WE'VE INSPIRED THEM, THAT WE KNOW WE CAN SPEND THE CASH AND WE KNOW HOW TO DO THINGS.

AND BECAUSE OF THAT, THAT'S WHY WE GET THESE TYPE OF AWARDS.

AND I THANK YOU AND I THANK THE TEAM AND FROM MY TEAM MEMBERS THAT ARE IN HERE, CAN THEY STAND UP FOR A SECOND? BECAUSE THIS IS YOU TO PLEASE.

I THINK WE SHOULD ALL STAND UP AND CHEER FOR OUR GROUP.

COME ON, GET UP THERE.

I COULDN'T RESIST THAT BECAUSE THEY DO SUCH A GREAT JOB, EACH AND EVERY ONE OF THEM.

THANK YOU, MADAM CHAIR.

THAT'S A NICE COMPLIMENT.

AND THE SECOND ONE IS I'VE BEEN GOING TO NARC FOR, WELL, I'M NOT GOING TO TELL YOU.

I'VE BEEN GOING FOR A WHILE.

I ACTUALLY I WENT TO NATIONAL ASSOCIATION OF REGIONAL COUNCILS SO JUST THAT THAT'S WHAT NARC MEANS.

BEFORE YOU HAD ANY GRAY HAIR.

THAT'S MY FAULT. SO ACTUALLY, ONE OF THE THINGS I WANT TO SAY, THIS NEXT ONE ACTUALLY WAS THE PRESIDENT'S AWARD TO GREGORY STUART THAT THEY ISSUED HIM THIS WEEK.

SO THIS IS TO HIM. AND I HAVE TO SAY, HE'S THE YOUNGEST RECIPIENT THAT I'VE EVER SEEN RECEIVED THIS AWARD.

SO CONGRATULATIONS.

SO I WAS SITTING AT A TABLE WITH THE DIRECTOR OF THE SACRAMENTO MPO AND THE HOUSTON MPO AND THE ATLANTA MPO AND THE NASHVILLE MPO AND THE ORLANDO MPO.

AND AS I WENT UP FOR THE SECOND AWARD FOR THIS, THIS PRESIDENT'S AWARD FOR ME, WHICH IS KIND OF ONE OF THOSE MOMENTS IN TIME WHEN YOU REALIZE YOU'VE GOTTEN OLD, IS THE FACT THAT THEY WERE SCREAMING, YEAH, THEY DESERVE ONE MORE.

YOU KNOW, HONESTLY, OUR AGENCY IS WELL RESPECTED AROUND THE COUNTRY, YOU KNOW, AND WE'RE MAKING A REPUTATION THAT GOES BEYOND EVEN OUR NATIONAL BORDERS.

AND, YOU KNOW, THAT IS POSSIBLE NOT BECAUSE OF WHO I AM, IT'S BECAUSE OF WHO YOU ARE AND THE THINGS YOU'VE ALLOWED ME AND OUR TEAM TO DO HERE AS THE CURRENT CHAIR AT THE MOMENT CAN VOUCH.

AND MAYOR COOPER, YOU'VE BEEN AROUND FOR A COUPLE OF YEARS TOO.

YOU REMEMBER THIS PLACE AND THERE WAS A TIME WHERE YOU MET AND MOST OF YOU WOULD SIT IN AN AUDIENCE AND NOT EVEN HAVE A CHANCE TO SPEAK.

NOT HAVE A CHANCE TO ACTUALLY, YOU KNOW, AIR YOUR VIEWS.

BILL, YOU'RE THE REASON I'M STANDING HERE RIGHT NOW.

MAYOR GANZ WAS ON MY INTERVIEW COMMITTEE.

AND SO, YOU KNOW, YOU LOOK BACK AND YOU THINK WHERE WE WERE AND WHERE WE ARE NOW.

OUR BUDGET WAS OUR ADMINISTRATIVE BUDGET WAS JUST A LITTLE BIT SHY OF 2 MILLION.

WE'RE COMING BACK IN THIS NEXT YEAR AT 24, $25 MILLION.

AND THAT ISN'T BECAUSE WE'VE BEEN RAISING THE PENNY.

IT'S BECAUSE WE'VE BEEN DOING REALLY HARD WORK.

AND IT'S BECAUSE YOU GUYS INSPIRE ME EVERY DAY AS WELL.

SO MY JOB IS TO INSPIRE EVERYONE BUT YOU GUYS ALSO, YOU COME AND YOU SAY, HEY, I HAVE THIS PROBLEM IN DEERFIELD.

I NEED TO SOLVE THIS.

I HAVE THIS PROBLEM IN POMPANO.

I HAVE A PROBLEM IN HALLANDALE BEACH.

I HAVE A PROBLEM IN CORAL SPRINGS.

AND HOW DO YOU HOW DO YOU FIX IT? AND WE'RE HERE FOR YOU.

AND WE RECOGNIZE THAT THE ENTIRE TEAM AND THAT IS WHY I GOT THIS THING, BECAUSE THIS IS BECAUSE I ACTUALLY HAVE GONE AROUND AND AS IT SAYS HERE AND IT'S HARD TO

[01:00:05]

READ, IT'S ACTUALLY IN RECOGNITION OF LEADERSHIP, EXCELLENCE IN ADVOCATING REGIONAL CONCEPTS, APPROACHES AND PROGRAMS. AND THAT IS WHAT I DO HERE.

BUT I ALSO DO THAT NATIONALLY BECAUSE, YOU KNOW, WHEN WE WERE GOING THROUGH THE THE PROCESS OF HAVING THE NEW REAUTHORIZATION BILL, IT WAS MYSELF AND A MEMBER FROM SALT LAKE THAT ACTUALLY GOT VERY BUSY TRYING TO GET THE CAPITOL HILL TO HAVE DISCRETIONARY MONEY.

SO THAT WAY THE CITIES COULD APPLY FOR FEDERAL DOLLARS AND THE COUNTY COULD APPLY FOR FEDERAL DOLLARS TO BUILD INFRASTRUCTURE.

THAT TYPE OF CONCEPT ISN'T JUST FOR BROWARD, IT'S FOR ALL OF US.

AND SO THAT'S KIND OF WHY I THINK THEY GOT THIS.

AND WITH THAT, THANK YOU VERY MUCH AGAIN.

LET'S KEEP GOING. AND WE HAVE ONE MORE OPPORTUNITY THAT WE'RE GOING TO GET A GREAT BIG CHECK FOR FROM CONGRESSWOMAN SCHULTZ FOR I THINK IT'S 17 MILLION.

5 MILLION THIS TIME.

5 MILLION? NO, NO.

THE ONE FOR UNIVERSITY DRIVE.

THAT'S 5 MILLION. IT'S 5 MILLION.

5 MILLION FOR THAT.

SO I'M GOING TO BE INVITING YOU ALL TO THAT.

IT WON'T BE AT OUR BOARD MEETING.

IT'LL BE ACTUALLY IN A TENT.

SO. SO WEAR COMFORTABLE SHOES.

SNEAKERS. THANK YOU VERY MUCH.

THANK YOU. SEE, I TOLD YOU HOW IMPORTANT HE WAS.

WHEN HE SPEAKS, PEOPLE LISTEN.

WHEN WE GO TO THE STATE MEETINGS, IT'S LIKE HE'S NOT THE HEAD OF THE STATE OF THE MPOAC.

BUT YOU WOULD THINK HE WAS.

AND EVERYONE, WHEN HE SPEAKS, LIKE I SAID, PEOPLE LISTEN.

SO WE ARE VERY PROUD TO HAVE YOU.

GREG. IT'S THE OLD E.F.

HUTTON LINE. YES, ABSOLUTELY.

MAYOR COOPER.

YES. FIRST OF ALL, CONGRATULATIONS.

CONGRATULATIONS. YOU BROUGHT UP AN MAKING US REMINISCE A BIT, BUT THERE WAS A LOT OF ELECTED OFFICIALS AROUND THIS TABLE THAT WORKED VERY, VERY HARD.

IT'S IT'S HARD TO CHANGE AN ORGANIZATION ORGANIZATION'S CULTURE.

AND WHEN WE WERE HOUSED AT BROWARD COUNTY, THAT WAS AN OBSTACLE TO BEGIN WITH.

OBVIOUSLY, WE'RE REPRESENTATIVE OF CITIES PLUS THE COUNTY.

SO THE WORK THAT WAS PUT FORWARD, NOT JUST BY THE ELECTED OFFICIALS, BUT JUST REMEMBER, ROGER RIO. RIO.

RIO. ON REMINISCENCE OF PEOPLE LIKE DAN STERMER FROM WESTON.

ALL THOSE PEOPLE COLLABORATED TOGETHER TO GET A VOICE.

I KNOW YOU CALLED SOME OF US OUT THAT WERE HERE, BUT WE'RE STANDING ON THE SHOULDERS OF A LOT OF PEOPLE THAT REALIZE THAT MUNICIPALITIES HAVE STRENGTH AND WE DESERVE A SEAT AT THE TABLE.

AND MAYOR ARMSTRONG, ALL ALL INPUT AND INEQUALITY AS WE CAN ALL WORK TOGETHER.

BUT CONGRATULATIONS, MR. STUART. JOB WELL DONE.

THANK YOU, MA'AM. THANK YOU, MAYOR.

[10. Member Comments Click here to submit a comment to go before the Board.]

MR. JAFFE. THANK YOU, MR. VICE CHAIR. CAN I MAKE SOME COMMENTS ON ANOTHER.

WE'RE JUST DOING COMMENTS NOW.

BOARD COMMENTS. I THINK WE'RE STILL ON.

YEAH. MEMBER COMMENTS.

OKAY. YOU CAN. YEAH, YOU CAN MOVE TO MEMBER COMMENTS.

I JUST WANTED TO SAY THANK YOU SO MUCH TO MPO STAFF FOR LAST SATURDAY'S BIKE RIBBON CUTTING TO COME ALL THE WAY OUT TO WEST BROWARD FOR OUR NEW BIKE LANES THAT WE OPENED UP IN THE CITY OF WESTON.

IT WAS A COLLABORATIVE EFFORT BETWEEN THE CITY OF SUNRISE, THE CITY OF WESTON AND THE MPO, AND IT WAS NICE TO SEE EVERYBODY IN THEIR EXERCISE CLOTHES.

I ACTUALLY RECOGNIZED EVERYBODY OUT OF HERE.

AND I WANT TO THANK CITY OF SUNRISE MAYOR MIKE RYAN FOR SHOWING UP.

AND ALSO MY COLLEAGUES IN THE CITY OF WESTON BIKE LANES ARE VERY IMPORTANT TO ALL OF BROWARD COUNTY AND ESPECIALLY TO THE CITY OF WESTON.

WE HAVE A LOT OF BIKE LANES OUT THERE AND IT JUST MAKES IT SAFER FOR ALL OUR RESIDENTS AND OUR VEHICLES ON THE ROADWAY.

AND WE WERE I ALSO WANT TO SAY WE WERE HONORED AND I WANT TO THANK WE HAD THE INCOMING FDOT SECRETARY, DISTRICT FOUR DIRECTOR MR. BRAUN COME OUT ACTUALLY ALSO FOR OUR RIBBON CUTTING.

AND I JUST WANTED TO SAY THANK YOU TO HIM FOR SHOWING UP FOR THAT EARLY ON A SATURDAY MORNING.

ALL RIGHT. THANK YOU. COMMISSIONER MCGEE.

I JUST WANTED TO THANK EVERYONE WHO CAME OUT FOR OUR RAIL SAFETY EVENT AT SOUTH BARN KITCHEN IN POMPANO BEACH.

IT WAS GREAT TO SEE EVERYONE THERE AND TO SHOW OFF A LITTLE BIT ALL THE WORK WE'RE DOING IN POMPANO TO MAKE IT A HOPEFULLY RAIL DESTINATION.

THANK YOU. ALL RIGHT.

THANK YOU. AND JUST PIGGYBACKING ON MAYOR COOPER'S STATEMENTS, I WAS ONE OF THOSE PEOPLE THAT SET OUT IN THE AUDIENCE FOR YEARS AT THE MPO MEETINGS BECAUSE OUR LITTLE CITY WAS JUST NOT EVEN THOUGHT OF TO HAVE A VOICE.

SO WE'VE COME A LONG WAY.

ALL RIGHT. EXECUTIVE DIRECTOR'S REPORT.

[11. Executive Director’s Report]

ARE YOU THERE? I'M HERE.

