SO OUR CALL FOR PROJECTS IS ALREADY DONE THAT RAN FROM JANUARY TO MAY.

CURRENTLY WE'RE IN OUR MPO NEEDS ASSESSMENT THAT'S WRAPPING UP VERY, VERY SOON IN OCTOBER.

SO THAT'S US LOOKING AT ALL OF OUR DIFFERENT EMPHASIS AREAS, START PLANNING OUR PROGRAMS AND BEGINNING THE PRIORITIZATION PROCESS WHICH I'VE BEEN SHARING WITH YOU THESE PAST TWO MEETINGS. WE ARE CURRENTLY IN PROJECT PRIORITIZATION.

WE EXPECT TO BE FINISHED BY THE END OF THIS YEAR OR THE BEGINNING OF NEXT YEAR.

AND THEN AFTER THAT WE'LL START DEVELOPING OUR DRAFT COST FEASIBLE PLAN, SEEKING RESOLUTIONS IN THE SUMMER OF 2024, AND THEN HAVE A DRAFT PLAN RIGHT AFTER THAT.

SO THAT WAS THE QUICK UPDATE.

IT'S GOING TO BE JUST A RECAP OF EVERYTHING THAT WE'VE BEEN LOOKING AT FOR THE PAST TWO PRESENTATIONS.

SO LET'S GET STARTED.

SO AN OVERVIEW OF OUR PROCESS.

WE'RE LOOKING AT SIPHONING PROJECTS INTO SIX DIFFERENT PROGRAMS. WE HAVE OUR COMPLETE STREETS, OUR ROADWAY, TRANSIT AND HUBS TECHNOLOGY, AND THEN WE ALSO HAVE OUR SAFETY AND RESILIENCY PROGRAMS. OUR PROJECT PRIORITIZATION PROCESS IS GOING TO FOCUS ON THE FOUR PROGRAMS TO THE LEFT.

SO COMPLETE STREETS THROUGH TECHNOLOGY.

SO WHEN WE DID OUR WORKSHOP AND WHEN WE'VE DONE OUR PRESENTATIONS TALKING ABOUT THE PRIORITIZATION FACTORS AND CRITERIA THEY'RE APPLYING TO THOSE FOUR PROJECTS, I MEAN, SORRY, FOUR PROGRAMS. SO LET'S REVIEW WHAT THOSE PRIORITIZATION FACTORS AND CRITERIA ARE.

HERE IS A TABLE THAT SHOWS THE SIX DIFFERENT PRIORITIZATION FACTORS, AND BELOW THEM ARE THE CRITERIA THAT WE'LL BE USING FOR ACCESSIBILITY.

WE HAVE FOUR CRITERIA THAT'S TRANSIT, HOUSING ACTIVITY CENTERS AND THEN NON-AUTO FOR MOBILITY.

WE HAVE THREE CRITERIA SINGLE OCCUPANCY, VEHICLE ALTERNATIVES, TRAVEL TIME REDUCTION, AND THEN IT'S IMPROVEMENTS FOR SAFETY.

WE'RE BASING IT ALL ON OUR HIGH INJURY NETWORK.

SO THE THE PROXIMITY OF A PROJECT TO THE HIGH INJURY NETWORK, WHETHER IT'S ON THE FULL CORRIDOR, INTERSECTS A CORRIDOR OR INTERSECTION OR IS WITHIN 200FT OF A CORRIDOR OR INTERSECTION. EQUITY WILL BE USING OUR EQUITY TOOL.

AND THEN ALSO ANOTHER CRITERIA WILL BE IF IT HAS ANY NEGATIVE EFFECTS TO COMMUNITY RESOURCES FOR RESILIENCY, WE'LL BE USING OUR RESILIENCY NETWORK THAT WE'RE DEVELOPING.

AND THEN ALSO, IF IT HAS A NEGATIVE IMPACT TO A NATURAL OR BUILT RESOURCE AND THEN FOR ECONOMIC VITALITY, IT'S OUR PROXY FOR CREATING JOBS, LIKE USING AN OPPORTUNITY TO GIVE POINTS TO THOSE FREIGHT PROJECTS.

SO FREIGHT AND GOODS IS ONE OF THEIR CRITERIA.

