GOOD AFTERNOON, EVERYBODY. [1. Call to Order and Recognition of Quorum] [00:00:05] IT'S 2:30 P.M. NOW, IF WE CAN START THE MEETING. RECORDING IN PROGRESS. REBECCA. YOU CAN OPEN THE ELECTRONIC ROLL CALL. LOOKS LIKE WE'RE HAVING A LITTLE BIT OF ISSUES. OH, THERE WE GO. OKAY, GREAT. IT'S OKAY. HOW ARE WE LOOKING, REBECCA? YES, WE ARE GOOD NOW. WE HAVE QUORUM. OKAY. THANK YOU. SO NEXT ITEM, APPROVAL OF MINUTES. [3. Approval of Minutes - January 24, 2024] IF WE CAN. OKAY, PERFECT. WE ALREADY GOT A MOTION. AND ALSO SECONDED. ANYBODY HAS ANY COMMENT OR. NO. OKAY, SO YOU CAN GO FOR BOTH. LET'S SEE. PERFECT. OKAY. IT PASSES. NOW WE CAN. ARE THERE ANY PUBLIC COMMENTS? WE DID NOT RECEIVE ANY PRIOR TO THE MEETING. IS THERE ANYBODY HERE FOR ANY COMMENT? IT LOOKS LIKE. NO. SO, WE CAN PROCEED TO NEXT ITEM, MUNICIPAL CAPITAL PROJECTS. IT WILL BE A PRESENTATION BY BRIAN. MR. CHAIR, BEFORE THAT HAPPENS, YOU DID NEED AN APPROVAL ON THE AGENDA, I MISSED THAT. OH, YES. NUMBER FOUR. [4. Approval of Agenda] YES. APPROVAL OF AGENDA. OKAY, OKAY. WE GOT MOTION AND ALSO SECONDED. IS THERE ANY COMMENT ON THIS ONE? IF NOT, THEN WE CAN GO FOR VOTE. OKAY. IT PASSES. I HAVE TO GO BACK TO THOSE PUBLIC COMMENTS AGAIN. SO, AS I WENT BACK. SO YES, WE HAVE 20. YES. THAT MEANS IT PASSES. SO, AGENDA IS APPROVED. NOW THE PUBLIC COMMENTS, WE HAVE NO COMMENTS IN THE QUEUE. SO, WE CAN GO FOR ITEM NUMBER SIX WHICH IS A CAPITAL MUNICIPAL CAPITAL PROJECTS. [6. Municipal Capital Projects: www.my-mcps.org] IT WILL BE A PRESENTATION BY BRIAN. I THANK YOU, MR. CHAIR. GOOD AFTERNOON. GLAD TO BE HERE. BEFORE WE BEGIN, I JUST WANT TO GIVE A SHAMELESS PLUG TO A PROGRAM THAT'S GOING ON HERE AT THE MPO AND WEARING A SHIRT CALLED TRANSPORTATION ACADEMY. THERE ARE EIGHT ELECTED OFFICIALS THAT ARE GOING THROUGH THIS FIVE-WEEK ACADEMY, OUR FIVE-MONTH LONG PROCESS ACADEMY WHERE WE'RE ACTUALLY TEACHING THEM THINGS THAT YOU ALL ALREADY KNOW. YOU KNOW, WHAT IS A LEVEL OF SERVICE, THOSE KIND OF THINGS ABOUT TRANSPORTATION. SO THAT WAY THEY BECOME BETTER BOARD MEMBERS. SO, IF SOME OF YOUR ELECTED OFFICIALS COME BACK AND START SAYING THINGS LIKE, OH, I KNOW ABOUT LEVEL OF SERVICE, THEY PROBABLY LEARNED IT HERE. SO ONCE AGAIN, I'M BRIAN COLETTA, I WORK AT THE BROWARD MPO, AND I'M HERE TO TALK ABOUT THE 2024 MUNICIPAL CAPITAL PROJECT CYCLE. IT'S ALSO KNOWN AS CYCLE FIVE IF YOU'VE BEEN KEEPING UP WITH THEM. SO, THIS IS JUST A REMINDER. IF THERE IS A DOLLAR OF SURTAX FUNDS THAT ARE COLLECTED FROM THAT $0.01 SALES TAX FOR TRANSPORTATION PASSED IN 2018, $0.90 OF IT GOES [00:05:08] TO BROWARD COUNTY TO USE FOR ADVANCEMENT OF TRANSPORTATION PROJECTS FOR THE COUNTY. THE 10% THAT REMAINS IS THE MINIMUM ANNUAL GUARANTEE. THAT IS THE GUARANTEE THAT THE COUNTY MADE TO EACH OF THE CITIES THAT THEY WOULD GET SOME FUNDS TO USE. OF THAT 10% COMMUNITY SHUTTLE COMES OUT OF IT, AS YOU REMEMBER A FEW YEARS AGO, IT WAS A SHARED COST. NOW IT'S TOTALLY PAID FOR BY THE COUNTY, EXCEPT FOR A COUPLE OF SMALL EXCEPTIONS THAT THE COUNTY DIDN'T PAY FOR. AND THEN THE REMAINING FUNDS GO TO THE MUNICIPAL CAPITAL PROJECT. SO THESE ARE THE PROJECTS THAT YOU ALL WANT TO BUILD. OUR SOLE JOB IS TO RANK AND TO RECOMMEND WITHIN THAT FUNDING OF THE MINIMUM ANNUAL GUARANTEE. SO, EVERYBODY AGREED TO WHAT WE CALL THE SECOND AMENDMENT. AND THERE ARE SEVEN THINGS THAT MUST BE ACCOMPLISHED EVERY YEAR FOR THAT SECOND AMENDMENT, THE COUNTY ATTORNEY HAS TO EXAMINE EACH OF YOUR PROJECTS TO MAKE SURE THAT THEY ARE ELIGIBLE TO RECEIVE SURTAX FUNDS. WE DO AN EVALUATION OF EACH OF THOSE PROJECTS AS YOU BUILD THEM. I'LL TALK A LITTLE BIT MORE ABOUT HOW TO BUILD THEM LATER. THE MAP ADMINISTRATOR PUTS IT INTO A FIVE-YEAR PLAN. WE RANK AND WE RECOMMEND TO THE COUNTY WITHIN THE MINIMUM ANNUAL GUARANTEE OF FUNDS THAT THEY GIVE US APPROXIMATELY MID-APRIL EVERY YEAR. IT'S KIND OF A COMPLICATED PROCESS, BUT IT STARTS WITH THE CITIES BUILDING AN APPLICATION ON OUR WEB PAGE THROUGH THE PORTAL. YOU BUILD IT, I DO A THREE-STEP CHECK TO MAKE SURE THAT EVERYTHING IS SUBMITTED AS IT'S SUPPOSED TO BE. SUCH AS IF THERE'S A RESOLUTION OF SUPPORT FROM THE GOVERNING BODY. I MAKE SURE THAT THAT ACTUALLY IS APPLICABLE TO THAT PROJECT, AS OPPOSED TO UPLOADING A BLANK SHEET OF PAPER OR SOMETHING ELSE. SO, I DO THIS CHECK FOR THREE DIFFERENT STEPS DURING THE OPEN ENROLLMENT PERIOD, WHICH IS WHERE WE'RE IN RIGHT NOW. YOU CAN AFTER YOU FINISH THOSE THREE STEPS, YOU HAVE TO PUSH SUBMIT TO SUBMIT THAT AND HAVE THAT RANKED BY US. WE IMMEDIATELY SEND IT OVER TO THE COUNTY ATTORNEY. THEY DO THEIR ELIGIBILITY REVIEW FOR ALL THE PROJECTS. AND IF ALL THE PROJECTS THAT ARE ELIGIBLE, WE THEN RANK AND THEN WE RECOMMEND IN THAT EXACT ORDER THAT THEY ARE RANKED UNTIL WE RUN OUT OF MONEY OF THAT MINIMUM ANNUAL GUARANTEE. IT THEN GOES TO THE OVERSIGHT BOARD FOR ELIGIBILITY REVIEW. ONCE THEY APPROVE IT, IT GOES TO THE COUNTY COMMISSION FOR TWO BUDGET ADOPTIONS IN SEPTEMBER AFTER THEY APPROVED BOTH OF THOSE. THEN IT GOES TO THE MAP ADMINISTRATOR TO BE PUT INTO THE FIVE-YEAR PLAN. IF YOU GO TO OUR WEBSITE, MY-MCPS.ORG YOU'LL FIND GUIDANCE ON HOW TO BUILD AN APPLICATION. WE HAVE FILMED SOME TRAINING THAT IS UPLOADED ON THAT WEB PAGE FOR YOUR REVIEW. ANY NEW DOCUMENTS COME OUT. SO, IF THE COUNTY ATTORNEY COMES OUT WITH A DOCUMENT THAT'S RELEVANT TO BUILDING THESE PROJECTS, WE WILL RELEASE IT TO THE SINGLE POINT OF CONTACTS AS WELL AS ANYBODY WHO HAS SIGNED UP FOR THE INFORMATION. YOU CAN GO TO OUR WEB PAGE, AND AT THE VERY BOTTOM YOU CAN SIGN UP FOR UPDATES. AND ALSO, IF YOU WANT TO HAVE A MEETING WITH ME, YOU GO TO THAT BOT ON THAT PAGE AND OUR TEAM WILL BE SCHEDULED. YOU JUST FILL OUT AT THE VERY BOTTOM OF THE HOME PAGE, AND IT WILL COME TO US, AND WE GET BACK WITH YOU WITHIN 24 HOURS. SO HERE ARE THE THREE STEPS. THE FIRST STEP IS JUST GENERAL INFORMATION LIKE WHERE DOES THE PROJECT BEGIN? WHERE DOES THE PROJECT END? WHAT IS THE PROJECT NAME? THE SECOND IS THE SUPPORT AND COMMITMENT. WE WANT TO SEE THAT YOU'VE HAD SOME KIND OF PUBLIC OUTREACH, BECAUSE WE HAVE HAD COMMUNITIES ON MORE THAN ONE OCCASION WHERE THEY HAVE EITHER HAD A CHANGE OF COMMISSION, WHERE THAT PROJECT IS NO LONGER VIABLE, OR THE PUBLIC SAYS, I DIDN'T KNOW ABOUT THIS, AND WE HATE IT. AND THEN THE COMMISSION CHANGES THEIR MIND EVEN THOUGH IT'S THE SAME COMMISSION. AND THEN FINALLY, THE STEP THREE IS JUST THE FUNDING. HOW MUCH MONEY YOU NEED? WHEN DO YOU PLAN ON STARTING THIS PROJECT? AND THE SCOPE OF WORK. ARE YOU USING A CONSULTANT OR NOT? AND AFTER YOU GET THOSE THREE, YOU'LL SEE ON THE WEB PAGE THAT YOU'LL HAVE GREEN FOR THOSE THREE STEPS. THEN DURING THE OPEN ENROLLMENT PERIOD, WHICH WE'RE IN RIGHT NOW, ALL YOU HAVE TO DO IS PUSH SUBMIT AND IT WILL BE CONSIDERED FOR RANKING AND RECOMMENDATION. SO IMPORTANT DEADLINE. THAT PORTAL WILL CLOSE AT 5 P.M. ON MARCH 8TH. IF YOU GET IT IN AT 501, IT WILL NOT BE ACCEPTED. WE ACTUALLY HAVE IT AUTOMATICALLY TURN OFF THAT SUBMISSION. SO, IF YOU TRY TO PULL A KANYE WEST IN WISCONSIN, WHERE HE TRIED TO SUBMIT HIS PRESIDENTIAL PAPERS AT 5:07 P.M. AND THE CLOSING PERIOD WAS FIVE, YOU DON'T GET TO RUN FOR PRESIDENT. SAME THING HERE. WE SHUT IT OFF AT FIVE. YOU CAN'T MOVE FORWARD WITH ANYTHING AFTER FIVE. AND FINALLY, OUR DELIVERABLES, WE ACTUALLY DELIVER TO THE MAP ADMINISTRATOR OUR RANKINGS AND RECOMMENDATIONS ON JUNE 1ST. [00:10:02] TYPICALLY, THE MAP ADMINISTRATOR HAS ALLOWED US TO ACTUALLY SHARE THAT WITH YOU IMMEDIATELY. AS SOON AS SHE GIVES US THE GREEN LIGHT, WE SEND OUT THE INFORMATION TO ALL THE SINGLE POINTS OF CONTACT THAT HAVE SIGNED UP TO RECEIVE THAT INFORMATION ON OUR HOME PAGE. WITH THAT, I'LL HAVE ANY QUESTIONS THAT YOU MAY HAVE. OKAY WITH THAT? THERE IS MY CONTACT INFORMATION AND ALSO MY TEAM LEADER, TODD BROWER. AND ONCE AGAIN, GET THOSE PROJECTS IN BY MARCH 8TH, BECAUSE THAT'S WHEN THE DEADLINE CLOSES. OTHERWISE, YOU'LL HAVE TO WAIT UNTIL NEXT YEAR. THANK YOU. THANK YOU, MR. CHAIR. THANK YOU. I DON'T SEE ANYBODY IN QUEUE. SO BASICALLY, IT LOOKS LIKE. NO. AND SO. NOW. NEXT ITEM. [1. MOTION TO RECOMMEND BROWARD MPO APPROVE the DRAFT Smoothed and Adjusted 2020 Census Urban Area Boundary (UAB)] ACTION ITEM. MOTION TO RECOMMEND. SOMETHING WENT WRONG. SO, MR. CHAIR, I'LL CHIME IN HERE. IT'S A MOTION TO RECOMMEND THE BROWARD MPO APPROVE THE DRAFT SMOOTHED AND ADJUSTED 2020 CENSUS URBAN AREA BOUNDARY. THERE WILL BE A PRESENTATION MADE BY RAJ SHANMUGAM FROM FDOT. OKAY, GREAT. WELL, GOOD AFTERNOON, MR. CHAIR. AND THE TAC MEMBERS. MY NAME IS RAJ SHANMUGAM. HE GOT THE PRONUNCIATION RIGHT. SO, KUDOS TO HIM. AND I'M CURRENTLY WITH FDOT PLANNING DEPARTMENT. AND I LIKE TO GO THROUGH THE STEPS AND THE EFFORTS THAT BEEN PUT IN GOING THROUGH THE URBAN BOUNDARY DESIGNATION. AS YOU ALL KNOW, THE CENSUS HAPPENS EVERY TEN YEARS. WE HAD THE CENSUS COMPLETED IN 2020. THE ONE BEFORE WAS IN 2010. WELL, I WASN'T AT FDOT IN 2010. I WAS NOT DOING ANYTHING RELATED TO URBAN BOUNDARY OR FUNCTIONAL CLASSIFICATION AT THAT TIME. SO, BUT WE ARE FORTUNATE TO HAVE CONSULTANTS WHO HAVE WORKED ON IT. OUR CONSULTANT GENELIA LIU AND TINA MCKINNEY, WHO ARE HERE. THEY DID THE HEAVY LIFT ON THIS. SO, YOU KNOW, ANY DIFFICULT QUESTIONS? I'LL TRY TO GIVE IT TO THEM. EASY QUESTIONS. I'LL ANSWER THEM. SO, THEY ARE HERE, AND WE ARE FORTUNATE TO HAVE THEM. AND TINA WAS A FORMER FDOT CENTRAL OFFICE EMPLOYEE WHO USED TO REVIEW THIS FOR AT THE CENTRAL OFFICE. SO, WE ARE GLAD SHE'S IN OUR ON OUR SIDE. AS I SAID, THE URBAN AREA BOUNDARY IS DONE EVERY TEN YEARS. THE URBAN AREA BOUNDARY THIS TIME AROUND WAS BASED ON 5000 PEOPLE PER CENSUS BLOCK. IT USED TO BE 2000 PER CENSUS TRACT. SO THAT DESIGNATION HAS CHANGED. SO, WE'RE GOING BY A DIFFERENT SET OF CRITERIA THAT'S BEEN PROVIDED TO THE FHWA. I DON'T THINK THAT MADE MUCH OF A DIFFERENCE IN THE OUTCOME. YOU'LL SEE IT LATER ON WHEN I SHOW IT, BECAUSE THE ENTIRE BROWARD COUNTY IS WITHIN THE URBAN AREA, SO NOT GOING TO MAKE ANY DIFFERENCE. FUNCTIONAL CLASSIFICATION WILL BE COMING AFTERWARDS. WE ARE KIND OF DONE SOME PRELIMINARY WORK IN FUNCTIONAL CLASSIFICATION BUT HAVEN'T GONE INTO A DEEP END YET. BUT WHEN WE GET INTO THE DEEP END OF FUNCTIONAL CLASSIFICATION, WE WILL BE COORDINATING WITH THE MUNICIPALITIES AS WELL AS THE MPO TO MAKE SURE THAT YOUR ASPIRATIONS ARE TAKEN CARE OF. SO, IN JANUARY 2023. LOOKS LIKE A LONG TIME AGO, RIGHT? OVER A YEAR AGO WE GOT THE DATA, OR THE CENTRAL OFFICE RECEIVED THE DATA. CENSUS DATA, AND THEY DISTRIBUTE IT TO THE DISTRICT OFFICE. AND WE'VE BEEN WORKING WITH THE MPO PARTNERS AND TRYING TO COME UP WITH THE SMOOTHING. WE HAVE A SMOOTHING THAT DONE FOR BROWARD COUNTY AS WELL, FOR THE ENTIRE DISTRICT FOR BECAUSE OF THE TIMELINE, WE DID SEND IT TO THE CENTRAL OFFICE BECAUSE THEY ARE THE ONE WHO'S GOING TO BE REVIEWING IT FIRST BEFORE IT'S SENT OUT TO FHWA. BUT IF WE DO RECEIVE ANY COMMENTS TODAY, WE'LL INCORPORATE THAT TO BEFORE IT GETS OUT TO FHWA, IF THE FHWA APPROVES IT. GOOD. WE ARE GOOD TO GO TO THE NEXT STEP, WHICH IS THE FUNCTIONAL CLASSIFICATION. IF NOT, WE'LL BE COMING BACK TO US. WE'LL GO THROUGH ANOTHER ROUND OF CHECKING AND MAKING ADJUSTMENTS AND SEND IT BACK TO, TO BRING IT BACK TO YOU ALL FOR YOUR APPROVAL. WELL, IF IT GETS APPROVED, THEN IT