WILL BE LED BY COMMISSIONER BEIMFOHR.

THANK YOU. GOOD MORNING.

[2. Electronic Roll Call]

IF YOU ARE HERE, PLEASE MAKE SURE TO MARK PRESENT ON YOUR COMPUTER SO THAT WE CAN HAVE YOU GOOD FOR VOTING.

WITH YOUR MOUSE. YES.

IT IS NOT A TOUCH SCREEN, UNFORTUNATELY.

SO PLEASE USE YOUR MOUSE.

ARE WE GOING TO SHOW THE NAMES? AT THIS TIME, IT IS SHOWING UP ON MY SYSTEM.

BUT THE BIG ONE IS NOT WORKING FOR ATTENDANCE ONLY.

YOU WILL SEE IT FOR VOTING HOWEVER.

OKAY, WE DO HAVE A QUORUM.

WONDERFUL. AND WHEN YOU'RE DONE WITH THAT, I'LL ANNOUNCE WHO'S VIRTUAL.

I'M SORRY. WHEN YOU'RE DONE WITH WITH THIS, I'LL ANNOUNCE WHO'S VIRTUAL.

OKAY. YOU LET US KNOW WHEN EVERYONE HAS VOTED.

SHOWED PRESENT.

OKAY. EVERYONE IS HERE.

OKAY. SO.

YES, MA'AM. THANK YOU.

I HAVE TWO MEMBERS WHO ARE ATTENDING VIRTUALLY, BILL HODGKINS AND BOB HARTMANN.

THOSE ARE THE TWO MEMBERS THAT WE IDENTIFIED AS BEING VIRTUAL.

OKAY. DO I GET A MOTION TO APPROVE THEIR EXCUSES OR I'M SORRY.

YOU'RE NOT TALKING ABOUT EXCUSES.

YOU'RE JUST ANNOUNCING THAT WE HAVE VIRTUAL MEMBERS.

YES. OKAY. WONDERFUL.

SORRY ABOUT THAT. SO, APPROVAL OF THE MINUTES.

[3. Approval of Minutes - March 14, 2024]

I NEED A MOTION TO APPROVE.

WE HAVE A MOTION AND A SECOND.

IT'S NOT SHOWING ON MY SCREEN.

I FEEL LIKE MAYOR OTIS.

YEAH, YEAH.

COMING UP NOW.

YEAH. COMMISSIONER.

MEMBER MCGEE HAS MADE THE MOTION AND THE SECONDED BY COMMISSIONER ALSTON.

BOARD MEMBER I GOT IT NOW IT'S SHOWING OUT.

THANK YOU. OKAY.

ALL IN FAVOR VOTE? ELECTRONIC VOTES.

THIS IS JUST A TEST TO MAKE SURE WE ALL KNOW IT.

EVERY MEETING TEST.

EVERY MEETING TEST.

OKAY. AND AGAIN, PLEASE USE YOUR MOUSE TO CLICK YES OR NO SHOULD YOU DECIDE TO SAY NO FOR THE MINUTES.

BUT AND FOR VIRTUAL MEMBERS, IF YOU'RE INTENDING TO VOTE NO, YOU MUST SPEAK UP O THERWISE, IT'S BELIEVED THAT YOU ARE VOTING WITH THE MAJORITY IN SAYING YES IN MOST INSTANCES.

OKAY, I'M WAITING ON STURMAN, WELCH, AND YOURSELF, COLBOURNE.

I'M HERE. OKAY.

WE'RE GOOD. YES, MA'AM.

OKAY, WONDERFUL.

SO NOW WE HAVE EXCUSED ABSENCES.

[4. Approval of Excused Absences]

THEY NEED TO BE APPROVED.

WE HAVE A MOTION AND A SECOND.

AND CAN WE HAVE THE VOTES? WAITING ON YOURS CHAIR.

THANK YOU. I HAVE TO VOTE AS WELL.

I'M GOING TO GET THIS.

[5. Approval of Agenda]

OKAY. APPROVAL OF THE AGENDA IF I CAN GET A MOTION A SECOND, AND IF WE CAN GET THE VOTING.

WE DO HAVE A MOTION.

OH, THAT WAS FUN.

THAT WAS FUN.

EXACTLY. OH, NO.

PUBLIC COMMENTS.

[6. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.]

IS THERE ANY MEMBER OF THE PUBLIC? SEEING THE MAD RUSH IS OVER.

OKAY, WONDERFUL.

SO NEXT WE HAVE OUR VOTING OF ELECTED OFFICERS.

[7. MOTION TO ELECT OFFICERS to Serve the Remainder of the Term, April 2024 Through June 2024: A. Vice Chair, Board Officer; B. Deputy Vice Chair, Board Officer; and C. Executive Committee Member - If Necessary D. Executive Committee Member - If Necessary]

WE NEED TO FILL SOME SEATS UP HERE.

SO, I'M GOING TO TURN IT OVER TO BRYAN CALETKA.

THANK YOU, MADAM CHAIR.

SO TODAY WE HAVE TWO ELECTIONS THAT WE'RE GOING TO HAVE THAT ARE FOR CERTAIN.

[00:05:02]

WE HAVE THE VICE CHAIR POSITION AVAILABLE, AND THE DEPUTY VICE CHAIR POSITION IS AVAILABLE.

IF A MEMBER OF THE EXECUTIVE BOARD FILLS ONE OF THOSE TWO SEATS, THEN WE WILL THEN HAVE A POTENTIAL OF TWO MORE ELECTIONS TO FILL THE EXECUTIVE BOARD. SO, WHAT I'D LIKE TO SHOW YOU ARE THE CANDIDATES, FIRST OF ALL FOR VICE CHAIR, WE CURRENTLY HAVE FOUR.

AND BEFORE EACH OF THE ELECTIONS, THERE IS AN OPPORTUNITY TO SELF-NOMINATE FROM THE FLOOR.

SO, IF WE CAN SHOW THE CANDIDATES THAT HAVE REPORTED SO FAR.

OH WELL WE ALSO HAVE A TICKET.

WE WILL HAVE A GUIDE NEXT TO IT AS WELL FOR THE SLIDES.

SO, WE'RE GOING TO SHOW YOU THE NAME AND THE CORRECT SPELLING OF THE CANDIDATES.

THE TICKET IS AT THE TOP.

YOU PUT YOUR NAME, THEN YOU HAVE THE NAME OF THE CANDIDATE THAT YOU ARE SELECTING, AND THEN A SIGNATURE LINE TO MAKE THIS EASIER FOR YOU, WE'LL SHOW THE CANDIDATES AND THEN THE TICKET WILL BE TO THE RIGHT.

HERE ARE THE FOUR CANDIDATES THAT HAVE THUS FAR COME FORWARD.

WE HAVE COOPER, JAFFE, MALLOZZI AND MARTIN.

AND LIKE I SAID, THERE WILL BE AN OPPORTUNITY TO NOMINATE YOURSELF FROM THE FLOOR PRIOR TO THE VOTE.

FOR DEPUTY VICE CHAIR WE CURRENTLY HAVE ONE CANDIDATE, WHICH IS WALKER.

AND BEFORE THAT ELECTION, THAT WILL BE THE SECOND ELECTION THERE WILL BE AN OPPORTUNITY TO NOMINATE FROM THE FLOOR AS WELL, SHOULD ANYBODY DESIRE TO RUN.

WE'RE GOING TO DO THIS JUST LIKE BEFORE, WHERE WE SHOW THE CANDIDATES, AND THEN WE'LL GET ALL THE CANDIDATES FINALIZED ON THE BOARD.

WE CAN EDIT THAT LIVE IF THERE'S SOMEBODY THAT NOMINATES FROM THE FLOOR, AND THEN WE'LL PASS OUT THE TICKETS.

EVERYBODY WILL VOTE.

WE HAVE OUR ATTORNEY WILL COUNT THE VOTES.

WE HAVE AN OBSERVER AS WELL, CORRECT? YES, SIR. AND THOSE ARE BALLOTS, NOT TICKETS.

SORRY. BALLOTS.

I'M IN TRANSPORTATION EVERYTHING'S A TICKET.

SO AND I'M HERE TO ANSWER ANY QUESTIONS BEFORE WE BEGIN THE PROCESS.

SO, THE FIRST QUESTION IS ANY NOMINATIONS FROM THE FLOOR OKAY.

HANDING IT OVER TO THE ATTORNEY.

MADAM CHAIR, THIS IS WHERE YOU WOULD TAKE OVER AND SEE ANY IF THERE IS ANYONE WHO WISHES TO NOMINATE, PLEASE USE YOUR MOUSE TO BE RECOGNIZED FOR VICE CHAIR.

THIS THIS IS THE TIME TO SPEAK UP ANYBODY WHO WANTS TO BE CONSIDERED FOR VICE CHAIR WE CAN ADD YOUR NAME TO THE OTHER NAMES THAT ARE THERE. JUST WE HAVE A COUPLE OF SPEAKERS, SO LET ME GO THROUGH THIS.

I'VE GOT TORI AUSTIN.

YES. THANK YOU, MADAM CHAIR.

EASY QUESTIONS. SO, I KNOW AT THE LAST MEETING, THERE HAPPENED TO BE A TIE, AND I WAS VIRTUAL OR BY PHONE.

SO, I JUST WANT TO MAKE SURE THAT THE INDIVIDUALS WHO ARE NOT PHYSICALLY PRESENT, THAT WE CAN ACCOUNT FOR THOSE INDIVIDUALS, THAT'S ALL.

THEY WILL BE COUNTED IF THEY VOTE AND PROVIDE US WITH A NAME VIRTUALLY.

MEANING IF THEY ARE VIRTUAL AND BY AND OR BY PHONE.

CORRECT. WELL, THAT'S VIRTUAL.

YES. YEAH. WELL, THERE WAS IT WAS VIEWED DIFFERENTLY.

THERE WAS A QUESTION AS THERE WAS A QUESTION AS TO WHO WAS ACTUALLY ON THE PHONE.

IT WAS NO WAY TO IDENTIFY THE THE CALL COMING IN INITIALLY.

AND THAT WAS THE CONFUSION THAT OCCURRED.

IT WAS IT WAS CORRECTED, I GUESS WE'LL SAY.

AND THEN THERE WASN'T A PROBLEM.

ALL RIGHT. THANK YOU. OKAY.

WE HAVE A VIRTUAL HAND RAISED.

BOB HARTMANN, PLEASE UNMUTE YOUR MIC.

YEP. THANK YOU.

YES. SO BEING VIRTUAL, DO WE VOTE BY VOICE VIRTUALLY.

DO WE PUT IT IN THE CHAT? HOW DO WE RECORD OUR VOTE? YOU'LL YOU'LL HAVE TO WE'LL COME TO YOU AND YOU'LL DO A VOICE VOTE.

AND IT'LL BE. THANK YOU.

PERFECT. MAYOR COOPER.

I JUST WANT TO SAY GOOD MORNING AND WISH EVERYBODY LUCK, BECAUSE THIS HAS BEEN A REALLY COLLEGIAL BODY AND IT'S WONDERFUL WORKING WITH EVERYBODY.

SO THANK YOU FOR THE OPPORTUNITY.

WONDERFUL. I HAVE NO OTHER RAISED HANDS.

SO DO WE AND NO OTHER NOMINATIONS.

MADAM CHAIR, IF YOU MIGHT WANT TO CONSIDER WHETHER OR NOT THE CANDIDATES ARE INTERESTED IN MAKING A SHORT STATEMENT.

IT'S UP TO YOU AS CHAIR.

THAT WOULD BE GREAT.

WOULD THE CANDIDATES LIKE TO MAKE A SHORT STATEMENT? MAYOR COOPER, DID YOU WANT TO SAY SOMETHING ELSE? I THINK THAT'S IT.

OTHER THAN, YOU KNOW, I PUT MY NAME IN THE HAT BEING SERVING ON THIS BOARD FOR QUITE SOME TIME, AND JUST WOULD ENJOY HELPING OUR CHAIR AND FURTHERING

[00:10:01]

THE GOODWILL AND WORK OF THIS IMPORTANT, ESTEEMED BODY SO.

AND I THINK WE HAVE SOME REALLY GOOD CANDIDATES.

AND, AGAIN, WISH YOU ALL LUCK.

THANK YOU. MEMBER JAFFE.

THANK YOU, THANK YOU CHAIR.

I'M GOING TO I'M GOING TO TALK ABOUT THE BOARD AND MY EXPERIENCE HERE FOR THE LAST FIVE YEARS AND WHAT GOES ON OUTSIDE BROWARD COUNTY, UP IN TALLAHASSEE AND WASHINGTON IS THE EXACT OPPOSITE OF WHAT OCCURS HERE IN THIS BOARD.

I'VE SEEN AND I WILL FOLLOW UP ON WHAT MAYOR COOPER HAS SAID, THAT THE UNITY AND PEACEFUL DISCUSSION AND DEBATE HERE HAS BEEN INCREDIBLE, CONSIDERING THAT WE REPRESENT, YOU KNOW, 1.8 MILLION PEOPLE FOR TRANSPORTATION NEEDS.

AND I'VE LEARNED THAT YOU GET A LOT MORE ACCOMPLISHED BY BEING AN ALLY RATHER THAN AN ADVERSARY AND BEING A UNITER RATHER THAN A DIVIDER.

AND SOMETIMES IT'S HARD TO STAY ON THAT TRACK.

BUT WHEN I COME TO THESE MEETINGS HERE, IT REALLY EXEMPLIFIES THAT STATEMENT.

AND I'M VERY PROUD OF ALL THE WORK EVERYONE HAS DONE IN THE PAST, AND I LOOK FORWARD TO WORKING NO MATTER WHO IS ELECTED HERE WITH EVERYBODY.

AND I ALWAYS LIKE TO SAY, AND THIS IS REALLY TOWARD STAFF, AND YOU TELL US WHAT TO DO.

YOU GIVE US GUIDANCE, BUT PLAN THE FLIGHT, FLY THE PLAN.

THANK YOU.

MEMBER MALLOZZI.

NOT YET. THE GREEN SCREEN SHOULD SHOW MIC ON.

OH, YOU HAVE TO REQUEST TO SPEAK AND THEN SHE WILL SELECT YOUR NAME.

HER NAME IS NOT ON HERE FOR ME TO SELECT IT.

TRY IT AGAIN.

I WAS ABOUT TO SAY YOU DON'T NEED A MIC.

I PUT MY NAME IN PRIOR TO BEING REELECTED.

I WAS ON THIS BOARD FOR, WHAT, EIGHT YEARS WAS THE BEST PART OF BEING ELECTED WAS BEING ON THE MPO.

I LOVE WHAT WE DO HERE.

WE ALL KNOW THAT. I BELIEVE IT OR NOT, I LOVE TO RUN, WALK, RIDE BICYCLES.

AND ANYTHING I CAN DO TO HELP THIS BOARD WOULD BE A WONDERFUL THING AND ANYONE THAT'S ON HERE WILL DO A GREAT JOB.

THANK YOU. THANK YOU.

MEMBER MARTIN.

YES. THANK YOU, MADAM CHAIR.

AND I'LL ONLY SAY I CAN ONLY ECHO WHAT EVERYBODY ELSE HAS SAID.

YOU KNOW, WE'RE ALL HERE TO SERVE.

WE ALL HAVE A DESIRE TO SERVE.

I CONSIDER MYSELF A, YOU KNOW, A SERVANT LEADER.

I LIKE STEPPING FORWARD AND BEING INVOLVED.

ANYTHING I PUT MY HANDS TO, I'VE ALWAYS TRIED TO GO FOR THAT EXTRA.

IT'S JUST IN MY DNA.

AND WITH MY FEDERAL BACKGROUND, EXPERIENCE AS AN EXECUTIVE HAVING DEALT WITH DC ON NUMEROUS OCCASIONS, I KIND OF SPIN AROUND IN THAT SAME SPACE THAT [INAUDIBLE] OPERATE IN QUITE A BIT AND HAVE HAD THE OPPORTUNITY TO VISIT DC ON BEHALF OF THE MPO, AND I THINK WE HAD A VERY POSITIVE OUTCOME.

SO AGAIN, FOR ME, IT'S JUST ABOUT THE OPPORTUNITY TO SERVE.

AND BEING IN CENTRAL BROWARD COUNTY OR LAUDERHILL, TRANSPORTATION COMES THROUGH NORTH, EAST, SOUTH AND WEST.

AND I JUST THINK IT'S AN OPPORTUNITY TO BE A BEACON FOR OUR CITY OF LAUDERHILL IN ADDITION TO THAT.

SO THANK YOU FOR WHATEVER CONSIDERATION I'M GIVEN, AND I'LL BE HERE REGARDLESS.

THANK YOU, THANK YOU, THANK YOU, THANK YOU.

AND I WOULD SING, BUT IT'S TOO EARLY IN THE MORNING.

THANK YOU FOR THAT.

SO THANK YOU.

THANK YOU ALL. I WOULD SAY THAT I'VE WORKED WITH ALL OF YOU, AND I LOOK FORWARD WHOEVER FILLS THE NEXT POSITION AS VICE MAYOR, I LOOK FORWARD TO WORKING WITH YOU AS WELL.

SO GOOD LUCK TO ALL OF YOU.

AND THANK YOU SO, MADAM CHAIR, BOARD MEMBERS WE'RE GOING TO PASS THE BALLOT OUT TO YOU.

THE CANDIDATES ARE LISTED FOR YOU, AND WE ARE SHOWING YOU ALSO HOW AND WHAT THE BALLOT LOOKS LIKE ON THE SCREEN.

IF YOU HAVE ANY QUESTIONS, OF COURSE PLEASE ASK.

THE PEOPLE WHO THE MEMBERS WHO ARE STAFF MEMBERS WHO ARE WALKING AROUND WILL BE ABLE TO ANSWER THAT.

I'VE ALSO GOT I HAVE THREE MEMBERS WHO ARE NOW PRESENTLY VIRTUAL.

PROCEDURALLY, WHAT I'M GOING TO DO IS WHEN WE COLLECT THE BALLOTS, AFTER WE COLLECT THE BALLOTS, I'LL ASK THE VIRTUAL MEMBERS WHO THEY VOTE FOR.

SO YOU'LL HEAR THAT FIRST IF THIS IS OKAY WITH YOU, THAT'S PROCEDURALLY WHAT I WAS GOING TO DO.

WE HAVE CHRIS CAPUTO, WHO HAS CAME ON BOARD AS WELL, VIRTUALLY.

[00:15:01]

SO WE HAVE THE THREE MEMBERS, BILL HODGES AND BOB HARTMANN, JUST TO MAKE SURE THAT WE RECOGNIZE THAT WE'LL BE CALLING YOU AFTER THE BALLOTS HAVE BEEN COLLECTED.

IF ANY OF THE VIRTUAL MEMBERS HAVE A QUESTION RELATING TO WHO'S RUNNING YOU CAN ASK THAT QUESTION NOW WHILE WE'RE COLLECTING THE BALLOTS.

THIS IS ONLY TO ASK A QUESTION, NOT TO VOTE.

WE HAVE NO RAISED HANDS AT THIS TIME.

MIC] SO HAVE ALL OF THE BALLOTS BEEN COLLECTED.

ARE WE DOING THE VIRTUAL? HAVE ALL THE BALLOTS BEEN COLLECTED.

SO THEY HAVE BEEN. SO I'M GOING TO ASK I'M GOING TO CALL THE VIRTUAL MEMBERS AND THEY WILL ANNOUNCE IN THE ROOM WHO THEY VOTE FOR AND INDIVIDUALLY.

SO THE FIRST IS MR. HODGES. I'M SORRY, MR. HOPKINS. MR. HODGKINS. MR. HODGKINS. BUELLER? JOHN? BILL HODGKINS FROM PEMBROKE PARK ARE YOU ON? MEMBER HODGKINS? HE IS ON, BUT I AM NOT HEARING HIM, UNFORTUNATELY.

I'M GOING TO GO TO THE NEXT MEMBER.

COME BACK TO HIM. BOB HARTMANN, SOUTHWEST RANCHES.

HOW DO YOU VOTE? BYRON JAFFE FROM WESTON.

OKAY, YOUR VOTE WILL BE REFLECTED.

CHRIS CAPUTO, WILTON MANORS.

HE SIGNED OFF.

SO I'M GOING TO HE SIGNED OFF HE'S NO LONGER THERE WHEN THE VOTE WAS TAKEN.

SO HE WILL BE SHOWN AS NOT VOTING, NOT BEING PRESENT FOR THAT PURPOSE.

BILL HODGKINS, ARE YOU STILL AVAILABLE? THIS IS YOUR LAST OPPORTUNITY.

COMMISSIONER HODGKINS, I DO SEE YOUR HAND RAISED AND YOUR MIC IS UNMUTED, BUT UNFORTUNATELY, I BELIEVE THERE MIGHT BE AN ISSUE WITH YOUR COMPUTER BECAUSE WE DO NOT HEAR. HE'S NOT IN A QUEUE EITHER.

HE WOULD NOT BE IN THE QUEUE.

IT'S ONLY ON ZOOM.

THIS IS THE PROBLEM WITH VIRTUAL ACTIVITIES JUST TO REFLECT.

EVERYONE REALIZES. JUST SO YOU KNOW, THE ATTORNEY DOESN'T LIKE VIRTUAL VOTING.

NOTED. I'M GOING TO I'M GOING TO ADJOURN NOW AND GO OFF INTO THE ROOM AND COUNT THE BALLOTS, AND WE'LL BE BACK WITH AN ANSWER, HOPEFULLY.

OKAY. SO, SIR, WOULD YOU WOULD YOU LIKE TO TAKE THE CONSENT ITEM WHILE WE'RE GOING FORWARD? NO, NO.

IF I CAN GET EVERYONE TO FOCUS, I WOULD DEFINITELY.

ATTORNEYS YELLING AT ME.

NO, NO, WE CANNOT TAKE THE CONSENT ITEM.

SO EVERYONE CAN JUST GO AHEAD AND RELAX AND CONTINUE WHAT THEY'RE DOING.

WELL, BRYAN AND I WILL SING FOR YOU.

HOLD ON. ABSOLUTELY.

WE HAVE A MEMBER COMMENT.

OH, YEAH. I WAS JUST GOING TO ASK MADAM CHAIR, IF WE COULD GO AHEAD AND HAVE THE SELF-INTRODUCTIONS FOR THE NEW MEMBERS HERE TODAY, BOARD MEMBERS.

GREAT IDEA. YES, I GUESS WE WE COULD DO THAT.

THE ATTORNEY OKAY WITH THAT? HE'S NOT HERE.

OKAY, SO THEN WE DON'T WE DON'T NEED TO.

WE DON'T NEED TO ASK HIM.

HE'S NOT HERE. THAT WE DON'T.

SO SHOULD WE SHOULD WE WAIT TILL THE ATTORNEY COME BACK? WAIT A MINUTE. YOU CAN FEEL FREE TO PROCEED.

OKAY. OKAY.

WONDERFUL. SO WE'LL START UNDERSTOOD WE'LL WE'LL START IN THE FRONT.

I SEE WE HAVE A NEW MEMBER HERE.

YES. GOOD MORNING, SAMSON BORGELIN, MAYOR FOR NORTH LAUDERDALE.

WELCOME, WELCOME.

THANK YOU.

AND WE HAVE SOMEONE ELSE UP HERE? YES. YES.

GOOD MORNING, RICHARD DENAPOLI, NEW TOWN COMMISSIONER IN LAUDERDALE BY THE SEA.

WELCOME, WELCOME.

SO TO MY RIGHT, WE HAVE ANY.

WE HAVE ONE NEW PERSON OVER HERE.

HOWDY. HOWDY.

I GOT YOU. MY NAME IS MICHELLE WHITMAN, AND I'M A COUNCIL MEMBER FOR DISTRICT ONE OF TOWN OF DAVIE.

WELCOME, WELCOME.

VERY NICE.

WE, DO WE HAVE A NEW MEMBER SITTING DIRECTLY IN FRONT OF ME.

[00:20:04]

LOOKS LIKE IT. COME ON.

YEP.

DOESN'T SOUND THAT WAY.

I'M STILL ON. YEAH.

OKAY. ALL RIGHT THANK YOU.

VICE MAYOR TOM GOOD WITH THE CITY OF PEMBROKE PINES.

I'M SORRY I DIDN'T BRING THE BAGELS TODAY.

I DIDN'T GET THE MEMO FROM THE MAYOR, BUT I WILL LET HIM KNOW THAT YOU ALL VERY MUCH APPRECIATE THOSE MANY YEARS OF HIS GENEROSITY.

SO AGAIN, GOOD MORNING, EVERYONE.

THANK YOU FOR THE WELCOME.

WELL, DURING DURING CHAIR COMMENTS, I WAS GOING TO MAKE IT CLEAR THAT I WAS NOT BRINGING BAGELS.

SO I APPRECIATE YOU MENTIONING THAT.

