GREGORY STUART MPO EXECUTIVE DIRECTOR ON A SERIES OF E-MAILS THAT I RECENTLY SENT TO SCOTT THURMAN OF THE FDOT AND RICHARD GUTIERREZ OF THE MPO INQUIRING SPECIFICALLY AS TO WHOSE DECISION IT WAS TO WIDEN THE BIKE LANES ON FEDERAL HIGHWAY BETWEEN SAMPLE ROAD AND HILLSBORO BOULEVARD WHEN IT APPEARS THAT THERE ARE OTHER AREAS IN MORE NEED OF ADDING OR WIDENING BIKE LANES. WHY DOES THE MPO PLAN TO WIDEN THE BIKE LANE IN THIS STRETCH OF FEDERAL WHERE BIKERS AND PEDESTRIANS ARE SO FEW. DO YOU HAVE SPECIFIC RESEARCH DATA ON HOW MANY BIKE BICYCLISTS CURRENTLY USE THIS ROUTE AND DOES THIS DATA WARRANT THIS WIDENING. WHO OR WHAT RESEARCH EARMARKED THIS STRETCH OF FEDERAL FOR WIDENING OF BIKE LANES? MR THURMAN'S INITIAL PLAN AS PRESENTED TO THE LIGHTHOUSE POINT CITY COMMISSION SEVERAL MONTHS AGO WAS TO REMOVE THE EXISTING CURBS ON BOTH SIDES OF FEDERAL HIGHWAY AND MOVE THEM 2 FEET CLOSER TO THE EXISTING SIDEWALKS TO WIDEN THE EXISTING BIKE LANES AT A COST OF 12 MILLION DOLLARS TO THE TAXPAYERS. A MONTH LATER AFTER CONSIDERING THE REMOVAL OF MANY BIG TREES ON THE SIDES OF FEDERAL HIGHWAY MR THURMAN CAME BACK WITH A NEW PLAN OF NARROWING THE MEDIAN TO WIDEN THE BIKE LANES AT A COST OF ONLY 6 MILLION DOLLARS. I RECENTLY DROVE NORTH ON FEDERAL HIGHWAY BETWEEN SAMPLE AND HILLSBORO BOULEVARD AND I COUNTED DOZENS OF LARGE PALM TREES AND SHADED TREES IN THE MEDIAN. APPARENTLY RED TAPE MARKED FOR REMOVAL. NOT ONLY DO THESE TREES IN THE MEDIAN LANDSCAPING MAKE OUR COUNTY AND CITIES AESTHETICALLY BEAUTIFUL THEY PROVIDE MODERATE SAFETY BARRIER BETWEEN THE NORTH AND SOUTHBOUND INCOMING LANES. BELOW ARE A FEW OF THE MAJOR ROADWAYS IN BROWARD COUNTY WHERE THERE ARE NO BIKE LANES AT ALL: ON ATLANTIC BOULEVARD STARTING TWO BLOCKS WEST OF FEDERAL AND ALL THE WAY TO DIXIE HIGHWAY, ON DIXIE HIGHWAY WHERE DIXIE SPLITS SOUTH OF ATLANTIC BOULEVARD. AND THREE ON COMMERCIAL BOULEVARD BETWEEN FEDERAL HIGHWAY AND DIXIE HIGHWAY. WHEN DOES THE MPO PLAN TO ADD BIKE LANES IN THESE AREAS. WHERE ARE THE CURRENT WHERE THERE ARE CURRENTLY NO BIKE LANES AT ALL. ARE ANY OF THESE SCHEDULED BEFORE THE WIDENING OF THE BIKE LANES ON FEDERAL HIGHWAY. MR. BENTZ. I'LL GIVE YOU ONE MORE MINUTE. AND THIS IS ONE OF THOSE FACILITIES IT WAS A MILL AND RESURFACE PROJECT THAT HAD THE AVAILABILITY TO DO ADDITIONAL BIKE LANES. AT THE SAME TIME? YES THAT IS CORRECT SIR. AND THEN AS FAR AS THE TREES OUR ORGANIZATION ACTUALLY GOT VERY INVOLVED WITH FLORIDA DEPARTMENT OF TRANSPORTATION TO ENSURE THAT THE TREES THAT WERE SURVEYED AND THOSE ARE THE ONES THAT HE WAS REFERRING TO MR. BENTZ WAS REFERRING TO WITH THE TAGS. THAT WAS PART OF THE TREE CANOPY SURVEY WORKING WITH THE CITY OF LIGHTHOUSE POINT. IT WAS MINIMIZED DOWN TO THE TWO MILE STRETCH THAT IT WAS ONLY SIX TREES AND OF THE SIX TREES FOUR ARE BEING RELOCATED. AND ONLY TWO ARE ACTUALLY BEING DESTROYED. SO WE'VE DONE [00:10:05] EVERYTHING WE POSSIBLY CAN WITH OUR PARTNERS AT THE FLORIDA DEPARTMENT OF TRANSPORTATION TO MINIMIZE ANY IMPACTS. AND OBVIOUSLY YOU KNOW MR. BENTZ IS  UNAWARE OF YOU KNOW THE COMPLETE STREETS MASTER PLAN ADOPTED BY THE BOARD AND ALL THE OTHER RELATIVE DOCUMENTATION AND IT CAN'T BE RESPONDED TO IN A QUICK SHORT EMAIL. SO I'M GOING TO HAVE THAT FIRST AND THEN I'LL GO INTO THE LEGISLATIVE IF THAT IS