[1. Call to Order and Recognition of Quorum]
[00:00:08]
WE'RE GOING TO CALL THIS MEETING TO ORDER.
IF WE CAN HAVE THE ELECTRONIC ROLL CALL, PLEASE.
MM. IT'S NOT LETTING US CLICK YET.
SO EVERYBODY KNOWS WHO'S HERE.
[3. Approval of Minutes - August 23, 2023]
FIRST ITEM FOR A VOTE IS THE APPROVAL OF THE MINUTES.IF I COULD HAVE A MOTION TO APPROVE THE MINUTES.
WE CURSED AT THIS TODAY, REBECCA.
I HIT THE WRONG BUTTON AND I NEED TO DO ROLL CALL AGAIN.
OKAY. WE WERE JUST TALKING ABOUT HOW FANCY AND GREAT THIS IS AND WHEN IT WORKS.
THIS TIME I WILL ADMIT IT WAS THE PERSON IN THE CHAIR.
THANK YOU. AND THEN WE'LL GO BACK TO THE REGULAR ITEM OF APPROVAL OF THE MINUTES.
IF I COULD HAVE A MOTION BY JENNA, SECONDED BY MAQSOOD.
ANY COMMENTS ABOUT THE MINUTES? NO SEEING NONE.
CALL FOR THE VOTE NOW, PLEASE.
OH, LISA, DO YOU HAVE A COMMENT? LISA? NO.
NEXT ITEM IS THE APPROVAL OF THE AGENDA.
[4. Approval of Agenda]
MOTION MADE BY MAQSOOD.ANY COMMENTS ON THE PROPOSED AGENDA? SEEING NONE CALL FOR A VOTE ON THAT, PLEASE.
[5. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.]
NEXT ITEM IS PUBLIC COMMENTS.REBECCA DO WE HAVE ANY PUBLIC COMMENTS OF ITEMS NOT ON THE AGENDA? PREVIOUSLY? NO. SEEING NONE.
THEN WE'LL MOVE ON TO NUMBER SIX ON OUR AGENDA, WHICH IS THE 2050 MTP UPDATE.
[6. 2050 Metropolitan Transportation Plan (MTP) Updates: http://routeto2050.org]
MR. RESTREPO.GOOD AFTERNOON. MY NAME IS CHRISTOPHER RESTREPO.
I AM ONE OF THE CO PROJECT MANAGERS FOR THE 2050 MTP, ALSO KNOWN AS ROUTE TO 2050.
AND I'M GOING TO GIVE YOU A QUICK UPDATE.
AND WHEN I MEAN QUICK, IT'S JUST TWO SLIDES.
ON WHAT WE ARE DOING FOR THE 2050 MTP OR SOME UPDATES UP TILL NOW.
OKAY. SO FIRST UP, WE HAVE SOME UPDATES ON OUR WEBSITE.
SO IF YOU HAVE NOT GONE TO OUR WEBSITE YET, IT'S CALLED ROUTE TO 2050.ORG.
AND ON OUR WEBSITE WE HAVE A TAB CALLED RESOURCES.
SO NEW THINGS THAT WE HAVE UP.
THERE ARE TWO TECHNICAL DOCUMENTS.
WE HAVE OUR GOALS, OBJECTIVES AND INDICATORS AND ALSO OUR SAFETY ANALYSIS.
OUR SAFETY ANALYSIS IS REALLY COOL.
A LOT OF REALLY GOOD INFORMATION THERE.
SOME COOL STATISTICS OF CRASH DATA WITHIN BROWARD COUNTY.
SO IF YOU ARE CURIOUS ABOUT THAT, DEFINITELY CHECK THAT OUT.
AND THEY ARE FOR EMERGING TECHNOLOGIES, HOUSING AND SAFETY.
[00:05:03]
AND JUST QUICKLY, I JUST WANT TO GIVE YOU AN UPDATE OF WHERE WE ARE WITH THE 2050 PLAN.SO OUR CALL FOR PROJECTS IS ALREADY DONE THAT RAN FROM JANUARY TO MAY.
CURRENTLY WE'RE IN OUR MPO NEEDS ASSESSMENT THAT'S WRAPPING UP VERY, VERY SOON IN OCTOBER.
SO THAT'S US LOOKING AT ALL OF OUR DIFFERENT EMPHASIS AREAS, START PLANNING OUR PROGRAMS AND BEGINNING THE PRIORITIZATION PROCESS WHICH I'VE BEEN SHARING WITH YOU THESE PAST TWO MEETINGS. WE ARE CURRENTLY IN PROJECT PRIORITIZATION.
WE EXPECT TO BE FINISHED BY THE END OF THIS YEAR OR THE BEGINNING OF NEXT YEAR.
HOPEFULLY THAT WAS NOT TOO FAST AND I'LL BE STICKING AROUND FOR THE NEXT ITEM.
EXCELLENT. ANY QUESTIONS ON THE UPDATE FOR CHRISTOPHER? NO. OH.
CHRISTOPHER HAS A QUESTION FOR CHRISTOPHER.
WERE YOU ALL ABLE TO INCORPORATE THAT INTO THE.
[1. MOTION TO RECOMMEND BROWARD MPO ENDORSE the Route to 2050 Metropolitan Transportation Plan (MTP) Project Prioritization Process]
OKAY. WE'LL MOVE ON TO THE NEXT ITEM AGAIN WITH CHRISTOPHER.SO I THINK THAT MIGHT ANSWER SOME MORE QUESTIONS FOR YOU.
SO HERE IS PART THREE OF OUR TRILOGY OF OUR PROJECT PRIORITIZATION PROCESS.
THERE'S NOT GOING TO BE ANYTHING TOO NEW HERE.
SO AN OVERVIEW OF OUR PROCESS.
WE'RE LOOKING AT SIPHONING PROJECTS INTO SIX DIFFERENT PROGRAMS. WE HAVE OUR COMPLETE STREETS, OUR ROADWAY, TRANSIT AND HUBS TECHNOLOGY, AND THEN WE ALSO HAVE OUR SAFETY AND RESILIENCY PROGRAMS. OUR PROJECT PRIORITIZATION PROCESS IS GOING TO FOCUS ON THE FOUR PROGRAMS TO THE LEFT.
SO COMPLETE STREETS THROUGH TECHNOLOGY.
SO WHEN WE DID OUR WORKSHOP AND WHEN WE'VE DONE OUR PRESENTATIONS TALKING ABOUT THE PRIORITIZATION FACTORS AND CRITERIA THEY'RE APPLYING TO THOSE FOUR PROJECTS, I MEAN, SORRY, FOUR PROGRAMS. SO LET'S REVIEW WHAT THOSE PRIORITIZATION FACTORS AND CRITERIA ARE.
WE HAVE FOUR CRITERIA THAT'S TRANSIT, HOUSING ACTIVITY CENTERS AND THEN NON-AUTO FOR MOBILITY.
WE'RE BASING IT ALL ON OUR HIGH INJURY NETWORK.
SO THE THE PROXIMITY OF A PROJECT TO THE HIGH INJURY NETWORK, WHETHER IT'S ON THE FULL CORRIDOR, INTERSECTS A CORRIDOR OR INTERSECTION OR IS WITHIN 200FT OF A CORRIDOR OR INTERSECTION. EQUITY WILL BE USING OUR EQUITY TOOL.
AND THEN ALSO, IF IT HAS A NEGATIVE IMPACT TO A NATURAL OR BUILT RESOURCE AND THEN FOR ECONOMIC VITALITY, IT'S OUR PROXY FOR CREATING JOBS, LIKE USING AN OPPORTUNITY TO GIVE POINTS TO THOSE FREIGHT PROJECTS.
