[INAUDIBLE] THANK YOU.

THANK YOU ALL. MOTION CARRIES.

NEXT ITEM IS APPROVAL OF THE AGENDA.

[4. Approval of Agenda]

I CAN HAVE A MOTION TO APPROVE THE AGENDA.

MADE AND SECONDED.

ANY COMMENTS ON THE AGENDA? SEEING NONE. OKAY.

CALL FOR A VOTE ON APPROVING THE AGENDA.

MOTION CARRIED. THANK YOU.

NEXT ITEM ON THE AGENDA IS PUBLIC COMMENTS.

REBECCA, HAVE WE RECEIVED ANY PRIOR PUBLIC COMMENTS OR NO? ANYONE IN THE AUDIENCE OR ONLINE WISHING TO MAKE PUBLIC COMMENT ON SOMETHING NOT ON THE AGENDA? NOW WOULD BE THE TIME.

SEEING NONE. EXCELLENT.

WE'LL MOVE ON TO NUMBER SIX, WHICH IS THE 2050 MTP UPDATES AND MR.

[6. 2050 Metropolitan Transportation Plan (MTP) Updates: http://routeto2050.org]

GIES WILL BE GIVING THAT FOR US.

GOOD MORNING, PETER GIES WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION.

I JUST WANTED TO GIVE YOU A QUICK UPDATE OF WHERE WE ARE WITH THE 2050 METROPOLITAN TRANSPORTATION PLAN.

I KNOW WE DO THIS MONTHLY WITH YOU ALL.

SO ROUNDING OFF THE YEAR, WE FIGURED WE WOULD JUST KIND OF REFRESH EVERYONE ON THE SCHEDULE FOR THE METROPOLITAN TRANSPORTATION PLAN AND GIVE YOU ALL A SNEAK PEEK OF WHAT'S TO COME IN THE NEXT SIX MONTHS AT THE BEGINNING OF THE NEW YEAR.

I'M ALSO JOINED BY MY COLLEAGUE ASHLEY MONY, WHO IS GOING TO GIVE YOU A UPDATE ON THE COMMUNICATIONS AND OUTREACH PLAN FOR THE MTP.

SO AGAIN, THIS IS ALL A PREVIEW FOR WHAT'S GOING INTO THE NEW YEAR.

SO IN FRONT OF YOU, YOU'LL NOTICE THAT WE HAVE THE SCHEDULE HERE FOR THE METROPOLITAN TRANSPORTATION PLAN.

AND THIS IS VERY HIGH LEVEL, BUT WANT TO FOCUS MORE ON THE START OF 2024.

SO FROM JANUARY THROUGH MAY WE'RE REALLY GOING TO BE DEVELOPING OUR DRAFT COST FEASIBLE PLAN, WHICH MEANS THAT ALL OF THE NEEDS THAT WE'VE RECEIVED THROUGH OUR CALL FOR PROJECTS, ALL THE NEEDS THAT WE HAVE LOOKED AT INTERNALLY AT THE MPO, ARE GOING TO GET PUT TOGETHER IN ONE LIST.

WE'RE GOING TO TAKE ALL OF OUR REVENUE SOURCES AND FORECASTS THAT WE HAVE AND START MATCHING THEM UP TO PRIORITIZE PROJECTS.

WITHIN THAT, WE'RE GOING TO BE WORKING WITH THE TAC AND THE CAC AND THE MPO BOARD TO COME UP WITH THAT FINAL DRAFT COST FEASIBLE PLAN.

SO THAT'S SOMETHING TO LOOK FORWARD TO NEXT YEAR.

THAT'S WHERE YOU'LL START TO SEE ALL THE PROJECTS THAT YOU ALL SUBMITTED KIND OF SHAKING OUT AND PRIORITIZED, ALONG WITH FUNDING ON THOSE PROJECTS AS WELL.

ALL OF THAT WILL CULMINATE IN THE APRIL MAY TIME FRAME IN A FINAL DRAFT COST FEASIBLE PLAN.

AND THAT DRAFT COST FEASIBLE PLAN IS WHAT WE ARE GOING TO USE THEN TO GO ASK YOU TO GO OUT TO YOUR RESPECTIVE COMMISSIONS AND GET RESOLUTIONS OF SUPPORT IF YOU ARE RANKED ON THE METROPOLITAN TRANSPORTATION PLAN.

SO IF YOUR PROJECT IS FALLS SOMEWHERE BETWEEN THE 20, THE 2030 AND THE 2050 TIME BAND, IN ORDER TO REMAIN ON THE COST FEASIBLE PLAN, WE'RE GOING TO ASK THAT YOU ALL GET A RESOLUTION OF SUPPORT FROM YOUR COMMISSION, THAT IT IS INCLUDED IN THE FINAL MVP THAT WILL BE HAPPENING THEN THROUGH MAY THROUGH SEPTEMBER OF 2024.

SO REALLY THE SUMMER YOU'LL GET PLENTY OF NOTICE ON WHEN YOU NEED TO DO THAT, BUT JUST KEEP IT IN MIND THAT'S SOMETHING THAT'S GOING TO BE HAPPENING, THAT'S GOING TO BE HAPPENING. SO IF YOU ALL DO KIND OF LONG RANGE AGENDA PLANNING IN THE SAME WAY WE DO AT THE MPO, FEEL FREE TO LET YOUR YOUR ADMINS AND YOUR CLERKS KNOW THAT THAT'S LIKELY AN ITEM. AND IF YOU WANT TO GET A PLACEHOLDER ON THE AGENDAS FOR THAT, SOMETIME IN THAT TIME FRAME MIGHT BE GOOD.

[00:05:04]

AND THEN FINALLY, WE WILL HAVE A FULL DRAFT METROPOLITAN TRANSPORTATION PLAN DOCUMENT.

SO THAT INCLUDES BOTH THE DRAFT COST FEASIBLE PLAN AND THE NARRATIVE.

ALSO DURING THAT SAME TIME FRAME BETWEEN JUNE AND DECEMBER, AND WE'LL BE GOING OUT TO THE PUBLIC WITH THAT, TRYING TO GET FEEDBACK, BASICALLY LET FOLKS KNOW THAT WE HEARD YOU.