AND THEN ALSO BASED OFF OF OUR PERFORMANCE MEASURES, THE STATE OF GOOD REPAIR FOR THOSE ROADWAYS.

SOME CHANGES THAT WE MADE FROM FROM OUR WORKSHOP THAT WE HAD LAST TIME.

THERE WAS A COMMENT TO REMOVE THE THE SUPPORTS ACCESSIBILITY TO PORT EVERGLADES OR FORT LAUDERDALE HOLLYWOOD INTERNATIONAL AIRPORT.

THERE WAS SOME DISCOMFORT THAT IT MIGHT FAVOR ONE CITY IN PARTICULAR.

SO WE'RE REMOVING THAT AS PART OF THE FREIGHT AND GOODS CRITERIA.

AND THEN ALSO FOR OUR NATURAL AND BUILT CRITERIA, WE'RE REMOVING THE WORD FLOODPLAINS.

SO THE CRITERIA WILL BE WILL NOT HAVE WILL NOT IMPACT WETLANDS, NATURAL HABITATS OR HISTORIC RESOURCES.

SO THE PRIORITIZATION FACTOR WEIGHTING.

SO WE'VE DONE A LOT OF RESEARCH ON HOW WE SHOULD WEIGHT THESE PRIORITIZATION FACTORS.

WE LOOKED AT WHAT WE DID FOR THE 2045 PLAN.

WE ALSO DID A SURVEY TO THE PUBLIC TO SEE WHAT ARE THE MOST IMPORTANT FACTORS THAT WE SHOULD BE LOOKING AT FOR THE 2050 PLAN.

WE ASKED THE TAC AT OUR WORKSHOP TO RANK THE PRIORITIZATION FACTORS, AND THEN ON TOP OF THAT, WE ALSO ASKED THEM TO WEIGHT THE PRIORITIZATION FACTORS.

TAKING ALL OF THAT INFORMATION TOGETHER, US AS STAFF ARE RECOMMENDING THE FOLLOWING SLIDE AS OUR PRIORITIZATION WEIGHTING.

SO WE HAVE ACCESSIBILITY, SAFETY AND MOBILITY THAT HAVE COME OUT AT THE TOP.

AT EACH ONE OF THOSE SCENARIOS I JUST SAID WITH ACCESSIBILITY MOSTLY COMING UP TO THE TOP AND EVERY ONE OF THEM, SAFETY IS AN EMPHASIS AREA FOR US.

SO WE AGREE THAT THIS SHOULD BE SOMETHING THAT SHOULD BE PRETTY MUCH, IF NOT FIRST PLACE, SECOND PLACE, AND THEN MOBILITY AS ALSO AS OUR OBJECTIVE OF REMOVING CONGESTION FROM OUR ROADWAY.

SO IT HELPS ACCESSIBILITY RESIL URGENCY AND EQUITY AND ECONOMIC VITALITY ARE MORE OF OUR SUPPORTING FACTORS AND WE ARE WEIGHING THEM ALL EQUALLY WITH 12 POINTS EACH.

SO THE TOTAL WILL BE A FULL 100.

OKAY. SO WHAT YOU'RE APPROVING TODAY IS THIS PRIVATIZATION PROCESS, OUR COLLECTION OF PROJECTS FROM OUR CALL FOR PROJECTS OR OUR SIPHONING OF PROJECTS INTO THOSE FOUR DIFFERENT PROGRAMS, USING THOSE PRIVATIZATION FACTORS FOR WEIGHTING, USING THE CRITERIA FOR APPLYING SCORES TO THOSE PROJECTS.

AND THEN WHEN THAT'S ALL DONE, WE'LL HAVE A FULL LIST OF PROJECTS AND EACH ONE OF THOSE FOUR PROGRAMS. AND THAT IS IT.

YEAH, NO, I THINK IT'S BEEN MADE CLEAR TO THE TAC THAT IN THIS NEW PLAN AND THE PRIORITY RANKING THAT THERE IS BEING THERE IS COMING A SHIFT OF THE TYPE OF COMPETITIVE GRANT PROJECTS THAT ARE OUT THERE AWAY FROM OUR SEA SLIP PROGRAM AS IT IS NOW TO SOMETHING MORE TOWARDS TECHNOLOGY.

I THINK THAT NEEDS TO BE MADE ABUNDANTLY CLEAR BY STAFF TO THE BOARD.