[01:05:02]

COME ON UP. SO I'M GOING TO DISPENSE ON MY OWN COMMENTS BECAUSE WE'VE TALKED ABOUT ME TOO MUCH.

AND I DON'T THINK THIS IS WHAT THIS ORGANIZATION IS ABOUT.

I ACTUALLY WOULD LIKE TO TAKE THE OPPORTUNITY TO PRESENT.

I WANT TO HAVE THEM TALK FIRST.

WE'RE GOING TO PRESENT STEVE BRAUN WITH ONE OF OUR AWARDS THAT WE GIVE OUT AT THE SAFE STREETS SUMMIT.

AND I DON'T KNOW HOW MANY OF YOU WERE AT THE SAFE STREET SUMMIT THIS YEAR, BUT THIS PARTICULAR PROJECT IS IN OAKLAND PARK AND SPANS BETWEEN IT CONNECTS FORT LAUDERDALE.

IT IS A COMPLETE STREETS PROJECT EXTRAORDINAIRE, ACTUALLY FULL GREEN BIKE LANES, ALL THE THINGS THAT YOU'D EVER WANT TO HAVE ON A COMPLETE STREETS PROJECT.

THE AMOUNT OF BICYCLE RIDERSHIP HAS INCREASED EXPONENTIALLY.

IT TIES INTO SEVERAL OTHER PROJECTS THAT STEVE AND HIS TEAM WERE ABLE TO DELIVER FOR THE BROWARD MPO AND THE RESIDENTS OF BROWARD COUNTY, WHICH IS IMPORTANT.

AND I ACTUALLY DIDN'T HAVE THE OPPORTUNITY TO PRESENT THIS TO HIM AT THE HOLLYWOOD PRESENTATION.

SO I WANT TO TAKE THIS OPPORTUNITY.

BUT HE ALSO BROUGHT HIS TEAM IN.

SO, STEVE, CONGRATULATIONS.

GREAT WORK. HOLD ON, HOLD ON.

WAIT. AND THE INCOMING DISTRICT SECRETARY, I KEEP ON FORGETTING THAT THAT'S HE AND I HE AND I KIND OF GREW UP TOGETHER, ALTHOUGH I HAVE GRAY HAIR, YOU KNOW, HIS WENT GRAY AND MINE WENT AWAY.

I GUESS SO.

GOOD MORNING. FIRSTLY, GREG, CONGRATULATIONS ON THOSE NATIONAL AWARDS.

YOU KNOW, I THINK YOU MENTIONED THE LEADERSHIP AND VISION THAT YOU'VE HAD WITH THIS ORGANIZATION AND THE ORGANIZATION ITSELF.

YOU KNOW, I THINK THE PARTNERSHIPS ON THESE TYPE OF PROJECTS, YOU KNOW, COMMISSIONER JAFFE, YOU MENTIONED THE RIBBON CUTTING THIS WEEKEND, A LOCAL STREET PROJECT, BICYCLE LANES, COLLABORATION BETWEEN MULTIPLE MUNICIPALITIES.

AND THE SAME IS THE CASE HERE ON THIS PROSPECT ROAD PROJECT, YOU KNOW, WORKING COLLABORATIVELY WITH THE MPO, WITH THE MUNICIPALITIES.

THESE PROJECTS NEED CHAMPIONS.

BUT I THINK A LOT OF TIMES IT'S NOT NOT ONLY CHAMPION IN THAT INITIAL PROJECT, IT'S THAT PROGRAM, RIGHT? HAVING THE VISION TO TO PRIORITIZE THAT TYPE OF PROJECT IN THE AT THE TIME, PROBABLY A LONG RANGE TRANSPORTATION PLAN, WHICH IS NOW A METROPOLITAN TRANSPORTATION PLAN. AND THEN HAVING THE DISCUSSIONS AND THE COORDINATION WITH THE DEPARTMENT TO SAY THE RESOURCES THAT WE HAD AVAILABLE AT THE TIME TO DESIGN THAT PROJECT AND ACTUALLY MANAGE THE CONSTRUCTION, THESE NATIONAL AWARDS ARE GREAT.

BUT FOR FOR ME PERSONALLY, I THINK THESE LOCAL AWARDS AND THESE LOCAL PROJECTS REALLY JUST SHOW THE IMPACT THAT WE HAVE ON THE COMMUNITY.

WE OFTEN CELEBRATE THE MEGA PROJECTS OR THE NATIONAL AWARDS, BUT IT'S IMPORTANT TO TAKE A MOMENT TO RECOGNIZE THESE COMMUNITY CENTRIC PROJECTS, PROJECTS WHERE WE'RE PROVIDING A SAFER BIKE LANE, PEDESTRIAN FACILITIES AND SO FORTH.

SO, YOU KNOW, JUST A COUPLE OF POINTS ON THAT.

I THINK IT ROLLS OFF THE TONGUE NOW BIKE AND PED PROJECTS.

BUT NATIONALLY WE SAW THE BUZZ OF COMPLETE STREETS, RIGHT? THAT THAT BUZZ PHRASE, WHICH BROWARD MPO REALLY SHOWED YOUR LEADERSHIP ON THIS COMPLETE STREETS PROGRAMS. WHAT WE'RE HEARING NOW A LOT NATIONALLY IS USING THE TERM VULNERABLE VULNERABLE COMMUNITY VULNERABLE ROAD USERS.

RIGHT? THE BICYCLISTS, THE PEDESTRIANS, PEOPLE IN WORK ZONES.

SO I THINK IT'S IMPORTANT TO CONTINUE TO LOOK AT THOSE OPPORTUNITIES TO IMPROVE THOSE THOSE TRANSPORTATION FACILITIES AND LOOK OUT FOR ALL OF THOSE USERS WITH NOT ONLY MOBILITY, BUT ALSO SAFETY IN MIND OR VICE VERSA.

SAFETY FIRST. SO AGAIN, I APPRECIATE THIS AWARD.

I WAS AT THAT EVENT AND IT WAS AN EXCELLENT EVENT.

I GIVE YOU AND YOUR TEAM REALLY TREMENDOUS ACCOLADES.

IT WAS AN EXCELLENT CONFERENCE.

THIS WAS, I THINK, THE PEOPLE'S CHOICE AWARD.

SO IN REAL TIME, IT LOOKED LIKE A HORSE RACE ON THE SCREEN THERE.

YOU KNOW, THE DIFFERENT PROJECTS COMPETE IN.

AND, YOU KNOW, FINALLY THIS ONE RIGHT AT THE BUZZER CAME THROUGH.

SO I APPRECIATE THAT.

I WANTED TO, AS GREG SAID, MENTION, YOU KNOW, SOME OF OUR TEAM, AS I MENTIONED, COLLABORATIVE EFFORT FROM FROM THE PLANNING PHASE.

WE HAVE SOME OF OUR PLANNING GROUP HERE.

OUR PROJECT MANAGER, CLAUDIA FROM THE DESIGN OFFICE, CHRISTIAN ROJAS, WHO ACTUALLY LEADS BROWARD OPERATIONS, REALLY ALL THE CONSTRUCTION PROJECTS IN BROWARD COUNTY.

SO HE'S REPRESENTING THAT TEAM.

AND THEN EVEN IN THE BACK OF THE ROOM, FINAL PLANS, RIGHT? SO EVERY PROJECT THAT GOES TO CONSTRUCTION.

CHEN. WE HAVE A FINAL PLANS UNIT THAT REVIEWS IT FOR QUALITY PROCESSES, THOSE PLANS.

SO, YOU KNOW, I THINK FROM FROM BEGINNING TO END, THIS WAS A GREAT EFFORT.

AND AGAIN, WE APPRECIATE THIS AWARD.

I KNOW IT PROBABLY TOOK MORE THAN THE TIME, BUT I REALLY JUST WANT TO SHARE SOME OF THOSE THOUGHTS.

A LOT OF YOU HAVE SEEN ME HERE IN PREVIOUS CAPACITIES IN MY PLANNING ROLE AS DESIGN ENGINEER AND THEN MOST RECENTLY DIRECTOR OF TRANSPORTATION DEVELOPMENT.

SO I'M LOOKING FORWARD TO CONTINUING TO WORK WITH YOU ON THE PARTNERSHIP ON THESE HOPPER PROJECTS IN MY NEW ROLE.

JERRY O'REILLY DISTRICT SECRETARY IS RETIRING AT THE END OF JULY, SO WE'LL OVERLAP FOR THE NEXT TWO MONTHS OR SO.

SO TWO MONTHS OR SO.

[01:10:01]

WE'LL HAVE JERRY HERE HOPEFULLY NEXT MONTH TO KIND OF SAY THANK YOU.

BUT YOU KNOW, HONESTLY WELL DESERVED THIS.

WHEN I MET STEVE YEARS AGO IN PLANNING, IT WAS, HEY, WELL, LET'S DO SOMETHING DIFFERENT.

LET'S KIND OF MAKE SOME DIFFERENCES HERE.

AND HE WAS THE FIRST PERSON TO STAND UP AND GO, YEAH, I THINK WE CAN DO THIS.

I THINK WE CAN. IT'S THE I THINK WE CAN MOMENT THAT I LOVE ABOUT THE JOB BECAUSE WHEN YOU WATCH THE TRANSITION, YOU KNOW, WE WENT FROM, YOU KNOW, ROADWAY CENTRIC TO, YOU KNOW, VULNERABLE USER EXPERIENCE.

AND I THINK STEVE IS GOING TO LEAD US FURTHER.

YOU KNOW, I'M KIND OF AT THE END OF MY CAREER HERE.

BUT, YOU KNOW, STEVE HAS A FEW MORE YEARS TO GO, AND I THINK IT'S GOING TO BE REALLY EXCITING TO SEE WHAT STEVE AND THIS AGENCY DOES TOGETHER.

FOR THE PEOPLE OF BROWARD.

WE'RE LAYING THE FOUNDATION FOR THE FUTURE, AND THAT'S WHAT WE DO.

AND STEVE DOES A GREAT JOB.

THANK YOU. THANK YOU. DO YOU WANT TO.

IS THERE A PHOTO? WE'LL DO IT AFTER A SELFIE.

SELFIE? OH, THAT'S RIGHT.

I'M STILL TALKING.

SORRY ABOUT THAT. I ALSO WANT TO ALSO, IF THE COMPLETE STREETS TEAM MEMBERS COULD STAND UP FOR A SECOND FROM OUR SIDE.

CARRIE FOSSIL.

IS RICARDO HERE? HE'S OVER THERE. RICARDO, RICARDO JOINED US IN DETROIT.

WHO ELSE IS HERE? BUFFY'S NOT HERE TODAY.

HIS HOUSE, UNFORTUNATELY, WAS ONE OF THOSE THAT FLOODED IN FORT LAUDERDALE.

SO HE'S VERY TIED UP WITH QUAGMIRE OF TRYING TO REDO HIS HOUSE FOR THE SECOND TIME.

BUT IT'S THOSE LEADERSHIP THAT, AGAIN, THE INSPIRATION OF THAT NEXT GENERATION OF PLANNER THAT YOU'RE GOING TO SEE AND THAT, YOU KNOW, YOUR CONTEMPORARIES ARE GOING TO SEE LEADING OUR EFFORTS AS WE GO FORWARD TO MAKE BROWARD A BETTER PLACE FOR EVERYBODY.

WITH THAT, I'M GOING TO STEP DOWN BECAUSE YOU NEED TO HEAR THE LEGISLATIVE REPORT FROM OUR FRIENDS AT BECKER POLIKOFF.

THEY ARE OUR ADVOCATES IN WASHINGTON.

I KNOW YOU WERE DISCUSSING THE PENNY EARLIER.

THANK YOU FOR THE VOTE.

IT'S IMPORTANT FOR US BECAUSE THAT ADVOCACY THAT HAPPENS UP IN WASHINGTON ISN'T EASY.

AND I DON'T KNOW HOW THEY'RE NOT RAGING ALCOHOLICS.

THAT SAID, COME ON DOWN, MR. STUART.

MAYOR GANZ, MAYOR GANZ HAD SOMETHING HE WANTED TO SAY BEFORE WE BEGIN THAT, IF YOU WOULD.

MAYOR. THANK YOU.

I APPRECIATE IT. IT'S RARE HISTORICALLY FOR ME TO BE SAYING GOOD THINGS ABOUT FDOT, BUT I WANT TO SAY I CAN'T BE HAPPIER TO HAVE TO SEE STEVE MOVED INTO THAT POSITION.

IT'S BEEN A PLEASURE TO WORK WITH YOU THROUGH A VERY DIFFICULT PROJECTS.