OK WITH YOU MR. CHAIRMAN. ABSOLUTELY. OK. MS. BOUCLE. GOOD MORNING MR. CHAIRMAN AND MEMBERS OF THE BOARD. AS YOU KNOW I'VE PRESENTED PREVIOUSLY THE SMART PLAN WAS ADOPTED IN APRIL OF 2016 INCLUDING SIX RAPID TRANSIT CORRIDOR AND A NETWORK OF EXPRESS BUSES. THIS IS THE MAP THAT WE HAVE SHOWN YOU BEFORE OUR SIX CORRIDORS THE FOCUS OF TODAY IS THE NORTH CORRIDOR SO IN DECEMBER OF THIS YEAR THE TPO GOVERNING BOARD HAD A MILESTONE MOMENT IN THE PROJECT WHERE WE SELECTED THE LOCALLY PREFERRED ALTERNATIVE. I WOULD LIKE TO ACKNOWLEDGE FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT 6 DIRECTOR DESDUNES WHO IS HERE TODAY WITH HIS STAFF FOR DOING AN OUTSTANDING JOB ACCELERATING THIS PRIORITY FOR THE TPO GOVERNING BOARD. IN DECEMBER MR. DESDUNES AND HIS STAFF CAME TO OUR BOARD AND EXPLAINED TO US VERY PLAINLY THAT THIS CORRIDOR BEING A STATE ROAD UPON THE DESIRE OF THE TPO TO IMPLEMENT TRANSIT THE ONLY OPTION IS AN ELEVATED CONCEPT AN ELEVATED RAIL CONCEPT. THE TECHNOLOGY IS CURRENTLY BEING EVALUATED FURTHER BY THE DEPARTMENT AND MR DESDUNES IS HERE TO ANSWER ANY QUESTIONS ON THAT AS WE'RE CURRENTLY IN PROGRESS. BUT ESSENTIALLY THAT STATE ROAD WAS DETERMINED THAT A LANE COULD NOT BE REPURPOSED AND DEDICATED FOR A SURFACE TRANSIT OPTIONS SUCH AS A BUS EXPRESS OR LIGHT RAIL. SO WE DO NOT HAVE THE CAPACITY ON NORTH CORRIDOR TO GIVE UP A LANE OR REPURPOSE A LANE. THE ONLY OPTION FOR TRANSIT ON NORTH CORRIDOR IS AN ELEVATED CONCEPT. THERE ARE VARIOUS TECHNOLOGIES AVAILABLE AND THIS IS THE RESOLUTION WHICH STATES THAT AN ELEVATED CONCEPT WILL MOVE FORWARD UPON APPROVAL OF THE TPO FUNDING AND FINANCE PLAN. THAT IS CRITICAL. THERE IS A LONG PROJECT HISTORY TIMELINE. THIS SLIDE IS FROM MR. DESDUNES PROJECT DEVELOPMENT. WE'VE BEEN STUDYING THIS CORRIDOR FOR DECADES AND AS OUR CHAIRMAN STATED WE'RE NOW READY TO START IMPLEMENTING THIS CONCEPT. THE TRANSIT ALTERNATIVES CONSIDERED CULMINATED IN AN ELEVATED OPTION. AS I SAID THERE'S VARIOUS TECHNOLOGIES THAT CAN MEET AN ELEVATED TRANSIT DEMAND AND THAT IS WHAT WE'RE LOOKING AT. YOU HAVE SEVERAL STATIONS OF COURSE AT THE COUNTY LINE. WHAT WE WOULD LIKE TO DO AS WE'VE PREVIOUSLY DISCUSSED IS IMPLEMENT THAT REGIONAL VISION WITH BROWARD COUNTY. THIS IS A CRITICAL REGIONAL CONNECTOR FOR US MAJOR ARTERIAL AND THE ABILITY FOR BROWARD TO NOW COME THROUGH THE DISTRICT FOR FDOT. IT IS A STATE ROAD AND WORK WITH US TO IMPLEMENT A REGIONAL VISION IS VERY IMPORTANT. OUR NEXT STEPS ARE TO COME BACK TO THE TPO [00:20:03] GOVERNING BOARD FDOT DISTRICT SIX IS PLANNING TO COME BACK IN EARLY SUMMER IN ABOUT JUNE JULY WITH FINANCE AND FUNDING PLAN THAT WILL BE CONSIDERED BY THE TPO GOVERNING BOARD FOR APPROVAL. FOR EXAMPLE WE WILL HAVE A PARK AND RIDE AT THE AT THE COUNTY LINE THAT ALLOWS FOR TRANSIT TO CONTINUE BUSES TO CONTINUE TO TRAVEL DOWN YOUR VARSITY TO THE PARK AND RIDE. AND THEY'LL BE ABLE TO CATCH THE METRO MOVER OR WHATEVER WE'RE PROPOSING IN TERMS OF THE IMPROVEMENT AND TO CONTINUE THAT TRAVEL SOUTH. I THINK IT'S SOMETHING WORTH DISCUSSING AND DEBATING TO SEE IF IT IS WORTH IT. SEVERAL OF OUR MUNICIPAL GOVERNMENTS HAVE BEEN CONTACTED BY THIS STAFF IN WORKING WITH AN AUTONOMOUS VEHICLE PROVIDER IN CENTRAL THAT IS DOING A PROJECT IN CENTRAL FLORIDA IN THE VILLAGES THEY ARE LOOKING FOR