THANK YOU. WE HAVE ONE OTHER PERSON KYLE VAN BUSKIRK, MAYOR OF THE CITY OF LIGHTHOUSE POINT.

THANK YOU VERY MUCH.

WELCOME. OKAY.

ANYTHING ELSE? ANYONE ELSE? ANY OTHER COMMENTS? NO MR. CALETKA YOU'VE GOT ANY OTHER COMMENTS YOU WANT TO? ANY OTHER INSTRUCTIONS? HOW LONG ARE WE WAITING? I DO MY REPORT. CAN I DO THAT? I THINK YOU CAN BECAUSE THERE'S NO ATTORNEY TO SAY NO.

[8. Comments from the Chair]

MAKE MY REPORT? I CAN GO I CAN GO DOWN THERE.

SO OR MAYBE I NEED THE ATTORNEY FOR THAT ONE.

I NEED THE ATTORNEY FOR THAT.

WELL, I WILL TAKE THE TIME TO SAY IT IS AN HONOR TO SERVE AS CHAIR.

IT IS CERTAINLY A NEW ROLE FOR ME, ALTHOUGH I'VE BEEN ON THIS BOARD SINCE 2013, AND IT'S ALWAYS BEEN A PLEASURE TO TO WORK WITH ALL THE MEMBERS. AND I JUST ASK THAT YOU WILL TREAT ME AT LEAST AS GOOD AS YOU TREATED MAYOR OTIS [LAUGHTER]. THE BAR IS LOW, AND IF YOU DO, I MAY GO AHEAD AND TOUCH BASES WITH HIM ABOUT THOSE BAGELS, BUT I AM LOOKING FORWARD TO CONTINUE WORKING WITH YOU IN THIS CAPACITY AND WAITING TO WELCOME OUR NEW EXECUTIVE BOARD.

THANK YOU. AND NOW I WILL TURN IT OVER TO OUR EXECUTIVE DIRECTOR.

[10. Executive Director’s Report]

THANK YOU. THANK YOU CHAIR.

EXCITED TO SEE EVERYBODY.

IT'S APRIL AND I DON'T KNOW IF YOU GOT A CHANCE TO READ THE APRIL 1ST MOBILITY MONDAY, BUT THAT GOT NATIONAL ATTENTION.

GOOD FOR ALL OF US.

IT WAS ACTUALLY RECEIVED VERY WELL.

YOU KNOW, SOMETIMES YOU DO A JOKE AND PEOPLE DON'T KNOW IT'S A JOKE.

BUT DISAPPEARING BICYCLE LANES WERE ONE OF THE MOST FAVORITE CHOICES NATIONALLY BY MY COLLEAGUES AROUND THE COUNTRY.

AND SEVERAL OF THE MPOS ARE LIKE, WOW, I SHOULD HAVE DONE THAT.

BIG PICTURE.

WE SUCCESSFULLY GOT ANOTHER GRANT FROM THE FEDS.

WE WERE TALKING ABOUT IT LAST MONTH A LITTLE BIT, BUT IT'S THE SMART GRANT.

THAT GRANT ACTUALLY IS FOR $2 MILLION.

IT OPENS US UP FOR ANOTHER 15 TO $20 MILLION ONCE IT'S COMPLETED IN 18 MONTHS.

THAT SAID, THAT GRANT ITSELF WAS WRITTEN BY US ALONG WITH OUR PARTNERS AT DELOITTE.

SO THIS IS A PUBLIC PRIVATE PARTNERSHIP THAT WE'RE MOVING FORWARD WITH.

SO THE US DEPARTMENT OF TRANSPORTATION WAS REALLY EXCITED BY THAT.

AND WHEN I JUST CAME BACK LAST NIGHT FROM THE GOOGLE CONVENTION OUT IN LAS VEGAS, WHERE 30,000 PEOPLE THAT WORK WITH GOOGLE WERE THERE AND US AND DELOITTE WON AN AWARD FOR ACTUALLY ONE OF THE MOST INNOVATIVE PROGRAMS DEALING WITH CLIMATE AND INFRASTRUCTURE IN THE NATION.

SO THEY WERE REALLY IMPRESSED WITH WHERE WE'RE HEADED.

I GOT TO MEET WITH SEVERAL OF THEIR TOP LINE MANAGERS OVER THERE.

I HAD TO SIGN A BUNCH OF NDAS, SO I CAN'T DISCLOSE THE DIFFERENT THINGS THAT THEY'RE GOING TO MOVE MOVING FORWARD WITH.

BUT WE'RE GOING TO BE THEIR BETA TEST THROUGH THE SMART PROGRAM THAT WE'RE PUTTING TOGETHER FOR THE REGION.

AND I THINK THAT'S GOING TO BE A REALLY EXCITING OPPORTUNITY FOR US TO BE WORKING WITH THEM ON ISSUES THAT HAVE TO DO WITH TRANSPORTATION IMPROVEMENTS AND EQUITY AND CLIMATE CHANGE AND ALL THESE THINGS THAT BASICALLY ARE IMPORTANT CURRENTLY TO WASHINGTON, DC.

BUT THERE'S ALSO THINGS IN THERE THAT ARE BUILT IN THAT ARE EVEN MORE FASCINATING, I THINK, FOR THE MUNICIPAL GOVERNMENTS HERE AND THE ATTORNEYS BACK, DO WE HAVE A DO WE HAVE A VOTE? YES, WE DO HAVE A VOTE AND A CALCULATION.

JOY COOPER IS THE CANDIDATE, THE WINNER.

CONGRATULATIONS [APPLAUSE]. LOOK FORWARD TO WORKING WITH YOU.

[00:25:02]

CONGRATULATIONS TO YOU.

WE'RE GOING TO LET YOU GO TO THE NEXT VOTE AND I'LL COME BACK UP AND TALK ABOUT GOOGLE.

OKAY. COOL.

NEXT VOTE. THE ATTORNEY IS HERE.

SO WE HAVE TO ACT ACCORDINGLY.

NOW I'M WORRIED. NO, NO MORE SKIPPING THROUGH THE AGENDA.

OKAY. WELL, ACTUALLY, IT WAS ONLY THE VOTE THAT I WAS CONCERNED ABOUT MOVING THROUGH.

THE DEPUTY VICE CHAIR.

NEXT. NEXT OFFICE.

RIGHT NOW YOU HAVE MR. WALKER IS THE ONLY CANDIDATE WHO IS NOMINATED.

THE FIRST QUESTION WOULD BE WHETHER OR NOT THERE'S ANYONE ELSE WHO WISHES TO BE NOMINATED.

SO YOU CAN NOMINATE YOURSELF, BUT PLEASE DO IT SO I, I'M GOING TO I'M GOING TO GO AHEAD AND TAKE NOMINATIONS IF I CAN GET YOU TO GO AHEAD AND GO IN THE QUEUE, BECAUSE I DO HAVE SOME OTHER PEOPLE IN THE QUEUE. I'M NOT SURE IF THEY WANT THE SAME IF WE CAN JUST DO IT THAT WAY.

SO MEMBER JAFFE.

THANK YOU. YES.

I WOULD LIKE TO SELF NOMINATE FOR DEPUTY VICE CHAIR.

THANK YOU.

MEMBER MARTIN.

THAT WOULD BE THE SAME.

AND MEMBER MALLOZZI.

SO I WOULD ALSO ANYONE ELSE.

GOING ONCE.

GO ON. AND I GUESS IT MIGHT ONLY BE APPROPRIATE TO GIVE THOSE WHO WANT TO HAVE A COMMENT.

RIGHT. SO I CAN I'LL JUST GO AHEAD AND GO DOWN THE LIST THAT WE DO HAVE HERE FOR THOSE WHO ARE RUNNING FOR DEPUTY VICE VICE CHAIR.

SO IF YOU WANT TO MAKE A COMMENT, I KNOW MEMBER JAFFE MADE A COMMENT BEFORE.

DID YOU WANT TO SAY SOMETHING ELSE? SO MEMBER MALLOZZI WOULD YOU LIKE TO MAKE A COMMENT? SHE'S GOOD.

AND MEMBER MARTIN, THEY'RE GOOD.

WE HAVE NOT HEARD FROM MEMBER WALKER.

WOULD YOU LIKE TO MAKE A COMMENT? SURE. CAN SOMEONE TURN ON HIS MIC? BECAUSE I, I THINK IT'S ON.

YEP. OKAY, GOOD.

SO I JUST WANT TO ECHO WHAT EVERYBODY SAID BEFORE, YOU KNOW, I APPRECIATE SERVING ON THIS BOARD AS WELL.

AND ONE OF THE THINGS THAT I TRULY APPRECIATE IS THAT THIS BOARD WORKS AS A COLLECTIVE WHOLE RATHER THAN INDIVIDUAL CITIES.

AND WHILE I REPRESENT THE CITY OF PARKLAND, I WILL ALWAYS DO MY BEST TO MAKE SURE BROWARD COUNTY IS IS WHAT WE'RE FOCUSING ON ON THIS PARTICULAR BOARD.

SO LOOK FORWARD TO SERVING IN EITHER CAPACITY.

HOPEFULLY I GET ELECTED HERE, BUT THAT'S UP TO YOU ALL.

THANK YOU SO MUCH.

OKAY, BACK TO YOU, COUNCIL.

THANK YOU. YES.

SO NOW WE'RE GOING TO HAND OUT THE BALLOTS.

THEY ALREADY HAVE THE BALLOTS.

YES, YOU HAVE TO DO ONLINE.

WELL, THE BALLOTS WILL HAVE TO BE FILLED OUT AND COMPLETED ONCE THOSE BALLOTS HAVE BEEN RETURNED.

AND WE WILL THEN GO TO THE VIRTUAL TO ALLOW THEM TO VOTE.

IS THERE ANY QUESTIONS I SEE? YEAH. WE WON'T FORGET THE VIRTUAL AS MUCH AS I MIGHT LIKE TO.

IT'S THE PROCESS THAT WE HAVE.

OKAY. SO IF YOU'RE READY, IF YOU'RE IF YOU'RE COMPLETED YOUR BALLOT, IF YOU WILL JUST MAKE SURE THAT IT'S HANDED IN.

I STILL HAVE THREE VIRTUAL.

HOPEFULLY THIS TIME IT WILL WORK.

THANK YOU. FOR THOSE WHO ARE VIRTUAL, WE ARE ALMOST THERE, JUST ANOTHER SECOND OR TWO.

ALL THE BALLOTS HAVE BEEN COLLECTED.

EVERYONE'S BALLOT HAS BEEN RECEIVED.

I'M GOING TO GO TO THE VIRTUAL MEMBERS.

BILL HODGKINS.

BILL HODGKINS. HOW DO YOU VOTE? ARE YOU THERE? HE IS ONLINE, BUT UNFORTUNATELY THE MIC DOES NOT SEEM TO BE WORKING FOR HODGKINS.

OKAY. CHRIS CAPUTO.

WALKER. THANK YOU, BOB HARTMANN.

JAFFE. THANK YOU.

AND WE WILL RETURN BACK TO COUNT THE BALLOTS AND BE BACK IN A FEW.

BILL HODGKINS, COULD YOU MESSAGE ME IN THE CHAT PLEASE? ELIMINATING THE GENERAL COUNCIL TO 12 MINUTES AND.

OKAY. YOU READY, ALAN?

[00:30:19]

SO I NEED TO MAKE SURE THAT IT'S IT'S ON THE RECORD.

SO YOU ASKED WHO WHO SPOKE SENT YOU AN EMAIL.

ALL RIGHT, SO WE THE VIRTUAL HAVE VOTED.

AND MR. HODGKINS BILL HODGKINS IS NOT RESPONDING IS NOT.

OKAY. SO YOU'RE ALL RIGHT.

SO WE'RE NOT HE'S NOT GOING TO BE.

NOTHING HAS CHANGED. NOTHING'S CHANGED.

THANK YOU. WELL, THANK YOU, MR. COUNCIL. OKAY, HERE WE GO.

ALL RIGHT, SO THIS GOOGLE THING BASICALLY WHERE WE LEFT OFF, IS THERE GOING TO BE JOINING US ON THIS ADVENTURE THAT WE'RE GOING TO BE DOING WITH US DEPARTMENT OF TRANSPORTATION? THEY'RE GOING TO BE COMING DOWN HERE.

WE'RE GOING TO BE HAVING A SERIES OF MEETINGS.

I'M HOPING YOU ALL CAN ATTEND AS WE GO FORWARD.

WE'RE GOING TO ALSO BE MOVING INTO POSITION WITH MEMORIAL HEALTH CARE SYSTEMS. THEY ACTUALLY SHOWED A LOT OF INTEREST IN THE OVERALL CHRISTMAS TREE OF PROGRAMING THAT WE'RE GOING TO BE DOING WITH THIS EFFORT WITH US DEPARTMENT OF TRANSPORTATION.

IT ACTUALLY ALSO HAS A COMPONENT THAT'S IMPORTANT TO THE MUNICIPAL GOVERNMENTS AND TO THE COUNTY THAT IT WILL ACTUALLY VIRTUALIZE LAND DEVELOPMENT.

SO IF YOU'RE SITTING AT YOUR DAIS AND YOU'RE SEEING SOME DENSITY ISSUES OR THINGS THAT YOU WOULD WANT TO LOOK AT WHEN YOU'RE TALKING TO THE DEVELOPER VIRTUALLY, YOU'LL BE ABLE AT THE MEETING YOU'RE AT OR THROUGH COMING TO MEETING WITH US, AND WE'LL BE ABLE TO EXTRUDE WHAT IT WOULD LOOK LIKE IF YOU BUILD 700 UNITS ON A PARTICULAR PIECE OF PROPERTY AND VIRTUALLY SHOW YOU WHAT THE TRAFFIC MOVEMENTS WOULD BE, PEDESTRIAN MOVEMENTS WOULD BE WHERE YOUR INJURY AND CRASH RATES WOULD BE.

ALL OF THAT WOULD ACTUALLY COME OUT OF THAT PROGRAMING.

SO WHETHER YOU'RE IN DOWNTOWN FORT LAUDERDALE OR DOWNTOWN POMPANO OR DOWNTOWN HOLLYWOOD, YOU'D BE ABLE TO VIRTUALIZE A BUILDING.

BUT THOSE OF YOU WHO ARE MORE SUBURBAN IN NATURE, LIKE OUR FRIENDS IN LAUDERHILL THAT ARE DEVELOPING UP ALL OF A SUDDEN, YOU'D BE ABLE TO PUT THAT ON STATE ROAD SEVEN AND SAY, HERE'S WHAT THIS WOULD LOOK LIKE.

AND VIRTUALLY THAT MINUTE RUN PROGRAMING THAT WOULD TELL YOU THIS IS HOW MANY MORE TRIPS YOU'RE NOT.

YOU'RE GOING TO GENERATE THIS HOW MANY MORE PEOPLE WILL BE ABLE TO WALK BECAUSE OF THE OTHER USES AROUND IT.

AND THIS IS WHERE THEY'RE IN DANGER.

SO THIS IS WHERE YOU'D ACTUALLY BE ABLE TO TURN BACK TO THE DEVELOPER OR WHOEVER IS COMING IN FOR THE REQUEST AND SAY, I NEED THIS IMPROVEMENT TO DEAL WITH THE PEDESTRIAN ENVIRONMENT, BECAUSE THESE ARE THE PEDESTRIANS AND THESE ARE THE LOCATIONS, AND THIS IS HOW MANY MORE YOU'RE ADDING IF THIS DEVELOPMENT GOES FORWARD.

SAME PRINCIPLE APPLIES FOR EMERGENCY MANAGEMENT WOULD APPLY FOR FIRE DEPARTMENT WOULD APPLY FOR YOUR POLICE DEPARTMENTS WOULD APPLY FOR GARBAGE.

AND NOW WE'RE ACTUALLY ADDING THAT HEALTH CARE LINK.

SO THAT'LL BE ADDED TOO.

THEN YOU'D ALSO BE ABLE TO LOOK AT EXTREME WEATHER EVENTS AND SAY THESE ARE THE AREAS THAT ACTUALLY HAVE FLOODING POTENTIAL.

THIS IS WHAT IT WOULD LOOK LIKE TO YOUR COMMUNITY.

AND THESE ARE THE IMPACTS YOU WOULD HAVE.

SO WHEN YOU'RE ACTUALLY THE MANAGEMENT OF YOUR ORGANIZATIONS, GO BACK AND STARTING DEVELOPING YOUR CAPITAL IMPROVEMENT PROGRAMS. YOU'D BE ABLE TO TAKE THAT AND GO BACK TO THEM AND SAY, THIS IS WHAT THIS GENERATES.

HERE'S THE REVENUES, HERE IS WHAT WE HAVE.

AND THESE ARE THE THINGS THAT ARE ACTUALLY YOU'LL BE IMPACTED BY.

IT'S AN AI BASICALLY, IT'S YOU'RE GOING TO INCREASE THE SIZE OF YOUR PLANNING STAFF EXPONENTIALLY WITHOUT ADDING A NEW EMPLOYEE.

SO THIS IS ALL THIS YOU'RE GOING TO BE ABLE TO DO THROUGH THE CHRISTMAS TREE.

WE'RE KIND OF CREATING WITH THE SMART CITIES APPLICATION.

THIS ACTUALLY WILL APPLY TO A LOT OF OTHER THINGS, AS YOU'RE GOING TO SEE WITH THE EPA AND ALL THAT AS WE GO FORWARD WITH US DEPARTMENT OF TRANSPORTATION BUILDING IT.

BUT REAL EXCITING OPPORTUNITY.

YOU KNOW, THIS IS SOMETHING THAT IS I'VE BEEN REALLY TRYING TO GET US TO FOR A LONG TIME, AND WE SEEM TO HAVE A LOT OF INTEREST NATIONALLY IN THIS.

IN SEPTEMBER WHEN WE'RE IN SALT LAKE CITY AND HOPEFULLY SOME OF YOU CAN JOIN US, WE'RE GOING TO BE MEETING WITH THE OTHER 420 MPOS THAT ARE IN THE COUNTRY TO ACTUALLY HAVE A WORKSHOP ON THIS TECHNOLOGY AS WELL, SO THAT THEY CAN TAKE IT BACK TO THEIR COMMUNITIES.

AND AS WE BETA TEST IT HERE IN BROWARD, HOW IT WOULD APPLY TO THEM AS WELL.

THIS IS VERY IMPORTANT TO OUR FRIENDS AT USDOT, BECAUSE THEY'RE LOOKING TO BUILD A COMMON PLATFORM THROUGHOUT THE UNITED STATES, WHICH WE CAN KIND OF HELP GET US THERE, HOPEFULLY.

THE OTHER THING I WANTED TO LET YOU KNOW, AND THIS IS ON OUR COMPLETE STREETS GRANT, WHICH IS IMPORTANT, THAT WAS THE $5 MILLION GRANT THAT WE WERE AWARDED IN COMBINATION WITH BROWARD COUNTY GOVERNMENT.

WE'RE GOING TO BE ACTUALLY SOLICITING YOUR LOCAL GOVERNMENTS TO FIND OUT IF YOU HAVE COMPLETE STREETS GUIDELINES IN PLACE OR POLICIES IN PLACE.

THE IMPORTANCE BEHIND THAT SOLICITATION, JUST TO TAKE BACK TO YOUR CITY MANAGERS AND THE COUNTY ADMINISTRATOR IS THAT FOLLOWS UP WITH THE AVAILABILITY OF CASH THAT IS GOING TO BE AVAILABLE TO YOU HOPEFULLY NEXT YEAR WHEN THIS PROJECT IS COMPLETE.

BECAUSE IF THESE THINGS ARE NOT IN PLACE, YOU WILL NOT BE ELIGIBLE TO APPLY FOR THE ADDITIONAL TRANSPORTATION FUNDS TO BUILD DIFFERENT PROJECTS.

[00:35:03]

LET ME USE FORT LAUDERDALE AS ANOTHER EXAMPLE.

YOU HAVE WHAT'S THE TRAIL CALLED? WATER TRAIL. WATER TRAIL.

AND YOU KNOW, EVERYBODY HAS A DIFFERENT TYPE OF PROJECTS LIKE THAT THAT WILL OPEN YOU UP TO THAT TYPE OF FUNDING.

AND THERE'S BILLIONS OF DOLLARS SITTING THERE RIGHT NOW THROUGH THE NEXT FISCAL THROUGH TWO FISCAL YEARS.

SO WE NEED TO MAKE SURE THAT YOU HAVE THOSE THINGS IN PLACE.

SO JAMES CROMAR IS GOING TO BE REACHING OUT IN THAT TEAM TO YOU ON THAT.

AND THEN DURING THE TRANSPORTATION WORKSHOP, WHICH THE ACADEMY, WHICH WAS HELD LAST THURSDAY, THANK YOU FOR THOSE WHO PARTICIPATED.

I ALSO GOT TO PARTICIPATE IN A PHONE CALL OR A VIDEO CONFERENCE UP IN BETWEEN THE DEPARTMENT OF DEFENSE AND AT USDOT O N TECHNOLOGY AS WELL, AND WHERE WE ARE, AND WE'RE GOING TO BE LOOKING TO GO AFTER ANOTHER GRANT, POTENTIALLY, WHERE WE ACTUALLY GO WITH ALL OF THOSE PARTNERS IN DEVELOPING PRIORITIZATION PROCESSES.

AND, WELL, WE HAVE A VERY SOLID PROCESS.

AND YOU'RE GOING TO SEE THAT LATER TODAY WHEN PETER GIES AND CHRISTOPHER RESTREPO PRESENT THE MTP DRAFT.

THIS IS ACTUALLY GOING INTO THE FUTURE AGAIN AND SAYING, HOW DOES THIS ALL TIE BACK TOGETHER? AND THEN WOULD ACTUALLY TIE BACK TO THE SMART CITIES APPLICATION.

SO THAT WAY IN THE FUTURE, A FUTURE MTPS FUTURE C-SLIP APPLICATIONS, ALL THE DIFFERENT THINGS WE DO WOULD ALL RUN THROUGH A SAME PRIORITIZATION PROCESS. AND THAT'S SOMETHING THAT THE FEDS ARE LOOKING VERY INTERESTED IN SEEING THAT MOVE FORWARD.

SO WE'RE HOPING TO APPLY FOR THAT.

AND I THINK THAT'S A $2 MILLION GRANT AS WELL.

VERY SOLID FEELING WE'LL PROBABLY GET SELECTED FOR THAT.

A LITTLE UPDATE ON THE FEC PROJECT.

WHAT WE HAVE NOT GOTTEN TO THE FULL FUNDING GRANT AGREEMENT WITH THAT YET.

WE ARE WORKING VERY DILIGENTLY TO I WANT TO MAKE SURE THAT THOSE OF YOU WHO ARE FEC CITIES THAT YOU ARE PREPARED FOR YOUR PORTION OF THAT GRANT, THE CITY OR THE COUNTY IS COMMITTED A LARGE SUM TO PROVIDE FOR THE MATCHING.

THE CITY'S ALL COMMITTED AS WELL TO PROVIDE SOME MATCHING.

THERE WAS A BRIEF CONVERSATION WITH LOWER LEVEL PLANNING STAFF THAT, YOU KNOW, THEY WERE CONFUSED BY THE CONTRIBUTION AMOUNTS AND ALL THE REST OF IT.

WE'RE GOING TO HAVE ANOTHER MEETING.

AND MAYOR COOPER, VICE CHAIR COOPER HAS BASICALLY BEEN ASKING US TO GET US TO MOVE THAT MEETING FORWARD WITH THE FEC, AS WELL AS WITH THE DIFFERENT CITIES ON THE CORRIDOR.

SO THERE'S A LOT OF ISSUES MOVING FORWARD IN THAT CORRIDOR, BUT IT'S REALLY EXCITING THE DIRECTION WE'RE HEADED, AND WE NEED TO KIND OF GET THAT DONE PRIOR TO THE ELECTION YEAR.

I WANT TO HAVE THE FULL FUNDING GRANT APPROVAL IN PLACE BEFORE THE ELECTION COMES.

YOU KNOW, BECAUSE YOU NEVER KNOW WHAT HAPPENS IN THE FUTURE.

AND WITH THAT, I'M GOING TO TURN IT BACK OVER TO THE ATTORNEY WHO WILL TELL US MORE GOOD NEWS.

AND SO WE HAVE A TIE BY BYRON JAFFE AND RICH WALKER ARE TIED.

SO WE WILL START ONCE AGAIN, PASS OUT THE BALLOTS AND PLEASE, IT'S ONLY THOSE TWO MR. JAFFE, MR. WALKER.

WE HAVE A MEMBER COMMENT.

SANDRA WELCH MEMBER WELCH.

EXECUTIVE DIRECTOR CAN I ASK A QUESTION ABOUT THE SMART CITIES APPLICATION? IS THAT IN PLAY NOW OR FOR FUTURE AND AND ARE THERE OPENINGS FOR THE BETA CITY.