YOU'RE A TRUE LEADER AND WE ARE BETTER FOR HAVING YOU IN THIS POSITION.

SO GERRY'S BEEN GREAT, BUT WE REALLY LOOK FORWARD TO WORKING WITH YOU.

SO CONGRATULATIONS, STEVE LIKEWISE.

THANK YOU. AND STEVE'S GOING TO BE AT THE GROUNDBREAKING AND RIBBON CUTTING AS WELL AS OUR CHAIR.

SO YEAH, UNLESS THEY BRING ME IN THE URN, I MIGHT BE.

I WON'T BE THERE EITHER IN PERSON OR IN THE URN.

I WILL PERSONALLY CARRY YOU IF THAT'S THE CASE.

BUT THAT SAID, HONESTLY, TO GO THROUGH THAT PROJECT, IT'S SOMETHING THAT FOR 30 SOME ODD YEARS AND I NEVER THOUGHT I'D SEE THE DAY IT WOULD HAPPEN.

IN FACT, I DIDN'T NECESSARILY WANT IT.

BUT YOU KNOW WHAT? IN THE END, IT'S THE RIGHT THING TO DO.

THE CITY THE DOT STEVE'S LEADERSHIP ON THAT HAS BEEN PHENOMENAL.

AND I THINK YOU'RE GOING TO ALL OF US ARE GOING TO BE BETTER OFF WITH STEVE'S LEADERSHIP.

NOT THAT JERRY WAS BAD BECAUSE HE WAS GREAT.

BUT STEVE IS GOING TO HERE'S HERE'S SOME MORE WEIGHT.

CHRIS HAS TO BUILD IT, THOUGH.

MAYOR, YOU KNOW, I APPRECIATE AND REALLY TO ALL OF YOU, I THINK A LOT OF TIMES I THINK HAVING THOSE OPEN CONVERSATIONS, REALLY WHATEVER PROJECT IT IS, AND I THINK THAT GETS US ALL COLLECTIVELY PUSHING THE ENVELOPE AND REALLY JUST LOOKING OUT FOR THE BEST INTERESTS OF EVERYONE INVOLVED IN THE PROJECT.

SO I APPRECIATE YOUR YOUR CANDOR ALONG THE WAY, AND I THINK THAT'S ULTIMATELY GOING TO GET US, YOU KNOW, THE BEST PROJECT FOR FOR THE COMMUNITY, FOR FOR FOR THE USERS.

SO THANK YOU.

THANK YOU. I'M SORRY.

I HAVE TO STEAL OUR EXECUTIVE DIRECTOR AWAY.

YEAH. PLEASE GO. OH, EXCUSE ME.

EXCUSE ME. SORRY.

HE HAS TO GIVE ANOTHER INTERVIEW.

SO BEFORE WE INTRODUCE BECKER AND POLIAKOFF, YOUR FEDERAL ADVOCATES PAID FOR THROUGH YOUR LOCAL CONTRIBUTION.

THANK YOU. I JUST WANT TO BRING UP THAT NOT JUST THROUGH THESE EFFORTS, BUT AS AN ENTIRE ORGANIZATION.

I IF GREG TOLD YOU THIS STAT YET, BUT WE'VE BEEN ABLE THROUGH BILL'S TEAM, YOU'RE GOING TO SEE A PRESENTATION ON THE MMPI LATER.

THAT LEVEL OF ORGANIZATION AND DETAIL HAS ENABLED US TO BE NIMBLE ENOUGH THAT BETWEEN EARMARKS, GRANTS AND GRANTS, WE'VE DOUBLED OUR NEARLY DOUBLED OUR OPERATING BUDGET FOR THIS YEAR.

AND THAT'S THAT'S A RESULT OF THIS BOARD'S EFFORTS AND EVERYTHING THAT WE'VE BEEN ABLE TO REACT TO AND BE AND PLAN AND BE PROACTIVE ABOUT.

[01:15:03]

SO I WANT TO INTRODUCE BECKER AND POLIAKOFF AND ANTHONY AND CLARENCE, YOUR FEDERAL ADVOCATES IN DC.

THEY ARE NOT RAGING ALCOHOLICS.

AND THEY'RE GOING TO GIVE YOU AN UPDATE ON WHAT'S GOING ON IN DC.

RAGING IS A STRONG WORD.

WELL, MADAM CHAIR, MEMBERS OF THE BOARD STAFF, SO GRATEFUL TO BE HERE WITH YOU GUYS TODAY.

AS I WAS SITTING THERE LISTENING TO ALL THE CONVERSATION ABOUT THE FRA AWARD AND THE VARIOUS THINGS THAT ARE GOING ON IN THE EARLY PART OF THIS YEAR, THE SUCCESS WE'RE HAVING, THERE'S A SENSE OF PRIDE THAT SHOULD SWELL.

AND WE'VE PROPERLY VETTED THE CONGRESSIONAL DELEGATION AND WE PROPERLY VETTED THE US DOT FOR HELPING US OUT.

AND WE DID GET A CHANCE TO TALK ABOUT THIS MONUMENTALLY BRILLIANT AND COMPETENT STAFF THAT YOU GUYS HAVE WORKING FOR YOU BY FAR THE BEST IN THE COUNTRY.

BUT I WANT YOU TO UNDERSTAND ONE THING IN PARTICULAR NEED TO PROPERLY VET YOURSELVES.

I SPENT EIGHT YEARS AS A CHIEF OF STAFF IN WASHINGTON DC.

ANTHONY WAS AT DOT FOR A NUMBER OF YEARS AND HAS WORKED IN FEDERAL GOVERNMENT ON THE AGENCY SIDE, AND I CAN TELL YOU THAT DC IS EXTRAORDINARILY AVERSE TO DEALING WITH DYSFUNCTION AND INEFFICIENCY AT THE LOCAL LEVEL.

IT IS ONLY BECAUSE OF THE COLLABORATIVE FOCUS OF THIS BOARD THAT $15 MILLION COMES DOWN HERE, THAT $5 MILLION COMES DOWN HERE.

IT'S EASY TO SUPPORT THE BROWARD MPO BECAUSE YOU GUYS WORK TOGETHER.

YOU HAVE YOUR OWN INDIVIDUAL CONSTITUENCIES THAT YOU HAVE TO WORK FOR, BUT AT THE END OF THE DAY, YOU COME TOGETHER AND YOU GET THE JOB DONE WITH FOCUS.

SO MY HAT'S OFF TO YOU.

IT'S GREAT TO WATCH.

IT'S EASY FOR US TO WORK FOR A GROUP LIKE YOU.

WE KNOW THAT. HEY, HERE'S A MARCHING ORDER BECAUSE THIS IS THE THING THAT WE HAVE DECIDED IT'S IMPORTANT.

SO THEN WE GO DO WHAT WE GOT TO DO.

SO I'M VERY GLAD TO BE HERE AGAIN.

I'M CLARENCE WILLIAMS. I AM PART OF YOUR CO LEAD TEAM WITH ANTHONY BIDDELL.

WE WERE WITH BECKER AND POLIAKOFF.

I WOULD IMAGINE THAT A GOOD NUMBER OF, YOU KNOW, OUR TEAM DOWN HERE BASED IN FORT LAUDERDALE, WE ARE STATIONED UP IN WASHINGTON DC AND ENJOY WORKING ON YOUR BEHALF.

WE HAVE HAD THE THE, THE PLEASURE.

IT DEPENDS ON WHEN YOU'RE TALKING OVER THIS LAST COUPLE OF WEEKS TO WATCH OUR DYSFUNCTION IN THE NATION'S CAPITAL KIND OF AT LEAST GET THROUGH ONE OF THE MANY OBSTACLES THEY'RE GOING TO HAVE TO JUMP THROUGH.

WE FINALLY GOT A BUDGET DEAL ACCOMPLISHED.

IT LOOKED HAIRY THERE FOR A LITTLE BIT.

ANTHONY WILL TELL YOU, I WAS PROBABLY THE THE BIGGEST NAYSAYER ON THE BLOCK.

BUT AT THE END OF THE DAY, THE ADULTS ALWAYS THE ADULTS WERE IN THE ROOM.

WE GOT IT DONE. OF IMPORTANCE TO THIS BODY, THOUGH.

THERE'S ABOUT A TRILLION AND A HALF SHRINKING OF THE OH, IS IT? OKAY. WELL, HERE YOU'RE WORKING SHRINKING OF THE DEFICIT OVER TEN YEARS, WHICH IS A GOOD THING.

NONE OF THAT'S GOING TO HIT US IMMEDIATELY.

A LOT OF THAT IS FRONT LOADED.

AND SO THAT TRILLION AND A HALF IS NOT GOING TO REPRESENT ITSELF AS $150 BILLION PER YEAR CUT TO THE BUDGET.

A LOT OF THAT, AGAIN, WAS FRONT ENDED RECONCILING SOME RESCISSIONS.

YOU'VE HEARD ABOUT SOME CLAWBACKS MADE.

THOSE CLAWBACKS BY THE FEDERAL GOVERNMENT WAS OF MONEY.

THAT WAS COVID ERA MONEY AT THE AGENCY LEVEL.

IT IS NOT GOING TO AFFECT ANYTHING AT THE STATE LEVEL.

IT'S NOT GOING TO AFFECT ANYTHING AT THE LOCAL LEVEL.

THE MONEYS THAT YOU HAVE, YOU KEEP YOU SPEND LIKE YOU NEED TO, YOU STILL HAVE THE SAME TIMELINES THAT YOU HAD BEFORE.

IT DOESN'T AFFECT ANYTHING IN THE IIJA.

THE THE BILLIONS OF DOLLARS THAT WE HAVE TO SPEND OVER FIVE YEARS STILL REMAIN.

WE ARE ON THE CLOCK.

WE NEED TO SPEND THAT MONEY AS BEST WE CAN.

WE KEEP PUTTING OUT GOOD PROPOSALS.

WE'LL GET OUR LION'S SHARE OF THAT MONEY.

AND SO THE RESCISSIONS WILL NOT AFFECT ANYTHING THAT WE'RE DOING NOW.

IT IS ABOUT 84 PROGRAMS AT THE AGENCY LEVEL THAT EITHER PROGRAMS THAT ARE NEARLY DONE, MONEY THAT HAS BEEN UNENCUMBERED AND UNSPENT, THAT MONEY IS GOING TO GO BACK INTO THE BUDGET TO BE SPREAD OUT TO COVER SOME OF THE THE BUDGETARY CAPS THAT THAT WILL BE LOOKING AT.

ONE OF THOSE CAPS EXCUSE ME, THE CAPS FOR FISCAL YEAR 24 AND FISCAL YEAR 25, WE'RE LOOKING AT A 1% INCREASE OVER LAST YEAR'S SPENDING. SO IT'S GOING TO BE ABOUT $704 BILLION.

BUT THERE HAVE BEEN, AS PART OF THOSE RESCISSIONS AND IRS MONEY THAT'S BEING RETURNED TO THE BUDGET, WE'RE GOING TO SPREAD THAT OUT TO KIND OF COVER SOME OF THE CUTS THAT WOULD OTHERWISE SHOW UP.

SO THIS YEAR'S BUDGET CAP AND NEXT YEAR'S BUDGET CAP, WE SHOULDN'T FEEL IT.

TOO BAD, TO BE HONEST.

[01:20:01]

WE SHOULD HAVE VERY LITTLE EFFECT ON THINGS LIKE EARMARKS.

AS I THINK GREG MENTIONED EARLIER, THE CONGRESSWOMAN PUT IN A REQUEST FOR $5.5 MILLION FOR OUR UNIVERSITY PROJECT.

FEEL PRETTY STRONG THAT WE HAVE A GOOD SUBMISSION, AND I'M LOOKING FORWARD TO THAT HAPPENING.

THE OTHER THING I'LL MENTION ABOUT THE DEBT CEILING BEFORE I MOVE ON, THAT WAS REALLY, REALLY GOOD.

THEY DID SOME VERY GOOD WORK.

ON PERMITTING, IT WAS IMPORTANT TO TRY TO PUT A CAP ON HOW LONG THESE PERMITTING PROCESSES WERE TAKING ON THE ENVIRONMENTAL ASSESSMENT SIDE.

AND SO THERE ARE SOME HARD CAPS NOW ON THE THE AMOUNT OF TIME THAT CAN BE SPENT IN ACTUALLY PERFORMING THE ANALYSIS THAT NEEDS TO HAPPEN RIGHT DOWN TO HOW MUCH PAPER THEY'RE GOING TO TAKE. WE'RE NOT LOOKING AT HAVING TO REVIEW A STACK OF PAPER LIKE THIS.

