[00:00:04] GOOD AFTERNOON, EVERYONE. [1. Call to Order and Recognition of Quorum] WE'RE GOING TO GET STARTED. OKAY. WELCOME TO THE BROWARD MPO TECHNICAL ADVISORY COMMITTEE MEETING OF WEDNESDAY, MARCH 27TH. WE'LL CALL THE MEETING TO ORDER AND CHECK OUR QUORUM. I BELIEVE WE HAVE QUORUM IN PERSON. AND, REBECCA, HOW MANY PEOPLE DO WE HAVE ONLINE? WE HAVE QUITE A FEW ONLINE TODAY, RIGHT? CURRENTLY WE HAVE 12 MEMBERS ONLINE. EXCELLENT. SO, WE HAVE A GOOD CROWD TO LISTEN TO TODAY. WE'LL START WITH THE ROLL CALL AND FOR OUR ATTENDANCE. AND I GIVE, JUST GIVE ME A MOMENT. LET ME TRY THAT AGAIN. ALL RIGHT. FOR THE MEMBERS WHO ARE HERE IN THE ROOM, PLEASE PRESS PRESENT. PLEASE PRESS PRESENT. THAT'S A TONGUE TWISTER. IT IS SHOWING UP ON MY SCREEN BUT NOT SHOWING UP ON THE VDU. SO, PLEASE IGNORE THE TV SCREENS BEHIND US. OKAY, BUT IT IS SHOWING UP ON MINE. EXCELLENT. WE'RE ALL SET. NEXT ITEM IS APPROVAL OF THE MINUTES. [3. Approval of Minutes - February 28, 2024] IF I CAN HAVE A MOTION TO APPROVE THE MINUTES OF FEBRUARY 28TH, 2024. MOTION MADE BY VIVIANA, SECONDED BY DANIEL. ANY COMMENTS ON THE MINUTES BEFORE WE VOTE? SEEING NONE, CALL FOR A VOTE ON APPROVAL OF THE MINUTES FROM FEBRUARY 28TH. AND REBECCA, YOU JUST LET ME KNOW WHEN WE'RE GOOD. OKAY. EXCELLENT. MOTION CARRIES. SECOND IS APPROVAL OF THE AGENDA FOR TODAY. [4. Approval of Agenda] MOTIONS MADE BY SARAH, SECONDED BY DANIEL. ANY COMMENTS ON THE AGENDA BEFORE WE MOVE FORWARD? SEEING NONE, CALL FOR A VOTE ON APPROVAL OF TODAY'S AGENDA. JUST A REMINDER FOR PEOPLE VIRTUAL, YOU NEED TO USE A VOTING PANEL AS WELL. IF YOU WANT TO SPEAK ABOUT SOMETHING, PLEASE MAKE SURE TO USE THE REQUEST TO SPEAK BUTTON, NOT JUST THE RAISE YOUR HAND. NEXT ITEM THAT MOTION CARRIED. NEXT ITEM IS PUBLIC COMMENTS. ARE THERE ANY PUBLIC COMMENTS THAT WE'VE RECEIVED REGARDING THIS MEETING? [5. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.] BILL. OKAY. YES, WE DID RECEIVE A PUBLIC SPEAKING REQUEST TODAY. GOOD AFTERNOON, COMMITTEE MEMBERS. MY NAME IS NOEL BROWN. I'M A TRANSPORTATION PLANNER AT SOUTH FLORIDA COMMUTER SERVICES, A PROGRAM OF THE FLORIDA DEPARTMENT OF TRANSPORTATION. THANK YOU SO MUCH FOR YOUR TIME. WE JUST WANTED TO INFORM YOU ABOUT THE UPCOMING FLORIDA COMMUTER TRANSPORTATION SUMMIT, WHICH IS GOING TO BE HOSTED ON MAY 20TH THROUGH THE 22ND AT THE HISTORIC RIVERSIDE HOTEL IN DOWNTOWN FORT LAUDERDALE, ALONGSIDE FLORIDA DEPARTMENT OF TRANSPORTATION. SOUTH FLORIDA COMMUTER SERVICES WILL BE HOSTING THIS EVENT, AS WELL AS THE CENTER FOR URBAN TRANSPORTATION RESEARCH AND COMMUTE BROWARD. IT IS A TDM FOCUSED CONFERENCE ALL ABOUT ALLEVIATING STRATEGIES FOR ALTERNATE TRANSIT USES SUCH AS CARPOOLING, VANPOOLING, BIKING, WALKING, AND OTHER MEANS TO GET AROUND THE VARIOUS AREAS. SO I HAVE SOME FLIERS HERE FOR THOSE MEMBERS IN PERSON WHO WANT MORE INFORMATION ABOUT IT, AND WE CAN CERTAINLY FOLLOW UP WITH THE COMMITTEE FOR ADDITIONAL INFORMATION ABOUT THE SUMMIT. BUT WE JUST WANT TO INVITE ALL OF YOU TO GO AND BE ABLE TO PARTICIPATE IN THIS TDM CONVERSATION. THANK YOU SO MUCH. EXCELLENT. THANK YOU. SOUNDS VERY INTERESTING. ARE THERE ANY QUESTIONS BEFORE. NO, NO. OKAY. EXCELLENT. THANK YOU. THANK YOU SO MUCH FOR YOUR TIME. HAVE A GREAT MEETING. SO, WE'LL MOVE INTO OUR NON-ACTION ITEMS. [1. Route to 2050 Metropolitan Transportation Plan (MTP) Draft List of Prioritized Projects] WE HAVE A SERIES OF GREAT PRESENTATIONS TODAY. THE FIRST IS THE ROUTE TO 2050 MTP DRAFT LIST OF PRIORITIZED PROJECTS. AND MR. RESTREPO WILL BE STARTING US OFF ON THAT. HELLO. GOOD AFTERNOON. MY NAME IS CHRISTOPHER RESTREPO. I'M ONE OF THE CO PROJECT MANAGERS FOR ROUTE TO 2050, ALSO KNOWN AS OUR 2050 METROPOLITAN TRANSPORTATION PLAN. AND BEFORE I GET STARTED, I JUST WANT TO SAY THANK YOU ALL TO ALL OF THE ENGAGEMENT THAT WE HAVE RECEIVED THIS PAST TWO WEEKS. YOU GUYS HAVE DONE YOUR HOMEWORK REVIEWING THE ATTACHMENTS, THE PRESENTATIONS, THE DRAFT LIST OF PROJECTS. AND I'M VERY HAPPY THAT YOU GUYS ARE ENGAGING WITH THOSE PROJECTS AND ASKING REALLY GOOD QUESTIONS ABOUT THEM. SO WHAT I'M GOING TO DO WITH THIS PRESENTATION IS WALK YOU THROUGH THE STEPS OF HOW WE GOT TO THIS LIST. BUT BEFORE I DO THAT, I WANT TO SAY OR GIVE A CAVEAT THAT THIS IS NOT OUR DRAFT COST FEASIBLE PLAN. [00:05:01] THIS IS JUST THE DRAFT LIST OF PRIORITIZED PROJECTS. SO, EVERYTHING THAT WE RECEIVED THROUGH OUR CALL FOR PROJECTS EFFORT THAT WE KICKED OFF AT THE BEGINNING OF LAST YEAR, WE'VE TAKEN ALL THOSE PROJECTS, GONE THROUGH OUR PRIORITIZATION PROCESS, ASSIGNED POINTS TO THOSE PROJECTS, AND WHAT YOU SEE IN THAT PDF THAT WAS A PART OF YOUR AGENDA ITEM IS HOW ALL OF THOSE PROJECTS HAVE RANKED UP AGAINST EACH OTHER. SO, THERE ARE NO FUNDING THRESHOLDS APPLIED TO THE PROJECTS, AND THERE ARE NO FUNDS ATTACHED TO ANY OF THOSE PROJECTS. THE TOTAL COST ESTIMATES THAT YOU SEE WERE COST ESTIMATES THAT WERE DEVELOPED EITHER BY YOURSELVES THROUGH THE CALL FOR PROJECTS EFFORT OR THROUGH OUR CONSULTANT RESOURCES, WHERE WE DEVELOPED THOSE COST ESTIMATES. SO THAT'S WHAT YOU'LL SEE IN THE IN THE LIST. SO LET'S GET STARTED. SO, OUR PRIORITIZATION PROCESS LIKE I JUST SAID, IT STARTED OFF WITH OUR CALL FOR PROJECTS EARLIER IN 2023. ONCE WE RECEIVED ALL OF THOSE PROJECTS, OUR FIRST STEP WAS TO NOT ONLY SCRUB THE PROJECTS AND MAKING SURE THAT WE HAVE THE GOOD PROJECT INFORMATION BUT ASSIGN PROGRAMS TO ASSIGN THOSE PROJECTS TO EACH ONE OF THOSE PROGRAMS THAT WE HAVE SHOWN YOU IN PREVIOUS PRESENTATIONS. SO, WE HAVE SIX PROGRAMS, AND WE PUT ALL OF THOSE PROJECTS INTO ONE OF THOSE SIX. AFTER WE PUT THOSE INTO THOSE PROGRAMS, WE THEN DID A WONDERFUL WORKSHOP WITH ALL OF Y'ALL WHERE WE LOOKED AT PRIORITIZATION FACTORS, ASSIGN CRITERIA TO THOSE FACTORS, AND ASSIGN POINTS TO THOSE CRITERIA SO THAT WE CAN START RANKING THOSE PROJECTS. ONCE WE HAVE ALL THOSE PROJECTS RANKED, WE THEN GET TO PRODUCE OUR LIST OF PROJECTS, AND WE'LL GO INTO MORE DETAILS TO SHOW YOU WHAT ALL OF THAT TURNS OUT TO LOOK LIKE. SO, OUR CALL FOR PROJECTS THIS SLIDE SHOWS WHERE ALL OF THE PROJECTS ORIGINATED FROM AND HOW WE FILTERED OUT SOME OF THOSE PROJECTS. SO, LET'S START WITH WHERE THE PROJECTS CAME FROM. FIRST, THEY CAME FROM OUR CALL FOR PROJECTS EFFORTS. SO, EACH ONE OF Y'ALL, THE LOCAL MUNICIPALITIES, SUBMITTED PROJECTS TO US VIA AN ONLINE APPLICATION TOOL. WE HAD MEETINGS WHERE WE WENT THROUGH THE PROJECTS TO MAKE SURE THEY HAD GOOD SCOPES, GOOD PROJECT INFORMATION. WE ALSO MET WITH FDOT IN BROWARD COUNTY AND ALSO SFMTA, AND THEY WENT THROUGH THE SAME PROCESS THAT THE MUNICIPALITIES DID WHERE THEY HAD TO SUBMIT PROJECTS TO US SO THAT WE'RE ALL ON THE SAME EQUAL PLAYING FIELD. THEN WE DID AN INTERNAL NEEDS ASSESSMENT. SO, WE WORKED WITH OUR COMPLETE STREET MASTER PLAN TEAM OUR TEAM FOR CONGESTION MANAGEMENT MOBILITY HUBS, OUR RESILIENCY. AND WE ALSO LOOKED AT OPPORTUNITIES FOR EV CHARGING. AND THEN WE ALSO LOOKED AT PROJECTS FROM OUR 2045 PLAN THAT WE THOUGHT WERE SUITABLE TO CONTINUE ON INTO THE 2050 PLAN. SO THAT'S WHERE THE BIG POOL CAME FROM. IN ADDITION TO THAT, AFTER THE NEEDS ASSESSMENT, WE LOOKED AT SOME OPPORTUNITIES THAT WERE NOT IDENTIFIED IN CERTAIN INTERSECTIONS OR CORRIDORS AND WHERE WE PROPOSE SOME NEW PROJECTS THAT WERE NOT ORIGINALLY PART OF THE CALL FOR PROJECTS. SO, YOU'LL SEE SOME NEW GRADE SEPARATION PROJECTS TRI-RAIL STATIONS. WE HAVE TWO IN THERE THAT DO NOT EXIST RIGHT NOW. SO, THEY'RE UP IN UP THERE FOR PRIORITIZATION MAST ARM, COUNTYWIDE MAST ARM RETROFITTING AC RETROFITTING AND TRI-RAIL STATIONS. WE HAVE OUR DIGITAL TWIN THAT'S GOING TO BE IN THERE. SO, A CHUNK OF MONEY WILL GO TO SETTING THAT UP AND THEN ALSO TRUCK PARKING. WE HAVE A LOT OF FREIGHT COMING. WE NEED TO BE ABLE TO PARK THOSE TRUCKS. SO HOW DO WE FILTER SOME OF THOSE PROJECTS? IF YOU REVIEWED THE LIST, AND YOU MIGHT NOT HAVE SEEN SOME PROJECTS THAT YOU ORIGINALLY SUBMITTED AS PART OF THAT LIST, IT COULD BE BECAUSE OF ONE OF THESE THREE BUCKETS THAT YOU SEE HERE. SO FIRST WE SCRUBBED THE PROJECTS. IF A PROJECT WAS TOO LOW OF A COST, WE HAD A THRESHOLD OF $3 MILLION. IF IT WAS LESS THAN $3 MILLION, THAT PROJECT WAS FILTERED OUT OF THE NEEDS ASSESSMENT. IF THE PROJECT THAT WAS SUBMITTED IS ALREADY PROGRAMED IN OUR TIP OR DRAFT PLAN OF WORK PROGRAM, AND THAT PROJECT WAS IDENTIFIED AS SUCH. SO, IT WILL NOT GO THROUGH OUR NEEDS ASSESSMENT, BUT IT WILL GET PROGRAMED IN THE TIP AND IT WILL EVENTUALLY BECOME PART OF OUR EXISTING PLUS COMMITTED LIST THAT WILL BE PART OF OUR DRAFT COST FEASIBLE PLAN. AND THEN ALSO THERE ARE DUPLICATES, A LOT OF MUNICIPALITIES, THEY SUBMIT THE SAME PROJECT FOR THE SAME ROADWAY. SO, WE TAKE THE ONE WITH THE BEST SCOPE, MERGE THE TWO TOGETHER, AND THEN THAT BECOMES THE NEW PROJECT. SO THEN ALSO FOR OUR NEEDS ASSESSMENT, WE DID AN EVALUATION, A GIS EVALUATION OF ALL THE PROJECTS, PUT THAT ON TOP OF THE FEDERAL AID NETWORK. AND SO THAT'S WHY YOU SEE ELIGIBILITY. IF A PROJECT IS NOT ON THE FEDERAL AID NETWORK, IT CANNOT CONSUME ANY OF OUR MPO TRADABLE FUNDS OR STATE DOLLARS. SO, IF IT'S NOT THERE, WE CAN'T DO ANYTHING WITH THE PROJECT, UNFORTUNATELY. SO THAT WAS REMOVED FROM THE LIST FEASIBILITY. WE DID SEND A LIST OF PROJECTS THAT ARE ON STATE FACILITIES AND COUNTY FACILITIES TO THE STATE AND THE COUNTY TO VERIFY THEIR FEASIBILITY AND IF THEY WERE NOT FEASIBLE, WE REMOVED THEM FROM THE LIST. THERE ARE ALSO SOME PROJECTS THAT WERE MERGED. KIND OF THE SAME THING WITH THE DUPLICATES. IF THERE WAS AN OPPORTUNITY, IF A PROJECT WAS TOO LOW OF A COST AND THE SECOND ONE WAS TOO LOW OF A COST THERE, WE COULD MERGE SOME OF THOSE TOGETHER TO MAKE ONE LARGER PROJECT. AND THEN THERE WERE SOME PROJECTS THAT WE IDENTIFIED THAT MIGHT BE SUITABLE FOR OUR SAFE STREETS FOR ALL. GRANT PART OF THE BROWARD SAFETY ACTION PLAN. WE'LL SAVE THOSE PROJECTS, PASS THEM ON TO THAT TEAM SO THEY CAN EVALUATE THEM FURTHER. [00:10:01] AND THEN THE PARTNER INVOLVEMENT, THAT'S SOME PROJECTS THAT WE THOUGHT WERE BETTER SUITED FOR OUR