[00:05:03]

AM WORKING TO REBECCA SCHULTZ BROWARD MPO ALL THE WAY OVER HERE IN THE CORNER. I AM WORKING TO AFTER THE ATTENDANCE AFTER THE ABSENCE AT THE VOTE SYSTEM UPDATED WITH THOSE WHO ARE ADDED. THANK YOU. THANK YOU FOR BRINGING THAT UP. GLAD YOU'RE HERE. THANK YOU. OKAY. COUPLE OF WEEKS AGO WE HAD AN EVENT THAT WAS A LONG

[A. Recognition of the Efforts of Individuals Who Were Instrumental With the Quiet Zone]

TIME COMING WHICH WAS RIBBON CUTTING FOR THE EFFECTIVENESS OR THE EFFECTIVE DATE OF THE QUIET ZONES ALONG THE FEC. AND I WANT TO RECOGNIZE THAT THE VICE MAYOR GREEN ATTENDED AND COUNCIL MEMBER CALETKA ATTENDED AND SOMEBODY ELSE. MR. HARRIS ATTENDED. THERE WAS ONE OTHER FROM POMPANO BEACH THE. YES. OAKLAND PARK. I [INAUDIBLE] THE RIGHT COUNTY. BUT I WANT. I'M SORRY. I GOT IT. SO I APPRECIATE THOSE OF YOU ATTENDED. AND JUST AS THE RIBBON WAS BEING CUT A BRIGHT LINE TRAIN FLEW BY WITH NO HORN. SO IT WAS A GREAT DAY. WANT TO TAKE SOME JUST A FEW MINUTES TODAY I THINK SOME PEOPLE WHO WERE INSTRUMENTAL IN COORDINATING THAT EVENT AND FOR MAKING IT HAPPEN AND FIRST PERSON I WANT TO RECOGNIZE IS SOMEONE FROM MY OWN CITY LORIE MERTENS-BLACK. LORIE WOULD YOU STAND. LORIE COORDINATED AND COLLABORATED WITH THE MPO. [APPLAUSE]. TO FINALIZE THE ESTABLISHMENT NOTICE OF ESTABLISHING FOR THE QUIET ZONES. THIS ONE DOCUMENT CREATED THE QUIET ZONE FOR ALL OF BROWARD WHICH IS NOW THE LONGEST QUIET ZONE IN THE COUNTRY. CORRECT. LORIE THANK YOU VERY MUCH APPRECIATE THAT. ALSO MICHAEL LEFEVRE WHO IS FROM BRIGHTLINE. WHO I REFER TO AS DOOGIE HOWSER BUT THAT'S A DIFFERENT STORY. [APPLAUSE]. AS YOU ALL KNOW THERE WERE THERE WERE DELAYS WITH THE QUIET ZONE BUT MICHAEL WAS ALWAYS WORKING WITH US TO FIND SOLUTIONS TO THAT AND THE QUIET ZONES BECAME A MOVING TARGET. BUT WITHOUT HIS COOPERATION THE MANAGEMENT WE WOULD NOT HAVE HIT WAS GOING TO SAY HIT OUR MARK BUT THE MARK KEPT MOVING. THANK YOU VERY MUCH MICHAEL. THERE WAS ONE OTHER PERSON WHO WAS VERY INSTRUMENTAL IN THE SUCCESS OF THIS WHO COULDN'T BE WITH US TODAY. CARMELO CARATOZOLLO FROM BROWARD COUNTY. AND THE REASON FOR RECOGNIZING HIM IS SOME OF YOU WILL REMEMBER THAT THE SIGNS WERE BEING POSTED ALONG THE ROAD WHICH SAYS NO HORN TO LET DRIVERS KNOW THAT THERE WAS NOT GOING TO BE A TRAIN HORN. WELL SOME ENTREPRENEURS STOLE THE POLES BEFORE THE SIGNS COULD BE INSTALLED. THERE WERE 80 POLES ALONG THE ROUTE THAT WERE STOLEN. AND SO CARMELO WAS RESPONSIBLE FOR REPLACING GETTING THOSE POLES REPLACED AND WE WANT TO THANK HIM FOR HIS EFFORTS BROWARD COUNTY'S EFFORTS. IT WAS NOT EASY BECAUSE BROWARD COUNTY DID NOT HAVE REPLACEMENT POLLS IN INVENTORY SO THEY HAD TO BE PURCHASED AND INSTALLED. SO WE WE APPRECIATE THAT. HE CAN'T BE WITH US TODAY BECAUSE IT'S HIS BIRTHDAY AND HE'S OUT OF TOWN. BUT WE'LL MAKE SURE HE GETS HIS CERTIFICATE AND RECOGNITION. WITH THAT

[8. Executive Director’s and Legislative Reports]

MR. STEWART IT'S BACK TO YOU. THANK YOU SIR. I'M GONNA TRY TO DO THIS AS QUICK AS POSSIBLE. I DO WANT TO LET EVERYONE KNOW YESTERDAY THE MPO HOSTED TRAINING FOR INTEGRATED QUARTER MANAGEMENT. AND I'D LIKE TO ALSO THANK ALL THE FOLKS THAT ATTENDED INCLUDING BROWARD COUNTY STAFF FROM TRAFFIC ENGINEERING AND STREETS AND HIGHWAYS BECAUSE THIS IS ACTUALLY GETTING TO THE FUTURE OF WHERE WE'RE HEADED AND ESPECIALLY NOW THAT SALES TAX PASSED THE COORDINATION OF TRAFFIC LIGHTS AND THE ADVANCEMENT ON OUR CORRIDORS ARE GOING TO BE VERY IMPORTANT. ALSO I MYSELF AND THE VICE CHAIR WAS UP IN BEAUTIFUL OMAHA NEBRASKA SINCE SATURDAY OR EARLY SUNDAY MORNING AND IT WAS GREAT WITH SITTING WITH OUR PEERS FROM AROUND THE NATION ONE OF THE THINGS THAT YOU KNOW AGAIN OUR ORGANIZATION GETS RECOGNIZED TIME AND TIME AGAIN IN VARIOUS AREAS ESPECIALLY WHEN IT COMES TO PUBLIC INVOLVEMENT AND THE DIRECTIONS THAT WE'VE BEEN HEADING. AND IT WAS A GREAT OPPORTUNITY TO EXCHANGE WITH OUR PEERS FROM AROUND THE NATION AS WELL AS ELECTED OFFICIALS FROM AROUND THE NATION INCLUDING THIS GREAT STATE OF HAWAII. AND IT WAS ACTUALLY VICE CHAIR CALETKA THAT BROUGHT THEM BACK TO THE FOLD AND THE NATIONAL ASSOCIATION OF REGIONAL COUNCILS AND THE EXECUTIVE DIRECTOR UP THERE WAS VERY GRATEFUL. SO

[00:10:03]

WITH THAT THAT WAS A GREAT OPPORTUNITY. AND BY THE WAY IF YOU EVER GET TO GO TO OMAHA AND I KNOW THAT'S NOT PROBABLY SOMETHING ON A BUCKET LIST BUT IT WAS ACTUALLY VERY BEAUTIFUL IN A VERY ODD WAY. SO I DEFINITELY WOULD ENCOURAGE YOU JUST IF YOU GET THE CHANCE TO GO THROUGH BECAUSE VERY UNIQUE TOWN. I'M GOING TO GET INTO THE FEDERAL APPROPRIATIONS VERY QUICKLY. YOU KNOW WELL DYSFUNCTION IS SOMETHING THAT IS A HALLMARK IN WASHINGTON RIGHT NOW. YOU KNOW THERE ARE SOME GOOD THINGS HAPPENING. TRANSPORTATION, HOUSING, AND URBAN DEVELOPMENT APPROPRIATIONS HAVE ACTUALLY MOVED THROUGH THE HOUSE WHICH IS VERY IMPORTANT. THEY'RE ACTUALLY ON THE FLOOR NEXT WEEK. IT IS A FOUR POINT SEVEN BILLION DOLLAR INCREASE OVER FISCAL YEAR 2019 FUNDING THAT WILL IMPACT US AS WELL BECAUSE WE DO HAVE THE GREAT OPPORTUNITY TO SEE MORE FUNDING ON OUR PROJECTS THROUGH THE FEDERAL GOVERNMENT WITH THAT.

TRANSIT IS ONE OF THOSE LESSER FAVORITE SUBJECTS UP IN WASHINGTON BUT THERE IS SOME DECENT MONEY BEING PUT INTO THE NEW START SMART STARTS AND YOU KNOW SO WE'LL SEE IF THAT PASSES OFF THE FLOOR. IT'S ABOUT TWO POINT THREE BILLION DOLLARS WITH ONE POINT EIGHT BILLION ACTUALLY BEING OBLIGATED BY DECEMBER 31ST 21 WHICH IS THE DATE THAT THE HIGHWAY TRUST FUND GOES INSOLVENT. SO WE'RE GOING TO BE HAVING CONVERSATIONS AS WE GET INTO THE END OF 20 TO WHAT'S GOING ON IN WASHINGTON TO FUND THE HIGHWAY TRUST FUND BECAUSE THAT'S WHERE ALL THE HIGHWAY MONEY ACTUALLY EXISTS AND IT FUNDS THIS ORGANIZATION AND FOUR HUNDRED AND TWENTY OF OUR OTHER SISTER AGENCIES. THE FAST ACT ON THE HIGHWAY SIDE HAS ABOUT FOUR POINT SIX THREE SIX FIVE BILLION IN FEDERAL AID. IT'S ACTUALLY AUTHORIZED WITH A ONE POINT ONE BILLION DOLLAR INCREASE IN FISCAL YEAR 19. THERE'S AN ADDITIONAL ONE POINT SEVENTY FIVE BILLION FROM HIGHWAYS FROM THE TREASURY THAT'S BEING TRANSFERRED OVER TO THE HIGHWAY TRUST FUND TO COVER THE INCREASE IN SPENDING. BUILD GRANTS WE'RE GONNA BE GOING IN FOR SEVERAL OF THEM ONE WITH PORT EVERGLADES THE OTHER WITH THE CITY OF FORT LAUDERDALE AND WE'RE LOOKING AT A POTENTIAL THIRD. THERE'S ABOUT A BILLION DOLLARS IN THAT PROGRAM AND WE'RE ONE HUNDRED MILLION DOLLARS WAS ADDED IN FISCAL YEAR 19 FOR THIS ROUND. SO HOPEFULLY WE'LL BE ABLE TO CAPTURE THAT AND THEN SEE HOW THAT GOES. THERE HAS BEEN ABOUT 20 MILLION DOLLARS SET ASIDE FOR PLANNING AND DESIGN YOU KNOW IN AREAS OF PERSISTENT POVERTY. SO THAT WILL HELP AREAS ACHIEVE GREATER ECONOMIC DEVELOPMENT THROUGH THE TRANSPORTATION SIDE. PEDESTRIAN SAFETY REPORT LANGUAGE IS GOING THROUGH THE FEDERAL RAIL ADMINISTRATION. THE ATCMTD THAT IS A GRANT WE APPLIED FOR WITH BROWARD COUNTY AND THE CITY OF FORT LAUDERDALE AS WELL AS AS WELL AS FDOT. WE DID NOT GET THAT GRANT. I AM IN THE PROCESS OF DISCUSSIONS WITH FDOT, THE CITY, THE COUNTY TO ACTUALLY GO BACK AFTER THAT GRANT ONE MORE TIME WE HAD A LIKE ALL THE OTHER GRANTS THAT THIS AGENCY HAS BEEN WRITING THEY ACTUALLY DO GET TO THE SECRETARY'S DESK IT IS A POLITICAL DECISION IN US NOT RECEIVING THE FUNDING SO WE'RE GOING TO BE ASKING OUR FRIENDS ALL OVER THE PLACE TO START CONTACTING SENATOR SCOTT AND SENATOR RUBIO BECAUSE THAT'S WHERE THE DRAG HAS HAPPENED. AND SO YOU KNOW BUT ON THE HOUSE SIDE WE KNOW WE'VE HAD CONSISTENT REPORT SUPPORT THERE BOTH ON THE R AND D SIDE SO THAT THAT IS SOMETHING TO NOTICE. AS FAR AS INNOVATIVE MOBILITY PROJECTS AND PUBLIC TRANSPORTATION THERE IS ANOTHER 15 MILLION DOLLARS AVAILABLE THERE. ANOTHER 8 MILLION DOLLARS ON MOBILITY ON DEMAND AND THOSE ARE THOSE LITTLE GOLF CARTS THAT YOU SEE EVERY ONCE IN A WHILE AS WELL AS THE SCOOTERS. WE HAVE FIVE BILLION DOLLARS IN STRATEGIC TRANSIT AUTOMATION AND RESEARCH AND ACTUALLY THAT ACT SOME OF IT WENT TO CUTR WHICH IS THE CENTER FOR URBAN TRANSPORTATION RESEARCH IN TAMPA AND THEY'RE MOVING FORWARD WITH EFFORTS AROUND THE STATE. BROWARD COUNTY TRANSIT DID PUT IN FOR A GRANT THROUGH CUTR AND UNFORTUNATELY IT WAS NOT SELECTED HOWEVER IT WAS ANOTHER STRONG CANDIDATE. AND SO WE ARE ENCOURAGING THEM TO DO THAT AGAIN.

MOBILITY PAYMENT INTEGRATION THIS IS ALLOWING SEAMLESS AND COMPLETE PLANNING AMONG DIFFERENT PUBLIC AND PRIVATE OPERATORS. THE GOVERNMENT HAS ASSIGNED ABOUT TWO MILLION DOLLARS FOR THAT AND FTA GRANTS FOR HUMAN TRACK TRAFFICKING FEDERAL TRANSIT ADMINISTRATION WILL BE OFFERING ABOUT FOUR MILLION DOLLARS TO PREVENT HUMAN TRAFFICKING AND OTHER CRIMES THAT OCCURS ON BUSES AND TRAINS AND YOU KNOW YOU DON'T REALLY THINK ABOUT THAT BUT THAT DOES OCCUR AND HOPEFULLY NOT IN OUR AREA.

THE STATE IS OBVIOUSLY OUT OF SESSION AND WE HAD A REPORT FROM OUR FRIENDS AT TSE

[00:15:03]

LAST MONTH ABOUT WHERE THAT IS AND AGAIN YOU KNOW BACK TO THE CERTIFICATES OF RECOGNITION IF IT WASN'T FOR CAMELO WHO WASN'T HERE TODAY WE COULDN'T HAVE PULLED AND I HATE TO SAY THE WORD TRIGGER THE QUIET ZONES BECAUSE THOSE SIGNS HAVE TO BE UP AND WHILE ALL OF THEM WERE STOLEN AND I KNOW VICE CHAIR CALETKA MADE A JOKE ABOUT THEY'RE ALL IN DAVIE IN A SCRAP YARD. WE DID GO LOOKING FOR THEM THERE THEY WEREN'T THERE. SO YOU KNOW THAT CONFIRM THAT THAT WAS TRULY A JOKE.

HOWEVER THAT SAID IF YOU THINK THAT'S AN AMAZING THING OUR FRIENDS IN JACKSONVILLE FLORIDA AND I WAS TALKING WITH THEM A COUPLE OF WEEKS AGO. THIEVES ACTUALLY TOOK DOWN THE METAL PIECE FOR TRAFFIC LIGHTS. YOU KNOW HOW WE HAVE THE HURRICANE STRONG TRAFFIC SIGNALS. WELL THEY ACTUALLY HAVE THOSE IN JACKSONVILLE AS WELL. AND THIEVES TOOK THEM TOOK ONE OF THEM APART AND PUT THEM ON TOP OF THEIR CAR AND MADE IT ABOUT A MILE UNTIL SOMEBODY I GUESS CALLED THE POLICE AND THE POLICE SHOWED UP AND ACTUALLY ARRESTED THEM. THEY WERE PLANNING ON RECYCLING OR PROVIDING THAT MAST ARM FOR RECYCLING. SO THAT'S SOMETHING THAT HAPPENED IN JACKSONVILLE. IT'S SOMETHING YOU MIGHT WANT TO PAY ATTENTION TO IN YOUR COMMUNITIES BECAUSE YOU KNOW WHAT HAPPENS IN JACKSONVILLE COULD SPREAD THE REST OF THE STATE. AND WITH THAT MR. CHAIRMAN I AM DONE WITH MY REPORT. THANK YOU. ALL THAT MONEY WE'RE TALKING ABOUT WHAT IS THE IMPACT ON FOR BROWARD COUNTY MPO IN TERMS OF FUNDS THAT MIGHT HAVE BEEN NOT AVAILABLE WHEN WE DID OUR PLANS. WELL THE GOOD NEWS IS THE 2045 GOING FORWARD IS GOING TO START RECOGNIZING SOME OF THESE FUNDING ACCOUNTS. BUT THE BIGGER GOOD NEWS WHICH IS REDUNDANT IS ACTUALLY WITH THE COUNTY SALES TAX THAT'S PASSED AND WITH THE COUNTY'S ABILITY THERE IS GOING TO BE MORE LEVERAGE WE'RE GONNA BE ABLE TO DO TO ACQUIRE THESE GRANTS. SO IT'S LITERALLY GOING TO BE THE POLITICAL LIFT. AND BECAUSE WE KNOW WE CAN TECHNICALLY PUT TOGETHER VERY SOLID APPLICATIONS TOGETHER AND SEPARATELY BROWARD COUNTY AND THE MPO AND THE DOT. SO THIS IS GONNA BE SOMETHING THAT WILL ULTIMATELY BE A VERY GOOD THING AS WE MOVE FORWARD TO ACTUALLY HAVE THAT LEVERAGE AND THAT TRAFFIC SIGNALIZATION GRANT WE'LL BE ABLE TO PUT SOME MORE MONEY FROM THE COUNTY INTO THAT BECAUSE THE COUNTY WAS PLANNING ON DOING SIGNALIZATION ANYWAY. AND WHILE IT FEDERALIZES IT IT ACTUALLY WILL THEN PROVIDE US WITH BETTER TECHNOLOGY THAT WE CAN GRAB OUT OF WASHINGTON D.C.. SO THAT IS ALL A GOOD THING AND THAT'S THE POSITIVE WITH THE INCREASES IN FUNDING BECAUSE WE HAVE MORE MONEY THEY HAVE MORE MONEY AND WE CAN MATCH MORE. MATCH IS GOOD. COMMISSIONER  BATES RATHER AND MICHAEL CARN. [INAUDIBLE]. DID YOU RECOGNIZE ME. MY MIC IS ON. I DON'T SEE YOUR NAME HERE BUT. I ASKED TO BE ON QUE BUT NOW MY MIC TURNED ON SO IT'S ME. IT'S SHARIEF I. IT'S COMING UP. IT CAME UP AS BATES. COMMISSIONER SHARIEF. I JUST I DON'T MIND BEING HER SHE'S COOL. I JUST WANTED TO ASK ON THE HIGHWAY TRUST ON THE TRANSPORTATION FUNDING. HOW LIKELY ARE WE TO BE ABLE TO GET THAT MONEY ALLOCATED AGAIN SINCE IT'S SUNSETTING. ARE YOU ARE YOU CONFIDENT IN THAT. YES I'M ACTUALLY VERY CONFIDENT IN THAT BECAUSE WHILE THE STATE OF FLORIDA IS ABOUT 25 PERCENT OF THE TOTAL TRANSPORTATION FUNDING IS FEDERAL. ALABAMA, TENNESSEE, THE MIDDLE STATES, WHAT SOME PEOPLE REFER TO AS FLYOVER ALL OF THEM DEPEND ON 75 PERCENT OR MORE OF THEIR BUDGET IS ACTUALLY COMING OUT OF THE FEDERAL GOVERNMENT. SO THAT HAS TO BE REAUTHORIZED. OK ALL RIGHT THANK YOU. COMMISSIONER CARN. THANK YOU MR. CHAIR. AND THANK YOU. MR. EXECUTIVE DIRECTOR FOR THE REPORT. I WANTED TO ASK A QUESTION WHEN YOU MENTIONED THE BUILD GRANT THAT YOU WERE GOING TO BE SUBMITTING ONE WITH THE CITY OF FORT LAUDERDALE IF YOU COULD GIVE US A LITTLE INSIGHT ON WHAT THAT IS. AND YOU'RE LOOKING FOR ANOTHER PROJECT. COULD YOU GIVE US SOME INSIGHT ON WHAT MIGHT BE QUALIFIED. BASICALLY WHEN MEMBER GOVERNMENTS COME TO US AND ASK HEY WE WERE THINKING THIS IS SOMETHING WE'D LIKE TO LOOK AT. FORT LAUDERDALE IS LOOKING TO DO A MOBILITY PLAN NOW THAT THE WAVE HAS GONE OUT TO SEA THEIR STREETCAR. AND SO NOW THEY NEED TO COME BACK IN WITH A DIFFERENT MOBILITY PLAN FOR THEIR DOWNTOWN CORE AREA. SO THIS IS WHAT THAT GRANT IS THEY'RE GOING TO BE ASKING FOR IT THROUGH THE MPO. AND YOU KNOW WE HAVE AN AGREEMENT WITH THEM TO DO THAT AND THEN THE OTHER GRANT WE WERE ACTUALLY LOOKING AT WAS WITH ANOTHER COMMUNITY AND THEY HAVEN'T CONFIRMED THEY WANT TO GO FORWARD YET OR NOT AND TIME IS RUNNING OUT SO I'M GONNA