THEY'VE CUT THAT DOWN.

THEY'VE GOT A CENTRAL POINT OF CONTACT.

SO ALL OF THE PROJECTS THAT WE HAVE GOING THAT CAN SOMETIMES STRETCH OUT 8 OR 9 YEARS BEFORE WE CAN PUT SHOVEL IN THE GROUND, IT'S GOING TO BE TRUNCATED DOWN TO ABOUT TWO YEARS. SO THAT'LL BE EXTRAORDINARILY HELPFUL FOR A LOT OF THE THINGS THAT WE DO HERE.

BUT NOW THAT WE'VE GOTTEN THIS FINAL PIECE DONE WITH THE DEBT CEILING, WE CAN KIND OF GET ON TO THE REAL WORK.

THE FIRST OF THOSE THINGS IS THEY WILL BE WORKING IN EARNEST ON THE APPROPRIATIONS BILLS OVER THE NEXT SEVERAL WEEKS WITH THE IDEA OF GETTING HOUSE BILLS ON THE FLOOR BY MID TO LATE JULY. THERE IS A REAL INCENTIVE THIS YEAR IN TRYING TO GET ALL 12 OF THE APPROPRIATIONS BILL DONE AND WHAT WE REFER TO AS REGULAR ORDER.

THERE'S THE NORMAL PROCESS OF THINGS BY THE END OF THE YEAR, THE INCENTIVE OR STICK HOW YOU'RE LOOKING AT IT CAME UP IN THE DEBT CEILING BILL.

THERE'S A PROVISION IN THERE THAT SAYS IF WE GET TO DECEMBER 31ST AND WE HAVEN'T PASSED BILLS, WELL, EVERY MINUTE AFTER THAT, FOR ALL INTENTS AND PURPOSES, IS GOING TO HIT THE BUDGET BY 1%, DEFENSE AND NON-DEFENSE SPENDING UNTIL WE GET A BILL PASSED.

AND SO WE HOPE THAT'S GOING TO PROVIDE ENOUGH INCENTIVE TO GET THIS THING DONE AND HOPEFULLY, YOU KNOW, NOT ON NEW YEAR'S EVE, BUT WE'LL SEE EXACTLY HOW THAT ALL WORKS.

SO WE ARE EXTRAORDINARILY EXCITED TO GET THE APPROPRIATIONS PROCESS DONE.

LIKE WE SAID, WE GOT $5.5 MILLION THAT THE CONGRESSWOMAN HAS PUT IN FOR US THAT SHE'S BEEN ADVOCATING ON OUR BEHALF FOR.

WE CHECKED IN WITH THEM REGULARLY.

WE EXPECT TO HEAR ABOUT THE TRANSPORTATION INFRASTRUCTURE BILL SOMETIME WITHIN THE NEXT 2 OR 3 WEEKS, AND WE'LL KNOW IF WE'RE IN.

BUT I'M FEELING PRETTY GOOD THAT THAT IS THE CASE.

I WANT TO TURN IT OVER TO MY COLLEAGUE ANTHONY TO TELL YOU A LITTLE BIT MORE ABOUT WHAT'S GOING ON.

SO GOOD MORNING.

ONE OF THE THINGS WE'RE ALSO MONITORING IS SURFACE TRANSPORTATION REAUTHORIZATION, OF WHICH YOU ARE A PART OF, AND THAT IS EXTENDED RIGHT NOW THROUGH SEPTEMBER 30TH, 2025. WE DON'T EXPECT TO HAVE MUCH ACTION ON THAT UNTIL THE BEGINNING OF 2025.

BUT WHAT WILL BE INTERESTING IS AFTER THE ELECTIONS OF 2024, THERE WILL BE A NEW CHAIRMAN, CHAIRMAN TOM CARPER FROM DELAWARE IS RETIRING.

SO THEY WILL DEPENDING ON WHO WINS.

THE UNITED STATES SENATE. THAT WILL BE EITHER SHELLEY MOORE CAPITO FROM WEST VIRGINIA OR A NEW DEMOCRAT WHO WILL BE CHAIR, DEPENDING ON THAT ELECTION GOES.

WE EXPECT THE HEARINGS TO BEGIN ON THAT EARLY IN THE YEAR AND HOPEFULLY FOR AT LEAST AN EXTENSION ON OUR REAUTHORIZATION TOWARDS THE END OF OF THE YEAR.

THIS WAS AUTHORIZED IN THE IN THE BIPARTISAN INFRASTRUCTURE BILL FOR FIVE YEARS AND IS THE $550 BILLION THAT ORIGINALLY WAS AUTHORIZED FOR HERE.

AND THEN THEY ADDED ANOTHER 550 BILLION.

THAT GOT US TO THE $1.2 TRILLION BIPARTISAN INFRASTRUCTURE BILL.

THEY PROBABLY SPENT IN THE YEAR AND A HALF NOW ROUGHLY SEVEN I THINK THERE'S PROBABLY ROUGHLY $750 BILLION LEFT.

THIS IS FOR THREE AND A HALF MORE YEARS.

I STRONGLY ENCOURAGE, OBVIOUSLY THE MPO AND ALL OF YOU INDIVIDUALLY TO PURSUE AS MUCH OPPORTUNITY AND GRANT FUNDING THAT YOU CAN BECAUSE ONCE THAT'S OVER, THE CLIFF HITS AND WE GO BACK TO THE WAY IT USED TO BE, WHERE WE'RE FIGHTING OVER MUCH SMALLER POTS OF MONEY.

SO THAT'S COMING AND YOU KNOW, OBVIOUSLY WE'LL BE ASSISTING THE MPO AND PURSUING ALL THOSE OPPORTUNITIES THAT ARE OUT THERE.

[12. Monthly Legislative Reports]

AND THEN LASTLY, WHOOPS, I TURNED IT OFF.

THERE WE GO. THESE ARE THE LEGISLATIVE PRIORITIES SET BY THE STAFF FOR 2024.

AND AS YOU CAN SEE, IT'S A NUMBER OF DIFFERENT BUCKETS THAT ARE IN THE IIJA WHERE WE'VE IDENTIFIED OPPORTUNITIES FOR ADDITIONAL GRANTS THAT THE MPO CAN APPLY FOR FOR SEVERAL DIFFERENT PROGRAMS. AND YOU OBVIOUSLY YOU ALREADY KNOW SOME OF THEM, YOU'VE ALREADY WON SOME OF THEM.

AND THERE ARE OTHER OPPORTUNITIES AS WE CONTINUE TO LOOK AT WHAT PROJECTS THAT THE MPO OVERSEES TO MAKE SURE WE IDENTIFY WHAT WE HOPE DO AS A LINE, WHAT PROGRAM WE THINK GOES FOR WHICH PROJECT THAT THE MPO IS PUSHING.

SO THAT'S KIND OF BEEN OUR JOB IN THAT.

AND THEN WE ALSO WE BUILD KIND OF THE POLITICAL PROGRAM AROUND MAKING SURE THAT YOUR DELEGATION IS AWARE OF IT, THAT YOUR SENATORS ARE AWARE OF IT, THAT THEY'RE WEIGHING IN WITH US, DOT, THAT THEY'RE SENDING LETTERS WITH THE GRANT APPLICATIONS.

[01:25:03]

AND SO WE KIND OF MANAGE THAT BEHIND THE SCENES AS WELL.

SO WITH THAT, I'LL STOP AND TAKE ANY QUESTIONS.

CAN I JUMP IN FOR A SECOND? MADAM CHAIR? ACTUALLY, I WANT TO KIND OF SAY SOMETHING.

AND I THINK, YOU KNOW, YOU OF ALL PEOPLE WILL UNDERSTAND THIS ONE.

THEY WERE ABLE TO GET SENATOR RUBIO TO SIGN A LETTER OF SUPPORT FOR OUR PROJECT, AND I'VE NEVER HAD THAT HAPPEN BEFORE.

SO IF THERE IS SOMEBODY THAT COULD POTENTIALLY WALK ON WATER, I THINK WE MAY BE LOOKING AT THEM.

I HAVE TO GIVE CREDIT TO ONE OF OUR OTHER PRINCIPALS.

HE'S KIND OF THE OMAR FRANCO.

HE'S KIND OF A WHISPER.

YEAH. SO HE WAS ABLE TO MANAGE THAT PARTNERSHIP.

ALL RIGHT. THANK YOU.

ARE THERE NO QUESTIONS FOR THESE GENTLEMEN? OH, IF I COULD ADD ONE MORE THING ABOUT ONE FEDERAL DECISION.

THIS IS IMPORTANT. AND I KNOW FDOT KNOWS THIS IS IMPORTANT.

IT BASICALLY ASSIGNS ONE FEDERAL DEPARTMENT TO BE THE DECISION MAKER FOR THE WHOLE PROCESS OF OF GOING NEPA OR IES AS YOU'RE LOOKING AT THE PROJECT.

AND THEY CAN OVERRIDE ANY OF THE ENTITIES, ARMY CORPS, EPA OR WHATEVER IS HOLDING UP A PROJECT.

AND ALL THE STUDIES CAN NOW RUN SIMULTANEOUS.

SO THAT'S THE THEORETICAL TIME FRAME TO GET THESE REVIEWS AND THINGS DONE IN TWO YEARS SO YOU CAN MOVE ON THE PROJECT QUICKER.

ALL RIGHT. THANK YOU VERY MUCH.

WE LOOK FORWARD TO YOUR WORKING HARD FOR US.

ALL RIGHTY. NEXT.

WELL, THE NEXT THING WAS THE SURTAX, BUT THAT'S BEEN POSTPONED.

SO THE 2015 METROPOLITAN TRANSPORTATION PLAN UPDATE.

[14. 2050 Metropolitan Transportation Plan (MTP) Updates: http://routeto2050.org]

CHRISTOPHER RESTREPO, PLEASE.

GOOD MORNING, EVERYONE.

GOOD MORNING. HELLO.

HELLO. MY NAME IS CHRISTOPHER RESTREPO, PART OF BROWARD MPO STAFF WORK IN PLANNING AND PROGRAMING AND CO-PROJECT MANAGER FOR THE 2015 METROPOLITAN TRANSPORTATION PLAN, ALSO KNOWN AS ROUTE TO 2050.

AND TODAY, I'M JUST GOING TO GIVE YOU A LITTLE UPDATE OF SOME OF THE ACTIVITIES THAT WE'VE BEEN DOING SINCE OUR LAST BOARD MEETING.

SO GET READY FOR THE JOURNEY.

SO WHAT WE'RE GOING TO TALK ABOUT TODAY IS PUBLIC OUTREACH AND OUR CALL FOR PROJECTS THAT FITS WITHIN OUR ASSESSMENT PHASE OF THE 2050 MTP . FOR PUBLIC OUTREACH.

WE HAVE VISITED 13 DIFFERENT HOA'S AND COMMUNITY MEMBERS TO GIVE A PRESENTATION ON THE 2050 MTP, WHERE WE HELP EDUCATE WHAT THE MPO DOES, WHAT THE PURPOSE OF THE MTP IS, AND TRY TO GET THEM TO TAKE OUR SURVEY SO WE CAN RECEIVE SOME FEEDBACK FOR THEIR TRANSPORTATION NEEDS IN THEIR COMMUNITIES.

FROM THE LAST MEETING THAT WE HAD AT THE AT THE MPO, WE HAVE ADDED TWO EXTRA DATES.

THOSE WERE DILLARD PARK HOMEOWNERS ASSOCIATION ON MAY 15TH AND THE GALT HOA AT CAFE VICO ON MAY 18TH.

SINCE THEN, WE'VE ALSO HOSTED OUR FIRST E TOWN HALL FOR THE 2050 MTP.

OUR BOARD MEMBER BEAM FURR WAS ONE OF THE PANELISTS AND IT WAS A GOOD DISCUSSION ON FUTURE TRANSPORTATION NEEDS AND INNOVATIVE IDEAS. WE HAD ABOUT 1100 TOTAL PARTICIPANTS AND ACTUALLY WHEN WE GOT THE FINAL NUMBERS, IT'S RIGHT OFF THE PRESS RIGHT HERE.

WE HAD 1147, SO 1147 TOTAL PARTICIPANTS.

WE REACHED OUT TO ABOUT 49,000 PEOPLE THROUGH ROBOCALL AND TEXT MESSAGE.

AND OF THOSE 49,000 PEOPLE, 7000 OF THEM ANSWERED THE PHONE AND 1140 ACCEPTED THE PHONE CALL.

