[5. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.]

I KNOW JAMES HAS A COMMENT TO SHARE WITH US.

JAMES COMER BROWARD MPO. GOOD AFTERNOON.

YEAH, THIS IS AN ANNOUNCEMENT, AND IT SEEMED TO FIT AS WELL IN THIS PORTION OF THE AGENDA OF PUBLIC COMMENT.

THE SHORT VERSION OF THE ANNOUNCEMENT IS THAT WE HAVE EXTENDED THE DEADLINE FOR ONE WEEK FOR SUBMITTAL OF APPLICATIONS FOR THE SAFE STREETS AND ROADS FOR ALL OVERSIGHT COMMITTEE AND TECHNICAL WORKING GROUP.

LET ME EXPLAIN A LITTLE BIT MORE.

YOU ALL SHOULD HAVE RECEIVED AN EMAIL A COUPLE OF WEEKS AGO TO LET YOU KNOW THAT WE ARE ACCEPTING APPLICATIONS, AND WE'VE GOTTEN SOME ALREADY FROM MEMBERS OF THIS COMMITTEE, WHICH WE APPRECIATE.

THE SAFE STREETS FOR ALL GROUP.

WE ARE GOING TO HAVE TWO COMMITTEES THAT WILL HELP GUIDE THE WORK THAT'S GOING ON.

ONE IS AN OVERSIGHT COMMITTEE THAT WILL MEET ON A QUARTERLY BASIS, AND IT WILL BE COMPRISED OF MEMBERS OF THE COMMUNITY, INCLUDING SAFETY PROFESSIONALS, HEALTH PROFESSIONALS, PRIVATE SECTOR COMMUNITY CHAMPIONS, REPRESENTATIVES OF COMMUNITY ORGANIZATIONS.

AND TO BE HONEST, WE'RE MISSING SOME OF THOSE PEOPLE IN TERMS OF OUR APPLICATION.

SO IF YOU KNOW OF ANYBODY THAT MIGHT BE A GOOD REPRESENTATIVE OF PRIVATE SECTOR OR HEALTH INTERESTS OR SAFETY OR COMMUNITY GROUPS FROM YOUR LOCAL MUNICIPALITIES, PLEASE SHARE THE WORD THAT WE ARE EXTENDING THE DEADLINE TO NOVEMBER 1ST.

THE OTHER IS THE TECHNICAL WORKING GROUP THAT WILL MEET PROBABLY ON A MONTHLY EVERY 4 TO 6 WEEKS BASIS, AND THEY WILL PROVIDE MORE DETAILED GUIDANCE IN THE WORK THAT'S GOING ON FOR THE DEVELOPMENT OF THE BROWARD REGIONAL COMPREHENSIVE SAFETY ACTION PLAN.

THE LOCATION OF THE APPLICATION IS ON THE BROWARD MPO WEBSITE.

THERE'S A SAFE STREETS FOR ALL PAGE, SS4A A AND AN EASY WAY TO LOOK IT UP IS BMPO.

DO A GOOGLE SEARCH OF BMPO SS4A YOU'LL GET TO OUR PAGE.

YOU SCROLL DOWN A LITTLE BIT. THERE'S A LINK TO THE FORM.

THE FORM IS PRETTY BASIC.

ASKING YOUR NAME.

ARE YOU A TRANSPORTATION PROFESSIONAL, A CITY OFFICIAL, WHATEVER IT IS, AND THEN SOME ADDITIONAL INFORMATION ABOUT FIVE QUESTIONS.

AND IF YOU WOULD SUBMIT AND WE WOULD LIKE TO HAVE A GOOD POOL OF APPLICANTS.

AND EVEN IF WE DON'T SELECT YOU FOR THOSE TWO GROUPS, WE ALSO WANT TO KEEP YOU INVOLVED IN WHAT'S GOING ON.

SO AGAIN, FOR YOU AS COMMITTEE MEMBERS HERE, BUT ALSO FOR PEOPLE IN YOUR COMMUNITY AND YOUR, YOU KNOW, YOUR LOCAL GOVERNMENT, WHATEVER IT IS, IF YOU COULD SHARE THE WORD, WE'D

[00:05:07]

APPRECIATE IT. THANK YOU.

THANK YOU JAMES. REBECCA, DO WE HAVE ANYBODY ELSE SIGNED UP FOR PUBLIC COMMENT IN PERSON OR ONLINE? I DID NOT RECEIVE ANY CHAIR.

EXCELLENT. THANK YOU.

NEXT WE'LL MOVE ON TO ITEM NUMBER SIX, WHICH IS THE 2050 MTP UPDATE BY MR.

[6. 2050 Metropolitan Transportation Plan (MTP) Updates: http://routeto2050.org]

RESTREPO. TAKE TWO.

YES. GOOD AFTERNOON.

MY NAME IS CHRISTOPHER RESTREPO.

BROWARD MPO STAFF, AND I'M THE CO PROJECT MANAGER FOR ROUTE TO 2050, ALSO KNOWN AS OUR 2050 MTP.

I'M GOING TO GIVE YOU A QUICK LITTLE UPDATE ON SOME OF THE THINGS THAT WE HAVE BEEN WORKING ON.

ON OUR WEBSITE WE HAVE TWO NEW ITEMS THAT YOU CAN VISIT TO CATCH UP ON ALL OF THE GOOD THINGS THAT WE'RE DOING.

OUR FIRST IS OUR NEW STORY MAP THAT'S BASED OFF OF OUR SAFETY ANALYSIS.

AT OUR LAST MEETING, I SAID THAT WE HAD AN UPDATE OF OUR SAFETY ASSESSMENT.

THAT REPORT IS ON OUR WEBSITE, AND NOW WE HAVE A CUTE LITTLE STORY MAP THAT GOES WITH IT.

SO YOU CAN SCROLL THROUGH IT, CHECK OUT OUR MAPS, INTERACT WITH THEM, CLICK ON THE CERTAIN AREAS, FIND OUT WHERE THOSE TRENDS ARE FOR THE SAFETY ISSUES IN BROWARD AND LET US KNOW IF YOU LIKE IT. ALSO, WE HAVE OUR NEW VIDEO UP ON THE WEBSITE.

IT'S FOR OUR RESILIENCY EMPHASIS AREA.

IT'S KIND OF LIKE AN INTRO TO WHAT WE'RE GOING TO BE LOOKING AT A LATER MEETING.

WE WOULD LIKE TO GO A LITTLE BIT MORE IN DEPTH ON THESE TWO ITEMS. SO SAFETY AND RESILIENCY SO YOU CAN CONSIDER THESE TWO THINGS AS LIKE YOUR BOOK READING FOR THAT CLASS.

CHECK IT OUT. GO TO ROUTE TO 2050.ORG AND SHARE WITH EVERYONE.

AND THAT IS MY UPDATE.

EXCELLENT. THANK YOU CHRISTOPHER.

ANY QUESTIONS FOR CHRISTOPHER ON THE MTP? NO, SEEING NONE.

THANK YOU. YEAH.

NEXT WE'RE GOING TO MOVE INTO OUR ACTION ITEMS.

[1. MOTION TO APPROVE the 2024 Technical Advisory Committee (TAC) Meetings Schedule]

THE FIRST ACTION ITEM IS OUR SCHEDULE FOR NEXT YEAR.

THERE WAS A LIST OF DATES IN YOUR PACKETS.

DOES ANYBODY HAVE ANY MAJOR CONFLICTS WITH ANY OF THESE DATES? PLEASE NOTE THAT THE DECEMBER 4TH IS A SHIFTED DATE INSTEAD OF LATE NOVEMBER.

WE IT'S BEEN MOVED TO EARLY DECEMBER TO MEET THE TIMINGS THAT WE NEED TO FOR OUR APPROVALS OF THINGS, BUT SHIFTED SO THAT WE HAVE ENOUGH TIME TO DO WHAT WE NEED TO DO IN BETWEEN. SO CAN I GET A MOTION TO APPROVE THE PROPOSED MEETING SCHEDULE FOR NEXT YEAR? MOTION WAS MADE BY EMILY, SECONDED BY CHRISTOPHER.

ANY COMMENTS ON THE MEETING SCHEDULE? SEEING NONE, I WILL CALL FOR A VOTE ON THE MEETING SCHEDULE FOR NEXT YEAR.

GOOD. MOTION CARRIES.

THANK YOU. NEXT ITEM IS THE MOTION TO RECOMMEND BROWARD MPO APPROVED TARGETS FOR FEDERALLY MANDATED PERFORMANCE MEASURES.

[2. MOTION TO RECOMMEND BROWARD MPO APPROVE Targets for the Federally Mandated Performance Measure Areas]

WE HAVE MR. FLAVIEN HERE.

GOOD AFTERNOON, MADAM CHAIR.

MEMBERS OF THE TAC.

IT'S NOT REALLY A BIG PRESENTATION.

IT'S ESSENTIALLY GIVING YOU THE TARGETS THAT WE PROPOSE THAT YOU RECOMMEND THAT THE BOARD APPROVES AT THAT NOVEMBER MEETING.

SO AS YOU KNOW, WE ARE VISION ZERO MPO.

WE'RE PROPOSING TO CONTINUE WITH THE ZERO TARGETS FOR SAFETY.

THESE ARE THE TARGETS FOR TRANSIT ASSET MANAGEMENT.

AGAIN THIS IS IN COORDINATION WITH OUR TRANSIT AGENCIES SFRTA AND BCT.

AND THESE ARE THE TARGETS FOR TRANSIT SAFETY.

SO THESE TARGETS ARE WHAT WE'RE PROPOSING AGAIN FOR THE BOARD TO APPROVE IN NOVEMBER.

SO WITH THAT.

ANY QUESTIONS I'LL BE HAPPY TO TAKE? ANY QUESTIONS FOR PAUL? I THINK WE'VE SEEN ALL THIS STUFF PREVIOUSLY IN A MEETING LAST.

YEAH. LAST MONTH. YEAH. LAST MONTH.

YEAH. NO QUESTIONS OR COMMENTS.

EXCELLENT. I'LL CALL FOR A MOTION TO APPROVE RECOMMENDING TO THE MPO THAT WE ADOPT THESE PERFORMANCE MEASURES.

MOTION WAS MADE BY MAQSOOD, SECONDED BY VIVIANA.