PARTNERS TO TAKE ON INSTEAD OF GOING THROUGH OUR NEEDS ASSESSMENT. SO, WHAT'S MISSING? THE FIRST THING ARE RESILIENCY STUDIES. I GAVE A PRESENTATION A FEW MONTHS AGO ABOUT THE PRIORITY CORRIDORS THAT CAME OUT OF OUR RESILIENCY NETWORK. THOSE PROJECTS ARE NOT ON THE LIST YET, BUT THEY WILL BE PART OF IT. SAME THING WITH SAFETY PROJECTS. ONCE WE GET OUR BROWARD SAFETY ACTION PLAN PUT TOGETHER, WE'LL BE ABLE TO HAVE PROJECTS THAT WILL COME INTO THE MTP AS PART OF AN AMENDMENT. SO THAT'S STILL MISSING. THE FISCAL YEAR 2025 THROUGH 29 CIP PROJECTS. SO GOING BACK TO OUR EXISTING PLUS COMMITTED PROJECTS, THOSE WILL BE EVENTUALLY A PART OF OUR DRAFT COST FEASIBLE PLAN. BUT WE DO NOT HAVE THAT TIP READY JUST YET. ONCE IT IS READY, WE'LL BE ABLE TO PUT IT INTO THE MTP. CSLIP. THOSE ARE PROJECTS THAT COME UP ANNUALLY, SO WE DON'T HAVE THAT RIGHT NOW, BUT EVERY YEAR WE'LL BE ABLE TO HAVE THEM, AND WE'LL BE ABLE TO INCLUDE THEM AS PART OF THE MTP. AND THEN OUR PARTNER PROJECTS, WE'RE WAITING FOR THE 2056 COST FEASIBLE PLAN SO THAT WE CAN ABSORB THAT INTO THE MTP. WE'RE ALSO WAITING FOR SOME BROWARD COUNTY TRANSIT PROJECTS. ONCE THEY ARE READY TO GO, WE'LL BE ABLE TO AMEND THEM INTO THE PLAN. SAME THING WITH SOME BROWARD COUNTY PROJECTS AND THEN OUR SEAPORT PROJECTS THAT ARE COMING IN NOVEMBER. WE'LL BE ABLE TO PUT THOSE INTO THE PLAN. SO NOW LET'S TALK ABOUT PROGRAMS. THAT WAS A LOT. SO, OUR PROGRAMS LET'S DO A LITTLE BIT OF A WALK THROUGH FROM WHERE WE WERE IN 2045 TO WHERE WE ARE GOING IN 2050. THIS IS KIND OF SHOWING YOU WHAT PROGRAMS WE HAD BEFORE, WHAT WE THOUGHT WORKED, AND WHERE WE THOUGHT WE COULD DO A LITTLE BIT BETTER. SO COMPLETE STREET MASTER PLAN AND C SLIP. THOSE WERE ORIGINALLY PROGRAMS THAT WE HAD BY REFERENCE INTO OUR MTP. NOW, WHAT WE'RE DOING IS WE'RE HAVING SPECIFIC PROJECTS WITH LINE ITEMS FOR THAT COMPLETE STREETS PROGRAM. SO, WE'LL SEE THAT THOSE TWO MERGE INTO ONE. AND COMPLETE STREETS WILL HAVE A COMPETITIVE SIDE TO THAT PROGRAM AS WELL. FOR ROADWAY, WE ORIGINALLY HAD ALL OF OUR ROADWAY PROJECTS THAT YOU THINK OF, LIKE CAPACITY BRIDGES, INTERCHANGES, ALL THAT FUN STUFF, BUT IT ALSO HAD RESILIENCY AS PART OF IT. WE DECIDED TO BREAK THAT INTO TWO. SO WE HAVE A ROADWAY. AND THEN RESILIENCY BECAUSE IT IS ONE OF OUR EMPHASIS AREAS. AND WE THOUGHT IT WAS VERY IMPORTANT TO MAKE SURE IT HAS ITS OWN PROGRAM TRANSIT AND MOBILITY HUBS. WE DECIDED TO MERGE TOGETHER BECAUSE THROUGH THE 2045 PLAN, WE REALIZED WE'RE NOT OPERATING AND MAINTAINING TRANSIT. WE'RE ACTUALLY COMPLEMENTING THE TRANSIT NETWORK. SO, PUTTING THOSE TWO TOGETHER FELT LIKE A GOOD MIX. AND THEN TSM AND SAFETY TWO SEPARATE EMPHASIS AREAS AS PART OF OUR 2050 PLAN, MAKING SURE THAT THEY HAVE THEIR OWN PROGRAM. SO, THESE ARE THE PROGRAMS AGAIN. THE FOUR TO THE LEFT ARE THE ONES THAT WE ASSIGNED ALL OF THE COPPER PROJECTS INTO THOSE PROGRAMS. SO COMPLETE STREETS, ROADWAY TRANSIT HUBS AND TECHNOLOGY, ALL OF THOSE ARE WHAT YOU SEE IN THE REPORT. AND THAT PDF THAT YOU THAT AS PART OF YOUR AGENDA ITEM AND THEN SAFETY AND RESILIENCY, WE'RE STILL GOING TO WORK THOSE OUT. SO OUR PRIORITIZATION FACTORS AND CRITERIA WON'T GO INTO TOO MUCH DETAIL HERE. BUT IT'S HERE FOR REFERENCE. THESE ARE THE FACTORS THAT WE AGREED ON. THESE ARE THE CRITERIA THAT WE USED AND WE HAVE POINTS ASSOCIATED WITH THEM. SO OUR LIST OF PROJECTS, LET'S SPEND A LITTLE BIT OF TIME HERE SO THAT WE CAN GIVE A LITTLE BIT OF FLAVOR TO WHAT EACH ONE OF THESE PROGRAMS ARE. SHOW YOU WHAT TYPES OF WORK MIXES ARE PUT INTO EACH ONE OF THESE PROGRAMS, AND WHAT ARE SOME SPECIAL HIGHLIGHTS ARE FOR THE PROGRAMS. SO, STARTING WITH COMPLETE STREETS, THE GOAL FOR THE COMPLETE STREETS PROGRAM IS TO DO A BICYCLE PEDESTRIAN PROJECTS THAT ADDRESS LOCAL AND REGIONAL GAPS WITHIN THE NETWORK. SO, THE TYPES OF PROJECTS YOU'LL SEE HERE ARE BIKE LANES, SIDEWALKS, TRAILS SOME LANDSCAPING, LIGHTING REALLY COMPLETING OR GIVING THOSE COMPLETE STREET FIELDS. AT THE BOTTOM, YOU SEE, IT INCLUDES A COMPETITIVE FUNDING PROGRAM THAT IS, OF COURSE, C SLIP. WE'RE STILL HONORING THAT. WE STILL HAVE TO USE OUR TAP FUNDS THROUGH A COMPETITIVE PROCESS. SO, WE'LL STILL BE ABLE TO WORK THAT INTO THIS PROGRAM. ROADWAY IS ALL OF THE CAPACITY AND FREIGHT TYPE PROJECTS. SO, THE TYPES OF WORK THAT YOU'LL SEE HERE ARE A LOT OF FEASIBILITY STUDIES FOR ROADWAY. YOU'LL SEE BRIDGES, TRUCK PARKING, GRADE SEPARATION, NEW LANES, THAT SORT OF THING. AND ONE OF THE HIGHLIGHTS HERE ARE GRADE SEPARATION FEASIBILITY STUDIES. THOSE ARE GOING TO BE A BIG PART OF THE 2050 PLAN MOSTLY FOCUSED ON RAILROAD GRADE SEPARATION SO THAT WE CAN MAKE SURE THAT THERE'S LESS CROSSINGS TRANSIT AND HUBS COMPLEMENTING OUR TRANSIT PARTNERS, SPECIFICALLY THE PRIMO PLAN. WE HAVE A SERIES OF MOBILITY HUBS WITHIN THE PLAN. WE ALSO HAVE SOME TRANSIT IMPROVEMENTS THAT SFMTA HAD SUBMITTED AND SOME PARK AND RIDE, LOTS OF THE SORT. AND SO, THE HIGHLIGHT THERE ARE THE MOBILITY HUBS THAT WILL COMPLEMENT PRIMO FOR TECHNOLOGY. THIS ONE'S FUN. IT'S REALLY THE CAPITAL FOR ALL KINDS OF TECHNOLOGY. SO, YOU'LL SEE EV CHARGING THERE. FIBER THE DIGITAL TWIN. AND THIS, TOO, MAY POTENTIALLY INCLUDE A COMPETITIVE FUNDING PROGRAM. [00:15:03] WE'LL STILL SEE IF THAT WORKS OUT WITH CSLIP OR IF IT'S ON ITS OWN THING. SAFETY THESE SAFETY AND RESILIENCY HAVE THEIR OWN FRAMEWORK, BUT FOR SAFETY, YOU'LL SEE EVERYTHING THAT COMES FROM OUR BROWARD SAFETY ACTION PLAN. AND FOR RESILIENCY, IT WILL BE THOSE RESILIENCY CORRIDORS, THE MASS TERM CONVERSIONS AND THEN THE AC RETROFITS. SO THAT'S OUR PROGRAMS. SO, PROBABLY THE MOST IMPORTANT SLIDE FROM THIS PRESENTATION IS RIGHT HERE. AND IF YOU COULD TAKE ANYTHING AWAY FROM THIS PRESENTATION, IT'S TO UNDERSTAND HOW MUCH MONEY WE HAVE UNDER OUR CONTROL HERE AT THE BROWARD MPO. SO, WHEN YOU LOOK AT HIGH LEVEL BIG PICTURE, THERE'S ABOUT $11.1 BILLION THAT ARE AVAILABLE FOR PROJECTS OVER THE COURSE OF OUR PLAN. SO, THE YEAR 2050, BUT AS YOU SEE THERE IN THAT DARK BLUE THAT IS FOR THE STRATEGIC INTERMODAL SYSTEM. SO, 82% OF THAT GOES OUT. WE DON'T HAVE CONTROL. SURE, WE HAVE INFLUENCE, OF COURSE, BUT WE DO NOT HAVE CONTROL OVER THOSE FUNDS. WHAT WE DO HAVE CONTROL AND WHAT WE WHEN WE TALK ABOUT MPO ATTRIBUTABLE DOLLARS, AND WE LOOK AT THE NEXT SLIDE OF HOW WE DISTRIBUTE THAT PERCENTAGE OF MPO ATTRIBUTABLE DOLLARS, IT'S REALLY THIS GREEN LITTLE SEGMENT HERE. IT'S ABOUT 8% OF THAT TOTAL FUNDING, WHICH EQUATES TO ABOUT ALMOST $1 BILLION. THAT'S WHAT WE HAVE TO SPEND OVER THE NEXT 25 YEARS. SO HOW DO WE DISTRIBUTE ALL OF THAT MONEY? THIS IS OUR STAFF RECOMMENDATION OF HOW WE DO THAT. YOU'LL SEE COMPLETE STREETS AS 51%. I THINK WE CAN ALL AGREE THAT COMPLETE STREETS DESERVES A BIG CHUNK OF THE MONEY, MAKING IT SAFER FOR EVERYONE HERE, GIVING THOSE ROADS A BETTER TREATMENT. AND PART OF THE REASON FOR THAT IS IF YOU LOOK AT THE 2045 PLAN, THE COMPLETE STREET MASTER PLAN ENCOMPASSED ABOUT 25% OF OUR MPO ATTRIBUTABLE FUNDS, WHILE CSLIP WAS ABOUT 20%. SO, PUTTING THOSE TOGETHER IS 45. THE GREATEST NEED THAT WE GOT FROM OUR CALL FOR PROJECTS WAS FOR THE COMPLETE STREETS PROGRAM. SO, JUDGING BASED OFF OF THE NUMBER OF PROJECTS THAT WE GOT FROM THAT PROGRAM, WE THOUGHT IT WAS APPROPRIATE TO GIVE THE MAJORITY OF FUNDS TO THAT PROGRAM. SO, WHAT THAT EQUATES TO IS ABOUT ESTIMATE IS ABOUT $16.96 MILLION A YEAR WHERE WE CAN APPLY PROJECTS TO THAT, BUT THAT'S JUST MPO FUNDS. ROADWAY 10% TRANSIT HUBS 12. SAME THING WITH TECHNOLOGY SAFETY 10% AND RESILIENCY FIVE. NOW, BEFORE YOU GUYS FREAK OUT THAT, OH MY GOD, WE'RE ONLY DOING 5% ON RESILIENCY. THERE'S A REASON FOR THAT. THE MAJORITY OF OUR CORRIDORS THAT WERE IDENTIFIED THROUGH OUR RESILIENCY ANALYSIS WERE ON STATE FACILITIES. THIS IS MPO FUNDING. IT'S THE MOST FLEXIBLE. IT'S WHAT WE HAVE CONTROL OVER. SO, WE'D RATHER SPEND THAT MONEY ON LOCAL AND COUNTY ROADS. SO, THE STATE ROADS THAT COME FROM OUR RESILIENCY CORRIDORS WILL STILL BE IN THE PLAN. WE'RE JUST HOPING THAT THE STATE WILL PAY FOR IT. THANK YOU SO MUCH. BUT JUST BECAUSE YOU SEE THAT RESILIENCY IS JUST 5% DOESN'T MEAN THERE AREN'T RESILIENCY COMPONENTS TO EVERY SINGLE PROJECT WITHIN THE DRAFT COST FEASIBLE PLAN. AND HOW DO WE MAKE SURE THOSE TREATMENTS ARE INCORPORATED INTO EVERY PROJECT? WELL, I'M HAPPY YOU ASKED. THAT'S THROUGH OUR ROUTE MARKERS. SO, WE'VE ALLUDED TO ROUTE MARKERS A LITTLE BIT IN THE PAST WITH A COUPLE PRESENTATIONS. AND THIS SLIDE HERE IS TO HELP EXPLAIN TO A LITTLE BIT MORE DETAIL OF WHAT EXACTLY IT DOES, WHAT IT IS AND HOW YOU CAN READ IT. SO FIRST UP I'M GOING TO READ IT OFF THE SLIDE. WHAT IS A ROUTE MARKER? A ROUTE MARKER PROVIDES ADDITIONAL PROJECT LEVEL PLANNING CONTEXT TO BE UTILIZED DURING THE PROJECT SCOPING AND IMPLEMENTATION PROCESS. THIS IS INDICATED THROUGH VISUAL CUES AS PART OF A COST FEASIBLE PLAN AND UTILIZES THE THREE ELEMENTS YOU SEE BELOW THERE. SO, FIRST IS GIS. WE DO THE ANALYSIS THROUGH GIS TO IDENTIFY THE OVERLAPS OF ALL THE DIFFERENT NETWORKS THAT WE HAVE DEVELOPED TO SHOW TO PULL WHAT THE ISSUES ARE FOR THAT PROJECT. WE USE ICONS THAT YOU SEE IN THE UPPER RIGHT, THAT LITTLE BIKE, THOSE LITTLE CARS, LITTLE EQUITY TO PUT IN THE REPORT SO THAT YOU CAN VISUALLY SEE SOMETHING EXCITING, SOMETHING THAT POPS, SOMETHING THAT TELLS YOU A LITTLE BIT OF A STORY. AND IF A PROJECT WERE TO BE IN ANY OF THE SIX ROUTE MARKER AREAS THAT NEED A LITTLE BIT MORE CONCERN, IT WILL POP UP WITH A RED EXCLAMATION MARK AND IT TELLS THE USER, HEY, A LITTLE BIT MORE EMPHASIS NEEDS TO GO INTO THE PROJECT, SORRY, WHILE IT'S IN FEASIBILITY STUDY OR WHILE IT'S IN PD. SO, THE 2050 MTP ROUTE MARKERS WILL ENSURE PROJECT ADDRESS ADDITIONAL NEEDS OUTSIDE OF THE PROVIDED SCOPE TO DEVELOP MORE COMPLETE AND HOLISTIC SCOPES FOR FINAL IMPLEMENTATION. SO, WHAT ARE THE ROUTE MARKERS TELL YOU? THE FIRST ONE IS BICYCLE SUITABILITY. IS THE PROJECT IN AN AREA WHERE THE COMFORT LEVEL FOR A BICYCLE FOR A BICYCLIST IS BAD. [00:20:05] SO, IF IT'S DIFFICULT OR VERY DIFFICULT, IF IT IS