JUST WANTED TO GIVE YOU A QUICK UPDATE ON THE METROPOLITAN TRANSPORTATION PLAN. I KNOW I'M UP HERE MONTHLY AND THERE'S AN NON ACTION ITEM THIS MONTH FOR THE DRAFT LIST OF PROJECTS KIND OF AS A FOLLOW UP TO THE PROJECT PRIORITIZATION. BUT I JUST WANT TO GIVE YOU A QUICK UPDATE ON SOME OF THE OTHER ITEMS RELATED TO THE METROPOLITAN TRANSPORTATION PLAN. IN FRONT OF YOU YOU'LL SEE KIND OF JUST THE MAJOR STEPS IN THE METROPOLITAN TRANSPORTATION PLANNING PROCESS AND I WANTED TO HIGHLIGHT TWO THINGS, ONE IN THE NEEDS ASSESSMENT SORT OF THE UPCOMING SCHEDULE AND I'M GOING TO AGAIN I'M GOING TO REINFORCE THIS DURING THE DRAFT LIST OF PROJECTS DISCUSSION BUT RIGHT NOW WE'RE GOING TO SHARE WITH YOU THE DRAFT LIST OF PROJECTS TODAY HOPEFULLY WE'LL HAVE A GOOD DISCUSSION ON THAT AND THEN MOVING FORWARD LOOKING AHEAD TO APRIL MAY IS WHEN WE'RE LOOKING AT PUTTING TOGETHER A DRAFT COST FEASIBLE LIST OF PROJECTS TO SHARE WITH YOU ALL. SO WE'LL BE TAKING THE FINANCIAL FORECAST OR THE REVENUE ASSUMPTIONS THAT WE GET FROM THE STATE AND FEDERAL GOVERNMENT AND STARTING TO APPLY THAT TO THE LIST OF PROJECTS AND SHOWING YOU WHAT'S ACTUALLY COST FEASIBLE OVER THE TWENTY FIVE YEAR PLANNING HORIZON. WE'VE ALSO ON THE TRANSIT SYSTEMS PLAN WE'VE MET WITH OUR TRANSIT PARTNERS IN ORDER TO FURTHER DEVELOP THE VISION AS PART OF THE TRANSIT SYSTEM PLAN AND WE ARE INCORPORATING FEEDBACK FOR THAT TRANSIT VISION OF COURSE WITH THE DAWN OF THE SURTAX. THERE IS THERE'S GOING THERE'S GOING TO OBVIOUSLY BE A HUGE SHIFT IN THE TRANSIT NETWORK IN THE NEAR TERM AND WE WANT TO MAKE SURE WE CAPTURE THAT AS PART OF OUR VISION. BUT ONE THING THAT WE'RE LOOKING AT IS WE'RE LOOKING AT PLANNING BEYOND 2045 AND EVEN 2048. LOOKING AT WHEN THE SURTAX SUNSHINES WE WANT TO BE ABLE TO KIND OF LAY OUT A GENERAL NETWORK THAT OUR BOARD AND THE REGION CAN WORK TOWARDS BASED ON SOME TRAVEL DEMAND AND TRANSIT MARKET SEGMENTATION ANALYSIS THAT WE HAVE COMPLETED AS PART OF THE METROPOLITAN TRANSPORTATION PLAN. FINALLY ON THE SCENARIO PLANNING THAT'S SOMETHING THAT WE'VE REMAINED LARGELY QUIET ON AND ONE OF THE REASONS WHY WE'VE BEEN A LITTLE BIT MORE SILENT ON THAT EFFORT IS BECAUSE WE HAVE BEEN WAITING FOR THE SOUTHEAST REGIONAL PLANNING MODEL FOR THOSE OF YOU WHO ARE FAMILIAR WITH THE SOUTHEAST REGIONAL PLANNING MODEL THAT IS OUR TRANSPORTATION MODEL THAT WE USE FOR THE TRI COUNTY REGION FROM MIAMI DADE PALM BEACH AND BROWARD AND OF COURSE EVERY YEAR THAT APPEARS TO GET LATER AND LATER AT LEAST WHEN IT'S AVAILABLE TO US AND THIS YEAR WAS NO DIFFERENT. SO THERE WAS THERE WERE SOME SLIGHT DELAYS AND THAT DELAY IS NOT DUE TO ANYONE'S