ANY COMMENTS ON THIS MOTION? SEEING NONE, I'LL CALL FOR A VOTE ON THE MOTION TO RECOMMEND.

MOTION PASSES. THANK YOU ALL.

NEXT WE'RE GOING TO MOVE INTO MORE OF THE TIP AND WORK PROGRAM ITEMS.

[3. MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Fiscal Year (FY) 2024 - 2028 Transportation Improvement Program (TIP): A. [00:10:09]

THERE. DR.

CHEN IS HERE.

IF THERE'S ANY QUESTIONS ON THESE, I DON'T KNOW THAT WE HAVE A PRESENTATION.

CORRECT. JUST IF THERE'S QUESTIONS.

WE DON'T HAVE, PRESENTATION AND STAFF IS HERE OR ONLINE READY TO ANSWER QUESTIONS.

THE BACKGROUND IS IN THE PACKET WITH THE AGENDA.

ARE THERE ANY QUESTIONS ABOUT THESE TIP AMENDMENTS? SEEING NONE. I WILL CALL FOR A VOTE TO APPROVE.

RECOMMEND APPROVAL OF THESE TIP AMENDMENTS.

MOTION WAS MADE BY MAQSOOD, SECONDED BY LUIS.

ANY OTHER ADDITIONAL COMMENTS ON THIS ITEM? SEEING NONE, I'LL CALL FOR A VOTE TO RECOMMEND APPROVAL OF THESE TIP AMENDMENTS.

WAITING. WAITING ON ALEXANDER BARR.

THANK YOU. MOTION CARRIES.

THANK YOU REBECCA. MOVING RIGHT ON TO THE BIG AND JUICY STUFF OF THE DAY IS OUR TENTATIVE WORK PROGRAM.

[4. MOTION TO RECOMMEND BROWARD MPO APPROVE the Florida Department of Transportation (FDOT) District Four Draft Tentative Work Program for Fiscal Year (FY) 2025 - 2029]

SO NUMBER FOUR IS A MOTION TO RECOMMEND THE MPO APPROVE THE FDOT DISTRICT FOUR DRAFT TENTATIVE WORK PROGRAM FOR FISCAL YEAR 25 TO 29.

AND WE HAVE PETER TO INTRODUCE THE ITEM.

GOOD AFTERNOON, MEMBERS OF THE TAC.

PETER GIES WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION.

I AM GOING TO INTRODUCE THE ITEM, AND THEN I'M GOING TO ALSO SHIFT AND INTRODUCE THE FDOT DISTRICT FOUR TEAM WHO'VE PUT TOGETHER THE DRAFT TENTATIVE WORK PROGRAM.

BUT AS YOU ALL KNOW, ONCE A YEAR WE RECEIVE THE DRAFT TENTATIVE WORK PROGRAM FROM FDOT, WHICH BECOMES THE FOUNDATION FOR OUR UPCOMING TIP, WHICH WILL BE APPROVED NEXT JULY. SO THIS IS REALLY THE TIME WHERE WE GET TO SEE HOW ALL THE PROGRAMING SHOOK OUT FOR THE YEAR FOR THE NEW FIFTH YEAR, IN THIS CASE, FISCAL YEAR 2029.

ON OUR END, FROM STAFF'S PERSPECTIVE, WE RECEIVED THE DRAFT TENTATIVE WORK PROGRAM ABOUT A WEEK AND A HALF AGO, AND WE'VE BEEN DILIGENTLY REVIEWING ALL OF THE PROJECTS, TRYING TO MAKE SURE THAT THEY MATCH THE PRIORITIES THAT WE'VE LISTED IN OUR MULTIMODAL PRIORITIES LIST, WHICH THE TAC ADOPTED LAST JULY.

AND WE JUST BASICALLY WANT TO CHECK FOR CONSISTENCY.

ALSO, MAKE SURE THAT A LOT OF THE PROJECTS THAT WE KNOW HAVE PREVIOUS FUNDING COMMITTED IN TERMS OF DESIGN PHASES ARE MOVING ALONG AND GETTING FUNDING FOR CONSTRUCTION.

SO JUST DOING OUR DUE DILIGENCE.

SO THESE NEXT COUPLE OF SLIDES ARE JUST SIMPLY MPO STAFF ANALYSIS ON THIS.

WE'RE NOT NECESSARILY PREPARED YET TO MAKE A RECOMMENDATION BECAUSE WE'VE ONLY HAD IT FOR A WEEK AND A HALF.

WE WILL HAVE A RECOMMENDATION READY FOR THE MPO BOARD.

BUT GENERALLY SPEAKING, WHAT I CAN SAY IS THAT THE WORK PROGRAM MATCHES OUR EXPECTATIONS SO FAR.

THERE ARE STILL A FEW THINGS THAT WE NEED TO FOLLOW UP ON WITH THE DEPARTMENT, BUT THEY'RE VERY MINOR IN TERMS OF QUESTIONS AND CLARIFICATIONS.

BUT I DO WANT TO CALL OUT A COUPLE OF FOLKS AT THE DEPARTMENT, MAINLY JESSICA RUBIO, MARIA [INAUDIBLE], TONY NORAT, CHRISTINE FASISKA, WHO'VE BEEN REALLY INSTRUMENTAL IN WORKING WITH US OVER THE PAST YEAR THROUGH WEEKLY COORDINATION MEETINGS, REVIEWING OUR MULTIMODAL PRIORITIES LIST, MAKING SURE THAT THE PROJECTS THAT ARE PRIORITIES FOR THE TAC, FOR THE MPO BOARD ARE ACTUALLY GETTING FUNDING.

SO THAT REALLY MADE THE REVIEW OF THE WORK PROGRAM VERY EASY.

AND YOU'LL SEE IN A COUPLE OF MOMENTS WITH THE SUMMARY SLIDES HERE, HOW THAT NICELY LINES UP WITH OUR MPO FUNDING PROGRAMS AS WELL.

SO THIS IS OUR CORE PRODUCT SLIDE.

YOU SEE THIS VERY OFTEN SIMPLY JUST TO DENOTE THAT WE'RE TALKING REALLY HERE ABOUT THE TRANSPORTATION IMPROVEMENT PROGRAM.

SINCE THE DRAFT TENTATIVE WORK PROGRAM IS THAT FIRST STEP, THAT FIRST DOCUMENT THAT WE USE TO DEVELOP THE TIP.

QUICK HIGH LEVEL OVERVIEW OF THE DRAFT TENTATIVE WORK PROGRAM 399 PROJECTS IN THE DRAFT TENTATIVE WORK PROGRAM TO THE TUNE OF ABOUT $4.6 MILLION DOLLARS.

SO THERE'S A BIG DOLLAR AMOUNT HERE, ALMOST $1 BILLION A YEAR THAT WE'RE SPENDING WITHIN THE DRAFT TENTATIVE WORK PROGRAM.

WE ALWAYS LIKE TO LOOK AT THE MPO ATTRIBUTABLE FUNDING.

SO FOR THOSE OF YOU WHO'VE SERVED ON THE TAC QUITE A WHILE, THIS IS OUR SU FUNDING, OUR URBAN ALLOCATION FOR TAP TRANSPORTATION ALTERNATIVES.

AND WE LIKE TO SEE WHERE THAT MONEY IS GOING IN TERMS OF OUR FUNDING PROGRAMS. AND YOU'LL SEE HERE OVER THE FIVE YEAR PERIOD, BOTH THE DOLLAR AMOUNT AND THE PERCENTAGE THAT IS GOING TO THOSE FUNDING PROGRAMS. NOW, AS YOU KNOW, AS PART OF THE METROPOLITAN TRANSPORTATION PLAN, WE DO HAVE ADOPTED FUNDING TARGETS FOR THESE FUNDING PROGRAMS. AND GENERALLY SPEAKING, WE'RE MEETING THOSE TARGETS.

THERE'S A LITTLE BIT OF AN IMBALANCE RIGHT NOW TOWARDS COMPLETE STREETS AND LOCALIZED INITIATIVES.

ONE OF THE REASONS FOR THAT IS BECAUSE PRIOR TO MAYBE 2020, WE WERE PROGRAMING QUITE A BIT OF DOLLARS IN COMPLETE STREETS AND LOCALIZED INITIATIVES. OUR 2040 HAD ALMOST 100% OF OUR MPO ATTRIBUTABLE FUNDING GOING TO THAT PROGRAM, AND THERE ARE STILL PROJECTS THAT ARE IN THE PIPELINE THAT WE'RE TRYING TO CLEAR

[00:15:03]

OUT THAT HAD, YOU KNOW, OLDER DESIGN PHASES AND NOW ARE COMING INTO CONSTRUCTION.

AND THAT'S WHY YOU SEE A HEAVY AMOUNT OF THE CSLIP AND TAP REPRESENTED HERE.

AND TO USE AN ANALOGY THAT OUR DEPUTY EXECUTIVE DIRECTOR BILL CROSS USES IS THAT, YOU KNOW, IT'S THE SNAKE WHEN IT SWALLOWS THE MOUSE, RIGHT? IT HAS TO KIND OF WE'RE GETTING THROUGH THAT BIG HUMP OF THE MOUSE RIGHT NOW AS IT'S DIGESTING.

SO THAT'S WHY YOU SEE THAT LARGE CHUNK OF MONEY THAT'S GOING TO CSLIP AND TAP.

HOWEVER FOR ROADWAY AND COMPLETE STREETS MASTER PLAN THAT 20% TARGET IS GENERALLY BEING MET.

SYSTEMS MANAGEMENT AND SAFETY I BELIEVE WE HAVE A 10% TARGET TRANSIT.

WE HAVE A 10% TARGET AND MOBILITY HUBS AS WELL A 10% TARGET.

SO WE'RE GENERALLY TRYING TO MEET THOSE GOALS HERE.

AS YOU CAN SEE.

AND AGAIN, CREDIT TO THE DEPARTMENT FOR REALLY HELPING US.

AND I THINK IN ANOTHER COUPLE OF YEARS TIME WHEN WE GET HERE, YOU'LL SEE THAT THOSE AMOUNTS ARE GOING TO START TO GET MORE IN LINE WITH THOSE MPO FUNDING TARGETS.