DIFFICULT OR VERY DIFFICULT, IT'LL POP UP RED EXCLAMATION MARK AND IT'LL TELL THE READER, HEY, WE NEED TO DO A LITTLE BIT MORE FOR BICYCLISTS THERE. FOR CONGESTED CORRIDOR. SAME THING. IF THE PROJECT IS IDENTIFIED AS PART OF A CONGESTED CORRIDOR, IT'LL POP UP WITH A RED EXCLAMATION MARK, AND WE WILL USE A TOOLBOX OF COUNTERMEASURES THAT WE'VE DEVELOPED AS PART OF A CONGESTION MANAGEMENT PLAN TO ADD SOME ADDITIONAL SCOPE TO THE PROJECT. IF IT'S IN A HIGH EQUITY AREA, MAYBE THERE NEEDS TO BE A LITTLE BIT MORE PUBLIC INVOLVEMENT. THAT NEEDS TO HAPPEN TO BE MORE SENSITIVE TO WHAT THE THE PROJECT IS PROPOSING. HIGH INJURY NETWORK. IF THE PROJECT FALLS ANYWHERE, EITHER INTERSECTS OR FALLS ON THE HIGH INJURY NETWORK. THERE WERE A COUPLE COUNTERMEASURES THAT WE HAVE DEVELOPED THROUGH OUR ASSESSMENT THAT ARE ENGINEERING, ENFORCEMENT OR EDUCATION. ANY ONE OF THOSE THREE COULD BE INCORPORATED INTO THE SCOPE. AND THEN FOR RESILIENCY, WE ALSO HAVE A TOOLBOX OF COUNTERMEASURES THAT WE COULD ADD TO THE SCOPE THAT COULD HELP THE RESILIENCE OF THE ROADWAY. AND THEN HOUSING YOU SEE ALL THE WAY TO THE RIGHT. WE'RE STILL DEVELOPING THAT. YOU GUYS HAVE SOME FEEDBACK, SOME DATA SOURCES THAT YOU WOULD LIKE TO PROVIDE FOR US? WE'RE OPEN TO HEAR MORE. SO, WHAT DO THE PROJECTS LOOK LIKE? SO, THIS IS A SCREENSHOT OF A PROJECT IN THE ROADWAY PROGRAM. AND IT'S JUST HERE TO SHOW YOU WHAT IT IS THAT YOU'RE LOOKING AT BEFORE WE JUMP TO A LOT OF CONCLUSIONS. SO, WE'LL START FIRST WITH THE PROGRAM RANKING IN THE DARK CHARCOAL BOX IN THE UPPER LEFT-HAND CORNER. YOU SEE THE FOUR RO. THAT IS THE RANKING OF THE PROJECT WITHIN THAT PROGRAM WHEN THEY'RE ALL STACKED UP AGAINST EACH OTHER. RIGHT BELOW THAT IS THE MTP IDENTIFICATION NUMBER THAT YOU CAN THINK AS KIND OF AN FM NUMBER OF SORTS. YOU KNOW, FDOT, THEY USE THEIR FM NUMBER SO THEY CAN TRACK THE THE PROGRESS OF A PROJECT. WE'RE USING THE SMTP IDENTIFICATION NUMBER TO TRACK THE PROGRESS OF THE PROJECT. BELOW THAT WE HAVE OUR WORK MIXES. TYPICALLY, YOU'LL SEE JUST ONE WORK MIX. WE HAVE TWO TO GIVE A LITTLE BIT OF ADDITIONAL CONTEXT TO THE PROJECT. AND THEN BELOW THAT YOU HAVE THE SCOPE THAT WAS EITHER PROVIDED TO US BY BY THE LOCAL PARTNERS OR BY OURSELVES. YOU ALSO SEE THE MUNICIPALITY THAT THE PROJECT CROSSES AND THE BOTTOM AREA NEXT TO IT. YOU'LL SEE THE OWNERSHIP IF THE PROJECT IS ON STATE, LOCAL OR COUNTY OR ANY MIX OF THE THREE, YOU'LL SEE THAT THERE. AND THEN VERY IMPORTANTLY, ALL THE WAY TO THE RIGHT. AT THE BOTTOM IS THE PROJECT SPONSOR. SO, WHO WAS THE AGENCY THAT SUBMITTED THE PROJECT? LET'S SEE WHAT ELSE YOU HAVE, YOUR PROJECT NAME, THE ESTIMATED PROJECT COST THE PROGRAM THAT THE PROJECT IS IN, THAT'LL BE THE COLORED BAR AT THE TOP OF THE PAGE. AND THEN OBVIOUSLY OUR ROUTE MARKERS THAT WE DISCUSSED. SO, IT HAS ITS OWN LITTLE SECTION. IT'LL TELL YOU SOME MORE ABOUT THE PROJECT. SO WHERE ARE WE WITH OUR SCHEDULE? TODAY? WE'RE DISCUSSING THE DRAFT LIST OF PRIORITIZED PROJECTS. NEXT MONTH YOU'LL SEE THESE PROJECTS AGAIN, BUT IN A DIFFERENT FORMAT. YOU'LL SEE THAT AS THE DRAFT COST FEASIBLE PLAN. SO, THEY MIGHT CHANGE JUST A LITTLE BIT DEPENDING ON WHAT MONEY GETS PUT AND WHAT TIME. SO, YOU SEE THE REPORTING A LITTLE BIT DIFFERENTLY THAN YOU JUST SAW HERE. AFTER OUR DRAFT COST FEASIBLE PLAN, WE'LL GO OUT TO ALL THE DIFFERENT MUNICIPALITIES BETWEEN MAY AND SEPTEMBER FOR RESOLUTIONS OF SUPPORT. WE'LL HOPEFULLY HAVE A DRAFT OF MTP BY OCTOBER OR NOVEMBER TIME FRAME, AND THEN ADOPTION AT THE END OF THIS YEAR. AND IF YOU HAVE QUESTIONS, I'M HERE I, WE ALSO HAVE PETER, WE HAVE BILL, AND WE HAVE OUR CONSULTANTS TO HELP ADDRESS ANY QUESTION THAT YOU HAVE ABOUT THE DRAFT LIST OF PRIORITIZED PROJECTS. EXCELLENT. THANK YOU. CHRISTOPHER. QUESTIONS. WE'LL START WITH RICHARD. YES. THANK YOU, CHRISTOPHER. THAT WAS VERY THOROUGH. YOU WENT THROUGH A LOT. SO NO, IT WAS GOOD. IT WAS ALL GOOD. SO, ON THE MARSTON CONVERSION I GUESS ALLOCATION OR AT LEAST THE STUDY, WHEREVER YOU THINK AND YOU'RE GOING TO BE DOING IN THE FUTURE. DID YOU LOOK AT OR AT LEAST ATTEMPTED TO LOOK AT THE COUNTY'S PLAN TO BECAUSE WE'RE SIMULTANEOUSLY DOING THE SAME THING. SO, WE MAY WANT TO THINK ABOUT WORKING TOGETHER. THIS MAKES SURE WE GET ALL THE INTERSECTIONS WE WANT COVERED BUT DON'T WANT DUPLICATION. YEAH, THERE'S A COUPLE OF MASS TERMS THAT ARE IDENTIFIED ON COUNTY ROADWAYS. SO YEAH, WE'LL TAKE A LOOK AT YOUR PLAN TO MAKE SURE WE'RE NOT DUPLICATING EFFORT. YEAH. WE'RE DOING ALSO INTERSECTIONS TO THAT ARE ON CITY. CITY. OH, YOU ARE. YEAH. YEAH. SO YEAH, WE'RE NOT THE ONLY ONES THAT WE REALLY IF IT'S A STATE INTERSECTION, WE HAVEN'T REALLY BEEN FOCUSING ON THAT AS MUCH EVEN THOUGH WE'VE DONE SOME BUT MOSTLY IT'S, IT'S COUNTY CITIES, COUNT OR CITY. OKAY. OKAY. YEAH. DEFINITELY. TAKE A LOOK AT THAT. THANK YOU, THANK YOU. [00:25:03] ARE THERE ANY MORE QUESTIONS FOR CHRISTOPHER? AND IF YOU WOULD LIKE TO EMAIL ME ON THE SIDE ABOUT YOUR PROJECTS, THAT'S FINE OR GIVE ME A CALL. CHRISTOPHER. GO AHEAD. SORRY, I ALREADY DID. YES, YOU DID. I THINK WE ALL DID OUR HOMEWORK AHEAD OF TIME, RIGHT? GREAT FEEDBACK. THANK YOU. I LIKE THE IDEA THAT DEERFIELD BEACH STAFF IS ACTUALLY RUBBING OFF ON YOU ALL HERE. OR VICE VERSA. I'M NOT SURE WHICH, BUT I MENTIONED TWO PROJECTS THAT HAVE THE SAME ALIGNMENT, BUT DIFFERENT, SLIGHTLY DIFFERENT PROJECT SCOPES. I WAS WONDERING IF YOU'D FOLLOWED UP ON WHETHER THOSE CAN BE COMBINED OR NOT. YEAH, I CAN'T, I DON'T HAVE AN ANSWER FOR YOU RIGHT NOW ON WHETHER THEY CAN, BUT WE'RE GOING TO WORK ON THAT. THE CSLIP BUDGET. IT'S ALWAYS NEAR AND DEAR TO, I THINK, EVERYBODY ON THIS PANEL. EARLY ON IN THE DISCUSSIONS, THERE WERE COMMENTS MADE ABOUT ENDING THE PROGRAM IN SOME MANNER, AND I SEE THAT IT CONTINUES TO SURVIVE. BUT WITH 76 MILLION PROPOSED IN THE FIVE-YEAR BUDGET, THAT GETS TO ABOUT $15 MILLION A YEAR, WHICH CONTINUES TO FUND 2 TO 3 PROJECTS A YEAR. AND I'M JUST WONDERING, ONE IS CSLIP STILL KIND OF ON THAT CHOPPING BLOCK THAT WAS DISCUSSED EARLY ON AND HOW YOU MIGHT SEE ITS EXISTENCE UNWINDING? YEAH. SO, THE FUTURE OF CSLIP I WON'T COMMENT ON, BUT WHAT I WILL COMMENT ON IS THAT NUMBER OF THE 76 MILLION THAT'S ACTUALLY OVER THE COURSE OF THE FULL PLAN, THAT'S NOT FOR FIVE YEARS. SO, IT'S A LOT LESS THAN YOU THINK IT IS. BUT THAT'S JUST FUNDING. YOU KNOW, THERE ARE PROJECTS THAT ENTER THE CSLIP PROGRAM THAT ARE ON STATE ROADS THAT FDOT GRACIOUSLY PROVIDES FUNDS FOR. AND SO AND ALSO THERE ARE MPO TRIBUTE DOLLARS ON TOP OF THE TAP FUNDING THAT COULD POTENTIALLY GO TO THAT PROGRAM. SO, IT'S NOT TOO DIM OR GRIM. OKAY. HEY, CHRIS. PETER GAETZ WITH THE BROWARD MPO. SO, I'LL COMMENT ON CSLIP DIRECTLY. WE KNOW THAT IT'S BEEN A VERY SUCCESSFUL PROGRAM IN THE PAST, AND WE KNOW THAT IT'S NEAR AND DEAR TO MANY PEOPLE HERE ON THE TAC AS WELL AS THE MPO BOARD. SO, I CAN SAY THAT CSLIP WILL LIVE ON IN SOME FORM OR FASHION AS PART OF THE PLAN. IT'S STILL THE INTENT TO FUND LOCAL PROJECTS THAT ARE OF A COMPLETE STREETS' NATURE. I THINK WE'RE TRYING TO EVALUATE THE CSLIP PROGRAM RIGHT NOW TO SEE IF WE CAN INCORPORATE ADDITIONAL ELEMENTS, SUCH AS EV CHARGING AND OTHER THINGS. SO, I DON'T THINK IT WAS EVER OUR INTENT TO PUT IT ON THE CHOPPING BLOCK, BUT I THINK IT WAS FOR US TO REEVALUATE AND JUST SEE WHAT WE CAN DO. THE FUNDING LEVEL, I THINK, IS SOMETHING THAT WE STILL WANT TO MAINTAIN WITH THE TAP PROGRAM. SO, I THINK FOR THE TIME BEING, YOU CAN ASSUME THAT THE WAY IT CURRENTLY SITS IS THE WAY IT WILL CONTINUE TO LIVE ON IN THE 2050. WE WILL CERTAINLY LET YOU KNOW IF ANY OF THAT CHANGES. I THINK WE'RE STILL WAITING FOR SOME OF THE DOLLARS TO KIND OF SHAKE OUT FROM ALL THE REVENUES. BUT THAT'S THE GENERAL DIRECTION THAT IT'S HEADED IN NOW. YOU GUYS HAVE MADE POINTS TO US ABOUT THE RISING COSTS OF CONSTRUCTION, AND IF WE KEEP THAT FUNDING LEVEL STATIC, THAT MEANS EVEN FEWER PROJECTS AT THE LOCAL LEVEL GET FUNDED. AND THAT'S MY CONCERN. AND SO, LET'S THROW ALL THE DOLLARS THAT WE CAN AT IT. BECAUSE IT IS A SUCCESSFUL PROGRAM. UNDERSTOOD. LAST MONTH, THE TAX HEARD ABOUT A SAFETY STUDY FROM OUR PARTNER AT FDOT DISTRICT FOUR FOR THE A-1-A CORRIDOR. HOW MANY OF THOSE PROJECTS HAVE BEEN CONSIDERED IN THIS LIST? IN THE DRAFT PLAN? IF NOT, IF NO, WHY NOT? AND HOW DO WE INCORPORATE THOSE INTO THE MTP? SO, I MEAN, WHAT I CAN COMMENT ON THAT, THOUGH, WHATEVER CAME OUT OF THAT STUDY IS STILL IS PRETTY NEW. IT WAS NOT PART OF OUR ORIGINAL CALL FOR PROJECTS, SO UNFORTUNATELY, THEY WERE NOT SUBMITTED TO GO THROUGH PRIORITIZATION THROUGH OUR NEEDS ASSESSMENT. BUT THERE'S ALWAYS AN OPPORTUNITY TO MAKE AN AMENDMENT TO THE 2050 PLAN. I DON'T KNOW IF THERE'S BEEN COORDINATION WITH OUR RESILIENCY TEAM TO AS I DON'T KNOW, ACTUALLY, I'M NOT GOING TO TALK MORE ABOUT IT. SO, WE'VE HAD SOME CONVERSATIONS INTERNALLY ABOUT THIS. AND THERE'S A REASON WHY CHRISTOPHER AND I ARE KIND OF CO-PROJECT MANAGING THIS. THERE'S A LOT TO COVER BETWEEN OUR ENTIRE BETWEEN OUR ENTIRE ORGANIZATION. SO, WE HAVE HAD SOME DISCUSSIONS ON THE PROGRAMING SIDE ABOUT, HEY, WHAT DO WE DO WITH SOME OF THESE PROJECTS? WE KNOW THAT THERE'S STILL SOME WORK TO DO ON THE A-1-A SIDE FOR THE STUDY ITSELF. SO, I THINK TO CHRISTOPHER'S POINT, WHAT WE'RE EVALUATING IS LOOKING AT THOSE PROJECTS, SEEING HOW PROGRAM READY THEY ARE, AND PROBABLY TEEING THEM UP FOR AN AMENDMENT IN THE FUTURE. I THINK AT THIS POINT NOW, IT'S TOO LATE IN THE PROCESS TO INCLUDE THEM. BUT THAT'S WHY WE DO HAVE ANNUAL AMENDMENT PROCESS, AN ANNUAL AMENDMENT PROCESS. I THINK LAST MONTH WE DISCUSSED THAT THOSE PROJECTS WOULD NOT BE ELIGIBLE FOR THE SAFETY BUCKET OF FUNDING. DO YOU SEE THAT COMING FROM THE COMPLETE STREETS? SO, OR IS IT TOO EARLY TO TELL? YEAH, THAT MAY BE AN UNFAIR QUESTION. IT'S PROBABLY TOO EARLY TO TELL WHAT, AS CHRISTOPHER MENTIONED IN HIS PRESENTATION, WHAT WE'RE RESERVING THE SAFETY FUNDING PROGRAM FOR IS THAT THE SAFE STREETS AND ROADS FOR ALL [00:30:06] GRANT PROGRAM, BECAUSE WE KNOW THAT WE'RE DOING A FULL