CAN WE JUST HOLD OFF UNTIL WE FINISH THIS? OKAY. NO HAPPY TO ANSWER THAT.

THANK YOU. AFTER WE HANDLE THIS NO PROBLEM.

I GOT TO KEEP YOU ALL IN LINE.

MAKE SURE WE'RE ALL FOCUSED.

COMMISSIONER FURR. REMEMBER OUR CONVERSATION YESTERDAY.

YOU'RE WELCOME.

OKAY, SO WHEN THE BALLOTS ARE COLLECTED, I WILL ASK THE VIRTUAL MEMBERS AGAIN.

GIVE THEM A CHANCE TO VOTE.

ALL THE BALLOTS COLLECTED.

ANYBODY STILL HAVE ANY? STILL TWO.

NO RUSH.

BY THE TIME WE'RE DONE, WE'LL KNOW HOW TO DO THIS.

OKAY, FOR THOSE WHO ARE VIRTUAL, THIS IS GOING TO BE A VOTE BETWEEN BYRON JAFFE AND RICH WALKER.

IT'S WE WILL BE CALLING YOU IN JUST A SECOND.

OKAY, SO ALL THE BALLOTS HAVE BEEN COLLECTED.

I'M GOING TO VIRTUAL, ONE MORE.

[00:40:05]

MR. HODGKINS, HOW DO YOU VOTE? VIRTUALLY. I DON'T KNOW, YOU TELL ME.

STILL NOT ABLE TO BE COUNTED.

BOB HARTMANN, HOW DO YOU VOTE? MR. HARTMANN. SORRY I WAS MUTED.

BYRON JAFFE AGAIN THANK YOU, MR. CAPUTO. WALKER.

THANK YOU. SO WE I WILL BE GOING BACK TO THE BACK ROOM AND BE BACK SHORTLY.

OKAY.

SO MEMBER, WELCH, IF I CAN GET EVERYBODY'S ATTENTION.

MEMBER, WELCH, IF YOU CAN ASK YOUR QUESTION AGAIN.

OKAY. SO NOW THAT WE HAVE THE COUNCIL OUT OF THE ROOM, WE CAN DO THAT, RIGHT? YES, NOW WE CAN.

ALL RIGHT. JUST QUICKLY THE SMART CITIES APPLICATION IS A VERY INTERESTING FOR ALL OF US.

AND SO IS IT ONLINE OR STILL IN PROGRESS? AND BETA CITIES? BASICALLY THE BETA CITIES RIGHT NOW THAT WE'RE LOOKING AT ARE MIRAMAR AND HOLLYWOOD.

WE CAN EXPAND THAT LIST AS NECESSARY.

WOULD BE HAPPY TO, RIGHT, OUR CONTRACT, OUR FIRST CONTRACT, AND YOU'RE GOING TO SEE AN AMENDMENT COMING IN JUNE WAS ACTUALLY TO DEVELOP THE FRAMEWORK.

THE SECOND CONTRACT, WHICH YOU'LL SEE IN JUNE, WILL THEN TAKE IT TO ACTUALLY THE ELECTRONIC VERSION OF IT, AND YOU'LL IT WILL GET TO BUILD OUT AND THEN YOU'LL BE ABLE TO START TESTING IT. SO THE IDEA IS ALL 31 CITIES AS WELL AS THE COUNTY WILL BE ABLE TO USE IT WITHIN 18 MONTHS.

WELL, IF IT WORKS, THAT WILL BE PHENOMENAL.

RIGHT. THANK YOU.

ALL RIGHT. LOOKING FORWARD TO IT.

MAYOR COOPER, YOU HAD DISCUSSED HOW YOU'RE DOING PRIORITIZATION AND PARTNERSHIP.

YES, LIKE THEY DO FEDERAL IS INPUT.

ARE WE GOING ARE CITIES OR HOW WILL THAT WORK? IS THERE GOING TO BE A COMMENT PERIOD OR IS STRICTLY FROM [INAUDIBLE].

YEAH. MPO EXECUTIVES OR HOW IS THAT GOING TO WORK FOR FEEDING? ACTUALLY, NATIONALLY, IT'S GOING TO COME FROM THE MPO EXECUTIVES.

OKAY. HOWEVER, THAT SAID, WE'RE GOING TO NATIONAL LEAGUE OF CITIES AND WE'RE ALSO GOING TO BE GOING TO WHAT'S THE COUNTY ORGANIZATION.

THANK YOU. I KNOW, YEAH.

NACO THANK YOU. THANK YOU VERY MUCH.

AND SO WE'LL BE GOING THROUGH THAT THROUGH OUR PARTNERSHIP AT NATIONAL ASSOCIATION OF REGIONAL COUNCILS, WHICH IS NARC.

AND SO YOU'RE GOING TO BE SEEING A LOT OF INPUT AS WELL.

I DID NEGLECT TO SAY THAT AS AN ADVISORY BOARD, WE HAVE OUR PARTNERS IN SAN DIEGO, WHICH IS CALLED SANDAG, THE MPO THERE, INCLUDING THEIR BOARD IN CHICAGO, CMAP, INCLUDING THEIR BOARD IN BOSTON, THE BOSTON MPO, INCLUDING THEIR BOARD, AND THEN OUR FRIENDS IN AUSTIN, TEXAS AT CAMPO AND THEIR BOARD.

SO WE'RE GOING TO BE GETTING A LOT OF INPUT FROM DIFFERENT PARTS OF THE COUNTRY, BUT EXCITED ABOUT HOW THAT INPUT IS GOING TO COME OUT.

WE HAVE A PARTNERSHIP SIGNED AGREEMENT WITH MIT AS WELL AS WITH UNIVERSITY OF FLORIDA.

RIGHT. SO IT'S GOOD TO BE SOMETIMES THE BIG DOG IN THE ROOM.

EVERY ONCE IN A WHILE.

OKAY. ANYONE ELSE? THANK YOU SO MUCH GREG.

APPRECIATE IT. ALL THAT GOOD NEWS.

REALLY GREAT NEWS.

BEAUTIFUL. GOOD NEWS.

[INAUDIBLE].

ANYTHING ELSE WE CAN COVER WHILE WE'RE AT? OH, YOU'VE GOT SOME GOOD NEWS.

GO AHEAD BRYAN.

OH, GOOD MORNING, MADAM CHAIR.

JUST TO LET YOU KNOW, THE SEAT THAT VICE CHAIR COOPER OCCUPIED ON THE EXECUTIVE COMMITTEE WAS AN AT LARGE POSITION, WHICH MEANS THAT WE WILL HAVE AN ELECTION FOLLOWING THE VICE CHAIR ELECTION FOR AT LARGE.

JUST TO FAMILIARIZE YOU ANYBODY THAT'S ON THE EXECUTIVE BOARD, THEY HAVE A RESPONSIBILITY ANNUALLY TO EVALUATE THE EXECUTIVE DIRECTOR AS WELL AS THE GENERAL COUNSEL.

SO IF YOU ARE ELECTED TO AN EXECUTIVE BOARD POSITION, YOU'RE GOING TO GET AN EMAIL LATER TODAY WITH SOME FORMS THAT LOOK LIKE THIS, WHICH ARE ONE IS FOR GREG STUART, ONE IS FOR ALAN GABRIEL.

AND YOU CAN DO IT BY HAND.

YOU CAN SCAN IT BACK IN, YOU CAN DO IT VIRTUALLY.

IT'S IN A PDF FORM THAT IS EDITED, WHERE YOU CAN EDIT AND TYPE ANY INFORMATION THAT YOU HAVE.

SO JUST BE PREPARED.

THERE IS REAL RESPONSIBILITY WITH BEING AN EXECUTIVE BOARD MEMBER.

AND SO I KNOW SOMEBODY IN THE AUDIENCE OR IN THE ON THE BOARD WILL BE FILLING AT LEAST THAT ONE SPOT TODAY.

AND WE'RE ABOUT TO FIND OUT ABOUT THE SECOND ONE MOMENTARILY.

OKAY. AND ON TOP OF THAT, ON TOP OF THE REVIEW OF MYSELF, ON TOP OF THE REVIEW OF MYSELF AND THE GENERAL COUNSEL, YOU'LL ALSO HAVE THE RESPONSIBILITY UP TO

[00:45:10]

$750,000. IS IT $750 OR $250? $250,000 WORTH OF CONTRACTS.

AND MOST OF OUR CONTRACTS REALLY FALL IN THAT LEVEL.

SO YOU'LL BE SEEING A LOT OF CONTRACT WORK AS WELL.

DID YOU WANT TO CHANGE THAT TO $750? NO. [LAUGHTER] ALAN IS BACK. YES.

THANK YOU. AND WONDERFUL GOOD NEWS.

GOOD NEWS IS IT'S NOT A TIE.

OKAY, GOOD.

BYRON JAFFE IS THE WINNER.

ALL RIGHT.

CONGRATULATIONS [APPLAUSE].

SO NOW WE MOVE TO.

OKAY. COMMITTEE MEMBER, MR. CALETKA. SO WE HAVE TWO VACANCIES NOW, RIGHT? CORRECT. SO THE FIRST ONE WE'RE GOING TO FILL IS THE AT LARGE POSITION WHICH WAS HELD BY VICE CHAIR COOPER.

SO AND THE OTHER ONE IS NOT AT LARGE.

THE OTHER ONE IS ALSO IN AT LARGE, BUT SPECIFICALLY IT'S THE CHAIR EMERITUS POSITION.

WE DON'T HAVE A CHAIR EMERITUS, SO IT REVERTS TO AN AT LARGE.

OKAY. BUT WE DO HAVE TO DO ONE AT A TIME.

WELL, OR OR YOU COULD DECIDE TO DO AT LARGE.

THE FIRST PERSON GETS THE FIRST ONE, THE SECOND VOTE WOULD GO TO THE SECOND SEAT.

OR YOU COULD HAVE.

YEAH. OR OR YOU COULD JUST HAVE TWO SEPARATE VOTES.

IT'S UP TO UP TO THE BODY.

OKAY. I'M HEARING TWO SEPARATE VOTES FOR THE FIRST AT LARGE, AND WE HAD ONE, OKAY, CONTACT US AS YOU CAN SEE ON THE BOARD, I HAVE TWO.

I HAVE TWO COMMENTS.

MEMBER MCGEE.

YEAH. HELLO. YES, YES I'D LIKE TO NOMINATE MYSELF FROM THE FLOOR.

I'VE ENJOYED MY, I THINK THREE YEARS ON MPO AND PLUS THE MAYOR'S ROUNDTABLE AND WOULD BE COMMITTED TO CONTINUE TO FIGHT FOR MASS TRANSIT, MICRO TRANSIT TRAINS AND TRY AND LOBBY DC IN TALLAHASSEE TO GET THE MONEY FOR IT.

THANKS. WONDERFUL. SO WE ARE WE ARE OFFICIALLY TAKING NOMINATION AND COMMENTS.

MEMBER MALLOZZI.

I'D LIKE TO NOMINATE MYSELF.

WONDERFUL. THANK YOU.

MEMBER MARTIN.

I'D ALSO LIKE TO NOMINATE MYSELF.

THANK YOU. AND MEMBER GANZ.

I'D LIKE TO HAVE IT DONE IN ONE VOTE RATHER THAN TWO, IF THAT'S POSSIBLE.

YES. TOP TWO VOTE GETTERS GET THE SPOT SO WE CAN BE OKAY.

SO EVERYBODY DOESN'T WANT THAT.

DO WE NEED TO VOTE ON THAT? OKAY. I'D LIKE TO MAKE THE MOTION TO HAVE OUR NEXT VOTE TO BE THE TOP TWO VOTE GETTERS G ET THE TWO POSITIONS, IF THAT'S ALL RIGHT.

OKAY. I'VE GOT I'VE GOT A SPEAKER IN THE QUEUE.

DO I TAKE THAT NOW OR DO I CONTINUE? GET MY NOMINATIONS FIRST? MADAM CHAIR SO I'M BEING TOLD BY MR. CALETKA THAT IT WOULD BE THE DECISION OF THE CHAIR AS TO WHETHER OR NOT WE WOULD JUST DO ONE VOTE OR TWO.

BUT I'M NOT SURE WHY HE SAID THAT.

YES, MADAM CHAIR IT'S BECAUSE IT'S A RULE REGARDING THE PROCEDURE WHICH IS OUTLINED AND IT IS THE DECISION OF THE CHAIR.

IT IS THE DECISION OF THE CHAIR IF I TAKE ONE OR TWO.

CORRECT. AND IF A MEMBER DISAGREES WITH YOUR DECISION, THEY CAN MAKE A MOTION TO TO DISAGREE WITH THE CHAIR AND A SUPER MAJORITY.

A SUPER MAJORITY WOULD THEN OVERTURN YOUR DECISION.

OKAY, SO THE DECISION WAS ALREADY MADE TO GO AHEAD AND HAVE ONE.

SO AND WE DO HAVE A MOTION TO I ASSUME THAT THAT THAT IT'S BEING CHALLENGED TO TO HAVE TWO.

DO YOU WANT TO DO YOU WANT TO DO THAT OR DO WE STICK TO ONE.

DO YOU WANT TO PUSH THE ISSUE? IT WAS ONE VOTE THAT WAS THE MOTION.

I'M SORRY. WE WERE GOING WITH ONE VOTE.

IS THAT IS THAT THE DECISION OF THE CHAIR TO GO WITH ONE? OKAY. SO OKAY, WAIT, LET'S JUST START.

LET'S JUST START FROM THE.

WE WERE TAKING NOMINATIONS.

THERE'S TWO AT LARGE MEMBERS WE WOULD TAKE.

THERE ARE TWO AT LARGE.

AND WE WERE DOING ONE AT A TIME OKAY.

THAT WAS THE DECISION.

[00:50:01]

THAT'S WHAT WE'RE GOING FORWARD TO.

WE HAVE A MEMBER WHO WANTS TO DO SOMETHING DIFFERENTLY.

OKAY. YOU YOU DO YOU WANT TO GO AHEAD WITH THAT MOTION? YES OKAY.

THE MOTION NEEDS A SECOND OKAY.

AND THEN WE'LL NEED TO VOTE.

BUT I DO HAVE TWO INDIVIDUALS IN THE QUEUE.

MEMBER JAFFE.

THANK YOU CHAIR. YES. I JUST WANT TO POINT OUT THAT IF WE ONLY USE UTILIZE ONE VOTE PROCEDURE FOR BOTH SEATS, DOES THAT MEAN THAT EACH MEMBER IS VOTING FOR BOTH SEATS, OR ARE WE PUTTING IN TWO VOTES, OR ARE WE ONLY DOING ONE VOTE? BECAUSE IF I ONLY IF A MEMBER, IF WE ONLY HAVE ONE VOTE, THEN A MEMBER IS ONLY VOTING FOR THE ONE PERSON BUT THEY MIGHT NOT HAVE THE OPPORTUNITY TO VOTE FOR THE SECOND SEAT. IT'S ONE VOTE.

THAT'S THAT'S I HAD.

THAT'S A GOOD OBSERVATION.

IT WAS SET UP FOR YOU TO VOTE FOR ONE PERSON.

SO THAT IS, YOU KNOW, THAT IS WHERE WE ARE.

BUT THAT'S BEING CHALLENGED.

BUT THAT IS THAT IS A CHAIR RECOMMENDATION TO DO ONE AT A TIME.

OKAY. SO THE MAYOR WE HAVE I'M SORRY I, I.

SOMEBODY WITHDRAW.

DID SOMEONE WANT TO SPEAK ON WITHDRAW? OKAY, SO WE HAVE MEMBER SHUHAM.

SHUHAM? THANK YOU, MADAM CHAIR.

IT'S MY UNDERSTANDING THAT IF WE HAVE A ONE VOTE, EACH PERSON WOULD VOTE FOR ONE PERSON.

AND THE TOP TWO HIGHEST VOTE GETTERS WOULD BE IN THE ON THE EXECUTIVE COMMITTEE.

IS THAT CORRECT? THAT IS CORRECT. THAT WAS HOW IT WAS PROPOSED.

THE IT WOULD BE THE FIRST THE WINNER WOULD GET THE EXECUTIVE POSITION.

THE SECOND PERSON WOULD GET THE EXECUTIVE THE MEMBER POSITION FOR THE EMERITUS.

OKAY. I SUPPORT THAT MOTION.

THANK YOU. AND, MADAM CHAIR, I'D LIKE TO REMIND THE MEMBERS THAT IT DOES REQUIRE A TWO THIRDS MAJORITY TO OVERRIDE THE DECISION OF THE CHAIR.

OKAY. AND WE COULD DO THAT ELECTRONICALLY.

SO.

SO LET LET ME LET ME BE CLEAR.

THE CHAIR IS SAYING WE'RE GOING TO DO WE'RE GOING TO VOTE TWO SEPARATE TIMES.

THE FIRST VOTE YOU VOTE FOR ONE MEMBER ONE POSITION, AFTER WHICH THE SECOND VOTE WILL BE FOR THE THE SECOND POSITION.

AND THIS WAY WE'LL GET TO SPECIFICALLY VOTE FOR THE INDIVIDUALS THAT WE'RE ASKING FOR.

AND THAT IS HOW THE VOTING IS SET UP.

WHAT WE ARE VOTING FOR IS TO DO THE CONTRARY, WHICH REQUIRES TWO THIRDS MAJORITY IN ORDER TO DO SO.

I DON'T HAVE ANYONE ELSE IN THE QUEUE, SO I THINK WE CAN MOVE ON AND VOTE.

THIS IS ELECTRONIC VOTING, SO PUT THAT ON THE BOARD, PLEASE.

NO. NO VOTE SUPPORTS THE CHAIR.

THE NO VOTE SUPPORTS THE CHAIR'S POSITION TWO SEPARATE VOTES.

CORRECT. IT DOESN'T, AND THE VIRTUAL MEMBERS? YES. TIMES TWO.

YES TIMES TWO. YEAH.

SO OKAY. SO IT DOESN'T PASS OKAY.

SO IT DOESN'T PASS.

SO WE ARE GOING TO HAVE TWO DIFFERENT VOTES ONE FOR EACH POSITION.

THANK YOU ALL.

FIRST AT LARGE GOING BACK THE FIRST AT LARGE POSITION FIRST FOR WELCH, MALLOZZI, MARTIN AND MCGEE.

THANK YOU.

BALLOTS ARE BEING HANDED OUT TO YOU NOW.

IT'S BEEN DECIDED.

THANK YOU.

AGAIN, THIS IS FOR THE AT LARGE.

THE FIRST AT LARGE MEMBER SEAT.

BALLOTS HAVE BEEN COLLECTED.

NOT YET. I WILL ASK FOR VIRTUAL MEMBERS IN A MINUTE.

[00:55:32]

. OKAY, SO OF ALL THE BALLOTS BEEN COLLECTED, PLEASE, NO BALLOTS REMAIN.

THEN I'M GOING TO ASK FOR THE VIRTUAL MEMBERS.

DO I HAVE MR. CAPUTO? MALLOZZI.

MALLOZZI. HODGKINS.

MR. HODGKINS.

STILL NOT ABLE TO TO HEAR HIM.

MR. HARTMANN.

MALLOZZI. MALLOZZI.

OKAY. SO WE'RE GOING TO GO TO THE BACK ROOM AND BE BACK SHORTLY.

THANK YOU.

ALL RIGHT. CAN WE DO SOME OTHER STUFF ON THIS AGENDA? ACTUALLY, IF YOU'D LIKE, WE CAN START THE PRESENTATION FOR THE MTP.

THE. ARE WE GOING TO HAVE ENOUGH TIME TO COMPLETE IT, OR ARE WE GOING TO JUST.

CAN YOU DO IT? IS AN EXPRESS, A CAPITAL PROJECTS.

YEAH. YEAH. THANK YOU REBECCA.

GOOD MORNING BOARD.

TODD BROWER, THE MPO REPRESENTING THE MPO FOR THE NEW MCP PROGRAM AND WHERE WE RANK AND RECOMMEND PROJECTS IN EACH CYCLE.

THIS WILL BE CYCLE FIVE THAT WE'LL BE DISCUSSING.

AND, YEAH, THIS IS A SHORT UPDATE.

WE WE TYPICALLY UPDATE YOU FOUR TIMES A YEAR.

THIS IS THE SECOND OF THOSE UPDATES.

THE FIRST ONE FOCUSES ON HOW TO BUILD APPLICATIONS A LITTLE BIT ABOUT OUR PROGRAM.

ESSENTIALLY IT'S TO GET EVERYBODY PREPARED FOR THE NEW CYCLE.

THIS ONE I'M GOING TO TALK A LITTLE BIT ABOUT THE RESULTS OF THE EDUCATIONAL PROCESS AND THE PRELIMINARY RESULTS THAT WE'VE GOTTEN SO FAR.

NOW, AT THIS POINT, I DO WANT TO RECOGNIZE AARON, IF YOU COULD STAND UP FOR ME.

AARON HAS BEEN OUR LIAISON THAT'S BEEN WORKING WITH YOUR STAFF.

I WANT TO GIVE HIM THE RECOGNITION.

THANK YOU, AARON, BECAUSE ULTIMATELY, YOU'RE GOING TO SEE ON THIS SLIDE THAT WE HAD INCREASES IN EVERY AREA OF EDUCATION.

SO YOU HAD AN INCREASE IN THE NUMBER OF MUNICIPALITIES THAT PARTICIPATED IN THE TRAINING SESSION, THE NUMBER OF MUNICIPALITIES THAT MET WITH US INDIVIDUALLY.

AND WE HAD TWO MORE MUNICIPALITIES THAT HAD SUBMITTED APPLICATIONS, A 15% INCREASE IN PARTICIPATION IN THE PROGRAM.

SO THIS IS A BIG PART OF AARON HAS BEEN REACHING OUT AND WORKING WITH YOUR STAFF TO MAKE THAT HAPPEN.

THIS IS UNPRECEDENTED BECAUSE THIS IS THE FIRST TIME THAT WE'VE ACTUALLY HAD INCREASES IN ALL AREAS.

AND IT'S REALLY FROM THE TEAM AND THE LEADERSHIP THAT BRYAN CALETKA BRINGS TO THIS, THIS EFFORT, AS WELL AS OUR PARTNERS THAT WE WORK WITH.

NATHANIEL IS HERE, THE NEW TRANSPORTATION SURTAX GENERAL COUNSEL.

WE WORK WITH HIM AS WELL.

HE TOOK OVER FOR ANGELA WALLACE ON THAT.

AND OF COURSE, I WANT TO MENTION GRETCHEN CASINI THAT WE WORK WITH.

THIS HAS REALLY BEEN VERY EXCITING FOR US THIS YEAR TO HAVE SO MANY PEOPLE ENGAGED IN THE PROCESS.

SO WE HAD TWO TRAINING SESSIONS, AND WE CHANGED THIS UP A LITTLE BIT THIS YEAR, WHERE WE FOCUSED THE FIRST ONE ON HOW TO COMPLETE AN APPLICATION.

SO WE WORKED THROUGH EACH ONE OF THE APPLICANTS AS TO THE IMPROVEMENTS, HOW TO PUT THE APPLICATION TOGETHER, THE INFORMATION THAT WE'RE LOOKING FOR SO WE CAN REALLY HAVE A QUICK REVIEWS OF THOSE AND THAT WE CAN PROCESS THOSE QUICKLY.

THE SECOND ONE WAS ON HOW THE APPLICATIONS WERE EVALUATED.

ONE OF THE THINGS THAT WE WANTED TO DO IN THE EDUCATIONAL PROCESS IS TO SHOW EACH ONE OF THE APPLICANTS AND THEIR TEAMS, THIS INCLUDED PUBLIC WORKS MANAGERS.

MORE OF THE TEAM INVOLVED IS TO THIS IS HOW WE EVALUATE EACH ONE OF THEM.

THIS IS HOW WE'RE USING YOUR INFORMATION TO THEN SCORE THE APPLICATION.

THAT WAS A BIG WIN.

AND ALL OF THESE TRAINING SESSIONS ARE ON THE WEBSITE AND ON OUR YOUTUBE CHANNEL.

AND THEY'VE BEEN VIEWED OVER 60 TIMES, WHICH WE'RE VERY HAPPY WITH THAT.

SO IT REALLY MEANS WE GOT SOME ENGAGEMENT THERE.

SO THIS YEAR SO FAR, THE APPLICATION PERIOD CLOSED MARCH 8TH.

WE HAD 60 APPLICATIONS THAT WERE SUBMITTED AGAIN, AN INCREASE, AS WELL AS $198 MILLION IN REQUESTED FUNDS FOR SURTAX.

THAT'S ALSO A HUGE INCREASE.

SO YOU HAVE GREATER PARTICIPATION, GREATER EDUCATION, GREATER REVIEWS, GREATER, GREATER EVERYTHING.