THE OTHER THING THAT WE LOOK AT IS THE OVERALL FUNDING FOR PROGRAMS. NOW, YOU'LL NOTE THAT IT DOESN'T MATCH THE $4.6 BILLION NUMBER THAT I MENTIONED RIGHT UP FRONT, BECAUSE WE'RE SIMPLY LINING UP THESE DOLLAR AMOUNTS IN THESE PROJECTS WITH THE PROJECTS THAT ARE IN OUR MULTIMODAL PRIORITIES LIST.

WHAT'S MISSING FROM THIS DISCUSSION ARE THINGS LIKE THE STRATEGIC INTERMODAL SYSTEM, WHICH HAS A LARGE AMOUNT OF FUNDING THAT IS PROGRAMED BY THE DEPARTMENT DIRECTLY, WHICH ARE PART OF OUR PRIORITIES, BECAUSE WE ULTIMATELY SET THE VISION FOR ALL FEDERAL AND STATE FUNDING IN THE REGION, BUT WE DON'T NECESSARILY CONSIDER THOSE DIRECTLY AS PART OF OUR PRIORITIES LIST WHEN WE'RE PROGRAMING PROJECTS.

SO YOU CAN SEE HERE THIS INCLUDES SOME STATE FUNDING AND LOCAL FUNDING THAT MIGHT BE CONSIDERED AS PART OF EACH ONE OF THESE PRIORITIES.

AND THIS GIVES YOU A LITTLE BIT OF A DIFFERENT MAKEUP.

NO SURPRISE THAT ROADWAY, JUST BECAUSE OF THE LEVEL OF INVESTMENT THAT WE HAVE IN OUR ROADWAY NETWORK, CONSUMES QUITE A MAJORITY OF THAT FUNDING, FOLLOWED BY COMPLETE STREETS AND COMPLETE STREETS AND LOCALIZED INITIATIVES, AND THEN SYSTEMS MANAGEMENT AND SAFETY, TRANSIT AND MOBILITY HUBS.

FOLLOWED BY THAT, I DO WANT TO CALL OUT THE FIFTH YEAR, COMPLETE STREETS AND LOCALIZED INITIATIVES FUNDING.

WE HAVE RECEIVED SOME QUESTIONS, BOTH JUST FROM TAC MEMBERS, BUT ALSO FROM OTHER TECHNICAL STAFF, ABOUT CSLIP AND THE LEVEL OF FUNDING COMMITMENT THAT WE HAVE WHEN IT COMES TO CSLIP.

MAINLY, WE'VE HEARD FOLKS SAY YOU'RE ONLY FUNDING 2 TO 3 PROJECTS A YEAR, AND I COMPLETELY UNDERSTAND THAT WHEN WE'RE LOOKING AT THAT JUST IN ISOLATION ON A YEARLY BASIS, FUNDING TWO PROJECTS, IT SEEMS LIKE WE'RE NOT NECESSARILY HITTING THAT 10%.

I'M SORRY, THAT 20% TARGET, WHICH SHOULD BE AROUND $6 MILLION.

BUT THE PICTURE THAT YOU DON'T ALWAYS SEE WHEN WE'RE FUNDING TWO PROJECTS, SAY, FOR DESIGN, IS THAT THERE ARE OTHER PROJECTS FROM PREVIOUS CSLIP CYCLES THAT ARE MOVING INTO CONSTRUCTION. AND I THINK THE NEW FIFTH YEAR OF THE WORK PROGRAM ILLUSTRATES THIS PERFECTLY.

AND YOU'LL SEE HERE ON SCREEN, WE FUNDED TWO NEW DESIGN PHASES, THAT YOU SEE HERE IN THE LAST TWO PROJECTS FROM CYCLE SEVEN, HOWEVER, THERE WERE FOUR CONSTRUCTION PHASES THAT WERE FUNDED.

AND WHEN YOU TOTAL THAT ALL UP FOR THAT YEAR, WE'RE AT 8.1, I BELIEVE.

YES, THAT'S $8.1 MILLION.

AND IF WE'RE TARGETING A 6 TO $7 MILLION FUNDING AMOUNT FOR MPO ATTRIBUTABLE FUNDING, WE'RE ACTUALLY EXCEEDING THAT TARGET AMOUNT FOR FISCAL YEAR 29.

SO JUST HELP YOU TO PROVIDE SOME PERSPECTIVE.

IF WE FUND TWO DESIGN PHASES AT, SAY, YOU KNOW, 600 TO $1 MILLION, THAT THERE'S A BUNCH OF CONSTRUCTION PHASES AS WELL THAT WE HAVE TO FUND IN THAT YEAR AS WELL, JUST GIVEN HOW THE PROGRAMING CYCLE WORKS FOR DESIGN AND CONSTRUCTION.

ALSO WANT TO CALL OUT THE CONGRESSIONAL DISCRETIONARY GRANTS, THE EARMARKS.

WE DID APPLY FOR SOME EARMARK FUNDING THIS YEAR, AND THERE WERE TWO PROJECTS THAT WERE SELECTED AND APPROVED BY CONGRESS.

YOU CAN SEE HERE THAT'S THE UNIVERSITY DRIVE BIKE LANE PROJECT, $5 MILLION IN FISCAL YEAR 23 THAT WAS AWARDED.

AND THEN ALSO DAVIE BOULEVARD FOR SOME ATMS IMPROVEMENTS IN FISCAL YEAR 23 ABOUT $1.8 MILLION.

SO I KNOW MANY OF YOU HELPED WITH LETTERS OF SUPPORT WRITING TO YOUR CONGRESSIONAL REPRESENTATIVES.

SO THANKS A LOT. I THINK THIS IS A GREAT WAY TO MAKE SURE THAT WE CAN REPURPOSE SOME OF THAT MPO DISCRETIONARY FUNDING, OUR FUNDING ON OTHER PROJECTS.

IN CONCLUSION, AS I MENTIONED UP FRONT, WE'RE STILL FINALIZING OUR REVIEW.

THERE'S A COUPLE OF COMMENTS, CLARIFICATIONS, AND QUESTIONS THAT WE STILL NEED TO TRANSMIT TO THE FLORIDA DEPARTMENT OF TRANSPORTATION, BUT I'M HAPPY TO REPORT THAT THERE'S NOTHING CONSEQUENTIAL IN TERMS OF IT TURNING THE WORK PROGRAM UPSIDE DOWN OR ANYTHING LIKE THAT.

WE JUST HAVE A QUESTION ABOUT WHY SOME PHASES MAY BE SHIFTED, MOVED, AND THAT'S SOMETHING THAT WE STILL NEED TO SORT OUT WITH THE DEPARTMENT.

AS I ALSO MENTIONED AT THE BEGINNING, OUR INCREASED COORDINATION WITH THE DEPARTMENT HAS REALLY RESULTED IN A VERY STABLE AND CONSISTENT TENTATIVE WORK PROGRAM BASED ON OUR REVIEW. SO ONCE AGAIN, CREDIT TO THE TEAM THAT I'M ABOUT TO INTRODUCE, AND I WANT TO EMPHASIZE ALSO THE TAC AND CAC'S ROLE IN REVIEWING THE TENTATIVE WORK PROGRAM AND PROVIDING US FEEDBACK AND SUBMITTING YOUR QUESTIONS TO DOT.

WE ALL ARE THE CHECKS AND BALANCE HERE TO THIS ENTIRE PROCESS.

SO THERE'S A LOT OF MONEY BEING SPENT IN THE REGION.

I KNOW THERE'S A LOT OF PROJECTS, BUT WE REALLY NEED YOUR HELP IN MAKING SURE THAT WE'RE ACHIEVING THAT CONSISTENCY.

[00:20:05]

WE'RE ACHIEVING THE VISION OF WHAT WE WANT TO SEE HERE THAT YOUR INDIVIDUAL COMMUNITIES AND COMMISSIONS WANT TO SEE HERE IN BROWARD FROM A TRANSPORTATION PERSPECTIVE.

SO THANKS A LOT.

AND WITH THAT I WILL INTRODUCE JESSICA RUBIO AND SABRINA AUBREY.

AND I THINK MARK AS WELL AS IS HERE JUST TO GIVE THEIR ANALYSIS OF THE DRAFT TENTATIVE WORK PROGRAM.

SO THANKS. THANK YOU, PETER, AND GOOD AFTERNOON, JESSICA RUBIO, FLORIDA DEPARTMENT OF TRANSPORTATION.

I AM THE PROGRAM MANAGEMENT ADMINISTRATOR.

AND LIKE PETER SAID, I HAVE WITH ME SABRINA AUBREY, WHO IS THE PROGRAM MANAGEMENT SERVICES ENGINEER.

AND ALSO I HAVE WITH ME, MARK [INAUDIBLE], WHO HEADS THE WORLD PROGRAM OFFICE.

HE IS THE GUY WHO MAKES IT HAPPEN.

AND HE BROUGHT WITH HIM CORRINE [INAUDIBLE].

AND THEY WORKED VERY HARD THIS SHORT CYCLE TO BE ABLE TO DELIVER A WORLD PROGRAM THAT IS CONSISTENT AND STABLE.

SO I'M PLEASED TO PUT THIS PRESENTATION TOGETHER AND INFORM YOU WITH DETAIL. WHAT DO WE HAVE THIS FIVE YEAR WORK CYCLE FOR YOU? BEFORE THAT, I JUST HAVE A SLIDE TO EXPLAIN YOU IN GENERAL TERMS HOW THE WORLD PROGRAM WORKS.

SO AS YOU MAY KNOW, EVERY YEAR WE GO THROUGH THE PROCESS OF UPDATING COST ESTIMATES FOR CONSTRUCTION AND RIGHT OF WAY PROJECTS.

THEY CONTINUE GOING UP.

NOTHING IS STABLE YET AS FAR AS COST INCREASES, BUT WE MADE OUR BEST TO MAINTAIN CONSTRUCTION PROJECTS AND OF COURSE, MAINTENANCE AND THE PROGRAMS THAT WE ARE MANDATED TO MAINTAIN IN THE DOT.

SO OUR GOAL, AS I SAID, IS TO MAINTAIN THE PROJECTS THAT WERE COMMITTED IN THE FOUR YEARS RELATED TO SAFETY, PRESERVATION AND MAINTENANCE, AND NEW PROJECTS GENERALLY ARE ALWAYS PROGRAMED ON THE FIFTH YEAR.

SO THIS SLIDE EXPLAINS THE PROCESS FROM JULY THROUGH OCTOBER, WE PREPARED THE DRAFT TENTATIVE WORK PROGRAM IN COORDINATION WITH THE MPO.