COUNTYWIDE STUDY IN CONJUNCTION WITH THE COUNTY. SO, ARE THERE PROJECTS ON A-1-A THAT COULD POTENTIALLY BUBBLE TO THE TOP? YES. AND I THINK WHATEVER PROJECTS BUBBLE UP TO THE TOP. JAMES WAS SITTING HERE, AND I'M SURE HE'LL COORDINATE WITH THAT TEAM ON THE SCOPE. SO THAT'S PROBABLY WHERE YOU MIGHT SEE SOME OF THAT OVERLAP. I DON'T KNOW IF THIS IS BEST DIRECTED TO EITHER OF YOU, BUT I'M GOING TO SHOW A LITTLE BIT OF LACK OF CURRENT KNOWLEDGE. BUT THERE ARE FUNDS IDENTIFIED IN THE PLAN THAT ARE COMING AVAILABLE FOR A STUDY FOR COMMUTER RAIL STATIONS, LET'S SAY NORTH OF THE NEW RIVER CROSSING. HAS THERE BEEN ANY MOVEMENT ON THAT SINCE THE LAST BIG HURRAH? AND I SEE NO COMMENT FROM THE CHAIR. WHAT I WILL SAY ABOUT THOSE TWO PROJECTS IS THAT THEY ARE ON THE SOUTH FLORIDA RAIL CORRIDOR. RAIL LINE. SO, THAT'LL BE EXISTING TRI RAIL. SO THAT WILL NOT GO THROUGH THE FEC PORTION OF THE NEW RIVER. SO HOPEFULLY THOSE TWO STATIONS DON'T HAVE TO WORRY ABOUT THAT. GOT IT. THANK YOU. SARAH, YOU HAVE A QUESTION? HI. CAN YOU HEAR ME? YEP. HELLO? CAN YOU HEAR ME? OKAY. SO, CHRIS, YOU MENTIONED THAT YOU WANTED SOME COMMENTS ON THE HOUSING. EMPHASIS, I GUESS, IS WHAT YOU CALL IT, THE ROUTE MARKER. AND I'M NOT SURE WHAT KIND OF INPUT YOU'RE LOOKING FOR. AND IF THAT INPUT IS ACTUALLY COMING FROM THE. I KNOW THAT THERE'S A HOUSING GROUP THAT'S WORKING WITH THE MPO TO FOCUS ON AFFORDABLE HOUSING. SO, I'M AGAIN, I'M NOT SURE WHAT YOU'RE LOOKING FOR, BUT IF YOU COULD PROVIDE US WITH SOME GUIDANCE, I'M SURE THAT THE COUNTY CAN PROVIDE SOME GUIDANCE ON THAT. YEAH, YEAH, WE ARE COLLABORATING WITH THE COUNTY. WE DO HAVE A STAFF MEMBER ON STAFF WHO IS WORKING THAT OUT. I GUESS THE COMMENT WAS MOSTLY FOR IF YOU HAVE ANY IDEAS OF DATA SETS FOR US TO PULL, BECAUSE OUR ROUTE MARKERS ARE GEOGRAPHICALLY BASED, WE USE SHAPE FILES OR ATTACH THEM TO SOME DATA SO THAT WE CAN OVERLAY OUR PROJECT SHAPE FILES ON TOP OF IT TO SEE HOW THEY'RE LINING UP WITH IT. SO, IF YOU HAVE ANY GEOGRAPHICAL SPATIAL DATA THAT YOU COULD POINT US INTO A DIRECTION WHERE MAYBE WE CAN USE THAT EITHER AS INSPIRATION OR WE CAN CREATE OUR OWN DATA SETS, THAT'D BE GREAT. IF YOU DON'T, IT'S NOT A REQUIREMENT. WE'LL DO OUR HOMEWORK. THANK YOU. THANK YOU. ANY OTHER QUESTIONS FOR CHRISTOPHER? NO, I THINK NO, I THINK YOU HANDLED THEM ALL AHEAD OF TIME, BUT I WILL. MY ONE LAST COMMENT IS I WILL. SECOND CHRISTOPHER'S COMMENT ABOUT PUTTING WHATEVER WE CAN INTO THAT CSLIP, WHATEVER IT IS. YOU KNOW, WE DON'T HAVE GENERALLY A LOT OF FUNDING ON THE LOCAL LEVEL FOR THOSE KINDS OF PROJECTS. SO, CONTINUING THAT SUPPORT ABOVE TWO PROJECTS WOULD BE EXCELLENT. OKAY. THAT WOULD BE ALSO THIS IS THE TIME TO COMMENT ON THOSE PERCENTAGES. IF YOU DON'T LIKE THOSE PERCENTAGES, LET ME KNOW. NOW BUT IS THE TIME TO COMMENT. THANK YOU. OKAY. GREAT. ANY OTHER COMMENTS? NO. THANK YOU, CHRISTOPHER. WE'LL MOVE ON TO OUR NEXT ITEM. [2. Locally Funded Regionally Significant Projects for Fiscal Year (FY) 2025-2029 Transportation Improvement Program (TIP)] IT IS THE LOCALLY FUNDED REGIONALLY SIGNIFICANT PROJECTS FOR FY 25 TO 29 TIP AND MR. GEESE. YES. PETER GEESE WITH THE BROWARD MPO ALMOST WALKED OFF BACK THERE AND REALIZED THEY GOT TO DO THIS PRESENTATION. IT'S SO WE DON'T REALLY HAVE A FORMAL PRESENTATION FOR THIS ITEM. IT'S MORE OF JUST AN ANNUAL CALL THAT WE DO AS PART OF THE DEVELOPMENT OF OUR NEW TRANSPORTATION IMPROVEMENT PROGRAM. WE ALWAYS DO A CALL FOR LOCALLY, REGIONALLY SIGNIFICANT PROJECTS, AND THAT USUALLY TENDS TO CONFUSE PEOPLE QUITE A BIT. SO JUST TO CLARIFY, OUR TRANSPORTATION IMPROVEMENT PROGRAM IS A FEDERAL FUNDING DOCUMENT THAT INCLUDES FEDERAL AND STATE FUNDS THAT ARE GOING TO BE SPENT OVER THE NEXT FIVE YEARS IN THE REGION. ON TRANSPORTATION, WE DO HAVE WHAT'S CALLED A REGIONALLY SIGNIFICANT NETWORK OR A NETWORK OF PROJECTS THAT WOULD IMPACT, OR I SHOULD SAY, PROJECTS THAT MAY IMPACT THAT REGIONALLY SIGNIFICANT NETWORK. WE KNOW THAT SOMETIMES THERE ARE LOCAL PROJECTS GOING ON ON THOSE ROADWAYS. OR THEY MAY BE OF A SCALE THAT COULD POTENTIALLY IMPACT A NEIGHBORING NETWORK PROJECT THAT WOULD BE REGIONALLY SIGNIFICANT. SO WE WOULD LIKE TO HEAR FROM YOU ALL WHAT PROJECTS YOU HAVE. AND WITHIN THE AGENDA ITEM, YOU HAVE SOME CONTACT INFORMATION FOR DOCTOR CHEN, WHO'S SITTING IN THE BACK TO LET US KNOW IF YOU WANT US TO INCLUDE THAT PROJECT INFORMATION IN THE TIP. THE REASON WHY YOU WOULD WANT TO INCLUDE IT IN THERE ARE PROBABLY FOR COORDINATION AND PLANNING, CONSISTENCY, AND WHAT THAT WOULD HELP YOU WITH AS WELL IS MAKING SURE THAT THAT PROJECT, IF YOU HAVE LOCAL FUNDS ON IT, AND YOU MAY WANT TO PURSUE SOME FEDERAL DOLLARS FOR IT, YOU MIGHT WANT TO HAVE THAT IN THE TRANSPORTATION IMPROVEMENT [00:35:05] PROGRAM SO THAT YOU CAN SHOW THAT PLANNING CONSISTENCY. IF YOU'RE UNSURE, YOU CAN REACH OUT TO DOCTOR CHEN AND SHE'LL BE ABLE TO TELL YOU WHETHER THAT'S A PROJECT THAT IS SOMETHING THAT BUBBLES OR RISES TO THE TOP TO INCLUDE IN THE TRANSPORTATION IMPROVEMENT PROGRAM. BUT AGAIN, THIS IS REALLY OUR ASK TO YOU ALL TO MAKE SURE THAT WE'RE INCLUDING ALL OF THE REGIONALLY SIGNIFICANT TRANSPORTATION PROJECTS THAT ARE GOING ON IN THE REGION, BOTH. OR I SHOULD SAY ALL THREE AT THE LOCAL, STATE AND FEDERAL LEVEL AS WELL. SO, FEEL FREE TO REACH OUT TO HER IF YOU'VE GOT ANY QUESTIONS, AND WE CAN CERTAINLY POINT YOU IN THE RIGHT DIRECTION. SO, THANK YOU CHAIR. THANK YOU. ANY QUICK QUESTIONS FOR PETER ON THIS? NO. SEEING NONE. THANK YOU VERY MUCH. THANK YOU. MOVE ON TO THE NEXT ITEM, WHICH IS THE MUNICIPAL CAPITAL PROJECTS UPDATE, AND MR. [3. Municipal Capital Projects (MCPs): www.my-mcps.org] BROUWER WILL BE GIVING THE UPDATE TODAY. THANK YOU AND GOOD AFTERNOON. YEAH. SO, THIS IS ONE OF FOUR UPDATES THAT WE GIVE. THIS IS ACTUALLY TWO OF FOUR. SO, WE ALWAYS GIVE AN UPDATE BEFORE THE APPLICATION SUBMITTAL PERIOD OPENS UP TO GIVE EVERYBODY AN IDEA OF WHAT TO PREPARE FOR WHAT TO EXPECT EVERYTHING FROM EVALUATION TO HOW WE'RE GOING TO THEN INTERACT WITH ALL OF YOU. SO, THIS IS THE SECOND ONE WHICH WE HAVE COMPLETED THE SUBMITTAL PERIOD AT THIS POINT. SO, I'M GOING TO GIVE A QUICK UPDATE. NOW, A LOT OF WHAT YOU'RE GOING TO SEE TODAY THOUGH IS PRELIMINARY BECAUSE WE ARE IN THE PROCESS OF EVALUATING AND MAKING SURE THAT ALL THE INFORMATION IS THERE AND QUESTIONS THAT WE MIGHT HAVE FOR THE PROJECT SPONSORS. SO, THIS IS GOING TO BE AN UPDATE, BUT IT IS IMPORTANT TO NOTE THAT THERE HAS BEEN A LOT OF WORK THAT HAS BEEN DONE BEFORE TALKING TO YOU TODAY. SO WE WE ACTUALLY GET STARTED IN DECEMBER, BUT WE'RE OFTEN UPDATING THE ONLINE PORTAL THAT WE USE TO COLLECT THE APPLICATIONS. BUT THE EXCITING THING ABOUT THIS SLIDE IS THE NUMBER OF INCREASES THAT WE'VE HAD RELATIVE TO THE PROGRAM. SO, WE LOOK AT THE EDUCATIONAL AND TRAINING PROCESS AND THEN THE SUBMITTAL PERIOD ITSELF. SO, WE SAW INCREASES IN ALL THE METRICS THAT ARE IMPORTANT TO US. WE'D WORK MORE WITH YOU ALL ONE ON ONE. SO, WE WORKED WITH YOUR SINGLE SURTAX POINT OF CONTACT AS WELL AS YOUR TEAMS ON ONE-ON-ONE MEETINGS, WORKING DIRECTLY WITH THEM AT THE SAME TIME. WE HAD MORE PEOPLE THAT WERE ALSO ATTENDING OUR TRAINING THAT WE HAD DONE. NOW, ONE OF THE NEW THINGS THAT WE HAD ADDED TO THIS YEAR IS THAT WE HAD TWO TRAININGS THAT OCCURRED ONE ON BUILDING THE APPLICATIONS AND THEN ANOTHER TO GIVE SOME SENSE OF HOW DO WE EVALUATE THOSE APPLICATIONS AS WELL. SO, WE SAW A LOT OF INCREASES, INCLUDING THE PARTICIPATION RATE OF MUNICIPALITIES PARTICIPATING IN THE ACTUAL PROGRAM ITSELF. SO, WE HAD 23 VERSUS 20 THAT WE HAD LAST YEAR. SO, WE HAD A NICE INCREASE THERE. SO THOSE TRAINING SESSIONS, AS I MENTIONED, WE HAD TWO OF THEM THERE IN JANUARY. WE DID THEM BACK-TO-BACK ONE WEEK AFTER THE OTHER. GIVES YOU A SENSE OF THE ATTENDANCE. IT WAS WELL ATTENDED. WE HAVE A LOT OF PEOPLE THAT REGISTER FOR IT. AGAIN, IT IS ON A YOUTUBE CHANNEL THAT WE HAVE THROUGH THE WEBSITE. YOU CAN GET ON THERE. SO, AT ANY TIME, ANY OF THE APPLICANTS CAN GO ON AND VIEW, VIEW THE ACTUAL TRAINING ITSELF. IF THERE ARE QUESTIONS, WE FOUND THAT TO BE PARTICULARLY HELPFUL BECAUSE WE ARE ABLE TO DIRECT A LOT OF APPLICANTS THERE THROUGH THE PROCESS BECAUSE THEY MAY NOT HAVE SEEN IT. AND A LOT OF TIMES YOU'RE WORKING WITH A LARGER TEAM. SO EVEN IF THE SINGLE POINT OF CONTACT HAD VIEWED THE INFORMATION, MAYBE SOME OF THE OTHER TEAM MEMBERS HADN'T. SO THAT BECAME REALLY HELPFUL FOR THAT, WHERE WE JUST FOCUSED REALLY ON HOW DO YOU USE THE PORTAL, HOW DO YOU MAKE SURE YOUR APPLICATIONS ARE IN ORDER AND HOW DO YOU GET THEM TOGETHER? THE SECOND ONE THEN FOCUSED ON THE EVALUATION SIDE OF IT. SO, IT GAVE AN IDEA OF WHAT IS THE RANKING AND RECOMMENDATION PROCESS THAT WE USE, AS WELL AS THE SCORING. I KNOW THAT THE TWO R'S BILL, BUT AT LEAST I WORE THE JACKET, SO I MATCHED YOU. I DIDN'T KNOW WHETHER TO GO WITH IT OR NOT, SO I FELT GOOD ABOUT IT. THAT SHOWED UP, BUT YEAH. SO, THE RANKING AND RECOMMENDATION PROCESS, WE WENT THROUGH THAT PROCESS TO, TO GIVE EVERYBODY AN IDEA OF THIS IS HOW WE LOOK AT THE APPLICATIONS AND UNDERSTAND THEM, AS WELL AS THE SCORING DISTRIBUTIONS. REVIEWER NOTES AND SUGGESTIONS. ONE OF THE MAJOR CHANGES THAT WE MADE THIS YEAR WAS, AND WE'RE ALWAYS WANTING TO MAKE SURE THAT IT'S TRANSPARENT, HENCE WHY WE HAVE AN ONLINE PORTAL FOR OUR APPLICANTS. BUT WE KEEP ALL THE REVIEWER NOTES, AND IT WAS ACTUALLY REALLY SATISFYING THIS YEAR TO HAVE A LOT OF PEOPLE CONTACT THE TEAM TO BE ABLE TO LET US KNOW THAT THE REVIEWER NOTES HELP. THERE'S A THREE-STEP PROCESS THAT WE DO WITH THE APPLICATION, AND AFTER EACH REVIEW THAT'S DONE, WE GIVE THE APPLICANT SUGGESTIONS ABOUT WHAT CAN MAKE THE APPLICATION STRONGER, WHERE THEY MIGHT WANT TO RECONSIDER INFORMATION OR ANY QUESTIONS THAT WE HAVE, AND THEN HOW TO PREPARE FOR THE NEXT STEP. SO, WE'RE VERY PLEASED WITH THAT. AND THEN WE WENT THROUGH ALL THE EVALUATIONS TOGETHER. SO VERY QUICKLY. THE OVERVIEW THEN IS WE HAD 60 APPLICATIONS THAT WE RECEIVED. THAT'S A 15% INCREASE FROM WHAT WE