THIS IS WHAT'S INCLUDED IN THE DRAFT METROPOLITAN TRANSPORTATION PLAN.

AND THEN WE'RE AIMING TO HAVE IT ALL ADOPTED BY DECEMBER OF 2024.

SO THAT'S KIND OF A HIGH LEVEL OF WHAT'S TO COME NEXT YEAR.

BUT THIS IS WHERE THE RUBBER STARTS TO MEET THE ROAD.

AND WE REALLY ASSIGN THAT FUNDING TO THOSE PROJECTS AND MOVE FORWARD WITH THE FINAL PLAN.

I'M ALSO GOING TO CALL ON ASHLEY TO COME UP.

WHO'S GOING TO GIVE YOU A LITTLE BIT OF AN OVERVIEW.

I'M SORRY ASHLEY, THERE YOU ARE ON THE OUTREACH PLAN ALSO GOING INTO THE NEW YEAR.

SO ASHLEY GO AHEAD.

THANKS, PETER. HI EVERYONE.

MY NAME IS ASHLEY MONET.

I RECENTLY JOINED THE BROWARD MPO IN MARCH, SO THIS IS MY FIRST OFFICIAL UPDATE TO ANY FORMAL COMMITTEE.

SO THANK YOU FOR HAVING ME.

I WANTED TO GIVE YOU ALL KIND OF A BRIEF UPDATE ON WHERE WE'RE AT WITH THE MTC AND OUR OUTREACH EFFORTS SO FAR.

AS A QUICK REFRESHER, EARLIER IN THE YEAR, IN THE SPRING SUMMER TIMEFRAME BEFORE MY TIME AT THE MPO, THERE WAS A BIG PUSH FOR A ENGAGEMENT OF THE PUBLIC USING A SURVEY, AND THE PURPOSE OF THAT SURVEY WAS TO GET INFORMATION FROM THE PUBLIC ABOUT OUR PRIORITIZATION ON WHERE THE VALUES OF THE PUBLIC, WHAT PROJECTS MATTER TO THEM MOST.

AND THAT WAS A HUGE PUSH AND A HUGE EFFORT BY THE MPO TEAM TO GO OUT TO THE BROADER PUBLIC.

THERE WERE LOTS OF EVENTS.

OVER 1800 SURVEYS WERE COLLECTED FROM THE COMMUNITY, AS WELL AS 13 AGENCY OR PARTNER PRESENTATIONS TO COLLECT ALL OF THAT INFORMATION.

AND SO NOW WE'VE HAD FOR THE LAST COUPLE OF MONTHS, WE'VE HAD A BIT OF A LULL TO REALLY KIND OF DIVE INTO ALL THE INFORMATION THAT WE RECEIVED FROM THE PUBLIC DURING THAT BIG PUSH IN THE SPRING AND SUMMER.

AND SO NOW WHAT WE'RE DOING, WE'RE CALLING IT PHASE TWO.

BUT THIS PHASE TWO IS REALLY FOCUSED ON THE EMPHASIS AREAS OF THE MTC.

SO THE EMPHASIS AREA IS PROVIDE US WITH A REALLY KIND OF ALTERNATIVE LENS WITH WHICH WE CAN LOOK AT TRANSPORTATION PLANNING FOR THE COMMUNITY.

AND THERE'S FOUR EMPHASIS AREAS FOR THE 2050 MTC ARE SAFETY, RESILIENCY, EMERGING TECHNOLOGIES AND HOUSING.

AND SO AS PART OF OUR EFFORTS TO ENSURE THAT WE'RE REALLY INTEGRATING THESE FOUR DIFFERENT EMPHASIS AREAS INTO OUR TRANSPORTATION PLANNING, WE'RE LOOKING AT HAVING A FOCUS ON STAKEHOLDER ENGAGEMENT NOW THROUGH FEBRUARY, AND WE'RE LOOKING AT DIFFERENT STAKEHOLDERS THAT KIND OF FOCUS ON EACH OF THESE DIFFERENT CATEGORIES.

AND WE REALLY WANT TO ENSURE THAT WE HAVE A DIVERSE STAKEHOLDER ENGAGEMENT IN THIS EFFORT.

SO WE LOOK AT THINGS LIKE AARP, WHO PROVIDES REALLY GREAT INSIGHT IN THE ACCESSIBILITY REALM, FOLKS WHO REPRESENT BUSINESS, EDUCATION, EQUITY OR EQUITY AREAS, HEALTH, HOUSING RESILIENCE AND POLICY.

AND SO YOU'LL SEE ON HERE AND THIS IS ACTUALLY WE HAVE AN ADDITIONAL ONE THAT'S BEEN ADDED SINCE I CREATED THIS SLIDE WHICH IS MEMORIAL HEALTH CARE.

SO WE'RE REALLY LOOKING AT HAVING A DIVERSE DISCUSSION WITH EACH OF THESE STAKEHOLDERS AND REALLY KIND OF DOING SOME TRUTH TESTING.

THIS IS WHAT WE FOUND SO FAR IN THE MTC.

THESE ARE THE FINDINGS THAT WE HAVE.

DOES THIS RESONATE WITH YOU? IS THIS WHAT YOU'RE HEARING WITH THE FOLKS THAT YOU WORK WITH? AND I WILL SHARE KIND OF AN INTERESTING PIECE.

THERE WAS A MEETING WITH THE BROWARD SHERIFF'S OFFICE, AND AS WE WERE DISCUSSING, YOU KNOW, A LOT OF THE ISSUES RELATED TO SAFETY IN BROWARD COUNTY, SPEEDING BEING A HUGE ISSUE OR US BEING ONE OF THE TOP AREAS IN THE UNITED STATES FOR PEDESTRIAN SAFETY CHALLENGES.

OBVIOUSLY, THAT RESONATED VERY MUCH WITH THE BROWARD SHERIFF'S OFFICE, AND THEY WERE REALLY INTERESTED IN LEARNING MORE ABOUT THE DATA THAT WE'VE COLLECTED AND POTENTIALLY LEVERAGING THAT IN THEIR FUTURE PLANNING EFFORTS.