OKAY. YEAH, BECAUSE THE REASON BEING IS THAT CITIES, YOUR MEMBER ENTITIES HAVE COME TO RELY ON THAT FUNDING POOL FOR COMPETITIVE GRANTS AND WHAT HAVE YOU, AND MATCHING FUNDS FROM OUR CITIES.

AND WHEN WE SHIFT AWAY FROM THAT, I DON'T WANT IT TO BE SOME BIG SURPRISE FOR THE ELECTED OFFICIALS.

AND I'D ALSO SAY IT'S INCUMBENT UPON US AS STAFF TO INFORM OUR ELECTED OFFICIALS.

SO THEY'RE AT LEAST GETTING IT FROM TWO SOURCES.

SURE. YOU AND US.

YEAH, I'LL JUST GO BACK REALLY QUICKLY TO THOSE PROGRAMS. SO WE DO INTEND ON KEEPING THE PROGRAM WITHIN THE COMPLETE STREETS TO HAVE THAT COMPETITIVE FUNDING OPPORTUNITY FOR THE LOCAL AGENCIES.

AND WE'RE ALSO PROPOSING THAT AS AN OPPORTUNITY FOR THE TECHNOLOGY PROGRAM.

SO WE'LL MAKE SURE TO COMMUNICATE THAT TO THE BOARD THAT THOSE ARE OPPORTUNITIES.

THE STAFF MEMBER TASKED WITH KEEPING THE MPO IN LINE WITH FEDERAL PERFORMANCE MEASURE REGULATIONS.

SO WITH THAT, I'LL START MY PRESENTATION.

OKAY, SO WHY PERFORMANCE MEASURES, RIGHT? SOME OF YOU WHO'VE I GUESS WHO'VE BEEN HERE ON THE ON THE TAC FOR A WHILE, YOU KNOW, I DO THIS PRESENTATION EVERY YEAR ESSENTIALLY, AND THESE ARE THE TWO ENABLING LEGISLATIONS WHICH ESSENTIALLY WILL REQUIRE TO DO PERFORMANCE MEASURES, RIGHT? THE MAP 21 AND 2012 AND THE FAST ACT IN 2015.

PER THOSE LAWS.

ESSENTIALLY WE HAVE TO DO PERFORMANCE MEASURES.

THERE WERE RULES ACTUALLY WRITTEN BY FHWA AND FTA, AND I'LL GO INTO A LITTLE BIT MORE OF IT AS WE GO ALONG IN THE PRESENTATION.

SO WHY PERFORMANCE MEASURES WANTED TO ENSURE THAT THE FEDERAL HIGHWAY AID PROGRAM, WHICH ESSENTIALLY IS THE MONIES THAT MPOS GET IN ORDER TO BE ABLE TO DO PROJECTS ON THE ROADWAYS THAT ARE ELIGIBLE FOR THAT FOR THOSE FEDERAL FUNDING, WE WANT TO MAKE SURE THERE'S AN EFFICIENT INVESTMENT OF THOSE FUNDS.

THEY WANTED TO FOCUS ON NATIONAL TRANSPORTATION GOALS.

THEY WANTED TO INCREASE ACCOUNTABILITY AND TRANSPARENCY AND TO IMPROVE DECISION MAKING THROUGH THAT PERFORMANCE BASED PLANNING.

SO WHAT ARE WE REQUIRED TO MEASURE PER THOSE LAWS AND STATUTES? THE FIRST 1 P.M.

ONE SAFETY.

THAT WAS THE FIRST ONE THAT CAME OUT IN 2018.

AND OF COURSE THAT'S MOST IMPORTANT TO US AND PROBABLY MOST OF YOU.

SECOND ONE IS BRIDGE PAVEMENT CONDITIONS ESSENTIALLY.

AGAIN, JUST LIKE YOU SAID, BRIDGE AND PAVEMENT CONDITION BRIDGES ON THE NATIONAL HIGHWAY SYSTEM AND PAVEMENT CONDITIONS.

NATIONAL HIGHWAY SYSTEM. WHEN I SAY NATIONAL HIGHWAY SYSTEM, ESSENTIALLY I'M TALKING ABOUT ARTERIALS AND HIGHWAYS AND FREEWAYS.