GETS THE SIGNATURES OF THE MPO BOARD. IT GOES TO THE FHWA FOR THEIR SIGNATURE. [00:15:02] WE'RE HOPING BY JANUARY 24TH. BUT IT DOESN'T LOOK LIKE WE'RE GOING TO MEET JANUARY 24TH. WE ARE ALMOST NEARING MARCH, BUT WE ARE NOT BEHIND BECAUSE WE HAVE STARTED WITH THE FUNCTIONAL CLASSIFICATION. SO, WE ARE OVERLAPPING THE EFFORT THAT WE ARE PUTTING INTO FUNCTIONAL CLASSIFICATION. THEREFORE, WE'RE NOT GOING TO BE MISSING ANYTHING. ONCE WE GET THE ASSIGNED DOCUMENTATION FROM THE FHWA, WE'LL BE DISTRIBUTING IT BACK TO THE MPO. THE MAP FOR COPIES, MAP COPIES WILL BE UPDATING THE RCI ROADWAY CHARACTERISTICS INVENTORY, ONE OF THE MAIN THINGS THAT HAS TO HAPPEN TO RECORD IT. AND THAT WILL BRING THE URBAN BOUNDARY DESIGNATION TO THE FINAL. SO, HERE'S THE TIMELINE THAT WE HAVE. YOU SEE THE OVERLAP BETWEEN THE FUNCTIONAL CLASSIFICATION DESIGNATION THAT'S IN THE LET ME CALL IT GREEN ON THE RIGHT SIDE. AND THE BLUE IS THE URBAN BOUNDARY DESIGNATION. AND WE'RE IN THAT OVERLAP PERIOD RIGHT NOW. SO, ONE OF SOME OF THE CONSIDERATIONS THAT THAT WERE GIVEN IN CREATING THE URBAN BOUNDARY ROADWAY SHOULD NOT BE SPLIT OR THE RAMPS SHOULD NOT BE SLIPPED BY THE BOUNDARY, MEANING THAT WE DID RECEIVE AN URBAN BOUNDARY THAT WAS SHOWN RIGHT THROUGH THE MIDDLE OF A ROADWAY. THAT'S A NO-NO. WE YOU KNOW, WE WENT THERE AND ADJUSTED THAT SO THAT WE CAPTURE THE ENTIRE ROADWAY AS PART OF THE URBAN BOUNDARY. IT SHOULD BE CONTIGUOUS AREA. WE DON'T WANT TO HAVE SMALL SPECKS OF URBAN AREAS AND SAY, OKAY, THIS IS OUR URBAN AREA. IT DOES. IT'S NOT GOING TO WORK. AND THAT'S PART OF THE SMOOTHING PROCESS. WE TAKE THOSE SPECKS AND SMOOTH IT OUT SO THAT IT IS A CONTINUOUS URBAN AREA. IT SHOULD BE EASY TO DISCERN, SHOULD BE SIMPLE WITHOUT IRREGULARITIES. THAT WAS ONE OF THE MAIN THINGS THAT WE RECEIVED. THERE WERE A LOT OF IRREGULARITIES, NOT MUCH IN BROWARD COUNTY, IN OTHER COUNTIES. IN IN DISTRICT FOUR, THERE WERE IRREGULARITIES. WHEN I SAY IRREGULARITIES, IT DOESN'T MEAN ANYTHING WRONG WITH IT. BUT THE WAY DESIGNATED, THE WAY THEY DESIGNATED THE BLOCKS, IT COMES OUT AS IRREGULAR, BUT WE HAVE TO SMOOTH IT OUT SO THAT IT DOESN'T SHOW AS IRREGULAR. IT SHOULD FOLLOW THE MUNICIPAL BOUNDARIES OR THE OTHER PHYSICAL FEATURES. FORTUNATELY, BROWARD IS NOT, YOU KNOW, NOT IN THAT. BUT WE DO HAVE OTHER COUNTIES IN THE IN THE DISTRICT. WE HAVE BOTH RURAL AND URBAN DESIGNATION WITHIN THE WITHIN THE MUNICIPAL BOUNDARIES. THEREFORE, THERE ARE PLACES WE HAD TO USE AN EXCEPTION FOR THAT RULE. IT SHOULD INCLUDE AREAS WITH URBAN CHARACTERISTICS SUCH AS THE AIRPORTS, INDUSTRIAL AREAS, TRANSPORTATION TERMINALS, MAJOR ACTIVITY CENTERS, ET CETERA. SO, WHAT DOES THE URBAN BOUNDARY DESIGNATION DOES IN PRACTICAL SENSE? OF COURSE, THE FUNCTIONAL CLASSIFICATION WILL BE CHANGED. WE DON'T HAVE TO WORRY ABOUT BROWARD COUNTY BECAUSE THE ENTIRE COUNTY IS IN THE URBAN AREA, SO NOTHING IS GOING TO BE IN THE RURAL. THEREFORE, THE FUNCTIONAL CLASSIFICATION AS IT IS RIGHT NOW NOT GOING TO CHANGE MUCH EXCEPT THERE ARE REQUESTS THAT ARE GOING TO COME FROM MUNICIPALITIES, AS WELL AS THE DATA THAT WE'RE GOING TO BE LOOKING AT WOULD PUSH US TO MAKE A CHANGE IN THE FUNCTIONAL CLASSIFICATION. THEY'RE USED FOR THE HIGHWAY PERFORMANCE MONITORING SYSTEM. SO, IF WE WERE TO CHANGE OR IF WE WERE TO REDUCE THE AMOUNT OF URBAN AREA, YOUR STATISTICS ARE GOING TO CHANGE AS WELL. BUT WE DON'T HAVE TO WORRY ABOUT IN BROWARD COUNTY THE BLOCK GRANTS THAT YOU GET FOR PROJECTS WITHIN THE URBAN AREA BE AFFECTED IF YOU IF YOU REDUCE THE URBAN AREA. AGAIN, WE DON'T HAVE TO WORRY ABOUT THAT IN BROWARD COUNTY BECAUSE EVERYTHING IS WITHIN THE URBAN AREA. SO, THIS IS THE RESULTS WE HAVE. WHAT YOU SEE ON THE LEFT-HAND SIDE IS WHAT THEY SENT US. AND AS I POINTED OUT, THE ENTIRE BROWARD COUNTY WITHIN THE URBAN AREA ON THE RIGHT SIDE, YOU SEE THE SMOOTH URBAN AREA AND YOU SEE THERE ARE SOME SECTIONS ALONG US 27 THAT'S BEEN SMOOTH SO THAT WE COULD INCORPORATE THE ENTIRE US 27. WE DID RECEIVE COMMENTS BACK FROM CENTRAL OFFICE. WE HAVE REBUTTED. WE'RE STICKING WITH WHAT'S SHOWN ON THE RIGHT SIDE. WE WANT TO SEE IF THE CENTRAL OFFICE AGREES TO IT AND SEND IT OFF TO THE FHWA. IF NOT, WE'LL HAVE TO GIVE JUSTIFICATION FOR WHY FOR INCLUDING THAT. SO, WITH THAT, HERE'S AN OVERLAY OF THE OF THE 2020 CENSUS THAT'S IN PURPLE AGAINST THE 2020 SMOOTH BOUNDARY, WHICH IS IN PINK OR BABY PINK OR BABY PINK. WHAT YOU SEE ON THE RIGHT SIDE ALONG THE COAST, YOU KNOW, WE WERE A LITTLE TOO LIBERAL AND WE JUST WENT ALL THE WAY INTO THE OCEAN. CENTRAL OFFICE CAME BACK AND SAID, NO, NO, NO, YOU GUYS ARE GOING WAY TOO OUT INTO THE OCEAN. [00:20:03] SO, WE HAVE ADJUSTED THAT BACK TO WHAT IT WAS IN 2010. SO THAT PINK AREA YOU SEE ON THE ON THE RIGHT SIDE, IT'S NOT GOING TO BE THERE. BUT THE OTHER PINK AREAS THAT YOU SEE WILL REMAIN. WE HAVE RESPONDED BACK SAYING NO, WE ARE GOING TO KEEP IT. WE'RE NOT GOING TO CHANGE IT. SO, WITH THAT THESE ARE THE PEOPLE THAT YOU CAN CONTACT. IF YOU HAVE ANY QUESTIONS, YOU CAN CONTACT CHRISTINE, BUT CHRISTINE IS NOT IN THE PLANNING SECTION ANYMORE. BUT YOU KNOW, SHE WILL TRANSFER THE INFORMATION TO US. AND GENELIA, WHO'S OUR CONSULTANT. SO, YOU HAVE THE CONTACT INFORMATION THERE. SO LET ME GO BACK TO THE MAP AND PUT THAT UP THERE. AND IF YOU HAVE ANY QUESTIONS, I'LL BE MORE THAN HAPPY TO RESPOND TO YOUR QUESTIONS. THANK YOU. IF ANYBODY HAVE ANY QUESTION, I DON'T SEE ANYBODY ON THE IN THE QUEUE, BUT. REBECCA. ANYBODY FROM THE ONLINE THAT SHOULD SHOW HERE? IS IT? OKAY, THAT SHOULD BE HERE. IF ANYBODY FROM ONLINE. OKAY, SO NOBODY IN THE QUEUE. THAT MEANS THANK YOU. AND OF COURSE, THANK YOU VERY MUCH, MR. CHAIR. MAY I MAKE A COMMENT? YES. SO, PETER HE'S WITH THE BROWARD MPO. TO BE CLEAR, SO THAT I'M REITERATING WHAT RAJ SAID, THAT WHEN YOU LOOK AT THE SMOOTHED URBAN AREA ON THE RIGHT-HAND SIDE OF THE SCREEN AND CONFIRMING WITH YOU, RAJ, THAT THE PIECE THAT EXTENDS OUT INTO THE OCEAN ON THE EASTERN PART OF THE COUNTY THAT IS NO LONGER INCLUDED NOW AS PART OF THE PROPOSED SMOOTHED URBAN AREA. IS THAT CORRECT? CORRECT, YES. OKAY. SO THAT WOULD THEN BE AS PART OF THE APPROVAL. IT WOULD BE WITHOUT THAT PINK AREA ON THE EASTERN PART OF THE COUNTY. SO, I JUST WANTED TO MAKE THAT CLEAR AND CALL THAT OUT. AND THANK YOU, PETER. ALL RIGHT. THANK YOU VERY MUCH. THANK YOU. THANKS FOR YOUR PRESENTATION. WE NEED TO GO FOR MOTION. MOTION BY NATALIE. SECONDED BY CHRISTOPHER. NOW, BOTH. OKAY. WE GOT 22. THAT MEANS IT'S APPROVED. WE'LL GO TO NON-ACTION ITEM. [1. Route to 2050 Metropolitan Transportation Plan (MTP) - Safety and Technology Funding Programs Update] THE FIRST ONE. OUR ROUTE TO 2050 METROPOLITAN TRANSPORTATION PLAN SAFETY AND TECHNOLOGY FUNDING PROGRAM UPDATE PRESENTATION BY CHRISTOPHER RESTREPO. YES. GOOD AFTERNOON. MY NAME IS CHRISTOPHER RESTREPO, ONE OF THE TWO PROJECT MANAGERS FOR WRAP TO 2050, ALSO KNOWN AS OUR 2050 METROPOLITAN TRANSPORTATION PLAN. AND I WILL BE DOING HALF OF THIS PRESENTATION. THE OTHER HALF WILL BE GIVEN BY MR. PETER KEYS RIGHT HERE. THE OTHER CO-PROJECT MANAGER. SO, THIS IS A SERIES OF PRESENTATIONS THAT WE'RE GIVING THAT RELATE TO THE 2050. IN THE BY WAY OF OUR EMPHASIS AREAS, WE HAVE FOUR EMPHASIS AREAS AS PART OF OUR MTP RESILIENCY WE PRESENTED LAST MONTH. THAT'S ONE OF THEM. WE HAVE SAFETY AND TECHNOLOGY WHICH WE'LL TALK ABOUT TODAY. AND THEN LATER IN THE SUMMER WE'LL TALK A LITTLE BIT ABOUT HOUSING. WE ARE STILL FIGURING THAT OUT. NO. SO, I'M GOING TO START WITH TALKING A LITTLE BIT ABOUT SAFETY. BUT BEFORE I DO, LET'S REMIND OURSELVES WHAT OUR PROGRAM AREAS ARE DIFFERENT THAN OUR EMPHASIS AREAS. BUT SOME OF THOSE EMPHASIS AREAS ARE REFLECTED HERE IN OUR PROGRAMS. SO, WE HAVE SIX PROGRAM AREAS THAT WE ARE BUILDING AS PART OF OUR 2050 METROPOLITAN TRANSPORTATION PLAN COMPLETE STREETS, ROADWAY, TRANSIT HUBS AND TECHNOLOGY. AND THEN ALSO WE HAVE SAFETY AND RESILIENCY THAT ARE GOING TO BE HANDLED A LITTLE BIT DIFFERENTLY THAN THE OTHER FOUR ON THE LEFT. SO, I'LL TALK ABOUT WHAT WE FOUND IN OUR RESILIENCY ASSESSMENT AND HOW WE'RE PLANNING FOR THAT. THAT SORRY, WHAT WE FOUND IN OUR SAFETY ASSESSMENT AND WHAT WE ARE PLANNING FOR BUILDING OUR SAFETY PROGRAM. SO, OUR SAFETY EMPHASIS AREA AS A CAVEAT TO THIS PRESENTATION, THAT OUR ASSESSMENT THAT WE PRESENTED OR THAT WE PUT TOGETHER WAS DONE BEFORE WE HAD OUR SAFE STREETS FOR ALL GRANTS APPLIED TO US. SO, THERE WAS GOING TO BE A SLIDE THAT TALKS A LITTLE BIT ABOUT THAT. BUT FOR THIS ASSESSMENT, THESE TRENDS, THESE CHARTS THAT YOU'RE GOING TO SEE AS PART OF THIS PRESENTATION, THEY DO NOT REFLECT ANY WORK THAT'S DONE AS PART OF THE SAFE STREETS FOR ALL GRANT. IT'S JUST THE ASSESSMENT THAT WE DID AS PART OF OUR 2015 METROPOLITAN TRANSPORTATION PLAN. SO AS PART OF THIS ASSESSMENT, YOU KNOW, OUR GOAL IS TO IDENTIFY WHERE ARE THOSE HOT SPOTS WITHIN OUR COUNTY THAT HAVE SOME OF THE MOST SEVERE AND FATAL CRASHES THAT WE SEE ON OUR LOCAL ROADWAYS AND OUR STATE ROADWAYS. WE DID AN ASSESSMENT THAT LOOKED AT CRASHES FROM THE YEARS 2017 ALL THE WAY TO THE YEAR 2021. THERE WERE ABOUT 300,000 CRASHES THAT WE HAD TO GO THROUGH TO IDENTIFY TRENDS. [00:25:05] ABOUT 1000 OF THOSE WERE RESULTED IN FATAL RESULTS. AND THEN ABOUT 4000 OF THEM WERE INCAPACITATING. SO HIGH INJURY CRASHES. SO OUT OF ALL THE 300,000, 1000, 4000, THAT'S KIND OF CREATING OUR SEVERE NETWORK THERE. SO, 5000. I DON'T KNOW IF THAT'S A GOOD NUMBER. OF COURSE WE WANT VISION ZERO. BUT AND WHEN YOU THINK ABOUT ALL THE 300,000, 5000 IS A LOT LESS. BUT ANYWAYS SO LET'S START LOOKING AT THE STATISTICS. SO, WHAT YOU SEE IN FRONT OF YOU IS A SLIDE THAT LOOKS AT THE SAFETY ON AND OFF SYSTEM. THE LIGHT BLUE COLOR IS OUR OFF-SYSTEM PROJECTS. SO, OR SORRY NOT PROJECTS ROADWAYS. SO, SAFETY CONCERNS THAT YOU SEE ON LOCAL ROADS AND COUNTY ROADS, THAT WILL BE THE LIGHT BLUE BARS. AND THEN THE DARK BLUE WOULD BE THE ON SYSTEM. SO, THE STATE ROADWAYS, IF YOU TAKE A LOOK AT THIS SLIDE, YOU'LL START TO NOTICE A COUPLE LITTLE TRENDS. AND IF YOU DON'T WANT TO LOOK AT THE GRAPHIC TO THE LEFT, YOU CAN LOOK AT THOSE BULLET POINTS TO THE RIGHT. THAT KIND OF WRAP UP WHAT WE'RE FINDING HERE. SO ESSENTIALLY, WE HAVE CLOSE TO AN EVEN SPLIT OF WHERE THE SEVERE CRASHES ARE REPRESENTED. WITHIN BROWARD COUNTY, ABOUT 52.6% OF THEM ARE ON SYSTEM. SO, STATE ROADWAYS AND 48.4% ARE ON THE OFF SYSTEM. SO, THE LOCAL AND COUNTY ROADWAYS SOMETHING TO NOTICE. THERE IS WE DO HAVE LESS STATE ROADS THAN WE HAVE OFF SYSTEM ROADS. SO MAYBE THERE IS A LITTLE BIT OF OVERREPRESENTATION OF SEVERE CRASHES ON THE ON-STATE SYSTEM WHEN IT COMES TO THE ON STATE-ON-STATE SYSTEM WE HAVE AN OVERREPRESENTATION OF SEVERE PEDESTRIAN CRASHES. ALSO, REAR END AND SIDESWIPE CRASHES. AND THEN FOR THE OFF-STATE SYSTEM, WE HAVE PEOPLE INTERACTING A LOT WITH FIXED OBJECTS. SINGLE VEHICLE CRASHES OCCUR QUITE MORE THAN THE ON SYSTEM. AND THEN ALSO, YEAH. NO, THOSE ARE THE TWO. OKAY. SO THOSE ARE THE TWO TRENDS RIGHT THERE. A COUPLE OF TRENDS. WHAT YOU'RE SEEING HERE ARE JUST WHAT'S REPRESENTED ON OUR OFF-SYSTEM ROADWAYS. SO, WE TOOK IT UPON OURSELVES TO IDENTIFY THE OFF-SYSTEM ROADWAYS AND REALLY DIVE IN DEEP TO FIND OUT WHAT THOSE TRENDS ARE BETWEEN THE CRASHES. FDOT DOES A REALLY GOOD JOB OF IDENTIFYING THEIR TRENDS WITH THEIR OWN PRACTICES. SO, WE TOOK IT UPON OURSELVES TO FOCUS ON WHAT DOT IS NOT DOING AS A BETTER USE OF OUR FUNDS. SO, WHEN WE LOOK AT SEVERE CRASHES THAT INVOLVE PEDESTRIANS ON THE OFF SYSTEM, THEY'RE MORE LIKELY TO RESULT 15 TIMES MORE IN SERIOUS INJURY OR FATALITY. LANE DEPARTURES OCCUR FOR ABOUT 30%. 