SO NOT ONLY IS THE STAKEHOLDER ENGAGEMENT PHASE SUPER IMPORTANT FOR US TO JUST KIND OF, YOU KNOW, DO THAT TRUTH TESTING EFFORT WITH FOLKS IN THE COMMUNITY, BUT IT'S ALSO REALLY IMPORTANT BECAUSE WE'RE DEVELOPING DEEPER RELATIONSHIPS WITH LOTS OF PARTNERS IN THE COMMUNITY AND LOOKING FOR ADDITIONAL WAYS THAT THE DATA THAT WE'RE COLLECTING DOESN'T JUST GO ON A SHELF, BUT ALSO CAN REALLY BE UTILIZED BY OTHER PARTNERS IN THE COMMUNITY.

SO I KNOW IT WAS A SUPER BRIEF UPDATE, BUT DOES ANYBODY HAVE ANY QUESTIONS? OKAY, SO I'LL JUST SHARE THE KIND OF AS FAR AS NEXT STEPS.

SO I'M SURE YOU'RE WONDERING OKAY, FINE.

THIS IS WHAT YOU'RE DOING RIGHT NOW.

WHAT'S WHAT'S COMING DOWN THE PIPELINE.

MORE TO COME.

SO PHASE THREE AND PHASE FOUR ARE COMING DOWN.

WE'LL BE REALLY FOCUSING IN PHASE THREE ON THAT ADDITIONAL GRASSROOTS EFFORT.

RIGHT. GOING BACK TO THE COMMUNITY THAT WE WENT TO EARLIER IN THE YEAR AND ASKING FOR THEIR PRIORITIES, WILL BE RETURNING TO THE COMMUNITY AND SHARING WHAT WE'VE FOUND THROUGH

[00:10:05]

OUR NTP FINDINGS AND AGAIN, ASKING FOR THEIR INPUT ON THAT.

BUT TIMING WILL BRING THAT BACK TO YOU ALL AS SOON AS WE HAVE MORE TO SHARE.

ALL RIGHT. ALL RIGHT.

WELL THANK YOU. ARE THERE ANY QUESTIONS? JUST GIVE ONE LAST CALL.

ARE THERE OTHER OPPORTUNITIES FOR RECOMMENDATIONS FOR STAKEHOLDER GROUPS? DO YOU STILL HAVE TIME FOR THAT OR ARE YOU PRETTY MUCH DONE.

SO IT'S NOT FULLY BAKED YET.

AND I'LL LOOK TO PETER TO ANSWER ANY ADDITIONAL QUESTIONS ON THAT.

IF YOU HAVE SUGGESTIONS, PLEASE LET US KNOW, BECAUSE WE CAN ALWAYS REACH OUT TO THEM AND SEE IF WE CAN GET SOMETHING SCHEDULED WITHIN OUR TIME FRAME.

ABSOLUTELY. YEAH.

OKAY. JUST ONE THAT CAME TO MIND IS THE BROWARD WORKSHOP.

SO IT HAS REPRESENTATIVES FROM A LOT OF DIFFERENT FIELDS, AND THEY HAVE FOCUSED ON A LOT OF THE SAME CATEGORIES THAT THE MTA IS.

SO I THINK THEY WOULD BE INTERESTED AND HELPFUL AND KIND OF TRUTH TESTING, LIKE YOU SAID, WHAT'S ON THE FIELD AND ON THE GROUND.

I UNDERSTOOD YOU WERE SAYING ADDITIONAL GROUPS THAT WE COULD REACH YOU.

OH, THIS THIS IS NOT A LIKE DONE, DONE DEAL.

IF THERE ARE ADDITIONAL. THANK YOU SO MUCH.

BROWARD WORKSHOP WOULD BE A GREAT SUGGESTION.

IF THERE ARE ANY OTHERS THAT YOU GUYS HAVE IN MIND THAT ARE LIKE, OH, YOU MUST GO TALK TO, YOU KNOW, INSERT THAT GROUP, LET ME KNOW.

WE'D BE MORE THAN HAPPY TO TO REACH OUT TO THEM, SO LET ME KNOW.

EXCELLENT. THANK YOU ASHLEY AND PETER.

THANK YOU. NEXT, WE'RE GOING TO MOVE ON TO OUR ONE AND ONLY ACTION ITEM FOR TODAY.

[1. MOTION TO RECOMMEND BROWARD MPO APPROVE the Complete Streets and Other Localized Initiatives Program (CSLIP) Cycle 8 Priority List of Projects, Directing MPO Staff to Work with Florida Department of Transportation (FDOT) Staff on the Vetting and Programing of Viable Projects]

THE MOST EXCITING.

KERRIE'S HERE.

WE'LL TALK ABOUT THIS CYCLE OF THE SEESAW AND WHERE WE CAME OUT.

JUST AS WE ALL GOT THE BAD NEWS TODAY OF LAST CYCLE.

OR GOOD NEWS..

OR GOOD NEWS FOR TWO OF YOU, YES, GOOD NEWS FOR TWO OF YOU.

YES. WE WILL GO OVER.

WE'LL GO OVER THAT IN THIS PRESENTATION.

THANK YOU CHAIR. MY NAME IS KERRIE MACNEIL AND I AM THE CSLIP MANAGER HERE AT THE BROWARD MPO.

SO THIS PRESENTATION TODAY IS PRIMARILY ABOUT INTRODUCING THE DRAFT PRIORITY LIST OF PROJECTS FOR CYCLE EIGHT OF CSLIP.

WE'LL ALSO DO AN OVERVIEW OF CYCLE SEVEN AS WELL.

SO JUST TO REFRESH HERE, FOR THOSE OF YOU WHO ARE NEW OR ANYBODY LISTENING FROM HOME, CSLIP STANDS FOR THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM. IT PROVIDES FUNDING FOR SMALL LOCAL TRANSPORTATION PROJECTS WHICH IMPROVE THE SAFETY AND MOBILITY FOR ALL TRANSPORTATION USERS IN BROWARD.

AND I JUST REALIZED THAT THIS SCREEN IS NEW.