INDIVIDUAL FAULT. I MEAN THAT'S ALWAYS A COLLECTIVE INFORMATION GATHERING PROCESS AND THERE ARE DELAYS ALONG THE WAY BUT WE'VE JUST OBTAINED THE NEWEST SERPM 8 MODEL AND WE'LL BE USING THAT TO RUN THE ANALYSIS FOR THE SCENARIO PLANNING SO HOPEFULLY IN THE COMING MONTHS WE'LL BE ABLE TO SHARE SOME RESULTS FOR YOU ON THAT. JUST QUICKLY ON THE NEEDS ASSESSMENT I WANT TO STRESS AGAIN THE SCHEDULE THAT WE HAVE AND ALSO BE TRANSPARENT WITH YOU ALSO THAT YOU KNOW THAT THERE ARE OPPORTUNITIES FOR INPUT IN THE DEVELOPMENT OF THE DRAFT COST FEASIBLE PLAN FOR THE

2045 MTP. SO AS I MENTIONED AT TODAY'S MEETING WE ARE GOING TO BE DOING A LITTLE BIT OF FOLLOW UP ON THE PRIORITIZATION PROCESS AND REVIEWING A DRAFT LIST OF PROJECTS. THAT'S PART OF THE SECOND ON ACTION ITEM TODAY. THIS WAS REALLY AT THE REQUEST OF THE TAC WHERE THERE WAS SOME CONCERNS ABOUT HOW THE PRIORITIZATION PROCESS WAS GOING TO BE APPLIED. AND WE AS TECHNICAL STAFF SAID WHY DON'T WE JUST TAKE THE LIST OF PROJECTS THAT WE HAVE IN RAW FORM AND USE THAT TO APPLY THE PRIORITIZATION PROCESS AND SHOW YOU HOW THE SCORING PLAYS OUT AND WE'LL BE LOOKING FOR FEEDBACK ON THAT TODAY. HOPEFULLY WE'LL BE ABLE TO USE THAT LIST OF PROJECTS TO DO A LITTLE BIT MORE ANALYSIS ON IT AND COME UP WITH A DRAFT COST FEASIBLE PLAN WHERE WE CAN MATCH THOSE REVENUE ASSUMPTIONS TO THOSE PROJECTS THOSE PRIORITIZED PROJECTS THAT WILL BE COMING TO YOU IN MARCH OF 2019. SO NEXT MONTH. WE'LL ALSO BE COMING TO YOU WITH SOME SCENARIOS FOR FUNDING BASED ON THE SIX PROGRAMS THAT WE HAVE SET UP IN THE MTP AND WE'LL PROBABLY LOOKING FOR YOUR FEEDBACK ON THE MOST APPROPRIATE FUNDING DISTRIBUTION FOR EACH OF THOSE SIX FUNDING PROGRAMS. FINALLY IN APRIL 2019 WE'LL BE LOOKING FOR ENDORSEMENT OF THE DRAFT COST FEASIBLE PLAN. AND I WANT TO BE VERY CLEAR THAT THIS IS JUST AN ENDORSEMENT OF THE DRAFT PLAN. WE'RE NOT LOOKING TO ADOPT THE METROPOLITAN TRANSPORTATION PLAN UNTIL DECEMBER OF THIS YEAR BUT BY ENDORSING A DRAFT COST FEASIBLE PLAN THAT ALLOWS US TO MOVE FORWARD AND WORK TO GET THOSE PROJECTS THAT ARE ON THE DRAFT COST FEASIBLE PLAN PROGRAM READY MEANING THAT WE GET RESOLUTIONS OF SUPPORT MAINLY FROM OUR MEMBER GOVERNMENTS SO THAT WE CAN WORK TO PROGRAM THOSE PROJECTS RIGHT WHEN THE METROPOLITAN TRANSPORTATION PLAN IS ACTUALLY ADOPTED. SO THERE WILL BE STILL TIME TO TAKE AND COMMENT ON THE OVERALL PLAN AHEAD OF DECEMBER. THE OTHER THING THAT I WANTED TO MAKE YOU AWARE OF IS THAT YOU'LL YOU'LL START TO SEE THE MULTI-MODAL PRIORITIES LIST WHICH HELPS IN THE DEVELOPMENT OF THE TRANSPORTATION IMPROVEMENT PROGRAM. NOW BECAUSE OF THE WAY THE CYCLE IS IS