CONTAINED ENVIRONMENTS WHERE IT'S GATED TO YOU KNOW TEST PILOT THE AUTONOMOUS VEHICLE. COMMISSIONER BELVEDERE IS SHAKING HER HEAD. THIS IS AGAIN ONE OF BANES OF HER EXISTENCE. HOWEVER THERE IS A LOT OF YOU KNOW THINGS MOVING FORWARD ON HOW THAT MAY OR MAY NOT APPROACH US ON THE [00:45:02] TRANSPORTATION SIDE. I'M HAPPY TO REPORT THERE WAS A BILL THAT WOULD INDIRECTLY AFFECT US AND DIRECTLY IMPACT OUR PARTNERS IN MIAMI-DADE TPO TO NOT ALLOW FOR LOCAL CONTRIBUTION TO BE COLLECTED BY THEIR TPO BY OURSELVES. METRO PLAN HILLSBOROUGH THE LARGER MPOS AND INCLUDING JACKSONVILLE. WE ARE ALL VERY CONCERNED ABOUT THE DIRECTION THAT BILL WAS TAKING. I'D LIKE TO REPORT THAT TSE DID A PHENOMENAL LIFT ON THE SENATE SIDE AND THAT HAS BEEN STRIPPED FROM THAT BILL LANGUAGE. ANOTHER ITEM THAT HAS BEEN STRIPPED WHICH IS ACTUALLY REALLY VERY GOOD FOR US AS WELL IS HOUSE BILL 9 0 5 WHICH WAS PROPOSING JUST CHANGE STATE STATUTE REQUIRING THAT 75 PERCENT OF CAPACITY EXPANSION FUNDS WHICH IS THE CIS THAT WAS MENTIONED EARLIER WHEN THEY CROSS COUNTY LINES JUST BE USED EXCLUSIVELY FOR ACTUAL ROAD CONSTRUCTION AND NOT NECESSARILY TRANSIT OR ALTERNATIVE MODES. THAT IS SOMETHING THAT WE NEED TO CONSTANTLY KEEP OUR EYES OUT. A FEW YEARS BACK OUR MPO FUNDS ABOUT 25 PERCENT OR ACTUALLY 50 PERCENT OF THE TOTAL FUNDS THAT THIS ORGANIZATION USED TO RECEIVE WAS STRIPPED AT THE STATE LEVEL AND PUT INTO THE CIS PROGRAM. IT IS ALLOWED BY FEDERAL LAW TO DO THAT. HOWEVER OF THE DISCRETIONARY FUNDS THAT THIS ORGANIZATION GETS ABOUT 30 TO 40 MILLION DOLLARS A YEAR THAT IS BASICALLY ABOUT 80 MILLION DOLLARS THAT WE SHOULD HAVE GOTTEN AND NOW WE'RE DOWN TO 30 40. SO ANYTIME THAT YOU SEE SOMEBODY WHO'S TRYING TO CHANGE FORMULA YOU NEED TO LOOK AND GO OK WHAT ARE YOU DOING AND HOW IS THAT GOING TO NATURALLY AFFECT US. FOR THOSE OF YOU WHO HAVE HAD A CHANCE TO GO UP TO THE LEAGUE OF CITIES MEETING IN WASHINGTON D.C. AND I THINK MAYOR TRANTALIS YOU HAD A GREAT OPPORTUNITY WITH THE DOT STAFFS I'M GOING TO ASK YOU FOR A SECOND BUT THERE IS A LOT OF APPROPRIATIONS THAT HAVE BEEN HAPPENING IN WASHINGTON OUR LOBBYING TEAM OR OUR ADVOCACY TEAM I SHOULD SAY IN WASHINGTON HAVE BEEN KEEPING US ABREAST ON WHAT IS GOING ON UP THERE. WE HAVE SEEN SOME TRACTION AS I MENTIONED THE LAST MEETING IN HOUSE TNI AS WELL AS PUBLIC WORKS INFRASTRUCTURES COMMITTEE ON EPW ON THE SENATE SIDE FOR A NEW BILL. THERE IS SOME CONVERSATION ON THE HOUSE SIDE ON CLIMATE CHANGE. I DON'T THINK THAT WILL MARRY WITH LEGISLATION ON THE SENATE SIDE AT THIS POINT IN TIME. THERE WERE SEVERAL FUNDING SOURCES THAT THEY IDENTIFIED THAT WOULD WORK. YOU KNOW THEY'RE HAVING A PROBLEM RIGHT NOW WRANGLING WITH AN IDEA OF A TUNNEL IN NEW YORK CITY AND NEW YORK CITY HAS HAS A 16 BILLION DOLLAR ASK FOR THEIR TUNNEL UNDER THE EAST. I THINK IT'S UNDER THE HUDSON RIVER. AND BUT THE PROBLEM THERE IS THAT THEY WANT IT 100 PERCENT FUNDED BY THE FEDERAL GOVERNMENT AND SO THEY SAID AS LONG AS WE KNOW THAT THERE'S A POSSIBILITY OF MATCHING FUNDS. WE'RE WE'RE ON BOARD WITH WITH THE PROJECT. SO THAT'S CLEARLY THE ROADMAP THAT THEY'RE SEEKING TO FOLLOW. AND SO WHATEVER THE PROJECT MAY BE WHETHER IT BE OUR TUNNEL OR WHETHER IT BE [01:00:02] ANY OTHER MAJOR PROJECT THAT SEEMS TO BE THE THE FORMULA THAT THEY WANT TO FOLLOW. SO