THAT'S NICE. SO IT'S A COMPETITIVE GRANT PROGRAM, AND WE CAN FUND PROJECTS THROUGH CSLIP LIKE COMPLETE STREETS.

IT'S ONE OF THE MOST POPULAR CATEGORIES OF APPLICATIONS THAT WE RECEIVE TRAFFIC CALMING, MOBILITY HUBS, ADA UPGRADES, TECHNOLOGY ADVANCES, ETCETERA.

AND FOR THE AGENDA TODAY WE WILL BE GOING THROUGH A QUICK UPDATE OF CYCLE SEVEN AND THEN THE UPDATE OF THE MOST RECENT CYCLE, THE CURRENT CYCLE WE'RE IN, WHICH IS CYCLE EIGHT. WE'LL GO OVER THE OVERVIEW AND THE APPLICATION RANKINGS AND THEN TOUCH ON CSLIP MOVING FORWARD.

SO FROM CYCLE SEVEN, THE FDOT DISTRICT FOUR DRAFT TENTATIVE WORK PROGRAM FOR FISCAL YEAR 2025 TO 2029 WAS APPROVED BY THE BOARD ON NOVEMBER 2ND OF THIS YEAR, AND SO YOU CAN VIEW THAT ITEM ON THE MPOS WEBSITE, THE AGENDA AND MINUTES PAGE.

IT'S ACTION ITEM NUMBER ONE, OR THE REPORT IS POSTED ON THE TIP PAGE OF THE WEBSITE.

AND SO THE TOP TWO RANKED CSLIP PROJECTS FROM CYCLE SEVEN ARE INCLUDED IN THE WORK PROGRAM.

SO THE LOCAL AGENCIES THAT WERE AWARDED PROJECTS WILL RECEIVE A MAILED LETTER, AS WELL AS A DIGITAL COPY OF THAT LETTER NOTIFYING THE CITY MANAGER AND THE OTHER APPROPRIATE CONTACTS OF THEIR AWARDED PROJECT AND THAT CYCLE SEVEN PROGRAM LIST OF PROJECTS IS NOW POSTED ON THE CSLIP WEBSITE.

IT'S ON THE THE OVERVIEW TAB, WHICH IS UNDERNEATH UPDATES.

AND THEN IT'S ALSO ON THE PAST AWARDS TAB ON THE WEB PAGE.

ALL RIGHT, CYCLE EIGHT.

SO THE APPLICATION WINDOW FOR CYCLE EIGHT WAS OPEN FROM JULY 20TH 7TH TO OCTOBER 2ND OF THIS YEAR.

SO IT WAS OPEN FOR ABOUT NINE WEEKS, I BELIEVE.

AND WE RECEIVED 26 APPLICATIONS FROM 19 DIFFERENT AGENCIES.

AFTER OUR INITIAL VETTING PROCESS, WE RANKED A TOTAL OF 19 ELIGIBLE PROGRAM READY PROJECTS FROM 14 DIFFERENT AGENCIES, AND WE HAVE SINCE EVALUATED AND PRIORITIZED THE PROJECTS.

SO I'LL SHARE THAT PROCESS WITH YOU RIGHT NOW.

SO I KNOW THE A LOT ON YOUR SCREEN, BUT HOPEFULLY YOU CAN READ IT.

SO ON THE VERY FAR LEFT HAND SIDE ON THAT LEFT HAND COLUMN IS THE RESULTS OF THE OBJECTIVE RANK.

AND THAT IS THESE PROJECTS ARE DIGITIZED AND RUN THROUGH OUR LOCATION BASED TOOL AND OBJECTIVE RANKING

[00:15:08]

TOOL IN JS, AND THE FURTHEST RIGHT HAND COLUMN IS THE TOTAL POINTS THAT CAME OUT OF THAT TOOL.

SO WE HAVE AGAIN 19 PROJECTS THAT WERE RANKED.

AND THEN AS YOU CAN SEE IN THE SECOND COLUMN, WE APPLIED OUR ROUND RANK TO THOSE PROJECTS.

SO THINGS SHIFT AROUND A LITTLE BIT.

YOU'LL SEE THAT THE RANKING IS A LITTLE BIT DIFFERENT FROM THE FURTHEST LEFT HAND COLUMN.

ONCE WE APPLY THAT ROUND RANK.

AND JUST A REMINDER THAT THAT ROUND RANK IS THE LOCAL AGENCIES HAVE THE OPPORTUNITY TO SUBMIT MORE THAN ONE PROJECT PER APPLICATION CYCLE.

SO IF WE RECEIVED TWO APPLICATIONS FOR CYCLE EIGHT FROM A LOCAL AGENCY, THE LOWER SCORING OF THOSE TWO PROJECTS DROPS DOWN TO THE SECOND ROUND.

SO YOU'LL SEE RIGHT HERE THAT THERE'S A DIVIDING LINE BETWEEN PROJECTS RANKED 14 AND 15.

SO ANY PROJECTS 15 THROUGH 19 ARE GOING TO BE FROM THIS LIKE A REPEAT AGENCY.

SO THE HIGHER SCORING PROJECT FROM THAT AGENCY WILL BE ABOVE THAT BLUE LINE.

SO AGAIN THAT LINE REPRESENTS THE FUNDING ROUNDS.

AND THEN NEXT WE APPLY OUR POLICY RANK.

AND AGAIN YOU'LL SEE THINGS SHIFT AROUND A LITTLE BIT FROM FROM THE OBJECTIVE COLUMN TO THE ROUND OF RANK COLUMN TO THE POLICY RANK COLUMN.

AND AS A REMINDER, THE POLICY RANK IS REFERRING TO A BOARD APPROVED POLICY THAT ALLOWS LOCAL AGENCIES TO PRIORITIZE THEIR PROJECTS THAT THEY SUBMIT, AND THOSE PROJECTS, IN ORDER TO EXPRESS A PREFERENCE, IT HAS TO BE INCLUDED IN THEIR RESOLUTION OF SUPPORT SUPPORTING THEIR PROJECTS.

SO AFTER WE APPLY ALL THREE OF THOSE, WE ARE LEFT WITH THE FINAL RANKING.