SO FREIGHT AND GOODS IS ONE OF THEIR CRITERIA.
AND THEN ALSO BASED OFF OF OUR PERFORMANCE MEASURES, THE STATE OF GOOD REPAIR FOR THOSE ROADWAYS.
SOME CHANGES THAT WE MADE FROM FROM OUR WORKSHOP THAT WE HAD LAST TIME.
THERE WAS SOME DISCOMFORT THAT IT MIGHT FAVOR ONE CITY IN PARTICULAR.
SO WE'RE REMOVING THAT AS PART OF THE FREIGHT AND GOODS CRITERIA.
AND THEN ALSO FOR OUR NATURAL AND BUILT CRITERIA, WE'RE REMOVING THE WORD FLOODPLAINS.
SO THE PRIORITIZATION FACTOR WEIGHTING.
SO WE'VE DONE A LOT OF RESEARCH ON HOW WE SHOULD WEIGHT THESE PRIORITIZATION FACTORS.
WE LOOKED AT WHAT WE DID FOR THE 2045 PLAN.
[00:10:01]
WE ASKED THE TAC AT OUR WORKSHOP TO RANK THE PRIORITIZATION FACTORS, AND THEN ON TOP OF THAT, WE ALSO ASKED THEM TO WEIGHT THE PRIORITIZATION FACTORS.SO WE HAVE ACCESSIBILITY, SAFETY AND MOBILITY THAT HAVE COME OUT AT THE TOP.
SO WE AGREE THAT THIS SHOULD BE SOMETHING THAT SHOULD BE PRETTY MUCH, IF NOT FIRST PLACE, SECOND PLACE, AND THEN MOBILITY AS ALSO AS OUR OBJECTIVE OF REMOVING CONGESTION FROM OUR ROADWAY.
SO IT HELPS ACCESSIBILITY RESIL URGENCY AND EQUITY AND ECONOMIC VITALITY ARE MORE OF OUR SUPPORTING FACTORS AND WE ARE WEIGHING THEM ALL EQUALLY WITH 12 POINTS EACH.
SO THE TOTAL WILL BE A FULL 100.
OKAY. SO WHAT YOU'RE APPROVING TODAY IS THIS PRIVATIZATION PROCESS, OUR COLLECTION OF PROJECTS FROM OUR CALL FOR PROJECTS OR OUR SIPHONING OF PROJECTS INTO THOSE FOUR DIFFERENT PROGRAMS, USING THOSE PRIVATIZATION FACTORS FOR WEIGHTING, USING THE CRITERIA FOR APPLYING SCORES TO THOSE PROJECTS.
AND THEN WHEN THAT'S ALL DONE, WE'LL HAVE A FULL LIST OF PROJECTS AND EACH ONE OF THOSE FOUR PROGRAMS. AND THAT IS IT.
THANK YOU. LET ME KNOW IF YOU HAVE QUESTIONS.
EXCELLENT. ANY QUESTIONS FOR CHRISTOPHER? CHRISTOPHER, GO AHEAD. I'M JUST GOING TO TALK ABOUT THIS ALL DAY.
YEAH, NO, I THINK IT'S BEEN MADE CLEAR TO THE TAC THAT IN THIS NEW PLAN AND THE PRIORITY RANKING THAT THERE IS BEING THERE IS COMING A SHIFT OF THE TYPE OF COMPETITIVE GRANT PROJECTS THAT ARE OUT THERE AWAY FROM OUR SEA SLIP PROGRAM AS IT IS NOW TO SOMETHING MORE TOWARDS TECHNOLOGY.
I THINK THAT NEEDS TO BE MADE ABUNDANTLY CLEAR BY STAFF TO THE BOARD.
OKAY. YEAH, BECAUSE THE REASON BEING IS THAT CITIES, YOUR MEMBER ENTITIES HAVE COME TO RELY ON THAT FUNDING POOL FOR COMPETITIVE GRANTS AND WHAT HAVE YOU, AND MATCHING FUNDS FROM OUR CITIES.
AND WHEN WE SHIFT AWAY FROM THAT, I DON'T WANT IT TO BE SOME BIG SURPRISE FOR THE ELECTED OFFICIALS.
AND I'D ALSO SAY IT'S INCUMBENT UPON US AS STAFF TO INFORM OUR ELECTED OFFICIALS.
SO THEY'RE AT LEAST GETTING IT FROM TWO SOURCES.
YEAH, I'LL JUST GO BACK REALLY QUICKLY TO THOSE PROGRAMS. SO WE DO INTEND ON KEEPING THE PROGRAM WITHIN THE COMPLETE STREETS TO HAVE THAT COMPETITIVE FUNDING OPPORTUNITY FOR THE LOCAL AGENCIES.
AND WE'RE ALSO PROPOSING THAT AS AN OPPORTUNITY FOR THE TECHNOLOGY PROGRAM.
SO WE'LL MAKE SURE TO COMMUNICATE THAT TO THE BOARD THAT THOSE ARE OPPORTUNITIES.
OKAY. SO THAT'S CHANGED SINCE PREVIOUSLY BECAUSE IT WAS MENTIONED THAT CECIL WAS GOING AWAY.
YES. SO WE ARE GOING TO KEEP CECIL.
EXCELLENT. BUT IT WON'T BE CALLED CECIL.
WE'LL FIGURE OUT WHAT THE TERMINOLOGY FOR THAT IS.
EXCELLENT. ANY OTHER QUESTIONS REGARDING THE PROPOSED PRIORITIZATION? NO, I WILL SAY I REALLY APPRECIATE THE PROCESS WE WENT THROUGH AND BEING ABLE TO TALK THROUGH IT AND SHARE OUR OPINIONS.
AND THEN THAT YOU TOOK IT INTO ACCOUNT AND MADE SOME CHANGES WAS EXCELLENT.
IT WAS A GOOD PROCESS FOR THOSE OF US WHO ENJOY IT.
I APPRECIATE EVERYBODY THAT PARTICIPATED.
I THINK IT WAS REALLY USEFUL TO GET THERE AND WE'LL HAVE A GREAT PROGRAM THIS YEAR, HOPEFULLY.
SO SEEING NO OTHER COMMENTS OR QUESTIONS ON THIS, I WILL REQUEST A MOTION AND THE MOTION TO APPROVE MOTION TO RECOMMEND THAT THE MPO ENDORSE THE MTP'S PROJECT PRIORITIZATION PROCESS.
THE MOTION IS MADE BY LEWIS AND SECONDED BY MAQSOOD.
ANY OTHER COMMENTS REGARDING THIS ITEM? HEARING NONE. THEN I'LL CALL FOR A VOTE, PLEASE.
THANK YOU VERY MUCH. NEXT, WE MOVE ON TO OUR NON ACTION ITEMS.
[1. Federally Mandated Performance Measures and Targets]
THE FIRST ITEM IS WITH MR. FLAVIAN ABOUT FEDERALLY MANDATED PERFORMANCE MEASURES AND TARGETS.MEMBERS OF THE TAC PAUL FLAVIAN WITH THE BROWARD MPO DATA SERVICES MANAGER.
THE STAFF MEMBER TASKED WITH KEEPING THE MPO IN LINE WITH FEDERAL PERFORMANCE MEASURE REGULATIONS.
[00:15:04]
SO WITH THAT, I'LL START MY PRESENTATION.OKAY, SO WHY PERFORMANCE MEASURES, RIGHT? SOME OF YOU WHO'VE I GUESS WHO'VE BEEN HERE ON THE ON THE TAC FOR A WHILE, YOU KNOW, I DO THIS PRESENTATION EVERY YEAR ESSENTIALLY, AND THESE ARE THE TWO ENABLING LEGISLATIONS WHICH ESSENTIALLY WILL REQUIRE TO DO PERFORMANCE MEASURES, RIGHT? THE MAP 21 AND 2012 AND THE FAST ACT IN 2015.