BUT IT WAS 1147 THAT STAYED ON.

SO THROUGHOUT THE WHOLE PHASE OF THE THE E TOWN HALL, WE HAD 873 PARTICIPANTS SUSTAINED THROUGHOUT THE WHOLE TOWN HALL.

SO THAT'S PRETTY GOOD. THAT'S THAT'S A PRETTY GOOD NUMBER FOR ANY TOWN HALL THAT LASTED 60 MINUTES.

SOME OTHER STATISTICS ABOUT THAT E TOWN HALL, 35% OF THE PEOPLE THAT ATTENDED WERE LOCATED LIVING WEST OF UNIVERSITY DRIVE BETWEEN UNIVERSITY DRIVE AND I-95.

31% OF THE PARTICIPANTS LIVED IN THAT AREA.

AND THEN EAST OF I-95 WERE 35% OF THE TOTAL PARTICIPANTS OF THE E TOWN HALL.

SO EVERYTHING KIND OF FIT WITHIN THE 30% RANGE.

SO A GOOD DISTRIBUTION OF PEOPLE.

SO WE HAVE FINALLY CLOSED OUT OUR SURVEY.

THE RESULTS ARE STILL BEING PUT TOGETHER IN THE POST PROCESSING, BUT I CAN SAY THAT WE RECEIVED OVER 1800 SURVEY RESPONSES.

OUR GOAL WAS 1000 AT THE BEGINNING OF THE FTP, SO WE SURPASSED THAT.

SO IT'S VERY GOOD.

AND WE WILL BE ANNOUNCING WHO'S RECEIVING THAT $250 VISA GIFT CARD VERY SOON.

SO CALL FOR PROJECTS.

LET'S SHIFT GEARS A LITTLE BIT.

I THOUGHT IT WOULD BE A FUN EXERCISE TO KIND OF OPEN THE CURTAIN A LITTLE BIT TO SEE WHAT WAS SUBMITTED.

AND AGAIN, WHAT YOU'RE GOING TO SEE ARE EXACTLY WHAT WAS SUBMITTED BY YOUR TAC MEMBERS.

[01:30:02]

THAT INFORMATION WILL BE SCRUBBED A LITTLE BIT IN POST PROCESSING.

BUT COLLECTIVELY WHAT WE RECEIVE WERE 202 PROJECTS THAT WERE SUBMITTED BY 22 LOCAL AGENCIES, NOT INCLUDING FDOT IN BROWARD COUNTY, THE HIGHEST NUMBER OF PROJECTS FROM A LOCAL AGENCY THAT WE RECEIVED WAS 79 PROJECTS.

SO ONE MUNICIPALITY REALLY WAS CLICKING AND PUTTING IN ALL THAT INFORMATION.

THE AVERAGE NUMBER WAS ABOUT NINE PROJECTS.

AND THEN THE MEDIAN WHEN YOU TAKE OUT THE OUTLIERS WAS ABOUT SIX PROJECTS PER MUNICIPALITY.

HERE IS A CHART SHOWING THE DISTRIBUTION OF ALL THE DIFFERENT LOCAL AGENCIES THAT SUBMITTED PROJECTS.

YOU CAN SEE FORT LAUDERDALE ALL THE WAY UP THERE.

THEY WERE THE 79 REPRESENTATIVE THERE.

WAS 79 PROJECTS, BUT YOU CAN SEE THAT WE HAD A GOOD VARIETY OF MUNICIPALITIES THAT SUBMITTED FROM CORAL SPRINGS, DANIA BEACH, SUNRISE, TAMARAC AND EVERYTHING IN BETWEEN. SO LET'S TALK A LITTLE BIT ABOUT WHAT TYPES OF PROJECTS WERE SUBMITTED.

SO THE MOST POPULAR PRIMARY WORK MIX THAT WAS SUBMITTED AND WE'RE GOING TO DO THE TOP THREE HERE.

IN THIRD PLACE, WE HAVE SAFETY PROJECTS AND BIKE LANE SLASH SIDEWALKS, EACH AT 21 PROJECTS EACH.

IN SECOND PLACE, WE HAVE ADD LANES AND RECONSTRUCT ROADWAYS WITH 24 PROJECTS.

AND THEN IN FIRST PLACE WE HAVE BRIDGES.

IT SOUNDS LIKE THERE'S A BIG NEED FOR BRIDGES IN THIS COUNTY.

SO HOPEFULLY WE CAN ADDRESS THAT WELL THROUGH THIS PROCESS.

AND TO THE RIGHT, YOU'LL SEE A CHART WITH THAT DISTRIBUTION OF ALL THE DIFFERENT TYPES OF PROJECTS THAT WERE SUBMITTED AS PRIMARY WORK MIX.

WHEN WE OPENED THE APPLICATION, WE ALSO ASKED PEOPLE TO ASK YOUR TAC REPRESENTATIVES TO SUBMIT IF A PROJECT HAD A SECONDARY WORK MIX THAT HELPED TELL THE BETTER STORY OF THE PROJECT.

AND WHAT YOU'RE GOING TO SEE ARE THOSE TOP THREE SELECTIONS.

IN THIRD PLACE, WE HAVE BIKE PATH AND TRAIL, SO THAT'S GOING TO BE A COMPONENT OF SOME OF THE PROJECTS THAT WERE SUBMITTED.

AND SECOND PLACE A SAFETY PROJECT.

AND THEN IN FIRST PLACE WE HAVE BIKE LANES AND SIDEWALKS.

SO OF ALL THOSE PROJECTS THAT WERE SUBMITTED THERE, REALLY THERE'S A FOCUS ON HAVING BIKE LANES AND SIDEWALKS BEING A PART OF THEM.

AND THEN TO THE RIGHT YOU CAN SEE A CHART OF THAT DISTRIBUTION, THAT NULL THAT YOU SEE THAT'S HIGHER THAN ALL THE REST, THAT IS JUST A BLANK OPTION THAT WAS SELECTED.

SO YEAH.

OKAY. SO OUT OF A ROADWAY OWNERSHIPS PROJECTS THAT WERE SUBMITTED IN THIRD PLACE IS THE COUNTY.

SO THAT'S GOING TO INVOLVE A COUNTY FACILITY.

AND SECOND PLACE IT WILL BE A STATE FACILITY AND IN FIRST PLACE IS LOCAL FACILITIES.

SO A LOT OF THE NEED IS ON YOUR LOCAL ROADWAYS AND THAT'S WHAT WE RECEIVED.

OH, YEAH, THERE'S MY UPDATE.

I'M HERE TO ANSWER ANY QUESTIONS ABOUT THE CALL FOR PROJECTS OR OUR PUBLIC OUTREACH.

I DON'T SEE ANY QUESTIONS.

OH, YEAH. ONE.

HOLD ON. COMMISSIONER MCGEE.

DO YOU HAVE FUTURE PUBLIC OUTREACHES THAT ARE COMING UP? AND CAN WE GET THEM? SO IF WE CAN MAKE THE ONES IN OUR NEAR US, WE CAN GET THERE.

ABSOLUTELY. SO WE JUST FINISHED OUR FIRST PHASE OF PUBLIC OUTREACH, YOU KNOW, DOING THE UPFRONT WORK SO THAT WE CAN NOW GO INTO OUR ANALYSIS PHASE.

ONCE WE'VE FINISHED ALL THE ASSESSMENT OF THE PROJECTS AND STARTING RANKING THEM, WE'RE GOING TO HAVE A FULL SECOND PHASE OF OUR PUBLIC OUTREACH TO SHOW ALL OF THE PUBLIC, HEY, THIS IS WHAT CAME THROUGH, AND WE'LL BE GOING OUT TO HOA'S AGAIN, DOING WORKSHOPS AND HOPEFULLY DOING ANOTHER E TOWN HALL. IT JUST SEEMED TO BE VERY SPARSE IN THE NORTHEAST SECTION OF THE COUNTY TO EVEN GET THE INPUT FROM THE FIRST ROUND.

I DEFINITELY WOULD ENCOURAGE A LITTLE BIT MORE OF THAT TOO.

ABSOLUTELY. YEAH, WE'LL DO THAT.

THANK YOU. ALL RIGHT.

THANK YOU VERY MUCH.

APPRECIATE IT. NEXT, WE HAVE OUR GENERAL COUNSEL'S REPORT.

[15. General Counsel’s Report]

MR. GABRIEL. YES, THANK YOU, MADAM VICE CHAIR.

SO I JUST WANT TO COMMENT TO ONE EXTENT THAT I ALSO WAS PART OF THAT ORIGINAL GROUP THAT HAD THE MPO AND THE COUNTY COMMISSION CHAMBERS WHEN WE THERE WAS A FIGHT FOR THE NUMBER OF CHAIRS THAT WERE THE COUNTY COMMISSION CHAIRS AND EVERYBODY ELSE HAD TO BASICALLY SIT AROUND THE ROOM AND BE RECOGNIZED ONCE IN A WHILE BY THOSE WHO WERE WHO ARE SITTING IN THE REGULAR CHAIRS.

CONGRATULATIONS TO THE OFFICERS AND THE EXECUTIVE COMMITTEE MEMBERS WHO HAVE BEEN BASICALLY RE ELECTED.

WELCOME BACK.

I LOOK FORWARD TO WORKING WITH YOU FOR ANOTHER YEAR.

MY REPORTS BEFORE YOU.

THERE'S REALLY NOTHING OF ANYTHING OF ANY IMPORT THAT NEEDS TO BE IDENTIFIED SPECIFICALLY, OF COURSE YOU HAVE ANY QUESTIONS, PLEASE DON'T HESITATE TO EVER ASK.

THANK YOU. HAVE A GOOD DAY.

ALL RIGHT. THANK YOU FOR YOUR SERVICE ALL THESE YEARS, TOO.

WE APPRECIATE IT.

ALL RIGHT. WE HAVE BROWARD MPO PERFORMANCE MEASURES DASHBOARD AND STATE OF THE SYSTEM REPORT FROM MISTER FLAVIEN.

[1. Broward MPO Performance Measures Dashboard & State of the System Report]

GOOD. I GUESS IT'S STILL MORNING.

MEMBERS OF THE BOARD, MADAM CHAIR, PAUL FLAVIEN WITH THE BROWARD MPO DATA SERVICES MANAGER.

AND I'M HERE TO ESSENTIALLY GIVE YOU A QUICK DEMONSTRATION OF SOME OF THE DATA PRODUCTS THAT ARE PRODUCED BY THE MPO.

[01:35:06]

NOW THESE SPECIFIC PRODUCTS THAT YOU'LL SEE.

OH, THERE IT GOES. OKAY.

YEAH. THESE SPECIFIC PRODUCTS ARE RELATED TO PERFORMANCE MEASURES.

THE PERFORMANCE MEASURE DASHBOARD, WE CREATED THAT IN 2018.

AGAIN, AS YOU KNOW, EVERY YEAR WE COME BEFORE YOU AND WE HAVE TO ADOPT PERFORMANCE MEASURE TARGETS THAT'S REQUIRED BY THE FEDERAL GOVERNMENT.

RIGHT? SO WE DEVELOPED THIS DASHBOARD FOR AT ANY TIME, RIGHT? YOU THE BOARD, OUR TACK MEMBERS OUR CAC MEMBERS, OUR GENERAL PUBLIC CAN SEE WHERE WE ARE WITH PERFORMANCE MEASURES.

ESSENTIALLY, THIS DASHBOARD IS SUPPOSED TO BE REALLY VISUALLY PLEASING AND IT REALLY, YOU KNOW, YOU'RE ABLE TO ESSENTIALLY PLAY WITH IT, RIGHT? ANYTHING ON THAT DASHBOARD, ANY CHARTS, ANY GRAPHS CAN ACTUALLY BE DOWNLOADED EITHER AS A PICTURE, EITHER AS CSV, WHICH IS AN EXCEL FILE WHICH YOU COULD RUN YOUR OWN ANALYSIS ON.

SO THE TAC MEMBERS WERE REALLY, REALLY INTERESTED IN THAT INFORMATION.

SO WITH THAT, I WILL SHOW YOU WHERE THE PERFORMANCE DASHBOARD IS.

IT RESIDES ON OUR WEBSITE.

IF YOU GO TO WHAT WE DO, MAJOR INITIATIVES, AS YOU SCROLL DOWN ON THE LEFT SIDE AND YOU CLICK ON PERFORMANCE MEASURES AND YOU SCROLL AGAIN AND YOU WILL SEE A LOVELY PICTURE.