36% OF ALL SEVERE CRASHES THAT WE HAVE. 14% OF ALL SEVERE CRASHES RESULT FROM. REAR ENDS, AND 31% OF THEM RESULT FROM ANGLE LEFT TURN CRASHES. AND WE ALSO HAVE 11.2 OR SO CRASHES INVOLVING SPEEDING, OR 11.2 TIMES MORE LIKELY TO RESULT IN SERIOUS OR FATAL INJURY. SO, WHAT DOES THAT MEAN FOR US WHEN WE START LOOKING AT THESE TRENDS? WHAT ARE WE GOING TO DO WITH THIS ANALYSIS? SO, THE FIRST THING TO DO IS TO FIGURE OUT WHERE THOSE HOT SPOTS ARE, AND TO FIND OUT WHAT ARE THE TRENDS THAT WE'RE SEEING WITHIN THOSE HOT SPOTS. SO, WE FIRST IDENTIFIED SPECIFIC AREAS THAT ARE RISING TO THE TOP. THOSE ARE OUR ANGLE LEFT TURNS, OUR AGING ROAD USERS, LANE DEPARTURES, PEDESTRIAN BICYCLISTS, REAR ENDS AND MOTORCYCLE. USING THOSE THEMES OR CRITERIA, WE ARE DEVELOPING OUR PRIORITY LIST THAT WILL BE USED TO AT THE TIME WAS TO USE TO CREATE STUDIES TO IDENTIFY WHAT ARE THE PROBLEMS THERE AND PROPOSE SOLUTIONS THAT WOULD EVENTUALLY BUILD PROJECTS. AND THAT RESULTED IN 58 CORRIDORS AND 36 SIGNALIZED INTERSECTIONS. NOW, THAT'S CHANGED A LITTLE BIT BECAUSE WE HAVE OUR SAFE STREETS FOR ALL GRANT. BUT WE'LL TALK ABOUT THAT. WHEN YOU LOOK AT ALL OF OUR PRIORITY CORRIDORS AND INTERSECTIONS AND YOU OVERLAY THAT ON TOP OF OUR EQUITY MAP THAT WE PUT TOGETHER, YOU CAN SEE A CORRELATION BETWEEN OUR EQUITY AREAS AND OUR SEVERE CRASH LOCATIONS. NOT SURE IF THAT'S BY DESIGN. HOPEFULLY NOT. BUT THERE IS A PROBLEM THERE. SO, THERE'S SOMETHING THAT WE NEED TO LOOK AT AND IDENTIFY SOME POTENTIAL SOLUTIONS, WHETHER THOSE ARE ENGINEERING SOLUTIONS EDUCATION SOLUTIONS, ENFORCEMENT SOLUTIONS, THOSE TAKE A NEED TO TAKE ANOTHER LOOK AT TO FIND OUT WHAT THE PROBLEMS ARE. SO OUR GOAL WITH THIS IS TO EVENTUALLY CREATE A PRIORITIZED LIST OF CORRIDORS OR INTERSECTIONS THAT SHOULD BE LOOKED AT FIRST AND DEVELOP SOME KIND OF EQUITY ANALYSIS TO PUT INTO THOSE CORRIDORS FOR PRIORITIZATION. THIS WILL BE THE FOUNDATION OF THOSE HIGHLIGHTED AREAS FOR OUR BROWARD SAFETY ACTION PLAN AS PART OF OUR SAFE STREETS FOR ALL GRANT, SO THEY'LL BE ABLE TO LOOK AT THESE HOTSPOT AREAS, TAKE A FURTHER DEEP DIVE, AND THEN PROPOSE SOLUTIONS FOR THEM. SO, LET'S TALK ABOUT SAFE STREETS FOR ALL REAL QUICK. [00:30:03] SO, THE BSAP, SHORT FOR BROWARD SAFETY ACTION PLAN, WILL ANALYZE THE ENTIRE BROWARD ROADWAY NETWORK. SO NOT JUST THE OFF SYSTEM, BUT ALSO THE ON-SYSTEM HIGHWAY SYSTEM. THEY'LL EXPLORE MULTIPLE AVENUES FOR FUNDING. SO NOT ONLY OUR MPO ATTRIBUTABLE FUNDS, BUT POTENTIAL GRANTS IN THE FUTURE THAT COULD BUILD OFF OF WHAT THE WORK IS DONE. AND THEN ONCE WE HAVE THAT ANALYSIS DONE WHERE WE HAVE PROPOSED SOLUTIONS TO THESE PRIORITY CORRIDORS, WE'LL EVENTUALLY BE ABLE TO PUT THEM INTO OUR 2050 METROPOLITAN TRANSPORTATION PLAN AS PART OF AN AMENDMENT THAT WE DO ANNUALLY, SO THAT THEY WILL BE PROJECTS THAT WILL FIGHT FOR OUR MPO ATTRIBUTABLE FUNDS. AND NOW WE'VE GOT TECHNOLOGY. THANKS, CHRISTOPHER. AS CHRISTOPHER INTRODUCED ME EARLIER, PETER, HE'S WITH THE BROWARD MPO. I'M WORKING WITH CHRISTOPHER ON THE METROPOLITAN TRANSPORTATION PLAN. I'M GOING TO JUST TAKE A FEW MINUTES TO TALK TO YOU ABOUT THE TECHNOLOGY EMPHASIS AREA AND THE FUNDING PROGRAM ITSELF AND HOW WE'RE BUILDING THAT OUT. SO, CHRISTOPHER DID A NICE JOB KIND OF OUTLINING WHAT WE'RE LOOKING AT FROM A SAFETY PERSPECTIVE. I'LL DIVE IN MORE ON THE TECHNOLOGY PIECE. SO, THIS IS ONE OF THE EMPHASIS AREAS FROM THE MTP. IT'S WHAT WE'VE HEARD THAT THE FEDERAL GOVERNMENT AND THE STATE GOVERNMENT WOULD LIKE US TO TAKE A LOOK AT. SO, WHEN WE WHEN WE THINK ABOUT TECHNOLOGY, WE'RE THINKING ABOUT A LOT OF DIFFERENT THINGS. BUT PROBABLY WHAT COMES TO MIND FIRST ARE THINGS LIKE ELECTRIC VEHICLES, AUTONOMOUS VEHICLES. BUT IT GOES A LITTLE BIT BEYOND THAT AS WELL. IT'S ALSO ALL OF THE DIFFERENT INVESTMENTS THAT ARE BEING MADE IN THE SIGNAL SYSTEM. TSM&O PROJECTS, FIBER, STUFF LIKE THAT. THAT'S WHAT WE'RE THINKING ABOUT TECHNOLOGY HOLISTICALLY. AND WHAT YOU'RE GOING TO HEAR ME TALK ABOUT AS PART OF THE METROPOLITAN TRANSPORTATION PLAN IS REALLY SUPPORTING WHAT IS BEING DONE BY OTHER PARTNERS THROUGHOUT THE REGION. SO, I KNOW WE'VE GOT ROSSUM HERE, WE'VE GOT RICHARD HERE. THEY'RE DOING A TON WHEN IT COMES TO MAKING SURE AS PART OF THE SURTAX, WE'RE GETTING FIBER OUT THERE TSM&O INVESTMENTS, NEW SIGNALS. WE WANT TO BE ABLE TO SUPPORT THAT AS PART OF THE METROPOLITAN TRANSPORTATION PLAN. AND YOU'LL HEAR A COUPLE OF AREAS WHERE WE WANT TO LEVERAGE SOME NEW TECHNOLOGY TO MAKE THOSE SYSTEMS WORK BETTER. AND I'LL TOUCH ON THAT IN JUST A MINUTE. SO, WHEN WE STARTED THINKING ABOUT TECHNOLOGY FOR THE METROPOLITAN TRANSPORTATION PLAN, WE BROKE IT INTO THREE DIFFERENT TIERS. SO, THE FIRST TIER BEING POWERING THE FUTURE, WHICH REALLY FOCUSES ON UTILIZING ALTERNATIVE ENERGY SOURCES IN ORDER TO MOVE OURSELVES AROUND. SO THAT INCLUDES THINGS LIKE ELECTRIC VEHICLES, BUT ALSO HYDROGEN VEHICLES AND ANYTHING ELSE THAT MAY BE ON THE HORIZON IN TERMS OF ALTERNATIVE FUELS. THE SECOND TIER IS A DATA DRIVEN FUTURE. SO, THIS IS ONE WHERE WE WANT TO LEVERAGE MORE SENSORS, MORE TECHNOLOGY OUT THERE TO GATHER DATA SO THAT WE CAN REALLY DO WHAT WE WANT TO DO IN THE THIRD TIER, WHICH IS DECISION MAKING IN THE FUTURE, WHERE WE LEVERAGE THEN THAT DATA AND USE TOOLS IN ORDER TO RUN SIMULATIONS AND MODELS THAT HELP US MAKE BETTER DECISIONS IN THE FUTURE AS WELL. SO GOING THROUGH EACH ONE OF THESE TIERS, I'LL JUST DIVE A LITTLE BIT MORE INTO IT. POWERING THE FUTURE, AS I MENTIONED, IS REALLY LOOKING AT DIFFERENT ALTERNATIVE FUEL SOURCES AND HOW WE CAN HOW WE CAN PROMOTE THAT WITHIN THE SYSTEM. SO IN THE SHORT TERM, WE'RE REALLY LOOKING AT ELECTRIC VEHICLES. WE KNOW THAT THAT'S A MAJORITY OF THE ALTERNATIVE FUEL VEHICLE SALES IS IN THE ELECTRIC VEHICLE REALM. SO FROM OUR PERSPECTIVE THE FEDERAL GOVERNMENT PROVIDES US SOME FLEXIBILITY IN THE USE OF OUR SURFACE TRANSPORTATION BLOCK GRANT FUNDING OR MPO ATTRIBUTABLE FUNDING TO FUND EV INFRASTRUCTURE. AND THAT'S SOMETHING THAT WE WOULD LIKE TO DO AS PART OF THIS. SO WITHIN THIS SECTION OF THE TECHNOLOGY FUNDING PROGRAM, WE WOULD LIKE TO BE ABLE TO FUND REGIONAL EV CHARGING INFRASTRUCTURE. AND WE'RE THINKING OF DOING THAT IN A COMPETITIVE WAY AND USING THE EXISTING COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM IN ORDER TO SET UP A PORTION OF THAT PROGRAM WHERE LOCAL GOVERNMENTS CAN COME TO THE MPO AND APPLY FOR EV INFRASTRUCTURE FUNDING, THAT WOULD INCLUDE CHARGING STATIONS THAT WOULD INCLUDE THE UTILITIES THAT ARE REQUIRED TO SUPPORT THAT, AGAIN, ALL INCLUDED AS ELIGIBLE EXPENSES WITHIN THE NEW TRANSPORTATION BILL THAT CAME OUT. SO WE WANT TO MAKE SURE THAT WE WE MAKE THAT ACCESSIBLE. WE'RE LOOKING INTO DIFFERENT MECHANISMS BY WHICH WE CAN DO THAT. AND THAT INCLUDES HAVING OUR OWN CONTRACTOR ON BOARD THAT WOULD BASICALLY COME OUT AND DO IT FOR YOU, SOUP TO NUTS, BECAUSE WE KNOW THAT THE LAP PROCESS FOR SOMETHING LIKE THIS WOULD BE RATHER DIFFICULT AND CUMBERSOME. AND FOR WHAT IS RELATIVELY A SMALL DOLLAR AMOUNT IN THE COUPLE HUNDRED-THOUSAND-DOLLAR RANGE PER INSTALLATION, THE LAP PROCESS MAY NOT NECESSARILY BE EFFICIENT, BUT MORE TO COME ON THAT OVER THE SUMMER AS WE BUILD THAT PROGRAM OUT. BUT THAT'S WHAT WE'RE ENVISIONING HERE AS PART OF POWERING THE FUTURE. THE OTHER THING THAT WE'RE LOOKING AT IS WE'RE LOOKING AT WHERE WE CAN MAKE INVESTMENTS REGIONALLY IN AREAS THAT ALREADY ARE PUBLICLY OWNED. AND THE TRI-RAIL STATIONS ARE A GREAT OPPORTUNITY FOR US TO DO THAT. SO, WE'VE CALLED OUT THE LOCATIONS, BOTH ONES OWNED BY SFRTA, AND ONES OWNED BY FDOT, AND YOU'LL SEE SOME STATIONS ARE REPEATED BECAUSE SOME OF THOSE STATIONS DO HAVE OWNERSHIP WHERE PART OF THE STATION IS OWNED, AND THE OTHER PART IS FDOT OWNED. [00:35:03] AND WE WANT TO BE ABLE TO IMPLEMENT SOME EV CHARGING INFRASTRUCTURE THERE AS WELL. AGAIN, USING OUR FEDERAL FUNDS TO DO THAT. THE NEXT HERE, THE DATA DRIVEN FUTURE. THIS GOES BACK TO WHAT I WAS SAYING AT THE BEGINNING OF MY PORTION OF THE PRESENTATION THAT THE DATA DRIVEN FUTURE IS WHAT IS GOING TO ALLOW US TO UNLOCK AND ENHANCE A LOT OF THE INVESTMENTS THAT ARE BEING MADE ON THE CAPITAL SIDE BY BROWARD COUNTY AND BY FDOT. SO, WITHIN THE DATA DRIVEN FUTURE, WE'RE WORKING WITH VENDORS WHO ARE DOING PILOT PROJECTS ON THINGS LIKE NEAR MISSES. WE WANT TO WORK CLOSELY WITH THE COUNTY AND FDOT TO IMPLEMENT SOME MORE OF THOSE SENSORS, WHETHER THEY'RE BLUETOOTH SENSORS, WHETHER THEY'RE LIDAR, THINGS LIKE THAT, THAT JUST HELP US GET A BETTER PICTURE OF WHAT'S GOING OUT ON THE TRANSPORTATION SYSTEM AND DOING MORE PREDICTIVE ANALYZES, BECAUSE THOSE ARE THE TYPES OF THINGS THAT ARE GOING TO. HELP US AGAIN BUILD THAT DECISION MAKING IN THE FUTURE, WHERE WE CAN INFORM OUR MODELS AND SIMULATIONS TO REALLY GIVE US A BETTER PICTURE OF WHAT'S GOING ON THE NETWORK RATHER THAN JUST LOOKING AT THINGS HISTORICALLY OR IN REAL TIME, WE CAN POTENTIALLY DO THINGS ALSO WHERE WE LOOK OUT TO THE FUTURE, AND THAT'S WHERE THE DECISION MAKING IN THE FUTURE, THAT THIRD TIER COMES IN. AND THIS IS AN AREA WHERE THE MPO WOULD LIKE TO PLAY MORE OF A, OF A DIRECT ROLE, WHERE WE WANT TO BE ABLE TO STAND UP AND POTENTIALLY FUND THE REGION WIDE OR COUNTY WIDE DIGITAL TWIN WORKING WITH OUR PARTNERS, WHICH WOULD ALLOW US TO DO THOSE SIMULATIONS AND THAT MODELING IT'S SOMETHING THAT REQUIRES MORE OF A CENTRALIZED PROCESS, AND HAVING THE MPO KIND OF BE THE CENTRAL AGENCY THAT IS QUOTE UNQUOTE, MANAGING THIS SYSTEM IS PROBABLY SOMETHING THAT WE'VE SEEN AS A GOOD MODEL THROUGHOUT THE COUNTRY. SO, WE ARE GOING TO SET ASIDE FUNDING TO DEVELOP THE INITIAL PHASES OF THAT DIGITAL TWIN AND THAT MODELING AND SIMULATION SOFTWARE AS WELL. SO THAT WILL BE FUNDING THAT'S SET ASIDE WITHIN THE PLAN. AND THEN MORE TO COME ON THAT IN THE FUTURE, AS WELL AS A SEPARATE EFFORT. SO, WITH THAT MR. CHAIR, I'M GOING TO TURN IT BACK OVER TO YOU FOR ANY QUESTIONS AND FEEDBACK. CHRISTOPHER AND I ARE HERE TO ANSWER QUESTIONS BOTH ON THE SAFETY AND THE TECHNOLOGY SIDE. SO, THANK YOU. THANK YOU. THANKS TO BOTH OF YOU. OPEN FOR ANY QUESTIONS. CHRISTOPHER. THANK YOU. I GUESS THIS IS FOR CHRISTOPHER. THE ANALYSIS FOR THE SAFETY. WHEN WE WERE LOOKING AT THE CRASH DATA. HOW FAR BACK IN TIME DID YOU GO? WE STARTED FROM 2017 ALL THE WAY TO 2021. SO, A FIVE-YEAR CRASH DATA. AND THEN AT. AND I KNOW YOU MAY NOT BE ABLE TO SPEAK TO THIS BECAUSE IT'S, IT'S ASSESSED FOR A RELATED. OKAY. YEAH. BUT WILL THAT DATA ANALYSIS SUPPLANT WHAT HAS BEEN PLACED INTO YOUR ANALYSIS SO FAR? BASICALLY, A FLOP BECAUSE IT'S MORE CURRENT DATA. SO, I'M NOT SURE WHAT DATA SETS THEY WILL BE USING AS PART OF THEIR ANALYSIS, BUT THEY WILL BE USING WHAT WE HAVE DONE AS A FOUNDATION FOR IDENTIFYING THOSE CORRIDORS, BECAUSE IT'S GOOD WORK THAT WE DID. WE SPENT SOME MONEY ON IT. WE DON'T WANT TO JUST THROW THAT AWAY. SO, THEY WILL BE USING THAT TO HELP IDENTIFY THEIR CORRIDORS. IS JAMES RIGHT BEHIND ME? YES, HE IS. GO FOR IT. GOOD