SO WE'RE VERY EXCITED ABOUT THAT.

NOW, I WANT YOU TO KEEP THE 198 NUMBER THOUGH IN MIND.

WE'RE GOING TO COME BACK TO THAT AS WE END OUR PRESENTATION.

I WANT TO SHOW YOU A LITTLE BIT ABOUT THE GEOGRAPHIC DISTRIBUTION.

I DO THIS BECAUSE I WANT YOU TO BE ABLE TO SEE THAT WE HAVE A COMBINATION OF BOTH PROJECTS THAT ARE ASKING FOR DESIGN AND FOR CONSTRUCTION.

THIS IS EXACTLY THE MIX THAT WE WANT TO SEE IS PROJECTS THAT ARE READY TO BE BUILT IMMEDIATELY, BUT ALSO ONES THAT ARE IN THE QUEUE FROM A DESIGN STANDPOINT.

[01:00:04]

SO WE'RE ALWAYS MONITORING THAT MIX OF OF TYPES OF PROJECTS THAT WE'RE SEEING THROUGH THE EFFORT.

AND YOU'LL SEE SOME OF THE CITIES HAVE BOTH DESIGN AND CONSTRUCTION, YOU'LL SEE SOME THAT ARE REALLY FOCUSED ON THE CONSTRUCTION SIDE OF IT.

NOW, FROM A PHASING STANDPOINT, I ALWAYS TRY TO PUT THE NUMBER OF APPLICANTS VERSUS THE DOLLARS BECAUSE YOU'LL SEE SOME REAL DIFFERENT THINGS AS WE PRESENT THAT INFORMATION.

SO IN THIS CASE YOU'RE LOOKING AT 60 TOTAL PROJECTS.

THE PHASES YOU SEE 42% ARE FOR DESIGN, BUT IT ONLY REPRESENTS 10% OF THE OVERALL ASK.

SO THAT'S GREAT. WE'RE SEEING A LOT MORE MONEY THAT'S GOING TO GO TOWARDS CONSTRUCTION.

WE'RE SEEING THAT THAT IT TELLS US SOME HINTS ABOUT THE COST ESTIMATES ARE IN LINE.

WE SHOULD SEE DESIGN MONEY LOWER.

SO WE KEEP ALL OF THESE MATRICES IN MIND.

AND WE LOOK AT THEM YEAR BY YEAR.

SO THAT WAY WE CAN SEE HOW IS THE PROGRAM EVOLVING OVER TIME.

AGAIN, WE'VE GOT 30 YEARS OF THIS PROGRAM, 25 YEARS LEFT ROUGHLY.

SO THAT'S WHERE WE WANT TO GET SOMETHING GROUNDED, TO HAVE A BASELINE TO LOOK AT.

WE'RE ALSO VERY EXCITED THAT OF ALL THE IMPROVEMENTS, YOU'LL SEE MULTIMODAL IMPROVEMENTS DOMINATE THIS PROCESS.

AND I'M ACTUALLY ALMOST DONE.

MADAM CHAIR, SO I'LL BE WRAPPING UP HERE, I WOULD LIKE YEAH, I WOULD LIKE FOR YOU TO FINISH.

YEP. ABSOLUTELY. THEN NOT NOT I'M NOT RUSHING YOU, BUT I WOULD LIKE FOR YOU TO COMPLETE YOUR PRESENTATION BEFORE WE MOVE ON TO THE RESULTS.

YEAH. AND I LOVE THIS THOUGH, BECAUSE ULTIMATELY THERE WERE REALLY TWO MESSAGES THAT THIS PRESENTATION REALLY REPRESENTS.

AND I'VE ALREADY COVERED THE BIG PART OF IT.

THE EDUCATION IS HAPPENING AND IT'S HAVING HUGE IMPACT ON THIS PROGRAM AND THE APPLICATIONS THAT WE'RE GIVING.

I SAID THAT WE WERE GOING TO COME BACK TO THAT 198 NUMBER.

I WANTED YOU TO SEE LAST YEAR'S MAG.

SO LAST YEAR HAD 29 MILLION THAT WAS SET ASIDE FOR THIS PROGRAM.

REMEMBER, THAT'S NOT ALL THE 10%.

THIS IS JUST ONE PROGRAM OF THREE THAT ARE DONE THROUGH THE COUNTY WITH AN ASK OF 198.

THAT'S ABOUT 15% OF THE OVERALL ASK.

THIS BECOMES A. IMPORTANT.

AS YOU'VE HEARD, OUR EXECUTIVE DIRECTOR TALK OFTEN ABOUT THE GRANT PROGRAMS. FROM THE FEDERAL GOVERNMENT STANDPOINT, THERE'S ALWAYS A GREATER ASK.

THERE'S A GREATER NEED THAN THERE IS MONEY.

SO I WANT YOU GUYS TO GET A SENSE OF AS WE'RE PROCESSING THESE APPLICATIONS, AND WE GET READY TO SUBMIT TO THE MAP ADMINISTRATOR, JUNE 1ST, THAT WE'RE LOOKING AT IT, AND THAT ROUGHLY, WE'RE LOOKING AT MUCH GREATER ASKS THAN THAN WHAT'S AVAILABLE.

SO I WILL TAKE ANY QUESTIONS AT THAT POINT.

I HAVE TWO SPEAKERS.

MEMBER. SHUHAM. SHUHAM.

NO MEMBER.

TRANTALIS. COMING UP.

GREAT. THANK YOU.

GOOD MORNING. GOOD MORNING.

SO I UNDERSTAND THAT THE MONEY THAT'S BEING REQUESTED BY THE INDIVIDUAL MUNICIPALITIES IS REALLY APPLYING TOWARDS THE 10% PORTION OF THE SURTAX, AND, AND AND AT SOME POINT, AT SOME FUTURE MEETING, I'D LIKE TO SEE IF YOU COULD COME BACK TO US AND TELL US ABOUT WHERE THE COUNTY'S PROJECTS ARE AND WHAT'S THEIR TIMELINE.

FOR EXAMPLE, WE HAD A WONDERFUL PRESENTATION ON THE PRIMO PROJECTS THAT WERE PRESENTED BY THE COUNTY.

AND I'D LIKE TO KNOW HOW IS THAT HOW ARE THOSE PROJECTS MOVING ALONG AND HOW MUCH OF A OF A OF A HOW MUCH OF THE MONEY THAT'S BEING ACCUMULATED IS ACTUALLY BEING SPENT BY THE COUNTY, ACCORDING TO THE TIMELINE THAT THEY HAVE PROJECTED IN PREVIOUS SESSIONS? IN OTHER WORDS, THE FOR EXAMPLE, THE PEOPLE MOVER BETWEEN THE AIRPORT AND THE CONVENTION CENTER.

WHERE IS THAT? HOW LONG, HOW LONG, HOW LONG? HOW MUCH ALONG ARE THEY IN THAT PROJECT? AND CAN THERE BE MONEY FREED UP FOR THE MUNICIPALITIES? BECAUSE, AS YOU INDICATED, THE ASK IS BIGGER THAN THE AMOUNT OF MONEY THAT'S AVAILABLE.

AND IF THE COUNTY IS NOT REALLY USING MONEY IN THAT PARTICULAR YEAR FOR THEIR PROJECTS, CAN SOME OF THAT MONEY BE LOOSENED UP FOR THE CITIES LIKE US? THAT COULD REALLY, REALLY USE IT? BECAUSE BECAUSE EVERY YEAR THAT MONEY IS NOT SPENT, IT'S ACCUMULATED.

IT'S IN THE BANK ACCOUNT.

DO YOU KNOW HOW MUCH MONEY IS SITTING IN THE BANK ACCOUNT NOW? A COUPLE OF BILLION. I DON'T KNOW THE CURRENT AMOUNT, BUT I WOULD SAY TO ANSWER YOUR QUESTION, MR. CALETKA, CORRECT ME IF I'M WRONG, THIS WOULD BE A GREAT INVITE FOR GRETCHEN CASINI TO PRESENT TO THIS BECAUSE SHE'S THE ONE THAT MANAGES THE LARGER PROGRAM.

YEAH, WE JUST FOCUS ON THE MCC.

OKAY? SO I BECAUSE THE CITIES ARE CONTINUING TO NEED MONEY AND AND I KNOW THE ORIGINAL AGREEMENT WAS THE 9,010% SPLIT. BUT AS WE SEE THE COUNTY WORKING TOWARDS THIS PROJECTS, THEIR PROJECTS ARE REALLY GREAT.

WE'D LOVE TO SEE THEM HAPPEN.

BUT IF THEY'RE NOT HAPPENING IN A TIMELINE THAT THEY HAD ANTICIPATED, AND THE MONEY CONTINUES TO ACCUMULATE AND THE MONEY CONTINUES TO BE COLLECTED THROUGH THE SALES TAX, BY THE WAY, 45% OF WHICH COMES FROM FORT LAUDERDALE.

WE WOULD WE WOULD LOVE TO.

REALLY? YES.

WE WOULD LOVE WE WOULD LOVE TO SEE WE WE'D LOVE TO SEE SOME OF THAT MONEY BEING ASSIGNED TO THE MUNICIPALITIES, IF THAT'S IF THAT'S AT ALL POSSIBLE WITHOUT INTERFERING WITH THE PROJECTS THAT THE COUNTY HAS HAS PLANNED GOING FORWARD.

ALL RIGHT. THANK YOU.

THAT WOULD BE WONDERFUL.

[01:05:02]

IF WE CAN, WE CAN GO AHEAD AND GET THAT SCHEDULED.

GREG, I THINK THAT'S A GREAT IDEA.

THANK YOU SO MUCH FOR THAT.

MEMBER CUPO.

YES. AND SINCE WE HAVE A LITTLE BIT OF TIME, I DON'T WANT TO TAKE TOO MUCH TIME BECAUSE WE NEED THE VOTE.

RIGHT? WE DO HAVE ANOTHER ADDITION.

I KNOW WE HAVE. WE'RE TALKING ABOUT THE PENNY TAX, BUT.

AND I LOVE THE EDUCATION.

BUT I WOULD BE REMISS IF I DIDN'T BRING UP OUR PRESENTATION ON FUNDING THAT STAFF DID.

THEY DID A GREAT JOB.

THAT WAS AN AMAZING EYE OPENER, AT LEAST FOR THE ATTENDEES, I'M SURE I CONCUR, BUT IN EDUCATING THE CITIES, I THINK MAYBE IT WOULD BEHOOVE US TO TO SAY, GUESS WHAT? THERE'S THIS POT OF MONEY NOW ON THE STATE LEVEL.

MAYBE WHILE YOU'RE WAITING FOR THIS PARTNER OR START DOING SOME OTHER LEVERAGING, LIKE TAKE IT TO THE NEXT LEVEL.

YEAH. BECAUSE VICE CHAIR, YOU'RE YOU'RE TALKING ABOUT WHAT WE DID WITH THE ACADEMY, I LOVED IT.

I STRONGLY RECOMMEND ANYBODY THAT GETS THE OPPORTUNITY TO REALLY.

YEAH. I'M SURE.

THANK YOU. UNLESS YOU SNEEZED ON THE TRUTH.

THERE YOU GO. THANK YOU, THANK YOU.

AND THAT WAS A GOOD, GOOD POINT.

MAYOR, ON A REPORT OUT.

IT'S. REMEMBER.

GOOD. THANK YOU.

THANK YOU, MADAM CHAIR.

GREAT PRESENTATION.

THANK YOU VERY MUCH.

THE WHAT'S INTERESTING TO NOTE IS THAT YOU ARE APPROVING OR THE OR THE MR ARE BEING APPROVED IN FUTURE YEARS. SO WE RECOMMEND SO WE RANK AND RECOMMEND IT'S ACTUALLY BROWARD COUNTY COMMISSION THAT APPROVES THE PROJECT AND PUTS IT IN THE FIVE YEAR PLAN.

OKAY. AND IF YOU ARE IN THE FIVE YEAR PLAN, DOES THE CONDITION STILL HOLD THAT IF A MUNICIPALITY WANTED TO EXPEND THE FUNDS UP FRONT PRIOR TO THE FUNDING BEING AVAILABLE, THAT THEY WILL BE REIMBURSED AT A LATER TIME, IS THAT STILL THAT CONDITION STILL EXIST WITH PERMISSION FROM THE MAP ADMINISTRATION? SO YOU HAVE TO LET THEM KNOW THAT THAT'S YOUR INTENT AND IT HAS TO BE APPROVED IN ADVANCE.

SO YOU CAN'T SPEND THE MONEY AND THEN ASK LATER FOR REIMBURSEMENT UNLESS YOU GET PERMISSION.

SO IF I MAY ASK AS WELL TOO, THEN ARE THERE ANY MUNICIPALITIES THAT HAVE ATTEMPTED OR HAVE EXECUTED ON THAT PROCESS? YES. IS IT POSSIBLE TO GET THAT LIKE WHICH PROJECTS ACTUALLY ARE BEING FUNDED IN ADVANCE BY A MUNICIPALITY TO BE REIMBURSED LATER BY THESE FUND SOURCES? ALL OF THAT INFORMATION WOULD BE WITH THE MAP ADMINISTRATOR.

BUT I KNOW THAT SHE HAS REACHED OUT TO US TO LOOK AT A COUPLE OF PROJECTS TO BE MOVED UP AT THE REQUEST OF THE MUNICIPALITIES.

IT'S HAPPENED SEVERAL TIMES.

OKAY. IT'S BECAUSE THAT'S VERY, VERY IMPORTANT FOR SOME OF OUR CITIES.

SO THANK YOU.

AND WHAT I MIGHT RECOMMEND BRIAN, IS THAT WE GIVE A PRESENTATION ON THAT BECAUSE IT IS A PROCESS THAT WE GO THROUGH.

SO IT'S A RIGOROUS PROCESS WHERE WE WORK WITH THAT MUNICIPALITY.

AND IT'S TYPICALLY WE HAVE ANYWHERE BETWEEN 2 TO 4 PROJECTS THAT ARE ASKED THAT EVERY YEAR.

SO I MIGHT I'LL GIVE SOME MORE INFORMATION ON THAT THEN WITH THE CHAIR'S PERMISSION.

BUT I'LL DO THAT AT ANOTHER TIME, OBVIOUSLY.

THANK YOU. APPRECIATE THAT.

THANK YOU FOR THOSE QUESTIONS.

OKAY. I DON'T HAVE ANYONE ELSE IN THE QUEUE.

GREAT PRESENTATION.

COUNCIL. THANK YOU.

YOUR NEW AT LARGE MEMBER IS LAWRENCE MARTIN.

ALL RIGHT. CONGRATULATIONS.

BEAUTIFUL. NOW, NOW WE HAVE ONE MORE VOTE.

YES. YOU DO THE SECOND AT LARGE MEMBER POSITION WE NEED MARTIN.

YES, MA'AM. NO.

THANK YOU VERY MUCH. THANK YOU, THANK YOU, THANK YOU EVERYONE.

GOOD JOB.

OKAY, I DO HAVE A COMMENT FROM COUNCIL MEMBER MCGEE.

OH, NO. I'M JUST I WAS WAITING FOR NOMINATIONS.

OH. OKAY. SO, ARE WE READY FOR NOMINATIONS? OKAY. WE HAVE ONE ONE LAST EXECUTIVE BOARD POSITION AT LARGE.

YOU CAN JUST GO AHEAD AND AND GET IN THE QUEUE IF YOU WANT TO BE CONSIDERED FOR IT.

WE HAVE COUNCIL MEMBER MCGEE WHO ALREADY STATED THAT SHE WANTS TO BE NOMINATED.

SHE WANTS TO NOMINATE HERSELF.

AND WE ALSO HAVE IN THE QUEUE BOARD MEMBER MILOSCI.

I'D LIKE TO NOMINATE MYSELF.

YEP. OKAY.

OKAY. ANY OTHERS? MEMBER. MCGEE. NO.

SHE WANTED. OKAY.

RIGHT. MEMBER MCGEE AND MEMBER MALONEY.

AND AND AND AND WELCH.

THAT IS CORRECT. MEMBER WELCH.

SO DOES ANY OF YOU WANT TO MAKE ANY OTHER STATEMENTS? ANY STATEMENT? WE'RE GOOD. WE'RE GOOD.

OKAY, THEN.

BALLOTS. LET'S GET THE BALLOTS.

AND AFTER THOSE BALLOTS HAVE.

AND LET'S GET THIS FINAL MEMBER UP HERE, ASK THE VIRTUAL MEMBERS TO SEE WHO'S AVAILABLE.

[01:10:06]

LAST ONE. IS FOR MILOSCI, MCGEE AND WELCH.

YOU SHOULDN'T SWEAR.

DON'T SAY THAT. PLEASE. NO TIES.

DON'T TOUCH.

YEAH. THANK YOU VERY MUCH.

ANY FURTHER BALLOTS STILL? THERE'S STILL BALLOTS ON THIS END.

STILL BELL. IT'S UP HERE AS WELL.

OKAY, REBECCA, DO I STILL HAVE.

REBECCA. THREE MEMBERS ON VIRTUAL.

YES. OKAY.

I WILL CALL THOSE IN JUST A MINUTE.

WHO? OJ SIMPSON.

OH, IT'S ABOUT TIME.

YEAH. MY MIC IS ON.

ALL THE BALLOTS HAVE BEEN COLLECTED.

OKAY, OKAY.

ALL THE BALLOTS. I'M GOING TO MOVE TO THE VIRTUAL.

MR. CAPUTO.

MALLOZZI. MALLOZZI.

MR. HODGKINS.

YEAH. WHY? WE. THAT'S PART OF IT.

MR. HODGKINS, WE'RE NOT HEARING YOU, OKAY? THANK GOD. OKAY. MOVING ON, MR. HARTMANN. LET'S SEE.

OKAY. AND WE'RE READY TO PROCEED WITH THE VOTE.

THANK YOU. GREAT, GREAT.

IN THE MEANTIME, CAN WE MOVE FORWARD WITH THE MVP PRESENTATION?

[1. Route to 2050 Metropolitan Transportation Plan (MTP) Draft List of Prioritized Projects]

ABSOLUTELY. WHAT NUMBER IS THAT.

ONE IS NON ACTION ITEM ONE OKAY.

VERY WELL LET'S DO IT.

THAT'S CHRISTOPHER RESTREPO.

THAT IS CORRECT.

HELLO. GOOD MORNING EVERYONE.

GOOD MORNING I WOULD SAY THIS IS BACK TO YOUR REGULARLY SCHEDULED PROGRAMING, BUT I GUESS IT'S NOT.

WE'RE STILL IN A MEDIUM PHASE HERE.

BUT ANYWAYS MY NAME IS CHRISTOPHER RESTREPO.

I'M ONE OF THE CO PROJECT MANAGERS FOR THE ROUTE TO 2050, ALSO KNOWN AS OUR 2050 METROPOLITAN TRANSPORTATION PLAN.

AND I AM GOING TO BE PRESENTING YOU TODAY OUR DRAFT LIST OF PRIORITIZED PROJECTS.

BEFORE I GET INTO THE SLIDES, I JUST WANT TO SHARE A FEW LITTLE WORDS OF WHAT THIS LIST IS NOT.

SO IT IS NOT OUR DRAFT COST FEASIBLE PLAN THAT WILL EVENTUALLY BUILD UP OUR MVP.

WHAT THIS IS, IS ALL OF THE PROJECTS THAT WE HAVE COLLECTED THROUGH OUR NEEDS ASSESSMENT, THROUGH OUR CALL FOR PROJECTS, AND ALL OF THOSE PROJECTS RANKED UP AGAINST EACH OTHER USING THE PRIORITIZATION FACTORS AND CRITERIA THAT WE PRESENTED TO YOU BEFORE.

SO WHAT I'M GOING TO DO WITH THIS PRESENTATION IS GIVE YOU A WALKTHROUGH OF THE PROCESS AT A HIGH LEVEL, AND THEN SHARE WITH YOU SOME OF THE NEW THINGS THAT YOU'RE GOING TO SEE ON THE LIST THAT YOU HAVE AS PART OF YOUR ATTACHMENT.

SO VERY FIRST UP, THE PRIORITIZATION PROCESS TO GETTING PROJECTS INTO OUR 2015 METROPOLITAN TRANSPORTATION PLAN.

THE FIRST THING THAT WE HAD TO DO WAS DO A CALL FOR PROJECTS.

A LOT OF Y'ALL CAME TO OUR OFFICES HERE.

WE SAT IN THE ROOM ON THE OTHER SIDE AND THAT FISHBOWL OVER THERE, AND WE DISCUSSED THE NEEDS THAT YOUR MUNICIPALITY OR YOUR AGENCY HAD WITHIN BROWARD.

ONCE WE'VE COLLECTED ALL OF THOSE PROJECTS, WE THEN CATEGORIZE ALL OF THEM INTO INDIVIDUAL PROGRAMS. WE HAVE SIX PROGRAMS FOR THE 2050 MTP, AND THEN WE ASSIGN PRIORITIZATION FACTORS AND CRITERIA THAT WE USE TO EVALUATE THOSE PROJECTS, GIVE SCORES TO THEM SO THAT WE COULD EVENTUALLY HAVE A FULL LIST OF PROJECTS.

SO CALL FOR PROJECTS.

THIS IS THE BIG ORIGINATOR OF WHERE ALL THE PROJECTS CAME FROM.

SO THEY CAME FROM LOCAL MUNICIPALITIES, OUR PARTNERS AT FDOT, BROWARD COUNTY, AND ALSO SFR TO THE TRI-RAIL OPERATOR.

WE ALSO DID OUR OWN INTERNAL NEEDS ASSESSMENT, WHERE WE LOOKED AT PLANS THAT WE HAD BEEN HAVE BEEN PRODUCING IN THE PAST, SUCH AS OUR COMPLETE STREETS MASTER PLAN, OUR CONGESTION MANAGEMENT PLAN, OUR MOBILITY HUBS INITIATIVE, OUR RESILIENCY ASSESSMENT, OUR POTENTIAL EV CHARGING LOCATIONS, AND THEN ALSO SOME PROJECTS THAT MIGHT BE SUITABLE FROM OUR 2045 PLAN THAT MAY NOT HAVE RECEIVED ANY FUNDING BUT ARE STILL GOOD, VIABLE PROJECTS TO HAVE THEM ENTER OUR PLAN AND GET RANKED AGAINST ALL OF THE NEW ONES THAT CAME INTO IT.

WE ALSO TOOK A LOOK OUT.

EVERYTHING WE DID WAS GIS BASED, SO WE HAD A LOT OF PLOTS, A LOT OF MAPS, AND WE STARTED LOOKING GEOGRAPHICALLY.

IS EVERYTHING BEING DISTRIBUTED CORRECTLY AND BASED OFF OF THAT WE NOTICED SOME TRENDS.

SO THERE ARE A COUPLE OF MPO ADDITIONS THAT WE ADDED TO THE PROJECT LIST.

AND THOSE ARE GRADE SEPARATION TYPE PROJECTS.

SO GRADE SEPARATIONS OVER RAILROAD FACILITIES, THE FEC AND THE SFR, C TRI-RAIL STATIONS, TWO NEW TRI-RAIL STATIONS ARE IN THE PLAN OR IN THE DRAFT LIST OF

[01:15:04]

PRIORITIZED PROJECTS MAST ARM CONVERSIONS.

SO GETTING THE THE WHOLE SYSTEM MORE RESILIENT.

REMOVING THOSE SPAN WIRES AND GETTING MAST ARMS THERE SO THEY'RE STRONGER WITHIN HURRICANES.

OUR DIGITAL TWIN. YOU'VE HEARD GREG TALK A LOT ABOUT THAT IN THE PAST.

WE'RE HAVING SOME FUNDING SET ASIDE FOR THAT TRUCK PARKING AND THEN ALSO AC RETROFIT FOR TRI-RAIL STATIONS SO THAT YOU'RE A LITTLE BIT MORE COMFORTABLE WHEN YOU'RE SITTING OR WAITING FOR THE TRI-RAIL TO ARRIVE.

AFTER WE'VE TAKEN ALL OF THOSE PROJECTS AND GOT THE WHOLE UNIVERSE OF WHAT OUR NEEDS ARE, WE THEN DID A LITTLE BIT OF SCRUBBING AND FILTERING TO MAKE SURE THAT WE HAVE STRONG PROJECTS INTO THE PLAN, SO THAT WHEN WE APPLY FUNDS TO IT, THEY'RE GOOD, VIABLE, PROGRAM READY PROJECTS.

SO SOME OF THE FILTERS THAT WE USE ARE THE SCRUBBING IS IF A PROJECT WAS TOO LOW OF A COST, WE SAID THAT IF A PROJECT CONSTRUCTION COST WAS LESS THAN $3 MILLION, IT COULD NOT BE ELIGIBLE FOR OUR PLAN.