COMING UP, I PROMISE.

INTERNET'S A LITTLE SLOW.

AH, OKAY.

THAT'S ONE OF THEM. HERE WE GO.

YOU WILL CLICK ON THIS PICTURE HERE, OR YOU CAN JUST CLICK ON WHERE IT SAYS CLICK HERE AND IT TAKES YOU TO WHERE THE DASHBOARD IS.

NOW, AGAIN, THE FIRST PAGE OF THE DASHBOARD IS LIKE A LANDING PAGE.

IT TELLS YOU A LITTLE BIT ABOUT THE BROWARD MPO.

THEY HAVE SOME STATISTICS ABOUT OUR POPULATION AND THINGS LIKE THAT.

BUT WHAT'S MOST IMPORTANT FOR THE DASHBOARD, RIGHT, IS THIS LEFT SIDE HERE.

RIGHT. YOU SEE A SCORECARD.

THIS IS ESSENTIALLY ALL ENCOMPASSING, RIGHT? YOU CLICK ON IT, IT TELLS YOU EXACTLY WHERE WE ARE AND ALL THE PERFORMANCE MEASURE AREAS THAT WE ARE REQUIRED BY THE FEDERAL GOVERNMENT TO ACTUALLY SET TARGETS ON.

ON SAFETY. YOU SEE IT.

OBVIOUSLY, WE HAVE A ZERO VISION, ZERO GOAL.

SO WE HAVEN'T MET THAT GOAL YET.

BUT IF YOU LOOK ALL THE WAY TO THE RIGHT HERE, SO WHAT WE DO HERE, WHERE'S THE TREND? RIGHT. IF IT'S RED, IT MEANS WE'RE NOT GOING IN THE RIGHT DIRECTION YET.

GREEN MEANS WE'RE GOING IN THE RIGHT DIRECTION.

GREEN IS GOOD. RED IS BAD.

SO ESSENTIALLY THAT'S THAT'S THE WHAT YOU SHOULD LOOK FOR IN THE TREND.

SO THAT'S SAFETY, INFRASTRUCTURE CONDITIONS, THAT'S YOUR PAVEMENT CONDITIONS AND YOUR BRIDGE CONDITIONS.

SO ESSENTIALLY EVERY TARGET AREA WE'RE REQUIRED TO SET TARGETS FOR.

THIS IS SYSTEM RELIABILITY.

YOU KNOW, HOW ARE WE DOING IN TERMS OF CONGESTION AND TRUCK MOVEMENTS AND STUFF LIKE THAT, TRANSIT ASSET MANAGEMENT AND ALSO TRANSIT SAFETY.

NOW, LIKE I SAID BEFORE.

THINGS CAN BE DOWNLOADED.

SO IF YOU GO AGAIN, YOU CLICK INTO THE SAFETY PORTION.

FOR EXAMPLE, WHEN YOU GO HERE, LET'S SAY ON THIS MAP, YOU CAN CLICK ON THOSE LITTLE FOUR DOTS HERE.

YOU COULD ACTUALLY DOWNLOAD THIS MAP, RIGHT AS A GIES OR YOU FIND A CHART THAT YOU LIKE.

YOU KNOW, YOU COULD FIND THOSE LITTLE DOTS, YOU CLICK ON IT, YOU CAN EXPORT IT AS A PICTURE.

YOU COULD ACTUALLY EVEN POST IT ON SOCIAL MEDIA, IF YOU LIKE.

SEND IT AS AN EMAIL TO SOMEBODY YOU KNOW.

SO ESSENTIALLY EVERY PERFORMANCE MEASURE AREA HAS THE SAME PAGE AND ESSENTIALLY ALL THAT INFORMATION AND AGAIN, IT CAN BE DOWNLOADED AS A PICTURE.

IT CAN BE, YOU KNOW, SHARED ON SOCIAL MEDIA, LIKE I SAID.

SO ESSENTIALLY THAT'S OUR PERFORMANCE MEASURE DASHBOARD.

NOW, THE OTHER PRODUCT I WANTED TO TELL YOU ABOUT IS OUR STATE OF THE SYSTEM REPORT.

SO ESSENTIALLY IT IS RELATED TO PERFORMANCE MEASURES, BUT IT ALSO INCLUDES INFORMATION ABOUT OTHER MODES, RIGHT? AIR RAIL.

SEE, SO AGAIN, THIS IS WHAT IT LOOKS LIKE NOW, THIS WE UPDATE BY THE WAY, WE UPDATE THESE THE DASHBOARD EVERY YEAR.

WE UPDATE THIS REPORT EVERY YEAR.

NOW, THIS REPORT HERE WAS ACTUALLY GIVEN OUT AT THE A LOT OF THE ALLIANCE MID-YEAR LUNCHEON.

CORRECT? OVER 600 WERE GIVEN OUT.

NOW, I HAVE ONE LEFT NOW.

AND WHOEVER WANTS IT, YOU KNOW, WE CAN HAVE AN AUCTION, RIGHT.

SO OR IT'S AVAILABLE ONLINE.

IT IS AVAILABLE.

BUT THIS IS A ACTUALLY IT'S A REALLY NICE DOCUMENT.

[01:40:05]

AND I WANT TO GIVE A SHOUT OUT TO JOSE VERA THAT ACTUALLY PRODUCED AND PRINTED THIS FOR US.

SO DOES A REALLY GOOD JOB.

SO AGAIN, IT LIVES IN AROUND THE SAME PLACE THAT AS OUR PERFORMANCE MEASURE DASHBOARD, YOU JUST SCROLL DOWN A LITTLE BIT MORE, YOU CLICK ON THE PICTURE AND IT TAKES YOU INSIDE THE DOCUMENT. NOW, AS PAUL WAS SAYING, THIS PARTICULAR DOCUMENT IS VERY IMPORTANT FOR ECONOMIC DEVELOPMENT PURPOSES.

SO AS YOUR ECONOMIC DEVELOPMENT FOLKS OR, YOU KNOW, WHOEVER'S WORKING ON YOUR TEAMS HAVE ISSUES WITH DEVELOPMENT AND UNDERSTANDING, YOU KNOW, CAPACITY ISSUES AND WHERE THINGS ARE, THIS IS ACTUALLY A GREAT DOCUMENT.

THE FOLKS AT AUTONATION AND AT KOENIG WAS ROOMS TO GO.

THEY ACTUALLY USE THIS EVERY YEAR IN THEIR OWN REPORTS.

SO YOU MIGHT ACTUALLY BE USING THIS FOR YOUR CITY REPORTS AS WELL.

AND IT'S LOADING APOLOGIES FOR THE SLOW, SLOW INTERNET AT&T TO DO, TOO.

BUT AGAIN, JUST TO PRIME THE PUMP A LITTLE BIT, AGAIN, INFORMATION YOU'LL FIND IN HERE AGAIN RELATES TO HOW THE AIRPORT IS DOING, HOW THE SEAPORT IS DOING, HOW HOW MUCH FREIGHT IS MOVED AND THINGS LIKE THAT.

SO THAT'S WHAT YOU'LL FIND IN HERE IN ADDITION TO THE PERFORMANCE MEASURE IN IN ADDITION TO ESSENTIALLY POPULATION STATISTICS ABOUT BROWARD.

SO THAT'S WHAT YOU'LL FIND IN HERE.

AGAIN, IT'S IT'S NOT A IT'S NOT A BIG DOCUMENT, BUT IT'S VERY IT'S VERY GRAPHIC INTENSIVE.

SO EVERYTHING YOU SEE IN THERE, IT'S QUICK AND EASY TO DIGEST.

AND I PROMISE IT WILL LOAD UP AT SOME POINT.

WE HAVE A QUESTION THAT MAYBE YOU COULD ANSWER WHILE WE'RE WAITING FOR IT TO COME BACK, PLEASE.

MAYOR COOPER. YES, THANK YOU VERY MUCH.

I JUST HAVE I LIKE THE DATA AND WE'RE DOING COMPARISON TO THE REGION.

I'M CURIOUS.

I DON'T KNOW IF THIS WOULD BE GOOD OR BAD.

HAVE WE RESEARCHED THE NATIONAL AVERAGES OR IS THIS JUST A PROJECT HERE IN SOUTH FLORIDA.

WELL, SPECIFICALLY, THE PERFORMANCE MEASURES THAT WE'RE SHOWING HERE ARE SPECIFICALLY FOR BROWARD AND WHAT WE DO SPECIFICALLY IN TERMS OF THE PERFORMANCE MEASURE DASHBOARD.

WE MEASURE OURSELVES AGAINST PALM BEACH AND MIAMI DADE COUNTY, BUT WE CAN ACTUALLY MEASURE OURSELVES AGAINST THE ENTIRE STATE.

IT'S JUST GET TOO MUCH.

IT COULD ACTUALLY BE DONE, BUT WE'D HAVE TO GET THAT INFORMATION FROM FOR ECONOMIC PURPOSES.

IF THAT THAT'S A CONDITION.

YOU KNOW, AND BY THE WAY, WE UPDATE THIS DASHBOARD EVERY YEAR AND IT'S SOMETHING THAT WE COULD ESSENTIALLY LOOK INTO INCORPORATING INTO IT.

SO I DO WANT TO SHARE TO THE STATE OF THE SYSTEM.

I DON'T KNOW IF WE WANT TO KNOW, BUT I MEAN, THIS IS IMPORTANT, TOO, BECAUSE ACTUALLY SAN DIEGO SANDAG, THE ASSOCIATION OF GOVERNMENTS IN SAN DIEGO, UTILIZES OUR THEY ACTUALLY STOLE WHAT WE DO.

SO, YOU KNOW, THE HIGHEST, YOU KNOW, IMITATION IS HIGHEST FORM OF FLATTERY.

SO YOU LOOK AT SOME OF THE LARGER AREAS AROUND THE COUNTRY, AND THIS IS STUFF THEY'RE USING IT ACTUALLY, ONE THING I FORGOT TO MENTION ABOUT THE PERFORMANCE MEASURE DASHBOARD, IT'S ACTUALLY BEEN PRESENTED TO FHWA FTA AT ANNUAL CONFERENCES.

SO AND I THINK PAUL CALVARESI TOLD ME THAT A UNIVERSITY IN MINNESOTA WAS ACTUALLY USING THAT AS AN EXAMPLE FOR STUDENTS.

SO, YOU KNOW, WE'VE GOTTEN SOME REALLY GOOD FEEDBACK ABOUT IT.

SO IT FINALLY LOADED UP.

ALL RIGHT. SO AGAIN, GREAT PICTURE.

AND IT STARTS OFF WITH A MESSAGE FROM OUR CHAIR AND OUR EXECUTIVE DIRECTOR.

AND AGAIN, THIS IS THE INFORMATION THAT YOU'RE GOING TO FIND IN HERE, RIGHT? INFORMATION ABOUT LAND USE AND POPULATION EMPLOYMENT, HOUSING, COMMUNITY HOUSING AND TRANSPORTATION AVAILABILITY.

AND AGAIN, THE SYSTEM CONDITIONS AND FACTS, ROADWAY TRANSIT, TRANSIT, ASSET INFORMATION ABOUT THE AIRPORTS IN THE AREA.

AND IT'S NOT JUST FOR A LOT OF THE AIRPORT.

IT ALSO INCLUDES INFORMATION ABOUT THE FX, FX OVER HERE AND PERRY AND ALL THE OTHER AIRPORTS IN BROWARD AS WELL.

SO, AGAIN, IT'S A REALLY NICE DOCUMENT.

YOU PLEASE GO INTO OUR WEBSITE AND LOOK AT IT.

I'LL JUST POINT OUT JUST ONE THING REAL QUICK.

LOOK AT THIS PAGE HERE ABOUT THE AIRPORTS.

YOU SEE HOW THE THE GRAPH SHOWS THE PLUNGE THERE DURING THE, I GUESS, COVID.

AND YOU SEE IT'S STARTING TO BOUNCE BACK HERE, I GUESS, IN 2021.

SO AGAIN.

IT HAS INFORMATION ON ALL THIS, ESSENTIALLY THE ENTIRE TRANSPORTATION SYSTEM THAT WE HAVE HERE IN BROWARD.

SO I GUESS WITH THAT, I AM ACTUALLY DONE.

AND PLEASE VISIT OUR WEBSITE AND PERUSE SOME OF THESE PRODUCTS.

ALL RIGHT. THANK YOU VERY MUCH.

AND IT WAS A REALLY INTERESTING BOOK.

[01:45:01]

THANK YOU, BY THE WAY.