SAW LAST YEAR, THE TOTAL REQUEST. AND WE'RE GOING TO COME BACK TO THIS AT THE END OF THE PRESENTATION, WAS APPROXIMATELY $198 MILLION OF REQUESTS FOR SURTAX FUNDING. SO THAT'S NOT THE TOTAL PROJECT COST, BECAUSE WE HAD SEVERAL THAT WERE ALSO LEVERAGING LOCAL FUNDS AS PART OF THIS CONTRIBUTION, BUT A LARGE NUMBER THAT IS COMING [00:40:03] IN OF REQUESTS FOR SURTAX FUNDING. SO A LOT OF MUNICIPALITIES PARTICIPATED. AND THIS YEAR THERE WAS A SLIGHT CHANGE WHERE WE WERE NOT FOCUSED ON PLANNING. WE WERE FOCUSED ON DESIGN AND CONSTRUCTION OF PROJECTS. AND SO WE KIND OF LAY OUT EACH ONE OF THOSE TO GIVE YOU SOME IDEA OF THE MATRICES THAT WE LOOK AT, GEOGRAPHIC DISTRIBUTION. ARE WE MAKING SURE THAT WE'RE GETTING APPLICATIONS FROM A MULTITUDE OF CITIES? BUT IMPORTANTLY, WHAT ARE THEY FROM? ARE THEY DESIGN? ARE THEY CONSTRUCTION? ARE THEY A MIX? WHAT WE REALLY LOVE TO SEE IS WHEN WE SEE A MIX OF THE TWO WHERE WE HAVE CONSTRUCTION AND DESIGN, BECAUSE IT IS PHASE SPECIFIC, BECAUSE IT ALLOWS US TO BE ABLE TO SEE WHERE MUNICIPALITIES ARE AT IN THEIR PROGRAM. DO THEY HAVE A LOT OF CONSTRUCTION, WHICH MEANS THEY'VE GOT THE DESIGN DONE OR IT'S BEEN FUNDED BEFORE. SO, WE KNOW HOW TO FOCUS OUR EDUCATIONAL PROCESS WITH WORKING WITH THEM THE NEXT YEAR. SO, A COUPLE OF MATRICES THAT WE'RE LOOKING AT THE PHASES ITSELF. SO, AS YOU'LL SEE A LARGE NUMBER OF 42% OF THE OVERALL APPLICATIONS WERE FOR DESIGN, BUT THE MONEY IS PRIMARILY ON THE CONSTRUCTION SIDE, SO I ALWAYS LIKE TO LOOK AT IT AS WHAT IS THE NUMBER OF APPLICATIONS LOOK LIKE, THE BREAKDOWN, BUT THEN HOW DOES THAT RELATE TO THE MONEY? THESE ARE THINGS THAT WE TRACK ACTUALLY OVER THE LIFE OF THE PROGRAM. SO, WE'VE BEEN DOING THIS FOR THE LAST FOUR YEARS SO WE CAN UNDERSTAND HOW IS THE MONEY CHANGED? AND REALLY WHAT ARE THE NEEDS AND HOW ARE THEY CHANGING AS WELL. WE ALSO LOOK AT MULTIMODAL IMPROVEMENTS. AGAIN, WITH SURTAX. IT'S LOOKING AT REDUCING CONGESTION. IT'S ALSO LOOKING AT CONNECTIVITY. THOSE ARE THE MAJOR GOALS THAT CAME OUT OF THE BROWARD COMMISSION. SO, WE'RE ALWAYS LOOKING AT WHAT ARE THE PROJECTS THAT HAVE SIDEWALKS AND BIKES THAT ARE NOT JUST ROADWAYS RECONSTRUCTIONS OR WIDENING, BUT WHERE ARE THEY LOOKING AT IT FROM A MULTIMODAL STANDPOINT. AND AS YOU CAN SEE, A LARGE MAJORITY OF THEM DO IT. AND THAT'S BEEN INCREASING ACTUALLY EVERY YEAR THAT WE'VE BEEN DOING THE PROGRAM. SO, WE'RE SEEING MORE AND MORE PROJECTS THAT ARE MULTIMODAL AND FOCUS. WE STILL LOOK, THOUGH, AT CLIMATE CHANGE. WE HAVE ONE MATRIX THAT WE LOOK AT RELATIVE TO THIS RIGHT NOW WITH THE HIGH-RISK FLOOD ZONES. SO, WITH THE FEMA MAPS, WE'RE LOOKING AT THAT, SEEING WHERE THE PROJECTS ARE. AS YOU KNOW, THERE'S BEEN CHALLENGES RELATED TO THE PROGRAM AS RELATING ROADWAY WITH THE DRAINAGE ISSUES THAT ARE NEEDED. BUT WE'RE STILL TRACKING THIS BECAUSE WE WANT TO MAKE SURE THAT WE'RE UNDERSTANDING WHERE THESE PROJECTS ARE, THEY IN HIGH-RISK AREAS, AND THEN HOW DO THEY RELATE TO IT. SO, YOU STILL HAVE A LARGE PORTION OF THE FUNDING THAT'S GOING TOWARDS THOSE AREAS THAT WE'RE ABLE TO IDENTIFY, AND NOT JUST FROM A RESILIENCY STANDPOINT, BUT ALSO FROM UNDERSERVED COMMUNITIES. SO WHERE ARE THESE PROJECTS AT? ARE THEY IN UNDERSERVED COMMUNITIES? ARE WE SEEING MORE MONEY ALLOCATED TOWARDS THOSE COMMUNITIES THAT THAT MIGHT NEED A LITTLE MORE ASSISTANCE ON THE TRANSPORTATION SIDE, BUT THEN NOT FORGETTING THE CHILDREN AS WELL? NOW, EACH ONE OF THESE MATRICES ARE THINGS THAT WE LOOK AT FROM THE SECOND AMENDMENT AS TO HOW WE RANK AND RECOMMEND THESE PROJECTS. SO, I'M JUST GIVING YOU KIND OF THE HIGHLIGHTS OF THOSE, BUT WE WANTED TO MAKE SURE THE SCHOOL ZONES WERE IMPORTANT BECAUSE IT WAS ONE OF THE REALLY INTERESTING THINGS THAT WE'VE SEEN IS THAT MORE AND MORE MONEY EVERY YEAR HAS BEEN GOING TOWARDS PROJECTS THAT ARE NEAR SCHOOL ZONES. SO, WE'RE SEEING THAT IMPROVEMENT WITH THE MULTIMODAL. YOU'RE LOOKING AT SIDEWALKS, YOU'RE LOOKING AT GREATER ABILITY FOR SCHOOL CHILDREN TO GET TO SCHOOL. SO, I SAID I'D COME BACK TO THE INITIAL NUMBER OF THE 198. WELL, LAST YEAR'S MAG WAS ABOUT 29 MILLION. SO, WITH THAT REQUEST GIVING YOU A SENSE OF SUPPLY AND DEMAND, WE'RE ONLY ABLE TO MEET ABOUT 15%. SO THAT GIVES YOU A SENSE. NOW, AGAIN, WE DON'T HAVE THE MAG YET. WE USUALLY GET THAT IN ABOUT ANOTHER MONTH. WE GET THE FINAL DELIVERABLE TO THE MAP ADMINISTRATOR JUNE 1ST. SO, THERE'S SOME STILL WORK FOR US TO DO ON OUR END. BUT I LIKE YOU GUYS TO SEE AN IDEA. AND YOU SEE THIS WITH ALL GRANT PROGRAMS, FEDERAL GRANT PROGRAMS, THAT THE NEED IS MUCH GREATER THAN WHAT THE ACTUAL MONEY IS. AND SO WITH THAT, I'LL TAKE ANY QUESTIONS. THANK YOU. TODD. ANY QUESTIONS? NO. SEEING NONE. THANK YOU. THANK YOU FOR THE UPDATE OR WE'LL MOVE ON TO THE NEXT ITEM, WHICH IS A REPORT FROM PARTNER AGENCIES. FDOT IS HERE TO TALK ABOUT THE SUNRISE GATEWAY PDA. AND WE HAVE CHRIS MCCURDY IS GOING TO START US OFF TODAY. OH, I MISSED FOUR. SORRY. WE'LL GO BACK TO NUMBER FOUR FEDERAL DISCRETIONARY GRANTS UPDATE. [4. Federal Discretionary Grants] SORRY, JENNIFER, I DIDN'T MEAN IT. HONEST. I'M JUST SO EXCITED ABOUT THE NEXT PRESENTATION. SOUNDS VERY EXCITING. SO, I COMPLETELY UNDERSTAND. OKAY. ALL RIGHT, MADAM CHAIR. THANK YOU. GOOD AFTERNOON, EVERYONE. I'M JENNIFER TOOSIE, GOVERNMENT RELATIONS TRANSPORTATION PLANNER AT BROWARD MPO, AND I'M HERE TO SHARE WITH OUR GRANT. FEDERAL GRANT UPDATES FOR MARCH 2024 BECAUSE THAT'S THE MONTH WE'RE IN. SHOCKINGLY. ALL RIGHT. AS A REMINDER, WE HAVE OUR MONTHLY GRANTS COORDINATION CALL EVERY SECOND TUESDAY OF EACH MONTH. IT IS A GREAT OPPORTUNITY TO COORDINATE WITH PARTNERS AND COLLABORATE ON PROJECT IDEAS. PLEASE USE THE QR CODE OR THE LINK BELOW TO JOIN THAT ZOOM. [00:45:04] WE'D LOVE TO SEE YOU THERE. IT'S A GREAT WAY THAT EVERYBODY CAN STAY CONNECTED SO THAT WE CAN ALWAYS WORK TOWARDS. BEING COLLABORATIVE. ALL RIGHT. SO. WE HAVE UPDATES, WHICH IS VERY EXCITING FOR THRIVING COMMUNITIES. WE'RE CURRENTLY WORKING ON SOLIDIFYING OUR TEAM AND OUR COMPILING DATA AND THE BASE FILES WITH THE NEXT STEPS OF WAITING ON APPROVAL FOR FHWA. RAIL CROSSING ELIMINATION PROGRAM WE ARE COORDINATING WITH FRA, BRIGHTLINE, FEC ARE BROWARD COUNTY AND THE MUNICIPALITIES ON THE FINAL SCOPE AND COSTS AND ADDITIONALLY PREPARING ALL THE AGREEMENTS. RECONNECTING COMMUNITIES. WE ARE VERY EXCITED TO ANNOUNCE THAT ON MARCH 13TH, WE RECEIVED NOTIFICATION THAT WE WON THE $1.5 MILLION GRANT. OUR NEXT STEPS ARE AWAITING NEXT STEPS FROM US DOT. AND ADDITIONALLY, WE ARE ALSO VERY EXCITED TO ANNOUNCE THAT ON MARCH 14TH, WE WERE NOTIFIED THAT WE RECEIVED THE SMART GRANT, THE $2 MILLION THAT WE HAD APPLIED FOR. THE NEXT STEPS IS THE MPO IS CURRENTLY IDENTIFYING USE CASES THROUGH PUBLIC AND PRIVATE SECTOR PARTNER INTERVIEWS THAT WILL LEAD TO DEVELOPMENT OF AN IT ARCHITECTURE CONCEPT OF OPERATIONS PLAN AND A COMPREHENSIVE PLAN GUIDING SMART METRO DEVELOPMENT, DELIVERY AND SUSTAINED APPLICATION. NEXT UP WE HAVE THE PROTECT PLANNING GRANT, WHICH WE ARE STILL AWAITING NEWS ON. HOPEFULLY WE WILL BE HEARING SOMETHING SOON. THE SAFE STREETS AND ROADS FOR ALL SUPPLEMENTATIONS. GRANT. WE ARE, THE NOFO IS OUT, AND THE BROWARD MPO IS HAVING INTERNAL DISCUSSIONS TO DETERMINE HOW TO PROCEED. SO NEXT UP WE HAVE ALL OF OUR OPEN GRANT APPLICATIONS OR ALL OF THE CURRENT OPEN GRANT APPLICATIONS FROM THE FEDERAL DISCRETIONARY GRANTS. AND THEN THESE ARE THE UPCOMING GRANT APPLICATIONS. YOU SEE, WE HAVE QUITE A LOT. YOOHOO! BIG SUMMER BLOWOUT. THANK YOU. I APPRECIATE THE GIGGLE. IT'S A GOOD MOVIE. ALL RIGHT, THESE ARE ALL IN YOUR BACKUP. ANY QUESTIONS AT ALL OR IS ANYBODY APPLYING OR. THANK YOU. JENNIFER. ANY QUESTIONS OR COMMENTS? GRANTS TO SHARE. CHRISTOPHER JENNIFER DEERFIELD IS APPLYING FOR THE SAFE. THE SS FOR A GRANT, I THINK THAT'S RIGHT. EXCELLENT. YEAH. AS A DEMONSTRATION PROJECT. DEMONSTRATION PROJECT. EXCELLENT. FORT LAUDERDALE IS ALSO LOOKING AT THE FEASIBILITY OF A SUPPLEMENTAL. AND WE'VE BEEN TALKING WITH JAMES ABOUT WHAT THAT MIGHT LOOK LIKE. TO LEVERAGE THE WORK THAT YOU ALL ARE DOING. FANTASTIC. A LITTLE BIT MORE IN DEPTH IN OUR CITY AND MAYBE UPDATING OUR VISION ZERO PLAN. THAT'S OUT OF DATE. OKAY. ANYBODY ELSE? BILL. HEY. THANK YOU. CHAIR. I JUST ALSO WANT TO REMIND THE GROUP THAT IN ADDITION TO THESE BRIEFINGS. RIGHT. WE DO HAVE A MONTHLY MEETING. YOU KNOW, THE ATTENDANCE IS NOT AS ALWAYS AS GOOD AS WHAT WE HAD HOPED. SO I'D LIKE TO ENCOURAGE YOU TO ALL, YOU KNOW, JOIN IN TO THOSE CALLS. I'M ALSO GOING TO JUST REMIND EACH OF YOU THAT PART OF YOUR ROLE HERE ON THE TAC, RIGHT, IS TO COMMUNICATE UP TO THE BOARD MEMBERS. AND SO SPECIFIC TO THIS GRANT PROGRAM, WE HAVE GOTTEN A COMMENT BACK FROM ONE OF OUR BOARD MEMBERS ABOUT THE LACK OF COMMUNICATION. SO, THEY'RE NOT HEARING FROM YOU ON THESE GRANTS OR WHOEVER IT IS IN YOUR ORGANIZATION THAT MIGHT BE ATTENDING THE MONTHLY MEETINGS. SO PARTLY IN RESPONSE TO THAT, WE WILL START BRINGING THESE BRIEFINGS BACK TO OUR BOARD LEVEL AS WELL, STARTING I BELIEVE IT'S WITH THE MAY BOARD MEETING. SO, YOU KNOW, WE ARE DOING OUR BEST TO TRY TO CONTINUE TO GET THE WORD OUT AND COMMUNICATE, BUT ANY ASSISTANCE THAT YOU CAN GIVE US WITHIN YOUR ORGANIZATION WOULD CERTAINLY BE GREATLY APPRECIATED. EXCELLENT. THANK YOU. BILL. SARAH. SHE'S ONLINE. GO AHEAD. SARAH. I DON'T KNOW IF I NEED REBECCA TO PUSH SOMETHING OR SHE. [00:50:03] OKAY, OKAY. I FINALLY GOT THE PROMPT. SO, I JUST NOTICED A BUNCH OF GRANTS THAT HAVE TO DO WITH BRIDGES. AND I KNOW THAT I'VE BEEN REVIEWING BRIDGES LIKE DOT PROJECTS THAT INCLUDE BRIDGES. AND I'M ALWAYS LOOKING FOR, YOU KNOW, WHERE'S THE BIKE LANE? CAN WE PUT IT THERE? THERE'S NOT ENOUGH WIDTH. CAN ANY OF THE CITIES OR IS THIS SOMETHING THAT JOINTLY CITY AND DOT COULD GO FOR THE GRANT AND THEN, YOU KNOW, INCLUDE THESE FEATURES BIKE SAFETY AND PEDESTRIAN SAFETY FEATURES ON BRIDGES. IS THAT SOMETHING THAT'S POSSIBLE? THAT'S AN EXCELLENT QUESTION THAT I'LL HAVE TO GET BACK TO YOU ON. BILL, DO YOU KNOW MORE ON THAT? OR I CAN LOOK UP