AND LIKE PETER SAID, THIS YEAR WAS GREAT.

THE COORDINATION WAS WEEKLY, SO WE USED THAT COORDINATION TO BE ABLE TO PROGRAM THE PROJECTS ARE BALANCED, THE WORK PROGRAM TO THE ALLOCATIONS THAT WE RECEIVE FROM CENTRAL OFFICE.

WE HAVE MEETINGS ALREADY ONGOING WHERE WE PRESENT THE DRAFT TENTATIVE WORK PROGRAM TO THE VARIOUS TECHNICAL ADVISORY COMMITTEES AND ALSO BOARD COMMITTEES ACROSS THE DISTRICT.

IN NOVEMBER, WE SUBMIT THE FINAL SNAPSHOT OF THE DRAFT TENTATIVE WORK PROGRAM.

THIS YEAR IT WILL BE NOVEMBER 2ND.

IN DECEMBER, CENTRAL OFFICE WILL BE COMBINING EVERY DISTRICT WORK PROGRAM, AND THEY WILL CREATE THE STATEWIDE PRELIMINARY DRAFT TENTATIVE WORK PROGRAM. AND IT IS SUBMITTED TO THE GOVERNOR, THE LEGISLATURE, THE FLORIDA TRANSPORTATION COMMISSION, AND THE DEPARTMENT OF ECONOMIC OPPORTUNITY.

IN JANUARY, THE FLORIDA TRANSPORTATION COMMISSION HOLDS A STATEWIDE PUBLIC HEARING ON THE PRELIMINARY DRAFT TENTATIVE WORK PROGRAM, AND THE LEGISLATURE THIS CYCLE WILL CONVENE ON JANUARY 9TH.

AND THIS IS WHY WE WHAT WE CALL AN EARLY LEGISLATIVE SESSION AND TAKE US TO AN EARLY CYCLE.

FDOT CENTRAL OFFICE SUBMITS THE FINAL TENTATIVE DRAFT WORK PROGRAM TO THE GOVERNOR AND THE LEGISLATURE, AND JANUARY 1ST, AFTER THE BUDGET IS APPROVED BY THE STATE LEGISLATURE AND THE GOVERNOR, THE FIVE YEAR WORK PROGRAM IS ADOPTED BY THE FDOT SECRETARY, AND THE CYCLE STARTS AGAIN FOR THE NEXT DRAFT TENTATIVE WORK PROGRAM.

SO THIS IS HIGH LEVEL SUMMARY, AND I THINK PETER EXPLAINED HE ALREADY TALKED ABOUT CSLIP.

SO LIKE HE SAID WE ADDED FIVE NEW PROJECTS FOR CONSTRUCTION.

WE ARE TOTALING A LITTLE LOWER BECAUSE WE'RE NOT INCLUDING CI PHASES AND IN HOUSE PHASES.

THE DESIGN PHASES, TWO PROJECTS ABOUT $500,000.

HERE IS A LIST HE ALREADY SHOWED YOU ON A NICE SLIDE, BUT THESE PROJECTS VARY FROM SIDEWALKS, BIKE PATHS, AND ALSO ROADWAY RECONFIGURATION.

MULTI-USE PATH SCOPE.

WE ALSO HAVE THE COMPLETE STREET MASTER PLANS AND I AM SHOWING YOUR TOP PRIORITIES.

[00:25:02]

THIS IS NORTHWEST 31ST AVENUE FROM BROWARD BOULEVARD TO MCNABB.

WE HAVE PROGRAMED DESIGN STARTING IN FISCAL YEAR 29, ABOUT $2.9 MILLION.

WE ALSO HAVE OAKLAND PARK BOULEVARD FROM HIATUS GREENWAY TO UNIVERSITY DRIVE, AND IN THIS CASE, WE WERE ABLE TO FIT THAT DESIGN EARLIER THAN FISCAL YEAR 29. AND WE PROGRAMED IT IN 27 ABOUT $2.4 MILLION.

MOBILITY HUBS THIS IS THE NUMBER ONE PRIORITY FOR THE MPO.

AND THIS IS THE HOLLYWOOD FOR LAUDERDALE MOBILITY HUB AT VARIOUS LOCATIONS.

WE ARE HAPPY TO REPORT THAT WE WERE ABLE TO FUND ABOUT $6 MILLION DOLLARS STARTING IN FISCAL YEAR 26.

FOR ROADWAY WE HAVE YOUR PRIORITY NUMBER THREE AND FOUR.

THIS IS PINES BOULEVARD WITH CONSTRUCTION.

THE FIRST ONE THIS IS AN INTERSECTION AT 196 AVENUE, WITH CONSTRUCTION STARTING IN FISCAL YEAR 29, $3 MILLION.

THE SECOND ONE, AGAIN, YOU KNOW, WE WERE ABLE TO PLAN THAT DESIGN INTO THREE YEARS, AND IT'S ABOUT $3 MILLION STARTING IN 27.

YOUR PRIORITY IS 10 TO 16 ARE RELATED TO RESILIENCY.

THESE ARE BROWARD MPO PRIORITIES FOR RESILIENCY PROJECTS.

THEY HAVE IDENTIFIED SIX LOCATIONS WITH A TOTAL FUNDING OF $4.8 MILLION.

WE ALSO HAVE SAFETY PROJECTS IN THE WORK PROGRAM.

PRIORITIES NUMBER THREE AND FOUR.

THEY WERE PROGRAMED IN FISCAL YEAR 29 ABOUT $500,000.

AND TRANSIT WE HAVE THE SFRTA ROLLING STOCK.

IN VARIOUS FISCAL YEARS, WE WERE ABLE TO COMPLETE THE PROGRAMING ABOUT $25 MILLION.

AND THAT CONCLUDES MY PRESENTATION.

OF COURSE, OUR DISTRICT SECRETARY, NEW DISTRICT SECRETARY STEVE BRAUN IS AVAILABLE FOR ANY QUESTIONS YOU MAY HAVE.

HIS INFORMATION IS ON THE SLIDE, BUT I'M HERE TO RESPOND TO ANY QUESTIONS YOU MAY HAVE.

THANK YOU VERY MUCH, JESSICA.

ANY QUESTIONS REGARDING THE TENTATIVE WORK PROGRAM? I WILL SAY, WHILE PEOPLE ARE THINKING ABOUT IT, I HAD THE OPPORTUNITY TO GO THROUGH THE WORK PROGRAM AND LOOK AT ALL THE CITY OF FORT LAUDERDALE'S PROJECTS, AND I HAD A FEW QUESTIONS, AND I REALLY APPRECIATE BOTH SABRINA AND JESSICA REACHING OUT TO ME AND ADDRESSING ALL THE CONCERNS AND QUESTIONS I HAD IN A SUPER TIMELY, I THINK, THE SAME DAY MANNER.

SO I APPRECIATE THAT VERY MUCH, AND I ENCOURAGE EVERYBODY TO LOOK AND KEEP TRACK OF YOUR PROJECTS.

THERE WAS SOME INTERESTING STUFF THAT I FOUND OUT BY LOOKING THROUGH IT THAT WE'RE GOING TO WORK ON TOGETHER, LIKE THE 595 SITUATION.

SO IT'S GOOD TO UNDERSTAND WHAT'S GOING ON IN YOUR CITY AND WHAT GREAT THINGS ARE HAPPENING BY DOT AND OPPORTUNITIES.

ANY OTHER QUESTIONS? NO. OKAY.

THANK YOU. EXCELLENT. APPRECIATE IT.

THANK YOU. SEEING NO QUESTIONS, I WILL CALL FOR A MOTION TO RECOMMEND APPROVAL.

MOTION MADE BY MAQSOOD, SECONDED BY VIVIANA.

ANY OTHER COMMENTS OR QUESTIONS ABOUT THE DRAFT TENTATIVE WORK PROGRAM? SEEING NONE. I WILL CALL FOR A VOTE.

MOTION CARRIES.

EXCELLENT. NEXT WE WILL MOVE ON TO ITEM NUMBER FIVE, WHICH IS THE FLORIDA TURNPIKE ENTERPRISE DRAFT TENTATIVE FIVE YEAR WORK PROGRAM FOR FY

[5. MOTION TO RECOMMEND BROWARD MPO APPROVE the Florida’s Turnpike Enterprise (FTE) Draft Tentative Five-Year Work Program for Fiscal Year (FY) 2025 - 2029]

25 TO 29.

THANK YOU.

YES. VICTORIA WILLIAMS, I'M WORKING AT THE TURNPIKE AS THE MPO LIAISON ADMINISTRATOR.

TODAY. I WANTED TO GO OVER OUR PRESENTATION AND MOVE THROUGH THE SLIDES THAT WILL BRIEFLY DISCUSS OUR TURNPIKE WORK PROGRAM.

WE'RE LOOKING AT FUNDING $1.3 BILLION OVER THE NEXT FIVE YEARS AT THE TURNPIKE IN BROWARD COUNTY.

SO IT'S SPREAD PRETTY EVENLY.

IT'S GOING TO BULK UP EARLY IN THE YEARS.

FISCAL YEAR 25 SEES A LOT OF IT.

SO WHEN THAT COMES UP, WE'LL GET TO LOOK AT THE PICTURES.

BUT MEANWHILE, JUST TO POINT OUT, THE TURNPIKE IS A PART OF OUR FDOT TEAM.

YOU KNOW, WE ARE LIKE ANOTHER DISTRICT, BUT WE DO ALSO CONSIDER THOSE COMPASS FIVE RESILIENCY PARTS.

AND WE'RE TRYING TO WORK WITH LOCAL COMMUNITIES AND GET THE FEEDBACK.

WE'RE WORKING ON RESILIENCY IN OUR PROJECTS.

AND AS ONE FDOT TEAM, WE SUPPORT WORKING TOGETHER ON PARTNERSHIP PROJECTS.

SO QUICKLY, I'LL TELL YOU RIGHT HERE.

THIS IS A PICTURE OF OUR SUNRISE INTERCHANGE MODIFICATION PROJECT.

[00:30:05]

I PRESS THE RIGHT BUTTON.

YEAH. OKAY. WELL, YOU'VE SEEN THE COMPASS.