GREAT. THE AUCTION STARTED.

OH, MAYOR COOPER. ALL RIGHT, ALL RIGHT.

ALL RIGHT. THERE ARE NO FURTHER QUESTIONS.

SO THANK YOU VERY MUCH.

[2. Off-System Safety Program Overview]

NEXT UP, SYSTEM SAFETY PROGRAM OVERVIEW.

MARK BROWN, AS MARK COMES UP HERE, I ALSO WANT TO LET YOU KNOW THAT THE UNIVERSITY OF SOUTH FLORIDA, URBAN RESEARCH AND TRANSPORTATION CENTER, WHICH IS ONE OF 12 IN THE COUNTRY, HAS ACTUALLY ADVANCED SOME OF OUR PROGRAMS THAT MARK HAVE BEEN WORKING ON TO THE NATIONAL LEVEL.

SO YOU'LL BE SEEING OTHER AWARDS COMING IN THE NEAR FUTURE ON THIS.

ALL RIGHT. THANK YOU, GREG.

MARK BROWN, SENIOR PLANNER WITH THE BROWARD MPO.

GOOD TO BE HERE. I'LL BE TALKING ABOUT THE OFFICE SYSTEM SAFETY PROGRAM WE PUT TOGETHER AT THE BROWARD MPO.

THIS IS A NEW PROGRAM WHEREBY WE'RE FUNDING, PLANNING, DESIGNING AND HELPING IMPLEMENT SAFETY PROJECTS ON LOCAL ROADWAYS THROUGHOUT BROWARD COUNTY ON BEHALF OF MUNICIPALITIES.

WE'RE VERY PROUD OF THE PROGRAM AND WE'RE ONE OF FEW MPOS WHO HAVE THIS TYPE OF THING, I BELIEVE HILLSBOROUGH MPO, I THINK THEY HAVE IT AND SANDAG IN SAN DIEGO AND MAYBE 1 OR 2 OTHERS.

SO WE'RE VERY UNIQUE IN THAT REGARD AND WE'RE VERY PROUD OF WHAT WE HAVE HERE.

AND LET ME TAKE YOU THROUGH A BIT OF BACKGROUND ABOUT WHY WE CREATED THIS.

SO SOUTH FLORIDA CONTINUES TO BE ONE OF THE MOST DANGEROUS GEOGRAPHICAL AREAS FOR ROADWAY FATALITIES.

EVERY YEAR, WE HAVE FATALITIES TENDING TO GO UP OVER THE THREE ANY COUNTY, SOUTH FLORIDA AREA, BROWARD COUNTY IN PARTICULAR, WE HAVE ABOUT 200 TO 230 TRAFFIC FATALITIES EVERY YEAR.

I THINK A LOT OF THEM COULD BE PREVENTED IF WE CHANGED THE WAY WE DESIGN OUR ROADWAYS AND MADE SAFETY A PRIORITY.

I ACTUALLY THINK THE MAJORITY OF THE FATALITIES COULD BE PREVENTED IF WE MADE SAFETY A PRIORITY.

AND FDOT AND WA ARE DOING A GREAT THINGS FOR SAFETY.

THEY HAVE A LOT OF MOMENTUM.

WE WANTED TO BUILD OFF OF THAT AND WORK TOGETHER WITH FDOT AND FHWA.

AND THEN FINALLY FOR THE BACKGROUND FDOT, THEY BEGAN MOVING AWAY FROM DOING PROJECTS ON LOCAL ROADWAYS.

SO WE THOUGHT THAT WOULD BE A GOOD OPPORTUNITY TO FILL IN THAT GAP AND BEGIN DOING PROJECTS, MORE PROJECTS ON LOCAL ROADWAYS.

THIS REALLY BEGAN WITH THE 2045 MTP, WHERE WE MADE SAFETY A PRIORITY.

WE ALLOCATED FUNDING FOR SAFETY STUDIES ABOUT $150,000 PER YEAR, AND WE ALLOCATED ABOUT 3 MILLION PER PER YEAR FOR SAFETY PROJECTS AND WE'RE HOPING THAT WILL CONTINUE IN THE 2050 EMT-P AS WELL.

SO THE MPO INCLUDES THIS PROGRAM AS PART OF THE ANNUAL PRIORITIES LIST WE GIVE TO EVERY YEAR.

ALL RIGHT. I'LL TAKE YOU THROUGH THE DETAILS OF THE PROGRAM.

SO WE WANTED TO CREATE AN INNOVATIVE AND EQUITABLE SAFETY STUDY PROCESS TO HELP MUNICIPALITIES.

MANY OF THEM DON'T HAVE THE STAFF OR THE FUNDING TO DO THEIR OWN SAFETY PROJECTS.

SO WE WANTED TO FILL IN THAT GAP AND HELP THEM ALONG.

WE HAVE THE ULTIMATE GOAL OF GETTING MORE SAFETY PROJECTS INTO THE TIP.

THAT'S OUR ULTIMATE GOAL, TO GET MORE PROJECTS ON THE GROUND AND BUILT IN BROWARD COUNTY, WE DO HAVE A GOAL OF CREATING, CREATING A CONVEYOR BELT OF PROJECTS FROM BEGINNING TO END, FROM PLANNING TO IMPLEMENTATION, WHEREBY IN ANY GIVEN YEAR WE WOULD HAVE ONE PROJECT IN PLANNING, ONE PROJECT IN PROJECT DEVELOPMENT AND ANOTHER BEING IMPLEMENTED.

THIS IS THE 30,000 FOOT VIEW OF OUR PROGRAM.

I'M GOING TO TAKE YOU THROUGH IT COLUMN BY COLUMN VERY BRIEFLY, BEGINNING WITH THE DARK BLUE COLUMN ON THE LEFT.

ALL RIGHT. AS YOU KNOW, IN OUR 2045 MCP, WE IDENTIFIED ABOUT 150 HIGH CRASH LOCATIONS THROUGHOUT THE COUNTY.

EVERY YEAR WE PICK 1 OR 2 OF THEM TO DO A ROADWAY SAFETY AUDIT.

OR A TRAFFIC SAFETY STUDY.

AND WE CONVENE A TEAM TO HELP WITH THAT, INCLUDING THE MPO, BROWARD COUNTY, FDOT AND MUNICIPALITIES.

AND WE ALL WORK TOGETHER ON SELECTING THOSE LOCATIONS.

HERE WE HAVE OUR TRAFFIC STUDY PHASE.

[01:50:01]

WE BEGIN BY COLLECTING DATA, IDENTIFYING CROWD HOTSPOTS GOING OUT INTO THE FIELD AS WELL, AND DEVELOPING CONCEPTUAL ALTERNATIVES. WE LOOK AT ALL TYPES OF COUNTERMEASURES, EVERYTHING FROM NEW CROSSWALKS, SIGNAL TIMING, VERY LOW COST COUNTERMEASURES THAT THE MUNICIPALITY COULD DO ON THEIR OWN VERY QUICKLY.

AND THEN WE GO TO MORE EXPENSIVE PROJECTS LIKE ROUNDABOUTS, PROTECTED BIKE LANES, THINGS WE COULD PUT INTO OUR TIP AND GET FUNDED VIA THE MPO.

THE CONCEPTS AND RECOMMENDATIONS ARE REVIEWED BY THE MUNICIPALITY, COUNTY AND FDOT, SO THIS IS A TEAM EFFORT ALL THE WAY.

WE COLLABORATE WITH ALL THREE THROUGHOUT THE PROGRAM.

THEN WE GO ON TO OUR PROGRAMING.

THE PROJECT MUST MEET BROWARD MPOS PROGRAM READY CRITERIA AND THE MULTIMODAL PRIORITY LIST.

WE AIM FOR A PROJECT COST BETWEEN ABOUT 1,000,001.5 MILLION, AND WE HAVE MULTIPLE WAYS OF DELIVERING A PROJECT DEPENDING ON THE ROADWAY TYPE, THE ROADWAY JURISDICTION, IT MIGHT BE FDOT, IT MIGHT BE BROWARD COUNTY, IT MIGHT BE THE MUNICIPALITY, IT MIGHT EVEN BE MTECH.

SO WE DO HAVE A LOT OF AVENUES TO IMPLEMENT A PROJECT.

AND WE DID COMPLETE A PILOT ROADWAY SAFETY AUDIT IN 2022 ROYAL PALM BOULEVARD IN CORAL SPRINGS.

SO WE CAME UP WITH A FEW CONCEPTUAL SOLUTIONS FOR ROYAL PALM BOULEVARD AND I'LL TAKE YOU THROUGH THEM.

WE DID RECOMMEND BUMP OUTS AND A LEAN ROAD DIET FOR THE INTERSECTION OF ROYAL PALM BOULEVARD AND UNIVERSITY DRIVE.

WE'RE RECOMMENDING ACCESS MANAGEMENT FOR 89TH AND 91ST.

WE'RE RECOMMENDING A MID-BLOCK CROSSWALK BETWEEN 91ST AND RIVERSIDE, AND WE HAVE PEDESTRIAN SAFETY IMPROVEMENTS AT RIVERSIDE DRIVE AS WELL.

AND I'LL TAKE YOU THROUGH THEM ONE BY ONE.

HERE WE HAVE THE INTERSECTION OF UNIVERSITY AND ROYAL PALM, WHERE WE HAVE THREE NEW BUMP OUTS HIGHLIGHTED IN ORANGE.

WE HAVE A 3 TO 2 LANE REDUCTION ON THE WESTERN LEG.

ELIMINATING A TRAFFIC CONFLICT AT THAT POINT.

REALLOCATING RIGHT OF WAY TO DO A LANDSCAPED AREA HIGHLIGHTED IN GREEN.

AND WE'LL BE CONVERTING A MERGE LANE TO A DEDICATED RIGHT TURN ONLY LANE ON THE EASTERN LEG TO ELIMINATE A TRAFFIC CONFLICT AT THAT POINT. HERE WE HAVE A NEW ACCESS MANAGEMENT AT 89TH AND 91ST.

WE'RE DOING A RIGHT IN RIGHT OUT LEFT IN MEDIAN OPENING TO ELIMINATE A TRAFFIC CONFLICT AT THOSE POINTS. HERE WE'RE RECOMMENDING A NEW CROSSWALK BETWEEN 91ST AND RIVERSIDE WITH A NEW PEDESTRIAN HYBRID BEACON.

AND HERE WE HAVE RIVERSIDE, WHERE WE HAVE A LOT OF PEDESTRIAN SAFETY IMPROVEMENTS.

WE HAVE NEW SIGNAGE, HIGH VISIBILITY CROSSWALKS.

AND I BELIEVE WE'RE DOING A NEW PROTECTED YELLOW LEFT TURN SIGNAL AT THE INTERSECTION AS WELL.

ALL RIGHT. SO NEXT STEPS, WE ARE WORKING WITH FDOT AND BROWARD COUNTY TO IMPLEMENT THIS PROJECT.

WE HAD A LOT OF COORDINATION WITH BOTH OF THEM.

I BELIEVE WE HAD MAYBE 8 TO 10 MEETINGS WITH FDOT AND BROWARD COUNTY.

SO THIS IS THIS IS TRULY A COLLABORATIVE EFFORT, AND WE'RE GRATEFUL FOR THE HELP WE GOT FROM THE COUNTY AND FROM FDOT.

WE'LL BE WORKING ON A TRAFFIC SAFETY STUDY ON CLEARY BOULEVARD AND OAKLAND PARK LATER IN THE YEAR AS WELL.

AND WITH THAT, WE'LL TAKE QUESTIONS.

THANK YOU. ARE THERE ANY QUESTIONS? LET'S SEE. ANYONE.

THEIR COMMISSIONER, WELCH.

SO THE SIGNAL BEACON, IS IT ACTIVATED BY A BUTTON OR IS WHEN SOMEONE GETS IN THE THE WALKWAY? IT WOULD BE ACTIVATED BY BUTTON ACTUATED.

OKAY. THANK YOU. OOPS.

COMMISSIONER SCHUMANN.

THANKS. I'M JUST WANTED TO CONFIRM, IS THE MID-BLOCK CROSSWALK SIGNALED? IT IS CORRECT.

OKAY. THANK YOU. ALL RIGHT.

NO FURTHER QUESTIONS.

THANK YOU VERY MUCH, MR. BROWN. NEXT, WE HAVE MR.

[3. Draft 2024 Broward MPO Federal and State Legislative Priorities]

[01:55:02]

CALVARESI WITH A DRAFT OF OUR FEDERAL AND STATE LEGISLATIVE PRIORITIES.