AFTERNOON, JAMES CROMER BROWARD MPO. YES. SO, THEIR ANALYSIS WAS DONE LAST YEAR. WE KNEW DO HAVE THE NEW INFORMATION FOR 22. SO, WE'RE LOOKING AT 2018 2022. AND AGAIN, THERE ARE SOME DIFFERENCES HOW THE OVERALL ANALYSIS LOOKED COUNTYWIDE. BUT THEN THE MTP ANALYSIS TOOK OUT THE ON-SYSTEM STATE HIGHWAY CORRIDOR. SO, WE'RE GOING TO HAVE SOME DIFFERENCES. I WAS LOOKING AT YOUR STATISTICS AND LIKE THEY'RE GENERALLY THE SAME. BUT IT'S YOU KNOW WE'LL HAVE SOME UPDATED NUMBERS. YEAH. ONE THING I'D LIKE TO POINT OUT IS HAVING GONE THROUGH THIS PROCESS OURSELVES, IN DEERFIELD, LIKE IT'S AMAZING WHERE THE OVERLAPS THAT WE'RE ALL KIND OF IDENTIFYING THE SAME PROBLEMS. SO, IT'S GOOD TO SEE THAT WE'RE ALL CONCURRING ON THOSE. THAT'S ALL I HAVE. THANKS. MR. CHAIR, DO YOU MIND IF I JUST ADD ONE COMMENT ON THAT? SO AS A CLARIFICATION, YOU MIGHT BE ASKING YOURSELF WHY ARE WE ONLY LOOKING AT THE OFF-SYSTEM CORRIDORS AS PART OF THE MTP ASSESSMENT? AS CHRISTOPHER MENTIONED AT THE TIME, WHEN WE WERE WRITING THE MTP SCOPE AND MOVING FORWARD WITH THAT, SS4 WASN'T IN THE PICTURE, AND WE WERE TRYING TO FIGURE OUT HOW WE UTILIZE OUR RESOURCES IN THE BEST WAY POSSIBLE. WE HAVE A LIMITED AMOUNT OF FUNDING THAT CAN GO OFF THE STATE HIGHWAY SYSTEM. AND ALSO, WE KNOW THAT DOT DOES A FANTASTIC JOB OF MONITORING THE SYSTEM AND HAS AN ENTIRE SAFETY WING AND PROGRAM. SO, WE DECIDED TO FOCUS ON THE OFF SYSTEM FOR THE MTP ANALYSIS. NOW THAT SS4 IS IN THE PICTURE, WE HAVE $5 MILLION TO DO A MUCH MORE COMPREHENSIVE ANALYSIS IN CONJUNCTION WITH DOT, WITH THE COUNTY, WITH ALL THE MUNICIPALITIES. WE'RE HOPING THAT THAT'S GOING TO, AND I THINK YOU USED THE WORD CHRISTOPHER SUPPLANT. IT'S TO A CERTAIN DEGREE WILL REPLACE. RIGHT. WHAT. YEAH. AND COMPLIMENT MAYBE IS THE BETTER WORD. [00:40:02] WHAT'S IN THE MTP. SO THAT'S WHY WE ARE PUTTING THAT PLACEHOLDER THERE. BECAUSE THAT'S GOING TO BE A MONUMENTAL EFFORT THAT JAMES AND HIS TEAM ARE DOING. BUT IT'S GOING TO YIELD A LOT OF GREAT PROJECTS THAT WE WANT TO BE ABLE TO FUND. SO, FOR THE TIME BEING, THERE WILL BE A PLACEHOLDER IN THE MTP FOR THAT. AND IF YOU WOULD LIKE TO CHECK OUT OUR ASSESSMENT, YOU CAN GO TO ROUTE TO 2050.ORG. ON THERE ALSO UNDER OUR RESOURCES TAB YOU'LL FIND THE PDF AND A STORY MAP THAT YOU CAN SCROLL THROUGH ALL THE DIFFERENT MAPS THAT YOU CAN IDENTIFY WHERE ALL OF THOSE TRENDS ARE AND ZOOM IN, ZOOM OUT IN YOUR NEIGHBORHOOD. ALL RIGHT. THANK YOU ALL. GOOD AFTERNOON, ROSS AND BROWARD COUNTY. THANK YOU. CHRISTOPHER, JUST A QUESTION FOR MAYBE FOR PETER ON THE POWER SIDE OF THINGS, I KNOW THERE'S HEAVY FOCUS ON THE EV CHARGING STATIONS. IS THERE A PLACEHOLDER FOR POWER FOR POWERING THE INFRASTRUCTURE ITSELF? YEAH, IT'S A GREAT QUESTION, ROSS, AND ONE THAT WE ACTUALLY DISCUSSED INTERNALLY. THE CHALLENGE WITH THAT IS ON THE MPO SIDE IS THAT OUR SURFACE TRANSPORTATION BLOCK GRANT FUNDING CAN ONLY BE USED FOR CERTAIN THINGS. AND THERE'S EXPLICIT MENTION OF EV INFRASTRUCTURE CHARGING INFRASTRUCTURE, BUT NOT NECESSARILY ON THE PRODUCTION OF ELECTRICITY. THE FURTHEST THAT WE COULD POSSIBLY GO IS LIKE USING SOLAR PANELS OVER THE ELECTRIC CHARGERS IN ORDER TO HELP, LIKE OFFSET SOME OF THE MAYBE CARBON-BASED FUELS THAT ARE USED TO POWER THE EV CHARGERS. BUT IN TERMS OF LIKE JUST PUTTING OUT SOLAR PANELS, SAY YOU KNOW, OVER A PARKING LOT OR SOMETHING LIKE THAT, IT GETS A LITTLE TRICKY. SO, AM I GETTING AT YOUR QUESTION THERE? YEAH, YEAH. THANK YOU. IT'S JUST INTERESTING, GIVEN WHERE THINGS ARE HEADED, I THINK OF TRAFFIC SIGNALS, FOR EXAMPLE. AND I KNOW THERE'S A PILOT, I THINK, IN THE TAMPA AREA WHERE SOLAR PANELS ARE BEING BUILT INTO THE SIDEWALK TO POWER A TRAFFIC SIGNAL. TRAFFIC SIGNALS, THE WAY THEY'RE POWERED IS A LITTLE FUNKY. IT'S HIGH POWER DOWN TO LOW VOLTAGE TO DC POWER INSIDE THE CABIN AND THEN GETS PUSHED BACK TO HIGH VARIABLE POWER. SO, AND THERE ARE SOME DEVELOPMENTS AND OUTS, YOU KNOW, OUTSIDE THE US FOR LOW VOLTAGE, WHICH CAN BE SUPPORTED BY SOLAR. SO, I THINK IN THE FUTURE I'M JUST LOOKING MAYBE HOPEFULLY THERE'S A PLACEHOLDER FOR SUPPORTING THAT. I THINK THAT'S SOMETHING THAT CAN BE ACCOMMODATED. AND IT PROBABLY WILL COME AS NO SURPRISE TO YOU ALL THAT THE FEDERAL GOVERNMENT IS A LITTLE BIT BEHIND ON SOME OF THIS STUFF. SO, WE ARE OFTEN BOUND BY WHAT WE CAN SPEND OUR DOLLARS ON. BUT I THINK, RANSOM, TO YOUR POINT, HAVING A SECTION WHERE WE CAN POTENTIALLY HAVE AT LEAST PLACEHOLDER FUNDING SO THAT WHEN WE HAVE THE FLEXIBILITY, WE CAN DO THAT. I THINK THAT WAS THE IDEA BEHIND THE TIERED APPROACH, IS THAT WE'RE KIND OF PUTTING MONEY IN THESE THREE BUCKETS, KNOWING THAT THE LEGISLATION, THE POLICIES, ALL OF THAT IS GOING TO EVOLVE OVER TIME. SO THAT GIVES US SOME FLEXIBILITY. THANK YOU, SARAH. HI. CAN YOU HEAR ME? YEAH, WE CAN HEAR YOU. SO, IN REGARD TO THE EV AND THE INFRASTRUCTURE AND GROWING THE INFRASTRUCTURE ONE OF MY CONCERNS, YOU KNOW, OFTEN WE SPEND A LOT OF MONEY ON INSTALLING INFRASTRUCTURE, BUT THEN IT'S THE WHOLE MAINTENANCE ISSUE. AND WITH EV, MY UNDERSTANDING IS THAT A LOT OF IT IS PRIVATELY OWNED. AND SO, IT'LL BE A COMPETITIVE PROCESS. BUT I'M HOPING THAT THROUGH THESE STUDIES, WE CAN AT LEAST PROVIDE SOME GUIDANCE ON SELECTION OF THESE COMPANIES SO THAT WE ENSURE THAT THERE'S BETTER MAINTENANCE OF THE EQUIPMENT THAT IS INSTALLED. BECAUSE THAT'S ONE OF THE THINGS THAT IS DISCOURAGING PEOPLE FROM YOU KNOW, CHANGING OVER TO EV IS AVAILABLE, NOT JUST AVAILABILITY, BUT ONCE THEY GET THERE THAT THE CHARGING STATIONS ARE ACTUALLY WORKING. SO JUST, YOU KNOW, KIND OF A SET ASIDE AND PROVIDE SOME RECOMMENDATIONS IN SOME PART OF SOME REPORT THAT SAYS, OKAY, THIS IS WHAT YOU'RE LOOKING FOR IN A IN A COMPANY OR IN A COMPETITIVE PROCESS FOR THE INSTALLATION OF THIS INFRASTRUCTURE. YEAH. THANK YOU. SARAH. JUST TO QUICKLY COMMENT ON THAT, ANOTHER ISSUE THAT WE'VE TALKED ABOUT INTERNALLY AS WELL IS THE MAINTENANCE COMPONENT. AS WE DEVELOP THE PROGRAM A LITTLE BIT MORE FOR THE COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM TO INCLUDE THIS EV CHARGING ELEMENT, WE HAVE DISCUSSED LOOKING AT VENDORS WHO CAN ROLL IN THE MAINTENANCE AS PART OF THE COST AS WELL. SO BASICALLY, WHEN WE ISSUE THE AWARD, LET'S SAY, TO A MUNICIPALITY, TO AN AGENCY TO IMPLEMENT EV CHARGING INFRASTRUCTURE THAT THAT ALREADY INCLUDES A CERTAIN AMOUNT OF MAINTENANCE SERVICE INCLUDED IN IT. BUT SARAH WOULD ENCOURAGE YOU TO STAY ACTIVE AT THE TAC AS WE BRING THAT FORWARD THROUGH THE C-SLIP PROGRAM UPDATE, WHICH YOU'LL PROBABLY START TO HEAR FROM CARRIE LATER ON THIS [00:45:01] YEAR, BECAUSE WE OBVIOUSLY NOW NEED TO REACT TO WHAT'S GOING ON WITH THESE MTP DEVELOPMENTS WITHIN THE C SLIP PROGRAM AND UPDATE THAT AS WELL. AND I THINK THAT WILL BE A GREAT COMMENT TO ADDRESS THEN AS PART OF THAT, BECAUSE I KNOW THEY'LL BE LOOKING AT MULTIPLE VENDORS, AS YOU MENTIONED. BUT MAINTENANCE IS SOMETHING THAT WE WANT TO INCLUDE TO THE EXTENT THAT WE CAN WITHIN THAT CONTRACT. BRITTANY. ANOTHER QUESTION FOR PETER. OKAY. REGARDING THE DATA DRIVEN FUTURE IN DIGITAL TWIN. DIGITAL TWIN FOR ME IS A TRIGGER WORD BECAUSE I JUST THINK AUTOMATICALLY WITH THE PORT AND AN AIRPORT CYBER SECURITY. SO, I DON'T KNOW WHAT THE SCOPE IS EXACTLY OF WHAT THAT DIGITAL TWIN, YOU KNOW, WHAT YOU'RE MODELING, BUT JUST CURIOUS WHAT THE CYBER SECURITY, YOU KNOW, MEASURES. WHAT ARE YOU GUYS GOING TO DO FOR THAT? ALL VERY MUCH UP IN THE AIR AT THE MOMENT FOR SURE. I KNOW WE ARE WORKING WITH A COUPLE OF VENDORS. I DON'T KNOW IF MARK KLASS IS HERE AND WANTS TO SPEAK TO THAT, DO YOU? I DON'T MEAN TO PUT YOU ON THE SPOT, MARK, BUT I KNOW YOU'VE GOT A LOT MORE BACKGROUND ON THIS THAN I DO. HE'S MAKING HIS WAY UP HERE, SO THAT'S A GOOD SIGN. UNLIKE RAJ. I'LL TRY TO ANSWER THE DIFFICULT QUESTIONS, TOO. HERE. SO, MY NAME IS MARK KLASS. I'M THE CHIEF TRAFFIC CHIEF TRANSPORTATION ENGINEER FOR THE MPO. I USED TO WORK FOR THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR MANY YEARS, SO I AM MANAGING AN INITIATIVE. IT'S A JOINT INITIATIVE BETWEEN THE MPO AND DELOITTE CONSULTING TO EXPLORE WHAT EXACTLY A DIGITAL TWIN WOULD MEAN IN THE CONTEXT OF BROWARD COUNTY, THE MPO, TO EXPLORE POTENTIAL USE CASES, THE DATA SOURCES, THE ANALYTICS NEEDED, DATA GOVERNANCE, DATA SECURITY. SO, WE ARE PROBABLY ABOUT SIX MONTHS INTO ABOUT A NINE-MONTH EFFORT WHICH IS GOING TO CULMINATE AT THE END OF JUNE WITH INITIAL USE CASES THAT CAN BE MOVED FORWARD INTO DEVELOPING A PROTOTYPE. AND A PROTOTYPE IS GOING TO REALLY DESCRIBE THESE ARE THE DATA SOURCES NEEDED. THESE ARE THE ANALYTICS. THESE ARE THE MODELING TOOLS. THESE ARE THE ROLES AND RESPONSIBILITIES. THE DIFFERENT ENTITIES THAT THAT WOULD USE THIS TOOL. AND VERY IMPORTANTLY, I THINK TO YOUR POINT DATA SECURITY DATA GOVERNANCE HOW ARE THE DATA SOURCES DESIGNED TO BE MAINTAINED AND SUSTAINABLE? DIGITAL TWINS ARE KIND OF, IT'S KIND OF A NEBULOUS CONCEPT. AND IF YOU GUYS GIVE ME THREE MINUTES, I CAN GIVE YOU A LITTLE BIT MORE OF AN OVERVIEW OF THAT IF YOU'D LIKE TO HEAR THAT. SO, NO ONE NODDING THEIR HEAD. OKAY, SO SIMPLY PUT, IF YOU'VE GOT A CELL PHONE, A DIGITAL PHONE, AND YOU'VE GOT THE CLOCK APP, WHERE THE CLOCK LOOKS LIKE A CLOCK AND THE HANDS ARE MOVING. THAT'S A DIGITAL TWIN. IT'S A TWIN OF A REAL CLOCK, BUT IT'S DIGITAL. SO THAT'S IN A NUTSHELL, WHAT A DIGITAL TWIN IN THEORY IS. THE INITIAL APPLICATIONS OF DIGITAL TWINS HAD TO DO WITH CREATING A DIGITAL MOCKUP OF A REAL THING, LIKE A JET ENGINE AND AIR CONDITIONING UNIT, AN AUTOMOTIVE ENGINE. AND SO, THIS WAS DONE FOR, AND IT HAS BEEN DONE NOW FOR, FOR A NUMBER OF YEARS IN THE MANUFACTURING INDUSTRY TO BE ABLE TO STREAMLINE AND MAKE MORE COST EFFECTIVE THE TESTING OF DIFFERENT DESIGNS. SO, FOR EXAMPLE, THE AVIATION INDUSTRY, MOST OF THE MAJOR AVIATION COMPANIES DEVELOP DIGITAL TWINS OF ENGINES AND OTHER COMPONENTS THAT THEY CAN THEN VIRTUALLY SUBJECT TO DIFFERENT TEMPERATURES, DIFFERENT MATERIALS, DIFFERENT STRESSES, DIFFERENT FUELS, AND THEY CAN VIRTUALLY SEE WHAT WOULD HAPPEN IN THE REAL WORLD IF WE BUILT A REAL ENGINE LIKE THIS. THE DIGITAL TWIN PARADIGM THEN SHIFTED OR EXPANDED TO THAT INCLUDE BUILDINGS. AND SO, THERE IS NOW A MARKET FOR DIGITAL TWINS OF BUILDINGS WHERE THE, THE, THE TWIN, IN A SENSE, MODELS THE COST EFFECTIVENESS OF HVAC IN A BUILDING. IT CAN MODEL THE IMPACT OF MAKING CHANGES STRUCTURALLY TO THE BUILDING, DIFFERENT MAINTENANCE REGIMES AND SO ON. WHAT THE COUNTY OR WHAT THE MPO IS INTERESTED IN IS DEVELOPING A DATA AND ANALYTICS PLATFORM THAT WOULD ALLOW THE MODELING OF DIFFERENT SCENARIOS THAT WOULD BE OF INTEREST IN THE COUNTY. SO, FOR EXAMPLE ONE SCENARIO OF INTEREST WOULD BE GIVEN DIFFERENT TRENDS IN WEATHER EVENTS, CLIMATE CHANGE, SEA LEVEL RISE, WHAT IS THE IMPACT ON RESILIENCY, INFRASTRUCTURE RESILIENCY, FOR EXAMPLE. AND MODELING THIS THEN CAN LEAD TO BETTER INVESTMENT DECISIONS IN WHERE DO WE SPEND LIMITED RESOURCES IN, FOR EXAMPLE, TO ELEVATE ROADWAYS, TO MODIFY DRAINAGE SYSTEMS, TO INSTALL NETWORKS OF PUMPS, THINGS LIKE THAT. SO THAT THAT'S AN EXAMPLE OF ONE OF THE POTENTIAL INITIAL USE CASES THAT'S BEING EXPLORED NOW BY THE MPO IN PARTNERSHIP WITH DELOITTE. [00:50:06] WE HAVE A MAJOR EVENT COMING UP AT THE END OF MARCH IN WHICH WE'VE INVITED A NUMBER OF YOU KNOW, I