THANK YOU MY NAME IS DAVE FLETCHER I AM ALSO A MEMBER OF THE CITIZENS ADVISORY COMMITTEE OF THE MPO AND A MEMBER OF THE FLORIDA BICYCLE ASSOCIATION. I'M HERE TO SPEAK IN REFERENCE TO THE PROJECT ON US1 IN DEERFIELD BEACH AND LIGHTHOUSE POINT ESPECIALLY REGARDING THE BICYCLE LANES. THERE'S A COMMON MISPERCEPTION THAT ROADS ARE BUILT FOR CARS ONLY AND THAT BICYCLES ARE SOMEHOW SECONDARY OR AN AFTERTHOUGHT TO THAT. BUT THE BROWARD COMPLETE STREETS INITIATIVE AND THE PHILOSOPHY BEHIND THAT IS EXCELLENT EVIDENCE THAT BICYCLE ARE NOT SECONDARY BUT HAVE AS MUCH RIGHT TO USE ROADS AND BE CONSIDERED IN TRANSPORTATION PLANNING AS ANY OTHER VEHICLES. AND I WOULD EVEN POINT OUT THAT BICYCLES WERE USING ROADS NEARLY 100 YEARS BEFORE CARS WERE EVEN AROUND TO DO SO. ROADS ARE DESIGNED WITH SAFETY FEATURES IN MIND YOU WOULD NEVER BUILD A ROAD WITHOUT CONSIDERING CERTAIN SAFETY FEATURES. AND THAT ALSO NEEDS TO BE THE CASE WHEN DESIGNING ROADS TO KEEP BICYCLISTS SAFER.AND THAT'S WHY THIS PROJECT NEEDS TO GO FORWARD. IT'S LIKE A CHICKEN AND EGG, HOWEVER. YOU MIGHT ARGUE THAT CYCLISTS DO NOT USE THIS PARTICULAR ROADWAY IF THAT'S THE CASE IT'S LIKELY BECAUSE IT'S NOT YET SAFE ENOUGH. I WOULD PRESUME THAT THERE ARE SOME CYCLISTS THAT ARE USING IT AND I CAN ASSURE YOU THAT MANY MORE WOULD DO SO IF IT WERE FOUND TO BE SAFE ENOUGH. IN THE LONG RUN, STREETS AND ROADS WHERE IT IS COMFORTABLE TO RIDE A BIKE ARE GOOD FOR TOURISTS, FOR RESIDENTS AND FOR THE LOCAL ECONOMY IT'S ABOUT BETTERING OUR EXISTING COMMUNITIES ABOUT MAKING CITIES AND SUBURBS THAT WERE ORIGINALLY DESIGNED FOR AUTOMOBILES TO BE NAVIGABLE INSTEAD BY HUMAN POWER. IT'S ABOUT PROVIDING THE BASICS TO EVERYONE THE WEALTHY AND THE NOT

NUMEROUS STUDIES SHOW THAT BICYCLISTS ARE MUCH MORE LIKELY THAN DRIVERS TO STOP AND ACTUAL SPEND MONEY ON LOCAL BUSINESSES NOT MONEY TO OIL COMPANIES AND OIL PRODUCERS ABROAD. FOR EXAMPLE IN SAN FRANCISCO'S VALENCIA DISTRICT OVER TWO THIRDS OF LOCAL MERCHANTS STATED THAT INCREASED BIKE LANES HAD A POSITIVE EFFECT ON THEIR BUSINESSES. AND IN PORTLAND OREGON BICYCLISTS WERE FOUND TO SPEND MORE PER MONTH ON LOCAL BUSINESS THAN DRIVERS. I REALIZE WE'RE NOT A SAN FRANCISCO OR PORTLAND YET BUT WE HAVE TO START SOMEWHERE TO PROVIDE FOR THE INFRASTRUCTURE FOR BICYCLES. SO IN CONCLUSION LET ME JUST SAY THAT BIKE MINDED IMPROVEMENTS IN INFRASTRUCTURE AND ENFORCEMENT CREATE HEALTHIER MORE ECONOMICALLY SOUND PLACES TO VISIT AND LIVE FOR EVERYONE. THANK YOU. THERE WAS ALSO A SFRTA PRIORITY THAT PASSED THAT DEALS WITH CRASH REPORTING IT WILL ENABLE TRAINS TO GET UP AND RUNNING FASTER AFTER AN