THIS IS A GREAT WAY TO DEMONSTRATE HOW WE ARE FOCUSED ON SAFETY AND WORKING WITH THE COMMUNITY, DEVELOPING THE WORKFORCE NOT ONLY ON OUR TEAM, BUT IN THE COMMUNITIES.

THE RESILIENCY PROJECTS, YOU KNOW, WE'VE BEEN HIGHLIGHTING THEM.

TECHNOLOGY WE HAVE THAT SUNTRAX FACILITY THAT THE TURNPIKE WORKS ON IN MID FLORIDA TO LOOK AT INITIATIVES THAT HOW WE CAN HELP THOSE INITIATIVES AND OF COURSE, SUPPLY CHAINS, THE FREIGHT MOVEMENT, OUR MISSION AND VISION ARE SHOWN HERE MATCHING WITH FDOT.

THESE CONCEPTS, AS PEOPLE ARE MAKING A CHOICE TO USE OUR LIMITED ACCESS HIGHWAY FACILITIES.

AND IN YOUR COUNTY, WE'VE GOT TWO, WE HAVE THE MAIN LINE ABOUT 26 MILES FROM END TO END IN THIS COUNTY, AND THEN THE SAWGRASS.

YOU HAVE MOST OF THAT ACTUALLY ENTIRELY IN YOUR COUNTY, 47 MILES THAT WE'RE WORKING THROUGH.

THIS SLIDE DEPICTS JUST SOME QUICK INFO ABOUT SOME DIFFERENCES WITH THE TURNPIKE.

WE ACTUALLY RECEIVE FUNDING FROM TOLLS AND CONCESSION REVENUE.

SO IT'S USER FINANCE.

WE DON'T TAKE THE GAS TAX FUNDINGS THAT ARE USED AT OUR SISTER AGENCY.

BUT JUST TO LET YOU KNOW, WE DO HAVE BOND COVENANTS.

WE FLOAT SOME BONDS FOR OUR BIG PROJECTS.

WE'RE ALSO REMAINING TO BE VERY PROUD OF THESE BEING HIGHLY RATED.

THEY'RE VERY STABLE.

SO IT KEEPS OUR COSTS LOW FOR USING THOSE FUNDS.

SO ACCORDING TO THOSE BOND COVENANTS, WE HAVE TO USE MONEY TO COLLECT YOUR TOLLS.

AND WE DO BY STATUTE COLLECT THEM A COUPLE WAYS.

WE HAVE THE TRANSPONDER.

IT'S ABOUT 25% LESS TO USE THAT TO PAY FOR YOUR TOLLS.

YOU CAN CHOOSE TO USE THE TOLL BY PLATE SYSTEM, WHICH MAILS THE BILL TO THE OWNER OF THE CAR.

AND NOW WE'VE GOT SOME GREAT INCENTIVE PROGRAMS FOR FREQUENT USERS OF THE FACILITY, AND WE'RE INTEROPERABLE WITH A LOT OF OTHER STATES.

WHAT WE ALSO THEN DO IS REINVEST INTO THE RENEWAL AND REPLACEMENT, MAKING SURE IT'S A GOOD, SAFE RIDE.

WE KEEP THOSE LINES FRESH FOR OUR VEHICLES TO BE ABLE TO SEE THEM AND HELP US DRIVE.

LAST THING WE DO IS WE PAY FOR SYSTEM CAPACITY AND EXPANSION IMPROVEMENTS LIKE A WIDENING OR AN INTERCHANGE.

THIS SLIDE SHOWS HOW WE PRIORITIZE.

YOU KNOW, YOUR LOPP OCCASIONALLY MENTIONS THE TURNPIKE, AND WE RECOGNIZE AND APPRECIATE GUIDANCE WHEN WE SEE THINGS THERE, USUALLY AN INTERCHANGE OR SOMETHING. BUT THE WAYS THAT WE DETERMINE HOW PROJECT GETS FUNDED DEPENDS ON THE TYPE.

YOU KNOW, WE LOOK AT OUR WHOLE SYSTEM, A LOT OF THEM HAVE TO CONSIDER THAT THIS TYPE OF DRIVERS IS PROBABLY GOING ON A LONGER TRIP, LESS INTERACTION WITH LOCALS. SO WE SUPPORT THAT IN THE IDEA OF A THROUGH LANE TECHNOLOGY, WHICH DOES NOT CHARGE AN ADDITIONAL TOLL, BUT IT KIND OF ACTS LIKE AN EXPRESS LANE.

WE STILL HAVE THE SAME CONDITIONS TO ALLOW BUSSES TO USE IT FOR A NICE, TIMELY RIDE FOR THOSE TRANSIT USERS AND THEN KEEPING TRUCKS OUT OF IT.

YOU KNOW, TO KEEP THAT LONGER TRIP PROCESS USING THE THROUGH LANES.

WE'RE NOT PUTTING THEM OUT ON THE SAWGRASS, JUST TO SAY.

SO. ONCE WE'VE DEMONSTRATED THE TRANSPORTATION NEED AND HAVE PRIORITIZED ACCORDINGLY, WE'RE GOING TO TAKE THE LOCAL OBSERVATIONS OF YOUR TRAFFIC DATA.

WHAT ARE THE BUILDING TRENDS IN THE COMMUNITY LAND DEVELOPMENT WE TAKE INTO ACCOUNT ECONOMIC FEASIBILITY, STAKEHOLDER INPUT.

YOU KNOW, DEVELOPERS COME TO US TALKING ABOUT PLANS.

ALWAYS WE GET INPUT FROM STAKEHOLDERS VERY, VERY IMPORTANT IN OUR PROCESS.

SO THIS SLIDE HAS A MAP AND IT SHOWS SOME OF THE PROJECTS I'VE GOT A HANDOUT.

THAT'S OUR DISTRICT FOUR WORK PROGRAM.

I LEFT SOME AT THE COUNTER.

WE HAVE AN ELECTRONIC VERSION THAT YOU'LL BE RECEIVING BUT I'LL GIVE YOU SOME HIGHLIGHTS.

IT'S BROKEN UP INTO THREE PARTS.

THE VERY FIRST PAGE SHOWS ALL OF THE GOOD THINGS THAT ARE IN PROCESS RIGHT NOW, THINGS WE'VE FUNDED AND ARE ONGOING PROJECTS, A LOT OF INTERCHANGES AND A PARTNERSHIP BRIDGE PROJECT IN NORTH LAKE.

AND THAT'S IN, OF COURSE, PALM BEACH COUNTY.

BUT THIS DISTRICT FOUR COVERS A LOT OF COUNTIES.

AND I WILL TELL YOU THAT ON PAGE THREE, WE SHOW BROWARD WITH 1.3 BILLION OVER THE NEXT FIVE YEARS.

AND ON PAGE THREE STARTS THE DETAIL ABOUT THOSE PROJECTS ON THE LIST AND EVERY MAJOR PROJECT WE HAVE FUNDED.

WE HAVE A GUIDE TO ALL OF THESE ACRONYMS WE USE.

SO YOU'LL UNDERSTAND THE CST MEANS CONSTRUCTION.

WE SHOW YOU THE YEAR IT'S FUNDED IN.

AND SO MOVING THROUGH THIS SLIDE, THOSE ARE PRETTY MUCH THERE ON THIS REPORT FROM PAGE 3 TO 9.

THAT'S YOUR COUNTY BROWARD.

[00:35:03]

WE'RE GOING TO, OF COURSE, HAVE SOME ON THE MAIN LINE AND SOME OUT ON THE SAWGRASS.

SO YOU CAN SEE THAT THE WIDENING OF THE SAWGRASS HERE, WE'VE GOT A LOT OF INTERCHANGES AND A PARTNERSHIP PROJECT AT CITY OF SUNRISE IN THE MIDDLE OF THE SLIDE HERE, SHOWING THE INTERCHANGE IMPROVEMENTS DOWN THE VERY LOWER END OF SAWGRASS.

WE ARE DOING PARTNERSHIP PROJECTS AS WELL WITH THE DISTRICT, AND WE ARE GLAD TO SAY WE'RE FUNDING SOME OF THE WIDENING ON SOUTHWEST 10TH STREET TO HELP MOVEMENT AND FACILITATE FLOW SEAMLESSLY AND MAKE A BETTER RIDE FOR THE FUTURE PLANNING.

WHAT WE ALSO THEN TALK ABOUT IS THE FACT THAT THERE ARE RIGHT ABOUT A DOZEN STUDIES THAT I DON'T HAVE A SLIDE ON FOR YOU, BUT CHECK OUT THE LAST PAGE OF THIS DOCUMENT.

IT'S GOING TO SHOW YOU.

WELL, PAGE 18, YOU'VE GOT A LOT OF BUSY MAP PROJECTS SHOWN ON A MAP, BUT THERE ARE A DOZEN PROJECTS WE ARE STUDYING THAT DON'T HAVE ANY CONSTRUCTION MONEY ON THEM YET, BUT WE FELT IT WAS IMPORTANT TO TELL THE COMMUNITY THAT THESE STUDIES, PE OR PD&E, ARE GOING ON.

SO ALL OF THEM THAT WE WERE ABLE TO GET INTO PLACE, PRETTY MUCH WE ARE HIGHLIGHTING ON THOSE LAST TWO PAGES.

SO THIS ALSO THEN ACCOMPLISHES ADVISING YOU ABOUT OUR TSM&O THIS IS ADDING LIKE AN AUXILIARY LANE, NOT WIDENING THE WHOLE THING, JUST GETTING A BETTER FLOW TO MOVE THROUGH, MAKE IT SAFER.

YOU KNOW, BACKING UP ON OUR MAIN LINE IS CAN BE DEADLY.

SO I LIKE THIS SLIDE.

IT SHOWS WHAT HAVE WE ADDED AND WHAT ARE SOME THINGS THAT YOU'LL FIND IN OUR WORK PROGRAM THAT'S CALLED DEFERRED.

WELL REST ASSURED THAT THROUGH LANE IMPLEMENTATION THAT I TALKED ABOUT IS GOING TO HAPPEN.

BUT WE PUSHED IT INTO FISCAL YEAR 25.

SO THAT'S THE DEFERRAL.

SO IT DID STAY IN THE WORK PROGRAM.

THE OTHER DEFERRAL WE SAW WAS MOVING DOWN THERE AND THE MAIN LINE ON COMMERCIAL SOUTH OF COMMERCIAL THE RIGHT OF WAY MONEY.

IT'S RIGHT AT A MILLION.