IT MIGHT BE MORE SUITABLE FOR A DIFFERENT PARTNER AGENCY TO IMPLEMENT IF THE PROJECT WAS ALREADY PROGRAMED.

SO SOME PROJECTS BY THE TIME THEY CAME TO OUR ASSESSMENT, THEY'VE ALREADY BEEN PROGRAMED INTO OUR TIP.

AND THOSE PROJECTS WILL CARRY OVER INTO OUR PLAN AS PART OF OUR EXISTING PLUS COMMITTED PROJECTS.

SO WE DON'T NEED TO NECESSARILY RANK THEM AGAINST ALL OF THE OTHERS.

AND IF THERE WERE DUPLICATES, A LOT OF MUNICIPALITIES SUBMITTED PROJECTS THAT CROSS JURISDICTIONAL BOUNDARIES.

THEY'RE THE SAME PROJECTS.

SO EITHER WE REMOVED ONE OR WE INCORPORATED THE SCOPE OF ONE INTO ANOTHER ONE, WHICH IS THE NEXT BOX FOR THE NEEDS ASSESSMENT THAT MERGING SOME PROJECTS, WE ENDED UP MERGING BECAUSE WE THOUGHT THAT THEIR LIMITS WERE VERY CLOSE TO EACH OTHER.

THE SAME TYPE OF WORK WAS VERY CLOSE IN SCALE, SO BUILDING OUT ONE PROJECT THAT WAS LARGER SO THEY COULD ACCUMULATE A LITTLE BIT MORE POINTS.

WE ALSO CHECKED THE ELIGIBILITY OF A PROJECT.

SO IF A PROJECT IS NOT ON THE FEDERAL AID NETWORK, UNFORTUNATELY WE CAN'T PAY FOR IT.

SO WE WOULD HAVE TO REMOVE THAT PROJECT FROM THE LIST.

WE ALSO LOOKED AT THE FEASIBILITY.

SO WE PRODUCED REPORTS FOR OUR COUNTY PARTNERS AND FOR OUR STATE PARTNERS TO REVIEW THE PROJECT LIST, TO DO A JUST AN OVERVIEW, HIGH LEVEL LOOK AT THE PROJECTS TO SEE, HEY, IS THIS FEASIBLE ON THEIR ROADWAYS AND THE ONES THAT WERE NOT WE REMOVED FROM THE LIST.

AND THEN WE ALSO HAVE SOME PROJECTS THAT WE IDENTIFIED THAT WERE VERY SUITABLE FOR OUR NEW BROWARD SAFETY ACTION PLAN.

SO OUR SAFE STREETS FOR ALL GRANT THAT WE WERE AWARDED.

SO WE HAVE A LIST OF PROJECTS THAT WE'LL BE PASSING OVER TO THAT TEAM SO THAT THEY CAN HELP DEVELOP A LITTLE BIT FURTHER.

AND THEN WE DO ALSO HAVE SOME PROJECTS THAT WE SENT OFF TO FDOT AND THE BROWARD COUNTY THAT WE THOUGHT THAT WAS MAYBE MORE SUITABLE FOR THEM TO TAKE ON.

SO WHAT IS MISSING FROM THIS LIST BEFORE WE GET TO THE DRAFT COST FEASIBLE PLAN? WHAT YOU'RE NOT GOING TO SEE IN THE PDF IN YOUR ATTACHMENT ARE RESILIENCY STUDIES.

THOSE ARE STILL BEING WORKED ON, BUT THEY WILL BE PART OF THE DRAFT COST FEASIBLE PLAN AND ALSO SAFETY PROJECTS.

SAFETY PROJECTS WILL NOT BE THERE.

ALTHOUGH WE DO HAVE A PROGRAM FOR SAFETY.

WE ARE WAITING FOR THE RESULTS OF OUR OUR BROWARD SAFETY ACTION PLAN, AND WE WILL AMEND THOSE PROJECTS INTO THE PLAN ONCE THEY ARE READY.

PROGRAMS, I TALKED A LITTLE BIT ABOUT EXISTING PLUS COMMITTED PROJECTS FROM OUR TIP.

OUR TIP WILL BE ADOPTED THIS YEAR.

ONCE THAT TIP ADOPTION HAPPENS, WE'LL THEN FOLD IN ALL OF THOSE EXISTING PLUS COMMITTED PROJECTS INTO THE MCP.

SO WE'LL HAVE A FULLY CONSTRAINED MCP AND THEN ALSO CSLP.

IT'S A POPULAR PROGRAM THAT WE HAVE THAT'S.

ON AN ANNUAL BASIS.

SO THOSE PROJECTS WILL COME INTO THE PLAN ON AN ANNUAL BASIS THROUGH AN AMENDMENT.

WE ARE STILL WAITING FOR A COUPLE PARTNER PROJECTS.

THE 2056 COST FEASIBLE PLAN FROM FDOT.

THEY'RE STILL DEVELOPING THAT.

ONCE THEY HAVE THAT READY, WE'LL BE ABLE TO PUT THAT INTO OUR PLAN.

BUT BROWARD COUNTY TRANSIT, THEY HAVE THEIR PRIMO PLAN THAT THEY'RE WORKING ON.

WE'VE AGREED WITH THEM AND WITH BROWARD COUNTY HIGHWAY ENGINEERING THAT THEIR PROJECTS WILL ENTER INTO OUR PLAN THROUGH AN AMENDMENT CYCLE EVERY YEAR.

AND THEN OUR SEAPORT PROJECTS, OUR SEAPORT PARTNERS, THEY ARE GOING TO HAVE A FULL LIST OF PROJECTS READY FOR US BY NOVEMBER.

SO WE GOT TO QUICKLY TURN THAT AROUND FOR OUR DECEMBER ADOPTION DATE.

SO PROGRAMS, IF YOU HAVEN'T SEEN THIS SLIDE BEFORE, I DID INTRODUCE IT AT THE VERY EARLY PART OF THE MTP PROCESS.

I BELIEVE BACK IN FEBRUARY OF 2023, BUT THIS IS A WALK THROUGH OF WHAT THE PROGRAMS. WE HAD IN THE 2045 PLAN AND WHAT THAT'S KIND OF TURNING INTO IN THE 2050 PLAN.

SO IN THE 2045, WE HAD OUR COMPLETE STREETS MASTER PLAN AND SEA SLIP.

THOSE TWO PROGRAMS ARE VERY COMPLETE STREETS IN NATURE, BICYCLE, PEDESTRIAN FOCUS, FILLING IN THAT NETWORK GAP.

SO WE THOUGHT IT WAS A GREAT IDEA TO MERGE THOSE INTO ONE, CALL IT A COMPLETE.

STREETS STILL HAVE A COMPETITIVE NATURE OF TO GET PROJECTS THROUGH THE SEA SLIP PROGRAM, BUT WE'LL IT'LL JUST BE WRAPPED UP INTO THE COMPLETE STREETS ROADWAY.

WE HAD A LOT OF PROJECTS LIKE NEW ROADWAY CONSTRUCTION, INTERSECTION IMPROVEMENTS, BUT ALSO PART OF THE 2045 PLAN.

THERE WAS A BIG CHUNK OF RESILIENCY STUDIES THAT WERE THERE, BECAUSE RESILIENCY IS ONE OF OUR EMPHASIS AREAS FOR THE 2050 PLAN, WE DECIDED TO BREAK THAT OFF INTO TWO SEPARATE PROGRAMS SO THAT WE CAN FOCUS ON THE TWO NEEDS THAT ARE SPECIFIC TO THEMSELVES.

SO WE HAVE A ROADWAY AND A RESILIENCY PROGRAM.

NOW, TRANSIT AND HUBS.

[01:20:02]

WHAT WE REALIZED FOR THE 2045 PLAN WAS THAT WE WERE REALLY ACTING AS A COMPLEMENTARY SERVICE TO OUR PARTNERS AT BROWARD COUNTY TRANSIT.

SO THAT'S THE FOCUS THAT WE'RE GOING TO HAVE FOR THE 2050 PLAN IS TO MERGE THOSE TWO PROGRAMS TOGETHER, CALL IT TRANSIT AND HUBS, AND WE DO HAVE PROJECTS IN THERE THAT ARE MOBILITY HUB IN NATURE.

ALSO A LOT OF PROJECTS THAT WERE SUBMITTED BY SFMTA.

SO THAT'S WHAT YOU'RE GOING TO SEE IN THAT PROGRAM.

AND THEN TSA AND SAFETY, WE'RE ACTUALLY GOING TO BREAK THAT UP INTO TWO SEPARATE PROGRAMS, INTO TECHNOLOGY AND SAFETY, TO OTHER EMPHASIS AREAS THAT WE HAVE FOR THE 2050 PLAN. SO THIS SLIDE IS TO SHOW YOU WHICH PROJECTS WE CLASSIFIED ALL OF THE PROJECTS THAT WE RECEIVED FROM OUR CALL FOR PROJECTS AND WHICH ONES WHICH PROGRAMS ARE THE ONES THAT ARE GOING TO BE RECEIVING POINTS BASED OFF OF OUR PRIORITIZATION FACTORS AND CRITERIA THAT WE SET SO COMPLETE STREETS, ROADWAY, TRANSIT HUBS, AND TECHNOLOGY ARE ALL BEING RANKED THROUGH THAT PROCESS.

A SAFETY AND RESILIENCY HAVE THEIR OWN FRAMEWORK AND A DIFFERENT WAY OF HOW WE'RE GOING TO DEVELOP THOSE PROJECTS.

TO NOTE COMPLETE STREETS AND TECHNOLOGY.

THEY INCLUDE A LITTLE BIT OF A COMPETITIVE FUNDING PROGRAM.

SO THINK OF SOMETHING LIKE SEA SLIP AS AN OPPORTUNITY TO GET SMALLER SCALE PROJECTS THAT FALL WITHIN THE COMPLETE STREETS OR TECHNOLOGY KIND OF VIBES.

SO OUR PRIORITIZATION FACTORS AND CRITERIA, THIS IS JUST A RECAP.

I'M NOT GOING TO GO THROUGH THIS TABLE, BUT THESE ARE THE ONES THAT WE AGREED TO A FEW MONTHS AGO THAT WE HAD EQUITY AND ACCESSIBILITY AS ONE FACTOR, RESILIENCY AND SAFETY AS ANOTHER, AND ECONOMIC VITALITY MOBILITY.

AND BELOW THAT YOU CAN SEE ALL THE CRITERIA THAT PROJECTS HAVE AN OPPORTUNITY TO ACCUMULATE POINTS.

SO OUR LIST OF PROJECTS.

SO THIS IS JUST AN OVERVIEW OF WHAT YOU'LL FIND IN EACH ONE OF THE DIFFERENT PROGRAMS. SO COMPLETE STREETS FOR EXAMPLE.

IT'S MORE OF THAT BICYCLE PEDESTRIAN PROJECTS TO ADDRESS THE GAPS.

YOU'RE GOING TO SEE PROJECTS LIKE BIKE LANES, SIDEWALKS, SOME LIGHTING, SOME LANDSCAPING, AND THAT WILL INCLUDE A COMPETITIVE FUNDING PROGRAM.

ROADWAY IS REALLY ABOUT THE CAPACITY PROJECTS, FREIGHT PROJECTS TO SOMETHING HERE THAT WE'RE EMPHASIZING IS THOSE GRADE SEPARATION FEASIBILITY STUDIES.

WE'RE GETTING MORE TRAINS ON OUR RAILROADS.

WE WANT TO MAKE SURE THAT WE AVOID AS MANY CONFLICTS AS POSSIBLE WITH THOSE TRAINS.

SO WE'RE REALLY GOING TO FOCUS ON DOING SOME STUDIES TO SEE HOW THAT WILL BE FEASIBLE.

TRANSIT AND HUBS, THOSE ARE GOING TO BE ALL OF YOUR MOBILITY HUBS THAT ARE GOING TO COMPLIMENT OUR PRIMO LINES AND THEN ALSO HAVE THINGS LIKE PARK AND RIDES AND TRANSIT IMPROVEMENTS FOR TECHNOLOGY.

WE HAVE A THREE TIERED SYSTEM THAT WE'RE WORKING ON.

IT'S REALLY GOING TO BE FOCUSING ON EV CHARGING FIBER AND OUR DIGITAL TWIN.

AND THAT WILL ALSO INCLUDE A COMPETITIVE PROGRAM AND THEN SAFETY AND RESILIENCY.

STILL WORKING OUT THE KINKS THERE.

SO IF YOU'VE GOTTEN WITH ME THIS LONG THIS IS THE MOST IMPORTANT SLIDE.

SO IF I COULD GET YOUR ATTENTION FOR THIS ONE AND THIS IS THE ONE TO MAKE SURE YOU GO HOME WITH THAT, YOU GET THIS LITTLE BIT OF KNOWLEDGE.

WE ARE FORECASTED TO HAVE ABOUT $11.1 BILLION AS PART OF OUR FINANCIAL REVENUES FOR THE 2050 PLAN.

HOWEVER, BASED OFF OF THIS GRAPHIC THAT YOU SEE HERE, THAT DARK BLUE LINE THAT YOU SEE IS FOR OUR STRATEGIC INTERMODAL SYSTEM, MEANING STATE FUNDS, MEANING FDOT HAS FULL CONTROL OF THAT MONEY.

YES, OF COURSE WE HAVE INFLUENCE HERE AT THE BOARD, BUT AT.

THE END OF THE DAY, THEY HAVE CONTROL OVER IT.

WHAT WE HERE AT THE BROWARD MPO HAVE THE MOST CONTROL OVER, THAT ARE THE MOST FLEXIBLE FOR US TO USE IS THAT LITTLE PIECE OF GREEN THAT YOU SEE HIGHLIGHTED WITH THE RED OUTLINE.

THOSE ARE WHAT WE CALL OUR MPO ATTRIBUTABLE FUNDS.

AND IT'S ONLY ABOUT 8% OF THE TOTAL REVENUE THAT WE'RE PLANNING FOR FOR THE 2050 PLAN.

SO HOW WE SPEND THE MONEY IS REALLY IMPORTANT.

AND IT'S REALLY IMPORTANT BECAUSE ON THIS NEXT SLIDE YOU'RE GOING TO SEE THE THE STAFF SUGGESTED FUNDING DISTRIBUTION OF THOSE MPO ATTRIBUTABLE FUNDS.

SO OF THAT GREEN SQUARE THAT 8% WE'RE PROPOSING 51% OF THAT TOTAL MONEY.

GO TO OUR COMPLETE STREETS.

AND YOU MIGHT ASK, OH, THAT'S A GREAT IDEA.

WE LOVE COMPLETE STREETS, BUT REALLY IT'S BECAUSE OF THE OVERALL NEED THAT WE RECEIVE FROM OUR CALL FOR PROJECTS, THE AMOUNT OF PROJECTS THAT WE RECEIVED FOR THAT PROGRAM THAT ARE BICYCLE, PEDESTRIAN IN NATURE WAS MUCH, MUCH, MUCH LARGER THAN ALL OF THE OTHER PROGRAMS. ALSO, WITH OUR 2045 PLAN, OUR COMPLETE STREET MASTER PLAN ACCOUNTED FOR ABOUT 25% OF OVERALL MPO ATTRIBUTABLE FUNDS, AND OUR C SLIP PROGRAM WAS 20%.

SO IF YOU PUT THOSE TWO TOGETHER, IT'S 45%.

WE WANTED TO GIVE IT A LITTLE BIT MORE.

SO NOW IT'S A 51 FOR ROADWAY.

WE HAVE 10%.

TRANSIT AND HUBS AND TECHNOLOGY ARE TIED FOR 12.

SAFETY AT TEN AND RESILIENCY AT FIVE OKAY.

SO YOU'RE PROBABLY THINKING OKAY RESILIENCY IS A HUGE ISSUE.

WE HAVE A LOT OF FLOODING WITH SEA LEVEL.

RISE IS A REALLY BIG THING.

AND 5% IS NOT REALLY GOING TO ADDRESS ALL OF OUR ISSUES.

WELL, FORTUNATELY OR UNFORTUNATELY, I DON'T KNOW HOW WE WANT TO LOOK AT IT.

THE MAJORITY OF THE PROJECTS THAT WE'RE PROPOSING FOR OUR RESILIENCY PROGRAM ARE ON STATE FACILITIES, SO THEY'LL HAVE ACCESS TO A LOT OF THAT BLUE AREA.

[01:25:02]

YEAH. SO A DOT IF YOU'RE HERE.

LOVE YOU. THANK YOU SO MUCH.

HOPEFULLY THEY PAY FOR ALL OF OUR RESILIENCY PROJECTS THAT WE PUT IN THERE.

AND GRADE SEPARATIONS.

YEAH. SO AND ALSO, JUST BECAUSE IT HAS A SMALL NUMBER OF PERCENTAGE FOR ITS INDIVIDUAL PROGRAM DOES NOT MEAN THAT THESE PROGRAMS DON'T TALK TO EACH OTHER. THERE ARE ASPECTS OF EACH ONE OF THESE PROGRAMS THAT CAN BE INCLUDED IN ANY ONE OF THE PROJECTS THAT WE RECEIVE THROUGH OUR CALL FOR PROJECTS, AND HOW IS IT THAT WE CAN DO THAT? HOW CAN WE MAKE SURE THAT THEY'RE ALL TALKING TO EACH OTHER? WELL, WE'VE DEVELOPED A MECHANISM THAT'S CALLED ROUTE MARKERS.

AND AT A AT A QUICK GLANCE, YOU'LL SEE ON THE RIGHT HAND SIDE SOME ICONS AND SOME RED EXCLAMATION MARKS.

THESE ICONS AND THE DOTTED LINES, THEY'RE GOING TO BE REPORTED ON OUR PDFS WHEN WE PRODUCE OUR DRAFT LIST OF PROJECTS AND OUR DRAFT COST FEASIBLE PLAN.

AND WHAT IT'S GOING TO TELL THE USER IS THAT IF THERE IS AN AREA OF CONCERN, A RED EXCLAMATION MARK IS GOING TO POP UP AND IT'S GOING TO TELL THE READER, WHOEVER IS DOING THE FEASIBILITY STUDY, PDA STUDY SAFETY STUDY, RESILIENCY STUDY, THAT THERE ARE OTHER AREAS OF CONCERN THAT RELATE TO ANY ONE OF THOSE ROUTE MARKERS, AND SOME ADDITIONAL SCOPE ITEMS SHOULD BE ADDED OR SOME ADDITIONAL SENSITIVITIES SHOULD BE CONSIDERED.

SO WHAT ARE OUR ROUTE MARKERS? WELL, CURRENTLY WE HAVE FIVE THAT WE'VE NAILED DOWN THAT ARE GIS BASED.

THE SIXTH ONE HOUSING WE'RE STILL WORKING ON.

BUT WHAT WE'RE GOING TO BE FOCUSING ON IS BICYCLE SUITABILITY.

DOES THE ROADWAY FEEL COMFORTABLE TO BIKE, NOT JUST ARE THERE IS THERE PAINT ON THE LINE OF THE ROAD BECAUSE THAT'S NOT NECESSARILY COMFORTABLE? IF IT'S NOT COMFORTABLE, IF IT'S A VERY DIFFICULT OR DIFFICULT TO RIDE YOUR BIKE, THAT RED EXCLAMATION MARK IS GOING TO POP UP IF THE CORRIDOR IS CONGESTED.

WE DID AN EVALUATION OF OUR CONGESTION MANAGEMENT MANAGEMENT PLAN.

ALL OF OUR CONGESTED CORRIDORS ARE ON A GIS MAP.

IF THE PROJECT FALLS ON ONE OF THOSE CORRIDORS, IT'LL LIGHT UP RED.

AND SOME INTERVENTIONS THAT WE HAVE IN OUR TOOLBOX MIGHT BE APPROPRIATE FOR THAT.

EQUITY AREAS, IF IT'S IN A HIGH OR VERY HIGH EQUITY AREA, MAYBE A LITTLE BIT MORE PUBLIC OUTREACH NEEDS TO HAPPEN THERE TO REALLY UNDERSTAND WHAT WHAT THEIR ISSUES ARE.

MAYBE TRANSPORTATION IS NOT THEIR ISSUE.

MAYBE IT'S SOMETHING ELSE.

HIGH INJURY NETWORK.

THIS IS RELATED TO SAFETY TO CRASHES.

SO IF IF A PROJECT FALLS WITHIN THAT AREA, YOU'RE GOING TO HAVE A RED EXCLAMATION MARK THAT SHOWS A VERY HIGH OR HIGH INJURY NETWORK OR LOCATION, WHETHER IT'S AN INTERSECTION OR A CORRIDOR. AND THEN OUR RESILIENCY.

WE TALKED A FEW MONTHS AGO ABOUT OUR RESILIENCY NETWORK, THE VULNERABILITY, THE THE THE PHYSICAL VULNERABILITY BASED OFF OF THOSE STRESSORS.

AGAIN, SAME THING.

IF IT'S IN A HIGH OR VERY HIGH AREA, IT'LL POP UP WITH A RED EXCLAMATION MARK AND IT'LL TELL THE READER, WE NEED TO FOCUS HERE ON THAT.

SO WHEN YOU LOOK AT THE PDF, I JUST WANT TO WALK THROUGH WHAT YOU'RE LOOKING AT, JUST IN CASE IT LOOKS A LITTLE BIT SCARY.

IN THE UPPER LEFT HAND CORNER WITH A DARK CHARCOAL BOX, YOU'LL SEE THE PROGRAM RANKING.

SO THESE NUMBERS ARE NOT GOING TO BE THE SAME FOR EVERY PROGRAM.

IT'S JUST GOING TO BE FOR THE INDIVIDUAL PROGRAM.

SO RIGHT THERE WE HAVE A FOUR AND AN ROWE.

THAT'S JUST THE NUMBER FOUR WITH THE ABBREVIATION OF THE PROGRAM.

SO FOR ROADWAY BELOW IT IS THE PROJECT ID THAT PROJECT.

IS GOING TO TELL US HOW WE CAN COMMUNICATE ANYTHING, ANY CHANGES THAT WE MAKE TO THIS PROJECT FROM NOW UNTIL CONSTRUCTION, BECAUSE A LOT COULD HAPPEN TO A PROJECT.

WE CAN USE THAT PROJECT ID TO TRACK IT AND MAKE IT MAKE SURE THAT WE CAN DELIVER ANY KIND OF MESSAGING OR CHANGING WITH THAT TRACKING SYSTEM.

WE HAVE WORK MIXES.

TYPICALLY YOU'LL SEE JUST ONE TYPE OF WORK MIX, BUT WE'VE DECIDED TO INCLUDE A SECONDARY ONE.

SO THAT ADDITIONAL WORK TYPE THAT WILL GIVE YOU A LITTLE BIT MORE FLAVOR OF OR AN IDEA OF WHAT THE PROJECT IS TRYING TO ADDRESS.

AND IF THOSE TWO AREN'T ENOUGH, YOU CAN GO DOWN TO WHERE THE SCOPE AREA IS AND THE ITALICS.

AND THAT WILL TELL YOU A LITTLE BIT MORE ABOUT THE PROJECT.

ALL THE WAY AT THE BOTTOM WE HAVE ROADWAY CHARACTERISTICS, THE MUNICIPALITIES THAT THE PROJECT RUNS THROUGH, THE OWNERSHIP OF THE ROADWAY AND WHO THE PROJECT SPONSOR WAS.

SO IF YOU HAVE A QUESTION, IT'S LIKE, OH, WHO SUBMITTED THIS IN MY TOWN? IT MIGHT HAVE BEEN YOUR TOWN. WHO SUBMITTED IT? AND THEN YOU ALSO HAVE THINGS LIKE TOTAL PROJECT COSTS.

AND THEN AGAIN, OUR ROUTE MARKERS.

SO WHERE WE ARE IN OUR SCHEDULE TODAY, WE'RE TALKING ABOUT OUR DRAFT LIST OF PRIORITIZED PROJECTS.

NEXT MONTH I'LL BE GIVING A SHORTER PRESENTATION.

THIS IS JUST THE HARD STUFF.

NEXT MONTH IS GOING TO BE THE FUN STUFF WHERE I'LL SHOW YOU WHAT THE DRAFT COST FEASIBLE PLAN LOOKS LIKE, HIGHLIGHT SOME OF THE PROJECTS, SHOW YOU SOME MAPS, AND IT'LL BE A GOOD TIME ONCE WE GET YOUR ENDORSEMENT.

IF YOU GUYS ARE ALL GOOD WITH THAT, WE WILL THEN GO OUT INTO THE SUMMERTIME TO SEEK RESOLUTIONS OF SUPPORT FOR ALL OF THE PROJECTS THAT ARE IN OUR PLAN.

SO STAY ON THE LOOKOUT BECAUSE THOSE RESOLUTIONS WILL BE COMING TO YOU SOON.