[00:20:01]

GUESS THAT IT PROBABLY WON'T HAPPEN. BUT IT'S STILL A SECRET WHO THEY ARE. WELL UNTIL IT UNTIL I CAN SAY SOMETHING YEAH. OKAY SO IF THEY IF THEY RUN OUT CAN SOMEBODY ELSE STEP UP AND. YOUR CITIES ANY CITY CAN ALWAYS PARTNER WITH THE MPO WE HAVE AGREEMENTS WITH MULTIPLE CITIES AND I THINK WE HAVE ONE WITH YOURS AS WELL. IT'S IN OUR LOCAL AGREEMENT. WE HAVE ONE WITH TAMARACK. IT'S A JUST A YOU JUST STEP UP AND SAY HEY I'M INTERESTED I WANT TO GO. AND YOU KNOW WE DEPLOY THE RESOURCES NECESSARY. OKAY THANK YOU. THANK YOU. I THINK MR. STEWART YOUR REPORT AND THE POTENTIAL FOR MORE GRANTS AND SO FORTH ALSO WILL BE A CHALLENGE FOR OUR LOBBYIST IN WASHINGTON TO CONTINUE TO WORK TO ACHIEVE THAT. OH YEAH. VERY GOOD. GENERAL

[10. General Counsel’s Report]

COUNSEL. THANK YOU CHAIR BLATTER AND MEMBERS THIS PART OF THE MEETING I BASICALLY ADVISE THE STATUS OF THE VOTING MEMBERS AS YOU KNOW WE HAVE TWENTY FIVE VOTING MEMBERS AT ANY GIVEN TIME FOURTEEN MEMBERS ARE A QUORUM. WE CERTAINLY HAVE THAT AND WE HAVE TWENTY TWO MEMBERS WHO ARE PRESENT TODAY. SO AS OF NOW EVERYBODY GETS TO VOTE AND AS WE GO FURTHER INTO THE AGENDA WHEN WE'RE TALKING ABOUT THE ELECTIONS EVERYONE WILL GET TO VOTE ANYWAY. I DO HAVE MY REPORT IT WAS SUBMITTED AS PART OF THE BACKUP IF YOU HAVE ANY QUESTIONS. THAT'LL BE FINE. I'M ABLE TO TAKE THOSE BUT I WILL BE BACK SHORTLY WITH REGARD TO THE ELECTION OF OFFICERS. THANK YOU [INAUDIBLE]. PETER GIES. AS PETER GETS UP ONE OF THE THINGS MIKE JUST GOT UP AND REMINDED

[A. Board Engagement Forum Action Plan Follow-Up]

[11. 2045 Metropolitan Transportation Plan (MTP) Updates: http://www.browardmpo.org/index.php/commitment-2045-metropolitan-transportation-plan]

ME AS WE ALSO I SKIPPED OVER I GLOSSED OVER THE BOARD ENGAGEMENT IF ALL OF YOU REMEMBER WE HAD A JANUARY BOARD MEETING IT WASN'T ACTUALLY A VOTING MEETING BUT IT WAS THE BOARD ENGAGEMENT OR WHAT WE USED TO CALL IT AS BOARD RETREATS AND PETER'S GONNA GO OVER THAT REALLY QUICKLY AND GO IN THE MTP SO THIS CAN MOVE SEAMLESSLY. THANK YOU GREG AND MR. CHAIRMAN. YES BEFORE I JUMP INTO THE MTP AS STRATEGIC PLANNING MANAGER ONE OF MY RESPONSIBILITIES AS WELL AS TO OVERSEE THE IMPLEMENTATION OF THE STRATEGIC BUSINESS PLAN THAT BASICALLY TAKES GUIDANCE FROM THE BOARD AND IS OUR ROADMAP AS STAFF FOR THE FUTURE BOTH WITH TWO AND FIVE YEARS SUCCESS MARKERS. SO PART OF THE JANUARY BOARD ENGAGEMENT FORUM WAS TO HELP MAKE SURE THAT WE'RE GETTING THINGS RIGHT AS IT PERTAINS TO THE STRATEGIC BUSINESS PLAN AND THAT WE'RE ALSO CHECKING IN WITH YOU ALL PROVIDING YOU MORE IN-DEPTH INFORMATION ON SOME OF THE ACTIVITIES THAT WE ARE PARTICIPATING IN OUR STAFF IN ORDER TO MEET THOSE GOALS FOR THE STRATEGIC BUSINESS PLAN. SO IF YOU LOOK IN FRONT OF YOU THERE IS A FLYER OF THE ACTION PLAN THE BOARD ENGAGEMENT FORUM. IT LOOKS LIKE THIS EVERYONE SHOULD HAVE GOTTEN ONE. THE FRONT PAGE REALLY CONFIRMS THE THEMES THAT WE DISCUSSED BACK IN APRIL AS PART OF FOLLOW UP TO THE STRATEGIC I'M SORRY AS PART OF A FOLLOW UP TO THE BOARD ENGAGEMENT FORUM. SOME OF THE ITEMS THAT CAME OUT OF THE BOARD ENGAGEMENT FORUM WHAT WE AS STAFF SHOULD PURSUE AND LOOK INTO AND ON THE BACK PAGE YOU'LL SEE SOME OF THE PROGRESS THAT WE'VE MADE SINCE THE BOARD ENGAGEMENT FORUM AND ALSO THAT THESE ARE IN LINE WITH THE GOALS AND OBJECTIVES THAT WE HAVE IDENTIFIED IN THE STRATEGIC BUSINESS PLAN. SOME HIGHLIGHTS THAT I JUST WANT TO GO OVER IN EACH OF THE CATEGORIES LOOKING AT PROJECT FUNDING YOU'RE GOING TO SEE AT THIS MEETING TODAY OUR NEW MULTI-MODAL PRIORITIES LIST. THIS IS SHOULD BE A REALLY GREAT OVERVIEW OF ALL THE PROJECTS THAT ARE COMING DOWN THE PIPELINE THAT WE WOULD LIKE TO PROGRAM AND ASK DOT TO PROGRAM WITH STATE AND FEDERAL FUNDS. SO THESE ARE PRIORITIES COMING FROM THE MTP AND ACTUALLY MOVING INTO THE WORK PROGRAM. SO IT'S A SECOND STEP IN OUR THREE STEP PROCESS AND WE'VE OVERHAULED THAT LIST IN ORDER TO MAKE IT EASIER TO READ AND MAKE IT EASIER FOR YOU ALL AS BOARD MEMBERS TO SEE WHERE YOUR PROJECT STANDS IN THE RANKING AS WELL. WE'VE ALSO ESTABLISHED NEW FUNDING PROGRAMS AS PART OF THE MTP THAT YOU'VE HEARD ME TALK A LOT ABOUT. I'LL TOUCH ON THOSE IN MY NEXT PRESENTATION BUT THEN MOVING DOWN TO PARTNERSHIPS WE'RE WORKING MORE AND MORE WITH THE FDOT TSMNO GROUP. SO THOSE ARE YOUR TRAFFIC SIGNAL IMPROVEMENTS AND THOSE INTELLIGENT TRAFFIC SIGNAL SOLUTIONS THAT WE'RE IMPLEMENTING THROUGHOUT BROWARD COUNTY. LOOKING AT THE FUTURE OPPORTUNITIES TO IMPLEMENT THOSE TECHNOLOGIES ALONG SOME OF OUR CORRIDORS.

YOU'RE GOING TO SEE MORE OF THAT TO COME TOWARDS THE END OF THE YEAR WITH OUR SMART CITIES INITIATIVE. AND WE'VE ALSO STARTED TO PURSUE SOME LEGISLATIVE AND POLICY CHANGES RELATED TO BICYCLE AND PEDESTRIAN DESIGN STANDARDS. YOU'RE GOING TO HEAR A PRESENTATION LATER ON THIS BOARD MEETING ABOUT THE WALKABILITY ACTION INSTITUTE THAT SOME OF OUR STAFF AND OUR BOARD MEMBERS ATTENDED AS WELL. SO THAT'S GOING TO BE REALLY IMPORTANT I'D ASK FOR YOU TO STAY AROUND FOR THAT. LOOKING AT REASONABLE PROGRESS MAKING SURE THAT WE'RE TRACKING PROJECTS AND THAT PROJECTS THAT ARE GETTING IMPLEMENTED SO THAT MOVE FROM OUR PLANS INTO IMPLEMENTATION ARE ACTUALLY GETTING DONE THAT THEY'RE GETTING DONE IN A TIMELY MANNER THAT THEY'RE NOT GOING OVER BUDGET. THAT IS A PROCESS THAT WE ARE CURRENTLY DEVELOPING AND WE'RE GOING TO BE SHARING WITH YOU IN THE NEXT FEW MONTHS AS WELL. AND I THINK THAT'S GOING TO BE VERY IMPORTANT TO ENSURING THAT AS PART OF OUR PROCESSES THAT WE HAVE CHECKS AND BALANCES IN PLACE TO MAKE SURE THAT THOSE PARTNERS WHO ARE DELIVERING PROJECTS ON TIME ARE BEING REWARDED FOR THAT BUT ALSO PARTNERS WHO MAYBE ARE STRUGGLING TO DELIVER PROJECTS ON TIME NOTE ARE RECOGNIZED AND ARE PROVIDED THE HELP THAT THEY NEED IN

[00:25:01]

ORDER TO GET THOSE PROJECTS BACK ON TRACK. THAT'S GOING TO BE REALLY REALLY IMPORTANT FOR YOU TO HELP US DEVELOP POLICIES FOR THAT. AND FINALLY ON THE MEETING FORMAT WE GOT A RESOUNDING OR OVERWHELMING SUPPORT FOR THE FORMAT OF THE BOARD ENGAGEMENT FORUM THAT IT WAS VERY INTERACTIVE. WE HAD SMALL GROUPS AND WE ARE EXPLORING NEW OPPORTUNITIES AND WAYS IN ORDER TO ENGAGE YOU ALL AS A LARGER BOARD IN SOME OF THOSE SMALLER GROUP ACTIVITIES TO HELP GET SOME OF THAT INFORMATION ACROSS. ONE OF THE THINGS THAT WE HEARD FROM MANY OF THE BOARD MEMBERS IS THAT THEY FELT LIKE THEY HAD AN OPPORTUNITY TO SPEAK AND ALSO HEAR WHAT THEIR COLLEAGUES HAD TO SAY ON WHAT THEY THOUGHT AND A LITTLE BIT MORE IN-DEPTH IN A MORE INFORMAL WAY. SO I THINK WHEN IT COMES TO SOME OF OUR LARGER INITIATIVES WE MIGHT LOOK AT DOING SOME MORE BREAKOUT SESSIONS WHERE YOU ALL WILL HAVE THE OPPORTUNITY TO DO THAT AND INTERACT MORE IN SMALLER GROUPS AS WELL. SO THAT'S IT FOR THE STRATEGIC BUSINESS PLAN. I'M NOT SURE IF THERE ARE ANY QUESTIONS BUT MR. CHAIR YOU CAN LET ME KNOW AND I'M HAPPY TO ANSWER. ANYBODY WISH TO SPEAK ON THAT. WELL I WANT TO FOLLOW UP ON REALLY YOUR LAST THOUGHT. I THINK IT'S REALLY IMPORTANT THAT MEMBERS HAVE THE OPPORTUNITY TO PARTICIPATE IN SOME OF THOSE DISCUSSIONS THAT ARE GOING TO BE BASICALLY STAFF DRIVEN WHICH IS FINE. BUT YOU KNOW 31 PEOPLE SIT HERE THEORETICALLY AND ENJOY A COUPLE HOURS. COMMISSIONER [INAUDIBLE] ALWAYS SAYS I SET ASIDE THREE HOURS FOR THIS IF IT TAKES MORE OR LESS I'M OKAY BUT MAYBE SOME OF THE MEMBERS HERE WOULD HAVE AN INTEREST IN SOME OF THOSE WORKSHOP I'LL CALL THEM THAT AS A GENERIC TERM AND I WOULD APPRECIATE IT IF YOU WOULD DEVELOP A METHOD OF NOTIFYING BOARD MEMBERS IF THERE IS A FUNCTION THIS IS WHAT IT'S ABOUT AND IF YOU'D LIKE TO ATTEND IT'S GOING TO BE A CERTAIN CERTAIN TIME AND CERTAIN PLACE. DEFINITELY. OKAY ANYBODY ELSE. THANK YOU PETER. NOW THE MOMENT YOU'VE ALL

[12. MOTION TO ELECT OFFICERS to Serve for the Next Year, July 2019 Through June 2020: A. Chair B. Vice Chair C. Deputy Vice Chair D. Executive Committee - Broward County Representative E. Executive Committee - Small Municipalities Representative F. Executive Committee - At-Large Representative G. Executive Committee - At-Large Representative (if no Chair Emeritus)]

WAITING FOR WE'RE GOING TO HAVE ELECTIONS. I'M GOING TO TURN THIS OVER TO ALAN BUT NOT BEFORE SUGGESTING THAT WE CANNOT VOTE ELECTRONICALLY ON THIS THE SYSTEM WON'T HANDLE IT. SO WE'RE GOING TO GO TO PAPER BALLOTS TODAY. SO ALAN. YES SIR MR. CHAIRMAN THANK YOU. PURSUANT TO BOARD RULES THE BOARD IS REQUIRED AT THE REGULAR SCHEDULED JUNE MEETING TO HOLD ANNUAL ORGANIZATIONAL MEETINGS TO ELECT THE BOARD OFFICERS WE HAVE THREE AND THE EXECUTIVE COMMITTEE MEMBERS WHICH ARE FOUR. THE TERM ACTUALLY COMMENCES AT THE NEXT SCHEDULED MONTHLY MEETING BOARD MEETING WHICH IS OUR JULY MEETING. THE OFFICERS AND COMMITTEE MEMBERS SHALL BE ELECTED BY A MAJORITY OF THOSE WHO ARE PRESENT AND VOTING TODAY. THAT DOESN'T NECESSARILY MAKE A DIFFERENCE BECAUSE EVERYONE GETS TO VOTE BECAUSE OF THE NUMBERS OF PEOPLE WHO ARE PRESENT. BUT YOU WOULD ALL GET TO VOTE NONETHELESS. AT THIS TIME WE'RE GONNA CONDUCT THE ELECTIONS AND AS MENTIONED BY THE CHAIR WE ALWAYS TELL YOU THAT WE VOTE ELECTRONICALLY EXCEPT FOR THIS OPPORTUNITY. THE REASON FOR THAT IS BECAUSE WE'RE GONNA ACCEPT NOMINATIONS FROM THE FLOOR WE HAVE PEOPLE WHO HAVE HAVE SUBMITTED AN INTEREST IN A PARTICULAR POSITION AND THE NOMINATIONS FROM THE FLOOR CAN BE TAKEN. AND BECAUSE OF THAT THE SYSTEM ONLY ALLOWS A YES OR NO VOTE WHICH IS THE REASON WE'RE NOT GOING TO DO THAT. STAFF IS GONNA HAND OUT AN ENVELOPE THAT'S IDENTIFIED WITH YOUR NAME ON IT. IT WILL HAVE A PARTICULAR CARD IN IT FOR EVERY ONE OF THE POSITIONS WE'RE GONNA ASK YOU TO TO ACTUALLY WRITE IN THE CANDIDATE WHOEVER YOU CHOOSE TO VOTE FOR. STAFF WILL COLLECT THAT. WE WILL I WILL STEP BACK WITH STAFF OF CHOSEN MEMBERS AND WE WILL GO IN THE BACKROOM WHICH OF COURSE HAS OPEN WINDOWS YOU CAN WATCH AND SEE THAT HOW WE COUNT.

AND THEN WE'LL COME BACK AND WE WILL ANNOUNCE WHO THE CANDIDATE WHO THE WINNER IS FOR THAT PARTICULAR SEAT AS TO EACH ONE. IT WILL BE IT WILL BE TIME CONSUMING.

THERE'S NO OTHER WAY TO ADDRESS IT WITH THE NUMBER OF PEOPLE THAT WE HAVE. SO PLEASE GIVE US THAT OPPORTUNITY TO DO IT. AND IF YOU HAVE QUESTIONS OR ANY ISSUES PLEASE ALSO ASK. OK IF STAFF WOULD PLEASE HAND OUT THE CARDS TO EACH OF THE INDIVIDUALS. SO WHILE THAT IS TAKING PLACE CAN WE ENTERTAIN NOMINATIONS FOR.

[INAUDIBLE]. CHAIR. TO THE CHAIR. SO THE CHAIR IF YOU WOULD PUT THE NOMINATION UP FOR CHAIR.

I'M GOING TO I'M GOING TO RECOGNIZE YOU FOR THE WAY YOU'VE SIGNED IN SO MAYOR ORTIS YOU WERE FIRST AND THEN COMMISSIONER LAZAROWW. THANK YOU MR. CHAIRMAN. WHILE NOBODY COULD EVER REPLACE YOU AND THE GREAT JOB YOU DID AS CHAIR FOR THIS MPO FOR ABOUT 35 YEARS I THINK WE WE IT'S CERTAINLY MY PLEASURE TO NOMINATE AS CHAIR OF THIS GREAT ORGANIZATION. COUNCILMAN BYRAN CALETKA.  COMMISSIONER LAZAROW. I JUST WANTED TO SAY THAT I DIDN'T GET ANY CAMPAIGN MATERIALS FROM ANYONE SO I DON'T KNOW WHO TO VOTE FOR. WELL MAYBE YOU HAD TO MAKE A CONTRIBUTION FIRST. OH WHOA WHOA. THE QUESTION WOULD BE. DON'T POISON HER.

[00:30:10]

ARE THERE ANY OTHER NOMINATIONS FOR CHAIR. NOW YOU EVEN THOUGH THERE MAY OR MAY NOT BE OTHER NOMINATIONS WE STILL HAVE TO FORMALLY TAKE THE VOTE THE CARD  WITH YOUR CARD IF YOU WOULD. WELL FIRST OF ALL MR. CHAIR ARE YOU ARE THERE ANY OTHER NOMINATIONS. I SEE NO ONE ELSE SIGNED UP TO SPEAK SO I'M ASSUMING THERE ARE NO OTHER NOMINATIONS. I GUESS MR. CALETKA DO YOU WISH TO MAKE ANY COMMENTS.

CAN WE SINCE SINCE THERE'S ONLY BEEN ONE NOMINATION CAN WE DO THAT BY ACCLAMATION.

I NEED WELL WE NEED TO HAVE A RECORD OF. SO IF YOU'RE GOING TO I GUESS THE QUESTION WOULD BE ALL THOSE IN FAVOR WOULD BE SHOWING BY RAISING THEIR HAND. OK. SO ALL IN FAVOR OF THE NOMINATION FOR COUNCILMAN CALETKA AS BOARD CHAIR.

IS THERE ANY. ANY OPPOSED.  OPPOSED SO IF YOU'RE OPPOSED WE WOULD NEED TO IDENTIFY THAT.

NO. NOPE. NOPE. OK SO THEN. YOU HAVE A MANDATE. THE RECORD WILL REFLECT THAT OF THE 22 PEOPLE PRESENT 22 PEOPLE VOTED IN FAVOR OF BRYAN CALETKA AS CHAIR AND HE IS THE CHAIR EFFECTIVE AS OF THE NEXT MEETING. IF I MAY. I DEFINITELY APPRECIATE THE CONFIDENCE OF THE BOARD AND I REALLY ENJOY WORKING WITH ALL OF YOU SO THANK YOU VERY MUCH. NEXT NEXT WE HAVE AND YOU'LL HAVE A CARD TO THIS REFLECT TO THIS RESPECT AS WELL AS FOR VICE CHAIR. I BELIEVE THAT MAYOR ORTIS HAD INDICATED THAT HE WAS INTERESTED IN THE POSITION. I DON'T KNOW. WELL WE HAVE A COUPLE OF SPEAKERS WHO WILL. YES SIR TAKE OVER. COUNCIL MEMBER CALETKA AND THEN COMMISSIONER SHARIEF. I JUST WANTED TO RECIPROCATE AND NOMINATE THE BEST MAYOR OF PEMBROKE PINES AS EVER HAD FOR VICE CHAIR. HAVE THEY EVER HAD ANYBODY ELSE.  COMMISSIONER SHARIEF. [INAUDIBLE] NOMINATE MAYOR FRANK ORTIS FOR VICE CHAIR. I'LL SECOND YOUR MOTION TO NOMINATE. ALL RIGHT ANY OTHER NOMINATIONS. AND THERE BEING. IF THERE ARE NO MORE NOMINATIONS THE PROCESS IS CLOSED. YES I WOULD ASK EVERYONE TO RAISE THEIR HAND.