GOING THIS YEAR WITH THE ADVANCED CYCLE FROM THE FLORIDA LEGISLATURE WE'RE GOING TO HAVE TO GET OUR TRANSPORTATION IMPROVEMENT PROGRAM OR CAPITAL IMPROVEMENT PROGRAM READY EARLIER THIS YEAR. SO THAT MEANS THE MULTI-MODAL PRIORITIES LIST TO DEVELOP THAT WORK PROGRAM IS GOING TO HAVE TO BE TRANSMITTED TO FDOT EARLIER. AND WE'D LIKE TO MAKE SURE THAT WE'RE ABLE TO INCORPORATE THE NEW PROJECTS THAT ARE IDENTIFIED IN THE METROPOLITAN TRANSPORTATION PLAN TO BUILD THAT MULTI-MODAL PRIORITIES. SO YOU'LL SEE AFTER MARCH WHEN WE HAVE THE DRAFT COST FEASIBLE PLAN PRESENTED TO YOU ALL IN APRIL YOU'LL ACTUALLY SEE THE DRAFT MULTI-MODAL PRIORITIES LIST THAT WAS BUILT OFF OF THAT DRAFT COST FEASIBLE PLAN. THEN IN APRIL ONCE THE DRAFT COST FEASIBLE PLAN AND SCENARIO IS ENDORSED THEN WE'LL LOOK TO ADOPT THE MULTI-MODAL PRIORITIES LIST BASED ON THAT DRAFT COST FEASIBLE PLAN.

THE FOLLOWING MONTH IN MAY. SO I JUST WANTED TO GIVE YOU KIND OF A HEADS UP OF WHAT'S COMING DOWN THE PIPELINE. SO HERE IS THE SCHEDULE I MENTIONED THAT WE'LL BE LOOKING AT THE DRAFT COST FEASIBLE PLAN OVER THE NEXT FEW MONTHS AND WE'LL BE ROLLING OUT THE PLAN SOMETIME IN MAY INTO JUNE. SO WE'LL BE DOING A LOT OF OUTREACH PROBABLY COMING TO A LOT OF COMMISSION MEETINGS TO GET RESOLUTIONS OF SUPPORT FOR PROJECTS OVER THE SUMMER AND THEN AIMING FOR ADOPTION IN DECEMBER OF 2019. YEAH GOOD EVENING CHAIR, MEMBERS OF THE THE COMMITTEE WE WANTED TO COME BACK AND TELL YOU ABOUT THE ACTION THAT ACTUALLY THE MPO BOARD TOOK AT THE LAST MPO BOARD MEETING ON FEBRUARY 14TH. THEY ACTUALLY APPROVED THE COMPLETE STREETS PLAN AND WE WANTED TO COME BACK TO YOU LET YOU KNOW THAT BECAUSE THIS COMMITTEE ACTUALLY TOOK ACTION TO MAKE A DEFERRAL. AND THE REASON WHY YOU WANTED TO DEFER THIS ITEM BECAUSE WE WERE GONNA HAVE A MEETING WITH BROWARD COUNTY IMMEDIATELY AFTER YOUR MEETING TO DISCUSS THE MASTER PLAN AND MAYBE GET SOME FEEDBACK AT THAT TIME WE TOLD YOU THAT THERE COULD BE SOME ACTUAL CHANGES TO THAT MASTERPLAN. WE'LL LET YOU KNOW THAT WE HAD THAT MEETING IN BROWARD COUNTY AND NO CHANGES WERE MADE. SO THE BROWARD COUNTY ACTUALLY CONFIRMED THAT ALL THE COMMENTS AND CONCERNS WERE PROPERLY ADDRESSED IN THE DOCUMENT. SO NOW WE'RE READY TO GO. WE'RE READY TO ROLL UP OUR SLEEVES AND GET TO WORK. MY NAME IS CONOR CAMPOBASSO WITH THE BROWARD MPO AND I'M GOING TO BE WALKING THROUGH JUST A COUPLE UPDATES ON THE CSLIP PROGRAM ITSELF AND ALSO GOING OVER THE CYCLE 3 RANKINGS. SO THIS JUST THE QUICK SUMMARY OF WHAT CSLIP IS SO IF ANYBODY WHO IS NOT FAMILIAR WITH THE PROGRAM JUST BRIEFLY IT'S A FUNDING MECHANISM THAT WE USE HERE AT THE MPO TO FUND