WE EXPECT AN ANNOUNCEMENT IN SPRING OF 2024.
SO THE BRIGHT MPO IS SEEKING THE $2 MILLION IN SMART GRANT FUNDING TO DEVELOP SMART METRO AND INNOVATIVE TRANSPORTATION MODELING PLATFORM THAT WILL INTEGRATE TRADITIONAL AND EMERGING DATA SOURCES, ANALYTIC AND MODEL ANALYTIC AND MODELING TOOLS, AND ARTIFICIAL INTELLIGENCE TO CREATE AN IT BASED PLATFORM TO GUIDE NEAR MID AND LONG TERM TRANSPORTATION INVESTMENT DECISIONS.
IN THE CONTEXT OF BROWARD COUNTY'S DYNAMIC, MARKET DRIVEN LAND USE, RESILIENCY NEEDS, DEMOGRAPHIC SHIFTS, EQUITY, AND THE GROWING NEED FOR AN EFFECTIVE MULTIMODAL TRANSPORTATION SYSTEM.
CURRENTLY THE NEXT STEPS, WHILE WE ARE WAITING TO HEAR ABOUT THIS GRANT IS.

JUST AS A REMINDER, WE ARE CURRENTLY IN OUR NEEDS ASSESSMENT PROCESS RIGHT NOW, AND WE HAVE DECIDED AS A COLLECTIVE, ALL OF US TOGETHER, THAT WE ARE GOING TO BE HAVING SIX, PROGRAMS WITHIN OUR 2050 METROPOLITAN TRANSPORTATION PLAN.
RESILIENCY IS ONE OF THOSE PROGRAMS, AND IT'S ALSO ONE OF OUR EMPHASIS AREAS.
AND RESILIENCY, ALONG WITH SAFETY ARE GOING TO HAVE A DIFFERENT, FRAMEWORK OR DEVELOPMENT PROCESS THAN THE OTHER FOUR PROGRAMS THAT ARE GOING THROUGH PROJECT PRIORITIZATION RIGHT NOW AND HOW WE PRIORITIZE THOSE PROJECTS IN RESILIENCY.
WE'RE GOING TO EXPLORE THAT TODAY.
SO LIKE I SAID, RESILIENCY IS ONE OF OUR EMPHASIS AREAS.
SO TO DO THAT, WE DEVELOP A VULNERABILITY SCORE.
THIS IS A DATA SET THAT TAKES THREE DIFFERENT AVENUES TO COMPILE THAT DATA SET.
WE LOOK AT ADAPTIVE CAPACITY WHICH TAKES UP ABOUT 10% OF THAT FULL VULNERABILITY SCORE.
WE LOOK AT EXPOSURE WITH FOUR OF THE STRESSORS THAT WE HAVE IDENTIFIED HERE IN SOUTH FLORIDA THAT ARE SEA LEVEL RISE, EXTREME HEAT, STORM SURGE, AND THEN FUTURE GROUNDWATER ELEVATION THAT TAKES UP THE BIG, BULK OF OUR VULNERABILITY SCORE AND THEN OUR SENSITIVITY.
WE HAVE A LOT OF BRIDGES THAT ARE NOT SO GREAT CONDITION.
SO REALLY WHAT WE WANT TO HAVE AS DELIVERABLES THROUGH OUR EMPHASIS AREA ARE TWO THINGS.
THE FIRST IS A VULNERABILITY NETWORK.
AND THAT'S EXACTLY WHAT THIS VULNERABILITY NETWORK IS.
IT'S A GIS DATA SET THAT IS GOING TO BE USED FOR AS A PRIORITIZATION CRITERIA FOR FOUR OF THE PROGRAMS COMPLETE STREETS, TECHNOLOGY, TRANSIT AND HUBS AND ROADWAY. AND IT WILL ALSO BE USED AS A ROUTE MARKER.
I'LL GET A LITTLE BIT INTO THAT A LITTLE BIT LATER.
THAT WILL BE USED FREQUENTLY THROUGHOUT THE PLAN.

DO WE LOOK SPECIFICALLY JUST AT THE VULNERABILITY SCORE AT 100%? WE TAKE THAT AT FACE VALUE, OR DO WE LOOK AT AN OPPORTUNITY WHERE WE CAN INJECT A LITTLE BIT OF EQUITY HERE? ONE OF THE POSITIVE THINGS FOR HAVING EQUITY IS THAT WHEN WE GO OUT FOR A GRANT, THEY ALWAYS ASK, DID YOU INCORPORATE EQUITY INTO THIS? SO WE CAN SAFELY SAY THAT WE DID.
IF WE GO THAT ROUTE, WHAT WE'RE SUGGESTING IS SORRY, TALKED A LOT.
OUR VULNERABILITY SCORE, WHAT IT DOES RIGHT NOW IS IT BREAKS IT OFF INTO FIVE TIERS.
VERY GOOD. IT MAKES IT VERY SIMPLE FOR THE ROUTE MARKER AND FOR PRIORITIZATION.
BUT IT DOESN'T NECESSARILY TELL US THIS PROJECT IS MORE VULNERABLE THAN THE OTHER.
THOSE DECIMAL PLACES MAKE THE DIFFERENCE BETWEEN IF BOTH PROJECTS ARE IN THE SAME TIER, WHICH ONE GETS THE MORE MONEY FIRST? WE'RE SUGGESTING 15% BECAUSE IT'S CONSISTENT WITH ALL OF OUR OTHER PROGRAMS FOR, TECHNOLOGY.
COMPLETE STREETS, TRANSIT AND HUBS AND ROADWAY.
SO WE WANT TO KEEP THAT CONSISTENT WITH THOSE PROGRAMS AND WITH THE RESILIENCY PROGRAM.
SO WHAT DOES THAT LOOK LIKE ON A MAP? THESE ARE THE TWO MAPS IN FRONT OF YOU.
