THOSE ARE ENUMERATED IN THE ANNUAL REPORT THAT'S PLACED AT YOUR DESKS TODAY. YOU WILL ALSO BE RECEIVING THIS VIA EMAIL THIS ANNUAL REPORT AS WELL AS BY MAIL. WE'RE GOING TO BE SHARING OUR ACCOMPLISHMENTS WITH MANY. I'D ALSO LIKE TO TAKE SOME COUPLE MINUTES AND TALK ABOUT THE HIGHLIGHTS FOR THIS NEXT BUDGET YEAR. IT'S REALLY EXCITING AS OUR COMPLETE STREETS PROGRAM AND OUR MOBILITY PROGRAMS ENTER A NEW PHASE. CONSTRUCTION IS BEGINNING ON HUNDREDS OF MILLIONS OF DOLLARS WORTH OF TRANSIT RELATED INFRASTRUCTURE THAT WILL SUPPORT BIKE AND PEDESTRIAN ACTIVITY. AS WE MOVE FORWARD THERE'S GOING TO BE SEVERAL GROUNDBREAKING THAT WILL OCCUR DURING THIS YEAR AND EACH ONE OF YOU WILL BE INVITED TO THE GROUNDBREAKING AND I'M HOPING THAT YOU ALL CAN ATTEND. WE ALSO HAVE A SERIES OF MOBILITY PROJECTS THAT WILL MOVE EVEN FURTHER INTO OUR COMMUNITIES FROM THE LYONS ROAD TO HOLLYWOOD BOULEVARD TO DOWNTOWN FORT LAUDERDALE. AS WE CONTINUE TO MAKE OUR EFFORTS TO BUILD A SAFER PLACE FOR BOTH THE PEDESTRIAN AND BICYCLIST WHILE EXPANDING OUR CAPACITY ON OUR ROADWAYS AND WITH OUR TRANSIT VEHICLES. ALL OF THAT'S LAID OUT IN OUR LETTER TO YOU. ANOTHER THING THAT YOU'VE BEEN ASKED TO REVIEW. AND THIS HAS COME FROM OUR COMPLETE STREETS PARTNER PROGRAM. EACH MUNICIPAL GOVERNMENT AS WELL AS THE COUNTY HAS BEEN TASKED WITH PROVIDING US INFORMATION ON OUR COMPLETE STREETS PROGRAM. THAT'S SOMETHING THAT IS ACTUALLY VERY USEFUL AS WE MOVE FORWARD WITH FUTURE PROJECTS. AS IT'S BECOME APPARENT MYSELF THE CHAIR EMERITUS AS WELL AS THE CHAIR AND MYSELF COMMISSIONER COLBOURNE ARE NOT HERE TODAY. WE'RE ACTUALLY IN THE PEOPLE'S REPUBLIC OF CHINA. WHY ARE WE THERE. IT'S A VERY STRAIGHTFORWARD CONVERSATION. THE MIAMI-DADE TPO WHO HAS COME IN AND PRESENTED TO OUR BOARD TWICE ON THE 27TH AVENUE PROJECT IS LOOKING AT TECHNOLOGY TO ACTUALLY BUILD A RAIL SYSTEM FROM MIAMI DADE INTO BROWARD. THIS IS SOMETHING WE'VE BEEN WORKING WITH THE MIAMI DADE TPO BROWARD COUNTY STAFF HAS BEEN WORKING WITH PUBLIC WORKS AND TRANSPORTATION STAFF. AND THIS IS SOMETHING THAT'S GOING TO ULTIMATELY AFFECT EACH ONE OF OUR LOCAL GOVERNMENTS HERE IN BROWARD. AS BROWARD COUNTY MOVES FORWARD WITH DIFFERENT TRANSIT OPPORTUNITIES THAT'S GOING TO CHANGE THE WAY WE LIVE WORK AND PLAY. THAT SALES TAX THAT PASSED BY THE VOTERS IN NOVEMBER WILL HELP USHER IN A NEW AGE OF TRANSPORTATION HERE IN OUR REGION. AND WHEN I TALK ABOUT OUR REGION I'M NOT EXCLUSIVELY TALKING ABOUT BROWARD. TO SHARE WITH YOU. THIS IS THE STRATEGIC MIAMI AREA RAPID TRANSIT PLAN. THE TWO CORRIDORS THAT PENETRATE INTO BROWARD ARE ON THE EAST SIDE. THE FLORIDA EAST COAST RAILROAD ALSO KNOWN AS TRIANGLE COASTLINE. FOR THOSE OF YOU WHO REMEMBER. AS WELL AS THE 27TH AVENUE UNIVERSITY DRIVE. COMMISSIONER COLBOURNE'S COMMUNITY THE CITY OF MIRAMAR WILL BE THE FIRST COMMUNITY IN BROWARD THAT MAY BE SERVICED BY A JOINT PROJECT BETWEEN BROWARD COUNTY GOVERNMENT BCT AND MIAMI DADE MIAMI-DADE TRANSIT. AND ULTIMATELY GET UP TO NOVA SOUTHEASTERN. WE'VE HAD GREAT CONVERSATIONS WITH OUR PARTNERS AT BROWARD COUNTY TRANSIT. AND OVER THE NEXT SEVERAL MONTHS WE'LL BE