AND THEN IN OCTOBER, NOVEMBER, WE'LL CREATE A DRAFT MVP THAT'LL BE OUT FOR COMMENTS AND THEN ADOPTION IN DECEMBER.

AND I'M HERE TO ANSWER ANY QUESTIONS.

THANK YOU. THANK YOU SO VERY MUCH.

I DON'T HAVE ANY QUESTIONS IN THE QUEUE.

[01:30:01]

APPRECIATE IT. GREAT.

GREAT PRESENTATION.

OKAY. COUNCIL.

YES. SO, DO WE HAVE A WINNER? YES. MEMBERS YOU DO.

YOUR SECOND AT LARGE MEMBER OF THE EXECUTIVE COMMITTEE IS ANDREA MCGEE.

GREAT. CONGRATULATIONS.

AWESOME. THANK YOU.

OKAY, SO, CAN I SAY ONE THING? YEAH. JUST ONE.

JUST ONE. ABSOLUTELY.

IF YOU REALIZE THIS, BUT YOU JUST SELF-SELECTED EVERY PART OF THE COUNTY.

OH, COOL.

COOPER. SOUTH SOUTH EAST.

YOU'RE BEING CHAIR OF SOUTHWEST JAFFE.

CENTRAL. JABOT.

YOU'RE YOU'RE CENTRAL.

MCGEE. YOU'RE NORTHEAST, SOUTHEAST OR NORTHWEST? YOU'RE DONE. YOU ACTUALLY DID THIS ON YOUR OWN.

THAT WAS REALLY COOL FROM MY OWN PERSPECTIVE.

AND I JUST WANTED TO SHARE THAT WITH YOU BECAUSE YOU ALL DID THAT ON YOUR OWN.

CONGRATULATIONS, BEAUTIFUL.

THANK YOU, THANK YOU.

SO DO WE GO BACK TO OUR REGULAR AGENDA? YES WE DO.

[ CONSENT ITEMS (All Items Open for Public Comment) ]

WE HAVEN'T DONE CONSENT.

CORRECT. OKAY, SO CAN I GET A VOTE ON THE CONSENT AGENDA? THIS IS A MOTION TO APPROVE THE AMENDMENT TO SUBRECIPIENT AGREEMENT BETWEEN THE BROWARD METROPOLITAN PLANNING ORGANIZATION AND SOUTH FLORIDA REGIONAL TRANSPORTATION AUTHORITY FOR FAIR INTEROPERABILITY.

ONE ITEM ON CONSENT.

NEED A MOTION AND A SECOND.

IT'S BEEN MOTIONED. AND SECOND.

CAN WE GET A VOTE? AND FOR THOSE WHO ARE VIRTUAL, IF YOU DO NOT, IF YOU DO NOT RESPOND AS A NEGATIVE, WE BELIEVE THAT YOU ARE VOTING FOR THE MOTION.

MOTION PASSES.

INTEROPERABILITY. OKAY.

THERE ARE WORDS AND THEN THERE ARE OTHER WORDS, AND SOMEHOW WORDS JUST CREATE THEMSELVES.

BECK IS A VOTE TAKEN CONCLUDED.

IT PASSES. OKAY.

VOTE PASSES. ALL RIGHT.

OKAY. VERY WELL.

SO ONE OF THE ITEM FOR COMMENTS ON THE COMMENTS FROM THE CHAIR.

MPOA C COMMITTEE APPOINTMENT APPOINTMENTS AS THE CHAIR, I WILL BE SERVING ON THAT BOARD.

BUT THERE IS AN ALTERNATE POSITION AND THE FIRST CHOICE GOES TO OUR NEW VICE CHAIR.

COOPER, WOULD YOU LIKE TO WOULD YOU LIKE TO SERVE ON THAT BOARD AS AN ALTERNATE? THANK YOU VERY MUCH.

WONDERFUL. CONGRATULATIONS AGAIN.

SO THAT'S I THINK WE WE HAVE NOT DONE MEMBER COMMENTS.

[9. Member Comments Click here to submit a comment to go before the Board.]

WE SORT OF DID MEMBER COMMENTS, BUT DO WE HAVE ANY OTHER MEMBER COMMENTS, ANY OF ANYONE ELSE? GOING ONCE WE HAVE ONE MEMBER MARTIN.

THANK YOU, CHAIR, AND I'LL JUST TAKE AN OPPORTUNITY TO THANK THE BOARD FOR HAVING CONFIDENCE IN ME TO MOVE TO THE NEXT LEVEL.

I DO APPRECIATE THAT.

BUT WHILE WE DO HAVE A COUPLE OF OUR COUNTY AND CITY OF FORT LAUDERDALE AND SURROUNDING CITIES, WE KNOW THAT WORLD CUP CRICKET IS COMING TO BROWARD COUNTY.

AND BEING FROM THE CITY OF LAUDERHILL, WHERE A LOT OF THE ACTIVITIES WILL BE TAKING PLACE, I'LL GO OUT ON A LIMB AND SAY IT'S BEEN A RATHER CONTENTIOUS CONVERSATION WITH THE ICC, WHOSE OVER THE WHOLE THING.

AND I WOULD JUST ASK IF THERE'S ANY UPDATES OR IF ANYBODY HAS ANY QUESTIONS ABOUT WHAT'S COMING ON BOARD.

I KNOW IT'S RIGHT NOW, I KNOW COMMISSIONER ROGERS HAS BEEN INTRICATELY INVOLVED IN THIS, AND THE INTENT IS TO HAVE THE WHOLE COUNTY INVOLVED IN SOME WAY, SHAPE OR FORM THE GOOD, BAD AND THE UGLY.

WE WANT EVERYBODY TO PLAY A PART IN WHAT'S COMING DOWN THE PIKE, AND WE'RE ONLY ABOUT TWO MONTHS OUT, SO I DON'T KNOW.

HEY COMMISSIONER ROGERS, IF YOU JUST WANT TO GIVE ANY LATEST GREATEST TO OUR COLLEAGUES.

OKAY, COMMISSIONER ROGERS, WE'LL HAVE TO WOULD HAVE TO GET IN THE QUEUE.

I DO HAVE MEMBER MCGEE IN THE QUEUE AT THE MOMENT.

MEMBER MCGEE. YOU SHOULD BE ON.

YOU SHOULD BE ON.

I DID MY PART.

YEAH. THINK FOR ME ANYWAY.

OH, THERE IT GOES. IT'S ABOUT TO YELL.

I JUST WANT TO THANK EVERYONE FOR YOUR SUPPORT AND I'M LOOKING FORWARD TO REPRESENTING WELL ON THE BOARD.

[01:35:02]

SO THANK YOU SO MUCH.

YOUR DIGITAL COPY LATER TODAY BY EMAIL.

THANK YOU. OKAY.

THANK YOU.

MEMBER MALOSI.

HELLO. OKAY.

I HAVE SOME COMMENTS FOR FDOT.

ARE YOU HERE? I KNOW YOU'RE HERE SOMEWHERE.

HI THERE. TWO THINGS.

SEVERAL WEEKS AGO I HAD SOME COMMENTS ABOUT OUR SOUND BARRIER WALL IN OUR CITY.

SO YOU ALL SENT SOME PEOPLE OUT THERE.

THEY STARTED TO CLEAN IT.

THEY STOPPED.

THEN INSTEAD OF CLEANING THE WALL, THEY DECIDED TO PAINT IT.

SO NOW THEY'RE PAINTING A WALL WITHOUT CLEANING IT, AND THEY ARE PUTTING FRESH PAINT ON A BLACK MOLD WALL.

I'M NOT EVEN GOING TO COMMENT ON THAT.

THEY'VE DONE NOTHING AT ALL WITH THE RESIDENTS SIDE.

THEY JUST KEEP PUSHING THAT DOWN.

AND I'M NOT EVEN GOING TO COMMENT ON THAT SO Y'ALL CAN FIGURE OUT HOW TO WORK THROUGH THAT.

BUT WHAT I'M HERE TO ASK YOU AGAIN, BECAUSE EVERY MUNICIPALITY IN BROWARD HAS SOME SORT OF SOUND BARRIER WALL.

AND I'VE LEARNED THROUGH THE TRANSPORTATION ACADEMY THAT IN YOUR MAINTENANCE, WHEN YOU PUT FORTH PROJECTS, YOU DON'T HAVE TO PUT FORTH MAINTAINING ROADS AND AND WALLS.

SO WHAT I'D LIKE TO ASK YOU IS WHEN IF YOU COULD LOOK AT THE POLICIES FOR OPERATION AND MAINTENANCE AND SEE IF SOUND BARRIER WALL MAINTENANCE IS ROUTINE AND IF IT IS NOT, IF YOU CAN MAKE IT PART OF YOUR PROGRAM. AND I ACTUALLY WROTE THAT DOWN VERBATIM, AS I WOULD LIKE YOU TO LOOK AT IT AND THEN PUT IT IN IF IT IS NOT, BECAUSE THEN YOU CAN ACTUALLY BUDGET FOR IT.

AND THEN EVERY MUNICIPALITY CAN LOOK FORWARD TO HAVING THIS DONE ON A REGULAR BASIS AND NOT HAVING TO GO THROUGH WHAT I AM HAVING TO GO THROUGH, BECAUSE THE INEPTITUDE THAT I AM LOOKING AT IS BEYOND.

WE HAVE A MEETING SCHEDULED WITH Y'ALL AT 3:00 TODAY, BUT AGAIN, I'M WITNESSING WITH MY OWN EYES YOUR WORKERS NOT EVEN PUTTING KILLS, PAINTING OVER BLACK MOLD, NOT WASHING.

THANK YOU. THANK YOU, MEMBER MALONEY APPRECIATE IT.

WE HAVE ANOTHER MEMBER COMMISSIONER ROGERS.

CAN YOU HEAR ME? WAIT A SECOND.

YOU SHOULD BE ABLE TO.

OKAY, NOW.

ALL RIGHT. COMMISSIONER.

CENTRAL BROWARD COUNTY, OF COURSE, WILL BE HOT, RED HOT IN JUNE.

AND WE ARE EXCITED ABOUT BEING A PARTNER AND HOSTING THE PINNACLE OF CRICKET HERE IN BROWARD COUNTY IN THE UNITED STATES.

I WILL SHARE WITH YOU THAT WE HAVE 20 TEAMS OVER 55 GAMES BEING PLAYED BETWEEN TEXAS, NEW YORK AND BROWARD COUNTY. WE HAVE FOUR GAMES HERE IN BROWARD COUNTY.

AND AS MY COLLEAGUE STATED THAT YES, IT'S ALL ABOUT BROWARD.

IT IS A UNITED STATES BIDDING FOR THE WORLD CUP, BROWARD BEING ONE OF THOSE COUNTIES WITH THE ONLY CRICKET FIELD, AND LAUDERHILL.

YES, IT'S LOCATED IN THE CITY OF LAUDERHILL.

SO WE ARE ALL EXCITED ABOUT THE GAMES.

BUT WHAT WE ARE SAYING, WE NEED EVERY CITY TO PARTICIPATE.

THIS IS THE SECOND MOST POPULAR SPORTS IN THE WORLD, NOT JUST IN THE UNITED STATES.

SO AS DIVERSE AS THE UNITED STATES IS, IT'S REFLECTED HERE IN BROWARD COUNTY, AND THAT'S WHY IT'S A POPULAR SPORT.

SO THROUGHOUT YOUR CITIES, THERE ARE PEOPLE WHO PLAY THE GAME, AND THEY'RE TRYING TO MAKE SURE THAT THEIR KIDS UNDERSTAND THE GAME.

SO JUST LIKE PICKLEBALL, YOU ARE HAVING CRICKET, YOU'RE HAVING NETBALL, YOU'RE HAVING ALL THESE DIFFERENT GAMES BEING PLAYED HERE IN BROWARD COUNTY.

BUT IT'S CRICKET, LOVELY CRICKET, AND WE'RE GOING TO BE BUSY.

WE'RE ASKING EVERYONE TO JUST KNOW THAT BROWARD COUNTY FOR 41 FROM, I WOULD SAY MCNAB ALL THE WAY DOWN TO DAVIE, WE WILL BE GRIDLOCKED AND BUSY AND TRAFFIC WILL BE MOVING VERY SLOWLY.

SO WE'RE GOING TO ASK FOR TRANSPORTATION.

I KNOW FROM HOSTING THE WORLD JUNIOR NETBALL TOURNAMENT, WE HAD TO NEGOTIATE AND TALK TO OTHER CITIES.

YES. CAN YOU PARTICIPATE BY BUSSING PEOPLE TO SET LOCATION FOR US SO WE CAN REDUCE TRAFFIC GOING INTO THE REGION?

[01:40:01]

SO THERE'S A LOT OF THINGS BEING PLANNED, BUT WE'RE JUST SAYING YOU'LL HEAR MORE AS WE MOVE FORWARD.

BUT OUR FIRST GAME HERE IN BROWARD COUNTY IS ON JUNE 14TH.

NEPAL VERSUS I HAVE IT.

FIRST GAME.

WE HAVE THAT.

OKAY. YOU DON'T NEED TO KNOW THAT.

IT'S ON THE 14TH.

I WOULD LIKE FOR YOU TO KEEP US INFORMED OF THAT.

THANK YOU SO MUCH.

APPRECIATE IT.

MEMBER. GOOD.

GREEN. THANK YOU.

THANK YOU, MADAM CHAIR. I VERY MUCH APPRECIATE YOU RECOGNIZING ME.

I, I DO WANT TO JUST THANK OR ACTUALLY CONGRATULATE THIS NEW EXECUTIVE BOARD.

THIS IS ACTUALLY A PRETTY BIG CHANGE.

AND I'M VERY, VERY EXCITED TO SEE THE DIRECTION IN WHICH WE'RE GOING TO GO NOW WITH THIS NEW BOARD.

I'D ALSO LIKE TO GIVE A PERSONAL THANKS TO THOSE WHO WERE NOMINATED AND THOSE WHO WERE ACTUALLY ELECTED.

I WOULD LIKE TO THANK YOU FOR YOUR COURAGE TO LEAD.

THANK YOU, MADAM CHAIR.

THANK YOU. THANK YOU VERY MUCH.

WE DON'T HAVE ANY OTHER COMMENTS AT THIS TIME.

I ECHO THE SENTIMENTS.

I OFFICIALLY CONGRATULATE EACH AND EVERY ONE OF YOU AND LOOK FORWARD TO WORKING.

CONTINUE TO WORK WITH ALL OF YOU HERE ON THIS BOARD AND NEW MEMBERS OF THE EXECUTIVE BOARD AS WELL.

[11. Monthly Legislative Reports]

NEXT WE HAVE THE MONTHLY LEGISLATIVE REPORT.

PAUL CALVARESI CALVARESI HARRIS CALVARESI.

ALL RIGHT. SAY THAT ONE MORE TIME.

GOOD MORNING, PAUL CALVARESI.

PAUL CALVARESI WELCOME YOUR WIFE.

IT'S LIKE AN ITALIAN DISH.

SO ON THE FEDERAL SIDE, NOT MUCH NEW TO TALK ABOUT.

I WILL SAY THAT THE MPO SUBMITTED THREE COMMUNITY PROJECT FUNDING REQUESTS, EARMARKS FOR OUR REGION, ONE TO EACH MEMBER.

BUT WE'RE REALLY HERE FOR WE HAVE YOUR STATE ADVOCACY TEAM FROM TRIP SCOTT ERIC'S GIVE AN UPDATE ON WHAT HAPPENED ON TALLAHASSEE.

A LITTLE BIT OF REVIEW.

I JUST WANT TO LET YOU KNOW THAT WHAT THE STRENGTH THAT WE HAVE IN THEM IS THAT THEY'RE ABLE TO GET STAFF, THE EXECUTIVE DIRECTOR IN THE ROOM WITH THE LAWMAKERS. AND THERE'S SEVERAL TIMES WHERE WE'RE NOT EVEN BEING REACTIVE, BUT WE GET TO HAVE A SEAT AT THE TABLE.

WE GET TO HELP CRAFT LEGISLATION.

OKAY. WE GET TO MAKE SURE THAT FIRES ARE PUT OUT BEFORE THEY START.

NOW, THAT DOESN'T MEAN THERE AREN'T FIRES, AND THEY ARE VERY GOOD AT HANDLING THOSE AND MAKING SURE THAT WE GET THE BEST OUTCOME.

BUT YOU KNOW, SOMETIMES STRONG DEFENSE IS STRONG OFFENSE.

AND I THINK WE REALLY SEE THAT IN THIS TEAM.

SO AT THIS TIME I'D LIKE TO BRING THEM UP TO GIVE THEIR UPDATE.

THANK YOU. HI.

GOOD MORNING EVERYBODY.

CANDICE ERICKS WITH TSC CONSULTING.

I'M JOINED HERE BY TWO OF MY TEAMMATES, LAUREN JACKSON, WHICH MANY OF YOU KNOW.

AND ALSO WE HAVE OUR NEWEST TEAM MEMBER, WHICH WE JUST HIRED, WHICH IS DANIEL DE LA GRANGE.

HE COMES FROM SENATOR BERMAN'S OFFICE UP IN PALM BEACH COUNTY, BUT DOWN HERE IN BROWARD.

SO WE'RE SUPER EXCITED.

CHRIS AND ROBBIE SEND THEIR REGARDS.

CHRIS IS RUNNING AROUND DOING WHATEVER CHRIS DOES AND ROBBIE IS UP IN TALLAHASSEE.

SO VERY HAPPY TO BE HOME BACK FROM TALLAHASSEE.

AND WHAT PAUL SAYS WE REALLY APPRECIATE HIM MENTIONING THAT.

BUT I DO WANT TO SAY THAT WE STARTED THIS JOURNEY WITH WITH THE MPO, I WANT TO SAY MAYBE FIVE YEARS AGO, MAYBE SIX.

TIME FLIES WHEN YOU'RE HAVING FUN.

AND WE LOVE THE RELATIONSHIP.

SO THANK YOU. BUT WE, YOU KNOW, WE STARTED THOSE RELATIONSHIP BUILDING EARLY ON WITH THE SPEAKER.

INCOMING SPEAKER AT THE TIME WAS SPEAKER COMING IN AND HE JUST WAS THERE.

BUT LITERALLY WE HAVE WHICH WE LOVE, THE CHAIR OF TRANSPORTATION CALLING US FOR ADVICE ON MPO INFORMATION, SCENARIOS, THOUGHTS AND INPUT.

AND WE'RE SUPER EXCITED TO BE A RESOURCE TO THE STATE.

AND IT'S VERY EXCITING THAT WE HAVE THAT RELATIONSHIP.

AND WE'RE HOPING AS NEW LEADERSHIP COMES IN, WE'RE IN THE CHANGING OF THE GUARD RIGHT NOW WITH A NEW SENATE PRESIDENT AND NEW HOUSE OF REPRESENTATIVES SPEAKER OF THE HOUSE, THAT THAT WILL CONTINUE TO GROW BECAUSE WE HAVE STRONG ADVOCATES ON THE JUNIOR AND LEVELS AND FRESHMAN LEVELS AS WELL ON THE TRANSPORTATION.

SO I'M GOING TO TURN IT OVER TO LAUREN TO GO OVER THE NITTY GRITTY OF THERE WAS A LOT OF TRANSPORTATION THIS SESSION, MORE SO THAN THERE WERE A LOT OF BILLS. BUT I'LL HAVE HER GO THROUGH THAT, THAT WE ALSO WANT TO TOUCH ON A FEW OTHER THINGS THAT AFFECTED SOME OF THE TRANSPORTATION STUFF, BUT I'LL TURN THAT OVER, AND WE'RE HERE TO ANSWER ANY QUESTIONS, AND I'LL COME BACK AFTERWARDS.

SO I WANT TO THANK YOU AGAIN.

THANK YOU, MADAM CHAIR.

THANK YOU. THANK YOU.

AND ALSO WELCOME TO ALL THE NEW BOARD MEMBERS.

AS CANDICE SAID, THIS WAS A VERY ACTIVE TRANSPORTATION YEAR.

THEY WERE ALMOST MAKING UP FOR PREVIOUS YEARS WHEN IT WAS RELATIVELY QUIET.

[01:45:04]

AND SO I DON'T WANT TO TALK FOREVER BECAUSE I KNOW YOU GUYS WANT TO GET OUT OF HERE, AND I WANT TO LEAVE TIME FOR QUESTIONS.

BUT I'M GOING TO TRY TO HIT JUST THE HIGHLIGHTS THAT I THINK YOU YOU WANT TO BE INTERESTED IN, THAT YOU WANT TO KNOW ABOUT.

SO TO START OFF WITH THE BUDGET, THERE WAS $117 BILLION BUDGET THAT WAS PASSED.

AND I JUST WANT TO SAY, FOR THOSE OF YOU WHO HAVE LOCAL TRANSPORTATION PROJECTS THAT ARE FUNDED IN THE CURRENT BUDGET, IT HAS NOT YET BEEN SENT TO THE GOVERNOR.

HOWEVER, FDOT REALLY DID ADVOCATE THIS YEAR FOR FOR FUNDING TO COME FROM GENERAL REVENUE.

AND IT ALMOST DID.

IT LOOKED LIKE IT WAS ABOUT TO COME FROM GENERAL REVENUE FOR ALL THE LOCAL TRANSPORTATION PROJECTS, AND THE SENATE HELD AS LONG AS THEY COULD.

BUT AT THE END OF THE DAY, THEY WERE FUNDED WITH TRUST FUND DOLLARS.

AND THAT DOES MAKE YOUR PROJECTS VULNERABLE.

SO JUST SO THAT, YOU KNOW, THE BUDGET HAS NOT BEEN SENT TO THE GOVERNOR, LIKE I SAID, BUT IF YOU HAVE A LOCAL TRANSPORTATION PROJECT THAT'S FUNDED IN THERE, IT'S COMING FROM THE TRUST FUND DOLLARS, WHICH MAKES THE THE GOVERNOR MORE APT TO VETO IT.

SO JUST A WARNING ON THAT.

AND THEN WITH THE LEGISLATION, BECAUSE THERE WAS SO MUCH OF IT AND IT WAS KIND OF EVERYWHERE I NORMALLY GO, BILL BY BILL.

BUT I'M JUST GOING TO KIND OF GO BY POLICY AREA INSTEAD, BECAUSE I THINK THAT MIGHT BE A LITTLE BIT EASIER.

BUT I WANT TO START OFF WITH THE MPO LEGISLATION THAT WE MENTIONED BEFORE.

IT DID NOT END UP MAKING IT PAST THE FINISH LINE.

BUT THIS WAS GOING TO BE A BIG OVERHAUL OF, OF MPO GOVERNANCE.

AND IT WOULD HAVE CREATED PERFORMANCE METRICS AND ACCOUNTABILITY.

IT WOULD HAVE ELIMINATED THE MPO AC, BUT ALLOWED FOR FOR SOMETHING IN ITS PLACE.

AND IT JUST IT DID A WHOLE HOST OF THINGS.

WE DO EXPECT THIS BILL TO RETURN.

WE KNOW THAT THE SPONSOR, THE HOUSE SPONSOR, YOU KNOW, SHE'S BEEN EYEING THIS AND STUDYING IT FOR A COUPLE OF YEARS NOW.

AND IT DIDN'T QUITE GET TO THE EXACT PRODUCT THAT WE WANTED, BUT IT IT DEFINITELY IMPROVED SIGNIFICANTLY BY THE BY THE END OF THE DAY, IT HIT A LITTLE SNAG IN THE SENATE. BUT WE EXPECT THAT TO COME BACK AND WE EXPECT IT TO COME BACK IN THE PRODUCT OF OF WHERE WE HAD LANDED THE PLANE.

THIS SESSION SO WE WANT TO THANK THE MPO FOR, FOR ALL OF THEIR TIME SPENT WITH THAT WITH THE HOUSE SPONSOR.

I MEAN, AND WE'RE TALKING HOURS WITH HER GOING LINE BY LINE THROUGH HER DRAFTS AND LETTING THEM PROVIDE INPUT.

AND SO WE'RE REALLY GRATEFUL FOR THAT RELATIONSHIP AND GRATEFUL FOR THE MPO AND STEPPING INTO THAT ROLE SO ALSO ELECTRIC VEHICLES.

I KNOW THE LAST TIME I PRESENTED WE HAD A LOT OF QUESTIONS ABOUT THAT THERE.

THE LEGISLATURE, THE THE LANGUAGE THAT IS THE VERY BROAD PREEMPTION ON ALL EV CHARGING REGULATION THAT DID PASS AND THE FDACS PACKAGE WE EXPECT THAT TO, TO BE APPROVED.

SO WE DID ATTEMPT TO NEGOTIATE A MORE NARROW PREEMPTION.

WE DISCOVERED THAT THERE WERE TWO DIFFERENT GROUPS THAT WERE PUSHING FOR IT.

IT WAS BIG BOX RETAILERS BECAUSE THEY WERE PUSHING BACK AGAINST EV REQUIRED ORDINANCES.

