THIS IS MORE IN RELATION TO THEM THAN US.

AND SO WE'VE BEEN LOOKING AT THIS GOING, OKAY, YOU KNOW, TO MAKE THINGS VERY LEGITIMATE AND TO ALLOW FOR MERGERS OF MPOS, ESPECIALLY THE SMALLER ONES, THAT YOU NEED TO ALLOW FOR THE VOTING MEMBERS TO STAY IN PLACE AS YOU START PUTTING THEM TOGETHER.
AS AN EXAMPLE, IN IN DETROIT, MICHIGAN, THEIR MPO HAS 150 BOARD MEMBERS.
BELIEVE IT OR NOT, IT'S NOT CHAOS, AS MOST PEOPLE WOULD THINK.
AND THEY ACTUALLY GET MOST THINGS DONE.

SO WE WANT TO MAKE SURE THAT DOESN'T HAPPEN WITH OUR INVESTMENTS.
SO WE WERE REALLY VERY CLEAR ON WANTING TO SUPPORT THE COUNTY AND MAKING SURE THAT THE PROJECTS WE PUT IN DON'T GET CHANGED WITHIN A YEAR OR TWO AFTERWARDS. THE OTHER VERY PROUD MOMENT.

SOME LESSONS LEARNED RECENTLY WE HAD SOME PROJECTS REMOVED BY THE REQUEST OF OUR LOCAL AGENCIES FROM OUR TIP AND SOME POST-AWARD SCOPE CHANGES THAT WE'VE BEEN RECEIVING, REQUESTS WE'VE BEEN RECEIVING, AND THEN ALSO SOME PROJECT DELIVERY OPTIONS LIKE MTECH, AND THEN OF COURSE POINTS OF CLARIFICATION THAT ARE ALWAYS GOOD TO ADD TO THE POLICIES.
OKAY. SO WHAT WE HAVE HERE IS A LIST OF THE PROPOSED POLICY CHANGES SO WE DON'T HAVE EVERY SINGLE ONE OF THE POLICIES LISTED IN THESE POWERPOINT SLIDES. SPEARHEADED BY THE BROWARD METROPOLITAN PLANNING ORGANIZATION, MAYORS ACROSS BROWARD COUNTY JOINED TOGETHER ON MONDAY TO ANNOUNCE A NEW SAFETY EDUCATION CAMPAIGN IN AN ATTEMPT TO REDUCE TRAIN ACCIDENTS IN SOUTH FLORIDA.
PEOPLE CAN CAN BE SAFER AND BE MORE MINDFUL THAT WHEN A TRAIN COMES.
BROWARD COUNTY IS GETTING $15 MILLION IN FUNDING TODAY TO TACKLE RAILROAD SAFETY.
THE NEW ACTION TO PREVENT TRAGEDIES ON THE TRACKS.
THE FEDERAL RAILROAD ADMINISTRATION AWARDING A $15.4 MILLION GRANT TO THE BROWARD METROPOLITAN PLANNING ORGANIZATION FOR IMPROVEMENT PROJECTS THAT FOCUS ON SAFETY. THIS NEW GRANT TO MAKE RAILWAY CROSSINGS IN BROWARD COUNTY IS MEANT TO MAKE EVERYONE SAFER, BOTH DRIVERS AND PEDESTRIANS.
NOW, SOME OF THOSE PLACES WHERE YOU ONLY HAVE TWO GATES ON EITHER SIDE AND PEOPLE GO THROUGH.
THE PROJECTS EARNING GRANTS ARE IN WEST PALM BEACH, BROWARD COUNTY AND THE CITY OF FORT LAUDERDALE.
WEST PALM BEACH WILL WORK TO IMPROVE SAFETY AT CROSSINGS.
SO WE KNOW THAT THERE WILL ALSO BE SEVEN MEDIANS THAT WILL BE RAISED, AND THOSE ARE THE TYPE OF TREATMENTS THAT ALSO DETER PEOPLE FROM TRYING TO CROSS THE TRACKS WHEN THERE'S A TRAIN COMING. WITH THESE NEW IMPROVEMENTS, THESE NEW PROJECTS IMPLEMENTED.
THE BROWARD MPO ESTIMATES THAT OVER THE NEXT 20 YEARS, 45 OF THESE INCIDENTS COULD BE PREVENTED.