ROLLING OUT A TRANSIT VISION THAT TAKES US NOT JUST TO 2045 BUT TAKES US BEYOND THAT TO 2100. BUT WE NEED TO KNOW WHAT TYPE OF TECHNOLOGIES WE'RE GOING TO HAVE. AND WHILE MYSELF THE CHAIR THE CHAIR EMERITUS AND COMMISSIONER COLBOURNE ARE MEETING WITH OUR PEERS FROM THE MIAMI-DADE TPO THEIR CHAIR THEIR COUNTY COMMISSIONER MIAMI-DADE TRANSIT STAFF AS WELL AS A FEW OTHER BOARD MEMBERS FROM MIAMI TPO. WE'RE GOING TO BE HAVING DISCUSSIONS ON TECHNOLOGIES AND THE ABILITY FOR US TO PROVIDE TRANSIT NOW AND INTO THE FUTURE THAT ISN'T THE CURRENT METRO RAIL SYSTEM THAT'S A HEAVY RAIL SYSTEM THAT ISN'T THE METRO MOVER IN DOWNTOWN MIAMI. IT'S MORE THAN THAT. WHETHER IT'S A MONORAIL SYSTEM OR A NEW VISION OF A RAIL SYSTEM. IT'S GOING TO BE SOMETHING THAT BROWARD COUNTY THE MEMBERS OF THE MPO AND EVERYONE HERE WILL BE PROUD OF. WE'RE EXCITED TO HAVE THE OPPORTUNITY TO GO WITH OUR PARTNERS IN MIAMI DADE WHO WILL ON JULY 18TH PICK THE NEW ALIGNMENT AND THE TECHNOLOGY FOR TWENTY SEVENTH AVENUE THAT WILL COME INTO BROWARD THROUGH UNIVERSITY DRIVE. WE'LL ALSO BE WORKING TOGETHER WITH BROWARD COUNTY GOVERNMENT AND THEIR MEMBERS WHO WILL BE GOING TO JAPAN AND CHINA SOMETIME IN OCTOBER OF THIS YEAR TO ACTUALLY HAVE THE DISCUSSIONS THAT WE'VE ALREADY STARTED.AND WE'RE VERY PROUD OF THAT WORKING RELATIONSHIP WITH BROWARD COUNTY WITH MIAMI DADE COUNTY AND THROUGH THE SOUTHEAST FLORIDA TRANSPORTATION COUNCIL AS WE REALLY HAVE THE BEGINNINGS OF A TRUE SMART SYSTEM. TODAY'S AGENDA HAS ONE OF THE MORE DIFFICULT QUESTIONS OF OUR TIME. WE'RE DISCUSSING ABOUT THE SAWGRASS CONNECTOR THAT MISSING LINK THAT HAS BEEN ONE OF THOSE THINGS THAT HAS BEEN A CONTROVERSIAL [INAUDIBLE] HERE IN BROWARD. THE DEPARTMENT OF TRANSPORTATION WAS TASKED WITH LOOKING AT DIFFERENT OPTIONS TO CONNECT THE SAWGRASS EXPRESSWAY WITH I95 AND A LIMITED ACCESS FACILITY. TODAY THEY'RE GOING TO BE PRESENTING SOME INFORMATION TO YOU. SOMETIME IN SEPTEMBER OR OCTOBER THE DEPARTMENT OF TRANSPORTATION IS GOING TO ACTUALLY TAKE A PUBLIC HEARING ACTION TO SELECT A DESIRED PROJECT. AT THAT POINT THIS BOARD WILL HAVE TO HAVE A TRUE DISCUSSION ON 1 SHOULD THE PROJECT CONTINUE. 2. IS IT THE RIGHT PROJECT FOR OUR COMMUNITY. AND 3 DOES IT PROVIDE CONGESTION RELIEF AND CONNECTIVITY THAT OUR COMMUNITIES REQUIRE AND NEED NOT JUST THROUGH 2045 BUT THROUGH 2100.
TWO ITEMS ARE ALSO ON TODAY'S AGENDA. YOU'LL BE DISCUSSING THE TRANSPORTATION AND IMPROVEMENT PROGRAM AS WELL AS THE MULTIMODAL PRIORITIES LIST.