SOME OF THE THE ADDITIONAL INFORMATION ON IT. YEAH, I THINK PROBABLY BEST IS THAT WE, WE LOOK INTO THOSE BRIDGE GRANTS PROGRAMS A LITTLE BIT. AND OF COURSE, YOU CAN READ THE MOST OF THE GRANT PROGRAMS AT THIS POINT BECAUSE THE BIPARTISAN INFRASTRUCTURE LAW NOW HAS BEEN IN PLACE FOR A COUPLE OF YEARS, YOU GENERALLY HAVE GOT PREVIOUS YEAR GNOPHOS OUT THERE THAT YOU CAN READ. AND WHILE THEY MIGHT BE MINOR TWEAKS EACH YEAR, LITTLE REFINEMENTS, THE GENERAL SENSE OF THE PROGRAM SHOULD BE PRETTY WELL DEFINED AT THIS POINT. SO IF YOU'D LIKE, PLEASE FEEL FREE TO REACH OUT TO JENNIFER DIRECTLY. AND WE'RE GLAD TO HAVE A CONVERSATION ABOUT ANY ONE OF THOSE PROGRAMS. THANK YOU. ANY OTHER QUESTIONS FOR JENNIFER? NO. OKAY. SEEING NONE. THANK YOU. THANK YOU VERY MUCH. AND NOW WE'LL DO TAKE TWO WITH CHRIS MCCURDY. [5. Report from Partner Agency - Florida Department of Transportation - SR 5/US 1/Federal Highway at SR 838/Sunrise Boulevard Project Development and Environment (PD&E) Study] ALL RIGHT, HERE WE ARE. HELLO. THANK YOU FOR HAVING US. MY NAME IS CHRIS MCCURDY. I WORK AT FDOT DISTRICT FOUR, AND I'M A PROJECT MANAGER. AND TODAY, ALONG WITH CARLOS SEIJAS FROM GANNETT FLEMING, WE'RE GOING TO PRESENTING. WE'RE GOING TO BE PRESENTING ON THE WHAT WE CALL THE GATEWAY INTERSECTION PDA STUDY. THIS IS SR FIVE, US ONE FEDERAL HIGHWAY AT SR 838 SUNRISE BOULEVARD. WE AFFECTIONATELY CALL THIS THE THE GATEWAY PDA BECAUSE IT'S IN THE VICINITY OF THE TREASURED GATEWAY THEATER. THIS IS A FINANCIAL PROJECT. ID NUMBER FOUR 1 OR 4 41955-12202 ATERM NUMBER 14499. AND I'M GOING TO TURN IT OVER TO CARLOS TO PRESENT SOME TECHNICAL INFORMATION. THANK YOU. GOOD AFTERNOON EVERYONE. WE ARE NEARING THE END OF WHAT WE REFER TO AS THE PDA STUDY. SO I'M GOING TO GIVE YOU A QUICK RUNDOWN ON WHERE WE WERE AND WHERE WE ARE RIGHT NOW. SO THE PROJECT ITSELF, YOU COULD SEE IT THERE IT IS THE INTERSECTION. AS CHRIS SAID THE LIMITS ACTUALLY GO A LITTLE BIT BEYOND THE INTERSECTION WE GO TO ON THE EAST AND THE WEST. I'M SORRY. WE GO TO 15TH AVENUE ON THE NORTH. WE GO UP TO 13TH STREET, AND ON THE EAST SIDE WE GO ACROSS THE RIVER. SO WE DO GO A COUPLE INTERSECTIONS, YOU KNOW, NORTHEAST AND WEST OF, OF THE PRIMARY INTERSECTION. YOU COULD ALSO SEE THERE WHAT THE COLORS REPRESENT IS THE DIFFERENT ROADWAYS. THIS IS ACTUALLY THE AREA WHERE BOTH ROADWAYS OVERLAP. AS WE ALL KNOW, THAT IS PROBABLY ONE OF THE BIG CAUSES OF THE CONGESTION HERE AT THIS INTERSECTION. BASICALLY SUNRISE AND US ONE OVERLAP AT THIS LOCATION AND THEN THEY DIVERGE. SO WE LOOKED AT A WHOLE SERIES OF ALTERNATIVES TO TRY TO PROVIDE IMPROVEMENTS TO THE INTERSECTION. NINE WE LOOKED AT IN QUITE A LITTLE BIT OF QUITE A BIT OF DETAIL. WE NARROWED IT DOWN TO THREE, WHICH WE PRESENTED TO THE PUBLIC AT A RECENT WORKSHOP. WE'VE ACTUALLY WENT THROUGH A COUPLE ROUNDS OF WORKSHOPS WITH THE PUBLIC. AND I'M GOING TO GIVE YOU A QUICK OVERVIEW OF THE THREE AND LET YOU KNOW WHICH IS THE ONE THAT THAT FDOT IS RECOMMENDING. THE FIRST ONE YOU CAN SEE IS BASICALLY THE DO NOTHING OR A NO BUILD. AND I'LL SHOW YOU THAT IN MORE DETAIL. WE HAVE WHAT WE CALL AN EASTBOUND TRIPLE LEFT TURN AT GRADE INTERSECTION, WHICH IS AN ENHANCEMENT TO THE EXISTING. AND THEN WE LOOKED AT A COUPLE VARIATIONS OF A ROUNDABOUT WITH A GRADE SEPARATION FOR THE MAJOR MOVEMENT, WHICH IS THE EASTBOUND TO NORTHBOUND. SO WHICH IS THE NO BUILD? BASICALLY IT'S THE DO NOTHING AS YOU SEE THERE. THE THE RED LINES REPRESENT THE EXISTING RIGHT OF WAY THAT'S AVAILABLE AT THE INTERSECTION. WE TYPICALLY TRY TO STAY AS MUCH AS POSSIBLE WITHIN THE AREA OF THE EXISTING PUBLIC RIGHT OF WAY. WE ALSO HAVE A TABLE THERE THAT SUMMARIZES SOME OF THE BASIC STATISTICS OF THE ALTERNATIVES. AND WE HAVE THIS FOR EACH OF THEM. SO YOU CAN COMPARE AND CONTRAST AND SEE SOME OF THE OF THE MAJOR DIFFERENCES. AND SO ALTERNATIVE THREE WE CALL THE TRIPLE LEFT INTERSECTION. JUST TO DESCRIBE WHAT WE'RE DOING IS, FOR EXAMPLE, THE EASTBOUND TO NORTHBOUND MOVEMENT TODAY HAS A TRIPLE LEFT TURN MOVEMENT, BUT THE TRIPLE LEFT TURN [00:55:01] LANE IS SOMEWHAT CONSTRAINED. THIS ESSENTIALLY WOULD PROVIDE FULL TRIPLE LEFT TURN LANES. WE'VE EXTENDED THEM. WE'VE MADE THEM LONGER, INCREASES STORAGE CAPACITY, INCREASES THE THROUGHPUT THROUGH THE INTERSECTION. SO THAT'S ONE OF THE IMPROVEMENTS. THE OTHER IMPROVEMENT TO THE INTERSECTION IN TERMS OF CAPACITY IS FOR THE SOUTHBOUND MOVEMENT. WE BE PROVIDING TRIPLE RIGHT TURN LANES. ALL THESE MOVEMENTS WOULD BE SIGNALIZED AS THEY ARE TODAY. BY THE WAY, FOR THE SOUTHBOUND TO EASTBOUND MOVEMENT TODAY, THAT'S A DUAL LEFT TURN LANE. AND WE'D BE PROVIDING TRIPLE LEFT TURN LANES. AND THEN FOR THE WESTBOUND TO NORTHBOUND RIGHT TURN LANE TODAY, THAT'S A SINGLE LANE THAT WOULD BE DUAL RIGHT TURN LANES. IN TERMS OF THE ROADWAY ITSELF REMAIN BASICALLY BOTH OF THEM SIX LANE ARTERIAL ROADWAYS. BUT WE DO GAIN SOME VEHICLE THROUGHPUT CAPACITY IMPROVEMENTS BY MAKING THOSE CAPACITY IMPROVEMENTS. THE OTHER COLORS THERE IMPORTANT TO NOTE WOULD BE THE BLUE. THE BLUE IS WE'RE PROPOSING A A WIDER SIDEWALK. WE REFER TO IT AS A SHARED USE PATH ON THE OUTER PART OF OF THE ROADWAY, BASICALLY THROUGH THE INTERSECTION EVERYWHERE WE COULD FIT IT. SO WE DO HAVE A CONTINUOUS SHARED USE PATH, VARIES IN WIDTH WHERE WE COULD PROVIDE ADDITIONAL WIDTH. WE'RE TRYING TO GO A LITTLE BIT BEYOND THE MINIMUM, WHICH IS THE 12FT BASICALLY THROUGH THE ENTIRE INTERSECTION AS YOU SEE THERE. ALSO, IF YOU LOOK AT THE CENTER OF THE INTERSECTION, YOU LOOK AT THE CROSSWALKS. WE'VE TRIED TO BRING THE INTERSECTION TO MAKE A LITTLE BIT MORE COMPACT. SO YOU BASICALLY HAVE A BOX MORE SIMILAR TO AN EXISTING INTERSECTION. IF YOU LOOK AT THE EXISTING, YOU DON'T HAVE THAT BOX. YOU HAVE A SERIES OF STAGE CROSSING CROSSINGS. IT'S BASICALLY A ZIGZAG TO CROSS THROUGH THE INTERSECTION. SO THAT'S AN IMPROVEMENT THERE. AND THEN ONE THING THAT WE DID, WHICH IS SIGNIFICANT IN ORDER TO FIT THE SHARED USE PATH, PARTICULARLY ON THE THE BOTTOM AREA OF THE INTERSECTION WHERE THE THEATER IS, WE HAVE A HISTORIC THEATER THERE. WE'VE SHIFTED THE ENTIRE ALIGNMENT, ACTUALLY SEVERAL FEET TO THE NORTH, AND THAT CREATED SPACE TO PROVIDE A SHARED USE PATH AND A LITTLE BIT OF A GREEN BUFFER FOR THOSE AREAS NEAR AND AROUND THE HISTORIC THEATER. YOU CAN SEE IN THE MIDDLE THERE WE WILL KEEP SOME GREEN AREAS. THEY'VE BEEN REDUCED A LITTLE BIT FROM WHAT'S OUT THERE TODAY, BUT WE CAN STILL PROVIDE SOME LANDSCAPING AND STREETSCAPING IN TERMS OF RIGHT OF WAY IMPACTS. IF YOU LOOK AT THOSE TWO BOXES THERE, THEY POINT OUT AT THE PNC BANK, THERE WOULD BE SOME RIGHT OF WAY ACQUISITION NECESSARY. IT WOULD ALL BE THAT GREEN AREA THAT'S IN FRONT OF THE BANK. IT DOES NOT IMPACT THE BUILDINGS. IT DOES NOT IMPACT THE PARKING LOT. IN ESSENCE, WE'VE BEEN IMPACTING EXISTING GREEN AREA IN FRONT OF THE BANK. IN ADDITION TO THAT, WE WOULD NEED A SLIVER OF RIGHT OF WAY THAT'S OWNED BY EAST POINT TOWERS, THE CONDOMINIUM THAT'S THERE. AGAIN, THE AREA THAT WE'D BE IMPACTING WOULD BE A FEW FEET. THAT IS CURRENTLY JUST GREEN AREA IN FRONT OF THAT AREA. SO IN ESSENCE, IF YOU LIVED THERE, YOU WOULD JUST SEE A A WIDER SIDEWALK OR THE SIDEWALK THERE. TODAY MAY BE 5 OR 6FT. IT WOULD BE WIDENED OUT TO PROVIDE THAT CONTINUOUS SHARED USE PATH. AND SO WE LOOKED AT A COUPLE ROUNDABOUT ALTERNATIVES AND I'LL TAKE A STEP BACK. IN ADDITION TO THIS ROUNDABOUT ALTERNATIVE, WHICH YOU CAN SEE HAS A GRADE SEPARATION. AND BOTH OF THEM ACTUALLY HAVE A GRADE SEPARATION. THIS ONE HAS A GRADE SEPARATION FOR THE EASTBOUND TO NORTHBOUND MOVEMENT, WHICH IS ONE OF THE LARGEST MOVEMENTS THROUGH THE INTERSECTION. WE ALSO DID LOOK AT A FULLY AT GRADE ROUNDABOUT, AND THE FULLY AT GRADE ROUNDABOUT DID NOT WORK. WE ACTUALLY LOOKED AT A COUPLE VARIATIONS OF THAT. SO REALLY THE ONLY WAY FOR A ROUNDABOUT TO WORK FROM A OR AND THIS IS A MULTI-LANE ROUNDABOUT, BY THE WAY, FOR IT TO WORK IS YOU NEED SOME TYPE OF GRADE SEPARATION. SO THIS IS THE FIRST VARIATION, WHICH IS THE ONE WITH THE FLYOVER. YOU CAN SEE THERE WE HAVE A MINIMUM OF TWO LANES, IN SOME CASES THREE LANES THROUGH THE ROUNDABOUT. WE HAVE THE SHARED USE PATHS AS WELL. SIMILAR WE TRY TO MAKE THEM AS COMPARABLE AS WE COULD. THE BIG DIFFERENCE HERE, YOU SEE IT'LL BE THE COST IS A LITTLE BIT MORE A BIG PART OF THAT IS THERE YOU CAN SEE THERE'S ADDITIONAL RIGHT OF WAY ACQUISITION IN THE AREA OF THE PNC BANK PROPERTY AND A LITTLE BIT MORE IN TERMS OF THE EASTPOINT TOWERS PROPERTY AS WELL. THE ROUNDABOUT AS YOU ALL KNOW, IS YIELD CONTROL. AND SO THERE ARE THREE MOVEMENTS THAT WOULD GO YIELD THROUGH THE INTERSECTION. AND THEN YOU ALSO HAVE THREE OTHER MOVEMENTS THAT TECHNICALLY WOULD BE FREE FLOW THAT WE WOULD HAVE TO CONTROL FOR PEDESTRIAN CROSSINGS. AND THAT'S WHERE YOU SEE THOSE CROSSWALKS. AND SO IN ORDER TO TO PROVIDE THAT CONTROL FOR PEDESTRIANS, WE WOULD HAVE TO PROVIDE SOME TYPE OF SIGNAL THERE, PEDESTRIAN ACTIVATED. THERE ARE REAL SIGNAL OR SOME TYPE OF FLASHING DEVICE AND SO FORTH. SO THAT'S SOMETHING THAT IF THIS ALTERNATIVE WERE TO MOVE FORWARD, WOULD HAVE TO BE EVALUATED IN MORE DETAIL. BECAUSE WHAT HAPPENS AS YOU GET MORE AND MORE PEDESTRIAN ACTIVATIONS, YOU START RUINING THE THE OPERATIONS OF THE ROUNDABOUT, WHICH IS, YOU KNOW, BASICALLY ALMOST FREE FLOW, FREE FLOW. AND SO THE OTHER VARIATION IS ESSENTIALLY THE SAME, RATHER THAN GOING UP AND OVER THE INTERSECTION, YOU CAN SEE THERE WE WOULD ACTUALLY GO BELOW. THE BIG BENEFIT OBVIOUSLY IS YOU DON'T HAVE THE OVERPASS GOING THROUGH THE MIDDLE OF THE INTERSECTION, AND INSTEAD YOU'D HAVE SOMETHING GOING UNDERGROUND. [01:00:08] ON THE DOWNSIDE, IT ADDS SIGNIFICANT COST. AND YOU'D HAVE POTENTIAL FOR UTILITY AND OTHER TYPES OF IMPACTS. SO THOSE ARE THE TWO ROUNDABOUT ALTERNATIVES. WE EVALUATED THEM. THIS IS JUST THE SUMMARY MATRIX. BUT IN ESSENCE, IF YOU WERE TO EVALUATE THEM, THE ALTERNATIVE THREE TENDS TO RATE A LITTLE BIT HIGHER. OVERALL. AND BASED ON THE FEEDBACK WE FEEDBACK WE GOT FROM THE PUBLIC IT WAS