ESSENTIALLY THE BIG ONES LIKE OAKLAND PARK STATE ROAD SEVEN I 95 FIVE 7575.

THOSE TYPES AND SYSTEM PERFORMANCE ESSENTIALLY TRAVEL TIME RELIABILITY ON THE HIGHWAYS AND ON THE NATIONAL HIGHWAY SYSTEM NON HIGHWAY SYSTEM AND THEN THE TWO FTA REGULATIONS TRANSIT ASSET MANAGEMENT ESSENTIALLY HOW HOW ARE THE TRANSIT AGENCIES KEEPING THEIR ASSETS VIABLE AND HOW ARE THEY PROGRAMING FUNDS AND THINGS LIKE THAT TO MAKE SURE THAT THOSE ASSETS ARE VIABLE IN THE LAST ONE WAS TRANSIT SAFETY.

SO. THIS SLIDE HERE ESSENTIALLY TALKS ABOUT WHEN WE'RE REQUIRED TO ADOPT.

NOW, THE SECOND COLUMN ESSENTIALLY TELLS YOU WHERE WE'RE SUPPOSED TO ADOPT, BUT THIS MPO, WHAT WE TRY TO DO IS MAKE SURE THAT WE'RE IN LINE WITH THE WORK PROGRAM.

SO TYPICALLY YOU'LL SEE US IN DECEMBER ADOPT WELL, OCTOBER, DECEMBER CYCLE FOR THE BOARD, MAKING SURE THAT WE ADOPT WITH THE WORK PROGRAM SO THAT WAY THOSE THINGS ARE CONSISTENT.

SO THIS YEAR WE'LL PROBABLY BE WE'LL BE ADOPTING IN NOVEMBER BECAUSE AGAIN, THE WORK PROGRAM YOU'LL THE BOARD WILL BE ADOPTING IT IN NOVEMBER.

SO AND THE HIGHLIGHTED IN YELLOW, I GUESS THAT'S YELLOW.

THIS IS A BIANNUAL REPORT THAT OUR ORGANIZATION PUTS OUT EVERY TWO YEARS.

THE UNITED WAY OF NORTHERN NEW JERSEY HAS A RESEARCH ORGANIZATION KNOWN AS UNITED FOR ALICE THAT WORKS VERY DILIGENTLY WITH THOSE UNITED WAYS THAT WOULD LIKE TO PRESENT AND PUT THIS REPORT OUT BI ANNUALLY AND THIS REPORT FOR THIS YEAR SPECIFICALLY, WE'VE GOTTEN SOME HARD DATA ON WHAT THE NUMBERS LOOK LIKE HERE IN BROWARD COUNTY POST PANDEMIC.

THINK OF YOUR MONTH TO MONTH EXPENSES WHEN WE'RE TALKING ABOUT HOUSING, CHILD CARE, TRANSPORTATION, WI-FI, ETCETERA.

THEY WORK IN ESSENTIAL JOBS AND ESSENTIAL CAREERS, BUT UNFORTUNATELY DO NOT HAVE ENOUGH SAVINGS FOR EMERGENCIES OR INVESTMENTS TO, YOU KNOW, EXPAND THEIR WEALTH.

SO THAT'S WHAT I MEAN WHEN I REFER TO THE ALICE COMMUNITY.

SO SOME KEY TERMS AND METHODOLOGY FOR THE REPORT.

YOU'LL OFTEN HEAR ME REFER TO THE HOUSEHOLD SURVIVAL BUDGET.

SO WHEN I SAY BELOW THE ALICE THRESHOLD, I'M INCLUDING BOTH OF THOSE CATEGORIES.

BUT WHEN I SAY ABOVE THE ALICE THRESHOLD, IT'S INDIVIDUALS THAT DO NOT.

INDIVIDUALS AND FAMILIES THAT DO NOT FALL WITHIN THE ALICE OR BELOW THE FEDERAL POVERTY LEVEL.

AGAIN, ALICE JUST EXPLAINED WHAT THAT TERM IS POVERTY OR HOUSEHOLDS THAT ARE EARNING BELOW THE FEDERAL POVERTY LEVEL AND THEN TOTAL HOUSEHOLDS.

WHEN I REFER TO THAT, I'M TALKING ABOUT THE NUMBER OF HOUSEHOLDS AS REPORTED BY THE AMERICAN COMMUNITY SURVEY, WHICH IS WHERE A LOT OF THIS DATA HAS BEEN GATHERED FROM.