THOSE ARE PROJECTS THAT ARE PLANNING TO MOVE FORWARD NOT ONLY IN THE NEXT 5 YEARS BUT THE NEXT 30 YEARS. I ENCOURAGE EACH OF YOU TO HAVE A GOOD DIALOGUE AS WELL AS UNDERSTANDING WHERE WE'RE HEADED. BUT NO DIFFERENT THAN SW TENTH STREET AND THE CONNECTOR. WE HAVE TIME FOR DISCUSSION. THERE WILL BE MULTIPLE DECISION POINTS THAT WE CAN HAVE. AND WITH THAT. IT'S AN IMPORTANT DISCUSSION TO HAVE. BUT I KNOW FOR SURE THAT WE WILL CONTINUE TO HAVE THE DIALOGUE AT LEAST THROUGH THE END OF THIS FISCAL YEAR IF NOT THE NEXT. THERE IS ONE OTHER ITEM THAT'S ON THE AGENDA AND THAT'S THE HDR CONTRACT. THIS IS FOR OUR SPEAK UP BROWARD PROGRAM WHICH WAS AWARD WINNING AND ACTUALLY COPIED BY MANY OTHER NPR'S IN THE NATION. THE ATLANTA REGIONAL COMMISSION IS ONE OF THEM. OUR SUCCESS IN THE SALES TAX AND ACTUALLY HAVING A TRUE CONVERSATION WITH OUR REGION ON WHAT IS IMPORTANT IN TRANSPORTATION WAS SHARED WITH THE REGION IN ATLANTA. THEY HAVE A PROGRAM CALLED ATLANTA SPEAKS. THAT PROGRAM WAS ALSO EXTREMELY SUCCESSFUL IN HAVING MULTIPLE FUNDING OPPORTUNITIES WITH THE PUBLIC THROUGH SALES TAX AS WELL AS GAS TAX INITIATIVES AND THE STATE OF GEORGIA'S BELIEVE IT OR NOT LEADING THE NATION IN WHERE THEY'RE GOING WITH TRANSIT AND TRANSPORTATION. THE CONTINUATION OF THAT CONTRACT WAS VERY SIMPLE. WE HAD THREE TIMES WHERE THAT CONTRACT WAS SLOWED. ONCE WITH THE 2016 SALES TAX ONCE WITH THE 2018 SALES TAX. AND AGAIN WITH TWO GOVERNMENT SHUTDOWNS OF FTA FUNDS. WHY

IS THE FTA IMPORTANT. THE FTA ACTUALLY FUNDED OUR SPEAK UP BROWARD PROGRAM. AT THE COMPLETION OF THAT CONTRACT WHEN THE EXTENSION IS APPROVED. THE MPO WILL BE LOOKING FOR NEW AND INNOVATIVE WAYS OF COMMUNICATING. THE IMPORTANT THING ABOUT COMMUNICATION IS GOING TO BE HOW WE COMMUNICATE THAT NEXT LEVEL OF SPEAK UP BROWARD WITH THE EFFORT WITH BROWARD COUNTY GOVERNMENT AND THE PENNY SALES TAX. WE'LL LOOK FORWARD TO JOINING TOGETHER WITH BROWARD COUNTY ITS PR TEAM OUR PR TEAMS AND FIGURING OUT WHICH IS THE BEST WAY TO COMMUNICATE TO THE PUBLIC ABOUT EXISTING AND PROPOSED PROJECTS AS WELL AS WHAT DIRECTION THE FUTURE IS TAKING US. AND THAT'S GOING TO BE PART OF THE CONVERSATION THAT WE BRING BACK FROM CHINA. I'M EXCITED BY THE OPPORTUNITIES THAT WE FACE BUT I ALSO AM SOBER IN RECOGNIZING THE FACT THAT WE HAVE A BUNCH OF VERY TOUGH DECISIONS LAYING IN OUR FUTURE. THE SOUTHWEST 10TH STREET CONNECTOR IS JUST ONE OF MANY. WE'RE GOING TO BE HAVING CONVERSATIONS AT THIS BOARD THAT MOST OTHER PLACES IN THE NATION ARE GOING TO BE VERY JEALOUS OF. THE FUNDING THAT WE CAN BRING FROM THE FEDERAL GOVERNMENT FROM THE STATE GOVERNMENT AS WELL AS THE LOCAL PENNY SALES TAX WILL RESHAPE OUR COMMUNITIES IN WAYS NONE OF US ARE PREPARED TO UNDERSTAND AND REALLY GRAPPLE WITH. I'M EXCITED WITH THIS OPPORTUNITY BUT THAT WILL FACE CHALLENGES. TODAY YOU ARE CHALLENGED WITH ONE PARTICULAR PIECE OF A VERY LARGE SYSTEM THAT WE'RE GOING TO BUILD. WE'RE EXCITED TO BE WORKING WITH BROWARD COUNTY STAFF. AND THE ELECTED OFFICIALS TO ACTUALLY MOVE FORWARD WITH ALL OF THESE THINGS. NOW I WANT TO TOUCH BASE A LITTLE BIT ON WHAT'S GOING ON IN WASHINGTON AND TALLAHASSEE. JULY 1ST WASN'T JUST THE BEGINNING OF OUR BUDGET YEAR BUT IT WAS ALSO THE BEGINNING OF MANY LAWS THAT TOOK INTO EFFECT. AND ONE OF THE MOST SIGNIFICANT THINGS THAT HAPPENED IS OBVIOUSLY THE TEXTING AND DRIVING. THIS HAS BEEN SOMETHING THAT WE'VE