I WANTED TO INCLUDE THIS BECAUSE I KNOW THERE'S A FEW NEW BOARD MEMBERS HERE THAT HAVEN'T SEEN ME PRESENT YET SO I WANT TO GIVE A KIND OF LIKE A RUNDOWN OF WHAT CSLIP IS. SO IT'S A GRANT STYLE FUNDING MECHANISM THAT WE USE HERE AT THE MPO TO HELP FUND SMALLER TRANSPORTATION PROJECTS IN BROWARD COUNTY AND ACTUALLY ANDREWS AVENUE WAS BROUGHT UP EARLIER THAT WAS FUNDED THROUGH AT LEAST PARTIALLY THROUGH THE TAP PROGRAM WHICH WAS THE PRECURSOR TO CSLIP. SO IF YOU WANT A REAL WORLD EXAMPLE OF WHAT THIS PROGRAM CAN DO YOU CAN TAKE A DRIVE DOWN TO ANDREWS AVENUE. SO I JUST WANT TO RUN DOWN A LIST OF ITEMS I'M GOING TO TRY TO COVER TODAY. I'M GOING TO BE GIVING UPDATE OF CYCLE TWO THAT WAS THE PREVIOUS ROUND. CYCLE THREE I'M GOING TO BE SHOWING THE RANKINGS DOING SOME OVERVIEW AND SOME CLOSING INFORMATION AND THEN I'LL ALSO BE TOUCHING ON CSLIP MOVING FORWARD. SO JUST AN UPDATE. THE FINAL RESULTS WE WERE ABLE TO FIND OUT 12 PROJECTS IN 10 DIFFERENT AGENCIES AND THAT EQUATED TO ABOUT 33 MILLION DOLLARS IN COMBINED FUNDING. SO THAT'S THE TAP DOLLARS OUR SU DOLLARS LOCAL DOLLARS AND SOME STATE DOLLARS AS WELL. AND THIS IS JUST SOME CLOSING INFORMATION THAT I WANTED TO PROVIDE YOU ALL. SO IF YOU WERE AWARDED A PROJECT, LETTERS HAVE BEEN SENT OUT TO EACH INDIVIDUAL AGENCY SO YOU WOULD HAVE SEEN THAT BY NOW. IF YOU ARE INTERESTED IN WHICH PROJECTS GOT AWARDED THERE'S A LIST AVAILABLE ON THE CSLIP WEB PAGE. AND IF YOU'RE INTERESTED IN FUNDING INFORMATION ABOUT A SPECIFIC PROJECT THAT INFORMATION IS AVAILABLE IN THESE CITIZENS REPORT YOU CAN JUST SEARCH FOR EITHER CSLIP OR IF YOU HAVE THE ACTUAL PROJECT NUMBER YOU CAN SEARCH FOR THAT AS WELL. AND THE LAST ONE I HAVE ON HERE IS JUST THAT THE MPO AND FDOT STAFF WILL BE WORKING WITH THE INDIVIDUAL AGENCIES AS THE PROJECTS MOVE FORWARD. THAT WAY THE AGENCIES ARE GETTING THE PROJECTS THAT THEY WANT AND THE MPO AND FDOT STAFF ARE MAKING SURE THAT WE CAN ACTUALLY CONSTRUCT THEM AND THEY MOVE FORWARD. SO WITH THAT I'LL MOVE IN TO CYCLE THREE. SO THE APPLICATIONS CLOSED IN NOVEMBER AND NOVEMBER 14TH OF LAST YEAR WE RECEIVED 26 APPLICATIONS FROM 14 DIFFERENT AGENCIES. AND I'M GONNA START GOING THROUGH THE ACTUAL RANKING BUT I JUST WANTED TO GIVE A REMINDER THAT THERE'S ACTUALLY THREE STAGES TO THE RANKING OF CSLIP. SO THERE'S FIRST THE OBJECTIVE RANKING. THEN THERE IS THE ROUND RANKING AND THEN A POLICY RANKING. I'LL BE TALKING ABOUT THAT AS WE GO THROUGH. SO THIS IS THE OBJECTIVE RANKING SO THIS IS KIND OF THE BASE THAT WE USE FOR THE RANKING OF THE PROJECTS. SO WE USE OUR EVALUATION TOOL WHICH USES OBJECTIVE DATA SETS TO EVALUATE EACH INDIVIDUAL PROJECT AGAINST EACH OTHER. SO YOU CAN SEE THE RANKING OFF TO THE LEFT HAND SIDE AND THEN THE TOTAL POINTS ASSIGNED TO EACH PROJECT ON THE RIGHT HAND SIDE. SO THE NEXT IS THE ROUND RANKING. AND THIS IS WHAT WE USE TO HELP DISTRIBUTE THE PROJECTS THROUGHOUT THE COUNTY SO THAT THERE IS NO INDIVIDUAL AGENCY GETTING SAY FIVE PROJECTS WHILE OTHER AGENCIES ARE GETTING ZERO. SO HOW THAT WORKS IS ESSENTIALLY IF YOU SUBMIT ONE PROJECT THAT ONE PROJECT WILL AUTOMATICALLY BE IN THAT FIRST FUNDING ROUND WHICH IS ABOVE THAT FIRST BLUE LINE. IF YOU SUBMIT TWO YOUR FIRST ONE WILL BE IN THE FIRST ROUND. SECOND ONE WILL BE IN THE SECOND ROUND AND SO ON AND