PRETTY MUCH CONSENSUS THAT THAT EVERYBODY WAS IN AGREEMENT THAT THEY DID PREFER ALTERNATIVE THREE, THE AT GRADE INTERSECTION. AND SO MOVING FORWARD, THAT IS THE ALTERNATIVE THAT WE'RE GOING TO MOVE FORWARD WITH. WE'RE GOING TO MOVE FORWARD AND HAVE A PUBLIC MEETING TO CONCLUDE THE STUDY. WE'RE ACTUALLY NOT GOING TO NECESSARILY HAVE A PUBLIC HEARING, BUT BECAUSE OF THE THE TYPE OF IMPROVEMENTS THAT WE'RE DOING HERE, THIS IS MORE OF A TRADITIONAL RECONSTRUCTION. SO WE'VE DEGRADED THE CLASS OF ACTION SLIGHTLY. AND SO WE'RE ABLE TO ACTUALLY EXPEDITE THE PROJECT AND GET IT THROUGH INTO DESIGN RELATIVELY SOON. AND SO SOME VISUALS OF THE SO YOU CAN SEE WHAT IT MORE OR LESS WHAT IT LOOKS LIKE. THIS IS A VIEW IF YOU'RE STANDING ON THE SOUTH SIDE, LOOKING NORTH DOWN BELOW TO YOUR LEFT, YOU CAN SEE THE LITTLE TOWER THERE. THAT'S THE GATEWAY THEATER. SO JUST LOOK FOR THAT LITTLE TOWER AND THAT LET YOU ORIENT YOURSELF AND SEE WHERE THE THEATER FALLS. AND YOU CAN SEE WHERE YOU HAVE, YOU KNOW, THE MEDIANS THERE. YOU HAVE A LITTLE BIT OF A GREEN AREA IN FRONT OF THE THEATER. YOU HAVE THE CROSSWALKS THAT ARE NEARBY. AND AGAIN, YOU CAN SEE HOW THE INTERSECTION IS MADE A LITTLE BIT MORE COMPACT FROM WHAT'S OUT THERE TODAY. AND NOW THIS IS THE VIEW GETTING FROM OBVIOUSLY STANDING ON THE OTHER SIDE LOOKING SOUTH AGAIN. IF YOU CAN SEE YOU CAN SEE THE THEATER THERE. LOOK FOR THE LITTLE TOWER THAT'LL LET YOU ORIENT YOURSELF, GIVE YOU A SENSE OF THE IMPROVEMENTS. NOW IF WE GET DOWN LOWER, JUST ANOTHER VIEW OF THE INTERSECTION. FOCUSING AGAIN, THE THEATERS UP ON THE TOP MIDDLE, WE SHOW THERE SOME GATEWAY FEATURES THAT HAS NOT BEEN DESIGNED. THAT WILL BE SOMETHING THAT WILL BE DONE IN THE NEXT PHASE. BUT WE WANTED TO SHOW THAT THERE IS THE POTENTIAL IN THESE GREEN AREAS AND OTHER AREAS THERE TO MAYBE PROVIDE SOME GATEWAY FEATURES FOR THE COMMUNITY. THAT WOULD BE SOMETHING THAT THE DEPARTMENT WOULD WORK OUT WITH THE CITY DURING THE DESIGN PHASE. BUT THERE IS SOME OPPORTUNITIES THERE. AND JUST ANOTHER VIEW AGAIN, A FEEDERS TOP RIGHT TO GIVE YOU A SENSE OF SCALE. AND THAT'S RIGHT FROM THE THEATER. WE ACTUALLY DID THIS VIEW FOR ALL THE ALTERNATIVES. IT WAS REALLY GOOD FOR THE PUBLIC TO SEE THIS SAME PERSPECTIVE. IF YOU'RE AT THE GROUND FROM THE THEATER, WHAT IT WOULD LOOK LIKE, AND YOU COULD SEE ALL THE VARIATIONS OF THE DIFFERENT ALTERNATIVES, THAT'S IT WITH THE PRETTY STUFF, THESE ARE OUR NEXT STEPS. WE'VE SELECTED IT AND WE'RE GOING TO BE GOING TO OUR PUBLIC MEETING LIKELY BE IN JUNE. SO STAY TUNED AND WE'LL BE PRESENTING IT. AND THEN THE PROJECT WILL THEN PROCEED INTO THE DESIGN PHASE. THANK YOU VERY MUCH. ANY QUESTIONS. THANK YOU. ANY QUESTIONS? KHALILAH. HELLO. KHALILAH FRENCH BROWARD COUNTY TRANSIT. SO OBVIOUSLY I WOULD ASK ABOUT TRANSIT. I KNOW THERE'S A TRANSIT STOP THERE. I SEE IN YOUR LIST YOU SAID TRAFFIC, SO I'M ASSUMING TRAFFIC INCLUDED TRANSIT SINCE IT WASN'T CALLED OUT SPECIFICALLY. SO I DON'T SEE A SHELTER OR ANYTHING IN THE RENDERING. SO YEAH, WE MISSED THAT. BUT WE DO HAVE IT. WE HAVE IT IN OUR PLANS. SO WE HAVE ACTUALLY THERE'S SEVERAL THERE'S MORE. THERE'S THEY'RE BOTH DIRECTIONS AND ON ALL LEGS. SO I THINK WE HAVE PROBABLY CLOSE TO SIX WE'VE CREATED BECAUSE WE CREATED THE ADDITIONAL SPACE FOR THE SHARED USE PATH. WE DID CREATE IT. AND WE ARE GOING TO BE PROVIDING A PAD FOR A SHELTER THERE. SO ACTUALLY WE'RE TODAY, I THINK THERE'S ONLY ONE OF THEM THAT MAY HAVE ACTUALLY ONE OF THEM MAY HAVE A SHELTER, A COUPLE OF THEM HAVE BENCHES, AND MOST OF THEM JUST HAVE A SIGN. EXACTLY. SO IN THIS, AT LEAST IN THE RENDERINGS, IT LOOKS VERY SIMILAR OR ALMOST WORSE. YES. IN TERMS OF HOW THEY WOULD NAVIGATE THROUGH THERE. SO WITHIN THE AREA OF THE INTERSECTION, WE HAVE ENOUGH SPACE FOR A FULL SHELTER. ONCE YOU START GETTING BEYOND, AT LEAST PARTICULARLY ON THE WEST, WE'RE CONSTRAINED. ON THE NORTH WE HAVE SPACE AND I BELIEVE WE HAVE ROOM EVEN ON THE EAST. SO I BELIEVE IT WOULD BE ONLY THE ONES ON THE WEST THAT WOULD BE CONSTRAINED. BUT I BELIEVE ON ALL THE OTHER ONES, WE HAVE ENOUGH SPACE FOR A SHELTER AND A AND A PAD. YES. THANK YOU. YOU'RE WELCOME. SARAH. GO AHEAD. SARAH. HELLO? CAN YOU HEAR ME? YES. OKAY. SORRY, I DIDN'T KNOW I COULD UNMUTE MYSELF. HEY, CARLOS, I SARAH FARRELL FROM BPAC. SO WE'VE MET BEFORE. SO I WAS JUST WONDERING. I'M DELIGHTED TO SEE THOSE SHARED USE PATHS. [01:05:01] THIS IS SOMETHING WE TALKED ABOUT AT THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE. AND SO IT'S WONDERFUL TO SEE HERE, PARTICULARLY BECAUSE WE KNOW THERE'S SO MUCH BICYCLE TRAFFIC HERE ON WEEKENDS TRYING TO REACH THE BEACH. I AM A LITTLE CONCERNED ABOUT THAT TRANSITION BETWEEN THE DRIVEWAY ACCESS TO THE STREET AND THE AND THE SHARED USE PATH. AND SO I'M HOPING THAT SOME SPECIAL TREATMENTS ARE GOING TO BE USED TO SLOW THAT DRIVER DOWN, EITHER IN OR OUT, BECAUSE THEY'RE NOT USED TO THIS. AND MAKE SURE THAT THEY'RE LOOKING OUT FOR THOSE BICYCLISTS THAT MAY BE YOU KNOW, RIDING ALONG THAT ROUTE. YES. ACTUALLY, THERE'S AN AS PART OF THE DESIGN, THERE'S TWO DRIVEWAYS. WE'RE ACTUALLY GOING TO BE CLOSING. ONE OF THEM IS IN THE MALL, JUST THERE TO THE NORTH, WHICH IS WHERE THAT YOU SEE THAT ADDITIONAL GREEN AREA THERE NEAR IT SAYS NORTHEAST 18TH AVENUE. THAT DRIVEWAY WOULD BE CLOSED, WHICH IS PROBABLY NOT A VERY GOOD PLACE FOR A DRIVEWAY. IT'S RIGHT IN THE AREA OF THE INTERSECTION BECAUSE THERE WAS REDUNDANT ACCESS THERE. WE THINK WE CAN CLOSE THAT, THAT DRIVEWAY. THERE'S ALSO ONE ON ON THE SOUTH. THE OTHER DRIVEWAYS, LIKE YOU SAID, WOULD REMAIN AS IS. THERE'S NOT A LOT WE CAN DO. THE MAJOR ONES. WE CAN DEFINITELY PUT THE MARKINGS. WE COULD PROBABLY PUT SOME SIGNING. AND I THINK THE DESIGN ITSELF SHOULD SLOW TRAFFIC DOWN. THE EXISTING INTERSECTION, AS YOU KNOW, HAS THESE LARGER, WIDER SWEEPING CURVES. WE'VE ELIMINATED THOSE. SO HOPEFULLY VEHICLES WILL BE GOING A LITTLE BIT SLOWER THAN THEY THEY DO TODAY. AND THEN MAYBE WHEN WE'RE IN THE DESIGN PHASE, WE CAN, YOU KNOW, LOOK INTO IT IN MORE DETAIL, SEE IF THERE'S SOMETHING ELSE WE CAN DO. RIGHT. SOUNDS WONDERFUL. THANK YOU. YOU'RE WELCOME. CHRISTOPHER. HI. THANK YOU. ON ALL THREE LEGS OF THIS INTERSECTION, THERE ARE SOME VERY SKINNY MEDIANS THAT YOU'RE ASKING PEDESTRIANS TO CROSS. AND I WOULD, IN YOUR DESIGN PHASE, LOOK AT INCREASING THOSE FOR PEDESTRIAN REFUGE BECAUSE THERE'S LIKE 6 OR 7 LANES THAT YOU'RE ASKING A PEDESTRIAN TO CROSS. AND SOME OF US GET AROUND BETTER THAN OTHERS. AND I DON'T KNOW IF YOU'D BE ABLE TO MAKE THAT IN AND KEEP THE EFFICIENCY OF THE INTERSECTION. SO I JUST ENCOURAGE YOU TO PURSUE THAT. THANK YOU KNOW, WE CAN I BELIEVE WE PUT A MINIMUM IN THERE OF SIX. I'M NOT SURE I'LL HAVE TO CHECK. IF WE PROVIDE A LITTLE BIT MORE, IT WOULD MEAN A LITTLE BIT ADDITIONAL RIGHT OF WAY ACQUISITION, PARTICULARLY FOR THE AREA OF THE BANK, BECAUSE THAT WOULD BE THE LEG THAT I BELIEVE WE HAVE THE NARROWEST SEPARATORS THERE. BUT WE DID, IF YOU ACTUALLY SEE THE CROSSING DISTANCE COMPARED TO EXISTING IS REDUCED SUBSTANTIALLY. AND THEN WHEN WE GO TO DESIGN, WE'LL TRY TO MAKE IT SO THAT WE COULD DO THAT IN ONE STAGE INSTEAD OF TWO. SO YOU DON'T HAVE TO STOP. AND THAT WOULD HELP TO. THANK YOU. ANY OTHER QUESTIONS? I WILL FINISH OFF THAT. THIS HAS BEEN AN AMAZING PROCESS. I THANK YOU ALL FOR ALL THE HARD WORK THAT'S BEEN DONE AND ALL THE PUBLIC OUTREACH. THEY HAVE COME TO THE COMMUNITY OVER AND OVER, LISTENED, HEARD. AND LIKE CARLOS SAID, THERE REALLY WAS A CONSENSUS AROUND WHERE WE ENDED UP WITH THIS. IT'S NOT WHERE WE STARTED. I KNOW I SEE CESAR IN THE AUDIENCE THERE WHO STARTED US WITH CONCEPT DEVELOPMENT YEARS AGO, AND WE DIDN'T KNOW WE'D END UP IN THIS WAY, BUT WE WENT TOGETHER ON THE PROCESS, AND EVERYBODY'S DONE A GREAT JOB WITH THE PRESENTATIONS AND LISTENING THROUGH THE PROCESS, SO WE'RE SUPER HAPPY WITH THE OUTCOME OF THIS PROJECT. THANK YOU, THANK YOU, THANK YOU. NEXT, WE'LL MOVE ON TO OUR NEXT PRESENTATION, WHICH IS THE REPORT FROM PARTNER AGENCIES. [6. Report from Partner Agency - Florida Department of Transportation - Golden Glades Interchange (GGI) Project ] DOT IS HERE TO TALK ABOUT GOLDEN GLADES INTERCHANGE PROJECT. AND SERGIS DUARTE WILL GIVE US THAT PRESENTATION. GOOD AFTERNOON EVERYONE. BEFORE I INTRODUCE SURGES, I AM ANDRES BEREZIARTU AND I AM THE ASSISTANT DISTRICT CONSTRUCTION ENGINEER FOR FDOT DISTRICT SIX DOWN IN MIAMI. AND WITH ME HERE, WE DO HAVE THE SENIOR COMMUNITY OUTREACH SPECIALIST FOR THE PROJECT, SERGIO DUARTE, AND NEXT TO HIM IS A SENIOR PROJECT ENGINEER FOR THE PROJECT AS WELL. AND THAT IS RAJ RANGASWAMY. AND WE'RE GOING TO BE PRESENTING A LITTLE JOB DOWN IN GOLDEN GLADES INTERCHANGE THAT YOU MIGHT HAVE HEARD ABOUT THAT WE JUST FINISHED BREAKING GROUND ON SO SURGES. GO AHEAD. THANK YOU. ANDRES. GOOD AFTERNOON, COMMITTEE MEMBERS. SO THIS IS A PROJECT THAT WE'RE VERY EXCITED ABOUT. LIKE ANDRES MENTIONED, WE JUST STARTED CONSTRUCTION, AND IT'S A COLLABORATIVE EFFORT BETWEEN FDOT DISTRICT SIX AND THE FLORIDA'S TURNPIKE ENTERPRISE. AND SO WHAT IS THE THE PRIMARY PURPOSE OF THIS PROJECT? IT'S TO ENHANCE REGIONAL MOBILITY. IF YOU'RE FAMILIAR WITH THIS INTERCHANGE, YOU'RE AWARE THAT IT CONNECTS FIVE MAJOR ROADWAY SYSTEMS IN THE SOUTH FLORIDA AREA I-95, PALMETTO EXPRESSWAY, FLORIDA'S TURNPIKE, SR NINE AND SR SEVEN, US 441 NORTHWEST SEVENTH AVENUE. [01:10:02] AND THIS PROJECT IS PART OF THE MOVING FLORIDA FORWARD INFRASTRUCTURE INITIATIVE. AND SO WHAT DOES THAT MEAN IS THAT THE STATE, FDOT, HAS IDENTIFIED CERTAIN PROJECTS THAT ONLY LACKED FUNDING TO MOVE INTO CONSTRUCTION. AND WE'RE HAPPY TO SAY THAT THIS IS ONE OF MANY PROJECTS THAT ARE COMING DOWN THE PIPELINE AS PART OF THE MOVING FLORIDA FORWARD INFRASTRUCTURE INITIATIVE. SO THIS IS A PROJECT OVERVIEW. LIKE WE MENTIONED, WE JUST STARTED CONSTRUCTION. IT WILL TAKE US THROUGH FALL OF 2031 WITH AN ESTIMATED CURRENT PROJECT COST OF 908 MILLION. THERE WILL BE TEMPORARY LANE CLOSURES, TRAFFIC SHIFTS AND ROADWAY DETOURS THAT ARE SCHEDULED