THANK YOU, MADAM CHAIR. AND FOR YOUR LONG HAULERS, I'LL TRY TO BE FAST.

SO EVERY YEAR AROUND THIS TIME, WE BRING THE NEW LEGISLATIVE PRIORITIES FOR THE UPCOMING FISCAL YEAR.

THESE ARE DIVIDED INTO TWO PARTS.

SO WE HAVE FEDERAL AND THEN STATE.

OUR FEDERAL ADVOCATES ALREADY WENT THROUGH SOME OF THE DETAILS ON THIS.

THIS FIRST SLIDE ARE POTENTIAL GRANTS, NEW FUNDING GRANTS.

SO THE IJA NOT ONLY RENEWED, RENEWED AND INVIGORATED THE FUNDING THAT WAS ALREADY EXISTING, BUT ALSO $550 BILLION IN NEW PROGRAMS. THAT'S WHAT'S ON THIS SLIDE.

OF THAT, I'M PROUD TO SAY THE MPO HAS HAD SUCCESS WITH THESE BECAUSE WE'VE WON THREE GRANT AWARDS FROM THESE NEW PROGRAMS. OKAY. ON THIS SLIDE, WE'RE LOOKING AT PROGRAMS THAT ARE YOUR MORE HISTORIC INSTITUTIONAL GRANTS ARE INFRA FOR MEGA PROJECTS, FOR VERY LARGE INFRASTRUCTURE PROJECTS THAT COULD SPAN BODIES OF WATER IN DIFFERENT WAYS.

OKAY. THERE'S ALSO RAISE, WHICH I KNOW SEVERAL CITIES HAVE APPLIED FOR, AND THEN THE CONGESTION RELIEF PROGRAM.

SO WHAT WE'RE LOOKING AT THIS IS INSTRUCTING OUR FEDERAL ADVOCATES IN ORDER TO SUPPORT AND PURSUE THESE GRANT OPPORTUNITIES AS THEY COME UP AND AS THE MPO SEES FIT.

OKAY. WE'RE ALSO LOOKING AT OTHER CATEGORIES OF IMPROVING EFFICIENCY IN DC TO HELP OUR PROJECTS GET PERMITTED FASTER.

I KNOW ANTHONY ALREADY MENTIONED THAT TODAY THAT THAT'S ACTUALLY AN ACCOMPLISHMENT THAT WE CAN CONSIDER.

OKAY. AND THEN ALSO LOOKING AT FUNDING FLEXIBILITY, AS YOU'VE SEEN WITH OUR MTP PRESENTATIONS, THIS BOARD IS GOING TO HAVE TO MAKE HARD DECISIONS ABOUT HOW TO SPEND THE MONEY, BUT ALSO SOME OF THAT A LOT OF THAT MONEY IS DESIGNATED FOR CERTAIN USES.

SO WE'RE DIRECTING THIS IS TO DIRECT OUR FEDERAL ADVOCATES TO ALLOW THIS BOARD THE FLEXIBILITY TO SPEND THOSE FUNDS ON THE PROJECTS THAT OUR REGION NEEDS.

OKAY. AND WE'RE ALSO LOOKING TOWARDS THE FUTURE.

AS WE KNOW, THINGS ARE CHANGING AND WE WANT TO BE AHEAD OF THE TECHNOLOGY CURVE.

OKAY. WHAT DOES THAT MEAN FOR ADVANCED AIR MOBILITY? WE KEEP TALKING ABOUT HAVING DRONES DROP OFF PACKAGES.

WELL, WHAT'S THE REGULATORY.

WHAT DOES THAT MEAN? AND THIS WAY WE CAN GET AHEAD OF THAT.

SAME WITH THE ELECTRIC INFRASTRUCTURE AND A LOT OF THE AV ON THE EV SIDE.

WE KNOW THAT OUR BUDGETS FUNDED THROUGH THE GAS TAX.

WELL, THE EVS DON'T PAY GAS TAX BECAUSE THEY DON'T BUY GAS.

SO THAT'S A CONSIDERATION.

AND THEN ON THE AV, THERE'S A LOT OF LEGISLATION THAT NEEDS TO BE PASSED BECAUSE WHAT HAPPENS? WHERE'S THE LIABILITY IN IT? IF A CAR WITHOUT A DRIVER HITS SOMEONE WHO'S LIABLE? SO THESE ARE YOUR FEDERAL LEGISLATIVE PRIORITIES.

AND AT ANY TIME, PLEASE FEEL FREE TO INTERRUPT AND WE'LL MAKE EDITS AND CHANGES.

ON THE STATE SIDE, SO WE'RE GOING TO CHANGE GEARS A LITTLE BIT ON THE STATE SIDE.

OKAY. WE'RE LOOKING AT ONCE AGAIN SAFETY AND SUSTAINABILITY.

EXPAND REGULATIONS ON DISTRACTED DRIVING.

WE SEE THAT ALL THE TIME.

ON MY WAY TO THE OFFICE THIS MORNING, THERE'S SOMEBODY IN THE LEFT LANE GOING 20 MILES UNDER THE SPEED LIMIT.

BUT I GUESS HIS INSTAGRAM POST WAS REALLY INTERESTING.

OKAY. ALSO LOOKING AT FEDERAL GRANTS FOR RESILIENCY FUNDS, THAT'S REALLY IMPORTANT TO BRING IN.

UNDER OUR PREVIOUS GOVERNOR, WE COULD NOT EVEN SAY CLIMATE CHANGE, AND NOW WE.

OKAY. ANOTHER CARRYOVER FROM LAST YEAR, IMPROVING THE ELECTRIC GRID.

I ACTUALLY BELIEVE THAT CAME FROM MAYOR COOPER.

THAT WAS YOUR SUGGESTION THAT EDIT.

OKAY. ALL RIGHT.

AND THEN ALSO LOOKING TOWARDS OUR PEERS AS, AND THEN, AS YOU KNOW, THE STATE OF FLORIDA IS ONE OF THE WORST IN THE COUNTRY FOR BIKE AND PED ACCIDENTS. AND WE'RE LOOKING.

CAN WE GO LOOK AT OUR PEERS ACROSS THE NATION AND APPLY THEIR PRACTICES HERE? BECAUSE IF IT WORKS IN ANOTHER STATE, IT PROBABLY WORK HERE.

SO CAN WE TAKE OUR BEST PRACTICES AND APPLY THEM? AND THE LAST ONE IS ENCOURAGING FDOT TO FAST TRACK SAFETY PROJECTS.

WE ALL SAY SAFETY IS ONE OF OUR TOP PRIORITIES, BUT WE KNOW GIVEN OUR WORK PROGRAM, IF WE HAVE THE BEST SAFETY PROJECT TODAY, WE WILL DELIVER IT IN SIX YEARS.

AND THERE'S A LITTLE BIT OF A HYPOCRISY WITH THAT.

SO IF WE THINK THAT, YOU KNOW, YOU REALLY SPEAK WITH YOUR WALLET.

SO WE'RE GOING TO SAY SAFETY IS IMPORTANT.

LET'S FAST TRACK THESE PROJECTS.

ALL RIGHT. AND THEN ONCE AGAIN, FUNDING FLEXIBILITY.

AND IT'S THIS GETS INTO MORE SPECIFIC PROGRAMS, BUT IT'S THE SAME OVERALL THEME OF WE WANT TO BE ABLE TO GIVE THIS BOARD THE FLEXIBILITY TO FUND THE PROJECTS THAT ARE NEEDED, NOT TO FILL POTS OF MONEY WITH THE PROJECTS, WITH THE PROJECTS THAT THEY CAN FUND.

[02:00:05]

WE DON'T IT'S EFFECTIVELY THE TAIL WAGGING THE DOG RIGHT NOW.

AND THEN LASTLY, MPO EXPANSION, THIS MIGHT SEEM OUT OF PLACE, BUT THERE WAS A LITTLE BIT OF A SHOT ACROSS THE BOW THIS LEGISLATIVE SESSION WHERE IT STARTED OFF AS A MANDATORY MERGER BETWEEN PINELLAS, HILLSBOROUGH AND PASCO COUNTY.

THAT BILL GOT WATERED DOWN TO JUST DO A STUDY TO SEE WHAT THAT MERGER WOULD LOOK LIKE.

BUT READING THE TEA LEAVES, WE FEEL LIKE THIS IS GOING TO COME UP AGAIN THROUGHOUT THE LEGISLATURE.

AND IF IT DOES HAPPEN, WE WANT TO GET AHEAD OF IT AND BE ABLE TO WRITE THE RULES FOR US INSTEAD OF LETTING TALLAHASSEE DO IT.

SO WITH THAT, MADAM CHAIR, BACK TO YOU.

ALL RIGHT. I DON'T SEE ANY QUESTIONS.

DOES ANYONE HAVE ANY QUESTIONS ON THIS? LOOKS COMPREHENSIVE.

GO GET THEM. THANK YOU, MADAM CHAIR.

ALL RIGHT. THANK YOU.

I BELIEVE THE REST OF OUR ITEMS ARE MOSTLY INFORMATIONAL.

SO DOES ANYONE ELSE HAVE ANYTHING FURTHER THEY'D LIKE TO COMMENT ON? CAN I? MADAM CHAIR, JUST REALLY QUICKLY, SINCE THE LONG HAUL HAS JUST STAYED, I WANT TO KIND OF SHARE WITH A PIECE OF INFORMATION AND PAUL JUST REMINDED ME AS HE WAS DOING HIS PRESENTATION.

WHILE I WAS IN DETROIT YESTERDAY AND THE DAY BEFORE I MET WITH GENERAL MOTORS.

AND ONE OF THE THINGS THEIR GENERAL MOTORS EV PERSON SAID, WHICH I WROTE DOWN TO TELL YOU, IS IF YOU HAVE A GENERAL MOTORS DEALER IN YOUR COMMUNITY, THEY GENERAL MOTORS HAS REQUIRED THAT THE DEALERSHIP INSTALL A ELECTRICAL VEHICLE FACILITIES IN YOUR MUNICIPALITY, NOT ON THEIR FACILITY, ON YOUR IN YOUR MUNICIPALITY.

SO I'M GOING TO RESTATE THAT, IF YOU HAVE A GM DEALER IN SEVERAL OF YOU DO, YOU CAN ACTUALLY GO TO THEM AND THEY WILL ACTUALLY COME AND PUT IN FACILITIES FOR YOU WHERE YOU WANT THEM FOR FREE.

SO REPEATING THAT, I DID NOT ASK THE LIMIT, BUT HE SEEMED TO BE VERY MUCH OF SAYING, WELL, AS MUCH AS YOU CAN ASK.

SO THAT JUST IS VERY STRAIGHTFORWARD.

AND THAT'S AN EFFORT THAT GENERAL MOTORS IS DOING.

YOU MAY WANT TO TAKE ADVANTAGE OF IT IF YOU HAVE A GM DEALER.

ALL RIGHT. THANK YOU.

I JUST WANTED TO SAY IN CLOSING THAT WE ARE EXPOSED TO A LOT OF NEGATIVITY ON THE NEWS AND EVERYWHERE THESE DAYS.

AND IT WAS SO UPLIFTING TODAY TO BE CHAIRPERSON OF A MEETING WHERE WE HAD SO MANY GOOD THINGS AND SO MANY POSITIVE THINGS GOING ON.

SO HOORAY FOR US.

AND I THINK THAT IT'S NOT AN ACCIDENT THAT THE WAY THE BOARD, THE MPO ITSELF WORKS SO COLLEGIATELY AND THE WAY WE WORK TOGETHER, WE DON'T FIGHT EACH OTHER.

WE GET ALONG WITH EACH OTHER AND WE WORK FOR THE GOOD OF ALL OF US.

SO THANK YOU VERY MUCH.

AND I'M REALLY PROUD TO BE PART OF THIS GROUP.

AND WITH THAT BEING SAID, COULD WE HAVE A MOTION AND A SECOND TO ADJOURN? MOTION? WITH A FEW OF US THAT ARE LEFT HERE.

WE WE NEED IT CLICKED IN THOUGH A MOTION AND A SECOND WE NEED A MOTION AND SECOND CLICKED IN, THOUGH.

THAT'S NOT CLICKING. A VOICE VOTE IS ACCEPTABLE.

OKAY, MADAM CHAIR, ARE WE ALL RIGHT? ALL IN FAVOR? AYE.

AYE. SO FEW OF US.

SEE YOU JULY 13TH.

AND THANK YOU ALL.