WOULD SAY CHANGE AGENTS IN THE COUNTY, PUBLIC SECTOR, PRIVATE SECTOR THESE ARE INDIVIDUALS THAT REPRESENT THE COUNTY, THEY REPRESENT CITIES. THEY REPRESENT THE PRIVATE SECTOR, THE DEPARTMENT OF TRANSPORTATION, THE MPO. AND IT'S GOING TO BE A FACILITATED WORKSHOP THAT'S REALLY GOING TO EXAMINE USE CASES THAT WE ARE IDENTIFYING RIGHT NOW WITH DELOITTE, PUTTING THEM ON THE TABLE, ASKING THE INDIVIDUALS, WHAT DO YOU THINK OF THESE USE CASES? ARE THEY ADDING VALUE. BUT THEY'RE MORE IMPORTANTLY NOT ONLY TO GET THEIR INPUT ON THESE THINGS, BUT REALLY TO IDENTIFY LONGER TERM, HOW DO YOU SUSTAIN AND EXPAND A DATA ANALYTICS PLATFORM LIKE THIS? BECAUSE YOU DO HAVE TO HAVE CONTINUALLY UPDATED DATA SOURCES. YOU'VE GOT TO BE ABLE TO GENERATE THE VALUE. AND HAVING A PLATFORM LIKE THIS, AND YOU'VE GOT TO BE ABLE TO IDENTIFY OVER TIME HOW THE PLATFORM EVOLVES TO INCLUDE MORE THINGS THAT YOU COULD MODEL. SO, MODELING LAND USE CHANGES AND THEIR IMPACT ON TRANSPORTATION MODELING ECONOMIC EVENTS AND THEIR IMPACT ON INVESTMENT IN DIFFERENT ASPECTS IN BROWARD COUNTY, MODELING DEMOGRAPHIC CHANGES IN BROWARD COUNTY AND THE IMPACT POTENTIALLY ON, YOU KNOW, LET'S SAY, THE NEED FOR DIFFERENT TYPES OF PUBLIC TRANSPORTATION. SO, THERE ARE SEVERAL CITIES IN THE UNITED STATES THAT ARE SIMILAR TO THE MPO NOW AND KIND OF BEING ON THE FOREFRONT OF REALLY TRYING TO DEVELOP SOPHISTICATED MODELING TECHNIQUES LIKE THIS. IT'S BEEN OUR PHILOSOPHY THAT IT'S GOT TO BE EVOLUTIONARY, IT'S GOT TO BE SUSTAINABLE. SO, IT'S SORT OF FIRST YOU CRAWL AND THEN YOU WALK AND THEN YOU RUN APPROACH TO THIS, WHICH IS WHY WE'VE BEEN SPENDING A LOT OF TIME VETTING POTENTIAL INITIAL USE CASES THROUGH, YOU KNOW, FRANKLY, INTERVIEWS WITH SUBJECT MATTER EXPERTS, INTERVIEWS WITH POTENTIAL USERS THAT COULD BE AT THE CITY LEVEL. THEY COULD BE AT THE COUNTY, THE STATE LEVEL AND THINGS OF THIS NATURE. BUT ULTIMATELY BY THE END OF JUNE, WE PLAN TO HAVE SEVERAL WELL-DEFINED USE CASES THAT CAN THEN BECOME THE BASIS OF A PROTOTYPE. SO, IT'S MY INTENT TO COME BACK TO THIS GROUP AFTER WE HAVE THE GREENHOUSE EVENT, WHICH AGAIN, IS WHERE THE WELL, WE CALL IT THE GREENHOUSE EVENT. THIS IS THE EVENT AT THE END OF MARCH THAT WE'RE HOPING TO GET A LOT OF INPUT FROM. THIS IS PRETTY SELECT GROUP OF PEOPLE THAT WE'VE INVITED TO THIS AND WHAT I'D LIKE TO BE ABLE TO DO AT THAT POINT TO THIS GROUP IS REALLY GO INTO A LITTLE BIT MORE DETAIL ON THE THEORY AND PRACTICE OF DIGITAL TWINS AND WHAT CAME OUT OF THIS EVENT, WHAT WE THINK THE INITIAL USE CASES ARE, WHY THEY'RE IMPORTANT, HOW THEY'RE GOING TO BE SUSTAINED, WHAT SORT OF OUTCOMES WE THINK WE'RE GOING TO GENERATE FROM THEM. SO THAT'S KIND OF A LONG WINDED ANSWER, PERHAPS, BUT NO, I APPRECIATE IT. IT'S A VERY GOOD SUMMARY OF WHAT THE DIGITAL TWIN IS CAPABLE OF. ON THE GOOD END. ON THE BAD END, I WOULD JUST ASK THAT YOU GUYS CONSIDER, YOU KNOW, ANYTHING THAT'S CLOSE TO THE AIRPORT OR THE PORT. YOU KNOW, THOSE ARE SOFT TARGETS FOR TERRORISM AND NOT TO BRING DOWN THE MOOD, BUT YEAH. NO. AND IN FACT, YOU KNOW, INTERESTINGLY ENOUGH, THE, THE CONSULTANT THAT WE'VE TEAMED WITH, YOU KNOW, DOES A LOT OF WORK FOR THE DEPARTMENT OF DEFENSE, AND THEY'RE VERY SENSITIVE TO NOT ONLY THE DATA GOVERNANCE, BUT WHAT SORT OF SIMULATIONS ARE YOU DOING? WHAT COULD THE POTENTIAL UNINTENDED OUTCOMES OF THIS SORT OF THING BE? AND SO, WHAT WE'RE ENVISIONING RIGHT NOW IS THAT IF ONCE, ONCE WE STAND UP A PROTOTYPE PROTOTYPICAL DIGITAL TWIN AND WE BEGIN USING IT, THERE HAS TO BE A VERY STRUCTURED ADMINISTRATIVE BODY IN TERMS OF WHAT OUR FUTURE USE CASES. WHY ARE WE GOING TO USE THEM? HOW DO WE SUSTAIN THEM? WHAT ARE THE OUTCOMES AND HOW DO WE ENSURE THAT WE DON'T HAVE UNINTENDED, UNINTENDED CONSEQUENCES FROM THE DATA AND ITS ANALYTICS? THANK YOU. YOU'RE WELCOME. WE HAVE SARAH. SARAH. HI. HI, MARK, THAT WAS A GREAT EXPLANATION. I APPRECIATE IT BECAUSE I ALSO HAD QUESTIONS ABOUT IT. I'M HOPING THAT IN THE FUTURE, BECAUSE YOU'RE SAYING YOU WERE SAYING THAT WE'RE GOING TO GROW INTO IT THAT WE TAKE INTO ACCOUNT AGE OF INFRASTRUCTURE AND MATERIALS BECAUSE THAT EITHER IS CONTRIBUTES OR IS DETRIMENTAL TO THE RESILIENCY COMPONENT. SO, YOU KNOW, SALT WATER IS GOING TO START AFFECTING A LOT OF THE METALS THAT ARE, YOU KNOW, UNDER THE WATER. AND SO, WE JUST NEED TO KIND OF KEEP THAT IN MIND AS WE MOVE FORWARD. BUT IT SOUNDS LIKE A WONDERFUL PROJECT. THAT'S A VERY GOOD POINT. AND I WOULD SAY THAT THE, THE STATE OF PRACTICE OF RESILIENCY MODELING IS REALLY ADVANCED. NOW TO GET TO THE LEVEL THAT YOU'RE DESCRIBING, IT'S ALMOST THE MICROSCOPIC LEVEL IN TERMS OF THE MATERIALS, THE ENVIRONMENT THAT THEY'RE IN. [00:55:05] AND WE ALSO RECOGNIZE, AND I THINK THIS IS GOING TO RESONATE WITH ROSSUM THAT, YOU KNOW, WE WHEN WE TALK ABOUT RESILIENCY, FREQUENTLY PEOPLE THINK ABOUT ROADWAYS, AND THEY'RE INUNDATED WITH FLOODING. AND THIS IS VERY IMPORTANT OBVIOUSLY. BUT THERE'S ANOTHER ASPECT OF RESILIENCY, WHICH IS A LOT OF MOBILITY IN THE COUNTY IS AND WILL CONTINUE TO BE POWERED THROUGH TECHNOLOGY. THIS THE TRAFFIC SIGNAL SYSTEM AND THAT HAS A LOT OF INFRASTRUCTURE THAT IS LIKELY GOING TO HAVE TO HAVE A RESILIENCY CONSIDERATION AS WELL. AND SO, ONE OF THE ONE OF THE SIDE BENEFITS OF HAVING THE ABILITY TO MODEL THIS IS WE CAN NOT ONLY MODEL COMPONENTS OF THE ROADWAY NETWORK, BUT WE CAN MODEL COMPONENTS, FOR EXAMPLE THE TRAFFIC SIGNAL SYSTEMS COMMUNICATIONS NETWORK, THE TRAFFIC SIGNALS THEMSELVES, THE CONTROLLER CABINETS, THE COMMUNICATIONS EQUIPMENT WHERE THEY'RE LOCATED. WHAT IS THE POTENTIAL FOR DAMAGE DUE TO WEATHER EVENTS? AND THEN HOW DO WE SYSTEMATICALLY AND COST EFFECTIVELY PROTECT THEM AS WELL? THANK YOU. YOU'RE WELCOME. GREAT PRESENTATION. NO MORE QUESTIONS. NO WORRIES IN QUEUE RIGHT NOW. SO NEXT ITEM. [2. Draft Fiscal Year (FY) 2024/25 - FY 2025/26 Unified Planning Work Program (UPWP) Update] DRAFT FISCAL YEAR 20 2425 THROUGH 2526. UNIFIED PLANNING WORK PROGRAM UPDATE BY CARL EMMA. YES, THANK YOU. VICE CHAIR, NASIR AND MEMBERS OF THE TAC. GOOD AFTERNOON. GOOD TO SEE YOU. SO, AFTER THAT EXCITING CONVERSATION ABOUT THE DIGITAL TWIN AND THE MTP, I'M HERE TO KIND OF PUT YOU TO BED. SO, WE'VE GOT THE UPWP, WHICH UNIFIED PLANNING WORK PROGRAM. I THINK MOST OF YOU ARE ON THIS BOARD AT LEAST AWARE OF WHAT THIS IS. JUST AS A REMINDER, THOUGH, THE UPWP IS ONE OF OUR CORE PRODUCTS. IT'S BEEN BOXED IN THERE WITH A YELLOW BOX, AND YOU CAN SEE IT KIND OF STRETCHED OUT. AND THE REASON FOR THAT IS WE'RE TRYING TO EMPHASIZE THE FACT THAT IT INCLUDES EVERYTHING THAT WE DO, EVERYTHING ON THAT SLIDE, ALL OF OUR CORE PRODUCTS, THEY'RE ALL MENTIONED AND DESCRIBED IN DETAIL IN THE UPWP. BUT WE USE IT A LOT. AND YOU GUYS KNOW THIS. WE USE A LOT OF ACRONYMS, A LOT OF CODE WORDS. UPWP TRANSLATES IN ENGLISH TO THE BUDGET. SO, THIS IS OUR BUDGET IS A TWO-YEAR BUDGET. WE THE ONE WE'RE WORKING ON RIGHT NOW ASSUMING EVERYTHING GOES WELL IS GOING TO START JULY 1ST, 2024. AND IT WILL WRAP UP JUNE 30TH, 2026. AND EVERY TWO YEARS WE DO, AND IT'S CALLED AN MPO AGREEMENT WITH THE STATE FOR OUR FUNDING. AND THE UPWP IS BASICALLY BACKUP MATERIAL TO THAT AGREEMENT. SO, IT ACTS AS LIKE A SCOPE OF WORK BETWEEN US AND OUR FUNDING AGENCIES. AND IT'S KIND OF A WHO, WHAT, WHERE, WHEN, WHY OF WHAT OF OUR PLANNING EFFORTS ARE GOING TO BE. SO THAT'S WHY YOU SEE HERE ON THE SLIDE, WE TALK ABOUT WHAT PLANNING WORK WE'RE GOING TO BE DOING, WHO'S GOING TO DO IT, WHAT AGENCIES WE WILL BE COLLABORATING WITH. WHEN IS IT GOING TO BE DONE, HOW MUCH IS BEING ALLOCATED AND THEN WHAT FLAVOR IS THE FUNDING. SO, IT'S A LONG DOCUMENT, OF COURSE, AND I'M NOT SURE HOW MUCH OF IT YOU'RE GOING TO COVER, BUT WE DO LIKE TO CALL OUT A COUPLE AREAS THAT ARE IMPORTANT. SO, SECTION C ALWAYS INCLUDES THE STATE AND FEDERAL PLANNING EMPHASIS AREAS PIECE. SO OF COURSE THIS IS IMPORTANT TO OUR FUNDING PARTNERS. AND THIS YEAR ACTUALLY WE DON'T HAVE ANY CHANGES ON THESE PIECES. SO, WHAT YOU'RE SEEING IN THE CURRENT EFFECTIVE UPWP IS GOING TO BE CARRYING FORWARD. CERTAINLY, ON THE STATE LEVEL, THERE MIGHT BE A CHANGE POSSIBLY COMING ON THE FEDERAL SIDE, BUT WE HAVEN'T HEARD. SO, WE'VE BEEN TOLD TO BASICALLY PROCEED AS WITH WHAT WE HAVE SO FAR. AS FOR UPWP DEVELOPMENT BUT IF THERE'S ANY SECTION THAT YOU LOOK AT IN THE ENTIRE DOCUMENT, IT'S SECTION D IS WHAT YOU REALLY WANT TO FOCUS ON. THAT'S THE MEAT OF THE DOCUMENT. WE HAVE ALL OF OUR PLANNING TASKS THERE. SO, THIS IS A LIST OF WHAT THOSE ARE. SO, TASK ONE JUST REALLY QUICKLY IS GOING TO BE MPO ADMINISTRATION. THIS IS OUR OPERATIONS. YOU KNOW HOW WE KEEP THE LIGHTS ON. THIS ALSO INCLUDES THINGS LIKE TRAVEL AND TRAINING BUDGET FOR, YOU KNOW, STAFF TO GO TO CONFERENCES. ALSO INCLUDES A LOT OF DIRECT EXPENSES, ANYTHING FROM PHONES TO YOU KNOW, MODELING COMPUTERS. THAT'S ALL INCLUDED IN THAT TASK ONE TASK TWO DATA COLLECTION ANALYSIS. PRETTY STRAIGHTFORWARD. OF COURSE WE COLLECT DATA, WE DO TRAFFIC COUNTS. WE COORDINATE WITH YOU ALL AND OTHER AGENCIES TO SHARE DATA AND TO BE ABLE TO MEASURE, YOU KNOW, IF WE'RE WHAT KIND OF IMPACT WE'RE HAVING. TASK THREE, REGIONAL PLANNING. THESE ARE BIGGER EFFORTS. THIS IS THE VERY FIRST EFFORT THAT YOU SEE IF YOU OPEN THIS TASK IS GOING TO BE THE METROPOLITAN TRANSPORTATION PLAN, WHICH ALL OF YOU ARE VERY FAMILIAR WITH, BEING THE STEERING COMMITTEE FOR THE MTP. SO LARGER EFFORTS LIKE THAT, YOU'LL FIND IN TASK THREE, TASK FOUR IS GOING TO BE COMMUNITY PLANNING. SO THAT'S STUFF LIKE COMPLETE STREETS AND MOBILITY HUBS AND SEA SLIP. [01:00:01] YOU'LL FIND SOME OF THOSE THERE. TASK FIVE TRANSPORTATION IMPROVEMENT PROGRAM, ANOTHER CORE PRODUCT. THIS HAS ITS OWN TASK, BUT IT ALSO INCLUDES THINGS LIKE THE MULTIMODAL PRIORITIES LIST. AND, YOU KNOW, THE INTERACTIVE TIP WITH THE MUNICIPAL REPORTS THAT THAT YOU ALL GET THAT'S IN THERE AS WELL. TASK SIX REGIONAL TRANSFERS. SO, ANY TIME THAT WE HAVE MONEY INCOMING OR OUTGOING OF THE MPO TO ANOTHER AGENCY, AND IN THIS CASE, I MEAN SPECIFICALLY MIAMI-DADE TPO, PALM BEACH TPA AND FDOT DISTRICTS FOUR AND SIX WE HAVE TO SHOW THAT TRANSFER IN THERE. AND IT'S WE HAD TO BE VERY SPECIFIC ABOUT THE WORDING. AND THEN OF COURSE, LET'S SAY WE'RE DOING SOMETHING WITH MIAMI. THEY HAVE TO HAVE THE EXACT SAME LANGUAGE. BUT YOU KNOW, SAYING THEY'RE RECEIVING MONEY OR THEY'RE TAKING OR THEY'RE SENDING US MONEY, WHATEVER IT IS. BUT THE IMPORTANT THING IS THAT THERE'S CONSISTENCY AMONG UPWP WITH THAT LANGUAGE. AND THERE REALLY HASN'T BEEN WE HAVEN'T HAD PROBLEMS WITH IT HERE IN SOUTH FLORIDA, REALLY. BUT I GUESS THERE'S BEEN. ISSUES IN THE REST OF THE STATE BECAUSE, YOU KNOW, FHWA HAS BEEN KIND OF TRYING TO DO AWAY WITH THIS AND HAVE, FOR INSTANCE, FDOT IS GOING TO BE HANDLING THE SOUTHEAST REGIONAL PLANNING MODEL SUPUM GOING FORWARD. BUT WE ARE, SINCE WE'RE CONTRIBUTING MONEY, A LITTLE BIT OF MONEY THIS TIME AROUND, YOU'LL SEE IT IN YEAR TWO OF THIS. TASK SIX. TASK SEVEN. PRETTY STRAIGHTFORWARD. AGAIN, PUBLIC PARTICIPATION. THAT'S YOU KNOW, WE HAVE A PUBLIC PARTICIPATION COMPONENT TO EVERYTHING WE DO. OF COURSE. BUT THIS ALSO INCLUDES SOME OF THAT TEAM'S SPECIFIC ACTIVITIES, SUCH AS UPDATES TO THE PUBLIC PARTICIPATION PLAN. THAT'S ANOTHER CORE PRODUCT. YOU KNOW, THEY ALSO DO MAINTENANCE OF THE