LOCAL TRANSPORTATION PROJECTS HERE IN BROWARD. SO THIS IS JUST WHAT I'M GONNA BE GOING OVER TODAY I'M GOING TO DO A BRIEF OVERVIEW OF CYCLE 2 WHERE WE'RE AT WITH THAT AND THEN GOING INTO CYCLE 3 UPDATES AND THEN ALSO JUST TALK ABOUT A COUPLE OF THINGS AS CSLIP MOVES FORWARD. SO CYCLE 2. WITH THAT WE WERE ABLE TO FUND 12 PROJECTS LOCALLY THROUGH IN 10 DIFFERENT AGENCIES AND THAT EQUATED TO ABOUT 33 MILLION DOLLARS IN TOTAL FUNDING. THAT INCLUDES OUR SU DOLLARS TAP DOLLARS AND ALSO SOME LOCAL FUNDING. AND I BELIEVE SOME STATE DOLLARS AS WELL. SO JUST SOME CLOSING INFORMATION FOR THAT CYCLE. SO THE LETTERS HAVE BEEN SENT OUT. SO IF YOU WERE AWARDED A PROJECT YOU PROBABLY WOULD HAVE SEEN AN EMAIL FROM ME OR THE LETTER ITSELF COME IN THE MAIL. THE LIST OF THE ACTUAL PROJECTS THAT WERE FUNDED IS AVAILABLE ON THE CSLIP WEB PAGE. IT'S JUST UNDER THE PAST AWARDS. AND THEN IF YOU'RE LOOKING FOR SOME MORE DETAILED INFORMATION LIKE FUNDING OR THE PM FOR THE PROJECT THAT CAN BE AVAILABLE IN THE CITIZENS REPORT. YOU JUST GOTTA SEARCH FOR EITHER CSLIP OR IF YOU HAVE THE NUMBER AVAILABLE YOU CAN SEARCH WITH THAT AS WELL. AND THEN THE LAST THING ON HERE IS JUST THAT THE MPO AND FDOT WILL BE WORKING WITH THE INDIVIDUAL AGENCIES AS THEIR PROJECTS MOVE FORWARD. YOU'LL PROBABLY EITHER AS IT APPROACHES DESIGN EITHER HEAR FROM ME OR THE PM THEMSELVES AND THEN WITH THAT I'LL JUST GO STRAIGHT IN TO CYCLE 3. SO WE CYCLE THROUGH THE APPLICATION DUE DATE WAS NOVEMBER 14TH 2018 AND WE RECEIVED 26 DIFFERENT APPLICATIONS FROM 14 DIFFERENT AGENCIES. AND I'M GOING TO GO THROUGH THE ACTUAL RANKING ITSELF BUT I JUST WANT TO LET YOU KNOW THERE'S SEVERAL DIFFERENT STAGES OF THE RANKING SO THERE'S THE ACTUAL OBJECTIVE RANKING. THAT'S WHAT THAT CHART THAT WENT TO THE TAC AND THEN WAS APPROVED BY THE BOARD. AND THEN THERE'S ALSO THE POLICY RANKING. THAT'S WHERE WE PUT DIFFERENT PROJECTS INTO FUNDING ROUNDS. THAT WAY IT'S A LITTLE BIT MORE EVENLY DISTRIBUTED THROUGHOUT THE COUNTY. AND THEN THE FINAL ONE IS A LOCAL PRIORITIZATION. SO IF AGENCY WANTS A PROJECT SOONER THAN ANOTHER THEY CAN SWAP IT IF THE OTHER ONE GETS RANKED HIGHER AND I'LL TALK ABOUT THAT A LITTLE BIT MORE AS WE GO THROUGH. SO THIS IS THE OBJECTIVE RANKING SO YOU CAN SEE THE OBJECTIVE RANK OFF TO THE LEFT HAND SIDE. AND THEN THE POINT VALUE ASSIGNED TO EACH PROJECT ON THE RIGHT. AND THEN WE WENT INTO THE ROUND RANKINGS SO I'LL SPEND A LITTLE BIT OF TIME ON THIS. SO THE ROUND RANKING. AND I'LL BRING UP THE DIFFERENT FUNDING ROUNDS HERE. SO WHAT THIS DOES IS IT MOVES DIFFERENT PROJECTS AROUND SO THAT ALL THE PROJECTS AREN'T GROUPED INTO ONE AGENCY. THAT