AND WE'LL DO IT BY ACCLIMATION RAISE YOUR HAND IF YOU SUPPORT THE NOMINATION. ANY OPPOSED. YOU'RE BEING. PASSED. ANY NO OPPOSE OPPOSITION I DON'T SEE. SO THE RECORD WILL REFLECT THAT THAT WAS OF THE 20 TO PRESENT 22 VOTED IN FAVOR OF MAYOR ORTIS BEING THE VICE CHAIR. THANK YOU YOU ARE IDENTIFIED. YOU CERTAINLY CAN SEE HOW EFFECTIVE IT IS BRINGING BAGELS AND CREAM CHEESE TO THE [INAUDIBLE]. NEXT POSITION WE HAVE AGAIN.

[INAUDIBLE]. THE NEXT POSITION IS FOR DEPUTY VICE CHAIR ALSO OFFICER OF THE BOARD. AND WE HAD A BIT OF PATRICIA PATTY GOOD AS THE ONE WHO INDICATED AN INTEREST IN RUNNING FOR THIS POSITION. IF YOU WOULD LIKE TO NOMINATE SOMEONE PLEASE SIGN IN. MAYOR ORTIZ. YES MR. CHAIRMAN IT GIVES ME GREAT GREAT PLEASURE TO NOMINATE PATTY GOOD SCHOOL BOARD MEMBER FOR THIS PRESTIGIOUS POSITION AS DEPUTY VICE CHAIR OF THIS GREAT ORGANIZATION. ANY OTHER NOMINATIONS. IF NOT THE NOMINATIONS ARE CLOSED. WE'LL DO THIS ALSO BY ACCLAMATION. OH I'M SORRY. YES. NO. COMMISSIONER [INAUDIBLE]. DID YOU CHANGE YOUR MIND. OKAY. THANK YOU. WE'LL DO THIS BY ACCLAMATION. ALL IN FAVOR OF COMMISSIONER SCHOOL BOARD MEMBER GOOD AS THE DEPUTY VICE CHAIR. ANY OPPOSED.  THAT REFLECTS OKAY SO IT LOOKS LIKE WE HAD A 14 IN THE ANIMUS VOTE AGAIN THE RECORD REFLECT THAT PATRICIA GOOD IS THE DEPUTY VICE CHAIR. VERY GOOD. AND NOW WE MOVE TO MEMBERS OF THE THAT WILL BE ON THE EXECUTIVE COMMITTEE. THE FIRST WOULD BE THE BOARD OF COUNTY COMMISSIONER REPRESENTATIVE. WE I BELIEVE WE HAD WELL I GUESS NOMINATIONS. SORRY. ANY NOMINATIONS FOR THE BROWARD COUNTY REPRESENTATIVE.

BROWARD COUNTY COMMISSIONER. COUNCIL  MEMBER CALETKA. YES I WOULD LIKE TO NOMINATE COMMISSIONER FURR TO REPRESENT THE COUNTY. ANY OTHER NOMINATIONS. SEEING NONE THE NOMINATIONS ARE CLOSED BY ACCLAMATION. I'M SORRY. YES YOU CERTAINLY CAN MAYOR CLARK. BARBARA SHARIEF'S BEEN NOMINATED. DO YOU ACCEPT NOMINATION. YES THAT IS CORRECT. LET HIM. COMMISSIONER FURR. IT'S OK. I THINK THAT WAS FINE. SO YOU'RE NOT ACCEPTING THE NOMINATION. NO. [INAUDIBLE] ANY OTHER NOMINATIONS. OK. SO THE SINGLE

[00:35:04]

REPRESENTATIVE BEAM FURR PLEASE VOTE.  ALL THOSE IN FAVOR PLEASE RAISE YOUR RIGHT HAND FOR BEAM FUR AS COUNTY COMMISSION REPRESENTATIVE. ANY OPPOSED. IT'S A [INAUDIBLE]. OH IT'S NOT VICE MAYOR GREEN. YOU'RE VOTING FOR RIGHT. OK SO IT'S A UNANIMOUS VOTE FOR COMMISSIONER FURR TO BE THE REPRESENTATIVE ON BEHALF OF THE COUNTY. NEXT WE HAVE SMALL MUNICIPALITIES REPRESENTATIVE ON THIS WE HAVE ACTUALLY I HAVE A REQUEST BY SANDY JOHNSON LIGHTHOUSE POINT COMMISSIONER TO BE NOMINATED. IS THE INCUMBENT REPRESENTATIVE. IS THERE ANY OTHER NOMINATIONS. THIS IS SMALL CITIES. SMALL CITIES. MR. HARRIS. COMMISSIONER HARRIS.

SO I'D LIKE TO WORK FOR THE RESIDENTS IN OUR CITY AND AT LEAST KEEP I KNOW WE CAN'T SOLVE ALL THE ISSUES RIGHT NOW. WELL CONGRATULATIONS EVERYBODY AND THANKS EVERYBODY FOR YOUR PARTICIPATION THIS MORNING. WE HAVE A NUMBER OF ITEMS ON

[ CONSENT ITEMS (All Items Open for Public Comment)]

THE CONSENT AGENDA. I HOPE THAT YOU ALL HAD AN OPPORTUNITY TO READ THE AGENDA IN ADVANCE IF ANYBODY WISH TO PULL ANY HOLD ON. ANYBODY WISH TO PULL ANY OF THE ITEMS ON CONSENT. COMMISSIONER RYAN. WANT TO PULL ITEMS C 3 AND ITEM. C 3 ARE YOU TALKING ABOUT THE THIRD ITEM IN UNDER CONSENT. YEAH CONSENT C 7. SO THE FIRST ONE IS THE MEMBERSHIP THE TRANSPORTATION DISADVANTAGED RIGHT. [INAUDIBLE]. ITEM HIS MOTION TO APPROVE A SECOND AMENDMENT TO THE AGREEMENT BETWEEN THE BROWARD METROPOLITAN PLANNING ORGANIZATION AND HDR ENGINEERING INC. FOR. OK. LET'S TALK TRANSPORTATION PUBLIC OUTREACH SPEAK UP BROWARD PHASE 2. OK. COMMISSIONER WOULD YOU LIKE TO EXPLAIN. I HAD SOME INQUIRIES SO INITIALLY THIS WAS A CONTRACT FOR ONE POINT THREE FIVE MILLION AND APPARENTLY IT WAS FOR COMMUNICATION WITH REGARD TO THE 2016 EFFORT THE FAILED EFFORT THE HALF PENNY FOR TRANSPORTATION AND HALF PENNY FOR INFRASTRUCTURE.

SUBSEQUENT TO THAT THERE WAS A FIRST AMENDMENT AND I BELIEVE SOME OF THAT MAY HAVE BEEN USED FOR THE SECOND EFFORT FOR A DEDICATED FUNDING SOURCE AND THAT WOULD HAVE BEEN THE PENNY FOR THE SURTAX OF 2018. SO THE AMOUNT APPARENTLY HAS BEEN INCREASED FROM ONE POINT THIRTY FIVE MILLION TO ONE POINT SIX THREE MILLION.

HOW MUCH OF THAT MONEY REMAINS. JUST POINT OF CLARIFICATION AND WE'LL BRING UP STAFF ON THE VALUE. BUT THE SPEAK UP BROWARD EFFORT IS ACTUALLY WAS NOT PART OF THE 2016 EFFORT IT'S ACTUALLY OUR COMMUNICATION EFFORT WITH THE PUBLIC TO

[00:45:02]

DISCUSS TRANSPORTATION THIS COUNT THE BOARD ACTUALLY DECIDED TO FUND THROUGH THE CONTRACT THE 2016 REFERENDUM THE COUNTY WAS A PARTICIPANT IN THAT. THAT MONEY WAS HENCE RETURNED BACK TO BOTH THE COUNTY AND THE CITIES BECAUSE IT WASN'T FULLY SPENT.

THERE WAS SOME COMMUNICATION IN THE 2018 ELECTION TO HELP EDUCATE FOLKS TO GO TO THE WEBSITE TO LEARN ABOUT THE PROJECT. BUT THE BALANCE OF THE MONEY AND [INAUDIBLE] YOU HERE. WELL IT LOOKS LIKE GONE ON THE THIRD PARAGRAPH OF THE STAFF ANALYSIS THE FIRST SENTENCE IT MENTIONS THAT THE MPO BOARD APPROVED  AUTHORIZATION NECESSARY TO FACILITATE THE EDUCATIONAL OUTREACH FOR THE 2016 SURTAX BALLOT INITIATIVE. IF NONE OF THESE FUNDS WERE USED FOR THAT PURPOSE WHY WAS THIS EVEN MENTIONED IN THE STAFF ANALYSIS WITH REGARD TO THE EXTENSION OF THIS CONTRACT WITH THE EXISTING VENDOR. IT'S JUST FOR FULL DISCLOSURE SIR. OK. HOW MUCH MONEY. HOW MUCH MONEY IS LEFT. I BELIEVE IT'S ABOUT THREE HUNDRED THOUSAND RIGHT NOW. I KNOW THAT THE SECOND AMENDMENT ALLOWED FOR US TO COLLECT LOCAL CONTRIBUTION AND THAT WAS HOW THE SURTAX EFFORT WAS FUNDED BECAUSE WE CAN'T USE FEDERAL FUNDS FOR THAT. SO WITH THIS ADDITIONAL MONEY MIGHT MY QUESTION IS WHY NOT GO OUT AND. IT'S NOT ADDITIONAL MONEY SIR IT'S ACTUALLY THE ORIGINAL. WITH WITH THE EXISTING MONEY IN THE FUND THE THREE HUNDRED THOUSAND THAT'S THAT CURRENTLY EXIST. WHY NOT GO OUT AND GET PROPOSALS FROM A NUMBER OF COMPANIES ON COMMUNICATION RATHER THAN JUST CONTINUE WITH THE SAME COMPANY AND JUST EXTEND THE CONTRACT. I MEAN WHAT'S YOUR THOUGHT PROCESS. WHAT'S THE CONCERN WE'RE SEEING.

WHO ELSE. WHAT OTHER COMPANIES ENGAGE IN COMMUNICATION IN BROWARD COUNTY I CERTAINLY KNOW THERE'S A LOT, COMMISSIONER ON ON THAT THIS IS A CONTRACT WE HAVE WITH HDR. THE VALUE OF THE TOTAL CONTRACT WAS ONE POINT THREE THE EXPENDITURE THAT'S LEFT IS THREE HUNDRED THOUSAND. IT IS JUST AN EXTENSION OF THAT CONTRACT TO CONSUME THE BALANCE OF THE MONEY FOR THREE HUNDRED THOUSAND DOLLARS TO GO BACK OUT TO BID FOR AN EFFORT THAT WE'VE ALREADY BEEN DOING. THERE'S NOT NEW REBRANDING THAT'S GONNA BE REQUIRED THERE ARE NO NEW THINGS THAT WILL BE WE ARE ACTUALLY CONTINUING AN EXISTING PROCESS AND TO GO THROUGH THE BID PROCESS FOR THREE HUNDRED THOUSAND DOLLARS ISN'T NECESSARILY THE BEST OPPORTUNITY FOR THE ORGANIZATION TO MOVE FORWARD. BUT I UNDERSTAND WHAT YOU'RE SAYING. AND MY CONCERN IS THAT THERE'S THERE'S DIFFERENT MEDIUMS THERE'S DIFFERENT METHODS OF COMMUNICATION. SO THE FACT THAT YOU'RE NOT HAVING TO REBRAND AND DO ALL THE REST OF THAT AND IT'S SIMPLY REACHING AN AUDIENCE AND PERHAPS EXPANDING THAT AUDIENCE. I THINK FRESH IDEAS IS ALWAYS HELPFUL IN THIS TYPE OF PROCESS CERTAINLY IN COMMUNICATION AS THIS IS EVOLVING SO QUICKLY. WHEN THE EXPENDITURE IS DONE ON THIS CONTRACT THE THERE WILL BE ADDITIONAL REVENUES PUT INTO SPEAK UP BROWARD BECAUSE IT DOESN'T END IT WILL CONTINUE AT THAT POINT IT WOULD BE ISSUED TO OUR LIBRARY OF SERVICES BECAUSE WE ACTUALLY HAVE A LIBRARY AND SO THAT AND HDR IS ONE OF THE VENDORS WITHIN A LIBRARY WE HAVE FOUR VENDORS SO THAT THAT WOULD BE THE NEXT STEP IN THIS. THAT'S JUST THE WAY THE PROCESS OUR PROCUREMENT PROCESS WORKS SIR. MR. CHAIRMAN THAT'S THE END OF MY QUESTIONS.

[INAUDIBLE] QUESTION ON ANOTHER ITEM. I DID I HAD A QUESTION ON C 60 YOU WANT TO VOTE ON ON ON C 3 OR DO YOU WANT TO GO RIGHT TO C 6 OR DO YOU WANT TO.

IT'S YOUR FIRST WHEN YOU FIRST VOTE ON THE CONSENT AGENDA ITEM MINUS THE ITEMS THAT WERE PULLED. RIGHT BUT YOU DIDN'T MAKE A MOTION ON C 3 ON THIS ITEM I WILL ENTERTAIN A MOTION IF YOU WISH TO. YOU JUST PULLED IT. ALL RIGHT I PULLED IT AND I'M NOT GOING TO SUPPORT IT SO. IKAY IS THERE A SECOND TO THE. SO PROCEDURALLY YOU CAN WITH YOU CAN WITHDRAW THE MOTION OR I'LL ASK FOR A SECOND IF THERE'S NO SECOND. IF THERE'S NO SECOND THEN. IT WILL DIE. IT'LL IT'LL DIE AND THEN SOMEBODY WILL MAKE A MOTION TO APPROVE IT. OKAY IS THERE A SECOND TO COMMISSIONER RYAN'S MOTION.

YES COUNCIL MEMBER CALETKA. OKAY I THINK FOR AN ORDER WE SHOULD APPROVE THE AGENDA LESS ITEM 3 AND 7. THE CONSENT. AGENDAS. WE SHOULD APPROVE WE SHOULD MOVE THE CONSENT ITEMS. LESS 3. LESS  TO TWO ITEMS THAT WERE PULLED. AND 7. AND THEN THEN WE'LL THEN ADDRESS THE ITEMS THAT WERE PULLED AND THEN MOVE THEM SEPARATELY.

ENTERTAIN A MOTION TO APPROVE CONSENT WITH THE EXCEPTION OF ITEMS 3 AND 7 IS THERE A MOTION. SO MOVED. SECOND.  PLEASE ELECTRONIC. I DID IT. OKAY THANK YOU. OKAY THEN EVERYBODY VOTE WE'RE VOTING TO APPROVE THE CONSENT WITH THE EXCEPTION OF ITEMS 3 AND 7.

[00:50:07]

WE'LL BRING BACK 3 AND 7. SO THAT THE TOTAL. WAIT FOR [INAUDIBLE]. EVERYONE VOTED.

[INAUDIBLE]. IT'S NOT REGISTERING. FRANK ORTIS IS SHOWING AS ABSENT. [INAUDIBLE].

[INAUDIBLE]. PLEASE CHECK THE [INAUDIBLE]. MR. ORTIS WOULD YOU PLEASE REFLECT WHAT YOUR VOTE WOULD BE FOR OR AGAINST. [INAUDIBLE]. I UNDERSTAND BUT IT JUST SAY ANNOUNCE IT SO WE KNOW WE CAN MOVE ON. YES. THANK YOU. SO THE RECORD WILL REFLECT THAT MR. ORTIS VOTED YES.  MAYOR ORTIS VOTED YES. THE MOTION PASSES CONSENT AGENDA IS APPROVED WITH THE EXCEPTION OF ITEMS 3 AND 7. MAYOR COMMISSIONER RYAN WISH TO MAKE

[3. MOTION TO APPROVE a Second Amendment to Agreement Between the Broward Metropolitan Planning Organization and HDR Engineering, Inc. for Let’s Talk Transportation Public Outreach: Speak Up Broward - Phase 2]

A MOTION ON CONSENT AGENDA ITEM NUMBER 3. I'M GOING TO MAKE A MOTION THAT ITEM 7 B EXCUSE ME ITEM C 3 BE DEFERRED AND TAKEN OFF CONSENT AND HEARD AS A REGULAR AGENDA ITEM AT NEXT REGULARLY SCHEDULED MPO MEETING.

THERE A SECOND. MOTION TO DEFER IS IS WHAT'S PENDING TO THE NEXT MEETING [INAUDIBLE] JULY MEETING. ONCE WE HAVE THAT UP. WE'LL PUT IT ON AS AN ACTION ITEM IF IT PASSES. ONCE ONCE THEY HAVE IT UP. WE HAVE A MOTION AND A SECOND TO DEFER THIS ITEM AND PUT IT ON THE JULY AGENDA. ANY DISCUSSION. WE DON'T HAVE THAT PENDING YET ONE SECOND.

THERE'S A MOTION AND A SECOND. WE HAVE. MADE A MOTION TO DEFER. AND I HAVE YOUR SECOND COMMISSIONER SHARIEF. SO WE'RE SHOWING THE AGENDA. BUNCH OF PEOPLE SECONDED IT. WE HAVE A MOTION AND A SECOND TO DEFER THAT ITEM UNTIL THE JULY AGENDA AS AN ACTION ITEM. ALL IN FAVOR PLEASE INDICATE YES OR NO ON YOUR KEYPAD.

LET'S SEE IF THIS WORKS. YES MEANS IT'S DEFERRED. NO MEANS THAT IT'S. NOT DEFERRED.

FURTHER ACTION. WHAT'S THE EVERYONE VOTED. MR. WHAT'S THE TOTAL. WOULD YOU PLEASE TOTAL IT. MOTION IS 13 TO 11 TO DEFER. DEFERRED TO THE NEXT MEETING.

RIGHT. ITEM 7 COMMISSIONER RYAN. [INAUDIBLE] I JUST NEEDED A LITTLE CLARITY. IT

[7. MOTION TO APPROVE the Continuation of the Merit Increase Policy for MPO Staff in Fiscal Year (FY) 2019-20 (July 1, 2019 to June 30, 2020) in Which a Maximum of 3% Merit Increase May Be Applied to a Staff Member’s Base Salary and Any Remaining Merit Above 3% Would be Applied as a One-Time Bonus]

SPEAKS TO A 3 PERCENT [INAUDIBLE] INCREASE FOR THE STAFF AND THAT WOULD BE AN INCREASE TO THE BASE SALARY AND THEN ANY REMAINING [INAUDIBLE] INCREASE ABOVE 3 PERCENT WOULD BE MADE TO A ONE TIME BONUS WITH REGARD TO THE STAFF MEMBERS HOW LARGE IS THE STAFF.

31 EMPLOYEES. WHAT'S THE IN THE BASE IN THE BUDGET WHAT IS THE BASE INCREASE IN COMPENSATION FOR THE 31 MEMBERS 31 STAFF. EVERY EVERY TWO YEARS WE DO OUR BUDGET OUR BUDGET ANTICIPATES A FIVE TO SIX PERCENT INCREASE EVERY YEAR. SO TO KEEP THE BUDGET AND SALARIES IN CONTROL WE ALWAYS WE HAVE IN HISTORIC PAST THE LAST SEVEN YEARS ACTUALLY SAID OKAY THERE IS ONLY A 3 PERCENT INCREASE AND ANYTHING ABOVE THAT SO TO BALANCE THE BUDGET AND KEEP IT FROM GETTING OUT OF CONTROL ON THE EXPENSE SIDE TO HAVE LIMIT ON THE TOP END SO THAT WAY THERE'S A BONUS GIVEN. SO THE 3 PERCENT IS A BASE AND THEN YOU CONSIDER MERIT INCREASES. NO THERE ARE NO MERIT. SO THERE'S NO THERE'S NO INCREASE IN SALARY. WE DON'T DO MR. RYAN JUST TO SHARE WITH YOU THIS ORGANIZATION HAS NEVER SINCE LEAVING BROWARD COUNTY GIVEN A COST OF LIVING INCREASE TO THE EMPLOYEES. WE DO A BASE MERIT INCREASE. SOME PEOPLE GET TO THE 3 PERCENT. SOME PEOPLE DON'T. AND IF YOU GET OVER THE 3 PERCENT THEN YOU JUST GET THAT AS A ONE TIME IT IS TO KEEP SALARIES IN CONTROL. OKAY SO THAT'S WHAT THAT'S THE CLARIFICATION I NEEDED THAT THERE'S THERE'S NO INCREASE OTHER THAN THE THE MERIT INCREASE. THAT IS CORRECT. FOR THIS 31 FOR THESE 31 MEMBERS. AND HOW HIGH CAN THE INCREASE IN SALARY BE IN ANY ONE YEAR. IT SAYS 3 PERCENT IS CONSIDERED

[00:55:06]

AN INCREASE TO THE TO THE BASE SALARY WHICH MEANS THAT WILL ROLL OVER YEAR AFTER YEAR AND THEN THAT ABOVE IT IS A ONE TIME INCREASE. HOW HIGH CAN THE INCREASE FOR THESE 31 MEMBERS GO. 3 PERCENT A YEAR IT'S. WELL IT SAYS ABOVE 3 PERCENT.