BUT IT WAS MOVED TO FISCAL YEAR 29, WHICH IS THE LAST FIFTH YEAR.

BUT IT'S BECAUSE WE'RE STILL COORDINATING WITH LOCALS MAKING THE INTERCHANGE PLANS.

SO SEE ALL THOSE ADDED.

WE WERE ABLE TO GET THEM INTO OUR WORK PROGRAM, AND WE'RE VERY HAPPY TO WORK WITH THE COMMUNITY AS WE MOVE FORWARD WITH THESE STUDIES AND WITH THESE FUNDINGS, YOU KNOW, TO TRY TO MAKE IT A BETTER RIDE.

OUR SAFETY TIP THAT WE LIKE TO MENTION IS TO REMEMBER YOU CAN CALL STAR FHP.

TRY NOT TO GET OUT OF YOUR VEHICLE ON THE HIGH SPEED HIGHWAY.

THESE TIPS HERE TELL YOU WHAT TO DO IF YOUR CAR DOES STOP WORKING.

CALL THOSE ROAD RANGERS.

WE HAVE CAMERAS ON ALL OF THE TOLL ROADS THAT ARE WATCHING FOR DISABLED OR VEHICLES THAT NEED THAT ASSISTANCE, AND WE TRY TO DEPLOY THEM BUT STAY AND WAIT.

THANK YOU VERY MUCH.

I WONDER IF THERE ARE ANY QUESTIONS.

THANK YOU VERY MUCH, VICTORIA.

ANY QUESTIONS REGARDING THE TURNPIKE WORK PROGRAM? NO SEEING NONE.

THEN I WILL CALL FOR A VOTE TO RECOMMEND APPROVAL OF THE TURNPIKE'S DRAFT TENTATIVE FIVE YEAR WORK PROGRAM FISCAL YEAR 25 TO 29.

MOTION IS MADE BY MAQSOOD SECONDED BY NATALIE.

ANY COMMENTS BEFORE WE CALL FOR A VOTE ON THIS? SEEING NONE, WE'LL CALL FOR A VOTE ON THIS MOTION.

GOOD. MOTION CARRIES.

THANK YOU REBECCA.

THANK YOU EVERYONE.

[1. Federal Grants Update]

NOW WE'LL MOVE ON TO OUR NON ACTION ITEMS. THE FIRST ONE IS A FEDERAL GRANTS UPDATE BY MISS TRUSTEE.

THANK YOU, MADAM CHAIR.

NICE TO SEE ALL OF YOU GUYS ONCE AGAIN.

GOOD AFTERNOON, I'M JENNIFER TUCCI.

I AM PART OF THE INTERGOVERNMENTAL TEAM HERE AT THE BROWARD MPO.

I'M HERE TO GIVE YOU THE GRANT AWARDS UPDATE FOR OCTOBER 2023.

ALL RIGHT. WE'LL JUST GET RIGHT INTO IT.

SO FIRST OFF, SAFE STREETS AND ROADS FOR ALL.

WE ARE AT THE FINAL STEPS OF THE PROCUREMENT PROCESS.

AND STILL WE ARE STILL UNDER A CONE OF SILENCE.

IT GOES TO THE BOARD NEXT WEEK AND JAMES WILL BE BACK WITH A MORE COMPREHENSIVE KICKOFF.

AND WE WANT TO THANK YOU TO OUR PARTNERS AT THE COUNTY FOR ALL OF THIS.

SO. NEXT UP, WE HAVE OUR THRIVING COMMUNITIES PROGRAM AWARD.

[00:40:04]

THE SURVEY I MENTIONED LAST MONTH WAS SENT OUT TO THE CITY MANAGERS.

SOME OF YOU MAY HAVE SEEN IT OR NOT.

IT IS ONE OF THE FACTORS GUIDING THE SCOPE DEVELOPMENT.

WE MET WITH THE CONSULTANT LAST WEEK TO OUTLINE THE SCOPE, WHICH FOCUSES ON EMPOWERING TECHNICIANS AND ELECTED OFFICIALS TO IMPLEMENT THE TOD.

THE NEXT STEPS WITH THIS, BESIDES DEVELOPING THE SCOPES, THERE WILL BE GOING TO WASHINGTON, D.C.

FOR A CONSORTIUM AT THE END OF NOVEMBER.

NEXT UP, WE HAVE OUR RAILROAD CROSSING ELIMINATION PROGRAM.

IT IS GOING AT A PACE.

THERE'S NOT MUCH MORE TO REPORT ON FOR THIS ONE.

WE'RE CONTINUING TO WORK WITH BRIGHTLINE AND THE FRA ON THE GRANT AGREEMENT AND COORDINATING WITH THE SIX MUNICIPALITIES.

HOPEFULLY WE WILL HAVE SOME MORE FORWARD MOVEMENT SOON ON IT.

NEXT UP, WE HAVE OUR PROTECT GRANT, WHICH WILL BE DEVELOPING A COMPREHENSIVE RESILIENCY IMPROVEMENT PLAN.

IT IS CURRENTLY IN REVIEW AS IT WAS SUBMITTED.

WE WANT TO THANK YOU TO THE CITIES INVOLVED AND FOR TRUSTING THE MPO WITH THE PROJECT.

IT WILL BE ANNOUNCED IN EARLY 2024.

NEXT UP, THE RECONNECTING COMMUNITIES NEIGHBORHOOD ACCESS EQUITY.

LAST MEETING. ACTUALLY, I WENT AND SUBMITTED THAT RIGHT AFTER THE FIRST TIME I GOT TO PRESENT TO YOU GUYS.

SO IT IS NOW SUCCESSFULLY SUBMITTED AND WE ARE AWAITING REVIEW FOR COMPLIANCE.

THE ANNOUNCEMENT WILL BE IN THE SPRING OF 2024.

AND THEN WE HAVE A NEW ADDITION THE STRENGTHENING MOBILITY AND REVOLUTIONIZING TRANSPORTATION THE SMART GRANT.

WE APPLIED ON OCTOBER 6TH FOR FUNDING TO DEVELOP THE SMART METRO, AN INNOVATIVE TRANSPORTATION MODELING PLATFORM THAT WILL USE ARTIFICIAL INTELLIGENCE TECHNOLOGY TO CREATE A REGIONAL DIGITAL TWIN THAT INTEGRATES DATA AND MODELS FOR EFFECTIVE TRANSPORTATION SOLUTIONS.

SO WE HOPEFULLY WE'LL BE HEARING MORE ABOUT THAT SOON.

I KNOW THAT WE HAVE MARK PLASS WITH US WHO WOULD KNOW MORE INFORMATION ABOUT IT IF YOU HAVE ANY QUESTIONS ON IT.

OKAY. ALL RIGHT.

HERE ARE OUR OPEN GRANT APPLICATIONS.

THESE ARE ALL HYPERLINKED FOR YOU WITH THE CLOSING DATES AT THE END OF NOVEMBER.

AND THEN WE HAVE OUR UPCOMING GRANT APPLICATIONS.

SO WE HAVE A FEW NEW ONES FROM LAST TIME, A FEW THAT HAVE CLOSED OUT AND A FEW THAT WILL BE COMING UP ALSO HYPERLINKED.

OKAY, WELL, THIS WAS A LITTLE LESS SCARY THAN LAST TIME.

I APPRECIATE YOU GUYS.

THANK YOU.

THANK YOU FOR YOUR TIME, MADAM CHAIR.

DOES ANYBODY HAVE ANY QUESTIONS OR DOES ANYBODY HAVE ANY NEWS ABOUT THEIR OWN GRANTS OR ANYTHING OF THAT NATURE? THANK YOU, JENNIFER. CHRISTOPHER.

UNDER THE CATEGORY OF CERTAIN THINGS GO DOWNHILL.

THE SURVEY ASSOCIATED WITH THE THRIVING COMMUNITIES PROGRAM GRANT CAME TO ME VIA MY CITY MANAGER.

SO IF YOU GUYS ARE SENDING OUT MORE OF THOSE, LET ME KNOW OR LET US KNOW SO THAT I CAN AT LEAST SPEAK TO WHAT ALL OF THESE GRANTS ARE.

BECAUSE YOU GUYS ARE DAY TO DAY MUCH MORE INVOLVED WITH THEM.

AND IT WOULD GIVE ME AN OPPORTUNITY TO.

HEY, CITY MANAGER, THIS IS COMING.

I APPRECIATE IT. OF COURSE.

NO. THANK YOU FOR THE FEEDBACK.

APPRECIATE IT. AND WE'LL TALK WITH PAUL.

AND SOMETIMES IT GETS LOST.

SO ANOTHER REASON NOT JUST TO KNOW WHAT'S GOING ON, BUT IT MIGHT GET LOST IN ALL THE EMAILS THAT COME IN.

ANY OTHER QUESTIONS FOR JENNIFER? NO. EXCELLENT.

THANK YOU VERY MUCH.

THANK YOU GUYS. MOVING ON TO OUR NEXT NON ACTION ITEM IS NUMBER TWO THE REPORT FROM PARTNER AGENCY THE GREATER FORT LAUDERDALE TRANSPORTATION MANAGEMENT ASSOCIATION ABOUT

[2. Report from Partner Agency - Greater Fort Lauderdale Transportation Management Association - Commute Broward]

COMMUTE BROWARD. AND WE HAVE MS. CHIARELLI HERE TODAY. WELL, NOT QUITE YET.

HI, MY NAME IS AMANDA CHRISTON.

I AM THE TRANSIT MANAGER OF THE BROWARD MPO AND I AM THE MPO PROJECT MANAGER FOR THIS ENDEAVOR.

ROBYN CHIARELLI, THE EXECUTIVE DIRECTOR OF THE GREATER FORT LAUDERDALE TRANSPORTATION MANAGEMENT ASSOCIATION SHE WILL BE HERE TO TALK TO YOU ABOUT A NEW JOINT EFFORT THAT

[00:45:06]

THE MPO AND THE TMA HAS BEEN WORKING ON FOR PROBABLY ABOUT 14 MONTHS NOW.

THIS PARTICULAR ITEM IS IN ADVANCE OF THE THIRD TASK ORDER, TASK WORK ORDER THAT IS UP FOR APPROVAL THROUGH THE BOARD ON NOVEMBER 11TH.