INCIDENT. SO IF YOU HAVE ANY QUESTIONS I'M HAPPY TO GO INTO DETAILS BUT JUST TO GO IN THE INTEREST OF TIME. AND WE PAID VERY VERY CLOSE ATTENTION TO EVERY SINGLE AMENDMENT THAT WAS FILED TO THIS BILL AND KEPT IN CONTACT WITH THE MPOAC THE ENTIRE TIME TO ENSURE THAT IT DID NOT GO INTO OTHER MPOS OR IT WOULD IMPACT US. AND MDX HAS NOW FILED A LAWSUIT AGAINST THE STATE. SO WE'RE GONNA HAVE TO SEE HOW THAT PLAYS OUT AS WELL. THEN THERE WAS ALSO A PUSH FOR THE SENATE PRESIDENT. HE HAD A HUGE PRIORITY OF GETTING TOLL ROADS IN RURAL AREAS OF FLORIDA AND THAT WOULD CREATE TASK FORCE TO STUDY THESE THESE TOLL ROADS AND THE FEASIBILITY OF THEM ENVIRONMENTALIST GROUPS WERE VERY OPPOSED TO THIS BILL. ONE OF THE OTHER THINGS IS THAT IT TAKES IT SHIFTS FUNDING THAT USED TO BE IN THE TRANSPORTATION TRUST FUND BACK INTO THE TRANSPORTATION TRUST FUND FROM GENERAL REVENUE. AND PART OF THAT IS AN ADDITIONAL 10 MILLION DOLLARS TO THE TRANSPORTATION DISADVANTAGED FUND. AND IN THAT ADDITIONAL MONEY THEY ACTUALLY ALLOW TNCS TO DIRECTLY COMPETE WITH CTCS FOR THAT ADDITIONAL DOLLARS. SO THAT WAS SOMETHING THAT ELSE THAT WAS HAPPENING AS WELL. BUT THEY DO HAVE TO COMPLY WITH FEDERAL LAW. AND SO THERE WILL BE SCREENING INVOLVED AND THERE WAS ALSO SOME SOME STUDIES THERE IS PROVISO LANGUAGE THAT WOULD HAVE THEM YOU KNOW FURTHER STUDY SORT OF THEM SUPPLEMENTING TRANSPORTATION DISADVANTAGE PROGRAMS. AND ALSO THERE WAS LANGUAGE PUT INTO AB PACKAGE AS WELL ALONG THOSE SAME LINES. SO WE'RE CONTINUING TO SEE THAT PUSH FOR INNOVATION AND TRANSPORTATION DISADVANTAGE IN MEDICAID SERVICES. IT WAS OFFERED A FEW TIMES AND THEN IT WAS WITHDRAWN BUT THIS AMENDMENT ONLY APPLIED TO BROWARD COUNTY AND WHAT IT WOULD DO IS IT WOULD HAVE TAKEN ALL MUNICIPAL AUTHORITY FOR ANY TRANSPORTATION PROJECTS THAT WERE EITHER PART WHOLLY OR PARTLY FUNDED BY STATE TAX DOLLARS AND IT WOULD HAVE GIVEN IT TO THE COUNTY THAT WAS LEVYING THAT. OUR UNDERSTANDING IS THAT IT CAME FROM THE PRIVATE SECTOR IN ORDER FOR THEM TO SORT OF FACILITATE PROJECTS. BUT WE'RE WORKING WITH ALL PARTIES INVOLVED RIGHT NOW TO SEE IF THAT'S SOMETHING THAT WE CAN. JACKIE TOLEDO BELIEVED THAT THIS WAS AN ALTERNATIVE FORM OF TRANSPORTATION. AND WHEN WE SPOKE WITH HER, SHE FELT THAT THEY SHOULD BE GIVEN THE SAME STATUS AS BICYCLES. SO THAT'S WHAT ALLOWED THEM NOW TO GO ON THE ON THE BIKE LANES. SO THE WAY THE STATUTE READS IT SAYS THAT THEY ARE TO BE GIVEN THE SAME STATUS AS BICYCLES EXCEPT LOCAL GOVERNMENTS CAN REGULATE THEM AND IT GOES INTO DETAIL HOW THAT CAN HAPPEN. AS YOU ALL KNOW EVERY ONE OF OUR GRANTS HAVE MADE IT TO THE SECRETARY'S