AND IF YOU WANT TO DIVE EVEN DEEPER INTO THESE METHODOLOGIES AND TERMS, THERE'S A LINK RIGHT THERE FOR YOU TO BE ABLE TO DO THAT.

SO GETTING DOWN TO THE BASIC COSTS HERE IN BROWARD COUNTY, WHEN WE LOOK AT THE HOUSEHOLD SURVIVAL BUDGET, YOU'LL SEE IT DIFFERS DEPENDING ON WHETHER YOU ARE A SINGLE INDIVIDUAL, WHETHER YOU ARE A SINGLE INDIVIDUAL, A SINGLE PARENT HOUSEHOLD, WHETHER YOU ARE A TWO INDIVIDUAL HOUSEHOLD OR TWO ADULTS WITH CHILDREN.

SO IT VARIES VERY DRASTICALLY.

BUT YOU'LL SEE THAT ONE OF THE MAIN MAJOR EXPENSES OF CONCERN IS HOUSING, RIGHT? I DON'T THINK THAT SERVES AS A SURPRISE TO ANYBODY SITTING IN THIS ROOM.

IT'S BEEN AN ISSUE BEFORE THE PANDEMIC AND POST PANDEMIC, IT'S GOTTEN EVEN WORSE.

ORIGINALLY, THE FIGURES THAT YOU'LL SEE THAT I'VE CROSSED OUT FOR HOUSING RIGHT AT THE TOP OF THE CHART WERE CROSSED OFF BECAUSE THESE WERE TERMS THAT CAN BE DESCRIBED AS FAIR MARKET RENTS, AS REPORTED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

UNFORTUNATELY, THOSE FIGURES DON'T EXIST HERE IN BROWARD COUNTY, LET ALONE IN ALL OF SOUTH FLORIDA.

SO THE INFO THAT YOU'LL SEE ON THE RIGHT SIDE OF THE CHART IS SOME MORE REALISTIC FIGURES.

WHEN WE'RE LOOKING AT HOUSING, SPECIFICALLY RENT HERE IN BROWARD, WHEN WE LOOK AT A ONE BEDROOM, ONE BATH, THE AVERAGE RENT IS AROUND $2,100.

AND THAT'S NOT EVEN INCLUDING UTILITIES.

THAT'S JUST BASE RENT.

AND THAT DRASTICALLY CHANGES AN INDIVIDUAL'S ANNUAL HOUSEHOLD SURVIVAL BUDGET TO $45,000.

NOW, IF YOU'RE A TWO PARENT HOUSEHOLD WITH TWO KIDS PER SE, LET'S SAY YOU'RE LOOKING TO RENT A THREE BEDROOM, TWO BATHROOM HOUSE OR EXCUSE ME, APARTMENT OR RENTAL UNIT, THAT'S AROUND $3,000.

AND AGAIN, THAT'S JUST FOR RENT ALONE.

AND THAT SIGNIFICANTLY INCREASES YOUR ANNUAL BUDGET AND HOUSEHOLD SURVIVAL BUDGET.

AND THAT ALL BEING SAID, WITH AN ANNUAL MEDIAN INCOME OF ONLY $65,000 HERE IN BROWARD COUNTY, YOU'LL SEE THAT THAT IS JUST IMPOSSIBLE TO MEET. SO CAUGHT IN THE CROSS CURRENTS BELOW THE ALICE THRESHOLD POST-PANDEMIC.

HERE IN BROWARD COUNTY, WE'RE AT 46% OF TOTAL HOUSEHOLDS BEING BELOW THE THRESHOLD.

AGAIN, THAT'S INDIVIDUALS WHO ARE CATEGORIZED AS ALICE AND BELOW THE FEDERAL POVERTY LEVEL.

SO CLOSE TO HALF COMPARED TO WHAT THAT NUMBER NUMBER WAS.

TWO YEARS AGO, WE WERE LOOKING AT OVER 327,000 HOUSEHOLDS THAT ARE BELOW THE THRESHOLD AND POST PANDEMIC.

IT WAS CLOSE TO TWO OVER 346,000.

HERE'S WHAT THOSE NUMBERS LOOK LIKE OVER A TEN YEAR PERIOD.