BEEN WORKING ON TOGETHER WITH OTHER CITIES AND MPO'S AROUND THE NATION AND AROUND THE STATE.AND THAT HAS PASSED. IN WASHINGTON D.C. BEYOND ALL THE PARTISAN BICKERING THAT WE SEE ON TELEVISION AND DEBATES ON WHETHER ONE SIDE OR THE OTHER IS CORRECT ON ANY GIVEN ISSUE. OUR TRANSPORTATION FUNDING HAS BEEN STILL A PARAMOUNT BIPARTISAN AGREEMENT BOTH IN THE HOUSE AND THE SENATE ARE MOVING FORWARD WITH ADDITIONAL FUNDING APPROPRIATIONS FOR THIS NEXT COMING YEAR AND THAT'S SOMETHING THAT THEY CONTINUE TO INCREASE OUR OPPORTUNITIES FOR ADDITIONAL GRANTS ADDITIONAL DIRECT FUNDING AND ADDITIONAL FUNDING FOR PARTICULAR PROGRAMS LIKE RAIL SAFETY. THIS IS GOING TO BE ANOTHER AREA OF CONVERSATION THAT WE'RE GOING TO HAVE TOGETHER THE MPO WITH BROWARD COUNTY AND THE FLORIDA DEPARTMENT OF TRANSPORTATION IS GOING TO BE GOING AFTER SOME ADDITIONAL MONEY AND A FORM OF A GRANT TO COORDINATE OUR STREET LIGHTS AND OUR PEDESTRIAN SIGNALS AND ALL THE THINGS THAT ACTUALLY CONNECT OUR SYSTEM TOGETHER. WE'RE GONNA BE GOING TOGETHER WITH BROWARD COUNTY AND ASKING FOR MONEY FOR PORT EVERGLADES TO COMPLETE PROJECTS THERE THAT ARE VITAL TO OUR ECONOMIC DEVELOPMENT. AS WELL AS WORKING TOGETHER WITH THE CITY OF FORT LAUDERDALE TO UNDERSTAND DOWNTOWN FORT LAUDERDALE AND THE CITY STREETS AND THE COUNTY ROADS THAT TRAVERSE THAT COMMUNITY AND ADDRESS THE DEVELOPMENT ISSUES THAT THEY ARE FACING AND PROVIDE CAPACITY WHERE NECESSARY TO ACTUALLY FACILITATE AN EASIER COMMUTE FOR EVERYONE IN THIS COUNTY. AND WITH THAT I'M SORRY I'M NOT AVAILABLE FOR QUESTIONS TODAY MR. RONSKAVITZ WILL BE TAKING THE REST OF THE MEETING AND RUNNING WITH YOU ALL TO ACTUALLY HELP FACILITATE WHERE WE'RE HEADED. THE TURNPIKE DISTRICT TURNPIKE ENTERPRISE IS ALSO DOING A PD&E PROJECT THAT'S UNDERWAY AND THAT GOES ALONG SAWGRASS AND ALONG THE TURNPIKE AND THEY'RE LOOKING AT MAKING CHANGES TO THE TURNPIKE INTERCHANGE AND THEY'RE EVALUATING NEW CONNECTIONS AT SOUTHWEST 10TH STREET. SO MANAGING BOTH THE DISTRICT 4 PROJECTS THOSE ARE PRETTY MUCH ON THE SAME SCHEDULE WE'RE GOING OUT TO THE PUBLIC AS IF THERE WERE ONE BECAUSE THEY'RE VERY WELL CONNECTED AND WE WANT TO BE ABLE TO TALK ABOUT BOTH THEM TOGETHER THE TURNPIKE THEY'RE A LITTLE BIT FURTHER A LITTLE BIT BEHIND AS FAR AS THE EVALUATION OF ALTERNATIVES. OKAY. SO I THINK AS MR. STUART MENTIONED IN HIS VIDEO THIS PROJECT HAS A VERY LONG HISTORY. THE PLANNING ACTUALLY STARTED IN THE EARLY 70S I WON'T TAKE YOU BACK THAT FAR. A NUMBER OF BITES AT THE APPLE IF YOU WILL HAVE BEEN UNDERTAKEN OVER A COUPLE OF DECADES AS FAR AS MOVING THIS CONNECTOR FORWARD. MOST RECENTLY IN 2015.THE BROWARD MPO AND THEIR STAFF BASICALLY STARTED A CONSENSUS BUILDING OUTREACH DEVELOPING THE COMMUNITY OVERSIGHT AND ADVISORY TEAM COLLECTIVELY BRINGING TOGETHER 4 COMMUNITIES MEMBERS FROM THOSE COMMUNITIES TO KIND OF TALK ABOUT IT AND DEVELOP SOME RECOMMENDATIONS FOR THE DOT TO MOVE THAT FORWARD. THEY ACTUALLY BROUGHT FORWARD 18 SPECIFIC RECOMMENDATIONS. I'VE GOT KIND OF SUMMARIES OF THIS SHOWN HERE ON THIS SLIDE OF THE 18. I'VE KIND OF SUMMARIZED EACH OF THEM THE FIRST ONE KIND OF BEING OVERARCHING LIKE BE CREATIVE. OBVIOUSLY SAFETY IS PARAMOUNT TO EVERYTHING THAT WE LOOK AT. THERE'S NOT REALLY A BIG DIFFERENCE HOW WE HANDLE SAFETY OR NEAR TERM SOLUTIONS OR KIND OF THE MOBILITY BIKE AND PET ACCESS THAT'S VERY SIMILAR WITH ALL THE ALTERNATIVES.