ESSENTIALLY WE HAVE TO DO PERFORMANCE MEASURES.
SO WHY PERFORMANCE MEASURES WANTED TO ENSURE THAT THE FEDERAL HIGHWAY AID PROGRAM, WHICH ESSENTIALLY IS THE MONIES THAT MPOS GET IN ORDER TO BE ABLE TO DO PROJECTS ON THE ROADWAYS THAT ARE ELIGIBLE FOR THAT FOR THOSE FEDERAL FUNDING, WE WANT TO MAKE SURE THERE'S AN EFFICIENT INVESTMENT OF THOSE FUNDS.
THEY WANTED TO FOCUS ON NATIONAL TRANSPORTATION GOALS.
SO WHAT ARE WE REQUIRED TO MEASURE PER THOSE LAWS AND STATUTES? THE FIRST 1 P.M.
THAT WAS THE FIRST ONE THAT CAME OUT IN 2018.
AND OF COURSE THAT'S MOST IMPORTANT TO US AND PROBABLY MOST OF YOU.
SECOND ONE IS BRIDGE PAVEMENT CONDITIONS ESSENTIALLY.
ESSENTIALLY THE BIG ONES LIKE OAKLAND PARK STATE ROAD SEVEN I 95 FIVE 7575.
THOSE TYPES AND SYSTEM PERFORMANCE ESSENTIALLY TRAVEL TIME RELIABILITY ON THE HIGHWAYS AND ON THE NATIONAL HIGHWAY SYSTEM NON HIGHWAY SYSTEM AND THEN THE TWO FTA REGULATIONS TRANSIT ASSET MANAGEMENT ESSENTIALLY HOW HOW ARE THE TRANSIT AGENCIES KEEPING THEIR ASSETS VIABLE AND HOW ARE THEY PROGRAMING FUNDS AND THINGS LIKE THAT TO MAKE SURE THAT THOSE ASSETS ARE VIABLE IN THE LAST ONE WAS TRANSIT SAFETY.
SO. THIS SLIDE HERE ESSENTIALLY TALKS ABOUT WHEN WE'RE REQUIRED TO ADOPT.
NOW, THE SECOND COLUMN ESSENTIALLY TELLS YOU WHERE WE'RE SUPPOSED TO ADOPT, BUT THIS MPO, WHAT WE TRY TO DO IS MAKE SURE THAT WE'RE IN LINE WITH THE WORK PROGRAM.
SO AND THE HIGHLIGHTED IN YELLOW, I GUESS THAT'S YELLOW.
THOSE ARE YEARLY PERFORMANCE MEASURE TARGETS THAT WE HAVE TO ADOPT.
SO SAFETY, TRANSIT, SAFETY AND TRANSIT ASSET MANAGEMENT ARE YEARLY THINGS THAT WE HAVE TO DO.
UM, AGAIN, I JUST TALKED ABOUT THAT TRANSIT ASSET MANAGEMENT AND TRANSIT SAFETY.
NOW FOR SAFETY, OUR ADOPTED TARGETS ARE WE HAVE ESSENTIALLY A VISION ZERO.
THE STATE HAS A VISION ZERO TARGET.
WE'RE SUPPORTING THE VISION ZERO TARGET IN THE LAST COLUMN YOU SEE THERE ON THE SLIDE.
IT'S THE FIVE YEAR AVERAGE DATA THAT WE HAVE FOR THE PERFORMANCE MEASURE, AREAS THAT WE'RE SUPPOSED TO MONITOR AND SET TARGETS FOR NUMBER OF FATALITIES, NUMBER OF SERIOUS INJURIES, FATALITY RATES, SERIOUS INJURY RATES AND NON-MOTORIZED, MEANING BIKE AND PED FATALITIES AND SERIOUS INJURIES.
NOW, I WANTED TO DRILL A LITTLE DEEPER INTO THE SAFETY ISSUE.
SO THE SLIDE HERE, WHICH YOU SEE, WE HAVE DATA GOING BACK TO 2012 AND THE LAST FULL YEAR WORTH OF DATA THAT WE HAVE ACTUALLY 2022. SO I WANTED TO SHOW YOU THE YEAR BY YEAR ESSENTIALLY, AND I DON'T KNOW IF YOU REMEMBER LIKE BACK IN 2010, THERE WAS LIKE, YOU KNOW, THE LAST ECONOMIC DOWNTURN, REAL ESTATE WENT DOWN.
SO AND THAT LASTED TILL ABOUT 2014.
SO YOU KIND OF SEE FEWER PEOPLE DRIVING, PEOPLE GOING TO WORK.
YOU KIND OF SEE DEATHS SORT OF WENT DOWN ALONG WITH THAT.
AND AS THE ECONOMY PICKED BACK UP, YOU KIND OF SAW DEATH SORT OF UNFORTUNATELY GOING BACK UP.
AND ALSO YOU SEE THE COVID YEARS THERE AS WELL IN THESE NUMBERS, 2020 AND 2021.
[00:20:02]
BUT AS YOU SEE IN 2022, WE SEEM TO BE COMING BACK DOWN AGAIN.SO THE SECOND SLIDE HERE IS ESSENTIALLY THE FIVE YEAR AVERAGE DATA.
NOW YOU SEE THE TREND LINE IS ACTUALLY NOT GOING IN THE DIRECTION THAT WE WANT IT.
BUT AGAIN, FULL TRANSPARENCY HAVE TO SHOW THE DATA.
NOW I BROKE OUT THE NON MOTORIZED BIKE PED FATALITIES AND AS YOU SEE HERE AGAIN PRETTY STEADY UNTIL YOU SEE ESSENTIALLY THAT 2021 COVID YEAR IT REALLY WENT UP AND THEN 2022 IS COMING BACK DOWN.
NOW, THIS IS A FIVE YEAR DATA FOR THE BIKE PED FATALITIES.
AGAIN, THE TREND LINE IS GOING IN THE WRONG DIRECTION.
NOW, THIS IS ALL ALL SERIOUS INJURIES ON PUBLIC ROADWAYS.
RIGHT. AND YOU CAN SEE THAT'S BEEN TRENDING DOWN, EXCEPT FOR MAYBE TWO YEARS HERE AND IT'S BEEN STEADILY TRENDING DOWN. THE FIVE YEAR DATA AGAIN SHOWS THE SAME THING.
THE TREND LINE IS COMING BACK DOWN.
NOW THESE ARE BIKE AND PED SERIOUS INJURIES.
BUT AGAIN, IT'S COMING DOWN IN 2022.
AND THEN AGAIN, THE TREND LINES AS YOU SEE HERE, GOING IN THE RIGHT DIRECTION.
SO THE DEATHS, WE REALLY HAVE TO FOCUS IN THE SERIOUS INJURIES GOING IN THE RIGHT DIRECTION.
BUT AGAIN, YOU KNOW, KEEP INTENSIFYING OUR EFFORTS.
NOW THE PM TO PM THREE BRIDGES AND PAVEMENT CONDITIONS AND SYSTEM PERFORMANCE CONDITIONS.
THIS IS THE REGIONAL TARGETS FOR TRANSIT ASSET MANAGEMENT.
THIS IS ESSENTIALLY WE GET OUR INFORMATION FROM BKT AND SFMTA AND WE ESSENTIALLY COLLATE THAT INFORMATION AND THEN WE ESSENTIALLY DEVELOP A TARGET FOR THE REGION BECAUSE OF THE FOR THOSE TWO TRANSIT AGENCIES.