COULD THEY GET AN INCREASE A MERIT INCREASE OF 6 PERCENT IN ONE YEAR OR 5 PERCENT IN ONE YEAR OR 8 PERCENT IN ONE YEAR. NO BECAUSE IT'S FIXED AT 3 PERCENT AND ANYTHING ABOVE THAT IS A ONE TIME BONUS. WHAT WOULD THE ONE TIME BONUS BE WHAT'S WHAT IS THE LEVEL THE ONE TIME BONUS COULD IT BE AN ADDITIONAL 1 PERCENT AN ADDITIONAL 5 PERCENT. IT'D BE 1 PERCENT. IT COULD BE HALF A PERCENT IT'S BASED ON PERFORMANCE.

YEAH BUT WHAT'S THE MAXIMUM. WHAT'S THE CEILING. 2. 2 OKAY THANK YOU. THAT'S THE END OF MY QUESTIONS. I MOVE THE ITEM. COMMISSIONER CALETKA YOU WANT TO  COMMENT. COUNCIL MEMBER. I WAS JUST GONNA MENTION THAT LIKE FOR THE EXECUTIVE DIRECTOR HIS EVALUATION GAVE HIM A FOUR POINT SIX SIX SO HE'LL GET A 3 PERCENT RAISE AND THEN ONE POINT SIX SIX WILL BE A BONUS. SO THAT'S HOW IT WORKS. BUT I KNOW THAT THERE ARE ALSO EMPLOYEES THAT DON'T EVEN MAKE THREE AT THIS ORGANIZATION. OKAY THAT CONCLUDES THE CONSENT AGENDA. MR. CHAIRMAN YOU HAVEN'T VOTED IT WAS MOVED. NO NO HE DIDN'T MAKE A MOTION. OH HE DID. I'M SORRY. [INAUDIBLE] 7 IS TO BE VOTED ON AND HE'S HE HAD INDICATED THAT HE WAS MOVING IT BUT IT HASN'T COME UP ON THE SCREEN YET. IT HAS TO BE VOTED ON. NO THERE WAS NO SECOND TO THE MOTION. ALL RIGHT. HASN'T COME UP ON HIS SCREEN TO ALLOW HIM TO. NO IT. NO. IT'S GOTTA BE IT'S GOTTA BE APPROVED OR DENIED SO IT HASN'T BEEN VOTED ON. WHAT WHAT WAS VOTED ON. GO BACK WHAT WAS VOTED ON WAS TO REMOVE TWO ITEMS FROM THE AGENDA. YES SIR. AND ITEM 7 WAS ONE OF THOSE. AND ITEM 7 WAS ONE OF THOSE BUT WAS NO MOTION MADE. WAS THERE A MOTION MADE BY MEMBERS OF THE BOARD. COMMISSIONER RYAN INDICATED THAT HE WAS MOVING IT FORWARD FOR. WHO WAS THE SECOND. I DON'T. TOM GREEN IS SHOWING RIGHT AT THE MOMENT. SO ALL IN. [INAUDIBLE] VOTE. JUST VOTE ON THE MOTION.

[INAUDIBLE] VOTING YES. TO BE CLEAR YOU'RE VOTING FOR ITEM 7. TO APPROVE. TO APPROVE.

THANK YOU VERY MUCH. MR. CHAIRMAN. YES. JUST [INAUDIBLE] CHAIR THIS WILL NEVER HAPPEN. THE USE OF THE ELECTRONIC VOTING. WELL MAYBE YOU WON'T BE CHAIR. OH. OH I APOLOGIZE. THANK YOU VERY MUCH. ALL RIGHT NON ACTION ITEMS COMPLETED FINANCIAL REPORT.

I'M SORRY WE HAVE TWO ACTION ITEMS. THANK YOU MR. CHAIR. THE AND YOU

[1. MOTION TO APPROVE the Rescheduling of the Friday, September 13, 2019 MPO Meeting to Thursday, September 12, 2019]

WANT TO READ THIS AND MOTION. IS A MOTION TO APPROVE THE RESCHEDULING OF THE FRIDAY SEPTEMBER 13 2019 MPO REGULAR MEETING TO THURSDAY SEPTEMBER 12 2019. AS I SAID IN THE AGENDA BRIEFING MEMO EMAIL THAT WAS SENT OUT LAST FRIDAY. THIS PARTICULAR ITEM WE MOVED OUR BOARD MEETING TO ACCOMMODATE THE COUNTY COMMISSION'S BUDGET WORKSHOP THAT BUDGET WORKSHOP HAS BEEN MOVED. SO WE'RE ASKING REQUESTING TO MOVE BACK TO OUR STANDARD THURSDAY SEPTEMBER 12TH DATE. IS THERE A MOTION. AND A SECOND.

IS THERE OK. PLEASE PLEASE VOTE.  TOTAL PLEASE. 21. 21-2 IT PASSES. WE'RE ON

[2. MOTION TO APPROVE Amendments to the Complete Streets and Other Localized Initiatives Program (CSLIP) Policies and Evaluation Criteria]

NEXT ITEM WHICH IS THE AMENDMENTS TO THE COMPLETE [INAUDIBLE] PLAN CONOR MAKING A PRESENTATION. YES. HELLO EVERYONE. MY NAME IS CONOR CAMPOBASSO SO I AM THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM MANAGER AND TODAY I'M GOING TO BE TALKING ABOUT SOME POLICIES AND EVALUATION CRITERIA UPDATES THAT WE'RE GONNA BE IMPLEMENTING INTO THE PROGRAM AND THAT IS THE ACTION ITEM FOR TODAY. SO REAL QUICK BEFORE WE GET INTO IT I JUST WANT TO COVER WHAT IS CSLIP JUST IN CASE ANYBODY IS NOT FAMILIAR I KNOW WE HAVE SOME NEW BOARD MEMBERS SO WHAT CSLIP IS IT'S A FUNDING

[01:00:03]

MECHANISM THAT WE USE HERE TO GRANT STYLE FUNDING MECHANISM THAT WE USE TO PROGRAM LOCAL INITIATIVES HERE IN BROWARD AND THOSE PROJECTS CAN INCLUDE COMPLETE STREETS PROJECTS, ADA IMPROVEMENTS, TRAFFIC CALMING, TECHNOLOGY IMPROVEMENTS, THINGS OF THAT NATURE. SO I JUST WANTED TO INCLUDE THAT IN THERE JUST IN CASE ANYBODY WASN'T THAT FAMILIAR. SO FOR TODAY I'M GONNA BE COVERING KIND OF TWO TOPICS AND THEY'RE GONNA BE IN THE ACTION ITEM AND IT IS ONE THE EVALUATION OF THE OR THE UPDATE TO THE EVALUATION CRITERIA AND ALSO THE UPDATE TO THE POLICIES BEFORE WE GET INTO THAT I DID WANT TO COVER WHY EXACTLY WE ARE UPDATING THIS. SO EACH YEAR SORRY EACH YEAR WE WE GO THROUGH AND WE WE GET FEEDBACK FROM TECHNICAL STAFF, WE GET FEEDBACK FROM FDOT, AND WE WE ANALYZE IT AND WE COME UP WITH OUR LESSONS THAT WE LEARNED FOR THAT YEAR AND THE LESSONS THAT WE LEARNED WE ALWAYS TAKE TO THE BOARD WE IMPLEMENT THOSE THOSE CHANGES TO THE PROGRAM BASED OFF OF THOSE LESSONS. SO THAT FIRST ITEM WE DO THAT EVERY YEAR. HOWEVER THERE'S SOME ADDITIONAL THINGS ARE HAPPENING THAT ARE AFFECTING THE PROGRAM. ONE IS THE COUNTY SURTAX AND THE OTHER IS THE FUNDING ALLOCATION THAT YOU APPROVED I BELIEVE IT WAS LAST BOARD MEETING. SO I'M GOING TO KIND OF TALK ABOUT THOSE A LITTLE BIT. SO FOR THE LESSONS THAT WE LEARNED WE REALIZED THAT SOME OF THE EVALUATION CRITERIA THAT WE WERE USING COULD BE IMPROVED. AND SO ONE OF WHICH WAS THE EQUITY ASSESSMENT DATABASE WE ONLY HAD REALLY ONE DEMOGRAPHIC INDICATOR IN THE CSLIP PROGRAM AND THAT WAS LOW INCOME POPULATIONS. SO WHAT WE'RE GONNA DO IS WE'RE GONNA SWAP THAT OUT FOR THE EQUITY ASSESSMENT AND IF ANYBODY IS NOT FAMILIAR WITH THE EQUITY ASSESSMENT DATABASE THAT WE USE IT'S ESSENTIALLY COMPILES SEVERAL ACS DATABASES TOGETHER A BUNCH OF DEMOGRAPHIC INDICATORS INTO ONE SINGLE DATASET GIVES IT AN AGGREGATE SCORE AND THAT'S WHAT WE ARE GONNA BE USING IN THE CSLIP PROGRAM. THE OTHER THING IS THE CONNECTIONS TO SCHOOLS. WE WANT TO MAKE A LITTLE BIT MORE EMPHASIZED ON ON THOSE CONNECTIONS. THE LAST ONE HERE IS ACTUALLY SOMETHING THAT WE DID IN THE PAST. THE LAP PROGRAM WE WANT TO INCORPORATE THAT INTO THE CSLIP PROGRAM AS WELL TO MAKE THE FUNDING A LITTLE BIT MORE FLEXIBLE OR THE IMPLEMENTATION OF PROJECTS A LITTLE BIT MORE FLEXIBLE AND I'LL TALK ABOUT THAT A LITTLE BIT ONCE WE GET TO THE ACTUAL POLICIES. SO THE OTHER THING THAT'S AFFECTING CSLIP IS THE COUNTY SURTAX. THE SURTAX IS IT'S SIMILAR TO CSLIP AND THEN IT PROVIDES FUNDING THROUGHOUT BROWARD FOR COMPLETE IT CAN PROVIDE FUNDING FOR COMPLETE STREETS PROJECTS THROUGHOUT BROWARD. SO IT CAN FUND CSLIP TYPE PROJECTS BUT IT CAN ALSO DO THAT ON AN ADVANCE TIMELINE POTENTIALLY. THE OTHER THING I WANTED TO SAY WAS THAT IT'S THE EVALUATION IS GOING TO BE SIMILAR TO CSLIP AND ONE OF THE MAIN FACTORS THAT IS GOING TO BE EVALUATED EVALUATED ON IS CONNECTIVITY FOR THE LOCAL PROJECTS AND THAT'S A MAJOR INDICATOR THAT WE USE IN THE CSLIP PROGRAM. AND THE REASON I BRING THAT UP IS BECAUSE THE FUNDING ALLOCATION OF CSLIP IS CHANGING A LITTLE BIT. SO YOU APPROVED THIS LAST.I BELIEVE IT WAS LAST BOARD MEETING THE FUNDING ALLOCATION FOR CSLIP IS NO WGOING TO BE 20 PERCENT BUT I DID WANT TO MENTION THAT THERE'S OTHER PROGRAMS THAT WE ARE GONNA BE USING HERE AT THE MPO THAT CAN FUND DIFFERENT TYPES OF PROJECTS. WE BROKE THAT OUT BECAUSE WE BROUGHT THE PROGRAMS OUT BECAUSE THEY THEY DO A GOOD JOB OF FUNDING SPECIFIC PROJECTS SO CSLIP REALLY GOOD AT FUNDING SMALLER TO MEDIUM SIZED LOCAL INITIATIVES PROJECTS THE COMPLETE STREETS MASTER PLAN IS GOING TO BE TARGETING LARGER SCALE PROJECTS REGIONAL PROJECTS AND THE MOBILITY HUBS ARE LOOKING AT VERY SPECIFIC LOCATIONS. SO I JUST WANTED TO EMPHASIZE THAT THERE IS GOING TO BE I BELIEVE MORE THAN 55 PERCENT OF OUR FUNDING ALLOCATIONS WILL BE DEDICATED TO THOSE TYPES OF PROJECTS. SO WITH THAT BEING COVERED I'M GOING TO TALK ABOUT THE EVALUATION CRITERIA. SO THIS IS THE OLD EVALUATION CRITERIA. SO IT'S BASED OFF OF CONNECTIVITY, MOBILITY, SAFETY, AND ECONOMIC DEVELOPMENT. AND THIS IS THE NEW ONES. SO IF YOU HAVE A HARD TIME READING IT ON THE SCREEN IT'S AVAILABLE IN THE BACKUP AS WELL SO YOU CAN TAKE A LOOK AT IT. BUT REALLY THERE'S ONLY TWO CHANGES TO IT. SO WE INCLUDED A THIRD COLUMN IN THE CONNECTIVITY AND THAT IS FOR THESE SCHOOLS. SO WE'RE GONNA DO A BUFFER AROUND THE PROJECTS AND IF IT GRABS SCHOOLS IT'LL BE AWARDED POINTS FOR THOSE THAT PROXIMITY TO THE SCHOOLS. THE OTHER ONE WE REPLACE THE LOW INCOME DATABASE WITH THE EQUITY ASSESSMENT DATABASE. AND THAT ACTUALLY INCLUDES LOW INCOME POPULATIONS AS ONE OF THE INDICATORS. SO WE DIDN'T REALLY GET RID OF THAT DATABASE. IT'S JUST INCLUDED IN THAT NEW ONE. SO THOSE ARE THE ONLY CHANGES THAT WE'RE MAKING TO THE EVALUATION CRITERIA. AGAIN EACH YEAR WE'RE GOING TO PROBABLY COME BACK WITH SOME NEW NEW CHANGES. WE'RE ALWAYS LOOKING TO IMPROVE THE VALUATION OF THESE PROJECTS. SO YOU'RE PROBABLY NEXT YEAR [INAUDIBLE] COMING BACK AND TALKING ABOUT SOME MORE IMPROVEMENTS TO IT. SO WITH THAT OUT OF THE WAY. I WILL THEN TALK ABOUT THE UPDATE TO THE POLICIES. SO BROKEN OUT EACH POLICY LINE ITEM AND I'M REALLY GOING TO BE TALKING ABOUT THE ONES THAT ARE CHANGING BUT I INCLUDED ALL OF THE

[01:05:04]

POLICIES IN HERE JUST IN CASE YOU WANT TO TAKE A LOOK AT THEM. SO I'M GONNA FIRST TALK ABOUT THE FIRST TWO ON THE TOP IT IS RELATING TO THE FUNDS THAT ARE AVAILABLE PER PROJECT. SO WE ARE GOING TO BE INCREASING THE FUNDING CAP FOR CONSTRUCTION FROM TWO TO THREE MILLION DOLLARS AND WE'RE RAISING THE FUNDING FLOOR FROM FIVE HUNDRED THOUSAND TO ONE MILLION  DOLLARS. AND THAT IS FOR CONSTRUCTION COSTS. SO WE'LL STILL BE COVERING THE DESIGN AND THE CEI BUT WE JUST SEPARATE THAT OUT SO IT'S A LITTLE BIT EASIER TO EVALUATE. THE NEXT TWO IS WE'RE GOING TO BE LOWERING THE LIMIT OF APPLICATIONS FROM 5 TO 2 FOR BOTH THE LOCAL APPLICATIONS AND THE PARTNERSHIP APPLICATIONS. THE REASON FOR THIS IS THE LIKELIHOOD OF AGENCIES BEING AWARDED 10 APPLICATIONS IN TOTAL IS IT'S A LITTLE UNREALISTIC AND REALLY TYPICALLY WE ONLY FUND ONE TO TWO. SO THIS WILL ALLOW AGENCIES TO KIND OF FOCUS IN ON THOSE PROJECTS THAT MEAN THE MOST TO THEM AND BUILD BETTER APPLICATIONS THAT WAY THERE'S NOT A LOT OF WASTE ON THEIR END BUILDING 10 APPLICATIONS AND THERE'S NOT A LOT OF WASTE ON OUR END EVALUATING 10 PROJECTS THAT WE KNOW WILL NOT BE ALL MOVING FORWARD. SO THE NEXT TWO AND ACTUALLY THE NEXT THREE SO THERE'S ANOTHER ONE IN THE NEXT SLIDE DEAL WITH THE LAP PROGRAM. SO WE'RE INTRODUCING THE LAP PROGRAM AS AN OPTION FOR THE CSLIP MOVING FORWARD. THOSE OF YOU WHO HAVE BEEN AROUND FOR A WHILE MAY BE FAMILIAR WITH THE TAP PROGRAM AND TAP USED LAP AS A DELIVERY MECHANISM SO THAT'S WHERE THE AGENCIES WILL DESIGN AND CONSTRUCT THE PROJECTS THEMSELVES AND GET REIMBURSED FOR THAT CONSTRUCTION. SO ON THE APPLICATION AGENCIES WILL BE ABLE TO INDICATE THEIR INTEREST IN THE LAB PROGRAM. THE SECOND ITEM THERE IS DEALING WITH A KIND OF A REPERCUSSION JUST IN CASE AGENCY DEFAULTS ON A LAB PROJECT. THERE WILL BE A ONE TIME PENALTY OF 20 PERCENT ON THEIR NEXT APPLICATION THEY APPLY FOR. THAT WAS A POLICY IN THE OLD TAP PROGRAM. SO WE JUST CARRIED THAT OVER FOR THIS LAP POLICY. AND THE THIRD LAP POLICY IS JUST WE'LL NEED SOME ADDITIONAL RESOLUTION LANGUAGE I'LL BE PROVIDING THAT TO ALL THE AGENCIES IT'LL BE AVAILABLE ON OUR WEBSITE. BUT THERE JUST BE SOME ADDITIONAL RESOLUTION LANGUAGE YOU'LL NEED TO INCLUDE IN THE IN YOUR RESOLUTIONS IF YOU ARE INTERESTED IN THE LAP PROGRAM. NONE OF THESE POLICIES CHANGE SO I'LL JUST KIND OF SKIP OVER THAT.

AGAIN THE POLICIES ARE AVAILABLE IN YOUR BACKU SO IF YOU WANT TAKE A CLOSER LOOK YOU CAN. THERE'S JUST A MINOR CHANGE ON THIS POLICY. WE ARE WE ALWAYS INCLUDE A CONTINGENCY PLAN FOR EACH PROJECT AND IT'S A MILLION DOLLARS. SO THIS WAS JUST CHANGING THAT TO REFLECT THE CHANGES TO THE FUNDING CAP. SO IT'S GOING FOR A TOTAL OF THREE TO A TOTAL OF FOUR MILLION DOLLARS WITH THAT ONE MILLION DOLLAR CONTINGENCY. AGAIN NO CHANGES HERE. I WILL POINT OUT THAT THE EVALUATION CRITERIA WAITING IS STILL GOING TO REMAIN THE SAME. SO THERE WAS THOSE FOUR CATEGORIES. EVEN THOUGH WE ADDED A DATASET THE WAITS PER OF THOSE CATEGORIES WILL ALL STAY THE SAME SO WE'RE NOT CHANGING ANYTHING THERE. AND NO CHANGES HERE. AND I BELIEVE THAT IS THE END OF IT. SO WITH THAT I'LL OPEN IT UP TO ANY QUESTIONS. COMMISSIONER COLBOURNE. [INAUDIBLE] I JUST HAD A QUESTION ON THE ON THE MINIMUM WHAT' SIT MINIMUM FOR CONSTRUCTION PROJECTS THAT WAS CHANGED FROM FIVE HUNDRED THOUSAND TO A MILLION. IT SEEMS LIKE IT WOULD LIMIT THE AMOUNT OF APPLICATIONS. CAN YOU EXPLAIN THAT BETTER. YEAH. SO WE'RE DOING IT FOR A COUPLE OF REASONS ONE OF WHICH IS WE WE WANT TO MAXIMIZE THE LIMITED AMOUNT OF FUNDS THAT WE DO HAVE. WE NOTICED WITH THE SMALLER PROJECTS WE'RE SPENDING A LOT OF DOLLARS FOR FDOT TO DESIGN THE PROJECTS. SO A GOOD PORTION OF THAT IS OF THE ACTUAL PROJECT WOULD BE DESIGN COSTS. SO WE WANT TO MAXIMIZE THAT THAT SMALL AMOUNT OF FUNDING THAT WE DO HAVE. THE OTHER THING I WANT TO TALK ABOUT IS YOU CAN ALWAYS JUST COMBINE PROJECTS TOGETHER SO IF YOU HAVE SAY YOU WANT TO DO BIKE LANES AND SIDEWALKS ON ONE STREET BUT THEN THERE'S AN INTERSECTION ONE OVER THAT NEEDS A MAST ARM AND THEN THERE'S SOME OTHER SIDEWALKS IN ANOTHER NEIGHBORHOOD ADJACENT TO IT YOU CAN ALWAYS JUST COMBINE THOSE PROJECTS TOGETHER TO MEET THAT THAT THRESHOLD. OK IT JUST IT JUST SEEMED LIKE IT WOULD YOU KNOW LIMIT SOME OF THE SOME OF THE PROJECTS. WELL THE OTHER THING TOO IS THAT THERE'S THE AND THE REASON WHY I BROUGHT IT UP WAS THERE'S THE AVAILABILITY OF THE SURTAX. SO IF YOU HAVE THOSE SMALLER PROJECTS TYPICALLY YOU WANT THEM DONE SOONER THAN LATER AS WELL. YOU DON'T WANT TO BE WAITING AROUND FOR SEVEN YEARS TO HAVE A SMALL PROJECT CONSTRUCTED. AND THEN IF THEY'RE EVEN SMALL ENOUGH IT MIGHT EVEN MAKE MORE SENSE TO BUILD IT AT A LOCAL LEVEL TOO. OK. THANK YOU. COMMISSIONER PLACKO. THANK YOU. I'M WONDERING IF YOU CAN EXPLAIN A LITTLE BIT MORE TO ME ABOUT CONNECTING TO THE SCHOOLS. IS THIS SOMETHING THAT THE CITIES WOULD BE REQUESTING OR WOULD IT HAVE TO COME FROM SCHOOL BOARD. SO THIS IS THIS IS PART OF THE EVALUATION PROCESS THAT WE DO. SO WE HAVE A DATA SET THAT HAS ALL THE LOCATIONS FOR THE SCHOOLS. AND IF YOUR

[01:10:04]

PROJECT THAT YOU'RE PROPOSING IS WITHIN A CERTAIN PROXIMITY IT WILL INDICATE THAT IT'S CLOSE TO THIS SCHOOL IT'S CLOSE TO THAT SCHOOL IF YOU REACH A CERTAIN THRESHOLD YOU'LL GET A CERTAIN AMOUNT OF POINTS. IF YOU HAVE EVEN MORE SCHOOLS IN THE PROXIMITY OF YOUR PROJECT YOU'LL GET EVEN MORE ADDITIONAL POINTS. OK THANK YOU.