WE HAD A VERY GOOD TURNOUT FROM THE PUBLIC WELL OVER A COUPLE HUNDRED PEOPLE WE PRESENTED LEVEL TO PRESENT THE ALTERNATIVES SET IT UP AS WORKSHOPS WITH DIFFERENT STATIONS WHERE PEOPLE CAN COME LOOK AT THE PROJECT LOOK AT SOME OF THE DETAILS AND THE DIFFERENT ASPECTS OF IT AND KIND OF MEET ONE ON ONE WITH THE PROJECT TEAM TO KIND OF GET THEIR INPUT AND SO MAKE SURE THEY UNDERSTAND IT. THE NEXT ISSUE THAT HAS BEEN I SAY FESTERING FOR A LONG TIME WAS AT THE WESTERN END OF THE PROJECT AND NEAR THE COMMUNITY OF WATERWAYS WITH THE TRANSITION BETWEEN THE CONNECTOR FACILITY AND THE SAWGRASS EXPRESSWAY AS WELL AS THAT LOCAL SOUTHWEST 10TH STREET ROADWAY THERE NEEDS TO BE A BRAIDED TYPE RAMP A BRIDGE OVER TO BE ABLE TO GET FROM ONE ONE FACILITY TO THE OTHER. THAT BRIDGE WE HAD SHOWN BEFORE. IF YOU LOOK AT YOUR TOP THE TOP RIGHT THAT BRIDGE WAS IN OVER THE AREA WHERE THE ENTRANCE OF WATERWAYS IS. FOR SEVERAL MONTHS WE ARE HAVING A HARD TIME FINDING A DESIGN SOLUTION FOR THAT. WE WERE ABLE TO COME UP WITH ONE AND WE WANT TO GIVE KUDOS TO BASICALLY TO THE TURNPIKE. WE'D WORK WITH THE TURNPIKE AND AS THEY'RE LOOKING THROUGH THEIR ALTERNATIVES THEY WERE ABLE TO DO SOME SIGNIFICANT REDESIGN OF THAT INTERCHANGE SO WE COULD ACTUALLY REPOSITION AND MOVE THAT BRIDGE FURTHER TO THE WEST. YOU KNOW WE LOOK AT A LOT OF PEOPLE NORMALLY JUST LOOK AT THOSE AS HIGHWAY FACILITIES BUT DOT LOOKS AT IT AS IN A COUPLE OF DIFFERENT LIGHTS. WE LOOKED AT IT AS A MANAGED LANE KIND OF FACILITY WE HAVE EXPRESS LANES WITHIN THE MANAGED LANE FACILITY. SOMETIMES THAT TERMINOLOGY DOES TEND TO CONFUSE PEOPLE. SO WHEN WE KIND OF MOVED FORWARD STARTED TALKING ABOUT THE MANAGED LANE COMPONENT IT WASN'T INITIALLY UNDERSTOOD THAT TRUCKS AREN'T ALLOWED IN IT. SO WE ARE ALLOWING TRUCKS IN THIS CONNECTOR FACILITY THAT DOES PUT US IN A POSITION WHERE WE WOULD ENCOURAGE TRUCKS THAT ESPECIALLY THE TRUCKS THAT ARE GOING FROM I-95 TO THE SAWGRASS THEY WOULD BE USING THE CONNECTOR AND THAT WILL GET THEM OUT OF THE LOCAL ROADWAY. SO THAT IS A BIG BENEFIT TO THE LOCAL RESIDENTS AND LOCAL BUSINESSES. THE LAST ONE I'M GOING TO I'M GOING TO TOUCH ON IS TOLLS. IT WILL STILL BE PART OF OUR MANAGED LANE FACILITY SO THERE MAY BE A POINT IN TIME WHEN AS WE LOOK AT COLLECTIVELY AS HOW WE MOVE TRAFFIC BEST THROUGHOUT THE REGION BROWARD COUNTY AND THE OTHER ADJOINING COUNTIES THAT TOLLING MAY BECOME A COMPONENT OF IT BUT THAT WOULDN'T BE TILL FURTHER OFF IN THE FUTURE CERTAINLY WOULDN'T BE FOR SEVERAL YEARS AFTER WE OPEN THE FACILITY. SO I WANT TO JUST KIND OF PIVOT A LITTLE BIT AND TOUCH ON THE ALTERNATIVES REAL QUICKLY. SOME WE HAVE THREE ALTERNATIVES. BASICALLY THE FULLY DEPRESSED OPTION WHICH IS ABOUT A MILE AND A QUARTER OF THE PRESS ROW WAY.THERE ARE THERE