THE LAST ONE IS A POLICY RANKING SO WE ALLOW AGENCIES TO RANK THEIR OWN PROJECTS AT A LOCAL LEVEL. SO THAT WAY IF THEY HAVE A PRIORITY THAT THEY WANT FUNDED FIRST THEY CAN GET THAT PROJECT FUNDED FIRST. IF IT RANKS HIGH ENOUGH SO SAY THAT THERE'S PROJECT A AND PROJECT B. PROJECT B GETS RANKED HIGHER BUT THEY REALLY WANT PROJECT A FIRST, VIA RESOLUTION THEY CAN RANK THEM AND WE CAN DO A ONE FOR ONE SWAP. SO WE HAD SEVERAL REQUESTS FOR IT THIS YEAR. BUT ACTUALLY A MAJORITY OF THEM ALIGNED WITH HOW THE RANKING ACTUALLY CAME OUT SO YOU ONLY SEE A LOT OF CHANGE TOWARDS THE LATER FUNDING ROUNDS WHICH ARE HIGHLIGHTED IN GREEN ON THE SCREEN. SO THIS IS THAT SAME LIST BUT IT JUST SHOWS A LITTLE BIT MORE DETAIL AND THIS IS ACTUALLY THE SAME EXACT LIST THAT'S AVAILABLE IN YOUR BACKUP. AND THE REASON WHY I WANTED TO INCLUDE THAT IS JUST TO SHOW THE AMOUNT OF FUNDS THAT ARE BEING REQUESTED. SO IN THAT FIRST FUNDING ROUND THERE IS ABOUT 32 MILLION DOLLARS IN FUNDS REQUESTED IN THE SECOND ROUND IT'S ABOUT 8 3 AND 4 IT'S ABOUT 4 MILLION DOLLARS AND THEN THE FINAL FUNDING ROUND IS ABOUT 2 MILLION DOLLARS. SO THAT TOTAL OF FUNDS REQUESTS IS ABOUT 50 MILLION DOLLARS FOR ALL THOSE PROJECTS. WE DID LEARN SOME LESSONS THROUGHOUT THE PROCESS OF CYCLE 3 THE APPLICATION PROCESS FOR IT. AS ALWAYS THE APPLICATION CAN ALWAYS BE IMPROVED SO WE'RE ALWAYS LOOKING AT DIFFERENT WAYS TO IMPROVE IT. MORE SPECIFICALLY SOME OF THE INSTRUCTIONS IN THE APPLICATION COULD PROBABLY BE MORE WELL DEFINED. WE RAN INTO A COUPLE OF ISSUES AS AGENCIES WERE SUBMITTING THEY [01:15:05] MAY HAVE SKIPPED A STEP OR SOMETHING ALONG THE PROCESS AND THEY WERE RECEIVING ERRORS AT THE END OF THE APPLICATION WE WERE ABLE TO WORK THROUGH ALL OF THEM SO NO APPLICATION WAS THROWN OUT THIS CYCLE BUT IT IS SOMETHING THAT WE'RE GONNA TRY TO WORK ON INTERNALLY. THE NEXT ONE ON HERE IS JUST THAT MID-NOVEMBER SEEMS TO BE THE OPTIMAL TIME FOR A DEADLINE FOR APPLICATIONS. THIS ALLOWS AGENCIES TO GET RESOLUTIONS IN ALL THEIR STAFF MEMBERS ARE AVAILABLE BEFORE THE HOLIDAYS SO THERE'S NO CONFLICTS AND GET ALL THE PEOPLE THAT THEY NEED TO TOGETHER TO GET A PROPER APPLICATION TOGETHER. AND THE LAST ONE IS JUST A REMINDER THAT ALL FINAL DOCUMENTATION IS REQUIRED WHEN YOU'RE SUBMITTING YOUR APPLICATION SO THAT INCLUDES SIGNED RESOLUTIONS PUBLIC SUPPORT DOCUMENTATION OUTREACH SCOPE MAPS TYPICAL SECTIONS EVERYTHING THAT'S INCLUDED WITH THE APPLICATION NEEDS TO BE SUBMITTED BY THE DEADLINE SO I JUST HAVE ONE MORE SLIDE HERE AND IT'S JUST SOME ITEMS THAT CSLIP MOVES FORWARD SO PENDING BOARD APPROVAL TODAY MPO STAFF AND FDOT STAFF WILL BE. NEXT IT IS JUST THAT THE CYCLE THE NEXT CYCLE OF CSLIP WILL BE DUE NOVEMBER 13TH OF 2019. IT'S A TENTATIVE DATE BUT WE'RE PRETTY SURE THAT'S PROBABLY GOING TO BE THE THE ACTUAL DATE FOR THAT. WE'RE TRYING TO STICK TO THAT MID NOVEMBER DEADLINE. AND THEN UNDERNEATH THAT IT'S JUST A COUPLE OF REMINDERS ONE OF WHICH IS IT'S NEVER TOO EARLY TO START WORKING ON YOUR APPLICATIONS THAT ACTUALLY HAVE ALREADY BEEN CONTACTED BY A COUPLE OF DIFFERENT AGENCIES THAT ARE ALREADY WORKING ON THEIR APPLICATIONS FOR NEXT CYCLE THEY'RE ALREADY WORKING WITH FDOT GETTING LETTERS OF SUPPORT SO THAT'S REALLY GOOD NEWS. AND ON THAT. THEN BETWEEN JULY AND NOVEMBER WE WORKED WITH