TO HAPPEN AT NIGHT OR OVERNIGHT. AND WE JUST LAUNCHED A DEDICATED PROJECT WEBSITE. IT'S GO GUY. COM THAT WILL BE A PRIMARY RESOURCE TO FIND OUT ABOUT THE PROJECT, UPCOMING LANE CLOSURES AND DETOURS. THE FDOT CONTRACTOR. IT'S A JOINT VENTURE G.J.I CONSTRUCTORS JOINT VENTURE, AND THAT'S BETWEEN HALLI ENGINEERING CONTRACTORS AND MASTEC CIVIL. THIS IS A DIAGRAM OF THE PROJECT AREA ON THE EAST END. WE'RE GOING TO THE PALMETTO EXPRESSWAY, NORTHWEST 19TH AVENUE ON THE NORTH END, THE FLORIDA'S TURNPIKE AND MIAMI GARDENS DRIVE ON THE EAST END, 167 STREET AND NORTHWEST SECOND AVENUE AND THE SOUTH END 1/35 STREET ALONG I-95. THIS IS A RENDERING OF WHAT THE FINAL INTERCHANGE WILL LOOK LIKE AND IT'S ULTIMATE CONFIGURATION. WE DO HAVE A VIDEO IN A COUPLE OF SLIDES THAT WILL GIVE YOU SOME MOVING VISUALS OF THE IMPROVEMENTS THAT ARE HAPPENING ON THIS PROJECT. SO LIKE I MENTIONED, THERE WILL BE LANE CLOSURES. THERE WILL BE DETOURS. AT TIMES WE WILL HAVE AROUND THE CLOCK WORK ZONES. OF COURSE, THAT ULTIMATELY WILL INCREASE TRAVEL TIMES WHEN GOING THROUGH THE INTERSECTION. VERY IMPORTANT TO NOTE DURING DAYTIME HOURS, WE'RE COMMITTED TO HAVING THE SAME AMOUNT OF LANES THAT YOU SEE CURRENTLY IN PLACE. NOW WITH HAVING OUR OUR NIGHTTIME DETOURS AND CLOSURES HAPPENING, THEN SO THERE WILL BE POTENTIAL IMPACTS. YOU KNOW, THIS IS A PRESENTATION THAT WE'RE SHOWING TO THE GENERAL PUBLIC AND TO OTHER ELECTED OFFICIALS. LIKE WITH ANY PROJECT, YOU WILL HAVE DUST, NOISE, VIBRATION. THERE WILL BE CONSTRUCTION CREWS IN THE AREA, AND OUR TEAM WILL BE MAKING SURE THAT OUR MITIGATION EFFORTS ARE IN PLACE SO WE CAN HAVE WATER AND SWEEPING VIBRATION MONITORING. HAVING CERTIFIED FLAGGERS AS NEEDED. SOMETHING WE'RE VERY EXCITED ABOUT IS THE PARTNERSHIP THAT FDOT HAS WITH ONE NETWORK, AND THAT WILL ALLOW OUR CONTRACTOR AND OUR PROJECT TEAM TO ANNOUNCE LANE CLOSURES IN REAL TIME. THAT WILL COME OUT ON GOOGLE MAPS, WAZE, APPLE MAPS, AND OF COURSE, WE'LL ANNOUNCE, YOU KNOW, THE TRADITIONAL WAY, YOU KNOW, TO THE TRAVELING PUBLIC, WE'LL HAVE OVERHEAD SIGNAGE TO MAKE SURE THAT THE TRAVELING PUBLIC CAN PREPARE FOR ANY UPCOMING CLOSURES OR DETOURS. PART OF OUR OUTREACH PLAN. WE DO HAVE A DEDICATED MULTILINGUAL OUTREACH TEAM. WHAT DOES THAT MEAN? WE'LL HAVE PROJECT INFORMATION IN ENGLISH, SPANISH AND HAITIAN CREOLE WILL BE ENGAGING WITH THE COMMUNITY ON A REGULAR BASIS THROUGH POP UP EVENTS, THROUGH INDOOR THROUGH DOOR TO DOOR OUTREACH, MAKING SURE THAT WE CAN BRING THE INFORMATION TO THE PUBLIC. THAT'S SOMETHING THAT WE'RE VERY COMMITTED TO AS PART OF THE COMMUNITY OUTREACH FOR THIS PROJECT. AND WITH THE PROJECT OF THIS MAGNITUDE, WE WANT TO MAKE SURE THAT PEOPLE ARE INFORMED AND KNOW WHAT TO EXPECT WHILE CONSTRUCTION IS TAKING PLACE. SOMETHING WE'RE VERY EXCITED ABOUT IS WE ARE PLANNING GEOFENCE MESSAGING. SO WHAT DOES THAT MEAN? WE'VE WE ARE IN PARTNERSHIP WITH CERTAIN ADVERTISING COMPANIES WHERE WE CAN CREATE A GEOFENCE AROUND THE GOLDEN GLADES INTERCHANGE. SO IF SOMEONE IS DRIVING THROUGH THE INTERCHANGE LATER ON THAT DAY OR THE NEXT DAY, THEY COULD BE SERVED AN ADVERTISEMENT ABOUT THE GOLDEN GLADES INTERCHANGE THAT CAN INVITE THEM TO VISIT THE WEBSITE AND SIGN UP TO RECEIVE PROJECT UPDATES. THIS IS A PROJECT VIDEO THAT WAS CREATED DURING THE DESIGN PHASE. I'M GOING TO GO AHEAD AND PLAY IT. HOPEFULLY WE HAVE SOUND. THE GOLDEN GLADES INTERCHANGE ENHANCEMENT PROJECT IS AN ESSENTIAL STEP TO IMPROVING SOUTH FLORIDA'S REGIONAL TRANSPORTATION NETWORK. ONCE COMPLETED, THIS PROJECT WILL FACILITATE A FASTER, SAFER, AND MORE CONVENIENT TRAVEL EXPERIENCE WHILE PROVIDING DRIVERS THE CHOICE BETWEEN USING NON-TOLLED GENERAL USE LANES OR EXPRESS LANES DURING THEIR COMMUTE. THE GOLDEN GLADES INTERCHANGE LINKS FIVE MAJOR ROADWAYS I-95, THE PALMETTO EXPRESSWAY, FLORIDA'S TURNPIKE, STATE ROAD NINE, AND STATE ROAD SEVEN. WE BEGIN BY FLYING ALONG THE PALMETTO EXPRESSWAY, MOVING EAST TOWARD THE GOLDEN GLADES INTERCHANGE, WHERE THIS PROJECT WILL REHABILITATE THE EXISTING PAVEMENT. DRIVERS WISHING TO ACCESS THE PALMETTO EXPRESSWAY CAN ENTER AT THE NORTHWEST 17TH AVENUE ENTRANCE RAMP. [01:15:03] THE EXISTING TWO LANE EXIT RAMP ALONG STATE ROAD 826 WILL BE RECONFIGURED AND JOIN THE NEW LANE FROM NORTHWEST 167TH TO CONNECT WITH SOUTHBOUND I-95. THE PALMETTO EXPRESSWAY ENTRANCE RAMP, CURRENTLY NEXT TO NORTHWEST 12TH AVENUE, WILL ALSO BE RECONFIGURED AND CONVERTED TO AN EXIT RAMP, LEADING DRIVERS TO A NEW FLYOVER BRIDGE WHICH PROVIDES DIRECT ACCESS TO NORTHBOUND I-95. WE WILL NOW RETURN TO AN OVERHEAD VIEW OF THE GOLDEN GLADES INTERCHANGE, BEFORE FOCUSING ON ENHANCEMENTS FOR FLORIDA'S TURNPIKE AND SOUTHBOUND I-95. RATHER THAN TRANSITIONING TO I-95 THROUGH ONE NON-TOLLED GENERAL USE LANE AS DRIVERS DO NOW, THIS PROJECT WILL PROVIDE AN ADDITIONAL LANE. TWO LANES WILL BE ADDED TO CONNECT THE NON-TOLL GENERAL USE LANES BETWEEN FLORIDA'S TURNPIKE AND SOUTHBOUND I-95. ADDITIONALLY, A THIRD LANE WILL BE CONSTRUCTED TO PROVIDE DIRECT ACCESS TO I-95 EXPRESS IN THE SOUTHBOUND DIRECTION. THOSE DRIVERS WISHING TO TRAVEL WEST ON THE PALMETTO EXPRESSWAY WILL DO SO VIA A REBUILT RAMP, IN A SIMILAR CONFIGURATION TO WHAT EXISTS TODAY. THE NEW CONFIGURATION WILL ALSO ALLOW ACCESS TO THE GOLDEN GLADES MULTI-MODAL TRANSPORTATION FACILITY. ADDITIONALLY, THE EXIT TO STATE ROAD SEVEN WILL BE MOVED FURTHER SOUTH. EXPRESS LANE MARKERS WILL SEPARATE THE NON-TOLLED GENERAL USE LANES FROM THE EXPRESS LANES ALONG SOUTHBOUND I-95. THE PEDESTRIAN BRIDGE AT NORTHWEST 147TH STREET WILL BE REBUILT TO BETTER SERVE PEDESTRIANS COMMUTING TO THOMAS JEFFERSON MIDDLE SCHOOL. BISCAYNE GARDENS ELEMENTARY, AND THE SURROUNDING AREAS. THE SECTION OF NORTHBOUND I-95 LOCATED SOUTH OF THE INTERCHANGE WILL ALSO BE REBUILT. COMMUTERS USING THE EXPRESS LANES WILL HAVE THE OPTION TO EXIT AT THE GOLDEN GLADES MULTIMODAL TRANSPORTATION FACILITY. REMAIN ON 95 EXPRESS, MOVE INTO THE NON-TOLLED GENERAL USE LANES, OR TRANSITION ONTO FLORIDA'S TURNPIKE OR THE PALMETTO EXPRESSWAY. DRIVERS IN THE NON-TOLL GENERAL USE LANES WILL ALSO BE ABLE TO CHOOSE FROM TRANSITIONING ONTO FLORIDA'S TURNPIKE, ACCESSING WESTBOUND PALMETTO EXPRESSWAY, OR CONTINUING NORTH ON I-95. A NEW RAMP WILL PROVIDE DRIVERS BETTER ACCESS AT STATE ROAD SEVEN AND NORTHWEST 167TH STREET. THE INTERSECTION OF NORTHWEST SECOND AVENUE AND NORTHWEST 167TH STREET WILL ALSO BE WIDENED TO ACCOMMODATE MORE VEHICLES. DRIVERS WILL BE ABLE TO DIRECTLY ACCESS THE FLORIDA TURNPIKE. ENHANCEMENTS ARE ALSO SLATED FOR STATE ROAD NINE AND THE SURROUNDING ROADS. CURRENT NORTHBOUND MOVEMENTS ALONG STATE ROAD NINE WILL BE CHANGED TO ALLOW DRIVERS QUICKER ACCESS ONTO NORTHBOUND I-95. CURRENT RAMPS WILL BE RECONFIGURED TO ALIGN WITH PREVIOUSLY MENTIONED ENHANCEMENTS WITHIN THE INTERCHANGE. THE GOLDEN GLADES INTERCHANGE ENHANCEMENT PROJECT WILL WORK TO STRENGTHEN THE REGIONAL TRANSPORTATION SYSTEM FOR DRIVERS BY EXPANDING THE SOUTH FLORIDA EXPRESS AND MANAGE LANES NETWORK, AS WELL AS THE NON-TOLLED GENERAL USE LANES. FOR MORE INFORMATION AND OTHER WAYS, FDOT IS. SO THAT'S OUR VIDEO GIVES YOU HOPEFULLY A BETTER UNDERSTANDING OF WHAT TO EXPECT DURING THE IMPROVEMENTS THAT ARE BEING MADE. AS PART OF THIS PROJECT, I WILL SERVE AS THE PRIMARY POINT OF CONTACT. THAT'S MY CELL PHONE NUMBER. THAT'S MY EMAIL. WE ALSO ENCOURAGE EVERYONE IF THEY WANT TO TRACK ALONG WITH THE PROJECT. YOU CAN VISIT GOGI. COM AND WE HAVE A AN OPTION THERE TO SIGN UP AND RECEIVE EMAIL UPDATES. SOMETHING ELSE THAT WE'RE VERY EXCITED ABOUT IS FOR OUR ADVERTISING AND FOR OUR MARKETING MATERIAL. WE'VE BEEN ABLE TO LAUNCH A DEDICATED PHONE HOTLINE FOR THE PROJECT. SO THAT'S 30550 GO, GIGI. AND WE ALSO HAVE A GENERAL EMAIL WHICH IS INFO@GOGI.COM. WE ALWAYS LIKE TO END OUR PRESENTATIONS WITH A MESSAGE FROM THE FDOT SAFETY OFFICE. FDOT REMINDS YOU THAT TEXTING AND DRIVING IS ILLEGAL. FDOT REMINDS YOU TO PLEASE PUT IT DOWN. THANK YOU. IF THERE ARE ANY QUESTIONS, WE HAVE RAJ HERE, OUR CONSULTANT, RESIDENT ENGINEER AND OF COURSE ANDRES FROM FDOT. THANK YOU SO MUCH. EXCELLENT. THANK YOU. ANY QUESTIONS? THAT'S A WOWZA PROJECT. HOLY MOLY. THAT'S GOING TO BE A LOT LOOK FORWARD TO I KNOW IT'S ALWAYS A BIG TOUGH SECTION RIGHT THERE. SO WE'RE EXCITED ABOUT TO MAKE IT GREAT. [01:20:01] ANY QUESTIONS. NO. THANK YOU FOR SHARING. THANK YOU VERY MUCH. THANK YOU SO MUCH FOR HAVING US. TAKE CARE EVERYONE. SO WE'LL MOVE INTO THE END. [ ADMINISTRATIVE ITEMS ] ITEMS JUST ADMINISTRATIVE. IF THERE'S ANY MEMBER COMMENTS ANYTHING ANYBODY WOULD LIKE TO SHARE FOR THE GOOD OF THE ORDER BILL WILL. YES. SEEING NO OTHER COMMENTS. JUST A COUPLE OF THINGS. ONE WE DID PUT IN YOUR PACKET THIS ABSTENTION REQUIREMENT. YOU KNOW, WE'RE PUTTING IT IN ALL OF OUR COMMITTEES JUST TO REMIND YOU WHAT THAT PROCESS IS. SO YOU KNOW, IF UNLESS YOU ACTUALLY HAVE A CONFLICT OF INTEREST, YOU KNOW, YOU'RE REALLY NOT ABLE TO VOTE YOU KNOW, TO ABSTAIN FROM A VOTE. IF YOU DO THAT, IT REQUIRES THE FILLING OUT OF A FORMAL PAPERWORK IN ORDER TO JUSTIFY WHY YOU HAVE DONE THAT. SO WE'VE PUT THAT IN YOUR PACKET. YOU CAN READ THAT AT YOUR LEISURE. I ALSO WANT TO JUST MENTION TOMORROW WE'RE VERY EXCITED. WE'VE GOT OUR STATE OF THE REGION ANNUAL AWARDS. IF YOU DON'T HAVE A TICKET. WELL, SORRY, YOU'RE OUT OF LUCK BECAUSE WE'RE SOLD OUT, SO WE'RE PRETTY EXCITED ABOUT THAT AS WELL. WE'RE GOING TO FILL THE ROOM. AND THEN THE LAST THING YOU KNOW, AND I'LL SAY THIS A COUPLE TIMES BETWEEN NOW AND SEPTEMBER, JUST TO MAKE SURE IT'S ON YOUR RADAR SCREEN. WE WILL BE DOING OUR MTP 2050 EVENT DOWN AT MODS IN DOWNTOWN FORT LAUDERDALE. SO WE'RE, WE'RE, WE'RE GEARING UP FOR THAT. AND WE HOPE THAT ALL OF YOU WILL WILL BE THERE AND JOIN US FOR THAT EVENT. SHOULD BE A FUN TIME. SO THAT'S IT FOR ME. IT'LL BE GREAT. EXCELLENT. DOES ANYBODY HAVE ANY COMMENTS? LAST CALL ON THAT. NO. SEEING NONE. WE'LL ADJOURN THE MEETING. OUR NEXT MEETING IS APRIL 24TH. SEE YOU THEN. * This transcript was compiled from uncorrected Closed Captioning.