THE DARK BLUE LINE CAN BE CATEGORIZED AS FOLKS WHO ARE BELOW THE FEDERAL POVERTY LEVEL.

AND THEN THE LIGHT BLUE LINE ARE FOLKS THAT ARE CATEGORIZED AS ALICE.

AND ONCE YOU ADD THOSE NUMBERS TOGETHER, YOU'LL SEE THAT WE'RE OVER THAT 346,000 HOUSEHOLD MARK AND YOU'LL SEE THAT THAT HAS SLIGHTLY INCREASED AGAIN, AS I MENTIONED, FROM 2019.

LOOKING AT SOME DEMOGRAPHIC STATISTICS IN TERMS OF FOLKS WHO ARE DEALING WITH THE HIGHEST PERCENTAGE OF HARDSHIP COMPARED TO THOSE WHO ARE DEALING WITH THE LOWEST PERCENTAGE OF HARDSHIP, THE BLACK COMMUNITY AND AMERICAN INDIAN AND ALASKAN NATIVE COMMUNITY ARE AT 54% AND 49% RESPECTIVELY WITHIN THE BELOW THE ALICE THRESHOLD AND FACING HARDSHIP, INDIVIDUALS UNDER THE AGE OF 25 ARE 62% BELOW THE THRESHOLD, AND SENIORS AT 65 AND OVER ARE AT 61% BELOW THE THRESHOLD.

SINGLE PARENT HOUSEHOLDS THAT ARE FEMALE LED ARE 74% BELOW THE THRESHOLD, AND MALE HEADED SINGLE PARENT HOUSEHOLDS ARE AT 63% BELOW THE THRESHOLD COMPARED TO THOSE WHO ARE ABOVE THE THRESHOLD FACING THE LOWEST AMOUNT OF HARDSHIP.

HERE IN BROWARD, WE HAVE ASIAN ASIAN-AMERICAN FAMILIES AT 38%.

WHITE FAMILIES AT 42%.

AND THEN WHEN WE'RE LOOKING AT AGE SPECIFIC DEMOGRAPHICS, 45 TO 64 ARE ABOVE THE THRESHOLD AT 39%, AS WELL AS TWO PARENT MARRIED HOUSEHOLDS.

SO WHAT CAN WE GATHER? WHAT ARE SOME OF THE CONCLUSIONS THAT WE CAN GET FROM THIS REPORT IS THAT FOLKS ARE WORKING HARD, BUT THEY'RE STILL STRUGGLING HERE IN THE STATE OF FLORIDA.

70% OF THE TOP 20 JOBS STILL PAY LESS THAN $20 AN HOUR.

ONE OF THE MOST COMMON OCCUPATIONS IN OUR STATE IS A RETAIL SALES CLERK, AND THEIR WAGES HAVE BARELY INCREASED POST PANDEMIC.

AND GIVEN THE HIGH COSTS AND HIGH RISING COSTS AND HOUSING, GROCERIES, ETCETERA, THAT CAN BE VERY CONCERNING IN TERMS OF TRYING TO MEET THAT HOUSEHOLD SURVIVAL BUDGET AND TRYING TO GET THEIR.

WHEN WE'RE LOOKING AT SOME PANDEMIC ASSISTANCE THAT WAS GIVEN DURING THE PANDEMIC.

FOLKS, YOU MAY BE FAMILIAR WITH THE STIMULUS PAYMENTS THAT WERE FAMILIES WERE RECEIVING, AS WELL AS THE CHILD TAX CREDIT AND CHILD DEPENDENT CARE TAX CREDIT, WHICH IS NOW BEING DEBATED UP IN CONGRESS TO SEE WHETHER OR NOT WHAT THOSE TWO PROGRAMS WILL LOOK LIKE, WHETHER THEY'LL BE EXPANDED OR NOT, AS WELL AS UNEMPLOYMENT INSURANCE AND UNEMPLOYMENT BENEFITS, AND THEN EMERGENCY RENTAL ASSISTANCE, DEPENDING ON WHERE YOU WERE IN THE COUNTY AND WHETHER OR NOT YOUR MUNICIPALITY ENGAGED IN THAT.