WEBSITE. AND THEN WE HAVE, YOU KNOW, THE VARIOUS EVENTS THAT I'M SURE YOU'RE FAMILIAR WITH, THE LET'S GO BIKING AND LET'S GO WALKING AND SO ON. AND THEN WE HAVE A GAP. AND THAT GAP IS INTENTIONAL. IT USED TO BE MORE OF A GAP WHEN WE DIDN'T HAVE SEVEN BROKEN OUT. AND THAT THAT IS MEANT TO SHOW THE DIFFERENCE BETWEEN THE STATE AND FEDERAL DOLLARS AND THEN WHAT WE SPEND AS LOCAL DOLLARS. SO, TASK NINE IS ALL LOCAL FUNDING. IT INCLUDES THINGS LIKE WHAT BRIAN CAME UP AND TALKED TO YOU ABOUT IN THE BEGINNING OF THE MEETING, [INAUDIBLE] THE SURTAX EFFORT THAT WE COORDINATE WITH THE COUNTY ON THAT'S IN THERE. MTECH, I'M SURE YOU STARTING TO HEAR MORE ON THAT. THAT'S ALSO IN THERE. AND THEN FINALLY, WE HAVE OUR STATE AND FEDERAL ADVOCACY TEAMS. WE ARE NOT ALLOWED TO PAY FOR THAT WITH FEDERAL FUNDS. SO, THE LOCAL CONTRIBUTION DOLLARS FROM OUR MEMBER GOVERNMENTS GO TOWARDS THAT. SO THAT'S TASK NINE. THIS IS JUST AN EXAMPLE OF WHAT THE WHAT THE TASK LOOKED LIKE IF YOU HAVEN'T BEEN IN THERE. SO, I JUST PICKED TASK FIVE. THE TIP, IT'S PRETTY SIMPLE SHORT, SHORT TASK. SO YEAH, WE ALWAYS HAVE A PURPOSE UP TOP. PREVIOUS WORK COMPLETED. THOSE ARE SORT OF THE HIGHLIGHTS OF THE LAST UPWP CYCLE. AND THEN YOU HAVE REQUIRED ACTIVITIES. THAT'S WHAT WE DO ON A DAILY BASIS. WHAT STAFF'S WORKING ON WORK PRODUCTS, WHAT ARE THEY WORKING TOWARDS? AND THEN COMPLETION DATES WHEN WE EXPECT THOSE ITEMS TO BE DONE? SCROLL PAST THAT. YOU'LL GET TO THE BUDGET TABLES. THERE'S ALWAYS TWO ONE FOR EACH FISCAL YEAR FOR EACH TASK. SO, IT HIGHLIGHTS THIS IS A VERY SIMPLE ONE, EASY TO FIT ON THE SCREEN, BUT THEY'RE USUALLY A LITTLE BIGGER THAN THIS. BUT IT ALWAYS WILL HAVE YOU KNOW, WHAT WE HAVE DEDICATED TO STAFF FOR THIS PARTICULAR TASK. AND THEN IF THERE'S ANY CONSULTANT WORK AND YOU KNOW, WE HAVE THE AMOUNTS AND THEN A DESCRIPTION OF THAT WORK USED TO BE WE HAD TO SEND FULL SCOPES TO THE FEDS FOR APPROVAL, BUT THEY NO LONGER WANT TO DO THAT. SO, THEY REALLY DO LOOK AT THESE DESCRIPTIONS AND USE THAT TO KIND OF GIVE AN INITIAL GREEN LIGHT ON A LOT OF THESE TASKS. AND HISTORICALLY, THEY'VE BEEN SATISFIED WITH THE LEVEL OF DETAIL THAT WE PUT INTO THE UPWP OCCASIONALLY, YOU KNOW, THEY'LL THROUGH THEIR COMMENTS, LET US KNOW IF WE HAVE TO BEEF UP SOMETHING OR ADD MORE DETAIL. BUT THAT IS BASICALLY WHAT ALL THE TASKS LOOK LIKE. I WON'T READ THIS, BUT THIS IS JUST SOME OF THE PEAS AND HOW SOME OF THE EFFORTS, THESE ARE EXAMPLES OF EFFORTS THAT ADDRESS THOSE. AND WE ALWAYS KICK OFF THIS EFFORT WITH THE CALL FOR PLANS AND STUDIES. HOPEFULLY YOU ALL SAW THAT GO OUT IN JANUARY. AND THANK YOU FOR ANY FEEDBACK YOU HAD PROVIDED. WE ALSO WANT TO TAKE THIS OPPORTUNITY TO REQUEST FROM THE TAC IF THERE ARE ANY NON MPO FUNDED OR PERFORMED PLANNING EFFORTS THAT YOU'RE WORKING ON, WE ARE REQUIRED TO ASK OUR TAC FOR THOSE PROJECTS IF OR AT LEAST TO CONSIDER SENDING THOSE TO US SO WE CAN INCLUDE IT IN THE APPENDIX. THAT'S SORT OF THE UNIFIED ASPECT OF THE UPWP. THEY IT'S SUPPOSED TO BE AS COMPREHENSIVE A PLANNING DOCUMENT AS POSSIBLE. SO THAT'S WHY THE FEDS LIKE TO SEE THAT. WE HAVE REACHED OUT TO A COUPLE AGENCIES ALREADY, THE ONES THAT HISTORICALLY HAVE JUST ALWAYS SUBMITTED SOMETHING. SO, WE'VE TALKED TO, YOU KNOW, BCT AND SFMTA AND CITY OF FORT LAUDERDALE, THEY TYPICALLY SUBMIT EACH YEAR. BUT IF YOU HAVE ANYTHING REACH OUT TO ME OR ANYONE ON THE TEAM HERE AND WE'LL MAKE SURE THAT WE GET THAT IN THERE FOR YOU. [01:05:07] SO NEXT STEPS. SO, AFTER TODAY THIS IS GOING TO GO TO THE BOARD OBVIOUSLY IN A COUPLE OF WEEKS. AND AFTER THAT MARCH 15TH IS THE DEADLINE FOR US TO SUBMIT FOR THE OFFICIAL FEDERAL AND STATE REVIEW OF THE DOCUMENTS. SO, THEY'RE GOING TO TAKE IT AND REVIEW AND PUT ALL THEIR COMMENTS TOGETHER AND COMPILE THEM AND SEND THEM BACK TO US. PRETTY MUCH AT THE SAME TIME, WE'RE STARTING THE PUBLIC COMMENT PERIOD AS WELL. SO, THAT'LL RUN FROM MARCH 21ST TO TO APRIL 22ND. ONCE THAT IS ALL DONE AND WE GET THE COMMENTS FROM THE STATE, THE FEDS, AND THEN ANYTHING THAT COMES IN THROUGH THE COMMENT PERIOD, WE HAVE TO QUICKLY TURN THAT AROUND, ADDRESS ANY OF THE ISSUES WITH THE DOCUMENT AND THEN TRY TO FINALIZE. AND THEN WE'LL BE WE'LL BE BACK TO YOU ALL FOR A RECOMMENDATION. APRIL 24TH. GOES TO THE MPO BOARD, MAY 9TH, THEN FOR ADOPTION AND ASSUMING IT GETS ADOPTED, THAT'S REALLY WHERE IT ENDS, AT LEAST ON OUR END. AT THAT POINT, IT'S JUST GOT TO BE SUBMITTED. AND, YOU KNOW, WE CROSS OUR FINGERS THAT ALL OF THE WAY WE ADDRESS THE COMMENTS WAS, WAS SATISFACTORY TO OUR FUNDING PARTNERS. AND EVERYTHING GOES WELL JULY 1ST, 2024. THAT'LL BE GOING INTO EFFECT. AND WITH THAT I'LL TURN IT BACK OVER TO YOU. THANK YOU, THANK YOU. THANKS FOR YOUR PRESENTATION. ANY QUESTIONS? I DON'T SEE ANYBODY IN THE QUEUE. I TOLD YOU, I PUT YOU TO SLEEP. LOOKS LIKE. NO. KIRSTEN. OKAY. THANK YOU. YEP. THANK YOU. WE'LL MOVE TO THE NEXT ITEM. [3. Federal Grants Update] NON ACTION ITEM NUMBER THREE. FEDERAL GRANTS UPDATE BY JENNIFER. RETRIEVE THE CLICKER HERE. NOW WE'RE COOKING WITH GAS. MR. CHAIR, THANK YOU. HELLO, EVERYBODY. NICE TO SEE YOUR SMILING FACES ONCE AGAIN. I DON'T KNOW IF I'LL BE MORE EXCITING, BUT, HEY, LET'S GIVE IT A SHOT. SO, I'M JENNIFER [INAUDIBLE], PART OF THE INTERGOVERNMENTAL TEAM OF THE BROWARD MPO. AND I'M HERE TO GIVE YOU THE GRANTS AWARD UPDATE FOR FEBRUARY 2024. AS A LOVELY REMINDER, WE HAVE OUR MONTHLY GRANTS COORDINATION MEETING EVERY SECOND TUESDAY OF EACH MONTH. IT IS A GREAT OPPORTUNITY TO COORDINATE WITH PARTNERS AND COLLABORATE ON PROJECT IDEAS. PLEASE USE THE QR CODE OR THE ZOOM LINK TO REGISTER FOR THE MEETINGS, AND WE LOOK FORWARD TO SEEING YOU THERE. ALL RIGHT. SO. THRIVING COMMUNITIES. WE ARE BUILDING AND EXPANDING THE TEAM AND IDENTIFYING PARTNERS FOR THE SCOPE. ADDITIONALLY, WE ARE WORKING ON THE TIMELINE FOR THE ROLLOUT OF THE TASKS. SO NOT MUCH HAS MOVED, BUT WE ARE MOVING MORE SO THAN WE HAVE BEFORE, SO THAT'S EXCITING. THE RAIL CROSSING ELIMINATION PROGRAM. WE ARE PREPARING THE FRA AND BROWARD MPO AGREEMENT, AS WELL AS PREPARING A MULTI-PARTY AGREEMENT TO IMPLEMENT THE GRANT, AS ALSO, THE JANUARY SITE VISIT WENT VERY WELL AND ARE CURRENTLY COORDINATING WITH ALL PARTIES ON THE FINAL SCOPE AND COSTS. THE PROTECT GRANT. WE HAVE NOT HEARD ANYTHING YET, BUT WE ARE HOPING TO HEAR SOMETHING SOON. SO HOPEFULLY NEXT MONTH WHEN I SEE YOU ALL WE WILL HAVE A VERY DIFFERENT CONVERSATION ABOUT IT. RECONNECTING COMMUNITIES SAME. HOPEFULLY VERY SOON WE'LL BE ABLE TO TELL YOU MORE INFORMATION ABOUT IT. THE STRENGTH GRANT OF, I'M SORRY, STRENGTH THE SMART GRANT. THIS FUNDING WOULD DEVELOP THE SMART METRO AND INNOVATIVE TRANSPORTATION MODELING PLATFORM THAT WILL INTEGRATE TRADITIONAL AND EMERGING DATA SOURCES, ANALYTIC AND MODELING TOOLS, AND ARTIFICIAL INTELLIGENCE TO CREATE AN IT BASED PLATFORM TO GUIDE NEAR MID- AND LONG-TERM TRANSPORTATION INVESTMENT DECISIONS. IN THE CONTEXT OF BROWARD COUNTY'S DYNAMIC, MARKET DRIVEN LAND USE, RESILIENCY NEEDS, DEMOGRAPHIC SHIFTS, EQUITY, AND THE GROWING NEED FOR AN EFFECTIVE MULTIMODAL TRANSPORTATION SYSTEM. AS MR. MARK KLASS EARLIER WAS EXPLAINING ABOUT THE DIGITAL TWIN AND WHATNOT, THIS IS THE GRANT THEY'RE TYING IN TOGETHER. THE SAFE STREETS AND ROADS FOR ALL DEMONSTRATION GRANT HAS BEEN POSTED. [01:10:04] THE NOFO IS OUT. THE BROWARD MPO IS FIGURING OUT HOW TO PROCEED NEXT WITH IT. SO. HERE ARE ALL OUR OPEN GRANT APPLICATIONS CURRENTLY. WE HAVE A LOT OF THEM. SO JUST MAKE SURE YOU TAKE YOUR TIME TO SCROLL THROUGH. WE HAVE THEN OUR UPCOMING GRANT APPLICATIONS. QUITE A FEW HAVE ADDITIONALLY COME OUT. QUITE A FEW. SUMMER. YOOHOO! BIG SUMMER BLOWOUT. LOTS OF GRANTS. UPCOMING. I WASN'T LYING. I TOLD YOU GUYS. SO, ARE ANY OF YOUR CITIES LOOKING TO APPLY FOR ANY OF THESE? SO, OF COURSE, WE'D LOVE TO MAKE SURE THAT EVERYBODY'S COORDINATING WITH EACH OTHER SO THAT WE CAN MAXIMIZE OUR EFFORTS. OR ANY QUESTIONS. YES. CHRISTOPHER. JENNIFER, THANK YOU FOR YOUR REPORT. IF WE ARE APPLYING FOR THE SS FOR A CONSTRUCTION GRANT, WHO SHOULD WE CONTACT AND COORDINATE WITH? JAMES, PLEASE. ALL RIGHT. JAMES, YOU'RE THE MAN. THANK YOU. CHRISTOPHER, YOU ARE DONE. OKAY. THANK YOU. NO MORE QUESTIONS. THANK YOU. THANKS FOR YOUR PRESENTATION. THANK YOU VERY MUCH. WE'LL MOVE TO THE NEXT ITEM. BROWARD. SAFETY ACTION PLAN UPDATE BY JAMES CROMER. [4. Broward Safety Action Plan (BSAP) Update] GOOD AFTERNOON, JAMES CROMER WITH THE BROWARD MPO. THIS IS, I THINK, THE THIRD PRESENTATION WHERE WE'LL BE TALKING A LITTLE BIT ABOUT THE SAFE STREETS AND ALL FOR GRANT SAFE STREETS AND ROADS FOR ALL GRANT SAFETY ACTION PLAN. SO, IT'S NICE TO SEE SOME OF THE MEMBERS OF OUR TECHNICAL WORKING GROUP RIGHT IN FRONT OF ME. ROSSUM, YOU MOVED QUICKLY FROM OUR 2:00 MEETING TO GET HERE ON TIME. SO. YEAH. SO, IT'S A QUICK AND SAFE, I HOPE SO. SO, WE WANTED TO JUST GIVE YOU AN UPDATE. WE WILL BE DOING THIS MAYBE EVERY SIX MONTHS TO LET YOU KNOW WHAT'S GOING ON WITH THE SAFETY ACTION PLAN TO, TO KEEP YOU IN THE LOOP. AND THERE WILL BE OTHER METHODS OF COMMUNICATIONS ALSO. IN GENERAL, WE'VE AGREED ON THIS MISSION AND VISION THAT WE WANT TO EMPHASIZE A DATA DRIVEN APPROACH THAT WILL ALSO LEAD TO TAKING ACTION IN DEVELOPING A PLAN THAT WE WANT TO REDUCE SEVERE INJURIES AND TRAFFIC FATALITIES TO ZERO. SO, IT'S A QUESTION OF HOW WE WILL GRADUALLY OR IMMEDIATELY GET TO THAT. BUT MAKE SURE THAT ITS DATA DRIVEN AND ACTION ORIENTED. SO JUST A BIT OF A REFRESHER BECAUSE SOME OF YOU MAY HAVE HEARD THIS ALREADY, BUT THE BROWARD MPO PARTNERED WITH BROWARD COUNTY TO PURSUE THE GRANT APPLICATION BECAUSE WE ARE AN MPO BECAUSE WE'RE AN MPO, WE CAN GET MORE MONEY. I'M SORRY, I'M HEARING ALL THESE CONVERSATIONS. SO SORRY. BECAUSE WE'RE AN MPO, WE CAN GET MORE MONEY THAN IF WE WERE NOT AT AN MPO. SO, BROWARD MPO IS ELIGIBLE TO ASK FOR 5 MILLION INSTEAD OF 1 MILLION. AND THEN WE ARE PARTNERING WITH BROWARD COUNTY, WHO PROVIDED THE LOCAL MATCH FOR US IN TERMS OF SOME PROJECTS, SOME STUDIES THAT THEY ARE ALREADY DOING. THREE THAT STUDIES THAT THE INFORMATION WILL THEN FEED INTO WHAT IT IS THAT WE'RE DOING WITH THE SAFETY ACTION PLAN. SO, EVERYTHING IS TRYING TO BE COMPLEMENTARY. THE CONSULTANT PROCUREMENT PROCESS WE COMPLETED IN NOVEMBER, THE BOARD APPROVED THE CONTRACT, GOT THE CONTRACT SIGNED THE NEXT COUPLE OF MONTHS. WE'RE DOING SOME OF THE STARTUP. AND THEN THE CONSULTANTS HAVE DEVELOPED A PRETTY AGGRESSIVE 18-MONTH SCHEDULE SO THAT WE CAN BE COMPLETE BY JUNE 2025 AND TO LINE UP FOR THE NEXT ROUND, NOT THIS ROUND, BUT THE NEXT ROUND OF SS FOR IMPLEMENTATION FUNDING. SO, FROM NOVEMBER, SOME OF THE BASIC ACTIVITIES WE GAVE THE NOTICE TO PROCEED TO OUR CONSULTANTS STARTED, YOU KNOW, REGULAR MEETINGS, A KICKOFF MEETING, STARTED GATHERING DATA CREATED THE PROJECT MANAGEMENT PLAN THAT DETAILS THE SCOPE AND THE CALENDAR AND THE AND THE SCHEDULE. BUT WE ALSO HAD TWO COMMITTEES, AND YOU'LL HEAR A LITTLE BIT MORE ABOUT THOSE, BUT AN OVERSIGHT COMMITTEE AND A TECHNICAL WORKING GROUP AS PART OF THIS PROCESS, THE CONSULTANTS WERE ABLE TO LOOK THROUGH THE SCOPE AND IDENTIFY THAT THERE WERE 29 DIFFERENT DELIVERABLES. AND SOME OF THESE WILL BE INDEPENDENT PIECES. YOU KNOW, THEY DELIVER THEM ONCE AND THEY GO ON. BUT NUMBER SIX, COMMITTEE MEETING