SO THE LEFT HAND COLUMN IS THAT FINAL RANK.

AND THIS IS SPLIT INTO TWO SLIDES.

JUST SO THAT WE COULD INCLUDE THE PROJECT DESCRIPTION AND THE PROJECT COSTS.

SO ONE THROUGH TEN IS ON THIS FIRST SLIDE YOU CAN SEE THE FINAL RANK TOTAL POINTS.

AND THEN THAT PROJECT DESCRIPTION AND THE PROJECT COST.

JUST A REMINDER THAT THE PROJECT COST IS THAT NUMBER IS REPRESENTATIVE OF THE ENTIRE PROJECT COST.

SO THAT'S GOING TO INCLUDE DESIGN, CONSTRUCTION, ANY INELIGIBLE ITEMS ANY ITEMS THAT ARE FUNDED WITH LOCAL FUNDS.

SO AGAIN THE CAP FOR PROJECTS THAT THE MPO THAT WE CAN FUND IS $3 MILLION FOR CONSTRUCTION, SO THAT IF YOU SEE A PROJECT THAT'S OVER 3 MILLION AND THE PROJECT COST COLUMN, JUST KEEP IN MIND THAT WE ARE ONLY FUNDING UP TO $3 MILLION PER PROJECT.

AND SO, AS YOU CAN SEE IN THIS LIST, A COUPLE OF PROJECTS DID TIE AND THAT IT HAPPENS WITH THE WITH THE RANKING TOOL.

SO WHAT WE DID WHAT STAFF DID TO TO TO ADDRESS THAT, TO ADDRESS THE TIES IS THAT WE LOOKED AT, YOU KNOW, FOR TWO PROJECTS. WE LOOKED AT THE CITY OR THE AGENCY THAT SUBMITTED THE PROJECT, AND WE LOOKED BACK TO SEE BASICALLY A PROJECT SUBMITTED BY AN AGENCY WHO HAS HAD A PROJECT AWARDED MORE RECENTLY THAN THE OTHER WOULD DROP TO THE LOWER SPOT TO MAKE ROOM TO PRIORITIZE A PROJECT FROM AN AGENCY THAT DOES THAT DID NOT HAVE A PROJECT AWARDED MORE RECENTLY.

AND THEN 11 THROUGH 19 IS ON THIS PAGE.

AGAIN, JUST A REMINDER THAT THE BLUE LINE REPRESENTS THE BREAK POINT FOR THE FUNDING ROUNDS.

AGAIN, THAT'S AND THAT'S NOT REPRESENTATIVE THAT PROJECTS.

THERE'S NO GUARANTEE THAT PROJECTS ONE THROUGH 14 WILL BE FUNDED.

IT'S JUST REPRESENTATIVE OF THAT ROUND THAT GEOGRAPHIC DISTRIBUTION.

AND THEN AGAIN ANOTHER REMINDER ABOUT THE PROJECT COSTS.

SO 15 THROUGH 19 ARE GOING TO BE THOSE THE SECOND ROUND OF PROJECTS.

AND THAT'S THAT'S PRETTY MUCH IT FOR FOR CYCLE EIGHT.

AND WHEN I'M DONE WITH THE PRESENTATION WE CAN GO BACK IF YOU ALL HAVE ANY QUESTIONS.

SO SEE, MOVING FORWARD, PENDING BOARD APPROVAL, APPLICATIONS FROM CYCLE EIGHT WILL BE VETTED BY MPO AND FDOT STAFF, AND THEN CYCLE EIGHT VISITS ARE ANTICIPATED TO TAKE PLACE IN THE SPRING OR SUMMER OF 2023.

OH, SORRY, 2024.

AND THEN THE NEXT CYCLE OF APPLICATIONS, CYCLE NINE, ARE ANTICIPATED TO BE DUE IN THE FALL OF 2024.

UM, JUST WANT TO HIGHLIGHT IT'S NEVER TOO EARLY TO START WORKING ON APPLICATIONS FOR NEXT YEAR.

AS YOU ALL KNOW, PARTNER RESOLUTIONS AND FDOT LETTERS OF SUPPORT, THINGS LIKE THAT COULD TAKE 6 TO 8 WEEKS OR LONGER.

AND YOU KNOW, PLEASE FEEL FREE TO START WORKING ON YOUR APPLICATION BEFORE THE PRE APPLICATION MEETINGS.

UM, AND THEN I'LL SEE SOME UPDATES WILL BE POSTED ON THE WEB PAGE.

[00:20:03]

SO THAT'S IT FOR MY PRESENTATION.

THANK YOU SO MUCH AND I WELCOME ANY QUESTIONS.

THANK YOU. ANY QUESTIONS FOR KERRIE.

CHRISTOPHER. KERRIE, HOW LONG HAVE WE KNOWN EACH OTHER? NOT TOO LONG.

OKAY. I'VE BEEN HERE FOUR YEARS.

OKAY. UM, I THINK YOU NEED TO BE PREPARED FOR THE BOARD TO BE ABLE TO EXPLAIN A LITTLE MORE THOROUGHLY HOW ONE PROJECT THROUGH THE OBJECTIVE SCORING WITH FEWER POINTS RANKS ABOVE ONE WITH MORE POINTS.

AND I WOULD I WOULD IMAGINE THAT COMES THROUGH THE POLICY RANKING LENS.

AND I WOULD LIKE SOME MORE EXPLANATION IN ORDER TO TRY TO DAMPEN SOME OF THE QUESTIONS FROM MY ELECTED OFFICIALS.

PLEASE. OKAY.

WOULD YOU LIKE A RESPONSE FROM ME NOW OR IS JUST A COMMENT? UM, I THINK THAT WAS A COMMENT AND A QUESTION ALL WRAPPED UP.

OKAY, SO IF I MAY ADDRESS THE IF THERE IS A QUESTION THERE.