COMMISSIONER CARN AND THEN COMMISSIONER BELVEDERE. THANK YOU. THANK YOU FOR THE PRESENTATION. MY CITY STAFF IS NOT HAPPY WITH THE ONE MILLION DOLLAR THRESHOLD. WE ARE A SMALLER CITY. WE HAVE PROJECTS THAT WE THINK ARE VERY SIGNIFICANT. NOT ALWAYS VERY SUBSTANTIAL TO BE A MILLION. WE'VE GOT A COUPLE THAT WE WANT TO INTRODUCE SO TIMING SOMETIMES GETS IN THE WAY IF YOU SAY YOU WANT TO COMBINE YOU SHOULD COMBINE. BUT IF SOMEBODY IS DOING SOMETHING IN THAT AREA YOU KNOW FDOT WILL PRECLUDE YOU FROM GOING INTO THAT AREA UNTIL THEY'RE FINISHED AND WE DON'T WANT THE TRAIN TO LEAVE WITHOUT US. SO I THINK WE SHOULD TAKE IT BACK DOWN TO FIVE HUNDRED THOUSAND LEARN SOME LESSONS FROM IT BECAUSE THE SURTAX IS NOT HERE YET. I DON'T THINK ANYBODY'S GOTTEN ANY SURTAX MONEY. IT'S NOT HERE YET. I THINK IT'S PRELIMINARY TO DO THIS. IF YOU COULD FOR US JUST LET US RIDE THIS FOR ANOTHER YEAR AND THEN SEE HOW IT WORKS WITH THE SURTAX AND COME BACK TO US. BUT THEY ACCOSTED ME ALMOST LAST NIGHT AT A MEETING AND ASKED ME TO PLEASE PLEASE ASK YOU NOT TO RAISE THIS MINIMUM. THANK YOU. BEFORE COMMISSIONER BELVEDERE LET ME CLARIFY. GOOD POINT COMMISSIONER. IS IT A MILLION DOLLARS NOT TO EXCEED. SO HE'S TALKING ABOUT THE FUNDING FLOOR. IT'S A MILLION DOLLAR MINIMUM. YES. OK THANK YOU.

COMMISSIONER BELVEDERE AND THEN COUNCIL MEMBER CALETKA. GOOD MORNING AND THANK YOU. I REALLY HAVE JUST A SUGGESTION THAT I'D LIKE TO MAKE IN THE COMPLETE STREETS ONE OF THEM IS THE 4 FOOT BIKE LANES THAT THEY NOT BECOME THE ACCEPTED STANDARD THAT THAT SHOULD NOT BE IN THERE BECAUSE WE REALLY DON'T WANT THEM ESPECIALLY WITHOUT BUFFERS. SO THAT'S ONE. THE OTHER ONE I NOTICED UNDER SAFETY YOU HAVE CROSSINGS AND SO ON AND ADA UPGRADES. I'D LIKE THERE SEE AND I'VE DISCUSSED THIS BEFORE SOME KIND OF WE HAVE A LOT OF SENIOR COMMUNITIES TO MAKE SURE THAT WE HAVE SOME KIND OF A SENIOR CROSSING LIKE WE HAVE A SCHOOL CROSSING WHETHER IT BE SIGNAGE WHETHER IT BE MARKET MARKING ON THE STREET BUT SOMETHING TO INDICATE TO DRIVERS THAT THEY NEED TO SLOW DOWN BECAUSE A WHEELCHAIR MIGHT BE GOING ACROSS. SO REALLY THE WHOLE PROGRAM AND THE WAY YOU PUT IT TOGETHER IS EXCELLENT. A LITTLE LENGTHY IN READING BUT EXCELLENT SO THANK YOU. YEAH I'LL JUST TOUCH ON THAT REAL QUICK TOO. SO THE IN REGARDS TO THE CROSSING THAT WOULD BE AN ELIGIBLE ITEM WE'D HAVE TO SIT DOWN WITH YOU TO DISCUSS IT WHERE IT WOULD BE ON IF IT'S ON A COUNTY OR STATE ROAD IF IT WOULD BE SIGNAL WISE WE'D HAVE TO DO SOME KIND OF TRAFFIC STUDY AND LOOK INTO THAT BUT THAT WOULD DEFINITELY BE [INAUDIBLE]. COUNCIL MEMBER CALETKA.

THANK YOU. AS A FOLLOW UP TO COMMISSIONER CARN. I KNOW IN THE LAST CYCLE WE PRESENTED WE HAD LIKE THREE PROJECTS THAT WERE LESS THAN A MILLION AND THE SOLUTION THAT WE HAD WAS JUST TO COMBINE THEM ALL INTO ONE WAS THE FIX FOR THAT. BUT MY QUESTION BECAUSE I AM LISTENING TO WHAT HE SAID OUT OF THE APPLICATIONS LAST YEAR HOW MANY OF THEM WERE UNDER A MILLION DO YOU CAN YOU BALLPARK IT. YEAH IT'S HARD TO SAY AN ACTUAL NUMBER BUT MAYBE WE HAD ABOUT 30 I'M SORRY WE HAD ABOUT 30 APPLICATIONS AND THEN MAYBE MAYBE 5 OR 6 WERE UNDER THE ONE MILLION DOLLARS. MOST OF THE APPLICATIONS THAT WE GET ARE CLOSER TO THE TWO MILLION DOLLAR CAP WHICH IS ONE OF THE REASONS WHY WE'RE INCREASING THAT SO. NO YEAH I RECOGNIZE THAT BECAUSE WHEN WE MADE OUR COMBINED WE HAD COMBINED THREE PROJECTS THAT CAME IN AT LIKE ONE POINT EIGHT YOU KNOW SO I'M JUST WONDERING WHY HAVE A MINIMUM AT ALL. I MEAN IT SEEMS LIKE IF THERE'S SOMETHING IT MAYBE A SAFETY FOR SCHOOL MAYBE SAFETY YOU KNOW FOR CONNECTING TWO THINGS THAT MAY NOT BE A LOT OF MONEY SEEMS LIKE IT MIGHT BE A NO BRAINER FOR US TO FUND THEM. I'LL TOUCH ON IT FIRST BUT IT SOUNDS LIKE MIKE ALSO WANTS TO TOUCH ON IT BUT ONE OF THE THINGS THAT I WAS GOING TO SAY IS THAT ESPECIALLY FOR VERY SMALL PROJECTS IT DOESN'T MAKE A LOT OF SENSE TO BE WAITING THE SEVEN YEARS.

[01:15:03]

IT'S SOMETIMES EASIER FOR THE LOCAL AGENCY TO EVEN GO OUT AND DO IT. THE OTHER THING IS FDOT IS PART OF THE TAP PROGRAM WHICH IS SOME OF THE FUNDS THAT WE USE ARE ACTUALLY PART OF THE TAP PROGRAM. THERE'S A MINIMUM COST AS PART OF THAT PROGRAM I BELIEVE IT'S MOVING NOW TO FIVE HUNDRED THOUSAND DOLLARS SO THAT WOULD KIND OF BE THE FLOOR THAT WE WOULD HAVE TO USE IF IF WE WERE TO NOT DO THE ONE MILLION DOLLARS FOR IT IT WOULD HAVE TO BE THAT FIVE HUNDRED THOUSAND IN ORDER TO COMPLY WITH THAT PROGRAM TO RECEIVE THOSE FUNDS. OKAY WELL MY LAST STATEMENT WOULD BE THAT IF THE ESTEEMED COMMISSIONER FROM OAKLAND PARK MADE A MOTION BUT AMENDING THE MINIMUM TO BE FIVE HUNDRED THOUSAND I'D BE VERY SUPPORTIVE OF THAT. COMMISSIONER PLACKO ANOTHER QUESTION.

YES THANK YOU. CAN YOU TELL ME IS THERE A STANDARD BEING USED FOR BIKE LANES. I HAVE BEEN TO SUNRISE AND I SEE THEM PAINTED GREEN AND I COME INTO MY CITY AND THEY'RE NOT MY RESIDENTS ARE CLAMORING. SO MY UNDERSTANDING THE GREEN IS NOT A STANDARD IT'S MORE OF A IT'S LIKE AN ADDITIONAL THING YOU CAN YOU CAN DO TO I GUESS ENHANCE THE BIKE LANE. I BELIEVE THE STANDARD FOR [INAUDIBLE] IS NOW FIVE FOOT I BELIEVE BUT WE ALSO COMPLY WITH IT THE CITY HAS THEIR OWN STANDARD. WE WOULD TRY TO COMPLY WITH THAT STANDARD THROUGH THE CSLIP PROGRAM. OK SO HOW DO I GO ABOUT THAT. HOW DO I GO ABOUT GETTING MY BIKE LANES PAINTED GREEN. IN THE [INAUDIBLE]. GOOD LUCK RIGHT. I BELIEVE YOU COULD PROBABLY JUST APPLY FOR A SPECIFICALLY GREEN BIKE LANES IN THE CSLIP PROGRAM I KNOW AT PART OF THE TAP PROGRAM. THE CITY OF OAKLAND PARK WAS ABLE TO DO GREEN BIKE LANES ON ANDREWS AVENUE SO I DON'T SEE THERE BEING AN ISSUE IF YOU WERE JUST TO APPLY FOR IT. OKAY BECAUSE I HAVE A NEW ONE GOING IN NOW ON PINE ISLAND WHICH IS GOING TO BE A NIGHTMARE AN ABSOLUTE NIGHTMARE. SO THAT MIGHT HELP. SO I'M GONNA HAVE TO TALK TO MY FRIEND AT SUNRISE AND FIND OUT WHAT I NEED TO DO.

THANK YOU. AND I THINK [INAUDIBLE] THINK RICARDO WOULD LIKE TO ADD SOME ADDITIONAL COMMENTS. GOOD MORNING RICARDO GUTIERREZ WITH [INAUDIBLE]. THE BIGGEST ISSUE THAT WE HAVE WITH THE GREEN BIKE LINKS IS ACCEPTING THE MAINTENANCE OF THOSE FACILITIES. OF COURSE THAT'S EVERYBODY SAYS [INAUDIBLE] AND ALSO THOSE GREEN LANES TO CLEARLY BE THE MARK BUT IT'S ACCEPTING THEM IS A MAINTENANCE RESPONSIBILITY FOR THE LOCAL OWNERS TO DO THAT. SO EVERYBODY WANTS THEM BUT WE JUST HAVEN'T BEEN ABLE TO GET TO SOME OF THE LOCALS TO ACTUALLY ACCEPT THE MAINTENANCE OF THE GREEN BIKE LANE. I THINK ONE OF THE FEW CITIES HAVE ACTUALLY TAKEN THAT RESPONSIBILITY IS THE CITY OF OAKLAND PARK. CAN YOU TELL ME WHAT THE MAINTENANCE IS DO THEY NEED TO BE REPAINTED EVERY YEAR EVERY FIVE YEARS. I DON'T KNOW WHAT EXACTLY THAT MAINTENANCE IS. I KNOW WE DO. I HAVE USED. WE'RE USING A DIFFERENT WE'RE NOT USING PAINT ANYMORE. I THINK WE'RE USING SOME SORT OF A THERMAL PLASTIC THAT MELTS INTO THE ASPHALT WILL LAST A LITTLE LONGER. HOW HOW LONG DOES IT LAST I'M NOT REALLY SURE BUT IT DOES LAST A LOT LONGER THAN PAINT. COULD SOMEONE FIND OUT FOR ME. AND I CAN KIND OF BECAUSE I'VE ACTUALLY WORKED WITH THE CITY MANAGER AND HIS STAFF OVER AT OAKLAND PARK. AND TYPICALLY WHAT WE'VE SEEN IN FLORIDA IS THAT WE'LL MAYBE GET TO THE 5 YEAR MARK AND THEN YOU'RE GOING TO HAVE TO RE RE APPLY THE SURFACE AND THAT'S WHERE THE EXPENSE COMES IN BECAUSE IT'S NO DIFFERENT THAN PAVEMENT MARKINGS AT THAT POINT SO YOU KNOW REALISTICALLY GOOD GOOD SCALE PRACTICE WOULD BE THAT YOU WOULD BE MAINTAINING IT EVERY FIVE YEARS. OK. THANK YOU VERY MUCH. ANY OTHER COMMENTS COMMISSIONER GREEN VICE MAYOR GREEN. ACTUALLY THE COMMENTS ABOUT THERE ARE THE QUESTIONS ABOUT THE GREEN BIKE LANE WAS WHAT I WAS CONCERNED ABOUT AS WELL. IF A PROJECT HAS ALREADY BEEN APPROVED WITHOUT IT CAN YOU DO ANYTHING ABOUT THAT. WE WOULD PROBABLY HAVE TO WORK WITH YOU TO KIND OF FIGURE THAT OUT. I'M SURE THAT YOU WOULD PROBABLY BE RESPONSIBLE FOR THE ADDITIONAL COSTS. WELL NEVER MIND. WELL EXCUSE ME HOLD ON JUST A MINUTE COMMISSIONER [INAUDIBLE] LET ME JUST SAY THIS TOM TALK TO ALL OF YOU. IT'S NOT. YOU HAVE. SORRY. ALL THE CITIES MOST ALL THE CITIES OR ALL THE CITIES I DON'T KNOW HAVE SUBMITTED A LIST OF PROJECTS THAT WERE TO BE FUNDED THROUGH THE SURTAX.

THOSE MAINTENANCE TYPE PROJECTS AND I THINK THERE ARE ROUGHLY TWO HUNDRED AND FIFTY OF THEM ARE GOING TO MOVE FAST FOR WHOEVER SPOKE AND SAID WE DON'T HAVE ANY SURTAX MONEY YET IS CORRECT. FIRST QUARTER OF NEXT YEAR THAT MONEY WILL COME OUT ONCE THAT MONEY COMES OUT IF YOU THINK YOUR JOB IS OVER IF WE THINK OUR JOB IS OVER IT'S NOT BECAUSE THAT'S THE POINT WHERE YOU NEED AND THE COUNTY WILL BE COMING OUT AND SAYING IT'S TIME FOR MORE SUBMISSIONS AND THOSE ARE THE KIND OF OPPORTUNITIES

[01:20:03]

YOU HAVE TO INCLUDE THOSE PROJECTS THAT CAN GENERATE GENERALLY CONSIDERED SMALL MAINTENANCE PROJECTS IN THE APPLICATION. NOW THERE'S ALSO AN OPPORTUNITY IF YOU WANT TO BUILD A BRIDGE OVER I95 YOU CAN PUT THAT ON THE SURTAX LIST TO THE POINT THAT I'M MAKING IS THIS IS NOT OVER SURTAX HASN'T EVEN STARTED AND PEOPLE ARE ACTING LIKE IT'S OVER IT'S NOT. SO SOME OF THE THINGS THAT YOU'RE ASKING FOR OR INDICATING THAT YOU'D LIKE TO FUND THROUGH THE SURTAX MAY BE BETTER OFF FUNDED THROUGH CSLIP AND VICE VERSA. SO HERE'S THE KEY. CONOR GO THROUGH THE CSLIP PROGRAM BECAUSE HE'S GOING TO THE STAFF IS GOING TO TELL YOU THAT THERE'S A BETTER AND EASIER FUNDING SOURCE FOR YOU THAN THIS PROJECT NOW SO LEADS MY NEXT QUESTION.

HOLD ON LARRY I WILL GET TO YOU AND TIM TOOK THEM OFF MARGARET. OK. WHEN'S THE NEXT APPLICATION PERIOD. SO THE SUBMISSION FOR THE NEXT CSLIP CYCLE BE NOVEMBER 13TH. SO THE CITIES WILL BE NOTIFIED. OKAY FOLKS AND I KNOW NOT WE DON'T HAVE 31 PEOPLE HERE WHEN YOU GET BACK TO YOUR OFFICE TODAY WHETHER IT'S HOME OR AN OFFICE OFFICE YOU NEED TO CONTACT YOUR CITY MANAGER AND YOUR PLANNING DIRECTOR AND DIRECT THEM TO THIS PORTION OF THE AGENDA AND TELL THEM GET READY. THIS IS ALREADY THE MIDDLE OF JUNE. MOST OF US ARE TAKING VACATIONS IN JULY OR AUGUST INCLUDING OUR STAFF BUT CITY STAFF NEEDS TO BE MEETING WITH YOU AND WITH EACH OTHER TO COME UP WITH A LIST OF PROJECTS THAT YOU WANT TO SUBMIT THROUGH CSLIP. AND AGAIN WE HAVE NUMEROUS POTS OF MONEY HERE AND STAFF IS REALLY GOOD AT DETERMINING WHICH POT OF MONEY THEY SHOULD USE FOR THE PROJECT YOU HAVE.

THIS IS AN IMPORTANT RESPONSIBILITY THAT WE HAVE AS MEMBERS OF THE MPO.

COMMISSIONER BATES. YEAH I'VE GOT A QUICK QUESTION. BIKE LANES THE BUFFERED HAVE WE WHERE ARE WE AS FAR AS UTILIZING SOMETHING TO BUFFER THE BIKE RIDERS. SO YOU CAN APPLY FOR AT LEAST FOR THE CSLIP PROGRAM ITSELF YOU CAN APPLY FOR A BUFFERED BIKE LANE THROUGH THE PROGRAM BUT AS FAR AS A STANDARD I'M NOT SURE IF [INAUDIBLE] RICARDO WOULD LIKE TO COME UP AGAIN. IT ALL REALLY DEPENDS ON WHERE THE PROJECT IS. I MEAN THERE THAT FDOT HAS THEIR OWN STANDARDS SO DOES THE COUNTY AND THERE'S SOME LOCAL AS WELL SO DEPENDS ON WHERE YOUR PROJECT IS LOCATED AND THAT'S HOW WE DETERMINE THE SIZE OF THE BUFFER OR TYPE OF BUFFER. DETERMINE WHAT TYPE OF BUFFER WE'RE GOING TO USE ON THE BIKE LANE. I'M SORRY. WILL THE CITIES WILL DETERMINE THE TYPE OF BUFFER. WHO DETERMINES THAT TYPE OF BUFFER THAT'S GOING TO BE USED IS ACTUALLY THE OWNER OF THAT ROAD. YOUR [INAUDIBLE] OWNER WHATEVER IS THE COUNTY, CITY, OR STATE ROAD THEY DETERMINE WHAT TYPE OF BUFFER WILL BE USED. OKAY. THANK YOU.

COMMISSIONER RYAN I THINK LEFT. YOU'RE SUPPOSED TO STAY UP HERE COMMISSIONER.