AND THE PARTNERSHIP CONSISTS OF, WELL, I SHOULD SAY, THE PARTNERSHIP GERMINATED WITH THE MPO'S UNDERSTANDING AND APPRECIATION FOR NEEDING TO FIND WAYS TO IMPACT TRAFFIC IN BROWARD COUNTY.

SO OUR FOCUS BECAME SOMEWHAT POINTED TOWARDS TRANSPORTATION DEMAND MANAGEMENT, AND UNDERSTANDING THAT THE TMA AND ROBYN HERSELF HAVE A LOT OF EXPERIENCE WITH TRANSPORTATION DEMAND MANAGEMENT STRATEGIES AND IMPLEMENTATION IN BROWARD.

SO WE DECIDED TO JOIN A PARTNERSHIP.

AND THE PROGRAM THE MAIN PROGRAM OF THE TMA RIGHT NOW IS CALLED COMMUTE BROWARD.

AND ROBYN IS GOING TO TALK TO YOU ALL ABOUT IT AND WE'RE VERY EXCITED.

SO ROBYN CHIARELLI, EXCUSE ME.

THANKS, AMANDA.

GOOD AFTERNOON, MADAM CHAIR, MEMBERS OF THE TAC AND I HAVE A PRESENTATION IF.

I SEE REBECCA'S NOT HERE.

SOMEBODY. OKAY, SO BILL TOLD ME THERE'S A TRAP DOOR AT THIS PODIUM.

SO I JUST WANT TO MAKE SURE THAT DIDN'T COUNT AS PART OF THE TEN MINUTES OKAY? OKAY. SO PRESENTATION ROADMAP FOR TODAY.

SO YOU'LL LEARN ABOUT THE TRANSPORTATION MANAGEMENT ASSOCIATION AND THE COMMUTE BROWARD PROGRAM WHICH JUST LAUNCHED AND HOW THE COMMUTE BROWARD PROGRAM CAME TO BE AS PART OF A STUDY EFFORT WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION.

YOU'LL LEARN ABOUT THE RESOURCES THAT WE HAVE AVAILABLE TO EDUCATE THE COMMUNITY ON THEIR COMMUTES, WHERE THE PROGRAM IS HEADED OR UPCOMING EFFORTS, AND THEN FINALLY, A CALL TO ACTION TO CHAT ABOUT HOW YOU MIGHT BE ABLE TO SUPPORT THE COMMUTE BROWARD EFFORTS.

SO FIRST OF ALL, A BRIEF HISTORY LESSON INTO WHAT A TRANSPORTATION MANAGEMENT ASSOCIATION IS AND THE GREATER FORT LAUDERDALE TMA.

IT IS A NONPROFIT PROGRAM THAT WAS ESTABLISHED BACK IN 1992, AND TMAS ARE RECOGNIZED BY THE FLORIDA STATUTES UNDER THE PUBLIC TRANSIT ACT AS ORGANIZATIONS THAT MAXIMIZE THE EFFICIENCY OF EXISTING TRANSPORTATION SYSTEMS. SO TRANSPORTATION MANAGEMENT ASSOCIATIONS DON'T MANAGE THE SUPPLY, THEY MANAGE THE DEMAND.

AND WE USE A SET OF TRANSPORTATION DEMAND MANAGEMENT MEASURES USED TO EDUCATE AND ENCOURAGE COMMUTERS TO SHARE THE RIDE. WE'RE MODE AGNOSTIC, SO WHETHER IT'S CARPOOLING, VANPOOLING, BICYCLING, WALKING, TAKING PUBLIC TRANSIT, NOT ONE SHOE FITS EVERYBODY'S FOOT.

AND SO WE PROVIDE INFORMATION ON ALL OF THE TRANSPORTATION OPPORTUNITIES AVAILABLE.

YOU MAY ASK YOURSELF, HOW IS THIS DIFFERENT FROM SOUTH FLORIDA COMMUTER SERVICES? MY FRIENDS OVER THERE, JEREMY, ULYSSES, PRISCILLA AND THEIR TEAM DO A GREAT JOB AT DOING SOMETHING SIMILAR TO WHAT WE ARE DOING AT COMMUTE BROWARD, BUT THEY DO IT REGIONALLY FROM INDIAN RIVER IN THE NORTH ALL THE WAY TO KEY WEST IN THE SOUTH, AND WITH THEIR TEAM OF 10 OR 12 FOLKS, IT'S SIMPLY NOT ENOUGH TO EXPAND WHAT WE NEED HERE IN BROWARD COUNTY.

SO THE GREATER FORT LAUDERDALE TRANSPORTATION MANAGEMENT ASSOCIATION'S ROLE IS TO AUGMENT WHAT SOUTH FLORIDA COMMUTER SERVICES IS DOING.

BUT HERE SPECIFICALLY IN BROWARD COUNTY, I CALL IT LOCAL ACUPUNCTURE FOR TDM.

AND THE BEAUTY OF TRANSPORTATION DEMAND MANAGEMENT IS THAT THERE ARE TYPICALLY STRATEGIES THAT CAN BE IMPLEMENTED IN A RELATIVELY SHORT TIME FRAME TO GAIN QUICK RESULTS TO REDUCE THE DRIVE ALONE RATE.

AND I DON'T THINK I HAVE TO TELL THIS CROWD THAT SOUTH FLORIDA IS A VERY ATTRACTIVE PLACE TO LIVE, WORK AND PLAY.

PEOPLE, COMPANIES AND CAPITAL ARE MOVING HERE IN DROVES.

IN 2022, FLORIDA HAD MORE GROWTH THAN ANY OTHER STATE.

WE'RE TALKING CLOSE TO 450,000 PEOPLE.

[00:50:01]

THAT'S NET MIGRATION.

AND TO GIVE YOU A PERSPECTIVE, THE POPULATION OF MIAMI IS ABOUT 450,000.

SO WE'RE TALKING ABOUT BRINGING A WHOLE THE POPULATION OF THE CITY OF MIAMI.

WE'RE TALKING ABOUT BRINGING AN ENTIRE CITY OF MIAMI HERE TO FLORIDA EVERY YEAR.

AND WITH ALL OF THAT GROWTH COMES OPPORTUNITIES, BUT ALSO CHALLENGES.

THE COST OF HOUSING IS PUSHING LOW AND MODERATE INCOME EMPLOYEES FURTHER AWAY FROM THEIR PLACES OF WORK.

WE ALL KNOW THAT OWNING, OPERATING AND MAINTAINING A VEHICLE, THOSE COSTS ARE BECOMING UNTENABLE FOR A LOT OF FOLKS, AND WE CANNOT LET ACCESS TO TRANSPORTATION, OR THE LACK THEREOF, BE A BARRIER TO LADDERS OF OPPORTUNITY.

NOR CAN WE ALLOW TRANSPORTATION ISSUES TO BE DETRIMENTAL TO EMPLOYEE RECRUITMENT AND RETENTION AND THE GROWTH OF BROWARD BUSINESSES.

SO, AS AMANDA MENTIONED IN 2021, THE MPO AND THE TMA AND RECOGNIZING THIS, DECIDED TO STUDY HOW TRANSPORTATION DEMAND MANAGEMENT CAN ADDRESS REDUCTIONS IN SINGLE OCCUPANT COMMUTING.

AND SO THE PROJECT TEAM COMPLETED AN EXTENSIVE OUTREACH PROGRAM.

WE INTERVIEWED 40 LOCAL STAKEHOLDERS.

WE EVALUATED FIVE LEADING TRANSPORTATION MANAGEMENT ASSOCIATIONS FROM SAN FRANCISCO TO BOSTON, MASSACHUSETTS, AND IN BETWEEN.

AND WE HELD A SERIES OF FOUR WORKSHOPS HERE LOCALLY.

AND THE RESULT OF THAT WAS TO DEFINE THE MISSION AND VISION OF OUR COMMUTE BROWARD PROGRAM.

AND THE RESULT WAS ALSO TO DEFINE A TWO YEAR IMPLEMENTATION PLAN OF TRANSPORTATION DEMAND MANAGEMENT STRATEGIES, A SET OF STRATEGIES TO EDUCATE AND ENCOURAGE AND EMPOWER FOLKS TO SHARE THE RIDE, WITH A FOCUS ON POPULATIONS OF EMPLOYEES IN THE LOW AND MODERATE INCOME RANGES.

AT YOUR LAST TAC MEETING, YOU HEARD FROM UNITED WAY, AND THEY EDUCATED FOLKS ON THE ALICE COMMUNITIES.

THOSE ARE THE ASSET LIMITED, INCOME CONSTRAINED, EMPLOYED FOLKS, AND THAT'S THE EXACT AUDIENCE THAT COMMUTE BROWARD SETS ITS SIGHTS ON TO ASSIST.

SO I WANTED TO UNVEIL OUR PROGRAM COMMUTE BROWARD AND OUR NEW WEBSITE COMMUTEBROWARD.ORG.

AND THESE EFFORTS WERE THE MOST SIGNIFICANT STRATEGY CALLED OUT IN THE IMPLEMENTATION PLAN.

WE DEVELOPED A ONE STOP SHOP, CENTRALIZED LOCATION FOR ALL TRANSPORTATION MODES IN BROWARD, AND WE'RE EXCITED TO LAUNCH THE NEW WEBSITE, WHICH INCLUDES AN INTERACTIVE MAPPING TOOL.

YOU MAY ASK YOURSELF, HOW IS THIS TOOL DIFFERENT FROM GOOGLE MAPS? IT PROVIDES WHAT GOOGLE MAPS PROVIDES AND MORE.

WE'RE INTEGRATING THE COMMUNITY SHUTTLE PROGRAM INFORMATION, BIKE FACILITIES AS WELL AS MICRO TRANSIT SERVICE AREAS, ALL OF WHICH GOOGLE MAPS DOES NOT PROVIDE.

AND OUR GOAL IS TO GET PEOPLE ONTO OUR WEBSITE AND THEN OFF OUR WEBSITE AS SOON AS POSSIBLE.

WE WANT TO HAVE A HIGH CONVERSION RATE SO THAT FOLKS GO TO OUR PARTNER WEBSITES, INCLUDING SOUTH FLORIDA COMMUTER SERVICES, COMMUTE WITH ENTERPRISE, TRI-RAIL, BROWARD COUNTY TRANSIT, BRIGHTLINE, CIRCUIT, FREEBEE.