SO THE POLICY RANK IS A BOARD APPROVED AND POSSIBLY INITIATED POLICY WHERE IF A, BOARD IF A LOCAL AGENCY SUBMITS TWO PROJECTS, THEY'RE ABLE TO EXPRESS A PREFERENCE OR A PRIORITY BETWEEN THOSE TWO PROJECTS, SO THAT WHEN WE AFTER WE DO THAT OBJECTIVE RANK AND APPLY THE ROUND RANK, THE NEXT STEP IS THEY CAN PRETTY MUCH SWAP THE TWO PROJECTS. SO EVEN IF IF THEIR PROJECT THAT THEY PREFER SCORED LOWER THAN THE OTHER PROJECT THEY SUBMITTED, WE SWAP THOSE TWO PROJECTS.

SO THAT'S HOW YOU END UP WITH PROJECTS WHO HAVE A LOWER TOTAL POINTS SCORE.

YOU KNOW, BUBBLING UP HIGHER IS BECAUSE OF THAT POLICY.

AND IT IS POSSIBLE THAT THE PROJECTS IN ROUND TWO WILL HAVE A HIGHER SCORE THAN PROJECTS IN ROUND ONE.

BUT THAT IS BECAUSE WE HAVE THAT POLICY ABOUT APPLYING THE ROUNDS OF FUNDING OR THE ROUNDS OF FUNDING AND TRYING TO ACHIEVE THAT KIND OF GEOGRAPHIC EQUITY.

YEAH. SO IF I MAY, MADAM CHAIR KERRY, DO YOU MIND GOING BACK TO THE SLIDE THAT HAD THE RANKINGS? BECAUSE IT'S EASIER TO SEE IF WE FOCUS ON ONE PROJECT WHERE THAT HAPPENED THIS YEAR.

IF YOU GO BACK ONE MORE SLIDE.

SO YOU'LL NOTICE THAT THE CITY OF FORT LAUDERDALE, NUMBER TWO, HAD THEIR RANKED SOUTH MIDDLE RIVER MOBILITY PROJECT.

AND AS PART OF THEIR RESOLUTION, WHEN THEY ADOPTED THE RESOLUTION TO SUBMIT THIS PROJECT FOR SEA SLIP, THEY ACTUALLY ASKED FOR THE NORTHEAST 15TH AVENUE MOBILITY PROJECT TO BE RANKED HIGHER IF OR SWAPPED IF THAT WERE THE CASE.

AND SO YOU'LL SEE IN THE NEXT SLIDE THEN OR ACTUALLY IF YOU GO BACK SORRY, KERRIE, JUST TO POINT IT OUT, YOU'LL SEE IT'S NUMBER, I'M TRYING TO LOOK AT IT NOW.

NUMBER 13 IS THAT IT.

NUMBER 15? 15 CORRECT 15 AND NUMBER TWO.

AND YOU'LL SEE IN THE NEXT SLIDE THOSE TWO SWAP.

SO EVEN THOUGH IT HAS A LOWER SCORE BECAUSE THEY HAD THAT ALREADY IN THEIR RESOLUTION THOSE TWO PROJECTS SWAPPED.

AND SO THAT'S HOW YOU END UP HAVING A PROJECT WITH A LOWER SCORE MOVING HIGHER UP TO THE TOP.

IT'S BECAUSE THAT THEY WERE FOLLOWING THAT BOARD ADOPTED FLEXIBILITY THAT WE HAVE.

SO.

OKAY. ANY. MAQSOOD.

THANKS, KATIE.

THE RANKING, ESPECIALLY THE POINTS.

DO YOU HAVE ANY BREAKDOWN, HOW DID YOU COME UP WITH 305 OR THIS TIER? IS THERE ANY BREAKDOWN THAT YOU CAN EMAIL US SO YOU CAN SEE HOW YOU COME UP WITH THE TOTAL NUMBER FOR EACH PROJECT.

SO IF I UNDERSTAND CORRECTLY, YOU'RE ASKING ABOUT HOW WE GOT TO THIS TOTAL POINTS.

YES. SO FOR EVERY PROJECT YOU KNOW WE APPLY THE EVALUATION CRITERIA.

SO WE'VE GOT A BREAKDOWN OF HOW EACH PROJECT SCORED IN EACH AREA IN EACH OF THE SIX AREAS.

YOU KNOW, ACCESSIBILITY SAFETY THINGS LIKE THAT.

SO YES IF YOU'D LIKE TO SEE A BREAKDOWN OF YOUR AGENCY'S PROJECTS SCORE I'D BE HAPPY TO MEET WITH YOU AND WE CAN GO OVER THAT TOGETHER.

THANK YOU. THANK YOU.

WE HAVE A VIRTUAL HAND.

I BELIEVE.

[00:25:01]

AFTERNOON. YES, I HAVE A, KERRIE, THANK YOU FOR THE PRESENTATION.

VERY GOOD. JUST TWO QUESTIONS.

MY FIRST QUESTION IS, HOW DO YOU DEAL WITH THE WHAT PROJECTS THAT ARE TIED IN THE SCORING? LIKE LET'S SAY, FOR EXAMPLE, PROJECTS THREE AND FOUR AND PROJECTS SEVEN AND EIGHT, AND I'M TALKING ABOUT THE RANKING LIKE THEY HAVE THE SAME SCORING.

SO I DON'T KNOW IF HOW DO YOU DEAL WITH WHICH ONE GETS PRIORITY IF, IF THE THRESHOLD COMES CLOSE TO THE TWO TWO THAT TIE.

AND MY SECOND QUESTION IS IT'S REGARDING WHAT WAS MENTIONED EARLIER.

AND I AGREE THAT THE BOARD MY FEEL LIKE THE POLICY RANKING EVEN THOUGH IT WAS APPROVED BY THE BOARD, YOU MIGHT FEEL THAT THEY MIGHT FEEL LIKE THERE'S A FLAW IN THAT POLICY, IN THE SENSE THAT THE CITIES CAN SUBMIT TWO PROJECTS AND KNOWING THEY CAN SUBMIT ONE VERY GOOD PROJECT THAT THEY KNOW IS VERY GOOD, AND JUST TO USE IT AS A PLACEHOLDER TO GET OTHER LOWER RANKED PROJECTS TO SWAP. MEANING EVERY YEAR, LIKE I CAN SUBMIT TWO PROJECTS, ONE IS ALWAYS VERY GOOD, BUT I'M ALWAYS GOING TO PUT MY PRIORITY WITH THE ONE THAT I KNOW IS GOING TO RANK LOW SO I CAN GET LOWER RANKED PROJECTS MOVE TO THE BEING SWAPPED.