SO AND WE ALWAYS END THE PRESENTATION WITH WHAT ARE WE DOING, WHAT IS IN OUR TRANSPORTATION IMPROVEMENT PROGRAM TO SUPPORT ALL OF THESE EFFORTS.
NOW FOR SAFETY, 143 PROJECTS, $425 MILLION.
I DO HAVE THERE IS A CAVEAT HERE.
WHEN I MADE THIS SET UP, THIS PRESENTATION TWO WEEKS AGO, I THERE WAS SUBSEQUENTLY A TIP AMENDMENT TO ACTUALLY INCLUDE SS4A, THE $5 MILLION GRANT. SO THAT'S NOT REFLECTED IN THAT NUMBER.
SO IT SHOULD BE $430 MILLION IN 144 PROJECTS.
SO FULL DISCLOSURE AGAIN, PGM2 PGM3 TARGETS.
AND WITH THAT, THAT'S ALL I HAVE.
I HAVE TAKEN ANY QUESTIONS THAT YOU MAY HAVE.
THANK YOU VERY MUCH, PAUL, AND QUESTIONS.
HOW ARE YOU HERE? HEY, LEWIS. PAUL.
QUESTION I HAVE SEEN AN INCREASE IN ELECTRIC SCOOTERS IN THE LAST FEW YEARS.
DO YOU KNOW IF THERE IS A SPECIFIC CLASSIFICATION FOR THAT OR ARE ELECTRIC SCOOTERS PART OF THE PEDESTRIANS OR BICYCLES OR NONE? THAT'S A GOOD QUESTION.
BUT I DON'T THINK THEY HAVE A CATEGORY FOR THAT.
SO IT MAY BE INCLUDED IN THE PROBABLY BICYCLE.
SO AGAIN, I WILL RESEARCH THAT, THOUGH, AND GET BACK TO YOU ABOUT THAT.
YEAH. KNOW WHERE IT GOES. ALL RIGHT.
THANK YOU. THANK YOU PAUL, FOR THE PRESENTATION.
[00:25:04]
BECAUSE IF YOU HAVE A YOU KNOW, IF YOU HAVE FATALITIES WITH A SMALL POPULATION, SMALL VOLUME IS MUCH DIFFERENT THAN YOU HAVE, YOU KNOW, GREATER CHANCE.OKAY. GOTCHA. TO NORMALIZE IT.
SO YOU HAVE FATALITY RATE PER 100 MILLION VEHICLE MILES TRAVELED.
OKAY. SO SAME THING FOR SERIOUS INJURY.
THAT'S WHY WE CALCULATE THE RATE.
RIGHT. I THINK THAT'S MORE APPROPRIATE TO LOOK AT IT THAT WAY.
PAUL, JUST I MY QUESTION WAS SIMILAR TO RICHARD'S AND IN IN REFERENCE TO IF WE HAVE THIS DATA FROM OTHER MPOS TO COMPARE AND CONTRAST TO IN TERMS OF THROUGHOUT THE STATE AND ACTUALLY WHAT WE DO, WE HAVE A PERFORMANCE MEASURE DASHBOARD THAT WE KEEP HERE AT THE MPO.
WE ACTUALLY JUST COMPARE OURSELVES WITH WITH PALM BEACH AND MIAMI DADE BECAUSE AGAIN, WE'RE IN THE SAME URBANIZED AREA, BUT THE INFORMATION IS AVAILABLE FOR THE ENTIRE STATE BECAUSE THE ENTIRE ALL THE MPOS IN THE STATE ARE REQUIRED TO DO JUST WHAT WE'RE DOING HERE NOW.
MY QUESTION IS ALSO SIMILAR IS, IS THE INCREASE IN THE BIKE PED FATALITIES ALSO BECAUSE WE'RE ADDING MORE BIKE LANES WITH OUR PROJECTS OR DO YOU KNOW? ARE WE INCREASING THE OPPORTUNITY FOR IT? I WOULD SAY NO.
IT'S TYPICALLY WHAT THE RELATIONSHIP IS, THE MORE VOLUME.
THAT CAUSES MORE OPPORTUNITY FOR FOR ACCIDENTS TO HAPPEN, FOR THOSE THINGS TO HAPPEN.
NO, GO AHEAD. I'M JUST CURIOUS.
WELL, AND THERE'S OTHER THINGS ASSOCIATED WITH THAT TOO AS WELL.
SPEED BECAUSE LIKE YOU SAW DURING THE COVID YEAR, RIGHT, WHERE THAT SPIKE BECAUSE AGAIN, NOT WELL, I GUESS I JUST SORT OF CONTRADICTED MYSELF.
SO WHEN THOSE SORT OF ACCIDENTS HAPPEN, THEN YOU TEND TO HAVE, YOU KNOW, A MORE BAD OUTCOME, I.E.
DEATH, RIGHT? SO YEAH, I THINK IT SPEED.
SPEED AND VMT HAVE A LOT TO DO AFTER THAT, TOO.
YOU'RE DOING FINE. OH, GO AHEAD.
WOULD BE ALSO INTERESTING JUST TO COMPARE, YOU KNOW.
WELL, AND IF YOU NOTICE IN THE DATA THAT I HAD, SERIOUS INJURIES ARE ACTUALLY GOING DOWN.
BUT DEATHS IN SPECIFICALLY DURING THE COVID YEAR WENT UP.
SO AGAIN, THAT'S WHY I THINK IN MY MIND IT'S MORE RELATED TO THE SPEED AT WHICH THAT CRASH HAPPENED.
RIGHT? SO I CAN SHARE FROM FORT LAUDERDALE EXPERIENCE.
I'M MONITOR ALL THE SEVERE INJURIES AND FATALITIES.
USUALLY BIKE CRASHES ARE NOT RELATED TO BIKE LANES.
AND THEN BECAUSE PAUL AND I ARE BOTH DATA GEEKS, TOO.
SO I LOOKED AT WHEN THE COVID HAPPENED, OUR CRASHES STAYED THE SAME.
WE AVERAGE HIGH 30 TO 40 FATALITIES A YEAR IN FORT LAUDERDALE.
OUR THE FATALITIES STAYED THE SAME DURING COVID, BUT THEY WERE THEY FLIPPED OF WHO WAS INVOLVED.
SO IT WAS MOSTLY CAR CRASHES RELATED IN COVID AND LESS BIKE PAD.
BUT USUALLY AND IT'S NORMALIZED BACK AGAIN.
USUALLY THE MORE VULNERABLE USERS WERE THE ONES THAT WERE GETTING KILLED ON THE ROAD.
IT WOULD PAINT A OLDER MEN A BETTER PICTURE, TEND TO GET HIT.
YEAH. REAL QUICK, I'M WITH YOU, KAREN.
[00:30:02]
YOU CALLED ME SINCE HE SAID OLDER MAN.NO, I JUST WANTED TO MENTION AND PAUL WAS DOING A GREAT JOB EXPLAINING IT.
I'LL BE LEADING WITH OUR TEAM HERE.
AND SO WE WANT TO DIVE INTO SOME OF THESE QUESTIONS THAT YOU'RE ASKING.
AND FROM THE FEDERAL LEVEL, THEY TOLD US WE NEED TO HAVE EVIDENCE BASED SOLUTIONS.
SO WE WANT TO MAKE SURE WE HAVE GOOD DATA THAT IS EXPLAINING STUFF.
SO PAUL WAS GOOD IN TALKING ABOUT LIKE THERE WERE DIFFERENT THINGS WITH COVID.
BILL ULTRA BILL ALSO WANTED TO NOTE THAT THERE'S AN IDEA ABOUT CAR DESIGN THE CARS.