SO WITH THOSE PANDEMIC ASSISTANCE PROGRAMS, YOU'LL SEE HERE ON THIS CHART THAT INDIVIDUALS AND FAMILIES WERE STILL NOT ABLE TO MEET THAT HOUSEHOLD SURVIVAL BUDGET.

YOU'LL SEE THAT BLUE BAR THERE IS REPRESENTING WHAT THE HOUSEHOLD SURVIVAL BUDGET WOULD LOOK LIKE.

AND THEN THE TWO BARS ON THE RIGHT ARE SHOWING YOU WHAT A FAMILY WITH TWO FULL TIME WORKERS AS OPPOSED TO A FAMILY WITH TWO PART TIME WORKERS WOULD RECEIVE IN TERMS OF ASSISTANCE AND WHETHER OR NOT THEY WOULD BE MEETING THAT HOUSEHOLD SURVIVAL BUDGET.

AND UNFORTUNATELY, THEY DON'T.

SO THEY FELL SHORT TO FULL TIME WORKERS, FELL SHORT BY 8900 OR 12%, AND TWO PART TIME WORKERS FELL SHORT BY 11,600 OR 17%.

SO WARNING SIGNS ON THE HORIZON.

RESPONDENTS BELOW THE THRESHOLD HAVE REPORTED THAT 18% DO NOT FEEL THAT THEY ARE FOOD SUFFICIENT OR HAVE ENOUGH FOOD TO FEED THEIR FAMILIES.

16% HAVE REPORTED THAT THEY ARE BEHIND THEIR RENT OR ARE IN JEOPARDY OF LOSING HOUSING, AND 20% FEEL THAT THEY ARE NERVOUS OR ANXIOUSNESS OR FEEL THAT THEY ARE MENTALLY UNSTABLE ON A DAY TO DAY BASIS.

SO WHAT ARE YOUR NEXT STEPS AS MEMBERS IN THE COMMUNITY? I THINK ONE OF OUR NEXT STEPS SHOULD BE SOUNDING THE ALARM, RIGHT? A LOT OF THE DATA THAT I'VE SHARED IS INFO THAT I FEEL THAT OUR ELECTED LEADERS SHOULD ALREADY KNOW ABOUT.

BUT IF THEY DON'T, I THINK IT'S VERY IMPORTANT FOR THEM TO SEE THIS PRESENTATION.

AND ONE OF THE BEST WAYS TO DO THAT IS THE LEGISLATIVE DISTRICT TOOL, WHICH IS HYPERLINKED IN THIS PRESENTATION.

WHEN I'M LOOKING AT THE BROWARD DATA SPECIFICALLY, AND I THINK WHEN YOU LOOK AT THE THE LARGER PRESENTATION THAT WAS SHARED WITH YOU, UM, THE, THE NUMBERS FOR RENT ARE TYPICALLY WHAT OUR MOST COMMON IN OUR COUNTY IN TERMS OF WHAT INDIVIDUALS CAN AFFORD, IN TERMS OF HOMEOWNER SHIP NUMBERS.

I THINK THE THOSE SPECIFICS AND THAT DATA IS REPORTED IN THE OVERALL STATE OF FLORIDA REPORT, WHICH CAN ALSO BE FOUND ON THE UNITED FOR ALICE WEBSITE THAT I MENTIONED. WHEN WE'RE LOOKING AT HOMEOWNERSHIP SPECIFICALLY HERE IN THE COUNTY, THE BROWARD HOUSING COUNCIL HAS SOME GREAT INFORMATION AVAILABLE ON THEIR WEBSITE WHICH YOU CAN FIND VIA THE COUNTY IN TERMS OF WHAT THOSE NUMBERS LOOK LIKE AS ESPECIALLY, YOU KNOW, DEMOGRAPHICALLY SPEAKING, WHETHER WHAT THE AGE RANGE IS FOR THOSE THAT OWN THEIR HOMES AS WELL AS RACE SPECIFIC DATA AS WELL.

BUT YEAH, IN TERMS OF WHAT WE FOCUSED ON FOR THE BROWARD COUNTY REPORT SPECIFICALLY, WE KNEW THAT FOLKS, YOU KNOW, ARE STRUGGLING TO PAY RENT.

SO THAT WAS ONE OF OUR MAIN AREAS OF CONCERN.