ALSO, AS I TOLD THE EXECUTIVE COMMITTEE, THIS IS OUR NEW BUDGET YEAR, SO HAPPY BUDGET YEAR.
AND A LOT OF TIMES THAT CAME OUT OF THE MPOS BUDGET THE LAST TWO YEARS, THE GOVERNOR, AS WELL AS THE STATE LEGISLATURE, HAVE ACTUALLY TAKEN GENERAL FUND MONEY AND PUT IT INTO TRANSPORTATION PROJECTS.
TOTALLY APPRECIATE THAT BECAUSE THEY'RE TALKING ABOUT CSA PROJECTS.

THE GOVERNOR VETOED THE GREENWAY TRAIL, WHICH IS ACTUALLY PART OF THE TIGER PROJECT.
LOCAL CONTRIBUTIONS, THOSE ARE GOING TO GO OUT.

WE WERE THE LAST AWARDEE IN THE STATE TO ACTUALLY SIGN OFF.
I WANTED TO KIND OF HAVE A MORE CEREMONIAL THING OTHER THAN DOING ELECTRONIC SIGNATURE.
BUT FEDERAL HIGHWAY WAS LIKE, GET THIS DONE.
SO WHEN YOUR BOSSES TELL YOU THAT THEY WANT YOU TO TAKE MONEY OR ELSE, THEN YOU MOVE.

SO WE'VE HAD 46 ROADWAY PROJECTS COMPLETED AND I'M VERY PROUD TO SAY THAT ALSO 258 TRANSIT INFRASTRUCTURE PROJECTS HAVE BEEN COMPLETED BY THE BROWARD COUNTY TRANSPORTATION DEPARTMENT.
WE ARE MEETING OR EXCEEDING THE 30% LOCAL SMALL BUSINESS GOAL THAT WAS SET ON THIS PROGRAM BEFORE IT WENT TO THE VOTERS IN 2018. OUR COUNTY COMMISSION HAD THE WISDOM TO RECOGNIZE THE NEED TO KEEP THESE LOCAL DOLLARS LOCAL ACTING AS AN ECONOMIC STIMULUS WITHOUT KNOWING THAT WE WERE GOING TO BE FACING A PANDEMIC.
A COUPLE OF YEARS LATER, IT'S BEEN VERY IMPORTANT TO OUR LOCAL BUSINESSES.
SO WE'RE REALLY EXCITED ABOUT THAT.
I KNOW GREG MENTIONED A FEW MINUTES AGO ABOUT THAT SAFE STREETS AND ROADS FOR ALL GRANT.
THE REASON I THINK WE WERE SO SUCCESSFUL AND RECEIVED ONE OF THE HIGHEST AWARDS IN THE ENTIRE NATION WAS THAT MATCH AND THAT MATCH CAME ENTIRELY FROM THE COUNTY.
SO WE'RE REALLY EXCITED ABOUT THAT AND WE'RE LOOKING FORWARD TO PARTNERING ON THAT ACTION PLAN.
AND FOR THOSE OF YOU THAT HAVE THOSE, THANK YOU VERY MUCH.
WE JUST WON A NATIONAL AWARD FOR CIVIC ENGAGEMENT.
WE WENT OUT, WE RECEIVED OVER A THOUSAND RESPONSES.
BECAUSE, YOU KNOW, OBVIOUSLY WHEN WE WENT OUT AND WE STARTED DOING POLLING BACK IN 2015 AND 16 AND 17, WE WERE HEARING A LOT ABOUT CONGESTION. AND WHEN WE TALKED TO THE PUBLIC EARLY LAST, LATE LAST YEAR AND EARLIER THIS YEAR, WHAT WE WERE HEARING EVEN DOWN INTO SOME VERY DETAILED FOCUS GROUPS WAS SAFETY.
SO BACK TO THAT WHOLE SAFE STREETS AND ROADS FOR ALL PROGRAM, THE IMPORTANCE OF FEELING SAFE, NOT JUST WHILE TRAVELING IN A VEHICLE, BUT ALSO BY WHILE WALKING OR BIKING. SO WE ARE TRYING TO PUT AN EMPHASIS ON THAT AS WELL.
IN THE PROGRAM. YOU'RE GOING TO BE GETTING AN UPDATE FROM MY COLLEAGUE MR. GARLING, IN A BIT ABOUT SOME OF THE MAJOR REGIONAL TRANSPORTATION PROJECTS, INCLUDING OUR COMMUTER RAIL PROJECT.
THE SURTAX IS ALSO PARTICIPATED IN GETTING A NORTHBOUND INTERCHANGE IN THE PAT SALERNO AT THE B.B.A.
CENTER. AND WE'VE BEEN TRYING TO FIND WAYS TO DO AS MANY REGIONAL TRANSPORTATION PROJECTS IN THE FEW WEEKS WE'LL HAVE OUR 2024 BUDGET BE RELEASED BY OUR COUNTY ADMINISTRATOR AND WE'LL BE SEEING SOME MORE VERY LARGE, VERY TRANSFORMATIONAL AND IMPACTFUL REGIONAL TRANSPORTATION PROJECTS FUNDED WITH THE SURTAX. SO I WANTED TO TALK A LITTLE BIT ABOUT THE IMPACTS OF THIS PROGRAM IN OUR MUNICIPALITIES.
SO WE'VE HAD HUNDREDS OF MUNICIPAL PROJECTS THAT HAVE BEEN AWARDED.
WE HAVE 55 THAT ARE UNDER ACTIVE ACTIVE AGREEMENT, 13 THAT HAVE ALREADY BEEN COMPLETED.
AND I COULDN'T BE PROUDER OF OUR MUNICIPAL PARTNERS WHO ARE BRINGING THOSE PROJECTS ON TIME, OFTEN AHEAD OF SCHEDULE, UNDER BUDGET AND BRINGING A LOT OF LEVERAGE TO THOSE PROJECTS AS WELL.
AND WHAT I MEAN BY THAT IS WE HAD A GOAL ON THE 30 YEAR PROGRAM OF LEVERAGING THE LOCAL DEDICATED SOURCE OF REVENUE THAT STACKS UP AGAINST LOCAL, STATE AND FEDERAL MONEY.