SO NOW THAT WE HAVE OUR WEBSITE UNDER OUR BELTS, I'M EXCITED TO SHARE SOME UPCOMING EFFORTS WITH YOU.

FIRST OF ALL, BRAND AWARENESS.

WE ARE AT A STAGE NOW WHERE WE'RE EXCITED TO LET THE COMMUNITY KNOW ABOUT WHAT WE HAVE TO OFFER.

I'M DOING OUR DOG AND PONY SHOWS, AND THIS IS THE FIRST OF ONE OF THOSE DOG AND PONY SHOWS, SO THANK YOU FOR INVITING ME HERE.

TODAY WE'RE DEVELOPING OUR EDUCATIONAL MATERIALS, ATTENDING EVENTS, HOLDING POP UP EVENTS, PUBLISHING PRESS RELEASES, GOING ON SOCIAL MEDIA, JUST GENERAL BRAND AWARENESS AND PUBLIC OUTREACH.

WE'RE LEANING ON COLLABORATIONS BY ENGAGING WITH LARGE KEY EMPLOYERS AND IDENTIFYING A GROUP OF EMPLOYEE TRANSPORTATION COORDINATORS, FOLKS WHO CAN BE AMBASSADORS TO THEIR EMPLOYEE WORKFORCE AND SHOW THEIR PEERS AT THEIR EMPLOYMENT CENTERS HOW GREAT IT IS TO CONSIDER TAKING ALTERNATIVE MODES.

WE'LL CONTINUE LEANING ON PARTNERSHIPS OF OUR TRANSPORTATION SERVICE PROVIDERS, HOLDING JOINT TRANSPORTATION EVENTS WITH THEM IN THE COMMUNITY, AND THEN FINALLY PURSUING STRATEGIC FUNDING PARTNERSHIPS TO NOT ONLY CONTINUE OUR PROGRAM, BUT ALSO GROW IT.

AND THEN FINALLY KEY PERFORMANCE INDICATORS.

[00:55:02]

I CAN NEVER UNDERSCORE ENOUGH HOW IMPORTANT KPIS ARE FOR CONTINUING TO DIRECT LIMITED TAXPAYER FUNDING TO THE MOST EFFECTIVE AND EFFICIENT TACTICS FOR THE COMMUNITY.

SO WE'LL BE WORKING WITH OUR TRANSPORTATION PROVIDERS TO UNDERSTAND THE CUMULATIVE EFFECT OF ALL OF OUR EFFORTS TO REDUCE CARBON EMISSIONS, REDUCE VEHICLE MILES TRAVELED, AS WELL AS QUANTIFY MONEY SAVED FOR COMMUTERS.

AND HERE IS WHERE YOU COME IN.

THIS IS OUR CALL TO ACTION.

SO AS COMMUTE BROWARD CONTINUES TO GROW, WE NEED YOUR HELP EXPANDING OUR REACH.

SO WHAT KEY EMPLOYERS DO YOU KNOW THAT YOU CAN CONNECT US WITH? WHAT FUNDING SOURCES SHOULD WE BE TAPPING INTO TO CONTINUE TO GROW OUR PROGRAM? WHAT COMMUNITY EVENTS CAN WE ATTEND, PRESENTATIONS THAT WE CAN GIVE.

ANY FEEDBACK OR INFORMATION WOULD BE GREATLY HELPFUL.

AND THAT BEING SAID, I'D BE HAPPY TO ENTERTAIN ANY QUESTIONS OR COMMENTS.

EXCELLENT. THANK YOU ROBYN.

ANY QUESTIONS OR COMMENTS FOR ROBYN ABOUT COMMUTE BROWARD.

TAKE DOWN OUR CONTACT INFORMATION AS YOU THINK ON KEY EMPLOYERS AND HOW OTHER EVENTS YOU MAY HAVE GOING ON THAT SHE CAN ATTEND OR THE TEAM.

EXCITING WORK.

THANK YOU. MILOS. YES, YES, THANK YOU VERY MUCH.

THANK YOU VERY MUCH FOR PRESENTATION.

JUST A QUESTION ON ANY PARTNERSHIP WITH THE BROWARD COUNTY TRANSIT AND ABILITY MAYBE TO PROVIDE SOME OF THE FREE TRANSIT PASSES AS PART OF THIS PROGRAM TO SOME OF THE MAJOR EMPLOYEES AND ALSO ANY SURVEY, MAYBE OF LARGEST EMPLOYERS, AND WHAT THE TRAVEL PATTERNS ARE FOR THEIR EMPLOYEES AND, YOU KNOW, TARGETING THOSE.

YES. GOOD POINTS, MILOS.

AND AS AMANDA MENTIONED, THIS IS PART OF THE TASK WORK ORDER THREE, WHICH IS A CONTINUATION OF OUR WORK WITH THE MPO.

AND AN ANNUAL COMMUTER SURVEY IS PART OF THAT EFFORT.

AND THEN THE TRANSPORTATION SUBSIDIES AND FREE TRANSIT PASSES, THAT'S ALSO ON THERE AS PART OF OUR CONNECTION WITH KEY EMPLOYERS.

SO YOU'RE RIGHT ON TARGET.

KEEP THE IDEAS COMING.

ANY OTHER IDEAS OR COMMENTS FOR ROBYN? NO THANK YOU.

LOOK FORWARD TO THE NEXT WORK.

MOVING FORWARD. NEXT ON OUR AGENDA IS JUST ADMINISTRATIVE ITEMS THAT ARE IN YOUR PACKET FOR YOUR OWN PERUSAL.

[ ADMINISTRATIVE ITEMS ]

SOME OF THE UPDATES THAT WE SEE ABOUT MOBILITY PROJECTS ARE JUST IN THERE.

IF YOU'RE INTERESTED, AND WE ARE TALKING ABOUT FUTURE PRESENTATIONS ABOUT SOME OF THE KEY PROJECTS AS WE HAVE TIME AVAILABLE TO BE COGNIZANT OF EVERYBODY'S TIME. ARE THERE ANY OTHER MEMBER COMMENTS, ANYTHING COMING WHILE YOU THINK.

OH, BILL HAS SOMETHING? I'LL WAIT IF THERE'S ANY OTHER MEMBER COMMENTS.

NO, I DON'T SEE ANY.

OKAY, WELL. CHAIR THANK YOU.

I JUST WANTED TO MENTION A COUPLE OF AWARDS THAT OUR STAFF HAS RECEIVED HERE RECENTLY.

AND ONE IS FROM THE MPO, AC, WHICH IS, YOU KNOW, ALL THE OTHER FLORIDA MPOS AND TMAS RECOGNIZE THE EFFORTS OF THE BROWARD MPO ON THE REGIONAL GRANT COORDINATION, WHICH WAS JENNIFER'S PRESENTATION, ALONG WITH PRESENTATIONS TO OUR BOARD AND REGULAR CONVENING OF MEETINGS. AND SO JUST BASICALLY THE EFFORTS TO TRY TO PUSH THAT INFORMATION OUT TO ALL OF OUR MEMBER GOVERNMENTS SO THAT YOU CAN BE AWARE OF IT.

THE OTHER AWARD THAT WE GOT, THIS IS ONE OF MY FAVORITES OF ALL TIME.

IT'S THE BUILD A BETTER MOUSETRAP AWARD, WHICH IS PRETTY COOL.

AND THIS IS REALLY ABOUT INNOVATIVE PROJECT AWARD THAT WE RECEIVED FROM THE FLORIDA LTAP CENTER.

AND IT WAS FOR OUR EFFORTS TRYING TO DEVELOP A NEW AND BETTER WAY TO ADDRESS SAFETY OFF THE STATE HIGHWAY SYSTEM AND HOW WE WOULD WORK THROUGH THAT PROCESS OF WORKING COLLABORATIVELY WITH PARTNERS, LOCAL OWNER OF THE ROAD, THE CITIES, AND IDENTIFY SAFETY IMPROVEMENTS THAT WE COULD IMPLEMENT.

SO VERY PROUD OF THAT ONE AS WELL, BECAUSE I THINK IT'S CONSISTENT WITH THE VALUES OF THE TAC, THE BOARD AND THE ENTIRE ORGANIZATION.

SO I THINK THERE'S ANOTHER THAT WE DIDN'T TALK ABOUT PREVIOUSLY THAT WAS EXTRA SPECIAL BECAUSE IT INVOLVED THE CITY OF FORT LAUDERDALE AS WELL, THE FLORIDA ARPA AWARD FOR THE TACTICAL URBANISM PROJECT THAT WE PARTNERED TOGETHER ON.

WE RECEIVED AN AWARD OF MERIT.

SO WE'RE VERY EXCITED TO BE A PARTNER WITH THE MPO STAFF ON THAT.

WE DEFINITELY COULD NOT HAVE DONE IT WITHOUT THE STAFF AND THE PROGRAM FROM THE MPO, FOR SURE.

AND THEN I KNOW THERE'S SOME UPCOMING EVENTS, SAVE THE DATES THAT WE PROBABLY ALL HAVE SEEN.

[01:00:01]

BUT JUST TO CALL OUT, THE SAFE STREETS SUMMIT HAS BEEN SCHEDULED FOR FEBRUARY 29TH AND MARCH 1ST.

SAVE THE DATE FOR THAT IN MIAMI IS HOSTING THIS YEAR AS WELL AS STATE OF THE REGION IS HAPPENING ON MARCH 28TH.

I KNOW NACTO IS COMING TO MIAMI TO THE REGION THIS SPRING AS WELL, SO LOTS OF EXCITING STUFF COMING IN THE FUTURE.

AND I THINK DOT HAS THEIR MOBILITY WEEK COMING NEXT WEEK, I BELIEVE TOO.

SO LOTS OF FUN STUFF HAPPENING.

FEEL FREE TO SHARE AS YOU HAVE STUFF COMING ON IN YOUR OWN CITY AND THINGS YOU'D WANT TO DO IN THE FUTURE.

AND WITH THAT, SEEING NONE.

OH, THE SUN TRAILS IS ALSO ON YOUR AGENDA IF YOU'RE INTERESTED PARTICIPATING, THERE'S A GRANT AWARD OUT NOW OR SOON.

SO SEEING NO OTHER MEMBER COMMENTS, I WILL ADJOURN THIS MEETING.

OUR NEXT MEETING IS NOVEMBER 29TH.

THANK YOU ALL.