WAY WE'RE NOT GIVING YOU KNOW FIVE PROJECTS TO A SINGLE AGENCY AND THEN ANOTHER SEVERAL AGENCIES GET LEFT OUT OF THE PROGRAM ITSELF. SO AN EXAMPLE OF THIS HOLLYWOOD THEY HAD A NUMBER 2 AND A NUMBER 5 THE NUMBER 5 PROJECT WAS THEN BROUGHT DOWN TO 17 TO ALLOW FOR OTHER AGENCIES TO MOVE UP SO YOU CAN SEE HERE. NUMBER 14 MOVE TO 11, 16 TO 12 AND SO ON AND SO FORTH. SO THAT ALLOWS FOR A BETTER DISTRIBUTION OF THESE PROJECTS. AND THE LAST ONE HERE IS THAT IS THAT RESOLUTION RANKING SO IT ALLOWS AGENCIES TO SWAP PROJECTS AROUND SO THAT THEY CAN GET THEIR PRIORITIES CONSTRUCTED FIRST. SO THAT WAY. SO YOU HAVE TWO PROJECTS A AND A IF B RANKED HIGHER AND YOU WANTED A FIRST YOU COULD SWAP THEM AROUND ONE FOR ONE. THIS CYCLE WE DID RECEIVE A LOT OF RESOLUTION RANKINGS BUT ONLY TWO AGENCIES ACTUALLY ENDED UP HAVING THEIR PROJECTS MOVED AROUND AND THAT WAS MAINLY IN THE LATER FUNDING ROUNDS. MOST OF THE PROJECTS ACTUALLY THE LOCAL RANKINGS LINED UP WITH THE RANKING OF CSLIP. SO THAT WAS PRETTY INTERESTING. SO THERE'S ACTUALLY NO CHANGES IN THE FIRST FUNDING ROUND AND THIS IS JUST THAT LIST WAS BROKEN OUT BROKEN UP INTO DIFFERENT DETAILS. IT'S IN THE BACKUP SO I WON'T SPEND TOO MUCH TIME ON THIS BUT AS YOU CAN SEE WITH ROUND ONE THERE IS 32 MILLION DOLLARS WORTH OF FUNDS REQUESTED. ROUND TWO 8 MILLION AND 3 4 AND 5 OR ABOUT 2 TO 4 MILLION DOLLARS. SO WE LEARNED A COUPLE OF THINGS THROUGH THIS PROCESS. ONE IS THAT THE APPLICATION REQUIRES A LITTLE BIT MORE FURTHER OPTIMIZATION. WE INCLUDE THIS EVERY CYCLE BECAUSE IT CAN ALWAYS BE IMPROVED. THOSE OF YOU WHO HAVE APPLIED MULTIPLE TIMES YOU MAY HAVE NOTICED THAT THE APPLICATION ITSELF ACTUALLY CHANGED THIS CYCLE AND WE'VE GOT A LOT OF POSITIVE FEEDBACK ON

SO I GOT A COUPLE OF PANIC PHONE CALLS AND WE KIND OF WALKED THROUGH IT SO PROBABLY SOMETHING WE CAN IMPROVE ON OUR END A LITTLE BIT BETTER MAKE THAT A LITTLE BIT MORE CLEAR. THE NEXT ONE IS THAT THE MID-NOVEMBER SEEMS TO BE ABOUT THE BEST DUE DATE IT'S BEFORE THE HOLIDAYS. AND IT ALSO GIVES FDOT ENOUGH TIME TO ACTUALLY GO THROUGH ALL THESE PROJECTS AND ALLOWS US TO THAT OR TO RANK AND EVALUATE THESE PROJECTS SO IT SEEMS ABOUT THE BEST TIME OF THE YEAR TO DO THIS. SO WE'RE GONNA KEEP ON CONTINUING WITH THAT DATE AND THE FINAL THING HERE IS JUST A REMINDER THAT ALL FINAL DOCUMENTS NEED TO BE SUBMITTED WITH THE APPLICATIONS THEMSELVES. THEY INCLUDE SIGNED RESOLUTIONS DOCUMENTED PUBLIC SUPPORT SCOPE TYPICAL SECTIONS MAPS ETC. SO LAST SLIDE HERE IS JUST CSLIP MOVING FORWARD SO PENDING THE BOARD APPROVAL OF THIS RANKED LIST AT THE MPO AND FDOT STAFF WILL START VETTING THESE PROJECTS.