THE TECHNICAL ADVISORY COMMITTEE AND CITIZENS ADVISORY COMMITTEE TO IDENTIFY AND ENDORSE A PROJECT PRIORITIZATION PROCESS FOR HOW WE ULTIMATELY WOULD RANK THESE PROJECTS AS PART OF THE PLAN. LAST MONTH WE DID A FOLLOW UP WITH A TECHNICAL ADVISORY COMMITTEE AND CITIZENS ADVISORY COMMITTEE ON PROJECT PRIVATIZATION SO WE REALLY DIVED INTO SOME OF THE DETAILS ON HOW THE PROCESS IS PLAYING OUT. WE USE THE DRAFT LIST OF PROJECTS THAT WE HAD AVAILABLE TO US AND WE TESTED THE PRIORITIZATION PROCESS AND ASKED THEM TO GIVE US SOME FEEDBACK AND WE GOT SOME REALLY GREAT FEEDBACK. SO JUST VERY QUICKLY THE PROJECT PRIORITIZATION OVERVIEW WE HAD WE ENDORSED THE PROCESS IN NOVEMBER AND THIS WAS BASICALLY THE THREE STEP APPROACH IS THAT WE HAVE A SIMPLE SCORING APPROACH WE'D NORMALIZE THE POINTS AND WEIGHT THE PROJECTS SO QUICKLY WALK YOU THROUGH WHAT WE DID WITH THAT STARTING WITH THE SIMPLE SCORING WE HAD SIX PLANNING FACTORS THAT WE WANTED TO ADDRESS AS PART OF PROJECT SCORING. SO EACH PROJECT WOULD BE EVALUATED BASED ON MOBILITY ACCESSIBILITY SAFETY EQUITY ENVIRONMENT AND ECONOMY AS WELL AND YOU CAN SEE SOME OF THE FACTORS THAT WE LOOKED AT UNDERNEATH EACH ONE OF THOSE PLANNING FACTOR CATEGORIES. EACH PROJECT RECEIVED A SCORE IN ONE OF THOSE SIX CATEGORIES BASED ON THOSE FACTORS. THEN SWITCHING BACK TO THE OVERALL FRAMEWORK YOU NOTICED WE HAD WEIGHTING AS THE LAST PIECE HERE. NOW IN ORDER FOR THE WEIGHTING TO MAKE A DIFFERENCE WE HAD TO NORMALIZE THE SCORES BETWEEN ALL OF THE SIX DIFFERENT CATEGORIES BECAUSE MAYBE IN ONE CATEGORY YOU COULD ACHIEVE EIGHT POINTS AND MAYBE IN ANOTHER CATEGORY YOU COULD ACHIEVE 15 POINTS. SO THERE WAS A NATURAL WEIGHTING BUILT IN ON THE SCORING SIDE. SO WE HAD TO NORMALIZE ALL THE SCORES SO THAT WE LEVEL THE PLAYING FIELD SO THAT WE COULD APPLY THE ACTUAL WEIGHTING PROCESS. THE WAY WE DETERMINE THE WEIGHTING PROCESS IS WE WORKED WITH OUR TAC CAC LOCAL COORDINATING BOARD AND MPO BOARD THROUGH A POLL EXCUSE ME TOWARDS THE END OF LAST YEAR WHERE WE ASKED YOU TO RANK THE PERCENTAGE THAT YOU WOULD LIKE TO ALLOCATE FROM WEIGHTING PERSPECTIVE FOR EACH OF THE SIX PLANNING FACTORS. AND WE AVERAGED ALL OF THAT FEEDBACK TOGETHER AND THIS IS WHAT ULTIMATELY PLAYED OUT AND WE WOULD USE THEN FOR THE WEIGHTING COMPONENT OF THE SCORING. SO REFERENCING CONNOR'S PRESENTATION FROM A FEW MINUTES AGO HE MENTIONED THAT THERE IS AN OBJECTIVE RANKING PROCESS FOR HOW THOSE PROJECTS ARE FUNDED AND LITERALLY WHAT THAT WILL BE AS A SET ASIDE FUNDING FOR THOSE FUNDING PROGRAMS AND THEY'LL BE SUBJECT TO THEIR PROGRAM SPECIFIC PRIORITIZATION. ULTIMATELY THE GOAL IS TO INCORPORATE ALL THESE PROJECTS INTO THE METROPOLITAN TRANSPORTATION PLAN THROUGH THESE TWO AVENUES. SO FOCUSING IN A LITTLE BIT MORE ON THE TWO PROJECTS ON THE SIX PROJECT PROGRAMS AND THE TWO PROJECT PRIORITIZATION PROCESSES WHAT WE DISCUSSED WITH YOU ALL AT THE JANUARY MPO BOARD ENGAGEMENT FORUM IS THAT IN ORDER TO GIVE STAFF SOME GUIDANCE ON HOW TO BUILD A DRAFT COST FEASIBLE PLAN WE WANTED SOME INPUT FROM YOU AND HOW MUCH FUNDING YOU THINK SHOULD BE ALLOCATED FOR ONE OF THOSE SIX FUNDING PROGRAMS. NOW I KNOW AT THE TIME IT WAS VERY PRELIMINARY AND WE HEARD FROM SOME OF THE BOARD MEMBERS THAT WE MAY NOT HAVE ENOUGH INFORMATION WE DON'T KNOW HOW MANY PROJECTS