NOW TYPICALLY IF THEY'RE HIGHER AND BIGGER AND MORE SOLID IN THE US, THEY'RE KIND OF BUILT FOR THE SAFETY OF THE PEOPLE INSIDE THE CAR, BUT NOT ON THE OUTSIDE COMPARED TO MAYBE SOME OTHER PLACES WHERE THE CARS ARE A LITTLE MORE FORGIVING.
SO THAT'S THAT'S AN ISSUE THAT WE FACE HERE, TOO.
AND IT'S LIKE, WELL, THAT'S NOT NECESSARILY TRUE BECAUSE YOU LOOK AT SOME PLACES THAT HAVE A HIGH LEVEL OF BICYCLE RIDERSHIP OR PEDESTRIAN ACTIVITY AND THEY DON'T HAVE THE SAME STATISTICS. SO THERE ARE SOME OTHER FACTOR THAT'S COMING INTO PLAY HERE.
AND EVEN WITHIN BROWARD, I'M THINKING OF PLACES LIKE THE BROAD WALK IN HOLLYWOOD OR EVEN ALONG FORT LAUDERDALE BEACH, A1-A YOU HAVE A LOT OF PEOPLE WALKING AND BICYCLING, AND THAT'S NOT NECESSARILY WHERE THE PREPONDERANCE OF OF THE THE CRASHES ARE OCCURRING.
SO I'M GLAD YOU RAISED THE QUESTION.
AND WE'LL BE DOING MORE DATA ANALYSIS AND TRYING TO FIGURE OUT THESE THINGS.
GO TO OUR WEBSITE FOR THE PERFORMANCE MEASURE DASHBOARD.
WE ALSO HAVE THE HIGH INJURY NETWORK THERE AS WELL.
THANK YOU. ANY OTHER QUESTIONS FOR PAUL? NO SEEING NONE.
[2. Federal Grants Update]
OUR NEXT NON ACTION ITEM IS THE FEDERAL GRANTS UPDATE BY MISS TOOSIE.THANK YOU, MADAM CHAIR. I'M JENNIFER TOOSIE.

SO IF YOU NEED TO HAVE ANY QUESTIONS, PLEASE CONTACT LEVI.
NEXT UP, RECONNECTING COMMUNITIES AND NEIGHBORHOOD ACCESS EQUITY IS FOR THE PLANNING GRANT.
THERE'S SO MUCH MONEY AVAILABLE HERE THAT WE ARE HOPING FOR MORE WINNERS THAN WE EXPECT.
THERE'S DEFINITELY LOTS OF OPPORTUNITIES.
WE ACTUALLY RIGHT AFTER THIS, I WILL BE SUBMITTING OR IN THE PROCESS OF SUBMITTING OUR GRANT FOR IT.
GOOD LUCK TO OUR GOOD LUCK TO OUR PARTNERS WHO ARE SUBMITTING AS WELL.
PLEASE CONTACT PAUL KOWALSKI WITH ANY ADDITIONAL QUESTIONS ON THAT.
AND THEN WE HAVE OUR OPEN GRANT APPLICATIONS.
THEY ARE HYPERLINKED FOR FURTHER INFORMATION.
AS WELL AS THE UPCOMING GRANT APPLICATIONS.
WE ARE HOPING ANY OR ANY OF THE CITIES LOOKING TO APPLY FOR ANY OF THESE.
I THINK WE'RE LOOKING AT THE SMART GRANT, BUT I DON'T KNOW FOR WHAT.
ALL RIGHT. WELL, I BELIEVE IT'S PARKING RELATED AND PARKING IT TYPE STUFF, IF THAT MAKES SENSE.
EXCELLENT. ANYBODY ELSE WANT TO SHARE IF THEY'RE LOOKING FOR ANY OF THESE GRANTS? NO. OKAY. WELL, THANK YOU VERY MUCH.
DO YOU HAVE ANY QUESTIONS FOR ME? OR I CAN REDIRECT WHERE YOUR QUESTIONS CAN GO OR GET BACK TO YOU WITH ANYTHING THAT YOU WOULD LIKE TO KNOW? WHAT? I LIKE THE NEW FORMAT THOUGH.
THAT'S VERY HELPFUL TO SEE WHERE YOU'RE AT IN THE FLOW AND WHAT THE LATEST UPDATES ARE.
THANK YOU. I REALLY APPRECIATE THAT.
THIS IS DIRECTED TO JAMES BECAUSE HE'S THE PERSON YOU SAID TO REFER THESE TO.
YES. UH, JUST. JUST ON THE SAFE.
WHERE ARE YOU GUYS IN THE PROCUREMENT PROCESS? SO JAMES PALMER, BROWARD.
AND WE PUT THE THE REQUEST FOR QUALIFICATIONS OUT.
I'M LOSING TRACK OF THE DATES NOW.
HAVE THREE FIRMS COMING BACK FOR ORAL PRESENTATIONS ON OCTOBER 4TH.
AND WE'RE TALKING TO YOU GUYS NEXT WEEK, RIGHT? YOU DON'T KNOW ABOUT THAT, OKAY.
I BELIEVE THE CITY OF DEERFIELD BEACH IS ALSO DEVELOPING THEIR OWN VISION ZERO ACTION PLAN.
SO WE'RE GOING TO TALK TO YOU GUYS, COMPARE NOTES.
EXCELLENT. ANY OTHER QUESTIONS? NO SEEING NONE, THANK YOU VERY MUCH FOR THE UPDATE.
YOU'RE WELCOME. THANK YOU FOR YOUR TIME, MADAM CHAIR.
[3. Report from Partner Agency - United Way of Broward County - ALICE in the Crosscurrents: Covid and Financial Hardship in Broward County]
OUR NEXT ITEM IS A REPORT FROM PARTNER AGENCIES, THE UNITED WAY OF BROWARD COUNTY, ABOUT THE ALICE AND THE CROSSCURRENTS.CAN EVERYBODY HEAR ME? YES. AWESOME.
THANK YOU FOR HAVING ME HERE TODAY TO PRESENT THE ALICE REPORT.
THIS IS A BIANNUAL REPORT THAT OUR ORGANIZATION PUTS OUT EVERY TWO YEARS.
THE UNITED WAY OF NORTHERN NEW JERSEY HAS A RESEARCH ORGANIZATION KNOWN AS UNITED FOR ALICE THAT WORKS VERY DILIGENTLY WITH THOSE UNITED WAYS THAT WOULD LIKE TO PRESENT AND PUT THIS REPORT OUT BI ANNUALLY AND THIS REPORT FOR THIS YEAR SPECIFICALLY, WE'VE GOTTEN SOME HARD DATA ON WHAT THE NUMBERS LOOK LIKE HERE IN BROWARD COUNTY POST PANDEMIC.
[00:40:05]
SO WITH THAT, WE WILL GO AHEAD AND GET STARTED.THESE ARE INDIVIDUALS AND FAMILIES WHO ARE ABOVE THE FEDERAL POVERTY LEVEL, BUT THEY STILL DO NOT MEET THE COSTS FOR THE COUNTY THAT THEY RESIDE IN OR THE AREA THAT THEY RESIDE IN, WHICH, YOU KNOW, I'LL BE DESCRIBING WHAT THE HOUSEHOLD SURVIVAL BUDGET IS ON THE NEXT SLIDE.
THEY WORK IN ESSENTIAL JOBS AND ESSENTIAL CAREERS, BUT UNFORTUNATELY DO NOT HAVE ENOUGH SAVINGS FOR EMERGENCIES OR INVESTMENTS TO, YOU KNOW, EXPAND THEIR WEALTH.
SO THAT'S WHAT I MEAN WHEN I REFER TO THE ALICE COMMUNITY.
SO SOME KEY TERMS AND METHODOLOGY FOR THE REPORT.