AND I WANT TO SAY, WHEN, YOU KNOW, CONFERRING WITH OUR UNITED FOR ALICE COLLEAGUES, THEY MENTIONED THAT THERE WAS A QUESTION AS IT RELATES TO THE HISPANIC COMMUNITY AS WHETHER OR NOT AN INDIVIDUAL IDENTIFIED AS LATINO OR NON-LATINO.

AND THAT MESSED UP A LOT OF DATA GATHERING ON THEIR END TO DETERMINE WHETHER OR NOT AN INDIVIDUAL WAS CATEGORIZING THEMSELVES AS LATINO AND WHETHER OR NOT THEY FIT UNDER THAT DEMOGRAPHIC OR WHETHER THEY WERE DESCRIBING THEMSELVES OR CATEGORIZING THEMSELVES AS WHITE.

SO THERE WAS THERE WAS SOME CONFUSION THERE.

WE DON'T JUST FUND ORGANIZATIONS AND GIVE THEM MONEY TO PROVIDE THEIR SERVICES.

AND I THINK FOR US SPECIFICALLY, OBVIOUSLY THERE'S A LOT TO TACKLE, BUT I THINK THE BIGGEST CHALLENGE IS HOUSING, RIGHT? IS HOW CAN WE DIVE DEEPER INTO THE HOUSING CONVERSATION, WHETHER THAT BE WORKING WITH INDIVIDUAL MUNICIPALITIES FOR A FIRST TIME HOMEBUYER PROGRAM SO THAT RESIDENTS CAN ACTUALLY OWN A HOME AND FEEL THAT SENSE OF INVESTMENT, OR WHETHER IT BE CREATING MORE RENTAL UNITS? RIGHT. MY MY JOB AS PUBLIC POLICY DIRECTOR, I DON'T WORK HERE LOCALLY, BUT I ALSO WORK AT THE STATE LEVEL WITH OUR LEGISLATIVE DELEGATION LOOKING AT WHAT THE LIVE LOCAL ACT HAS TO OFFER.

I KNOW DEPENDING ON A LOT OF THE A LOT OF THE MUNICIPALITIES IN THE ROOM HAVE MIXED FEELINGS ABOUT THE ACT AND, YOU KNOW, HAVE CERTAIN STANCES AS AS PAUL HAS HAS LET ME KNOW AND I INTERACT WITH PAUL CALABRESE FROM THE BROWARD MPO ON A ALMOST MONTHLY BASIS.

HE SITS ON OUR PUBLIC POLICY COMMITTEE AS WELL.

BUT THERE'S ALL SORTS OF AVENUES FOR US TO EXPLORE.

AND YOU KNOW, WE'RE WE'RE A CONVENER, BUT WE'RE ALSO OPEN TO IDEAS TOO.

SO REALLY JUST LOOKING TO WORK WITH WHATEVER CITY ORGANIZATION IS WILLING TO COME TO THE TABLE TO HELP RESOLVE A LOT OF THESE ISSUES.

I WOULD CONSIDER ALSO LOOKING AT, YOU KNOW, TOWNHOMES, CONDOS.

THOSE ARE A BIT MORE FEASIBLE FOR THE YOUNGER GENERATIONS, EVEN THOUGH HOUSING PRICES ARE COMPLETELY OUTRAGEOUS AT THIS POINT.

BUT ONE THING THAT I THINK STOPS A LOT OF YOUNG COUPLES OR SINGLE FOLKS FROM BUYING THOSE IS THE HOA FEES, BECAUSE THERE IS JUST NO STOPPING THEM FROM FROM, YOU KNOW, CHARGING YOU $700 A MONTH FOR WHAT? YOU KNOW, IT'S IT'S REALLY A PROBLEM.

AND IT'S REALLY FRUSTRATING BECAUSE THERE ARE A LOT OF PEOPLE THAT REALLY WANT TO TO MAKE THAT INVESTMENT, BUT YET THEY'RE STUCK IN THAT RENTAL CATEGORY FOR EVER.

SO I, I DON'T KNOW WHAT THE SOLUTION IS TO THAT, BUT SOMETHING'S GOT TO BE DONE.

YEAH, ABSOLUTELY.

THAT WAS A GREAT POINT TO BRING UP.

AND, YOU KNOW, I COULD I COULD STAND UP HERE ALL DAY TO TALK ABOUT SOME OF THOSE FEES AND OPTIONS.