ARE GOING TO BE AFFECTED. AND I THINK WHAT WE INTENDED TO DO THERE WAS TAKE THAT AS A BASELINE SORT OF LAY THE FOUNDATION OKAY THIS IS WHAT WE HEARD FROM THE BOARD AND WE WOULD WANT TO DEVELOP SOME FUNDING SCENARIOS BASED ON THAT SO MAYBE COME UP WITH THREE DIFFERENT SCENARIOS FOR DIFFERENT FUNDING AMOUNTS IN EACH OF THE PROGRAMS NOW THAT WE HAVE THE LIST OF PROJECTS WE'LL ACTUALLY BE ABLE TO SHOW YOU THE IMPACT OF EACH FUNDING SCENARIO. SO YOU'LL SEE WHAT PROJECTS YOU CAN FUND IN ONE PROGRAM IF YOU ALLOCATE MORE MONEY TO IT OR IF WE TAKE LESS MONEY OR WE TAKE MONEY AWAY FROM THAT PROGRAM AND ASSIGN IT TO ANOTHER PROGRAM SO AS I MENTIONED YOU'RE USED TO SEEING A DRAFT LIST OF PROJECTS THAT WE USUALLY PRIORITIZE AND RANK AS PART OF A [01:30:01] COST FEASIBLE PLAN. IF WE ADD IF WE PUT A GREATER PERCENTAGE OF THE AVAILABLE DOLLARS INTO THOSE PROGRAMS YOU'D BE ABLE TO FUND MORE IN THOSE PROGRAMS AND LESS THAN THE OTHERS LET'S SAY IN SCENARIO B WE REALLY FOCUS ON HIGHWAY AND CSLIP YOU'LL SEE THAT SOME OF THE FUNDING FALLS AWAY FROM THE OTHER PROGRAMS AND IN SCENARIO C WE REALLY RAMP UP THE BICYCLE PEDESTRIAN ELEMENT AND LOOK AT TRANSIT COMPLETE STREETS AND LOCALIZED INITIATIVE AND COMPLETE STREETS MASTERPLAN. SO AGAIN IF I FLIP THROUGH THE TWO YOU'LL BE ABLE TO SEE THAT OUR INTENT IS NEXT MONTH THAT WE HAVE A LIST OF PROJECTS AND YOU'LL SEE WHAT THE EFFECT IS WHEN WE UP THE PERCENTAGE IN ONE CATEGORY OR MAYBE LOWER IT IN ANOTHER CATEGORY. AND WE ALSO WANT TO MAKE SURE THAT WE CAN GET A RESOLUTION OVER THE SUMMER AS WELL FOR THOSE PROJECTS. ONE OF THE ISSUES THAT WE'VE HAD IN THE PAST IS WHEN WE MOVE FORWARD WITH PROJECTS WE DON'T HAVE ONE OF THOSE FOUR ITEMS. AND THE DEPARTMENT WHO HELPS PROGRAM ALL OF OUR FUNDS AND ULTIMATELY CONSTRUCTS THESE PROJECTS SAYS TO US THESE ARE NOT WHAT WE CALL PROGRAM READY WE HAVE TO SKIP OVER THAT PROJECT AND MOVE ON TO THE NEXT ONE. WE DON'T WANT THAT TO HAPPEN AS PART OF THIS METROPOLITAN TRANSPORTATION PLAN. IT TAKES ALL THE MONEY OUT AND WE'VE GOT ALL THE MONEY NOW GOING TO THIS PROJECT AND YOU HAVE TO IN ORDER TO ACCOMPLISH THAT WHICH WE MAY THINK IS A GREAT PROJECT THE TUNNEL. NOW THERE'S NO MONEY FOR CSLIP AND SO POSSIBLY WHAT NEEDS TO BE CONSIDERED IS THAT THERE IS A MINIMUM FOR ANY CATEGORY IN THE KITTY SO THAT YOU NEVER ARE VACANT IN ANY OF THOSE CATEGORIES. SECOND THING THE SURVEY THAT WE TOOK AND WE TOOK IT MORE THAN ONCE YOU COULD DRAW A LINE HORIZONTAL LINE. I'M GOING TO CLARIFY SOMETHING THAT I SAID YOU KNOW I GO TO A LOT OF PLANNING MEETINGS AND AND I'M ON YOUR STATE MPO BOARD REPRESENTING ALL OF BROWARD COUNTY SO I GET EXPOSED TO THIS MORE THAN NOT. BUT ALL OF THE FUNDS THAT THIS MPO GETS HAS ELIGIBILITY USE REQUIREMENTS. SO IT'S NOT FAIR TO SHOW THAT THEY'RE FLYING FROM ONE POT TO ANOTHER BECAUSE SOME YOU CAN'T USE THAT MONEY FOR. AND SO IT NEEDS TO BE YOU DON'T WANT TO STEAL FROM POT TO ANOTHER POT WHEN YOU THEN CAN'T USE THAT MONEY. SO IF THERE WAS MONEY SET ASIDE FOR MOBILITY HUBS THAT BE GREAT BUT THAT'S ONE OF THE FLEXIBLE USES THAT WE HAVE TO MAKE A DECISION ON. SO THAT MAY BE JUST 10 PERCENT OF THE FUNDS NOT THE ENTIRE POT OF 100 PERCENT BECAUSE 90 PERCENT IS SPOKEN FOR AND THERE'S NOTHING YOU CAN DO ABOUT IT. SO IF WE'RE GOING TO GIVE DIRECTION ON THE 10 