AGENDAS, PRESENTATIONS THAT WILL BE AN ONGOING THING. SO, THROUGH THE LENGTH OF THE PROJECT, WE'LL HAVE 29 DIFFERENT DELIVERABLES AND A FAIRLY AGGRESSIVE SCHEDULE TO MAKE SURE THAT WE'RE COMPLETE BY JUNE 2025. AS I MENTIONED, WE'LL TALK A LITTLE BIT MORE ABOUT THE OVERSIGHT COMMITTEE AND TECHNICAL WORKING GROUP, PART OF OUR APPLICATION, AND A REQUEST FROM THE FEDERAL PARTNERS TO MAKE SURE WE'RE HEARING A VARIETY OF VOICES. SO, FOR EXAMPLE, OUR TECHNICAL WORK, OUR TECHNICAL ADVISORY COMMITTEE HAS A LOT OF TRANSPORTATION PROFESSIONALS AND SOME OTHER VOICES HERE. CITIZENS ADVISORY COMMITTEE HAS SOME DIFFERENT VOICES TOO. [01:15:01] SO WE WANTED TO INCORPORATE THAT VARIETY OF PERSPECTIVES, NOT ONLY TRANSPORTATION, BUT ALSO WE HAVE SOME REPRESENTATIVES FROM THE POLICE AND SHERIFF'S DEPARTMENT. WE HAVE HEALTH PROFESSIONALS THAT DO OUTREACH ABOUT SAFETY. WE HAVE COMMUNITY GROUPS. WE HAVE PRIVATE SECTOR, A VARIETY OF DIFFERENT VOICES SO THAT WE'RE NOT ONLY HEARING DIFFERENT PERSPECTIVES TO MAKE OUR PLAN BETTER, BUT ALSO HAVING THE OUTREACH TO THEN MAKE SURE THAT THIS MOVES FORWARD SUCCESSFULLY FROM A VARIETY OF DIFFERENT PERSPECTIVES. SO, OVERSIGHT COMMITTEE MEETS QUARTERLY HIGH-LEVEL REVIEW. TECHNICAL WORKING GROUP IS MONTHLY MEETINGS. AND THEY'RE GOING TO BE IN THERE, YOU KNOW UP TO THEIR ELBOWS DEALING WITH SOME OF THE DETAILS. SINCE WE'VE GOTTEN THE, THE, THE NOTICE TO PROCEED AND SINCE NOVEMBER, DECEMBER, WE'VE COMPLETED THESE DIFFERENT THINGS, SOME DIFFERENT DELIVERY OF DELIVERY OF PROJECTS, DIFFERENT COMMITTEE MEETINGS DRAFTING THINGS CAN KICKING OFF DIFFERENT TOPICS SUCH AS WEBSITE AND RAIL SAFETY. BUT I DO WANT TO HIGHLIGHT A LITTLE BIT COLLABORATION WITH PARTNERS. THERE HAVE BEEN A NUMBER OF SS4 GRANTS AWARDS. DEERFIELD BEACH GOT ONE, TOO. AND SO, THE IDEA IS WE WANT TO MAKE SURE THAT COORDINATING WITH OUR PARTNERS, WE'VE TALKED TO THE MIAMI-DADE BECAUSE THEY'RE IN AN IMPLEMENTATION GRANT SCHEDULE, BUT WE FOUND AROUND THE STATE THERE ARE ALSO A NUMBER OF LOCATIONS THAT HAVE HAD ACTION PLAN FUNDING. AND SO, WE WANTED TO LEARN FROM EACH OTHER. SO, WE'VE REACHED OUT TO ORLANDO, SARASOTA, JACKSONVILLE, SOME COMMUNITIES AROUND PALM BEACH AND MIAMI. TO LEARN FROM EACH OTHER, TO SHARE INFORMATION AS MUCH AS POSSIBLE. SO, IF WE HAVE IN OUR STUDY HAVE DONE SOME ANALYSIS OF SOMETHING, WE CAN SHARE THAT WITH THEM. AND THEN AS WE FINISH OUR PROCESS, IF WE HAVE SOME POLICY RECOMMENDATIONS, WE CAN GO TOGETHER TO THE TO OUR STATE REPS IN TALLAHASSEE AND SAY, HEY, IT'S NOT JUST BROWARD MPO THAT THINKS THIS IS IMPORTANT, BUT DIFFERENT VOICES. SO, WE'RE HOPING THAT WILL HELP US IN IMPLEMENTING POLICIES THAT WE RECOMMEND. COMING UP, WE ROSSUM WAS JUST IN A MEETING ABOUT OUR HIGH INJURY NETWORKS. THAT'S WHY I WAS YOU KNOW; WE'RE WORKING ON THAT TO GET THAT COMPLETE ADDITIONAL TECHNICAL WORKING GROUP MEETINGS. WE'RE GOING TO BE STARTING OUR OUTREACH. WE'LL TALK A LITTLE BIT MORE ABOUT THE PUBLIC PARTICIPATION PLAN AND SOME DIFFERENT ASPECTS. YOU KNOW, WE'VE DETERMINED THE METHODOLOGY FOR EQUITY AND SAFETY ANALYSIS. NOW WE'RE GOING TO BE GETTING THOSE REPORTS. BIGGER PICTURE. AS WE COME TO THE END OF THE SUMMER, WE'LL USE THE HIGH INJURY NETWORK INFORMATION TO THEN SELECT PRIORITY CORRIDORS, START LOOKING AT SOME POTENTIAL SOLUTION SETS, SOME ALTERNATIVES. AND AS WE FINALIZE WHAT THOSE SOLUTIONS AS THEY MOVE TO RECOMMENDATIONS, WE'LL BE DOING SOME OUTREACH TO THE COMMUNITIES WHERE THESE PROJECTS MIGHT BE TO GET THEIR INPUT. AND THEN SEEKING THAT ADOPTION OF THE SAFETY ACTION PLAN AGAIN BY JUNE 2025, SO WE CAN APPLY FOR THE NEXT CYCLE OF IMPLEMENTATION FUNDING. I DO WANT TO EMPHASIZE, THOUGH, THAT THE IMPLEMENTATION FUNDING AT THE FEDERAL LEVEL IS NOT THE ONLY SOURCE TO IMPLEMENT THESE RECOMMENDATIONS. WE'RE LOOKING AT SOME OF OUR MPO FUNDS, STATE FUNDS, COUNTY MAYBE SURTAX LOCAL FUNDS, MAYBE SOME OF YOU WITH CITIES CAN GET PRIVATE DEVELOPERS TO MAKE CONTRIBUTIONS. SO, WE'RE LOOKING AT A VARIETY OF SOURCES. AS I TALK ABOUT PUBLIC PARTICIPATION. WE'RE DOING IT IN THREE PHASES. SO, PETER AND CHRISTOPHER ARE LEADING OUR MTP PLAN. WE DON'T WANT OUR OUTREACH TO COMPETE OR CONFUSE PEOPLE ABOUT WHAT'S GOING ON WITH THE MTP AND THE SAFETY PLAN, AND I'M HOPING TODAY WE'RE CLEAR ABOUT HOW THE SAFETY ACTION PLAN FITS IN WITH WHAT'S GOING ON WITH THE MTP, BUT WE WANT TO PIGGYBACK MAYBE ON SOME OF THEIR OUTREACH AND SAY, HEY, WE'RE DOING THIS SAFETY ACTION PLAN. YOU'RE GOING TO HEAR MORE ABOUT IT. THEN AS WE HAVE MORE INFORMATION INTO THE SUMMER, WE WANT TO START GOING OUT TO THE COMMUNITIES THAT DO HAVE THE TARGETED, HIGH ENERGY, HIGH INJURY NETWORK CORRIDORS AND START SHARING WITH THEM INFORMATION AND GATHERING INPUT ABOUT SOME OF THE POTENTIAL AREAS WHERE WE'LL BE LOOKING TO MAKE IMPROVEMENTS AND THEN GO BACK INTO THE FALL AND WINTER WITH WORKSHOPS TO TAKE THESE ALTERNATIVES AND RECOMMENDATIONS AND WORK OUT THE DETAILS. WE DON'T WANT OUR FIRST MEETING TO BE WHERE WE GO TO THE COMMUNITY AND SAY, HI, WE WANT TO DO SOMETHING IN YOUR STREETS. WE WANT TO DEVELOP THIS WORKING RELATIONSHIP WITH THEM. SO, IN THAT REGARD, THIS IS AN ASK OF YOU TODAY. IF YOU CAN SHARE INFORMATION FROM US, FOR US ON LOCAL EVENTS THAT ARE GOING ON IN YOUR COMMUNITY, IF WE COULD PIGGYBACK AND GO AND HAVE A BOOTH OR SAY SOMETHING ABOUT WHAT'S GOING ON MAYBE EVEN SOME OUTREACH TO YOUR PIO STAFF, IF THAT'S PREFERRED. WE KNOW SOME CITIES WANT TO COORDINATE IT THAT WAY. WE GOT THE REQUEST A FEW WEEKS AGO, AND NATALIE, IT WAS LAST WEEK, AND NATALIE LET US KNOW ABOUT A RAIL SAFETY DAY THAT WAS OCCURRING THREE DAYS LATER. THAT WAS A LITTLE TOO EARLY TO BE ABLE TO RESPOND, BUT IT'S RECURRING. SO, WE'RE WE ALREADY HAVE IT IN THE BOOKS FOR NEXT YEAR. SO, THE IDEA IS IF THERE ARE SOME DIFFERENT OPPORTUNITIES THAT ARE COMING UP THAT WE CAN HELP GET THE WORD OUT AND SHARE INFORMATION, IT WILL COMPLEMENT OUR MTP ACTIVITY, MTP ACTIVITIES. IT WILL COMPLEMENT OUR SAFE STREETS. AND ALSO, WE HAVE OUR A WEBSITE SS4 A SAFE STREETS FOR ALL BROWARD MPO ORG. AND THAT GOES TO FAISAL AND ME. AND WE CAN LOOK AT THAT AND RESPOND TO YOU. WHAT DID I SAY? IT'S NOT A WEBSITE, WEBSITE, EMAIL. [01:20:02] THANK YOU. I MEANT EMAIL, SO. HE KEEPS ME GOING. SO, WITH THAT THEN WE JUST WANT TO REITERATE OUR GOAL ABOUT TRYING TO REDUCE SERIOUS INJURIES AND FATALITIES. IT'S NOT THE IDEA THAT IT HAS TO ELIMINATE EVERY SINGLE CRASH, BUT WE WANT TO DECREASE THE SEVERITY OF THOSE ON OUR ROADWAYS. WITH THAT, I'LL TAKE ANY QUESTIONS. RICHARD? YES? HI. HEY, RICHARD. RICHARD TORNESE, BROWARD COUNTY ENGINEERING. HOW WOULD LIKE PILOT PROJECTS AND, LIKE, PILOT COUNTERMEASURES FIT IN THIS PROGRAM? I KNOW WE DISCUSSED THIS BEFORE, BUT MAYBE FOR THE GROUP, BECAUSE THERE'S YOU KNOW, WE'RE GOING TO COME UP WITH SOME POTENTIAL SOLUTIONS, AND WE WANT TO AT LEAST MAYBE HAVE SOME THAT ACTUALLY MAY WORK. RIGHT. SO THAT TIES A LITTLE INTO WHAT WE WERE TALKING ABOUT EARLIER THAT THE USDOT ISSUED THE NOTICE OF FUNDING OPPORTUNITY FOR THIS NEW ROUND OF SS4 FUNDING FOR PLANNING DEMONSTRATION PROJECTS AND THE ACTUAL IMPLEMENTATION. AND SO, WE'RE IN A POSITION RIGHT NOW WHERE WE COULD GO AFTER FUNDING FOR ADDITIONAL PLANNING OR DEMONSTRATION PROJECTS. WE ARE FIGURING OUT HOW IS THE BEST WAY TO DO IT. WE'VE HAD SOME INTERNAL CONVERSATIONS ABOUT SOME THINGS THAT COULD HAPPEN. CANDIDATES FOR. I DON'T WANT TO BE TOO SPECIFIC, BUT THERE HAVE BEEN SOME PLANS AND SOME NEIGHBORHOODS ABOUT MAYBE REDUCING SOME LANES AND TESTING AND INCREASING SAFETY. SO THAT'S SOMETHING THAT COULD APPLY. ANY ACTIVITY THAT HAPPENS PURSUING THE DEMONSTRATION GRANT SHOULD INFORM AND ENHANCE OUR SAFETY ACTION PLAN. SO THAT'S WHERE WE WANT TO DO COORDINATION SO THAT AS THESE ACTIVITIES GO FORWARD, WE CAN FEED INTO OUR REPORT THERE. BUT THERE MAY BE SOME THINGS. AND THIS IS ALL UP IN THE AIR TIED TO THE STATE LEGISLATURE IS NOW ALLOWED CAMERAS TO MONITOR SPEEDING IN SCHOOL ZONES. MAYBE WE COULD DO A TEST. WE CAN'T ISSUE TICKETS. IT'S A PILOT PROJECT, BUT WE COULD GATHER DATA. SOME OF OUR ACTION PLAN NEEDS INCLUDE LOOKING AT TRAFFIC INTRUSION AND NEIGHBORHOODS, MAYBE SOME TESTS ABOUT TRAFFIC CALMING, SOME RAIL SAFETY THINGS, SOME MID-BLOCK, A VARIETY OF DIFFERENT THINGS THAT WE COULD TEST OUT AND GATHER INFORMATION. THE IDEA IS WITH THE DEMONSTRATION GRANT, IT'S NOT NECESSARILY A PERMANENT IMPROVEMENT, BUT THE FEDS HAVE ALSO LET US KNOW IF YOU DO A TEST AND IT WORKS WELL, THEY DON'T NECESSARILY WANT YOU TO TAKE IT OUT. THEY'D LIKE TO SEE IF YOU CAN MAKE IT A LITTLE MORE PERMANENT. SO, THIS YEAR FOR US, BECAUSE WE DON'T HAVE A FINISHED SAFETY ACTION PLAN, WE CAN'T APPLY FOR THE IMPLEMENTATION GRANT. OUR FRIENDS IN DEERFIELD BEACH HAVE ADOPTED A VISION ZERO PLAN AND ARE DOING A DEMONSTRATION GRANT PROJECT THIS YEAR, AND THEN WE'LL BE GOING AFTER AN IMPLEMENTATION GRANT TO, I GUESS, MAKE IT MORE PERMANENT. SO THAT'S WHERE WE WANT TO COORDINATE BUT BE READY BY NEXT YEAR WHERE WE CAN APPLY FOR IMPLEMENTATION GRANT FUNDING, THE DEMONSTRATION GRANTS, YOU CAN ASK FOR UP TO $10 MILLION, WHEREAS THE IMPLEMENTATION GRANTS ARE UP TO 25 MILLION. AND SO THAT'S WHERE SOME OF THIS CONVERSATION HAS COME IN ABOUT THOSE OTHER PROJECTS WHERE IT MIGHT NOT BE ELIGIBLE THIS YEAR, BUT MAYBE IN THE FUTURE YEARS. OKAY. YEAH. THANK YOU. THANK YOU. JAMES. I DON'T SEE ANYBODY IN QUEUE, SO THANK YOU. GREAT. THANK YOU VERY MUCH. NEXT ITEM. [5. Report from Partner Agency - Florida Department of Transportation - State Road A1A Multimodal Study] NON ACTION ITEM NUMBER FIVE. A REPORT FROM PARTNER AGENCY. FLORIDA DEPARTMENT OF TRANSPORTATION. STATE ROAD A ON A MULTIMODAL STUDY. LARRY AND HIS CONSULTANT LARRY FROM DOT. GOOD AFTERNOON, LADIES AND GENTLEMEN. MY NAME IS LARRY HYMOWITZ. I AM THE FLORIDA DEPARTMENT OF TRANSPORTATION PROJECT MANAGER FOR THE A-1-A MULTIMODAL STUDY. AND WILL IT ADVANCE? THERE WE GO. I AM HERE TODAY WITH MY CONSULTANT TEAM THAT CONSISTS OF [INAUDIBLE] SYSTEMS AND WADE WALKER WITH KITTLESON AND ASSOCIATES. PENG WILL PRESENT TO YOU ON HOW WE INCORPORATED THE INPUT THAT WE RECEIVED FROM THE STAKEHOLDERS AND LOCAL AGENCIES INTO THE FORMATION OF OUR RESILIENT AND FEASIBLE DESIGN PLANNING LEVEL CONCEPTS THAT THAT WE CAME UP WITH FOR THE 28-MILE A-1-A CORRIDOR IN BROWARD COUNTY. WADE WILL ALSO PRESENT TO YOU ON THE HOW WE CONDUCTED OUR LOCAL STAKEHOLDER OUTREACH AND AGENCY INPUT AS WELL. SO, WITH THAT, I'LL HAND IT OVER TO WADE. THANK YOU. LARRY. LIKE LARRY SAID THIS THIS STUDY, WE LOOKED AT THE ENTIRETY OF A-1A THROUGH BROWARD COUNTY. AND ONE OF THE FIRST THINGS THAT WE DID WAS AND WE'LL TALK ABOUT AMASSING ALL THE DATA AND LOOKING AT IT, BUT ON A PARALLEL TRACK, WE ALSO WENT OUT TO THE COMMUNITY [01:25:08] AND LOOKED AT THIS AS AN OPPORTUNITY TO ASK EACH OF THE COMMUNITIES, THE NINE MUNICIPALITIES ALONG THE CORRIDOR, AS WELL AS SOME OF THE SPECIAL USERS, THE, THE AIRPORT, THE CONVENTION, THE BROWARD COUNTY CONVENTION CENTER, AND PORT EVERGLADES. YOU KNOW, WHAT DO THEY SEE AS A-1A'S ROLE IN THEIR COMMUNITY, AND HOW DO THEY USE IT, AND WHAT KINDS OF ISSUES ARE THEY SEEING THAT COULD POTENTIALLY BE LOOKED AT THROUGH THIS PROJECT AND THE FOLLOW ON BETWEEN BACK IN THE SUMMER OF LAST YEAR, WE CONVENED A MEETING RIGHT HERE