DESK THAT WE'VE PUT IN WITH PORT EVERGLADES WITH THE CITY OF FORT LAUDERDALE WITH FDOT AND ALL OF THOSE GRANTS DIDN'T JUST HAVE ENOUGH TO PUSH SENATOR SCOTT AND SENATOR RUBIO. AND AS YOU KNOW REPRESENTATIVE DIAZ-BALART ENOUGH OF A CALL TO THE SENATE THE SECRETARY TO PUSH IT OFF HER DESK AND GET IT SIGNED. SO WE THINK THAT TECHNICALLY WE HAVE BEEN VERY STRONG ON OUR TECHNICAL SIDE AND WE CONTINUE TO THINK THAT WE WILL BE. BUT WE WILL NEED A LITTLE BIT OF A POLITICAL PUSH. THIS IS THE THIRD PRESENTATION OF THREE WE CAME TO YOU AT THE BEGINNING OF THE YEAR WITH THE FIRST PRESENTATION ON THE PRIORITIZED LIST OF PROJECTS, PRESENTED LAST MONTH ON AN OVERVIEW OF THE DRAFT COST FEASIBLE PLAN AND NOW WE ARE APPROVING THE DRAFT COST FEASIBLE PLAN. MUCH OF THE PRESENTATION IS GOING TO BE A REVIEW OF WHAT YOU ALL HEARD LAST MONTH BUT IT'S A REFRESHER. THE DRAFT LIST OF PROJECTS ALONG WITH THE FUNDING POLICY ALLOCATION SCENARIO IS INCLUDED IN THE BACKUP WITH THE AGENDA ITEM AND THAT'S WHAT YOU'LL BE VOTING ON TODAY. SO AS I MENTIONED TODAY IS THAT ENDORSEMENT OF THE DRAFT COST FEASIBLE LIST OF PROJECTS AND WHAT THAT ENDORSEMENT OR APPROVAL WILL ALLOW STAFF TO DO IS TO ACTUALLY PROCEED WITH THAT LIST OF PROJECTS TO GO OUT TO THE PUBLIC AND BEGIN VETTING THOSE PROJECTS. AND ALSO AT THE SAME TIME WORKING IN CONJUNCTION WITH OUR MEMBER GOVERNMENTS YOU ALL TO FURTHER VET THE PROJECTS AS WELL. PART OF MY MTP UPDATE PRESENTATION AT THE BEGINNING OF THE MEETING WAS REALLY GOING TO FOCUS ON THE ELEMENTS THAT WE NEED IN ORDER TO GET PROJECTS PROGRAM READY AT THE MPO MEANING THAT THEY ARE READY ENOUGH TO PROCEED TO FUNDING AND THIS IS SOMETHING THAT WE WANT TO DO FOR ALL THE PROJECTS THIS TIME AROUND IN THE METROPOLITAN TRANSPORTATION PLAN ALL THE PROJECTS THAT ARE ON THE COSTS FEASIBLE LIST. SO AGAIN THIS APPROVAL WILL ALLOW US TO MOVE FORWARD AND SIT ONE ON ONE WITH YOU AND YOUR STAFF TO MAKE SURE THAT WE HAVE ALL OF THE PROGRAM READY ELEMENTS WHICH INCLUDE A SCOPE OF WORK, RESOLUTION OF SUPPORT, COST ESTIMATE AND COORDINATION WITH ALL THE APPROPRIATE PARTNERS ON THE PROJECTS. SO WE WILL BE DOING THAT ONCE WE HAVE AN APPROVAL ON THIS LIST AND A SCHEDULE OF HOW WE'RE GOING TO HANDLE ALL OF THAT WILL BE COMING TOWARDS THE END OF THE PRESENTATION. SO AGAIN AS I MENTIONED JUST NOW THIS IS GOING TO BE A QUICK REFRESHER OF THE OVERALL APPROACH THAT WE USE TO DEVELOP THE DRAFT COST FEASIBLE LIST OF PROJECTS FOR THE METROPOLITAN TRANSPORTATION PLAN. THIS WAS BASED ON A PROJECT PRIORITIZATION PROCESS THAT WAS ADOPTED TOWARDS THE END OF LAST YEAR I BELIEVE IN OCTOBER OR NOVEMBER