YOU'LL OFTEN HEAR ME REFER TO THE HOUSEHOLD SURVIVAL BUDGET.
I JUST MENTIONED IT ON THE PREVIOUS SLIDE.
AGAIN, THINK OF YOUR MONTH TO MONTH EXPENSES FOR THAT COUNTY OR AREA THAT YOU RESIDE IN.
WE'RE TALKING ABOUT YOUR HOUSING, CHILD CARE, FOOD, TRANSPORTATION, ETCETERA.
WHEN I MENTIONED THE TERM ALICE THRESHOLD, I AM REFERRING TO INDIVIDUALS NOT ONLY WHO ARE CATEGORIZED AS ALICE, BUT ALSO INDIVIDUALS WHO ARE BELOW THE FEDERAL FEDERAL POVERTY LEVEL.
SO WHEN I SAY BELOW THE ALICE THRESHOLD, I'M INCLUDING BOTH OF THOSE CATEGORIES.
BUT WHEN I SAY ABOVE THE ALICE THRESHOLD, IT'S INDIVIDUALS THAT DO NOT.
INDIVIDUALS AND FAMILIES THAT DO NOT FALL WITHIN THE ALICE OR BELOW THE FEDERAL POVERTY LEVEL.
SO GETTING DOWN TO THE BASIC COSTS HERE IN BROWARD COUNTY, WHEN WE LOOK AT THE HOUSEHOLD SURVIVAL BUDGET, YOU'LL SEE IT DIFFERS DEPENDING ON WHETHER YOU ARE A SINGLE INDIVIDUAL, WHETHER YOU ARE A SINGLE INDIVIDUAL, A SINGLE PARENT HOUSEHOLD, WHETHER YOU ARE A TWO INDIVIDUAL HOUSEHOLD OR TWO ADULTS WITH CHILDREN.
SO IT VARIES VERY DRASTICALLY.
BUT YOU'LL SEE THAT ONE OF THE MAIN MAJOR EXPENSES OF CONCERN IS HOUSING, RIGHT? I DON'T THINK THAT SERVES AS A SURPRISE TO ANYBODY SITTING IN THIS ROOM.
IT'S BEEN AN ISSUE BEFORE THE PANDEMIC AND POST PANDEMIC, IT'S GOTTEN EVEN WORSE.
ORIGINALLY, THE FIGURES THAT YOU'LL SEE THAT I'VE CROSSED OUT FOR HOUSING RIGHT AT THE TOP OF THE CHART WERE CROSSED OFF BECAUSE THESE WERE TERMS THAT CAN BE DESCRIBED AS FAIR MARKET RENTS, AS REPORTED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
UNFORTUNATELY, THOSE FIGURES DON'T EXIST HERE IN BROWARD COUNTY, LET ALONE IN ALL OF SOUTH FLORIDA.
SO THE INFO THAT YOU'LL SEE ON THE RIGHT SIDE OF THE CHART IS SOME MORE REALISTIC FIGURES.
AND THAT'S NOT EVEN INCLUDING UTILITIES.
AND THAT DRASTICALLY CHANGES AN INDIVIDUAL'S ANNUAL HOUSEHOLD SURVIVAL BUDGET TO $45,000.
NOW, IF YOU'RE A TWO PARENT HOUSEHOLD WITH TWO KIDS PER SE, LET'S SAY YOU'RE LOOKING TO RENT A THREE BEDROOM, TWO BATHROOM HOUSE OR EXCUSE ME, APARTMENT OR RENTAL UNIT, THAT'S AROUND $3,000.
AND AGAIN, THAT'S JUST FOR RENT ALONE.
AND THAT SIGNIFICANTLY INCREASES YOUR ANNUAL BUDGET AND HOUSEHOLD SURVIVAL BUDGET.
AND THAT ALL BEING SAID, WITH AN ANNUAL MEDIAN INCOME OF ONLY $65,000 HERE IN BROWARD COUNTY, YOU'LL SEE THAT THAT IS JUST IMPOSSIBLE TO MEET. SO CAUGHT IN THE CROSS CURRENTS BELOW THE ALICE THRESHOLD POST-PANDEMIC.
HERE IN BROWARD COUNTY, WE'RE AT 46% OF TOTAL HOUSEHOLDS BEING BELOW THE THRESHOLD.
AGAIN, THAT'S INDIVIDUALS WHO ARE CATEGORIZED AS ALICE AND BELOW THE FEDERAL POVERTY LEVEL.
SO CLOSE TO HALF COMPARED TO WHAT THAT NUMBER NUMBER WAS.
IT WAS CLOSE TO TWO OVER 346,000.
HERE'S WHAT THOSE NUMBERS LOOK LIKE OVER A TEN YEAR PERIOD.
THE DARK BLUE LINE CAN BE CATEGORIZED AS FOLKS WHO ARE BELOW THE FEDERAL POVERTY LEVEL.
AND THEN THE LIGHT BLUE LINE ARE FOLKS THAT ARE CATEGORIZED AS ALICE.
[00:45:05]
AND ONCE YOU ADD THOSE NUMBERS TOGETHER, YOU'LL SEE THAT WE'RE OVER THAT 346,000 HOUSEHOLD MARK AND YOU'LL SEE THAT THAT HAS SLIGHTLY INCREASED AGAIN, AS I MENTIONED, FROM 2019.LOOKING AT SOME DEMOGRAPHIC STATISTICS IN TERMS OF FOLKS WHO ARE DEALING WITH THE HIGHEST PERCENTAGE OF HARDSHIP COMPARED TO THOSE WHO ARE DEALING WITH THE LOWEST PERCENTAGE OF HARDSHIP, THE BLACK COMMUNITY AND AMERICAN INDIAN AND ALASKAN NATIVE COMMUNITY ARE AT 54% AND 49% RESPECTIVELY WITHIN THE BELOW THE ALICE THRESHOLD AND FACING HARDSHIP, INDIVIDUALS UNDER THE AGE OF 25 ARE 62% BELOW THE THRESHOLD, AND SENIORS AT 65 AND OVER ARE AT 61% BELOW THE THRESHOLD.
SINGLE PARENT HOUSEHOLDS THAT ARE FEMALE LED ARE 74% BELOW THE THRESHOLD, AND MALE HEADED SINGLE PARENT HOUSEHOLDS ARE AT 63% BELOW THE THRESHOLD COMPARED TO THOSE WHO ARE ABOVE THE THRESHOLD FACING THE LOWEST AMOUNT OF HARDSHIP.
HERE IN BROWARD, WE HAVE ASIAN ASIAN-AMERICAN FAMILIES AT 38%.
AND THEN WHEN WE'RE LOOKING AT AGE SPECIFIC DEMOGRAPHICS, 45 TO 64 ARE ABOVE THE THRESHOLD AT 39%, AS WELL AS TWO PARENT MARRIED HOUSEHOLDS.
SO WHAT CAN WE GATHER? WHAT ARE SOME OF THE CONCLUSIONS THAT WE CAN GET FROM THIS REPORT IS THAT FOLKS ARE WORKING HARD, BUT THEY'RE STILL STRUGGLING HERE IN THE STATE OF FLORIDA.
70% OF THE TOP 20 JOBS STILL PAY LESS THAN $20 AN HOUR.
AND GIVEN THE HIGH COSTS AND HIGH RISING COSTS AND HOUSING, GROCERIES, ETCETERA, THAT CAN BE VERY CONCERNING IN TERMS OF TRYING TO MEET THAT HOUSEHOLD SURVIVAL BUDGET AND TRYING TO GET THEIR.
WHEN WE'RE LOOKING AT SOME PANDEMIC ASSISTANCE THAT WAS GIVEN DURING THE PANDEMIC.