AND IN THIS SURVEY, WE ASKED REALLY FOUR QUESTIONS THAT WE WANTED TO GET A LITTLE BIT OF A PULSE OF WHAT THE PUBLIC WAS THINKING OF THEIR TRANSPORTATION NEEDS ARE FOR BROWARD COUNTY. OUR GOAL WAS TO GET ABOUT 1000 RESPONSES.
AND IF YOU LOOK AT THAT BLUE SQUARE TO THE RIGHT, IT'S VERY IMPRESSIVE.
WE ACTUALLY GOT 1888 RESPONSES, AND THAT WAS TO DUE TO A LOT OF HELP THAT WE HAD FROM OUR LOCAL PARTNERS THAT WERE PUSHING IT ON ALL OF THEIR SOCIAL MEDIAS AND SHARING IT AT THEIR COMMUNITY EVENTS AS WELL.
BUT WE DID SOME COMMUNITY OUTREACH THAT INVOLVED PRESENTATIONS TO HOA'S, SOME EVENTS WHERE WE ATTENDED THINGS LIKE THE TRIBAL FUN DAYS, ASKING, HAVING A BOOTH TO ASK FOR THIS FEEDBACK THROUGH THE SURVEY.
ONE OF THE INCENTIVES THAT WE HAD FOR IT WAS A $250 GIFT CARD, WHICH WE NOW HAVE A WINNER.