AND WE TOOK THE LIST OF NEEDS THAT WE RECEIVED THROUGH OUR MTP CALL FOR PROJECTS PROCESS AND APPLIED THAT PROJECT PRIORITIZATION PROCESS TO EVERY ONE OF THOSE PROJECTS AND THEN BASICALLY TOOK THE AVAILABLE REVENUES THAT WE HAVE OVER THE NEXT 25 YEARS FOR THE LONG RANGE PLAN IN THE METROPOLITAN TRANSPORTATION PLAN AND MATCHED THE HIGH RANKING NEEDS WITH THE AVAILABLE FUNDING. AND UNTIL WE RAN OUT OF FUNDING THAT'S WHAT BASICALLY MADE UP THE COST FEASIBLE PLAN BASED ON THAT PRIORITY PROCESS. WE ALSO WANTED TO MAKE SURE THAT THROUGH THIS PROCESS WE WERE ENHANCING THE ENGAGEMENT OF OUR ADVISORY COMMITTEES OUR TECHNICAL ADVISORY COMMITTEE AND CITIZENS ADVISORY COMMITTEE AND THE MPO BOARD THROUGHOUT THE PROCESS. IF YOU REMEMBER LAST MONTH FOR THOSE OF YOU WHO WERE HERE I KIND OF DID A DEEP DIVE INTO HOW THE FINANCIALS WORK AND SOME OF THE RESTRICTIONS ON THE FUNDING AS WELL THAT WE HAVE AND WHAT'S ACTUALLY AVAILABLE AT THE SOLE DISCRETION COMPLETE DISCRETION OF THE MPO BOARD AND WHAT FUNDING IS ACTUALLY AVAILABLE FROM THE STATE THAT HAS STRINGS ATTACHED TO IT AND WHERE THE FLEXIBILITY LIES AND HOW WE WANTED TO WORK WITH YOU ALL ON THE COMMITTEES TO COME UP WITH A FLEXIBLE APPROACH TO ASSIGNING THOSE MPO ATTRIBUTABLE DOLLARS TO THE AVAILABLE MTP FUNDING PROGRAMS. WE ALSO WANTED TO MAKE SURE THAT THOSE MPO ATTRIBUTABLE FUNDS WHICH I'M GOING TO DO A QUICK REVIEW OF ARE BEING OPTIMIZED IN THE BEST WAY POSSIBLE GIVEN ALL OF THE OTHER AVAILABLE FUNDING FOR TRANSPORTATION IN THE REGION.WE WANT TO MAKE SURE THAT WE'RE COMPLEMENTING ALL OF OUR FUNDING IN THE REGION THAT THE MPO IS USING THOSE DOLLARS IN A WAY THAT CAN HELP LEVERAGE OTHER DOLLARS FOR TRANSPORTATION PROJECTS. AND THAT'S WHY WE CAME UP WITH THREE DIFFERENT FUNDING POLICY ALLOCATION SCENARIOS IN ORDER TO HELP GIVE YOU ALL A SENSE OF HOW WE COULD DISTRIBUTE THOSE FUNDS ACROSS THE MTP FUNDING PROGRAM TO MAXIMIZE AND COMPLEMENT ALL THE OTHER AVAILABLE TRANSPORTATION FUNDING SOURCES OUT THERE.
SO A BRIEF OVERVIEW ON OUR FUNDING. OVERALL IN THE METROPOLITAN TRANSPORTATION PLAN OVER THE NEXT 25 YEARS, THERE'S 8.3 BILLION DOLLARS OF REVENUES AVAILABLE. WE HAVE SPLIT THESE UP INTO STATE AND FEDERAL FUNDS AND MPO ATTRIBUTABLE FUNDS. SO IN THE BLUE PORTION OF THE PIE YOU HAVE THE STATE AND FEDERAL FUNDS WHICH ARE REALLY ALL THE FUNDS USED IN ORDER TO BUILD CAPACITY PROJECTS AND BUILD ROADWAY PROJECTS ON THE STATE HIGHWAY SYSTEM ALONG WITH SOME FUNDING FOR BCT AND THEIR OPERATIONS THE STRATEGIC INTERMODAL SYSTEM WITH FDOT. THOSE ARE THE BLUE SECTION OF THE OF THE PIE IS REALLY WHERE THE STRINGS ARE ATTACHED.