MR. CHAIRMAN I WAS JUST GETTING SOME TECHNICAL VERIFICATION FIRST ON THE EASY PART. THE COLLECTION OF THE SURTAX PROCEEDS ACTUALLY BEGAN JANUARY 1 OF THIS YEAR AND WE RECEIVED THE MONEY QUARTERLY FROM THE DEPARTMENT OF REVENUE. AND SO WE'VE ALREADY RECEIVED THE FIRST QUARTERLY DISTRIBUTION AND IT'S APPROXIMATELY THREE AND FIFTY MILLION DOLLARS ANNUALLY. WHAT I WANTED TO MENTION IS THERE WAS A NUMBER OF PROJECTS MUNICIPAL PROJECTS THAT DIDN'T REACH THE CRITERIA OF CONNECTIVITY AND FOR THAT REASON THEY COULDN'T BE RANKED BY THE MPO. AND IN ACCORDANCE WITH THE INNER LOCAL AGREEMENT WITH REGARD TO THE THE 10 PERCENT OF THE SURTAX MONEY THAT'S GONNA BE USED FOR LOCAL PROJECTS THAT FIRST AMENDMENT WAS APPROVED AT THE LAST COUNTY COMMISSION MEETING. AND SO IT WILL NOW BE DISTRIBUTED THAT FIRST AMENDMENT TO THE CITIES. AND WHEN A MAJORITY OF THE CITIES APPROVE IT THEN THOSE PROJECTS WILL BE RANKED BY COUNTY STAFF AND THEY'LL BE BROUGHT TO THE COUNTY COMMISSION FOR FUNDING. THANK YOU. DO WE HAVE A MOTION. OH I'M SORRY COMMISSIONER CARN POPPED UP. YES MR. CHAIR IF IT'S IN ORDER I WOULD LIKE TO PUT THAT MOTION FORWARD THAT WE MAINTAIN THE FIVE HUNDRED THOUSAND DOLLAR CONSTRUCTION MINIMUM GIVE IT A RIDE FOR A YEAR SO THAT WE CAN SEE HOW WHEN SURTAX MONEY STARTS TO FLOW HOW IT ACTUALLY AFFECTS US BEFORE CHANGING IT NOW. WE HAVE A MOTION FROM COMMISSIONER CARN IS THERE A

[01:25:03]

SECOND. SECONDED BY COMMISSIONER CALETKA ANY DISCUSSION. ALL RIGHT. THE MOTION IS TO REDUCE THE MINIMUM FROM ONE MILLION DOLLARS TO FIVE HUNDRED THOUSAND DOLLARS. SO WOULD YOU ALL PLEASE VOTE. THAT PASSES ALMOST UNANIMOUSLY.

THANK YOU. MR. STEWART YOU DID NOT DISCUSS THE TRIP. CHARIMAN THAT WAS THE MOTION TO AMEND. BUT IT WASN'T. OH OKAY. OKAY RIGHT. WAS A MOTION TO AMEND. YOU'RE RIGHT. THANK YOU. YOU EARNED YOUR MONEY TODAY. I WILL ENTERTAIN A MOTION TO APPROVE THE ITEM. IS THERE A MOTION TO APPROVE. GOT IT. ALL IN FAVOR. THE ABSENCE HAVE IT.

IT PASSES. ALL RIGHT THANK YOU. MR. STEWART ONE OF THE ANYTHING ELSE. YEAH WE HAVE TWO NON ACTION ITEMS IF YOU WANT TO HEAR THEM ONE IS THE STATUS OF WHERE WE ARE WITH THE MOBILITY HUB PROGRAM AND THE SECOND IS ON THE 2019 WALKABILITY ACTION INSTITUTE ONE OF OUR BOARD MEMBERS ATTENDED WITH OUR TEAM AS WELL AS OTHER MEMBERS OF THE PUBLIC FROM HERE IN BROWARD UP IN ATLANTA. SO THOSE ARE TWO PRESENTATIONS IF YOU WOULD LIKE TO HAVE THEM. COUNCIL MEMBER CALETKA. YEAH I JUST WANTED TO LET THE BOARD KNOW MY MAYOR CALLED A SPECIAL SESSION FOR 11:45 TODAY SO I'LL HAVE TO LEAVE A LITTLE BIT EARLY I COULDN'T CONVINCE HER TO MOVE IT TO A LATER POINT SO I JUST WANT TO LET YOU KNOW IT'S NOT THAT I'M GOING TO LUNCH OR ANYTHING I'M GOING TO A SPECIAL SESSION. THEY MIGHT BE SERVING LUNCH I DON'T KNOW.

DOES ANYBODY WANT TO HEAR THE UPDATE ON MOBILITY HUBS. WE WILL BE HAPPY TO DO THAT. [INAUDIBLE] THEY PREPARED. OKAY LET'S DO IT. MR. [INAUDIBLE]. GOOD MORNING. THANK YOU FOR

[1. Mobility Hubs Status Update and Future Funding Program]

THE OPPORTUNITY TO GIVE YOU AN UPDATE ON THE MOBILITY HUB STATUS AND THEN ALSO THE FUTURE FUNDING OPTIONS WE WANT TO GET YOUR FEEDBACK AS WE MOVE FORWARD TO FINALIZE THIS PROGRAM. CHADWICK BLUE IS GOING TO START THE PRESENTATION. CHADWICK JOINED THE MPO STAFF ABOUT FEBRUARY. HE WORKED WITH THE DOWNTOWN DEVELOPMENT AUTHORITY IN FORT LAUDERDALE FOR 11 YEARS. AND IF YOU WALK AROUND DOWNTOWN FORT LAUDERDALE YOU CAN SEE SOME OF THE PROJECTS HE WORKED ON. ONE OF THE ONES THAT I'M THAT CAUGHT OUR ATTENTION THAT HE DID THERE WAS A RECENT EXTENSION OF THE RIVERWALK IN FORT LAUDERDALE THERE'S A BRIDGE THAT'S CANTILEVERED OVER THE NEW RIVER AND A SECTION NEAR THE STRAND HENHOUSE AND THAT WAS SOMETHING THAT HE LED AND GOT COMPLETED. SO WE'RE PROUD TO HAVE HIM WORKING WITH US ON THE MOBILITY HUBS. SO CHADWICK. GOOD MORNING MR. CHAIR LADIES AND GENTLEMEN OF THE BOARD. AGAIN MY NAME IS CHADWICK BLUE. I'M A PROJECT COORDINATION MANAGER HERE AT THE BROWARD MPO AND I'M ALSO THE PM FOR THE MOBILITY HUBS. SO I'D LIKE TO TAKE THIS OPPORTUNITY TO GIVE YOU A BRIEF UPDATE ON WHERE WE ARE WITH THE PROGRAM. FIRST I'D LIKE TO START WITH A BRIEF UPDATE ON THE BACKGROUND FOR SOME OF YOU WHO MAY NOT BE VERY FAMILIAR WITH THIS PROGRAM. IT WAS FIRST INTRODUCED AS A MOBILITY CONCEPT IN THE 2035 LONG RANGE TRANSPORTATION PLAN AND WHAT STAFF DID IS THEY LOOKED AT ACROSS BROWARD COUNTY AT TRANSIT ACCESS POINTS AND WHAT THAT MEANS IS THAT THIS IS AREAS WITH A HIGH LEVEL OF EXISTING TRANSIT SERVICE AND ALSO IT HAS HIGH TRIP TRANSFER AND GENERATION TRIP BY GENERATION RATES ALSO IN AREAS WITH HIGH DEVELOPMENT POTENTIAL. AND REALLY THE AIM IS TO INTEGRATE VARIOUS MODES OF TRANSPORTATION SUCH AS WALKING, BIKING, TRANSIT, AND AUTOMOBILES ALL TOGETHER AS SEAMLESSLY AS POSSIBLE FOCUSING ON THAT FIRST AND LAST MILE CONNECTIVITY FOR TRANSIT USERS. ADDITIONALLY THERE IS A FOCUS ON PEDESTRIAN AND BICYCLE CONNECTIONS WHICH WOULD ENSURE SECURITY COMFORTABLE PLACES TO WAIT FOR TRANSIT AND ALSO PROVIDE SAFE AND EASY TRANSFERS. AND ALL THIS GOES BACK TO ACCOMPLISHING THE THREE MAIN GOALS OF THE BROWARD MPO WHICH IS TO MOVE PEOPLE AND GOODS, CREATE JOBS, AND STRENGTHEN COMMUNITIES. SO WITH THAT AND FURTHER YOU'LL SEE A SCREEN CURRENTLY AS OF JUNE WE HAVE SEVEN DIFFERENT MOBILITY HUB PROJECTS UNDERWAY. AND AS YOU CAN SEE THEY'RE IN VARIOUS STAGES OF DEVELOPMENT. SO THE FIRST TWO CORAL SPRINGS IN SUNRISE WE JUST HAD OUR INITIAL KICKOFF MEETINGS A COUPLE MONTHS AGO. SO WE'RE VERY EXCITED TO BE WORKING ON THAT.

AND IN ADDITION WE HAVE MOBILITY HUB PROJECTS IN PEMBROKE PINES, PLANTATION HOLLYWOOD, CYPRESS CREEK, AND DOWNTOWN FORT LAUDERDALE. AND AS PART OF THE MOBILITY

[01:30:05]

HUB PLANNING PROCESS BEFORE ANY CAPITAL IMPROVEMENTS ARE DONE THERE'S A MOBILITY HUB MASTER PLAN THAT'S CREATED AND AS PART OF THAT SOME DOCUMENTATION INCLUDES EXISTING SITE NAD CONTEXT EVALUATION. THERE'S TYPICALLY A MARKET ANALYSIS THAT'S DONE AN ADDITION TO EXISTING TRANSIT RIDERS THEY DO SURVEYS THEY GO OUT THEY FIND OUT WHAT THE EXISTING TRANSIT RIDERS IN THAT AREA WOULD LIKE TO SEE WHETHER THAT'S LIGHTING OR MORE BUS SHELTERS. AND THEN THAT'S FINALIZED WITH A CAPITAL RECOMMENDATION FOR A CAPITAL IMPLEMENTATION AS A FINAL DOCUMENT IN THAT PACKAGE. SO I'D LIKE TO TALK TO YOU NEXT ABOUT THE DOWNTOWN FORT LAUDERDALE MOBILITY. SO THIS WAS VERY SPECIAL WE'RE VERY EXCITED ABOUT THAT ABOUT THIS PARTICULAR PROJECT. THIS WAS THE FIRST MOBILITY HUB THAT MPO STAFF STARTED WORKING ON. AND SO AS YOU CAN SEE JUST TO GIVE YOU SOME CONTEXT THE AREA WHERE THE HUB IS GOING IN YOU'VE GOT ANDREWS AVENUE TO THE EAST, [INAUDIBLE] TRACTS TO THE WEST, NORTHWEST FOUR STREET TO YOUR NORTH BOUNDARY, AND THEN BROWARD IS YOUR SOUTHERN BOUNDARY.

SO WERE THE ONE STOP SHOP IS KIND OF ACROSS FROM CITY HALL. ALL OF THAT AREA OVER THERE. AND RIGHT NOW THERE'S POOR EXISTING CONDITIONS. THERE'S SOME LIGHTING NEEDS THERE'S SIDEWALK APPS AS YOU CAN SEE FROM THIS PHOTO. BUT THIS IS A VERY VERY IMPORTANT TRANSPORTATION AREA BECAUSE YOU'VE GOT A BRIGHTLINE VIRGIN TRAINS YOU'VE GOT THAT STATION RIGHT THERE AND THE BROWARD COUNTY AIN BUS TERMINAL RIGHT THERE. YOU'VE GOT COMMUNITY SHUTTLES SUCH AS THE SUN TROLLEY ALL THE DOCKLESS SCOOTER OPTIONS ALL COME TOGETHER AT THIS POINT. AND ALSO THERE'S A CONSIDERATION FOR THE TR-RAIL COASTAL LINK STATION IN THE FUTURE MIGHT COME INTO THIS AREA. SO YOU'VE GOT A LOT GOING ON. AND SO WE ORIGINALLY WENT FORWARD TO DEVELOP THIS CONCEPT. WE HAD A HIGH EMPHASIS ON JOINT DEVELOPMENT INITIATIVE. THAT'S ANOTHER COMPONENT FOR THE MOBILITY HUBS TO SEE IF BY DOING THESE IMPROVEMENTS WE CAN BUY DOWN SOME OF THE COSTS FOR DEVELOPERS WHO THEN WILL COME INTO THIS AREA AND DO FUTURE DEVELOPMENTS. SO IN THE MIDDLE OF THIS AREA AT ONE TIME IT WAS ENVISIONED THAT THE WAVE MAINTENANCE AND STORAGE FACILITY WAS GOING TO GO RIGHT ACROSS FROM CITY HALL ON THE ONE STOP SHOP PROPERTY. SO THERE ARE VARIOUS CONCEPTS AND RENDERINGS DONE MAIN ENTRANCE MAINTENANCE AND STORAGE FACILITY WAS ON THE GROUND FLOOR AND THERE WAS VARIOUS SCENARIOS HOTEL RESIDENTIAL OFFICE SPACE AND AGAIN SO THE IDEA OF THE SIDEWALK IMPROVEMENTS THE LIGHTING IMPROVEMENTS WOULD HELP THE DEVELOPER REDUCE THE COST OF HIS DEVELOPMENT. NOW WE ALL KNOW WHAT HAVE IN THE WAY OF STREETCAR EVEN BEFORE THAT WAS TERMINATED. IT WAS DECIDED TO MOVE THE MAINTENANCE AND STORAGE FACILITY SOUTH OF THE NEW RIVER ACROSS BROWARD GENERAL. SO THAT COMPONENT KIND OF WENT AWAY. BUT WHAT WE'RE PLANNING ON DOING RIGHT NOW THIS IS A RENDERING OF SOME OF THE IMPROVEMENTS YOU CAN ACTUALLY SEE THE WAVE STREETCAR SOMEWHERE IN THERE. SO THAT'S ABOUT AS CLOSE AS WE'LL GET TO IT AT THIS POINT BUT WE'RE DOING SIDEWALK IMPROVEMENTS THROUGHOUT THIS AREA, ENHANCED LIGHTING, IMPROVED SIGNAGE FOR PEDESTRIAN, AND VEHICULAR TRANSIT, ALSO PEDESTRIAN CROSSWALKS WILL BE GOING IN AS WELL AS BICYCLE PATHS THROUGHOUT THIS WHOLE AREA.

AND IT IS RECENTLY IT WAS ADVERTISED THE CONSTRUCTION WAS ADVERTISED WE'RE VERY EXCITED IT'S GOING MADE IT THROUGH PROCUREMENT. IT'S BEEN ADVERTISED AND WE ANTICIPATE A GROUNDBREAKING CEREMONY TO TAKE PLACE IN SEPTEMBER. SO AGAIN WE'RE VERY EXCITED ABOUT SEEING THIS PROJECT COME TO FRUITION. NEXT I'D LIKE TO TALK TO YOU ABOUT THE CYPRESS CREEK MOBILITY HUB AGAIN ANOTHER EXCITING PROJECT LITERALLY RIGHT BEHIND YOU IS THE TRI-RAIL STATION. AND SO WITH THIS PROJECT WHEN WE WENT TO THE PLANNING THE MOBILITY PLANNING STUDY WE DID SEVERAL DIFFERENT CONCEPTS AND THERE WERE SEVERAL DIFFERENT RECOMMENDATIONS THAT CAME OUT OF IT.

ORIGINALLY WE LOOKED AT IS THIS THE BEST USE FOR THE EXISTING TRI-RAIL LOT. AND SO DURING OUR MARKET ANALYSIS WE REALIZED THAT HEY YOU KNOW WHAT MAYBE NOT. SO WE LOOKED AT SOME DIFFERENT CONCEPTS ONE INCLUDED A HOTEL ON THAT SITE PERHAPS SOME OFFICE AND COMMERCIAL SPACE AND ALL KINDS OF THINGS WERE LOOKED AT. AND SO WHAT WE FOUND IS THAT UNFORTUNATELY CURRENTLY THE LAND USE IT'S ZONED IT'S INDUSTRIAL. SO THERE'S SOME LAND USE CHANGES THAT NEED TO THAT BE CORRECTED IN ORDER TO DO ANY SORT OF FUTURE DEVELOPMENT. THERE'S ALSO A LACK OF INFRASTRUCTURE SO SEWER AND WATER THAT'S ALL NEEDED. AND WHAT HAPPENED WHEN WE CONCLUDED THE MARKET ANALYSIS DURING

[01:35:03]

THAT TIME AS IF RTA WOULD HAVE HAD TO GIVEN THE LAND AWAY PLUS FIFTEEN HUNDRED DOLLARS TO ENTICE DEVELOPER TO DO SOMETHING ON THAT SITE. SO WE SAID WE'LL HOLD OFF ON THAT AND WAIT FOR THE CONDITIONS TO IMPROVE. BUT WHAT ELSE CAN WE DO IN THE MEANTIME. SO WE PRODUCED A CAPITAL RECOMMENDATION PLAN THAT INCLUDED SOME TRAFFIC SIGNALIZATION THAT IS NEEDED ON POWERLINE AND 59TH COURT. 59TH COURT IS THE ROAD THAT YOU WOULD TURN IN A POWERLINE TO ACCESS THE TRI-RAIL STATION HERE. WE INTRODUCED OR RECOMMENDED SOME ENTRY PYLONS TO GIVE A PLACE SETTING KIND OF GIVE A BETTER FEEL FOR AS YOU ENTER INTO THE TRI-RAIL WHERE YOU ARE. ALSO WIDER SIDEWALKS CURRENTLY THERE'S NO SIDEWALKS OUT THERE THAT WOULD EVEN ALLOW YOU TO WALK INTO THE TRI-RAIL STATION WITHOUT JUST WALKING ON THE STREET. SOME BICYCLE PATHS AND THEN ON CYPRESS CREEK BETWEEN POWERLINE AND ANDREWS WE ALSO RECOMMENDED SOME SIDEWALK IMPROVEMENTS THERE, SOME LIGHTING IMPROVEMENTS, AND THEN ON NORTH ANDREW'S WAY WHICH IS RIGHT IN FRONT OF THIS OFFICE. THERE'S SOME AREAS WHERE THERE'S THERE'S NO SIDEWALK AT ALL IN FRONT OF THIS BUILDING AND THERE'S ALSO SOME EXISTING SIDEWALK APPS. SO THERE'S A WHOLE PLAN FOR INCREASING THE CONNECTIVITY AND THE PEDESTRIAN EXPERIENCE AND THE TRANSIT EXPERIENCE AND WHY THIS IS IMPORTANT IS THIS IS THE SECOND LARGEST COMMERCIAL HUB IN BROWARD COUNTY THIS AREA A LOT OF PEOPLE DON'T KNOW THAT BUT YOU'VE GOT CITRIX A LOT OF DIFFERENT COMPANIES IN THIS AREA. YOU HAVE 95 RIGHT THERE, YOU HAVE TRI-RAIL SHUTTLES, BROWARD COUNTY BUSES, AND THE EXECUTIVE AIRPORT RIGHT BEHIND YOU. SO A LOT OF STUFF GOING ON WE'RE ALL TRYING TO JUST HIDE IN A LITTLE BIT BETTER. SO AT THIS POINT WE HAVE FUNDING ALLOCATED IN 2024. SO IF YOU'RE HANGING OUT WITH US A LITTLE BIT LONGER YOU'LL START TO SEE THESE IMPROVEMENTS COME DOWN THE PIPE HERE.

ADDITIONALLY MOVING ON I'D LIKE TO TALK TO YOU ALSO ABOUT OUR MOBILITY HUB PROJECT THAT'S TAKING PLACE ON HOLLYWOOD BOULEVARD AND STATE ROAD 7. SO CURRENTLY THIS INTERSECTION IS ALREADY SERVING AS A TRANSIT POINT FOR MULTIPLE BCT BUSES.

SO WORKING WITH THE CITY OF HOLLYWOOD WE HAVE GONE IN  WE'VE DONE THE MOBILITY HUB MASTER PLAN AND AS PART OF THOSE CAPITAL RECOMMENDATIONS THE CITY OF HOLLYWOOD WOULD LIKE SHELTERS ON EITHER SIDE OF THAT INTERSECTION THAT AGAIN ADDRESS THE TRANSFERS THAT ARE ALREADY TAKING PLACE AND ALSO ADDITIONAL ENHANCED LIGHTING WILL BE GOING IN AND CURRENTLY THERE IS A DETENTION WELL THAT PEOPLE CROSS ALL THE TIME BUT THEY'RE NOT REALLY SUPPOSED TO BE THERE. AND SO WE'RE WORKING CLOSELY WITH FDOT TO SEE IF WE CAN BUILD A PEDESTRIAN WALKWAY AGAIN ACROSS THIS RETENTION WELL TO IMPROVE THE CONNECTIVITY FOR THE PEDESTRIANS IN THAT AREA TO THESE TRANSIT STOPS THAT ARE ALREADY EXISTING. CURRENTLY WE'RE AT 30 PERCENT DESIGN AND WE ARE AIMING TO HAVE DESIGN COMPLETED BY THE END OF THE YEAR AND CAPITAL IMPROVEMENTS WILL BE MOVING FORWARD NEXT YEAR. SO WITH THAT I'D LIKE TO TURN IT OVER TO DEPUTY DIRECTOR JAMES CROMAR. THANK YOU. SO NOW I WANT TO TALK ABOUT THE FUTURE OF THE HUB PROGRAM. YOU'VE HAD THE QUESTION OF PROVIDING FUNDING FOR THE MOBILITY HUBS IN THE METROPOLITAN TRANSPORTATION PLAN. AND SO THE APPROACH THAT WE'RE LOOKING AT FOR THE FUTURE AND AGAIN WE WANT YOUR FEEDBACK ON THAT IS LOOKING AT A APPROACH FOR FUNDING CAPITAL IMPROVEMENTS AS CHADWICK HAS TALKED ABOUT. WE PROPOSE A CSLIP LIKE CSLIP LIKE APPLICATION PROCESS. SO ANY OF THE MEMBER GOVERNMENTS CAN APPLY FOR FUNDING IN SPECIFIC LOCATIONS RELATED TO MOBILITY HUBS. AND THIS TOUCHES ON A KEY ELEMENT OF OF AN APPLICATION WHICH IS THE SPONSOR READINESS BEING THE LOCAL GOVERNMENT IS WILLING TO PARTICIPATE IN DOING MOBILITY HUBS. WE ALSO RECOGNIZE SOME LOCATIONS MAY NEED SOME PLANNING ASSISTANCE TRYING TO FIGURE OUT WHAT KIND OF EXPENSES MIGHT BE ELIGIBLE FOR THE FTA FUNDING THAT THE BROWARD MPO IS PROVIDING ALSO TO EXPLORE JOINT DEVELOPMENT OPPORTUNITIES SO WE WANT TO HAVE AN APPROACH THAT WE CAN OFFER THE CITY'S CAPITAL AND PLANNING ASSISTANCE AS WE GO FORWARD. THE CRITERIA THEN THAT WE WOULD PROPOSE FOR THIS EVALUATION WOULD BUILD ON SOME OF THE WORK THAT WE DID LAST YEAR THAT WE PRESENTED ABOUT AN UPDATE TO THE MOBILITY PROCESS LOOKING AT THREE CRITERIA MARKET READINESS LOOKING AT HOW MANY PEOPLE LIVE AND WORK IN A PARTICULAR AREA THAT GIVES YOU DEMOGRAPHIC INFORMATION.