SO I DON'T KNOW IF I EXPLAIN MYSELF, BUT IT SEEMS LIKE THERE MIGHT BE A FLAW IN THAT POLICY WHERE CITIES CAN STRATEGIZE AND DO THAT EVERY, EVERY YEAR ON THE APPLICATION TO MEET ONE VERY GOOD PROJECT, JUST JUST FOR THE PURPOSE OF USING IT AS A SWAP TO GET A LOWER RANKED PROJECT. YES.

SO TO ADDRESS YOUR FIRST QUESTION.

SO FOR EXAMPLE, FOR I JUST KNOW OFF THE TOP OF MY HEAD, SINCE LAUDERDALE LAKES HAD A PROJECT THAT WAS RECENTLY AWARDED, SO WE WOULD LOOK AT FOR THE PROJECTS THAT TIE IN TERMS OF THEIR SCORING.

WHAT WE DID IS SINCE WE DON'T HAVE A POLICY, WE DON'T CURRENTLY HAVE A POLICY ON HOW TO ADDRESS TIE BREAKS WITH THE POINTS.

WHAT WE DID, WHAT STAFF DID IS WE LOOKED AT BETWEEN LAUDERDALE LAKES AND POMPANO BEACH, WHO HAD A PROJECT AWARDED MORE RECENTLY.

IT WAS LAUDERDALE LAKES, SO WE MOVED THEM TO THE BOTTOM SO THAT POMPANO BEACH WOULD FALL FIRST ON THAT LIST.

SO THEY'D HAVE AN OPPORTUNITY TO HAVE A PROJECT AWARDED SINCE IT'S BEEN LONGER, SINCE THEY'VE HAD ONE AWARDED.

SO THAT'S, THAT'S THAT'S HOW WE HANDLED IT.

AND TO ADDRESS YOUR SECOND COMMENT, I WELL, I DON'T KNOW IF I SHOULD I DON'T KNOW IF IT WAS A COMMENT OR A QUESTION OR IF YOU WANTED STAFF.

IT WAS IT WAS A COMMENT.

JUST SOMETHING TO KEEP IN MIND THAT THE BOARD MIGHT EXPRESS CONCERN OF HOW A PROJECT THAT SCORE LOWER IS ABLE TO TO PUSH OTHER PROJECTS DOWN.

AND MADAM BY USING THE STRATEGY OF THE POLICY RANKING BY USING A SWAP.

YEAH. IF I MAY CHIME IN, MADAM CHAIR.

SO PETER KEYES, BY THE WAY, WITH THE BROWARD MPO.

SO, SAL, YOUR POINT IS A GOOD ONE.

I THINK IT ALSO DOVETAILS INTO THE COMMENT THAT CHRIS SWANSON MADE THAT.

SO THIS WAS SOMETHING THAT THE BOARD ACTUALLY ASKED US TO DO.

WE NEVER SUGGESTED IT.

AND IT WAS EARLY ON IN THE CSLIP PROCESS, PROBABLY CYCLE 2 OR 3 THAT WE IMPLEMENTED THIS POLICY.

AND I CAN TELL YOU WITH STAFF, I REMEMBER THAT CONVERSATION AND WE BROUGHT UP THE SAME POINT THAT YOU DID, AND WE SAID WE HAVE TO BE CAREFUL HERE BECAUSE THAT COULD BE GAMED.

AND I THINK THE BOARD ACKNOWLEDGED THAT AND RECOGNIZED IT, BUT THEY STILL WENT AHEAD WITH IT.

SO WE'RE OPEN TO ALWAYS CHANGING THE POLICIES.

AND YOU SEE, KERRIE, AS EARLY AS LAST YEAR BROUGHT UP NEW POLICIES.

SO IT'S NOT WITHIN OR OUTSIDE THE REALM OF THE TAC TO SUGGEST THAT A POLICY LIKE THAT MAYBE BE REMOVED IN THE FUTURE.

EXCUSE ME. SO, YOU KNOW, I UNDERSTAND WHERE YOU'RE COMING FROM.

AND I THINK THAT'S SOMETHING THAT WE COULD REVISIT FOR THE NEXT CYCLE.

AND CERTAINLY THE TAC COULD BRING THAT UP AS WELL.

AND I'LL SHARE OUR STORY BECAUSE WE ARE RANKED TOO.

SO THIS NORTHEAST 15TH AVE WE'VE BEEN SUBMITTING FOR SIX YEARS NOW, I THINK, AND KEEP TRYING TO SUBMIT AND SUBMIT, SUBMIT.

AND THE LAST THREE YEARS WE'VE ALWAYS BEEN ONE UNDER.

SO THEN WE WERE LIKE FIFTH AND THEN ONLY FOUR GOT RANKED FUNDED AND THEN WE WERE FOURTH, AND THEN ONLY THREE GOT FUNDED, AND THEN WE WERE THIRD, AND THEN ONLY TWO GOT FUNDED LAST YEAR AND NOW WE'RE TWO.

SO WE KEPT SUBMITTING IT AND WE AND IT'S ALWAYS DONE WELL.

AND WE'RE GRATEFUL FOR THIS POLICY BECAUSE WE SUBMITTED.

THE NEW PROJECT WAS A BRAND NEW DEVELOPED WITH A NEIGHBORHOOD PROJECT.

AND AFTER TRYING FOR SIX YEARS, WE DIDN'T WANT TO GIVE UP 15TH AVE, BUT WE WANTED TO START A NEW ONE IN THE PIPELINE OF SUBMITTING FOR FIVE YEARS.

[00:30:04]

SO THAT'S OUR POLICY RANKING.

WE'RE DEFINITELY NOT GAMING THE SYSTEM.

THERE'S NO THERE'S A LOT OF WORK PUT INTO THESE AND A LOT OF PUBLIC OUTREACH.