WHERE WE HAVE A LOT OF FLEXIBILITY IS AROUND THAT RED BOX AND THE GREEN, THAT 564 MILLION DOLLARS. THOSE ARE ALLOCATED FUNDS THAT WE CALL MPO ATTRIBUTABLE MEANING THEY COME DIRECT TO THE MPO AND THEY CAN BE SPENT ON ANY TYPE OF ROADWAY MEANING LOCAL COUNTY OR STATE AND ON ANY TYPE OF PROJECT WHETHER IT BE A BICYCLE PEDESTRIAN PROJECT, A TRANSIT PROJECT A ROADWAY CAPACITY PROJECT ON OR OFF SYSTEMS. SO WE WANT TO MAKE SURE THAT THAT 564 MILLION DOLLARS IS BEING SPENT IN A WAY THAT WE'RE HELPING TO LEVERAGE ALL THE OTHER SOURCES OUT THERE. WE HAVE A NEW COUNTY SURTAX THAT WAS RECENTLY PASSED. WE HAVE LOTS OF AVAILABLE FUNDING FROM THE STATE FOR ROADWAY CAPACITY PROJECTS. SO WE WANT TO MAKE SURE THAT WE'RE DIRECTING THOSE 564 MILLION DOLLARS TO BUILD UPON THE AVAILABLE FUNDING SOURCES FOR TRANSPORTATION OUT THERE AND MAKE SURE THAT WE'RE FUNDING AS MANY PROJECTS ON OUR COST FEASIBLE LIST AS POSSIBLE USING THOSE

FLEXIBLE DOLLARS THOSE PROJECTS THAT REALLY NEED THOSE FLEXIBLE DOLLARS. SO A QUICK OVERVIEW OF THE SCENARIOS THAT WE CAME UP WITH IN ORDER TO ALLOCATE THOSE 564 MILLION DOLLARS. WE USE THE BASELINE THAT WE WORKED WITH YOU ALL ON AS PART OF THE BOARD ENGAGEMENT FORUM BACK IN JANUARY. WE MENTIONED TO THE BOARD MEMBERS THAT THIS WAS GOING TO BE USED AS A GUIDE FOR US TO START WITH RATHER THAN STAFF COMING UP WITH A STARTING POINT. WE HAD THE MPO BOARD COME UP WITH A STARTING POINT AND WE FOUND THAT BASED ON THE NEEDS THAT WE HAD IDENTIFIED THROUGH THE PLAN THAT THE BASELINE GIVEN TO US BY THE BOARD DID NOT SUFFICIENTLY ADDRESS THE COMPLETE STREETS MASTERPLAN AND SAFETY PROGRAMS. SO STAFF WORKED AND CAME UP WITH SCENARIO TWO WHERE WE TRIED TO BUMP UP THE FUNDING FOR THE SAFETY PROGRAM AND FOR THE COMPLETE STREETS MASTERPLAN AGAIN IN ORDER TO MATCH THE AVAILABLE OR TO MATCH THE NEEDS VERSUS THE FLEXIBILITY OF THE REVENUES THAT WE NEEDED TO MAKE SURE COULD BE APPLIED TO THOSE PROJECTS. AND WE ALSO TOOK INTO ACCOUNT ALL OF THE OTHER SOURCES COMING FROM THE COUNTY THROUGH THE SURTAX AND THAT WE WERE AGAIN MAKING SURE THAT WE'RE ALLOCATING FUNDS THAT CAN HELP LEVERAGE OTHER DOLLARS IN PARTICULAR FEDERAL DOLLARS INTO THE FUTURE. SCENARIO 3 REALLY CAME AT THE REQUEST OF THE TECHNICAL ADVISORY COMMITTEE AND THE CITIZENS ADVISORY COMMITTEE TO KIND OF BUMP UP SOME OF THE FUNDING FOR COMPLETE STREETS AND BICYCLE PEDESTRIAN IMPROVEMENTS. SO WE ACTUALLY ALLOCATED MORE FUNDING TOWARDS THOSE PROGRAMS AND IN TURN THE SACRIFICE THAT WAS MADE IS THAT THE FUNDING FOR HIGHWAY CAPACITY PROJECTS OFF THE STATE SYSTEM WHERE WE REALLY NEED A LOT OF THOSE MPO DOLLARS WAS REALLOCATED TO BICYCLE AND PEDESTRIAN IMPROVEMENTS BUT THAT