AND THEN. WHICH IS INDEED IN ORLANDO.

REALLY. AND THEN IT WAS ALSO OPERATORS AND OWNERS OF CHARGING STATIONS WHO WERE CONCERNED ABOUT SOME LOCAL GOVERNMENTS THAT WERE NOT THAT WERE SLOW WALKING THE PERMITTING PROCESS AND DELAYING THE DEPLOYMENT OF THE INFRASTRUCTURE.

SO WE WE ATTEMPTED TO TRY TO NARROW IT TO ONLY FOCUS ON CERTAIN THINGS, BUT UNFORTUNATELY WE'RE GOING TO HAVE TO DO THAT INSTEAD DURING THE RULEMAKING PROCESS.

SO WE'RE GOING TO BE INVOLVED WITH THE OFFICE OF ENERGY AS THEY'RE DEVELOPING WHATEVER REPLACEMENT THAT THEY'RE GOING TO HAVE FOR THESE STATEWIDE REGULATIONS, SO THAT WE KNOW WHAT'S COMING DOWN THE PIKE AND HOPEFULLY CAN CAN MAKE SUGGESTIONS FOR WHAT LOCAL WHAT LOCAL REGULATIONS COULD BE ALLOWED UNDER THE RULE DEVELOPMENT.

ALSO THE EV LICENSE BILL THAT THAT DID NOT PASS THAT WOULD HAVE LOOKED AT HOW TO FUND THE IMPAIRMENT OF THE GAS TAX WITH, WITH THE ADOPTION OF EVS AND, AND HOUSE AND SENATE, THEY REMAINED VERY FAR APART AT THE END OF THE DAY ON THAT WHERE THAT THE HOUSE WANTED TO DO A STUDY AND THE SENATE WANTED TO JUST GO AHEAD AND IMPLEMENT THOSE ADDITIONAL FEES FOR EVS.

AND THAT WOULD HAVE BEEN DISTRIBUTED TO LOCAL GOVERNMENTS, OR A PORTION OF IT WOULD HAVE BEEN DISTRIBUTED TO LOCAL GOVERNMENTS.

BUT THAT DID NOT PASS EITHER.

THEN MOVING ON TO, TO PLANNING THE LIVE LOCAL 2.0 THAT PASSED AND PART OF THAT ADDRESSED TRANSIT ORIENTED DEVELOPMENT ZONES AND THAT ALLOWED FOR IT REQUIRED THOSE DEVELOPMENTS TO BE MIXED USE IT IT REQUIRED CERTAIN PARKING REDUCTIONS IF IT WAS CLOSE TO A TRANSIT HUB AND THERE WAS SAFE ACCESS TO THAT HUB OR IF THERE IS PARKING WITHIN 600FT, AND THEN IT ALSO ALLOWS FOR ADDITIONAL REGULATIONS FROM LOCAL GOVERNMENTS, AS LONG AS IT DOESN'T RESTRICT THE USE, HEIGHT, DENSITY AND FLOOR AREA RATIO.

BUT THAT'S FOR THE TOD ZONES.

THEN ALSO WITH PLANNING THE THE THERE WERE SEVERAL MAJOR TRANSPORTATION BILLS.

ONE OF THEM WAS THE FDOT PACKAGE THAT CAME FROM THE DEPARTMENT.

[01:50:02]

ANOTHER ONE WAS THE INDUSTRY BILL OR THE ROAD BUILDERS BILL, IF YOU WILL, THAT WE KIND OF NICKNAMED IT.

AND IN THAT BILL THEY CODIFIED THE LOCAL LOCAL AGENCY PROGRAM.

I ALWAYS CALL IT THE LAP PROGRAM, BUT THAT'S OKAY.

LOCAL AGENCY PROGRAM, THEY SHOULD KNOW.

YEAH. AND WE ALSO WANT TO THANK THE MPO WITH THAT AS WELL.

THEY DID HELP IMPROVE THAT LANGUAGE JUST TO MAKE SURE THAT IT DIDN'T IMPACT THINGS THAT THEY WEREN'T INTENDING IT FOR IT TO IMPACT.

BUT IT'S JUST A STRAIGHT CODIFICATION OF WHAT THE POLICY ALREADY IS.

BUT NOW IT'S IN STATUTE.

AND THEN ALSO WITH PLANNING A BILL THAT DID NOT PASS WAS THE ADVANCED AIR MOBILITY BILL THAT WOULD HAVE IMPLEMENTED THE RECOMMENDATIONS OF THE WORKING GROUP THAT FAILED IN A IN AN INDUSTRY FIGHT.

SO WE'LL BE INTERESTED TO SEE WHAT THAT LOOKS LIKE NEXT YEAR.

BUT WE DID GET SUCCESSFULLY GET THE PREEMPTION TAKEN OUT OF THAT.

SO, SO THAT AT LEAST IT ENDED UP IN A GOOD SPOT.

EXCEPT FOR THE, THE BATTLE BETWEEN THE INDUSTRIES.

AND THEN THERE WAS A LOT THAT HAD TO DO WITH PUBLIC SAFETY THAT PASSED, THAT MADE IT THROUGH THE FINISH LINE.

AND I KNOW COMMISSIONER WELCH CARES A LOT ABOUT PUBLIC SAFETY.

SO TO IN THE FDOT PACKAGE, ONE OF THE THINGS THAT WAS INCLUDED WAS ENHANCED PENALTIES FOR RAILROAD CROSSING.

IF YOU IF YOU CROSS AND YOU DON'T HAVE THE CLEARANCE REGARDLESS OF WHETHER OR NOT THERE'S AN ARM DOWN THAT YOU COULD POTENTIALLY GET YOUR LICENSE SUSPENDED IF THERE'S, IF YOU HAVE TWO OR MORE VIOLATIONS, THE FIRST VIOLATION, I THINK, IS IS SIX POINTS ON YOUR LICENSE.

I CAN'T RECALL THE FEE RIGHT OFF THE TOP OF MY HEAD, BUT THEN THAT INCREASES TO $1,000 AND A SUSPENSION OF YOUR LICENSE.

SO THAT WAS IN THAT THERE WAS ALSO ENHANCED PENALTIES FOR MOTOR VEHICLE RACING.

THERE WAS ENHANCED PENALTIES.

THERE WAS A VULNERABLE ROAD USER BILL THAT WAS PASSED THAT ALSO ENHANCED PENALTIES FOR CAUSING BODILY INJURY OR DEATH TO A VULNERABLE ROAD USER.

AND THEN ALSO A BILL THAT REQUIRES SLOW DRIVERS IN THE LEFT LANE TO GET BACK OVER TO THE RIGHT LANE IF IT'S 65MPH OR OVER.

AND YOU'RE NOT PASSING, THEN YOU SHOULD NOT BE OVER IN THE LEFT LANE.

AND FOR THOSE OF US WHO DRIVE A LOT TO TALLAHASSEE, WE DID APPRECIATE THAT BILL.

ONE ONE PUBLIC SAFETY ISSUE THAT DID NOT PASS.

THAT WAS THEY ATTEMPTED TO PUT IN A COUPLE DIFFERENT PACKAGES, BUT IT DIDN'T MAKE IT.

AT THE END OF THE DAY THAT WOULD HAVE ALLOWED LOCAL GOVERNMENTS TO, TO REGULATE A LITTLE BIT MORE ELECTRIC BICYCLES AND ELECTRIC SCOOTERS.

AND THAT WAS IN RESPONSE TO A TRAGEDY THAT HAPPENED IN KEY BISCAYNE.

WE EXPECT THAT THAT THE HOUSE MEMBER DOWN THERE IS GOING TO CONTINUE TO PURSUE THAT.

SO WE WE EXPECT THAT LEGISLATION TO COME BACK NEXT YEAR AS WELL.

AND THEN TRANSIT.

THIS WAS A VERY HEAVY TRANSIT YEAR.

WE ACTUALLY HAD THE EXECUTIVE DIRECTOR OF THE FTA COME JOIN US AT THE MPO STATE OF THE REGION AWARDS FROM TALLAHASSEE, BECAUSE WE WERE JUST WITH HER.

EVERY SINGLE DAY THIS SESSION THAT WE WERE LIKE, HEY, WHY DON'T YOU COME DOWN TO BROWARD? AND SO WE WERE HAPPY THAT SHE JOINED US.

YEAH. SO BUT THERE WAS A LOT OF TRANSIT LANGUAGE IN MULTIPLE PACKAGES.

BUT IN THE FDOT PACKAGE, THERE WAS REGULATIONS AND RESTRICTIONS ON ADMINISTRATIVE COSTS AND ALSO ON BUS WRAPS AND ADVERTISEMENTS. IT DOES GROUP IT BY TIER ONE AND TIER TWO PROVIDERS, WHICH WE ORIGINALLY THOUGHT MIGHT INCORPORATE ALL OF THE TIER TWO PROVIDERS, WHICH IS A LOT OF CITIES IN BROWARD.

HOWEVER, ACCORDING TO THE AGENCY AND WHAT OUR UNDERSTANDING IS RIGHT NOW, IT IT ONLY IMPACTS CITY OF FORT LAUDERDALE AND BCT.

SO IF THAT CHANGES, WE IF WE FIND OUT THAT THAT CHANGES, WE'LL BE SURE TO MAKE SURE EVERYBODY IS AWARE.

BUT THAT WOULD REQUIRE ADDITIONAL DISCLOSURES FOR ADMINISTRATIVE COSTS.

SORRY. AND I JUST REAL QUICK ON THAT.

AND SINCE BROWARD COUNTY ACTUALLY OPERATES MOST OF THE LOCAL SHUTTLES NOW, I THINK THAT THAT'S ACTUALLY THE IMPACTS THE CITIES.

BUT WE'LL HAVE THAT DISCUSSION ONCE THIS GETS REFINED.

YEAH, I'M A LITTLE CONFUSED WHY IT DOESN'T HAVE EVERYBODY INCLUDED IN THE LIST, BUT THEY GAVE US A LIST OF WHO THEY FELT WAS INCLUDED IN IN THE BILL.

AND AND THAT WAS THE ONLY THE ONLY BROWARD ENTITIES THAT WERE ON IT.

SO JUST KEEP THAT IN MIND THAT THAT MIGHT BE SOMETHING THAT WE MIGHT HAVE TO ADDRESS IN THE FUTURE, BUT IT WOULD HAVE RESTRICTED ADMINISTRATIVE COSTS TO A CERTAIN THRESHOLD, DEPENDING ON HOW THE SIZE OF YOUR TRANSIT AGENCY AND ALSO REQUIRES AN FDOT REVIEW OF YOUR BUDGET OR PRIOR TO THE ADOPTION OF YOUR BUDGET. IF THERE'S A 5% YEAR OVER YEAR INCREASE THAT'S PROPOSED.

AND LIKE I SAID, REQUIRED ADDITIONAL DISCLOSURES AS WELL.

ALSO, THE IN THE INDUSTRY BILL, AS YOU MIGHT RECALL, FOR THE PAST SEVERAL YEARS, WE FOUGHT LANGUAGE THAT WOULD HAVE CAPPED THE FUNDING, THAT WOULD GO TO CERTAIN PUBLIC TRANSIT PROJECTS THAT INCLUDE SEAPORTS, AIRPORTS AND PUBLIC TRANSIT AGENCIES.

[01:55:02]

AND THIS YEAR IT DID PASS, HOWEVER, THERE WERE EXEMPTIONS ADDED IN ADDITIONAL EXEMPTIONS THAT WERE ADDED INTO IT.

PREVIOUSLY WE HAD EXEMPTED FEDERAL MATCH.

SO THAT WAS STILL INCLUDED.

AND THEN THIS YEAR THEY ALSO INTRODUCED IF IT'S IN THE TIP AND IT'S APPROVED BY A SUPERMAJORITY OF THE COUNTY COMMISSIONERS THEN THAT WOULD BE EXEMPTED AS WELL FROM THAT CAP. AND THEN THEY ALSO AT THE END THERE ADDED IN CERTAIN BUS RAPID TRANSIT AND RAIL PROJECTS AS WELL.

SO THERE WAS AT LEAST A LOT OF EXEMPTIONS.

BUT BUT THAT LANGUAGE DID PASS.

AND THEN THERE WAS ALSO A TRANSPORTATION SERVICES FOR DISABILITIES BILL THAT ORIGINALLY WOULD HAVE BEEN A VERY EXPENSIVE BILL.

IT WOULD HAVE REQUIRED AN ON DEMAND APP, CAMERAS INSIDE.

A LOT OF TECHNOLOGY UPGRADES.

THE FINAL PACKAGE.

WHAT IT DOES IS IT ACTUALLY IT OVERHAULS THE COMMISSION ON TRANSPORTATION DISADVANTAGE.

AND THEN IT REALLY FOCUSES ON A LOT OF STUDIES.

I STREET CUTTER AND FDOT HAVE TO PRODUCE SOME REPORTS AT THE END ABOUT DIFFERENT TECHNOLOGIES AND ABOUT TRANSPORTATION DISADVANTAGE SYSTEM, HOW IT'S FUNDED AND HOW ALL THE DIFFERENT SYSTEMS WORK TOGETHER.

BUT IT'S REALLY GETTING AT TRYING TO IMPROVE TRANSPORTATION SERVICES FOR PEOPLE WITH DISABILITIES.

AND, AND IT IT DOES REQUIRE CONTRACTORS TO FOR US TO PUT INTO OUR CONTRACTS WITH THOSE SERVICE PROVIDERS, CERTAIN POLICIES, JUST ESTABLISHING PROCEDURES FOR COMPLAINTS INVESTIGATIONS OF COMPLAINTS AND SETTING PICK UP TIMES AND REPORTING REQUIREMENTS ON THOSE PICKUP TIMES AND ENSURING THAT YOU'RE, YOU'RE MEETING THOSE PERFORMANCE STANDARDS THAT ARE IN YOUR CONTRACTS.

AND I FEEL LIKE I COVERED A LOT.

OH JUST ALTERNATIVE MOBILITY FUNDING SYSTEMS ONLY BECAUSE IT'S A FLORIDA LEAGUE OF CITIES PRIORITY.

I DO WANT TO ADDRESS IT. IT DOESN'T REALLY IMPACT CITIES IN BROWARD AS MUCH AS IT DOES OTHER CITIES, THOUGH.

BUT THAT JUST ADDRESSES IF A CITY ADOPTS A MOBILITY FEE AND THE COUNTY HAS A ROAD IMPACT FEE INSTEAD, THERE THERE WERE CONFLICTS THAT WERE HAPPENING AROUND THE STATE IN THOSE INSTANCES. BUT NOBODY IN BROWARD ACTUALLY HAS MOBILITY FEE JUST YET.

SO JUST JUST AN FYI.

BUT THERE WAS A PROVISION IN THERE THAT DID REQUIRE ALL IMPACT FEES TO HAVE TO, TO MORE FREQUENTLY UPDATE YOUR LOCALIZED DATA THAT YOU USE FOR IMPACT FEES.

SO THAT WAS IN THERE AS WELL.

SO I THINK THERE WAS A LOT THERE'S OTHER THINGS I DIDN'T COVER, BUT I WANT TO OPEN UP FOR QUESTIONS.

AND REAL QUICK BEFORE WE OPEN IT UP FOR QUESTIONS, I KNOW THAT REPRESENTATIVES OF DOT ARE HERE, AND I JUST WANT TO SAY THAT THEY WERE ABSOLUTELY AMAZING WITH US DURING SESSION.

AND THE ACCESS FOR INFORMATION AND CONVERSATION AND QUESTIONS AND, AND FEEDBACK, REALLY.

THE SECRETARY AND THE CHIEF OF STAFF AND, AND THE LEGISLATIVE AFFAIRS DIRECTOR THE THEY WERE FANTASTIC.

SO I JUST WANT TO LET EVERYBODY KNOW THAT THAT THAT COMMUNICATION IS, IS, IS THOROUGH AND, AND AND VERY DIRECT.

SO WE APPRECIATE THAT.

THANK YOU VERY MUCH.

WE ACTUALLY DO NOT. HAVE ANYONE IN THE QUEUE FOR QUESTIONS, BUT I DID WANT.

IF YOU CAN JUST GO AHEAD AND CLARIFY WHAT EXACTLY WAS PASSED ON THE PREEMPTION FOR THE ELECTRICAL VEHICLE.

THE ELECTRIC VEHICLES.

YEAH. SO IT'S IT'S A VERY BROAD PREEMPTION.

IT'S ALL REGULATION.

IT'S THE REGULATION OF ELECTRIC VEHICLE CHARGING INFRASTRUCTURE IS PREEMPTED TO THE STATE.

SO IT'S VERY, VERY BROAD.

YEAH. AND SO LIKE I SAID, THE OFFICE OF ENERGY IS GOING TO BE REALLY DONE IN RULEMAKING, BUT THEY DIDN'T REALLY HAVE ANYTHING AT THE READY TO KIND OF SHOW WHAT THE PLAN IS GOING TO BE. OR IF, IF EVERYTHING WAS FULLY CONTEMPLATED OUT OF WHAT THAT MEANS OF EVERYTHING GETS PREEMPTED.

WE, YOU KNOW, WE JUST HAD A DISCUSSION WITH PETER ABOUT, YOU KNOW, CAN WE GO FOR THIS FEDERAL FUNDING? BUT WE THINK THAT WE CAN WE'RE GOING TO VERIFY WITH OFFICE OF ENERGY.

AND WE'VE HEARD FROM OTHER CITIES AS WELL THAT THEY WANT TO LOOK AT CERTAIN SAFETY MEASURES.

AND SO WE'RE GOING TO BE TAKING THAT TO THE OFFICE OF ENERGY AS WELL, TO SAY, HEY, ARE YOU WILL YOU ALLOW LOCAL GOVERNMENTS TO DO THIS? BUT WE DON'T KNOW WHAT IT'S GOING TO LOOK LIKE JUST YET.

SO WE WE'RE GOING TO BE PLUGGED IN WITH THAT THOUGH.

WONDERFUL. THANK YOU SO MUCH ON THAT.

I DO HAVE AN A Q MEMBERS MILOSCI YOU WERE GOING TO BE PLUGGED IN.

BECAUSE OF. WHAT IS WITH TODAY IN THIS MIND? THERE IT IS. THE RAILROAD WE'RE HAVING.

SO WHAT CAN YOU GIVE US ON THE RAILROAD WITH THE PREEMPTIONS THAT THEY'RE HAVING AND HOW THEY'RE SUPPOSED TO GO? WITH ZERO FOOTPRINT AND HOW THAT'S GOING TO POTENTIALLY WITH THE DIESEL ENGINES OR ANYTHING LIKE THAT, DID I? YES. NO, MAYBE.

SO I AT THE STATE LEVEL WELL, OVERALL, IN GENERAL, THAT MIGHT BE A FEDERAL ISSUE.

I'M NOT SURE. BUT AT THE STATE LEVEL, JUST OVERALL, IN GENERAL, THERE WAS IN A LOT OF DIFFERENT PIECES OF LEGISLATION PUSHED BACK ON, ON FEDERAL MANDATES THAT RELATE TO

[02:00:02]

YOU KNOW, EMISSIONS AND THINGS LIKE THAT.

SO IT WOULDN'T SURPRISE ME IF SOMETHING GOT IN THERE, BUT I'M NOT AWARE OF ANYTHING.

THEY ACTUALLY KIND OF ADVANCED RAIL A LITTLE BIT.

THREE EMAILS FROM DIFFERENT RAILROAD ASSOCIATIONS ASKING ME TO HELP THEM BECAUSE THEY'RE BEING REGULATED.

AND THAT'S GOING TO INCREASE MY COST AND COST TO CONSUMERS BECAUSE WE'RE SUPPOSED TO HAVE ZERO EMISSIONS FROM THE RAILROADS AND THEY'RE PHASING OUT DIESEL, ETC..

AND FLORIDA IS FOLLOWING CALIFORNIA AND THEY'RE NOT ALLOWING AND THEY'RE RESTRICTING RAILROAD ACCESS, FOR LACK OF A BETTER WORD, I'M THAT THAT'S MY WORD, NOT THEIRS.

I WAS TRYING TO DIG UP THE EMAILS WHEN YOU WERE TALKING AND I COULDN'T FIND IT.

YEAH, THAT'S A FEDERAL ISSUE, IS MY UNDERSTANDING.

IT'S COMING FROM THE BIDEN ADMINISTRATION AND THEY'RE GOING THROUGH AND MAYBE GREG CAN TALK A LITTLE BIT MORE ABOUT IT.

THEY'RE ACTUALLY PUSHING BACK.

THE BIDEN ADMINISTRATION HAS COME UP WITH SEVERAL REGULATIONS SIMILAR TO WHAT IS WITH CALIFORNIA RAILROADS AS WELL.

AND THAT'S KIND OF WHERE THEY'RE TYING IT A LITTLE BIT IS A SCARE TACTIC.

ANOTHER PART IS, YOU KNOW, SOME SERIOUSLY LEAVE LEAVE US ALONE, AND WE'RE GOING TO KEEP DOING WHAT WE'VE BEEN DOING.

SO, YEAH, IT'S A IT'S SOME OF THE IDEAS ARE GOOD.

SOME OF THEM AREN'T, YOU KNOW.

AND SO YOU HAVE TO BALANCE IT ALL OUT.

AND JUST HAPPY TO SIDEBAR WITH YOU LATER IF YOU I'LL HARASS YOU LATER.

OKAY. THANKS.

I WILL SAY IN TERMS OF MOVING PEOPLE WITH RAIL IT DEFINITELY SEEMS LIKE THE ATTITUDE IS CHANGING AND THEY'RE RECOGNIZING AT LEAST HERE AS WITH THE CHALLENGES THAT WE HAVE THAT THAT RAIL IS SOMETHING TO EMBRACE.

SO THERE WERE PROVISIONS THAT WE GOT AS TO EXEMPTED OUT OF A LOT OF THE TRANSIT LANGUAGE BECAUSE THEY REALIZED, HEY, THAT'S NOT EXACTLY WHO WE'RE TRYING TO TO CAPTURE WITH THIS.

AND ALSO, THEY HAD PROVISIONS IN THE OPT OUT PACKAGE THAT ALLOWS FDOT TO ACQUIRE AND PRESERVE RAIL CORRIDORS AS WELL.

THANKS. MEMBER.

COUPLE. YEAH, I, I HAD A FOLLOW UP ON, I GUESS THE.

YOU KNOW, THE RULE MAKING FOR EVS.

I KNOW WE HAVE IT AS A POLICY NOW TO REQUIRE IN CERTAIN DEVELOPMENTS.

IS THAT WHAT YOU'RE TALKING ABOUT? WE'RE PREEMPTED NOW FROM EVEN REQUIRING IT.

AND THE RULE MAKING HOW I GUESS HOW CAN WE AND I'M SURE, GREG, MAYBE DURING AN EXACT NEXT EXECUTIVE BECAUSE THERE'S A COUPLE POLICY CONVERSATIONS THAT CAME UP TODAY ABOUT, YOU KNOW, WHAT WE WANT TO LOOK FOR.

BUT OBVIOUSLY WE WANT TO BE INVOLVED WITH AREA, YOU KNOW, POCKETS IN OUR COMMUNITY THAT ARE UNDERSERVED OR EXAMPLE, LIKE WE HAVE CONDOMINIUMS IF WE DON'T HAVE THEM ANYWHERE.

A LOT OF CONDOMINIUMS IN OUR CITY DON'T EVEN HAVE ACCESS TO ENOUGH ELECTRIC TO CONVERT THEIR BUILDINGS.

SO WE'RE KIND OF CREATING LIKE POCKETS OF DENSITY THAT AREN'T GOING TO HAVE THEM.

SO I THINK IF WE CAN GET ENGAGED ON THE RULE MAKING, MAYBE THAT'S SOMETHING AN EXECUTIVE BOARD CAN TALK OR WORK WITH.

YEAH, WE'RE GOING TO BE BRINGING UP SCOTT.

ERIC'S BACK TO HAVE LOTS OF CONVERSATIONS ON THIS AREA.

BUT WE'LL DO IT AT EXECUTIVE.

AND THANK YOU. YOU KNOW BRING FORWARD AS.

YEAH BECAUSE WE'RE MAKING HAPPENS FOR EVERYBODY.

AND WITH THAT I WOULD JUST SAY INTERESTED IF YOU GUYS HAVE ANY ANY ANY ISSUES THAT YOU'RE FOCUSING ON WITH THAT PLEASE LET US KNOW.

BECAUSE YOU KNOW, AGAIN, IT'S A VERY BROAD PREEMPTION.

WE DON'T KNOW THAT EVERYTHING HAS BEEN CONTEMPLATED.

YOU KNOW, WE DON'T KNOW WHAT WE DON'T KNOW OR WE'RE NOT PAYING ATTENTION TO.