FOLKS, YOU MAY BE FAMILIAR WITH THE STIMULUS PAYMENTS THAT WERE FAMILIES WERE RECEIVING, AS WELL AS THE CHILD TAX CREDIT AND CHILD DEPENDENT CARE TAX CREDIT, WHICH IS NOW BEING DEBATED UP IN CONGRESS TO SEE WHETHER OR NOT WHAT THOSE TWO PROGRAMS WILL LOOK LIKE, WHETHER THEY'LL BE EXPANDED OR NOT, AS WELL AS UNEMPLOYMENT INSURANCE AND UNEMPLOYMENT BENEFITS, AND THEN EMERGENCY RENTAL ASSISTANCE, DEPENDING ON WHERE YOU WERE IN THE COUNTY AND WHETHER OR NOT YOUR MUNICIPALITY ENGAGED IN THAT.
SO WITH THOSE PANDEMIC ASSISTANCE PROGRAMS, YOU'LL SEE HERE ON THIS CHART THAT INDIVIDUALS AND FAMILIES WERE STILL NOT ABLE TO MEET THAT HOUSEHOLD SURVIVAL BUDGET.
YOU'LL SEE THAT BLUE BAR THERE IS REPRESENTING WHAT THE HOUSEHOLD SURVIVAL BUDGET WOULD LOOK LIKE.
AND THEN THE TWO BARS ON THE RIGHT ARE SHOWING YOU WHAT A FAMILY WITH TWO FULL TIME WORKERS AS OPPOSED TO A FAMILY WITH TWO PART TIME WORKERS WOULD RECEIVE IN TERMS OF ASSISTANCE AND WHETHER OR NOT THEY WOULD BE MEETING THAT HOUSEHOLD SURVIVAL BUDGET.
AND UNFORTUNATELY, THEY DON'T.
SO THEY FELL SHORT TO FULL TIME WORKERS, FELL SHORT BY 8900 OR 12%, AND TWO PART TIME WORKERS FELL SHORT BY 11,600 OR 17%.
SO WARNING SIGNS ON THE HORIZON.
16% HAVE REPORTED THAT THEY ARE BEHIND THEIR RENT OR ARE IN JEOPARDY OF LOSING HOUSING, AND 20% FEEL THAT THEY ARE NERVOUS OR ANXIOUSNESS OR FEEL THAT THEY ARE MENTALLY UNSTABLE ON A DAY TO DAY BASIS.
SO WHAT ARE YOUR NEXT STEPS AS MEMBERS IN THE COMMUNITY? I THINK ONE OF OUR NEXT STEPS SHOULD BE SOUNDING THE ALARM, RIGHT? A LOT OF THE DATA THAT I'VE SHARED IS INFO THAT I FEEL THAT OUR ELECTED LEADERS SHOULD ALREADY KNOW ABOUT.
BUT IF THEY DON'T, I THINK IT'S VERY IMPORTANT FOR THEM TO SEE THIS PRESENTATION.
THIS IS AN INTERACTIVE DASHBOARD THAT IS VERY EASY TO USE AND ONE YOU GO ON THE DASHBOARD, YOU'RE ABLE TO LOOK AT BY CONGRESSIONAL DISTRICT AND STATE LEGISLATIVE DISTRICT AS WELL, DEPENDING ON WHERE YOU ARE, WHAT THE NUMBERS FOR THE ALICE THRESHOLD ARE IN YOUR SPECIFIC AREA.
YOU'RE ALSO ABLE TO LOOK AT DEMOGRAPHICS, STATISTICS, AND I DO BELIEVE YOU'RE ABLE TO LOOK AT SOME EVEN MORE SPECIFIC DATA AS IT RELATES TO TRANSPORTATION, CHILDCARE, HEALTH CARE.
NO. THANK YOU. ANY QUESTIONS, BRITNEY?
[00:50:03]
HI. YES. THANK YOU FOR YOUR PRESENTATION.WHY THERE'S ONLY RENTERS? ON THE SURFACE, I COMPLETELY UNDERSTAND WHY.
BUT WHEN I THINK ABOUT IT, YOU KNOW, IF MAYBE A COUPLE OR A SINGLE PERSON BOUGHT A HOUSE RIGHT BEFORE THE PANDEMIC AND THEN THEY LOST THEIR JOB DURING THE PANDEMIC AND TECHNICALLY THEY WOULD MEET THIS CRITERIA, WHY ARE THEY NOT COUNTED? YEAH, IT'S AN EXCELLENT QUESTION.
WHEN I'M LOOKING AT THE BROWARD DATA SPECIFICALLY, AND I THINK WHEN YOU LOOK AT THE THE LARGER PRESENTATION THAT WAS SHARED WITH YOU, UM, THE, THE NUMBERS FOR RENT ARE TYPICALLY WHAT OUR MOST COMMON IN OUR COUNTY IN TERMS OF WHAT INDIVIDUALS CAN AFFORD, IN TERMS OF HOMEOWNER SHIP NUMBERS.
I THINK THE THOSE SPECIFICS AND THAT DATA IS REPORTED IN THE OVERALL STATE OF FLORIDA REPORT, WHICH CAN ALSO BE FOUND ON THE UNITED FOR ALICE WEBSITE THAT I MENTIONED. WHEN WE'RE LOOKING AT HOMEOWNERSHIP SPECIFICALLY HERE IN THE COUNTY, THE BROWARD HOUSING COUNCIL HAS SOME GREAT INFORMATION AVAILABLE ON THEIR WEBSITE WHICH YOU CAN FIND VIA THE COUNTY IN TERMS OF WHAT THOSE NUMBERS LOOK LIKE AS ESPECIALLY, YOU KNOW, DEMOGRAPHICALLY SPEAKING, WHETHER WHAT THE AGE RANGE IS FOR THOSE THAT OWN THEIR HOMES AS WELL AS RACE SPECIFIC DATA AS WELL.
SO THAT WAS ONE OF OUR MAIN AREAS OF CONCERN.
I THINK, I HOPE THAT ANSWERS YOUR QUESTION.
VIVIANA. THANK YOU, MADAM CHAIR.
JUST OUT OF CURIOSITY ON THE DEMOGRAPHICS SECTION, I DIDN'T SEE ANY HISPANIC CONSIDERED FOR THE UNDER THE THRESHOLD. IS THERE ANY REASON WHY? YES. SO IT'S MY UNDERSTANDING THAT A LOT OF THE DEMOGRAPHICS DATA WAS TAKEN FROM THE MOST RECENT US CENSUS.
THAT WAS THE DATA THAT WAS PUBLISHED FROM THAT CENSUS.
AND I WANT TO SAY, WHEN, YOU KNOW, CONFERRING WITH OUR UNITED FOR ALICE COLLEAGUES, THEY MENTIONED THAT THERE WAS A QUESTION AS IT RELATES TO THE HISPANIC COMMUNITY AS WHETHER OR NOT AN INDIVIDUAL IDENTIFIED AS LATINO OR NON-LATINO.
AND THAT MESSED UP A LOT OF DATA GATHERING ON THEIR END TO DETERMINE WHETHER OR NOT AN INDIVIDUAL WAS CATEGORIZING THEMSELVES AS LATINO AND WHETHER OR NOT THEY FIT UNDER THAT DEMOGRAPHIC OR WHETHER THEY WERE DESCRIBING THEMSELVES OR CATEGORIZING THEMSELVES AS WHITE.
SO THERE WAS THERE WAS SOME CONFUSION THERE.
I CAN GET A MORE SPECIFIC ANSWER TO YOU ON THAT.