ALSO MEANT THAT YOU WERE TAKING AWAY FUNDING FROM THOSE LOCAL CAPACITY PROJECTS WHICH WE HAD A NEEDS LIST OF ABOUT 64 PROJECTS FOR LOCAL HIGHWAYS AND ROADWAY CAPACITY THAT'S NEEDED IN THE PLAN. SO WHAT WE LEARNED FROM THE SCENARIO IS THAT WHILE THE MPO ATTRIBUTABLE FUNDS ARE LIMITED THEY ONLY COMPRISE ABOUT 7 PERCENT OF THE FUNDING. THEY ARE THE MOST FLEXIBLE FUNDS AND WE WANT TO MAKE SURE THAT WE'RE PUTTING THEM IN THE PLACES WHERE WE NEED TO SPEND THE MONEY. AND THIS IS ULTIMATELY WHILE YOU'LL SEE STAFF WE RECOMMENDED SCENARIO TWO AND KEPT SOME FUNDING IN THE LOCAL HIGHWAY AND ROADWAY CAPACITY PROGRAM TO MAKE SURE THAT WE COULD FUND SOME OF THOSE PROJECTS BECAUSE THAT BLUE PORTION OF THE PIE CANNOT FUND THOSE LOCAL HIGHWAY CAPACITY PROJECTS. SO WE HAVE STAFF FELT AS THOUGH THAT IT WAS GOOD TO KEEP SOME FUNDING IN THAT PROGRAM IN ORDER TO MAKE SURE THAT WE'RE TAKING CARE OF THOSE NEEDS AT THE LOCAL LEVEL. WE ALSO FOUND THAT THE VARIATIONS IN SCENARIO PERCENTAGES. SO IF YOU TOOK 5 PERCENT FROM ONE FUNDING PROGRAM AND ADDED IT TO ANOTHER PROGRAM YOU WEREN'T NECESSARILY FUNDING MORE PROJECTS JUST GIVEN THE OVERALL COST OF THE PROJECT AND THE LIMITED AMOUNT OF MPO ATTRIBUTABLE FUNDING YOU HAD AVAILABLE. YOU MAY HAVE PUSHED 5 MILLION DOLLARS MORE INTO ONE PROGRAM BUT NOT NECESSARILY FULLY FUNDED THE NEXT PROJECT THAT COULD HAVE BEEN 11 OR 12 MILLION DOLLARS IN COST. SO WHAT THIS HELPED US DO WAS JUST CONSIDER SOME OF THE TRADEOFFS AND AS I MENTIONED WE WORKED WITH AT TAC AND CAC TO REALLY TAKE A GOOD LOOK AND GOOD DIVE DO A DEEP DIVE INTO THESE FUNDING POLICY ALLOCATION SCENARIOS AND WE BROUGHT THIS TO THE TAC LAST I'M SORRY A FEW WEEKS AGO AND THEY VOTED UNANIMOUSLY TO APPROVE SCENARIO 2.THE CAC ALSO VOTED TO APPROVE THIS FUNDING POLICY ALLOCATION SCENARIO AND THE ASSOCIATED LIST OF PROJECTS THAT THAT CAN FUND AT LAST AT THE LAST MEETING. SO AS I MENTIONED WHAT THIS SCENARIO DOES IT SUSTAIN SOME FUNDING FOR LOCAL HIGHWAY PROJECTS BASED ON THE NEEDS THAT WERE SUBMITTED TO US BUT KEEPS ALSO FUNDING IN THE DISCRETIONARY POTS THAT A LOT OF YOUR MUNICIPALITIES HAVE BEEN ABLE TO TAKE ADVANTAGE OF OUR COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM AND OUR COMPLETE STREETS MASTERPLAN AND MOBILITY HUBS. WE WANTED TO MAKE SURE THAT WE WERE FUNDING PROVIDING THAT FUNDING FOR THOSE DISCRETIONARY PROGRAMS AS WELL. SO THE FINAL FUNDING MAKEUP FOR THE 564 MILLION DOLLARS IS SHOWN HERE.
AND AS I MENTIONED THIS WHAT THIS PROPOSAL DOES IS REALLY KEEP OVER HALF OF THE FUNDING IN THOSE DISCRETIONARY POTS FOR OUR COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM COMPLETE STREETS MASTERPLAN AND MOBILITY HUBS.