ALSO LOOKING AT WHAT KIND OF INVESTMENT IS GOING ON. WE TALKED ABOUT REDEVELOPMENT POTENTIAL BUT WE ALSO WANT TO KEEP IN MIND SOCIAL EQUITY ISSUES AND SO WE WANT TO USE THE NEW EQUITY CRITERIA THAT THE BROWARD MPO HAS DEVELOPED OVER THIS LAST YEAR TO MAKE SURE THAT WE'RE NOT THERE WERE PROPERLY ADDRESSING THE DIFFERENT NEEDS OF OUR RESIDENTS THROUGHOUT THE COUNTY. WE ALSO LOOK AT NETWORK READINESS OR WHERE THERE IS EXISTING TRANSIT SERVICE. THE FREQUENCY OF THE SERVICE AND THE RIDERSHIP THAT'S THERE. WE ALSO RECOGNIZE THAT THE COUNTY SURTAX IS GONNA MAKE IT POSSIBLE FOR A LOT OF NEW TRANSIT SERVICE TO COME IN. SO WE WANT THIS CRITERIA TO BE

[01:40:05]

FLEXIBLE FOR THE FUTURE AS NEW IMPROVEMENTS ARE ANNOUNCED AND GO FORWARD AND WE APPRECIATE THE THINGS THAT CAN HAPPEN THERE. AND THEN FINALLY THE THIRD CRITERIA WE TALKED ABOUT IS THAT SPONSOR READINESS THAT WHEN WE HAVE WILLING PARTNERS IT MAKES THESE PROJECTS GO FORWARD WELL. WE'VE WE'VE HAD SOME CASES WHERE A CITY MIGHT NOT WANT TO DO SOMETHING BUT IT'S GOOD THAT WE HAVE OTHERS THAT ARE INTERESTED IN MOVING FORWARD. SO THIS PARTICULAR MAP AGAIN WE PRESENTED THIS LAST YEAR SHOW SOME CANDIDATE LOCATIONS. THIS IS WHERE THERE IS EXISTING TRANSIT SERVICE WHERE THERE'S CERTAIN LEVELS OF RIDERSHIP. WE'VE ALSO DEVELOPED SOME TYPOLOGIES SO WE HAVE DIFFERENT RAIL STATIONS OR PARK AND RIDE LOCATIONS OR PLACES WHERE THERE ARE STREET SIDE TRANSFERS SO YOU HAVE A MAJOR INTERSECTION WHERE THERE'S BUSES COMING TO DIFFERENT PLACES. SO WE RECOGNIZE THERE WILL BE DIFFERENT TYPES OF INVESTMENT THAT WOULD BE APPROPRIATE IN THOSE DIFFERENT LOCATIONS. THERE'S ALSO THE TYPOLOGIES IF YOU'RE IN AN URBAN CORE OR IF YOU'RE A SUBURBAN COMMERCIAL OR RESIDENTIAL AREA. AGAIN THE LEVEL OF INVESTMENT MIGHT BE DIFFERENT BASED ON THOSE. AND THESE CANDIDATE LOCATIONS CAN ADJUST AND CHANGE AS WE GET NEW INFORMATION THAT'S THE FLEXIBILITY WE WANT TO BUILD INTO THE CRITERIA. SO IN TERMS OF LOOKING AT ELIGIBLE COSTS THEN THE BROWARD MPO CAN BE HELPFUL WITHIN INSTALLING MOBILITY ELEMENTS THINGS THAT HELP IN TRANSPORTATION. SO THERE'S SHELTERS THAT THAT WAY FINDING SIGNAGE THINGS OF THAT SORT. WE CAN ALSO HELP PROVIDE SOME SAFETY ELEMENTS FOR SAFE CROSSINGS, FOR LIGHTING, FOR BIKES, AND PEDESTRIANS, THE SENIORS AS COMMISSIONER BELVEDERE MENTIONED SOME OF THESE DIFFERENT THINGS TO MAKE IT EASIER FOR PEOPLE TO CONNECT TO TRANSIT. THE THIRD LEVEL THEN OF ELEMENT SUCH AS PLACE MAKING THESE TYPES OF IMPROVEMENTS TYPICALLY ARE NOT GOING TO BE ELIGIBLE FOR THE FEDERAL FUNDS THAT WE USE BUT WE DON'T WANT TO FORGET THAT THOSE ARE THE KINDS OF THINGS THAT CAN MAKE A PROJECT DISTINCTIVE AND REFLECT THE LOCAL COMMUNITY. SO WE CAN TALK ABOUT HOW THOSE COULD MOVE FORWARD AND FIGURE OUT THE FUNDING OPTIONS THERE. AND THEN FINALLY AS CHADWICK ALLUDED TO EARLIER THERE ARE OPPORTUNITIES FOR JOINT DEVELOPMENT OR TRANSIT ORIENTED DEVELOPMENT. THIS IS A CONCEPT THAT HAD COME UP FOR THE CYPRESS CREEK LOCATION OUT HERE WHICH AGAIN COULDN'T GO FORWARD FOR DIFFERENT REASONS. BUT WE DO WANT TO EMPHASIZE THAT MOBILITY HUBS WITH INCREASED TRANSIT THAT WILL BE COMING BECAUSE OF THE SURTAX THEY'RE GOING TO BE NEW OPPORTUNITIES THAT WE DON'T NECESSARILY ENVISION RIGHT NOW. AND SO WE WANT TO MAKE SURE THAT WE BUILD INTO THIS PROGRAM THE OPPORTUNITY TO PURSUE THESE INVESTMENTS IN PUBLIC INFRASTRUCTURE THAT WOULD ENCOURAGE ECONOMIC DEVELOPMENT AND SOCIAL EQUITY ADVANCEMENT. SO WITH THAT WE WANT TO CLOSE IF YOU HAVE ANY COMMENTS AND DEPENDING ON YOUR COMMENTS WE CAN BE BACK TO YOU IN A FEW MONTHS WITH MORE INFORMATION. ANYBODY. COMMISSIONER CARN. THANK YOU.

THANK YOU FOR THE PRESENTATION. ONE THING I WANTED TO SOMETHING THAT I NOTICE AND I THINK WE SHOULD CONSIDER FLORIDA IS HOT AND FLORIDA IS RAINY.

COMMISSIONER [INAUDIBLE]. YOU ALREADY FAIL HIS JOB. YOU KNOW WHAT. YOU KNOW WHAT SENIOR SENIOR MOMENTS HAPPEN AT ANYTIME I UNDERSTAND. SO IT'S IT'S HOT AND IT'S RAINY AND WHAT WE ARE PROVIDING FOR THE VERY HEAVILY USED TRANSIT PLACES LIKE 441 AND BROWARD IS LIKE GIVING ME A PIECE OF PAPER TO PUT OVER MY HEAD IN A RAINSTORM. SO IF WE COULD TAKE A LOOK AT THE BUS SHELTER ARCHITECTURE THAT WE USE IN SOUTH FLORIDA IT IS IT'S HORRIBLE TO ME. THANK YOU. THANK YOU. MAYORS ZIADE YOU HAD BUZZED IN. YES. IF YOU COULD GO BACK TO THE SLIDE. OK CHILDRENS. DO I NEED TO SEPARATE YOU TWO. IF YOU COULD GO BACK TO THE SLIDE THAT HAD THE THE CROSSWALKS PAVERS I KNOW THAT YOU SAID THE SLIDE AFTER THAT DOES NOT FALL UNDER BECAUSE IT'S A BEAUTIFICATION. [INAUDIBLE]. [INAUDIBLE] RIGHT. WHAT ABOUT THIS THE SAFETY ELEMENTS THAT WILL. YES WE CAN THERE ARE CONNECTIONS WE NEED TO MAKE TRANSPORTATION AND TRANSIT NEXUS WITH THE FUNDS THAT WE USE FOR THE IMPROVEMENTS. SO IF WE'RE PROVIDING AN IMPROVED CROSSING THAT MAKES IT SAFER FOR PEOPLE TO GET ACROSS THE STREETS AND CONNECT TO TRANSIT THEN WE CAN INCLUDE THAT IN THERE. WE'VE ALSO LOOKED AT AND I DON'T KNOW IF YOU'RE ZEROING ON THE PAVEMENT PAPERS THEMSELVES BUT THERE ARE DIFFERENT TREATMENTS THAT CAN GO IN SUCH AS STAMPED ASPHALT YOU KNOW YOU CAN  GET THAT IMPRESSION AND SO THERE'S AND THAT RAISE THE QUESTION THAT OF THE MAINTENANCE OF ONCE IT'S IN MAKING SURE IT'S [INAUDIBLE]. AND THEN MY OTHER QUESTION WAS THAT YOU KNOW WHEN PEOPLE THINK OF WEST TO EAST THEY THINK OF 595 STATE ROAD 84 BUT CYPRESS CREEK ROAD IS A NIGHTMARE BOTH WAYS DEPENDING ON WHAT

[01:45:02]

TYPE OF DAY. IS THERE ANY PLAN AS FAR AS SOME TYPE OF A TRANSIT TO COME STRAIGHT ACROSS THAT BECAUSE I NOTICED IN THE HUBS THAT YOU POINTED OUT THERE WAS ONE FAR WEST AND THEN OBVIOUSLY HERE. SO IS THERE A PLAN TO HAVE SOME TYPE OF. I'M LOOKING BACK AT BARNEY MCCOY WHO'S HERE FROM BROWARD COUNTY TRANSIT AND WHILE HE'S THINKING IF IT IS I THINK I KNOW THERE IS AN EXTENSION ALONG MCNABB THAT'S PROPOSED FOR THE FUTURE I CAN'T REMEMBER SO AT CYPRESS CREEK BECOMES MCNABB I THINK. IT'S ALWAYS GONNA BE CYPRESS CREEK. OK. WHEN YOU GROW UP HERE IT'S ALWAYS GOING TO BE CYPRESS CREEK. GOOD MORNING BARNEY MCCOY DIRECTOR SERVICE AND CAPITAL PLANNING FOR BROWARD COUNTY TRANSIT YES AS PART OF THIS TO ANSWER YOUR QUESTION AS PART OF THE SURTAX WE DO HAVE PLANS FOR EXPANDED SERVICE ON CYPRESS CREEK AND MCNABB.

AND SO YOU CAN PLAN IT ALL YOU WANT BUT DO WE HAVE ANY KIND OF A TIME FRAME. SOME OF THOSE SOME OF THOSE IMPROVEMENTS YOU'LL SEE IN JULY AND SEPTEMBER OF THIS YEAR AND SOME YOU'LL SEE IN MAY AND SEPTEMBER OF NEXT YEAR. AND IS IT GOING TO BE SOMETHING THAT I MEAN OBVIOUSLY NOT A TRAIN OR ANYTHING BUT SOMETHING THAT'S GOING TO BE A DIRECT CORRIDOR OR IS IT GOING TO BE A BUS STOP THAT STOPS EVERY SO OFTEN. IT'LL BE SOME OF BOTH AND THAT'LL BE SOME SORT OF LIMITED SERVICE AND BUS STOP AS WELL.

IN TERMS OF AN UPGRADED TYPE OF SERVICE BRT WE HAVEN'T GOTTEN THERE YET FOR THOSE SPECIFIC CORRIDORS. OKAY. THANK YOU. WHILE YOU'RE THERE SIR WILL YOU BE MEETING WITH THE CITY OF NORTH LAUDERDALE TO WORK WITH THEM OR WHAT THEIR GOAL IS. WE'RE WORKING WITH ALL THE CITY SPECIFIC GOALS WE HAVE A PLAN THAT WAS APPROVED BY THE VOTERS SPECIFIC TO THE SERVICE. BUT AGAIN IF THEY'RE CITY SPECIFIC NEEDS WE ARE MEETING WITH THE CITIES AS REQUESTED TO ADDRESS THOSE. THANK YOU. OKAY. AND IF I COULD. [INAUDIBLE]. COMMISSIONER LAZAROW AND THEN. IF I COULD JUST ADD ONE ONE LAST POINT SO SOME OF THE IMPROVEMENTS THAT ARE GOING ON WITH BROWARD COUNTY TRANSIT ARE NEW ROUTES WHICH IS NEW SERVICE AND THEY'LL NEED TO GO OUT TO THE COMMUNITY SOME IS INCREASING THE FREQUENCY OF THE SERVICE THAT'S CURRENTLY THERE SO I JUST WANT TO CLARIFY THAT THERE'S A SLIGHT DIFFERENCE IN THE APPROACH [INAUDIBLE] COORDINATION WITH THE COMMUNITIES. JAMES IS CORRECT ON THAT AGAIN. AS PART OF THE SURTAX PLAN WE HAVE SOME QUARTERS THAT ARE SLATED FOR COMPLETELY NEW ROUTES. PINE ISLAND COMES TO MIND [INAUDIBLE] COMES TO MIND AND THEN FOR OTHER QUARTERS IT'S A MATTER MORE SERVICE WHERE YOU HAVE 15 OR 20 MINUTE HEAD WAYS RIGHT NOW. SORRY WE HAVE 30 OF 40 MINUTE HEAD WAYS RIGHT NOW YOU'LL SEE A REDUCTION OF SERVICE WHERE IT'S 15 TO 20 MINUTES. THANK YOU.

COMMISSIONER LAZAROW AND THEN COMMISSIONER BELVEDERE THEN COMMISSIONER PLACKO THANK YOU. OUR NUMBER ONE COMPLAINT FOR A LONG TIME WAS OUR TRAFFIC LIGHT SYNCHRONIZATION WHICH WE'RE NOT CALLING THAT ANYMORE IT'S INTELLIGENT. I DON'T KNOW WHAT WE'RE CALLING IT NOW. THAT WAS MY PREDECESSOR. INTELLIGENT TRANSPORTATION SYSTEMS THERE'S.

OK. ITS. THE SECOND COMPLAINT WHICH I DON'T SEE HERE AND I DON'T KNOW IF THIS IS AN ISSUE FOR THIS PROJECT BUT WE HAVE CROSSWALKS DOWN ON THE BEACH AND THE TIME TO GET ACROSS THE STREET IS NOT LONG ENOUGH. BUT THERE IS NO CENTER PLACE FOR THEM TO STOP IN THE MIDDLE. I DON'T KNOW IF THAT'S THERE'S A TECHNICAL TERM FOR THAT. WE HAVE MEDIAN. RIGHT. WELL YEAH BUT I MEAN EVEN A MEDIAN WE'D HAVE TO HAVE A PLACE FOR THE SIDEWALK. WE HAVE MEDIANS BUT THEY HAVE STROLLERS. SO THEY'RE GOING TO NEED A PLACE TO STOP. THIS HAS BEEN A CONTINUAL COMPLAINT PARTICULARLY BECAUSE I HAVE A LOT OF WOMEN WITH STROLLERS AND A LOT OF PEOPLE WITH WALKERS. SO THEY NEED BOTH.

AND I'M GLAD YOU BRING THIS UP AND I'M GLAD CONOR GOT TO PRESENT EARLIER TOO. THIS IS THE KIND OF IMPROVEMENT THAT MAY OR MAY NOT BE APPROPRIATE FOR THE MOBILITY HUB PROGRAM IT MAY BE APPROPRIATE FOR ANOTHER OF THE PROGRAMS THAT WE HAVE. SO I'D LIKE TO MAKE SURE THAT WE CONTINUE THIS CONVERSATION WITH YOUR YOU AND YOUR CITY STAFF TO SEE WHAT'S THE BEST WAY THAT WE CAN SEE ABOUT ADVANCING THIS. THANK YOU. I WASN'T SURE IF IT WAS UNDER THIS HEADING OR NOT. MIGHT DEPEND ON THE LOCATIONS AND HOW MANY AND HOW BIG THE PROJECT MIGHT BE [INAUDIBLE] COMBINED WITH SOMETHING ELSE SO.

THAT'S LET'S DO THAT. THANK YOU. COMMISSIONER BELVEDERE. ONE OF THE THINGS THAT I'M HOPING WE'RE DOING WITH ALL OF THIS IS EDUCATING THE DRIVERS BECAUSE OUR DRIVERS FOR SOME REASON DON'T OBEY SIGNS. PEOPLE WANT TO CROSS THE STREET. I KNOW THAT IF THEY'RE PROPERLY EDUCATED HOPEFULLY THEY WILL STOP. I KNOW THAT I WAS IN MIAMI I PUSHED A BUTTON ALL THE CARS STOPPED. I WAS ABLE TO CROSS VERY EASILY YOU COME TO BROWARD DOESN'T HAPPEN. I DON'T KNOW WHAT HAPPENS WHEN THEY CROSS THAT LINE. BUT ANYWAY THAT WAS NOT MY QUESTION. I JUST WANT TO MAKE SURE THAT EDUCATION IS PART EDUCATING THE DRIVERS IS ALSO PART OF THE PROGRAM.

OVERALL SAFETY AND EDUCATION. OVERALL SAFETY BUT I DON'T KNOW QUITE HOW TO PHRASE THIS. THERE ARE CERTAIN AREAS THAT ARE HEAVILY HEAVY TRAFFIC IN A CITY MAYBE

[01:50:05]

IN A NEIGHBORHOOD WHERE IN THE MORNING EVERYBODY'S GOING NORTH AND IN THE EVENING THEY'RE ALL GOING SOUTH. I'VE LIVED IN AN AREA WHERE WE HAD SIGNS THAT FROM 8 TO 12 TRAFFIC GOES DOWN FROM 4 TO 7  THAT TRAFFIC COMES UP. DO WE HAVE ANYTHING LIKE THAT HERE. WE'VE HAD WE'VE HAD CONVERSATIONS ABOUT HOW THAT COULD APPLY MAYBE SOME REVERSIBLE LANES. IT'S SOMETHING THAT MAYBE DEDICATED FOR A MOVEMENT AND LIKE FOR EXAMPLE BROWARD BOULEVARD THERE'S MORE MOVEMENT TOWARD THE DOWNTOWN IN THE MORNING AND THEN OUT OF DOWNTOWN IN THE AFTERNOON. RIGHT TAKE ONE LANE. YES. SO THAT IS SOMETHING THAT HAS BEEN IN DISCUSSION AND DIFFERENT WAYS TO APPLY  THAT. ONE OF THE PROBLEMS THAT WE HAVE IN BROWARD AND A LOT OF SOUTH FLORIDA'S THAT ARE DESTINATIONS AND SO IT'S IT'S PRETTY SPREAD OUT SO WE DON'T NECESSARILY HAVE A LOT OF CONSISTENT DIRECTIONS. WHERE THERE ARE OPPORTUNITIES LIKE YOU'RE MENTIONING YOU KNOW WE COULD LOOK AT SOME OPPORTUNITY BECAUSE IT'S ONE OF THE THINGS THAT WAS A DIRECTION FROM THE BOARD WAS TO MAKE MORE EFFICIENT USE OF THE RIGHT OF WAY THAT WE HAVE. SO INSTEAD OF NECESSARILY TRYING TO WIDEN THE ROAD TO ADD MORE LANES MAYBE THERE'S A WAY TO ACCOMMODATE DIFFERENT MOVEMENTS AT DIFFERENT TIMES OF DAY. THANK YOU. AND THERE'S SOME TRAFFIC SIGNALS THAT YOU CAN PUT UP THAT SAY YOU KNOW CERTAIN DIRECTIONS CERTAIN TURNING MOVEMENTS AT CERTAIN TIMES OF DAY SO.