SOME OF THE RESPONSES THAT WE GAVE AS OPTIONS TO BE SELECTED WERE THE QUALITY OF THE ROADS, THE UNSAFE CONDITIONS, THE LACK OF OPTIONS.
AND THEN RIGHT THERE AT THE TOP, IT'S PROBABLY OF NO ONE'S SURPRISE IT'S TRAFFIC CONGESTION.
THAT WAS THE NUMBER ONE RESPONSE THAT WE RECEIVED.
SO THAT'S THAT CORAL RED COLOR YOU SEE ON THAT PIE CHART.
THE SECOND QUESTION THAT WE ASKED WAS, AS WE LOOK TO THE YEAR 2050, WHAT DO YOU THINK ARE THE TOP THREE MOST IMPORTANT ISSUES THE TRANSPORTATION PLAN NEEDS TO ADDRESS? AND HERE WE HAVE A COUPLE OF DIFFERENT OPTIONS.
BUT WHAT CAME AS A LITTLE BIT OF SURPRISE IS, NUMBER ONE, AS TECHNOLOGY.
SO THE PUBLIC OF BROWARD COUNTY REALLY WANTS TO SEE US DO AN INVESTMENT ON TECHNOLOGY.
SO WE'RE GOING TO MAKE SURE THAT WE INCLUDE THAT IN OUR PLAN.
AND IT IS ACTUALLY ONE OF OUR EMPHASIS AREAS.
THE NEXT QUESTION WAS WHEN EVALUATING PROJECTS FOR ROUTE TO 2050, HOW IMPORTANT ARE EACH OF THE FOLLOWING FACTORS? SO HERE ARE THE FACTORS THAT WE HAD LAID OUT THAT WE ASKED THE PUBLIC TO RANK OUR SAFETY, MOBILITY, ACCESSIBILITY, ENVIRONMENTAL STEWARDSHIP, EQUITY AND ECONOMIC VITALITY. NUMBER ONE CAME UP AS SAFETY WITH MOBILITY AND ACCESSIBILITY RIGHT BEHIND IT.
AND THEN OUR LAST QUESTION THAT WE HAD, OTHER THAN JUST CONTACT INFORMATION, WAS WITH LIMITED FUNDING AVAILABLE, HOW SHOULD THE FOLLOWING TYPES OF PROJECTS BE PRIORITIZED FOR ROUTE TO 2050? AND HERE ARE A COUPLE, A LOT OF DIFFERENT OPTIONS THAT WERE SELECTED.

SO THAT'S THE LEAST PRIORITIZED ONE BY THE PUBLIC.
SO NOW WE'LL TALK A LITTLE BIT ABOUT OUR CALL FOR PROJECTS, AND I'VE GIVEN A COUPLE OF UPDATES OF SOME OF THE PROJECTS, BUT NOW WE HAVE EVERYTHING COLLECTED AND HERE ARE A LITTLE BIT MORE STATISTICS OF WHAT YOU CAN SEE.
SO BEFORE I GAVE A PRESENTATION ABOUT THE PROJECTS THAT WE RECEIVED FROM OUR LOCAL PARTNERS, BEFORE WE INCLUDED BROWARD COUNTY AND FDOT SUBMITTED PROJECTS, BUT NOW WE HAVE ALL THOSE NUMBERS PUT TOGETHER.
BROWARD COUNTY HAS SUBMITTED A TOTAL OF 55 PROJECTS THROUGH OUR CALL FOR PROJECTS PROCESS.
ALL OF OUR LOCAL AGENCIES, INCLUDING SFMTA, WERE A TOTAL OF 202.
SO THAT COMES UP TO A GRAND TOTAL OF 323 PROJECTS.
THE PROJECTS ARE DISPLAYED BY TYPE OF WORK WITH DIFFERENT COLORS, SO IT'S A FUN TIME.
AND SO NOW I'M GOING TO END ON OUR TIMELINE JUST TO SEE WHERE WE ARE WITH THE WHOLE PROCESS.
SO OUR COPPER PROJECTS TOOK PLACE BETWEEN JANUARY OF MAY AND MAY OF THIS YEAR.
OUR PROJECT PRIORITIZATION WILL THEN HAPPEN IN AUGUST THROUGH OCTOBER OF THIS YEAR WITH A COST FEASIBLE PLAN THAT YOU CAN EXPECT BY THE END OF THIS YEAR, AT THE BEGINNING OF NEXT YEAR WITH THAT DRAFT COST FEASIBLE PLAN WILL BE GOING OUT TO THE DIFFERENT MUNICIPALITIES AND AGENCIES TO SEEK RESOLUTIONS OF SUPPORT FOR THOSE PROJECTS THAT MAKE THE PLAN.