ARE SOME THINGS WE'VE BEEN LOOKING AT VERY VERY CLOSELY THE LAST SEVERAL MONTHS OF THE IMPACTS OF HOW THIS FULLY DEPRESSED ROADWAY IMPACTS THE BUSINESSES PARTICULARLY. AND WE'VE KIND OF FOUND AT THE AREA UP IN YOUR POWERLINE ROAD WHERE WE HAVE BUSINESSES ON THREE OF THE QUADRANTS THAT [INAUDIBLE] A SIGNIFICANT IMPACT. WE'VE KIND OF WORKED WITH THOSE BUSINESSES AND WE'VE LOOKED AT ALTERNATIVES SO THAT THAT'S SOMETHING THAT KIND OF BRINGS US TO OUR PARTIALLY DEPRESSED ALTERNATIVE. SO BEFORE I TOUCH ON THAT. SO WE'VE GOT A FULLY DEPRESSED ALTERNATIVE WHICH IS OVER WELL OVER A MILE. WE HAVE A PARTIALLY DEPRESSED WHICH IS BETWEEN A FOUR TENTHS AND A HALF A MILE. AND WE ALSO LOOKED AT A NON DEPRESSED. WE WANT TO MAKE SURE THAT WE'RE FULLY EVALUATING THE CORRIDOR. SO WE HAVE LOOKED AT A A NON DEPRESSED. THIS PROJECT WAS GOING TO PUT ALL THE TRAFFIC BASICALLY THOSE WHO CAN'T USE THE LANES BECAUSE THEY'RE NOT ALLOWED THE TRUCKS THE PEOPLE THAT CAN'T AFFORD TO PAY THE LEXUS LANE PRICING. LOXAHATCHEE ROAD AND UNIVERSITY DRIVE YOU CAN SEE ARE A COUPLE OF OTHER IMPORTANT PROJECTS THAT ARE MOVING FORWARD. PROSPECT ROAD, POMPANO BEACH MOBILITY SIDEWALKS, EL MAR DRIVE THESE ARE BIKE PED PROJECTS THAT ARE NOW FUNDED AND ARE MOVING FORWARD. AND THEN WE HAVE POWERLINE ROAD AND YOU CAN SEE AGAIN THAT IS ONE THAT IS GOING TO OCCUR DIRECTLY BEHIND YOU AT POWERLINE ROAD WHICH WILL BE A NEW SIGNAL THERE TO ALLOW SOME BETTER BUS ACCESS TO THE STATION THAT SITS BEHIND US HERE. COUPLE MAJOR PROJECT STUDIES AND THESE ARE ALWAYS FUN BECAUSE THESE ARE PROJECTS WHERE WE'RE GONNA TAKE A LOOK AT SOME POSSIBLE SOLUTIONS AND THERE WILL BE PROJECTS THAT WILL COME OUT OF THOSE STUDIES HOPEFULLY. FIRST IS THE US-1 GATEWAY THEATER THIS IS SUNRISE AND US-1 AND EASTERN FORT LAUDERDALE. SO THERE'S A STUDY THAT WAS FUNDED FOR 22-23 TO TAKE A LOOK AT THAT INTERSECTION. I-595 THIS IS ONE THAT CAME OUT OF THIS BOARD AT THE REQUEST OF THIS BOARD. THAT'S A PLANNING STUDY THAT WILL BE KICKING OFF OCTOBER OF THIS YEAR THIS FALL. THEY'VE ALREADY SELECTED THE CONSULTANT AND DOT WILL BE MANAGING THAT AND THAT'S TO LOOK AT ALL THE ARTERIAL CONNECTIONS WITH A I-595 TO LOOK FOR OPPORTUNITIES TO REDUCE THE CONGESTION AND IMPROVE THE THE TRAFFIC FLOW AT THAT INTERFACE WITH 595.
PINES BOULEVARD AT FLAMINGO. AGAIN THIS IS ONE THAT'S KIND OF EXCITING AND TO THE CHAIR MAYOR ORTIZ WE'RE EXCITED TO BE LOOKING AT A REALLY INNOVATIVE SOLUTION TO AN INTERSECTION WITHIN THE CITY OF PEMBROKE PINES SO THE FUNDING IS THERE NOW FOR THE PD&E IN 23-24. UNDER SOME OF OUR OTHER PROGRAMS CSLIP YOU CAN SEE THERE THE NUMBER OF PROJECTS 22 PROJECTS ARE MOVING FORWARD AT 34 MILLION. SO AGAIN A SIGNIFICANT COMMITMENT OF THE MPO FUNDS THEIR. MOBILITY PROGRAM AS WELL 44 PROJECTS.