BUT IT DOESN'T HAVE TO IF YOU MAKE THAT CHANGE. WE HAVE TO MAKE SURE THAT WE ARE WHETHER IT'S TELEVISION MEDIA MEDIA WHATEVER SO THAT THE DRIVERS KNOW WHAT'S HAPPENING. AND ONE THING I APPRECIATE ABOUT A LOT OF THE COMMENTS TODAY TOO IS THAT THEY'RE TOUCHING ON A LOT OF THE DIFFERENT PROGRAMS THAT WE HAVE IN THE MPO. SO EVEN YOU KNOW IT MAY NOT BE MOBILITY HUBS THAT MAY TIE TO OUR COMPLETE STREETS PROGRAM IT MAY TRY TO CSLIP IT MAY TRY TO SOME OF THE OTHER THINGS THAT ARE GOING FORWARD SO. I HOPE EVERYBODY'S LISTENING ON STAFF SIDE. LOOKS LIKE OUR LAST SPEAKERS COMMISSIONER PLACKO. HELLO THERE WE GO. THIS PROTECTED BIKE LANES. FIRST OF ALL LOVELY GREEN BUT IS THERE ANY WAY WE HAVE A NEW BIKE LANE GOING IN ON PINE ISLAND. THOSE OF YOU THAT ARE AWARE OF PINE ISLAND IT IS A NIGHTMARE. SO WE HAVE A LANE OF TRAFFIC, A BIKE LANE, AND A LANE OF TRAFFIC. SO WE HAVE A BIKE LANE GOING DOWN THE MIDDLE. OK. WHAT TYPE OF SAFETY PROTECTION IS THERE FOR SOMETHING LIKE THIS. BECAUSE I UNDERSTAND YOU NEED TO CROSS OVER AT SOME POINT SO THESE BARRIERS AND IT'S GOING TO BE A NIGHTMARE. I'M LOOKING AT RICARDO TO TRY TO THINK. AND HE'S GOING. I THINK WE MIGHT WANT TO TALK TO YOU A LITTLE LATER ABOUT. OK. PERFECT. I DO YOU WANT TO MENTION THOUGH COMING BACK TO THE MOBILITY HUBS ONE OF THE THINGS THAT WE ARE GOING TO INCORPORATE IN THE DOWNTOWN HUB IS A RAISED BICYCLE LANE. SO WHAT YOU HAVE IS THE SIDEWALK AND THEN IT LOOKS LIKE AN EXTENSION OF THE SIDEWALK BUT THAT'S THE BICYCLE FACILITY ITSELF. AND THEN YOU HAVE THE CURB AND THE CARS. SO WE'RE GOING TO DO THAT FOR A FEW BLOCKS DOWNTOWN. BUT THOSE ARE THE KINDS OF THINGS THAT'S NOT NECESSARILY BUFFER BUT IT DOES MAKE THE BICYCLISTS FEEL SAFER THAN BEING OUT IN TRAFFIC. YEAH. SO THERE'S DIFFERENT APPROACHES THAT CAN APPLY IN DIFFERENT CIRCUMSTANCE BUT YEAH LET'S TALK MORE. THAT WOULD MAKE SENSE UNFORTUNATELY HERE WE HAVE A TURN LANE SO THEY COULDN'T PUT THE BIKE LANE ON THE END IT'S A VERY UNIQUE SITUATION I GET THAT. BUT ON ANOTHER ISSUE SAFETY ELEMENTS AND THIS MAY SOUND SILLY TO YOU. HOWEVER THERE ARE SOME PAVERS THAT ARE A SAFETY ISSUE WITH WOMEN IN THEIR HEELS. SO WE NEED TO BE AWARE OF THAT OK. IF YOU EVER. IT'S REALITY IT REALLY IS. IF YOU TAKE THE TRAIN. I KNOW YOU CAN'T RELATE.

BUT THE CONNECTION BETWEEN THE TRI-RAIL TRAIN STATION AND OUR OFFICE BUILDING THERE ARE PAVERS THAT ALLOW FOR WATER TO LEAK THROUGH. BUT THEY ALSO WILL TRAP.

EXACTLY. IT'S A LOT ME A COUPLE TIMES SO. LIKE SEE IF WE COULD GET EVEN JUST A PATH TO MAKE IT SAFER BUT. PERFECT. THANK YOU VERY MUCH. THANK YOU. YOU KNOW IT'S TOO BAD PEOPLE LEFT BECAUSE I THOUGHT THESE LAST TWO DISCUSSION POINTS APPLY TO EVERY CITY AND WOULD HAVE BEEN GOOD IF IF MORE PEOPLE STAYED. BUT I UNDERSTAND. ALL RIGHT.

WHAT'S LEFT ON THE AGENDA ARE JUST INFORMATION ITEMS UNLESS ANYBODY WANTS TO PULL THOSE OR ASK QUESTIONS ABOUT THEM WE COULD FINISH THE MEETING. OK GREG JUST DO ANYTHING ELSE YOU WANT TO BRING UP THIS MORNING. ACTUALLY COMMISSIONER COLBOURNE. WHO IS THAT. WHO IS IT. OH COLBOURNE. COMMISSIONER COLBOURNE. GUYS CAN YOU GET THE COMMISSIONERS MIC ON PLEASE COLBOURNE. I GOT IT. OK PERFECET. AM I THERE OK COOL. THERE WAS A PRESENTATION ON WALKABILITY ACTION INSTITUTE. IT WAS SOMETHING THAT WAS

[2. 2019 Walkability Action Institute (WAI)]

REQUESTED LAST MEETING AND STAFF HAS A SHORT PRESENTATION PREPARED. I WOULD

[01:55:05]

LIKE IF WE CAN GO FORWARD WITH THAT. [INAUDIBLE]. GOOD MORNING ALL. GOOD MORNING YES IT'S  STILL MORNING. I'M STEPHANIE GARCIA. I WORK WITH THE BROWARD MPO IN A [INAUDIBLE] [INAUDIBLE] AND I KNOW YOU KNOW ME BECAUSE I'VE BEEN SENDING EMAILS ABOUT WALKING AUDITS, JUST GO BIKING EVENT, LET'S GO WALKING. SO YES I'M STEPHANIE THAT PERSON THAT SENDS YOU EMAILS ABOUT THOSE COMMUNITY ENGAGEMENT EVENTS. YES. SO A PART OF THAT WE ARE ALSO WORKING ON THE [INAUDIBLE] MASTER PLAN THE ADA TRANSITION PLAN TRAININGS, COMPUTER [INAUDIBLE] TRAININGS, AMONG OTHER TOPICS. SO TODAY WE ARE HERE TO TALK ABOUT THE WALKABILITY ACTION INSTITUTE. FIRST I WANT TO THANK COMMISSIONER COLBOURNE FOR ACCEPTING COMING WITH US IN THESE IN SUCH AN INTENSE TRAINING. IT WAS INTENSE BUT WE ARE HAPPY BECAUSE WE HAVE SOME GREAT OUTCOMES THAT IS GOING TO BE IS GOING TO HELP ALL THE MUNICIPALITIES OF BROWARD COUNTY. SO STARTING WITH THAT I ALSO WANT TO MENTION THAT THE BROWARD MPO APPLIED FOR A GRANT FOR TECHNICAL ASSISTANCE LAST YEAR AND YES WE WERE SELECTED AMONG OTHER MPOS IN THE NATION TO REPRESENT THE COUNTY AND TO WORK IN AN ACTION PLAN TO INCREASE WALKABILITY AND IMPROVE THE WALKABLE ENVIRONMENT IN OUR REGION. SO IS THE FIRST TIME FLORIDA APPLIES AND IS THE FIRST TIME OF COURSE BROWARD COUNTY GOES TO THESE TYPE OF TRAININGS. SO WE WERE ALSO WORKING WITH A ANOTHER PARTNER DAYTONA. THEY ALSO WERE SELECTED. SO IS A FIRST TIME FOR FLORIDA AND IS NOT GONNA BE THE LAST. OK. SO LET'S TALK ABOUT THE TRAINING. CAN WE GO TO THE NEXT [INAUDIBLE]. OK. THIS IS MY FIRST TIME PRESENTING AS YOU CAN NOTICE. SO LET'S SEE. OH OK PERFECT. SO THE TRAINING WAS CONDUCTED IN THE CITY OF THE DECATUR GEORGIA IT'S THE MOST WALKABLE CITY IN GEORGIA. SO IT IS SUCH A GREAT EXPERIENCE TO BE ABLE TO LEARN ABOUT WALKABILITY AND ALSO EXPERIENCE THE CITY. THE TEAM WAS CONSISTED OF WELL IT WAS A INTERDISCIPLINARY GROUP. SO WE HAD OF CORE ELECTED OFFICIAL YVETTE COLBOURNE. WE HAD A LARRY WALLACE HE'S THE COORDINATOR THE [INAUDIBLE] COORDINATOR FOR THE FLORIDA DEPARTMENT OF TRANSPORTATION. WE HAD REGINE KANZKI SHE IS THE VISION DIRECTOR OF BROWARD REGIONAL HEALTH PLANNING COUNCIL. AND OF COURSE OUR CAC CHAIR KEN REINHARDT AND HE'S ALSO A AARP VOLUNTEER LEAD. SO AS YOU CAN SEE IT WAS SUCH AN AMAZING AND A DIFFERING GROUP. YOU KNOW YOU HAD THE PUBLIC DEPARTMENT NO THE HEALTH LET'S SAY THEY HEALTH DEPARTMENT. YOU HAD THE TRANSPORTATION. YOU HAD AN ELECTED OFFICIAL THAT CAN REPRESENT AND CAN ACTUALLY MAKE DECISIONS. AND YOU HAD THE [INAUDIBLE]. SO YES SO WE WORKED TOGETHER IN ORDER TO DEVELOP A PLAN AN ACTION PLAN.

BUT FIRST I WANT TO TALK ABOUT THE DIFFERENT PROJECTS THAT WE VISIT DURING THE TRAINING. ONE WAS THE PROTECTED BIKE LANE IN WEST [INAUDIBLE] AVENUE THIS IS IT WAS PART OF A ACTION TRANSPORTATION PLAN THAT THE CITY OF THE DECATUR STARTED IMPLEMENTING BACK IN 2016. SO LET'S SAY THIS IS A PART OF THE OUTCOMES OF THIS ACTION ACTIVE TRANSPORTATION PLAN. SO FIRST YOU CAN SEE SOME PROTECTED BIKE LANE PROTECTED WITH YOU SEEN  [INAUDIBLE]. RIGHT NOW THEY ARE COLLECTING FEEDBACK FROM THE COMMUNITY IN ORDER TO MODIFY THE PROJECT. SO THIS IS TACTICAL URBANISM APPROACH. THEN WE HAVE IN THE RIGHT YOU CAN SEE IT'S AN INTERSECTION WITH A COLORFUL CROSSWALK. SO THIS IS PART OF A BEAUTIFICATION PROJECT IN WEST PONCE DE LEON AVENUE. THEY INCLUDED SIX CROSSWALKS AND IN THIS CORRIDOR AND THE DIFFERENCE ABOUT THIS IS THAT ONE IS COLORFUL OF COURSE AND THE OTHER THING IS THAT HIGHLIGHTS THE DIFFERENT USES OF THESE CROSSWALKS. SO FOR EXAMPLE IN THIS CASE AS THIS IS THE MAIN INTERSECTION FOR PONCE DE LEON LET'S SAY THE DESIGN IS FLOWERS BECAUSE THEY HAVE JUST IN FRONT A PARK IN OTHER SECTIONS THEY HAVE RESTAURANTS SO THE CROSSWALKS ARE A IMAGES OF FORKS. SO IT IS SOMETHING PLAYFUL YOU KNOW THAT CAN SHOW YOU ALSO WHAT IS HAPPENING IN THAT CORRIDOR ALSO AS PART OF THE PLAN THEY

[02:00:06]

WANTED TO PRIORITIZE PEDESTRIAN ZONES. AS YOU CAN SEE THIS IS A MARKING ON A SIDEWALK PEDESTRIAN ZONE. SO IT'S SHOWING TO WHOEVER WALKS IN THE SIDEWALK THAT IF YOU ARE YOU KNOW BIKE YOU HAVE TO WALK AND IF YOU ARE IN A SCOOTER OR IN A SKATE YOU HAVE TO WALK IF YOU ARE IN THE SIDEWALK. AND THE LAST PROJECT IS CYCLE TRUCK OR PROTECTIVE [INAUDIBLE] ALONG [INAUDIBLE] STREET. SOMETHING IMPORTANT ABOUT THIS PROJECT IS THAT IT LINKS A HIGH SCHOOL WITH THE TOWN CENTER AND IN THE TOWN CENTER YOU FIND THE MAIN MARTA STATION IN THE CITY. SO PEOPLE CAN ONE TAKE THE TRAIN SECOND TAKE THE BUS BECAUSE IT'S A  MOBILITY HUB IN DECATUR AND THERE HEY I'M GONNA BIKE TO SCHOOL. SO IT'S SOMETHING THAT HAD BEEN PLANNED SINCE ALL THE ASPECTS OF MULTI-MODAL TRANSPORTATION. OK SO WE VISITED THOSE PLACES. WE ALSO PARTICIPATED IN WALKING AUDITS AND THIS IS THE OUTCOME. WE HAVE AN ACTION PLAN FOR BROWARD COUNTY. FIRST WE DEVELOPED THREE GOALS AND DIFFERENT ACTION STEPS THIS IS A SUMMARY. THE FIRST GOAL WAS TO ENCOURAGE POLICY AND ENVIRONMENTAL CHANGES FOR ACTIVE TRANSPORTATION. THE ACTION ITEM IS DEVELOP A GUIDE OF PEDESTRIAN AND BICYCLE POLICIES RECOMMENDATIONS. THIS IS FOR LOCAL GOVERNMENTS. SECOND GOAL AS PART OF THE [INAUDIBLE] INITIATIVE. THE BROWARD MPO WILL CREATE A QUICK BILL PROGRAM FOR THE BROWARD REGION. AND THE ACTION IS THERE WILL BE NOT ONLY CREATING A LIST OF POTENTIAL PROJECTS FOR BROWARD BUT THE IMPLEMENTATION OF AT LEAST TWO DEMO OR PILOT PROJECTS HERE IN BROWARD REGION. THE THIRD GOAL AND I THINK MOST IMPORTANT AND I KNOW THIS IS SOMETHING THAT WE HAVE BEEN DISCUSSING IN OTHER MPO BOARD MEETINGS IS EDUCATION EDUCATION TO THE COMMUNITY AND ALSO WHY NOT ELECTED OFFICIALS AND PLANNERS SO I WILL ASSUME. AND THE GOAL IS DEVELOP AND IMPLEMENT A PUBLIC OUTREACH EDUCATIONAL CAMPAIGN. CAMPAIGN EMPHASIZING THE BENEFITS OF [INAUDIBLE]. ALSO THIS IS A SUMMARY WE INCLUDED MORE INFORMATION AND YOU'RE GOING TO WE'RE GOING TO PROVIDE THAT INFORMATION TO YOU. THEN WE HAVE. OK LET'S TALK ABOUT THAT [INAUDIBLE].

SO [INAUDIBLE] IS A DIFFERENT TYPE OF APPROACH. SO I WANT TO BE SURE I'M EXPLAIN IT IN A GOOD WAY. SO THIS APPROACH USES LOW COST SEMI-PERMANENT MATERIALS TO REALLY FIND THE PUBLIC RIGHT AWAY. THIS APPROACH WILL ADDRESS MUCH MORE SAFETY ENCOURAGE COMMUNITY INVOLVEMENT THROUGH SPACE ACTIVATION OR CORRIDOR ACTIVATION. THE PROJECTS ALLOWS ALSO A CONCEPT TESTING. SO WHAT IS THE DIFFERENCE ABOUT THIS TYPE OF APPROACH IS THAT YOU CAN MAKE IT, YOU CAN TRY IT, AND THEN YOU CAN LEAVE IT THERE OR WHY NOT MODIFY IT. SO TESTING IS THE KEY OF THIS TYPE OF APPROACH. AND I WANT TO SHOW YOU SOME EXAMPLES. YES WE HAVE THREE EXAMPLES HERE ARE DIFFERENT TYPE OF EXAMPLES. BECAUSE OF THE DURATION OF EACH PROJECT. SO FIRST WE HAVE A WHITEFISH MONTANA IN 2016 AS PART OF THE BACK TO SCHOOL DAY THEY DECIDED TO COMBINE TACTICAL URBANISM PROJECT. YOU CAN SEE IT'S A PROTECTED BIKE LANE WITH THEIR BACK TO SCHOOL DAY .IT WAS SUCCESSFUL. ONE BECAUSE THEY PROVIDED SAFETY TO THOSE STUDENTS THAT WERE BIKING TO SCHOOL. THIRD IT IS COMMUNITY ENGAGEMENT AND COMMUNITY INVOLVEMENT. THEY KNOW THEY KNOW WHAT IS A PROTECTED BIKE LANE AND THE PARENTS WERE ABLE TO PROVIDE FEEDBACK TO THE PLANNERS. ALSO THEY WERE GIVING ICE CREAM SO YOU KNOW TO MOTIVATE YOU THEY GO THROUGH AND TO PARTICIPATE IN IN THE IN THE EVENT. SO THINGS LIKE THESE WE CAN WORK WITH THE COMMUNITIES YOU KNOW IN ORDER TO OBTAIN DATA FROM THE COMMUNITIES AND ALSO PASS THESE TYPE OF SOLUTIONS. SECOND WE HAVE A REALLY NICE PROJECT IN TEXAS HIDALGO COUNTY AS PART OF THE LET ME READ IT. AS PART OF THE WORKING ON WELLNESS PROJECT IN HIDALGO COUNTY THE STUDENTS ART STUDENTS THEY DECIDED AND PAINTED THESE CROSSWALK. SO AS YOU CAN SEE THEY OWN THE CROSSWALK. NOT ONLY THEY PARTICIPATING IN THE DESIGN BUT THEY WILL ALSO TALK ABOUT HEY YOU KNOW WHAT I USE THE CROSSWALK. I I MADE IT AND THEY WILL

[02:05:01]

TALK TO THEIR PARENTS AND THIS IS EDUCATION. SO THIS WAS A PROJECT IN 2017 AS PART OF A BIG PROGRAM IN HILDAGO COUNTY. THEN WE HAVE IN THE CITY OF ALBUQUERQUE IN NEW MEXICO. WE HAVE THIS BIG PROJECT THAT WAS ALSO COMBINED WITH AN EVENT THE [INAUDIBLE] IN ALBUQUERQUE. SO WHAT THEY DID WAS OKAY WE HAVE A [INAUDIBLE] WHY NOT WE PAIN THE BIKE LANES WHY NOT WE PAY THE CROSSWALKS THAT WE NEED AND WHAT THEY DID WAS THIS PROJECT THAT LASTED A ONE WEEK AND THEY TESTED ONE WHERE THEY PEOPLE CROSS. IF THE PEOPLE WERE WELL THEY NEEDED THESE TYPE OF SOLUTIONS. AND SECOND THEY TESTED THE BIKE LANE SO THEY MAKE COUNTS OF CYCLISTS ETC.. SO THIS IS YOU KNOW LIKE OPPORTUNITIES ONE TO UNDERSTAND WHAT THE COMMUNITY WANTS, TO HEAR THEM TO HEAR THEM, AND TO TEST THESE SOLUTIONS. OF COURSE THIS IS HAS TO BE POSSIBLE WORKING WITH THE COMMUNITIES, THE MUNICIPALITIES, AND ALSO ALL TRANSPORTATION PARTNERS. WE HAVE TO WORK AS A GROUP. AND MAYBE THE QUESTION WILL BE OKAY. SO HOW IS THE MPO GOING TO IMPLEMENT THESE TYPE OF PROJECTS THROUGH THE [INAUDIBLE]. YES WE ARE RIGHT NOW WORKING ON THE SCOPE OF THE FOURTH PHASE OF THE [INAUDIBLE] INITIATIVE IN ORDER TO INCLUDE THESE ACTION AND GOALS IN THE IN THESE EXISTING CONTRACTS. SO YES WE HAVE THE DATA, WE HAVE THE PARTNERSHIPS, NOW WE NEED YOU IN ORDER TO START IMPLEMENTING THESE TYPE OF PROJECTS AND THAT'S MY PRESENTATION AND IF YOU HAVE QUESTIONS WELCOME. I THINK YOU NEED TO MAKE MORE PRESENTATION. PEOPLE REALLY LIKE YOU. THAT'S VERY GOOD. ANY QUESTIONS.

YVETTE. I DON'T THINK SO JUST TALK LOUDER BECAUSE. OK GREAT. I JUST WANT TO SAY THAT YOU GUYS JUST GOT JUST A LITTLE TASTE OF STEPHANIE BUT GOING ON THIS TOUR WITH STEPHANIE AND HAVE HER COORDINATE COORDINATE THIS WHICH WAS JUST AWESOME. SHE DID A REALLY REALLY GOOD JOB OF KEEPING THE TEAM TOGETHER, KEEPING US FOCUSED, AND GOING FORWARD. I DON'T NEED TO SAY ANYTHING BECAUSE SHE DID A THOROUGH VERY THOROUGH PRESENTATION. BUT THANK YOU GREG. SHE DID AN AWESOME JOB. THANK YOU VERY MUCH APPRECIATE IT. [INAUDIBLE]. MR. CHAIR. YES SIR. I THINK YOU CAN ADJOURN  UNLESS THEY HAVE ANY QUESTIONS ON ONE OF THE  OTHER ITEMS. DOESN'T REQUIRE A VOTE. MEETING IS ADJOURNED. CONGRATULATIONS. THANK YOU. THANK YOU OFFICERS. THANK YOU EVERYBODY. THANK YOU.