WE IN 2016, THE MIAMI DADE TRANSPORTATION PLANNING ORGANIZATION PRIORITIZED THIS CORRIDOR AS PART OF OUR STRATEGIC MIAMI AREA RAPID TRANSIT.
WE HAVE SIX CORRIDORS THAT WERE PRIORITIZED AS PART OF THE SMART PLAN OR SMART PROGRAM AS WE'RE NOW MOVING INTO OUR IMPLEMENTATION, WHICH ALSO INCLUDE THE SOUTH CORRIDOR, WHICH IS CURRENTLY UNDER CONSTRUCTION, THE NORTHEAST CORRIDOR, THE NORTH CORRIDOR, THE BEACH CORRIDOR, THE KENDALL CORRIDOR, AND WE ALSO HAVE OUR FLAGLER CORRIDOR.
SO ALL OF THEM ARE IN DIFFERENT STAGES OF IMPLEMENTATION.

IN 2021 ARE MIAMI DADE.TPO ALSO STARTED A SERIES OF LAND USE AND SCENARIO PLANNING TO WORK WITH THE COMMUNITY JUST SO WE ARE INTENDING TO ADVANCE SMART TRANSIT TO WORK WITH OUR MUNICIPAL PARTNERS ALONG THE CORRIDOR AND ALSO WITH THE COMMUNITY.
UH, IN 2021, OUR TPO PASSED A RESOLUTION ENDORSING OUR LOCALLY PREFERRED ALTERNATIVE FOR THE NORTHEAST CORRIDOR, WHICH IS A COMMUTER RAIL SYSTEM.
SO WE HAVE MULTIPLE USERS ALONG THE CORRIDOR.
AS YOU MAY BE FAMILIAR, THIS IS AN EXISTING RAIL CORRIDOR.
WE HAVE FREIGHT USERS RIGHT NOW.
WE HAVE THE FEC RAILWAY THAT IS USING 24 FREIGHT TRAINS THAT ARE USING THE CORRIDOR EXCLUSIVELY AND THE BRIGHTLINE THAT STARTED THEIR OPERATIONS TO TO AVENTURA IN DECEMBER SUCCESSFULLY.
AND WE HAVE BEEN SEEING INCREASED OPERATIONS THERE WITH 36 TRAINS DAILY.
THE SFRTA TRI-RAIL COMMUTER WILL START THEIR SERVICE TO DOWNTOWN WITH 28 TRAINS.
SO WE'RE LOOKING FORWARD TO THAT.
AND WE'VE SEEN ALREADY SOME TESTING.
AND FOR OUR CORRIDOR, THE NORTHEAST CORRIDOR, WE HAVE PLANNED UP TO 50 TRAINS PER DAY.
SO FOR THE PURPOSE AND NEED FOR THIS CORRIDOR, WE KNOW THAT IT'S VERY WELL NEEDED.
WE ALL KNOW THAT WE ARE ALL SITTING ON 95, VERY CONGESTED, HIGHLY CONGESTED.
RIGHT. SO THIS CORRIDOR, WHICH IS AT 13.5 MILE CORRIDOR, THAT WILL CONNECT TO OUR REGION AND THE ENTIRE REGION AND CONNECT WITH OUR PARTNERS TO THE NORTH WITH BROWARD AND PALM BEACH COMING UP SHORTLY AFTER THAT.
THE PURPOSE IS TO INCREASE REGIONAL MOBILITY.
I LIVE IN BROWARD, WORK IN MIAMI.
AND WE HAVE PEOPLE THAT ARE COMING ALL THE WAY FROM PALM BEACH AND EVEN FURTHER NORTH TO COME DOWN TO JOBS DOWNTOWN MIAMI AND AND OTHERWISE, TOO. WE ALSO WANT TO REDUCE CONGESTION.
WE HAVE HEAVILY CONGESTED CORRIDORS AT LEVEL OF SERVICE F ON OUR SYSTEM.
WE ALSO WANT TO PROVIDE FOR THE TRANSPORTATION NEEDS OF THE RESIDENTS OF THIS COMMUNITY AND THE RESIDENTS THAT WILL BE COMING BECAUSE AS YOU HEARD FROM OUR COLLEAGUES, THE REGIONAL TRANSPORTATION PLAN WE HAVE, OUR POPULATION WILL BE INCREASING ALL THE WAY UP TO 2045 AND 2050.
SO THAT IS OUR PURPOSE AND NEED.
SO WE DO HAVE OUT OF OUR SEVEN STATIONS TO THE BOOKENDS ALREADY BUILT THE MIAMI CENTRAL STATION AND THE AVENTURA STATION AND ATTEMPTS TO ADVANCE AND EXPEDITE.
AND WE HAVE FIVE ADDITIONAL STATIONS FOR THE NORTHEAST CORRIDOR THAT ARE BEING PROPOSED.
WE HAVE BEEN WORKING WITH THE MUNICIPALITIES AND ALSO WITH THE STAKEHOLDERS INVOLVED IN THOSE STATIONS, INCLUDING WYNWOOD, THE DESIGN DISTRICT, LITTLE HAITI AT 62ND AND ALSO NORTH MIAMI LOCATIONS, AND FIU BISCAYNE, WHICH IS ALSO IN THE NORTHERN PART OF NORTH MIAMI.
WE ALSO HAVE A PROPOSED VEHICLE MAINTENANCE FACILITY AT THE HIALEAH YARD.
WE HAVE BEEN COORDINATING WITH THE USERS AND THE STAFF THAT MANAGE THOSE LOCATIONS.
SINCE. AND WITHIN THE EXISTING HIALEAH YARD AND ADJACENT TO THE TRI-RAIL LINE.
THE ESTIMATED COST FOR THE PROJECT IS $528 MILLION.
WE WILL BE PROVIDING SOME ADDITIONAL DOCUMENTATION TO COMPLETE OUR NEPA AT THE END OF THIS MONTH AND WE HAVE REQUESTED 49% MATCH.
THE REST IS COMING FROM LOCAL AND STATE, THE NON CAPITAL INVESTMENT GRANT PORTION OF THE PROJECT.