PERCENT I'M OKAY WITH MAKE SURE THAT IT'S A REAL 10 PERCENT FLOAT THAT WE CAN CHANGE FROM ONE WITH OUR DIRECTION. SO I UNDERSTAND WHAT YOU'RE SAYING WE'RE GIVING THE DIRECTION AS A BOARD AS A WHOLE AND IT CAN CHANGE IN THE FUTURE BUT THAT'S ONLY FOR PART OF THE FUNDING THAT WE GET FROM THE GOVERNMENT. MR. NOW WHAT WE HOPE TO SHOW IS THAT THERE ARE AVAILABLE FUNDS LET'S SAY FROM THE STATE THAT ARE SLATED FOR HIGHWAYS. YOU MENTIONED THAT 80 20 OR 90 10 SPLIT THAT IS GOING TO HIGHWAY. SO ONE OF THE THINGS THAT WE WANT TO TRY AND COMMUNICATE TO YOU ALL AS A BOARD IS THAT THERE IS FUNDING OUT THERE TO BUILD PROJECTS LET'S SAY CAPACITY PROJECTS ON THE STATE SYSTEM IS IT WORTH IT ALLOCATING OUR MPO ATTRIBUTABLE DOLLARS THAT YOU AS A BOARD HAVE DIRECT CONTROL OVER TO THE HIGHWAY PROGRAM WHEN THOSE NEEDS ARE BEING TAKEN CARE OF AT THE STATE LEVEL. SHOULD WE MAYBE BE LOOKING AT MAXIMIZING OUR FUNDS AND USING THOSE FUNDS MORE EFFICIENTLY IN MOBILITY HUBS OR MAYBE IN THE COMPLETE STREETS MASTERPLAN WHERE WE REALLY NEED THAT FLEXIBILITY WHERE WE DON'T HAVE THAT AT THE STATE LEVEL. CHAIRMAN MAY I ALSO BUILD ON THAT COMMENT BECAUSE THIS IS ACTUALLY VERY IMPORTANT BECAUSE WHEN WE'RE TALKING ABOUT THE FLEXIBILITY OF THE METROPOLITAN PLANNING FUNDS AND THAT WAS WHAT I MENTIONED EARLIER THAT THEY TAKE 50 PERCENT OFF THE TOP TO FUND THE CIS NOTHING'S MORE DISAPPOINTING IN MY WORLD WHEN WE CANCEL A PROJECT OR A PROJECT GETS [01:45:06] DELAYED AND THEN I KNOW THE DOT OUR DISTRICT STAFF DOES A GREAT JOB OF MAKING SURE THAT MONEY GETS SPENT HERE. BUT THEN I SEE SU FUNDS WHICH IS ARE ATTRIBUTABLE SHOW UP ON MANAGED LANES ON I-95 AND KNOWING THAT YOU KNOW THAT THERE WAS A CANCELED PROJECT I'M GOING TO USE HOLLYWOOD EXCUSE ME AS MR. CHAIR BUT YOU KNOW THAT PARTICULAR JOHNSON STREET PROJECT AND THAT WAS BUDGETED AND IT WAS READY TO GO AND THEN WE STARTED RUNNING INTO THE PROJECT READINESS AND THERE WASN'T RIGHT OF WAY. AND THEN ALL OF A SUDDEN THAT SIX MILLION DOLLARS SHOWS UP ON I 75 MANAGE LANES AND OR I-95 MANAGE LANES NORTH OF BROWARD BOULEVARD. AND IT'S GOOD THAT THEY'RE SPENDING THAT MONEY BECAUSE ULTIMATELY WE LOSE IT TO DESTIN AND OTHER AREAS OF THE STATE. BUT THOSE AREN'T NECESSARILY I THINK YOUR INTENTION OF THE MONEY THAT YOU HAVE DIRECT AUTHORITY OVER. SO THERE'S DIALING MECHANISM IS I THINK GOING TO BE VERY IMPORTANT TO UNDERSTAND IF WE'RE LOSING A PROJECT HAPPENS TO BE A JOHNSON STREET AGAIN AND WE'RE TRYING TO AVOID THAT THAT THAT MONEY CAN THEN BE REDIRECTED TO MAYBE ADVANCING A PROJECT THAT WAS IN 2023 MAYBE WE CAN GET IT DONE IN 2021 AS OPPOSED TO IT FLYING OVER TO I-95. RIGHT AND I JUST WANT TO MAKE SURE THAT IF YOU'RE JUST GOING TO USE SU DOLLARS IT MAY ALL ELIMINATE ANY TRANSIT FROM THOSE. JUST DO THE VALUE OF THE SU AND WHAT IT CAN BE USED AND NOT USED FOR. SO I DON'T WANT OUR MEMBERS TO GET HAPPY THAT THEY'RE FUNDING TRANSIT PROJECTS BECAUSE THAT'S THE WAY THEY VOTED AND THEN ACTUALLY IN REALITY THEY CAN'T USE IT THAT WAY. NO UNDERSTOOD AND I THINK THAT'S SOMETHING THAT WE WANT TO TRY AND ILLUSTRATE NEXT MONTH AND PLEASE KEEP US HONEST AND YOU'RE VERY KNOWLEDGEABLE ON THIS STUFF AND I THINK IT'S SOMETHING THAT WE STRUGGLE WITH ESPECIALLY IN THE SHORT AMOUNT OF TIME THAT WE HAVE HERE SOMETIMES TO COMMUNICATE THAT.