SO IF YOU GUYS HAVE A GOOD IDEA, YOU KNOW, WE CAN WE CAN BRING THAT FORWARD AND SEE WHERE IT GOES.

BUT BUT THAT WAS ONE OF THE THINGS THAT WE WE DID THINK THAT MAYBE WE COULD GET WAS AN EXEMPTION FOR EV READY ORDINANCES, WHICH WAS JUST, YOU KNOW, DO THE VERY CHEAP WIRING.

AND THAT WAY IT'S NOT SO EXPENSIVE WHEN THE NEW DEVELOPMENT COMES IN.

BUT THIS IT WAS REALLY ATTACKING EV REQUIRED.

BUT REGARDLESS IT CAPTURED ALL OF THEM.

AND THANK YOU. IT'S LIKE A WALKING ENCYCLOPEDIA.

YEAH I KNOW SHE'S AWESOME.

THANK YOU. THANK YOU SO MUCH FOR THAT.

APPRECIATE THAT. I APPRECIATE THAT SUGGESTION.

MAYOR COOPER AND I THINK IT'S A GREAT IDEA FOR FOR EVERYONE TO GO BACK TO THEIR CITIES AND MAYBE MAKE SURE THEY SPEAK WITH THEIR ADMINISTRATORS AND SEE WHAT IS IT THAT THEY WOULD LIKE TO HAVE EXEMPT OR ANY ANYTHING THAT THEY WOULD LIKE TO INCLUDE IN THE RULE MAKING AND FORWARD IT TO, TO GREG SO THAT WE CAN DISCUSS THAT AS WELL.

ALL RIGHT. THANK YOU.

[12. General Counsel’s Report]

SO NEXT WE HAVE GENERAL COUNSEL REPORT.

THANK YOU, MADAM CHAIR AND BOARD MEMBERS.

SO FIRST I WANT TO CONGRATULATE THE NEW EXECUTIVE COMMITTEE MEMBERS AND THE NEW BOARD.

IT LOOKS IT WILL BE INTERESTING.

OF COURSE, WORKING TOGETHER.

ALSO, THERE ARE NEW BOARD MEMBERS, MPO BOARD MEMBERS WHO HAVE BEEN BROUGHT TO US.

AND FOR THOSE MEMBERS WHO ARE NEW, I SUBMIT A MONTHLY REPORT THAT'S PART OF THE BACKUP MATERIAL THAT IDENTIFIES THE INFORMATION THAT I'VE BEEN WORKING ON FOR THE MONTH. AND IT'S JUST SHORT LITTLE BLURBS AS TO NAME AND TITLE.

BUT IF YOU HAVE ANY QUESTIONS RELATING TO ANY OF THAT OR ANYTHING ELSE, PLEASE DON'T HESITATE TO GET IN TOUCH WITH ME AND LET ME KNOW THAT YOU HAVE A QUESTION.

[02:05:01]

WITH REGARD TO ANYTHING ELSE, I'M DONE.

THANK YOU. HAVE A GOOD, GOOD MONTH.

THANK YOU. I THINK WE HAVE ONE MORE REPORT FROM PARTNER AGENCY.

[2. Report from Partner Agency - Florida Department of Transportation - SR 5/US 1/Federal Highway at SR 838/Sunrise Boulevard Project Development and Environment (PD&E) Study]

IS THAT A QUICK REPORT? ACTUALLY, IT'S A LITTLE BIT LONGER THAN QUICK, BUT IT'S SOMETHING THAT'S IMPORTANT FOR YOU ALL TO SAY.

THIS IS STARTED AS A ORIGINALLY A POTENTIAL FLYOVER IN FORT LAUDERDALE CONNECTING EASTBOUND US ONE SUNRISE TO NORTHBOUND US ONE AT THE GATEWAY CENTER.

AND THEY WENT THROUGH, YOU KNOW, WE CAME UP WITH THE IDEA ABOUT SEVEN YEARS AGO.

IT FINALLY GOT THROUGH THE PDA PROCESS.

AND NOW YOU'RE GOING TO SEE THE RESULTS OF THAT.

OKAY. GREAT.

I HAVE CHRIS MCCURDY HERE.

IS THAT CORRECT? AND CARLOS.

YEAH. THANK YOU.

I'M WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION.

I'M A PROJECT MANAGER, AND WE'RE HERE TO SHARE WITH YOU THE ALTERNATIVE WE'RE PLANNING TO MOVE FORWARD WITH FOR THE GATEWAY INTERSECTION.

THAT'S PROJECT NUMBER 4419552.

AND SO HERE'S CARLOS SACHSE FROM GANNETT FLEMING.

I'LL MAKE IT QUICK AND THEN ALLOW QUESTIONS FOR EVERYBODY'S BENEFIT.

OKAY. SO WHAT IS THE PROJECT? YOU CAN SEE THERE WE'RE FOCUSED ON THE INTERSECTION OF US ONE AND SUNRISE.

THE GATEWAY INTERSECTION.

WE DO GO A LITTLE BIT TO THE WEST, A LITTLE BIT TO THE NORTH, A LITTLE BIT TO THE EAST.

BUT REALLY THE FOCUS WAS AT THAT INTERSECTION, WHICH IS THE GATEWAY INTERSECTION.

SO WE LOOKED AT A LOT OF ALTERNATIVES.

WE'VE BEEN AT THIS FOR ABOUT 18 MONTHS.

WE'VE HAD A LOT OF PUBLIC INTERACTION.

WE'VE SCREENED A LOT OF ALTERNATIVES.

WE NARROWED THEM DOWN TO THREE FOR OUR LAST WORKSHOP.

AND TODAY WE'RE HERE TO REPRESENT TO PRESENT TO YOU WHICH ONE WE'RE WE'RE IS OUR PREFERRED AND RECOMMENDING TO MOVE FORWARD.

SO ONE OF OUR FINAL THREE WAS THE DO NOTHING ALTERNATIVE.

WE HAVE IT HERE. IT SHOWS YOU WHAT'S OUT THERE TODAY.

ON THIS ONE, WHAT'S IMPORTANT IS FOCUS ON THE ON THE RED LINES.

THAT'S THE AVAILABLE RIGHT OF WAY WE HAVE.

SO WHATEVER WE DO, WE'RE TRYING TO STAY WITHIN THOSE THOSE THE RED LINES, THE BOUNDARIES AS MUCH AS POSSIBLE.

ON THE TOP LEFT IS A LITTLE TABLE WHERE WE JUST SUMMARIZE SOME STATISTICS, WHICH LET'S YOU AND THE PUBLIC COMPARE SOME OF THE MAJOR DIFFERENCES BETWEEN THE ALTERNATIVES.

SO THIS IS WHAT WE CALLED OUR ALTERNATIVE THREE.

IT'S A TRIPLE LEFT TURN AT GRADE T INTERSECTION.

IT IS SIMILAR TO WHAT'S OUT THERE TODAY.

POINT OUT SOME OF THE DIFFERENCES.

WE ADDED SOME ADDITIONAL LANE CAPACITY.

THE EASTBOUND TO NORTHBOUND LEFT TODAY IS A TRIPLE LEFT, BUT THE LEFT TURN LANES, IF YOU DRIVE THAT INTERSECTION, SOME ARE RELATIVELY SHORT.

SO WE EXTENDED THOSE AND MADE THOSE LONGER.

SO WE INCREASED THE STORAGE THROUGH THE INTERSECTION FOR THE SOUTHBOUND LEFT TURN, WHICH IS ALSO A BIG MOVEMENT SOUTHBOUND TO EASTBOUND.

WE MADE THAT A TRIPLE F TODAY.

THAT'S A DUAL LEFT FOR THE SOUTHBOUND TO WESTBOUND.

WE MADE IT A TRIPLE RIGHT, WHICH TODAY IT'S A DUAL RIGHT.

AND FOR THE WESTBOUND TO NORTHBOUND, WE MADE THOSE DUAL RIGHTS EVEN THOUGH THEY'RE RELATIVELY SHORT.

AND TODAY THE SINGLE RIGHT TURN LANE.

SO THOSE IMPROVEMENTS PRETTY MUCH STAYING WITHIN THE RIGHT OF WAY ADDED SOME SUBSTANTIAL CAPACITY IN TERMS OF HOW MUCH RIGHT OF WAY WE NEED.

IT'S THERE ON THE RIGHT CORNER.

BASICALLY, WE'RE IMPACTING A LITTLE BIT THE BANK TO THAT, TO THE PROPERTY.

AND IT'S ALL GREEN AREA. WE'RE NOT IMPACTING ANY BUILDING, ANY, ANY PARKING OR ANYTHING LIKE THAT.

AND A LITTLE BIT TO THE CONDO PROPERTY TO THE NORTH.

WE'RE TALKING JUST A FEW FEET TO GET WHAT'S ACTUALLY SHOWN THERE IN BLUE, WHICH IS A SIGNIFICANT IMPROVEMENT FOR PEDESTRIANS.

WE'RE GOING TO BE PROPOSING A TEN FOOT MINIMUM SHARED USE PATH THROUGHOUT THE INTERSECTION THERE.

SO MAKE IT A WIDER AREA FOR PEDESTRIANS.

THERE'S QUITE A BIT OF PEDESTRIAN ACTIVITY OUT TODAY AND WE EXPECT MORE.

THE OTHER MAJOR DIFFERENCE IF YOU LOOK AT THE MIDDLE OF THE INTERSECTION, YOU COULD SEE THE CROSSWALKS FORM ALMOST A PERFECT SQUARE THERE.

WHAT'S OUT THERE TODAY? IF YOU WALK IT, IT'S A IT'S A ZIGZAG CONFIGURATION.

IT'S A LONG WALK FOR PEDESTRIANS.

AND SO WE'VE MADE THE INTERSECTION MORE COMPACT AND MADE IT BETTER FOR PEDESTRIANS.

AND YOU CAN SEE THAT BY THAT BLUE AREA ON THAT TOP LEFT CORNER WHERE WE'VE MADE THE INTERSECTION MORE COMPACT, WE HAVE THE GATEWAY THEATER TO THE BOTTOM.

AND WE'VE ACTUALLY DONE IS SHIFTED THE INTERSECTION NORTH AND CREATED MORE OF A BUFFER SPACE BETWEEN THE ROADWAY AND THE BUILDINGS ON THE SOUTH.

SO NOW YOU HAVE ROOM THERE FOR A SHARED USE PATH AND EVEN SOME POTENTIAL LANDSCAPING.

SO THOSE ARE THE MAJOR IMPROVEMENTS WITH THAT ALTERNATIVE.

SO WE LOOKED AT ACTUALLY DIFFERENT TYPES OF ROUNDABOUTS.

WE LOOKED AT A FULLY OUT GRADE ROUNDABOUT DIDN'T WORK.

AND THEN THESE ARE A COUPLE VARIATIONS OF A ROUNDABOUT WITH A FLYOVER.

AND THAT'S THE ONLY WAY OPERATIONALLY WOULD WORK IS TO PROVIDE A FLYOVER FOR THAT MAJOR MOVEMENT.

AND THAT'S SHOWN THERE IN THE PINK THE ROUNDABOUT.

AND WE'D ALSO PROVIDED THE SHARED USE PATH TO MAKE IT CONSISTENT.

YOU CAN SEE THE IMPACTS FOR THE ROUNDABOUT ARE A LITTLE BIT MORE TO THE BANK PROPERTY AND TO THE THE CONDOMINIUM PROPERTY THERE.

EVERYTHING ELSE IS SIMILAR.

THE ROUNDABOUT DID POSE SOME CHALLENGES FOR PEDESTRIANS BECAUSE, AS YOU KNOW, ROUNDABOUTS TEND TO BE FREE FLOW FOR VEHICLES, EVEN THOUGH THERE'S A YIELD CONTROL IN THE CENTER OF THE CIRCLE, THE OUTER LANES, THE RIGHT TURN LANES ARE FREE FLOW.

WE'D HAVE TO PROVIDE SOME TYPE OF CONTROL.

IF WE PROVIDE SOME PEDESTRIAN ACTIVATED CONTROL, IT STARTS IMPACTING THE OPERATIONS OF THE INTERSECTION AND SO FORTH.

[02:10:03]

SO AND THE OTHER THING THAT THE THE FLYOVER IMPACTED WAS THE MEDIAN OPENING WHERE THE PNC BANK IS.

THAT MEDIAN OPEN IS USED BY MANY OF THE PROPERTY OWNERS THERE.

AND THEY WERE VERY AGAINST CLOSING THAT MEDIAN OPENING.

AND SO THE OTHER VARIATION WAS JUST RATHER THAN GOING UP WAS TO GO UNDER.

YOU CAN SEE THE BIG ISSUE THERE IS, IS THE COST AND THE IMPACTS ASSOCIATED WITH GOING THAT.

THE BENEFIT IS YOU DON'T HAVE THE FLYOVER THERE IN FRONT OF THE THEATER.

SO WE EVALUATED THEM, COMPARED THEM.

AND YOU CAN SEE THERE THAT ALTERNATIVE THREE IN MANY WAYS IS ON BALANCE A SUPERIOR ALTERNATIVE.

AND SO THEREFORE, BASED ON ALL THE PUBLIC OUTREACH THAT WE DID, ALL THE MEETINGS, WE HAD SEVERAL WE HAD TWO DIFFERENT WORKSHOPS.

WE WENT OUT TO COMMUNITIES, MET WITH THE HOA'S.

IT WAS PRETTY MUCH UNANIMOUS THAT TO TO GO WITH THE AT GRADE INTERSECTION.

AND SO THAT IS THE PREFERRED ALTERNATIVE MOVING FORWARD.

AND THESE ARE JUST SOME RENDERINGS.

SO YOU COULD SEE A LITTLE BIT BETTER IN 3D OF WHAT IT WOULD LOOK LIKE.

DIFFERENT PERSPECTIVES.

THE OTHER WAS LOOKING FROM THE SOUTH.

NOW WE'RE LOOKING FROM THE NORTH, THE THEATERS, THEY'RE DOWN AT THE BOTTOM.

YOU SEE THAT LITTLE TOWER THERE? TO GIVE YOU A SENSE, YOU ZOOM IN ON THE INTERSECTION AGAIN.

YOU SEE THE THEATER THERE.

WE SHOWED SOME GATEWAY FEATURES THERE WE WOULD BE WORKING IN LATER ON IN THE DESIGN PHASE TO MAYBE ENHANCE THAT INTERSECTION AND MAKE IT A LITTLE BIT MORE ESTHETICALLY PLEASING AND PROVIDE POTENTIALLY SOME GATEWAY FEATURES.

THAT'S SOMETHING THAT WE COULD DO.

AND AGAIN, JUST ANOTHER VIEW.

ANOTHER VIEW. THAT'S THE VIEW FROM THE THEATER THAT WAS IMPORTANT WHEN WE WERE DEALING WITH THE PUBLIC, BECAUSE WE DID THIS VIEW FOR DIFFERENT ALTERNATIVES SO THE PUBLIC COULD SEE THE VIEW FROM THE THEATER.

AND SO OUR NEXT STEPS, WE'VE SELECTED THE ALTERNATIVE.

WE'RE GOING TO HAVE OUR PUBLIC FINAL PUBLIC MEETING COMING UP AT THE END OF JUNE PRESENTED TO THE PUBLIC.

AND THEN THE PROJECT WOULD MOVE INTO THE DESIGN PHASE WITH AN FDOT.

THAT'S IT. THANK YOU.

YEAH. THANK YOU.

I DO HAVE ONE MEMBER COMMENT.

A COUPLE OF MEMBER COMMENTS, STARTING WITH MEMBER JAFFE.

THANK YOU. CHAIR.

THANK YOU VERY MUCH FOR THAT PRESENTATION.

IT WAS VERY INFORMATIVE. AND THE ACTUAL GRAPHICS WERE VERY WELL CLEAR TO WHAT YOU WANT TO ACCOMPLISH THERE.

WE DO HAVE AND BY THE WAY, ANYONE WHO'S LIVED IN BROWARD COUNTY FOR MANY YEARS, I THINK THEY TRY TO AVOID THAT INTERSECTION.

AND IF YOU HAVEN'T BEEN TO BROWARD COUNTY, YOU GO THROUGH THE FIRST TIME YOU GO, I'M NOT GOING BACK THROUGH THERE AGAIN.

SO I'M GLAD THAT WE'RE GETTING THIS ON THE TABLE.

FOR THE TRIPLE LEFT TURN LANES.

WE HAVE ONE AND A NEW ONE IN WESTON.

AND INITIAL THERE'S INITIAL PUSHBACK, YOU KNOW, BUT EVENTUALLY PEOPLE REALIZE IT'S A GOOD THING.

AND AS LONG AS THE TIMING AND THE SEQUENCE OF ALL THE LIGHTS WORKS VERY WELL AT THAT INTERSECTION, IT'S.

I LIKE THE DESIGN.

THANK YOU. THANK YOU.

MEMBER STERMAN.

DO I HAVE TO PUSH SOMETHING? AM I ON? YES.

SO I GET THE I GET TO USE THE MIC FOR THE FIRST TIME TODAY.

GREAT QUESTION FOR YOU.

THIS HAS BEEN PRESENTED A FEW TIMES IN THE CITY.

AND, GREG, YOU HAD GONE OVER THAT WITH US ALSO, AND IT CAME TO THE CITY COMMISSION AT ONE PARTICULAR POINT.

THERE WERE SEVERAL RENDITIONS OF THE FLYOVER.

THINKING YOU MAKE THAT EASTBOUND SUNRISE ONTO NORTHBOUND FEDERAL FREE FLOW HAVE IS THE CONCEPT OF A FLYOVER DEAD AT THIS PARTICULAR POINT, OR ARE THEY STILL EVEN CONSIDERING THAT? NO. AT THIS POINT, WE'VE GONE THROUGH THE PROCESS.

WE'VE LOOKED AT SEVERAL ALTERNATIVES.

LIKE YOU SAID, THEY HAD THE FLYOVER, RIGHT? PRETTY MUCH NOBODY SUPPORTED THE FLYOVER.

VERY FEW PEOPLE. SO IT'S DEAD IN ESSENCE.

OR THE TUNNEL OR THE TUNNEL.

OH, THE TUNNEL I WON'T.

NO, NO WE WON'T, WE WON'T GO INTO THAT.

ALL RIGHT. BUT THERE'S NO THERE'S NO WAY TO TUNNEL.

THERE'S NO BRIDGE OR.

NO, THERE'S NO BRIDGE. THERE'S NO RIVER TO CROSS EITHER.

BUT THERE'S NO PLEASE.

OKAY, BUT THERE'S NO FLYOVERS.

IT'S A DEAD ISSUE RIGHT NOW.

ARE THERE ANY WAY TO EVEN CONSIDER THAT OR THAT'S GONE? IT'S GONE, IN ESSENCE, NUMBER ONE, I THINK THE STUDY SHOWED IT'S NOT REALLY NECESSARY.

ONE OF THE THINGS THAT HAPPENS IS, YOU KNOW, YOU HAVE INTERSECTIONS ON EITHER SIDE, AS YOU KNOW, THAT ARE SIGNALIZED SO YOU DON'T GET THE FULL CAPACITY BENEFIT OF A FLYOVER LIKE YOU WOULD AT AN INTERCHANGE BECAUSE YOU HAVE SIGNALIZED INTERSECTIONS ON EITHER SIDE.

SO YOU DON'T PUSH THROUGH THAT MANY MORE TRAFFIC, SO YOU DON'T GET THE BIG BENEFIT.

WITH THE AT GRADE, YOU GET ESSENTIALLY THE SAME BENEFIT, AND YOU DON'T GET THE ADVERSE IMPACTS.

BECAUSE I KEEP THINKING OF ON MIAMI BEACH, WHEN THEY HAVE THAT FLY OVER THERE AND PEOPLE GOING NORTHBOUND, IT HAS ONE CONTINUOUS LANE GOING THROUGH, BUT IT DOESN'T IT DOESN'T ADD ANYTHING WHEN YOU LOOK AT IT, NOT BECAUSE OF THE WAY THE SIGNAL OPERATIONS WORK.

OKAY. OKAY. WELL THANK YOU.

THERE IS SOME ADDITIONAL CAPACITY THAT IS COMING OUT OF THIS.

IT'S GOING TO MAKE THE SITUATION BETTER.

BUT IT'S NOT THAT FREE FLOW, WHICH IS WHAT WE WERE ALL ORIGINALLY LOOKING FOR, BUT DIDN'T DO WHAT WE THOUGHT IT WAS GOING TO DO.

WELL, I MEAN, IT'S A BALANCE BECAUSE NOW YOU CAN BETTER SERVE THE PEDESTRIANS AND THE CYCLISTS AND STILL PROVIDE THE TRAFFIC BENEFIT TODAY.

IT'S TERRIBLE OUT THERE FOR PEDESTRIANS.

I MEAN, IF THE RESIDENTIAL DEVELOPMENT THAT HAS ALREADY BEEN APPROVED AND PENDING GETS APPROVED THERE, YOU'RE GOING TO HAVE A LOT MORE PEDESTRIAN ACTIVITY.

[02:15:06]

YEAH. NO. AND THAT'S ACTUALLY ONE THAT'S A HUGE ISSUE THERE.

NO TUNNEL.

NO TUNNEL. THANK YOU.

MEMBER MCGHEE. HELLO.

YES. NO, I THINK I WANT TO COMMEND YOU BECAUSE IT DOES LOOK BEAUTIFUL.

AND I KNOW YOU GUYS HAVE BEEN GOING THROUGH THIS FOR A WHILE NOW, AND I JUST WANTED TO RELAY JUST A, JUST A FEEDBACK, SEEING HOW IN POMPANO WE'VE BEEN DOING A LOT OF ROAD MOVING AROUND AND DEALING WITH WHAT AND TO CREATE PEDESTRIAN AND STUFF.

AND I WOULD JUST SAY IT LOOKS BEAUTIFUL, ESPECIALLY ADDING IN THE LANDSCAPING.

AND WE'VE GOTTEN A LOT OF GREAT FEEDBACK WITH THAT.

SO I THINK MAKING IT IT'S MORE FRIENDLY FOR PEDESTRIANS AND EVEN DRIVERS, AND IT JUST CREATES A SENSE OF PLACE.

AND I DON'T KNOW, I'VE ALWAYS BEEN PARTIAL TO THAT GATEWAY.

AND THE GATEWAY THEATER IS JUST ONE OF MY MY SOFT SPOTS IN THE IN BROWARD COUNTY.

SO IT LOOKS BEAUTIFUL AND CONGRATS.

THANK YOU. THANK YOU SO MUCH.

ONE MORE. MAYOR COOPER.

FIRST OF ALL, I'M VERY INTRIGUED.

FIRST OF ALL, I LIKE THE COMMENTS BECAUSE I WOULD LOVE THREE TURNING LANES AT HALLANDALE BEACH BOULEVARD HEADING SOUTH.

BUT THAT'S FOR A CONVERSATION.

ALL THE CROSSWALKS.

AND YOU KNOW, I'M SENSITIVE TO THE CROSSWALKS ONLY BECAUSE I DEAL WITH A-1-A AND HALLANDALE BEACH BOULEVARD.

THE CENTER SIGNALIZATION IS, YOU KNOW, AND MY EXPERIENCE WITH SIGNAGE AND TRAFFIC, KNOWING THEY HAVE TO STOP OR DON'T STOP, I CAN'T TELL FULLY.

BUT IF I'M GOING NORTH ON US ONE AND MAKING THAT RIGHT, THEY'RE ALL LIT.

THOSE RIGHT TURNS, THEY WILL ALL BE SIGNALIZED.

OKAY. AND THAT'S.

YEAH. AND THEN THE MAIN CROSSING RATHER THAN TODAY, YOU HAVE TO DO IT IN MULTIPLE STAGES.

WE HAVE TO STOP IN THE ISLANDS.

YEAH. LIKELY ELIMINATE THAT.

YOU COULD PROBABLY DO IT IN ONE MOVE OR TWO MOVES MAXIMUM.

RIGHT NOW IT TAKES 3 OR 4 STAGES TO CROSS OKAY.

SO THERE IS A STOP.

THERE'S NOT A YEAH THEY'RE ALL OPTIONAL OKAY.

THERE YOU GO. THAT'S MY WHOLE QUESTION.

THANK YOU I KNOW THANK YOU SO MUCH.

WE HAVE NO FURTHER COMMENTS.

APPRECIATE IT. GREAT JOB.

THAT IS THE END OF OUR MEETINGS.

WE DO HAVE ON ON YOUR DESK YOU HAVE LET'S GO BIKING WATER BOTTLES FROM OUR LAST EVENT.

PLEASE TAKE THEM WITH YOU.

ALL RIGHT. MEETING ADJOURNED.

THANK YOU, THANK YOU, THANK YOU, THANK YOU ALL.

HOW ARE WE GOING TO EXECUTIVE? YEAH.