AND UNDER OUR TIGER GRANT THERE'S FIVE PROJECTS THEY'RE ALL FUNDED BY THE SAME TIGER GRANT THERE THAT TOTAL AMOUNT DOES INCLUDE THE LOCAL SHARE AND I WILL ALSO POINT OUT THAT THERE'S AN ADDITIONAL MILLION AND A HALF OF MPO ATTRIBUTABLE DOLLARS THAT WERE ADDED TOWARDS THE LOCAL SHARE ON THAT TIGER. THERE WERE SOME COST INCREASES AND THE MPO HAS COVERED THAT TO KEEP THAT PROJECT MOVING FORWARD ON SCHEDULE. OK SO LET'S TALK A LITTLE BIT ABOUT A COUPLE OF CHANGES. SO THE MOST SIGNIFICANT CHANGE HERE IS ACTUALLY A RELATIVELY MINOR CHANGE BUT AN IMPORTANT ONE. THIS BRINGS OUR BUDGET AMOUNT IN THE MPO BUDGET. THE UPWP INTO ALIGNMENT WITH OUR TIP AS WELL AS THE PRIORITY LIST SO THAT ALL OF OUR DOCUMENTS ARE INTERNALLY CONSISTENT. COUPLE OF CHANGES. SO NUMBER ONE WE HAVE REMOVED THE RECOMMENDING REMOVAL OF THE QUIET ZONE SAFETY PROJECTS. AS YOU KNOW WE WE NOW HAVE A QUIET ZONE IN BROWARD COUNTY SO THERE IS NO NEED FOR THIS ADDITIONAL FUNDING COMING UP IN THE NEXT YEAR FOR ADDITIONAL SAFETY IMPROVEMENTS BECAUSE THE QUIET ZONE IS NOW IN PLACE. AND SO THOSE RESIDENTS IN THE WATERWAYS COMMUNITY THAT WE TALKED ABOUT INDEPENDENCE BAY AND WATERFORD HOMES THOSE ARE THOSE ARE RESIDENTS OF MY DISTRICT. THAT'S WHY I WAS LARGELY ELECTED IN 2017 WAS TO REPRESENT THEM AND TO HAVE THEIR VOICES HEARD AND TO MAKE SURE THAT YOU HEARD THEIR VOICES. YOU HEARD FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION THIS MORNING TELL YOU THAT THOSE PROJECTS AREN'T SYNCED. THAT THE TURNPIKE IS ACTUALLY BEHIND THE SW 10TH STREET PD&E. WELL THE MOVEMENTS THAT COME OUT OF THE PD&E FOR THE SAWGRASS AND TURNPIKE COULD VASTLY AFFECT SW 10TH STREET AND VICE VERSA. SO I WOULD JUST IMPLORE YOU TO PLEASE MAKE SURE THAT ALL THE COMMENTS AND ALL THE SYNCHRONIZATION IS IN PLACE BEFORE A FINAL DECISION IS MADE. BEGINNING OF THE YEAR ABOUT THE ALLOCATION OF MPO ATTRIBUTABLE FUNDS. SO WHEN YOU SEE THOSE WHEN YOU SEE THAT NUMBER THAT IS FOR MPO ATTRIBUTABLE FUNDS WHICH IS ABOUT 30 MILLION DOLLARS A YEAR. THERE ARE OTHER INVESTMENTS BEING MADE IN THE NETWORK IN TSMNO. NO THE STATE HAS ONE HUNDRED MILLION DOLLARS IN THE METROPOLITAN TRANSPORTATION PLAN FOR THE LIFE OF THE PLAN TO MAKE INVESTMENTS ON ON SYSTEM ON THE NETWORK. THE COUNTY AS PART OF THE SURTAX HAS INVESTMENTS IN TSMNO. SO THIS IS A PART THAT'S 15 PERCENT OF OUR APPROXIMATELY 30 MILLION DOLLARS A YEAR THAT ARE GOING TO TMSNO AND SAFETY. AND PART OF THE CONVERSATION THAT WE HAD THROUGHOUT THIS PROCESS WAS HOW DO WE USE THOSE 30 MILLION DOLLARS EFFICIENTLY IF THE STATE AND THE COUNTY IS ALREADY INVESTING LARGELY IN THE NETWORK.LET'S FIND A WAY TO USE THOSE MPO FUNDS IN OTHER WAYS TO MAKE SURE THAT WE'RE COMPLEMENTING THE INVESTMENTS THAT ARE ALREADY BEING MADE. SAME THING WITH TRANSIT WE KNOW THAT TRANSIT INVESTMENTS ARE BEING MADE. SO LET'S TRY AND FOCUS ON THE BICYCLE AND PEDESTRIAN CONNECTIONS OFF THE STATE SYSTEM AND THAT'S WHY YOU SEE QUITE A HIGH PERCENTAGE IN OUR COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM AND OUR COMPLETE STREETS MASTERPLAN. AND THIS WAS SOMETHING THAT WAS ULTIMATELY VOTED ON BY THE MPO BOARD ON MAY 9TH AS PART OF THIS ALLOCATION. SO WE STARTED THE DISCUSSION IN JANUARY HAD A COUPLE OF SESSIONS AND THEN MAY 9TH VOTED ON THIS AND NOW AS YOU SAID IT'S BEING REFLECTED IN THE MULTI-MODAL PRIORITIES LIST AND IT IS A TARGET THAT WE ARE TRYING TO MEET. RIGHT AND I RECOGNIZE THAT PARTICULARLY WITH THE ARTERIAL PART. BUT I DO THINK THAT WE SHOULD BE AND 15 PERCENT IS YOU KNOW IT'S NOT BAD. BUT I DO THINK THAT THAT IS ONE OF THE MOST IMPORTANT THINGS THAT WE'RE GONNA BE DOING BY FAR LAYING FIBER OPTIC THROUGHOUT THIS ENTIRE COUNTY IS GOING TO REQUIRE EVERYBODY PITCHING IN. THIS IS WHERE WE PITCH IN. I ACTUALLY THINK WE CAN PITCH IN MORE. WITH REGARD TO THE MOBILITY HUBS I DON'T SEE AND MAYBE THERE IS I DON'T YOU KNOW I DON'T SEE THE FEDERAL OR THE STATE COMING IN WITH MONEY FOR THAT AND THAT'S A HARD [INAUDIBLE] FOR US TO GET OUR ACT TOGETHER ON AND WE'RE SEEING THAT BECAUSE WE'VE GOT ZERO MONEY YOU KNOW DEDICATED TO THAT.