SO I WOULDN'T WANT TO HAVE TO GO BACK TO A NEIGHBORHOOD AND SAY, WE'RE JUST USING YOU TO GET ANOTHER PROJECT.

I THINK THAT WOULD BE A ROUGH SPOT FOR A CITY TO GO INTO IF YOU'RE TRYING TO THINK THAT WAY.

SO THAT'S NOT HOW WE USE IT.

WE JUST USE IT MORE.

OF WHICH PROJECT HAVE WE BEEN TRYING TO GET UP TO THE TOP FOR THE LONGEST AND KEEP THAT AS OUR PRIORITY? ANY OTHER COMMENTS OR QUESTIONS FOR KERRIE? NO. SEEING. NO. SO THIS IS AN ACTION ITEM.

MAKING A MOTION TO RECOMMEND TO THE MPO BOARD TO APPROVE THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES, CYCLE EIGHT PRIORITY LIST AND DIRECT STAFF TO WORK WITH DOT ON VETTING AND PROGRAMING THESE PROJECTS THROUGH THE CYCLE THAT KERRIE DESCRIBED OVER THE NEXT YEAR.

SO IF LET ME GO BACK TO.

WE HAVE A MOTION MADE BY LEWIS AND SECONDED BY VIVIANA.

ANY OTHER COMMENTS ON THIS MOTION? OKAY. SEEING NONE, I'LL CALL FOR A VOTE TO MAKE THE MOTION TO APPROVE.

RECOMMEND APPROVAL.

EXCELLENT. THANK YOU. MOTION CARRIES.

THANK YOU. THANK YOU, MADAM CHAIR.

THANK YOU. NEXT ITEM WE HAVE ON OUR AGENDA IS A PRESENTATION FOR FEDERAL GRANTS UPDATES.

[1. Federal Grants Update]

AND WE HAVE MS. TOOSI HERE TO GIVE THAT UPDATE.

HEY, GUYS. SO NICE TO SEE YOU AGAIN.

LUCKY FOR YOU, THIS IS THE FACE THAT YOU WILL BE SEEING FOR THE FEDERAL GRANTS UPDATES FROM HERE ON OUT.

SO UNLESS I'M NOT IN AND PAUL WILL TAKE OVER FOR IT.

SO, MADAM CHAIR, THANK YOU.

GOOD AFTERNOON. I HOPE YOU ALL HAD A WONDERFUL HOLIDAY AND THAT EVERYBODY ARRIVED WHERE THEY NEEDED TO BE SAFELY AND QUICKLY AND EFFICIENTLY.

IN CASE YOU ARE NEW, I'M JENNIFER TUSSEY, I'M PART OF THE INTERGOVERNMENTAL TEAM, AND I'M HERE TO GIVE YOU THE FEDERAL GRANTS AWARDS UPDATE FOR NOVEMBER 2023.

FIRST UP, WE HAVE SAFE STREETS AND ROADS FOR ALL.

ON NOVEMBER 2ND, THE MPO BOARD SELECTED A CONSULTANT WSP AND WE ARE VERY EXCITED TO BE MOVING FORWARD.

WE HAVE A KICKOFF MEETING STARTING TOMORROW, SO.

THINGS ARE MOVING ALONG.

VERY EXCITED FOR THAT.

NEXT UP, WE HAVE OUR THRIVING COMMUNITIES.

THE SCOPE IS IN DEVELOPMENT.

OUR STAFF ACTUALLY, WE HAVE STAFF UP IN DC FOR THE COHORT MEETING WITH THE OTHER THRIVING COMMUNITY PARTNERS.

THEY WILL BE MEETING AND DISCUSSING IDEAS GOING FORWARD.

AND THEN ONCE WE GET DEBRIEFED, WE WILL BE MOVING ALONG WITH THE NEXT STEPS IN FINALIZING OUR SCOPE.

THE RAIL CROSSING ELIMINATION PROGRAM.

WE ARE PRETTY MUCH AT STATUS QUO.

STILL WORKING WITH THE CITIES, WORKING WITH BRIGHTLINE AND FRA ON THE GRANT AGREEMENTS.

IT'S MOVING SLOWLY, BUT IT IS MOVING.

NEXT UP, WE HAVE OUR PROTECT GRANT THAT IS STILL UNDER REVIEW.

IT WILL BE ANNOUNCED IN EARLY 2024.

AS WELL AS OUR RECONNECTING COMMUNITIES.

IT IS IN REVIEW AND WE WILL BE, WE ARE STILL AWAITING FOR COMPLIANCE AND THE ANNOUNCEMENT WILL COME IN SPRING 2024 AS WELL.

AND OUR LAST ONE THAT WE RECENTLY APPLIED FOR WAS THE SMART GRANT.

THAT IS STILL, IT IS IN PROCESS TO BE REVIEWED AND WE WILL KNOW MORE INFORMATION IN EARLY 2024.

SO AT LEAST WE ALL KNOW THAT EARLY 2024 IS GOING TO BE SUPER EXCITING FOR US.

HERE WE HAVE OUR OPEN GRANT APPLICATIONS.

THEY ARE HYPERLINKED FOR FURTHER INFORMATION.

AND THEN WE HAVE OUR UPCOMING GRANT APPLICATIONS AS WELL.

SOME OF THOSE LOOK FAMILIAR AS THEY ARE CYCLED THROUGH AGAIN.

AND THOSE ARE ADDITIONALLY HYPERLINKED.

ANYBODY APPLYING FOR ANYTHING?

[00:35:08]

ANYBODY? ANYBODY? YEAH.

OKAY. ALL RIGHT.

ANY QUESTIONS? ANY QUESTIONS? LOOKS GOOD. SEEING THINGS COME ALONG.

MOVING AS IT IS, YOU KNOW.

AND I KNOW THERE'S THE RAIL CROSSING ELIMINATION MEETING COMING UP IN A COUPLE OF MONTHS PROBABLY. THAT'S BEING SCHEDULED NOW? YES. SO EVERYTHING'S.

IT'S GOOD TO SEE EVERYTHING'S STARTING TO COME.

IT IS. YES. IT'S JUST IT'S CHUGGING ALONG SLOWLY.