THANK YOU. GOT ANY OTHER QUESTIONS? OH, I'LL JUST SAY. AND THE NEXUS BETWEEN WHAT WE DO WITH TRANSPORTATION, I THINK IS IMPORTANT.
I THINK THE TRANSPORTATION BUDGET IS PROBABLY A LITTLE LOW, HONESTLY.
SO, UM, IT'S INTERESTING, SAD INFORMATION FOR THE END OF THE MEETING.
CHRISTOPHER THANK YOU, MADAM CHAIR.
TWO THINGS. IF I WANTED TO GET YOU IN FRONT OF MY CITY COMMISSION, DO YOU HAVE SOME CONTACT INFORMATION OR COULD YOU, LIKE, LEAVE ME YOUR CARD SO THAT WE CAN TALK? AND THEN THE OTHER ITEM WAS, WHERE WAS I GOING WITH THAT? OH, THIS SEEMS LIKE ALL BUT A CALL TO ACTION.
YOU'VE GOT A LOT OF ANALYSIS HERE.
WHAT WOULD BE SOME RECOMMENDATIONS THAT YOUR ORGANIZATION WOULD SUGGEST IN TRYING TO ALLEVIATE THESE PROBLEMS? YEAH, GREAT QUESTION.
AND YOU KNOW, FIRST, I'D LOVE TO COME IN FRONT OF THE CITY COMMISSION AND DO THIS PRESENTATION AND REBECCA HAS MY CONTACT, SO SHE'D BE MORE THAN HAPPY TO SHARE THAT OUT WITH YOU ALL.
IN TERMS OF CALL TO ACTION, I THINK, YOU KNOW, UNITED WAY SPECIFICALLY, WE'VE ALWAYS BEEN KNOWN AS A GREAT CONVENER, RIGHT, IN TERMS OF BRINGING ORGANIZATIONS TOGETHER, WHETHER THAT BE IN THE NONPROFIT SECTOR, WHETHER THAT BE IN THE PRIVATE SECTOR AS WELL AS GOVERNMENT.
RIGHT. SO TRYING TO SOUND THE ALARM IS OUR MAIN GOAL.
BUT THEN ALSO OUR UNITED WAY HERE IN BROWARD IS DIFFERENT BECAUSE WE ALSO OFFER DIRECT SERVICES.
WE DON'T JUST FUND ORGANIZATIONS AND GIVE THEM MONEY TO PROVIDE THEIR SERVICES.
[00:55:01]
WE ALSO PROVIDE SOME IN HOUSE SERVICES AS WELL.AND I THINK FOR US SPECIFICALLY, OBVIOUSLY THERE'S A LOT TO TACKLE, BUT I THINK THE BIGGEST CHALLENGE IS HOUSING, RIGHT? IS HOW CAN WE DIVE DEEPER INTO THE HOUSING CONVERSATION, WHETHER THAT BE WORKING WITH INDIVIDUAL MUNICIPALITIES FOR A FIRST TIME HOMEBUYER PROGRAM SO THAT RESIDENTS CAN ACTUALLY OWN A HOME AND FEEL THAT SENSE OF INVESTMENT, OR WHETHER IT BE CREATING MORE RENTAL UNITS? RIGHT. MY MY JOB AS PUBLIC POLICY DIRECTOR, I DON'T WORK HERE LOCALLY, BUT I ALSO WORK AT THE STATE LEVEL WITH OUR LEGISLATIVE DELEGATION LOOKING AT WHAT THE LIVE LOCAL ACT HAS TO OFFER.
I KNOW DEPENDING ON A LOT OF THE A LOT OF THE MUNICIPALITIES IN THE ROOM HAVE MIXED FEELINGS ABOUT THE ACT AND, YOU KNOW, HAVE CERTAIN STANCES AS AS PAUL HAS HAS LET ME KNOW AND I INTERACT WITH PAUL CALABRESE FROM THE BROWARD MPO ON A ALMOST MONTHLY BASIS.
HE SITS ON OUR PUBLIC POLICY COMMITTEE AS WELL.
BUT THERE'S ALL SORTS OF AVENUES FOR US TO EXPLORE.
AND YOU KNOW, WE'RE WE'RE A CONVENER, BUT WE'RE ALSO OPEN TO IDEAS TOO.
WELL, THIS THAT YOU JUST ADDED.
I WOULD CONSIDER ALSO LOOKING AT, YOU KNOW, TOWNHOMES, CONDOS.
BUT ONE THING THAT I THINK STOPS A LOT OF YOUNG COUPLES OR SINGLE FOLKS FROM BUYING THOSE IS THE HOA FEES, BECAUSE THERE IS JUST NO STOPPING THEM FROM FROM, YOU KNOW, CHARGING YOU $700 A MONTH FOR WHAT? YOU KNOW, IT'S IT'S REALLY A PROBLEM.
AND IT'S REALLY FRUSTRATING BECAUSE THERE ARE A LOT OF PEOPLE THAT REALLY WANT TO TO MAKE THAT INVESTMENT, BUT YET THEY'RE STUCK IN THAT RENTAL CATEGORY FOR EVER.
SO I, I DON'T KNOW WHAT THE SOLUTION IS TO THAT, BUT SOMETHING'S GOT TO BE DONE.
THAT WAS A GREAT POINT TO BRING UP.
AND, YOU KNOW, I COULD I COULD STAND UP HERE ALL DAY TO TALK ABOUT SOME OF THOSE FEES AND OPTIONS.
ABSOLUTELY. TAKING A LOOK AT THOSE MEASURES, TOO.
THANK YOU. EXCELLENT. ANY OTHER QUESTIONS OR COMMENTS? THANK YOU VERY MUCH.
THANK YOU, EVERYBODY. GREAT PRESENTATION.
[ ADMINISTRATIVE ITEMS ]
UM, THE REMAINING ITEMS ARE JUST ADMINISTRATIVE ITEMS AND NOTICES.BILL. ANY OTHER ADDITIONAL THINGS TO SHARE FOR THE GOOD OF THE ORDER? YEAH. THANK YOU. CHAIR BILL CROSS BROWARD MPO.
SO, YEAH, JUST JUST REAL BRIEFLY, KIND OF LOOKING FORWARD A LITTLE BIT.
WE ARE REALLY EXPECTING ALMOST NO TIME, MAYBE TWO DAYS TO REVIEW THIS CYCLE.
WE MAY OR MAY NOT HAVE A STAFF RECOMMENDATION FOR YOU.
HOWEVER, JUST BECAUSE OF THE TIMEFRAMES, WE'RE ALSO THEN GOING TO HOLD A NOVEMBER TAC.
WE WILL NOT BE HAVING CAK AND THE DECEMBER BOARD IS BEING CANCELED, BUT WE ARE GOING TO GO AHEAD AND MEET BECAUSE WE DO HAVE SEE SLIP THAT NEEDS TO BE HANDLED TIMELY.
SO THAT'S WHEN THE SEE SLIP WILL COME BACK.
I THINK WE'LL HAVE A VERY FOCUSED AGENDA FOR YOU AND HOPE TO GET YOU OUT EARLY IN NOVEMBER.
SO THOSE THOSE ARE THE COMMENTS FROM MY EXCELLENT.
THANK YOU, CHAIR. BUSY TIME AND THE NORMAL TIME TO REVIEW STANDARD.
OKAY. ANY OTHER COMMENTS FROM ANY MEMBERS THAT THEY'D LIKE TO SHARE? NO, I THINK WE'LL SEE OCTOBER, SOME BIKE RIDES MAYBE, AND WALK THINGS IN THE MIX.
EXCELLENT. WELL, I WILL ADJOURN THE MEETING.
OUR NEXT MEETING IS OCTOBER 25TH.
I HEAR STORMS BEHIND US OVER THERE.