AND BASICALLY WE WILL BE RUNNING OUR WE HOPE TO RUN OUR SYSTEM BETWEEN 5 A.M.
UNTIL MIDNIGHT ITSELF DURING THE WEEKENDS.

SO THERE'S DIFFERENCES IN HOW THE APPROACH IS, BUT THE SYSTEM IS THE SAME.
THE SMALL STARTS PROJECT, OUR PROJECT IS A LITTLE SMALLER, LESS EXPENSIVE.
WE CAN GO THROUGH WHAT'S CALLED A SMALL STARTS PROGRAM WITH FTA.
SO THEY REALLY ALIGN WELL THE WAY IT'S SET UP IF EVERYONE HOLDS TRUE.
AND SO WE'RE DEFINITELY ROOTING ON THE NORTHEAST CORRIDOR FOR SUCCESS AND MAINTAINING SCHEDULE BECAUSE THAT'LL REALLY HELP US CONTINUE WITH OUR SCHEDULE THE WAY WE HAVE IT, WHICH I LAID OUT HERE VERY QUICKLY.

WE'RE GOING TO BE SUBMITTING A SMALL STARTS APPLICATION FOR RATING.
WE WANT TO GET RATED THIS YEAR, SEE WHERE WE STAND AND SO FORTH.
GET FTA ON BOARD, GET US ON THE DASHBOARD.
WE STILL NEED TO GET CLASS OF ACTION SO WE DON'T HAVE A CLASS OF ACTION YET.

I WAS REALLY HAPPY TO HEAR MIAMI TALKING ABOUT HOW IT'S NOT JUST BROWARD AND MIAMI, IT'S ALSO PALM BEACH COUNTY AND HOW WE'RE GOING TO NEED TO CONNECT TO THE NORTH AND THE NORTH SIDE OF THE RIVER, WHICH I KNOW WE'RE WORKING OUT.