AT THE MPO, CONVENED A SERIES OF TWO MEETINGS HERE AT THE MPO WHERE WE HELD ROUNDTABLES WITH EACH OF THE COMMUNITIES AND SPENT ABOUT TWO HOURS IN A ROOM JUST GOING THROUGH THOSE THINGS, WRITING THINGS UP ON A WALL. AND WHAT WE DISTILLED DOWN FROM THAT WAS THERE WERE FOUR GENERAL AREAS THAT THAT THE COMMUNITIES AND THE SPECIAL USERS HAD IN MIND, ONE HAVING TO BE RELATED TO THE, THE SIDEWALK CONTINUITY AND HOW THEY FUNCTIONED. AND ADA ANOTHER HAD TO DO WITH THE MULTIMODALITY OF THE CORRIDOR, YOU KNOW, IN SOME PLACES IS VERY VEHICLE CENTRIC. HAD ISSUES WITH DELIVERY VEHICLES, NON-CONTINUOUS OR NONEXISTENT BICYCLE FACILITIES. SO WANTED US TO LOOK AT THAT AS WELL. ANOTHER THING WAS THE, THE CONFLICTS BETWEEN OFTENTIMES FAST VEHICULAR TRAFFIC AND SLOW-MOVING VULNERABLE USERS ON PEDESTRIANS AND BICYCLES. SO HOW DO WE MAKE THAT MORE COMFORTABLE? SLOWING THE SPEEDS REDUCING THE FACT OF THAT, THE FACT OF A-1A BEING A BARRIER. YOU HAVE A LOT OF PEOPLE THAT ARE ON THE BUSINESS SIDE THAT WANT TO GET TO THE BEACH. AND SO, YOU HAVE A LOT OF PEOPLE CROSSING A-1A ALL ALONG THE 28 MILES. AND FINALLY, ONE OF THE THINGS THAT WAS ON, ON EVERYBODY'S MIND WAS THIS IDEA OF YOU KNOW, SEEING MORE WATER THAN THEY USED TO AND SEEING PONDING, FLOODING ISSUES THAT HADN'T BEEN THAT, THAT THEY'D SEEN OVER THE PAST COUPLE OF YEARS THAT THEY REALLY HADN'T SEEN BEFORE. AND SO, ARE THERE WAYS THAT THAT DIFFERENT CONCEPTS COULD, COULD ADDRESS THAT? SO, WE TOOK ALL OF THAT INPUT AS A TEAM, AND WE WENT BACK AND PUT OUR PENCILS TO PAPER AND CAME UP WITH A BUNCH OF IDEAS AND THEN BROUGHT THIS, THESE INITIAL CONCEPTS BACK TO THE COMMUNITY IN A SERIES OF OPEN HOUSES. AND THE ONE OPEN HOUSE WAS HELD IN NOVEMBER RIGHT ACROSS THE HALL HERE. HAD INVITED ALL OF THE COMMUNITY STAKEHOLDERS TO COME BACK IN, SEE IT. DID WE GET THIS RIGHT? WHAT DO YOU THINK MADE A LOT OF REFINEMENTS BASED ON THAT? WENT BACK, MADE ALL THOSE REFINEMENTS, AND THEN CAME BACK AGAIN TO THE SAME ROOM AT THE END OF JULY AND SAID, OKAY BROUGHT IN ALL THE STAKEHOLDERS AGAIN, HELD ANOTHER OPEN HOUSE. ARE WE ON THE RIGHT TRACK HERE? GENERALLY, WE GOT A LOT OF THUMBS UPS. WE GOT SOME OTHER COMMENTS THAT WE NEED TO TAKE A LOOK AT THIS. AND THAT'S WHAT WE'VE BEEN WORKING ON OVER THE PAST COUPLE OF MONTHS AS WELL. SO THAT WAS ONE PART OF IT. [INAUDIBLE] IS GOING TO GO THROUGH THE DATA ANALYSIS. I THANK YOU, ADE. I'M WITH TRANSIT SYSTEMS. SO HERE ARE A BUNCH OF ANALYSIS THAT WE PERFORMED FOR THIS STUDY. THESE ALL THESE TASKS ACTUALLY HAPPENED IN BETWEEN. WHEN WE SEEK THE LOCAL INPUTS, WE BRING IN THE LOCALS TO THE TABLE TO LISTEN TO THEIR NEEDS AND DESIRE, AND WE PROVIDE THEM FEEDBACK. SO, THIS HAPPENED IN BETWEEN THE PREVIOUS TWO SLIDES THAT, THAT WE TALKED ABOUT. SO YEAH, WE REVIEWED A BUNCH, A LIBRARY OF STUDIES AND PLANS FOR WHAT'S COMPLETELY RECENTLY AND WHAT'S ONGOING AND WHAT'S BEING PLANNED FOR. AND WE ALL HAVE ALSO ANALYZED A BUNCH OF DATA IN, IN ORDER TO COVER THESE KEY COMPONENTS. SO, SAFETY, ESPECIALLY FOR CRASHES, THAT'S, THAT'S RELATED TO PEOPLE WALKING AND BIKING AND SEVERE INJURY CRASHES AND FATALITY CRASHES, THOSE HOTSPOTS WHERE THE PROBLEMS ARE AND TRANSPORTATION RESILIENCY WHERE WE HAVE ISSUES WITH DRAINAGE, WITH KING TIDE, FLOODING WITH EXTREME HEAT AND ALSO TRAFFIC OPERATION AND CAPACITY. SO THOSE ARE ALSO PART OF THE. USE OF THE A-1A CORRIDOR. AND I WANT YEAH, TRANSIT USERS, OF COURSE, TRANSIT QUALITY OF SERVICE IS PART OF THE ANALYSIS. [01:30:02] LAST BUT NOT LEAST, PEDESTRIAN AND BICYCLE LEVEL OF TRAFFIC STRESS. SO THAT ANALYSIS COVERS THE KIND OF QUALITATIVE ASSESSMENT OF HOW, WHAT QUALITY OF SERVICE THAT WE'RE PROVIDING ALONG PROVIDING THE, THE BICYCLE, THE BICYCLE RIDERS AND PEDESTRIANS ALONG THE CORRIDOR. SO, WITH THIS INPUT TOGETHER WITH, YOU KNOW, SORRY WRONG BUTTON TOGETHER WITH SO THE ANALYSIS TOGETHER WITH THE INPUT WE GOT FROM THE LOCAL AND OBSERVATION FIELD OBSERVATION, WE SEE WE MADE QUITE A FEW ROUNDS OF OBSERVATION AND QUALITATIVE ASSESSMENT. AND ALSO, THE ROADWAY CONTEXT. WE COME UP WITH TWO GROUPS OF CONCEPTS AND GROUP ONE. WE CALL IT A CORRIDOR WIDE STRATEGY, WHICH REALLY APPLIES TO THE ENTIRE 28 MILES OF A-1A AND THE TOP TWO OF THE GROUP ONE NUMBER ONE IS WE WANT TO ESTABLISH A TARGET SPEED OF 30MPH. AND NUMBER TWO IS REINFORCING THAT TARGET SPEED BY INCORPORATING SOME CONSISTENT. THIS IS A VERY IMPORTANT FACTOR. CONSISTENT AND FREQUENT SPEED MANAGEMENT DEVICES, INCLUDING VERTICAL AND HORIZONTAL DEFLECTION AND ENHANCED CROSSWALK AND SOME SIGNAL ADJUSTMENT. SO, WE REALLY NEED TO DESIGN FOR THAT FOR IN ORDER TO ACHIEVE THE 30MPH DESIGN SPEED. WE BELIEVE BY DOING THAT WE REALLY HAVE OPPORTUNITY TO BRING THE, THE REALLY TO BRING IN THE TRAFFIC SPEED, TO SLOW DOWN THE TRAFFIC SPEED AND BRING THEM MORE IN LINE WITH HOW OTHER USERS ARE USING THIS CORRIDOR DINING, SHOPPING, VISITING, RIDING BUSSES RIDING BUSSES AND, AND ALSO SCOOTER SCOOTERING REALLY AND THAT REALLY GAVE US A LOT OF GREAT OPPORTUNITIES. AND WE ALSO SEE A GREAT OPPORTUNITY TO INCORPORATE SOME RESILIENCE STRATEGIES, SUCH AS RAISING THE ROADWAY PROFILE AND IMPROVING DRAINAGE. AND OF COURSE, THERE ARE MORE. AND NEXT, I WOULD LIKE TO INVITE WADE TO COME BACK TO TALK ABOUT GROUP TWO, WHICH ARE MORE LOCATION SPECIFIC. SO, LIKE PENG SAID, ONE OF THE THINGS THAT WE WANTED TO DO WAS THOSE FREQUENT AND CONSISTENT SPEED MANAGEMENT DEVICES. SO, WE LOOKED AT WE OPENED THE LIBRARY AS MUCH AS WE COULD. ONE OF THE KEYS ON THE 30 MILE AN HOUR TARGET SPEED, IT REALLY OPENS THE BOOK FOR US TO BE ABLE TO DO A FULL RANGE OF SPEED MANAGEMENT TECHNIQUES, INCLUDING VERTICAL DEFLECTION. WHAT YOU SEE HERE, JUST A FEW EXAMPLES. THERE'S ACTUALLY 30 OF THESE THAT ARE INCLUDED IN THE REPORT. WE LOOKED AT ALL THE DIFFERENT BEST PRACTICES FOR, FOR THESE DIFFERENT PLANNING LEVEL CONCEPTS. THINGS WERE INCLUDED, SUCH AS RAISED INTERSECTIONS, RAISED CROSSWALKS, ROUNDABOUTS RIBS PEDESTRIAN REFUGE ISLANDS SOME PEDESTRIAN SIGNALS AS WELL AS SOME THINGS LIKE LANE REPURPOSING BIKE BOULEVARDS LOTS OF DIFFERENT THINGS. ALL IN THE REPORT. YOU'LL SEE THE NUMBERS HERE OF HOW MANY TIMES THEY WERE ACTUALLY USED ON THE CORRIDOR. AND THEN SO WE TOOK THOSE, AND WE STARTED LOOKING AT SPECIFIC LOCATIONS THAT BOTH THE DATA AND THE LOCALS HAD TOLD US WERE ISSUES AND STARTED TRYING TO FIGURE OUT, OKAY, WHAT ARE THE SOLUTIONS? WHAT ARE CONCEPTS THAT WOULD APPLY TO MEET THE OBJECTIVES IN EACH OF THESE DIFFERENT LOCATIONS? YOU'LL SEE ON SOME OF THESE, WE HAVEN'T MAPPED THE ENTIRE 28 MILES BY COMMUNITY MAPPED WITHIN THE REPORT. THESE WERE THE MAPS THAT WERE USED BOTH IN DRAFT AND SECOND DRAFT FORM AT THE OPEN HOUSES. AND YOU'LL SEE IN SOME OF THESE LOCATIONS, SOME OF THESE LOCATIONS HAVE ONE NUMBER INDICATING ONE MEASURE. SOME OF THEM HAVE MULTIPLE NUMBERS. SO IF WE HAVE AN INTERSECTION OR A MID-BLOCK CROSSING WHERE WE HAVE MID-BLOCK CROSSING THAT'S RAISED WITH AN RFP, THAT WOULD ACTUALLY BE THREE DIFFERENT CONCEPTS. AND SO THOSE ARE ALL LISTED IN THERE THEY GO. COVER THE ENTIRETY OF THE 28 MILES. AND AS YOU SEE, THERE'S THINGS IN EVERY COMMUNITY WILL SHOW YOU IN A SECOND THE IMPLEMENTATION PLANS THAT BREAK. IT ALSO SHOWS HOW IT WAS BROKEN DOWN BY COMMUNITY FROM A DOLLAR FIGURE. BUT THE APPLICATION OF EACH OF THESE CONCEPTS WITHIN THE COMMUNITIES, AGAIN, THINGS LIKE ENHANCING THE CROSSING. SOME HAD LANE REPURPOSING SOME HAD BIKE LANE IMPROVEMENT, BIKE FACILITY IMPROVEMENTS REALLY CONNECTING THOSE GAPS AND THEN COMBINING THOSE AGAIN WITH RESILIENCY ENHANCEMENTS WHERE WE CAN. ALL RIGHT. SO, THE OF COURSE, THE NATURAL NEXT STEP IS HOW TO IMPLEMENT THEM. THIS IS HOW WE KIND OF HOW WE ORGANIZE OUR IMPLEMENTATION PLAN. SO, WE PROVIDE GROUPING BY A TIME FRAME SHORT TERM MIDTERM AND LONG TERM BY MUNICIPALITY. [01:35:09] AND WHAT YOU DON'T SEE HERE IS ALSO BY PROJECT BY CONCEPT TYPE GROUP AND SIMILAR NATURE OF IMPROVEMENT CONCEPTS. AND IN THE IN THE IMPLEMENTATION PLAN WE ALSO PROVIDE SOME EXAMPLES OF PROJECT NOT PROJECT CONCEPT FACT SHEETS THAT INCLUDE INFORMATION LIKE CONCEPT LOCATIONS. THERE ARE COST TIME FRAME AND ALSO SOME OTHER CONSIDERATION LIKE WHAT'S THE NEXT STEP THAT SOME ENGINEERING AND DESIGN CONSIDERATIONS. SO WE BELIEVE THAT THE IMPLEMENTATION PLAN WILL PROVIDE A SOLID HANDLE TO TRANSITION THIS PROJECT FROM, FROM PLANNING TO IMPLEMENTATION. ALL RIGHT. NEXT. OKAY. I'D LIKE TO THANK THE MPO FOR ALLOWING US THIS OPPORTUNITY TO PRESENT TO THE TAC. MOVING FORWARD, WE'RE GOING TO PRESENT TO THE CAC TONIGHT AND THEN TO THE MPO IN MARCH. SO FOLLOWING AFTER WE COMPLETE THE STUDY IN MARCH. IT'S IMPORTANT FOR THE STAKEHOLDERS AND LOCAL AGENCIES ALONG A-1-A TO PARTNER WITH FDOT AND THE COUNTY AND THE MPO. I MEAN TO MOVE THESE CONCEPTS FORWARD. AND THERE'S MULTIPLE WAYS WE CAN DO THAT. WE'VE LISTED A FEW ON HERE. THERE'S AT THE FDOT WORK PROGRAM, OUR RESURFACING PROJECTS. AND THEN THERE'S THINGS THAT THE MPO CONTROLS, SUCH AS SOME OF THE FUNDING PROGRAMS ASSOCIATED WITH THE WITH THEIR TRANSPORTATION IMPROVEMENT PROGRAM. BUT IT'S IMPORTANT TO NOT, NOT LOSE SIGHT OF WHAT WE'RE PROPOSING AND TO MOVE FORWARD AS, AS PARTNERS. AND ONE THING THAT MIGHT HELP WITH THAT IS, IS FOR EACH OF THE AGENCIES TO HAVE EITHER LETTERS OR RESOLUTIONS OF SUPPORT TO GO ALONG WITH THE FUNDING REQUESTS. AND LET'S SEE NEXT SLIDE. WOULD LOVE TO HEAR ANY QUESTIONS THAT YOU HAVE. AND MOVING FORWARD I HAVE SOME CONTACT INFORMATION SO THAT YOU CAN IF YOU THINK OF SOMETHING AFTER TODAY, YOU KNOW, YOU'RE WELCOME TO CONTACT US FOR WITH ANY QUESTIONS OR TO TO PARTNER. AND THANK YOU, THANK YOU, THANK YOU. THANKS FOR YOUR PRESENTATION. I HAVE A QUESTION TO ASK YOU, AS YOU MENTIONED, LETTER OF SUPPORT. SO BASICALLY, ARE YOU GOING TO GIVE THE DRAFT TO THE MUNICIPALITY THAT YOU THINK SHOULD PARTNER WITH YOU AND THAT WILL BE ROUTED THROUGH MPO, OR YOU ARE GOING TO SEND IT DIRECTLY TO THE CITY FOLLOWING THE STUDY, WILL DISTRIBUTE THE THE RESULTS OF THE STUDY TO ALL THE STAKEHOLDER AGENCIES AND, AND AND OTHER OTHER ALL PEOPLE THAT WERE INVOLVED IN THE STUDY WILL DISTRIBUTE THE STUDY TO. IS THERE ANY DEADLINE FOR THAT LETTER OF SUPPORT OR RESOLUTION? NOT REALLY. IT DEPENDS ON THE TIMING OF, OF THE IMPLEMENTATION. YOU KNOW, IF IT'S A NEAR TERM, IT WOULD BE SOONER THAN LATER IF. BUT IT WOULDN'T HURT JUST TO GET THAT OUT OF THE WAY. AND JUST TO DEMONSTRATE TO THE MPO AND TO FDOT THE LEVEL OF SUPPORT THAT EACH AGENCY HAS FOR THE CONCEPTS. THANK YOU. I DON'T SEE ANYBODY IN THE QUEUE. IF ANYBODY HAS ANY QUESTIONS, THANK YOU. NO, I DON'T SEE ANYBODY IN THE QUEUE. SO THANK YOU. THANKS FOR YOUR PRESENTATION. THIS IS THE END OF NON ACTION ITEMS. NOW COMMITTEE REPORTS I SEE NO DISCUSSION. [ COMMITTEE REPORTS - no discussion ] IT WAS PROVIDED IN YOUR PACKET. CITIZEN ADVISORY COMMITTEE ACTIONS OF THE JANUARY 24TH, 2024 TO 2024 MEETING AND ALSO MPO ACTIONS OF THE FEBRUARY 8TH, 2024 MEETING. IT WAS PROVIDED TO YOU THEN ADMINISTRATIVE ITEMS. [ ADMINISTRATIVE ITEMS ] IS THERE ANY MEMBER COMMENTS? LOOKS LIKE NO PARTICIPATION RECORD THAT IS PROVIDED. ITEM NUMBER THREE I SEE MPO AND DOT JOINTLY PERFORMING INTERIM ROADWAY FUNCTIONAL CLASS ASSESSMENT, AND ANY MUNICIPALITIES ARE INTERESTED ARE REQUESTED TO VISIT THE WEBSITE LINK THAT IS PROVIDED HERE.