HOWEVER IT'S ONE OF THE THINGS THAT SHOULD BE YOU KNOW HIGH ON ONE OF OUR HIGHEST PRIORITIES. HOW DO WE GET PEOPLE OUT OF THEIR CARS. HOW DO WE GET PEOPLE LIVING NEAR THE RAILROAD STATIONS NEAR THE BUS. HOW DO WE DO THAT. AND RIGHT NOW WE'RE NOT DEDICATING HARDLY ANYTHING TO THAT AND WE CAN AND THERE IS NO ONE REALLY TAKING UP SLACK ON THAT ONE. THAT'S SO I'M CONCERNED ON THAT. AND I THINK THAT THAT'S A VERY GOOD POINT. ONE THING THAT I WOULD CAUTION YOU ON WHEN YOU SEE THAT ZERO NUMBER ONE OF THE REASONS WHY YOU'RE NOT SEEING A MOBILITY HUB AS PART OF THIS MULTI-MODAL PRIORITIES LIST CYCLE IS BECAUSE WE ARE WAITING TO HAVE MORE COORDINATION WITH BROWARD COUNTY AND THE INVESTMENT THAT THEY'RE GOING TO MAKE ON THE MAJOR TRANSIT CORRIDORS IN ORDER TO IDENTIFY THE THE BEST LOCATIONS WHERE WE CAN START MOVING FORWARD WITH MOBILITY HUB INVESTMENTS. I'M NOT GOING TO SPEAK TOO MUCH FOR JAMES HERE AS THE PROJECT MANAGER JAMES [INAUDIBLE] BUT I KNOW ONE OF THE THINGS THAT WE WANT TO MAKE SURE IS THAT WE'RE FACILITATING THE CONNECTIONS BETWEEN DIFFERENT TRANSIT ROUTES AND DIFFERENT TRANSIT MODES AS WELL. AND THAT'S GOING TO BE VITALLY IMPORTANT AS THE COUNTY BEGINS TO IMPLEMENT THOSE TRANSIT IMPROVEMENTS ALONG THOSE MAJOR CORRIDORS. SO WE DON'T WANT TO START MAKING INVESTMENTS NOW AHEAD OF YOUR PLAN. IT'S SOMETHING THAT WE WANT TO COORDINATE WITH YOU ON AND STAND UP A PROCESS TO MAKE SURE THAT THE CITIES ARE COMING TO THE TABLE TO MAKE SURE DEVELOPERS ARE COMING TO THE TABLE BECAUSE COMMISSIONER FURR YOU HIT ON A REALLY REALLY EXCELLENT POINT IS THAT LAND USE AFFECTS TRANSPORTATION AND WE NEED TO MAKE SURE THAT WE'RE BRINGING ALL THE PLAYERS TO THE TABLE. IT'S NO GOOD FOR US AS THE MPO JUST TO IMPLEMENT TRANSPORTATION INFRASTRUCTURE AND CONNECTIONS WHEN THE LAND THE SUPPORT OF LAND USE AREN'T IN PLACE. SO I THINK THAT'S SOMETHING THAT WE INTEND TO DO AND WE'RE TRYING TO BE PROACTIVE AND ALLOCATE SOME FUNDING THERE AND ALSO NOT GET AHEAD OF OURSELVES. SO I THINK THAT COORDINATION IS SOMETHING THAT WILL TAKE PLACE OVER THE NEXT YEAR WITH BOTH CITY AND COUNTIES. RIGHT AND WITH THAT I THINK YOU KNOW I PROBABLY AM GONNA GO AND SUPPORT THIS BUT I THINK WITH THIS YEAR COMING UP WE KNOW WHAT WORK NEEDS TO BE DONE. WE KNOW WHAT CITIES NEED TO BE LOOKING AT IN TERMS OF LAND USE AND ALL THOSE KIND OF THINGS. AND MY HOPE IS NEXT YEAR WHEN WE'RE LOOKING AT THIS IT'S A DIFFERENT ALLOCATION.
